President attacks divisive forces NEW DELHI, AUG 14 (IANS): President Pranab Mukherjee on Sunday denounced “forces of divisiveness and intolerance” as well as attacks on weaker sections, saying they must be dealt with firmly. In his Independence Day eve address to the nation, the President also came out strongly against groups and individuals who pursue a divisive political agenda that leads to Constitutional subversion. In his fifth August 14 address, Mukherjee said that in the last four years he saw “with some disquiet, forces of divisiveness and intolerance trying to raise their ugly head. “Attacks on weaker sections that militate against our national ethos are aberrations that need to be dealt with firmly. “The collective wisdom of our society and our polity gives me the confidence that such forces will remain marginalized,” he added. India will celebrate its 70th Independence Day on Monday. Democracy, the President underlined, was not just about elections. “Disruptions, obstructionism and unmindful pursuit of a divisive political agenda by groups and individuals lead to nothing but institutional travesty and Constitutional subversion,” he said.

President Pranab Mukherjee addresses the Nation on the eve of 70th Independence Day on Sunday. (PTI) “Polarizing debates only deepen the fault lines in public discourse.” The President, however, made no specific reference to the attacks on Dalits, communal tensions or the Kashmir unrest in his speech. A unique feature of India, he pointed out, was “our respect for each other’s cultures, values and beliefs. “The very essence of plurality lies in cherishing our heterogeneity and valuing our diversity. “In the network environment of today, a caring society can only be developed by harmonizing religion with modern science,” Mukherjee added. Calling for the promotion of scientific temper, he said: “We often celebrate the achievements of our ancient

past but it would be wrong to rest on our laurels. “It is much more important to look to the future,” he said. Indians, the President said, “must learn to challenge the status quo and refuse to accept inefficiency and slipshod work. “In a competitive environment, a sense of immediacy and some impatience is a necessary virtue.” Mukher jee said that backed by a strong political will, the country must create a future which would economically empower 600 million youth, build a digital India, a start up India and a skilled India. “India will grow, only when all of India grows. The excluded ones will have to be included in the development

process. The hurt and alienated have to be brought back into the mainstream.” He said India has had remarkable growth in recent times, often growing above 8 per cent per annum over the last decade. “We must build on our strengths so that, this lead can be sustained and furthered.” He said a normal monsoon this year gave reason to cheer unlike the past two years when below normal rains led to agrarian distress. The President emphasized the importance of India’s “neighbourbood first policy”. South Asia must carve out a common destiny to march together. Mukherjee denounced a rise in terrorism across the globe, with its roots in radicalization of people on the basis of religion. “These forces apart from killing innocent people in the name of religion also threaten to disrupt geopolitical divides, which could prove disastrous for world peace. “The inhuman, mindless and barbaric modus operandi of such groups have been visible in France, Belgium, United States, Nigeria, Kenya and closer home in Afghanistan and Bangladesh recently. “These forces now pose a danger to the entire comity of nations. The world will have to fight them unconditionally and in one voice.”

PIL in SC against cow vigilantes for violent acts

Central govt has upheld vision of a transformed India: Acharya

New Delhi, Aug 14 (AGENCIES): A petition has been filed in the Supreme Court seeking direction to the Centre and some states to take action against so-called cow vigilantes, who are allegedly spreading violence and committing atrocities against Dalits and minorities. The PIL, filed by Congress activist Tehseen S Poonawalla, said the violence committed by these ‘Gau Raksha’ groups have reached to such proportions that even Prime Minister Narendra Modi recently declared them as people who are “destroying the society”. It alleged these groups were committing atrocities against Dalits and minorities in the name of protection of cows and other bovines and they needed to be “regulated and banned in the interest of social harmony, public morality and law and order in the country”. It also sought a direction to remove the alleged “violent content” uploaded on social media and hosted by the cow protection groups. The plea sought to declare as “unconstitutional” section 12 of the Gujarat Animal Prevention Act, 1954, Section 13 of Maharashtra Animal Prevention Act, 1976, and Section 15 of Karnataka Prevention of Cow Slaughter and Cattle Preservation Act, 1964, which provide for protection of persons acting in good faith under the Act or rules.

Acharya on Sunday highlighted the achievements of the government and said that Central government has upheld the vision of a transformed India. “Our standing in the world has risen. This is a day of dedication and hallowed remembrance for us, we celebrate our freedom”, he said. While paying homage and tribute to those self-sacrificing and devoted leaders and patriots, Acharya said “many generations of our countrymen waged a powerful struggle for Independence and gave their lives for the country and became martyrs”. Highlighting the achievements of the government, Acharya said schemes such as Kisan Credit Cards, Kisan Insurance, Soil Health Card, etc.

were introduced to empower farmers. He said union minister for Roads and Transport, Nitin Gadkari had also earmarked Rs. 5,000 crore for improving roads and bridges for the North East, the life line of the country. He said for the first time in the history of Nagaland, the new broad gauge railway line between Dimapur–Kohima (Zubza), the foundation stone laid by union minister for Railways Suresh Prabhu, would be completed by 2019. “This is a great and significant initiative under our Prime Minister,” he added. He further said that the Indian National Fellowship Centre (INFC), an Mumbai based NGO, School Education department, in collaboration with Rotary Club Bombay (North), have worked out a project to start E-learning in 28 selected Government Higher Secondary Schools in Nagaland. Stating that it was the first of its kind in the North East Region, Acharya said this would enhance the quality of learning at government schools. He said several initiatives to strengthen emotional integration had been worked out like organizing medical camps, teachers exchange programme, Beti Bachao Beti Padhao and health services rendered to Nagas living in the border areas of Myanmar.

With the population having 65% youths, he said if the universities and educational institutions add skill in the academic contents, the youth would be employable and develop human resource for the world. “Our youths coming out of Universities should be job givers and not job seekers”, he asserted. Citing the example of Nagaland, Acharya said it was a pride for a small state to have four Universities-- Nagaland University, ICFAI University, Global Open University of Nagaland and St. Joseph Catholic University of Nagaland. “Empowerment of prospective young men and women by education is important. The first and foremost factor of development of society is education,” he said. He said that the scouts & guides have also been strengthening the society by bringing discipline in life and rendering service to the needy. Acharya further noted that the ex-servicemen of Nagaland have also equally contributed to the freedom of India. “We are proud of our ex-servicemen. We should also respect and take care of the Veer Naris of the State,” he said. He also mentioned that the Nagaland Red Cross Society had been rendering humanitarian services to the society at the hour of need or disaster. (Cont’d on p-7)

NEW DELHI, Aug 14 (Agencies): The government’s income disclosure scheme, the window for black money declaration may not have started yielding desired results yet, but the government has started building pressure on the suspect tax evaders by increasing the number of Income Tax raids across the country, which went up nearly three times in the first four months of this year—from 55 last year to 145 this year. During the first four months of this fiscal (AprilJuly), at least 145 Income Tax (I-T) raids have been conducted with more than Rs 245 crore unaccounted cash (black money) seized. The total undisclosed income admitted during these raids has been an unprecedented Rs 3,375 crore, excluding the cash and jewellery seizures. According to top I-T officials, the I-T department’s strategy to increase search and seizure operations against suspect evaders has been successful and the cash seizures have been an all-time high, most of it has been netted from leading educational institutions and builders in Chennai, Mumbai and Delhi among other cities. During the first four months of 2016, at least 145 I-T raids unearthed unaccounted income and cash worth Rs 3,375 crore as against Rs 2,252 crore in the first four months of 2015. As against Rs 76 crore of cash seized last year during the four months, the department managed to lay their hands on over Rs 245 crore this year during April-July. Seizure of jewellery accounted for Rs 85 crore as against Rs 21 crore last year.

DIMAPUR, AUG 14 (NPN): Nagaland Pradesh Congress Committee (NPCC), while welcoming the state government’s decision to conduct elections to Urban Local bodies (ULBs)/Town Councils and to implement 33% reservation for women in civic polls, raised doubts on whether chief minister T.R. Zeliang and the government could assert their authority in implementing 33% women reservation or succumb to the pressures of some civil societies “who have no accountability towards the people they claim to represent”. In a press note, NPCC media cell said that 33% reservation for women was made through The Nagaland Municipal (First Amendment) Act, 2006 but “NPF govt dithered and backtracked in its implementation”. According to media cell, after elections to ULBs were postponed on pretext or the other including the issue of women reservation since 2010, the NPF government illegally appointed their party workers in the guise of advisors and “these people without any accountability or even an iota of moral conscience looted and destroyed the

institution of local bodies”. Media cell also claimed that majority of the council members in the past barring some few honest souls have failed to perform their duty. “While busy taxing every item for themselves, they could not even fill potholes, provide garbage disposal or clear clogged drains,” it said. Instead of executing their duties, they council member “sat together with illegal tax collectors in the gates and people were subjected to multiple taxes on all items from multiple points”, media cell alleged. In such circumstances, media cell said that the people needed council(s) that could provide safety and security to life and property of people. “We need Council that may facilitate entrepreneurs and traders”, it said. Therefore, media cell said it expected that the election be conducted in free and fair manner. Media cell also appealed the voters to elect upright leaders to serve the welfare of common people and “not rascals, rogues and freebooters with low calibre to avoid squabbles amongst themselves for power”.

Naga Political Groups celebrate ‘70th Naga Independence Day’ Integration of Nagas a legitimate right, says Raising Nagas have asserted their right without fear: Adinno Sovereignty reduced to a game of spl economic privileges: GPRN/NSCN Staff Reporter Correspondent Stating that the era of Nagas had each other positions. DIMAPUR, AUG 14 (NPN): NSCN (I-M) kilo kilonser, Rh. Raising on Sunday asserted that “integration of all Naga territories, under one politiRh. Raising (NP) cal umbrella is the legitimate right of the Nagas, which no power can stop.” Speaking as the chief guest on the occasion of ‘70th Naga Independence Day’ at CHQ, Hebron, Raising said “integration of all Naga territories is a natural necessity and not a choice.” Maintaining that all the nation-states today were built on the concept of “pluralism of sovereignty”, Raising said “shared sovereignty is a matter of mutual agreement founded on the objective reality of national necessity of the two people.” “Like it or not, India and Nagas are unavoidably interrelated and interdependent,” he added. He also informed the gathering that solution was at its final phase of negotiation, “ready to enter the last stage of nation building.”

begun, Raising urged upon every Nagas, “without exception, to be politically, mentally, and spiritually prepared for the era “the good lord has given to them.” Addressing various issues that have cropped up in the ongoing talks with the Government of India (GoI) such as sovereignty and integration of Naga territories, Raising said “Nagas were not asking for sovereignty from India as sovereignty of Nagas belonged to the people”. He noted that Naga Independence Day was the stamp of Naga nationhood and the legacy of free Nagas which needed to be recognised by the “aggressor” states and the world community as well. While asserting the ‘oneness’ of Nagas bereft of ‘isms’ and that “no force could kill the living spirit of Nagalim for Christ”, Raising lamented that there were still some people infected by the virus of tribalism and divisionism. In his concluding remark, Raising asserted that “Nagalim should be built and developed by the Naga politics and run by it, for which, NSCN (I-M) was the standard bearer which nobody should doubt.” Earlier, Raising unfurled the Naga national flag and took the salute as the Naga army carried out the parade on the occasion. KOHIMA, AUG 14 (NPN): Naga National council (NNC) observed the ‘70th Nagaland Independence Day’ at Transit peace camp Kohima, Sunday. Adinno Phizo (NP) Addressing all rank and files of NNC Naga army, public and others, NNC president Adinno Phizo said that the occasion was a great day for the Naga people in celebrating the 69th anniversary of Nagaland independence declaration to the world on this day, August 14, 1947. She said it was a blessing that Naga people were always with the course of time in asserting their right without fear. She maintained that throughout the ages, Nagas protected their country and continued till today. Recalling the history, Adinno said before 1947, Nagas and Indians hardly knew each other, however, with the change in times; the Nagas under the visionary leader of A. Z. Phizo led the Naga representatives and met all the Indian prominent leaders so as to understand

Therefore, she said Nagas sought for peace and harmony between Nagaland and India, but India responded with war and brought divide and rule in Nagaland, and continued till today. Recalling the past suffering, she said Nagas have gone through a horrific time during the war with India (1954- 1964), when the whole nation was “shaken, many suffered, maimed and died and we remember our people who sacrificed for the nation especially on this momentous day”. During those days, Adinno said, the state was self sufficient, “no beggar, people were happy, trusting and honest” and tribalism did not exist unlike the present day. However, she said all those unwanted elements were started by educated people, who fight for jobs/salary with false pride. She therefore, challenged the Nagas to keep the country safe from evil by returning to our normality. On the occasion, Gen. (Rtd) Viyalie Metha Kedahge FGN also paid respect and honour to the great leaders, who had pioneered to bring the Nagas together as family and saluted those patriots, who suffered and sacrificed their lives in defence of Naga country. GPRN/NSCN celebrated the ‘70th Naga Independence Day’ at its headquarters, Khehoi with GPRN/NSCN convenor NPAC Kughalu Mulatonu as the chief guest. In a press note issued by the GPRN/NSCN MIP, it expressed dismay that “Naga people’s aspiration for Kughalu Mulatonu sovereignty has been reduced to a game of autonomy and special economic privileges.” “The focal view of the much hyped framework agreement” was more of “economic arrangement for a particular section rather that a political solution for all Nagas,” MIP stated. MIP went on to state that “sane voices of intellectuals, pioneers and actual stakeholders are being drowned by the preposterous and adulatory statements of few sponsored NGOs, civil societies and the Nagaland government.” Stating that “these remote controlled leaders are fomenting future conflict within the Naga family”, MIP said that it was important “that they become servants of Nagaland rather that servants of one faction.” Pointing out that the people of Nagaland had rejected political agreements in the past, which did not have their consent and approval, GPRN/NCN said “let it be reminded that the people wield greater power and authority that the signatories of agreements.” (Full text on p-6) K Y M C

Manipur’s I-Day celebrated

IMPHAL, Aug 14: Coalition of Indigenous’ Rights Campaign (CIRCA), Manipur Sunday celebrated Manipur Independence Day at Sana Konung (Royal Palace) in Imphal with the titular king of Manipur, Leishemba Sanajaoba as chief guest. It was on August 14, 1947 that the British left the region after years of its domination The main highlight of the function was unfurling of the then Manipur’s national flag “Malem Puba Paphal Tongba Phiral” by the titular king in the presence of volunteers of CIRCA and representatives of various civil society organizations. Academician K Sanajaoba, who attended the function as resource person, said that celebration of the day as Manipur Independence Day will not be against the country’s constitutional framework. “It is a wakeup call to study and understand the history of Manipur. Manipur was not a colony of British India at any stage of history, the then Kangleipak has an organized government and continued to exist as suzerain state even after the 1891 Anglo- Manipuri

DSP killed in gun battle in Arunachal

Itanagar, Aug 14 (PTI): A Deputy Superintendent of Police (DSP) and a civilian were killed in an exchange of fire between police and anti-socials near Chayangtajo in East Kameng district in Arunachal Pradesh, a police officer said today. The incident occurred when DSP Bomto Kamdak was leading a police team to the area to arrest an alleged rapist Togyung Yangfo, who escaped from jail a year ago, at around 7 PM last night. On seeing the approaching police team, Yangfo and his accomplices fired prompting the police to retaliate and in the gun battle the DSP and a civilian Sai Bagang were killed while a woman identified as Achang Cheda Yangfo sustained bullet injuries, the police officer said. The body of the DSP was brought to district hospital at Seppa, while the woman with three bullet injuries in her chest was airlifted to Guwahati, he said.

war,” he asserted. According to the academician, Manipur kingdom continued to enjoy its sovereign political status under the rules for the management of Manipur while the power to govern the people was vested upon internal self government or native rule administration. “However, after India got independence, the suzerainty status of Kangleipak (now Manipur) had been revoked with the implementation of the Indian Independence Act1947,” he added. After Manipur was annexed into the Indian union, various external hegemonic forces have come into play to obliterate the rights of the people and erase ‘unique’ cultural identity of the Manipuris, said Sanajaoba. Ningthoucha Lancha of CIRCA asserted that the history of independent Manipur cannot be mixed with the history of India or British India. “There is no connection between the two. As an imperialist, Indian is utilizing the land and resources of Manipur and it is becoming increasingly clear with each passing day,” he added. If carefully looked into the points of agreements under the “Merger Agree-

ment” and the Instrument of Accession, Manipur should be returned to its pre-merger status, he stated. Indian government should be responsible for the external affairs, defence, communication and transport, he demanded. It is pertinent to mention here that CIRCA has been campaigning for the pre-merger status of Manipur since its very inception two years ago. “The 14th of August is the day on which the cultural identity, sovereignty and independence of the kingdom of Kangleipak had been restored. From this important day, CIRCA with other like-minded groups will be celebrating the Manipur Independence Day till September 20 across Manipur,” he announced. Custom and Traditional Observation Committee (CTOC) also celebrated the day as “Custom & Traditional Day” at the auditorium of Manipur Dramatic Union (MDU), Imphal. As mark of celebration of the day, Manipur national flags were hoisted at various localities and villages under the aegis of the Coalition of Indigenous’ Rights Campaign.

Security beefed up in M’pur ahead of I-Day Elite NSG commandos Correspondent IMPHAL, Aug 14: In the wake of IED blasts in different parts of the state in past few days coupled with total shutdown call given by rebels, security grid has been intensified across Manipur on the eve of the Independence Day celebration. While additional personnel are deployed for patrolling at various places in the city and its outskirt, bomb disposal and dog squads have conducted inspections at important installations, including government offices in the city area. A sensitization operation to detect if any IED planted

was conducted in and around the 1st Manipur Rifles parade ground in Imphal where the main state level celebration would be held. “We have made adequate security arrangements, particularly in the city and its outskirt. Armed policemen have been deployed at every nook and corner of the city. Sensitive areas are being given additional security,” a senior police officer said. Random frisking and checking on the roads leading to the city has also been intensified, the officer added. Security has been tightened up considering the recent series of IED blasts that target-

ed security forces coupled with the boycott call given by the rebels, according to the officer. Several North East insurgent groups including Coordination Committee (CorCom), Manipur have already called for a total shutdown in the region from 1 am till 6 pm on Monday (August 15) while announcing their decision to boycott the Independence Day celebration. While giving the shutdown call, a joint statement of the rebel groups asked all public and private transportation to stop their services, shops and markets to down their shutters and educational institutions to remain closed.

train cops in Meghalaya

S hillong , A u g 1 4 (Agencies): As the presence of insurgents, separatist groups and growing rift between tribal people in Meghalaya are posing a serious security challenge, the police and paramilitary forces are facing a tough challenge to deal with the incidents of kidnappings, killings and land mining. Therefore, the country’s elite force, the National Security Guard (NSG), has come forward to train the police and paramilitary forces to deal with the insurgent outfits. Some 40 security personnel of Meghalaya police and Border Security Force (BSF) from Garo hills were given special training by the NSG team. They were taught technique of defusing bombs and disposing them. “Let’s take the Kokrajhar attack for example. If you have the manpower and the expertise then security forces could retaliate and neutralize militants. In a bomb attack, militants always have the advantage more than the bomb squad, but it is the responsibility of the security forces to try their level best,” S.S. Kynjing, DIG Western Range, Meghalaya told ANI. “You have been taught

how to deal with a threat - by cordoning off the area and then estimate and identify what kind of IED is there. This is very important to begin with. Not the actual detonation. Whether it is NSG or any other force in the world, detonation is a very difficult task,” Kynjing added. Detailed information about different types of IEDs and the way these are planted by insurgents was also given out during the training. The personnel were also trained on standard operational procedures (SOPs) for bomb disposal and IEDs. In February and March alone, Meghalaya police had detected about 60 IEDs from East Garo Hills, including five IEDs from a school premises. “If we inculcate this training in our daily lives and career then we can save our lives and everyone else’s life. You will have a lot of responsibilities when you go out in the field and you need to remember that it is not only the bomb sqaud’s duty to handle an IED. As police officers, we should also know how to handle such situations in case the bomb squad is unable to reach there,” said Mukesh Singh, Superintendent of Police, West Garo Hills.

audience to hear the Prime Minister. A multi-layer security has also been thrown around Rajpath where a seven-daylong cultural festival ‘Bharat Parv’ is underway. The step has been taken as people have been flocking to the area to witness the illumination of North Block, South Block and other government buildings after sunset in the run up to August 15. Strict security measures were in force in curfew-bound Srinagar ahead of the Inde-

pendence Day celebrations with large contingents of paramilitary and police personnel being deployed across the city. Bakhshi Stadium -- the main venue of the Independence Day function in Jammu and Kashmir -- has been turned into a virtual fortress. “All the roads leading to Bakhshi Stadium have been sealed and heavy deployment of security forces carried out en route to ensure peaceful celebrations tomorrow,” a police official said.

Students from J-K should focus on studies, not politics: Azad

No plastic flag, no disrespect to tricolour : HM

New Delhi, Aug 14 (PTI): A hawk-eve vigil is being kept across Delhi as Prime Minister addresses the nation from 17th century Red Fort on the 70th Independence Day while tight security measures today remained in force in violence-hit Kashmir Valley as a precautionary measure. Thousands of security personnel have been deployed in and around the historic Mughal fort which will see the presence of senior ministers, top bureaucrats and foreign dignitaries, besides a large

Ghulam Nabi Azad Bengaluru, Aug 14 (PTI): Leader of Opposition in the Rajya Sabha Ghulam Nabi Azad today asked students from Jammu and Kashmir to concentrate on studies and not get involved in politics, a day after a panel discussion here over the Kashmir issue witnessed heated exchanges. “All these boys, whether they are Kashmiri Pandits or Muslim boys or they are boys from Jammu, they have come here to study. So my appeal to them is that when they are outside their state they should be very friendly,” Azad said. “First complete your studies - that should be their priority,” he told reporters when asked about the incident. Claiming that the atmosphere in Jammu and Kashmir is not congenial for education, Azad said: “I would request

our children who are studying here, whichever religion they may belong to, I would appeal to both the sections that first of all they should complete their studies.” “Kashmir has been spoiled by too much politics, let the students not spoil their career, if they have to make their career,” he added. A panel discussion yesterday had turned chaotic as some “pro-freedom” Kashmiris, most of them youngsters and students, entered into heated arguments with a Kashmiri Pandit leader for hailing the Indian Army. Pro-Kashmir Independence slogans were raised at the event organised by Amnesty International India at United Theological College here. Azad said “violence in Kashmir is a matter of great concern” not only for people of Jammu Kashmir but for the entire country which is why we have had discussion on the issue during the recent Parliament session.” M e a n w h i l e, A k h i l Bharatiya Vidyarthi Parishad activists today staged a protest in front of the United Theological College calling yesterday’s event “anti-national”. They demanded action against organisers and those involved in raising of slogans.

N EW D ELHI , Au g 1 4 (IANS): It’s the eve of the Independence Day, and much national and patriotic fervour is in evidence. But while displaying your commitment to the nation, ensure that you do not dishonour or insult the National Flag or other symbols of national honour. In an advisory to the central and state governments on Sunday, the Home Ministry has reminded them to ensure only flags made of paper are used by the public, and that such paper flags are not discarded or thrown on the ground after the national, cultural and sports events. Such flags for public display and for the day’s events should not be made of plastic, the advisory has said and asked state administrations to reiterate this in advertisements in electronic and print media. The Home Ministry also sought strict compliance of the provisions of the Flag Code of India, 2002, and the Prevention of Insults to National Honour Act, 1971. “Since plastic flags are not biodegradable like paper flags, these do not get decomposed for a long time and ensuring appropriate disposal of national flags made of plastic commensurate with dignity of the flag, is a practical problem,” it said.

Siachen, Aug 14 (PTI): Climate change is making the life of the soldiers posted in the world’s highest and arduous battlefield - Siachen Glacier - not just tough but also dangerous, as temperature rises and the snow melts faster. Siachen, which has the dubious distinction of having seen more soldiers dying due to extreme weather (temperatures at times drop below -50 degree celcius) than the enemy bullet, is feeling the heat of global warming. The death of 10 soldiers earlier this year in an avalanche in the critical Sonam post, located close to the Line of Control with Pakistan, was due to global warming. “The entire incident (at

Sonam) was because of climate change only. Because, we generally don’t have ice avalanches. Avalanches are generally snow avalanches. “What happened in Sonam was that a hanging glacier, which was stuck to the ice wall had fallen off. That was just because in the last 15 or 20 days (prior to the accident), the temperature had been rising,” Lt Col S Sengupta, Commandant of the Siachen Battle School told PTI. Lance Naik Hanumanthappa, who was rescued after being buried 30 feet below snow for six days at the Sonam Post, located at about 19,600 feet, could not be saved. Sengupta said that climate change actually makes

the glacier break, due to which a lot of crevasses, one of the deadliest enemies of the soldier in Siachen, keep coming up. “It (rising temperature) is making life tough,” he said. The Army has now taken some precautionary measures and even moved some of the posts a little. Keeping ice avalanches in mind, the Army is buying special radars that can detect humans buried under ice, unlike the earlier ones which could detect only through the snow. The Army is also equipping its men with Avalanche Buoyance Systems - air bags that can be triggered remotely - which prevent burial in an avalanche by providing extra buoyancy. The effect of the

PIL in SC for action against cow vigilantes for violent acts

New Delhi, Aug 14 (PTI): A petition has been filed in the Supreme Court seeking direction to the Centre and some states to take action against so-called cow vigilantes, who are allegedly spreading violence and committing atrocities against Dalits and minorities. The PIL, filed by Cong ress activist Tehseen S Poonawalla, said the violence committed by these ‘Gau Raksha’ groups have reached to such proportions that even Prime Minister Narendra Modi recently declared them as people who are “destroying the society”. It alleged these groups were committing atrocities against Dalits and minorities in the name of protection of cows and other bovines and they needed to be “regulated and banned in the interest of social harmony, public morality and law and order in the country”. “The menace caused by the so-called cow protection groups is spreading fast to every nook and corner of the country and is creating disharmony among various communities and castes,” the petition said. It also sought a direction to remove the alleged “violent content” uploaded on social media and hosted by the cow

Global warming making Siachen riskier for soldiers

Siachen is the coldest and highest battlefield in the world.

56 people, including two policemen, have been killed and several thousand others have been injured in the clashes in the Valley that began on July 9. In Delhi, Home Minister Rajnath Singh reviewed the security situation in the country, particularly in J-K, on the eve of Independence Day. The top brass of the security establishment briefed him on the prevailing situation in the country and the steps taken to foil any attempt by terrorists and other elements to disturb peace, official sources said. Army and NSG officials have set up a special communication and command centre to keep a close watch on the proceedings at Red Fort. Special measures are being taken to meet “on-the-spot situations” such as the Prime Minister choosing to meet people at the venue as he has done earlier, officials said. CCTV cameras have been installed along the route to be taken by the PM’s cavalcade from 7 RCR to Red Fort, besides 200 CCTVs and two high-mast, high-resolution cameras at the fort premises. Security has also been beefed up and police patrolling intensified in North East, Punjab, especially the border districts, Haryana and other parts of the country in the view of the celebrations with bomb disposal squads being deployed at the main function venues.

climate change is such that the snout of the Siachen Glacier has actually receded back by about 800 metres in the last one decade or so. Over 41 soldiers have lost their lives on the Siachen Glacier since 2013, even though not a single shot has been fired since the ceasefire between India and Pakistan in 2003. At least 1,013 Indian soldiers have lost their lives in Siachen since 1984. The studies carried out by ISRO, Wadia Institute of Himalayan Geology (WIGH) Dehradun and other institutions have revealed that majority of the glaciers in India are retreating (melting) at varying rates from 5-20 metre per year. The situation is such that at this time of the year, more than the pristine white snow, what you find more is black snow (often called moraine). The river Nubra, which flows through the Base Camp, is actually black in colour rather than blue it was once. “Global warming is definitely having its side effects on the glacier but things are different during summers. During the winters, the pristine white snow will be back and the waters will again become blue,” a senior officer said. Explaining the impact of climate change in Siachen, officers said that over a decade ago, rains were never seen here. However, the area now witnesses light drizzle in between over the past few years.

He said there were no inputs about the possibility of militant attacks to disrupt the celebrations but the security grid is not taking any chances. “The usual security drill is being followed but some extra measures have been put in place to ensure no mob violence takes place around the venues in Srinagar or elsewhere in the Valley,” the official said. Due to the ongoing unrest -- that began on July 9 following killing of Hizbul Mujahideen commander Burhan Wani, mobile telephony and internet services have already been snapped in the Valley. In the past, the mobile phone and mobile internet services used to be disabled for few hours during Independence Day and Republic Day celebrations as a precautionary measure to prevent militants from using these devices to trigger explosions. Curfew was extended to several places in Kashmir in view of the separatists’ call for a march to the heart of Srinagar even as restrictions on the movement of people remained in rest of the Valley. Despite curfew, separatists elements managed to hoist Pakistan flags in many localities across Kashmir to mark the Independence Day of the neighbouring country, the official said, adding security forces pulled down the flags as soon as they were noticed.

A nation of two

n 1947, the British rulers accorded recognition to partition of British India when two nationsIndia and Pakistan-were officially granted independence with Pakistan celebrating it on August 14 and India on August 15. India celebrates its independence day on August 15, 2016 with a countrywide, fortnight-long celebration that has been planned by the Narendra Modi government to mark 70 years of India’s Independence, between August 15 and 22. The celebration will also mark the 75th anniversary of the Quit India movement, to “rekindle the spirit of patriotism” among citizens. True, India will celebrate the day it won independence from the British colonial power and on the occasion, praise the pioneers of the freedom movement. Since August 15, 1947 the country has been celebrating the occasion with pomp and gaiety. The Modi government’s weeklong celebration has raised speculations that it seeks to kill two birds with one stone- use the gala event to innocuously add a positive feel about the government and to upstage decades of honour to known freedom fighters by instead highlight those freedom fighters who have remained unsung. The mega shows would be held in more than 150 locations. The celebrative mood is welcome and should inspire the spirit of unity. The celebration will come amidst the backdrop of a weakening rupee, inflationary trends that are pushing up cost of food items, slow down in the economic growth rate and failure of the popularly mandated government to ensure that the “fringe” within itself do not call the shots. Atrocities against Dalits has been continuing as well as the murderous acts of the “fringe elements” such as VHP all of which reveal that prejudice still lingers in modern India. All these are still happening in a country which celebrates 70 years of independence. It is also an irony that the highly controversial Armed Forces (Special Powers) Act – which gives the Indian security forces indemnity from prosecution – was first implemented in Assam’s Naga Hills way back in 1958. It only came to Kashmir only in 1990. A state’s army is meant to counter external aggression. When used internally, the consequences can be brutal. How is independent any better or worse than the British colonial rule when AFSPA has been in active use in Nagaland for over fifty years? What status report of Indian democracy does it produce, that north east states like Nagaland, Manipur, Arunachal Pradesh are still policed by a military? India is the home of all the world’s major religions and the mosaic of cultures and races which are embroidered together from the north to the south to the east and to the west. In principle, India is federal in structure where each state is like an autonomous entity but in practice, the power structure is centripetal. The aspirations of the different peoples of various regions has changed. The domination of north Indians especially of the Brahmin class in almost every sphere-be it politics or civil or defence service or even business, influences and impacts the power centre at New Delhi is not representative of the entire Indian landscape. The new India of the haves and the old India of the haves not cannot march together. The fruits of freedom can only be enjoyed if aspirations are met and people allowed to develop themselves in the best way that they can.

DailyDevotion The Discipline of the Lord My son, do not despise the chastening of the Lord, nor be discouraged when you are rebuked by Him. —Hebrews 12:5 It is very easy to grieve the Spirit of God; we do it by despising the discipline of the Lord, or by becoming discouraged when He rebukes us. If our experience of being set apart from sin and being made holy through the process of sanctification is still very shallow, we tend to mistake the reality of God for something else. And when the Spirit of God gives us a sense of warning or restraint, we are apt to say mistakenly, “Oh, that must be from the devil.” “Do not quench the Spirit” (1 Thessalonians 5:19), and do not despise Him when He says to you, in effect, “Don’t be blind on this point anymore— you are not as far along spiritually as you thought you were. Until now I have not been able to reveal this to you, but I’m revealing it to you right now.” When the Lord disciplines you like that, let Him have His way with you. Allow Him to put you into a right-standing relationship before God. “…nor be discouraged when you are rebuked by Him.” We begin to pout, become irritated with God, and then say, “Oh well, I can’t help it. I prayed and things didn’t turn out right anyway. So I’m simply going to give up on everything.” Just think what would happen if we acted like this in any other area of our lives! Am I fully prepared to allow God to grip me by His power and do a work in me that is truly worthy of Himself? Sanctification is not my idea of what I want God to do for me— sanctification is God’s idea of what He wants to do for me. But He has to get me into the state of mind and spirit where I will allow Him to sanctify me completely, whatever the cost (see 1 Thessalonians 5:23-24).

Speeches on Naga Independence Day

W

e give all glory and honor to God, the creator of our nation, for His peace and grace over our land. The GPRN/NSCN under the leadership of chairman gen. (Retd) M. B Neokpao Konyak, general secretary N. Kitovi Zhimomi convey warm regards to our people far and near, on the occasion of the 70th Naga independence day. It is a solemn day to remember and salute our patriots, the leaders and the followers, who undertook the great task of proclaiming and declaring the freedom of the British administered Naga areas on 14th August 1947. By this historic declaration, on the eve of the withdrawal of British powers from the Indian subcontinent, a small part of Naga homeland controlled and administered by the British, namely the present union territory (Dimapur), Angami region (Kohima), Ao Region (Mokokchung), Lotha Region (Wokha), a part of Sumi Region (Zunheboto), Chakhesang and Pochury Regions (Phek), Zeliangrong Region (Peren) ourtightly rejected foreign domination and occupation to merge with those of the unadministered, uncontrolled, independent free Nagas. Thus a great political step was accomplished by the occupied Nagas towards a greater unified political identity. Thousands of lives have since then, been sacrificed to uphold the right to self determination of the Naga people. In the 19th century, India was not more than a vague idea of a nation, comprising of more than five hundred independent princely states all fighting against each other through treachery and deceit mostly orchestrated by the British. Even then, the Naga vil-

lages had evolved and established their own political, economic and social order administered by warrior chieftains and their deputies. Though inter-village rivalry and headhunting existed, the familiar customs and traditions of different Naga tribes all points to the existence of the basic national identity long before British administration touched Nagaland in 1826. Today, the Naga people’s aspiration for sovereignty has been reduced to a game of autonomy and special economic privileges. The focal view of the much hyped framework agreement of 3rd August 2015 between GoI and NSCN (IM) is more of economic arrangement for a particular section rather than a political solution for all Nagas. The sane voices of intellectuals, pioneers and actual stakeholders are being drowned by the preposterous and adulatory statements of few sponsored NGOs, civil societies and the Nagaland state government. These remote controlled leaders are fomenting future conflict with the Naga family and it is very important that they become servants of Nagaland rather than servants of one faction. The people of Nagaland have rejected political agreements in the past which did not have their consent and approval. Let it be reminded that the people wield greater power and authority than the signatories of agreements. There is no political crime greater than insulting a people’s history. On how a peaceful and acceptable political solution could be achieved, the GPRN/NSCN led by Gen (Retd.) M.B Neokpao and N Kitovi zhimomi has conveyed its stand and position clear to the GOI. Prime Minister Mr. Narendra Modi’s gesture is ap-

My dear Naga citizens, The genesis of Naga history remain the same till its end. As we celebrate the 70th Naga independence day, I extend my greetings to all the citizens of our nation with the message of love and gaiety. We thank our Almighty God for his boundless love. Nagas were sovereign nation and enjoying their true democracy and republic system of government but this was threatened by the territorial annexation policy of British rule in India in pursuance of this British annexation policy the British send a number of punitive expeditions to Naga territory during the middle and last part of 19th century AD. For the first time the Nagas constituted a union known as Naga Club, with T. Aliba Imti as its president in October 1918. The desire of the Nagas to live a separate nation is deserved and to proclaim this truth to the whole world found its passage through this club on 10/01/1929. This club submitted a memorandum to the statutory commission led by Sir. John Simon as its chairman with Mr. Clement Atlee, MP and Mr. E. Codegan as a member visited Kohima. In pursuance of this memorandum the whole Naga areas were left as Naga Hills excluded area. Having presented the inspiration and given support to the sovereignty of the Nagas in formal function hoisted the Naga flag on 14-08-1947 at mission compound Kohima. The name of the Naga club was changed into Naga National Council (NNC) Shri A. Z. Phizo occupied this august office on December 1950 as its fourth president. Prior to Indian independence in 1947 A. Z. Phizo headed a Naga delegation to meet Mahatma Gandhi the father of the Indian national in his Bangi colony house in Delhi to reiterate the stand that the Nagas were sovereign people under British occupation and that when British left, they wished to revert to this position without joining the Indian union. Mhahatma Gandhi assured them that the Nagas were free to choose their political destiny and that under no circumstance would they be forced to join Indian union. The government of India refused to recognise the Naga independent alleging that the whole of the Nag territory under British occupation would be under Indian dominion. In 1950 the Indian constituent assembly invited the Nagas to join the Indian

preciated but a talk with a single faction will not end the Indo-Naga political issue. Naga tribe occupies a compact and specific area since time immemorial. Many dwell under Myanmar and Manipu, Assam and Arunachal Pradesh, all divided without their consent. The present Nagaland state and the tribes inhabiting it have been the fortress and the inexhaustible reservoir of freedom fighters. An agreement between GOI and a single faction, shrouded in mystery for more than a year do not auger well for the people of Nagaland. Pre-emptive publicity blitz, deputing officials to every nuke and corner of Nagaland ti preach solution will not bring solution. The tribes of Nagaland are being treated like fools as though they do not understand English language spoken by Indian leaders with regard to Naga sovereignty and integration of Nagas areas. GPRN/NSCN will, together with our people, pursue a comprehensive political discourse that is transparent and charted by the people. GPRN/NSCN believes that the future of the people of Nagaland is no less important than that of the future of Burma Nagas, Manipur Nagas, Assam Nagas or Arunachal Nagas. The secret nature of talks demands all stakeholders in Nagaland to be aware of the political theatrics being employed at different levels to harass our conscience and judgement. The mountains and hills of Nagaland, where the bones of thousands of freedom fighters lay buried, will curse us should we fail to provide a secure and honourable future for our children. Kuknalim MIP, GPRN/NSCN

union but it was rejected out-rightly by the Nagas and conducted a plebiscite on May 16, 1951 throughout Naga territories and voted to 99.9 % in favour of Naga sovereign independent. This plebiscite result was sent to both the then president and prime minister of India and the then secretary general of United Nation Organization (UNO). May 16 every year commemorated as a red letter day of all the Nagas. A day for remembering the historic plebiscite day and paying respect to our great leaders who had courageously led and participated in this sacted event. It was on this day that we reaffirmed our pledge through historic Naga plebiscite. Declaring to the world that voluntarily we have resolved to be a nation, to be governed by our own selves. It was under the fourth president Shri A. Z. Phizo that this great plebiscite was conducted. At the same time one cannot ignore the decisive declaration of the Naga independent on 14/08/1947 from British occupied Nagas territories under the pioneering leadership of NNC through eminent former president such as Aliba Imti. This declaration of Naga independent on 14th August 1947 followed by the 16 May 1951 plebiscite and the Republic day 22nd March 1956 laid the foundation of our nation and this uniqueness is known to the world. The government of India taking the advantage of the non-violent attitude of the Nagas, they forcibly conducted the first and second general election in 1952 and 1957 whereas the Nagas boycotted both the general elections. This led to invade Nagas territories beginning from 1954 and send large contingent of army to fight against the unarmed Nagas. The government of India on the pursuit of political strategy convinced some Naga opportunist to sign the sixteen points agreement by which agreement carved out some portion of Naga territory, the present so called Nagaland state in 1963. However, this was rejected between the Indian Government and the Federal Government of Nagaland in the initiatives of NBCC to pave the way for talks yet ended in deadlock in 1966. The present political trend in our Nagas of Nagaland have many criticism where as we pray to Almighty God to bring an end, in favouring the goodness of our Naga people. Kuknalim. Speech of Temjenyanger Aier, President NPGN/NNC (N/A)

My Dearest country men and women, comrades in Naga National Movement, I, on behalf of Government of the People’s Republic of Nagaland(NSCNReformation) thank our Almighty God who chosed Naga People as His Special People and guide us thus far to witness 70th Naga Independence Day on this day, the 14th August 2016. On this day of14th August 1947, the Naga People under the great and ablest leadership of Late. A.Z. Phizo, the then President NNC declared Naga Independence which clearly drawn vertical line between India and Nagaland as two neighbouring countries. The First Naga Political Struggle was against British administration long before India became a country which could be traced back to 1918, the Naga Club formation and submission of Memorandum to Simon Commission in January 1929. The Hydari Agreement (9 points Agreement) was first agreement signed between the representatives of British-India government and the Naga People on June 1947 for a period of ten years. The provision of the agreement delegated total powers on Naga National Council which also stated that, after ten years, the Naga People should decide their future. The terms of agreement could not be materialised due to: a.India feared that, the Nagaland would become a country after ten years. b.Development of controversy between India and Nagas. c. Un-expected changes in British-India government’s policy for grant of Independence to India on August 1947. Thus, the un-rest developed in Naga Country particularly, among the NNC rank and files which the NNC leaders led by Late A. Z. Phizo and Late Sakhrie to meet Mahatma Gandhi, the father of Indian Nation and accordingly the Naga delegates met Gandhiji on 19th July 1947 at Bhangi Colony, New Delhi and expressed the desire of the Naga People to declare Naga Independence to mark that, Nagas have not joined the Union of India. The Naga delegates also told Mahatma Gandhi that, Akbar Hydari, the Governor of Assam might use Indian Armed Forces

My dear brethren, On this auspicious occasion of the 69th Anniversary of our Naga Independence. I greet each and everyone of you in the name of our Lord and saviour Jesus Christ in whom we trust for deliverance. First of all I salute and pay homage to the pioneers and martyrs who sacrificed everything they have for the liberation of Nagaland from foreign heavy yoke. The far sighted Naga leaders since the formation of Naga Club in 1918 and Naga National Council in 1946 and throughout the times of struggle imbibed the aspiration for the unification of all the Naga people across the frontier. They are the tallest of leaders because, had it not been for the great vision and tremendous sacrifices made by our past leaders. We won’t be where and what we are today. Brethren, in the course of struggle for sovereignty and on pursuit of Independence, several memorandums has been submitted and several pacts and agreements signed or doctored, but could not bear fruit. Because our people and Naga National Council stood and stick to total sovereignty. Let us retrospect the past trails and hardship endured and faced by past Naga National Workers and imposed upon by the colonial Indian power over the Nagas from 1950s to till 1980s .the Indian army equipped with many colonial and draconian laws directed its aggression to annihilate the entire Nagas which can be compared with Hitler’s NAZI German, uprooting the Nagas by grouping the villagers, tortures, rapes and massacres and destroying crops and burning down of villages besides killings of thousands of people

both men and women even the children, an undisputable case of genocides, all for the cause of Naga sovereignty. Even after enduring all these inhuman atrocities some past leaders entered into traps set by the Indian leaders and signed the infamous Shillong Accord of 11th November 1975,without the consent of the Naga people and the Naga National Council (NNC) and this created the rift among the fellow National Workers and leaders. Thus the darkest boomerang of the fractions and factions in as much as the accord was not acceptable to the Naga people. Brethren, I along with fellow comrades condemned the accord and formed our true legacy of Naga National Council (Non-Accord) and thereafter Government of the Democratic Republic of Nagaland. Dear Comrades, as stated above, can we now compromise those sacrifices for the shared sovereignty? Or an autonomous status? Are we fighting for total sovereignty or a semi sovereignty? So then Can the Nagas proclaims the 14th August 1947 declaration of Independence be now to a null and void? Or disclaim the 16th May 1951, Naga plebiscite in which 99.9% Nagas gave their thumb impression for total sovereignty? Naga nation was there even before Indian was born on 15th August 1947, and Democratic Republic system of Governance was practicing from time immemorial. But Indians adopted their Republic only in the year 1950. Brethren, we the God’s chosen Nagas should not belittle ourselves that we have not enough land, population or unworthy, we have our uniqueness in every way. We have enough land, our traditions,

Towards a new dawn in Nagaland

(From previous issue) 2) A fixed recurring sum (annual subvention) for meeting the costs of administration of Nagaland. Fifty six years after the signing of the Agreement, the situation has not changed much and Nagaland continues to be a woefully revenue-deficient State of the Indian Union. No doubt, with liberal assistance from the Centre, the State has made appreciable progress in the sphere of infrastructure and social sector development. Yet, Nagaland lags behind its sister States in many spheres. An important reason for this has been its rugged and mountainous terrain spread over 16,579 sq. km and its relative inaccessibility from the mainland. Nagaland has 11 districts. Of these, four, namely, Tuensang, Mon, Kiphire and Longleng are quite far-flung (with the first three sharing long international borders

with Myanmar) and economically backward. Three other districts, namely, Phek, Zunheboto and Peren have also pockets which can be called underdeveloped i.e Meluri in Phek; Aghunato and Satoi in Zunheboto and Tenning in Peren. Agriculture which is the mainstay of people’s livelihood is primitive relying mostly on ‘jhum’ cultivation and is, therefore, not productive. Although, some areas in Kohima and Phek districts have beautifully developed terraced fields, slash-and-burn cultivation is the norm in most parts of the State. It is no surprise, therefore, that Nagaland depends on imports from other parts of the country to meet its food grains requirements. With no industries and a weak services sector, the State’s revenue base is understandably very low. To compound matters, Nagaland has nearly 100,000 government employees whose salaries

and wages account for 44.54% of its revenue expenditure and 30.66% of the total expenditure on the Consolidated Fund as per 2015-16 BE. The total outstanding liabilities of the State stood at a whopping Rs 8285.00 crores in 2014-15 (RE). (Source: Economic Census-2016, Directorate of Economics and Statistics). In the field of education, the State can be said to have done well in terms of spread, although quality needs a lot to be desired. This is due to a lack of adherence to qualifications at the time of initial recruitment and absence of orientation and training thereafter. The percentage of literacy at 79.5 compares very well with the rest of the country. However, what is worrisome is the large number of educated unemployed youth numbering about 80,000. For a small State like Nagaland, this is a sizeable number and the problem, if not tackled early, might be

against the Nagas if they declared Naga Independence, to which Mahatma Gandhi assured that, he would ask Hydari and his forces to shoot him first before any Naga was shot at. The Naga delegates were fully satisfied with Gandhiji’s assurance and declared Naga Independence on 14th August 1947 not against India but to safeguard the identity and rights of the Nagas but Late Jawaharlal Nehru, the Prime Minister of India used all forces available against the Nagas, mainly to crush Naga National Movement. Thus, merciless Indian Army without any hesitation committed heinous crimes against the Nagas by raping Naga women, rampant arrest, beating and merciless killing, burning of Naga houses, churches and granaries in Naga Country. The India government also started anti-Naga Campaign to convince the international communities that, the Naga people chosed to stay with India and only handful youths declared Naga Independence against the wishes of the Nagas. Against such negative campaign the Naga people were compelled to call the voluntary Plebiscite and accordingly conducted Naga National Plebiscite on 16th May 1951 where its result displayed 99% voted for Naga Independence. This was how, the zeal and un-dying desire of the Naga people displayed to India and entire world that, they would never become Indian. Today, the Naga People are most fortunate people who have bright future and visionary leaders who led us thus far. The NSCN-Reformation will never forsake the Naga People and part away from Naga history but to uphold the Naga National Plebiscite of 1951 till the Naga becomes a Nation. The NSCNReformation being the youngest Revolutionary organisation should lead the Naga National struggle and ready to face any given situation and eventualities to defend our nationhood. Speech of Y. explosive. In fact, the problem of unemployment for the State as a whole is quite endemic with the non-working population accounting for 50.77% of the total. (Source: Economic Indicators 2013, Directorate of Economics and Statistics, Govt. of Nagaland) The State’s public health coverage in terms of spread is good with 11 hospitals and 543 CHCs, PHCs, Sub-Centres. However, making qualified manpower and life-saving drugs available in remote areas remains a huge challenge. The situation relating to rural water supply can be considered to be satisfactory since almost all villages have their own catchment areas and source of supply. The problem, however, is quite acute in urban areas, particularly during the winter months. (To be concluded) S.C.Jamir.

our customs, and civilisation since India was created. Many talented and brave leaders have sacrificed their life, taken time and wealth for the liberation of Nagaland and with this the Govt. of the Democratic Republic of Nagaland. So the NNC/GDRN(Non-Accord) shall continuously pursue what our pioneer had dreamed for the Nagas. For the powers and chairs are temporary but the nationhood is not, and the size or the stature of the leadership is measured by the people only. Last not the least, Nagas have produced multiple intellectuals, scholars, think tanks, orator, writers and multiple rich people and above all many statesman. Now we have these question to ponder that what will be the best for the people whether to continue to march bearing legacy of the sovereignty that sowed deeply by the bygone leaders or to live under the bondage of other. Pak pledges support to J&K’s ‘freedom’ struggle

New Delhi, Aug 14 (PTI): Pakistan today said it was dedicating its Independence Day to Kashmir’s “freedom” and vowed to extend diplomatic, political and moral support to its people, provoking strong remonstrance from India, which contended the “only outstanding issue” was to liberate parts of the state under “illegal occupation of Islamabad”. Rebuffing Pakistan’s proposal of sending supplies to the restive state, India also said it along with other countries in the region have already received enough of “trademark exports” from that country, including terrorism and infiltrators. As several cities and towns in the Valley remained under curfew, Pakistan’s High Commissioner to India Abdul Basit sought to fish in the troubled waters when he told a gathering that,”As far as Jammu and Kashmir is concerned, we are dedicating this year’s Independence Day to the freedom of Kashmir. And we firmly believe that the sacrifices made by the people of Jammu and Kashmir will not go in vain. “The ongoing unrest should be ended. Pakistan will continue to extend its full diplomatic, political and moral support to the valiant people of Jammu and Kashmir till they get their right to self determination,” Basit told a function at the Pakistan High

Commission organised to celebrate his country’s Independence day. Basit said no matter “how much” force is used, the political aspirations of people of Jammu and Kashmir cannot be suppressed, and that the “freedom movement” will reach its logical conclusion. Basit’s comments came on a day when Pakistani forces violated the ceasefire along the LoC in Poonch district of Jammu and Kashmir. With ties between the two countries under severe strain, both the government and BJP reacted strongly to Basit’s remarks, with Minister of State in the Prime Minister’s office Jitendra Singh contending that the “only outstanding issue is how to liberate parts of J&K which is under illegal occupation of Islamabad.” Singh said, “Our stand is very clear in the context of J&K issue. If at all there is any outstanding issue with Pakistan it is how to liberate the part of J&K which remains under illegal occupation of Islamabad after 60-65 years of Indpendence and make it a part of J&K and part of the Indian Union. “Whatever goes on in Islamabad and on behalf of Pakistani authorities is a reflection of confusion and frustration they suffer from,” he said. BJP attributed the Pakistani envoy’s “provocative” remarks on Kashmir to its “frustration”

after Prime Minister Narendra Modi targeted it over atrocities against people in PoK and Balochistan. “Pakistan is speaking out of frustration after Modi showed it the mirror over the atrocities being carried out by its army against people in Pak-occupied-Kashmir and Balochistan. “India is exposing Pakistan at international level and has made it clear that talks will be now about the repression of people in PoK and how they can get rid of this,” BJP national secretary Shrikant Sharma said. India also reacted sharply to a note verbale from Pakistan’s Foreign Ministry on Friday proposing to send supplies to Jammu and Kashmir. External Affairs Ministry “completely and categorically” rejected the communication from Pakistan. “A communication was apparently delivered to our High Commission in Islamabad on August 12. I can only characterise its contents that propose sending supplies to the Indian state of Jammu and Kashmir as absurd,” External Affairs Ministry Spokesperson Vikas Swarup said. “India and others in the region have already received enough of Pakistan’s trademark exports – international terrorism, cross-border infiltrators, weapons, narcotics and fake currency,” he said.

National/state India rejects Pak’s note verbale on Kashmir New Delhi, Aug 14 (IANS): India on Sunday rejected a note verbale issued by Pakistan’s Foreign Ministry to the Indian High Commission in Islamabad regarding sending essential supplies from Pakistan to Jammu and Kashmir. “I can only characterize its (note verbale) contents as absurd,” External Affairs Ministry spokesperson Vikas Swarup said. Swarup said India and others in the region have already received enough of Pakistan’s trademark exports of “international terrorism, cross-border infiltrators, weapons, narcotics and fake currency”. “We completely and categorically reject this purported communication from the Pakistan Foreign Ministry,” he added. Sartaj Aziz, Pakistan’s foreign policy chief, said on Friday that Islamabad wanted to have an exclusive dialogue on Jammu and Kashmir with New Delhi and that the Pakistani Foreign Secretary would write to his Indian counterpart about this. India responded that it would welcome a dialogue on contemporary and relevant issues only. India-Pakistan ties have become frosty after largescale violence broke out in Jammu and Kashmir following the killing of Kashmiri militant Burhan Wani on July 8.

(From –p1) Metha on behalf of the FGN has also extended gratefulness to all national workers of NNC and the FGN for their dedication and sacrifices, and for steadfastly upholding the Naga national right. He said for seventy years, Nagas have “endlessly” suffered in the hands of Indian occupational Armed Forces and people who lack integrity were bribed to go against the Government to weaken it. According to Metha, one of the recent “Indian acts of notoriety” was to force the innocent Naga public to obtain Indian citizenship card called “Adhaar card”, without which our people were denied to avail facilities even on payment for their daily utilities, “whereas, it is voluntary for genuine Indians”. Unfortunately this cannot make a Naga an Indian or a Mongolian an Aryan, Metha added. He further claimed that “over the past few years our land has been plagued by extortionist so-called govern-

He said it was “high time to make the world know that Nagaland and whole of North East have freedom fighters, scholars, well known doctors, literary people, social workers, etc.” “We are all equal. We all have participated and contributed equally in the freedom fight,” he said. On Naga issue, he said the ongoing talks for permanent peace are yielding positive results. “The talks have become more purposeful, less ritualistic, more forthright and far more frequent. This will bring a new prospect and happy era for all the Nagas,” the governor said. will be set up and the existing ones upgraded,” he said. The new infrastructure being developed includes a Rs 190 crore facility coming up at Burdwan Panagarh in the state, which will be the country’s biggest bottling plant. The minister said he regreted the absence of state government representatives at the event, despite invitations to them, including Chief Minister Mamata Banerjee. “I am sad nobody from the Bengal government is present. These schemes are for the poor and one should not look and find political colours in them. Despite extending personal invitations to them, including Didi, they did not turn up,” he said. Taking a jibe at the Banerjee government, Pradhan warned people against middlemen. “The biggest threat to schemes for the poor are the middlemen and Bengal is famous for that. The Left used to claim they only know who are the poor and took the benefits for the party; they were driven out. But the ‘Didi’ (Banerjee) government is no different,” he said. “This is a scheme for the poor and we will have to run it without any political influence or middlemen. That is why all connections will be granted through public events,” he said.

window ending on September 30. The window provides an opportunity to persons who have not paid full tax in the past to come forward and declare the undisclosed income by paying tax, surcharge and penalty, totalling to 45 per cent of the income declared. In order to meet the demand of traders, the government last month had extended the deadline for payment of tax and penalty under IDS and allowed declarants to pay the tax and penalty amount in three installments by September 30, 2017. The first installment of 25 per cent under the IDS 2016 will have to be paid by November 2016 to be followed by another one of 25 per cent by March 31, 2017. The remaining 50 per cent will have to be paid by September 30, 2017. Earlier the tax, surcharge and penalty under the black money disclosure window were required to be paid by November 30 this year. “Time schedule for payment of tax, surcharge and penalty payable under the IDS has been extended... Accordingly, necessary amendments to Form-2 as prescribed in the Rules are in the process of being made,” said the CBDT order.

New Delhi, Aug 14 (PTI): Black money holders who have disclosed their ill-gotten assets during July under the ongoing compliance window will receive acknowledgement from the tax department by August 30. Since the government has extended the deadline for payment of tax and penalty under the Income Disclosure Scheme (IDS), necessary amendments have to be carried out in Form-2, which is the acknowledgement issued by the CBDT to people disclosing their wealth. The IDS Rules prescribe that the acknowledgement in Form-2 is to be issued by the Principal Commissioner/ Commissioner to the declarant within 15 days from the end of the month in which the declaration has been furnished. An order issued by the Income Tax department said that in view of the changes in the IDS, it has extended the time for issuance of acknowledgement in Form-2 “from 15 days to 30 days in respect of the declarations filed under the Scheme in the month of July 2016”. The government has come out with IDS, beginning June 1. Under the scheme, people having undeclared domestic assets can disclose it within the four-month compliance

Kolkata, Aug 14 (IANS): Over Rs 3,000 crore would be spent to extend the LPG supply to 85 per cent of West Bengal’s 2.15 crore households by adding at least 60 lakh new connections by 2019, Petroleum and Natural Gas Minister Dharmendra Pradhan said here on Sunday. “We aim to extend the LPG cover to 85 per cent of the 2.15 crore households in Bengal, including both BPL (Below Poverty Line) and APL (Above Poverty Line) consumers,” Pradhan said while launching the ‘Pradhan Mantri Ujjwala Yojana’ (PMUY) for West Bengal at the city’s Nazrul Mancha. “In just two years, we have added 28 lakh new consumers to take the total LPG (liquified petroleum gas) connections to 1.10 crore in West Bengal. Our target is to add at least 60 lakh more consumers in the next three years.” Pointing to “poor” LPG coverage in Bengal where at least 14 districts are below the national average, six of them with coverage under 30 per cent, Pradhan said the PMUY, which provides cooking gas connections to women from BPL households, will act as a boon. “To augment the LPG cover in Bengal, over Rs 3,000 crore will be invested. As much as Rs 700 crore will be spent for laying gas pipelines, import terminals and new bottling plants

Kolkata, Aug 14 (PTI): With the launch of Pradhan Mantri Ujjwala Yojana in West Bengal, targetted to benefit 1.96 crore BPL households in next three years, the state is going to witness an approximate investment of Rs 3,000 crore creating 10,000 new jobs, Union Minister Dharmendra Pradhan said today. He said more than 60 lakh LPG connections would be given under the programme in the state over the next two years. “For which, there is a need for additional bottling capacity, new distributors and pipelines”, the Petroleum and Natural Gas Minister said. He said that HPCL would be coming up with the largest bottling plant at Panagarh in the state, while other oil marketing companies IOC and BPCL were also doing the same. “Plans are there to have an LPG import terminal at Haldia and trunk pipelines for transportation”, he said. “All these would entail an investment of roughly Rs 3000 crore”, he said. Under the PMUY scheme, women of 1.06 crore BPL households in the state would get LPG connection at Rs 1600 each and also avail of EMI scheme for purchase of ovens.

According to a senior Railway official, the move to discard the age-old practice of a separate Rail Budget is part of the Modi government’s reform agenda. With the merger, the issue of raising passenger fares, an unpopular decision, will be the Finance Minister’s call. Prabhu had also told Rajya Sabha on August 9 that he has asked the Finance Minister to merge the Railway Budget with General Budget in the long-term interest of national transporter as well as the country’s economy. All-India Railwaymen’s Federation General Secretary Gopal Mishra said Railway Ministry’s autonomy will be lost in the merger. “But we have to see in what form the merger will happen,” he said. The merger move is significant as it is expected to have political implications. It has been seen that almost every Railway Minister, particularly in coalition governments, has addressed his constituencies by doling out favours by way of new trains and projects.

New Delhi, Aug 14 (PTI): The 92-year-old practice of presenting a separate Rail Budget is set to come to an end from the next fiscal, with the Finance Ministry accepting Railway Minister Suresh Prabhu’s proposal to merge it with the General Budget. According to railways, The Finance Ministry has now constituted a five-member committee comprising senior officials of the Ministry and the national transporter to work out the modalities for the merger. The committee has been asked to submit its report by August 31. “I had written to Finance Minister Arun Jaitley for merger of the Rail Budget with General Budget. This will be in the Railway’s interest and also in the nation’s interest. We are working out the modalities,” Prabhu told PTI. The public sector behemoth has to bear an additional burden of about Rs 40,000 crore on account of implementation of the 7th Pay Commission awards, besides an annual outgo of Rs 32,000 crore on subsidies. Besides, the delay in completion of projects resulted in cost overrun of Rs 1.07 lakh crore and huge throw-forward of Rs 1.86 lakh crore in respect of 442 ongoing rail projects.

NEW DELHI, Aug 14 (PTI): Continuing the bullish momentum, foreign investors poured in over Rs 5,400 crore into Indian equity markets in the first two weeks of this month on positive global cues and the passage of long-pending GST Constitutional Amendment bill in Parliament. It follows a 4-month high inflow of Rs 12,612 crore in the preceding month. That was the highest net inflow since March, when FPIs had pumped in Rs 21,143 crore in the stock markets. Indian equities have been witnessing positive inflow from foreign investors since March. Foreign Portfolio Investors (FPIs) turned net buyers of equities in March after pulling out a massive Rs 41,661 crore from the market in previous four months (November-February). Experts have attributed the latest inflow to rate cut by Bank of England (BoE) and the passage of long-pending bill to facilitate the Goods and Services Tax (GST) regime. BoE had cut its key interest rate by 25 basis points to 0.25 per cent, its first reduction since 2009, and also begun a fresh round of quantitative easing that had been on pause since 2012. Sentiment got a boost after the long-stalled indirect tax reform GST Constitution Amendment Bill passed the Rajya Sabha on August 4 and in the Lok Sabha on August 8. Moody’s Investors Service has said that GST implementation will be positive for the country’s economic growth without any significant impact on inflation.

flation target, making the target more difficult (and costly) to achieve,” said the IMF working paper - ‘Monetary Transmission in Developing Countries: Evidence from India’. It said that careful studies of the effectiveness of monetary transmission in lowincome countries have often found monetary policy effects that are counterintuitive, weak, and/or unreliable. “On the other hand, the small size of the formal financial sector in India would tend to undermine the effects on bank lending rates on aggregate demand,” said the paper authored by Prachi Mishra, Peter Montiel and Rajeswari Sengupta. According to the paper, in case of India, the response of the exchange rate to monetary policy shocks is in the right direction but the magnitude is very small. “The implication is that any effects of monetary policy on aggregate demand in India are more likely to operate through the trade balance than through interest-sensitive components of aggregate of aggregate demand, but any such effects are likely to be weak,” it said.

the peak production period because producers have to sell immediately. “Therefore, there is a need of building cold storage facilities in production centres. Government should improve infrastructure facility by encouraging PPP (publicprivate partnership) initiative for the development of cold storage. “Also there is need to develop infrastructure that could be directly accessible to the farmers and bridge the gap between fields and markets,” the report said. Meanwhile, India’s annual retail inflation for July shot up beyond the 6 per cent level mainly on higher prices for food articles like pulses and vegetables official data showed on Friday. The retail inflation, based on the Consumer Price Index (CPI) of the Central Statistics Office (CSO), rose to its highest level in 23-months from 5.77 per cent in June and 3.69 per cent in the like period of last year.

New Delhi, Aug 14 (PTI): An IMF paper has raised question marks over the ability of RBI to target inflation through monetary measures, saying the size of formal financial sector is small in India and may undermine the effectiveness of interest rate changes on aggregate demand. The IMF working paper assumes significance as the Reserve Bank of India has recently implemented an inflation-targeting regime that requires it to hit publicly announced targets for retail inflation, based on Consumer Price Index (CPI). Under the new dispensation, RBI will be required to meet retail inflation target of 4 per cent, plus or minus 2 per cent over the next 5 years. The interest rate from next policy, due on October 4, will be decided by a six-member monetary policy committee (MPC) instead of the central bank governor. “In the absence of effective and reliable links between the policy instruments controlled by the RBI and aggregate demand in the Indian economy the public may lack confidence that the RBI is able to deliver on its announced in-

The gap between wholesale and retail prices is as much as over 75 per cent in some cases like brinjal, or eggplant, and over 62 per cent for tomatoes, it added. In terms of locational gaps, it is extremely high by as much as over 80 per cent in places like Mumbai, Delhi and Patna, while in several other cities it is well over 50 per cent, the report said. Ne w D e l hi, Au g 14 (IANS): Prices of vegetables in India’s retail markets are likely to go up further in the coming months with the peak production season coming to an end, industry chamber Assocham said on Sunday on the basis of a study it has conducted. The report said there would be “more pressure on the market arrivals of vegetables as production season eases”, on the basis of a “most worrying” trend that saw vegetable prices rising up to 100 per cent in the April-July period due to low arrivals of the harvest in the markets. “There is a huge gap between retail and wholesale price of vegetables. On an allIndia average basis, retailers are selling at more than 52.7 per cent of wholesale prices,” Associated Chambers of Commerce and Industry of India Secretary General D.S. Havana, Aug 14 (AP): Fidel Castro thanked Cubans for their well-wishes on his 90th birthday and criticised US President Barack Obama in a lengthy letter published in state media. He appeared but did not speak at a gala in his honour broadcast on state television. “I want to express my deepest gratitude for the shows of respect, greetings and praise that I’ve received in recent days, which give me strength to reciprocate with ideas that I will send to party militants and relevant organizations,” he wrote about his birthday yesterday. “Modern medical techniques have allowed me to scrutinize the universe,” wrote Castro, who stepped down as Cuba’s president 10 years ago after suffering a severe gastrointestinal illness. He could be seen in footage on state television slowly approaching his seat at Havana’s Karl Marx theater, clad in a white Puma tracksuit top and green shirt. He sat in what appeared to be a specially equipped wheelchair and watched a musical tribute by a children’s theater company, accompanied by footage of highlights from his decades in power. He sat alongside his younger brother, President Raul Castro, and President Nicolas Maduro of Venezuela, along with Cuba’s

highest-ranking military and civilian officials. In his letter, Castro accompanied his thanks with reminiscences about his childhood and youth in eastern Cuba, describing the geology and plant life of the region where he grew up. He touched on his father’s death shortly before his own victory in overthrowing US-backed strongman Fulgencio Batista in 1959. Castro returns at the end to criticise Obama, who appeared to anger the revolutionary leader with a March trip to Cuba in which he called for Cubans to look toward the future. A week after the trip, Castro wrote a sternly worded letter admonishing Obama to read up on Cuban history, and declaring that “we don’t need the empire to give us anything.” In Saturday’s letter, he criticises Obama for not apologising to the Japanese people during a May trip to Hiroshima, describing Obama’s speech there as “lacking stature.” The Cuban government has taken a relatively low-key approach to Castro’s birthday, in comparison with the largescale gatherings that had been planned for his 80th. Along with the Saturday evening gala, government ministries have held small musical performances and photo exhibitions that pay tribute to the former head of state.

candidates’ views on foreign policy issues, particularly ties with India, the report said. The succession would take place upon the retirement of Gen Sharif at the end of November. This will be the fifth time that Sharif — who already holds a record of sorts for being the prime minister who has appointed the most army chiefs — will pick the top commander of the country’s nearly 550,000 ground troops. If his botched attempt to replace Gen Pervez Musharraf with Ziauddin Butt in 1999 is also counted, this will be the sixth time Sharif gets to choose a chief of army staff, the report said. Sharif ’s earlier picks were Gen Asif Nawaz Janjua (1991), Gen Waheed Kakar (1993), Gen Pervez Musharraf (1998) and Gen Raheel Sharif (2013). Of the seven army chiefs after Gen Zia, five were handpicked by Sharif. This time round, the government is yet to officially start considering candidates, but those privy to developments in the corridors of power say consultations within the government started at the beginning of this year. Islamabad, Aug 14 (PTI): Prime Minister Nawaz Sharif is poised to pick a “safe” successor to Pakistan’s powerful army chief General Raheel Sharif from among four generals and key considerations will include the candidate’s views on foreign policy issues, especially ties with India, a leading newspaper reported today. The four Generals in line to succeed General Raheel are Chief of General Staff Lt Gen Zubair Hayat is the senior most followed by Multan Corps Commander Lt Gen Ishfaq Nadeem Ahmed, Bahawalpur Corps Commander Lt Gen Javed Iqbal Ramday and Inspector General Training and Evaluation Lt Gen Qamar Javed Bajwa, the Dawn reported. In the build-up to the appointment of the next army chief, all candidates appear to be evenly poised and there are no clear frontrunners, it said. When Prime Minister Sharif sits down to choose 60-year- old Gen Raheel’s successor, his decision will be guided by personal choices, political considerations, and, in a couple of cases, his own experience of working with the candidates — with a great temptation to go for “someone safe”, retired and serving bureaucrats and military officials told the newspaper. Another consideration likely to be taken into account would be the prospective

Islamabad, Aug 14 (PTI): Pakistan today once again raised the Kashmir issue while celebrating its 70th Independence Day with President Mamnoon Hussain saying the country will continue to support Kashmiris in their bid for the right to self-determination. Hussain addressed the people during the special flag hoisting ceremony here and mostly talked about internal challenges and importance of eliminating militancy. He, however, also touched upon the Kashmir issue and asked the people that they should not forget the people of Kashmir on the Independence Day. “Pakistan cannot forget Kashmiris and would continue to support them to get right of self-determination in light of the UN resolution,” he said. The President urged the people to shun differences and work hard for the prosperity of the country.

Geneva, Aug 14 (AFP): Swiss police said today there was so far no indication that an attacker’s knife rampage on a train, which killed one woman and injured five passengers, was an act of terror. “The question of motive remains,” police from Switzerland’s eastern Saint Gallen region said in a statement, stressing: “To date there is no indication this was a terrorist or politically motivated act.” Police spokesman Bruno Metzger told AFP “terrorism is not our main theory” for yesterday afternoon’s attack and that “other motives” figured far higher on the list, although he would not say what they were. A 27-year-old Swiss national used flammable liquid to start a fire on a moving train in eastern Switzerland before stabbing passengers, according to police. The attack took place at around 2:20 pm (1220 GMT) near Salez station on a train running between Buchs and Sennwald near Switzerland’s eastern border with Liechtenstein and Austria. The video is the latest release from embattled Boko Haram leader Abubakar Shekau, who earlier this month denied claims that he had been replaced as the leader of the jihadist group. “They should know that their children are still in our hands,” said a man whose face was covered by a turban in the video posted on YouTube. “There is a number of the girls, about 40 of them, that have been married by the decision of Allah,” said the man in the 11-minute video, which shows girls with veils sitting on the ground and standing in the background. “Some of them have died as a result of aerial bombardment.” The mass kidnapping of 276 Chibok schoolgirls in April 2014 provoked global outrage and brought unprecedented attention on the Boko Haram conflict, in which at least 20,000 people have been killed since 2009.

Why Green Day are the greatest living punk band

I

t’s been 30 years since Billie Joe Armstrong and Mike Dirnt formed Sweet Children, the scuzzy teenage punk group that went on to become Green Day. An integral part of the DIY Gilman Street scene in Berkeley, California, they would forge the sound of poppunk, which was to influence everyone from Blink-182 and Paramore to My Chemical Romance and those guys you used to watch at the local youth centre every second Tuesday with the tight black denim trousers and badly applied mascara. More importantly they would continue to be totally excellent in the process, melding riffs to catchy tunes and politics and making it all seem effortless. Most excellent punk bands – The Clash, Black Flag, the Sex Pistols, Minor Threat, The Ramones, Fugazi, Operation Ivy – burned briefly but brightly. Green Day showed the world there was another way of going about things. Green Day proved that you didn’t have to go out in a blaze of fag-ends and empty beer cans to be legit and gain respect. They keep

a venue bigger than the Camden Underworld and not get the phrase ‘sell out’ lobbed in your direction, but Green Day have weathered the storm, and instead channeled their energy into doing genuinely interesting things: concept albums, musicals, secret shows, album trilogies, generally having a laugh and not taking this whole rock and roll thing too seriously. U2 they are not. Green Day themselves

would probably have gobbed in your face back in the late ‘80s if you’d told them that they were going to be one of the biggest bands ever, playing arenas, stadiums and headlining festivals the world over. But the fact that they look like they still might phlegm in your face right is part of what makes them so damn great. Green Day don’t just still act like teenage boys, but frankly, they still look like them too.

The Japanese boy band, which sold 35m records up to last year, will disband on 31 December, its management agency said on Sunday. Rumours of a split had been rife since the turn of the year, but had all previously been denied. Its five members, who are aged between 39 and 43, are now expected to pursue solo careers. Incidentally, this is the first time in over six decades that India has won more than one Test match in the Caribbean islands. The previous three series victories -- 1971, 2006 and 2011 have been by an identical 1-0 margin. If Bhuvneshwar Kumar was the hero in the first innings, Mohammed Shami (3/15 in 11 overs) and Ishant Sharma (2/30 in 7 overs) did the maximum damage in the

Mumbai, Aug 14 (IANS): Indian Super League (ISL) franchise Mumbai City FC on Sunday announced the signing of Uruguay football legend Diego Forlan as club’s marquee player for the forthcoming third edition of the tournament. Forlan began his career in Argentina and soon earned a move to Manchester United. Having tasted success with the Red Devils, the forward then moved to La Liga and emerged as a top scorer with Spain’s Villareal CF and Club Atletico de Madrid. Forlan won the Golden Ball Award as the top player at the 2010 FIFA World Cup and set his country’s record for most international appearances a year later. He also plied his trade in Japan before most recently returning to his boyhood club Penarol in Uruguay and leading them to the Apertura title in the Uruguay first division. He is a two-time winner of both the Pichichi Trophy and the European Golden Shoe. He is regarded as one of the greatest Uruguayan players of all time. “It’s really exciting to have a player of Diego’s quality play for us in the upcoming season. He is one of the best in the business and I can’t wait to see him on the field fighting it out for Mumbai,” Ranbir Kapoor, owner of Mumbai City FC, said.

United, though, were able to see out the game in relative comfort to secure an opening-weekend triumph. The visitors controlled matters from the opening whistle but failed to create a decent chance or test home goalkeeper Artur Boruc until the 27th minute, when Rooney had a strike from 15 yards comfortably saved. Bournemouth enjoyed a good spell before gifting United the lead with five minutes of the half remaining. The 24-year-old Brazilian star broke the deadlock through a longdistance free kick on Saturday. Inspired by Neymar, the Brazilian team took control of the proceedings and Luan grabbed the second goal when he lifted a chip over the goalkeeper from about 20 metres out. Brazil, who are seeking

their first Olympic gold medal in the sport, will face Honduras in the semi-finals in Maracana on Wednesday. Honduras made history when they beat South Korea 1-0 for a spot in the last four. Murray to face del Potro in Olympic final Rio de Janeiro, Aug 14 (Agencies): Britain’s Andy Murray remains on course to win back-to-back Olympic tennis gold medals after beating Japanese fourth seed Kei Nishikori in the semifinals. The Scot won 6-1 6-4 and will play Juan Martin del Potro in Sunday’s gold-medal match (19:00 BST) after the Argentine beat Spain’s Rafael Nadal. Phelps gets 23rd Olympic gold with relay win

Rio de Janeiro, Aug 14 (Agencies): Michael Phelps closed out the Rio Olympics in the only way imaginable. Golden. Phelps put the United States ahead to stay on the butterfly leg of the 4x100meter medley relay and Nathan Adrian finished it off, giving the most decorated athlete in Olympic history his 23rd career gold medal Saturday night. If that was the end, and

Phelps insists it is, what a way to go out. He has 28 medals overall, having won five golds and a silver at these games. As Nathan Adrian touched the wall to finish off the victory, Phelps gathered the other relay swimmers, Ryan Murphy and Cody Miller, in his arms. One night after his only setback in Rio, an upset loss to Joseph Schooling in the 100 fly, Phelps was back on top.

the rebound to the attacker, who netted with ease. Rooney looked set to double United’s lead early in the second half, latching onto Zlatan Ibrahimovic’s superb flick, but Boruc excellently blocked the visiting captain’s attempt. Rooney, though, got his goal a minute prior to the hour, backpedalling and using the ball’s natural spin to nod home after Anthony Martial had volleyed Antonio Valencia’s fine cross into the ground. F ive m i nu t e s l a t e r, Ibrahimovic drove towards the Bournemouth penalty area and struck a 25-yard shot low into the far corner of the deceived Boruc’s net.

Smith quickly tempered United’s delight, collecting Lewis Grabban’s incisive pass, cutting inside and driving a left-footed effort high into the goal. Despite the hosts applying heavy pressure at the death, however, Smith’s strike would be as good as it got for the hosts, as the tactically astute away side secured the three points. United’s performance was professional, competent and decisive, and with the wide-open nature of the championship fight, those qualities may be precisely what is required for the Red Devils to launch their first truly threatening title assault since the departure of Alex Ferguson.

In the stands, his fiancee, Nicole Johnson, bounced along to the music with their son, 3-month-old Boomer, cradled in her arms. Phelps is eager to spend a lot more time with them. He plans to marry Johnson after the Olympics and said he’s eager to watch his son grow, maybe even dole out a swimming lesson or two. Most of the U.S. swim team was in the stands to watch Phelps’ finale, including

the biggest female star of the games, Katie Ledecky, decked out in a matching USA white jacket and cap. The 19-year-old Ledecky joked that she was proud to be part of Phelps’ final Olympics -- twice. He initially retired after the 2012 London Olympics, only to decide about a year later to return to the pool. This time, the 31year-old sounds much more adamant when he says there will be no more comebacks. Two-time gold medalist Murphy put the Americans out front with a world-record split on the backstroke -- it counts since he was leading off -- but Britain surged ahead on the breaststroke with its own world-record holder, Adam Peaty. Phelps dove into the pool in second place. He wouldn’t be for long. On the return lap, Phelps powered through the water with his whirling butterfly stroke, surging ahead of James Guy to pass off a lead to the anchor Adrian. It wasn’t in doubt after that. Adrian pulled away on the freestyle to win in an Olympic-record time of 3 minutes, 27.95 seconds. Britain held on for silver, with Australia nabbing bronze.

India bowled 20 overs before lunch in which they reduced West Indies to 53 for 3. In the post lunch session, the home team lost 7 more wickets for 55 runs. Bravo and Roston Chase (10) looked to bat for time and resurrect the innings from a precarious 53/3 in the post lunch session. They faced a testing spell from Ishant and Bhuvneshwar who were using the 20-overold ball well enough. The former was pitching the ball up a lot more than he has done in this series and found instant result, as one swung in sharply in the 26th over, and knocked back Chase’s stumps, bowling him through the gate. When spinners came into the attack, Jermaine Blackwood (1) was stumped off Jadeja as kee per Wriddhiman Saha did some excellent work. Shane Dowrich (5) then played out 8 overs with Bravo, though only adding 16 runs for the 6th wicket. It allowed Bravo enough breathing space to complete his 15th Test fifty off 73 balls, but it was never going to be enough.

Saina Nehwal crashes out Narang, Chain fail to qualify in 50m rifle event

Rio de Janeiro, Aug 14 (IANS): India’s premier shuttler Saina Nehwal on Sunday suffered a huge upset against World No.61 Marija Ulitina of Ukraine in her second match of Group G as she was eliminated of the Olympic Games here. Ulitina, 24, caused a huge upset registering a 21-18, 21-19 win against Saina. The 26-year-old Indian failed to find her rhythm and looked slow as she was not moving well within the court. Saina started the first game in a dominating way building a 7-1 lead but the 24-year-old Ukrainian soon pulled up her socks levelling the game at 8-8.

Saina just edged past the midgame interval with a two-point lead. After the interval there was a neck-to-neck fight for every point, levelling the score at 17-17 before the World No.61 took three point of trot. Saina tried to fight back but Ulitina sealed the game 21-18 in 19 minutes at Pavillion Four of Riocentro. In the second game, the Indian star shuttler barely managed a slender one-point lead at the mid-game interval. After the interval, things were equal at 15-15, 18-18 and 19-19 before the Ukrainian clinched two points and the match, ending the Indian’s hopes.

Rio de Janeiro, Aug 14 (IANS): Indian shooters Gagan Narang and Chain Singh failed to qualify for the final round of the men's 50 metre Rifle event at the Rio Olympics here on Sunday. Chain Singh secured the 23rd position among 44 competitors, with a combined score of 1169 including 52 in-

ner 10s at the Olympic Shooting Centre - 50 metre range. Gagan Narang fared more poorly, managing only the 33rd spot, with an overall score of 1162, including 50 inner 10s. Only the first eight shooters qualified for the final round. Russian Sergey Kamen-

skiy set a new Olympic record to secure the top qualifying spot, with a score of 1184, including 67 inner 10s. German Daniel Brodmeier secured the second place with 1177, including 57 inner 10s. Norway's Ole Kristian Bryhn was third with a score of 1177 with 56 inner 10s.

Sania Mirza, Bopanna were beaten 1-6 6-7 in mixed doubles bronze medal match.

Rio de Janeiro, Aug 14 (PTI): India’s tennis campaign at the Rio Olympic Games ended in dejection as Sania Mirza and Rohan Bopanna were blown away by the Czech team of Radek Stepanek and Lucie Hradceka in the bronze medal Play-off, here Sunday. The Indian pair, who raised hopes of a medal with two consecutive wins to make the semis, suffered a 1-6 6-7 humiliation in the mixed doubles contest that lasted one hour and 13 minutes. Mixed doubles was India’s best bet for a medal as it featured only 16 teams and winning three matches would have ensured a medal. Sania and Prarthana Thombare had lost first round in the women’s doubles while Bopanna and Leander Paes had also made a first round exit from the men’s doubles. 43-year-old Paes, who

has now appeared in seven Olympics, now remains the only Indian tennis player to have won a medal in the biggest sporting extravaganza. He had won a singles bronze at 1996 Atlanta Games. Stepanek was all class in the bronze medal contest as the Czech unleashed his powerful strokes, constructed the rallies and finished points with his superlative display. The Czechs sprayed the winners all over, catching the Indians by surprise, giving them no breathing space in the opening set. Both Sania and Bopanna lost serve to trail 0-5. Bopanna saved two set points in the sixth game to save ignominy of being bageled. Lucie came out to serve out the opening set. It was a disastrous start in the second set too for the Indians with Bopanna dropping serve in the very first game but they broke back Stepanek.

The Indians fought a bit and broke Lucie in the fourth game to take a 3-1 lead but Bopanna again lost his serve to allow Czechs to make a comeback in the set. At 5-5, Sania came to serve a must-win game but committed two double faults to be down by three break points. The Czechs converted the third when Bopanna’s half volley soared over the baseline. A nervous Lucie served a double fault but Stepanek supported her with his tremendous presence of mind. Lucie smashed a backhand winner in open court to earn two match points and the Czechs sealed the match when Sania netted the forehand. This was Stepanek’s first Olympic medal while Lucie won her second medal having won one in women’s doubles meet in London.
