President attacks divisive forces NEW DELHI, AUG 14 (IANS): President Pranab Mukherjee on Sunday denounced “forces of divisiveness and intolerance” as well as attacks on weaker sections, saying they must be dealt with firmly. In his Independence Day eve address to the nation, the President also came out strongly against groups and individuals who pursue a divisive political agenda that leads to Constitutional subversion. In his fifth August 14 address, Mukherjee said that in the last four years he saw “with some disquiet, forces of divisiveness and intolerance trying to raise their ugly head. “Attacks on weaker sections that militate against our national ethos are aberrations that need to be dealt with firmly. “The collective wisdom of our society and our polity gives me the confidence that such forces will remain marginalized,” he added. India will celebrate its 70th Independence Day on Monday. Democracy, the President underlined, was not just about elections. “Disruptions, obstructionism and unmindful pursuit of a divisive political agenda by groups and individuals lead to nothing but institutional travesty and Constitutional subversion,” he said.

A unique feature of India, he pointed out, was “our respect for each other’s cultures, values and beliefs. “The very essence of plurality lies in cherishing our heterogeneity and valuing our diversity. “In the network environment of today, a caring society can only be developed by harmonizing religion with modern science,” Mukherjee added. Calling for the promotion of scientific temper, he said: “We often celebrate the achievements of our ancient

past but it would be wrong to rest on our laurels. “It is much more important to look to the future,” he said. Indians, the President said, “must learn to challenge the status quo and refuse to accept inefficiency and slipshod work. “In a competitive environment, a sense of immediacy and some impatience is a necessary virtue.” Mukher jee said that backed by a strong political will, the country must create a future which would economically empower 600 million youth, build a digital India, a start up India and a skilled India. “India will grow, only when all of India grows. The excluded ones will have to be included in the development

process. The hurt and alienated have to be brought back into the mainstream.” He said India has had remarkable growth in recent times, often growing above 8 per cent per annum over the last decade. “We must build on our strengths so that, this lead can be sustained and furthered.” He said a normal monsoon this year gave reason to cheer unlike the past two years when below normal rains led to agrarian distress. The President emphasized the importance of India’s “neighbourbood first policy”. South Asia must carve out a common destiny to march together. Mukherjee denounced a rise in terrorism across the globe, with its roots in radicalization of people on the basis of religion. “These forces apart from killing innocent people in the name of religion also threaten to disrupt geopolitical divides, which could prove disastrous for world peace. “The inhuman, mindless and barbaric modus operandi of such groups have been visible in France, Belgium, United States, Nigeria, Kenya and closer home in Afghanistan and Bangladesh recently. “These forces now pose a danger to the entire comity of nations. The world will have to fight them unconditionally and in one voice.”

PIL in SC against cow vigilantes for violent acts

New Delhi, Aug 14 (AGENCIES): A petition has been filed in the Supreme Court seeking direction to the Centre and some states to take action against so-called cow vigilantes, who are allegedly spreading violence and committing atrocities against Dalits and minorities. The PIL, filed by Congress activist Tehseen S Poonawalla, said the violence committed by these ‘Gau Raksha’ groups have reached to such proportions that even Prime Minister Narendra Modi recently declared them as people who are “destroying the society”. It alleged these groups were committing atrocities against Dalits and minorities in the name of protection of cows and other bovines and they needed to be “regulated and banned in the interest of social harmony, public morality and law and order in the country”. It also sought a direction to remove the alleged “violent content” uploaded on social media and hosted by the cow protection groups. The plea sought to declare as “unconstitutional” section 12 of the Gujarat Animal Prevention Act, 1954, Section 13 of Maharashtra Animal Prevention Act, 1976, and Section 15 of Karnataka Prevention of Cow Slaughter and Cattle Preservation Act, 1964, which provide for protection of persons acting in good faith under the Act or rules.

Acharya on Sunday highlighted the achievements of the government and said that Central government has upheld the vision of a transformed India. “Our standing in the world has risen. Since the time of Modiji taking office as Prime Minister, he has focused on reforming and modernizing India’s infrastructure and improving national standards of health and sanitation, social security, financial inclusion by National Programmes like Swachh Bharat Abhiyan, Prime Minister’s Jeevan Bhima Yojana, Jeevan Sureksha Yojana and also Jan DhanYojana,” Acharya said in his speech, greeting the people on the eve of the country’s 70th Independence Day. “Let us salute the great nation, Bharat on her 70th Independence. This is a day of dedication and hallowed remembrance for us, we celebrate our freedom”, he said. While paying homage and tribute to those self-sacrificing and devoted leaders and patriots, Acharya said “many generations of our countrymen waged a powerful struggle for Independence and gave their lives for the country and became martyrs”. Highlighting the achievements of the government, Acharya said schemes such as Kisan Credit Cards, Kisan Insurance, Soil Health Card, etc.

Stating that it was the first of its kind in the North East Region, Acharya said this would enhance the quality of learning at government schools. He said several initiatives to strengthen emotional integration had been worked out like organizing medical camps, teachers exchange programme, Beti Bachao Beti Padhao and health services rendered to Nagas living in the border areas of Myanmar.

With the population having 65% youths, he said if the universities and educational institutions add skill in the academic contents, the youth would be employable and develop human resource for the world. “Our youths coming out of Universities should be job givers and not job seekers”, he asserted. Citing the example of Nagaland, Acharya said it was a pride for a small state to have four Universities-- Nagaland University, ICFAI University, Global Open University of Nagaland and St. Joseph Catholic University of Nagaland. “Empowerment of prospective young men and women by education is important. The first and foremost factor of development of society is education,” he said. He said that the scouts & guides have also been strengthening the society by bringing discipline in life and rendering service to the needy. Acharya further noted that the ex-servicemen of Nagaland have also equally contributed to the freedom of India. “We are proud of our ex-servicemen. We should also respect and take care of the Veer Naris of the State,” he said. Of the 14 Shaur ya Chakras (SC) awardees, two officers are from Capt. Elisen Y Jami of the 12 Parachute Regiment (Special Forces) and Atu Zumvu (SDPO) of the Nagaland Police.

Freedom fighter from Assam’s Dimasa tribals Sambhudan Phonglo will also be honoured for his contribution during country’s freedom struggle.

NEW DELHI, Aug 14 (Agencies): The government’s income disclosure scheme, the window for black money declaration may not have started yielding desired results yet, but the government has started building pressure on the suspect tax evaders by increasing the number of Income Tax raids across the country, which went up nearly three times in the first four months of this year—from 55 last year to 145 this year. During the first four months of this fiscal (AprilJuly), at least 145 Income Tax (I-T) raids have been conducted with more than Rs 245 crore unaccounted cash (black money) seized. The total undisclosed income admitted during these raids has been an unprecedented Rs 3,375 crore, excluding the cash and jewellery seizures. According to top I-T officials, the I-T department’s strategy to increase search and seizure operations against suspect evaders has been successful and the cash seizures have been an all-time high, most of it has been netted from leading educational institutions and builders in Chennai, Mumbai and Delhi among other cities. During the first four months of 2016, at least 145 I-T raids unearthed unaccounted income and cash worth Rs 3,375 crore as against Rs 2,252 crore in the first four months of 2015. As against Rs 76 crore of cash seized last year during the four months, the department managed to lay their hands on over Rs 245 crore this year during April-July. Seizure of jewellery accounted for Rs 85 crore as against Rs 21 crore last year.

DIMAPUR, AUG 14 (NPN): Nagaland Pradesh Congress Committee (NPCC), while welcoming the state government’s decision to conduct elections to Urban Local bodies (ULBs)/Town Councils and to implement 33% reservation for women in civic polls, raised doubts on whether chief minister T.R. Zeliang and the government could assert their authority in implementing 33% women reservation or succumb to the pressures of some civil societies “who have no accountability towards the people they claim to represent”. In a press note, NPCC media cell said that 33% reservation for women was made through The Nagaland Municipal (First Amendment) Act, 2006 but “NPF govt dithered and backtracked in its implementation”. According to media cell, after elections to ULBs were postponed on pretext or the other including the issue of women reservation since 2010, the NPF government illegally appointed their party workers in the guise of advisors and “these people without any accountability or even an iota of moral conscience looted and destroyed the

institution of local bodies”. Media cell also claimed that majority of the council members in the past barring some few honest souls have failed to perform their duty. “While busy taxing every item for themselves, they could not even fill potholes, provide garbage disposal or clear clogged drains,” it said. Instead of executing their duties, they council member “sat together with illegal tax collectors in the gates and people were subjected to multiple taxes on all items from multiple points”, media cell alleged. In such circumstances, media cell said that the people needed council(s) that could provide safety and security to life and property of people. “We need Council that may facilitate entrepreneurs and traders”, it said. Therefore, media cell said it expected that the election be conducted in free and fair manner. Media cell also appealed the voters to elect upright leaders to serve the welfare of common people and “not rascals, rogues and freebooters with low calibre to avoid squabbles amongst themselves for power”.

She maintained that throughout the ages, Nagas protected their country and continued till today. (Rtd) Viyalie Metha Kedahge FGN also paid respect and honour to the great leaders, who had pioneered to bring the Nagas together as family and saluted those patriots, who suffered and sacrificed their lives in defence of Naga country. GPRN/NSCN celebrated the ‘70th Naga Independence Day’ at its headquarters, Khehoi with GPRN/NSCN convenor NPAC Kughalu Mulatonu as the chief guest. In a press note issued by the GPRN/NSCN MIP, it expressed dismay that “Naga people’s aspiration for Kughalu Mulatonu sovereignty has been reduced to a game of autonomy and special economic privileges.” “The focal view of the much hyped framework agreement” was more of “economic arrangement for a particular section rather that a political solution for all Nagas,” MIP stated. MIP went on to state that “sane voices of intellectuals, pioneers and actual stakeholders are being drowned by the preposterous and adulatory statements of few sponsored NGOs, civil societies and the Nagaland government.” Stating that “these remote controlled leaders are fomenting future conflict within the Naga family”, MIP said that it was important “that they become servants of Nagaland rather that servants of one faction.” Pointing out that the people of Nagaland had rejected political agreements in the past, which did not have their consent and approval, GPRN/NCN said “let it be reminded that the people wield greater power and authority that the signatories of agreements.” (Full text on p-6) K Y M C
