Kashmir unrest continues

SRINAGAR/ ISLAMABAD, AUG 17 (AGENCIES): Two soldiers and a policeman were killed in a pre-dawn attack on Wednesday when militants ambushed an Indian Army convoy on a highway in north Kashmir’s Baramulla district -- the second deadly strike on security forces in three days. The attack comes amid the deadliest Kashmir unrest in six years that began after the July 8 killing of rebel commander Burhan Wani. The militant’s death has provoked angry protests by Kashmiri youth who hail Wani as their hero. As the street unrest continues, militant violence has also escalated in the state. Security officials blamed the unrest on the surge in militant attacks after years of decline. “Militants have been able to consolidate as security forces remain busy in controlling the unrest,” a top police officer told IANS in Baramulla where the latest attack occurred. The officer said heavily armed men ambushed an army convoy near Baramulla town around 3. 30 a.m. and killed two soldiers. They struck again and killed one policeman when a police deployment reached there. Authorities have said some 60 militants have managed to sneak into the valley from Pakistan in the weeks of unrest. At least four security personnel were injured in the attack, which comes two days after militants killed a para-

CEO informs on special summary revision of PER DIMAPUR, AUG 17 (NPN): Chief Election Officer (CEO), Nagaland has informed that the Election Commission of India (ECI) has announced the schedule for Special Summary Revision of Photo Electoral Roll (PER) with reference to January 1, 2017 as the qualifying date. ECI has informed that the revision would be a Special Summary Revision in all States and Union Territories (except certain Assembly Constituencies of Andhra Pradesh and Telangana). As per the revision schedule, the date of publication of electoral rolls has been fixed as October 1, 2016 and claims and objections can be filed till October 31, 2016. Reading of relevant part/ section of photo electoral rolls in gram sabha/local bodies and RWA meetings etc and verification of names would be taken up on October 7 and October 14, 2016. Special campaign dates with booth level agents of political parties for receiving claims and objections would be carried out on October 8 and October 22, 2016 while disposal of claims and objections by November 30, 2016. Updating of database, merging of photographs, updating the control tables and preparation and printing of supplementary list would be done by December 24, 2016 while final electoral rolls would be published on January 10, 2017.

Ao Senden president Imolemba Jamir and general secretary S. Panger Ao said they were surprised over the state government’s hustle to implement the said act when even the Parliament was yet to pass the act. “It is also totally in contrary to the Indian constitution Article 371 (A),” the Senden stated. Hafiz Saeed asks Pak to send troops into Kashmir

Jamaat-ud-Dawa (JuD) chief Hafiz Saeed commenting on the recent Kashmir issue has asked Pakistan military to send its troops into Kashmir to teach India a lesson. KMC asked to continue with open tender system DIMAPUR, AUG 17 (NPN): A joint meeting between the Kohima district administration, Kohima Municipal Council (KMC), Kohima Village Youth Organisation and Kohima Chamber of Commerce and Industries was held at DC’s conference hall on August 16. According to an official bulletin, the meeting held under the chairmanship of additional deputy commissioner (ADC) Kohima, Lithrongla Tongpi discussed that the tender system for permits for importing essential commodities to the municipal area was not good for the market in particular and the public in general and that it should be done away with.Following the discussions, the KMC was asked to continue with the old system of open tender until a concrete direction is received from the government. The meeting also decided to write to the government on the issue of tendering of essential commodities in view of the negative impact of tendering of coupons on prices of essential commodities. Further, the meeting decided that traders would inform the administration and police if anybody forced them to buy their coupons and that necessary action would be taken against such perpetrators. KVYO was requested to keep on hold its proposed actions in view of the positive deliberations.

Naga bodies urge GoI to release all political prisoner

DIMAPUR, AUG 17 (NPN): Naga Hoho (NH), Naga Mothers’ Association (NMA) and Naga Students’ Federation (NSF) while appreciating Government of India (GoI) for releasing Anthony Shimray on bail, reiterated its appeal to release all other Naga political prisoners irrespective of groups/factions without delay. In joint statement, presidents of NH, P. Chuba Ozukum; Abeiu Meru (NMA) and Subenthung Kithan (NSF) said that the Naga mass based organizations have been appealing to GoI time and again to release all Naga political prisoners ever since the signing of cease fire agreement with different Naga political groups. However, they expressed dismay that many Naga national workers, booked under the guise of various draconian laws, were yet to obtain justice even during the cease fire period. They said that the release of Anthony Shimray by GoI, who is part of the peace negotiating, was a sign of demonstration of the sincerity and seriousness of the peace process. Shimray, was granted bail on August 2 by a special court in New Delhi in a case under the anti-terror act, after NIA said his bail was “important in the interest of peace negotiations between NSCN (IM) and the Government of India”.

YANGON, AUG 17 (AGENCIES): Rescue operations have not yet reached many diseaseaffected villages in the Naga Self-Administered Zone as of August 17, though the Council of Naga Affairs (CNA) has met with Vice President Henry Van Thio twice—once in Yangon on August 14 and once again in Nay Pyi Taw on August 16, reports Myanmar Eleven. Ke Jung, the information officer of the CNA, said: “The vice president confirmed that seven tonnes of food and Ks 50 million have been sent to allow for immediate rescue operations when we met yesterday evening. He said he has to report other details of the process to the President’s Office and the State Counsellor’s Office.” Food and rescue funds sent by the government reached Hkamti Township but not to Lahe Township because of bad weather in the area. The Naga leaders still expect rescue materials from the government to reach Lahe, though some of the provisions may expire before they reach the diseaseaffected villages. “We suggested to the vice president that the rescue team should wait in Hkamti until the weather is good and to send the materials onward then. I suggested to him that even if a helicopter cannot go to Lahe, it can deliver the goods to Thakyan, which is close to Lahe,” Ke Jung told the Myan-

UNTABA slams discordant voices on border issue

DIMAPUR, AUG 17 (NPN): Drawing attention on reports appearing in the August 17 issue of local newspapers, United Naga Tribes Area Border Association (UNTABA) has slammed the statement purportedly made by the state home minister which it described as “not only nonsensical but completely contradicting the Border Affairs department” . UNTABA chairman Hukavi T. Yeputhomi and general secretary Imsumongba Pongen in a joint statement quoted the home minister as stating that all efforts had been made to secure Nagaland border. They said this was contradictory to the Border Affairs department which was seriously involved in litigation of the border dispute for the past three decades filed by the then AGP government of Assam. They said Nagaland was respondent No.3 in the Civil Suit No.2 in which Assam claimed in the Supreme Court that the inter-state boundary

between Assam and Nagaland was yet to be clearly demarcated. They said the “lame utterances” of the minister showed lack of co-ordination among government authorities and also revealed complete lack of responsibility and political will. This has only created more confusion among the people on an issue that confronted them daily. UNTABA pointed out that Assam deployed 47 Assam Police posts along the border and even inside Nagaland while Nagaland has only 14 Nagaland Police posts since the 1972 interim agreement between the two states( as per figures with Border Affairs department) and reaffirmed in 1979. As per the agreement, UNTABA said administrative power was given Assam on the condition that it would not permit any settlements in the disputed border. However, even before denotifying the reserved forests, Assam allowed border areas to be completely

deforested to facilitate illegal settlements to people with doubtful origin. It said the entire border from Doldoli Reserved Forest near Dimapur, to Tiru Reserve Forest and Abhayapur Reserved Forest in Mon districts have today become townships. UNTABA criticised successive governments in the state for overlooking “such hard realities”. The signatories maintained that UNTABA continued to urge and campaign with the state government to sincerely pursue the right perspective – fight vigorously for implementation of the Interim Agreement “in letter and spirit” through eviction of illegal settlements facilitated by Assam, in borer areas of all reserves forests. They said UNTABA reiterated its demand for implementation of the 16 Point Agreement between the government of India and people of Nagaland during formation of Nagaland state.

A lack of infrastructure and a poor transportation system are the root causes of several complicating factors in Naga, including malnutrition, starvation and low levels of health knowledge. These conditions also contributed to the severity of the ongoing measles outbreak. According to the CNA, people die from malnutrition in the Naga SAZ every year. Obvious starvation hit the area in 1970, 1979, 1980 and 1981. Serious starvation hit the area in 1997 and 1998, killing many people.

Call to observe anti-dengue dry day DIMAPUR, AUG 17 (NPN): In view of the household based field study proposed to be conducted by Urban Vector Borne Disease Scheme, Dimapur, which shows high rate of presence of Aedes Aegypti (Vector of Dengue) in and around Dimapur, the Vector Borne Disease Committee has decided to hold Anti-Dengue Dry Day Campaign on Saturday every week in Dimapur town. In a press release, the deputy commissioner (DC) Dimapur, Kesonyu Yhome, has therefore requested all the residents of Dimapur to observe anti-dengue dry day camping in and around their homes. During this campaign, DC said the citizens would clean all stagnant water inside and outside their homes like water in coolers, in water tanks, in flower pots, in coconut shells, broke/discarded vessels, tryes etc. Since this species of mosquito needs around one week to complete its life cycle, DC said the exercise needs to be carried out at least once a week to protect oneself from Dengue.

Apok Jamir said the tourism potential of the village would be a boon for the department to become a reality. Addressing a function to mark the occasion, Apok described the Village Bee Keeping Committee (VBKC) which used the rare traditional bee keeping method, as the best attraction for promoting tourism. Apok pointed out that nature was the strength of tourism and economic viability while the other was the unique Naga traditional practices. This attracted many tourists in the recent years and villagers now look forward to promote tourism by constructing tourist guest house village. Mima village was declared as Honey Village by the state government in 2006. The honey village has more than 2000 varieties of beehives where more than 4000 litres are harvested in a season.

NEW DELHI, AUG 17 (AGENCIES): Tamil Nadu speaker P Dhanapal on Wednesday suspended all 89 DMK MLAs for a week from the Assembly for continuous disruption of proceedings. Trouble erupted during the debate on demands for grants for the Housing and IT departments when AIADMK member S Gunasekaran, without naming Stalin, made some remarks about the ‘Namaku Naame’ programme undertaken by the DMK Treasurer in the run up to this year’s assembly election. During the ‘Namakku Naame’ programme, Stalin had extensively toured the state and interacted with people. The remarks about the programme triggered strong objection from the DMK members who wanted the Speaker to expunge them. Dhanapal, however, said the MLA had not made any pointed reference to anyone and therefore there was no need to expunge the remarks. DMK Deputy Leader Durai Murugan said Namakku Naame was an ini-

‘Energy efficient Kma’ launched

DIMAPUR: To mark the occasion of Independence Day 2016 celebration, the Kohima District Administration has launched the ‘Energy Efficient Kohima’ at Deputy Commissioner’s (DC) Conference Hall, Kohima on August 15. According to DIPR report, the programme was initiated by the District Administration Kohima towards ‘Energy Efficient Kohima’ in collaboration with the Energy Efficient Service Limited (EESL), a public sector body of Government of India implementing the UJALA scheme. Speaking on the occasion, DC Kohima, Rovilatuo

Mor IAS, stated that the initiative of the programme was taken up for the benefit of individual consumer of power in the district. Under the programme LED light bulbs would be distributed to some selected villages at subsidized rate of Rs. 70 per bulb (market price Rs. 699) while selected welfare homes would be issued free of cost with all the transportation expenditure borne by the District Administration. The DC asserted that the use of LED bulbs would consume less electricity which would drastically reduce the electricity bill and save the

power consumption in the district. With the launching of ‘Energy Efficient Kohima’ for few selected villages and welfare homes in Kohima town, DC expressed hope that it would go a long way in strengthening energy power consumption in the district. In this regard, DC urged the selected beneficiary villages to ensure that individual’s name and LED bulbs rate should be properly recorded and maintained and to deposit back the amount of LED bulbs to the DC’s Office. He also informed that the concerned area district

administrators would cross check and verify the status of the implementation in their respective areas. During the launching programme, a MoU was signed between the District Administration, Kohima and EESL to cover all the villages and towns of the district as long as the implementation was practicable. Additional commissioner, Reny Wilfred IAS (P) who gave a brief report on the initiative said that the initiative was taken up to solve the power consumption issue and transformer overload problems. The EESL official from Kolkata shared the success story of LED bulbs implementation in other states so far. He also highlighted the aims and objective of the National UJALA Scheme under the Union Ministry of Power, Government of India. NBSE notifies on financial literacy examination DIMAPUR: Nagaland Board of School Education (NBSE) has notified that the examination for Financial Literacy Class IX would be held on August 24. According to DIPR report, schools offering Financial Literacy course have been informed that: the examination would be conducted from 9:30 a.m to 11:30 a.m, the question paper would consist of Multiple Choice Question (MCQ), the result shall be submitted to the Board on or before August 31, 2016, toppers from each school shall be awarded a certificate of merit provided they score a minimum of 90% marks and above, and the teacher from the State topper school shall be awarded a certificate of appreciation. Clarification on Aug 11 rape case DIMAPUR: The Merhulietsa (MRH) Panchayat, Merhulietsa youth and women organisation, has clarified that the alleged accused in the rape of a minor on August 11 namely Meyikumzuk was neither a member nor a resident of Merhulietsa colony, Kohima but resides at his native village. In a press note, chairman, Merhulietsa Panchayat, Tehievi Noswe, and general secretary, Hukato Chishi chairperson, MRH Women Organisation, Kaholi Yepthomi, and president, MRH Youth Organisation, Thepfuvio Zatsu, informed that the Panchayat inquired into the veracity of the accused Meyikumzuk claimed membership of the colony and ascertained that the alleged rapist was neither a member nor a resident of Merhulietsa

H&FW informs on renewal of class B homoeopaths DIMAPUR: The Department of Health & Family Welfare, in a public notice stated that the Nagaland State Government in consonance with Section 24 of the BJYM Nagaland officials along with civil hospital blood Nagaland Homoeopathic bank officials on August 15 at civil hospital Dimapur. Medicine Act, 1996 (Act IV of 1997) which confers the exercise of powers to the State Government to make rules from time to time consistent with the Act, invites for renewal of Class B Homoeopaths registered in the Board of Homeopathic System of Medicine, Nagaland within 3 three months starting from August 2016. According to DIPR report, the practitioners should be personally present for verification with all required/relevant documents of qualification and practice. As per Section 10 Clause (i) of the Nagaland Homoeopathic Medicine Act, 1996 (Act No.4 of 1997) states that the registered homoeopaths shall receive licenses to practice homeopathy in the State of Nagaland provided the Class B practitioner qualifies the following:a. Those who are presently practicing homoeopathy in Nagaland. b. Those who were residing in Nagaland during the time of their registration by providing the following original documents as proof of their residency in the State. c. Per manent Residence Certificate issued by the respective district administrative authority of the Government of Nagaland. d. Address proof of their clinic/place of practice by the Colony/locality Goanbura or local authority. e. Trade license from the local authority. IMPHAL, AUG 17: A mini tuck was torched and a tanker driver sustained head injuries as blockade supporters resorted to violence activities on the second day of the week-long economic blockade on national highways in Manipur imposed by All Manipur Written Test Successful Candidates of Manipur Police Constable Male 2013. The mini truck ferrying betel leaf was set afire by the blockade supporters on Imphal-Jiribam section of NH-37 while the tanker driver sustained injuries in stoning along the Imphal-Mao section of NH-2. All Manipur Written Test Successful Candidate of Police Constable, Male, 2013 imposed the economic blockade on all national highways of the state from midnight of August 16 till mid-night of August 23 after state government failed to declare the result of the viva voce held in 2013 by August 15. Following the blockade, normal movement of goods trucks on the national highways, particularly on NH-37 and NH-2, has been disturbed since Tuesday. A police report said that blockade supporters set afire the Imphal-bound mini truck (MN-01-8656) loaded with betel leaf at a place between Langkhong and Awangkhul along the NH-37 under

IMPHAL, Aug 17: Alleging that contractors in Manipur’s Naga area take recommendation from the NSCN (I-M), Manipur Naga People’s Front (MNPF) said that the outfit will start checking on the development works execution by the contractors. In a statement signed by assistant publicity secretary MNPF, Thomas Numai, alleged the NSCN (I-M) will start checking on the development works execution by the contractors to strengthen the development in the hill area, particularly in the Naga areas of Manipur. “For the last 20 years 90% of the development works of the hill areas particularly in the Naga areas have been spoiled by NSCN (I-M),” it stated. “It’s really wonder and very unfortunate on the part of the Manipur Government accepting the NSCN (I-M) recommendations to award any work order,” MNPF rued. Questioning whether the government of Manipur was under NSCN (I-M), MNPF warned and appealed to all the contractors not to take any NSCN (I-M) recommendation to award the work agency.

IMPHAL, Aug 17: Barely a day after he broke his silence since Manipur police declared him ‘wanted’, former JCILPS convener Kh Ratan Wednesday joined the relayhunger strike of the JCILPS volunteers staged in Imphal’s Keishampat junction. Police couldn’t arrest him even as women volunteers of the JCILPS converged in large number at the protest site to prevent the police from arresting Ratan. Khomdram Ratan who was then convener of the Joint Committee on Inner Line Permit System (JCILPS) was declared ‘wanted’ by the Manipur police on June 2 last with a reward of Rs. 5 lakh for any informant who could provide information leading to his arrest. Ratan tendered his resignation as convener of the JCILPS on the next day. Since then he refrained from appearing before the media. However, he unexpectedly gave a media briefing late Tuesday somewhere in Imphal area. He alleged the government and the state police of violating the Constitution

to declare him “wanted” to show him in bad light. Expressing dismay, Ratan had reiterated that he had never violated the Constitution and he spearheaded the Inner Line Permit movement to protect the indigenous people in the state. His media appearance came after the High Court of Manipur reserved its verdict on a criminal petition filed by him (Ratan) in the court with a prayer for quashing the case on Tuesday. Police declared him wanted after a criminal case was registered at Singjamei PS of Imphal West against Ratan on June 2, alleging him to be a member of the banned outfit, United National Liberation Front (UNLF), and for indulging in prejudicial activities against the state, promoting social unrest and enmity among different groups of people living in the state in recent past. Volunteers of JCILPS (Women Wing) are staging the relay-hunger strike since August 3. Besides demanding the ILPS, the activists were demanding roll back of ‘wanted’ tag labelled against the former JCILPS convener.

DIPHU, AUG 17: Chief executive member (CEM) of Karbi Anglong Autonomous Council (KAAC), Tuliram Ronghang, has reiterated the demand for statehood of Karbi Anglong and called for implementation of 244 (A) of the Constitution of India. Speaking on the occasion of the official 70thIndependence Day celebration here at KASA stadium as chief guest, Tuliram asserted that Karbi Anglong with a total area of 10,434 Sq Km was much larger than several states in the country, including Goa and Sikkim, but was receiving mush less financial allocation from the centre merely because of the

difference in the political status. The CEM, however, made it clear that the youths associated with extremist organizations like KPLT and UPLA must shun violence and come forward to pursue the cause of statehood peacefully and democratically like the UPDS and the KLNLF. He said that if the KPLT and UPLA shunned violence and embraced peace, the KAAC would extend help. Tuliram also highlighted the achievements made by the KAAC under his leadership and also the plans and programmes chalked out by the BJP government under Narendra Modi and the chief minister of the state Sarbananda Sonowal.

N e w D e lh i , AU G 1 7 (IANS): Former Union Minister Najma Heptulla, who resigned last month after crossing 75 years of age, has been appointed governor of Manipur while Banwarilal Purohit will be the new governor of Assam. Heptulla was among four Governors named by the Centre along with those for Assam, Punjab and Andaman and Nicobar Islands. Heptulla, 76, had resigned from the union cabinet on July 12, almost a week after PM Narendra Modi expanded his Council of Ministers. She had to resign on age grounds as the BJP in an unwritten code had fixed the maximum age for ministers at 75. She will replace V. Shanmuganathan, who as Meghalaya Governor was holding additional charge of Manipur. Manipur, like Punjab, is headed for assembly elections next year. Purohit, former Congressmen from Maharashtra who later joined the BJP, has been three-time Member of Parliament from Nagpur. He also served as MLA in Maharashtra. In the 1980s, Purohit gained ownership of the Nagpur daily newspaper The Hitavada from the Servants of India Society.

Oppn parties in Kashmir to approach Prez, want probe

Leaders of various political parties at a joint meeting convened by National Conference in Srinagar on Wednesday. (PTI) SRINAGAR, AUG 17 (PTI): With Kashmir on the boil, the state’s opposition parties today decided to approach President Pranab Mukherjee to apprise him of the “real” situation even as they demanded a probe by a retired Supreme Court judge into alleged use of excessive force by security personnel. The meeting of leaders of National Conference, Congress and CPI(M) besides some Independents also wanted a special session of the Assembly to discuss the situation and decided to send a delegation of opposition parties to Delhi to press for a dialogue with all stakeholders. They insisted that blaming Pakistan for everything that goes wrong in Kashmir was not the right approach. “We have decided to seek time from the President to apprise him about the real ground situation in Kashmir,” National Conference working president Omar Abdullah told reporters here after the meeting at his residence. The meeting was also attended by Congress leaders including JKPCC chief G A Mir, CPI(M) MLA Mohammad Yousuf Tarigami, Independent MLAs Hakim Mohammad Yasin and Sheikh Abdul Rashid and former minister Ghulam Hassan Mir. “We will try to persuade the (Union) government to take

steps that will at least help in improving the situation in the Valley,” Omar said while referring to the unrest which has been going on for the last 40 days and resulted in the killing of 63 people. The former Chief Minister said the opposition parties have demanded an inquiry by a retired Supreme Court judge into the allegations of excessive force by security forces while dealing with protestors. “Chief Minister Mehbooba Mufti in her speech on August 15 has herself said that some elements in security forces did not follow her instructions (of exercising maximum restraint). So this is an opportune time for a judicial inquiry headed by a retired Supreme Court judge,” he said. He said all the opposition parties were worried over the youth getting killed and injured in security forces’ firing, while the state and the central governments “mishandled” the situation. “We are also worried that the political nature of Jammu and Kashmir has neither been accepted nor understood. When it has not been accepted, it is implied that no efforts have been made to find a solution to it,” he said. Omar said Kashmir is a political issue which needs to be addressed politically. “The first step is to admit

and recognise the anger and then take steps to address it. So far that has not happened,” he said. “The All-Party Meeting chaired by the Prime Minister (on August 12) happened because Parliament was in session and it was the opposition’s initiative that brought the issue twice for discussion. Otherwise, we would not have heard anything from the government,” the National Conference leader said. Asked about the Centre raising the Balochistan issue, Omar said his personal view was that efforts should be focused on setting “our own house in order”. “You (Centre) want to rake up Balochistan, by all means do it but there is a fire burning in Kashmir. It also should be addressed,” he said. On Pakistan’s role, Omar said, “While Pakistan has a habit of fishing in troubled waters, I do not think the present situation is because of it. If we believe that Pakistan is behind all this, it means that we do not have to do anything to set things right.” As far as dialogue with Pakistan is concerned, “we have been votaries of dialogue for resolution. Jammu and Kashmir was made an issue between India and Pakistan way back in 1970s with the Simla Agreement.

India rejects Pakistan’s FS-level talks proposal

NEW DELHI, AUG 17 (PTI): India today rejected Pakistan’s proposal to hold Foreign Secretary-level talks on Kashmir and made it clear that terrorism was “central” to its relations with Islamabad, whose different view and attitude has made it difficult for bilateral ties to grow. Responding to Pakistan Foreign Secretary Aizaz Ahmad Chaudhry’s invitation, India’s Foreign Secretary S Jaishankar expressed his willingness to travel to Islamabad to discuss aspects related to crossborder terrorism which are central to the current situation in Jammu and Kashmir. The response, which was handed over to Pakistan Foreign Ministry by Indian envoy to Islamabad Gautam Bambawale, also maintained that the neighbouring country has no locus standi in addressing any aspect of the situation in J&K, which is an internal matter of India, except to put an end to cross-border terrorism and infiltration. Later talking to the media here, Jaishankar said India has made great efforts to reach out to Pakistan but it clearly faces a unique challenge in Pakistan’s response. “Terrorism issue has become so central to the relationship that it makes the ties difficult to grow,” the Foreign Secretary said. He also hit out at Pakistan, saying while rest of the region is with India in wanting a much more cooperative and connected South Asia, a “standout country’s” view and attitude towards terrorism as an instrument of policy of diplomacy makes it a “difficult partner” in the region. Noting that India has faced a number of cross-border

infiltrations and attacks, Jaishankar said during one such assault a Pakistani terrorist was also caught, clearly showing the neighbour’s involvement. Earlier, while rejecting Pakistan’s offer for talks on Kashmir, government sources said that since aspects related to cross-border terrorism are central to the current situation in J&K, India has proposed that discussions between the Foreign Secretaries be focused on them. “We have also conveyed that Government of India rejects in their entirety the selfserving allegations regarding the situation in J&K, which is an integral part of India where Pakistan has no locus standi,” the sources added. Pakistan had on Monday invited India for talks on Kashmir, saying it is the “international obligation” of both the countries to resolve the issue. The invitation was extended amid tension in bilateral ties due to the war of words between the two nations over the continuing unrest in Kashmir. India and Pakistan have been engaged in a war of words over the statements by Islamabad on the situation in Kashmir which is witnessing a turmoil following the killing of Hizbul Mujahideen commander Burhan Wani last month. Wani was hailed as a martyr by Pakistan, which also tried to internationalise the Kashmir issue with Prime Minister Nawaz Sharif and the country’s foreign office writing to a host of countries besides the United Nations, while India has been maintaining that Pakistan-sponsored terrorism in the Valley is the root cause of the turbulence.

NEP to give boost to Indian languages, says Javadekar NEW DELHI, AUG 17 (PTI): All Indian languages including Sanskrit, will get a boost under the New Education Policy (NEP) that the government is working on, HRD Minister Prakash Javadekar said today. “The policy of the Indian government is that there should be development of all Indian languages. Sometimes I feel, that more than the British, we have anglicised our country in the last 50-60 years. However, English too is a good language,” he said. Javadekar was speaking at the inauguration of an event under which over a dozen institutions including the Rashtriya Sanskrit Sansthan, would hold week-long contests and other activities in schools to promote Sanskrit. On the New Education Policy (NEP), he said the previous commissions had rightfully given a prominent place to Sanskrit. “We are also moving towards NEP and there was a debate in Parliament. Nobody opposed the development of Indian languages because through it we can promote our culture. All Indian languages have their speciality,” he said .

C om munic a ting the Delhi cabinet decision to the media, Kejriwal said: “No new liquor shop with L6 license (government license) will be opened in Delhi.” The decision was taken by the government following several complaints of unruly behaviour from places around liquor shops. The Chief Minister also warned that strict action will be taken against shop own-

ers and managers of existing liquor shops if any wrong activities are reported about them. “If people are upset with liquor shops, then mohalla sabhas (neighbourhood meetings) will decide whether to shift them or shut them down,” Kejriwal said. At these meetings, there should at least be 15 per cent neighbourhood voters and a third of the gathering should be women. A decision needs to be backed by a two-thirds majority. Liquor franchisees need to ensure that there are no brawls outside their shops, asserted the chief minister.

Mess in Indian sports

R

io Olympic 2016 is nearing its end, but India still awaits a tick on its medal tally for this year’s games India sent its biggest ever delegation of 118 athletes to the Rio Olympics and it will be a big achievement if the country can win at least one gold or silver medals. It may be recalled, that at the 2012 London Olympics India sent 83 athletes and won two silver and four bronze medals. Earlier at the 2008 Beijing Olympics, India sent 57 athletes and achieved its best haul and strike rate where it won on gold and two bronze medals. India has a population of 132,88,04,340 but unfortunately, except for cricket played by dozen countries, it is a dwarf among other nations in other sports. Even hockey which used to be dominated by India, today it struggles to reach the quarterfinals in Olympics. In contrast, smaller nations with a fraction of India’s population are doing much better. Fiji with a population of 8,93,000 won one gold medal and Singapore with a population of 54,70,000 also won one gold medal. With a population 6,81,70,943 almost the same with Karnataka, Thailand won two gold and two silver medals so far. Population –wise China and India are the world’s two highest populated countries. By that reckoning, when China so far won 17 gold, 15 silver and 19 bronze medals, India should win at least 5 gold medals. So much has been said and written, about the factors responsible that have led to Indian sports remaining dismal throughout the decades but nothing concrete has been done to change all that. Population may not be a criteria for winning medals but it is simple logic that more people mean more participation. However, the sorry state of Indian sports is not because of lack of sports culture or policy. What ails Indian sports is the problem with the government which feels it is solely responsible for promoting it. In fact, Indian sports under government control will never come to season. That is because the politicians and bureaucrats don’t see beyond controlling sports because they want to call the shots. What those who had won a medal in past games have clearly spoken against government control over sports. Unless politicians are removed as heads of sporting bodies including their chamchas, Indian sports will never get the oxygen and sunshine needed to grow. Take the recent controversies created by central sports minister Vijay Goel’s visit to Rio where instead of trying to learn and understand the problems of the athletes, the government of India was issued with a stern warning because of the behaviour of the minister’s entourage. How Indian politicians and bureaucrats understand their roles was exemplified by Haryana sports minister Anil Vij who went with a nine-member entourage to Rio for the purpose of “learning” other countries have developed sports and bring back some practical ideas. Needless to say, Vij and his entourage were busy sightseeing or shopping according to a newspaper report and had no time to watch the games. There are those who have a misplaced notion on how to encourage Indian sportspersons by praising their efforts especially missing bronze medal(s) by a whisker. If 118 athletes were sent to miss bronze by a whisker, then perhaps it would do the nation proud if only those world class standard athletes and able to win, should be sent.

He simply said to him, “Sell all that you have…and come, follow Me.” Our Lord never pleaded with him; He never tried to lure him— He simply spoke the strictest words that human ears have ever heard, and then left him alone. Have I ever heard Jesus say something difficult and unyielding to me? Has He said something personally to me to which I have deliberately listened— not something I can explain for the sake of others, but something I have heard Him say directly to me? This man understood what Jesus said. He heard it clearly, realizing the full impact of its meaning, and it broke his heart. He did not go away as a defiant person, but as one who was sorrowful and discouraged. He had come to Jesus on fire with zeal and determination, but the words of Jesus simply froze him. Instead of producing enthusiastic devotion to Jesus, they produced heartbreaking discouragement. And Jesus did not go after him, but let him go. Our Lord knows perfectly well that once His word is truly heard, it will bear fruit sooner or later. What is so terrible is that some of us prevent His words from bearing fruit in our present life. I wonder what we will say when we finally make up our minds to be devoted to Him on that particular point? One thing is certain— He will never throw our past failures back in our faces.

s India prepares to commemorate 68 years of freedom from British imperial rule, it may be worth remembering a dusty town in Uttar Pradesh that suffered the consequences of declaring itself an independent country for a few days in 1942.The sovereign Republic of Ballia, headed by Chittu Pandey, managed to survive for some seven days before British-led military and police forces managed to regain control and unleashed a series of atrocities that are still remembered by the descendants of those who were raped, beaten and killed by shooting, firing and burning. At the orders of an English police officer called Fletcher, an estimated 130 leaders of the local independence movement were hanged. Those who were not hanged were forced to climb trees where they were bayoneted. Those who managed to avoid the tree punishments were taken to local jails where they were suspended by their legs and starved. Those who avoided the leg suspension torture were forced to sit together on the floors of the jails where

they were fed chapattis that gave them dysentery. Emerging from the shadows of the town was a young Muslim who was killed when he tried to raise a flag that was not the Union Jack. It is still a matter of local pride in Ballia that before the flag fell to the ground, another volunteer took it upon himself to grab and support that symbol of national pride. Some 11 men were killed one after another by soldiers of the crown. Significantly, this gesture of defiance by the citizens of Ballia was never reported in the British media.

This was during the Second World War when Winston Churchill was Prime Minister. As the war was coming to a close he is recorded as saying that Britain would never give up its Indian Empire. His recoded comments include, “I hate Indians. They are a beastly people with a beastly religion.” Just as shocking were his earlier comments about Mahatma Gandhi. “It is alarming and nauseating to see Mr Gandhi, a seditious Middle Temple lawyer, now posing as a fakir of a type well known in the east, striding half naked up the steps of the vice regal palace, while he is still organizing and conducting a campaign of civil disobedience, to parlay on equal terms with the representative of the EmperorKing.” Churchill did not and could not anticipate that Ballia would ignite the fire which five years later would engulf and destroy colonial rule both in India and beyond. Ironically, the statues of both Gandhi and Churchill today stand close to each other in a prestigious location opposite the British parliament in London.

okayukta is derived from Sanskrit word which means “appointed by the people”. It is ant-corruption ombudsman organization in the Indian states and the origin of Lokayukta can be trace back to the ombudsman in Scandinavian countries. Lokayukta can be defined in simple terms as an Anti-Corruption Act or it can also considered as a watchdog to pinpoint the wrong doing of the administration, to look into the complaints of the people and to suggest measures to imrove the effectiveness and efficiency of the Government. Lokayukta is considered to be one of the most powerful institutes in the country and Lokayukta is a person who is appointed by the Governor, he must be a retired judge of the Supreme Court of India or a retired Chief Justice of a High Court and an independent person not holding any office of profit. The establishment of the institution of Lokayukta in the state is to provide clean, transparent, and accountable Government of the people. The Lokayukta Bill was by the Parliament to fight against corruption. A recipient of First Prize National Award and a social activist Kezhokhoto Savi who has been firmly fighting for the establishment of Lokayukta in Nagaland said that the main objective of Lokayukta is to curb the menace of corruption providing within the State. When any individual makes a complaint against the public servant relating to corruption, mal-administration, favoritism, nepotism, etc, the Lokayukta looks into such matters and investigates and if they find out that the allegations are true, the public servant is punished. Public servant includes the Chief Minister, Cabinet Ministers, the M.L.A, the Vice-Chancellor of Universities, Bureaucrats, Secretaries and the higher-ups of the Government department. Lokayukta is a great check on corruption, bring about transparency in the system, to make state administrative machinery citizen friendly. LOKAYUKTA is needed to check corruption and to curb the menace of corruption and it is urgently needed in Nagaland. And what is CORRUPTION? Corruption means misuse of entrusted power for private gain. Corruption is a form of dishonest or unethical conduct by a person entrusted with a position of authority and very often to acquire personal benefit. Corruption is internationally recognized as a major problem which is capable of threatening the social, Economic, and Political development of a country. As corruption in public life is gross violation of human rights, it is anti-people. The Supreme Court also remarked that corruption is like disease called cancer and if not detected in time it grows bigger and bigger and it will malignise the polity of the country leading to disastrous consequence.

In the context of Nagaland some of the corrupt practices prevailing in the state are as follows:i) abuse of power – using position or status to discriminate somebody or gain something from that person. Some officer avails or uses the services of government employees for their own personal work and benefit such as engaged them i.e the Grade-IV or Constable in their own private works even to the extent of taking care of their aged parents, etc. Engage a recruited batch in cutting fire woods in a jungle bought by an officer for his own personal use or business. Some government employees were denied of their dignity of labor. Government employees support candidate financially and also took active participation in election campaign during the State General Assembly Election. Practices other than ‘One Man One Vote’, commitment or promises of candidates to voters, distributing money, proxy voting, unfair means, booth capturing, providing travel conveyance, supply food or drink or other materials, etc. ii) nepotism – giving jobs to relatives and family members. Appointment in government offices without any advertisement in the press and no selection process is followed. The concerned government approval authority approves candidatures of their own children and relatives, and the appointing authority appointing own sons and daughters and relatives. Huge appointment without having post or sanctioned of posts. Bogus appointments. A person is having appointment in more than one department. Some government employees regularly draws monthly salary without attending office/duty. Appointment of minor and over-age candidates. Fictitious and ghost employees. Politician randomly recommended for appointment. Proxy teachers in government schools. iii) favoritism – giving unfair opportunity to friends. Awarded contract works or supplies in table tender to own choice of people. The influential section of people taking away the shares of the genuine candidates such as relief, grant, subsidy, etc and also materials meant for farmers/cultivator, villagers, widow, BPL, children, old people or senior citizen, persons with disability, including power-tiller meant for cultivators, etc. iv) extortion – obtained by force, threats or unfair means. Deduction of public funds in the name of commission such as several cuts including minister commission & party fund and several others including underground, etc. Deduction of certain percentage from government employee monthly salary by several groups and some DDOs commits breach of trust, diversion of public funds, illegal collection of cash at the check-gates maintained by Nagaland Police & others

on highways, etc. v) bribery – taking money to give people’s job, profession, treatment or dishonestly persuade someone for help through cash. Selling government jobs, etc vi) embezzlement – stealing money or resources that is under one’s control. Misuse of public funds including LADP and no action taken against the irregularities – misappropriation and diversion of various schemes including central scheme especially for infrastructural development, public utility, etc. Wrongfully keeping public finds for development in civil deposit and also delayed necessary payments entitled by contractors and delay release of monthly salaries entitled by government employees. Every year CAG has been submitting its reports of misappropriation of public funds/money and the manner of irregularities in several departments but all these got stuck up with Public Account Committee(PAC) of Nagaland Legislative Assembly. CAG report such as Swimming pool, 146 LADP projects worth Rs.5.18 crores found to be nonexistent, several instances of unexecuted projects detected, serious flaws in ICDS(Integrated Child Development Scheme) implementation in Nagaland - despite of receiving 25364.30 quintal of food items valued Rs. 36.25 crores, the department paid Rs.75.11 crores for supply of 48991.66 quintals of food items(excess receipt of 22255.92 quintals of two food items suggested investigation). Paid Rs. 40.70 crores “without actual receipt of materials, etc. etc. Supply of the items of Public Distribution System (PDS) including Kerosene allocation and the cardholders of AAY, BPL & APL, etc. As per CAG report the highest amount of misappropriation and loss amounting to Rs.402.66 crore involves two cases in Food and Civil Supply department where final action has not been taken by the State Government(Public Account Committee). Youth Resources De par tment at Rs.74.38 crores is the second highest, ironically followed by the Finance Department at Rs.43.69 crores. Case-wise, the Health & Family Welfare, has the highest number, with 9 cases of misappropriation and defalcation. Politicians and ministers/parliamentary secretary randomly taking money from project fund to pay off their debt created during election and non-government body spent huge public funds with politician influence. vii) fraud – making false claims for benefits, etc. False medical re-imbursement or including expensive medicines, cheatingly drawing travelling allowances, leave travel concession (TA/LTC), General Provident Fund(GPF), leave encashment, pension, etc. Press & Media cell, NVCO (Nagaland Voluntary Consumers’ organization)

t is obvious that the Nagas as independent nation is beyond deniable by the entire world as well as by God the creator of this earth. Indeed the ancient ancestors had been living a free life in all aspects without disturbances from any outside world for millions of years. However owing to the illegal entry of British during the middle part of 19th century has made a disastrous impact that has led to division of Naga inhabited area without prior consultation or permission from the Nagas. As a matter of fact the treaty of Yandaboo which was signed between Burmese and British in 1862 was the beginning of the division of Naga territory as a result of that treaty the Nagas had lost thousands of miles of their own land which has been gifted to Burma without the knowledge of the Nagas. Besides, the forceful entry of British and their subjects into Naga soil in 1832 was the beginning of heavy bloody war that had lasted for half a century from 1832-1880 during that war, thousands of Naga warriors and British had lost their precious lives. However, they could occupy only some south western part of Naga territory. Despite their illegal occupation, the Nagas had never surrendered their status of free nation and their sovereignty. On the other hand as a free nation the Nagas did not make any treaty nor surrendered their rights at any cost. The main objective of the British settlement in Naga country was to make a defence of their subjects and for their trade and commerce and travelling convenience, this fact is justified by the introduction of inner line permit on Naga Hills that no non-Naga was to be allowed to enter into Naga country without that permit which is more or less equivalent to the visa that is required for other national to enter into another country. As such despite the illegal settlement of the British in Naga soil they had regarded the Naga country as a nation which is not a part of British India administrative jurisdiction. On the other hand despite the lack of modern education and backwardness of the Nagas, the Nagas had a strong sense of longing for self determination since ancient period. This had resulted in formation of Naga Club during October 1918. After the formation of that Naga Club led by T. Aliba Imti as its first president, they began to work for the right to sovereignty of Nagas owing to their selfless sacrifice for the cause of Naga national freedom. The government of British India had recognized the uniqueness of Nagas and their right to self determination therefore the British parliament had passed an act in 1919 which is known as the government of British India Act 1919. Whereas according to this act, the Naga Hills territory was declared as ‘backward

tract’ that no decision of federal and legislative assembly shall be applied in Naga Hills country. Moreover the Naga Club had submitted a memorandum to the British statutory commission which is popularly known as the Simon Commission, during their visit to Kohima on 10 January 1929, stating that the Naga country should not be included on the new reformed scheme and expressed the national longing for self determination and sovereign state. On the basis of that memorandum the Simon Commission had recommended to the British parliament that the Naga Hills country should be regarded as “excluded area” from the British administrative jurisdiction moreover it has passed and declared under the government of British India Act 1935 that no act passed by the federal assembly of Assam legislature was to be applied in Naga territory and declared that the Naga Hills country as separate entity of British imperial administrative area. Whereas the governor was given whole authority to administer on his own discretion. As such the Naga country was declared as neither under outside power nor under direct colonial power of British empire. On the basis of that uniqueness of Naga political status the Indian government did not consider the Nagas as part of India therefore no Naga representative was included nor held the Indian constituent assembly election was held in Naga territory during their election held in January 1946. As such the pre-independence attitude of Indian leaders towards Nagas was crystal clear that Nagas are/were never a part of India that is why the 9 point agreement was made between the GoI and NNC the apex body of Naga country affair on 29 June 1946. Which is more or less similar to the treaty made between two respective nations. Besides both the party has agreed to live together for the interim period of 10 years, it was also agreed that India would act as a guardian nation over Nagas for the aforesaid period thereafter upon the completion of that 10 years the Nagas would decide their own political future on their own will. On the basis of all these vivid evidences the Nagas had declared their independence on their own decision on 14 August 1947. Therefore the GoI must honestly acknowledge the Naga political rights and try to create an atmosphere of friendliness and a good neighbourhood. Ten freedom fighters from NE honoured but one omitted Sir,

It is heartening to know that ten freedom fighters from Northeast India had been honoured for their valiant fight against the British. However, there should have been inclusion of one more, in the person of late Mhonyimo Lotha of Pangti village, Wokha district. It is to be noted and is well recorded in history that he was the first man who dared to kill a British officer, Captain J. P. Butler. Mhonyimo Lotha was truly a freedom fighter from among the Nagas because he stood in defence of his village and did not tolerate the invasion of the British. He killed Butler whose dead body was carried down to Golaghat and buried near Doss & Co. While selecting the list of people for being honoured as freedom fighters, the persons who had made the list should have made thorough research. In this regard those people who had erroneously omitted the name of Mhyonimo Lotha must at least have the courtesy to apologize in print. Reserve Bank will transfer its surplus profit of Rs 65,876 crore. Out of the Rs 1.02 lakh crore gross impact of the 7th Pay Commission on the exchequer, the Budget has made a provision to the extent of Rs 93,325 crore. “Any shortfall arising out of the arrears’ payment is likely to be marginal and will not significantly affect the country’s fiscal position,” the rating agency said. The minimum pay in the central government with effect from January 1, 2016 will now be Rs 18,000 per month, up form Rs 7,000 per month. At the highest level of the Cabinet Secretary, the salary will go up to Rs 2.5 lakh, from Rs 90,000 a month.

Mumbai, Aug 17 (Agencies): Outgoing Reserve Bank of India (RBI) governor Raghuram Rajan has stressed the need to improve governance at public sector banks and said the task of appointing top executives and non-official directors in these entities should be left to the Bank Board Bureau (BBB). At present, the Centre appoints the chief executive, executive directors and other board members, reported The Hindu. Mr. Rajan’s suggestion is in line with the proposals of the P.J. Nayak committee set up by the RBI to look into the issue of governance in Indian banks. “A parallel task for public sector banks was to improve the governance and management,” Mr. Rajan said in his speech at the FICCI-IBA banking seminar. He said as the BBB was gaining experience in the appointment process, the final decision on appointment of executives and of non-official directors on bank boards should be left to it. The Centre set up the BBB in February this year under the chairmanship of former Comptroller and Auditor General of India Vinod Rai. At present, BBB is involved in the short-listing and selection process of public sector bank executives. The final appointments are made by the government. Mr. Rajan also highlighted another challenge that the public sector banks are

The growth of the internet has successfully created a strong ecosystem for new businesses to tap into growing markets and create solutions to address their demands,” said the report released by IT industry apex body Nasscom and content delivery network service Akamai Technologies here. India’s internet user base is the second largest after China, added the report titled “The Future of Internet in India.” “India’s internet consumption has already exceeded the US to become No. 2 globally. Internet has become the greatest disruptor of our age by changing the way we work, interact socially and live life in general,” said R Chandrashekhar, Nasscom President. The report said that 70 per cent of e-commerce transactions would occur via mobile phones. “Seventy five per cent of new internet users will consume data in local languages and India will remain the fastest growing internet market,” it added. By 2020, the internet is expected to penetrate deeper in the hinterlands of the country, helping to create more opportunities for everyone, Chandrashekhar added. “The rapid growth of the internet and its expansion into verticals including e-Commerce, travel and hospitality, public sector, financial technology and media is a clear indication of the state of things to come,” Chandrashekhar noted.

Rio de Janeiro, Aug 17 (IANS): Tributes have poured in for world football governing body FIFA’s former president Joao Havelange, who has died aged 100. The Samaritano Hospital here on Tuesday confirmed that Havelange died of complications resulting from a lung infection, reports Xinhua. A former Olympic swimmer, Havelange headed FIFA from 1974 to 1998. He also served as an International Olympic Committee (IOC) member from 1963 to 2011. Under his leadership FIFA grew from a small organisation with a handful of employees to a multibillion-dollar sporting and global brand. His career was tainted by allegations of corruption, including claims he received kickbacks from FIFA marketing contracts. Brazil’s interim president Michel Temer said

India become No.1 Test side, need to win fourth Test to retain spot Dubai, Aug 17 (IANS): India have secured the No.1 position in the International Cricket Council’s (ICC) Test rankings replacing Australia. Australia lost the third Test against hosts Sri Lanka in Colombo by 163 runs to be whitewashed 0-3 in their series, allowing India to climb to the position, an ICC release said on Wednesday. India are on top with 112 points, just above Pakistan (111). Australia had arrived in Sri Lanka as the top Test team with 118 points to play the three-match Test series. But following losses by 106 runs in Pallekele, 229 runs in Galle and

163 runs in Colombo, Australia joined England on 108 points but are ranked third, just ahead of Alastair Cook’s side, while Sri Lanka have moved up to sixth spot with 95 points. Sri Lanka entered the series in the seventh position on 85 points, but climbed to sixth position after earning 10 points. They now lead South Africa by three points, who have a series against New Zealand starting in Durban on Friday. To retain the top ranking, India will now have to win the fourth and final Test of the fourmatch series against the West Indies, which begins in Port of Spain, Trinidad, on Thursday.

India registered a 237-run win in the third Test and took an unassailable 2-0 lead in the four-match series, after winning the first Test by an innings and 92 runs, the second ending in a draw. Wrestlers Vinesh injured, Sakshi disappoints Rio de Janeiro, Aug 17 (IANS): Women wrestlers Sakshi Malik and Vinesh Phogat lost their respective quarter-final bouts in contrasting fashion to dent India’s medal chances in the category at the Rio Olympics here on Wednesday. While Sakshi lost 2-9 to Russia’s Valeria Koblova in 58kg Freestyle category, it was heartbreak for Vinesh, who was forced to concede her 48kg bout against China’s Yanan Sun 1-2 after a freak knee injury. Sakshi, who trailed 0-1 after the first period, made a comeback in the initial minutes of the second period to go 2-1 up at the Carioca Arena. She, however, failed to maintain the lead as the Russian overpowered her with some incredible moves to take an unassailable 9-2 lead in the dying minutes. Sakshi is still in contention for bronze via Repechage if Valeria makes it to the final. New Delhi, Aug 17 (PTI): Woman gymnast Dipa Karmakar, who created history by entering the vault final at the Rio Olympics before finishing fourth, and ace shooter Jitu Rai were Wednesday recommended for the prestigious Rajiv Khel Ratna Award by the selection panel appointed by the Sports Ministry. Dipa got the nod of the 12-member committee, which met here today, on the basis of her stupendous performance in Rio although the deadline for sending in the recommendation to the Sports Ministry was already over. The 23-year-old Tripuraborn gymnast became an overnight sensation after she finished fourth in the women’s vault final on August 14, missing the bronze by a mere 0.150 points. She had won bronze medal in the 2014 Commonwealth Games in Glasgow. Jitu, on the other hand, was ranked third in the world in the men’s 10m air pistol. He was one of two Indian shooters to make the final of their respective events in Rio, the other being Abhinav Bindra. The 28-year-old Rai entered the final of the men’s 10m air pistol before ending up eighth but could not advance to the same stage in the 50m pistol, his pet event, in the Rio Games. This year, Rai has won the silver medal in the 10m air

pistol event at the ISSF World Cup in Baku, Azerbaijan and the gold medal at the ISSF World Cup in Bangkok in 50m pistol. He was the first shooter to qualify for Rio Games after winning a silver medal at the World Championships in Spain in 2014. Any sportsperson who wins a medal in their sport in the remaining days of the ongoing Rio Olympics will be included among those recommended for Khel Ratna, according to sources. An Olympic medal has also been treated at par with medals in the World Championships. Indian Test cricket captain Virat Kohli’s name was also discussed but the likes of Dipa and Jitu were preferred since this is an Olympic year, the sources said. Kohli also missed out because the government wants to keep a few slots open in case the likes of shuttler P V Sindhu, who has reached the semifinals in the Rio Games, wins a medal. Rajiv Khel Ratna is given to the sportsperson who has produced spectacular and outstanding performance in the last four years and it carries a cash amount of Rs 7.5 lakh. The Khel Ratna winner (s) will receive the award from President Pranab Mukherjee on National Sports Day on August 29. Woman tennis star Sania Mirza is the last recipient of the award in 2015.
