NEW DELHI, AUG 20 (PTI): RBI’s Deputy Governor Urjit Patel was today appointed as the next Governor of the central bank after Raghuram Rajan demits office on September 4. 52-year-old Patel has been appointed as new RBI Governor, official sources said today. He was first appointed as Deputy Governor for three years in January 2013 and was given an extension this January. Patel has been known as ‘inflation warrior’ of Rajan, who made a surprise announcement in June that he would return to academia after end of his current threeyear tenure. In recent months, Rajan has come under attack from some quarters, including BJP’s Rajya Sabha MP Subramanian Swamy, for what they call his reluctance to lower interest rates and giving priority to inflation control.

NE woman kicks, floors and nabs ‘molester’
NEW DELHI, AUG 20 (AGENCIES): In a delayed report, a 26-year-old woman from Manipur was allegedly molested by a Delhi University student in south Delhi’s Malviya Nagar area, Delhi Police said. The incident allegedly happened when the woman was going home with her husband in Khirki Extension Thursday night. According to her complaint, an unknown man came from behind, held her and kissed her. She said the man touched her inappropriately and when he did not let go despite her efforts, she kicked him in the crotch and pushed him to the ground. She said she managed to catch hold of the man with her husband’s help. The accused told police he mistook the woman to be his girlfriend. Police registered a case of molestation at Malviya Nagar police station and arrested the accused. The woman also gave her statement before the magistrate, said police. Meanwhile, Joint Commissioner of Police, Robin Hibu, who is also the nodal officer for people from the Northeastern states living in Delhi, said he would honour the woman with a special appreciation letter and cash reward of Rs 5,000 on August 24 for her bravery.

Over loaded transformers in Dimapur reason for load shedding: Power dept t

DIMAPUR, AUG 20 (NPN): The department of power has informed that the ongoing load shedding in Dimapur district was due to overloading of transformers as the demand for electricity surges to 74 MW during summer against the installed capacity of 68 MW. Speaking to Nagaland Post, executive engineer (EE) Electrical Division Dimapur said there was no dearth of power for distribution to consumers as dams were generating enough electricity during the rainy season. However, almost all of the 932 Public Distribution Transformers (PDT) installed in the district were overloaded due to which the department is compelled to resort to load shedding, EE informed. On the existing infrastructure in the district, EE informed “very few” of the installed transformers were new and spare PDT were not available and added that normal maintenance cycle of the PDT couldn’t be followed due to “system constraints” and paucity of funds. In this regard EE stressed on the need for upgrading the installed PDTs to higher capacity ones and installation of new PDTs. He informed that a 20 MVA (16 MW) transformer was being installed in Sovima and the World Bank has granted fund for installation of another 20 MVA transformer at Padumpukhuri. Once these transformers start working, the existing PDTs will be able to function smoothly, EE stated. Apart from inadequate infrastructure, EE also stated that the department was incurring huge losses due to meter tampering and power theft which accounts to 35% and 8% of technical/commercial loss respectively. He also informed that a specific “connected load” is supplied to consumers while getting new connection, however, addition of electrical appliances alike TV, fridge, AC etc consumes electricity beyond connected load which indirectly overload transformers. In this regard, EE appealed to consumers to use power judiciously.

DIMAPUR, AUG 20 (NPN): Municipal Affairs department in a notification has stated that Nagaland Governor approved the formation of nine town councils-- East Dimapur town, Mangkolemba town, Lokgkhim town, Bhandari town, Tobu town, Tizit town, Tening town, Pungro town and Chozuba town. DIMAPUR, AUG 20 (NPN): Konyak Union Myanmar (KUM) has fervently appealed to both NSCN (K) and Indian army commandos to restrain from carrying out any kind of operation against each other, saying it has caused enough psychological torture to those living around the border areas. In a press note, KUM general secretary K. Akham H Konyak said it wanted to highlight the ground reality of the area as the public were the worst sufferers. KUM alleged that “last year Indian army AR dismantled public road and prohibited public travel across the border area”. Stating that operations had been carried out even in the previous years inside Myanmar, KUM said on August 19, 2016 the army crossed into Myanmar near Throilu village to attack the NSCN outpost. During the operations carried out in the 80s, KUM alleged that the Indian Army bombarded Hoyat village. Granaries and properties of
the villagers were burnt down, while innocent civilians were arrested, tortured and taken away to Tuensang on several occasions, KUM alleged. The villagers were also accused of being involved with NSCN, KUM said. The union however made it clear that the people of Throilu, Hoyat and Nyanching villages had never come across NSCN nor were they involved with any group. KUM said such were the problems faced by the people without any reason from both the Indian and Myanmar army. As gun battle and bombardment were regularly taking place in these three villages, KUM said innocent villagers, in the most neglected region, are made to suffer the most. Meanwhile, KUM expressed appreciation to SP Mon, Yangba Konyak, KU president Mon, Addl. SP, Asst. commandant VG and SDO Chen Town for rushing to the area to take stock of the situation, keeping in view the lives of innocent civilian.
DIMAPUR, AUG 20 (NPN): ACAUT Nagaland has urged the state government to arrest the NSCN (I-M) town commander as per the FIR registered against him and his alleged “extortion activity” at Santsuphen, Wokha before the situation turned worse. In a press release, media cell, ACAUT Nagaland, stated that people would take “whatever means necessary to protect themselves” if the state failed to do so. It stated that the August 12, 2016 incident, wherein a group of irate public of Wokha town ransacked the office of the NSCN (I-M) town command, was “testament to this fact.” ACAUT extended its support to the Wokha people and the joint resolution passed by several frontal organisations, which demanded the arrest of town commander on or before August 23. The joint resolution also urged the Ceasefire Monitoring Group chairman to take serious note of public sentiment and shift out the office of NSCN (I-M) town command from Wokha immediately. ACAUT asserted that the demands of the Wokha frontal organisations should not be taken lightly as they represented the opinion of the general public. ACAUT said it had already filed a FIR against town commander of NSCN (I-M) on June 11, 2016. It said that if the police and the state government had taken serious note of the FIR and arrested the town commander, the August 12 incident would not have occurred. Stating that there was a limit to all harassments meted out to the people by the NPGs, ACAUT said, “unless the government acts swiftly and decisively by addressing the core demands, Wokha was is powder keg waiting to explode.”

DIMAPUR, AUG 20 (NPN): Parliamentary secretary of geology and mining, Dr. Imtiwapang Aier, on Saturday disclosed that many national companies and private entrepreneurs were approaching the state government for investing in the mineral development of the state, which was endowed with a variety of minerals. Speaking as chief guest at the inaugural session of the 36th State Geological Programming Board (SGPB) meeting held at Directorate of Geology and Mining (DGM) here, Dr. Aier said that generation of a comprehensive database report was a must before exploitation. In this regard, he called upon the department officials to formulate sustainable plans and policies in order to exploit the minerals that would benefit the people of the state. North East on track to connect state capitals by train Army denies raids inside Myanmar G U WA H AT I , AU G 2 0 (AGENCIES): From 2020, people travelling to Kohima for the Hornbill Festival need no longer leave the train at Dimapur and catch a taxi to the Nagaland capital. With Railways Minister Suresh Prabhu recently laying the foundation stone for the Rs 2,315 crore, 88-km Dhansiri-Kohima railway track, which was declared a national project in 2007, all seven Northeastern capitals are finally being connected to the national railway map. Kohima is the last of these. Work on connecting three other capitals — Imphal, Aizawl and Shillong — is progressing fast and trains are expected to chug in there in the next three years. It has been a long journey since 1881, when the railways first arrived in the region. The Assam Railway & Trading Company laid the Dibru-Sadiya railway, a 92km line connecting Dibrugarh to Margherita for evacuation of coal and tea for dispatch to Kolkata and beyond by steamers on the Brahmaputra.
Fourteen years later, that line got connected to Assam Bengal Railways through Lumding, Badarpur and Dhaka. “The Northeast is on top of the government’s agenda for providing better connectivity to the region. Once completed, these projects will not only bring about a sea-change in the connectivity scenario of the Northeastern region but also provide a big boost to the region’s economy,” Railways Minister Prabhu said when he toured Agartala, Imphal and Dimapur to kick-start projects to spread the network in NE. Agartala not only got its first direct train to New Delhi but also saw the minister lay the foundation stone for a new 15-km line that will connect Agartala to Akhaura in Bangladesh for an onward link to Kolkata through Dhaka. To Myanmar border: Among the most significant of the ongoing projects is the Jiribam-Tupul-Imphal line, 111 km, which will not only put the Manipur capital on the railway map in the next couple of years but also pre-
pare the grounds for taking the railways to Moreh on the Myanmar border and beyond to become part of the proposed Trans-Asian Railway. The Jiribam-Tupul-Imphal line will have two striking special features. The bridge on the river Iring, with a pier height of 141 metres (almost equal to one Qutub Minar stacked over the other) will be the tallest bridge of the world. And Tunnel No. 12 will be the longest in India at 11.55 km. The railways minister, while announcing commencement of work on Tunnel No 12, said it would be a symbolic representation of the state getting connected to mainland India. “It will also open up new vistas for economic development of the region,” he said. Declared a national project because of its strategic importance, the Jiribam-TupulImphal line has already been partly completed, with freight trains moving on the 12.5-km Jiribam to Dholakhal section since March. On the 84-km Jiribam-Tupul section, 25 of
37 tunnels have been completed, said officials at Northeast Frontier Railway headquarters in Guwahati. Through Bangladesh: What the entire Northeast is most looking forward to is a direct railway link to Kolkata through the heart of Bangladesh, which will reduce the train journey between Agartala and Kolkata by nearly 1,100 km. While the present length of the Agartala-Kolkata link through Lumding, Guwahati and New Jalpaiguri is 1,613 km, once the 15-km stretch between Agartala and Akhaura (in Bangladesh) is complete, the direct travel distance between the Tripura capital and Kolkata will come down to just 514 km. Once completed, the project will also make movement of goods – particularly foodgrains, petroleum products, cement and other materials – faster and smoother to Tripura, Manipur, Mizoram and the Barak Valley of Assam too. As of now, transporting foodgrains to these states has been a major
problem especially during the monsoon months, with landslides and floods making movement of both trains and trucks impossible in Assam and Meghalaya. Tripura has been the worst sufferer, having had to get supplies through Bangladesh at least twice in recent years. With railway connectivity now much better than road connectivity, Tripura last week even saw oil tankers being moved by flat-wagon goods trains, an exercise that is generally meant only for movement of goods for the armed forces. “Railways’ capital investment in the Northeastern region has been consistently increased and next year approximately Rs 7,000 crore will be allocated for developmental projects in the region,” the railways minister said. He said these initiatives would in the long run not just trigger all-round development but also contribute towards raising the region’s per capita income to the highest in the country.
NEW DELHI/IMPHAL, AUG 20 (AGENCIES): The Assam Rifles and the Army on Saturday rejected claims by insurgent group National Socialist Council of Nagaland (Khaplang) of an Indian military operation in Myanmar targeted against its militants, in which security personnel purportedly suffered casualties, The Hindu reports stated. On Friday, reports quoting NSCN (K), said a gunfight had taken place between troops and NSCN (K) militants, and five to six commandos were killed. The reports came on the eve of Minister for External Affairs Sushma Swaraj’s visit to Myanmar on August 22, even as Assam Rifles and other security agencies stepped up vigil along the India-Myanmar border and across the northeast against the NSCN (K). In a statement issued on Saturday, the Assam Rifles said, “The alleged offensive on NSCN (K) Camp between Chenmoho village in Mon distt. and Thorloi village in Myanmar on 19 Aug 2016 was not launched by Para Commandos or any other troops of the Indian Army. Firing across the border in Chenmoho village of Mon distt. was heard by the troops deployed in the region. The officer said the militants abandoned their weapons and retreated to Myanmar, and thus Indian security personnel do not know of any casualty on the other side. “We have not suffered any casualties,” he said.
