KOHIMA, AUG 16 (NPN): Nagaland governor, P. B. Acharya, has said that the opportunities for development and determination of the government should not be sabotaged by the greed and “petty desire” of the people. Addressing media persons at Raj Bhavan here on Tuesday, the governor said mindset of the people was somewhere becoming an obstacle to any development project that comes to Nagaland. Asserting that no public project should suffer because of individual greed, Acharya appealed to the people to change the mindset. He maintained that whenever there was a public cause, the people should think about contributing. Commenting on Dimapur-Zubza railway line project, Acharya that said all efforts from the Railway Ministry was going well. The governor, however, regretted that a letter he received from “Dhansiri people” with around 25 signatories has refused to give land at the current compensation rate on the grounds that hill people were paid more than them per sq ft. Stating that he has asked the chief minister to have a talk with them, Acharya said he would also convene a round table meeting with them along with the railway authorities. DIMAPUR, Aug 16 (NPN): Department of Power has informed that the power supply to Longleng and Mon districts and also Changtongya and Tuli area under Mokokchung district has been disrupted due to a major line snap caused by lightning strike damaging the insulators along the 66 KV Mokokchung-Tuli transmission line on August 15, 2016 at Liroyimti near Changtongya, Mokokchung. In a press release, Mokokchung Transmission Division executive engineer Mhonlumo Kikon stated that restoration work was going on in full swing and requested affected electricity consumers to bear with the situation.

has already acquired land, but somewhere the government was not able to convince all the land holders to give the land for public purposes. He said with each passing day, a small number of people, landholders were asking for more and more land compensations. Because of this, the governor said the project was in standstill. Maintaining that there were great expectations from the Angami community, the governor said they therefore needed to have a big heart and sacrifice little for the public as true Christians. On the 33% women reservation in civic polls, the governor appealed to the state government to convince the people having different opinions on the reservation and conduct the election as early as possible. On the March 5, 2015 incident, Acharya said the judicial team that was set up was yet to give its report. In this regard, the governor said he
has asked the state government that if that was not acceptable, then new team should be set up, judges be appointed and come out openly and take strong action against the accused without any discrimination. Further, Acharya said he has asked the state government to enact the Lokayukat Bill at the earliest since he has been receiving many complaints over the delay of the bill. He also informed that vigilance commission’s action should be more transparent and people should know what is happening. On the ongoing Naga peace talks, governor said there was a hope that something concrete would come up in the “near future”. He appealed the other groups to join the peace talks. The governor said Wockhardt Foundation from Mumbai was interested to share the development of Nagaland and willing to strengthen the government schools by introducing e-learning. Disclosing that 28 schools have been identified to introduce the e-learning educational system, Acharya said the team would arrive next month. Expressing his displeasure over the poor performance of the government schools, the governor said that there were more than 1600 government schools including primary schools yet he was not really happy about the results. He

said that most of the achievers in class 10 and 12 were from private schools. In spite of the state having four universities in the state, the governor said hundreds of students were outside Nagaland, which, he held needed to be given a thought. Acharya also informed that the Art of Living centre from Bangalore and another centre from Mangalore were prepared to enter MoU to do work out on private and public enterprise on health, education and orphanage homes and said the targeted area was in ENPO area. He said those agencies could go and establish their service units in the border areas, where “our own brothers across the border” who were denied of many facilities, could make good use of the institutions. Lamenting the lack of monitoring of the central projects, he said it was not known whether the schemes were reaching the targeted people. Asked about delay of releasing salaries to the teachers, he said though chief minister was working out since last year with sincerity, it has not able to achieve and said state government should speed up. Acharya also informed that as committed by him during the Rengma Students’ Union conference on December 17 last, almost 99 % was complete for establishing Government College in Tseminyu sub-division.
Zoram urged to start peace deal with NSCN (K) AIZAWL, AUG 16 (PTI): Mizo National Front (MNF) president Zoramthanga has said the Centre and the Myanmarese gover nment have urged him to initiate a peace deal with NSCN’s Khaplang faction. “The Prime Minister’s Office has urged me to make contact with Khaplang, while the Mynamarese government has asked me to meet the Naga leader” to initiate peace talks with NSCN (K), Zoramthanga said while addressing a party programme here. The former Mizoram chief minister had broken the impasse between the Centre and the NSCN (I-M) when he had met its leaders Th. Muivah and Isaac Chishi Swu in Bangkok in October, 2002 during the Atal Bihari Vajpayee regime. His intervention resulted in resumption of the stalled talks and finally culminated into signing of the Naga Accord in December last year. In July, India had asked Myanmar to act against four top leaders of the NSCN (K), including its chief S.S. Khaplang, accused of the ambush on an army convoy in Manipur in June last year in which 18 soldiers were killed. The message was conveyed to a Myanmar delegation, led by deputy minister for Home Affairs Major General Aung Soe who was on a visit to India.

Rajnath reviews security situation NEW DELHI, AUG 16 (PTI): Home Minister Rajnath Singh today reviewed the security situation in violencehit Jammu and Kashmir and is understood to have given instructions to avoid casualties of both civilians and security personnel. Singh also took stock of the situation in Assam in the wake of militant attacks. Top security officials including National Security Advisor Ajit Doval, Union Home Secretary Rajiv Mehrishi and chiefs of intelligence agencies briefed the Home Minister on the prevailing situation in Jammu and Kashmir, which has been witnessing unrest after the killing of Hizbul Mujahideen terrorist Burhan Wani more than a month ago, official sources said.
A CRPF commanding officer was killed yesterday and nine other personnel of the paramilitary force were injured in a militant attack in Nowhatta in downtown Srinagar. Five persons were killed and several others injured today in security forces action against stone-pelting protestors in Budgam and Anantnag districts. Singh instructed officials to try their best to restore peace in the border state as early as possible and avoid casualties of both civilians and security personnel, the sources said. The Home Minister was given a detailed briefing on the infiltration bid along the Line of Control (LoC) in Uri sector of Kashmir, where five militants were killed by security
forces yesterday. The sources said the Home Minister was briefed on the overall security scenario in the country and the steps taken to foil any attempt by terrorists and other elements to disturb peace anywhere in the country. Singh also reviewed the situation in Assam where suspected ULFA militants exploded a series of five bombs in Charaido and Tinsukia districts as the state was celebrating country’s 70th Independence day yesterday. However, there was no casualty or injury in any of the explosions. On August 5, 14 people were killed and over 20 injured by NDFB (Songbijit) insurgents at Balajan in Kokrajhar district.
Five killed in new Kashmir violence
Srinagar, Aug 16 (IANS): Five civilian protesters were killed in firing by security forces as fresh violence erupted in the Kashmir Valley on Tuesday, taking the toll to 65 in the weeks of unrest triggered by the July 8 killing of a popular rebel commander. A police officer told IANS here that four protesters were killed in Budgam district and one more in Anantnag. The officer said the protesters, shouting anti-India and pro-freedom slogans, threw stones at the security forces in Budgam’s Aripanthan village, some 30 km from here, in central Kashmir. The security forces opened fire to bring the situation under control. One person was killed on the spot and three more succumbed to their injuries at a hospital. More than a dozen persons sustained injuries in the incident.
Another civilian was killed when security forces fired at an unruly mob who were throwing stones at police and paramilitary troopers in Larkipora village of Anantnag district, some 60 km south of here. At least a dozen protesters were also injured in the violence, the latest in a series of clashes that have rocked the Kashmir Valley in more than five weeks. The valley has been on the boil amid curfew and separatist shutdown that continued for the 39th day in a row on Tuesday. Police said curfew and restrictions would continue in all the 10 districts of the valley. Separatists have already extended their protest shutdown to August 18. All educational institutions, shops, public transport and other businesses have remained shut since July 9, a day after Hizbul Mujahideen commander Burhan Wani was killed.

DIMAPUR, AUG 16 (NPN): ACAUT Nagaland has alleged that the Health & Family Welfare (H&FW) department, in blatant violation of the state government’s office memorandum (OM) issued on June 6, 2016, and the High Court’s order dated August 5, 2016, was conducting an “illegal ‘Suitability Test for Regularisation’ of 19 contract doctors (2009-11 batch) and two x-ray technicians” on August 17 at the Conference Hall, H&FW directorate. In a press release, ACAUT said the “so-called suitability test” moved by secretary, H&FW, for regularisation of contract employees was violative of both the latest OM, 2016, and the HC judgment, which not only banned all kinds of contract appointments but also barred regularization of contract appointees. ACAUT pointed out that the latest OM, 2016, made explicit mention of Dr. Atouzo Vs. state of Nagaland case whereby the Guwahati High Court, Kohima Bench, rendered illegal the regularization of 13 Veterinary Doctors and dismissed their ap-
pointments with the remarks “such regularization was illegal, unconstitutional and arbitrary.” Quoting extensively from Umadevi case, ACAUT said the High Court noted that “The entry of these appointees into the service having been achieved through back door cannot acquire any right and so regularization of their services would amount to negating the prescribed procedure at the cost of Articles 14 and 16 of the Constitution of India.” Thus, ACAUT said that it was incumbent upon the H&FW department to not only stop the illegality of the regularisation process as conducted by it but to allow all the contract posts in the department to lapse since the 19 doctors were appointed between 2009 and 2011. It added that the necessary one year contract period has already lapsed. Maintaining that the posts of Medical Officers (MO) come under the purview of NPSC examination, ACAUT said the Cabinet or the P&AR department therefore cannot regularise any posts.
D I M A P U R , AU G 1 6 (NPN): Nagaland Government Registered Class-1 Contractors’ Union (NGRC-1 CU) on Tuesday said corruption was one of the few causes responsible for bad roads in the state. In a press release, NGRC-1 CU president Seyiekuolie and general secretary L. Pukhato Shohe alleged that the system was not followed while awarding works. The union claimed that awarding works in ‘table tender’ invited the “practices of deduction of certain percentages such as party fund which is to be deposited to the most highly respected office i.e. no other than the ‘Chief Minister Office’(CMO Nagaland), minister commission and several other commissions including factions and several other taxes both legal and illegal.” Asserting “enough is enough”, the NGRC-1 CU
said the politicians instead of giving excuses of not having money for roads should “first stop practicing the so called ‘commission/party fund’ and just strictly follow the rules and norms as laid down in NPWD Code as well as CPWD Code and do away with the works which is in total violation of all ethics of technicalities.” Meanwhile, NGRC-1 CU has appreciated Lotha and Rengma community for their fight against the bad roads particularly NH-2, which was also one of the lifelines of the state. The union fur ther shared solidarity with the tribal hohos of both Lotha and Rengma, youth, students, women community and Lotha–Rengma Class-1 Contractors’ Association for holding protest against the bad road particularly the NH-2 crossing the Rengma and Lotha areas. It said the road has been neglected for the last
several years and brought so much of hardships to all the people in the state and more particularly upon the two communities. NGRC-1 CU maintained that the two communities’ fight for good road was a very good cause as it was for every citizen in the state. “Citizens have the right to demand good roads and the government as a welfare state is responsible for all the bad roads,” it said. The union asserted that the state government and the central government must hear the cry of the people and admit that deplorable road condition was one of the major public grievances. NGRC-1 CU also cited cases where serious patients were compelled to be airlifted from different districts to Kohima or Dimapur due to deplorable road condition just to save one’s life but was borne by selling off valuable properties.
No Indian airport can stand Brussels-like attack, warns IB NEW DELHI, AUG 16 (AGENCIES): Amid growing concerns over safety of Indian airports, the Intelligence Bureau issued a fresh warning on Tuesday, saying that no Indian airport is fully equipped to stand a Brussels-like terror attack. The warning holds significance in the wake of reports that India has not accorded specialised CISF security cover to over two dozen of its operational airports owing to lack of funds, reports Zeenews. Importantly, the Centre also rejected the Civil Aviation Ministry’s proposal for a specialized force called Aviation Security Force for ensuring security at the Indian airports and, instead asked the Central Industrial Security Force (CISF) to guard all Indian airports. A total of 27 functional airports are being secured by other security forces like CRPF, India Reserve Battalions (IRBs) or state police units, keeping the designated aviation security force CISF out. Earlier this year, a report by the Parliamentary Standing Committee on Transport, Tourism and Culture had expressed its concern, saying it found it ‘’quite scary to know that the security of eight of hyper-sensitive and 19 sensitive airports are not
covered by the CISF which has now become the only specialised force for aviation security.” Nearly 1.42 lakh personnelstrong CISF has a dedicated and trained unit for the task under its establishment called the Aviation Security Group (ASG) and has almost 22,000 men and women commandos in it headed by an Additional Director General-rank officer. The force was first tasked with airport security in the year 2000, beginning with the Jaipur airport, in the aftermath of the hijack of Indian Airlines flight IC-814 and its last ASG was inducted at Diu airport in 2011. A report prepared by the CISF and intelligence agencies also echoed similar concerns underlining the need for stepping up security at the airports. Out of the 26 hyper-sensitive airports in the country like the ones in metro cities of Mumbai and Delhi, 18 are under CISF cover while six like Srinagar in Jammu and Kashmir and others are not. Under the sensitive category there are 56 airports out of which only 37 have the paramilitary’s cover and amongst 16 normal airports only four have CISF security. To sum up, out of the total 98 func-
tional airports in the country, 59 are under CISF cover leaving out 39. Out of the 59 airports under CISF cover, 53 are operated by the Airports Authority of India (AAI) and six by joint ventures or private players. Staff Reporter adds: With regard to Nagaland’s only airport at Dimapur, the CCTVs installed at the airport seem to be non-functional. Sources said that the issue was raised during several meetings, however the outdated CCTVs, continue to stand as it is. Unless the authority concern takes up the matter seriously, thing would remain the same, sources said. “We cannot let something happen and realize that there was a loophole, compromising with the airport security,” an official said on condition of anonymity.
MHA orders security audit
Facing threat of terror attacks, the Home Ministry has ordered security audit of nearly 100 civil airports and decided to bring all such facilities under CISF cover gradually. It has also planned random checking of incoming air travellers at the entrance of airports. Standard Operating Proce-
dures (SoP) for random checking of incoming vehicles of air travellers in city side approach, thorough checking of cargo and detection of flying objects and drones are also being drawn. A Civil Aviation Ministry’s proposal to raise a separate force for aviation security has been turned down and all airports will be brought under the security cover of the Central Industrial Security Force gradually, official sources said. The decisions were taken at a high-level meeting attended by Minister of State for Home Kiren Rijiju, Minister of State for Civil Aviation Jayant Sinha, National Security Advisor Ajit Doval and top officials of Ministries of Home and Civil Aviation here on August 5. “We are going to completely overhaul the security apparatus of all airports. A dedicated plan is being worked out. Security audit of all airports have been ordered and based on the report, their security will be upgraded,” Rijiju told reporters here. The meeting decided that 98 civil airports in the country will be brought under the security cover of the CISF, the specialised force for airport security.
DIMAPUR, AUG 16 (NPN): Mokokchung Chamber of Commerce & Industries (MCCI) in a press note said it was dismayed with the Power department “for their utter incompetence in performing their duty in the service of the people”. MCCI president Tsukti Longkumer and general secretary Limalenden Longkumer stated that it was “stupefied by the department’s downright ineptness in maintaining decent public relations with the consumers, the tax-payers and the people in general”. Extending its support to the 15-day ultimatum served by the All Ward Union Mokokchung Town on August 8, MCCI said the department would be held responsible for any untoward situation that may crop up. It said that ever since the 5MVA power transformer broke down at Mokokchung power House on July 15, for the second time in less than a year’s time, the people of Mokokchung have been left reeling under acute power crisis. “The people in general are being subjected to unprecedented inconveniences but the worst affected are the members of the business community.” MCCI stated. With irregular power supply in Mokokchung town and adjacent areas for a month now, MCCI said the business community has been accruing losses worth crores of rupees already. MCCI said that the Power department should realize by now that the patience of the people was running thin. “Sections of the business community, those particularly affected worst by the power crisis, are on the verge of going bankrupt as theirs are businesses wholly dependent of electricity,” MCCI said. It further extended support to the Ao Kaketshir Mungdang, All Ward Union Mokokchung Town and the Mokokchung Town Lanur Telongjem’s position on the issue. While stating that the department may claim to be doing what it thinks is best to restore uninterrupted power supply, MCCI however reminded that “their incompetence, ineptitude and inefficiency are now being too well exposed.”
NPSC aspirants to file RTIs in all offices DIMAPUR, AUG 16 (NPN): Frustrated over fewer numbers of posts advertised for NPSC’s non-technical exam this year, members of social media group “NPSC ASPIRANTS” have decided to file RTI in all government offices. According to the group’s member and NPSC aspirant, Ngukato K. Tsuipu, “it (RTI) would unearth backdoor appointments that have been made during the period 06.08.2005-06.08.2016.” It alleged that despite P&AR Office Memorandum No.AR.4/ ASSO/(C) Dated 26.02.2001, there has been rampant backdoor appointments in many departments thereby depriving opportunities to genuine and deserving candidates. With the ever increasing number of NPSC aspirants/candidates every year, Tsuipu said the number of posts advertised for NPSC (non-technical) exam 2016 has drastically shrunk to the lowest point in recent years. It said judging by previous year’s records, the number of candidates was expected to rise above the 16000 mark in 2016, which means out of 16000 candidates only 366 candidates would be selected to sit for mains exam (48X7=366). While out of the 366 candidates, only 144 will be selected to sit for viva-voce (48X3=144) and finally only 48
candidates out of 16000 will pass the said exam. “A ratio of 333.33 person per posts (16000÷48) is quite astounding!” it added. As the state lack opportunities in private sectors to accommodate the ever rising unemployed youths, the aspirant said “public offices seem to be the only hope in store for us.” However, all hopes are dashed into pieces as larger number of posts are stashed away by means of backdoor appointments, Tsuipu alleged. The frustrations for many, after years of futile attempts, have compelled most youths to join anti-social forces. “We strongly assert our point of demand that the right of employment in government offices should be availed to all and conduct of its entry should be of free and fair trial i.e through open competitive exams,” Tsuipu said. The group further demanded that all candidates holding post that falls within the purview of NPSC be immediately terminated and requisition be send to NPSC for conducted of exam to the said posts without any delay. The group also appealed to PIOs APIOs in all offices to provide correct information without any bias. Later a counseling session for the under trial prisoners was conducted to identify and address the legal issues and grievances faced by them. She also thanked Dr. Temsu for his unceasing work in helping those in need of blood and reviving the blood bank. NONGKHLAW (MEGHALAYA), AUG 16: Union Minister of State for Development of North Eastern Region (DoNER), Jitendra Singh on Tuesday said the integration of the Union of India was nonnegotiable. Singh’s statement comes in the wake of the volatile situation in Kashmir. “The integration of the Union of India is non-negotiable. I will go back with the slogan that we will ensure that from Meghalaya to Mirpur, the integration of India is non-negotiable,” Singh told journalists after paying homage to Khasi freedom fighter U Tirot Sing Syiem at Hima Nongkhlaw.
Singh said that the NDA government was in the process to include the history of unsung heroes from the northeastern states in textbooks. “I agree that in textbook and other books of reference available for students, we should have adequate reference to these unsung heroes, who are going unnoticed,” he said. Singh said that the central government was in the process to include geography, history and tradition and culture of the indigenous people of the north-eastern states in NCERT textbooks. U Tirot Sing Syiem, a tribal Khasi chief of Nongkhlaw State, rebelled against the British Empire in 1829. On January 13, 1833, the British forces treacherously captured

Vehicles damaged as indefinite bandh on NH-102 enters day 5

IMPHAL, AUG 16: At least five vehicles including a twowheeler were damaged by protestors as the indefinite highway bandh on NH-102 continued to disturb normal vehicular movement along the Imphal-Moreh section of the highway. Joint Action Committee (JAC) against murder of M Jamkholal Zou aka George imposed the bandh with effect from August 10 last demanding befitting punishment against the responsible group or individual involved in the murder of Zou. On day five of the bandh, strike supporters who imposed the bandh at Pallel area of Thoubal bordering Chandel district smashed windshields of vehicles plying on the highway violating the bandh at H Kotlenphai village. Five vehicles including a bus, two vans, a car and a scooter were attacked by the supporters with stones and sticks. The vehicles were reportedly heading towards Moreh from Imphal side. The JAC against the murder of M Jamkholal Zou called the indefinite bandh on Imphal- Moreh section of NH-102 since midnight of August 10 last in protest

An executive member at present and also life member of Assam Sahitya Sabha, R.S. Paswan is an Assamese short story writer who has authored several books besides many articles. IMPHAL, AUG 16: A division bench of the High Court of Manipur Tuesday reserved its verdict in the case of ‘wanted’ tag on former convener of Joint Committee on Inner Line Permit System (JCILPS) Kh Ratan. The final hearing of the criminal petition case filed by the former JCILPS convener was conducted Tuesday by the division bench comprising of justice N Kotishwar and Kh Nobin in court no. 2. The hearing which began around 10.30 a.m lasted till noon. After hearing the arguments the division bench reserved its verdict. on his head after Singjamei police station of Imphal West had registered a criminal case against him on June 2. In the case, Ratan was charged of being a member of the banned United National Liberation Front (UNLF), engaging in prejudicial activities against the state and promoting social unrest, rioting and enmity among people. The police also announced a cash reward of Rs. 5 lakh for information leading to his arrest. Ratan stepped down as convener of the Joint Committee on Inner Line Permit System a day after the police registered the case and declared ‘wanted.’ In one of the hearing on July 29 last, the same court declared that Ratan’s criminal petition was maintainable, following which the hearing to the case commenced from August 4 last.

Centre discussing on Uranium mining in M’laya

SHILLONG, AUG 16: Union minister of state for Atomic Energy Jitendra Singh said on Tuesday that the central government was still discussing on the proposed mining of uranium ore in Meghalaya. “There are some issues which are under discussions but we will try to move ahead in a best a possible way,” he told journalists here in Nongkhlaw, a remote village about 70 Km from Meghalaya’s capital Shillong. “These things (proposed mining of uranium) have to be deliberated and discussed. We cannot make instant decision on this,” Singh said. In fact, the ruling Con-
gress-led Meghalaya government had annulled the decision taken during the previous D.D. Lapang regime to lease 422 hectares of land to Uranium Corporation of India Limited (UCIL) for pre-mining activities in South West Khasi Hill district. The decision to annul the leasing of land to the UCIL was adopted after the government-owned mining company had recently floated the expression of interest (EOI) for a mine and processing plant of uranium ore in South West Khasi Hills without the consent of the state government. The anti-uranium groups at present also opposed the government’s plan to build two-lane projects which will connect the uranium
site. Meghalaya is the third uranium-rich state in the country after Jharkhand and Andhra Pradesh. The state accounts for 16 percent of India’s uranium reserves, with deposits estimated to be around 9,500 tonnes and 4,000 tonnes respectively at Domiasiat and Wakhaji, both in South West Khasi hills district. However, the proposed open-cast uranium mining in Meghalaya’s West Khasi Hills district has been stalled since 1992 after several groups expressed fears of radiation impact on human health and environmental degradation. The UCIL had pegged Kylleng Pyndengsohiong Mawthabah project in Meghalaya for Rs.1,100 crore.

Sedition case against Amnesty Intl; K’taka CM says guilty will be punished
Bengaluru/ New Delhi, Aug 16 (Agencies): A sedition case was filed against the India chapter of Amnesty International on Tuesday for allegedly allowing its employees to raise anti-India slogans at an event on Kashmir in Bangaluru. The development was confirmed by Karnataka Home Minister G Parameshwara, who said that a sedition case has been filed against the India brand of Amnesty International for raising pro-Kashmir freedom slogans at a Bengaluru based event. “We have to now look into it more seriously, they have taken the case, registered an FIR, investigating what exactly has happened and also looking to those videos and CCTV tapings. Whatever the police investigations, according to that, action will be taken,” said Parameshwara. A case was registered against Amnesty Internation-

MHA launches probe into ‘possible’ FCRA violation
Amidst allegations of anti-India slogans being raised at an Amnesty event in Bengaluru, the Home Ministry has launched a probe into the funding of the NGO, its expenses and “possible” violation of FCRA by it. The probe is being carried out under the provisions of the Foreign Contribution Regulation Act (FCRA) to find whether there was any violation of the laws by the India chapter of Amnesty International, a Home Ministry official said today. The NGO has not been registered under the FCRA and its application for registration under the FCRA is now under serious scrutiny following the Bengaluru event where anti-India slogans were allegedly raised during a discussion on Kashmir on Saturday. The probe will see whether the India chapter of Amnesty International has received foreign funds and if so under what laws, other sources of funding, it expenses and patterns of expenses, the official said. Amnesty International, on its part, has rejected as “without substance” the allegations made by ABVP, the student outfit of RSS, and claimed that none of its employees shouted any anti-India slogans at any point. 22 people arrested for attack on Dalits in Gujarat Ahmedabad, Aug 16 (PTI): Police have arrested 22 people in connection with the attack on Dalits returning to Bhavnagar after attending a protest rally in Una town in which cops were also targeted. The attack took place last evening at Samter village near Una, about 350km from Ahmedabad. The policemen came under attack when they tried to control the violent mob that targeted the Dalits. The attackers were residents of Samter, around 11km from Una town in Gir-Somnath district. “After the rally, antisocial elements blocked the road near Samter when Dalits were returning. They attacked a group of Dalits. We lobbed 46 teargas shells, fired six rounds in the air and used batons to disperse the mob,” Gir-Somnath Superintendent of Police H R Chaudhary said today.

Separatists to take out march to UN office today Srinagar, Aug 16 (PTI): The separatists plan to take out a march to the office of the United Nations Military Observors Group tomorrow to seek the world body’s intervention in the Kashmir issue. “According to the ‘Joint Resistance’ programme, people and leadership will move towards UN office in Srinagar to remind the world body of its promises made to the people of Kashmir who are suffering so much because of its inaction,” said a statement issued by moderate Hurriyat leader Mirwaiz Umar Farooq. “If we are stopped we will sit wherever we are and protest for 72 hours on the streets of Kashmir peacefully,” he added. However, ANI reported that Jaitley will not be attending the SAARC Finance Ministers’ conference scheduled to take place in Pakistan. It further added that the Economic Affairs Secretary Shaktikanta Das will represent India at the two-day event to be hosted in Islam-
abad from August 25-26. Earlier, Jaitley was scheduled to travel to Islamabad for the meet. y overruling the decision of the Medical Council of India (MCI) which slapped a ban on 86 medical colleges because of lack of faculty and facilities required to run medical colleges, the Justice Lodha Committee appointed by the Supreme Court has, perhaps gone off on tangent on a matter that does not involve politicians and money clout as with the BCCI but in the case with medical colleges, the issue involves life and death. The three-member Lodha Committee, while giving permission to the 26 medical colleges had also asked them to given an undertaking to the MCI that they would comply with all norms and won’t remain deficient when the new admission sessions starts on September 30,2016. The Lodha panel also reiterated its right to inspect the colleges before or after September 30 and if not satisfied, then the new admissions would be debarred for the subsequent two years. No doubt, the decision of the Supreme Court panel has shocked the MCI which is currently being under scanner over its functioning. However, the dichotomy in the entire issue-one regarding the functioning of the MCI and secondly, the questionable standard of the debarred colleges- appear to have been tied together by the Lodha panel. It stands to reason, that ascertaining how the MCI functions has the objective to ensure that the latter functions efficiently and transparently. However, the Lodha panel has probably gone beyond its brief in overturning a decision that only an instituted regulatory body like MCI is authorised to take. If the present MCI members are inept or inefficient, then the Lodha panel is well within its brief to order a total revamp through clear guidelines and then ask the reconstituted MCI it to revisit the ban on 86 private medical colleges. Reacting to the Lodha panel’s directives on the 26 private medical colleges, MCI described it as “dangerous for medical education”. MCI’s argument is logical because the Lodha panel’s decision to allow the 26 medical colleges to admit new students and then debarring it the next year means those admitted would be awarded MBBS degrees that were found unfit by the regulators. By stating that the Lodha panel has indulged in judicial overreach also does not condone various ills and weakness of the MCI, which has failed to monitor the quality and progress of medical education. In fact, the MCI has been embroiled in serious controversy after its president Ketan Desai and two of his accomplices were arrested on charges of corruption of having allegedly accepted a bribe of Rs two crore to grant recognition to a medical college in Punjab. The MCI is not above blame when it failed to ensure high quality of medical education which today, is at its lowest ebb. A report on the MCI stated that its failure to ensure high standard has led to many graduates not adequately trained to meet the health needs of the country since medical education and curricula are not integrated with the needs of the country’s health system. Besides failing to check unethical practices the MCI only allowed the reputation of the profession to suffer. The Lodha panel needs to streamline the MCI and make it function through transparency and accountability as medical education involves life and death.

Everyone knows you treat a fever with fresh chicken soup, so the farmer took his matchet to the farmyard for the soup’s main Ingredient. But his wife’s sickness continued, so friends and neighbours came to sit with her around the clock. To feed them, the farmer butchered the goat. The farmer’s wife did not get well; she died. So many people came for her funeral; the farmer had the cow slaughtered to provide enough meat for all of them. The mouse looked upon it all from his crack in the wall with great sadness. He wished only if they all had heeded him when he informed them about the mouse trap. Only if they had all shared together the same concern with him with one heart and one mind when the mouse trap was brought. Only if they had all listened to him and realized that the trap was not only a danger for him alone but the ripple effect and its aftermath would have a consequence up on all of them alike. But all of them thought it was of no matter to them that they all had to pay a very heavy price for it. Today when we look around us we have the mouse, the chicken, the goat, the cow and both the farmer and his wife too. In our quest for materialistic and individualistic approach of life most of us have now become immune and comfortably numb to all the happenings around
bing and brushing off these alarming signals has become a dreary habit of ours. We like to sweep everything under our feet that occur every now and then, those sharp unseen bends and pitfalls that bring perils as non-existent or imaginary ones until we have to pay the price for our insensitivity. Now let us ask ourselves which one are we from the few creatures mentioned in this short fable? So, the next time you hear someone is facing a problem and think it doesn’t concern you, remember that when one of us is threatened, we are all at risk. We are all involved in it either directly or indirectly. We must keep an eye out for one another and make an extra effort to help out one another. We are failing to understand the deeper meanings that have left only despair and anger within us. The course changing results which every one of us expects will only be a deluge, the upheaval, disarray and unpreparedness in its wake. Reverberations that will have impact on the coming generations where people have felt the multiple burdens of our own successive actions have imposed up on ourselves. The divisions within the people only reflect the people’s frustrations where our leaders have failed to heed. Deep schisms only seem to have open new wounds and festered new chasms within us. Our momentary lapse of reasons one too many times fails us to see beyond our comfort zones, passing fancies and temporary glories. Just a handful trying hard to make their voices heard to bring a change but drowned by the silence and indifference of the multitude who keeps on pretending everything is fine. Just some people trying to bring a change, trying to work out a strategy and bring a change only resembles like fireflies in the deep abyss. The eyes are useless when the mind is blind. The mentality of ‘this can never happen’ must be replaced by ‘what if this happens’? Everything is inevitable in today’s world but we prefer to sit over the fence and just watch the things happening silently either to join the winning side if it favours us or remain on the fence if it doesn’t. There are three types of people in this world today; those who make things happen, those who see things happening and those who never know what is happening. Which one are you? Never be a silent spectator of unfairness or stupidity that is all around in plenty because the grave will provide plenty of time for the silence. Ours will be a better place if only a more responsible mass engages in the building of our own well being; only then it will be progressive society ; and not by being playing dumb or being numb to the idiosyncrasies around us. Only people instilled with the conviction and the commitment going deeper in thought, action and collaboration can help drive successful and meaningful outcomes. While we look on without any sensitivity the ground beneath our feet is shrinking and moving. Moral integrity surpasses all other values but this seems to be the rarest commodity amongst
Speech on Naga Independence Day Ladies and gentlemen, It is a great day for the Naga people celebrating the 69th anniversary of Nagaland Independence declaration to the world on August 14, 1947. Naga people are always with the course of time in asserting their right without fear, that’s the blessing. Throughout the ages the Nagas protected their country and still continuing today. Before 1947, Nagas and Indians hardly knew each other. But with the changing of times the Nagas under the visionary leader A. Z. Phizo led the Naga representatives and met all the Indian prominent leaders so as to understand each others position. The Nagas sought peace and harmony between Nagaland and India but India responded with war and brought divide and rule in Nagaland, and continued till today. A small nation surrounded by armed forces of a giant nation is unthinkable but it is going on between Nagaland and India. The Nagas have gone through a horrific time during the war with India (1954-1964). As the consequence of war the whole nation was shaken, many suffered, maimed and dies. We shall always remember our people who sacrificed for the nation for you and for me, especially on this momentous day. In the past, Nagaland was a self sufficient country and beggar unknown. People were happy, trusting and honest. No “tribalism” unlike the present day, it only started by the educated people who fight for jobs/salary with false pride. It is everyone’s duty to keep the country safe from evil and return to normality. Maybe today we all need a critical evaluation of ourselves of our thoughts and the serious paradox of the way we are heading. Those creatures depict political passiveness, visionless leaderships and indifferent attitude of ours .Today Naga intellectualism needs a serious recovery or else myriad practical problems without any contemporary solutions is bound to multiply. Many a times deceptive calm help to let the psychological barriers remain. In these trying times, there are two sections of the society that people look upon to lead the way for defending their rights –the intellectuals and the media. It is a good augury that a fairly large section of intellectuals have come out in the strength to oppose the decisions that has been going against their will and wishes. They have been able to sense the direction in which our society is moving. The taxation problem, the rotten debris of corruption all around us, the lack of transparency and accountability in every sphere of our life, the stoic silence of those organizations and institutions that matters most, the illegal immigrant issue and so forth. At the same time the overwhelming majority of us have chosen to remain silent. This is true of the media too. While a section of the media has been openly critical, others have been either one -sided or clearly partisan. Some have been chosen to be the flag bearers and brand ambassadors of the authority while others choose to be more vocal to the injustice and unfairness around us. The world is becoming more and more dangerous indeed not only because of some people who do harm but because of those people who watch on without doing nothing. Anything can happen to anyone. It’s best to be prepared. Delighting at our adversary’s misfortunes or constantly manipulating things to bring calamity on one another will ultimately be digging our own graves only deeper. The schism between the “real” world and the “virtual” world has become a place of endless speculation, potential insanity and idyllic haven. People never truly understand until it happens to them personally. or a Country chasing after its way to be a World Power in Economy and zealously seeking a Permanent UN Security Council Seat in the Comity of the Nations of the World, the dependence on its Military Force for Solution of its Political troubles, is a little incompatible and appear awry for India. In 2015, last year, the Amnesty International has recorded: “more than 800 cases of torture and deaths in the custody of army and other security forces in the 1990s, and hundreds of other cases of extrajudicial executions and enforced disappearances from 1989 to 2013” in India. This is considerably critical an observation on the Government by a respected neutral Organ of the World. The Respect a Nation commands in the eye of the World depends not only on its Natural endowment, population size or the Economy and the size of its Army, but on many other Issues some important ones of which are: the Equality of life of the People, its treatment of the Minority, Freedom the people enjoy, Education, Health, Justice and the degree of corruption that go to define the quality of Governance. The existence of Extrajudicial Executions and Enforced Disappearances of the Citizens are two most damning descriptions a Nation can have. It reflects darkly on the Nation and for a respected Neutral International Organ of the World to described India in these Terms is ugly to be honest. In addition, the more than comfortable instances of the Court punishing Members of the Security Forces for Fake Encounters, is a most dishonorable measurement of the behavior of the Security Forces. The people of the Northeast, particularly of Nagaland and of Manipur very well, have experiences of these bitter and painful aberrations of the Security Forces all these years for more than half a century. It is very natural they vehemently abhor and reject such treatments. It is most amazing how commonly helpful, friendly and nice Security personnel can suddenly turn into an inhumanly insane animal when endangered. The Trainings of the Security Forces should do well to include Remaining Forcefully Humane in the face of great personal danger. The Recent Civilian deaths in Nagaland in Army’s Hand and later Post mortem findings of bullets entering the deceased from the Back of the body tells the story of the Abominable Snowman, the Yeti, still existing in the Himalaya Mountains! In 1953 Assam Government pressed its Brand New Armed Assam Police Battalions into then Naga Hills in great expectation of putting down the ‘Misguided Naga Armed Hostiles’. Need to be serious about fake certificate

Most of us may not be much bothered about it or may not think of it as a serious menace to ponder upon but it is a very serious issue which needs to be “nipped in the bud” before it ruins the soul of education and makes it a commododity that can be bought by anyone who has money. National institution of open education is a great initiative by the central government to enable citizens to avail education at a reasonable fee and at their convenient time. It is a a lifeline for many, especially for those who cannot effort to join a regular institution due to certain circumstances but unfortunately this noble idea has become the hub of corrupt practices where you pay money and get your certificate even without appearing for the exams. As a result of this, genuine students are finding it diffuclt to get admissions though they possess the requisite qualification because of the fact that many such certificates are fake. This corrupt practice of issuing fake certificates has rendered the genuine certificates too as valueless. However, recently because of the effort of the concerned officals there has been some check on this rampant practices which is a welcome move and hopefully they will continue with the good work. Unfortunately this is not limited to high school degree alone if one has the money then one can get fake certificates even for significant degrees like B.ed, M.A , MPhil, PhD or even diploma in engineering etc. What good can we expect from such people when their foundation is based on treachery, when their assignments are done by others, exams are appeared by others , where one can use internet to answers question in the examination centre. With what notion can we expect them to bring positive change in our society. The drawback of having such fake institution or short cut institutions for degree is that they are diminishing the value of educa-
tion. They are making education equivalent to having a piece of paper certificate with no gain of knowledge whatsoever, but education is not about degree or certificate alone its pupose is much more than that. They are making a mockery of education. The recently circulated video of the Bihar exam topper interview when asked about what is political science, answered it is a subject where we learn how to cook food is a shame to the current education scenario.That is the tragedy of promoting education through fake certificates. If it had not been exposed, she would have got direct admission in some good institutes denying genuine students who had less percentage than her’s but evidently more qualified. It would have been unfair and injustice against the genuine students who spend their time ,energy and hard work to qualify for their degree. Therefore, for the welfare of all individuals, who put in so much effort and resources to get a degree, and also for the welfare of our society and educational institutions and to discourage the culture of the ‘short cut method’ for achieving a degree or success and to promote the age old value of hardwork and honesty for success , it is important that steps must be taken in order to put a check on those institutions which are making education cheap, valueless and unfair. The young generation should be made to realize that true knowledge can be gained only though hard work commitment and experience. The people involved in such institutions issuing fake degree and certificates should be dealt with seriously by the concerned Universities or Education boards before people start accepting it as a normal routine for there is nothing normal about it. Knowledge is power that shapes the future of those who acquires it and education is the medium through which this knowledge is imparted , therefore, this is a serious issue that needs immediate concern of every educated individual in the society. The Army then greatly hopeful proclaimed Nagaland will soon be made free of “insurgents”. Four years later, Nagaland Security regulation of 1962 had to be added, then came the much decorated Gen. Manikshaw who promised the Naga Hostiles will be cleared in One Week. Many Weeks passed; the renowned Gen. has passed away; many others have come and gone but the dreaded Acts remains detested and bitter. The MPs dreamed the Acts would pave the way for Solutions; in their wildest dreams they did not forsee their actions would turn into Extrajudicial Capital Punishment the Nation is much against. The Parliament has given a Subedar –any Subedar- in the field, a sweeping blind legal document of the Court to summarily award Capital punishment to ANY man or woman the Subedar suspects to be a Terrorist! Can a civilized democratic Nation allow such a summary Power to a mere Armed Security personnel? A Political Problem has no military solution, draconian Acts supporting it may be! The Army has learned long ago and advised their civilian Bosses in Delhi that the Naga Problem does not have a Military Solution. It is political and must have a political Solution. The Civilian Government does not have high a respect for their Military but they fear the Military also and so every Politician began to say what the Security personnels have said -Naga Problem is Political and must be solved Politically. But the Politician-Bureaucrat combine of India unconsciously wants the Naga Problem to be solved by their Security Forces. India still imagines its Military to solve the Naga political Problem. The evergreen Congress Leader of Kashmir Mr. Gulam Nabi Azad, recently advised the Prime Minister Modi to win the Kashmiri hearts than cower them with the Security Force. India can never win the Northeast by Draconian Acts supporting their Security Force. This system of dealing the Naga and the Manipur situations with Security Forces fortified with draconian Acts have already been discarded by the Military Establishment themselves; but they are not sure of themselves and are still afraid of the situation unless they have the legal documents in their Pockets! In the Naga case, such abhorrent Acts will in future generations produce only educated middle Class, Home-grown-affluent-movement in favor of NAGA SOVEREIGNTY Mr. RN. Ahmedabad, Aug 16 (PTI): In two separate raids in Vadodara and Mumbai, the Ahmedabad Zonal Unit of Narcotics Control Bureau (NCB) has seized psychotropic substances priced at around Rs 60 crore in international market. The raids were carried out last week at the premises of Dolphin Pharama in Vadodara and at KC Pharma in Andheri in Mumbai, Ahmedabad-NCB director Hari Om Gandhi said today. “Our team first raided office and residential premises of Dolphin Pharma in Vadodara on August 9. We have recovered 9 lakh tablets of various psychotropic substance, having street value of Rs 50 crore in international market. We had arrested company’s director Anil Luhar and manager Zahid Shaikh for the illegal possession
of the drug,” Gandhi told reporters. As per officials, these psychotropic substances include Oxycodone, which is used as painkiller; Zolpidem, used for insomnia, and Alprazolam, a prescription drug to treat anxiety disorder. The company had not taken any licence for manufacture, storage of sale of the such drugs, he said. Since these drug formulations are also abused as psychotropic drugs; the manufacturing, sale and possession of these substances are regulated under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, said Gandhi. “During interrogation of Luhar and Shaikh, we have learned that the company have acquired some of the substances illegally purchased from Mumbai based KC Pharma. Based on this
information, we along with Mumbai NCB raided the company premises in Andheri and recovered another cache worth Rs 10 crore,” Gandhi added. The NCB also arrested company director Kishan Chaudhary and manager Murugan and brought them to Vadodara for further investigation. The duo along with Luhar and Shaikh are now behind bars, said Gandhi. “We are now investigation the modus operandi of the accused as well as their links with drug dealers and other manufacturers of India and abroad. It is very likely that some more persons would be arrested soon,” added the officer. The Ahmedabad Zonal Unit of NCB has jurisdiction comprising Gujarat state and Union Territories of Daman and Diu, and Dadra and Nagar Haveli.

Women vulnerable Bihar becomes first non-NDA govt to ratify GST in India’s richest Patna, Aug 16 (PTI): Bihar today became the first non-NDA state to ratify the Constitution Amendment Bill on GST after Chief Minister Nitish Kumar counted virtues of the tax reform. With all the major parties in the state including JD(U), RJD, Congress and BJP in favour of the tax legislation, the House approved the GST Bill through a voice vote. CPI-ML MLA Mehboob Alam opposed GST and staged a walkout. CPI-ML has three MLAs but only Alam was present. After ratification by the Legislative Assembly, GST Bill was introduced in state’s Upper House. Passage of GST by Bihar Legislative Council is a mere formality after its ratification with consent of all major parties in the state. Bihar became the first non-NDA state and overall second after BJP-ruled Assam to pass GST Bill. The Constitution (122nd
Amendment) Bill, 2014 on GST has already been passed by Lok Sabha and Rajya Sabha. The GST Bill, seen as single biggest tax reform after Independence, needs to be ratified by at least 15 state legislatures out of a total of 29 before the President notify GST Council which will decide new tax rate and other issues. The central government has set a deadline of April, 2017 for its rollout. Intervening in the discussion on GST Bill piloted by Commercial Tax minister Bijendra Prasad Yadav, Chief Minister Nitish Kumar highlighted virtues of the new tax legislation. The Chief Minister said he has been in support of the GST from the beginning as it was beneficial for a consumer state like Bihar and has been in favour of it when it was piloted first during UPA time in 2006-7 by then Finance Minister Pranab Mukherjee.

The key of customized school bus was handed over to the president of Cherry Blossoms Society, D. Adani by the General Manager Aviation, Dilip Kumar Pattanaik at a function at HPCL‘s Guwahati Aviation unit in presence of other officials of the company and school representatives. Mumbai, Aug 16 (PTI): The rupee today gained 13 paise to close at 66.76 a dollar as fresh selling of the US currency by exporters and banks helped it snap the two-day fall. The US currency weakened against major Asian currencies in global markets which lifted the rupee sentiment, a forex dealer said. Foreign capital inflows too aided rupee’s gain against the dollar, the dealer said. As per provisional exchange data, foreign investors bought shares worth Rs 684.7 crore on net basis today. The rupee opened higher at 66.85 per dollar from last Friday’s closing level of 66.89 per dollar at the Interbank Foreign Exchange (Forex) market. It hovered in a range of 66.74 to 66.9275 before ending at 66.76 per dollar, showing a gain of 13 paise or 0.19 per cent. The rupee had dropped by 17 paise or 0.26 per cent in previous two sessions. The dollar index was trading down by 0.87 per cent against a basket of six currencies in the late trade as investors were awaiting for minutes of the US Federal Reserve’s last meeting. A jump in oil prices aided Asian currencies against the US dollar, a dealer said. The dollar, for the first time since UK’s vote to exit European Union, dipped below 100 yen to 99.96 yen, sharply below 101.25 yen in New York. Meanwhile, RBI fixed the reference rate for the dollar at 66.8983 and euro at 75.0198. In cross-currency trades, the rupee fell against the pound sterling to 86.72 from 86.66 on last Friday and also dropped against the euro to 75.40 from 74.56.

Bengaluru, Aug 16 (IANS): Global software major Infosys Ltd. will soon lay off about 3,000 techies since the Royal Bank of Scotland (RBS) has cancelled the contract for setting up a new bank (Williams & Glyn). “Subsequent to this (RBS) decision, we will carry out an orderly ramp-down of about 3,000 persons, primarily in India, over the next few months,” the city-based IT major disclosed on its website but did not share details with the media. The Edinburgh-based RBS announced last week that it would no longer pursue its plan to separate and list a new UK (British) standalone bank (W&G) and instead pursue other options for the divestment of its business.

Mumbai, Aug 16 (PTI): Post the budgetary provision to provide tax benefits up to 40 per cent of maturity of investment in National Pension Scheme, the retail segment of NPS has grown by over 100 per cent over the past one year. PFRDA Chairman Hemant Contractor told PTI that the new tax benefits provision has drawn a lot of retail investors to the NPS schemes. Earlier, NPS schemes which were launched five years ago, had failed to get retail subscribers. Retail NPS has grown by over 100 per cent over the past one year. It is another thing that it started with almost a zero base, he said. The total assets under management of NPS has reached Rs 1.38 trillion out of which Rs 3,000 crore are of retail assets. Mumbai, Aug 16 (PTI): In a strong pitch for phasing out the government role in toplevel appointments at public sector banks, RBI Governor Raghuram Rajan today suggested empowering their boards to take all major governance decisions freely without having multiple “constituencies to satisfy”. Suggesting a major reduction in government and regulatory oversight of public sector banks (PSBs), including by RBI itself, the outgoing Governor also proposed withdrawing the central bank nominees from their boards. “Today, a variety of authorities –- Parliament, the Department of Financial Services, the Bank Board Bureau, the board of the bank, the vigilance authorities, and of course various regulators and supervisors including the RBI -– monitor the performance of the public sector banks. “With so many overlapping constituencies to satisfy, it is a wonder that bank management has time to devote to the management of the bank,” he said. Dhaka, Aug 16 (PTI): A wild Indian elephant, which had been trapped in swamps after being swept away more than 1,700 km into Bangladesh by raging flood waters, died today despite valiant efforts by villagers and forest officials to save him. ‘Bangabahadur’, meaning Hero of Bengal, died around 7 am at Koyra village in northern Jamalpur district, about 200 km from capital Dhaka. “We had mobilised huge manpower, provided it decent food and treatment but could not save it,” a forest department official familiar with the efforts to rescue him told PTI. Bangabahadur weighed four tonnes. A post-mortem has been orderer, the BBC reported. The elephant had a heart attack - with stress, dehydration and electrolyte imbalance being factors, a local newspaper quoted a veterinary doctor as saying. It was separated from its herd on June 27 in Assam - where monsoon floods have made life difficult - and got washed away in the streams of mighty Brahmaputra to downstream Bangladesh.

Vienna, Aug 16 (AFP): A mentally ill man from Germany seriously wounded two passengers in a knife attack on a regional train in western Austria today, police said, ruling out a terrorist act. The 60-year-old was travelling to the city of Bregenz, in Vorarlberg state, early today when he suddenly jumped up and stabbed a 19-year-old man in the stomach and back. The attacker then turned on a 17-year-old youth and slashed his neck, police said. The incident ended when the train pulled into a station and two officers apprehended the man after a brief struggle. Both victims were taken to hospital, police said. “The man did not have a migration background. He is by all accounts mentally ill and we are largely excluding a terrorist act,” police spokesman Horst Spitzhofer told AFP. The attack came days after a 27-year-old Swiss national went on a knife rampage on a train in Switzerland, killing one passenger and injuring five.

Islamabad, Aug 16 (PTI): Pakistan Prime Minister Nawaz Sharif today said the world needs to take stock of the plight of Kashmiri people and vowed to support their “indigenous freedom struggle”. Sharif ’s remarks came as he met Sardar Muhammad Yaqoob Khan, the outgoing president of Pakistani-occupied Kashmir (PoK). Lahore, Aug 16 (PTI): Amid a war of words between India and Pakistan over Kashmir, the government here has apparently ‘relaxed’ the media regulatory authorities’ ban on Mumbai attack mastermind Hafiz Saeed, allowing him to appear on private TV channels to advocate the cause of Kashmir. Since the violence erupted in Kashmir, Saeed is back on private TV channels, advocating for the Kashmiris and bashing the Narendra Modi government for its role in the killing of ‘innocent’ Kashmiris. He has appeared on a couple of news channels talk shows mostly Neo TV during the last one week or so. The Pakistan Electronic Media Regulatory Authority (PEMRA) in November last year had restrained all Pakistani television channels from “all kinds of coverage of the JuD, its front Falahe-Insaniat Foundation (FIF) and about 60 other proscribed organisations and their leaders”. The FIF is also getting electronic media coverage for its activities. The PEMRA has taken no notice of violation of its order by the private TV channels with regard to Saeed, suggesting that the Nawaz Sharif government has ‘silently’ lifted ban on Saeed and his organisations to appear on the Pakistani TV channels. A source in PEMRA told PTI that it had received complaints about Saeed’s appearance in the TV talk shows despite the ban. “The matter was brought to the knowledge of PEMRA chief Absar Alam but he did not order issuance of showcause notice to the private channels violating its order, suggesting there seems to be a direction from the information ministry in this regard,” the source said.

Beijing, Aug 16 (PTI): China today successfully launched the world’s first quantum satellite which can provide “hack- proof ” communications at speeds faster than light between space and the ground with significant military and commercial applications. The 600-plus-kilogramme satellite was launched from the Jiuquan Satellite Launch Centre in northwestern Gobi Desert at 1:40 AM, state-run Xinhua news agency reported. The satellite will circle the Earth once every 90 minutes after it enters a sun-synchronous orbit at an altitude of 500 kms. It is nicknamed “Micius,” after a fifth century BC Chinese philosopher and scientist who has been credited as the first one in human history conducting optical experiments, the report said. In its two-year mission, the Quantum Experiments at Space Scale (QUESS) is designed to establish “hackproof ” quantum communications by transmitting uncrackable keys from space to the

a more important and practical practice. “Winning a certificate or a medal is a very big achievement, but don’t you think receiving money is more practical? because I see that several people who participate, a lot of them are from poor families. I have seen several times that some people want to sell their medals and earn money, and several such stories you all have heard. So it is better that when you honour someone, do it not just with a medal but also with money. It is important because you have to be practical in life,” Akshay said in a media interaction on the success of his recent film “Rustom”. While there are several countries like USA and China, who win numerous medals at the Olympics every time, India is a country that usually ends with medals in single digits -- if at all. Rush to play Einstein in TV drama ‘Genius’

scar-winning actor Geoffrey Rush is to play Albert Einstein in a 10-episode drama on National Geographic, based on a biography of the famous scientist. The series will explore how patent clerk Einstein could not get a teaching job or doctorate in his early life yet managed to go on to develop the theory of relativity. The young scientist will be played by Johnny Flynn, Hollywood Reporter said. Genius will be National Geographic’s first scripted series. Variety reported in April that Ron Howard would direct the first episode of the drama, which is based on Walter Isaacson’s book Einstein: His Life and Universe. Each episode will look at Einstein’s complex personal

Aamir Khan to make Maharashtra drought-free in 5 yrs
ollywood actor Aamir Khan today said it was his dream to make sure that the water crisis in Maharashtra was solved for good within the next five years. He was speaking at ‘Satyamev Jayate Water Cup Awards 2016’. The competition judged water harvesting efforts of various villages. The actor and his wife Kiran Rao, along with the team of his popular TV show “Satyamev Jayate”, have formed Paani Foundation, which works in association with the state government to find ways to end water scarcity. The first prize worth Rs 50 lakhs went to Velu village in Koregaon tehsil. Second prize of Rs 30 lakhs was shared by Khapartone and Jaigaon villages in Ambejogai and Koregaon tehsils, respectively. Radi Tanda in Ambejogai and Wathoda in Warud tehsils shared the third prize, carrying Rs 20 lakhs. The competition was held from April 20 to June 5 and villages were judged by the amount of water storage they created through water harvesting methods. The 51-year-old actor hailed the efforts of Chief Minister Devendra Fadnavis to make the state droughtfree. “It is our dream to make Maharashtra drought-free in five years. And it is our good fortune that Maharashtra got a Chief Minister who has pledged to solve the water crisis. His political will is really strong,” Aamir told reporters here. Fadnavis said people’s participation was of utmost importance for an initiative like this, and hailed Aamir and his team for their efforts.

Dimapur district taekwondo selection held Dimapur, Aug 16 (NPN): The 15th Dimapur district taekwon-do selection cum championship 2016 was held at state badminton stadium on August 13. In the tournament, 46 players were awarded gold medal, 31 silver and 33 bronze. Trouble for Narsingh; WADA challenges clean chit in CAS

Rio de Janeiro, Aug 16 (PTI): Indian wrestler Narsingh Yadav’s Olympic dream was thrown into jeopardy today after the World Anti-Doping Agency (WADA) decided to appeal against the clean chit given to him by NADA in a dope scandal back home. “WADA has appealed against the NADA (National Anti-Doping Agency) clearance in Court of Arbitration
(CAS). Now the hearing is on and the IOA Secretary General (Rajeev Mehta) is there with WADA officials,” Indian contingent’s chef-de-mission Rakesh Gupta informed PTI. Narsingh was supposed to begin his campaign on August 19 but now faces the prospect of a career-ending four-year ban if the Court of Arbitration for Sports (CAS) upholds WADA’s appeal.
Kenya’s Rudisha retains 800m Olympic title RIO DE JANEIRO, Aug 16 (Agencies): Kenyan 800m king David Rudisha hit a career high when he produced a lastlap kick to defend his Olympic title in style on Monday. Rudisha, also the world champion and world record holder, timed a season’s best of 1min 42.15sec to become the first man in 52 years to defend the 800m title. Turning to the injury problems that have bedevilled him in recent seasons, Rudisha said: “It’s been very difficult. Algeria’s reigning Olympic 1500m champion Taoufik Makhloufi took silver in a national record of 1:42.61, with American Clayton Murphy edging French hope PierreAmbroise Bosse for bronze (1:42.93). There was a rip-roaring start to the race when Rudisha’s teammate Alfred Kipketer shot out to the front, hitting the first
200m in an eye-watering 23.2 seconds. Rudisha, deprived of his usual gun-to-tape approach to racing the two-lap race, sat in second as Kipketer hared off like a pacemaker. The 2014 world U-20 champion Kipketer hit the bell in 49.23sec, Rudisha moving to his shoulder and eventually into the lead with 300 metres to run. Rudisha’s surge took Bosse and Makhloufi with him, but as the trio entered the home stretch of the Olympic Stadium, it was clear there would be only one winner. Rudisha, who produced the run of the London Games in 2012 to win gold in a world record of 1:40.91, roared through the line to claim his second Olympic gold, Makhloufi outsprinting Bosse, who eased up too early to allow Murphy in for an unexpected bronze.
Indian Olympic Association Secretary General Rajeev Mehta said Narsingh’s legal counsel Vidushpat Singhania would fight the case through video conference at the IOC office here at 9am local time on August 18. “We are left with two options; to take two-days’ time and fight the case or a time of one month for reply which would have jeopardised his career. His fate will now be decided on August 18. We will fight till the end,” Mehta told PTI. “We will reply on basis of merit, let’s hope for the best. This is the best option we are left with and now we are living in hope.” The wrestler began his preparation at the Games Village with training under his coach but to his utter dismay there was more trouble brewing as WADA was not convinced with the clearance. WADA’s appeal had come two days ago, Gupta said. “They were not convinced by the NADA clearance so they challenged it in the CAS. The hearing will determine his fate,” Gupta said. Narsingh had tested positive for a banned anabolic
steroid -- methandienone -- in tests conducted on June 25. The World Championships bronze-medallist had claimed that he was victim of a conspiracy by rivals, a theory that was accepted by NADA which exonerated him after a hurried appeal. It was alleged by Narsingh that his food or drinks might have been spiked with the banned substance by rivals. The Wrestling Federation of India (WFI) had also backed him fully during the controversy. The latest setback marks another chapter of turmoil in Narsingh’s career. He had been in the eye of storm ever since he was picked ahead of double-Olympic medallist Sushil Kumar, who dragged the matter to court demanding a trial to pick the best man to represent India in the 74kg category. The court as well as the WFI rejected his demand following which Narsingh’s Olympic bid was derailed by the dope scandal. He managed to get the NADA and WFI backing in time to board the flight to Rio but could well be grounded for good if WADA’s appeal is upheld by CAS.
Seema punia crashes out of discus event Rio de Janeiro, Aug 16 (IANS): Indian athlete Seema Punia crashed out of the women’s Discus Throw event at the ongoing Rio Games after finishing ninth in Qualifying Round Group B at the Olympic Stadium here. Seema’s best throw of 57.58 metres came in her first attempt. She registered a foul in her next attempt before finishing with 56.78m in her third and final attempt. Yaime Perez of Cuba finished at the top of the group with a best attempt of 65.38 metres while China’s Su Xinyue was second with 65.14m. Nadine Muller (63.67m) of Germany was third. Melina was the fourth RobertMichon was the fourth athlete from the group to qualify for the final with a best attempt of 62.59m. Gene doping test is in place: IOC Rio de Janeiro, Aug 16 (IANS): An effective gene doping test has been invented, the International Olympic Committee (IOC) said at the sidelines of the Rio Olympic Games here on Monday. IOC Medical and Scientific Director Richard Budgett said the test, developed in a WADA accredited anti-doping lab in Australia, is targeted to detect Erythropoietin or EPO, a blood booster helping athletes enhance endurance. “With the test you can actually tell if the EPO gene is in the wrong place. The test is approved by WADA as being effective but it is not in use yet,” said Budgett. But the new procedure, which is to identify if an athlete is artificially adjusting their DNA to enhance performance, is expected to be used to test samples from the Rio Olympics after the games to see if any athletes were gene doping, Budgett said. The IOC will store all the samples from the Olympic Games for 10 years and retest them as soon as a reliable new method is in place. Budgett said there are already 1,400 samples from Beijing 2008 and London 2012 retested and 98 samples returned positive results. At Rio Olympic Games, a total of 3,188 doping tests have been conducted, including 2,701 urine tests, 191 blood tests and 296 biological passport tests, as of Sunday, according to Budgett.

Vikas ousted; boxers sign off without medal Rio de Janeiro, Aug 16 (IANS): India’s challenge in the boxing ring came to an end with Vikas Krishan Yadav going down 0-3 to Bektemir Melikuziev of Uzbekistan in the quarter-finals of the men’s Middleweight (75kg) category at the Rio Olympics here. Vikas put up a strong challenge in the opening round before crashing out 27-30, 26-30, 26-30 against the silver medallist of the 2015 World Championships at the Riocentro Pavilion 6 on Monday. Both boxers were a bit cagey in the opening exchanges with Uzbek using his height to land long range punches. The shorter Vikas was forced to keep his guard up and come into the Uzbek. The tempo picked up as the first round wore on and an aggressive Vikas attempted to dominate the Uzbek with powerful body shots and jabs to the face. The judges ruled 9-10, 9-10, 9-10 against Vikas after the opening round which seemed to affect his focus in the next two rounds.
