NSCN (I-M) adamant on integration of Naga areas

D I M A P U R , AU G 1 8 (NPN): Even as the chief negotiator of the NSCN (I-M) and general secretary Th. Muivah and Government of India’s Interlocutor to the Naga talks R.N. Ravi recently issued a joint communiqué that sought to convey the message that solution was well within reach and soon, the NSCN (I-M) has virtually threatened to walk out of the process for solution unless its demand for integration of Naga contiguous areas were accepted as part of the deal. According to reliable sources, NSCN (I-M) leaders led by Th. Muivah have made it clear to government of India’s Interlocutor R.N. Ravi that they were ready to walk out of ongoing peace talks if the government of India did not consider integration of Nagas’ land. Sources further disclosed that both the entities were now talking seriously about integration of Nagas land in the face of an adamant stand adopted by the NSCN (I-M) which has coined another slogan “No integration, No solution.” The issue of integration had been insisted upon by the NSCN (I-M) and in the face of opposition from neigh-
ANPSTA alleges anomalies in appointment of PTs D I M A P U R , AU G 1 8 (NPN): All Nagaland PreService Teacher Association (ANPSTA) has alleged that for the last several years, the department of education has been appointing primary teachers (PTs) through the back-door on contract, ad hoc, temporary basis in various schools in Nagaland without following the TET guidelines or without conducting any selection process. In a representation addressed to the commissioner & secretary and director school education, the ANPSTA action committee convener Bendangsunep Longkumer and vice-convener Avi Ringa said they have all passed the Nagaland Teacher Eligibility Test conducted in the year 2013 and 2016 and were eligible to be appointed as primary teachers in any school in Nagaland. The representation stated that despite successfully getting through the Nagaland Teacher Eligibility Test no selection process whatsoever for recruiting primary school teachers from amongst them have been undertaken till date. ANPSTA stated that all back-door appointments deserved to be immediately cancelled/terminated and recruitment be conducted. In the event its representation was not considered within a period of 15 days, ANPSTA cautioned that it would have no other alternative, but to seek the redressal of its grievance before an appropriate court of law. Ravi in a joint communiqué, setting at rest speculations regarding status of talks, especially after the demise of NSCN (I-M) chairman Isak Chishi Swu, assured that talks were progressing in the right direction and that both sides were closer than ever before to the final settlement and expressed the hope that it would be sooner than later. Both Th. Muivah and R.N. Ravi reiterated that the political initiative of the government of India and the NSCN (I-M) to resolve the Naga political issue had received a new urgency and impetus during the last two years. During the period, the two said talks had become more purposeful, less ritualistic and more forthright and far more frequent than in all previous years adding this helped build unprecedented mutual understanding and trust.

‘Status quo’ order stalling Tap individual’s potential for developmental works: NFR development, says Acharya

DIMAPUR, AUG 18 (NPN): Northeast Frontier Railway (NFR), Divisional Railway Manager (DRM), Lumding, Pankaj Jain on Thursday said “widening works of railway lines No. 2 and 3” at Dimapur railway station had been stalled due to the ‘status quo’ order issued by the district court following a case filed by some parties who were evicted by railway authorities. Addressing media persons, Pankaj Jain who was in Dimapur on Thursday to inspect the condition of Dimapur railway station, said around 50 households that had encroached railways land were evicted in a ‘proper manner’ in the presence of magistrates and police in 2014. However, he said around 15-16 households claiming to have land pattas, “illegally issued by the state government”, filed a case in the court which ordered status quo owing to which development works in the station has been stalled. Jain said that the state government would be submitting a written statement to the court regarding its position on the case by August 31, 2016. On the slow progress of development at Dimapur railway station, NFR authorities stated the severe financial crunch of the state government between 2009-2012 was one of the reasons. In this regard, the railway authorities have called
on the Zonal Railway Users’ Consultative Committee and Divisional Railway Users’ Consultative Committee to facilitate the railways to tackle the land problem. Jain also assured that cleanliness of Dimapur railway station would be a priority, particularly Nagaland Express and BG Express, the only trains that originates from Dimapur. He however informed that the lack of water supply system at Dimapur station was an issue as the trains had to depend on Lumding station for cleaning. Jain also informed that the railways have a long-term plan to shift the current goods yard to Rangapahar, with initiation from the state government to develop the roads. Earlier, the DRM during his visit inaugurated Upper Class AC Waiting Hall at the railway station.

KOHIMA, AUG 18 (NPN): Nagaland governor, P.B. Acharya, and chief minister, T.R. Zeliang, addressed the 30th annual general meeting of the Indian Red Cross Society Nagaland (IRCSN) state branch at Durbar Hall, Raj Bhawan here on Thursday. Speaking at the meeting, Acharya reiterated his idea to tap the potential that lay dormant within individuals and utilize it for the development of the society. The governor, who is also the president of IRCS Nagaland branch, acknowledged the contribution and service rendered by the IRCS Nagaland state branch and urged the members to put more effort and reach out to the people in times of need. Acharya also called upon the public and NGOs to ex-
tend their help to enable the schemes and benefits from the government reach the rightful beneficiaries as the government agents alone cannot fulfil the mission. He advised the IRCS Nagaland state branch to give elaborate report at the general meeting with the activities carried out in the current year and past years. MOKOKCHUNG, AUG 18 (NPN): Mokokchung District Truck Owner Association (MDTOA) has threatened to launch ‘chaka bandh’ along the national highway (Mokokchung to Mariani road) if the state government fail to repair the said stretch within 30 days. In a statement MDTOA president Sentilemba and secretary Pokyim informed that the association had submitted a representation to chief engineer PWD (NH) highlighting the issue, as the road was the lifeline for people living in Mokokchung, Tuensang and Zunheboto district. They said if the government fails to take heed of their demand, it should not be held responsible for any eventualities that may arise. The road has been serving the three districts in various forms like public transportation and supply of essential commodities and at the same time people were dependant on this road for their livelihood, it added. Around 500-700 trucks ply along the stretch on a daily basis which has been neglected for several years, MDTOA said
adding, the condition has worsened and vehicles were unable to ply. As a result, the three important districts have been greatly affected, particularly the tuck owners as they have to bear the brunt of the trucks/ vehicles which are damaged beyond repair while transporting pubic and supplies.
Mkg power crisis: MTLT relaxes its deadline
Mokokchung Town Lanur Telongjem (MTLT) on Thursday informed since its demand for restoration of power supply in Mokokchung within one month expired on August 18, 2016, a joint sitting with the All Ward Union (AWU) held on Thursday agreed that the MTLT would relax its demand in view of the 15-day ultimatum served by the AWU. In a press release, media cell, MTLT said this was agreed in the interest of the public as well as in the interest of the move initiated by the All Ward Union. MTLT said it stood by the AWU’s stance and warned that new situations would invite new actions and reactions.

Zeliang, leaving aside all the opposition, Thursday affirmed that his government would go ahead with the implementation of 33% women reservation in the Urban Local Bodies (ULBs) elections. He informed this to the media persons on the sidelines of IRCSN general meeting held at Raj Bhawan on Thursday. When asked about the stand of the government on the issue, which was opposed by Naga civil society organizations like Naga Hoho and Ao Senden, Zeliang said that the government would stand by the cabinet’s decision. On August 11, Zeliang, at a function held in Kohima, announced the cabinet’s decision to implement the 33% women reservation in the Urban Local Bodies (ULBs) polls. Following the announcement, Naga Hoho expressed surprise over the cabinet decision and appealed to the gov-
ernment “to keep the cabinet decision in abeyance without issuing the notification till the matter is settled amicably”. The hoho said that the cabinet went ahead with the decision “without consulting the civil societies as one of the major stake holders within the state”. Ao senden, the apex body of the Ao community, also expressed its surprise over the decision and said the state government’s hustle to implement the said act when even the parliament was yet to pass the act. Ao Senden has said “it is also totally in contrary to the Indian constitution article 371 (A)” and also totally against the Ao custom.

Was victimised by VK Singh, banned illegally: Army Chief New Delhi, Aug 18 (PTI): In an unprecedented step of a serving Army Chief taking on one of his predecessors, General Dalbir Singh has alleged that he was “sought to be victimised” by Gen (retd) V.K. Singh, now a Union Minister, with the sole purpose of denying him promotion as Army Commander. Gen Dalbir Singh made the allegation in an affidavit filed by him in his personal capacity while responding to a petition moved by Lt Gen (Retd) Ravi Dastane who had alleged “favouritism” during his selection as the Army Commander. “I was sought to be victimised by the then COAS with the sole purpose of denying promotion to the appointment of Army Commander. False, baseless and imaginary allegations of lapses were levelled against me in the show cause notice (of May 19, 2012),” Gen Dalbir Singh said. In fact, it is the answering respondent who is the victim and not the appellant, as is sought to be made by him,” he said. The affidavit further said, “The passing of directions for initiating administrative action against me after about one month of having already finalised the Court of Inquiry smacks of a motivated, biased, arbitrary and malicious intent to punish me which the then COAS executed apparently as planned by him”. Regarding the Jorhat operation, Dalbir Singh has said in his affidavit that “on that day, I was away on part of annual leave and rejoined duty on 26 Dec 2011”. Dalbir Singh’s promotion as GOC-in-C, Eastern Command, with effect from June 15, 2012 was cleared by General Bikram Singh who had reversed the DV ban after V K Singh had retired on May 31, 2012.

DIMAPUR, AUG 18 (NPN): Demanding that the final draft on anti-corruption mechanism Lokayukta be made public, ACAUT has submitted various points for inclusion in the final draft, before the Nagaland Lokayukta Act is passed in the coming Winter Session of the Assembly. According to ACAUT media cell, the points were submitted during the meeting with the Standing Committee on Lokayukta, constituted by the NLA, on August 17. Media cell said the team met the Standing Committee led by its chairman, Er. Levi Rengma, and members C. Apok Jamir, R. Tohanba, and Dr. TM Lotha. At the meeting, the committee expressed the dire need for the Lokayukta Act at this juncture, and also “voiced apprehension that the body maybe misused for political vendetta”, media cell said. To this, ACAUT said Lokayukta should not become another “paper tiger” like the State Vigilance Commission “whereby even its suo moto
power has been taken away with by the Cabinet, an issue first raised by the NTC”. ACAUT also apprised the committee on the danger of senior bureaucrats on the verge of retirement lobbying for membership in the Lokayukta. In order to discourage political practice of rewarding loyal bureaucrats with membership in various constitutional and statutory bodies, ACAUT proposed a “cooling off ” period of at least five years after retirement before any retired bureaucrat could be considered for the august office, media cell said. Further, ACAUT told the Committee the anti-corruption ombudsman “has nothing to do with Article 371 (A) and thus citing reason that Lokayukta violates article 371 (A) has no logical basis, the Article 371 (A) has frequently misinterpreted to suit vested interest”. ACAUT also demanded that the Nagaland Lokayukta Act should satisfy the people of Nagaland.
Education row: Review petition filed against order of JMFC Peren Correspondent
KOHIMA, AUG 18 (NPN): After the Judicial Magistrate First Class (JMFC) Peren had dismissed the complaint case against chief minister T.R. Zeliang’s educational qualification on July 29, on the ground of being barred by time limitation, the petitioners have filed a criminal revision petition before the Kohima Bench of the Gauhati High Court (GHC), challenging the decision. At the hearing Thursday, senior in the Supreme Court advocate, K.N. Balgopal representing the petitioners said they were within the limitation period as per the Supreme Court(SC)and High Court (HC)orders. Balgopal informed the judge that in the event the case goes in their favor, they would not want to revert the case to JMFC Peren for trail. Balgopal maintained that magistrate, who was asked to decide only the ques-
tion of limitation, had gone beyond the brief by making remarks against the petitioners, accusing them of political vendetta. He further said when the HC had already noted that the petitioners had a locus standi on the matter, the magistrate by casting aspersions on the petitioners, virtually exceeded her jurisdiction by interfering in the HC order which the SC had accepted. Balgopal said in the objection filed by the respondent before the JMFC Peren, a line was added claiming that Hon’ble HC has not decided in any of the issues raised, giving the impression that the HC has given the liberty to the magistrate to re-hear the issue whose merit had been settled by the High Court. Balgopal said if the judicial precedence or decisions of the High Court were ignored, a state of confusion would be created in the administration of justice and that the
constitutional authority of the HC would be undermined. “I leave the matter to the High Court to decide the issue separately,” he added. He said this sentence that the HC had not decided on the issue was actually missing in the SC order. The advocate therefore maintained that the respondent T.R Zeliang, by interpolating the SC order had committed contempt of court, and also in support of the interpolation, he (Zeliang) had filed an affidavit before the magistrate, amounting to another offence of perjury before the Peren Court. He said even though the judgments were tendered to the JMFC Peren and read out at length and if the judgments were heeded to, the petition would not have been dismissed. ZUNHEBOTO, AUG 18 (NPN): Thousands of public took active part in the mass social work under the aegis of Zunheboto Town Sumi Baptist Church (ZTSBC), stretching from daily market complex to the lone petrol pump, here in Zunheboto from August 16 to 17. The Church authority under senior pastor, Daniel Chishi spearheaded the social work along with thousands of member participants/volunteers in gruesome, tiring and hectic involvements living aside the church activities. The technical and financial support was from the Church budgets, 10% tithes and other donations. This is the first of its kind, in Zunheboto town history where the Church initiated its noble endeavours. One senior citizen and SH leader lamented that, “if the church takes up such activity (s) to mend the neglected roads, then how could the church leaders perform or bring lost souls towards God,
since the tensions and concern towards the plight of Zunheboto town roads are in focus”. It may be noted that the daily market complex to the lone Zunheboto district pump is one of the busiest roads which, not only affects the plying vehicles, but also 3-4 thousands students commute every day which also includes public commuting even on Sunday’s devotional services and worships. It may also be recorded that one vehicle met a mishap earlier this year killing one on the spot and other two occupants sustained grievous/ serious injuries. The day long benevolent endeavours were initiated with technical items/vehicles such as 1 JS-140, 2 JCB, 7 Dumpers, church members and volunteers to complete the road for easy commuting of public and plying of vehicles. was to create awareness to the citizens and to propagate the rights and responsibilities amongst the public”. Sumi Council VVC condemns AR raid; demands apology DIMAPUR: The Sumi Council Valley View Colony (VVC) has “strongly” condemned the raid by 37 Assam Rifles (AR) at the residence of its treasures Toikhu Chophy on August 17 at Valley View Colony Dimapur. In a condemnation note, chairman Sumi Council VVC termed the raid as “unwarranted” and “unjustifiable” and stated that the raid carried out at 3 a.m had traumatised the children and the family members present in the house. “Such methodical house raid at an odd hour is alien and foreign to our Naga culture and the same could be taken as an ‘invasion’,” the council maintained. The council said that Toikhu Chophy was a respectable member of its colony/ community, a law abiding citizen and that no amount of explanation would justify the action of 37 AR. In this regard, the council demanded the 37 AR to tender public apology to Toikhu Chophy and his family for the “unnecessary harassment” and for “breach of personal rights and security” as enshrined in the Constitution of India.

DIMAPUR: Phek Town Youth Society (PTYS) observed its 5th foundation day at PTC hall on August 16, wherein each department highlighted their achievement and the loopholes during the year 2015-16. A press note by PTYS publicity and information secretary, Nuyi Hoshi stated that PTYS had further resolved to take up pending works with the same spirit of unity and coordination. It also stated that clean-green Phek highlighted the problems faced by the team while performing the duties in collecting the garbage at Phek town. Dimapur Press Club in its condolence note stated that late Tongpangwati Longchar left for his heavenly abode on the morning of August 18 at GNRC, Guwahati following a short ailment. Late Tongpangwati Longchar, aged 61, was the manager at NIDC Ltd, Dimapur. DPC conveys its deepest condolence to the bereaved family of the departed soul. DIMAPUR: Several paddy fields, houses, and livestock belonging to villages of Western Rengma Nagas in Karbi Anglong were reportedly destroyed by flooding of the Khanari River after unexpected cloudburst hit the region on August 15. Informing this in a press note, president Western Rengma Students’ Union Nagaland (WRSUN), stated that five Western Rengma villages under Karbi Anglong district namely Richangarinyu Village, Nkhenlari nyu Village, Khowani Village, Ridongunyu Village and Phentseronyu Village were the worst affected. One child has been drowned in the flood, WRSUN informed. So far no relief materials could be provided to the affected villages as the only road connecting the five villages with the rest of the state has been inundated by the flooding river and news of the disaster couldn’t be disseminated on

It may be mentioned that the GHSS ’D’, upgraded last year, had been functioning with just 15 sets of benches and desks, provided by the district administration for 154 students of class XI. They had also earlier in the month of June 2016, repaired the town road connecting bazaar road to new site V junction, by filling up the potholes.

DIMAPUR: Kohima Excise personnel manning Peducha Check gate on August 16 have seized contraband ganja from two separate vehicles amounting to 300 kgs worth approximately Rs. 7.5 lakh (street value). In a press release, Superintendent of Kohima Excise Vikikhe Aomi informed that the Excise personnel basing on intelligence tip off intercepted both the vehicles at around 11 a.m. at Peducha Check gate and on checking the vehicles recovered the ganja from the
respective vehicle trunks. In this connection two persons identified as K. Lohru (26) son of E. Kapin of Merhulietsa Colony Kohima and driver of Omni Van (NL 01 T 8427) and K. Adahe (30) son of late CH. Kaikho of AG Colony Kohima and driver of Omni Van (NL 01 T 7914) were arrested. According to the release, both the arrested persons during initial interrogation disclosed that one woman identified as Noami currently staying at AG Colony Kohima hired

KOHIMA, AUG 18 (NPN): Minister of PWD (Roads & Bridges) Y Vikheho Swu today launched the All Nagaland Aphuyemi Elders Forum (ANAEF) at Nagaland Senior Citizens Association (NSCA) office premise at Old Civil Secretariat Kohima. In his address the minister said that the people of Aphuyemi (Pughoboto subdivision) were reaping the fruits of good example set by the forefathers who were first generation Christians of Pughoboto area. He said the first generation Christians of Pughoboto sub-division were devoted preachers while the second generation elders also did not commit any mistakes. Swu said it was because of their sincerity, devotion, honesty and hard-working nature that the present generation were reaping their fruit.
He urged upon the present generation of the area to continue the good deeds of the forefathers and to make honesty, simplicity and respect for one another the way of life. He said August month has been significant for the Aphuyemi people as two major organisations – Sumi Aphuyemi Hoho and ANAEF have been constituted. He also asked to work out strategies to give back to the society instead of only demanding from the society. Further he informed that Pughoboto would soon become a major centre with two new National Highways to pass through the sub-division. In this regard, he called upon the Aphuyemi people scattered in other parts of the state to get back and help in the upliftment of the area. NSCA president, Dr. S. I. Tushi Ao addressing the
gathering as guest of honour congratulated the formation of ANAEF and called upon the elders to adopt healthy life-styles, like avoidance of tobacco and alcohol but to involve in physical fitness, healthy eating, meditation etc. He said that age, time and lifestyles were gradually changing for which the elders though neglected and abused of their rights were still the pillars and guardians of the society. This was because they have achieved knowledge, wisdom and experience through the passage of time. KIPHIRE, AUGUST 18 (NPN): One-day workshop on “understanding development and sustainable agriculture” was held at Langzanger village under Kiphire district on Wednesday with resource persons from North East Network (NEN) Chizami Nagaland, organized by the Langzanger Village Students Union. Participant from five villages attended the day long workshop. While welcoming the participants head GB of Langzanger village, Thrikyuse Sangtam acknowledged the NEN for taking the trouble of coming to Langzanger for the training. He said that this training shall bear fruits in future for the benefits of the farmers. Program manager, NEN, Wekoweu Tsuhah, deliberated on modern development model and its implication on lives and livelihood of farming communities and the environment, where she touched on the issue of conserving the natural resources including water, bio diversity and traditional seed through strengthening agro-biodiversity farming practices. She also focused more on the importance of growing local food as it has cultural, spiritual and political connotation and encourage the participants to values local agricultural product more than imported food because the lo-

She also asked the participants to pass on the traditional agriculture knowledge to the younger generation as it was fast vanish-
ing so that food security could be achieved. Program associate NEN, Stephen Gangmei while presenting on the impact of chemical pesticide/ weedicide and fertilizer on the health of soil, water, air and human being said, “we are destructing our soil, water and air by using of all these things” and added, “we may not know the effect of it immediately but it will surely have an affect on our environment and health”. He also asked the farming community present to consult KVK in case there was any observation of infection on food crop by pests/ insects, and also shared on the traditional knowledge to control by using garlic and wild herbs/shurbs. Later two films on ‘Millet’ were screened to highlight
its climate change resilient characteristic beside its health and nutritional benefits. After the seminar the participants gathered and adopted five points resolution: to stop using chemicals, pesticides/ weedicide in the fields, to introduce millet in large scale in jhum fields which is not in use for more than a decade, to share and exchange traditional seeds, to revive all the traditional seed like Job tears, barley etc which were no longer in use and to find avenues to install millet husking machine in respective villages. More than 70 participants from Langzanger, Nitoi, Thazuvi, Kiyazhe and Thsingar attended the daylong seminar. President GBs Association of Sitimi area, Yamishe Sumi also attended the programme.
OCM donates gift hampers to jail inmates DIMAPUR: Officers Club of Mokokchung (OCM) on the occasion of the 70th India’s Independence Day interacted with the district Jail inmates of Mokokchung and donated gift hampers consisting of personalized items to each jail inmates besides water filter and sports goods. According to DIPR report, the members emphasized on the inmates to come out clean and become assets for their own society and thus prove oneself worthy of leading a good life. Dimapur: District Rural Development Agency (DRDA) Dimapur has informed that Job card verification exercise for aadhaar seeding and Direct Benefit Transfer (DBT) under MGNREGA was underway in all
the six RD blocks under Dimapur. The exercise commenced on August 1 and would end on August 25.

DIMAPUR: Road repairing for Mokokchung to Phangsang area was undertaken by teachers serving in seven government schools of three villages along with students and volunteers from one town on August 18. Nearly 600 people participated in the road repairing work. Lack of maintenance of the road which was last blacktopped in early 2000 had become deplorable, which resulted in the initiative of nearly 60 teachers towards the project. Initially they had collected money for some months and later ap-
proached the village councils of Chakpa, Yaongyimti Old, Yaongyimti New and Phangsand adhoc town for logistical help. The volunteers repaired nearly ten kilometers of the worst hit stretch of road. Two pickup trucks and one mini truck were pressed into action to transport the boulders while the volunteers filled up the pot holes and also cleared the drainage. Rev. Tika Thomas Sharma was appointed as a Pastor in our Church on 2nd April 1985 and by God's Grace he is still continuing. He was granted the pastor licence on April 1987 and ordained as a Reverend on August 2006. He pursued his Diploma course of Theology for three (3) years in Darjeeling and also studied Diploma course for Two (2) years in Christ for the Nations Bible College in Kohima. He also completed his Bachelor of Ministry for Four (4) years from Carey Himalayan University of Theology, Kathmandu. Nepal. He is a faithful and sincere servant of God who has been working tirelessly for the extension of God's Kingdom both in the Church and in the border areas too. I am proud to give a brief report on his Ministry. It was only because of God's grace and our Pastor Sharma's effort and hard-work along with the co-workers that we were able to purchase the church plot and construct the church building as to what it is today. He is also an excellent soul winner for Christ and an effective and powerful preacher. During his thirty one (31) years of pastoral journey he has Baptisted more than five hundred (500) church members. He was also appointed as the main speaker for the yearly conventions held in Madhya Assam Baptist Association and in Sibsagar Baptist Association, Assam. It was also under his continuous directorship from (1990-2015). The yearly Revival Meeting were conducted in our church. Praise the Lord in 2015, we were able to celebrate 25th years of Revival Silver Jubilee. He was also appointed as the Chairman of Assam Border Area and (NNBF) which was under WSBAK, where he contributed in spreading the good news to the different border areas like (Assam, Manipur etc) and also established Churches in those places. He is also a senior member of Baptist Pastors Fellowship Dimapur (BPFD). He was a pionner member of Nagaland Nepali Baptist Church Association (N.N.B.C.A) and later on he even contributed towards uniting the Gorkhas of Nagaland which led to the formation of Association of Gorkha Baptist Churches Nagaland, where he served as the Licensing Convenor. Recently he has also established a temporary Prayer House in Chinthong Teron Gaon. Karbi Anglong, Bokajan, Assam. Rev. Tika Thomas Sharma is a Pastor who has a great zeal for God's work and has dedicated and committed himself that he will serve the Lord till his last breath. NEIFW, which gives weavers and designers from the region a platform to showcase their creations, will also see an exhibition at the venue -- the Multipurpose Culture Centre -- in the Arunachal capital. “People generally get to see influence from the West at fashion weeks in India. NEIFW, on the other hand, is all about northeast Indian tribal fabrics,” said the designer, who also showcased her creations at the London Fashion Week’s offschedule Fashions Finest show last year. What about the models? “The models are also from the northeast. There aren’t too many northeast models who have made a mark in the fashion industry nationally. So, we need to encourage them. They aren’t too tall, but modelling isn’t just about height or looks. “We designers need a person who has the right attitude and can carry off the clothes well on the stage. The focus should be on our clothes and not just their faces,” Chakpu said. “Life of Pi” actor Adil Hussain, who hails from Assam, will be one of the showstoppers at the fashion week, which will see around 40 participants.

With a total of 22 ramp shows, the attendees, who are expected to turn up in fusion wear at the three-day gala starting Friday, will get to see creations by weavers of Arunachal Pradesh, Meitei weavers from Manipur, weaver Dimbeswary Kherkatar y from Assam, fashion designers Lalthabiki Chawngthu (Mizoram), Ongtiong Kichu (Nagaland) and Rupert W. Lynrah (Meghalaya), among others. Designer Yana Ngoba Chakpu, who hails from Arunachal Pradesh, is hosting the event. “I am one of the designers who works with weavers from all the northeastern states. There are only few active weavers. So to encourage them and work with them, we met weavers of Meghalaya, Mizoram and other northeast states,” Chakpu told IANS.

DIMAPUR, AUG 18 (NPN): With an aim to establish an amicable relationship with the seven sister states of India, Nitte University on August 12, 2016, launched four language certificate programmes in North Eastern dialects. Nagaland governor P.B. Acharya inaugurated the programme through video conference. Launching programme was presided by Chancellor, Nitte University, N.V. Hegde. With this, Nitte has become the only varsity in the district to offer such courses on this part of the country. The 14 week course, which will commence from September, will be conducted by Namaste, Centre for Studies on North Eastern States, at Nitte Campus in Derlakatte, Karnataka. “The certificate courses aim to familiarize people with a panoramic perspective about these places,” said Dr. Anirbam Chakraborty, Coordinator of Namaste. ‘During the course, candidates will be taught about the various states and their languages, foods, celebrations and traditions. The classes are planned to be held on weekends. Currently we are planning to rope in NGOs in these places, which will help carry out the work more efficiently,” he added. According to a release by Raj Bhavan, the initiative was inspired and guided by P.B. Acharya who inaugurated the NAMASTE Centre last November. Acharya also called for a healthy dialogue between the North-Eastern states and the rest of India. (PTI): Assam’s Goalpara town got its first unmanned, self-cleaning, sleek and modular e-toilet on the occasion Independence Day. The e-toilet was installed by Goalpara Municipal Board to meet the needs of the town, Goalpara deputy commissioner J V N Subramanyam said today. The e-toilets have simple user interfaces and provide clean and hygienic sanitation facilities to the public users. It has integrated a comprehensive maintenance plan which ensures that the e-toilets are clean and hygienic for every user. The automated public toilet unit was developed by Kerala-based Eram Scientific Solutions (ESS) and has a facility of pre-flushing before entering, automatic flushing once usage is done, in-built water tanks, sensors for water and electricity conservation, automatic platform cleaning and power back-up. The performance status of the units can also be monitored via web using GPRS connectivity of the units. ‘’We have found the etoilet to be a reliable solution for critical sanitation issue for a town like Goalpara,” Subramanyam added.

IMPHAL, AUG 18: Pro-ILPS groups Thursday announced two-day state-wide bandh from the intervening night of Thursday and Friday in protest against alleged police brutality while arresting “wanted” man, former JCILPS convener Kh Ratan. Former JCILPS convener was arrested by the police late last night, around 11.30 pm from Keishampat Junction, when he joined the relay-hunger strike being staged by the women activists of the Joint Committee on Inner Line Permit System (JCILPS). On Wednesday, Ratan, the wanted man, came out openly and took part in the mass relay-hunger strike demanding a Constitutional safeguard for protection of indigenous peoples of Manipur and lifting of “wanted” tag on his head. A team of police rushed to the spot and arrested him forcibly overcoming a stiff resistance from the pro-ILPS activists, mostly women and student activists. Police had to resort to baton-charge besides using mock bombs and tear gas shells to
disperse the pro-ILPS activists who continued to their protest. Later, the protest blocked the road at Keishampat area. Denouncing the arrest of Ratan and alleged brutality of the police, JAC formed against the announcement of “wanted” on Ratan announced the general strike. While announcing the bandh, media coordinator and spokesperson of the JAC, Ksh Thoiba said that declaring Ratan as wanted was nothing but an intention of the government to suppress the people’s movement who were demanding constitutional safeguard for the indigenous people in the state. Thoiba appealed the people to launch any form of protest to make the general strike successful in their respective places. Government should be responsible for any untoward incidents during the bandh, the spokesperson said. Jaishankar has accepted his Pakistani counterpart Aizaz Chaudhry’s invitation for talks but has made clear that the agenda should concern only issues related to terrorism, a top official said on Thursday. Accepting Chaudhry’s invite, Jaishankar in his reply stated that the talks should focus on five aspects of terrorism. “In a letter dated August 16, Foreign Secretary has first of all underlined that Pakistan’s self-serving allegations made in their communication are rejected in their entirety by the government of India,” External Affairs Ministry spokesperson Vikas Swarup said in his weekly media briefing here. “Pakistan has no locus standi in respect of Jammu and Kashmir, which is an integral part of our nation,” he said. According to Swarup, Jaishankar in his letter “conveyed that he accepts his counterpart’s invitation to visit Islamabad” but made it clear that the discussions should focus first on the more pressing aspects of the Jammu &
Kashmir situation. These include cessation of cross-border terrorism by Pakistan aimed at Jammu and Kashmir; ending incitement to violence and terrorism from Pakistan in Jammu and Kashmir; detaining and prosecuting internationally recognised Pakistani terrorist leaders who have been publicly active recently in exhorting and supporting such violence in that state; closing down of Pakistani terrorist camps where terrorists such as Bahadur Ali, recently arrested in Jammu and Kashmir, continue to be trained; denying safe haven, shelters and support to terrorists in Pakistan who have escaped Indian law. “Foreign Secretary also said that he looks forward to discussing with his counterpart the earliest possible vacation of Pakistan’s illegal occupation of the Indian state of Jammu and Kashmir,” the spokesperson said. He stated that Jaishankar “also underlined the importance of bringing to justice all those guilty in Pakistan for the Mumbai terrorist attack of 2008 and Pathankot airbase attack (in January this year)”.

No decision on Arun Jaitley’s participation: MEA NEW DELHI, Aug 18 (PTI): The government on Thursday said it is yet to decide on the level of India’s participation at the SAARC finance ministers meeting later this month in Islamabad, amid indications that Arun Jaitley may skip the conference due to strain in ties between the two countries. “No decision has been taken so far on India’s level of participation at SAARC finance ministers meet in Islamabad,” ministry of external affairs spokesperson Vikas Swaroop told reporters here at his weekly media briefing. The conference is scheduled on August 25-
26 in Islamabad. Earlier this week, official sources had said that Jaitley may not visit Pakistan due to “political reasons”. “You all know what happened last time and what is happening,” a source had said, referring to home minister Rajnath Singh’s visit to Islamabad earlier this month, which was also for a SAARC Ministerial meeting. Barbs were exchanged between Singh and Pakistan interior minister Chaudhry Nisar Ali Khan, who only had a tense and uneasy handshake during the SAARC meeting.

agaland Governor P.B. Acharya is not one who keeps his thoughts to himself but speaks out when something is not going right especially with regard to development or administration. The Governor had been openly speaking out against corruption and failures in the government and has even openly asked it to correct the drift. Whether it involved misuse of Mid-Day Meal Scheme, backdoor appointments or law and order Acharya has aired his disapproval publicly. Besides asking his government to take action, the Governor had again reminded the former to pass the Lokayukta in the assembly. On August 16, at the press conference at Raj Bhavan Kohima, the Governor also spoke against the selfish greed among people with regard to giving land for development project. He was speaking in the context of the construction of the proposed railway line from Dimapur to Zubza. Acharya disclosed that some people had refused to give their land since the rate per square foot fixed was below land in the hilly (elevated) areas or above the foothills. There had also been several instances where landowners had refused to accept compensation rate offered by the government and as a consequence, development that is crucial for everybody had been derailed. Such attitude caused by nothing but greed has stopped development when the fact is everybody keeps on “demanding” development (probably as their right) and against refuse to give land, again as part of their “right”. Development needs two rails – people and government and it cannot travel on one rail. The tracks for carrying development in Nagaland are in deep problem. A major problem confronting development in Nagaland has been poor governance which can be interpreted as lack of transparency and accountability. There have been several cases of monumental corruption for which no one has ever been made accountable except probably the touchables such as Superintending Engineers, Executive Engineers, Directors of junior level officers. No minister, senior bureaucrat or those who have tons of money to buy off probes, have been touched. People know these but unfortunately, even RTI has provided some corrupt elements (under the garb of “just citizens”) wanting information, with another means of arm twisting. There have been many stories of how land compensation had also been manipulated at some levels such as different rates and “cuts” expected (and not demanded). The issue raised by the Governor against some greedy and selfish people not wanting to give land because they expect higher rate needs to be seriously pondered over. In some instances in the past, some had even gone to ridiculous heights to justify their refusal on the ground of Article 371(A). This argument should have been challenged as it only served to explain an old saying “a text out of context is a pretext.” There is also an urgent need to have the Lok Ayukta in Nagaland and the state government has to respond to mass public demand which was also echoed by the Governor. The kind of governance in the state reflects the loss of values in society and everybody has to share the blame. There are too many vested interests operating at various levels and the question is- who can bell the cat?

In other words, rid yourself before God of everything that might be considered a possession until you are a mere conscious human being standing before Him, and then give God that. That is where the battle is truly fought— in the realm of your will before God. Are you more devoted to your idea of what Jesus wants than to Jesus Himself? If so, you are likely to hear one of His harsh and unyielding statements that will produce sorrow in you. What Jesus says is difficult— it is only easy when it is heard by those who have His nature in them. Beware of allowing anything to soften the hard words of Jesus Christ. I can be so rich in my own poverty, or in the awareness of the fact that I am nobody, that I will never be a disciple of Jesus. Or I can be so rich in the awareness that I am somebody that I will never be a disciple. Am I willing to be destitute and poor even in my sense of awareness of my destitution and poverty? Women reservation: H a theological reflection
Rape: an evil incarnation
“I
t is still premature to introduce 33% reservation,” so thought some of us. Let us observe this statement as a hypothesis from a theological perspective and understand whether it is correct. To set this argument in motion, we may recognize that at the backdrop of this 33% Reservation debate is the issue of gender dominance and gender suppression. The subject of gender dominance and gender suppression is the direct result of human’s fallenness since the Edenic account. The consequence was the pronouncement, “Your desire will be for your husband and he will rule over you” (Genesis 3:16b). Prior to this turn of event, the whole creation narration started with perfectness. On meeting Eve, Adam exclaimed, “This is now bone of my bones and flesh of my flesh; she shall be called ‘women’ for she was taken out of man” (Gen. 2:23). This mysterious declaration was not simply a marital hymnology between husband and wife to be spoken during wedding ceremonies. It was a gender recognition and acknowledgment of the same person manifested in two unique identities -in the form of a man and a woman. In other words, what Adam the man was saying may be decoded as, “Look! She is me only; in the form of a woman.” Basing from the perfect creation of Adam, there is supposed be free gender acknowledgement of male and female without any biasness. Thus, what is distorted by sin must be rectified with the hearing and acceptance of the Gospel of Christ. If we are passionate about “the old has gone behold the new has come” declared in 2 Corinthians 5:17, then the old lifestyle of men ruling over women ought to be transformed into “Bone of my bones and flesh of my flesh.” If we have to translate this transformative Gospel into our socio-political life, it is restoring what rightfully belongs to women. Then, reservation for women to a certain extent may be necessary. 33% reservation is not a political tool to manoeuvre the women power; it is not a political mechanism to outcast the men; it is not a sociopolitical gift to appease their grievances. Reservation for women is about acknowledging the worth of women, to freely and equally participate with men in this patriarchal society. Will this 33% Reservation snatch away the rights and authority of men if it is introduced? Mathematically speaking, it cannot. The remaining 67 still belongs to men. But when we try to keep all the 100 to ourselves and talk about women empowerment, it is like “muzzling an ox while treading out the grain.” This assertion was mentioned both in the Old Testament and New Testament, signifying its crucial importance in socio-economic-political living. Refer to Deuteronomy 25:4 and 1 Corinthians 9:9.This act of “Muzzling the ox while treading the
grain” is outright injustice according to God’s standard. The word, feminism or feminist agitates many of us men. Let us not forget that the rise of feminism as a liberative movement came into being in order to fight the dictatorial mechanism of patriarchy. Charles Lindholm, studying the inferior status of women in the Middle Eastern society concluded, “Women in the Middle East are denigrated and held in contempt not because they are so weak, but because they are so strong” (Charles Lindholm, “Power, Law and Blood: Sources of Patriarchy in the Middle East,” Boston University). Women suppression through chauvinistic patriarchal attitude will only elevate the spirit of feminism, and vice versa. Suppression will make the suppressed people stronger in the long run. This is because the suppressed people would learn life skills the hard way which would create better resilience and adapt to any given situations. The suppressors, well, they will bloom initially but will eventually develop stunted growth because they are threatened by anything beyond themselves. As long as men are fanatic about patriarchy and women are being romantic with feminism, the issue of power struggle between men and women will always remain. Therefore, perhaps the best way to equate women power and weaken the spirit of feminism is to embrace them and make them one of us. The first step is to acknowledge each other – I for the other. Can’t there be something like, men work towards elevating the women and women come in full support of the men? We derive practical meaning on the expression, “Bone of my bones and flesh of my flesh” when we mutually complement each other. The paradox of being women is, they are same-different to men. And what more comprehensive verse can we find than the golden rule of Jesus, “Love you neighbour as yourself ” in Matthew 19:19. Do we pause to appreciate sometimes that women are the most immediate neighbour to men in this patriarchal society? Yet the one who is our best neighbour is also in us and from us, theologically speaking. Thus, nothing, not even our human cultures and traditions should over-ride this mysterious relationship between men and women. Culture and traditions are not ready-made package from heaven. It is us who create it for own use, and for a particular point of time. Culture is dynamic, it is never static. As such, what we know as ancient Naga culture and tradition ought to move forward and be refined by the transformative Gospel of Christ. Paul was aware of the conservative Jewish tradition and culture, and the standing of men and women in the society of his time. Yes, some accuse Paul of been men-oriented in his speech. Particularly on occasions
where he addressed the women to be silent in 1 Timothy 2:12. This however, was not a case of women suppression. It was in a social context where there was abuse of power by some uninformed women which had the potential threat to over-rule the rights and freedom of men. Another reason was because some women were exploited by false prophets into spreading heresy in the Ephesians Church by wrongly interpreting the Scripture. Other than this, Paul stood for women empowerment in a conservative society by means of toning down the chauvinistic attitude of men of his time. The call for men to love and respect their women in Ephesians 5:25 and 1 Peter 3:7 was something that contradicts their culture and tradition. It was daring to talk to men about love and respect in a socio-cultural context where women were considered a little more than a thing. At times the men’s cattle worth more than the women and children, let alone women participating in the socio-political arena. Paul proclaimed that the socio-economic-political divide between men and women was made equal in the cross of Jesus. When the essence of social, cultural and political institution is derived from the perspective of the cross of Christ, there is social orderliness even in the midst of gender acknowledgment. The cross is the liberation point for both the suppressed and the suppressors. The cross is the liberation point both for men and women in a situation where women are denied socially, politically, economically and even spiritually. The levelling rod between men and women is the selfgiving on both the sides in the form of submission and sacrificial love. Refer to Ephesians 5: 21-33. Time is now when we need to fine-tune our contextual theology of Naga men and women and our place in the society. According to our Naga Church history, the coming of the Gospel to our land could be faintly traced back as early as 1851. However, a more organised event was visible from 1872 onwards with the coming of Godhula Rufus Brown, an Assamese Evangelist through the persistent support of E. W.Clark. (A. Bendangyabang Ao. History of Christianity in Nagaland: The Ao Naga Tribal Christian Mission Enterprise 1872-1972). Thanks to our missionaries, the transformative Gospel has transformed the Naga society immensely. One obvious fact is the head-hunting practice. If this Gospel of the cross has power to break such evil practices, will it be too difficult to bridge the gender divide and gender injustice? In conclusion therefore, if we are to read women empowerment from the perspective of this transformative Gospel coming to our land, the introduction of 33% Reservation is not premature. From this perspective, every individual commands absolute respect, with sanctity of life never to be violated. This is an intrinsic law, both divine and natural that must be upheld at all times. Anyone, infringing this inalienable right commits the most despicable crime. Thus, crimes against human beings are unethical that warrant stringent punishment as per the law of the land. Having said that, here I would not like to delve into a plethora of crimes committed against human beings daily. In this article, I wish to trickle down to one odious act of violence, that is, rape. Rape is an obnoxious word, and the actual act of rape is highly objectionable. It is the most barbaric act one can commit under the sky. One need not hit Oxford or Webster Dictionary to comprehend the concept of rape. Common sense prompts loudly, that it is an evil act. And the rapists are evil incarnation clothed in flesh and blood. The perpetrators of this reprehensible crime are senseless beasts and repulsive monsters. They don’t deserve an iota of space in civilized society. They must be quarantined forever, away from human habitation, because these carry a disease called, “Legion” (Luke: 8:30) 6,000 evil tormentors within them. Today, India is grappling with this social evil. And Nagaland is no exception in this regard. Every day, in print media, as well as televised news, we come across rape reports and rape debates. This causes one’s gut to wrench in rage and makes one to hang one’s head in shame. The feeling of embarrassment intensifies when the victims are minors, differently abled individuals and elderly citizens. They are the most vulnerable sections of society, who ought to be protected with utmost priority. However, to say the least, some sick and perverted lunatics look at these as potential target to take advantage off. This unveils their true selves as depraved and degenerated individuals, who should be shunted out into the land of oblivion. For this Nation and States with all the legal and law enforcing machinery at their command must swiftly swoop into action to award befitting punishment to these evil-ridden criminals. And the quantum of punishment pronounced should crush their evil lust. It is necessary, because the pain they inflict on their victims is unimaginable. Rape survivors undergo not only excruciating physical suffering but emotional, psychological and spiritual agony. The scar remains throughout their life. Some unable to cope up with this uninvited scourge take
extreme step and end their own life. This being the plight of rape survivors the punishment meted out to culprits must act as deterrent to other would-be offenders. Strictly speaking, even this will not render full justice to the victims, because the undesirable encounter persists as nightmare embedded in their memory for a life time. If this is so evil, then who has to fix this problem? We certainly cannot leave it to legal fraternity, police and state alone. Here, every sane individual must work as a stakeholder to curb this insane crime. Nobody can exonerate oneself as innocent, when this crime takes place. We all fail the suffering victims; understandably, a rapist faces the most searing heat of society’s contempt. But we as collective citizens should also feel the heat for creating such monsters, who violate the pride and honour of our daughters, sisters and mothers. But unfortunately, we often take an easy path just publish a statement of condemnation using strong adjectives to thrash an aggressor, going at it hammer and tongs. But as usual, we fall into slippery slope amnesia symptom leaving the issue there without undertaking any feasible and actionable steps at family, church and societal levels. Abandoning the victims to fend for themselves for justice, which in many cases take decades to arrive at conclusive end. This shameful phenomenon strongly indicts every conscious individual on charges of complicity. Charges arise on these grounds. Failed Families: Morally and spiritually bankrupt families bring illformed siblings to society. Failed Church: Church and the leaders, who wield enormous authority in our state often fails miserably. Rape is considered as non-Pulpit theme, hardly can one hear caretakers of souls elucidate the evils of this crime. Rape is thought of as profane matter to be avoided in the church. The fact is, the Bible has several references on this sin, and God abhors it. So naturally, the church has to preach it relentlessly to the faithful and not brush it under the carpet as secular topic. Failed Society: Finally, the society that makes pious appeal to all right thinking citizens to condemn it must stop mere lip service and do something worth invoking that would go down the annals of our collective history as watershed episode. Here, I am not recommending to lake law in our own hands and create anarchy, but consistently come out with our demands with civility, within the purview of law, through sustained campaign till the authorities who pledge to protect us deliver the goods. Respected Sir(s), With utmost respect, we the All Nagaland Pre-Service Teacher Association hereby state the following for your kind consideration and necessary action please: 1. That we have all passed the Nagaland Teacher Eligibility Test conducted in the year 2013 & 2016, as such we are all eligible to be appointed as primary teachers in any school in Nagaland. It is to be noted that as per your Advertisement No.SCERT/TET-C/2011/369, dated 23-08-2013 it is categorically provided that “preference will be given to the professionally trained candidates with D.Ei. ED/C.P.T.E/B.ED/ ECCE/ ELTI (or its equivalent) with at least one year professionally trained certificate.” Through the said advertisement, we were to be issued TET Guidelines & Syllabus on application as such all the criteria and conditions contained therein shall equally apply to all concern as part of the said Advertisement. 2. That despite successfully getting through the Nagaland Teacher Eligibility Test no selection process whatsoever for recruiting primary school teachers from amongst us have been undertaken till date. Neither is it the case that any appointment has been made from amongst us on the basis of merit to the post of primary school teacher. 3. That we have approached your esteem authorities on several occasions apprising you of our genuine grievance, however the same have fallen upon deaf ears. 4. That it stated that many of the schools in our State are languishing due to shortage
of teachers especially in the villages. No examinations to fill up many vacancies caused by the retirement of teachers in the Primary Schools has been conducted which is detrimental to public interest and the same compromises with the educational future of our nation in general, and our state in particular. 5. That for the last several years your esteem authority have been appointing primary teachers through the back-door on contract/adhoc/temporary basis in various schools in Nagaland without following the TET Guidelines and/or without conducting any selection process. It is stated that such pick and choose policy on your part have denied the right to equal opportunity for being considered for appointment to State service and in the process Articles 14 & 16 of the Constitution of India have been grossly infringed. It is stated that all such appointments deserves to be immediately cancelled/terminated and recruitment must be made as per the provisions of the Constitution of India and the laws framed thereunder. 6. That whereas Notification NO.DSE/CAB/ POLICY/2013, dated 0506-2013 issued by the Commissioner & Secretary to the Government of Nagaland, Department of School Education, Nagaland, Kohima categorically states as under: “2. Posts falling vacant due to retirement, death, resignation, termination etc with effect from 1st may 2013 will be freezed. Such posts will be transferred to the deficit schools till such time the required Pupil
Teacher Ration (PTR) of 25:1) is attained in all schools in Nagaland. 5. Recruitment of Teachers will be made through the Teacher Eligibility Test.” However, in contravention of the aforesaid Notification there have been rampant back-door appointments without any selection process at the cost of our precious rights and the same is palpably unbecoming of your high office. It is obvious that the aforesaid Notification has been used as a means to facilitate the rampant back-door appointments by your esteem authority. Further, it is to be noted that the condition that the recruitment of teachers shall be made through the Teacher Eligibility Test (hereinafter TET) have not been fulfilled till date. Therefore, all backdoor appointments since 2013 must be set aside and recruitment must be conducted as per law. 7. That whereas by your Advertisement No.SCERT/ TET/GC-1/2015/29, dated 06-05-2016 it is mentioned that “Any Government teachers who were appointed under the following categories:- Adhoc/ casual/contract teachers have to regularize their service through N-TET.” It is pertinent to note that such regularization is destined to fail the test of law as the same is against the Constitutional scheme of recruitment to government service as such all such regularization must be set aside. 8. That assuming that the employees who were appointed through the back-door on various basis were eventually regularized by invoking Article
162 of the Constitution of India or otherwise, even then such regularization is illegal, unconstitutional, arbitrary and the same cannot stand the test of law. It is to be noted that what cannot be done directly, cannot also be done indirectly. In other words, regularization cannot be a mode of appointment. 9. That it is stated that public employment in a sovereign, socialist, secular, democratic, republic has to be set down by the Constitution and the laws made thereunder. Our constitutional scheme envisages employment by the Government and its instrumentalities on the basis of a procedure established in that behalf. Equality of opportunity is the hallmark, and the Constitution has provided also for affirmative action to ensure that equals are not treated as unequals and vice-versa. Thus, any public service employment has to be in terms of the constitutional scheme. And those employees who come through the back door must go out through that door. 10. That it is respectfully stated that the mischief played is so widespread and rampant as such the whole selection/ appointment deserves to be cancelled. 11. That it may be noted that the entire back-door appointment of primary teachers is running into hundreds in number and the same is conceived in fraud and delivered in deceit as such the entire appointment needs to be set aside. 12. That it is respectfully stated that once there is a set of rules governing recruitment
to government posts and offices, your esteem authority is duty bound to follow the same scrupulously which you have miserably failed to do. 13. That entry of those employees into the service having been achieved through back door cannot acquire any right and so regularization of their service would amount to negating the prescribed procedure at the cost of Articles 14 & 16 of the Constitution of India as such the same deserves to be set aside. 14. That all back-door appointments made prior to our acquiring TET qualification in 2013 & 2016 are all liable to be terminated as the same was not made by making advertisements in public domain and conducting open competitive examination. It is stated that if
only such an examination was conducted we would have been eligible to participate having passed 10+2 (Pre-University) at the time the illegal back-door appointments were made. 15. That the instant representation is written in favour of members of our Association from Kohima, Dimapur, Mokokchung, Wokha, Zunheboto, Phek & Peren districts. 16. That it is humbly stated that in the event; the instant representation is not considered within a period of 15 (fifteen) days we would have no other alternative efficacious remedy, but to seek the redressal of our grievance before an appropriate court of law. In addition to the humidity the constant power cuts in Dimapur is beginning to affect the psyche of the people. Heat indeed does bring out the worst temper in human beings. May it be kindly conveyed to the concerned department to atleast give proper schedule of power cuts in each colony in Dimapur, so citizens can mentally prepare to bear the power cuts according to their time schedule. DIMAPUR: Plantation drive was organised by HQ 15 BRTF and its allied Units, C/o Project Sewak, in Nagaland at Kohima, Zubza, Maram and Mon on August 17. Plantation drive would become an annual affair from this year. Hundreds of trees were planted across various locations of Border Roads deployment/Estt on this day.
The trees planted were mainly fruits like guava, mango, etc for shade and ornamental nature. The trees were planted across the road side and in the office and living area of BRO personnel. All officers, supervisors and other personnel of HQ 15 BRTF actively participated in the programme. The drive intends to create
social awareness about importance of trees and the concept of living in harmony with nature and to inculcate environment friendly nature not only to BRO personnel but also people living around and adjacent to its location. It also intend to cut down on the negative impact of deforestation and chopping down of trees.

Mumbai, Aug 18 (PTI): The rupee today ended lower by 5 paise at 66.81 per dollar on fresh demand from banks and importers for the US currency despite firm domestic equity markets. The rupee weakened even as the dollar fell against major global currencies, a dealer said. The rupee opened lower at 66.85 per dollar from Tuesday’s close of 66.76 per dollar at the Interbank Foreign Exchange (Forex) market. Later, it slipped further on heavy dollar demand from importers to 66.8650 before ending at 66.81 per dollar, still showing a loss of 5 paise or 0.07 per cent. Meanwhile, the dollar index was trading down by 0.30 per cent against a basket of six currencies in afternoon trade. The Reserve Bank fixed the reference rate for the dollar at 66.7939 and for euro at 75.5773. In cross-currency trades, the rupee dropped against the pound sterling to 87.86 from 86.72 on Tuesday and also moved down further against the euro to 75.72 from 75.40.

New Delhi, Aug 18 (PTI): Only 14 lakh individuals out of the 2.89 crore assessees in the country declared an annual income of over Rs 10 lakh, attracting the highest tax bracket of 30 percent, in assessment year 2012-13. As per the Income Tax Return Statistics for Assessment Year 2012-13, 14 lakh people or just 4.6 percent of the total assessees paid taxes in the highest 30 percent tax bracket. There are 2.89 crore assessees in the country. These 14 lakh people accounted for 75 percent of the total personal income tax collection. “The data reveals very clearly that there is a need for widening and deepening of the tax net now,” Revenue Secretary Hasmukh Adhia told PTI. The analysis further revealed that of 2.89 crore taxpayers who filed returns, 1.63 crore (56.4 percent) did not pay taxes and 0.84 crore assessees (29.3 percent) were in the 10 percent tax bracket. Taken together, these two segments constitute more

NEW DELHI, Aug 18 (PTI): Moody’s Investors Service has retained India’s growth forecast at 7.5 per cent for 2016 but revised upwards estimates for China to 6.6 per cent citing strong fiscal and monetary support. In its latest assessment of the global economy, Moody’s Investors Service said the outlook for emerging markets economies has stabilised but outlined the policy changes post the US presidential election in November as the most immediate downside risks to the global economic outlook. Moody’s now expects China to grow at the rate of 6.6 per cent and 6.3 per cent in 2016 and 2017, respectively as compared to the previous forecast of 6.3 per cent and 6.1 per cent, with the higher growth rate being driven by significant fiscal and monetary policy support,” it said in a statement. As regards India, it said: “Our growth expectations for India, Indonesia, Korea and Saudi Arabia are unchanged from our previous outlook publication in May.” In its May ‘Global Macro Outlook 2016-17’ Moody’s had said that India’s growth will pick up slightly, climbing to 7.5 per cent in 2016 and 2017, from 7.3 per cent in 2015. Minutes of the US Federal Reserve’s latest meeting released yesterday showed that policymakers were in no rush to raise interest rates. Shares of Bharti Airtel settled with gains of over 2 per cent, following which the market capitalisation of the company surged by Rs 2,858 crore. Geoscience Australia said the earthquake struck off the coast of Bowen about 2.30 p.m.(local time), ABC Australia news reported. The quake posed no tsunami threat, but a large portion of the Queensland coast felt the tremors, Senior seismologist Jonathan Bathgate said. “We know it’s been felt all the way from the Sunshine Coast up to north of Townsville,” Bathgate said. “At this stage we have had almost 1,000 reports come in to our earthquake alert centre here in Canberra of people having felt the earthquake,” he added. By 5.00 p.m. (local time), there were six aftershocks recorded in the same area as the initial quake, the highest of them magnitude-4, ABC Australia reported. Ankara, Aug 18 (Agencies): A string of bombings, blamed on Kurdish rebels and targeting Turkey’s security forces, killed at least 11 people and wounded 226 others, officials said today. Two of the attacks were car bombings that hit police stations in eastern Turkey, while a third a roadside blast targeted a military vehicle carrying soldiers in the southeast of the country. I s l a m a ba d, Au g 1 8 (IANS): Balochistan Chief Minister Sanaullah Zehri on Thursday said no one in the Pakistani province had supported Indian Prime Minister Narendra Modi’s statement that the Baloch people had thanked him for his support. “We condemn Narendra Modi’s statement on Balochistan. No one in Balochistan supported his statement. There is no comparison between the struggle for liberation in Indiaheld Kashmir and the so-called Balochistan insurgency,” Zehri asserted at a rally in Quetta, the provincial capital. Modi in his speech on August 15, India’s Independence Day, said “people of Balochistan, Gilgit and PoK (Pakistan Occupied Kashmir) have thanked me a lot in past few days, I am grateful to them”. According to media reports, Modi’s comments sparked protests across Balochistan, with large numbers of tribesmen taking to the streets in protest in Dera Bugti, Khuzdar, Quetta, Chaman and other parts of the province. Angry protestors set ablaze the Indian flag and chanted slogans against the Indian Prime Minister at many places. “We didn’t ask the people to come out on the streets... Beijing, Aug 18 (Agencies): Myanmar’s de-facto leader Aung San Suu Kyi has made her first visit to China, where the issue of a stalled Chinese hydro-dam project in Myanmar’s north featured in discussions. Former Myanmar president Thein Sein suspended the $3.6 billion Myitsone dam project in 2011, after the plan drew widespread protests over its environmental impacts. The move angered China, which would have received around 90 per cent of the dam’s power. Ms Suu Kyi was held under house arrest for 24 years by a military junta backed diplomatically by Beijing, and while she supported suspending the dam at the time, she is now facing pressure to resume the project. “Aung San Suu Kyi said that the Myanmar Government has already set up an investigation committee to look for an appropriate resolution to the Myitsone dam issue,” Chinese Vice Foreign Minister Liu Zhenmin told reporters after a meeting between Ms Suu Kyi and Chinese Premier Li Keqiang. “She also said that she is

he music album, “Standing Tall,” can be considered an achievement for anyone hailing from a traditional Naga Baptist church background. Toshi Langu, now former Associate Pastor of Ao Baptist Church, Kohima, has always been an endearingly unique man, and a fine singer at that. I still have the mental picture of him many years ago in one solemn occasion. While all the other pastors wore their formal shirt-pant or suit with neck-tie, he came in a yellowish over-sized jacket written ‘Defendor’ across the back. He stood out. He was a Youth Pastor at that time. He loved the youth and identified with them. His song, “Wasted Years” is inspired directly with experiences he had with some of the youth he counseled and ministered to. Drug addiction was rampant at that time and many young people lost their lives in the battle. The song laments about wasted lives and their futile pursuit of youthful pleasures. Ultimately they have nothing to show except ‘scars’ of yesterday. He says, “In my imagination I’m taking the place of that young man.” And running parallel to his own life, he too spent his prime time “searching for a heart of gold or a pot of gold at the end of the rain bow.” After years of wilderness wanderings, Langu finally settled down and married at past 40 years of age. He has always been the ‘quintessential artist’ in Church Ministry, and he never let go off his flair for churning out melodies. Since 1979, it has been his dream to bring out a music album. Over the decades that followed he made several attempts to work with local musicians and singers. How-
ever, his project of a life time took off only when he met and collaborated with Tiatoshi Jamir in 2012. Tiatoshi Jamir, Associate Professor, Dept. of Hist. & Archaeology, NU, and front man of folk-jazz band “Blue Print,” created the music for Langu’s bi-lingual album, “Walking Tall.” It took 2 full years to complete and was released in Dec 2014. The album is composed of 9 songs, 6 in English and 3 in Ao (mixture of Chungli and Mongsen) Naga. The songs, “Terutu Ken” and “Narola’s Lullaby” (both in Ao), “Wasted Years,” and “Walking Tall,” are above all, highly imaginative and evocative of rich local imagery, both of shared Naga history and personal life accounts. “Walking Tall” retells Naga history of political uprising in the 1950’s; the utter carnage (burning of villages/granaries, groupings, rape, inhuman torture) and inconsolable tears experienced by innocent village folks at the hands of the Indian Army. No, there is no trace of bitterness in his tone but rather a somber ‘remembrance;’ indeed, a reverential revisit of a dark past as stamped very deep in one’s psyche. One notices an underlying optimism, a belief in the fact that “laughter will fill the land” once more and we will “walk tall and free again.” “Narola’s Lullaby,” a heart-wrenching lullaby with a similar socio-political theme as “Walking Tall” is very artistically rendered. Langu is a good story teller. According to him, “I love telling a story. All the songs are stories about somebody or something.” The most candid story Langu has sung is evident in “Ku Lanuwa” (my childhood). He narrates about the

hunger his family suffered and the insults hurled at them by the rich. His brother who was forced to join the underground movement escaped to Dimapur from Lakhuni village because he could no longer bear the suffering. As a result, his father had to face the fury of the underground authorities and was levied a huge fine. With borrowed money and resultant debt, they fell into extreme poverty. Langu engages in a ‘remembrance’ of his childhood which was full of deprivation, yet his mother’s brave smiling face kept them going. There is no remorse about his past. He simply emerges as someone who has made peace with his past, transcending it gloriously. The music in “Old Timer’s Song” stands out quite distinctly. Tiatoshi Jamir has draped the song in highly catchy, unusual and lovely music; and the lines, “tomorrow for me may never come, today I will sing and praise the Lord” shoots straight at the listener’s heart. “Wasted Years,” though pretty inventive and quite theatrical too, somewhat lacks the thunder and goose-bump effect as I wished it did. This is one song
from the whole album with great promise and potential for a super-hit remake or even an adaptation. “Terutu Ken,” incidentally my favorite, is sung both in Chungli and Mongsen and is very poetic. Mid-day in mid-summer (terutu) and the humming of birds in a village – this supposedly mundane rural imagery has the strange capacity to slay you with its profound simplicity. Langu, who has been a realist in all his songs, launches a utopian dream in, “Land of a Thousand Rainbows.” He presents Nagaland as a fairytale, a fantasy land, with a deliberate glorification of nature - hornbills roaming the sky and mithuns grazing on misty mountains, heaven as being just a walk away from here! Indeed, how remote is that description from present day Nagaland! He definitely composed this song for ‘effect.’ And sure enough, he had ‘tourism’ in mind for it. Another one that scraped through in my list is “The Pilgrim’s Song.” The tune of this song Langu learnt in Germany but meaningfully composed his own lyrics. Something about this moralistic number reminded me strongly of the school concerts we used to stage in Shillong way back in those days; undeniably quite innocent and amateurish but still somehow able to garner a sizable audience. On the whole his ‘lyrics’ are highly rhythmical and imaginative, and evocative of local imageries that are not very difficult to identify with. As for the ‘melody,’ it is very simple and hummable, and definitely belongs to the ‘oldschool’ genre. However, they are beautifully standardized by Tiatoshi’s ingenious musi-
cal compositions and artful arrangements. The charming flute accompaniment lends a further dimension to the over-all product. Understandably, Langu’s musical inspiration comes from Neil Young, Willie Nelson, Simon & Art Garfunkle, and from protest singers such as Joan Baez and Bob Dylan. A host of singers and musicians who contributed to the making of this successful album include: Engg. Tali Jamir (Guitarist of “Blue Print”), internationally acclaimed Flautist Bikramjit Singh, Toshinaro Imchen (Naga Idol 08’), Jamiyinla Jamir, Metet Jamir, Aosenla Jamir, Lanutoshi Lemtur, Meren, Senup Oz, Apong, John Pfokrelo, Dzuvihol Kweho and Bendangla Changkiri Toshi. Langu, who now heads ‘The Frontline Prayer Ministries,’ has a sense of satisfaction and accomplishment with the delivery of this lifetime music project. “No Sad Songs for Me” is the song he has already requested his wife even beforehand to be played during his funeral. According to him this song sums up the philosophy of his life. As a wayfaring stranger passing through life with heaven as the real destination, there is no need for flowery eulogy, expensive coffin or marble tombstone. He says, “I don’t appreciate the pretensions and praises after death. What’s the use of all that when we die. If you want, just plant a weeping willow over my grave.” So considering all this, we see a man living a fulfilling and rewarding life and is not at all afraid to step into the hereafter. Rio’s favelas not benefitting from Olympics Rio de Janeiro, Aug 18 (IANS): Millions of dollars pumped into the Rio Olympics have provided hundreds of international athletes with standard sanitary accommodation in the Games Village on the west side of Rio but the funds have seemingly missed upgrading life at Rio’s slums, known locally as favelas. Rocinha Favela is a slum in Rio’s South Zone where most homes are built on a hill and shoddy infrastructure means rivers of sewage and garbage are part of daily life, reports Efe. In this neighbourhood, sewage runs down from no less than 23 waterfalls and channels, right beside people’s concrete homes, Jose Martins de Oliveira, spokesman for the Rocinha Sem Fronteiras (Rocinha Without Borders) community group, said on Wednesday. For visiting Olympians, Rocinha at night perhaps offers a beautiful view of lights spread along a steep hill, just below a mountain. But those projects haven’t made progress since February 2015, when ex-Finance Minister Joaquim Levy froze the budget on PAC investments amid economic woes. Brazil’s current political turmoil following the impeachment of suspended President Dilma Rousseff has put a question marks over the resumption of PAC funding.

Sakshi ends India’s medal drought

Sakshi’s medal capped another day of heartbreaks for India including an unfortunate injury to Vinesh in the women’s 48kg Freestyle category that forced her out of the competition. An emotional Sakshi recalled years of sweat and hardwork even as she soaked in the adulation and wild celebrations among the Indian supporters. “First time a medal has come for women. It’s a success of my 12 years of dedication. I had thought day and night about qualifying and bringing a medal for the country. My hard work of many years has succeeded,” Sakshi said after the bout. “I have stood up to the hopes of the country for the first medal. I was confident that I can win in the end even being down. The last two hours were the most difficult for me thinking whether the medal will come or not,” she added. The bronze medal bout was off to a hectic start as Aisuluu tried to force the early initiative with an attempted leg hold but Sakshi defended successfully. The Kyrgyz grappler displayed impressive strength and was more active in the opening stages which forced Sakshi to go on the defensive. However, the referee invoked the passivity rule against Sakshi which handed the Kyrgyz the first point. Aisuluu then made a successful takedown to bag another two points. Aisuluu continued to pile on the pressure and bagged another couple of points with another successful tackle to build up a healthy 5-0 lead at the break. Sakshi made a superb comeback in the second round, turning a defensive position into offensive to bag two points
before flipping the Kyrgyz to bag another couple of points. With the Momentum firmly behind her, Sakshi continued to pile on the pressure before drawing level with another two-pointer. With just seconds remaining in the bout, the Indian pulled off another takedown to take the lead and make sure of the win.
One day after Sakshi Malik ended India’s wait for a medal at the Rio Olympic Games, the windfall of cash rewards began to fill up the maiden woman wrestling bronze medallist’s coffers with a cumulative sum of over Rs 3.5 crore and a job promotion promised. The 23-year-old from Rohtak won the bronze medal bout in the 58kg category over Aisuluu Tynybekova of Kyrgyzstan here on Wednesday. It was India’s first medal in the Rio Games. And the bronze medal is sure to make her richer with her state government Haryana announcing a reward of Rs 2.5 crore, while her employer Railways promised a Rs 50 lakh cash award. Railways also declared that Sakshi will be promoted to the rank of a gazetted officer. Apart from these awards, the Indian Olympic Association (IOA) had declared a cash reward of Rs 20 lakh. Moreover, according to the Ministry of Youth Affairs and Sports cash awards policy, she is set to get Rs 30 lakh. International Fitness Festival will also present her Rs 5 lakh. The Uttar Pradesh government also announced that it will honour Sakshi with the coveted Rani Laxmi Bai award.

The 33-year old, who will make his debut in ISL, started his career with Atletico Madrid playing for their youth team. He then graduated and went on to play for Spanish clubs like Deportivo Guadalajara, Mostoles, Valencia ‘B’ and CE Sabadell FC scoring over 100 goals. Rio de Janeiro, Aug 18 (PTI): P V Sindhu scripted history by becoming the first Indian shuttler to reach the finals of the women’s singles competion at the Rio Olympics as she stunned Japan’s Nozomi Okuhara in straight games to assure India of atleast a silver medal here today. The two-time bronze medallist at World Championship notched up a sensational 21-19 21-10 victory over the All England Champion from Japan in a pulsating semi-final that lasted 49 minutes. The World No. 10 from Hyderabad will next take on two-time World Champion and top seed Carolina Marin of Spain in the summit clash tomorrow. Sindhu had a 1-3 headto-head record against Okuhara but all that went for a toss as the Indian came out with a well-thought strategy as she engaged the Japanese in longrallies with her angled returns and deft drops. \In the opening game which lasted 29 minutes, Sindhu opened up a 4-1 lead early on and rode on Okuhara’s unforced errors to extend the
advantage to 8-4. The Indian engaged her rival in long rallies and tried to vary the pace and finish them with wellexecuted drops. A cross court forehand return after a long rally which consisted of 32 strokes helped Sindhu reach 9-6 before the Indian reached the interval with a 11-6 advantage after Okuhara hit long. The Hyderabadi pushed the Japanese to the corners by playing half smashes and drops, while Okuhara continued to find the net while trying to play the cross court drops from the baseline. Leading 14-10, Sindhu hit wide and long before coming up with a superb drop even as Okuhara forehand returns. At 16-18, Sindhu failed to negotiate a body return but she again caught hold of the shuttle early using her height and sent it sailing out of the Japanese reach.
