Kashmir unrest continues

SRINAGAR/ ISLAMABAD, AUG 17 (AGENCIES): Two soldiers and a policeman were killed in a pre-dawn attack on Wednesday when militants ambushed an Indian Army convoy on a highway in north Kashmir’s Baramulla district -- the second deadly strike on security forces in three days. The attack comes amid the deadliest Kashmir unrest in six years that began after the July 8 killing of rebel commander Burhan Wani. The militant’s death has provoked angry protests by Kashmiri youth who hail Wani as their hero. As the street unrest continues, militant violence has also escalated in the state. Security officials blamed the unrest on the surge in militant attacks after years of decline. “Militants have been able to consolidate as security forces remain busy in controlling the unrest,” a top police officer told IANS in Baramulla where the latest attack occurred. The officer said heavily armed men ambushed an army convoy near Baramulla town around 3. 30 a.m. and killed two soldiers. They struck again and killed one policeman when a police deployment reached there. Authorities have said some 60 militants have managed to sneak into the valley from Pakistan in the weeks of unrest. CEO informs on special summary revision of PER DIMAPUR, AUG 17 (NPN): Chief Election Officer (CEO), Nagaland has informed that the Election Commission of India (ECI) has announced the schedule for Special Summary Revision of Photo Electoral Roll (PER) with reference to January 1, 2017 as the qualifying date. ECI has informed that the revision would be a Special Summary Revision in all States and Union Territories (except certain Assembly Constituencies of Andhra Pradesh and Telangana). As per the revision schedule, the date of publication of electoral rolls has been fixed as October 1, 2016 and claims and objections can be filed till October 31, 2016. Reading of relevant part/ section of photo electoral rolls in gram sabha/local bodies and RWA meetings etc and verification of names would be taken up on October 7 and October 14, 2016. Special campaign dates with booth level agents of political parties for receiving claims and objections would be carried out on October 8 and October 22, 2016 while disposal of claims and objections by November 30, 2016. Updating of database, merging of photographs, updating the control tables and preparation and printing of supplementary list would be done by December 24, 2016 while final electoral rolls would be published on January 10, 2017.

Ao Senden opposes govt’s decision on women quota DIMAPUR, AUG 17 (NPN): After, Naga Hoho expressed its displeasure over cabinet’s decision to go ahead with women reservation, “without consulting civil societies as one of the major stakeholders”, Ao Senden, apex body of the Ao community, on Wednesday came out openly against the state cabinet’s decision to implement 33% reservation for women in Urban Local bodies/Town Councils election. Ao Senden president Imolemba Jamir and general secretary S. Panger Ao said they were surprised over the state government’s hustle to implement the said act when even the Parliament was yet to pass the act. “It is also totally in contrary to the Indian constitution Article 371 (A),” the Senden stated. While asserting that it was totally against the Ao custom, the Senden reminded that in the community (Aos) there is no difference of status between male and female. “It is very disheartening to see our Ao women folks drawn to sink down to second class status by the state government,” the Senden lamented. The Senden said ever since the Municipal Act was introduced, the content of land and house tax was opposed and never acceptable to the Aos under the aegis of Ao Senden. Hafiz Saeed asks Pak to send troops into Kashmir

Jamaat-ud-Dawa (JuD) chief Hafiz Saeed commenting on the recent Kashmir issue has asked Pakistan military to send its troops into Kashmir to teach India a lesson. According to Pakistan media, the 26/11 mastermind Saeed has asked this to Army chief General Raheel Sharif. Recounting his association with Wani, he said Hizbul Mujahideen commander was prepared to die after talking to him. KMC asked to continue with open tender system DIMAPUR, AUG 17 (NPN): A joint meeting between the Kohima district administration, Kohima Municipal Council (KMC), Kohima Village Youth Organisation and Kohima Chamber of Commerce and Industries was held at DC’s conference hall on August 16. According to an official bulletin, the meeting held under the chairmanship of additional deputy commissioner (ADC) Kohima, Lithrongla Tongpi discussed that the tender system for permits for importing essential commodities to the municipal area was not good for the market in particular and the public in general and that it should be done away with.Following the discussions, the KMC was asked to continue with the old system of open tender until a concrete direction is received from the government. The meeting also decided to write to the government on the issue of tendering of essential commodities in view of the negative impact of tendering of coupons on prices of essential commodities. Further, the meeting decided that traders would inform the administration and police if anybody forced them to buy their coupons and that necessary action would be taken against such perpetrators. KVYO was requested to keep on hold its proposed actions in view of the positive deliberations.

Naga bodies urge GoI to release all political prisoner

DIMAPUR, AUG 17 (NPN): Naga Hoho (NH), Naga Mothers’ Association (NMA) and Naga Students’ Federation (NSF) while appreciating Government of India (GoI) for releasing Anthony Shimray on bail, reiterated its appeal to release all other Naga political prisoners irrespective of groups/factions without delay. In joint statement, presidents of NH, P. Chuba Ozukum; Abeiu Meru (NMA) and Subenthung Kithan (NSF) said that the Naga mass based organizations have been appealing to GoI time and again to release all Naga political prisoners ever since the signing of cease fire agreement with different Naga political groups. However, they expressed dismay that many Naga national workers, booked under the guise of various draconian laws, were yet to obtain justice even during the cease fire period. They said that the release of Anthony Shimray by GoI, who is part of the peace negotiating, was a sign of demonstration of the sincerity and seriousness of the peace process. Shimray, was granted bail on August 2 by a special court in New Delhi in a case under the anti-terror act, after NIA said his bail was “important in the interest of peace negotiations between NSCN (IM) and the Government of India”.

YANGON, AUG 17 (AGENCIES): Rescue operations have not yet reached many diseaseaffected villages in the Naga Self-Administered Zone as of August 17, though the Council of Naga Affairs (CNA) has met with Vice President Henry Van Thio twice—once in Yangon on August 14 and once again in Nay Pyi Taw on August 16, reports Myanmar Eleven. Ke Jung, the information officer of the CNA, said: “The vice president confirmed that seven tonnes of food and Ks 50 million have been sent to allow for immediate rescue operations when we met yesterday evening. He said he has to report other details of the process to the President’s Office and the State Counsellor’s Office.” Food and rescue funds sent by the government reached Hkamti Township but not to Lahe Township because of bad weather in the area. The Naga leaders still expect rescue materials from the government to reach Lahe, though some of the provisions may expire before they reach the diseaseaffected villages. “We suggested to the vice president that the rescue team should wait in Hkamti until the weather is good and to send the materials onward then. I suggested to him that even if a helicopter cannot go to Lahe, it can deliver the goods to Thakyan, which is close to Lahe,” Ke Jung told the Myan-

UNTABA slams discordant voices on border issue

DIMAPUR, AUG 17 (NPN): Drawing attention on reports appearing in the August 17 issue of local newspapers, United Naga Tribes Area Border Association (UNTABA) has slammed the statement purportedly made by the state home minister which it described as “not only nonsensical but completely contradicting the Border Affairs department” . UNTABA chairman Hukavi T. Yeputhomi and general secretary Imsumongba Pongen in a joint statement quoted the home minister as stating that all efforts had been made to secure Nagaland border. They said this was contradictory to the Border Affairs department which was seriously involved in litigation of the border dispute for the past three decades filed by the then AGP government of Assam. They said Nagaland was respondent No.3 in the Civil Suit No.2 in which Assam claimed in the Supreme Court that the inter-state boundary

between Assam and Nagaland was yet to be clearly demarcated. They said the “lame utterances” of the minister showed lack of co-ordination among government authorities and also revealed complete lack of responsibility and political will. This has only created more confusion among the people on an issue that confronted them daily. UNTABA pointed out that Assam deployed 47 Assam Police posts along the border and even inside Nagaland while Nagaland has only 14 Nagaland Police posts since the 1972 interim agreement between the two states( as per figures with Border Affairs department) and reaffirmed in 1979. As per the agreement, UNTABA said administrative power was given Assam on the condition that it would not permit any settlements in the disputed border. However, even before denotifying the reserved forests, Assam allowed border areas to be completely

deforested to facilitate illegal settlements to people with doubtful origin. It said the entire border from Doldoli Reserved Forest near Dimapur, to Tiru Reserve Forest and Abhayapur Reserved Forest in Mon districts have today become townships. UNTABA criticised successive governments in the state for overlooking “such hard realities”. The signatories maintained that UNTABA continued to urge and campaign with the state government to sincerely pursue the right perspective – fight vigorously for implementation of the Interim Agreement “in letter and spirit” through eviction of illegal settlements facilitated by Assam, in borer areas of all reserves forests. They said UNTABA reiterated its demand for implementation of the 16 Point Agreement between the government of India and people of Nagaland during formation of Nagaland state.

We doubt Myanmar’s commitment to human rights as we witness the events in Naga today.” The Naga Self-Administered Zone, located in the northwestern edge of Myanmar, is the least developed area in the country. A lack of infrastructure and a poor transportation system are the root causes of several complicating factors in Naga, including malnutrition, starvation and low levels of health knowledge. These conditions also contributed to the severity of the ongoing measles outbreak. According to the CNA, people die from malnutrition in the Naga SAZ every year. Obvious starvation hit the area in 1970, 1979, 1980 and 1981. Serious starvation hit the area in 1997 and 1998, killing many people.

Call to observe anti-dengue dry day DIMAPUR, AUG 17 (NPN): In view of the household based field study proposed to be conducted by Urban Vector Borne Disease Scheme, Dimapur, which shows high rate of presence of Aedes Aegypti (Vector of Dengue) in and around Dimapur, the Vector Borne Disease Committee has decided to hold Anti-Dengue Dry Day Campaign on Saturday every week in Dimapur town. In a press release, the deputy commissioner (DC) Dimapur, Kesonyu Yhome, has therefore requested all the residents of Dimapur to observe anti-dengue dry day camping in and around their homes. During this campaign, DC said the citizens would clean all stagnant water inside and outside their homes like water in coolers, in water tanks, in flower pots, in coconut shells, broke/discarded vessels, tryes etc. Since this species of mosquito needs around one week to complete its life cycle, DC said the exercise needs to be carried out at least once a week to protect oneself from Dengue.

After inspecting the site with minister of forest Dr. Nicky Kire and Vikho-o Yhoshu, MLA and in presence of well known village businessman Vilelie Khamo, parliamentary secretary Tourism C. Apok Jamir said the tourism potential of the village would be a boon for the department to become a reality. Addressing a function to mark the occasion, Apok described the Village Bee Keeping Committee (VBKC) which used the rare traditional bee keeping method, as the best attraction for promoting tourism. Apok pointed out that nature was the strength of tourism and economic viability while the other was the unique Naga traditional practices. He urged the village to preserve traditional practice and to keep it alive as this was the uniqueness of Nagas. He also reasserted

that Nagas were known for their hospitality, which was an attraction for tourists. He therefore urged the villagers to be kind and hospitable to visiting tourists and stressed on unity and cooperation for success of any development project. He also suggested that villagers construct a view point at the site with traditional method using bamboo before the Hornbill Festival. While acknowledging the use of traditional bee keeping method, the minister also asked villagers to explore modern methods in order to know which was more productive for growth and marketing. The main attraction for tourism was the successful implementation of the “Honey Mission” in Mima village through traditional/ indigenous method. This attracted many tourists in the recent years and villagers now look forward to promote tourism by constructing tourist guest house village. Mima village was declared as Honey Village by the state government in 2006. The honey village has more than 2000 varieties of beehives where more than 4000 litres are harvested in a season.

NEW DELHI, AUG 17 (AGENCIES): Tamil Nadu speaker P Dhanapal on Wednesday suspended all 89 DMK MLAs for a week from the Assembly for continuous disruption of proceedings. Trouble erupted during the debate on demands for grants for the Housing and IT departments when AIADMK member S Gunasekaran, without naming Stalin, made some remarks about the ‘Namaku Naame’ programme undertaken by the DMK Treasurer in the run up to this year’s assembly election. During the ‘Namakku Naame’ programme, Stalin had extensively toured the state and interacted with people. The remarks about the programme triggered strong objection from the DMK members who wanted the Speaker to expunge them. Dhanapal, however, said the MLA had not made any pointed reference to anyone and therefore there was no need to expunge the remarks. DMK Deputy Leader Durai Murugan said Namakku Naame was an ini-
