D I M A P U R , AU G 2 0 (NPN): At the request of the Nagaland Tribes Action Committee (NTAC), the state cabinet at its meeting Sunday in Kohima, decided to sanction an amount of Rs.60 lakh towards construction of a memorial monolith at Old Secretariat Kohima. It may be recalled that apex tribe organisations of Nagaland had protested against the hurried manner in which the state government pushed through the revocation of the assembly resolution on November 24,2016 to hold elections to Urban Local Bodies(ULBs) with 33% women reservation. This led to demonstrations and bandhs and resulted in police firing on a mob in Dimapur on January 31,2017 in which two youths – Avizo and Bendang- were killed. The bodies of the slain youths were taken in coffins to Kohima where the NTAC was formed comprising of various Naga apex organisations. NTAC and JCC (formed under the aegis of Naga Council and CNTC)

SSSUD cautions sand transporters

D I M A P RU, AU G 2 0 (NPN): Sand Stockist & Suppliers Union Dimapur (SSSUD) has warned vehicles transporting sand not to charge customers more than what has been fixed by the union. SSSUD general secretary, Nito said that the union conducted a surprise check on Sunday after several customers complained about high rate of sand imposed by the vehicles parked at Ghorapatti. In this regard, the union has reminded all about the current rates fixed for direct load and stockists for time being. Direct load sand: Kaneighat- Rs 25000 per vehicle for 450 cft, Kolaimati- Rs 23000 per vehicle for 450 cft, Deopani- Rs 17000 per vehicle for 450 cft. Stockist rate: Kaneighat- Rs 57 per cft, Kolaimati sand- Rs 53 per cft, Deopani- Rs 39 per cft. NPF CEC meeting

DVC hopes ‘good sense’ would prevail

Amid heightened tension between Diphupar Village Council (DVC) and the Dimapur district administration over erection of a monolith in memory of late Bendangnungsang and late Khriesavizo Metha, outside Agri Expo gate in 4th mile area, the village council was hopeful that good sense would prevail and that the matter would be resolved amicably at the earliest. nutoshi categorically stated that the proposed site (in front of the Agri Expo gate) fell under the jurisdiction of Diphupar village council. He said in order to avoid any untoward incident over the erection of the monolith following the restraining order issued by the district administration; the council had approached Nagaland chief minister twice and also met commissioner Nagaland, Sentiyanger and addl. chief secretary (Home) Temjen Toy in order to obtain necessary permission.

On August 8, he said that the council tried hold a meeting with the chief minister. However, since he was out of station, DVC held a peaceful dedicatory service at the proposed site in accordance with the guidelines passed by the district administration, he said. The chairman also said that since the mortal remains of late Bendang and Avizo could not be buried inside the village jurisdiction, DVC felt it necessary to erect the monolith. But the government seemed to have ignored all necessary communication that was made. Lanutoshi wondered if the government was seriously considering resolving the issue. He said the situation cropped up following the complaint lodged by Agriculture department wherein the latter claimed that the land belonged to the department. He said there was simmering tension on Saturday when police personnel tried to arrest the youths citing that they had defied the restraining orders.

NTC mulls legal option if Gov fails to remove unconstitutional posts Correspondent

KOHIMA, AUG 20 (NPN): Nagaland Tribes Council (NTC) said it was hopeful that Nagaland Governor, P.B. Acharya would respond positively to its seven-day ultimatum for removal of “unconstitutional” post of advisers and parliamentary secretaries as described by the Supreme Court of India and other High Courts in their respective judgments in PILs. It may be recalled, that NTC had submitted a representation to the Governor on August 18 to dismiss the above as the courts and especially the Supreme Court made it clear that these were unconstitutional. Talking to Nagaland Post, chairman of the NTC committee on the subject, Theja Therie said if the Governor fail to take any action within the stipulated deadline, then NTC would resort to legal means to implement the directive of the apex court. Rotohka, Nchumbemo Tungoe, Akang Ao and Zhovehu Lohe– urged the governor to examine the matter and initiate appropriate action in terms of the Supreme Court Judgment dated July 26, 2017 within seven days from the date of receipt of representation. NTC stated that in Nagaland, after downsizing of the council of ministers in accordance with Constitution (Ninety-first Amendment) Act, 2003, the advisors and parliamentary secretaries were appointed by the chief ministers in all their respective tenures. It stated that the said rule to which the chief minister resorted in appointing nine unconstitutional advisors and 26 unconstitutional parliamentary secretaries was irrelevant and the appointments were made in absolute distortion of the said Rules and in total contravention of the Constitutional 91st (Ninety-first) Amendment. NTC in its representation cited Article 164 (1A) of the Constitution of India which stipulates that “The total number of Ministers, including the Chief Minister,

in the Council of Ministers in a State shall not exceed 15% of the total number of members of the Legislative Assembly of the State...” It stated that Supreme Court judgment dated July 26, 2017 was a blanket judgment in the matter of appointment of unconstitutional Parliamentary Secretaries in the States of India wherever it exists. As the Supreme Court has declared Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions), Act 2004 as unconstitutional, NTC said the appointment of unconstitutional Advisors and unconstitutional Parliamentary Secretaries in Nagaland was deemed to be interfered with by the governor for cancelling/rescinding the Notification NO. CAB-1/2013 dated July 26, 2017. Therieh pointed out that the present oversized jumbo ministr y under T.R.Zeliang is 47-strong which comprises of 12 cabinet (including the chief minister) members, nine advisors (cabinet status) and 26 parliamentary secretaries. DIMAPUR, AUG 20 (NPN): In a shocking incident, a 30-year old youth was caught for allegedly molesting a minor girl at Chekiye village here on Sunday. The incident took place at around 7:30 a.m. when the 13-year old girl was returning home after attending the Sunday school service, police said. According to PRO Dimapur police, soon after the incident, the victim’s father filed a complaint at Dimapur women police station on charges of attempt to molest, rape, murder and kidnap. Based on that angle, police are investigating the case against the accused identified as one Tohuto, PRO said. Narrating the incident, Chekiye village council chairman informed that the accused identified as Tohuto aka Toto, who was staying at one of his relative’s place in 5th mile, came to the Chekiye village on Sunday morning in a Maruti Gypsy. The accused first tried to lure the girl, who was inside the classroom before the Sunday school

service. Later, when the girl was returning home, the accused allegedly molested the girl and dragged her towards his vehicle, the chairman said. When the girl cried out for help, the accused fled from the scene. After sometime, the accused came to the same spot in a motorcycle, accompanied by his friend, in search of his mobile phone he had dropped earlier, the chairman said. He said that Toto had covered his face with a towel in order to avoid being recognized. However, the alert residents on suspicion apprehended the accused, who was later identified by the victim, the chairman added. The friend however had no knowledge about the incident and had accompanied the accused to search for the lost mobile phone, the chairman said. The village council later handed over the accused to Dimapur women police. Meanwhile, the chairman has clarified that Toto has no friends or relative at Chekiye village, saying he may have come to the village with sole intention to molest the girl.

DIMAPUR, AUG 20 (NPN): TirapChanglang and Longding People’s Forum (TCLPeF), Arunachal Pradesh has affirmed that the fourm was not averse to separate solution for Tirap-Changlang and Longding (TCL) if granted, saying, Nagas living in these areas were neglected and left unattended for many years. At the same time TCLPeF made it clear that the forum was not against integration of all the Naga areas. In a statement, TCLPeF president N. Changmi claimed that unequal distribution of funds was another setback faced by TCL. According to the forum, the maximum fund earmarked for TCL under department of Tirap-Changlang and Longding (DoTCL) till 2016 was Rs. 23.00 crore. However, as per NTC claim, in Nagaland state a whopping amount of Rs. 2335 crore for public distribution and infrastructural projects for one year (April 2016-March 2017) were drawn by 11 departments. This itself was a clear disparity among the Naga family in the last five decades after being placed under different states, the forum said. It for this reason, even in the Nagaland, Nagas in Tuensang, Mon, Kiphire and Longleng demanded for a “Frontier Nagaland”, the forum said. (Cont’d on p-7)

2700 year-old artefacts recovered in Northeast GUWAHATI, AUG 20 (AGENCIES): With rapid advancement in technology, the use of OSL or optically stimulated luminescence dating has filled the gap between the discovered artefacts that could previously only be assumed of being a particular age. But now, for the first time, the age of artefacts from the Neolithic era-recovered from two important sites in Northeast India-has been unravelled. Indian scientists have found the age of the artefacts using the latest technique of optically stimulated luminescence dating. “It is now confirmed that the corded pottery and polished stone tools which were recovered during excavations in Daojali Hading in Dima Hasao district of Assam in 1961 are 2,700 years-old and those recovered from Gawak Abri in Garo Hills of Meghalaya in 1999 are 2,300 years old,” said Dr Sukanya Sharma

of the Indian Institute Of Technology (IIT), Guwahati. She and her colleague, Pankaj Singh had conducted the study. The study was conducted on an experimental basis using a new technique of optically simulated luminescence dating. The age of the sites were found to be well-matched with the radio-carbon dates from other Neolithic sites of the

region. The excavation site at Daojali Hading occupies an important place in the archaeological history of India as the first evidence of an Eastern Asiatic Neolithic complex of doubleshouldered Celts and cordmarked pottery in India was reported from there. The discovery had put Northeast India on the Neolithic map of the world for the first time. However, the precise

age of the artefacts were not known. Antiquity of the site was hypothetically stated to be of the `late Neolithic phase’. Now with the dating of the artefacts, this hypothesis has been proved and its antiquity has been established. The dating of the Gawak Abri site in Garo Hills is also significant as Garo Hills has the highest density of prehistoric sites in Northeast India. With the new finding of the age of the two sites, it is confirmed that human beings, with the capacity to make pottery and polished stone tools were present in the Northeast India over 2,000 years ago. OSL is an acronym for Optically-Stimulated Luminescence. OpticallyStimulated Luminescence is a late Quaternary dating technique used to date the last time quartz sediment was exposed to light.
