NPF withdraws from Joint Legislators Forum Says, the present setup of JLF facing ‘huge trust deficit’

D I M A P U R , AU G 1 8 (NPN): In a significant political development, NPF legislature party at a meeting held in Dimapur Tuesday at the residence of the Leader of Opposition (LoP) T.R. Zeliang, resolved to withdraw membership from the Joint Legislators Forum (JLF) on Naga political issue on the ground of “huge trust deficit”, particularly since the ruling dispensation has no confidence with the NPF legislators. This was contained in a press communiqué issued by the opposition, which however said the NPF will continue to act as “active facilitators on the Naga political issue”. The party cited the refusal of its request to hold the recently concluded 6th NLA session for three days instead of one day. NPF had wanted to have a three-day session to discuss several issues confronting the Naga people including the Naga political issue.

Exempt rent for shops in govt complexes: CNCCI DIMAPUR, AUG 18 (NPN): Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) has demanded that all shops and business establishments in government-owned properties, including in governmentfunded agency properties like marketing complexes in various towns, should be exempted from paying rent for a minimum period of three months. Further appealing to the State government to give more human touch in its policies and approach as COVID-19 pandemic had become a humanitarian crisis beyond comprehension, the trade body reminded the government of its April 24 April, 2020 appeal letter to chief minister seeking shop rent exemption. CNCCI hoped that the government would take immediate action as a matter of urgency on genuine appeal made by the business community. Meanwhile, empathising with the business community of Dimapur, especially the business community of New Market, Hazi Park and Hongkong Market that had been shut for almost five months now, CNCCI said though

NPF maintained that as a responsible political party, it has played the role as an active facilitator for resolving the Naga political issue since the last 23 years. After formation of the 13th Nagaland Legislative Assembly (NLA), the opposition said it volunteered to be part of the JLF so that the Naga political issue could be carried forward. However, it said after reconstitution of the JLF on September 18,2018 the JLF failed to make any progress due to the “half-hearted approach” of the present government. This, it said, rendered the JLF as a “mere Forum without any tangible road-map to the Naga political issue.” NPF pointed out that the signing of the Framework Agreement between the NSCN (I-M) and government of India on August 3,2015 and the signing of the Agreed Position between the government of India and the NNPGs on November 17,2017 had “created a conducive atmosphere for the JLF to assist and accelerate the ongoing peace process.” However, it said JLF was rendered an ineffective forum when meetings were

minister made another excuse that first consultations with civil societies should be held. NPF also accused the chief minister of not speaking out his mind nor divulging detailed of his meetings with central leaders in JLF meetings or Core Committee members so they could move forward as facilitators for the Naga political issue. NPF said before the deadline for conclusion of negotiations was set on October 31,2019 , the present government paid least attention in convening a meeting of the JLF despite its fervent appeals. When all its pleas fell on deaf ears, NPF said its legislators along with NPF party central office bearers went to New Delhi on October 28,2019 where they met with leaders of seven NNPGs and NSCN (I-M) on October 29 and October 30 respectively. It said the outcome was positive and subsequently on October 31,2019 it was informed that both political groups had arrived at a mutual understanding. Furthermore, NPF said on August 5,2020 the chief minister along with the finance minister of Assam were called to New Delhi by

In a statement, NSCN (I-M) steering committee convenor, ‘maj.’ (retd) Hutovi Chishi went on to hit out at Interlocutor for Naga talks, R.N. Ravi saying “It will go down into the IndoNaga history the vile attempt made by RN Ravi to pull the clock back of the over 70 years of Naga issue ever since Naga Independence was declared on August 14, 1947 and 23 years after 2nd Indo-Naga ceasefire and political talks.” He said despite such “naked exposure of Ravi’s deceitful agenda, a few selfish Nagas allowed themselves to be carried away by his scheming tricks to destroy the Naga political issue by desperately trying to forced it into “law and order prob(Full text on p-4) lem.”

State’s unemployment rate highest in India: Neikha Correspondent

KOHIMA, AUG 18 (NPN): Advisor youth resources and sports (YR&S), Er. Zale Neikha, Tuesday disclosed that Nagaland had the highest rate of unemployment (Cont’d on p-5) in India at 21.4%, as per Ministry of Statistics and Programme Implementation (MoSPI). The advisor said this during the launching programme of “launchpad”, a career guidance and employability skills development programme for students at YouthNet office here on Tuesday. The programme, which is for students pursuing 12th standard in all government secondary schools across Nagaland, is an initiative taken up by YR&S depart“Sorry. convened but followed by inaction on the part of the present government. NPF said at almost every JLF meetings, it had proposed that members call upon the prime minister of India, the home minister and other central leaders to urge upon them to bring a logical conclusion to the long-pending Naga political issue but these had failed to see the light of day. NPF also said that as suggested by the present chief minister, JLF had constituted a core committee that comprised of five NPF legislators out of 20 other members. NPF said three meetings of the committee were held during which it suggested sending a delegation comprising of representatives of various political parties and tribe representatives to meet PM and HM to apprise them for an early solution. NPF said it renewed the proposal at the March 8,2020 JLF meeting at Niathu Resort but the chief minister came up with some excuses and so it was kept in abeyance. NPF said it had repeated its proposal as the JLF meeting held at the Old CM’s Banquet Hall Kohima on May 2,2020 but the chief

Expressing concern over high unemployment rate, Neikha said that lack of proper guidance at an early stage was one of the leading causes for youth unemployment in the State. The advisor assured that the department had a vision to go about bringing positive change among the youth in Nagaland through YouthNet. The advisor informed that the department not only emphasized in the field of sports and music, but also

other youth-centric activities. As regards, he informed that it had come together with YouthNet to embark on a new venture for the welfare of students. Neikha said that the programme would impact students who were currently pursuing their 12th standard in 44 government higher secondary schools across12 districts in Nagaland. He said that they would be given the opportunity to discover where their strength lay and help them expose further through job fairs and melas. With the programme targeting to help over 2000 students, he expressed hope that it would make drastic change in moulding the lives of many of Naga youth with joint efforts of the district youth resources officers and resource persons. Speaking on the occasion, principal director for

School Education, Shanavas C observed that youth generally delay in making decision about career and skill development. He said that only after graduation, they opt for personality development and career skill courses when they have already brushed their personalities. In this regard, he expressed optimism that launchpad was the right movement for students especially from government schools to explore possibilities. While presenting an overview of the programme, director programmes YouthNet, Nuneseno Chase, said that the objective was to guide students to discover their ideal career path, enable them to look beyond traditional jobs and assist them in transition from school to work. PM tasks Intelligence Bureau chief with resetting Naga talks NEW DELHI, AUG 18 (AGENCIES): The Prime Minister’s Office is “disturbed” over the standoff in the Naga peace talks between Nagaland Governor RN Ravi, who is also the centre’s interlocutor, and various rebel groups over the past few months and has asked the Intelligence Bureau chief to take over, top sources have told NDTV. According to NDTV, Intelligence Bureau Director Arvind Kumar has been tasked to bring the apparently derailed talks back on track. “Over the last six years RN Ravi, in his capacity as interlocutor, had been talking to various Naga groups. But in the past 10 or 11 months, things have not been going well,” a senior government official said. According to the official, the PMO has also asked IB special director Akshay Kumar Mishra to join the fire-fighting effort. Centre is believed to be concerned by what appears to be a three-way feud in Nagaland- between the NSCN (I-M), R.N. Ravi and the National Naga Political Groups (NNPG). The fact Governor Ravi openly

Arvind Kumar (File)

targeted the elected government in Nagaland, which is a BJP alliance partner, has also not gone down well. Ravi, in his Independence Day speech, had said: “Nagaland is endowed with one of the finest human and natural resources. Unfortunately, today it has the dubious distinction of the worst-performing state in the country, including the northeast region, on almost all significant indicators of human development”. “In October last year a consensus was to be reached but it did not materialise. The Centre retaliated and launched a crackdown on NSCN (I-M) cadres and leaders. This upset Naga leaders,” an official said, adding that the perception that the interlocutor was fa-

vouring NNPG over NSCN (I-M) did not help matters. Last week, NSCN (I-M) general secretary Th. Muivah said the Centre had recognized the sovereignty of the Nagas through the 2015 agreement. The surprising statement came days after the group, which has been part of the 18-year peace dialogue with the Centre, spoke of a “roadblock” and asked for RN Ravi’s removal as the interlocutor. On Sunday evening the group released a statement that said: “The interlocutor carries the mandate of the Prime Minister but, since RN Ravi created an imbroglio... the Prime Minister has given mandate to continue the talk to a team of IB (officials) as a fast-track channel...” “Delhi had promised new cultural identity for Nagas without changing territorial boundaries. But as there are many tensions between tribes too, nothing substantial has come out so far,” an official said. However, the Centre has refused to back down. “Talks will go on as the government cannot be threatened,” a senior official said.

People under 50 driving COVID-19 spread in Asia-Pacific, warns WHO M anila , A ug 1 8 (Agencies): Coronavirus cases in Asia-Pacific countries are now being driven by people under the age of 50 who may not know they are infected, the World Health Organization said Tuesday, warning of a “new phase” in the pandemic. WHO said it was concerned that the novel coronavirus spread was being driven by people in their 20s, 30s and 40s, many of which were unaware they were infected, posing a danger to vulnerable groups. WHO officials said this month the proportion of younger people among those infected had risen globally, putting at risk vulnerable sectors of the population worldwide, including the elderly and sick people in densely populated areas with weak health services. “The epidemic is changing,” WHO Western

New traffic rule for NH-29 D I M A P U R , AU G 1 8 (NPN): In view of the sinking road at Old KMC dumping site along the stretch of National Highway– 29, the Kohima police have enforced new traffic regulations till further order. According to Kohima police PRO, all light vehicles going down towards Dimapur from Kohima and vice-versa would be diverted to Jotsoma bypass road, adding that no heavy vehicles, buses and commercial pickup vehicles would be allowed to ply on that route. Kohima police informed that heavy vehicles (four/six/ten wheelers), buses, commercial pickup vehicles coming up towards Kohima from Dimapur would be diverted to Peducha-10th Mile– Tsiesema route from 5 p.m. to 6 a.m.

Pacific regional director, Takeshi Kasai, told a virtual briefing. “People in their 20s, 30s and 40s are increasingly driving the spread. Many are unaware they are infected.” “This increases the risk of spillovers to the more vulnerable,” he added. A surge in new cases has prompted some countries to re-impose curbs as companies race to find a vaccine for a virus that has battered economies, killed more than 770,000 people and infected nearly 22 million, according to a Reuters tally. Surges were reported in countries that had appeared to have the virus under control, including Vietnam, which until recently went three months without domestic transmission due to its aggressive mitigation efforts. “What we are observing is not simply a resurgence. We believe it’s a

signal that we have entered a new phase of pandemic in the Asia-Pacific,” Kasai said. He said countries were better able to reduce disruption to lives and economies by combining early detection and response to manage infections. While mutations had been observed, the WHO still saw the virus as “relatively stable”, Kasai said. WHO also reminded drugmakers to follow all necessary research and development steps when creating a vaccine. Socorro Escalante, its technical officer and medicines policy advisor, said the WHO was coordinating with Russia, which this month became the first country to grant regulatory approval for a COVID-19 vaccine. “We hope to get the response in terms of the evidence of this new vaccine,” Escalante said.

Assam Cong seeks alliance ahead of 2021 polls

G U WA H AT I , A U G 18 (PTI): The opposition Congress in Assam on Tuesday called for a ‘Grand Alliance’ of all non-BJP parties, including the AIUDF, to oust the Sarbananda Sonowal- led government in next year’s assembly elections. A decision in this regard was taken at a meeting of the state Congress’s core committee, former chief minister Tarun Gogoi told reporters. “We will reach out to other parties, including the AIUDF and the Left, to ensure the defeat of the BJP-led government in the state,” he said. Gogoi said the people of the state want a change and so the core committee in its meeting decided that all parties will be consulted in this regard. AIUDF has already expressed willingness to consider and discuss the

Tarun Gogoi (File) matter but the All Assam Students’ Union (AASU), also planning to float a new party with some of its senior leaders expressing the desire to contest the 2021 polls, will not be a part of the alliance, he said. “The chief minister will be from the Congress,” asserted Gogoi when asked if the Badruddin Ajmal-led AIUDF would get a shot at

the top post if the alliance wins the polls. Replying to a question on whether he is a contender for the post, the veteran Congress leader said that he will stay as an advisor. State Congress president Ripun Bora said the party is looking to join hands with all the “antiBJP forces”.

“We as the largest opposition party in the state have given the call and now it is up to them to respond,” he said. Later at a press conference in the state secretariat, Himanta Biswa Sarma, the convenor of the BJP-led North East Democratic Alliance (NEDA), said Tarun Gogoi will have no relevance in the 2021 assembly elections. “At a time when he should be chanting the names of Ram and Krishna, he is seeking Ajmal,” Sarma said in a dig at the three-time former chief minister. “In the 2021 assembly elections, Tarun Gogoi has no relevance. He is 90 years old and should refrain from giving challenges which have no relevance or meaning,” he added. Sarma, who is the state’s finance, health and education minister, urged

the press to not question him about Gogoi as he “can only show him respect”. “I have worked with him for 14-15 years. Yes, I was angry with him and I left the Congress but I have proved myself in the 2016 assembly elections and now have no anger,” the BJP strongman said. Sarma said that his mandate is to serve the people of the state till March. “I myself do not know whether I will contest the next assembly elections. It will be decided by my party and my family. I am not for any post or power,” he said. Sarma further said that election means competition between two groups who are willing to do more for the people, and the BJP has already started “constructive and creative” mobilisation of the people for it.

Aizawl, Aug 18 (PTI): The number of COVID-19 cases in Mizoram crossed the 800-mark on Tuesday, with 26 more people including four BSF personnel testing positive for the virus, a Health department official said. Mizoram’s COVID-19 tally rose to 815 with the 26 new cases, the official said. Of the 26 new COVID-19 cases, 16 were reported from Aizawl district, five from Kolasib district, four from Lunglei district and one from Hnahthial district, he said. The official said that four Border Security Force jawans and 5 truckers and their helpers, who came from outside, were among the newly infected persons. All the new patients were placed under quarantine before they tested positive for COVID-19, he added.

(PTI): Forty more people, including 13 security personnel, have tested positive for COVID-19 in Arunachal Pradesh, raising the state’s total caseload to 2,741, a senior Health department official said on Tuesday. Of the 40 new cases, 10 were reported from the Capital Complex region, eight from West Kameng district, six from Changlang, four from Tawang, three from Papumpare, two each from East Kameng and East Siang and one each from West Siang, Upper Siang, Namsai, Anjaw and Tirap districts respectively, the official said. Barring three, all of them are asymptomatic and shifted to Covid care centres, State Surveillance Officer Dr L Jampa said. Eighty-five people including 30 from East Kameng, 14 from the Capital Complex, eight from Changlang, Tawang (7),

four each from Papumpare and Tirap, Namsai (3) West Kameng (2) and one each from Lower Dibang Valley and West Siang were discharged from hospitals on Monday after being cured of the infection, pushing the number of recoveries to 1,893, the official said. “Thirteen paramilitary personnel -- five in West Kameng, four in Capital Complex region, two in East Siang and one each in East Kameng and Anjaw -- are among the new patients,” Jampa said. A total of 1,259 people, including 551 security personnel, have tested positive for the infection in the state since August 1, the official said. The recovery rate in the state increased to 69.06 per cent, as 1,112 people have recovered from COVID-19 since the beginning of this month, he said.

Arrested PREPAK (Pro) cadre with explosives. Correspondent IMPHAL, Aug 18: An active cadre of rebel outfit PREPAK (Pro) was arrested with explosive materials by security forces in Manipur, an official source said on Tuesday. Ingudam Ingocha alias

The source alleged that Ingudam Ingocha alias Boribi joined PREPAK (Pro) in February 2020 and worked under the command of one Lalngamba of finance section of the outfit. The seized explosive materials were handed to him by his commander to plant on the road to target security forces during his visit to Moreh, a town at the Indo-Myanmar border in March this year. The apprehended PREPAK (Pro) has been handed over to Yaingangpokpi police station , Imphal East along with the seized items, the police source added.

Correspondent IMPHAL, Aug 18: Manipur chief minister N Biren Singh who is currently camping in New Delhi along with six Congress legislators who recently resigned as members of the state Assembly met BJP national president J P Nadda at latter’s his office on Tuesday. The chief minister had left Imphal on August 16 along with the six ex-MLAs who switched to the saffron party after resigning from Congress and the Manipur Legislative Assembly. Another Congress MLA, RK Imo, son-in-law of the chief minister also boarded the same charter flight the chief minister and the six ex-MLAs travelled in. “Today, I called on BJP National President

Shri J P Nadda ji at his office and apprised him of the political development and other issues in the state,” Singh stated in a Facebook post. He added that the national president congratulated the BJP-led state government on recently winning the trust vote in the Assembly. During a one-day monsoon session of the state Assembly on August 10, a confidence motion moved by the chief minister was won through voice vote amid strong demand for division vote by the opposition Congress. It was after the session that the six Congress MLAs - Md Abdul Nasir, Ginsuanhau, O Lukhoi, Ngamthang Haokip, P Brojen and O Henry tendered resignations as members of the state Assembly. The Speaker later accepted

Manipur CM N Biren Singh with BJP national president JP Nadda in Delhi on Tuesday. their resignations. Sources said that the chief minister and the sixMLAs went to Delhi to hold meetings with the BJP national president, Union home minister Amit Shah and other BJP Central leaders to discuss the forthcoming by-election to 13 Assembly seats in the state and to offer party tickets to the resigned MLAs.

However, before leaving Imphal, the ex-MLAs told reporters they were going to Delhi at the invitation of the chief minister and had no idea of agenda behind their trip to Delhi. Sources also said that the chief minister during meetings with central BJP leaders was likely to propose a major reshuffle

in his ministry before the by-election. The source revealed that the chief minister plans to induct two of the six ex-MLAs who quit Congress into the council of ministers by dropping two incumbent cabinet ministers. Another source said that at least five incumbent ministers were likely to be dropped to induct new faces. Incumbent Speaker Y Khemchand is also likely to be inducted as cabinet minister and the post of the speaker could be given to MLA RK Imo who is still with the Congress but close to Biren since the election to the lone Rajya Sabha seat from Manipur. It may be mentioned that in the election held on June 19 , Imo and another Congress MLA O Henry crossed vote in favour of the BJP nominee.

Health for all

ven several decades after independence, most states in the north east region still lack adequate human resources and quality health care service delivery. In the current COVID-19 pandemic, what has been witnessed, is the pitiable state of health care infrastructure in most north eastern states. This has been reflected in NITI Aayog’s SDG India Index 20192020, where none of the eight Northeastern states find a position in the top 10 states in India as per the SDG 3 rankings. It is also a matter of deep concern, that among the north eastern states, Nagaland secures the lowest rank, with an abysmally low score of 29 out of 100. Unfortunately, the state has attempted to uplift its almost non-existent health care infrastructure. It may be pertinent to point out that as per the UN Sustainable Development Goal (SDG 3)- Good Health and Wellbeing- acts as the topmost priority that supersedes all the other developmental objectives ; after all, health is wealth but not vice versa. The virus began to show up late in the region but matters turned worse after several thousand stranded people of various states in the region, began to return and also brought the virus along. The health care infrastructures of the states were hopelessly inadequate and unprepared to meet the sudden onslaught. In the current pandemic, most states have been able to successfully combine their traditional ways of life with the lifestyle required to keep the virus away and in this way, have been able to keep the situation under control because of firm support from civil society. Sikkim has set a fine example of how involvement of society and government together can make the difference. Despite being in close proximity to West Bengal and Assam which are the worst COVID-19 affected states in the eastern region- the proactive measures taken by the state has been highly commendable. In Arunachal Pradesh, village headmen and church leaders and youth worked in tandem to enforce lockdown. In Mizoram youths were proactive in helping the health authorities by patrolling the international border, construction of quarantine centres and maintaining them. Even in Nagaland NGOs and churches also got involved in providing support to frontline warriors as well as maintaining quarantine centres. In Manipur civil society organisations have helped law enforcement agencies in maintaining law and order and ensuring that things did not go out of control. However, that is how much the CSOs or NGOs can do and the major part of taking care of the virus, still remains in the domain of health care system. One aspect of the pandemic is that it served to open the eyes of state planners on the Achilles heel of the states and which is the poor health care system. An important experience from the COVID-19 pandemic, is that in future, pre-emptive preparedness for epidemic and infection was imperative for optimum healthcare. For quite some time, the north east was merely seen as a tourist and organic hub. However, the pandemic has ruined that vision. Considering this, the DoNER ministry has given the NE states the option to send proposals for health-related projects to be funded from Rs.500 crore under North East Special Infrastructure Development Scheme(NEISDS). What is therefore, needed, is reviewing to reshape and re-strengthen the health care system in the states which remains the backbone of society.

DailyDevotion Have You Ever Been Speechless with Sorrow?

When he heard this, he became very sorrowful, for he was very rich. —Luke 18:23 The rich young ruler went away from Jesus speechless with sorrow, having nothing to say in response to Jesus’ words. He had no doubt about what Jesus had said or what it meant, and it produced in him a sorrow with no words with which to respond. Have you ever been there? Has God’s Word ever come to you, pointing out an area of your life, requiring you to yield it to Him? Maybe He has pointed out certain personal qualities, desires, and interests, or possibly relationships of your heart and mind. If so, then you have often been speechless with sorrow. The Lord will not go after you, and He will not plead with you. But every time He meets you at the place where He has pointed, He will simply repeat His words, saying, “If you really mean what you say, these are the conditions.” “Sell all that you have…” (Luke 18:22). In other words, rid yourself before God of everything that might be considered a possession until you are a mere conscious human being standing before Him, and then give God that. That is where the battle is truly fought— in the realm of your will before God. Are you more devoted to your idea of what Jesus wants than to Jesus Himself? If so, you are likely to hear one of His harsh and unyielding statements that will produce sorrow in you. What Jesus says is difficult— it is only easy when it is heard by those who have His nature in them. Beware of allowing anything to soften the hard words of Jesus Christ. I can be so rich in my own poverty, or in the awareness of the fact that I am nobody, that I will never be a disciple of Jesus. Or I can be so rich in the awareness that I am somebody that I will never be a disciple. Am I willing to be destitute and poor even in my sense of awareness of my destitution and poverty? If not, that is why I become discouraged. Discouragement is disillusioned self-love, and self-love may be love for my devotion to Jesus— not love for Jesus Himself.

ore than four thousand years ago, a Chinese Monarch promptly executed offenders of his slogan “No more gossip in my country.” But a wise and courageous man responded to this tyrannical rule, “It is more dangerous to shut people’s mouth than to block the flow of a river. To halt the flow of water would consequentially mean disaster. Therefore, it is best left for the water to take its natural course, such is the case with people.” In the same vein, no amount of suppression can prevent the assertion of one’s own birthright. In the last 7 decades, the Nagas have suffered defending just that. Their political will and struggle

Truth: Can it be falsified?

for freedom is synonymous with the Israelites in the land of Pharaoh four thousand years ago. The striking truth with the story of Israel, was, the more Pharaoh used force, the more they united as a people. The Naga were united through Plebiscite in 1951. The Government of India tried to appease them with 16 points agreement and statehood within Indian union was subsequently established. Attempts to obliterate Naga political aspiration only encouraged proliferation of people’s movement. We have heaps of data to substantiate this historical reality. In fact, no power on earth can destroyed our history. To recall the fact of

Naga history, the level of utmost dedication to the cause of freedom is evident in the fact that every Naga village agreed upon contributing one soldier with a rifle from every ten house. As the conflict persisted between Indian Arm Forces and the Nagas, Government of India implemented new policies. To eradicate the Naga political movement, they placed“Red flags”in houses across the Naga villages to identify persons with active involvement in the political struggles. However, this attempt failed as well; the occasion rather generated complex web of networking and deepened the idea of Naga unity. In terms of contribution to the cause of the nation, undeniably,

Thoughts without Malice

‘With malice towards none: with charity to all.’ – Abraham Lincoln any Nagas have laid down their lives with a view to establish a just society and united Nagas on the altar of Nagaism. ‘We make war that we may live in peace,’ said Aristotle. The Nagas practised headhunting and fought against one another defending their territory and rights in order to live in relative peace and tranquillity till invaded by the non-Nagas arousing collective political and identity consciousness as one people against the common aggressors. Taking advantage of this development, the Naga leaders under the aegis of the British Imperialist, organised the Naga Labour Corps and participated in the 1st World War as their allies. Witnessing the savagery of the civilised world in war, discovered their different race, customs, and, most of all, the necessity of a Naga unity for survival. Returned home wiser, organised the Naga Club and demanded for a separate country from India where they could be free again to live their life as before the conquest and rule of the British Empire. This petition was not granted by the British Empire leading to future armed struggle with independent India for self-determination which continues till today. The Govt of India (GOI) attempted to win the confidence of the Nagas by creating the state of Nagaland with special provisions in the constitution but failed to satisfy them as many of them were left out in Manipur, Assam, Arunachal Pradesh and Myanmar. The present peace talk is one of those steps taken by both the GOI and Naga leaders to resolve the outstanding political questions of the Nagas inherited from the British Empire. However, it is qualitatively different from the earlier ones in many ways led by a batch of more qualified leaders than the previous negotiators; disunited and divided, each advocating its own agenda before the GOI. Reportedly, they have formally agreed to settle the Naga question within the constitution of India abandoning the idea of absolute sovereignty and territorial integration for Nagas. This is a paradigm shift from the past stance. The main features of the peace talk are as follows: First, it appears that the cease fire was concluded with the most powerful Naga Socialist Council of Nagalim (IM)/ NSCN (IM) led by Chairman (L) Isaac Chishi and General Secretary Th. Muivah in great haste without proper detail ground rules to enforce it leading to avoidable altercation and confrontation between the security personnel and the underground cadres. Secondly, there are many Naga National Political Groups (NPGs) but

M

the cease fire was concluded with one group only, namely, the NSCN (IM) and not with the other warring groups. Thirdly, later on, some NPGs were also brought to the negotiating table by the GOI to make it more inclusive overruling the bitter objections from the NSCN (IM). Fourthly, the GOI is represented by the Interlocutor and the Nagas by their leaders from their respective factions excluding the state government or any other social organisations. Fifthly, inclusion of the NPGs at latter stage created bad blood between them and the NSCN (IM) who initiated the negotiation. This problem remains unresolved till date. Sixthly, the GOI has changed the Interlocutors frequently disrupting the continuity of the process without rhymes or reasons. Seventhly, the present Interlocutor has made tremendous progress during his tenure but of late severely criticised by the NSCN (IM). Eighthly, it is going rather slow and the public is losing hope in the fruitful outcome of the protracted negotiation raising doubts about their sincerity in resolving the political question of the Nagas. Ninthly, the Framework Agreement and the competencies clause signed between the GOI and the NSCN (IM) remain a secret document and not officially accessible to general public raising suspicion and authenticity about its contents. Lastly, the public doesn’t know on what basis the GOI is dealing with the NPGs. Do they have a different agenda? Will they accept the Framework Agreement and the competencies clause without any discussion or correction? On what basis are the NPGs ‘prepared to sign the Indo-Naga agreement any day and any time’? What is that ‘Indo-Naga agreement’? Is it different from the Framework Agreement signed by the GOI and NSCN (IM)? The public wants to know about this mysterious document. In the midst of all this talk, the NSCN (IM) is demanding for replacement of the incumbent Interlocutor holding him responsible for creating misunderstanding and schism between them and the GOI. However, at this juncture, such move may derail the process or even delay the political settlement farther while deracinating and demotivating the incumbent sowing seeds of suspicion and animosity between them. Any Interlocutor appointed by the GOI will plead for their case against the Nagas. They are political adversaries. They will not act treacherously. It is not the responsibility of the Interlocutor to speak or work for the Nagas and vice versa. The Naga leaders must speak for themselves and deal with anybody reasonably whoever becomes the Interlocutor, antagonistic or accommodative, on equal terms. They must

every Naga, in one way or the other participated. The question of overground and underground was irrelevant for the fact that this idea of freedom and self-determination run deep within the fabric of Naga as a race. It was a collaborative conviction, persuasion, and effort. Truth be told, every Naga, without exception, participated in the struggle for freedom and self-determination. What do we make of the recent exercise enforced by the Government of India through the state machinery upon those in the government payrolls to identify family members involved in Naga movement? Yet again, history is repeating itself ! This same principle was

conduct themselves confidently, rationally and honourably. The fate of the negotiation will depend on both the Naga party and Interlocutor. The better negotiator will have his way; the Interlocutor for India and the Naga party for Nagas. They must play their cards well; very intelligently, tactfully and diplomatically within the constitution of India. The recent controversy over the flag, constitution and competencies clause must be critically examined against the aforesaid background. Are they against the constitution of India? If so, they must be flexible enough to set aside those irritants and abide by their earlier commitment building trust and confidence ending this tedious and acrimonious negotiation successfully without introducing fresh ideas at this stage further complicating the issues either stalling or procrastinating inordinately. If any other vital issue cannot be satisfactorily settled this time, it may be postponed for another day while achieving what is possible now. It should not end in fiasco. They must try to remove all obstacles blocking progress and advancement towards material prosperity and spiritual awareness. Honourable and acceptable political solution must be for both parties under the principle of ‘give and take’, based on peaceful and tactful negotiation and not otherwise. It cannot be done at the expense of others. ’The body politic, as well as the human body, begins to die as soon as it is born, and carries itself the causes of its own destruction’, writes Rousseau. Timing is important and our leaders must accomplish whatever they can when there is still opportunity. Every generation of Nagas is expected to contribute its best for the well-being of our people and earn gratitude but unfortunately, it is said that ‘gratitude is a duty to which ought to be paid, but which none have a right to expect’ in this fallen world. The public is expecting improvements in the living conditions of the Nagas everywhere out of this peace talk. It is impossible to satisfy everybody but when they give their best every Naga will appreciate it. Neither is it possible nor reasonable nor is it necessary that one generation of ambitious politicians should accomplish and satisfy all the aspirations of the present and future generations of Nagas and write off their history for good. They must keep the window open for successive generations to continue the march towards progress -- materially and spiritually. Every little forward step is an achievement in human civilisation. We will cherish their memories and feel indebted to their contribution for promoting the idea of Nagaism for posterity. Besesayo Kezo, IPS (Retd) DGP

executed in the past – the Red Flag operation. Was it successful? No. It was rather a vain pursuit. What happened then and happening today was and is a gross violation of democratic tenets, not to talk of human rights violation. Learning lesson from modern Russian Political History would be worthwhile at this point. With reference to the coerced Union of Soviet Socialist Republics (USSR), the thenvisionary President Mikhail Gorbachev had this to say: “It is possible to suppress, compel, bribe, break or blast, but only for certain period, from the point of view of long term big time political vision, no one will be able to subordinate others.” The

recognition and implementation of such profound truth brought peace to the nations belonging to erstwhile USSR. Likewise, I believe its time for such wisdom and political will to prevail. The time is about ripe for the Government of India (represented by R. N. Ravi, the Interlocutor) and Naga Political Leaders (NSCN/IM and NPG/ WC) to deliver peaceful, honorable, and lasting solution to the seventy years old Indo-Naga political conflict. Twenty years of negotiation among the stakeholders is a long time. May the prayers of the faithful hasten a permanent solution that will flourish both the Nagas and India for posterity. Rev Dr. V.K. Nuh

We shall take our stand

e Nagas have come a long way, the travails that had touched the 74th years ever since we declared Naga Independence on 14th August, 1947. God never fail us though we fail to meet His calling in many ways. We have gone through two ceasefire agreements with the Government of India. The second-Indo-Naga ceasefire is still in operation that is taking the Indo-Naga political talks to the crucial stage. We give immense thanks to our Almighty God for bringing us this far. At the international level Nagalim is not alone. Inspired by the leadership in the hands of the UNPO that stoutly stood behind NSCN we have many well wishers across the world that played their roles in different capacities. We are grateful to them. We are happy that our Naga brethren abroad stayed connected with the Naga issue. That is the spirit we value the most because they are our ambassadors abroad. We appreciate our fellow Nagas who stood firmly behind IndoNaga political issue bearing with us through thick and thin. We need to sail together leaving behind petty divisive politics as prodded by certain forces. Let us keep in mind that if we mishandle the ongoing Indo-Naga issue we shall be answerable to the future generations because the Naga issue will never die at the hands of any force on earth. Let us uphold one another through ceaseless prayers as we steady ourselves to protect the sanctity of the God-given Naga nation that is being suppressed by the government of India for the last more than 70 years. History will honour us as we prove ourselves as last men standing fighting for the dearest cause of Naga political issue. It is unfortunate to have many black sheep in the garb of Naga national freedom fighters. They have nothing good to show but devalue the political sanctity of Naga issue. They are no better than parasites whose main purpose is to survive at the cost of others who are doing the donkey’s job to carry the national load. Posterity will judge them for contaminating the Naga issue. It will go down into the IndoNaga history the vile attempt made by Mr. RN Ravi to pull the clock back of the over 70 years of Naga issue ever since the Naga Independence was declared on 14th August, 1947 and 23 years after 2nd IndoNaga ceasefire and political talks. Despite such naked exposure of Ravi’s deceitful agenda, a few selfish Nagas allowed themselves to be

carried away by his scheming tricks to destroy the Naga political issue by desperately trying to forced it into “law and order problem.” But NSCN will take the stand to defend Naga political issue at all cost. The Naga nation Nagalim is God’s gift to the Naga people and no force on earth can take it away or destroy it. Such abominable attempt is against God’s creation of world community. After India unleash its security forces to occupy Nagalim from the year 1956 in the most ruthless manner more than 2 lakhs have died as Naga people refused to surrender their God-given rights as a nation. We the living Naga people can never forget the sacrifices to save our tomorrow. Our great leaders like Mr. Khodao Yanthan, Gen. (Retd.) Kholi Konyak and Mr. Isak Chishi Swu died without seeing the fruition of our long struggle. We have to honour them as we intensify our struggle under the Collective Leadership of Mr. Q. Tuccu, Mr. Tongmeth Wangnao and Mr. Th. Muivah. The Nagas are passing through the most decisive moment. We have to choose which way to go; either to allow ourselves to be carried away by the wave of anti-Naga forces in collusion with Ravi led forces or choose to stay active defending the historical and political rights of the Naga people. The decision is crucial as the enemies are at work sleeplessly. We are taken aback with great dismay as some of our respectable Naga organizations cheated themselves and Naga nation as they treacherously ignored the historical and political significance of defending the Naga flag and constitution. For the past more than 70 years we have gone through blood, sweats and tears fighting under the banner of Naga flag. Our constitution (Yehzabo) guides us who we are and how we function as distinct people who will go to any extent to defend our lands. Any organization or individuals who are falling in line with Ravi are to be classified as anti-Nagas. The Naga people will not forgive those who are trying to kill the rights of the Naga people by supporting India’s suppressive policy. We will never sign any agreement that affects the freedom of our future generations. We will not betray our God who gave us the right and conscience to live as a free nation. That was the reason why we adopted the slogan “Nagalim for Christ.” Kuknalim!! Maj. (Retd.) Hutovi Chishi, Convener, Steering Committee, NSCN

Reader’s Post The age old taboo

Sir,

There are enough biases against women in the workplace, and ignoring the anatomical differences that exist between men and women and further confusing it for incompetence is the basic fallacy that needs to be countered, especially at workplaces. It is important to remind ourselves that when we talk about equality at workplace it means equality of all working conditions for men and women. In a country where the word menstruation is met with raised eyebrows and disgust, proposing for a “menstrual leave” policy will be difficult but nevertheless a much needed change. In the report of that foundation, there was talk of opening India’s markets for Chinese products.” Rubbishing Rahul Gandhi’s charge of “improbity”, Prasad said: “The Modi government has been working with honesty; it has the blessings of the public. The same honesty is also reflected in the PMCARES fund.” He claimed that India had been a success in the fight against coronavirus, pointing to the recovery rate of above 70%. “Rahul Gandhi has tried to break the unity of the country in

its fight against coronavirus from day one.” “The Prime Minister had said that all should clap in honour of Corona Warriors like doctors, nurses, sweepers, and police. Rahul Gandhi even mocked that,” the senior BJP leader said. Earlier, BJP President JP Nadda also hit out at Rahul Gandhi for his attack on the PM-CARES fund saying it was a “nefarious design”. The Centre for Public Interest Litigation, an NGO, had petitioned the apex court for transferring money from the PMCARES fund to the NDRF, which the SC declined. The PM Cares Fund was set up in March 2020 to receive contributions for extending succour in emergency situations.

NH lauds former PM Gowda

D I M A PU R , AUG 1 8 (NPN): Naga Hoho (NH) has appreciated the “wisdom and understanding” of former prime minister HD Deve Gowda, who recently appealed to all parties concerned to put aside distrust and reach a settlement at the earliest. In a press release, NH president HK Zhimomi and general secretary K Elu Ndang said that it was the magnanimity of HD Deve Gowda in reaching out to the Naga leaders in Zurich in February 1997, “which changed the course of the

Naga struggle from war to path of peace.” NH said that his recent statement and perseverance towards solving “IndoNaga” political problem has assured once again that “our problem is political and not law and order”. The hoho said it “fully affirms” the commitment of the former prime minister to ensure that peace accord was reached at the earliest. NH said that Naga people have been fighting for a rightful place for decades and in the process many precious lives have been sacrificed.

New Delhi, Aug 18 (IANS): Election Commissioner Ashok Lavasa, who was next in the line to head the Commission, on Tuesday resigned from his post to take charge as Vice-President of the Philippines-based Asian Development Bank (ADB) next month. As Election Commissioner, Lavasa grabbed headlines when he registered his dissent on the poll panel’s clean chit to Prime Minister Narendra Modi and then BJP President Amit Shah on alleged violation of the Model Code of Conduct during the 2019 Lok Sabha elections. Lavasa’s resignation comes a month after the ADB appointed him as Vice-President for Private Sector Operations and Public-Private Partnership. He will succeed Diwakar Gupta, whose term will end on August 31. The retired 1980 batch IAS officer of Haryana cadre, Lavasa was next in the line to head the Election Commission and become India’s Chief Election Commissioner (CEC) after the retirement of current CEC Sunil Arora in April 2021. He has now become the second Election Commissioner to step down from the poll panel before the completion of term. Lavasa’s appointment as the ADB Vice-President was announced in mid July.

Government jobs in MP only for local residents: CM Chouhan

Bhopal, Aug 18 (PTI): Madhya Pradesh Chief Minister Shivraj Singh Chouhan on Tuesday said necessary legal provisions will be made to ensure that only local people get jobs in the state government. He also said resources of the state are meant for residents of the state. “The state (BJP) government has taken an important decision today that government jobs will be given only to youths of Madhya Pradesh. We are making necessary legal provisions for this purpose. Resources of Madhya Pradesh are meant for children of the state,” Chouhan said in a video statement. He, however, did not elaborate on the proposed legal provisions. Later in a tweet addressed to youths, the CM said,” From today, the children of Madhya Pradesh will have the first right over the resources of Madhya Pradesh. All government jobs will be reserved only for the children of Madhya Pradesh. Our aim is to involve the local talents in the upliftment of the state”. An official statement quoted Chouhan as saying that students of the state will be taken in government services and “necessary statutory provisions will be made to ensure this”. In his Independence Day speech, Chouhan had announced that preference

would be given to local people in government jobs. He had also said his government will devise a mechanism to ensure employment to youths on the basis of their marksheets of classes 10 and 12. The then Kamal Nathled Congress government had also announced to reserve 70 per cent of jobs in industrial units for locals. Reacting to the announcement made by the CM, Nath, who heads the state Congress unit, said, “students and youths of the state should not be cheated again as had happened during the earlier 15-year stints of the BJP”. Hopefully, this announcement was not made with an eye on upcoming Assembly bypolls. Byelections are due on 27 seats, 25 of which fell vacant after resignations of sitting MLAs this year while two legislators had died. 22 of the 25 MLAs had walked out with Congress rebel Jyotiraditya Scindia in

(From p-1) He explained that as JLF was a non-partisan forum on Naga political issue, NPF legislators volunteered to join so that the forum could act as facilitator. However, he lamented that till date only meetings were held without any outcome. Considering the need for intervention of Central leaders, Zeliang said NPF MLAs had insisted during the JLF’s core committee meeting on March 8 that a delegation from the forum should meet the Central leaders. When the matter was raised again during the JLF meeting on May 2, the chief minister insisted that civil society groups should be first consulted before going to Delhi and till today nothing had been worked out, he added. Zeliang said as there was no outcome for the last six-seven months, the op-

position members insisted to discuss the issue in the sixth session of Nagaland Legislative Assembly, which however was turned down again. According to Zeliang, convening JLF meeting on the same day of the NLA session as suggested by speaker Sharingain Longkumer was not feasible since discussion would require time. Therefore, he said wrote to the speaker to convene the JLF meeting before or after the session (July 30). He claimed that he had suggested convening of the JLF meeting before or after August 13 to the speaker over telephone before the August 13 session was held, to which latter replied that he would consult the chief minister. However, he alleged that the Longkumer did not return the call. Referring to governor RN Ravi questioning the role played by JLF in assist-

ing him or the negotiating parties for an early solution, Zeliang said the governor had every right to ask the forum’s contribution as nothing had been done. He cited instances of positive outcomes in meeting the Central leaders like signing of the Framework Agreement in 2015 followed by the Agreed Position in 2017 and said JLF had enormous tasks to carry out. If the chief minister had confidence on the opposition members, he said there was no reason for him to hide anything from them. Zeliang asserted that NPF would however play its role as facilitator in the Naga peace process. He also added that as the legislators had decided to withdraw from JLF, the matter would now be taken up with the party’s working committee, the party’s highest forum, on how to go about.

New Delhi, Aug 18 (IANS): The Election Commission of India (ECI) on Tuesday directed the states where elections would be held in the coming months to frame broad guidelines within three days on the smooth conduct of the polling process amid the coronavirus pandemic and report back to the central body. On the basis of these guidelines, the Commission directed, the Chief Electoral Officers (CEOs) of such states will also prepare comprehensive plans for the conduct of campaigning and voting in the state/ districts concerned, taking into account the conditions likely to prevail during elections. After hearing from these states, the ECI would take further action. The Commission’s directions came after a meeting here earlier in the day on the matter. The ECI took into consideration the views and suggestions given by various political parties. The EC had recently sought suggestions from political parties in Bihar on how to hold the coming Assembly polls, including an increase in the number of polling booths to meet social distancing norms. Bihar, which is slated to go to the polls in OctoberNovember, is gearing up for the exercise despite the dual challenges posed by the coronavirus and the floods.

New Delhi, Aug 18 (IANS): Soon after the Supreme Court turned down a plea that money in the PM-CARES fund be transferred to the National Disaster Response Fund (NDRF), the BJP attacked Congress leader Rahul Gandhi and his party while bringing up the Rajiv Gandhi Foundation issue. “So far, Rs 3,100 crore has been given from the PM-CARES fund to fight coronavirus. Of this, Rs 2,000 crore has been given for ventilators,” senior BJP leader and Union Minister Ravi Shankar Prasad told a press conference at the party headquarters here. Making a comparison with the Rajiv Gandhi Foundation issue, he said: “In a report prepared by the Foundation, it was said that to improve the IndiaChina relations, it is necessary to open up India’s markets to that country”, pointing to the alleged quid pro quo in the matter. Prasad said that another Rs 1,000 crore from PM-CARES (Prime Minister’s Citizen Assistance and Relief in Emergency Situations) fund was given to the states for migrant labourers, claiming that Rs 100 crore went for corona vaccine research. “The PM-CARES is a registered public trust, headed by Prime Minister

Cong writes to FB CEO over alleged ‘bias’

New Delhi, Aug 18 (IANS): The Supreme Court on Tuesday reserved judgement on whether the final year degree examinations in universities should be held before September 30, in accordance with University Grants Commission (UGC) guidelines. The top court will also decide whether state governments have the power to take a decision against conducting final year examinations under the Disaster Management Act. A bench headed by Justice Ashok Bhushan has reserved the judgement on a batch of PILs along with some state governments Maharashtra, West Bengal, Odisha and Delhi - questioning the UGC direction to universities to conduct final year exams before September 30. Solicitor General Tushar Mehta, appearing for the UGC, contended before the top court that final year is the degree year and exams cannot be done away with.

Daily new COVID-19 cases, deaths declining: Health Min New Delhi, Aug 18 (PTI): The daily new cases of COVID-19 and deaths due to the disease have shown a declining trend from August 13, the Health Ministry said Tuesday, but warned against any laxity, underlining that five days are a short span in the context of a pandemic. Addressing a press briefing, Health Secretary Rajesh Bhushan said that in spite of a sustained level of 7-8 lakh coronavirus tests a day, the positivity rate has come down from 10.03 per cent to 7.72 per cent. “The daily new cases from August 13 are down from over 64,000 to 55,079 now. There is a declining trend. But five days are a short span in the context of a pandemic and there is no room for laxity on containment, testing and surveillance,” Bhushan said. “Absolute deaths have also declined during the same period. These two parameters do give us some satisfaction but there is no reason for us to slacken our guard,” he said.

Facebook “May be a willing participant in thwarting the rights and values that the founding leaders of the Congress sacrificed their lives for”, Venugopal said, and asked the US firm to publish all instances of “hate speech posts since 2014 that were allowed on the platform.” “The WSJ article mentions hate speech of at least three other politicians that were wilfully permitted by Facebook India,” he said. Venugopal cited the WSJ article of August 14 about alleged FB India’s

“blatant basis in content regulation” and said “it was not a surprise revelation”. He said Congress has repeatedly raised the issue of “bias” with many Facebook and WhatsApp executives. He said other political parties have raised the issue in India’s Parliament adding that the Congress has separately demanded a probe by a Parliamentary Committee in India into “this very serious issue of Facebook’s interference in world’s largest electoral democracy”. Venugopal said the Congress is joined by other leading political parties in “expressing fear over Facebook’s purported role in manipulating India’s electoral democracy”.

Trump a threat to democracy: Sanders

Manila, Aug 18 (AP): A strong earthquake jolted the central Philippines on Tuesday, killing at least one person, injuring dozens, and damaging houses, two buildings used for coronavirus quarantine, bridges and a port. A three-story house collapsed in the coastal town of Cataingan as the ground shook. A retired police officer pinned in the debris died, and rescuers were looking for other members of his family who were missing. More than 40 people were injured by the quake in Masbate province, according to disaster response officials. More than 100 people who were undergoing coronavirus quarantine in two damaged Cataingan government buildings were moved to school buildings to ensure their safety, the Office of Civil Defense said. The quake also damaged roads, bridges and a port. “People should avoid returning immediately to damaged structures,” Rino Revalo, a Masbate provincial administrator, told the ABS-CBN network. The 6.6 magnitude quake hit about 5 kilometres from Cataingan at a depth of about 21 kilometers, the Philippine Institute of Volcanology and Seismology said. Cataingan resident Isagani Libatan said he was on his way to his aunt’s house for breakfast when his motorcycle suddenly swerved as the ground heaved. The earthquake was set off by a movement of the Philippine Fault, said Renato Solidum, who heads the government volcanology institute. It was felt in several provinces across the central Visayas region.

come together, defeat Donald Trump and elect Joe Biden and Kamala Harris as our next president and vice president. My friends, the price of failure is just too great to imagine,” Sanders said. Sanders, 77, who lost to Biden during the party’s presidential primaries, accused Trump of giving root to “authoritarianism” in the country. “I, and my family, and many of yours, know the insidious way authoritarianism destroys democracy, decency, and humanity. As long as I am here, I will work with progressives, with moderates, and, yes, with conservatives to preserve this nation from a threat that so many of our heroes fought and died to defeat,” he said. “This president is not just a threat to our democracy, but by rejecting science,

he has put our lives and health in jeopardy. Trump has attacked doctors and scientists trying to protect us from the pandemic, while refusing to take strong action to produce the masks, gowns, and gloves our health care workers desperately need,” he said. Sanders compared Trump to 1st Century emperor Nero, under whose rule Rome was destroyed in the great fire of 64 AD. “Nero fiddled while Rome burned; Trump golfs. His actions fanned this pandemic resulting in over 170,000 deaths and a nation still unprepared to protect its people,” Sanders said, in one of his sharpest attacks on the president. “Trump’s negligence has exacerbated the economic crisis we are now experiencing. Since this pandemic began, over 30 million people have lost

their jobs and many have lost their health insurance. Millions of working families are wondering how they’ll feed their kids and worried that they will be evicted from their homes,” he said. “The American people have caught on that this president and his administration are, to put it bluntly, frauds,” Sanders said. The president has filled his administration with billionaires and gave trillions to the top one per cent of the rich and large corporations, the Democratic leader said. “He tried to throw 32 million people off of their health insurance, eliminate protections for pre-existing conditions, and submitted budgets that proposed slashing Medicaid, Medicare, and Social Security,” he alleged. “Joe Biden will end the hate and division Trump has created. He will stop the demonisation of immigrants, the coddling of white nationalists, the racist dog whistling, the religious bigotry, and the ugly attacks on women,” Sanders said. According to Sanders, the November election is the most important in the country’s modern history.

Washington, Aug 18 (IANS): North Korea is believed to have up to 60 nuclear bombs and the world’s third-largest stockpile of chemical weapons totalling to 5,000 tonnes, the US Army said in a report. The US Department of the Army headquarters made the assessment in its report, titled “North Korean tactics”, saying Pyongyang is unlikely to give up these weapons to ensure the regime’s survival, the Seoulbased Yonhap News Agency reported on Tuesday. “Estimates for North Korean nuclear weapons range from 20-60 bombs, with the capability to produce six new devices each year,” the report said. The report also showed that Pyongyang is estimated to possess “2,500-5,000 tonnes of chemical weapons of approximately 20 different types. It is “highly likely” that the North Korean military would use chemical artillery shells. The regime has also done research on biological weapons and possibly weaponized anthrax or smallpox, which could be mounted atop missiles for use against South Korea, the USand Japan, it added.

Mortar shells strike Kabul as Afghans mark Independence Day Kabul, Aug 18 (AP): S eve r a l m o r t a r s h e l l s slammed into various part of Kabul on Tuesday morning, wounding at least 10 civilians as Afghans marked their country’s Independence Day amid new uncertainties over the start of talks between the Taliban and the Kabul government. No militant group responsibility for the attack. The Interior Ministry’s spokesman, Tariq Arian, said a total of 14 mortar shells were fired from two vehicles in the northern and eastern part of the Afghan capital. Four children were among the wounded. “Most of the mortar shells hit residential houses,” Arian said, adding that an investigation is underway. According to eyewitnesses, who spoke on condition of anonymity fearing reprisals, at least one mortar shell landed in the upscale Wazir Akbar Khan neighbourhood, where diplomats and senior government officials reside. The attack came a day after the government said it would not release the last 320 Taliban prisoners it

HK to launch 3rd round of relief measures: Lam

Hong Kong, Aug 18 (IANS): Hong Kong will roll out the third round of relief measures to mitigate impacts of the ongoing coronavirus pandemic on the city’s economy, Chief Executive Carrie Lam announced on Tuesday.. Addressing a press briefing ahead of an Executive Council meeting, Lam said she has asked government officials to prepare the scheme as soon as possible and widely heed opinions of coronavirus-hit sectors, reports Xinhua news agency. The move came as Hong Kong’s economy slumped 9 per cent year-onyear in the second quarter of this year, falling short

of market expectations and only slightly improving from a record 9.1-per cent drop in the first quarter. Lam attributed the economic recession to what she described as “triple blows” from tightened trade environment, prolonged social disturbances, and a serve epidemic situation. The city government has already implemented unprecedented relief measures worth nearly HK$290 billion ($37 billion) to help safeguard jobs, support enterprises and relieve people’s financial burdens. As the overall jobless rate in Hong Kong remained at the over-15-year high at 6.2 per cent during the April-June period, Lam said

the second phase of an over HK$80 billion pro-employment subsidy program will be open to applications at the end of August. The second phase will step up aid to elderly workers, property management companies and supermarkets, Lam said. Under the program, the Hong Kong government helps businesses to pay the salaries of their employees. Around HK$43.9 billion have been distributed to employers, with 97 per cent of which as small and medium-sized enterprises, in the first phase covering June to August. The program has as far met the goal of preventing unemploy-

ment from deteriorating further, Lam said. Hong Kong has adopted the strictest social distancing measures and restrictions on inbound visitors to cope with a resurgence of Covid-19 cases

since the beginning of July. The risk of a community outbreak still exist, Lam said, citing continued daily increases and nearly 40 percent of cases with unknown sources.

The decision went against that of a traditional Afghan council held earlier this month — the Loya Jirga — and is likely to further delay intra-Afghan peace talks sought by the United States. Taliban spokesman Zabihullah Mujahid said he wasn’t aware of the mortar attack in Kabul. The Islamic

State group’s affiliate, which operates in Afghanistan, has interrupted national celebrations in the past with rocket fire. Bernie Sanders

DP-3499

Washington, Aug 18 (PTI): Top Democratic Senator Bernie Sanders launched a scathing attack on President Donald Trump at the opening of the Democratic National Convention, saying the Republican leader posed a threat to democracy in the US and his disregard for science had jeopardised the economy and the lives of Americans. The four-day convention was initially scheduled to be held in Wisconsin but it began virtually on Monday amid the raging COVID-19 pandemic. Senator Kamala Harris is set to be formally nominated by the DNC as the first-ever Black as well as the first-ever American of Indian and African descent as a vice presidential candidate by a major political party. In his address to the DNC, Sanders said the future of American democracy and its economy is at stake. He urged the people to elect Joe Biden, 77, and his running mate Kamala Harris, 55, in the November 3 presidential elections. “The future of our democracy is at stake. The future of our economy is at stake. The future of our planet is at stake. We must

Inter Milan beat Shakhtar to reach Europa final

completely overwhelmed their opponents. Sevilla beat Manchester United 2-1 on Sunday to book their place in Friday’s showdown. “It’s an incredible night, the kind we dreamed of. It has been a long time since I had played such a match and we have shown that Inter are ready for the

big matches,” Martinez told Sky Sport Italia. “I am very happy for the team, which is playing well and growing match after match.” Shakhtar dominated possession as expected but were toothless up front and Inter opened the scoring with their first chance after 19 minutes.

Asian Boxing C’ship postponed

DUESSELDORF, Aug 18 (Agencies): Lautaro Martinez played chief tormentor as Inter Milan claimed an emphatic 5-0 victory against Shakhtar Donetsk to reach the Europa League final and come closer to a first title in nine years on Monday. A r ge n t i n e s t r i k e r Martinez, who scored

twice, was the pinnacle of a perfect tactical display as Antonio Conte’s team set up a clash with five-time champions Sevilla, also thanks to a goal by Danilo D’Ambrosio and a Romelu Lukaku brace. Shakhtar had their share of possession but failed to threaten a compact Inter side, who eventually

David de Gea

LO N D O N, Au g 1 8 (Agencies): David de Gea says he has faith in his abilities despite a torrent of criticism in recent months and questions over whether he should remain Manchester United’s first choice goalkeeper. The 29-year-old Spanish international’s position has come under increasing pressure due to the form shown by Dean Henderson on loan at Premier League rivals Sheffield United.

The 23-year-old Englishman is believed to have told United manager Ole Gunnar Solskjaer he will seek a move away if he is not given the No. 1 spot. Chelsea are reportedly keen to sign Henderson as they seek to offload Kepa Arrizabalaga. His understudy Willy Caballero is 39. De Gea, though, sounded a defiant note following United’s 2-1 loss to Spanish side Sevilla in the Europa League semi-finals.

Solskjaer showed his faith in De Gea in selecting him for the Sevilla clash ahead of Sergio Romero, who usually played in the Europa League. De Gea has been at United since 2011 and signed new and improved terms with them until at least 2023 last September. He has been United’s player of the year on four occasions but last season was a trying one for him reaching a nadir with two glaring errors in their FA Cup semifinal defeat by Chelsea. “No, I trust in myself,” De Gea told the Press Association news agency. “I showed my qualities all the years, so I just keep available for the manager. I’m always ready to play and try to help the team as always, as I did always.” De Gea said that despite losing in three semi-finals last season - they lost to Manchester City in the League Cup - saw definite progress at the club under Solskjaer.

New Delhi, Aug 18 (PTI): The Asian Boxing Championship, which was to be held in India in November-December, has been postponed to next year owing to the disruption caused by the COVID19 pandemic, the national federation’s Secretary General Jay Kowli told PTI on Tuesday. The decision was taken at the Asian Boxing Confederation’s (ASBC) Executive Committee meeting held online on Monday. “A postponement was proposed owing to the conditions prevailing because of the pandemic and it was accepted. India remains the host and the tournament will now happen in 2021,” Kowli, who is a member of the ASBC EC, said. “The 2021 window for it will be discussed in the next EC meeting in November,” he added.

Nicolo Barella collected a woeful clearance from goalkeeper Andriy Pyatov and raced down the right flank before crossing for Martinez, whose perfectlytimed header went into the back of the net. Seeking their first trophy since a 2011 Coppa Italia triumph, Inter controlled Shakhtar, who pinged the ball around without being able to bring it forward before the 43rd minute, when Marcos Antonio fired a shot just over the bar. Pyatov made up for his earlier mistake with a superb save four minutes into the second half, tipping the ball wide to deny Martinez who had attempted a fine loop from 30 metres. Shakhtar, who had not mustered a single shot on target in the first half, still failed to threaten after the break until the 62nd minute when Junior Morales headed the ball straight at Samir Handanovic. “We’ve had a great campaign in Europe but this result was a big disappointment. We couldn’t show our football. Their second goal destroyed us mentally,” said Shakhtar’s Davit Khocholava. “Inter have two fantastic strikers. It was very hard to play against them in one-on-one situations.”

Players of Pakistan and England greet each other at the end of the fifth day of the second cricket Test match at the Ageas Bowl in Southampton, England.

day’s play did not start until 1420 GMT. England were then 7-1, with Sibley two not out and Crawley, playing after star all-rounder Ben Stokes opted out to be with his ill father in New Zealand, five not out. Crawley, beneath sunny blue skies, confidently pulled and drove the usually accurate Abbas for two well-struck fours. Pakistan captain Azhar Ali, perhaps wary of risking his frontline quicks in a dead match ahead of the third Test, brought me-

dium-pacer Shan Masood, primarily an opening batsman, into the attack. Mohammad Rizwan, who had impressed behind the stumps in the first Test before top-scoring with 72 in a man-of-the-match innings in this fixture, then missed a chance to stump Crawley, on 37, off legspinner Yasir Shah. Crawley completed a 97-ball fifty when he pulled Yasir for the seventh four of his innings. But two balls later, Crawley was out when Abbas, with the first delivery

of a new spell, had him lbw on the back leg after nipping one off the seam. Crawley reviewed but Richard Kettleborough’s decision was upheld on umpire’s call. It was the start of a mini-collapse that saw England lose three wickets for 14 runs to be 105-4. Sibley, not for the first time, was caught behind down the legside as Abbas struck again before Ollie Pope was lbw to Yasir. Azhar bowled one ball to Root, who then declared.

Dream11 gets title sponsorship rights for IPL

New Delhi, Aug 18 (IANS): Mumbai-based online fantasy sports platform Dream11 has bagged title sponsorship rights for the much-awaited Indian Premier League (IPL) after Chinese smartphone company Vivo exited the space. The Board of Control for Cricket in India (BCCI) earlier this month decided to officially announce the suspension of the partnership with title sponsors Vivo. BCCI believes that awarding Dream11 the IPL title rights would not raise much eyebrows as it is “essentially” an Indian startup with “single-digit Chinese investment”. Founded by Harsh Jain and Bhavit Sheth, Dream11 has been a favourite of investors with the company raising over $100 million in funding in 2018 led by Chinese social media and video games giant Tencent Holdings Ltd. For Dream11, cricket

is the most popular sport on its platform constituting approximately 85 per cent of its user base. Dream11, which now has over eight crore users, became the first Indian gaming company to enter the “Unicorn Club” in April 2019. Besides Tencent, Kalaari Capital, Think Investments, Multiples Equity, and Steadview Capital are the marquee investors in Dream11. The platform, which allows people to play fantasy cricket, football, kabaddi, basketball and hockey, among others, is now facing some competition from other emerging players in the field. According to a recent study carried out by the Federation of Indian Fantasy Sports (FIFS ) in collaboration with KPMG in India, the Indian online fantasy sports (OFS) space has come a long way from its nascent stage in 2016 -17.

England, Pakistan draw rain-hit second Test Southampton, Aug 18 (Agencies): Pakistan’s Mohammad Abbas took two wickets on Monday as a weather-interrupted second Test against England at Southampton ended in a predictable draw. England were 110-4 in reply to Pakistan’s first innings 236 when home captain Joe Root (nine not out) declared to hasten the end of the match ahead of what would have been the statutory last hour. Root’s declaration ended a match beset by delays, with the whole of Saturday’s third day washed out completely. Abbas, who took 2-28 from 14 overs, removed Zak Crawley (53) and Dom Sibley (32). The batsmen shared a second-wicket stand of 91 after Rory Burns fell for a duck to left-arm quick Shaheen Afridi on Sunday. England, who enjoyed a three-wicket win in the first Test at Old Trafford earlier this month, remain 1-0 up in the three-match series ahead of Friday’s finale, also at Southampton. Inter were just more clinical. Two minutes later, D’Ambrosio headed home from Barella’s corner to make it 2-0. Martinez curled in a perfect shot in the 74th to cap a remarkable individual performance, dashing any hope of a comeback by Shakhtar. Martinez, who before his brace had not previously scored in the competition, then turned provider releasing Lukaku on the right for the Belgian striker to make it 4-0 from inside the box. L u k a k u h a s n ow scored in 10 consecutive Europa League matches and by producing another cool finish at the end of powerful run seven minutes from time, he is now one short of Ronaldo’s mark of 34 goals in one season for Inter in 199798. “We are a team that is growing day by day, there are both young and experienced players. This is fundamental in a team, so the less experienced can follow those who have more experience,” added Martinez. “Sevilla are a strong team. We will try to prepare as best we can for this match, we hope that everything goes well and that the Cup can go to Inter.”

Kettleborough and fellow umpire Michael Gough had been widely criticised for their interpretation of the rules regarding rain and bad light even on a ground where the floodlights have been in use, with former England captain Nasser Hussain telling Sky Sports that “merely because conditions are not ideal is not a reason to walk off the field”. But there was more activity by both the officials and groundstaff on Monday in a season where regulations have been adapted to create a bio-secure bubble that guards against the threat of the coronavirus. Stuart Broad led England’s attack with 4-56, a return that took the inform paceman’s tally in four Tests this season to 26 wickets at a miserly average of 12.38. Brief scores: Pakistan 236 (Mohammad Rizwan 72, Abid Ali 60, Babar Azam 47; Stuart Broad 4/56, James Anderson 3/60) vs England 110/4 d (Zak Crawley 53, Mohammad Abbas 2/28). Match drawn.

Barcelona sack coach Setien; Ronald Koeman set to replace him

Madr i d, A u g 1 8 (Agencies): Former Barcelona player and assistant manager, Ronald Koeman, is all set to return as the new head coach of the La Liga giants. According to reports in British and Spanish media, the Netherlands coach will be announced as under-fire Quique Setien's replacement at Camp Nou anytime this week. Under Setien's charge, Barcelona ended their 201920 season trophy-less and were humiliated by German champions Bayern Munich in their UEFA Champions League quarter-final 2-8 last week. They finished runnersup in La Liga, relinquishing the domestic title to bitter rivals Real Madrid. And failed to progress beyond the quarter-final stage in the Spanish Cup, losing to Athletic Bilbao. This is the first time in the past 12 years that Barca have ended a season without a trophy. And the atmosphere at Barcelona has since become toxic with fans and well-wishers demanding a
