KOHIMA, AUG 16 (NPN): Nagaland governor, P. B. Acharya, has said that the opportunities for development and determination of the government should not be sabotaged by the greed and “petty desire” of the people. Addressing media persons at Raj Bhavan here on Tuesday, the governor said mindset of the people was somewhere becoming an obstacle to any development project that comes to Nagaland. Asserting that no public project should suffer because of individual greed, Acharya appealed to the people to change the mindset. He maintained that whenever there was a public cause, the people should think about contributing. Commenting on Dimapur-Zubza railway line project, Acharya that said all efforts from the Railway Ministry was going well. The governor, however, regretted that a letter he received from “Dhansiri people” with around 25 signatories has refused to give land at the current compensation rate on the grounds that hill people were paid more than them per sq ft. Stating that he has asked the chief minister to have a talk with them, Acharya said he would also convene a round table meeting with them along with the railway authorities. Power outage in 3 districts
DIMAPUR, Aug 16 (NPN): Department of Power has informed that the power supply to Longleng and Mon districts and also Changtongya and Tuli area under Mokokchung district has been disrupted due to a major line snap caused by lightning strike damaging the insulators along the 66 KV Mokokchung-Tuli transmission line on August 15, 2016 at Liroyimti near Changtongya, Mokokchung. In a press release, Mokokchung Transmission Division executive engineer Mhonlumo Kikon stated that restoration work was going on in full swing and requested affected electricity consumers to bear with the situation.

He said with each passing day, a small number of people, landholders were asking for more and more land compensations. Because of this, the governor said the project was in standstill. Maintaining that there were great expectations from the Angami community, the governor said they therefore needed to have a big heart and sacrifice little for the public as true Christians. On the 33% women reservation in civic polls, the governor appealed to the state government to convince the people having different opinions on the reservation and conduct the election as early as possible. On the March 5, 2015 incident, Acharya said the judicial team that was set up was yet to give its report. In this regard, the governor said he
has asked the state government that if that was not acceptable, then new team should be set up, judges be appointed and come out openly and take strong action against the accused without any discrimination. Further, Acharya said he has asked the state government to enact the Lokayukat Bill at the earliest since he has been receiving many complaints over the delay of the bill. He also informed that vigilance commission’s action should be more transparent and people should know what is happening. On the ongoing Naga peace talks, governor said there was a hope that something concrete would come up in the “near future”. He appealed the other groups to join the peace talks. The governor said Wockhardt Foundation from Mumbai was interested to share the development of Nagaland and willing to strengthen the government schools by introducing e-learning. Disclosing that 28 schools have been identified to introduce the e-learning educational system, Acharya said the team would arrive next month. Expressing his displeasure over the poor performance of the government schools, the governor said that there were more than 1600 government schools including primary schools yet he was not really happy about the results. Asked about delay of releasing salaries to the teachers, he said though chief minister was working out since last year with sincerity, it has not able to achieve and said state government should speed up. Acharya also informed that as committed by him during the Rengma Students’ Union conference on December 17 last, almost 99 % was complete for establishing Government College in Tseminyu sub-division.
Zoram urged to start peace deal with NSCN (K) AIZAWL, AUG 16 (PTI): Mizo National Front (MNF) president Zoramthanga has said the Centre and the Myanmarese gover nment have urged him to initiate a peace deal with NSCN’s Khaplang faction. “The Prime Minister’s Office has urged me to make contact with Khaplang, while the Mynamarese government has asked me to meet the Naga leader” to initiate peace talks with NSCN (K), Zoramthanga said while addressing a party programme here. The former Mizoram chief minister had broken the impasse between the Centre and the NSCN (I-M) when he had met its leaders Th. Muivah and Isaac Chishi Swu in Bangkok in October, 2002 during the Atal Bihari Vajpayee regime. His intervention resulted in resumption of the stalled talks and finally culminated into signing of the Naga Accord in December last year. In July, India had asked Myanmar to act against four top leaders of the NSCN (K), including its chief S.S. Khaplang, accused of the ambush on an army convoy in Manipur in June last year in which 18 soldiers were killed. The message was conveyed to a Myanmar delegation, led by deputy minister for Home Affairs Major General Aung Soe who was on a visit to India.

Rajnath reviews security situation NEW DELHI, AUG 16 (PTI): Home Minister Rajnath Singh today reviewed the security situation in violencehit Jammu and Kashmir and is understood to have given instructions to avoid casualties of both civilians and security personnel. Singh also took stock of the situation in Assam in the wake of militant attacks. Top security officials including National Security Advisor Ajit Doval, Union Home Secretary Rajiv Mehrishi and chiefs of intelligence agencies briefed the Home Minister on the prevailing situation in Jammu and Kashmir, which has been witnessing unrest after the killing of Hizbul Mujahideen terrorist Burhan Wani more than a month ago, official sources said.
A CRPF commanding officer was killed yesterday and nine other personnel of the paramilitary force were injured in a militant attack in Nowhatta in downtown Srinagar. Five persons were killed and several others injured today in security forces action against stone-pelting protestors in Budgam and Anantnag districts. Singh instructed officials to try their best to restore peace in the border state as early as possible and avoid casualties of both civilians and security personnel, the sources said. The Home Minister was given a detailed briefing on the infiltration bid along the Line of Control (LoC) in Uri sector of Kashmir, where five militants were killed by security
forces yesterday. The sources said the Home Minister was briefed on the overall security scenario in the country and the steps taken to foil any attempt by terrorists and other elements to disturb peace anywhere in the country. Singh also reviewed the situation in Assam where suspected ULFA militants exploded a series of five bombs in Charaido and Tinsukia districts as the state was celebrating country’s 70th Independence day yesterday. However, there was no casualty or injury in any of the explosions. On August 5, 14 people were killed and over 20 injured by NDFB (Songbijit) insurgents at Balajan in Kokrajhar district.
Five killed in new Kashmir violence
Srinagar, Aug 16 (IANS): Five civilian protesters were killed in firing by security forces as fresh violence erupted in the Kashmir Valley on Tuesday, taking the toll to 65 in the weeks of unrest triggered by the July 8 killing of a popular rebel commander. A police officer told IANS here that four protesters were killed in Budgam district and one more in Anantnag. The officer said the protesters, shouting anti-India and pro-freedom slogans, threw stones at the security forces in Budgam’s Aripanthan village, some 30 km from here, in central Kashmir. The security forces opened fire to bring the situation under control. One person was killed on the spot and three more succumbed to their injuries at a hospital. More than a dozen persons sustained injuries in the incident.
Another civilian was killed when security forces fired at an unruly mob who were throwing stones at police and paramilitary troopers in Larkipora village of Anantnag district, some 60 km south of here. At least a dozen protesters were also injured in the violence, the latest in a series of clashes that have rocked the Kashmir Valley in more than five weeks. The valley has been on the boil amid curfew and separatist shutdown that continued for the 39th day in a row on Tuesday. Police said curfew and restrictions would continue in all the 10 districts of the valley. Separatists have already extended their protest shutdown to August 18. All educational institutions, shops, public transport and other businesses have remained shut since July 9, a day after Hizbul Mujahideen commander Burhan Wani was killed.

DIMAPUR, AUG 16 (NPN): ACAUT Nagaland has alleged that the Health & Family Welfare (H&FW) department, in blatant violation of the state government’s office memorandum (OM) issued on June 6, 2016, and the High Court’s order dated August 5, 2016, was conducting an “illegal ‘Suitability Test for Regularisation’ of 19 contract doctors (2009-11 batch) and two x-ray technicians” on August 17 at the Conference Hall, H&FW directorate. In a press release, ACAUT said the “so-called suitability test” moved by secretary, H&FW, for regularisation of contract employees was violative of both the latest OM, 2016, and the HC judgment, which not only banned all kinds of contract appointments but also barred regularization of contract appointees. ACAUT pointed out that the latest OM, 2016, made explicit mention of Dr. Atouzo Vs. state of Nagaland case whereby the Guwahati High Court, Kohima Bench, rendered illegal the regularization of 13 Veterinary Doctors and dismissed their ap-
pointments with the remarks “such regularization was illegal, unconstitutional and arbitrary.” Quoting extensively from Umadevi case, ACAUT said the High Court noted that “The entry of these appointees into the service having been achieved through back door cannot acquire any right and so regularization of their services would amount to negating the prescribed procedure at the cost of Articles 14 and 16 of the Constitution of India.” Thus, ACAUT said that it was incumbent upon the H&FW department to not only stop the illegality of the regularisation process as conducted by it but to allow all the contract posts in the department to lapse since the 19 doctors were appointed between 2009 and 2011. It added that the necessary one year contract period has already lapsed. Maintaining that the posts of Medical Officers (MO) come under the purview of NPSC examination, ACAUT said the Cabinet or the P&AR department therefore cannot regularise any posts.
D I M A P U R , AU G 1 6 (NPN): Nagaland Government Registered Class-1 Contractors’ Union (NGRC-1 CU) on Tuesday said corruption was one of the few causes responsible for bad roads in the state. In a press release, NGRC-1 CU president Seyiekuolie and general secretary L. Pukhato Shohe alleged that the system was not followed while awarding works. The union claimed that awarding works in ‘table tender’ invited the “practices of deduction of certain percentages such as party fund which is to be deposited to the most highly respected office i.e. no other than the ‘Chief Minister Office’(CMO Nagaland), minister commission and several other commissions including factions and several other taxes both legal and illegal.” Asserting “enough is enough”, the NGRC-1 CU
said the politicians instead of giving excuses of not having money for roads should “first stop practicing the so called ‘commission/party fund’ and just strictly follow the rules and norms as laid down in NPWD Code as well as CPWD Code and do away with the works which is in total violation of all ethics of technicalities.” Meanwhile, NGRC-1 CU has appreciated Lotha and Rengma community for their fight against the bad roads particularly NH-2, which was also one of the lifelines of the state. The union fur ther shared solidarity with the tribal hohos of both Lotha and Rengma, youth, students, women community and Lotha–Rengma Class-1 Contractors’ Association for holding protest against the bad road particularly the NH-2 crossing the Rengma and Lotha areas. It said the road has been neglected for the last
several years and brought so much of hardships to all the people in the state and more particularly upon the two communities. NGRC-1 CU maintained that the two communities’ fight for good road was a very good cause as it was for every citizen in the state. “Citizens have the right to demand good roads and the government as a welfare state is responsible for all the bad roads,” it said. The union asserted that the state government and the central government must hear the cry of the people and admit that deplorable road condition was one of the major public grievances. NGRC-1 CU also cited cases where serious patients were compelled to be airlifted from different districts to Kohima or Dimapur due to deplorable road condition just to save one’s life but was borne by selling off valuable properties.
No Indian airport can stand Brussels-like attack, warns IB NEW DELHI, AUG 16 (AGENCIES): Amid growing concerns over safety of Indian airports, the Intelligence Bureau issued a fresh warning on Tuesday, saying that no Indian airport is fully equipped to stand a Brussels-like terror attack. The warning holds significance in the wake of reports that India has not accorded specialised CISF security cover to over two dozen of its operational airports owing to lack of funds, reports Zeenews. Importantly, the Centre also rejected the Civil Aviation Ministry’s proposal for a specialized force called Aviation Security Force for ensuring security at the Indian airports and, instead asked the Central Industrial Security Force (CISF) to guard all Indian airports. A total of 27 functional airports are being secured by other security forces like CRPF, India Reserve Battalions (IRBs) or state police units, keeping the designated aviation security force CISF out. Earlier this year, a report by the Parliamentary Standing Committee on Transport, Tourism and Culture had expressed its concern, saying it found it ‘’quite scary to know that the security of eight of hyper-sensitive and 19 sensitive airports are not
covered by the CISF which has now become the only specialised force for aviation security.” Nearly 1.42 lakh personnelstrong CISF has a dedicated and trained unit for the task under its establishment called the Aviation Security Group (ASG) and has almost 22,000 men and women commandos in it headed by an Additional Director General-rank officer. The force was first tasked with airport security in the year 2000, beginning with the Jaipur airport, in the aftermath of the hijack of Indian Airlines flight IC-814 and its last ASG was inducted at Diu airport in 2011. A report prepared by the CISF and intelligence agencies also echoed similar concerns underlining the need for stepping up security at the airports. Out of the 26 hyper-sensitive airports in the country like the ones in metro cities of Mumbai and Delhi, 18 are under CISF cover while six like Srinagar in Jammu and Kashmir and others are not. Under the sensitive category there are 56 airports out of which only 37 have the paramilitary’s cover and amongst 16 normal airports only four have CISF security. To sum up, out of the total 98 func-
tional airports in the country, 59 are under CISF cover leaving out 39. Out of the 59 airports under CISF cover, 53 are operated by the Airports Authority of India (AAI) and six by joint ventures or private players. Staff Reporter adds: With regard to Nagaland’s only airport at Dimapur, the CCTVs installed at the airport seem to be non-functional. Sources said that the issue was raised during several meetings, however the outdated CCTVs, continue to stand as it is. Unless the authority concern takes up the matter seriously, thing would remain the same, sources said. “We cannot let something happen and realize that there was a loophole, compromising with the airport security,” an official said on condition of anonymity.
MHA orders security audit
Facing threat of terror attacks, the Home Ministry has ordered security audit of nearly 100 civil airports and decided to bring all such facilities under CISF cover gradually. It has also planned random checking of incoming air travellers at the entrance of airports. Standard Operating Proce-
dures (SoP) for random checking of incoming vehicles of air travellers in city side approach, thorough checking of cargo and detection of flying objects and drones are also being drawn. A Civil Aviation Ministry’s proposal to raise a separate force for aviation security has been turned down and all airports will be brought under the security cover of the Central Industrial Security Force gradually, official sources said. The decisions were taken at a high-level meeting attended by Minister of State for Home Kiren Rijiju, Minister of State for Civil Aviation Jayant Sinha, National Security Advisor Ajit Doval and top officials of Ministries of Home and Civil Aviation here on August 5. “We are going to completely overhaul the security apparatus of all airports. A dedicated plan is being worked out. Security audit of all airports have been ordered and based on the report, their security will be upgraded,” Rijiju told reporters here. The meeting decided that 98 civil airports in the country will be brought under the security cover of the CISF, the specialised force for airport security.
DIMAPUR, AUG 16 (NPN): Mokokchung Chamber of Commerce & Industries (MCCI) in a press note said it was dismayed with the Power department “for their utter incompetence in performing their duty in the service of the people”. MCCI president Tsukti Longkumer and general secretary Limalenden Longkumer stated that it was “stupefied by the department’s downright ineptness in maintaining decent public relations with the consumers, the tax-payers and the people in general”. Extending its support to the 15-day ultimatum served by the All Ward Union Mokokchung Town on August 8, MCCI said the department would be held responsible for any untoward situation that may crop up. It said that ever since the 5MVA power transformer broke down at Mokokchung power House on July 15, for the second time in less than a year’s time, the people of Mokokchung have been left reeling under acute power crisis. “The people in general are being subjected to unprecedented inconveniences but the worst affected are the members of the business community.” MCCI stated. With irregular power supply in Mokokchung town and adjacent areas for a month now, MCCI said the business community has been accruing losses worth crores of rupees already. MCCI said that the Power department should realize by now that the patience of the people was running thin. “Sections of the business community, those particularly affected worst by the power crisis, are on the verge of going bankrupt as theirs are businesses wholly dependent of electricity,” MCCI said. It further extended support to the Ao Kaketshir Mungdang, All Ward Union Mokokchung Town and the Mokokchung Town Lanur Telongjem’s position on the issue. While stating that the department may claim to be doing what it thinks is best to restore uninterrupted power supply, MCCI however reminded that “their incompetence, ineptitude and inefficiency are now being too well exposed.”
NPSC aspirants to file RTIs in all offices DIMAPUR, AUG 16 (NPN): Frustrated over fewer numbers of posts advertised for NPSC’s non-technical exam this year, members of social media group “NPSC ASPIRANTS” have decided to file RTI in all government offices. According to the group’s member and NPSC aspirant, Ngukato K. Tsuipu, “it (RTI) would unearth backdoor appointments that have been made during the period 06.08.2005-06.08.2016.” It alleged that despite P&AR Office Memorandum No.AR.4/ ASSO/(C) Dated 26.02.2001, there has been rampant backdoor appointments in many departments thereby depriving opportunities to genuine and deserving candidates. With the ever increasing number of NPSC aspirants/candidates every year, Tsuipu said the number of posts advertised for NPSC (non-technical) exam 2016 has drastically shrunk to the lowest point in recent years. It said judging by previous year’s records, the number of candidates was expected to rise above the 16000 mark in 2016, which means out of 16000 candidates only 366 candidates would be selected to sit for mains exam (48X7=366). While out of the 366 candidates, only 144 will be selected to sit for viva-voce (48X3=144) and finally only 48
candidates out of 16000 will pass the said exam. “A ratio of 333.33 person per posts (16000÷48) is quite astounding!” it added. As the state lack opportunities in private sectors to accommodate the ever rising unemployed youths, the aspirant said “public offices seem to be the only hope in store for us.” However, all hopes are dashed into pieces as larger number of posts are stashed away by means of backdoor appointments, Tsuipu alleged. The frustrations for many, after years of futile attempts, have compelled most youths to join anti-social forces. “We strongly assert our point of demand that the right of employment in government offices should be availed to all and conduct of its entry should be of free and fair trial i.e through open competitive exams,” Tsuipu said. The group further demanded that all candidates holding post that falls within the purview of NPSC be immediately terminated and requisition be send to NPSC for conducted of exam to the said posts without any delay. The group also appealed to PIOs APIOs in all offices to provide correct information without any bias. The group in this regard appealed to all right thinking citizens to extend support to their cause. K Y M C
