NPF withdraws from Joint Legislators Forum Says, the present setup of JLF facing ‘huge trust deficit’
D I M A P U R , AU G 1 8 (NPN): In a significant political development, NPF legislature party at a meeting held in Dimapur Tuesday at the residence of the Leader of Opposition (LoP) T.R. Zeliang, resolved to withdraw membership from the Joint Legislators Forum (JLF) on Naga political issue on the ground of “huge trust deficit”, particularly since the ruling dispensation has no confidence with the NPF legislators. This was contained in a press communiqué issued by the opposition, which however said the NPF will continue to act as “active facilitators on the Naga political issue”. The party cited the refusal of its request to hold the recently concluded 6th NLA session for three days instead of one day. NPF had wanted to have a three-day session to discuss several issues confronting the Naga people including the Naga political issue.
Exempt rent for shops in govt complexes: CNCCI DIMAPUR, AUG 18 (NPN): Confederation of Nagaland Chamber of Commerce and Industry (CNCCI) has demanded that all shops and business establishments in government-owned properties, including in governmentfunded agency properties like marketing complexes in various towns, should be exempted from paying rent for a minimum period of three months. Further appealing to the State government to give more human touch in its policies and approach as COVID-19 pandemic had become a humanitarian crisis beyond comprehension, the trade body reminded the government of its April 24 April, 2020 appeal letter to chief minister seeking shop rent exemption. CNCCI hoped that the government would take immediate action as a matter of urgency on genuine appeal made by the business community. Meanwhile, empathising with the business community of Dimapur, especially the business community of New Market, Hazi Park and Hongkong Market that had been shut for almost five months now, CNCCI said though
NPF maintained that as a responsible political party, it has played the role as an active facilitator for resolving the Naga political issue since the last 23 years. After formation of the 13th Nagaland Legislative Assembly (NLA), the opposition said it volunteered to be part of the JLF so that the Naga political issue could be carried forward. However, it said after reconstitution of the JLF on September 18,2018 the JLF failed to make any progress due to the “half-hearted approach” of the present government. This, it said, rendered the JLF as a “mere Forum without any tangible road-map to the Naga political issue.” NPF pointed out that the signing of the Framework Agreement between the NSCN (I-M) and government of India on August 3,2015 and the signing of the Agreed Position between the government of India and the NNPGs on November 17,2017 had “created a conducive atmosphere for the JLF to assist and accelerate the ongoing peace process.” However, it said JLF was rendered an ineffective forum when meetings were

NPF also accused the chief minister of not speaking out his mind nor divulging detailed of his meetings with central leaders in JLF meetings or Core Committee members so they could move forward as facilitators for the Naga political issue. NPF said before the deadline for conclusion of negotiations was set on October 31,2019 , the present government paid least attention in convening a meeting of the JLF despite its fervent appeals. When all its pleas fell on deaf ears, NPF said its legislators along with NPF party central office bearers went to New Delhi on October 28,2019 where they met with leaders of seven NNPGs and NSCN (I-M) on October 29 and October 30 respectively. It said the outcome was positive and subsequently on October 31,2019 it was informed that both political groups had arrived at a mutual understanding. D I M A P U R , AU G 1 8 (NPN): Nagaland on Tuesday recorded 65 fresh COVID-19 cases, taking the tally to 3,520 cases-- 1842 active, 1664 recovered, 8 deaths and 6 migrated. According to Health minister, S. Pangnyu Phom 41 new cases were reported in Kohima, 23 in Dimapur and 1 in Mon. He also informed that 134 persons had
recovered from the virus-- 79 in Dimapur, 36 in Kohima and 19 in Zunheboto. As per the severity of symptoms, 1,838 active cases are asymptomatic, 1 mild and 3 moderate. According to Health department’s data (cases by domicile district), Dimapur as on August 18 has 1694 cases, followed by Kohima- 904, Peren- 343, Mon- 289, Zunheboto- 102,
Tuensang- 53, Phek- 32, Wokha- 29, Mokokchung19, Longleng- 5, Kiphire- 4 and others- 46. Further, out of the 3,520 positive cases, the distribution across various categories of people include 1,548 personnel of the Armed Forces, 1,185 returnees, 234 frontline workers, 499 traced contacts and 54 others.

PTI adds: A spike of 55,079 cases took India’s COVID19 tally past 27 lakh on Tuesday just a day after it crossed the 26-lakh mark, while 19.77 lakh people have so far recuperated from the disease, according to the Union Health Ministry data. COVID-19 caseload stood at 27,02,742, while the death toll climbed to 51,797 with 876 people succumbing to the disease in a span of 24 hours, the data updated at 8 am showed.

PM tasks Intelligence Bureau chief with resetting Naga talks NEW DELHI, AUG 18 (AGENCIES): The Prime Minister’s Office is “disturbed” over the standoff in the Naga peace talks between Nagaland Governor RN Ravi, who is also the centre’s interlocutor, and various rebel groups over the past few months and has asked the Intelligence Bureau chief to take over, top sources have told NDTV. According to NDTV, Intelligence Bureau Director Arvind Kumar has been tasked to bring the apparently derailed talks back on track. “Over the last six years RN Ravi, in his capacity as interlocutor, had been talking to various Naga groups. But in the past 10 or 11 months, things have not been going well,” a senior government official said. According to the official, the PMO has also asked IB special director Akshay Kumar Mishra to join the fire-fighting effort. Centre is believed to be concerned by what appears to be a three-way feud in Nagaland- between the NSCN (I-M), R.N. Ravi and the National Naga Political Groups (NNPG). The fact Governor Ravi openly

The Centre retaliated and launched a crackdown on NSCN (I-M) cadres and leaders. This upset Naga leaders,” an official said, adding that the perception that the interlocutor was fa-
vouring NNPG over NSCN (I-M) did not help matters. Last week, NSCN (I-M) general secretary Th. Muivah said the Centre had recognized the sovereignty of the Nagas through the 2015 agreement. The surprising statement came days after the group, which has been part of the 18-year peace dialogue with the Centre, spoke of a “roadblock” and asked for RN Ravi’s removal as the interlocutor. On Sunday evening the group released a statement that said: “The interlocutor carries the mandate of the Prime Minister but, since RN Ravi created an imbroglio... the Prime Minister has given mandate to continue the talk to a team of IB (officials) as a fast-track channel...” “Delhi had promised new cultural identity for Nagas without changing territorial boundaries. But as there are many tensions between tribes too, nothing substantial has come out so far,” an official said. However, the Centre has refused to back down. “Talks will go on as the government cannot be threatened,” a senior official said.

New traffic rule for NH-29 D I M A P U R , AU G 1 8 (NPN): In view of the sinking road at Old KMC dumping site along the stretch of National Highway– 29, the Kohima police have enforced new traffic regulations till further order. According to Kohima police PRO, all light vehicles going down towards Dimapur from Kohima and vice-versa would be diverted to Jotsoma bypass road, adding that no heavy vehicles, buses and commercial pickup vehicles would be allowed to ply on that route. Kohima police informed that heavy vehicles (four/six/ten wheelers), buses, commercial pickup vehicles coming up towards Kohima from Dimapur would be diverted to Peducha-10th Mile– Tsiesema route from 5 p.m. to 6 a.m.
