DIMAPUR, JUL 31 (NPN): Nagaland chief secretar y, Temjen Toy, Tuesday described the present situation in Nagaland as an emergency-like situation, with various district headquarters including the state capital Kohima wreaked by landslides that threaten to snap off road links. According to DIPR, Toy said this while deliberating on the overall situation in the state at an emergency meeting with high officials on Tuesday, to take stock of the alarming situation arising out of unremitting monsoon rain in the state. The chief secretary asked the senior officials to put more efforts to ensure that major roads connecting all district headquarters were not completely cut off. He also advised departments to ensure that at least one life-line should be maintained to connect the towns. Toy also discussed about impending danger of shortage of essential commodities and fuel. Reviewing the road connectivity between Kohima and Dimapur, the chief secretary urged the PWD officers to deploy adequate manpower and machineries to carry out restoration works on war footing to tackle the fury of nature.

Toy asked NSDMA to take up necessary action so that there was no loss of life or at least minimise the damage by way of taking adequate preemptive measure in the event of the worse happening. “I strongly urge all agencies to remain united and alert,” Toy said. He also reminded that the onus at any time of emergency was not restricted to the few departments such as NPWD, NSDMA, administration and police.

DIMAPUR, JUL 31 (NPN): Security along the inter-state border with Assam, particularly the two main entry points to Dimapur-- Dillai and New Field check gates, have been stepped up to thwart influx of illegal immigrants to Nagaland following the release of second draft of NRC. When contacted Commissioner of Police Dimapur, Limasunep Jamir said police and district administration were keeping a close watch of the bordering points. On Tuesday, police along with district administration officials were seen checking documents of those entering the state. So far there has been no detection of illegal immigrants entering the state, police sources said. Police personnel posted along the inter-state boundaries have been asked to maintain a strict vigil over the situation. A column of IRB personnel were also deployed to assist in border patrolling. It may be pointed out that the Home ministry had also directed all the neighbouring states of Assam to step up its security apparatus particularly in the border areas.

Speaking on the occasion, chief minister Neiphiu Rio said signing of the tripartite agreement was a red letter day for all. He expressed his gratitude to the villagers of Poilwa and Khonoma for being large-hearted and extending support and cooperation to provide water from Teupuiki and Dzupfu rivers. Stating that signing of the tripartite agreement was a historic moment for the government and the people of Kohima town in particular, he added that this action would send

a message to the whole of Nagaland to be cooperative and supportive and also contribute and participate in developing “our State”. The chief minister recalled that in 1977, the population of Kohima was 21547, which jumped to 1,23,114 in 2011 and was further expected to cross three lakh by 2050. He said the demand for water would continue to rise and that after 20 years 30 million litres per day would be required, which the water supplied from Jotsoma and Southern villages would not be able to meet. Expressing his happiness at the two villages burying their difference and for signing the agreement, Rio remarked that it was now the responsibility of the government to find the resources to

bring water to Kohima. He added that it was a challenge for all to leave aside their differences and resolve local issues at the village levels. Rio said he looked forward for continued support from both the villages in working together to make the dream come true. “It is God’s gift and it does not belong to anybody. And when we put these things in good use, it will benefit everybody – the government, villages and the people,” he added. Concluding his speech, he thanked the two villages again for resolving their differences and signing the historic agreement, which would fulfil the dream of people living in Kohima.

IMPHAL, JUL 31: Civil society organisations have decided to go ahead with the proposed 24-hour general strike against Centre’s alleged intention to extend Article 371 (A) to Manipur even as state government decided to conduct Assembly session on August 10 to discuss the burning issues of the state including the Naga peace accord. The 24-hour general strike jointly called by United Committee Manipur, All Manipur United Club Organization and Committee of Civil Society Kangleipak would commence on the intervening night of July 31, 2018 and August 1, 2018. “The strike-call was not against any particular community or tribe. It is against divide and rule policy of India government,” a leader of the one of the CSOs said. He alleged that government at the Centre was trying to create disharmony among the different communities living in the region. Sr AAG denies ACAUT, PSAN assertions DIMAPUR, JUL 31 (NPN): Responding to the demand of ACAUT and Public Service Aspirants of Nagaland’s (PSAN) over the alleged illegal appointments of 706 persons , Senior additional advocate general (AAG) of Nagaland K. Sema pointed out that he had sought dismissal of the writ petition filed by ACAUT and Nitoka V Swu in Kohima Bench of Gauhati High Court seeking termination of 655 appointments and requisitioning of 706 posts to Nagaland Public Service Commission (NPSC) under various grounds. First, he asserted that the petition by ACAUT and PSAN was defective and liable to be dismissed as it sought termination of 655 appointments made in 25 State government departments through a single petition. He also pointed out

that being an unregistered body, ACAUT was “nonjuristic person” having no locus in law to challenge the appointments made by the government. Further, he said Swu was also not an aggrieved person as per law and also failed to disclose as to whether he possessed the requisite eligibility criteria to be appointed against any of the post(s) to which appointments had been made. Sema also claimed the petition was also defective for “non-joinder of necessary parties” as those persons whose services were sought to be terminated had not been impleaded in the case. The AAG also rejected claims of ACAUT and PSAN that he had stated before the court, that 706 posts mentioned in the writ petition were all nonsanctioned posts, following which the organisations

sought clarification from the State government. He denied that any mention was ever made before the court that the 706 posts were non-sanctioned posts. He said the court was told that the 706 appointments sought to be terminated and requisitioned to NPSC were not only made in different departments, but even the nature of appointments and the present status of services of the appointees were different. K. Sema also clarified that filing of a single petition seeking termination of the services of such a huge number of employees en bloc was inherently defective. Sema said the court was also told that when the petitioner(s) had failed to impugn the policy decisions of the government and the order regularising and absorbing the service of the employees, they

In a press note, KVYO president, Dzüvinguzo Mepfhüo, and general secretary, Vizoneilie Pienyü, said the organisation would also be assisting the traffic police at various critical locations affected by landslides. KVYO has directed all vehicles users to park, in such a manner that it did not cause inconvenience to other road users. It cautioned that any misbehaviour on public roads by drivers and owners would not be tolerated. The organisation has reminded all vehicles including private, commercial, government or military to follow traffic rules and common driving etiquettes/rules. It stated

that no overtaking would be tolerated except for medical emergencies. It further advised commuters, especially those carrying school children, to be prepared for prolonged traffic jams by carrying basic food and water in their vehicles. It also suggested parking or halting vehicles with caution and after visually checking terrain and objects stability both above and below the road. Meanwhile, the organisation has requested BRO/GREF and the state government to check and maintain the damaged roads within their jurisdiction at the earliest. Admitting that natural calamities were unavoidable, KVYO, however, cautioned that negligence on the part of authorities would not be tolerated. It stated that any untoward incident(s) arising out of government apathy would be of serious repercussions.

DIMAPUR, JUL 31 (NPN): Appreciating the Parliamentary panel for “demanding” an early solution to Naga political issue, the NPF Legislature Party Tuesday urged the Parliament to discuss the 213th report of the Parliamentary Standing Committee on Home Affairs on the floor of both the Houses of the Parliament at the earliest. The 30-member committee, headed by former union home minister P Chidambaram, had tabled the report in the Rajya Sabha on July 19, 2018. In a press statement, NPF Legislature Party stated that any solution that was hammered out between the negotiating parties should be inclusive. NPF Legislature Party also lauded the Parliamentary Standing Committee for acknowledging the uniqueness of Naga History and the eagerness and desire of

the Naga people for a permanent early solution. NRC: NPF Legislature Party has cautioned that a possible fall-out of the declaration of National Register of Citizens (NRC) in Assam was looming large, adding that there was possibility of “large scale migration of aliens into Nagaland.” It, therefore, asserted that there was an urgent need to take preventive measures. Welcoming the stand taken by certain NGOs on the issue, the NPF Legislature Party urged the state government to immediately deploy more administrative and police forces to the border areas to assist the existing ones to tackle the issue. KOHIMA, JUL 31 (NPN): Kohima district administration has informed the public that there has been no shortage of any essential commodities here following the landslides at various parts of NH-29. ADC Kohima, Lithrongla informed Nagaland Post that there were rumours going about in the market on shortage of essential commodities including fuel. However, ADC assured that there was no shortage of any essential commodities and urged the public not to go for panic buying. She also informed that there was enough stock of essentials and fuel. ADC also informed that state PWD team has been working on war footing to clear the road blocks.

Imtienla Ao (IFS) secretary, EF & CC, has been allowed to look after the charge of EF&CC department till her repatriation w.e.f August 15, 2018 to Maharashtra and L Kire, (IFS) principal secretary to CM, DUDA would hold additional charge of EF&CC department on completion of her deputation period. A press release by district vector borne officer (DVBO) Dimapur, Dr. Imtiwapang Aier said that, CH consultant, CIHSR, Dr. Rohan as a resource person, oriented the participants on the causes,

signs & symptoms and diagnosis of dengue. He further informed that aedes aegypti mosquito that cause dengue was a fearless daytime biter and its peak biting periods were early mornings and evening before dusk. DVBDC, M. Ezewe oriented the participants on the prevention and control measures of dengue. He emphasised the importance of sanitation and urged the participants to

follow the 4S to control dengue which included search and destroy mosquito breeding laces, secure self-protection, seek early consultation and support fogging or spraying only in hotspot areas. High tension wire falls on car

DIMAPUR, JUL 31 (NPN): Three persons on Tuesday had a providential escape after a high tension wire fell and came in contact with the car right in the middle of the highway near Jharnapani. One of the

passengers told Nagaland Post that they were heading towards Dimapur and when they were near Hollohon’s petrol pump site, they heard a sudden and loud thumping sound. “We found the high tension wire hanging on the side mirror,” the person said.

The passenger said that the power department personnel were reportedly working at a site above Jharnapani. Fortunately the power was cut off and the occupants could alight from the vehicle. The linesmen also reached the spot and freed the car, the passenger added.

Meeting on Independence Day in Kohima DIMAPUR: A meeting to chalk out programme on work distribution and ground arrangement etc, for the ensuing Independence Day celebration at Kohima was held at DC’s Conference Hall, Kohima on Tuesday. According to DIPR, the meeting was chaired by ADC, Kohima, Lithrongla Tongpi Rutsa. On the school contingents for Independence Day 2018 and Republic Day 2019, the ADC informed the responsible department and private schools, that there would be a roaster system for schools contingents, both government and private schools. The selected schools would be divided into two groups where the first half group would be participating in the

ensuing Independence Day ceremonial parade and the other half listed schools will participate in the coming Republic Day celebration 2019, she said. The main idea of listing out the schools was to inform the schools authority to be aware and be prepared to participate in the Republic Day ceremonial parade 2019. ADC also informed that the Independence Day parade rehearsal would start from August 7 from 7 am at the Secretariat plaza and the final rehearsal will be held on August 13. Participating schools have been asked to tie up with SDO (Sadar) Kohima for transportation of School children during the rehearsal.

NNC ‘Parent Body’ suspends Nagi DIMAPUR: NNC (Parent Body) through its media cell Tuesday said that the Central Executive Council (CEC) including regional authorities at an emergency meeting on July 30, 2018 in Dimapur unanimously resolved to suspend general secretary V Nagi indefinitely for breach of NNC Yehzabo. Levelling various charges against Nagi, the media cell accused Nagi of “utilizing local media” and “brazenly insulted and dishonored the office of NNC President in particular and NNC as a national political institution of the Nagas”. The media cell also accused Nagi of abusing the power and authority bestowed upon him by the “national workers” through the Yehzabo. It said Nagi issued media statements mentioning names and lifting signatures of co-workers many of whom were not informed putting the safety and security of many “national workers” at risk. According to media cell, when the official letter reporting the “childish and reckless behavior” of Nagi reached the office of the president, a prompt request was made to other Naga leaders pleading for him to continue as co-convener in the IndoNaga dialogue. Media cell stated that although Nagi departed for New Delhi, he remained hidden from other Naga leaders and did not join the Naga delegation in the dialogue. Going against the

president’s order, media cell said he continued to claim the co-convenership of the WC, NNPGs when Toshi Walling had replaced him in the WC as co-convener endorsed by the CEC meeting on May 6, 2018. Asserting that WC, NNPGs, and the government of India have understood the core issues and significant steps have been taken without compromising basic historical rights of Nagas, the media cell said V Nagi had however pointed an accusatory finger at all Naga leaders presently in Delhi. “In the process, he has failed to inspire us as a leader. DIMAPUR: NSCN (I-M) has mourned the untimely demise of Lhouhuzu-u Venuh, mother of Lieutenant Colonel (Retd) and member of the collective leadership, Ape Venuh and executive member, steering committee, Neitsolo Venuh, who breathed her last at Thetsiimi village (Chakhesang region) on July 29 at the age of 102. NSCN (I-M) extended condolences to the bereaved family and prayed for God’s solace on them. It was therefore, essential on the part of the government to deploy additional administrative officers and forces to the border areas, but “the uncertainty on the fate of NDPP and the overwhelming anxiety of its party members stemming from the incompetence of its leader Neiphiu Rio has not only clouded the judgment but also veiled the perception of NDPP workers”, the youth wing alleged. The youth wing also questioned the chief minister of maintaining silent on the four lane road from Dimapur-Kohima National Highway despite clear indication in the contract agreement that the State government was supposed to take up the deteriorating road-condition of the existing two-lane with the concern contractors. In view of the above, the youth wing concluded that the deafening silence of the chief minister was due to the reason that there was no financial benefits. The NPF central

youth wing further demanded that the NDPP youth organization and the chief minister to come out with a clear cut roadmap on how to uproot the chronic problem of illegal immigrants in the Naga society instead of taking it to the arena of political parties at this crucial time. “The Government of the day should act instead of simply issuing advisories. We should look at the prevailing burning situation and hammer out a solution instead of adding more fuel to the burning house,” the release added. Don’t take any coercive action over draft NRC: SC

New Delhi, Jul 31 (PTI): The Supreme Court Tuesday said the publication of the complete draft NRC of Assam cannot be the basis of any coercive action against anyone since it is merely a draft. It also directed the Centre to formulate standard operating procedure (SOP) to deal with claims and objections. The apex court directed the Centre to place the SOP before it for approval and said it should be fair and giving reasonable opportunity to contest exclusion. A bench of justices Ranjan Gogoi and R F Nariman said the Centre should place the SOP before it by August 16 and that a local registrar has to give notice to those who have filed claims and objections, and give them reasonable opportunity for hearing. At the outset, Assam National Register of Citizens (NRC) coordinator Prateek Hajela placed before the court its status

report giving details of publication of the draft NRC Monday. To this the bench asked what was the future course of action. Hajela told the court that the claims and objections with regard to inclusion and exclusion in the NRC could be filed from August 30 to September 28. He said till August 7, the draft NRC is being made available to the people to see whether their names are there or not. Attorney General K K Venugopal , appearing for the Centre, said the ministry concerned is willing to formulate modalities of the SOP to deal with the process of claims and objections and that courts should direct that no coercive action shall be taken till equal opportunity is given to all. The bench asked Venugopal to place the SOP before it for approval. The second and final

draft of the NRC, which is a list of the state’s citizens, was published yesterday with over 2.89 crore names out of 3.29 crore applicants in Assam. Names of around 40.07 lakh applicants did not figure in the document. The first draft of the NRC for Assam was published in December end as per the top court’s direction. It was published on the intervening night of December 31 and January 1 where names of 1.9 crore people out of the 3.29 crore applicants were incorporated. Assam, which had faced influx of people from Bangladesh since the early 20th century, is the only state having an NRC, which was first prepared in 1951. The top court had earlier said that the claims of those citizens, whose names do not figure in the draft NRC for Assam published by December 31 last year, would be scrutinised and included in the subsequent list, if found genuine.

NIA raids Cong legislator’s residence in Manipur Correspondent

IMPHAL, Jul 31: National Investigation Agency (NIA) team continued its raid at the residence of sitting Congress MLA Yamthong Haokip on Tuesday. Haokip, who is representing Saikul Assembly Constituency of Kangpokpi district, is reportedly in a hospital in Imphal for medical treatment. A team of Guwahati based NIA conducted the raid in connection with arms missing case in which 56 pistols with 58 magazines went missing from the 2nd Manipur Rifles (MR) garrison armoury. The raid resumed around 10 am Tuesday and continued till noon. No outsiders including media persons were allowed to enter the house during the raid. The officials also refused to disclose the details if any recovery was made during the raid. However, a highly reliable source said that at least five pistols suspected to be among enlisted missing 56 pistols were recovered on the

first day of the raid. The arms missing case came to light after commandant of the 2nd Manipur Rifles lodged a complaint with the Imphal police station. The missing weapons were part of a consignment of 570 9mm pistols purchased by the Manipur government on September 11, 2014 for the state’s security forces. The police had already arrested five suspects involved in the case, including two personnel of the MR and a cadre of a Kuki militant. They were recently re-arrested by the NIA. Taking serious note of the case, chief minister N Biren Singh in April had announced to hand over the case to NIA. Later, the Manipur government suspended four of its senior police officers, including an IPS officer. The suspended police officers include a sub-divisional police officer (SDPO), CO in-charge of 3rd India Reserve Battalion (IRB), Additional SP Jiribam and a Superintendent of Police Kamjong district.

Nagpur, Jul 31 (PTI): Tripura Chief Minister Biplab Kumar Deb Tuesday said that there was no demand for a citizen’s register like the National Register of Citizens (NRC) in his state. He said it is not even a sensitive issue in Assam, where the final draft of the NRC was published yesterday with over 2.89 crore names out of the total 3.29 crore applicants in the north-eastern state. Deb, who visited Nagpur Tuesday to meet RSS chief Mohan Bhagwat, said there was no demand for the NRC in Tripura. “Everything is in order in Tripura and everyone has valid papers. Hence, it is not an issue for us,� said Deb. “I don’t feel it is even a sensitive issue in Assam and its chief minister is capable of handling the situation,� he said to a query. Some people in politics having “foreign mindset� were trying to vitiate the atmosphere, Deb alleged. The NRC contains names of Indian citizens of Assam.

IMPHAL, Jul 31 (Agencies): A district court in Manipur on Tuesday awarded death penalty to a 21-year-old man in a 2015 rape and murder case of a 4-year-old girl. The sentence is first of its kind in the state since independence. Special judge, POCSO, A. Noutuneshwari Devi, announced the verdict a day after R David was convicted under section 6 of POCSO Act and section 302 of IPC. As per the police report, the victim was raped and murdered on December 25, 2015. The convict was arrested two days later after the Mao police station registered a suo motu case. According to the police report, the villagers knew about the crime which was settled in a hushed way by compensating the parents of the victim internally. NRC issue: Mamata warns of civil war Vijayan’s proposed trip to US faces opposition

New Delhi, Jul 31 (PTI): West Bengal Chief Minister Mamata Banerjee today warned that exclusion of 4 million people from National Register of Citizens (NRC) in Assam could lead to “bloodbath” and a “civil war” in the country, which was strongly denounced by BJP president Amit Shah. She also accused the Modi government of trying to make millions of people “stateless” in Assam for political gains. However, Shah, rejecting Banerjee’s charges, sought to project the NRC in Assam as a national security issue and rights of Indians. He also asked all opposition parties to clarify whether they support NRC or not. The attack on the government by Banerjee and several opposition parties came, a day after names of over 4 million people in Assam were excluded from the draft NRC list, prepared following a longdrawn process to identify illegal Bangladeshis living in the state. The NRC is being done with a political motive. We will not let this happen. They (BJP) are trying to divide the people. The situation cannot be tolerated. There will be a civil war, blood bath in the country,” Banerjee told a

Separately, a number of political parities held a protest outside the parliament, accusing the BJP of trying to divide the society and making Indian citizens become refugees in their own country. At a press conference, Shah asserted that the NDA government was determined to throw out illegal Bangladeshis from the country and that NRC will be implemented “to the last full stop”. He also asked all political parties to clarify their stand on NRC. The Congress also said the BJP of playing politics on Assam’s NRC and accused Shah of deliberately giving a “mischievous twist” to the issue. Congress senior spokesperson Anand Sharma said the BJP and the government should behave responsibly on the issue in national interest and unity.

He said the issue that the Congress is highlighting is that a large number of Indians have been rendered as refugees in their own country and this was unacceptable. Joining the row, BSP president Mayawati condemned the exclusion of over 40 lakh people and demanded an all-party meeting on it. “By depriving 40 lakh people from religious and linguistic minorities living there for years of their citizenship, the BJP governments both at the Centre and in Assam have achieved the target of their narrow and divisive politics,” she said in a press release. Mayawati said it would be very difficult to contain the “frenzy” caused by the publication of the draft NRC, adding the all-party meeting was needed to work out “remedial” measures. Shah, on his part, said the process for NRC, whose

mandate is to identify illegal immigrants, was started in 2005, when the UPA was in power, but it lacked the courage “to throw out illegal Bangladeshis”. “The BJP is committed to the national security and safety of its citizens. This is our top priority. All other parties should clear their stand,” he said, also condemning Banerjee for her warning that there could be civil war and bloodbath. In her comments, Banerjee accused the government of trying to make millions of people “stateless” in Assam for political gains. She also dared the BJP to try implementing NRC in West Bengal and said it can never come to power in the state. “The BJP has the audacity to say that they would implement NRC in Bengal and thinks only they and their supporters would stay in India and rest will have to leave the country,” she said, asserting that the “present situation” cannot go on. The firebrand leader also appealed to the all communities to build up a momentum against the decision of the government. “No one can give us direction. This is not the politics of India. Indian politics is about tolerance,” she said.

LS passes Insolvency Code amendment Bill New Delhi, Jul 31 (IANS): A Bill to amend the Insolvency and Bankruptcy Code (IBC), 2016, allowing home buyers to be treated as financial creditors, was passed in the Lok Sabha on Tuesday amid allegations from opposition parties that some changes were intended to “help just one industry”. Finance Minister Piyush Goyal said the aim of the Insolvency and Bankruptcy Code (Second Amendment) Bill was to ensure that all cases are led to resolution instead of liquidation. He said the Insolvency Law Committee submitted its report on March 26 and every recommendation of the committee was accepted and brought into the amendment. The Bill that seeks

The Minister said the government brought the ordinance to expedite the resolution process. “We wanted that the benefits (of committee recommendations) are quickly brought into the resolution process. And longer the delay in the process, greater are the chances of job loss,” Goyal said in his reply during the discussion on the Bill in the Lok Sabha.

He added the necessity to bring the ordinance was also to protect the interest of home buyers who would now be treated as financial creditors. “It is the responsibility of the government to protect the interests of home buyers and that’s why it was important to bring the ordinance. However, all the provisions are prospective in nature, not retrospective. So there is no question of bringing it to benefit any particular individual or industry,” he said.

EGI welcomes draft data protection bill New Delhi, Jul 31 (PTI): The Editors Guild of India (EGI) today welcomed the draft data protection bill, noting that the provisions for journalists in it broadly allow media professionals to use sensitive as well as non-sensitive personal data while discharging their duties. Amid a sharp rise in data breaches, a new legislation last week proposed taking explicit consent of individuals before sensitive personal information such as religious or political beliefs, sexual orientation and biometric information, is processed. The draft of the Personal Data Protection Bill, 2018 -- which is based on the recommendations of the government -- constituted high-level panel set up last year and headed by Justice B N Srikrishna -- restricts and imposes conditions on the cross-border transfer of personal data, and suggests setting up of the Data Protection Authority of India to prevent any misuse of personal information. The Editors Guild of India, in a statement, said it welcomes the specific provisions for journalists in the draft Personal Data Protection Bill 2018 as they broadly allow media professionals to use sensitive as well as non-sensitive personal data while discharging their duties.

“By placing data gathered for ‘journalistic purposes’ in the exempt list under the proposed law, the committee, headed by Justice B N Srikrishna, has also allowed journalists to collect, review and preserve personal data for use in news reports without seeking the consent of individuals. “However, the Srikrishna draft says journalists will have to adhere to the code of ethics prescribed by the Press Council of India or ‘any media self-regulatory organisation,” it said. The Guild’s Code of Ethics provides for broad norms and it will also be amended soon for greater clarity, the statement said. The Guild also endorses the Srikrishna Committee’s suggestion that the Press Council of India and other media watchdogs should incorporate provisions for data privacy in their code of ethics so that the exemption provided to journalists does not lead to undue violation of the data protection rights of individuals, it said. The Srikrishna panel submitted its report on data protection as also the draft of the bill to Union Minister for Information Technology Ravi Shankar Prasad, wrapping up nearly one year of deliberations.

Fresh FIR filed against tainted NGO in Bihar Muzaffarpur, Jul 31 (AGENCIES): A fresh FIR has been registered against Brijesh Thakur, the main accused in the Muzaffarpur shelter home case, following the “disappearance” of 11 women from the premises of a self-help group run by his NGO. Thakur is in judicial custody in connection with mental, physical and sexual exploitation of the girls residing at Balika Grih, Muzaffarpur. A fresh FIR was registered against him on Monday evening by Assistant Director of the Social Welfare Department Devesh Kumar Sharma in connection with the “disappearance” of 11 women from the premises of a self-help group run by the same NGO – Seva Sankalp Evam Vikas Samiti, Mahila Thana incharge Jyoti Kumari said. After the sex scandal had surfaced last month and the NGO was blacklisted, the condition of other homes run by the NGO was reviewed. During the review, 11 women supposed to have been staying in the home for the self-help group in the Chhoti Kalyani area here were found missing, official sources said. There was no communication on record from the NGO to the Social Welfare Department about their whereabouts, they said.

These combined create what is known as ‘greenhouse effect’ on the planet earth as the temperature rise and gets trapped within the earth’s atmosphere. The global warming due to the greenhouse effect has led to unusual melting of the ice caps in the polar regions and the resultant effect has been a rise in the ocean level. Needless to say, the cycle of evaporation and condensation and rain has increased as witnessed in recent months in south America, China and even Britain where floods have caused widespread havoc. Man’s contribution has pushed up the to somewhere a little over 14 degrees Celsius. Monsoon harbingers both good and bad tidings in India and Asia. Currently monsoon rains are like a deluge over India where cities like Mumbai are inundated and normal life almost grinding to a halt. The north east also is facing a serious threat to road communications especially in the hill states of Arunachal Pradesh, some parts of Assam, Nagaland, Manipur and Mizoram. The torrential rains pouring down over the hilly areas have caused landslides and mudslides and snapping of road links between various places. Several people have died after being swept away by flash floods in the hilly states including Nagaland. The rains can barely suppress the summer heat and humidity which has recorded high temperature in Dimapur during the last week of July with the mercury recording as high as 37ºC which was at least three degrees higher than in north India. The heat and humidity has been unbearable and made worse by regular and long duration of load shedding. The weather condition even in India has been marked by an unusually heavy monsoon rain in most parts of the country. These are sufficient indications that there is definitely something unusual about the weather conditions in recent years. Flood in the north east accompanied with landslides serve as reminder that the days are getting wetter and hotter. Of interest for the people of this part of the world remains the fact, that deforestation over the past fifteen years has led to far reaching changes which has permanently damaged the environment of this region which plays an important part in the nature greenhouse effect. Deforestation has already shorn off moisture retention of the roots. As a consequence, the greenery around can hardly hold the soil and so under a heavy downpour, landslides and flash floods occur. The unusual rains are becoming a phenomenon and the world has to brace for a sudden rise of temperature in the near future. This will be the ultimate manifestation of the move towards a global warming and melting of glacial ice caps. Ultimately, there will be more floods as ocean levels also rise. For the moment, as Nagaland and other states face the prospect of a monsoon calamity and states need to take adequate measures to prevent loss of life and prepare contingency plans.

inally, the much-anticipated “complete” draft of National Register of Citizens (NRC) was published in Assam on July 30. And much to the relief of both the Centre and State government, the day passed off peacefully with no untoward incident being reported from any corner of the State despite fears from many quarters indicating otherwise. While of the 3.29 crore applicants, 2.89 crore made it to the complete draft, the remaining 40 lakh didn’t. The publication of the draft NRC in Assam has managed to draw “national” media’s attention too, but for all the wrong reasons. For, if one is to follow them, the following perceptions emerge: i) lakh of immigrant population will be hounded out of Assam following the NRC update; ii) NRC is being updated purely with this end in mind and iii) the Central and State governments are updating it. And the likes of Mamata Banerjee and Congress president Rahul Gandhi (though it was during Congress regime that the process started) with their utterly ridiculous – if not provocative – comments have only reinforced such a perception among many in rest of the country. The media and political leaders may have their own agenda in hyping fears, but, nothing can be farther from truth. Agreed, the update may not be foolproof or even desirable in the backdrop of absence of any strategy as to what to do with those unable to prove their citizen-

ship status. But, none can deny that it was one of the most rigorously carried out exercise where applicants were required to prove their residency in the State prior to 1971 or their legacy. So, it’s unfair to attribute any motive, especially because the entire exercise was carried out at the directive and under total supervision of Supreme Court. Meanwhile, while the implications of non-inclusion of approximately 40 lakh individuals are yet to be fully felt, updating of NRC in Assam could open a virtual floodgate of demands from other States and groups seeking similar registry to insulate them from “outsiders”. And there are already enough indications towards this end with groups in Arunachal Pradesh, Manipur, Meghalaya, Nagaland and Tripura clamouring for similar legal protection. The NRC update exercise was then put on cold storage till the Supreme Court took up hearing on a public interest litigation filed by Assam Public Works (APW), an NGO, on July 20, 2009. The APW had sought directives from the apex court to the Central and State governments to correct Assam’s electoral rolls as the organisation alleged that names of 41 lakh illegal immigrants had been included in them. It was then that both the Centre and State government told the Supreme Court that since the NRC was being updated, the matter would be automatically taken care of as those names not included in the NRC would not be included in the electoral rolls too. And that was how the NRC update came under the apex court’s monitoring. Subsequently, the AASU was made a party to the case. The Supreme Court, after hearing all parties to the case, then issued a directive in 2013 that the NRC be updated. And accordingly, the process was initiated in 2014 and enrolment started in 2015. The court had set post midnight of 31st December 2017 as deadline for publication of the first NRC draft after constant follow-ups with the authorities concerned – Registrar General of India (RGI) and Office of the State Coordinator of NRC, Assam. Earlier, the NRC update had

missed the deadline of 31st December 2015. Though both the RGI and NRC State Coordinator had sought extension of the deadline on more than one occasion, the apex court had stuck to its gun with the deadline of post midnight 31st December 2017 for publication of the first part draft of NRC. And the rest is history. At the stroke of 12 on New Year’s Day, fate of 1.90 crore individuals were decided in the first part NRC draft, while the fate of remaining 1.39 crore that hanged in balance was decided with publication of “complete draft” on July 30. Authorities concerned once again reiterated that “genuine” Indians shouldn’t be perturbed as their names won’t be left out and given another chance to include their names, while all foreigners would be excluded. The reason for somewhat tardy progress thus far was largely attributed to noncompletion of verification of documents, which too was a colossal 6.50 crore, to validate proof of residency and legacy of the 3.29 crore applicants. So, against such a gargantuan exercise monitored closely by the highest court of the land and where each and every document is painstakingly cross-checked – queries sent to issuer of documents to other States and abroad (37 countries) for cross-checking – it is ridiculous to attribute a motive. And not just Bengali Hindus or Muslims, many “indigenous” people’s names too have been left out in the NRC draft.

s declared by the United Nations (UN), June 21 was observed as International Yoga Day. But in Mizoram, apart from the Assam Rifles and the Border Security Force (BSF), our Mizo friends decided not to fool with Yoga because they knew better. Mizoram is a Christian-majority State, Presbyterians and Baptists for the most part. I salute them for their guts to oppose the imposition of Yoga on them. The Rashtrya Swayamsevak Sangh (RSS)-controlled BJP government in New Delhi has already introduced Yoga in schools and colleges. This is another way of saffronizing education. Unlike Mizoram, in Nagaland the Assam Rifles and BSF weren’t alone in observing International Yoga Day; Nagas (Baptists and Catholics for the most part) were there also. We Nagas take pride in Nagaland being a Christian-majority State. Shouldn’t we have done better, like the Mizos? What about June 21, 2019? In the meantime, the church and lay Christian leaders ought to be educating and sensitizing fellow Christians and non-Hindus about what Hindu Yoga really is. The whole world seems to be enthusiastic for Yoga because the Yogis, the protagonists of Yoga education, have fooled the public by claiming that Yoga provides important physical and health benefits, hiding the subtly damaging mental and spiritual effects of real Yoga on those who practice the cult. I know very little about Yoga, but I do understand that Yoga is an integral part of Hinduism. It is not simply physical exercise for the health and wellbeing of the body. What then is Yoga? The Reader’s Digest Great Encyclopedic Dictionary defines Yoga as “1. A Hindu system of mystical and ascetic philosophy that involves certain physical and mental disciplines together with a withdrawal from the world and abstract meditation upon some spiritual principle or object. 2. A related system of exercises, the purpose of which is to achieve both physical and spiritual well-being.” Yoga is practiced in all sects of Hinduism. “There is no Yoga without Hinduism and no Hinduism without Yoga.” There are Hindu Yoga, Buddhist Yoga, and Jaina Yoga. Yoga assumes various forms of which Hindu Yoga is the most diversified. Someone has said: “Underlying all forms of Yoga is the understanding that the human being is more than the physical body and that through a course of discipline, it is possible to discover what this ‘more’ is. Hindu Yoga speaks of a transcendental Self (atman, purusha), which is eternal and inherently blissful, as our true eternity.” In the words of Jeremy Butler, “all (different types of yoga) are touted as a means to achieve unity with the divine and thus to earn salvation.” Everyone must know that the physical exercises and postures are just the preliminaries of yoga education and practice. A yoga is no yoga if its practice begins and

culminates only in physical exercises, consisting of stretches and postures in a variety of forms and styles. I am already doing some yoga-type exercises for my dizziness. But Yoga is religious in nature, and meditation is central to all its forms. It is a method of spiritual training whose purpose is to integrate or unite the self with “God” (Brahma). There is much to say about Hindu Yoga and all that it entails. But I will simply present three concepts borrowed from Michael Gleghorn to support my view that Christian Faith and Hindu Yoga are diametrically opposed to each other, and hence believers in Christ must not indulge in Yoga. 1. Hindu Yoga and Christian Faith have very different concepts of God. The goal of Yoga is to experience union with “God” (Brahma). Yogis conceive of “God” as an impersonal or spiritual force. Such doctrine is known as pantheism, meaning that everything is “God.” On the other hand, biblical Christianity teaches a personal God. The God of the Bible reveals Himself as the personal Creator of the universe. In other words, the Christian God is the Creator, the universe His creation. 2. Hindu Yoga and Christian Faith have very different views of Man. Yoga philosophy teaches that everything is “God.” This means that man, too, is “God.” But Christian Faith makes a sharp distinction between God and Man: God is the Creator, man is one of His creatures, though unlike other animals, man is unique, having been created in the image of God. 3. Hindu Yoga and Christian Faith differently conceive man’s fundamental problem as well as its solution. Yoga treats man’s problem as primarily due to ignorance; man doesn’t realize that he is “God.” The solution is enlightenment, an experience of union with “God.” Such solution, which is the goal of Yoga, can only be attained through personal effort. To the contrary, biblical faith reveals man’s primary problem as sin, failure to measure up to God’s expectations. As a result, man becomes alienated from God. Hence the need for reconciliation through Jesus Christ, “the Lamb of God, who takes away the sin of the world!” (John 1:29). Only through Jesus Christ’s death on the cross did God reconcile the world to Himself (2 Cor. 5:19). Unlike Yoga, Christian faith considers salvation as a free gift. It can only be received, not earned. Without a doubt, Christian Faith and Hindu Yoga are mutually exclusive and diametrically opposed to each other. Every follower of Jesus Christ must avoid indulging in Hindu Yoga for the reasons mentioned above. To be sure, in Christianmajority States like Nagaland, Mizoram, and Meghalaya, there is no place for Hindu Yoga in our education system, let alone in our individual lives. Tuisem A. Shishak

e, the Naga Students’ Federation (NSF), has our foundation deeply rooted in the Naga Freedom Struggle apart from student’s welfare and have been consistently voicing it’s stance on the topic of integration of the entire Naga contiguous (ancestral) areas. We do not wish to infringe on the rights of others and merely state our claims on what belongs to us, so far as our ancestral lands are concerned. We call upon all people to understand the Nagas dilemma, and how the historically once holistic Naga people now lay divided: forcibly dissected, and the fragments of the Naga people tossed into arbitrarily marked areas during the twentieth century by outside invaders who did so for their attainment of geographical and administrative gain with no consideration for the indigenous people of the land at the time. The Naga people thus, have a justified right to call for a claim on the integration of its land and people. Let it be understood, that within the purview of our Naga history, the amalgamation of the Naga people and the Naga homeland is not merely a wish nor a fancy. It is the birth-right of every Naga to reach for re-consolidation of our people’s sense of identity and live under one administrative roof that governs us with complete understanding of our needs as a distinct indigenous tribal community and that acts

as a safeguard to our safety and our future. The NSF is aware that our neighbouring communities are apprehensive of the outcome of the ongoing political talks between the Naga National workers and the Govt. of India (GOI). In fact, the present peace process and its outcome is expected to ease down the prevailing tension in the entire North-East region. As neighbours since time immemorial, we expect our neighbours to be more sensible in its utterances and actions as provoking each other will only lead to hatred and animosity between us rather than strengthening our long cherish neighbourly relationship. It is high time our neighbouring communities realised that Nagas have suffered too long and as such any interference and hindrance on solution to the protracted Naga political issue do not go down well with the Naga people. Our neighbouring communities must also realised that there are forces within as well as outside our communities who have been playing hide and seek game to instigate fight among us all these while. And for too long we all have been made a victim of such gimmicks. Having had enough experienced of human sufferings; the Naga people in general are looking and longing for an honourable and peaceful solution to the long drawn Naga political issue. For which, we urge upon our

neighbouring communities to be magnanimous in their approach and wholeheartedly support the Integration of Naga contiguous areas as part and parcel of the impending solution. Rest assured that Naga people would never snatch or encroach even an inch of land that belongs to other communities/nonNagas, while asserting that no matter how long it takes Naga Peoples ’aspiration to live together as a people shall persist. Meanwhile, the NSF strongly expresses dissatisfaction over the slow-paced progress with the ongoing political talks as it has taken more than two-decade ever since the talks started at the Prime Ministerial level. We, the NSF, therefore impress both entities i.e. Naga National Workers and the GOI, to be more sensitive to the growing anxieties that the Naga people suffer without respite from this delay of finding a proper solution. All the Political entities are urged to work swiftly yet carefully on the issue of integration of the Naga contiguous area as the Naga people have every right to live under one political roof. Woes of NH Delhi

I would like to address the condition of the Nagaland House at R.K.Puram Delhi or would rather say leave a feedback for the improvement of the place. Nagaland House R.K. Puram became functional recently however, there are lots of finishing touches to be done when it comes to the rooms and the building. The rooms are filled with patches of cement and lack basic necessities for the guests. I asked for a glass for drinking water since there was none in the room and the waiter told me that they had no glass in the kitchen and rather only served mineral water bottles. The quality of food, the service of the kitchen and the chain of command is just pathetic. We do not expect miracles in a day or two however, even after months at least the basic requirements of the house could have been looked into which has never been achieved from the past experience of the House. Moreover, why not employ and encourage our very own Naga brothers and sisters for the staffing of the house instead of giving employment to non-Nagas? I am uncertain whether much progress will happen but whoever is the care-taker of Nagaland House on a contract or whatever basis must at all cost improve the way it is functioning because we even have outsiders visiting the place and it really leaves a bad impression of who we are too. I therefore hope that quality service is given priority for the services paid for and that we as Nagas leave lasting impression to people who use our services through the job we have been assigned. The SEC counsel told the court that the delimitation process was on as per 2011 census. However the court pointed out that in their order it was clearly stated that the polls shoud be held based on 2001 census. The court on September 4, 2017 had ordered SEC to issue the poll notification on September 18, 2017 and complete the polling process by November 17, 2017.

(RIL) on Tuesday regained its status as the country’s most valued firm by market capitalisation (m-cap), replacing Tata Group’s Tata Consultancy Services (TCS) from the top slot. During afternoon trade on BSE, the market valuation of RIL stood at Rs.7,47,676.35 crore, which is Rs.8,378.48 crore more than that of TCS’ Rs.7,39,297.87 crore mcap. Shares of RIL surged 2.75% to Rs.1,181.35 - its lifetime high on BSE on July 31. On the other hand, shares of TCS fell by 0.79% to Rs.1,929.55. The amount is part of the total gross additional expenditure of Rs 11,697.92 crore, for which approval has been sought from the Parliament. The grant has been sought as part of equity infusion into Air India under the Turnaround Plan (TAP), as per the document tabled in the Lok Sabha for supplementary demand for grants for 2018-19. “Taking into account the surrender of savings available in the revenue section of the grant, the ... expenditure (Rs 980 crore) will not entail any additional cash outgo,” it added. The grant has been sought under the Civil Aviation Ministry. As per the document, the net cash outgo totals Rs 5,951,22 crore and gross additional expenditure aggregates to Rs 5,745.68 crore. New Delhi, Jul 31 (PTI): India’s weak banking system will strengthen over couple of years as stressed loans are cleared and capital base expanded by government’s fund infusion in state-owned lenders, S&P Global Ratings said Tuesday. In its report titled ‘The Worst Is Almost Over For India’s Banks’, S&P said the ratings on the banks are “more likely to be raised than lowered” in the next 2 years. But, weak risk management and internalcontrol practices limit the potential for considerable upside, it said. “We estimate that Indian banks’ recognised nonperforming loans (NPLs) now cover a substantial part of weak loans in the system, which comprise about 13-15 per cent of total loans,” S&P Global Ratings Credit analyst Geeta Chugh said. S&P said a turnaround in the earning performance of India’s banks should take place in fiscal 2020 (ending March 31, 2020). This turnaround could be delayed if large unexpected NPLs

North Korea developing new missiles: report

The Islamic State group claimed responsibility for Saturday’s attack, which left at least three people dead and several wounded. Jalalabad has been the scene of multiple attacks in recent months that have killed dozens, as US and Afghan forces continue offensives against militants. In the western province of Farah today the bomb which hit the bus killed at least 11 people and wounded 31. “It was a bomb planted by the Taliban to hit security forces but... it got a passenger bus,” Farah provincial police spokesman Muhibullah Muhib told AFP. There was no immediate confirmation from the Taliban that they were responsible. In a separate incident, 22 passengers travelling on a Kabul-bound bus in the eastern province of Paktia were kidnapped by gunmen on Monday night. Officials blamed the Taliban for both incidents. Most of the attacks in Jalalabad have been claimed by IS, which has a relatively small but potent presence in Afghanistan, mainly in the east and north.

China launches high-resolution Earth observation satellite

hina on Tuesday launched Gaofen11, an optical remote sensing satellite, as part of its high-resolution Earth observation project. It will aid in the Belt and Road Initiative. The Gaofen-11 satellite was launched on a Long March 4B rocket at 11 a.m. from the Taiyuan Satellite Launch Centre in northern Shanxi Province, Xinhua news agency reported. It was the 282nd flight mission by a Long March carrier rocket. The satellite can be used for land survey, urban planning, road network design, agriculture, and disaster relief. Its data will also be used for the Belt and Road Initiative. (IANS)

Boat racing team to be added to Asiad contingent

New Delhi, Jul 31 (PTI): Denied entry by the IOA, a favourable Delhi High Court order has now paved the way for India’s traditional boat racing contingent to take part in the Asian Games in Indonesia from August 18-September 2. Abhay Singh, one of the athletes in the boat racing squad, had filed a petition in the Delhi High Court against Indian Olympic Association’s (IOA) decision to not send a team of the water sport at the Games as it did not meet the eligibility criteria. He had sought High Court’s intervention in the matter after team returned home with a silver and bronze at an Asian level tournament. On Monday, the High Court ruled the matter in the petitioner’s favour and “directed the IOA to consider the case of the petitioner and team and take all steps to accredit the team to represent India in traditional boat racing”. IOA secretary Rajeev Mehta confirmed sending the entries to Games Organisers following the High Court order. “We have sent the entries. best-paid player. They have acted to deter interest from Paris Saint-Germain in the midfielder who impressed at the World Cup, where he helped France to lift the tro-

phy. Kante has been offered a five-year deal worth up to £15 million a season, which roughly doubles his present wage and would take him above Eden Hazard who is Chelsea’s top earner on £220,000 a week. Chelsea will not allow Kante to leave for France and the 27-year-old has not asked to go. He helped Chelsea to win the Premier League title in his first season after joining for around £30 million from Leicester City two years ago and his contract ends in 2021. Kante played in every France game at the World Cup and recovered the ball more often than any other member of the squad. His team-mate Paul Pogba said that he “must have 15 lungs” and Didier Deschamps, the manager, called him the “essential element” of the triumphant side. New Delhi, Jul 31 (PTI): Javelin thrower Amit Kumar, who had won a bronze medal at the recent National Inter-State Athletics Championships, has tested positive for a banned substance during an exposure trip to Finland last month. While Athletics Federation of India (AFI) has remained tight lipped about the developments, sources close to the athlete confirmed that Amit has been handed provisional suspension. It is learnt that Amit was tested in Finland during the exposure trip in June. The tests were conducted by Finland’s anti doping agency on the directions of the Athletes’ Integrity Unit (AIU) of the IAAF. While filling up the Dope Control form, Amit did not mention about a supplement he had consumed before landing in Finland. He tested positive for excessive levels of testosterone that was present in that particular supplement.

New Delhi, Jul 31 (PTI): The Sports Ministry Tuesday said it will bear the cost of kits and uniforms of the Asian Games-bound athletes, whose federations are not affiliated to the Indian Olympic Association, after the IOA refused to cover these expenses. “NO team participating in #AsianGames2018 will have to bear the expenses of kit & uniform by themselves I have directed @IndiaSports @Media_SAI to issue kits and apparel to EVERY team representing India,” Sports Minister Rajyavardhan Singh Rathore tweeted. Earlier, the IOA Secretary General Rajeev Mehta said expenses of the ceremonial dress and playing kits of the athletes do not come from its coffers. He claimed that cost will be borne by the sponsors who have signed a contract with it to deal with only the affiliated federations. He said the IOA cannot force the sponsors Li Ning (apparel) and Raymond (ceremonial dress) to also take care of those athletes, who are from non-affiliated federations. Mehta said this has been an established norm and the IOA has never foot the bill of non-Olympic sports and the ones not affiliated with it. He also said the

Asked about federations such as kurash, spot climbing and pencak silat who are neither affiliated to the IOA nor recognised by the Sports Ministry, Mehta said, “If they have got recognition from Olympic Council of Asia (hence taking part in the Asian Games) but are yet to get recognition from the Sports Ministry, what can we do? We are not involved in that.” Out of the 37 sports India is competing in the Asian Games, seven governing federations, bridge, kurash, pencak silat, roller skating, sambo, sepaktakraw, soft tennis, and sport climbing, are not recognised by IOA. These sports constitute 114 athletes out of the 541 announced so far by the IOA. Out of these bridge, pencak silat, roller skating, sepaktakraw and soft tennis are recognised by the Sports Ministry while kurash, sambo and sports climbing federations are not recognised.

NE states to meet BCCI India eye perfect start in England’s 1000th Test

New Delhi, Jul 31 (PTI): With only a couple of months left for Ranji Trophy to begin, the representatives of six North Eastern states will meet the BCCI bigwigs on Wednesday, seeking release of funds for upgrading the current infrastructure. The representatives of Sikkim, Manipur, Meghalaya, Mizoram, Nagaland and Arunachal Pradesh will meet BCCI’s GM (Cricket Operations) Saba Karim along with members of Task Force (NE) to discuss the prevailing issues ahead of their maiden first class season. “The Task Force team had come for inspection and noted all the problem we were facing. Right now, we need funds to upgrade the grounds. We need to prepare the pitches, renovate the dressing rooms as per first class standards,” Meghalaya Cricket Association top boss Naba Bhattacharjee told PTI today. “We would also require help of good coaches and for that we need to give them good remuneration.

The preparation of good turf pitches will require decent money,” he said. He informed that Sikkim will play their home matches in Siliguri (North Bengal) as their ground won’t be ready. “Apart from Meghalaya, Mizoram, Nagaland and Manipur have their own ground but it will take some time to get those ready. We might request the neighbouring states to allow some of our home matches on their spare grounds,” Bhattacharjee added. Birmingham, Jul 31 (PTI): India would be driven by the desire to shed the poor travellers’ tag, while England would be desperate to arrest the recent slide at home when the two teams clash in a fivematch Test series, starting here Wednesday. The English side will be celebrating its 1000th Test at Edgbaston, and it will be up to world No.1 India to spoil the home party. India last won a Test series in England in 2007 under Rahul Dravid, and it will be no easy task ahead of the Virat Kohli-led side to duplicate that feat. England’s Test form coming into this series is also a cause of concern. Since September 2017, England have only won one out of nine Tests against Australia, New Zealand and Pakistan. They have been beaten twice in their last five home Tests by West Indies and Pakistan, with both sides’ pace attack exploiting the

weaknesses in a batting lineup heavily dependent on Root, Jonny Bairstow and seasoned opener Alastair Cook. The visitors, meanwhile, will be buoyed by the fact that three out of their six wins here have come since 2002.
