Nagaland under emergency-like situation: CS
DIMAPUR, JUL 31 (NPN): Nagaland chief secretar y, Temjen Toy, Tuesday described the present situation in Nagaland as an emergency-like situation, with various district headquarters including the state capital Kohima wreaked by landslides that threaten to snap off road links. According to DIPR, Toy said this while deliberating on the overall situation in the state at an emergency meeting with high officials on Tuesday, to take stock of the alarming situation arising out of unremitting monsoon rain in the state. The chief secretary asked the senior officials to put more efforts to ensure that major roads connecting all district headquarters were not completely cut off. He also advised departments to ensure that at least one life-line should be maintained to connect the towns. Toy also discussed about impending danger of shortage of essential commodities and fuel. Reviewing the road connectivity between Kohima and Dimapur, the chief secretary urged the PWD officers to deploy adequate manpower and machineries to carry out restoration works on war footing to tackle the fury of nature.
Gov greets Aos, Changs DIMAPUR, JUL 31 (NPN): Nagaland governor, PB Acharya, has extended greetings to the Ao community on the occasion of Tsungremong and to the Chang community on the occasion of Naknyulüm festival. Acharya said Tsungremong should provide opportunities for budding generations and other villagers to display their skills and physical strength. Acharya also encouraged the Aos to safeguard and promote their rich culture and traditions through the festival. Further, he called upon the Aos to take time and thank the Almighty for His unwavering love and blessing. Acharya hoped that the festival bring peace, unity and prosperity to the Aos in particular and Nagas in general. Also, extending Naknyulüm greetings to the Chang community, Acharya said Naknyu Festival symbolized the conquest of light over darkness. He urged the people to resolve and to eradicate evils in society and celebrate the festival with traditional peace, unity and harmony. He also encouraged the Changs to safeguard and promote their rich culture and traditions through the festival. He hoped that the festival inspire all to work for the unity and well-being of the country and to strengthen the moral foundations of the society.

Further, the chief secretary expressed concern over the impounding water at Sidzu river following a major landslide which resulted in blockage of the Sidzu river. He said this posed an imminent threat to the habitations downstream. At the meeting, NSDMA officials informed that precautionary measures have been taken. Toy asked NSDMA to take up necessary action so that there was no loss of life or at least minimise the damage by way of taking adequate preemptive measure in the event of the worse happening. “I strongly urge all agencies to remain united and alert,” Toy said. He also reminded that the onus at any time of emergency was not restricted to the few departments such as NPWD, NSDMA, administration and police.

DIMAPUR, JUL 31 (NPN): Security along the inter-state border with Assam, particularly the two main entry points to Dimapur-- Dillai and New Field check gates, have been stepped up to thwart influx of illegal immigrants to Nagaland following the release of second draft of NRC. When contacted Commissioner of Police Dimapur, Limasunep Jamir said police and district administration were keeping a close watch of the bordering points. On Tuesday, police along with district administration officials were seen checking documents of those entering the state. So far there has been no detection of illegal immigrants entering the state, police sources said. Police personnel posted along the inter-state boundaries have been asked to maintain a strict vigil over the situation. A column of IRB personnel were also deployed to assist in border patrolling. It may be pointed out that the Home ministry had also directed all the neighbouring states of Assam to step up its security apparatus particularly in the border areas.

DIMAPUR, JUL 31 (NPN): A tripartite agreement on augmentation of water supply to Kohima was signed among Poilwa and Khonoma villages and the State government at State Banquet Hall in Kohima on Tuesday. Speaking on the occasion, chief minister Neiphiu Rio said signing of the tripartite agreement was a red letter day for all. He expressed his gratitude to the villagers of Poilwa and Khonoma for being large-hearted and extending support and cooperation to provide water from Teupuiki and Dzupfu rivers. Stating that signing of the tripartite agreement was a historic moment for the government and the people of Kohima town in particular, he added that this action would send
a message to the whole of Nagaland to be cooperative and supportive and also contribute and participate in developing “our State”. The chief minister recalled that in 1977, the population of Kohima was 21547, which jumped to 1,23,114 in 2011 and was further expected to cross three lakh by 2050. He said the demand for water would continue to rise and that after 20 years 30 million litres per day would be required, which the water supplied from Jotsoma and Southern villages would not be able to meet. Expressing his happiness at the two villages burying their difference and for signing the agreement, Rio remarked that it was now the responsibility of the government to find the resources to
bring water to Kohima. He added that it was a challenge for all to leave aside their differences and resolve local issues at the village levels. Rio said he looked forward for continued support from both the villages in working together to make the dream come true. “It is God’s gift and it does not belong to anybody. And when we put these things in good use, it will benefit everybody – the government, villages and the people,” he added. Concluding his speech, he thanked the two villages again for resolving their differences and signing the historic agreement, which would fulfil the dream of people living in Kohima.
IMPHAL, JUL 31: Civil society organisations have decided to go ahead with the proposed 24-hour general strike against Centre’s alleged intention to extend Article 371 (A) to Manipur even as state government decided to conduct Assembly session on August 10 to discuss the burning issues of the state including the Naga peace accord. The 24-hour general strike jointly called by United Committee Manipur, All Manipur United Club Organization and Committee of Civil Society Kangleipak would commence on the intervening night of July 31, 2018 and August 1, 2018. “The strike-call was not against any particular community or tribe. It is against divide and rule policy of India government,” a leader of the one of the CSOs said. He alleged that government at the Centre was trying to create disharmony among the different communities living in the region. Sr AAG denies ACAUT, PSAN assertions DIMAPUR, JUL 31 (NPN): Responding to the demand of ACAUT and Public Service Aspirants of Nagaland’s (PSAN) over the alleged illegal appointments of 706 persons , Senior additional advocate general (AAG) of Nagaland K. Sema pointed out that he had sought dismissal of the writ petition filed by ACAUT and Nitoka V Swu in Kohima Bench of Gauhati High Court seeking termination of 655 appointments and requisitioning of 706 posts to Nagaland Public Service Commission (NPSC) under various grounds. First, he asserted that the petition by ACAUT and PSAN was defective and liable to be dismissed as it sought termination of 655 appointments made in 25 State government departments through a single petition. He also pointed out
that being an unregistered body, ACAUT was “nonjuristic person” having no locus in law to challenge the appointments made by the government. Further, he said Swu was also not an aggrieved person as per law and also failed to disclose as to whether he possessed the requisite eligibility criteria to be appointed against any of the post(s) to which appointments had been made. Sema also claimed the petition was also defective for “non-joinder of necessary parties” as those persons whose services were sought to be terminated had not been impleaded in the case. The AAG also rejected claims of ACAUT and PSAN that he had stated before the court, that 706 posts mentioned in the writ petition were all nonsanctioned posts, following which the organisations
sought clarification from the State government. He denied that any mention was ever made before the court that the 706 posts were non-sanctioned posts. He said the court was told that the 706 appointments sought to be terminated and requisitioned to NPSC were not only made in different departments, but even the nature of appointments and the present status of services of the appointees were different. K. Sema also clarified that filing of a single petition seeking termination of the services of such a huge number of employees en bloc was inherently defective. Sema said the court was also told that when the petitioner(s) had failed to impugn the policy decisions of the government and the order regularising and absorbing the service of the employees, they
DIMAPUR, JUL 31 ( N P N ) : Ko h i m a Vi l lage Youth Organization (KVYO) Tuesday informed that its volunteers would be regulating vehicular movements and parking under its jurisdiction indefinitely. In a press note, KVYO president, Dzüvinguzo Mepfhüo, and general secretary, Vizoneilie Pienyü, said the organisation would also be assisting the traffic police at various critical locations affected by landslides. KVYO has directed all vehicles users to park, in such a manner that it did not cause inconvenience to other road users. It cautioned that any misbehaviour on public roads by drivers and owners would not be tolerated. The organisation has reminded all vehicles including private, commercial, government or military to follow traffic rules and common driving etiquettes/rules. It stated
that no overtaking would be tolerated except for medical emergencies. It further advised commuters, especially those carrying school children, to be prepared for prolonged traffic jams by carrying basic food and water in their vehicles. It also suggested parking or halting vehicles with caution and after visually checking terrain and objects stability both above and below the road. Meanwhile, the organisation has requested BRO/GREF and the state government to check and maintain the damaged roads within their jurisdiction at the earliest. Admitting that natural calamities were unavoidable, KVYO, however, cautioned that negligence on the part of authorities would not be tolerated. It stated that any untoward incident(s) arising out of government apathy would be of serious repercussions.

Petrol prices were raised by 6 paise in New Delhi, Kolkata, Mumbai and Chennai while diesel rates were hiked by 7 paise in the top four metro cities. One litre of petrol was being sold in New Delhi for Rs. 76.31, Rs. 79.20 in Kolkata, Rs. 83.76 in Mumbai, and Rs. 79.26 Chennai. A litre of diesel was being sold in New Delhi for Rs. 67.82, Kolkata Rs. 70.58, Mumbai for Rs. 72, and Chennai Rs. 71.62. Subsidised cooking gas (LPG) price was also hiked by Rs 1.76 per cylinder. Subsidised LPG with effect from midnight tonight will cost Rs 498.02 per cylinder (Cont’d on p-7) in Delhi.
DIMAPUR, JUL 31 (NPN): Appreciating the Parliamentary panel for “demanding” an early solution to Naga political issue, the NPF Legislature Party Tuesday urged the Parliament to discuss the 213th report of the Parliamentary Standing Committee on Home Affairs on the floor of both the Houses of the Parliament at the earliest. The 30-member committee, headed by former union home minister P Chidambaram, had tabled the report in the Rajya Sabha on July 19, 2018. In a press statement, NPF Legislature Party stated that any solution that was hammered out between the negotiating parties should be inclusive. NPF Legislature Party also lauded the Parliamentary Standing Committee for acknowledging the uniqueness of Naga History and the eagerness and desire of
the Naga people for a permanent early solution. NRC: NPF Legislature Party has cautioned that a possible fall-out of the declaration of National Register of Citizens (NRC) in Assam was looming large, adding that there was possibility of “large scale migration of aliens into Nagaland.” It, therefore, asserted that there was an urgent need to take preventive measures. Welcoming the stand taken by certain NGOs on the issue, the NPF Legislature Party urged the state government to immediately deploy more administrative and police forces to the border areas to assist the existing ones to tackle the issue. KOHIMA, JUL 31 (NPN): Kohima district administration has informed the public that there has been no shortage of any essential commodities here following the landslides at various parts of NH-29. ADC Kohima, Lithrongla informed Nagaland Post that there were rumours going about in the market on shortage of essential commodities including fuel. However, ADC assured that there was no shortage of any essential commodities and urged the public not to go for panic buying. She also informed that there was enough stock of essentials and fuel. ADC also informed that state PWD team has been working on war footing to clear the road blocks.
Minor rejig of bureaucrats DIMAPUR, JUL 31 (NPN): In a minor bureaucratic reshuffle, the state government has ordered transfer and posting of the IFoS/NCS officers with immediate effect. According to a government notification, L Kire, IFS, Principal Secretary to CM, DUDA, RD & Finance has been relieved of the charge of RD & Finance. Imtienla Ao (IFS) secretary, EF & CC, has been allowed to look after the charge of EF&CC department till her repatriation w.e.f August 15, 2018 to Maharashtra and L Kire, (IFS) principal secretary to CM, DUDA would hold additional charge of EF&CC department on completion of her deputation period.
