DIMAPUR/MOKOKCHUNG, JUL 31 (NPN): Hours after the chief secretaries of Assam and Nagaland signed an agreement to disengage their respective police forces at Dessoi valley reserved forest/Tzürangkong valley to de-escalate tension in the border area, police forces of both state begun the process of withdrawal to their original positions in order to maintain peace and tranquillity. According to official sources, total withdrawal of police forces at the Tzürangkong border under Mokokchung district could take a day or two.
COVID package: Nagaland gets Rs. 8.43 crore DIMAPUR, JUL 31 (NPN): The Centre has released 15 per cent of the amount under the COVID-19 Emergency Response and Health System Preparedness (ECRP-II) Package to the states to improve health infrastructure. Union Health Minister Mansukh Mandaviya on Saturday said that an amount of Rs 1,827.8 crore has been sent to the states and Union territories. The amount constitutes 15 per cent of the total allocation of Rs 12,185 crore under the package. As per the infographics shared by the minister, the centre released Rs.8.43 crore to Nagaland. In a tweet, the minister said, “15 per cent of the total amount of ‘Emergency COVID-19 Response Package’ fixed by the Central Government to empower the country to fight COVID-19 which means Rs 1827.80 crore has been sent to the states and UTs. This package will prove helpful in the development of health infrastructure across the country.” The highest allocation of Rs 281.98 crore has been made to Uttar Pradesh, followed by Bihar (Rs 154 crore), Rajasthan (Rs 132 crore) and Madhya Pradesh (Rs 131 crore).

The agreement was arrived at the meeting held at Chümoukedima Police Complex Saturday, between Nagaland chief secretary J. Alam (IAS) and Assam chief secretary Jishnu Barua (IAS), in presence of Nagaland deputy chief minister Y Patton and Assam education minister Ranoj Pegu. The meeting resolved that disengagement and withdrawal of police forces would be completed within 24 hours after signing of the agreement. Both sides agreed that urgent and effective steps

In its statement, the PMO said e-RUPI is a cashless and contactless instrument for digital payment. It is a QR code or SMS stringbased e-voucher, which is delivered to the mobile of the beneficiaries. Minister planning and coordination, land revenue and parliamentary affairs Neiba Kronu, who is also the HPC spokesperson, told Nagaland Post that night curfew timing has been relaxed from 8 p.m. to 4 a.m. while shops would remain open from 6 a.m. to 6 p.m. He also informed that public transport-- taxis and buses would be allowed to ply with 50% occupancy provided the drivers/conductor were vaccinated. For restaurants, he said takeaways should be allowed except during curfew hours. For railways and social gatherings, Kronu said that
the existing SOP would continue. With regard to opening of schools and colleges, Kronu said modified SOPs would be released as per the court order. On the issue of “No vaccination, no salary,” order of the state government, Kronu said that HPC had discussed the matter and would prepare the matter and approach the court accordingly. Further notifications and standard operating procedures for this phase of unlocking would be issued to the respective district task forces on COVID-19, the official said.
WSH seeks removal of Assam police outposts DIMAPUR, JUL 31 (NPN): Wester n Sumi Hoho (WSH) has urged the state government to remove Assam police outposts in the border areas of Dimapur district near Niuland sector of Aghunaqa, Kuhuboto and Khaghaboto blocks. In a statement, the WSH appreciated the state deputy chief minister Y. Patton, who also holds the home portfolio, for “standing firmly for Nagaland as a true leader and a son of the soil.” WSH asserted that the state needed such
leaders, who were there for the people “in times such as this.” WSH stated that Patton’s “dynamic leadership” has diffused the tension that was going out of control. “We expect Assam to respect the Agreement and not to be unlike in the past,” WSH remarked. Meanwhile, WSH suggested that all the states having border conflict with Assam should demand neutral forces. It also said that CRPF, which were now under the command of Assam police DIG, should be
brought under Union Home Ministry “so as to be neutral in a true sense.” It said that the “recent aggression” displayed by the newly installed Assam government along the Mizoram border and Tsurangkong areas was a wake-up call for all to remain alert and keep round the clock vigil. WSH stated that “many unwanted incidents” by Assam side have made the situation tense in every neighbouring state that was sharing borders with Assam. The hoho pointed out that as
per the Interim Agreement of 1972 both Assam and Nagaland agreed to dismantle all police outposts on either side. However, WSH said that Assam violated the agreement and never withdrew its police forces from the disputed areas. Further, WSH maintained that contrary to the previous agreement, half a dozen more police outposts have sprung up in sector B and C, which it said showed the “insincerity and duplicity on the part of Assam state.”

DIMAPUR, JUL 31 (NPN): State Health and Family Welfare (H&FW) department has once again raised concerns over the rise in Covid-19 related hospitalization and deaths in the State as compared to the previous weeks. In its weekly bulle-
tin released on Saturday, H&FW department said that 128 hospitalizations (between July 24-30) were recorded, which was the highest as compared to the previous weeks (June 5 till July 24) while the death toll also saw a spike at 24, as compared to the past weeks (June 12 till July 24). DIMAPUR, JULY 31 (NPN): As part of the ensuing 17th Raising Day of 173 battalion CRPF, a mass tree plantation drive was organised in collaboration with National Ser vice Scheme (NSS) cell at BCS, CRPF Chümoukedima, here, on Saturday. Addressing the media persons at the plantation site, commandant, 173 bn, Vishnu Gautham informed that the battalion had been undertaking mega plantation drive with an aim to contribute to “Green India” mission of the Ministry of Home Affairs (MHA). He emphasised on the importance of taking care of the environment and spoke on the importance of planting trees. With regard to the setting up of a fully-fledged army camp with hospitals and family quarters at the site, the commandant

KOHIMA, JUL 31 (NPN): In a delayed report, a house was completely gutted by fire at Saringyim village under Mangkolemba sub-division in Mokokchung district, Friday evening. The house belonging to one Konang Walling, ex-chairman of Saring village was reportedly razed by the fire when the owner and his wife were at their farm. According to preliminary reports, the fire was suspected to have been caused by a short circuit.
Witnesses disclosed that the fire broke out from the kitchen and rapidly spread to the rest of the house, which led to the explosion of three LPG cylinders. Although no possessions could be salvaged from the house, villagers collectively doused the fire and prevented it from spreading to the nearby houses. Owner of the house disclosed that properties worth an estimated Rs. 40 lakh along with important documents and cash were reduced to ashes. No casualties have been reported so far.

5 Dmu villages achieve 100% vax
DIMAPUR: Department of Health and Family Welfare (H&FW) has informed that five villages namely Hoito, Singrijan, Khopanala, Tir, and Molvom have achieved 100% COVID-19 first dose vaccination. In a press release the department informed that it endeavours to fully vaccinate all eligible population under Dimapur District and through the cooperation of the community leaders 100% could be achieved. DIMAPUR: State chief minister Neiphiu Rio and Angami Public Organisation (APO) have mourned the passing of religious pioneer, Alhouii Albina Dzuvichü, one of the founder members of the Naga Mothers Association (NMA), who passed away on July 29. She was born on June 10, 1928 and leaves behind nine children, 29 grandchildren and six great grandchildren. In a condolence message, Rio expressed
deep sadness over the demise of late Alhouii Albina Dzuvichü, who he said was the first woman area council member, first woman member of the APO, first president of the Nagaland Catholic Women Association among others. He also said that she was actively involved in the political sphere and served as an advisor to the Naga People’s Front (NPF) women’s wing,
being closely associated with regional party since its inception. For her immense contribution and service to society, the chief minister said she was honoured with the Distinguish Senior Citizen Award by the department of social welfare on the occasion of international day of older persons in 2020. He said that her death was an immeasurable loss not only for family mem-
bers but also for the Naga people. The chief minister conveyed deep condolences to the bereaved family members and prayed that the Almighty God grant them strength and courage to bear the irreparable loss. AIZAWL, JUL 31 (PTI): Criminal cases have been filed against Assam Chief Minister Himanta Biswa Sarma, four senior officers of the state police and two more officials over the violent clash that took place on the outskirts of Vairengte town in Mizoram’s Kolasib district, police said on Friday. T h e y h ave b e e n booked under various charges, including attempt to murder and criminal conspiracy, Mizoram Inspector General of Police (Headquarter) John Neihlaia told PTI. The FIR was lodged by the state police at the Vairengte police station late Monday after a gun fight between the Mizoram and the Assam police forces near the border town, he said. The four senior Assam Police officers named

Since he tendered his resignation as MPCC chief, Konthoujam remained unreachable even as there were talks in the political circle that he is likely to join the BJP. However, there were talks that he was in close contact with top brasses of the RSS and he took the decision of leaving the Congress and also resigning from the state Assembly.

Assam Police summons six Mizoram govt officers HAILAKANDI/GUWAHATI, JUL 31 (PTI): The Assam Police has summoned six Mizoram government officers, including deputy commissioner and superintendent of police of Kolasib district, to appear at the Dholai police station on Monday, officials said. A source in the Assam Police on Friday said the summonses were issued on July 28, two days after the bloody gun battle between the police forces of Assam and Mizoram at Lailapur in Cachar district, in connection with a case registered at the Dholai police station. “...A reasonable and credible information has been received that you have committed the alleged cognisable offence,” the individual summons issued by the Cachar Deputy Superintendent of Police Kalyan Kumar Das mentioned. “This direction is issued in exercise of powers conferred u/s 41A of Code
of Criminal Procedure, 1973,” it added. The six officials against whom the summonses were issued include Kolasib Deputy Commissioner H Lalthlangliana, its Superintendent of Police (SP) Vanlalfaka Ralte, Additional SP David JB, Vairangte Sub-Divisional Officer (Civil) C Lalrempuia, 1st Indian Reserve Battalion Additional SP Bruce Kibby and Vairangte Sub-divisional Police Officer Thartea Hrangchal. When contacted, Cachar SP Ramandeep Kaur confirmed the development, but did not share details. Assam Police personnel and a civilian were killed while defending the “constitutional boundary” of the state with Mizoram and more than 50 people injured, as the festering border dispute between the two northeastern states erupted into a bloody conflict on July 26.
Mizoram claims no vehicular movement from Assam despite ‘lifting of blockade’ AIZAWL, JUL 31 (PTI): Officials in Mizoram claimed on Saturday that no vehicle has entered the state from Assam since the boundary clash despite the neighbouring state’s assertion that the “economic blockade” staged by several groups on National Highway 306 has been lifted. Seven people, including six Assam Police personnel, have been killed and scores injured in a clash along the MizoramAssam inter-state border on July 26. “No vehicle has entered Mizoram from Assam from Monday to Saturday,” Kolasib Deputy Commissioner H Lalthlangliana told PTI. Lalchawimawa, officer-in-charge of Vairengte police station, close to which the border check-gate is located, echoed the DC but said that some trucks from Mizoram, however, have left for Assam.

I encourage people to eat more beef than chicken, mutton or fish,” Shullai, who is one of the two elected State assembly members from the BJP, said. The BJP legislator, who recently recently took oath as a minister in place of senior BJP legislator Alexander Laloo Hek, who was serving as the health minister said that everybody was free to eat whatever

On the controversial Assam Cattle Preservation Bill, 2021, tabled in the Assam Assembly, Shullai said he would soon talk with Assam chief minister Himanta Biswa Sarma to ensure that transportation of cattle to Meghalaya is not affected. The Bill, which aims to stop transportation or use the state for transporting cattle, has posed trouble for the Christian-majority neighbouring states like Meghalaya where beef is a
staple diet. Shullai said that his department would issue permits for vehicles transporting cattle from various parts of the country to Meghalaya if required. The BJP leader also said that work was on to ensure that his party got “absolute majority 33-34 MLAs to form our own government” during the next State elections, and cited the case of Nagaland. “We will get lots of benefits like what you have seen in the other NE states ruled by BJP- milk and honey as they are getting lots and different kinds of schemes – students scholarships. by officials visited Manikban on Saturday to convince the Charais to return to their homes, North Tripura Superintendent of Police Bhanupada Chakraborty said. A team of Tripura government officials had visited the hamlet on Friday and provided the Charais with food and medicine, urging them to return to their ancestral homes. The clash erupted after some Brus had opened roadside shops in Damcherra block and local Charai and Halam tribals objected to it, Chakraborty said.

Zoramthanga also shared on Twitter a notification issued by his government, stating that there will be no restrictions on the movement of non-residents of Mizoram in Kolasib district, which borders Assam’s Cachar district. “#NorthEast India will always be #One,” the chief minister tweeted on Friday. Change negative perception: PM to police
NEW DELHI, JUL 31 (PTI): Prime Minister Narendra Modi on Saturday told Indian Police Service probationers that the spirit of ‘Nation First, Always First’ should reflect in every action of theirs and also asked them to work to change the negative perception of the force among people. Addressing the IPS probationers at Sardar Vallabhbhai Patel National Police Academy via videoconferencing, he urged them to let their every action in field be guided by national interest and perspective. “You are the flag-bearers of ‘Ek Bharat, Shrestha Bharat’. Therefore, the spirit of Nation First, Always First, should be reflected in your every action,” the prime minister said. Noting that the “negative perception” people have about police is a “big challenge”, Modi said this changed a bit during the beginning of the coronavirus period when people saw policemen helping out, but the old situation has returned. Rajan, 61, underwent treatment and was discharged from the hospital on Friday evening, they said. Director General (Delhi Prisons) Sandeep Goel said Chotta Rajan has been discharged from AIIMS and is now back in jail. In April also, Rajan was admitted to the hospital after he had tested positive for COVID-19.

His comments came in the wake of newly-appointed Tamil Nadu BJP president K Annamalai announcing that the state unit of the saffron party would protest against Karnataka’s decision to go ahead with the Mekedatu project. “He (Annamalai) will do his job. That is not related to us. Annamalai going on a fast is not my business,” Bommai told reporters here. He said Karnataka has all the rights over the river water and will definitely implement the Mekedatu project. The state government has prepared a detailed project report and submitted it to the Centre for approval, Bommai said. “We will get the approval for it. Let anyone fast or eat,” he added.

hile the world is facing a monumental health crisis due to transmission of coronavirus which has affected 19,82,59,318 persons and causing the deaths of 42,29,249. In India a total of 3,16,19,573 were infected with covid and 4,23,965 persons died due to it. The first wave of Covid-19 caught the world totally unprepared. The world was more prepared when the second wave of Covid-19 began but still, the virus was as lethal as it spread more rapidly than the first wave and also proved more deadly in claiming many more lives and as many times the number of young as well as the old. The protocols and Standard Operating Procedures (SOPs) have been insisted upon and enforced to the best extent possible even through imposition of fines on violators. However, authorities across the world accept that covid protocols or SOPs are inadequate to prevent the spread of the virus as it is as good as expecting to be protected from rain in a roofless house. Protocols and SOPs may be likened to non-violence against violence. What is needed to stop the rampaging virus is knowing where it has struck and how to prevent it from spreading further. Knowing where the virus is important and this is possible only when people get tested for covid. This is like erecting a border fencing to prevent infiltration. The fencing is through testing for covid. The more the number of people tested for covid-19 the better the picture that emerges to locate the virus hidden within humans. The next is a weapon against infiltrators. In the war against covid-19 the weapon is the vaccine. These were developed by highly reputed pharmaceutical companies with over a century of expertise in producing vaccines.It is not unexpected that there will be divided opinions about vaccines against covid-19. The vaccines were developed post-haste after the global pandemic in March 2020 and a few were produced within a span or some eight months. Normally it takes some ten to fifteen years to develop and produce a vaccine such as small pox, flu etc. However, it has taken a very short time to develop vaccines against covid since today, there is immense information and immense leap in technological research. The main suspicion against covid vaccine is that proteins of the virus injected into the body to build anti-bodies, can cause other diseases in later years. However, there is still no concrete scientific evidence to suggest that covid vaccines have life threatening side effects. Even with flu vaccine, which was developed over decades of research, there were some very rare cases –one in 2.4 million of those vaccinated- who suffered paralysis. However, the differing views over covid vaccine, has led to some surprising development in recent weeks. As the governments both at the centre and states battling the deadly virus, realize that testing and vaccination are the only two means of stopping the spread; they have asked people to get tested and vaccinated. In some cases, when this failed to cut much ice, the state governments, have made it mandatory for categories of people to get tested and vaccinated. To counter this, some have filed PILs against ‘mandatory testing and vaccination’. The courts have upheld the right of an individual against being coerced or forced to get tested and vaccinated and superseded the rights of all others to be safe and protected. The courts ought not to focus only on individual rights over covid but collective responsibility for safety and protection.

Meeting the challenge of new climate normal W e need to boost research in climate science to gain further insights. At the same time, action to save lives and property needs to be taken now. This is better done by fine-tuning weather forecasting and dovetailing forecast with administrative and community action on the ground. We need to review all relevant policies and take corrective action. The images of incessant rain, floods, landslides and rockfalls going viral on social media platforms these days may appear straight from a movie or a sci-fi novel on the apocalypse. Unfortunately, they are real climate disasters hitting different parts of India, and many other countries across the world. Heatwaves in North America, devastating cyclones in the pre-monsoon weeks and extreme rainfall events in India, massive floods in China and floods in parts of Germany are all part of the same larger story — a change in the global weather patterns. Scientific bodies like the Inter-gover nmental Panel on Climate Change have been warning of the catastrophic impacts of global warming for decades. All these warnings are not only turning into reality but also hitting us harder with each passing year.
The impact of such extreme weather events gets exacerbated due to manmade causes like faulty planning and public policies. Extreme weather has become the new normal, to use a cliché. We need to seriously ponder on how we are going to adjust our lives to this new climate normal. First, recognise the intrinsic connection between climate change and extreme weather events. The public discourse on climate change often focuses on future projections of temperature rise under different emission scenarios. This leads to the wrong perception among policymakers and the general public that climate change is still a few decades away. While projections serve a purpose, we have enough observed data that establishes that the global temperature is rising and weather patterns are fast changing. The Indian monsoon has seen definite deviations — an overall weakening of the monsoon circulation, longer dry spells, higher frequency and intensity of extreme rainfall and reduction in the total rainfall in the June-to-September season. Indian scientists such as Roxy Mathew Koll have also reported the reasons for this — the warming of the Indian Ocean due to carbon
emissions, notably in the western Indian Ocean and the Arabian Sea. Such warming is not only affecting the monsoon circulation but also increasing the frequency, intensity and duration of cyclones and causing extreme rainfall wherever local meteorological conditions are favourable. T h e t r o p i c a l c yc l o n e Tauktae that hit the Gujarat coast in the pre-monsoon weeks remained active even 24 hours after its landfall, indicating the increase in the duration of tropical cyclones, along with bigger intensity. In the recent past, the precision and accuracy of forecasts from the India Meteorological Department have vastly improved. In addition to regular bulletins and warnings, the department has begun issuing an ‘impact forecast’ that covers the likely outcome of predictions in a given area, taking into account its topography and other parameters.
For instance, when heavy rainfall is predicted in a particular district, people can be warned if it will lead to flooding. Such forecasting should be extended to all disaster-prone districts and efforts made to involve communities in the dissemination of the warnings. This can save lives, as demonstrated by the accurate prediction of cyclones and administrative action to evacuate people to safer places. The change is visible in Odisha which used to witness a heavy loss of life in the 1990s. In the same way, an early warning system for landslides and other steps are taken to reduce risk in identified locations. Simultaneously, we need to review all relevant policies and take corrective action to reduce the impact of extreme weather events such as heavy rainfall and resulting floods. This is the most difficult and tricky part. Evacuation should not be the only option every time a cyclone is to hit the coast. A long-term solution would be to redrawing city plans, wherever they exist, to restoring lakes and natural drainage systems, building stormwater systems and so on. All cities on our coasts — Mumbai, Chennai, Visakhapatnam etc. — need
to be climate-resilient or prepared for extreme rainfall events as well as sea-level rise and storm surges. Key infrastructure installations are located in coastal areas. Villages in the coastal areas that are witnessing coastal erosion also need to be better prepared through measures like protection and regeneration of mangroves. Climate concerns should be kept in mind while building large infrastructure projects and industries. The construction of hydropower projects and growing urbanisation in fragile hilly regions needs to be checked. The Environment Impact Assessment framework should be made more stringent rather than be diluted. At the same time, our engagement with the global community in climate talks under the UN Framework Convention on Climate Change should continue. Climate diplomats are still engaged in the crucial issues of climate finance, emission reduction and the target of limiting temperature rise to 1.5 deg rees, as committed under the Paris Agreement. Now there is talk of achieving net-zero emissions by 2050. All these are long-term goals and ambitions, with little impact on the situation on the ground. Hopefully,
the series of extreme events in different countries will inject a new sense of urgency into climate negotiations. As an obligation under the global climate framework, India came up with the national climate action plan in 2008, with several missions for different sectors such as energy, food, biodiversity, Himalayan ecology etc. The states were told to formulate state-level climate action plans and also designate nodal agencies for climate change. A national climate adaptation fund was also created subsequently. Scientists have prepared district-wise climate vulnerability maps based on state-level climate trends and socio-economic factors. It was done first for the north-eastern states and then for the rest of the country. So, we have climate science telling us that the temperature is rising and how the monsoon is getting affected, and the Met office is coming up with better predictions, Central and state governments have prepared climate plans and we also know of the more vulnerable districts. Of this, the total consumption including wastage is 45,82,60,052 doses, the ministry said. More than 3.14 crore balance and unutilised COVID-19 vaccine doses are still available with states, UTs and private hospitals to be administered.

CHANDIGARH, JUL 31 (PTI): The Punjab government on Saturday allowed the reopening of schools for all classes from August 2 as it further relaxed restrictions in view of declining COVID-19 cases. The state government had allowed the reopening of schools for classes 10 to 12 from July 26. “All schools are allowed to open for all classes from August 2. They shall follow proper protocols to ensure COVID-19-appropriate behaviour,” according to fresh guidelines. The department of school education shall issue instructions in this regard, it stated. The district authorities shall continue to ensure strict implementation of all directives on Covid-appropriate behaviour, the guidelines said.Punjab has so far reported a total of 5,99,053 COVID-19 infections and 16,292 deaths.

NEW DELHI, JUL 31 (IANS): Two Border Roads Organisation (BRO) officers lost their lives during rescue and relief operations in Himachal Pradesh, which is witnessing flash floods and landslides due to heavy rainfall. The BRO lost an engineer and a project officer during relief and rescue operation in the state. In Lahaul and Spiti Valley, the strategic Manali - Sarchu road was closed for traffic at various places due to multiple landslides. “BRO’s Project Deepak located at Shimla immediately despatched its trained Engineering Task Force with personnel and equipment to undertake the rescue and road clearing operations,”
BRO said in a statement. On July 29, on one such stretch near Sarchu ahead of Baralachala pass on Manali Leh road, a number of civilians, including women and children, were stranded and facing problems due to lack of oxygen in inclement high-altitude conditions.The BRO team cleared the landslide, amid a series of other landslides, near Kenlung Sarai located at an altitude of 14,480 ft and rescued the people. However, Naik Reetesh Kumar Pal of Project Deepak, who was part of the rescue efforts, lost his life. The road was, later, opened for traffic. In another incident on July 27, 2021, a separate Engineer Task Force of BRO was deployed for clearance
of Kiler-Tandi road which was blocked due to heavy landslides. Two passenger vehicles were stranded in the area. The team, which had already cleared two landslides enroute, carried out a late night clearance operation to save lives of civilians stranded in the slide zone. During the operation, some members of the team, six civilians and a vehicle were washed away by a sudden flash flood. Junior Engineer Rahul Kumar lost his life in the incident, while others were rescued by the BRO personnel. The BRO personnel, later, cleared the landslide, rescued the stranded passengers and moved them to safer locations.

NEW DELHI/SRINAGAR, JUL 31 (IANS): The National Investigation Agency (NIA) on Saturday carried out searches at 15 locations in Jammu and Kashmir in connection with two cases and arrested one Irfan Ahmed Dar, who provided logistic support and also arranged arms and ammunition for Lashkar-e-Mustafa (LeM) terrorists.
An NIA spokesperson said that the anti-terror probe agency carried out searches at nine locations in Jammu and Kashmir in connection with the LeM case which it registered in March this year, besides raiding six places in connection with the recovery of 5 kg IED from a Lashkar-e-Taiba terrorist in Jammu on June 27 this year.
The official said that in the LeM case, the NIA, along with J&K police and CRPF, conducted searches at nine locations in Shopian, Anantnag and Jammu districts. The official further said that the NIA recovered many digital devices, including mobile phones, hard disks, memory cards, pen drives and laptops, along

Security forces launched a cordon and search operation in the forest area of Namibian and Marsar and the general area of Dachigam this morning, following inputs about the presence of militants there, a police official said. He said the search operation turned into an encounter after militants opened fire at a search party of the forces, who retaliated.
KOLKATA, JUL 31 (PTI): Discharge of water from dams and barrages in West Bengal is set to increase as the storage facilities are almost full with heavy rainfall across the state for the last two days, officials said on Saturday. The inflow of water to these facilities is going up due to incessant rain in the state and neighbouring Jharkhand, they said. The West Bengal government permitted Damodar Valley Corporation to discharge up to 1 lakh cusec of water, an official said. “The situation is alarming with heavy rainfall in the past 24 hours. We have tried to restrict water release. Discharge from Panchet and Maithon on Saturday is within the green zone which is up to 50,000 cusec. “But incessant rain of about 100 mm in the upstream is a threat. Tenughat dam in Jharkhand released 90,000 cusec of water today and it will take 7-8 hours to reach Panchet dam. The West Bengal government has allowed us to raise the discharge level to 1 lakh cusec,” DVC executive director S Banerjee told PTI.

NHSRCL Spokesperson Sushma Gaur said the NHSRCL took a significant step forward in its construction work by casting the first full height pier near Gujarat’s Vapi at Chainage 167 on the Mumbai-Ahmedabad High Speed Rail Corridor which will run through 12 stations connecting Maharashtra, Dadar & Nagar Haveli and Gujarat. “The average height of the pier on this corridor is nearly 12-15 metre and exact height of this pier is 13.05 metres, which is almost equivalent to a four-storey building,” she added.

The preparation of the reconciliation statement to tally with the numbers given in the annual returns is always a challenge for taxpayers and even tax experts face problems in finalising these. According to a notification issued by the Central Board of Indirect Taxes and Customs (CBIC) late on Friday evening, every registered person, other than specified persons, whose aggregate turnover during a FY exceeds Rs 5 crore, will be required to furnish a self-certified reconciliation statement as specified

Comet BernardinelliBernstein, named for the astronomers who found it, is about a thousand times more massive than other comets and between 62 and 124 miles (100 and 200 kilometers) across. The unusual comet has been making its way toward our sun for millions of years. It likely came from the OortCloud, the birthplace of icy, ancient comets and a place more distant from the sun than anything in our solar system. French artist makes fleeting beach art immortal with drones

ehan-Benjamin Tarain, better known as Jben, has been using the beach as his canvas since 2014. But his masterpieces are as fleeting as the tides, which is why he uses drones to immortalize them. “I was the first beach artist ever to use a drone,” Jben tells DroneDJ. “Other artists used to take pictures from cliffs.” Born on the southwestern coast of France, the beaches of Charente-Maritime are Jben’s home turf. It’s where you will find him this summer too, since travel right now is restricted. But in the pre-COVID era, Jben’s work has taken him to New York, the Netherlands, England, Portugal, and Morocco too. Immortalizing fleeting beach art with drone videos The 39-year-old Frenchman typically starts drawing two hours before the low tide is completely down and spends around four to five hours each on detailed designs. But it wasn’t always so. Before Jben took
on beach art as a full-time profession, he was working as a project manager and a web designer. Drones, in a way, helped him to make the switch. Does he use the drone as part of the creative process as well? “No, flying the drone is the last thing I do and I use it only to capture the completed art. Honestly, I don’t have time to fly while I’m drawing in the sand; I’m busy chasing tides! But yes, there have been times when drone footage has helped me to notice an imperfection or two. And I have been able to fix them quickly because I have a drone photo for reference.” To date, Jben has
completed numerous projects for individuals, brands, businesses community centers, educational institutes, and hospitals alike. He also conducts beach art workshops regularly for all kinds of audiences. His advice to budding sand artists is to “practice, practice, and practice.” Says Jben, “If you discover a passion for beach art, you will need to work hard on your techniques and skill. You will also need to be patient, and not become overly critical of your own work. The magic will come. But it will take some time. I regularly put out videos of my work on Facebook and Instagram. merican actor Gerard Butler, who starred in the 2013 action movie ‘Olympus Has Fallen’, has sued the film’s producers in a profits dispute over the original film. As per Deadline, in the filing on Friday in Los Angeles Superior Court, Butler and his legal team claimed that the film franchise owes more than USD 10 million in profits to Butler after it ordered an independent audit, which it said found the defendants “understated their own receipts and profits by over USD 11 million, including by failing to report approximately USD 8 million in payments to Producers’ own senior executives.” The Antoine Fuqua directorial film ‘Olympus Has Fallen’, centered on disgraced Secret Service agent Mike Bannon (Butler), who becomes trapped inside the White House after a terrorist attack and works to rescue the president from kidnappers. As per Deadline, the movie
grossed USD 170.3 million at the global box office. In the lawsuit filed by Greenberg Glusker on behalf of Comrie Inc., Butler and his G-Base Entertainment claimed that the actor has received zero of that total amount from the film’s producers, defendants Nu Image, Millennium, and Padre Nuestro Productions. Deadline reported that the complaint cites “fraud, breach of contract, breach of the implied covenant of good faith and fair dealing, intentional interference with contractual relations and accounting, and seeks a jury trial.” “ P r o d u c e r s h av e earned tens of millions of dollars from Olympus,
but refuse to pay Butler a penny of the profits promised to him in the parties’ agreement,” according to the lawsuit. It added that “Producers embarked on a scheme designed to grossly misrepresent the finances of the Film to Butler so that Butler would believe that no such payments were due.” Deadline has learnt from the legal documents that the same producers’ federal court suit alleged they “failed to report the profits of Olympus to the Directors Guild of America’s Producers Pension and Health Plan.” “It appears the Producers’ modus operandi is to hide the profits from Olympus in order to keep those profits for themselves,” it added. Meanwhile, the actor has since his first film reprised his Mike Bannon role in 2016’s ‘London Has Fallen’ and 2019’s ‘Angel Has Fallen for Lionsgate’. The winning teams will receive cash prizes via HackerOne -- $3,500 for the winner, $1,000 for second place, $500 for third place $1,000 each for Most Innovative and Most Generalisable. “In May, we shared our approach to identifying bias in our saliency algorithm (also known as our image cropping algorithm), and we made our code available for others to reproduce our work,” Rumman Chowdhury, Director, Software Engineering at Twitter, said in a blog post on Friday. “We want to take this work a step further by inviting and incentivising the community to help identify potential harms of this algorithm beyond what we identified ourselves,” Chowdhury added. Barca, Real, Juve ‘to carry on with Super League plans’

LO N D O N, J U L 3 1 (AGENCIES): Barcelona, Real Madrid and Juventus say they will continue with plans for a European Super League, claiming to have successfully argued against any punishment by Uefa. A joint statement from the three clubs said a court decision on Friday in Madrid means European football’s governing body have an “obligation” to terminate disciplinary proceedings against them, BBC reported. Uefa paused action in June when the case was passed to the European Court of Justice. Twe l ve c l u b s a n -
nounced themselves as founder members of the Super League in April, but the proposed breakaway competition collapsed within 72 hours after nine withdrew amid fan protest, opposition from Uefa, Fifa and domestic leagues, as well as the British Government and the royal family. Juve, Barca and Real are the only sides not to have renounced the breakaway league and have again reiterated their intention to “keep developing the Super League project”. They added that they intend to do so by working with governing bodies, leagues, fans, players, man-
agers and clubs - all stakeholders which opposed the breakaway competition when it was initially announced. “Clubs participating in European competitions have the right to govern their own competitions,” the clubs continued in a statement. “We are pleased that going forward we will no longer be subject to Uefa’s ongoing threats. “We are aware that there are elements of our proposal that should be reviewed and, of course, can be improved through dialogue and consensus. “We remain confident in the success of a project that will be always compliant with European Union laws.” Uefa has declined to respond to the statement from the three clubs. Anand to lead strong Indian team in online Chess Olympiad NEW DELHI, JUL 31 (PTI): Five-time world Champion Viswanathan Anand will lead India in the second online chess Olympiad, scheduled from September 8-15. The Indian team had shared the title with Russia in the last edition and will look to emerge sole winner this time. CHANDIGARH, JUL 31 (IANS): Centenarian sprinter Mann Kaur, who started her athletic career at the age of 93 and set a record by becoming the world’s fastest centenarian at the American Masters Games in 2016, died at a private hospital near Chandigarh on Saturday. She was 105 years old and was suffering from cancer. Kaur, known as the ‘Miracle Mom’ from Chandigarh, will be cremated here on Sunday at 11 a.m., said her son Gurdev Singh, also a veteran athlete. Udana announces retirement from int’l cricket
C O L O M B O, J U L 3 1 (IANS): Sri Lankan allrounder Isuru Udana has announced his retirement from international cricket with immediate effect on Saturday. The reason behind his abrupt departure from international cricket was not known. The 33-year-old had recently featured in the limited-overs series against India. He played in the first ODI followed by the first two T20Is but had no wickets against his name. “I believe the time has come for me to make way for the next generation of players. It is with immense pride and passion, and unfathomable commitment that I have represented and served my country,” said Udana in a press release by Sri Lanka Cricket (SLC). Udana made his debut for Sri Lanka in the 2009 T20 World Cup where he took two wickets against Australia. In 21 ODIs and 34 T20Is for Sri Lanka, the left-arm pacer took 18 and 27 wickets at an average of 52.78 and 33.89 respectively. As a batsman, he scored 237 ODI and 256 T20I runs at an average of 16.92 and 18.28 with highest scores of 78 and 84 respectively.

Indian women reach Olympic QFs for first time TOKYO, JUL 31 (PTI): The Indian women’s hockey team qualified for the Olympic quarterfinals for the first time in the history of the Games after it beat South Africa 4-3 and later defending champions Great Britain blanked Ireland 2-0 to ensure its passage into the knockout stage, here on Saturday. India finished their Pool A league proceedings in fourth place with six points, riding on back-toback wins over Ireland and South Africa and will now face pool B toppers Australia in the quarter-final on Monday. The top four teams from each pool made it to the knockout stage. Dressel shatters world record to win men’s 100m butterfly
TOKYO, JUL 31 (IANS): Caeleb Dressel of the United States rewrote his own world record to win the men’s 100m butterfly gold at the Tokyo Olympics on Saturday. Touching home in 49.45 seconds, the twotime world champion in the event cut 0.05 seconds off his previous 49.50 mark to claim his third gold in Tokyo. Reigning European champion Kristof Milak of Hungary finished 0.23 seconds behind at 49.68 seconds, which is also a new European record. The bronze went to Noe Ponti of Switzerland as the 20-year-old Youth Olympian clocked 50.74 in his Olympic debut. K ay l e e M c Ke ow n claimed her second title at the Olympics, winning the women’s 200m backstroke. After a gold from 100m backstroke where she holds the world record, the 20-year-old beat leader Kylie Masse of Canada to second in the final sprint with a time of two minutes and 04.68 seconds. Masse took the silver 0.74 second behind, and the other Australian in the race, Emily Seebohm bagged a bronze in 2:06.17.

The USA’s 4x400m mixed relay team has been reinstated for the final later on Saturday after their appeal against the disqualification in the preliminary round was upheld. The US quartet was disqualified after the heats on Friday for exchanging outside the zone but has been reinstated by the Jury of Appeal, according to an update posted in the Olympic Information System. The USA won the inaugural mixed relay world title in 2019 with a world record and was hotly tipped to add the firstever Olympic crown in this event before their shock elimination. They won the first heat of the opening round ahead of Dominica who set a national record before they were also disqualified. Both teams have now been reinstated after appeal and will race in the first-ever Olympic mixed relay final.
