36 MLAs ask Dr. Shürho to step down Serve 15-day ultimatum

DIMAPUR, JUL 31 (NPN): Nagaland chief minister T.R. Zeliang along with 35 MLAs, which included around 31 MLAs who were recently expelled/suspended from the NPF party, have served a 15-day ultimatum on Dr. Shürhozelie Liezietsu to step down as president of the NPF, expressing apprehension that continuance of Dr. Shürhozelie as NPF president would “invite further destruction and dismemberment” of the party at various hierarchies. This was contained in a letter to NPF president, Dr. Shürhozelie Liezietsu (attached with meeting minutes of the NPF legislature party held on July 29, 2017 at state banquet hall, Kohima) by Tokheho Yepthomi, with his official designation as Parliamentary Affairs minister, Nagaland government. Health authority advisory on JE DIMAPUR, JUL 31 (NPN): After few cases of Japanese Encephalitis (JE) reported from different hospitals in the district, the district health authority has issued an advisory on prevention and control of water borne and vector borne diseases in Dimapur. In an advisory, Chief Medical Officer (CMO) Dimapur, Dr.K.Vikato Kinimi suggested precautionary measures where residents have been advised not to rear pigs close to human habitations, wear long sleeved clothes /clothing covering the whole body while working outdoors, use of mosquito net/ LLIN at night and not to allow collection of water near the house. To control vector borne diseases in affected areas, the department will also carry out activities under NVBDCP and UMS such as fogging with malathion technical, release larvivorous fishes in stagnant water bodies, awareness campaign and monitor vector density, CMO said. Further, for confirmatory test, CMO informed that the blood samples of suspected cases can be sent to Sentinel Surveillance Laboratory at District Hospital Dimapur.

The MLAs expressed particular concern with the “precarious condition” of the NPF party in the hands of Dr. Shürhozelie Liezietsu. They accused the party president of creating a deep divide between the party organisation and the legislative wing for his “selfish ends”. According to the signatories, the resolution to serve an ultimatum on Dr. Shürhozelie was after taking note of his “autocratic style of functioning” wherein he expelled/suspended elected MLAs and MPs without issuing a show cause notice to them and without following due procedure of law and without observing the principles of natural justice. Further the MLAs said they also took note of the “fraud Dr. Shürhozelie” in mutilating the constitution of the NPF party by adding words and additional sentences. They said such words were not authorised to be inserted in the constitution at any general convention but done by Dr. Shürhozelie to

position himself “in an unquestionable and unbridled manner.” They also resolved to advise all party rank and file not to follow any orders from Dr. Shürhozelie as he had already come under cloud and was under the process of being removed from office as party president. They claimed that the impeachment had the backing of NPF leaders, workers and bodies from 36 Assembly Constituencies out of 47.

Meanwhile, the MLAs have authorised the chief minister and leader of the NPF legislature party, TR Zeliang to forward the adopted resolutions to the Election Commission of India to inform it about the factual position in the NPF. Rio ‘selected’ as interim NPF president

In a new political development, the 36 MLAs on Monday “unanimously selected” former chief minister and current Lok Sabha MP, Neiphiu Rio as the interim president of the NPF. This was resolved during the meeting of NPF Legislature Party meeting held at the State Banquet Hall, CM’s residential bungalow, where Rio also attended as a special invitee. According to the meeting minutes, signed by Leader of NPF Legislature Party and chief minister T.R. Zeliang, Rio and 35 MLAs, empowered Rio with all the functions and prerogatives of the president of the NPF under the Constitution of the NPF, to take decisions in the overall interests of the Nagas with immediate effect. He has also been empowered to appoint the divisional level office bearers and

also take necessary steps for organising a general Convention of the NPF Party at the earliest. The house also constituted a search committee comprising Tokheho Yepthomi, Y. Patton, Dr. Nicky Kire, E.E. Pangteang and Imkong L. Imchen, to assist the interim president in order to put in place the state level organisational structure of the NPF Party to be approved at the General Convention of the NPF Party. The legislators further resolved to appeal to all the rank and file of the NPF Party to come and join the Government and the majority. The legislature party further maintained that all decisions taken by NPF party under the leadership of Dr. Shürhozelie Liezietsu after July 13, 2017 shall be rendered null and void.

‘Not in My Name’: 114 military veterans write to Modi against mob lynchings NEW DELHI, JUL 31 (AGENCIES): More than 100 armed forces veterans have written to Prime Minister Narendra Modi, condemning mob attacks by cow vigilantes on Muslims and Dalits. The letter, dated July 30, also expressed concerns over “clampdown” on free speech and the “climate of fear”. The letter, which was also sent to chief ministers of all states, has been signed by 114 armed forces veterans. “It saddens us to write this letter, but current events in India have compelled us to register our dismay at the divisiveness that is gripping our country,” the letter said. The 114 veterans who signed the letter include Admiral L Ramdas, Major General Dipankar Banerjee and Major General MPS Kandal, The Hindu reported. “We stand with the ‘Not in My Name’ campaign that mobilised thousands of citizens across the country to protest against the current climate of fear, intimidation, hate and suspicion,” the letter added. The ‘Not in My Name’ campaign was organised in June and saw people take to

the streets to protest lynchings of Muslims and Dalits across several cities by selfstyled gau rakshaks. “We have spent our careers working for the security of our country. Collectively, our group holds no affiliation with any single political party, our only common commitment being to the Constitution of India,” the letter said. In the letter, the veterans said that media outlets, civil society groups, universities along with scholars had been branded “anti-nationals” and were being intimidated. “We can no longer look away. HC defers hearing on party whip Central govt orders LPG prices to be hiked by Rs 4 per month

DIMAPUR, JUL 31 (NPN): The Gauhati High Court, Kohima bench on Monday deferred the hearing on the petition filed by party president Dr. Shürhozelie Liezietsü against the Speaker and others, by three weeks over the issue of appointment of NPF party’s Chief Whip. The case was to have been heard on Monday. The single bench judge, S. Serto after hearing the plea of the counsel for respondent No.1 (NLA Speaker) and counsels for other respondents, seeking more time, agreed to list the matter again after three weeks. Earlier, the counsel for the petitioners submitted affidavit affirming service notice to the respondents (3 to 37) through NLA commissioner & secretary, and that he was not able to ascertain as to whether all the respondents had received the notice. Since all the respondents did not appear before the court on July 31, the court allowed the counsel for the petitioners to issue notice through publication in the local newspapers within two days for two consecutive days. The court said that the hearing for the same would be taken up in the next date fixed along with a petition on Mon-

day by the counsel for NLA Speaker, Dr. Imtiwapang Aier (respondent No. 1) questioning the maintainability of the writ petition. Senior counsel for respondent no.2 also sought three weeks time to file affidavit-in-opposition as also the counsel for nine respondents seeking time to enable them to file counter affidavit on behalf of the respondents. It may be recalled that the matter was placed before Gauhati High Court, Kohima bench on July 24 by the petitioner NPF president, Dr. Shürhozelie Liezietsu & Anrs (petitioner) Vs NLA Speaker, Dr. Imtiwapang Aier & 36 others (respondents). The court after hearing the counsels of both the petitioners and the respondents, was of the considered view that notice should be issued to all the respondents. In this regard, the court set the hearing date to July 31, 2017. The petitioner raised the issue on whether, as per the Tenth Schedule of the Constitution, it is the political party which issues directions through any person or authority authorised by it as Chief Whip/Whip or whether party legislators can themselves appoint the Chief Whip/Whip for issuing directions.

NEW DELHI, JUL 31 (AGENCIES): The government has ordered state-run oil companies to raise subsidised cooking gas (LPG) prices by Rs 4 per cylinder every month to eliminate all the subsidies by March next year, Oil Minister Dharmendra Pradhan said on Monday. The government had previously asked Indian Oil (IOC), Bharat Petroleum (BPCL) and Hindustan Petroleum (HPCL) to raise rates of subsidised domestic LPG (liquefied petroleum gas) by Rs 2 per 14.2-kg cylinder per month (excluding VAT). Now, the quantum has been doubled so as to bring down the subsidy to nil, he said in a written reply in the Lok Sabha here. Every household is entitled to 12 cylinders of 14.2-kg each

Any requirement beyond that is to be purchased at market price. “Public sector oil marketing companies (OMCs) were authorised to increase price of subsidised domestic LPG cylinder by Rs 2 per cylinder (14.2-kg) per month (excluding VAT) with effect from July 1, 2016,” he said. Oil companies had hiked LPG rates on 10 occasions since that goahead. “The government vide its order dated May 30, 2017, has again authorised OMCs to continue to increase the effective price of subsidised domestic LPG by Rs 4 per cylinder effective June 1, 2017, per month (excluding VAT) till the reduction of government subsidy to ‘nil’, or till

March 2018, or till further orders, whichever is earliest,” he said. Oil companies have raised rates twice since then, the last being on July 1 when rates were up by a steep Rs 32 per cylinder -- the steepest increase in six years. This hike was because of the May 30 order as well as reflection of hiked tax rates under the Goods and Services Tax (GST) regime. The rate of non-subsidised LPG, which consumers pay after exhausting their quota of below-market priced bottles, costs Rs 564. “The price for the other subsidised cylinders (i.e. 5 kg) would be increased proportionately by the OMCs,” Pradhan said. The subsidy on LPG was Rs 86.54 per cylinder for July, he said.

Gov greets Aos on Tsungremong DIMAPUR, JUL 31 (NPN): Nagaland Governor, PB Acharya, has extended greetings to the Ao community on the occasion of Tsungremong festival and called upon the Aos to take time and thank Almighty for His unwavering love and blessing. In his message, Acharya also reminded the community to thank the farmers for their hard work. Stating that the festival marks the end of rigorous plantation besides nursing the paddy fields, the governor opined that Tsungremong should provide opportunities for budding generations and other villagers to display their skills and physical strength. Further, asserting that the festival should be a source for building unity, the governor urged all to come together and make the atmosphere conducive in towns and villages for peaceful co-existence and all round development in the State. He also encouraged the Aos to safeguard and promote their rich culture and traditions through the festival. “May the festival of Tsungremong bring peace, unity and prosperity to the Aos in particular and Nagas in general,” the governor said.

Swachh Survekshan-2018 launched to assess sanitation Deadline for Aadhaar-PAN linking, ITR extended Spl. Correspondent

NEW DELHI, JUL 31 (NPN): Central government on Monday launched ‘Swachh Survekshan-2018’ to rank all the 4,041 cities and towns of the country based on infrastructure development for improved sanitation services and their sustainability, outcomes, citizen connect and visible impact on ground. This would be the first Pan-India survey to assess sanitation levels in all the cities and towns of the country impacting the lives of about 40 crore urban citizens, considered as the largest of its kind in the world. Union Minister of Housing & Urban Affairs, Narendra Singh Tomar launched the survey, the third in the series and released a comprehensive Survey Tool Kit, explaining the methodology, weightages and new features and thrust areas that help cities and towns prepare for the field survey

over the next six months. Tomar said the results of two previous such surveys announced in 2016 and 2017 have generated substantial excitement and enthusiasm among the cities and citizens besides promoting a healthy competition among all the stakeholders, leading to expanding the scope of the survey to all urban areas of the country. He informed that the methodology and weightages for Swachh Surekshan-2018 have been modified to certain extent based on extensive consultations with city and state governments, experts and other stakeholders and in line with the progress of Swachh Bharat Mission (Urban). The Survey Methodology seeks to capture the efforts under and outcomes of Swachh Bharat Mission (Urban) as the cities move on from building toilets towards Solid Waste Management with emphasis on decentralized

solutions, ensuring sustainability of improved sanitation infrastructure and services and enforcement. Explaining the details of methodology and its new features, Housing & Urban Affairs secretary, Durga Shanker Mishra stated that keeping in view the need for citizen involvement in assessing progress in sanitation and outcomes to be felt on ground, total weightage for Citizen feedback and Independent observation of sanitation have been increased by 10% over that of 2017 Survey. To encourage cities take up innovative sanitation practices and solutions, a new element of ‘Innovation’ has been introduced this year with a weightage of 5%, he said. The 4,041 cities and towns to be covered under Swachh Survekshan-2018, results of which will be announced in March 2018, include 500 with a population of one lakh and above each and

state capitals and 3,541 with population below one lakh each. For these 3,541 towns, State and Zonal rankings will be announced besides national rankings for the other 500 cities and towns. Under this survey, cities will be ranked based on 71 sanitation related parameters with different weightages for a total of 4,000 marks. Total score has been doubled this time to avoid crowding of cities with very marginal differences in scores that happened in the previous survey. Marks for each of the components of sanitation will be assigned based on rigorous assessment of claims of city governments, citizen feedback and independent observation. As per the Survey Toolkit released on Monday, cities and towns will prepare over the next six months before field assessment begins on the fourth of January next year with survey results scheduled to be announced on March 26, 2018.

NEW DELHI, JUL 31 (AGENCIES): The government on Monday notified that it has extended the deadline for linking Aadhaar with PAN (Permanent Account Number). The last date for the linking has now been finalised for August 31. The Central Board of Direct Taxes (CBDT) also said that the Income Tax Returns (ITRs) will be processed only after the linking has been completed. It was also reported that PAN cards if not linked with Aadhaar till August 31 will be cancelled. In a series of tweets from its verified handle, the Finance Ministry clarified that for e-filing of ITR, it is sufficient to quote Aadhaar or acknowledgement number but the linking needs to be completed before August 31. Earlier, in a last minute decision, the government on Monday also extended the deadline for filing ITRs till August 5. The official twitter handle of the tax department said the move was made “in view of difficulties faced by taxpayers.” A senior official of the department said the decision to extend the deadline was taken after a meeting of the revenue department and the Central Board of Direct Taxes (CBDT) was held in the finance ministry on Monday.

Section 139AA of the I-T Act has made it mandatory to quote the Aadhaar number or the application number for I-T returns filed on or after July 1 this year. On June 9, the Supreme Court upheld this. K Y M C
