KOHIMA, AUG 15 (NPN): Nagaland Chief Minister, T.R Zeliang, has said that if the Naga Political Groups could come forward and support the negotiations between the Government of India and the NSCN (I-M) then it would be a befitting tribute to late Isak Chishi Swu, the chairman of NSCN (I-M), whose “unfortunate passing away” was condoled by one and all. Speaking at the 70th Independence Day celebrations at Secretariat Plaza here on Monday, the chief minister said, “Time waits for no one. An early political settlement is in the interest of one and all.” On the occasion, Zeliang also reiterated his appeal to the NSCN (K) to “eschew the path of violence and return to the ceasefire agreement.” On the law and order situation in the state, Zeliang said overall situation in the state continued to remain peaceful. He, however, said there were some concerns along the Assam-Nagaland border areas, particularly in the areas adjoining Doldoli Reserved forest, which was effectively dealt by the administration and police. The chief minister said that to maintain peace and tranquillity in the disputed border areas of Assam and Nagaland, a Border Peace Coordination Committee (BPCC) has been formed in all the districts bordering Assam, comprising of representatives from

Petrol price cut by `1 pl, diesel by `2 pl

NEW DELHI, AUG 15 (AGENCIES): Petrol price was today cut by Rs 1 per litre while diesel rate was lowered by Rs 2 per litre. Revised prices will take effect from midnight. Fuel prices were last revised on July 31, when the price of petrol price was lowered by Rs 1.42 a litre while that of diesel was reduced by Rs 2.01 per litre. Petrol and diesel prices are deregulated in India, which means they are linked to market rates. State-owned fuel retailers-- IOC, BPCL and HPCL revise rates of the fuels on the 1st and 16th of every month based on the average oil price and foreign exchange rate in the preceding fortnight.

SSU to shut down Govt. HS Sakshi

DIMAPUR, AUG 15 (NPN): With the expiry of its 7-day ultimatum served on the state government to fulfil the assurances of posting maths and science teachers at Government High School, Sakshi under DEO Longleng, Sakshi Student’s Union (SSU), Longleng district, on Monday announced that it would shut down the school indefinitely with effect from August 16, 2016. In a press note, SSU president Pongshi Yangang and general secretary Hongba Yangang said the union could resort to second phase of agitation without further notice. Meanwhile, the union has cautioned that the school education department would be “held fully responsible for any incident that may occur during its agitation.”

In the educational sector, Zeliang said that to deal effectively with the problems of bogus or proxy teachers, the department was insisting on entering Aadhar card numbers in the appointment orders of all the newly recruited teachers while the remaining teachers and other employees will be asked to submit their Aadhar card numbers within 2016. “Efforts are also on to enable issue of Aadhar cards for all the children enrolled in the Government schools,” he added. Zeliang also informed that the department of education was taking various initiatives to train 12,000 teachers or about 65% of government school

teachers, who were not professionally trained. He said acquisition of professional qualification by untrained teachers were now a condition to be eligible for promotion. Further, the chief minister said that the increment of pay of those who did not acquire the professional qualification would be stopped after five years. He said out of 63 colleges in Nagaland, 14 colleges were NAAC accredited while many colleges have initiated the process of accreditation to progress towards quality and excellence in higher education. Zeliang said that by 2021, the department of higher and technical education was expecting all the colleges in the state to be accredited by NAAC.

On agriculture and allied sector, the chief minister said if Nagas wanted to change in the journey towards progress and development, a clear vision was needed. Thus, Zeliang said the state government has decided to bring out a vision document and appealed to the citizens to take it forward as people’s movement to bring changes in the society and the economy. On state economy, Zeliang said that the Gross State Domestic Product (GSDP) at constant prices were estimated to have increased to Rs. 15,920 crore during 2015-16, registering an annual growth rate of 8.68 percent, which was above the national growth rate of (Cont’d on p-7) 7.6%.

KOHIMA, AUG 15 (NPN): Taking note of Naga Hoho’s reaction to the cabinet decision to go ahead with the elections to municipal bodies by granting 33% women quota in the Urban Local Bodies/ Town Counicls, the Joint Action Committee on Women Reservation (JACWR) on Monday expressed hope that the Naga Hoho would “use its wisdom” and consider the equal participation of women in municipalities and town councils by reconsidering their earlier resolution. In a representation addressed to the Naga Hoho president, the Joint Action Committee on Women Reservation convener Abeiu Meru and co-convener Dr. Rosemary Dzivichu reminded the Hoho that Naga women have approached the Supreme Court and an interim order has revived the single judge order accordingly. JACWR also reminded the members of Naga Hoho that Naga women have “come

to the age” and were well prepared to contest in the long awaited town and municipal elections. In another memorandum addressed to the chief minister, JACWR stated that it was seriously concerned with the latest letter of Naga Hoho, asking to keep the cabinet decision in abeyance as “it was premature for women”. Joint Action Committee on Women Reservation said the negotiation of the constitutional rights of women as equal citizens was a contentious matter as Naga women were prepared and looking forward to actively participate in the urban governance as per Supreme Court interim order. Appreciating the cabinet decision, the committee was optimistic that state government would hold the elections at the earliest and ensure that women would be given chance to work as equal partners for the development of towns and the state.

DIMAPUR, AUG 15 (NPN): Naga Hoho on Monday said it was compelled to react to the statement made by NPCC, published in the local dailies with regard to 33% women reservation in Urban Local Bodies/Town Council. Naga Hoho communication cell in a press note said that it took note of NPCC’s statement questioning “some civil societies who have no accountability towards the people they claim to represent”. Making its stand clear, Naga Hoho said “we are an organization with the mandate and support of our respective tribe hohos and not attached to any political party. Therefore, the question is– who represents the masses, Naga Hoho or NPCC media cell?” “Does the author of “NPCC welcomes ULBs elections” have the people’s mandate or accountability?” Naga Hoho questioned. As traditional and social organization, the hoho said it was unequivocally clear that the Municipal Act was in contravention with the traditional and customary usages of the Nagas, enshrined under Art. 371(A) of the Indian constitution. “It is therefore our bounden duty to safeguard the rights of the Nagas”, Naga Hoho added. The hoho further made it clear that “they had no objection for exhibiting one’s desire and interest in a democratic society towards one of the contentious issues pertaining to “Municipal Act” vis-à-vis 33% women Reservation under ULBs elections”. However, Naga Hoho reminded that the hoho along with various tribe hohos had spearheaded the movement and pleaded before the state government for review of Municipal Act of 2001 & 2006, saying “it directly linked with the rights given to the Naga people under Art.371(A).” Earlier, NPCC, without naming any organization said “it will be a litmus test for chief minister T.R. Zeliang and his government as to whether they can really assert their authority in implementing this 33% women reservation in ULBs or once again succumb to the pressures of some civil societies who have no accountability towards the people they claim to represent.

NEW DELHI, AUG 15 (PTI): Declaring that India will not bow before terrorism, Prime Minister Narendra Modi today asked the youth who have taken to violence to join the mainstream even as he brought up Pakistani atrocities on people of Baluchistan and PoK, saying that they have thanked him for doing so. Though Modi did not make any reference to Kashmir valley which is witnessing violence after the killing of Hizbul Commander Burhan Wani, he accused Pakistan of glorifying terrorists and celebrating killings in India. This was an obvious reference to Wani who has been hailed as a martyr by Pakistan, which was not directly named by him. In his 93-minute Independence Day address to the nation amidst tight security, Modi said, “From the ramparts of the Red Fort, I want to express my gratitude to some people –the people of Baluchistan, Gilgit and Pak-occupied-Kashmir— for the way they whole-heartedly thanked me, the way they expressed gratitude to me, the way they conveyed their goodwill to me recently.”This is for the first time the disturbed areas in the control of Pakistan have been mentioned by any Prime Minister during his Independence speech. The Customized Rescue Operation vehicles would be placed at strategic locations in the state and these vehicles would be used for recovery and rescue operations during emergency and also to create awareness on disaster responses in the villages.

Measles outbreak claims another child in Naga area YANGON, AUG 15 (AGENCIES): Days after Myanmar authorities claimed to have brought a measles outbreak in Naga Self-Administrative Zone (SAZ) under control, another child has died of the illness, reports Anadolu Agency. A health ministry official said on Sunday that a six-yearold died late Saturday, bringing the death toll to 42 in nine villages in the Naga SAZ in Sagaing region, a mountainous area populated by people from the Naga tribes on the border with India. “The child was in his final stage [of life] when the doctors arrived at the village,” SAZ Chairman Kay Sai told Anadolu Agency. Myint Han, head of the department of medical care under the Ministry of Health and Sports, said around 20 people remain in critical condition in intensive care. “The doctors are also administrating the vaccinations for children and some adults in the area,” he said.

Speaking on the Naga Political issue, the chief guest emphasized that an early political settlement was in the interest of one and all. Reminding that the passing away of Isak Swu, the chairman of NSCN IM, was condoled by one and all, starting from the prime minister of India, he stated that it would be a befitting tribute if all the Naga political groups could come together and support the negotiations between the GoI and NSCN (IM), following the signing of the historic framework Agreement of the 3rd August. He also appealed to NSCN K to eschew the path of violence and return to the ceasefire agreement. Assam Chief Minister Sarbananda Sonowal inspects the parade during the 70th Independence Day Celebration on Monday. Regarding the flood problem, Sonowal said the State Disaster Management Authority will be equipped with modern gadgets to prepare itself to face disasters. “Embankments as means to safeguard our rural economy. There are 1,250 embankments covering nearly 5,000 km area but most of them outlived their utility,” he said, adding existing embankments will be repaired and new ones erected. Talking about unemployment, Sonowal said Assam will reap rich dividends

if it can harness inherent potentials of 23 lakh educated jobless youths. A skill development department is being established and plans are on the anvil of transforming Industrial Training Institutes into Multi-Skills Centres, he said. Besides, the government will initiate schemes for skill development of SC and ST people along with empowering religious minorities socioeconomically, he added. Serial explosions rock Assam; no casualty

A series of five bomb explosions by suspected ULFAIndependent militants rocked upper Assam’s Charaido and Tinsukia districts this morning as the state celebrated the country’s 70th Independence Day. There was no casualty or injury in any of the explo-

sions, police said. A blast was reported at an abandoned place beside an interior road at 7.40 AM at a place under Tengapukhari outpost in Charaideo district, Superintendent of Police A P Tiwari said. The militants had apparently placed the bomb under the ground, Tiwari said. In Tinsukia district, four other explosions were triggered by the insurgent outfit. An improvised explosive devise (IED) went off near Indira Gandhi School at Laipuli area on the outskirts of district headquarters of Tinsukia town at 7.15 AM, the officials said. This was followed by another blast in line no.6 of Badlabhata Tea Estate in Doomdooma area where the third IED was also set off at Masuwa, they said. The fourth one exploded at Gamtumati in Philobari area where ULFA-I militants on August 12 night had shot dead two persons and injured six others in indiscriminate firing at Bahbon village. Yesterday, a powerful 4 kg IED was recovered at Mukum based on interception of an ULFA-I message, officials said. On August 5, 14 people were killed and over 20 injured by NDFB (Songbijit) insurgents at Balajan in Kokrajhar district. Security measures have been tightened across Assam and patrolling by security forces intensified, the police added.

Arunachal CM promises peace in the state Mizoram is one of most peaceful, in East Kameng district on Saturday. ITANAGAR, Aug 15 (PTI): Arunachal Pradesh Chief Minister Pema Khandu today said he would ensure peace for speedy development of the state. “Our government shall ensure that for the sake of development, there is peace in the state and any fringe elements attempting to disrupt peace will be dealt with an iron hand,” Mr Khandu said after unfurling the national tricolour on the occasion of 70th Independence Day at Itanagar. He said the government would lay special emphasis on modernising the police force and providing them with the latest equipment and technology. The government would set up a state-of-the-art police training center on the lines of the Northeast Police Academy, Shillong. To strengthen the police, about 2,400 vacant posts would be filled up in a time-bound manner while 20 woman police stations would be set up, he said. Referring to the recent flood devastation in the eastern part of the state, Mr Khandu said the state government would explore the best of technologies to reduce and tackle

flood and related problems. While exhor ting the people to participate in the Swachh Bharat Abhiyan to achieve the goal of ‘Clean Arunachal’, the chief minister asked the people to pledge to serve the state and the nation with renewed promise.

Agartala , Au g 1 5 (IANS): Tripura Chief Minister Manik Sarkar on Monday said the central government was trying to snatch all powers of the state governments and trying to force the states to beg for aid. “The central government has been continuously trying to grab and snatch the powers of the state governments. Efforts are also on to turn the states into beggars,” Sarkar said after unfurling the tricolour at the Assam Rifles ground here. “If the central government continue to grab the remaining powers of the states, there will not be any federal structures in the country. Democracy will weaken. “Currently there are two Indias - one for the rich and another for the poor people. The central government is working for the millionaires.” The 70th Independence Day was observed across the northeastern state, with a variety of colourful functions and programmes, including sports and cultural events. The Chief Minister said 77 to 80 per cent people in India were poor and 30 to 35 per cent people do not write their name while 20 to 25 crore people, mostly youths, have no jobs. Arunachal Pradesh government today conferred the first ‘Arunachal Ratna’ award to Deputy Superintendent of Police Bomto Kamdak posthumously, who lost his life during exchange of fire with criminals in East Kameng district. “The special award instituted on the occasion of Independence Day this year will carry a cash amount of Rs one lakh along with a gold medal and a roll of honour,” Chief Minister Pema Khandu announced after unfurling the Tri-colour at Indira Gandhi Park here. Aizawl, Aug 15 (IANS): Mizoram is one of the most peaceful states in the country heading for a steady progress of development, Chief Minister Lal Thanhawla said on Monday. “Mizoram is one of the most peaceful states in India and also moving ahead for a steady progress, development, special infrastructure expansion,” Lal Thanhawla said after unfurling the national flag at the Assam Rifles Ground here. “This year is the 30th anniversary of the signing of the memorandum of settlement, known as the ‘Mizoram Peace Accord’. In the last 30 years much has been achieved, yet there is still more to be done,” he said. A tripartite agreement was signed between the Centre, the Mizoram government and the erstwhile militant outfit Mizo National Front (MNF) in 1986, ending a two-decade (1966 to 1986) long insurgency in the northeastern state. The 70th Independence Day was observed across Mizoram with diverse programmes, including sports, cultural events

and public gatherings. The Chief Minister said that rice production was increased in Mizoram from 60,647 tonnes during 2014-15 to 62,089 tonnes during 2015-16, an increase of 2.29 per cent. Area under oil palm cultivation increased from 20,377 hectares in 2014-15 to 23,358 hectares during 2015-16, which is an increase of 14.63 per cent. Lal Thanhawla said that Mizoram has finally been connected to the broad gauge railway map of the country. “Broad gauge goods train was flagged off at Bairabi railway station in March while the broad gauge passenger train was flagged out of the station in May by Prime Minister Narendra Modi through video conferencing system. We expect that by 2019, the railway line under construction to reach Sairang would be completed.” He said that 60 MW Tuirial hydroelectric project was in the final stages of completion and was expected to be commissioned shortly. Construction work for the 210 MW Tuivai hydroelectric project is being pursued.

I-Day celebrated in Manipur amid shutdown call Imphal, Aug 15 (PTI): Manipur celebrated Independence Day amid tight security here and all nine district headquarters of the state on Monday, amid call for “total shutdown” and boycott of the celebrations by several outlawed militant organisations. Chief Minister Okram Ibobi Singh hoisted the tricolour at the first Manipur Rifles Parade ground in the morning and received salute from the contingents, a government release said. He presented medals for gallantry and distinguished services to seven police officers at the function attended by ministers, parliamentary secretaries, legislators and senior administrative officials and officers of the Army and police, it said. The President’s Police Medal for distinguished ser vice was awarded to Adhikarimayum Ghanashyam Sharma, Sub-Divisional Police Officer, Imphal West district, the release added. Security has been beefed up across the state in view of a total shutdown and boycott of I-Day celebrations called by several outlawed militant organisations, police said. Except for two crude bomb blasts in Imphal West district, there was no other untoward incident on Monday, they said, adding public vehicles largely remained off roads and business establishments downed shutters in view of the shutdown.

High anaemia prevalence a big challenge for AP I tanagar , Au g 1 5 (Agencies): The prevalence of anaemia continues to be a big challenge in Arunachal Pradesh according to India Health Report (IHR) statistics which show that 63.9% of children under the age of five and 56.7% of women aged 15-49 are anaemic in the state, Meghalaya’s additional chief secretary Yeshi Tsering at a state-level consultation on nutrition held in Shillong recently. The occurrence of anaemia among pregnant women in the state is even higher at 61.8%. This is possibly linked to the low percentage (27.7%) of pregnant women who consume 100 iron folic acid (IFA) supplements, which help prevent anaemia. The state also second highest rates of open defecation (31.7%) in the northeast, after Assam (37.5%). The IHR cites, ‘open defecation and inadequate hand washing as reasons for poor health in children, leading to malnourishment’.

Meghalaya remembers sacrifice of patriots on I-Day

Shillong, Aug 15 (PTI): Meghalaya today recalled the contributions made by patriots who sacrificed their lives for freedom even as people from all walks of life celebrated 70th Independence day in a befitting manner. “We remember and recollect with a strong sense of pride, the selfless sacrifice made by the patriots of the state – U Tirot Sing, U Kiang Nangbah and Pa Togan Sangma and many others, in their struggle against colonial rule,” Governor V Shanmuganathan said in a message to the people. “This is also a solemn occasion when we remember and recollect with gratitude the contributions of all the great patriots of India...who provided leadership to liberate the country from foreign rule,” he said. Asking all citizens to imbibe their spirit, Shanmuganathan called for their rededication to the service of the state and the nation.

Don’t be misled: Mehbooba’s appeal to agitating youth

Srinagar, Aug 15 (PTI): Amid continued turbulence that has rocked Kashmir valley for the last 38 days, Chief Minister Mehbooba Mufti Monday made an emotional appeal to agitating youth not to be misled by vested interests who want to keep the valley burning and maintained that dialogue is the only way to resolve issues. In her maiden Independence Day address as Chief Minister, Mehbooba cautioned that Kashmir should not be allowed to become another Syria or Afghanistan where there is instability and absence of safety of life. She urged the people to give her time so that she could work on the plans and programmes she had charted for peace and progress of the state and that they should not be misled by false propaganda about attempts to erode the special status of Jammu and Kashmir. She blamed the successive central leaderships, starting from Jawaharlal Nehru, for the problems of Kashmir and hoped Prime Minister Narendra Modi will address the issues, completing the process started by Atal Bihari Vajpayee. Speaking in the backdrop of over month-long unrest in the valley triggered by the killing of Hizbul Mujahideen commander Burhan Wani, she underlined that any remedy could be found only through dialogue in the “great” Indian democracy. With regard to protests over Wani’s killing in a gunbattle on July 8, Mehbooba said, “it is not that an encounter has happened in Kashmir for the first time... Children should not be indulging in agitation. They should be going to schools and colleges. It is not for children to solve big issues... Parents should also ensure that their children do not go out where their lives could be in danger.” She said “vested interests” were misleading the youth and making them a “shield” to pursue their nefarious designs,

MUMBAI, Aug 15 (PTI): Infosys co-founder NR Narayana Murthy has said engineers prefer bigger cities for work, even as he rued that India is “far, far away” from having smart cities, one of the flagship programmes of the government. “In my own company, we have built development centres in Mysore, Bhubaneshwar, Thiruvanantapuram... These are not rural centres, secondtier cities. They are not occupied more than 50 per cent,” he said at an event here last week. “Nobody wants to go there. Everybody wants to be in Mumbai, Pune, Bengaluru, Hyderabad, Noida. That is the reality,” he said, while replying to a question on whether we can aspire to contain the massive urbanisation. Murthy said jobs for spouses, children’s education and quality healthcare are among the prime reasons why the company faces this problem. Interestingly, the comment from the former chairman of the IT company comes even as government has been nudging

IT and IT-enabled companies to go deeper into the country in order to create jobs all across. Murthy spoke on urban systems during a lecture in which he stressed that India needs to work keeping in mind that mass scale migration will continue in the times ahead. He said none of the high income countries have progressed without urbanisation. To take care of this, we will need to create jobs in the services and the manufacturing sector, he said. He had also said the country is “far, far away” from its ambition of having smart cities, one of the flagship programmes of the Modi government. “Since we are far, far away from smart cities, I did not talk about it,” Murthy said, replying a question on why he excluded any mention of the government initiative in his over one-hour lecture on the topic ‘City Systems’. “I am a doer, I am not just a talker,” he said, asking the audience to visit Infosys’ campus in Mysore to have a taste of what a smart city can be.

The entire country must be dedicated to this task today and I am confident that India will earn a good name world over as a self-governed and best ruled country.”

National flag falls from post when J&K CM tries to unfurl it

CJI takes a dig at PM on judicial appointments Ne w D e l hi, Au g 15 (Agencies): Chief Justice of India TS Thakur on Monday pulled up Prime Minister Narendra Modi for not including issue of judges appointment in his third Independence Day speech and said he is ‘disappointed’ by PM’s I-Day address to the nation. “I heard Prime Minister Narendra Modi and Law Minister Ravi Shankar Prasad’s speech and was hoping there would be something on appointment of judges. However, the PM’s speech disappointed me. I request the government to pay attention to the issues plaguing the judiciary, especially the appointment of judges,” CJI TS Thakur said. Stressing that the Narendra Modi government must consider the rising burden of judges the country’s judiciary is facing due to vacancy and pendency, Thakur said further, “The government are doing great work for its people, but they should also think about the judiciary system of this country.” “During British era, verdict in a case used to come out in 10 years, however, today’s even 100 years are not enough to give a verdict in a case, thanks to the lacking number of judges in courtrooms today,” he added further. The CJI’s anguish came on a day when PM Modi in his third Independence Day speech highlighted his government’s achievements over the last two years. On Saturday, a bench led by CJI Thakur came down heavily on the government while hearing a PIL on shortage of judges and delay in filling up vacancies, a week after the government declined to yield to the Collegium’s objections in the MoP with respect to the executive having the final say in rejecting names. “We won’t tolerate a logjam in judges’ appointment. It is stifling the judicial work. We will fasten accountability now. Why is there mistrust? If this logjam continues, we will be forced to interfere judicially.

Pramod Kumar, commandant of the 49 Battalion of the Central Reserve Police Force (CRPF), was killed after four militants hurled a grenade and opened fire at a security patrol in an old city area. Nine paramilitary troopers were also injured in the attack. They have been shifted to a hospital. Police said the attackers entered a house in Nowhatta - close to the historic Jamia Masjid, the main mosque in Srinagar. “Two of the militants

The Chief Minister of Delhi was filmed dozing during the address at Red Fort, where he was seated near VIPs like Ghulam Nabi Azad of the Congress. After social media helpfully pointed out that Mr Kejriwal had been caught napping, Manish Sisodia, Deputy Chief Minister of Delhi, suggested the reaction couldn’t be helped, reports NDTV. “The speech was boring,” he said. To prove that was not a partisan review, he pointed to images of senior ministers Arun Jaitley and Manohar Parrikar who were also snoozing. It’s not surprising that Mr Kejriwal and his colleagues of the Aam Aadmi Party or AAP

were not in thrall to the PM’s speech, which ran well over 90 minutes. Mr Kejriwal has, in court and outside, accused the PM of snatching basic powers from the Delhi government to seize far greater control of the capital than the centre is allowed. Last week, the Delhi High Court ruled against Mr Kejriwal. The 47-year-old Chief Minister followed up a video in which he declared the PM “could even have me eliminated” with a 10-day vipassana or meditation course which requires complete silence. He returned to Delhi late last week and drew up plans to challenge PM Modi’s party, the BJP, in the states of Gujarat, Goa and Punjab, which will vote soon. Islamabad, Aug 15 (PTI): Pakistan today invited India for talks on Kashmir, saying it is the “international obligation” of both the countries to resolve the issue, notwithstanding India’s insistence that it would talk on “contemporary and relevant” issues in Indo-Pak relations. Foreign Office spokesman Nafees Zakaria said in a statement that Indian High Commissioner Gautam Bambawale was called to hand over a letter of invitation for talks. “The Foreign Secretary called in the Indian High Commissioner this afternoon (15 August 2016) and handed over a letter addressed to his Indian counterpart, inviting him to visit Pakistan for talks on Jammu and Kashmir dispute that has been the main bone of contention between India and Pakistan,” Zakaria said. ike some parts of the country, Nagaland has been experiencing torrential rains which caused flash flood that damaged several vital roads in far flung areas including portions of Dimapur-Kohima road. The condition of roads is one thing but the failure of the department responsible in rushing to restore links is another. When the state is reeling under severe economic crisis and where the lot of the economically weaker and weakest sections of society find they can hardly meet their normal expenses, such disruptions only add to their woes when prices of various commodities shoot up. One of the factors for poor progress in economic development, has been the condition of the roads that have become like clogged arteries of the economic circulatory system. Over and above the fact that 90% of the state depends on arterial roads, the disruption has worsened the landlocked condition. Though Dimapur is well connected with the rest of the country through rail, road and air; over the decades, there has also been a gradual decline in growth. The deplorable road conditions in Nagaland has preceded the state’s reputation but there has been very little effort in resolving the matter. First, the government and department involved in the past, did not take serious efforts to ensure that quality of construction met the specified standard. A few roads constructed over fifteen years back are still in good condition if not better than roads constructed two or three years back. This alone proves that had quality been ensured, roads in Nagaland wouldn’t have been what they are today. Unfortunately, government functionaries especially ministers etc refuse to admit the truth. Instead, people are made to believe (because politicians have convinced themselves) that the fault lay with the central government for not providing maintenance fund( from year-one till year-five). This specious argument is certainly not only debatable, but reveals lack of responsibility. Under this argument, roads in Assam, Meghalaya, Mizoram and Manipur should have been as deplorable as the roads in Nagaland. What is worse, is that the Schedule of Rate (SoR) for construction used to be way above the pendency of the rate when the work order was issued or used to rise abnormally very high under the plea of cost escalation. This is another ploy to review the SoR agreed and hike up the budget. All these lead to strong suspicions that there are kickbacks (which have become more of the rule than the exception), while the quality does not change in proportion to the increased rate. District authorities, village authorities and public have to play their role with regard to good quality workmanship and not only when it comes to political or social issues. Public have a right and also responsibility to act in a positive way. Perhaps, the BRTF could also come out with a proper technical solution to the problems and apply its mind to cope up with the situation. Unless proper attention is given to roads, the economic burden upon public will remain heavy; at a time when economic development is the watchword.

You must be born again. —John 3:7 The answer to Nicodemus’ question, “How can a man be born when he is old?” is: Only when he is willing to die to everything in his life, including his rights, his virtues, and his religion, and becomes willing to receive into himself a new life that he has never before experienced (John 3:4). This new life exhibits itself in our conscious repentance and through our unconscious holiness. “But as many as received Him…” (John 1:12). Is my knowledge of Jesus the result of my own internal spiritual perception, or is it only what I have learned through listening to others? Is there something in my life that unites me with the Lord Jesus as my personal Savior? My spiritual history must have as its underlying foundation a personal knowledge of Jesus Christ. To be born again means that I see Jesus. “…unless one is born again, he cannot see the kingdom of God ” (John 3:3). Am I seeking only for the evidence of God’s kingdom, or am I actually recognizing His absolute sovereign control? The new birth gives me a new power of vision by which I begin to discern God’s control. His sovereignty was there all the time, but with God being true to His nature, I could not see it until I received His very nature myself. “Whoever has been born of God does not sin…” (1 John 3:9). Am I seeking to stop sinning or have I actually stopped? To be born of God means that I have His supernatural power to stop sinning. The Bible never asks, “Should a Christian sin?” The Bible emphatically states that a Christian must not sin. The work of the new birth is being effective in us when we do not commit sin. It is not merely that we have the power not to sin, but that we have actually stopped sinning. Yet 1 John 3:9 does not mean that we cannot sin— it simply means that if we will obey the life of God in us, that we do not have to sin.

Speeches on Naga Independence Day

espected moderator, honorable leaders of various civil societies and Churches, distinguished guests, dear fellow workers, ladies and gentlemen gathered here, I would like to say thank you to all of you for joining us on this joyous Independence Day celebration. I also give greetings of this historic day to all the people of Nagalim in the precious name of our Lord Savior Jesus Christ. At the very outset, I pay homage to those heroes and martyrs of the cause of ‘Nagalim for Christ.’ I give my revolutionary salute to all comrades-in-common cause and also to the revolutionary people of far and near who are also struggling for their future. We talk of freedom and independence not only because we love it, but also mainly because it is an indispensable part of our individual as well as social life. Freedom is an inherent right of an individual and people to be recognized. NSCN is undoubtedly for the freedom that chooses future of the Nagas; it is for the freedom that chooses peace and progress in the land, not war and the freedom that builds bridges among people and nations, not walls. It has chosen the freedom to worship the living God, not idols, the freedom to live together as one people, and freedom to decide the future of the Nagas by the Naga themselves, not by others. This Independence Day is a landmark in Naga history. It is the stamp of Naga nationhood and the legacy of free Nagas ever to be remembered by all generations. However, this great day needs to be recognized by the aggressor states and the world community as well. Nagas were once divided in the line of village-states and tribe and so they glorified the concept of village-ism and tribalism. In course of time, they developed into one people and one nation through the spirit of Nagalim for Christ. Nagalim for Christ is the guiding principle and the uniting point for all Nagas. It is the spirit of Naga nationhood. However, we are witnessing some people, who are still being infected with the virus of tribalism and divisionism. They do not see the Nagas as one people of the same country, same culture, same identity, same history and same political concept, but view

them from enemies’ perspective. Speaking in the colonial divisive language, they call the Nagas as Burma Nagas, Indian Nagas, Nagaland Nagas, Manipur Nagas, Assam Nagas and Arunachal Nagas. This is a psychological roadblock to the oneness of Naga people. To us, the Nagas are one and there is no adjective to qualify them and that there is no white Nagas or black Nagas. The enemies can divide the Nagas for some time, but they can never divide them forever. The enemies can kill thousands or hundreds of thousands Nagas, but they can never kill the living spirit of Nagalim for Christ. This invincible spirit will outfight the aggressors and outlive the killers. Many people are misinformed or dis-informed by the false preachers that ‘Nagas are asking for sovereignty from India’ and ‘sovereignty is indivisible.’ Based on the universal principle of democracy, government of India (GoI) has clearly spelled out that sovereignty of the Nagas lies with the Naga people and the sovereignty of India lies with the Indian people. For the first time in history, the GoI has recognized the sovereignty of the Nagas. One school of thought states that ‘sovereignty is indivisible’ so it justifies absolute monarchy whereas another school of thought speaks of ‘pluralism of sovereignty.’ All the nation-states today are built upon the concept of the latter. Shared-sovereignty is a matter of mutual agreement founded on the objective reality of national necessity of the two people. Now the question is how sovereignty is to be materialized. Like energy that transforms into goods so sovereignty has to be implemented in all fields for converting it into material developments. The plebiscite conducted in 1951 speaks of assertion of the stand of the Nagas on sovereignty whereas the Framework Agreement of 3 August 2015 speaks of the recognition of sovereignty of the Nagas. Interdependent relationship of everything is the law of creation. Everything is interconnected and that nothing exists in total isolation. The Framework Agreement speaks of co-existence of the two recognized entities. The architects of the Framework Agreement foresee that

both of them will be placed in a secured position politically, militarily and commercially when they walk together and act together as partner in all fields than forced union of the two people inimical to each other. The future of both the parties lies in the principle of interdependent relationship of the two entities, as it is so with others. Like it or not India and Nagas are unavoidably interrelated and interdependent. The Framework Agreement reaffirms the unique history and position of the Nagas as mutually agreed upon. The nation state of a people is the child of their history. As Esau of old had sold out his history to his younger brother Jacob so he bequeathed dead history to his posterities. It was the children of Jacob, who inherited the Promised Land according to their history. The Nagas have never ever sold out their history. We are the proud sons and daughters of the living history inherited from our fathers. Thus, the fate of the Nagas will be decided according to their history. A nation can never be built upon the foundation of a dead history. Integration of all Naga territories is a natural necessity, not a choice. The Nagas have been languishing in the hands of the dominant communities in different administrative units for decades. We can assuredly say that addressing only the present grievances of the Nagas overlooking the future is no solution because that does not touch the heart of the matter. Integration of all Naga territories under one political umbrella is the legitimate right of the Nagas, which no power can stop. Government of India said Nagalim was an integral part of India. It has now admitted the fact that land and its resources above and below the land totally belong to the Nagas. It is a paradigm shift. No tax campaign against the British government launched by Haibu Jadonang, submission of Memorandum to the Simon Commission, declaration of Independence Day and the conduct of plebiscite are all self-assertion of the right and political stands of the Nagas. Problem will ever persist until and unless the aggressors recognize our identity, sovereign right, history, and land. Hence, the Framework Agreement is the

official agreement signed between GoI and the Nagas represented by NSCN on the basis of mutual respect and recognition of rights. On the eve of entering the Promised Land, the Lord commanded Joshua to circumcise the uncircumcised young people. Circumcision means renewal of body, mind and spirit. The Nagas are now at the final phase of negotiation ready to enter the last stage of nation building. All Nagas without exception must politically, mentally and spiritually be prepared for the era the good Lord has given to them. In spite of oppositions here and there, I firmly believe that the Nagas can overcome because the era of the Nagas, the time of the Nagas and the century of the Nagas has begun. We are not alone because heaven and earth are with us; the international community is with us; the Church is with us; the land we have been defending for is on our side; the blood of the martyrs shed for the cause is pleading for us and the revolutionary band, the Nazirites of the Nagas are there ready to fight for us. No force on earth can stop us from moving forward because the era of the Naga people has begun. A nation is born through political movement. India and Burma are the handiworks of their politics. We should not nurture the wishful thinking of building Nagalim by foreign politics. Nagalim should be built and developed by the Naga politics and run by it. The National Socialist Council of Nagalim (NSCN) is built upon the foundation of Naga national principle, politics, programs and policies. It is people-based and future-oriented. Hence, the future of the Nagas is securely placed and well protected under the leadership of NSCN. We will march on even if reactionaries try to pull back the wheels of the movement. No one should doubt about it that NSCN is the standard-bearer. It will never betray God, the Author of Naga history. It will never betray the people, the center of Naga politics and the cause. Dear countrymen, Today, as we observe the 70th Nagaland independence day, I thank Almighty God who bestowed us our nation and continued to protect with love and care to this day. With this, I extend my heartfelt greetings to our people on this solemn occasion as it coincides with Sunday, a day for dedication and prayer to God. For our nation, we pay our respect and honour to the great leaders who pioneered to bring the Nagas once scattered, together as one family. Also salute to those patriots who suffered and sacrificed their lives in defence of our country. I on behalf of the Federal Government of Nagaland, extend gratitude to all national workers of the Naga National Council and Federal Government of Nagaland for their dedication and sacrifices up to this day and to our people in general, who steadfastly uphold the Naga national right. Nevertheless, for seventy years Nagas have been endlessly suffering in the hands of Indian occupational armed forces. People who lack integrity were bribed to go against the government to weaken it. One of the recent Indian acts of notoriety is forcing the innocent Naga public to obtain Indian citizenship card called ‘adhaar’ card, without which our people are denied to avail facilities even on payment for their daily utilities such as cooking gas, telephone and banking service etc, whereas, it is voluntary for genuine Indians. Unfortunately this cannot make a Naga an Indian or a Mongolian an Aryan. Over the past few years our land has been plagued by extortionist so-called government of factional groups who made peace agreement with India but peace is not found amongst themselves and with the people. There can be only one government for a nation; that is universal truth and Biblical truth known to all and everyone; perpetrators and propagators of such multiple governments in the land are folling themselves by trying to fool others. The Federal Government of Nagaliand is aware and concerned for its people and deals accordingly with diligence. Though we live in the midst of turmoil caused in our land by aggressor India, we have overcome all hurdles and could uphold our national right. Eli Adinno Phizo, president NNC said, “let us be wary and vigilant against all evil..”, she also said “there is no problem for unity but the problem is with those who breake it.” I am sure everyone is wary of the evil and now is time to move forward for a brighter future of our people as one family. And for which, my appeal goes to those who had done wrong in the past to refrain from repeating wrong doing. The Naga National Flag hoisted by the Chief Guest Eno Mughato Yeputhomi Dy/ Kilonser FGN, programme conducted by Eno Vikihe Zhimomi Midan peyu Sumi region and Independence speech delivered by Eno Ghuvishe V Zhimomi Cabinet Secretary on behalf of Brig (Retd) S Singnya Kedahge to the Federal Government of Nagaland. Dear countrymen, On this day, the 14th of August 2016, the Federal Government of Nagaland greets all Naga citizens on this historic occasion of the 70th Naga Independence Day. We are grateful to Almighty God for His continued protection, guiding hand and substenance. The same spirit of Nationalism that guided our pioneers and forebears will continue to lead us to our destined place in the sun. The Federal Government of Nagaland has always stood frim and resolute on the ‘’historical and political rights of the Nagas.’’ The foundation upon which we stand is reinforced by every move we make and every step we take. We will continue to walk the same path. As the

Nation pays our homage to all those patriots who are no more with us today, we hold onto the same belief with those who willingly sacrificed their lives in the course of their National duty believing that one day Nagas without any territorial limit will be free from the powers that sought to throttle the voice of freedom and liberty. Today we hear the voices of those opposed to us and try to manipulate our destiny and many people in the name of modernity and advancement consider us as fools and dreamers in pursuit of an unrealistic and impossible dream. However, we are ready to be considered as fools for what we believe to be right and be called by names for Naga historical and political rights to be preserved and guarded. The language of modernity has diluted the Naga language of SOVEREIGNTY. For us Sovereignty is an absolute term, Sovereignty cannot be partial and that through power can be shared Sovereignty cannot be shared. We fight for a Sovereignty that will resonate within us, a nation having complete freedom to shape and decide our own destiny and policy, a freedom no longer under any powers trying to dominate and take advantage of situations to suit their vested interests. The NNC/FGN reiterates that anything short of political sov-

ereignty would be a treachery to our people and the Naga Cause and a betrayal to the blood of the thousands of lives that have been sacrificed for the Naga Nation. In the last seven decades, our lands without our knowledge or consent have been divided and fragmented and our National Movement demean to that of secessionist movement and an insurgency. On top of all these, Draconian laws which have no place in other parts of any modern civilized society like Disturbed Area Act under the Armed Forces Special Power Act of 1958 is continued to be imposed in the Naga inhabited areas to suppress and throttle the cry for freedom and under the protection of this cat the Indian Army continues to perpetrate inhuman and barbaric atrocities on our people. The continued imposition of such absolete laws also depicts the harsh reality of how the so called largest democracy in the world is oppressing a small neighbouring nations with all its might and forcefully occupying it, much against the will and wishes of the people and of how peace is prevailing in our land. The desire of the Nagas to live in peaceful coexistence with our neighbours should not be construed as a sign of weakness and we cannot afford to allow the powers that be to buy time to destroy the very fabrics of

our innate rights. We have chosen the path of our great and visionary leaders, pioneers and predecessors and we have never lost sight of what they have laid for us. Had it not been for the declaration of our Independence on this very day in 1947, where would we be today? And had it not been for the Naga Plebiscite of 1951 and had we not put our thumb impressions to say ‘’we are Nagas and not Indians’’ and we will forever be free without the interference of any external nation, what we will be today? The historic declaration and the momentous action exhibit our historical and political rights before the whole world. As such, the NNC/FGN holds these twin planks as the foundation pillars movement and our unassailable right. The NNC/FGN stands to preserve the long cherished dream of the Nagas. For this very reason the NNC/FGN has embarked on ‘ A Journey of Common Hope’ initiated by the Forum for Naga Reconciliation with other Naga Political Groups. Our stand is clear. We have committed ourselves to the reconciliation among the Naga Political Groups to hammer out our differences so that we can harbour on our common goal, namely, the Naga historical and political rights and making it stand at the forefront of our

political movement. We will sail with full trust, honour our commitment and the trust that our people has reposed in us. We have the will power that is mightier than the military weapons or the economic power with which the Nagas have to often been oppressed and lured with. Our will power is our strength as it has always been and will continue to be. Our unity and our resolute decision to carry on as one people is the legacy that we can leave to the future generations. The NNC/FGN notes with regret the erosion of our good traditional values and culture which are being supplanted by alien cultures. It is a matter of concern that our good traditional values of hard work, honesty, simplicity and social moral values which we cherish are fast disappearing from our society and we have adopted many alien cultures. Our existence, our religious practices and even our food habits appears to be in danger of being overridden by alien ethos, cultures, food habits and religious belief and practices if the present indications are anything to go by. Our tribal culture of living in harmony with nature is gradually being overtaken by consumerism which is evident in the massive destruction of our green forests. The age old practice of exploit-

Towards a new dawn in Nagaland

(From previous issue) Nagaland faces an acute crunch with regard to power. As against its own installed capacity of 26.34 MW, the State’s current peak demand is 120 MW. This is met from the NE grid. However, in view of difficult terrain and adverse weather conditions, there are problems in transmission and the supply of power is very irregular. Also, seventy five of its villages/ habitations are yet to be electrified. Road connectivity remains one of the biggest hurdles to the State’s development. Of the total road length of 12032 kms, 828kms are National Highways and are maintained either by the Border Roads Organisation or the State PWD. Of the remaining 11204 kms, 7673kms remain unsurfaced making them near inaccessible during the monsoon months. The narrative above clearly brings out the two most important factors that stand in the way of all round development of Nagaland-poor infrastructure and idle manpower. It is also obvious that these cannot be

tackled with the current level of funding, including Central assistance, available with the State Government. It is, therefore, suggested that as part of the final settlement of the Naga problem, Government of India constitute an Expert Group under the Niti Ayog to recommend a special economic package for the State to overcome the problems of poor infrastructure and unemployment. India’s Act East Policy and its implications for the North East and Nagaland: At the 12th ASEAN-India Summit held in Myanmar in November 2014, the Prime Minister announced India’s resolve to transform its Look East Policy to Act East Policy. One of the main pillars of this policy shift would be enhanced connectivity between India and the ASEAN countries, not just by land and sea but also by air. Institutional, digital and people-to-people connectivity was to be the other pillar of the policy. This would mean free movement of people; particularly professionals; creation of

regional value chains to increase economic inter-dependence for mutual benefits and recognition of each other’s educational qualifications and degrees and such like. Once this policy gets implemented fully, the North East in general and Nagaland in particular will witness heightened economic activities with businessmen and multi-national companies coming in to the region in large number along with scholars, students and tourists. There is a genuine fear that this may lead to a submergence of local identities, inter-marriages among local girls and outsiders and religious conversions. Any final accord on the Naga political problem, therefore, should take cognizance of this likely problem and provide adequate safeguards. Naga Aspirations and Changing Reality: Like all indigenous peoples of the world, the Nagas had a dream and an ideal. This does not mean that today’s generation in Nagaland is averse to change. It has been witnessing the emergence of India as a

global economic and political super power and wants to be part of this success story. For nearly sixty years, the Nagas have learned to live with the reality of Indian democracy, participating, in record numbers, in election after election and braving bullets in the process. By and large, they are inclined to shed their past ideological baggage and face up to reality. All they want after years of violence and bloodshed is peace in and development of their beautiful homeland. This provides the Government of India with a unique opportunity to at last find a lasting solution to the Naga political problem. This is possible, if it is approached in a fraternal spirit as a dispute in the family and resolved with a sense of pragmatism and benevolent accommodation by the big brother. Invalid pension: It has been three four years, that we the disable are not paid. When inquired from the department “next month ahibi”, this next month ahibi has passed for three four years again fund not available now, this is the only Scheme where disable are benefited in our state. India’s indigenous pioneering ultra supercritical tech for power units power generating company NTPC Ltd, Rs 234 crore from IGCAR and Rs 100 crore from the Department of Science and Technology (DST). The Indian government has proposed a National Mission for the Development of Ultra Supercritical Technology for thermal power plants as the ninth such under the National Action Plan for Climate Change under the guidance of R. Chidambaram, the government’s Principal Scientific Adviser. As per plans, the IGCAR will develop the material for 800 MW AUSC boiler that can operate at a pressure of 310 bar (a measure of steam pressure) and at a temperature of 710 degrees centigrade. Power equipment major BHEL will design and manufacture the boiler and other equipment while power generator NTPC will be the end user to produce power. Expressing his happiness at the sanction of funds Bhaduri said: “We have taken this challenging project and would complete the mission.” When asked about the 800 MW capacity instead of higher one like 1,000 MW, Bhaduri said: “The capacity was decided taking into

account factors like cost to power ratio and others.” According to him, once the first 800 MW AUSC boiler powered thermal power plant starts operations the capacity may be re-evaluated. He said NTPC will decide on the location of the 800 MW AUSC boiler power plant. It will be in one of the locations where NTPC has power plants powered by super critical boilers. According to Bhaduri, 10 pre-project activities were taken up for research on specific gap areas. “We have now come to a stage where research and development for the finalisation of the design of the plant could be started from a higher platform,” he added. According to him, all the aspects of a power plant -- boiler, turbine and balance of plant -- have been taken into consideration. “We are also developing Indian industries for supply of components for the plant,” he said. “We have optimised the usage of an existing one so that they perform well at high temperature. The boiler tubes tested have shown better properties than internationally available,” Bhaduri remarked.

On health, social welfare and other sectors, the state chief minister, T.R. Zeliang, said for setting up medical college in Kohima an amount of Rs. 17.54 crore has been released for land compensation for 40 acres. He also said the health and family welfare (H&FW) department was taking up various district hospital infrastructures up-gradation in a phased manner. Further, Zeliang said the H&FW department was in the process of rolling out Rashtriya Swasthya Bima Yojana (RBSY) through which all BPL families and senior citizens would be provided cashless treatment from the empanelled hospitals in the state. Under rural development, he said the department has so far issued 4.25 lakh job cards under MGNREGA and a total of 218.88 lakh man days of employment was generated during 2015-2016. al Rural Livelihoods Mission (NRLM), 1715 women SHGs have been formed with a total saving of Rs. 1.8 crores. He said 1573 SHGs was provided with Rs. 2.36 crores as revolving fund during 201516 and an amount of Rs. 24 crores was released to the VDBs grant-in-aid during 2015-16. The chief minister congratulated the citizens of the state for steadfastly supporting the path of development. He further appealed to all responsible to renew the pledge to set aside all the differences and prejudices and work with a single mind towards making Nagaland a peaceful, developed and Prosperous state of this great country. C h e n n ai , A u g 1 5 (IANS): A pioneering indigenous technology for coalfired power plants, which requires less fuel, delivers greater efficiency and is a tad cleaner, will be ready in four years -- possibly ahead of other countries in the race. Revealing this to IANS in an interview, Indira Gandhi Centre for Atomic Research (IGCAR) Director Arun Kumar Bhaduri said: “The research, development and design phases of the 800 MW advanced ultra supercritical (AUSC) boiler for coal power plant will be ready by 2019-2020.” The timeline for the construction of an actual 800 MW power plant with AUSC boiler would depend on the regulatory approvals for the plant design and the funding of the plant construction, he added. The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, has approved a proposal for the research and development of AUSC technology for thermal power plants at an estimated cost of Rs 1,554 crore (over $230 million). The central gover nment will provide one-time budgetary support -- by the Department of Heavy Industry (DHI) -- of Rs 900 crore spread over three years, commencing from 2017-18, to power equipment major Bharat Heavy Electricals Ltd (BHEL) to implement the R&D project. Mumbai, Aug 15 (PTI): The oil and gas sector will not gain from the goods and service tax (GST) and will lose out due to compliance with dual taxation regimes and non-creditable tax costs, says a report. The GST law in its present form excludes a major portion of the oil and gas industry products thereby excluding the industry from most of the benefits of the one-tax-one-nation proposal. Not just that, the new taxation regime will impose an additional burden on the industry due to compliance to a dual tax regime, said a report by the domestic rating agency. Profitability of the industry could also be modestly hit because of tax-related under recoveries, Icra warned. The new tax law does not seek to include oil and gas

NEW DELHI, Aug 15 (PTI): Governor Raghuram Rajan’s policy of tight leash on inflation has showed results and the Reserve Bank should continue with similar policies and communication going forward, Moody’s Investors Service has said. Moody’s Investors Service Senior VP Sovereign Risk Group Marie Diron said credibility and effectiveness of monetary policy are factors which impact India’s sovereign ratings. Moody’s has a ‘Baa3’ rating on India, with a positive outlook. “In the last two years, India’s inflation has fallen to more moderate levels, likely in part because of more credible monetary policy that has anchored inflation expectations. We expect the RBI to continue with similar policies and communication, showing commitment to achieve its inflation target,” Diron told PTI. A monetary policy with tight leash on inflation is important especially in India, where in the past inflation has risen to very high levels, negatively affecting growth and investment prospects. Rajan, who demits office on September 4, has been pilloried by his critics for keeping interest rates high and has also been accused of stifling growth. NEW DELHI, Aug 15 (PTI): Backing a new inflation target, Prime Minister Narendra Modi today said his government has not allowed the rate of price rise to cross 6 per cent as opposed to the double digit inflation during previous government. Delivering his third Independence Day address from the ramparts of Red Fort, Modi backed the 4 per cent inflation target, within a range of 2 percentage points either way, set for the next five years under the monetary policy framework agreement with the Reserve Bank of India (RBI). “It is true that during the time of previous government, inflation rate had crossed 10 per cent. Our continuous efforts have ensured that inflation rate does not rise above 6 per cent,” he said. He attributed the spike in vegetable prices to two consecutive droughts that impacted supplies but said efforts have been made to contain it. “I will continue to make efforts to ensure that the food plate of poor is not affected (by inflation),” he said. On the spike in prices of pulses this year, he said sowing of pulses this year has risen by 1.5 times and with good monsoon and efforts like Minimum Support Price and bonus to farmers as well as increasing availability will make things better. K at h m a n d u, Au g 15 (PTI): Prime Minister Prachanda today sent a special envoy to China while another such emissary was set to visit India soon as part of Nepal’s bid to woo its two giant neighbours and firm up bilateral ties after the formation of the new government. Deputy Prime Minister and Finance Minister Krishna Bahadur Mahara left for Beijing with an invitation to Chinese President Xi Jinping to visit Nepal. Foreign Office spokesman Nafees Zakaria said in a statement that Indian High Commissioner Gautam Bambawale was called to hand over a letter of invitation for talks. “The Foreign Secretary called in the Indian High Commissioner this afternoon (15 August 2016) and handed over a letter addressed to his Indian counterpart, inviting him to visit Pakistan for talks on Jammu and Kashmir dispute that has been the main bone of contention between India and Pakistan,” Zakaria said. The invitation was extended amid tension in bilateral ties due to the war of words between the two nations over the issue. “The letter highlights the international obligation of both the countries, India and Pakistan, to resolve the Jammu and Kashmir dispute, in accordance with the UN Security Council resolutions,” the statement said. Pakistan’s advisor on foreign affairs Sartaj Aziz said last week that a conference of envoys of Pakistan earlier this month had agreed that Pakistan seek talks with India.

Istanbul police raid courts for coup suspects Istanbul, Aug 15 (AFP): Turkish police today raided three major courts in Istanbul in search of more than 170 suspects wanted over last month’s attempted coup, reports said. Police began searches of the city’s main Caglayan court and courts in the districts of Gaziosmanpasa and Bakirkoy with arrest warrants for 173 prosecutors and other judicial staff working there, the Dogan news agency said. The accused are suspected of links to the US-based Islamic preacher Fethullah Gulen who Ankara blames for the June 15 failed putsch against President Recep Tayyip Erdogan. It was not clear how many suspects had been detained in the raids. According to official fig-

ures, more than 35,000 people have been detained so far in the post-coup crackdown against alleged Gulen supporters, although 11,597 of these have since been released. Erdogan has said the purge is needed to wipe out what he calls the “virus” of Gulen from Turkish institutions. But critics have expressed alarm that its sheer scope has turned it into a witch hunt. In a separate development, the former chief prosecutor for the eastern region of Erzurum was detained late Sunday while trying to cross into Syria. The Indian community in the US celebrated India’s 70th Independence Day with fervour by unfurling the national flag and organising cultural events to mark the day.

Beijing/Washington, Aug 15 (PTI): Patriotic fervour gripped Indians across the globe as they proudly marked the country’s 70th Independence Day today, unfurling the tricolour and organising cultural festivities to mark the occasion. Indians in countries like Pakistan, China, the US, the UK, Thailand and Singapore joined people in India to celebrate the day with recital of patriotic songs and dance performances representing the diverse ethnicity of India. dele says she’s turned down an offer to perform at the 2017 Super Bowl half-time show in America. The singer told an audience at her LA gig that she was asked to perform. “First of all, I’m not doing the Super Bowl,” Adele said from the stage. I mean, that show is not about music. I can’t dance or anything like that. They were very kind, they did ask me, but I did say no.” But the NFL and sponsor Pepsi deny making Adele an offer to perform. In a joint statement published on the Billboard website, they said: “The NFL and Pepsi are big fans of Adele. “We have had conversations with several artists about the Pepsi Super Bowl Halftime Show. “However, we have not at this point extended a formal offer to Adele or anyone else. “We are focused on putting together a fantastic show for Houston and we look forward to revealing that in good time.” Adele also denied rumours that she was pregnant and that she was going to announce the news at the Super Bowl half-time show.

“It’s gruelling,” she told the crowd. “I couldn’t be pregnant and travel this much.” She joked that she was just having a “cheese baby”. Performers at previous half-time shows have included Madonna, the Rolling Stones and Prince. Beyonce’s Super Bowl half-time performance, where she premiered her track Formation, featured backing dancers dressed as members of radical political organisation the Black Panthers. The song, with a title referencing the native Taíno name for Puerto Rico, was written in 1867 to the rhythm of the habanera,

or contradanza dance style; it was later reworked as a military march. The hymn’s original lyrics, now known as “the revolutionary version,” are from a poem by Lola Rodriguez de Tió. The 1868 verses were a passionate call to arms coinciding with revolt against Spanish rule in Puerto Rico (”We want freedom, and our machetes will give it to us”). CAS rules in favour of Russian athlete Klishina Rio de Janeiro, Aug 15 (IANS): The Court of Arbitration for Sport (CAS) upheld the appeal of the Russian track and field athlete Darya Klishina against the decision of the International Association of Athletics Federations (IAAF) to ban her from participating in the Rio Olympics. It was reported earlier that Klishina was banned from competing at the ongoing Games, reports Tass. On June 17, the IAAF Council ruled it was still too early to restore ARAF’s (AllRussia Athletics Federation) membership in the international organisation subsequently extending the suspension of Russian athletes from all international tournaments, including the 2016 Olympic Games. The IAAF announced in late June that it had amended the organisation’s regulations in order to allow field and track athletes from Russia to submit individual applications for international tournaments. Last month, IAAF’s anti-doping department rejected personal applications from all Russian track and field athletes to participate in international competitions, including the Olympic Games in Rio, except for long jumper, Klishina. The 32-year-old said he was with fellow US swimmers Gunnar Bentz, Jack Conger and Jimmy Feigen when their taxi was stopped by thieves posing as police. “We got pulled over in the taxi and these guys came out with a badge, a police badge, no lights, no nothing, just a police badge, and they pulled us over,” Lochte told the NBC’s Today program. “They pulled out their guns, they told the other swimmers to get down on the ground. I refused. I was like, we didn’t do anything wrong so I’m not getting down on the ground. “And then the guy pulled out his gun, he cocked it, put it to my forehead and he said, ‘Get down,’ and I put my hands up. I was like, ‘whatever’. He took our money, he took my wallet. He left my cell phone, he left my credentials.” The athletes were returning to the Olympic village after celebrating the end of the swimming competition at the Rio Games. Wayde breaks world record to win 400m gold Rio de Janeiro, Aug 15 (Agencies): Wayde van Niekerk, golden boy of South Africa and the world! Van Niekerk obliterated Michael Johnson’s 400m world record in a sensational run to win South Africa’s first gold medal at the Rio Olympics on Monday morning. Van Niekerk clocked 43.03, smashing American Johnson’s 1999 mark of 43.18 in the Olympic Stadium in an astonishing exhibition of running. It was well clear of his previous best of 43.48. The 24-year-old went out in customary quick fashion, but where he had in previous

races slowed down towards the end, there was no stopping Van Niekerk this time as he streaked away from the rest of the field in the home straight to become the hero of South African sport. Van Niekerk’s 43.03 was more than seven-tenths of a second quicker than the man in second, defending Olympic champion Kirani James of Grenada, who had to settle for silver in 43.76. American star LaShawn Merritt also couldn’t keep up with Van Niekerk, and finished third in 43.85. But Van Niekerk took it

all in afterwards, hardly celebrating initially as the shock of winning gold and breaking the world record in one race hit home. He looked over to the stadium clock after going over the line and once he saw the time, he held his face in his hands in disbelief. Barcelona, Aug 15 (Agencies): Goals from Luis Suarez and Munir handed Barcelona a 2-0 win in the Spanish Super Cup first leg at Sevilla on Sunday. Suarez gave Barcelona the lead nine minute after halftime, slotting home inside the area after fine build-up play. Substitute Munir then poked past Sergio Rico with his first touch of the game late on, giving Barcelona a healthy lead going into the return leg. Dipa narrowly misses medal

Rio de Janeiro, Aug 15 (IANS): Indian gymnast Dipa Karmakar missed out on a historic medal in the women’s vault competition by a whisker as she finished a creditable fourth in the final of the Olympic Games here. Dipa averaged 15.066 points to finish fourth at the Rio Olympic Arena on Sunday. Simone Biles of the US won the gold with an average of 15.966, while Maria Paseka (15.253) of Russia and Switzerland’s Giulia Steingrubber (15.216) took home the silver and bronze medals respectively. Despite being disappointed at missing out on the medal, Dipa asserted that she is determined to train harder and do better at the 2020 Olympics in Tokyo. “I am happy to have come fourth. Next time when I come to Olympics, I will do better. Those who won in Vault ahead of me were better athletes,” she said. “I was very happy with my performance but the medal slipped away at the last moment. Anyway, I hope my coming years would be very good. I will try that in the future our performance at the next Olympics would be good,” Dipa added. Germany forward Podolski quits intl football Berlin, Aug 15 (IANS): Veteran Germany forward Lukas Podolski on Monday announced his retirement from international football, ending a 13-year career, to focus on his club football and family. The 31-year-old made his international senior debut against Hungary at the age of 19 in June 2004. Podolski made immediately an impact and provided Germany 48 goals in 129 official caps to become a key player. He also represented Germany in the 2006 and 2010 World Cups, where his team claimed bronze medals on both occasions. “I told the national coach that I will not play for the national team from now on. Bolt creates athletics history at Rio Rio de Janeiro, Aug 15 (IANS): Star Jamaican athlete Usain Bolt wrote his name in the history books, winning his third consecutive Olympic title in the men’s 100 metre event at the Rio Games here. The multiple Olympic champion powered to victory in 9.81 seconds here on Sunday. It was however, one of the tightest races that Bolt has run during his legendary career. American star Justin Gatlin -- Bolt’s biggest rival in the competition -- was the leader until the closing stages before the Jamaican started to pull away, and had to settle for the silver with an impressive 9.84 seconds. Andre de Grasse of Canada took bronze with a time of 9.91 seconds. Sunday’s result saw Bolt win his third successive Olympic gold in the iconic men’s 100m event following his triumphs at the 2008 Beijing Olympics and the 2012 Games in London. It also cemented his status as one of the greatest sportsmen the world has ever seen. This is also the first step towards Bolt’s target of repeating his 100m, 200m and 4x100m victories at the Beijing 2008 and London 2012 Games. It was the sweet culmination of a difficult season for Bolt with a hamstring injury and lack of form raising questions on his ability to defend his Olympic titles. Phelps rules out comeback chances Rio de Janeiro, Aug 15 (IANS): Swimmer Michael Phelps has said that his success at the Rio Olympics ensured he could retire without any regrets, even as he ruled out a return to competition. The 31-year-old American won five more Olympic titles in Rio, extending his record as the greatest Olympian of all time to 23 gold, three silver and two bronze medals. “This is what I wanted to finish my career. This is the cherry that I wanted to put on the top of the cake,” Phelps told a press conference on Sunday. Phelps announced his retirement after the London 2012 Games but returned to the sport two years ago, citing unfinished business. The American praised his partner, Nicole Johnson, for helping him to recover from bouts of depression and alcohol abuse. He said his recovery was completed in May with the birth of his son, Boomer. “I am proud of the work I have put in over the last two-plus years to be able to get back to where I am today,” Phelps said. Phelps added that there was no chance he could be coaxed out of retirement for the Tokyo 2020 Games. “When I decided to come back I wanted to do it the right way,” he said. “I wanted to challenge myself and see how much more I could do. Srikanth reaches Olympic quarterfinals Rio de Janeiro, Aug 15 (PTI): India’s Kidambi Srikanth advanced to the quarterfinals of the men’s singles badminton event after ekeing out a hard-fought win over World No. 5 Jan Jorgensen of Denmark at the Rio Olympics here today. Coming into the match with a 1-2 head-to-head record, Srikanth dished out an aggressive performance to defeat Jorgensen 21-19 21-19 in a 42-minute battle to keep himself in contention. The 23-year-old Guntur lad will next take on two-time Olympic champion Lin Dan tomorrow. In a battle between equals, Jorgensen moved to a 3-1 lead before Srikanth turned the tables reaching 4-3. The 24-year-old Indian failed to provide any resistance during a 0-9 loss to the World Championship bronze medallist at the Carioca Arena 2 - WR Mat B. Khatri started the first round poorly as he had no answers to the 26-yearold’s moves. Leading 4-0, the Hungarian took one more point to seal the first round in two minutes and 55 seconds. Lorincz then sealed his place at the 1/4 finals, effecting a huge take-down to gain four more points.
