IBAPWO seeks Gov’s intervention
DIMAPUR, AUG 21 (NPN): Close on the heels of encounter between Army personnel and NSCN (K) on August 19, the International Border Area People’s Welfare Organisation (IBAPWO) on Sunday sought intervention of Nagaland Governor, P.B. Acharya to bring peace and development in the border areas. In a press note, IBAPWO president Rhuletsu Whurr and general secretary Nokshom Konyak said that the Naga people living along the border in both side suffered untold miseries after the inception of Indian Independence and Nagaland statehood respectively due to ongoing conflict. Therefore, IBAPWO cautioned that the people living in border areas would not tolerate this burnt conflict. At this stage, IBAPWO said people living in border areas needed peace and development such as “stability, basic amenities, road connectivity, education, health care but not War”. “Talk is important each in every issue, without peace there will be no solution. War is not an every solution”, the release stated. IBAPWO also pointed out that four International trade centres identified by the government of India- Longwa, Chenmoho, Pangsha, Avangkhul and Mimi under Mon, Tuensang, Kiphire and Phek, have also become “war zone” instead of development. Due to too much of corruption and conflict, the land in border areas which were rich in natural resources could not be utilized economically, IBAPWO said. Meanwhile, IBAPWO has also condemned the “emotional firing” at Chenmoho and urged the public not to panic since the situation was under control.

Defying all odds and showing killer instincts, PV Sindhu, Sakshi Malik and Dipa Karmakar became the unlikely heroines and saved the country’s pride from returning empty-handed for the first time since Barcelona 1992. World No.3 Jitu Rai provided the biggest hope to open India’s medal tally in the 10m air pistol on the second day. With the clock ticking away, a sensational Sakshi came from behind with a threepoint move to clinch the issue as her opponent challenged for a review and heartbeats started pounding. The decision went in India’s favour and it was an overflow of joy and emotions as Sakshi was lifted by her coach Kuldeep Malik and the duo took a victory lap. The next day, Sindhu first ousted world number 8 Tzu Ying Tai in the pre-quarters and world number two Wang Yihan in the last eight but only to be halted by world number one Carolina Marina in a riveting women’s singles final lasting one hour and 24 minutes.

DIMAPUR, AUG 21 (NPN): Nagaland governor, P.B. Acharya has appealed to all the elected MLAs to adopt a village or two in their own constituency. According to a press release from PRO to governor, the governor made this appeal when Lok Sabha MP, Neiphiu Rio met him at Raj Bhavan on August 19, and apprised him on the development projects taken up at Selouphe village,
Dimapur, which was adopted by the former under Sansad Adarsh Gram Yojana (SAJY) in November 2014. Quoting the Indian President that “India is a country of villages,” Acharya stated that village development was the development of the whole country. In this regard, he urged all the MLAs to develop the villages and empower the villagers. The release also stat-
ed that Rio had adopted Longwa village in Mon district as his second village under SAJY as suggested by the governor. Accordingly, the traditional Angh’s house had been renovated under SAJY and Rio invited governor to inaugurate in the month of October, 2016, the release stated. It may be noted that SAGY was initiated to bring the Member of Parliament of all the political parties under the same umbrella while taking the responsibility of developing physical and institutional infrastructure in villages and turn them into model villages under this scheme. Each MP has choose one village each from the constituency that they represent, except their own village or their in-laws village and fix parameters and make it a model village.
ACAUT condemns assault; hits out at govt
DIMAPUR, AUG 21 (NPN): ACAUT Nagaland while condemning the “mindless” assault on a Naga trader on August 19, allegedly by a GPRN/NSCN member, has hit out at the state government for its failure to protect the citizens. ACAUT media cell in a press note accused that the government did not care for the life and security of its citizens; and that the citizens were left to fend for themselves by taking the law unto their own hands. The media cell demanded the state government to immediately arrest the culprit(s) involved in the assault. It pointed further out that the incident was not the first time that members of business community had been assaulted. Such incidents have taken place in the last several years, it added. However, ACAUT said it was unfortunate that the state government failed to condemn or
offer condolence to the victims, media cell said. Therefore, media cell said it expected condemnation from the home minister and the chief minister on the incident. ACAUT also asked the Naga business community under Naga Business Association Kohima (NBAK) to rally around the victim and ensured that under no circumstances the FIR filed against the three factional culprits be withdrawn. Meanwhile, media cell said that the August 12 incident at Wokha should be a wake-up call for the state government and the district administration. It stated that “no self-respecting Deputy Commissioners can allow the existence of a parallel authority called town commanders”. Further, media cell said that it was unacceptable that the Deputy Commissioners instead of cracking the whip on these “parallel authorities” was giving space to the so-called town commanders.

J ammu / S rinagar , Aug 21 (Agencies): As unrest continues in Kashmir, the central government outlined its priorities on Sunday, asserting that there will be no compromise with those indulging in violence. Acknowledging that the situation in Kashmir was “serious”, Union minister Arun Jaitley said those indulging in stone-pelting in Kashmir are “not satyagrahis but aggressors” who target police and security forces but some people with limited vision cannot see this. Jaitley also said the country’s unity was being challenged and Pakistan was again at war with India “using new methods” to incite violence in the Kashmir Valley, reported Hindustan Times. “A new serious situation has arisen. Pakistan and various other forces are involved in it, and the country’s unity has been challenged once again,” Jaitley said, adding people of Jammu and Kashmir should jointly fight the aggression. For more than a month, the Kashmir Valley has been rocked by protests that broke out after Hizbul Mujahideen militant Burhan Wani was killed in a gunfight with security forces on July 8.

GAZIANTEP (TURKEY), AUG 21 (AGENCIES): A suicide bomber aged between 12 and 14 carried out the attack on a wedding party in the Turkish city of Gaziantep on Saturday that killed at least 51 people, the president said. The attack was the deadliest in a series of bombings in Turkey this year, and President Tayyip Erdogan said Islamic State was likely behind it. “Initial evidence suggests it was a Daesh attack,” Erdogan said in Istanbul on Sunday, using an Arabic name for the hardline Sunni Islamist group. He said 69 people were in hospital and 17 were “heavily injured”. A destroyed suicide vest was found at the blast site,
officials said. Islamic State has been blamed for other similar attacks in Turkey, often targeting Kurdish gatherings in an effort to inflame ethnic tensions. The deadliest was last October, when suicide bombers killed more than 100 people at a rally of pro-Kurdish and labor activists in Ankara. Saturday’s attack comes with Turkey still in shock just a month after Erdogan and the government survived an attempted coup by rogue military officers, which Ankara blames on U.S.-based Islamist preacher Fethullah Gulen. But some ceremonies would have to wait because many victims were blown to pieces and DNA tests would be needed to identify them, security sources said.
SWD agrees to take NPRAAF’s demand DIMAPUR, AUG 21 (NPN): Social Welfare Department (SWD) at the joint meeting with Nagaland Public Rights Awareness and Action Forum (NPRAAF) on August 19, has “agreed” to seriously take up the issues raised by latter and “fix responsibilities”, claimed NPRAAF in a press statement on Sunday. At the meeting, the department was represented by director including five senior officials while NPRAAF was represented by its president and six officials, the release stated. The demand put up by the NPRAAF included -that those non-functioning NGOs should be identified and ceased from funding. NGOs should be mandatory to submit annual activities report and funds received on any form from the department and that NGOs receiving grants should be informed through an official letter and media by the department giving them at least 45 days to collect the grant. Department should also specify the reason on disproportionate funding of NGOs through notification and that funds should be disbursed strictly on guidelines set by the government of India and that no special committee should override the standard norms as in the past. NPRAAF also wanted that all grant
should be disbursed through an account payee or direct transfer to the beneficiary NGOs current account by the department. On the registration of NGO, the forum demanded that registration from the home department alone should not be the criteria to qualify for grants. Instead, it asked the department to spell out other eligibility criteria so that fairness and optimum utilisation of the grants could be maintained. Department has also been asked to maintain transparency on the eligibility criteria of NGOs receiving special funding. The forum demanded that any NGOs ceasing to receive funds from the department should be notified the reason of its ineligibility or continuance of funding and not abruptly stop without assigning reason. Further, for better coordination, the forum demanded that annual meeting of all the funded NGOs with the Social Welfare Department should be convened. DIMAPUR: Two-day programme on entrepreneurship, career awareness, skill building and livelihood for the youths of Zunheboto was held, where about 2500 people attended the program. This program is under IMPACT 5000 by 18 campaigns, a five-year joint programme of YouthNet and government of Nagaland, launched in 2013. For the 2016-2017 Impact campaign, Quest Alliance, Bangalore and Accenture’s InitiativeSkills to Succeed are partners. The first day was focused on school students on
the various streams available when they look for colleges and how these streams (Arts, Science and Commerce) connect to various career options. Another group which comprised of college students had a session about the opportunities in entrepreneurship. The second day was a workshop for new start up entrepreneurs in Zunheboto and how problems could be taken as opportunities from a business acumen point of view. The IMPACT 5000 by 18 district tour plans to reach out to about thousands of youth across all 11 districts.

Workshop-cum-training for KVYO volunteers on harmful effects of tobacco
DIMAPUR: Workshop-cumtraining for Kohima Village Youth Organisation (KVYO) volunteers on harmful effects of tobacco and COTPA 2003 was held at Panchayat Hall, Kohima village on August 19. The programme was organized by KVYO in collaboration with the District Tobacco Control Cell, Kohima. According to DIPR report, deputy commissioner Kohima, RovilatuoMor IAS in his speech said that many Naga people were in the habit of tobacco usage in terms of smokeless and smoking tobacco products, which has harmful effects for society. He, therefore urged every individual to maintain self control on the issue and sensitized the harmful effect of tobacco in respective areas for the benefit and betterment of our society.
The recent declaration of Kohima city as Smokeless City was to enforce prohibition of smoking in public places, he said. He also commented on the KVYO for being one of the strongest organizations in the district and further sought their assistance and support while implementing the COTPA Act 2003 with the Enforcement Officer in the district. Chief judicial magistrate and secretary Kohima District (KDLSA), Mezivolu T. Therieh as a resource person spoke on the topic “the cigarettes and other tobacco products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act 2003 (COTPA)”, wherein she highlighted on the roles and responsibilities of the authorized officers to collect fines,

DIMAPUR: 37 Assam Rifles (AR) conducted two successive operations on August 11 and 12 at Sodzulhou Village and Nagarjan respectively, leading to recovery of three weapons and apprehension of two alleged “arms peddlers.” According to AR sources, the first operation was jointly launched by 37 AR and 32 AR at Sodzulhou Village (6th Mile) during which one illegal Point 22 Pistol with magazine and three live rounds of Point 22 were recovered from an alleged “arms peddler” identified as Zevete Aruji.
In another operation on August 12, an alleged “arms peddler” identified as Kneniho Achumi was intercepted by troops of 37 AR in Nagarjan, Dimapur and two Point 22 Pistols with magazines were recovered from his possession. AR alleged that the accused Kneniho Achumi revealed himself to be an excadre of NNC with Service Number 00730, who was holding rank of “brigadier” before quitting in 2015. The two accused along with the recovered items were handed over to police custody, AR stated.

According to Press Information Bureau (Defence), more than one hour effort went into recovering the vehicle which met an accident at National Highway - 61 near Dimapur – Wokha junction. The vehicle was later handed over to the owner, the report stated. The accident reportedly occurred due to loss of control by the driver however no one was hurt in the incident.

DIMAPUR: Chen Union Dimapur (CUD) has condemned the unprecedented and provocative activity of the Indian Army at Chenmoho and Throilu villages bordering area, creating psychological tension in the peaceful village. CUD in a condemnation note by its president Chenlip stated that this was the second incident in the Chenmoho village area where there had been indiscriminate firing last year in May. Union further appealed to Indian Army and NSCN-K to maintain maximum restraint in order to maintain peaceful atmosphere.
DIMAPUR: One unidentified dead body of a non-Naga male person, aged around 40 yrs was found near the Military Farm at Supply Road, Dimapur on August 17 by police. According to additional deputy commissioner of police/PRO, Dimapur, the deceased person was found wearing grey shirt and brown long pant. Inspite of various communications, no one has come to claim the dead body and the same has been lying in the morgue after completion of necessary formalities. As per laid down provisions, the dead body would be disposed off. If there are any claimants, please contact officer-in-charge, Sub Urban Police Station, Dimapur at +91 7085055026. In another case on August 20, one unidentified nonNaga male person, aged around 50 yrs, who had been admitted in the district hospital Dimapur since August 11expired. No details or identity of the person has been established and the deceased is kept in the morgue for necessary formalities. Speaking on the occasion, chairman JVC, Dr.Nolesel Zhotso thanked the Youth Organisation for their service and initiatives in checking the selling of liquor in the village jurisdiction. He also said that selling and use liquor was not practiced in the past and would not be allowed. President youth organisation, Swedezhol Savi said that under the guidance of the village council they conducted surprise checking in its jurisdiction and caught five families who were imposed a fine of Rs.5,000. He called upon different organisations to co-operate with the youth during surprise checks in the days to come. Delivering the keynote address, Menungchetba (SMS), highlighted the activities to be carried out in the Farm School, and the farmer’s role in dissemination of the knowledge on Pest Management Technology to fellow farmers. During the training programme, farmers were informed on identification and advantages of beneficial insect’s pest, life cycle, damage symptoms and management related to case worm, stem borer and leaf folder by resource persons A.O Wongto Chingmak, A.I Mongko Chollen and A.F.A. Moameren. A practical exercise on Agro –Ecosystem Analysis (AESA) was conducted for identification of pests and defenders of the crops. DIMAPUR: Naga Scholara Organization (NSO) organized a special talk on the theme, “alternative politics: new vision, new path” at JNU, New Delhi on August 19, with professor Yogendra Yadav, an intellectual as invitee speaker. A press note by NSO president, Dr. Zuchamo Yanthan stated that the speaker built his arguments on three points while espousing that the idea of India founded on the republic was under serious threat and needed renewal with new politics. Prof. Yadav pointed out three points on what is this idea of India? Why is this idea of India facing a crisis? And the practice to renew the crisis. He said that India was built on three pillars of democracy,
diversity and development and none of these three principles originated in India. He was of the opinion that before India became democracy it was not common to think that democracy could be practiced in conditions of deep deprivation and lack of education. India is the first country in the world that made possible for “us” to think that democracy could be genuinely globalised. The speaker was of the view that India was the place where the idea of homogeneous nation was finally put to rest. The idea that the modern nation states can be built in the condition of diversity was India’s contribution to global world. The speaker said that there was now sharp erosion in the politics and vision of
India, with modern Indian political thought that constitute the living inspirational ideas having dried up. He observed that India needed energetic and imaginative politics that could bring together victims of growth. The session was chaired by Prof.Aditya Mukherjee from JNU who is a renowned historian and well known professor across Indian and abroad. President of Naga Scholars’ Association Dr.Zuchamo Yanthan, started the session by welcoming the participants and resource persons. The rapporteur of the session was Dr. Rembemo Odyuo, an academic councillor, IGNOU. The special talk ended with a vote of thanks by Lovitoli Zimo, vice president of NSA.

According to DIPR, the PIOs/APIOs from all government offices in Peren district and nominated representatives from prominent NGOs participated in the training programme. Two UG cadres held in Manipur Correspondent IMPHAL, Aug 21: Two underground activists including an NSCN(IM) cadre have been apprehended by state police and security forces in separate counter insurgency operations. The NSCN(IM) cadre identified as P Romio Changra Chothe (32) son of Ibohal Chothe of Chumbang village was nabbed by a combined team of Thoubal district police commandos and 22 Assam Rifles from Pallel Bazar area of Thoubal district on August 18 last. Eight blank work permit cards of the Government of People Republic of Nagalim were seized from his possession, the statement alleged.
Also, an active member of Thadou People’s Liberation Army (TPLA) was arrested from the Imphal Airport by a combined team of Imphal West police commandos and 12 Bihar Regiment on August 18 last, around noon. The cadre identified as Hengoulal Haokip (21) son of late Sehpu Haokip of Kangpokpi was planning to take a flight to New Delhi when he was arrested. Police investigation revealed that he had extorted a huge amount of money from businessmen, vehicle associations, oil pumps, etc along NH-39 as party fund. Incriminating articles were seized from his possession, the statement added.

Agartala, Aug 21 (Agencies): A police constable posted with the police headquarters has been arrested for duping people with lucrative promise to install mobile phone towers in their house premises. A search is on to nab his associates. Police stations across the state had been getting complaints of forgery by the fraudsters who squeezed money from innocent people after luring them with mobile tower trick. Anyone who provides space for installation of mobile signal tower from genuine companies get hefty rental fee and thus fraudsters easily fool people with profits. The accused, Babul Kanti Majumder, 51, was working in the wireless section of police headquarters. He had taken money from several individuals with mobile phone tower trickery. His arrest was possible after a complaint received from a resident who claimed to have given him a hefty sum of money for arranging town installation at his residence in Ramnagar area. The police investigated the case before taking the policeman into custody. Mr Majumder was produced in a court on Saturday and remanded to judicial custody.

One shot dead in Bokajan Correspondent Diphu, Aug 21: Bokajan police on Saturday night arrested 3 persons in connection with the murder of one Sehthang Changsan. All the arrested persons have confessed their involvement in the murder before the police. Police has also recovered one pistol and some assorted ammunition from their possession. According to police, the victim was shot from close range and his vehicle was thrown in a roadside gutter to make the murder look like accident. Chief minister Sonowal on Saturday held a meeting with the office bearers of several cement companies at the conference room of his office in Assam Secretariat and sought reasons for the inordinate price rise. “The rise in cement price has had an impact on the people. The state government is committed to bring in much desired stability in the prices of all commodities,” Sonowal said. Sonowal asked cement manufacturers to take concrete measures to curb the price rise.
First dengue case detected in Mizoram
Aizawl, Aug 21 (IANS): First dengue case has been detected in Mizoram. The infected person arrived in Aizawl from Kolkata, an official said here on Sunday. “A dengue screening centre was set up at the Lengpui airport near Aizawl. One person who came from Kolkata on Saturday infected with dengue was found at the airport. He was being treated at Aizawl Civil Hospital,” an official of the Mizoram health department said. The screening at the Lengpui airport would continue in view of the incidence of dengue in West Bengal and neighbouring Assam. The state government has set up sur-
veillance unit at Aizawl Civil Hospital and Lunglei district hospital and these units are being manned by health experts. The official also said that the Mizoram health department has taken preventive measures to thwart the outbreak of Japanese encephalitis following reports of the disease in neighbouring Manipur. The official said that anti-larval spray was being done in and around residential buildings along with animal rearing areas. There has been no report of any Japanese encephalitis case in Mizoram so far. Japanese encephalitis has claimed two lives in Manipur recently while over 25 persons were hospitalised there.

IMPHAL, Aug 21: Irked by the cancellation of all recruitment processes for appointment of constable (male) conducted in 2013, members of All Manipur Written Test Successful Candidates of Manipur Police Constable Male 2013 (AMWTSCMPCM 2013) has announced a 24-hour bandh on Monday. The members also threatened to extend the ongoing economic blockade on the national highway, due to end by August 23 midnight. A government notification issued by state DGP, LM Khoute on Saturday cancelled all the process regarding the
recruitment of police constable conducted in 2013 while informing fresh recruitment would be conducted. The notification that gave no specific reason notified that fresh recruitment process would be conducted from the beginning from August 30 next. It further informed that all candidates who had applied for the post would be allowed to appear in the fresh recruitment. The notification irked candidates who have cleared all recruitment processes and waiting for the declaration of viva voce held in 2013. The weeklong economic blockade call given by AMWTSCMPCM 2013, which
commenced from August 17 midnight pressing the state government to declare the viva voce result was due to end by August 23 midnight. In the violent action of the blockade supporters, a driver of an oil tanker received severe head injuries and is struggling for life at a hospital in Imphal. Addressing a news conference, AMWTSCMPCM 2013 threatened to launch a series of agitations if the state government fails to review its decision and declare the result of the recruitment on or before August 25. AMWTSCMPCM 2013 also threatened to boycott the ministers and MLAs in the next general elections.

Sahay had also said that the NDFB-S was desperately recruiting boys aged below 18 to replenish losses it has suffered due to ongoing counter-insurgency operations. “We have identified several areas in these Bodo districts where the youths were being recruited by the NDFB-S. We have counselled these youths and sent them back to their parents. The police are taking special initiatives to control the recruitment drive by the NDFB-S,” he added. “It is a matter of concern because youths being recruited for the militant group are even school-going students who get influenced due to various reasons, including poverty,” Sahay said.
N e w D e lhi , Au g 2 1 (IANS): Assam Police have suggested that skill development centres be created across the Bodoland Territorial Area District (BTAD) to keep youngsters away from militancy, a top police officer has said. The plan, which is in it’s initial stage, was conceived by the Assam Police after ideas were sought internally to tackle the recruitment of youths by the National Democratic Front of Bodoland-S (NDFB-S) faction in recent months. “Stopping recruitment in NDFB area is not easy. We are trying to reach out to the people in far-flung villages of these areas. The challenges are many,” Assam’s ADG of Police L.R. Bishnoi told IANS. “On the request of the Special Branch of Assam Police, I have suggested the creation of skill development centres in the Bodo areas. Fifty different villages have been
identified for this. If this becomes successful then possibly we can stop the recruitment of youths by this NDFB-S,” Bishnoi added. Bishnoi, who is also in-charge of railways and the BTAD, said the list of 50 villages has been already submitted to the police department, which, after proper analysis, will take it forward with the government. “Through these skill development centres the tribal youths in these (BTAD) areas can be engaged in various types of constructive work. If this initiative succeeds, we can also have local skilled workers from the state itself,” said Bishnoi. “As per the plans, the youths will be trained in computer science, handicrafts and plumbing, among several other disciplines,” Bishnoi said. Itanagar, Aug 21 (PTI): The Arunachal Pradesh Cabinet has approved summoning of a ‘special’ session of the state Assembly to ratify the Constitution Amendment Bill on the Goods and Services Tax (GST) for its implementation in the State. However, the date for the session was not finalised. The Cabinet meeting presided over by Chief Minister Pema Khandu here on Saturday approved summoning of the special session. Khandu, in his 70th Independence Day speech, had announced that the state government was committed to implement the GST regime in the state according to the guidelines and norms fixed by government of India. “GST implementation
will ease the process of Registration, Return Filing and Refund Claims as all will be done electronically through an online system. GST will reduce the burden of tax on consumers by totally eradicating ‘Tax on Tax and multiplicity of taxes,” Khandu had said. The Cabinet, after a threadbare discussion on all the announcements made by the chief minister in his Independence Day speech, ratified the same and directed all the Commissioners and Secretaries to come out with a time bound action plan for their implementation. Specific directives were issued to all the departments concerned for preparation of a holistic roadmap to ensure successful and timely implementation of all the schemes.

She received her doctorate degree in Zoology (Avian Hearts) at the age of 22. She also worked in the scientists’ pool of the Council of Scientific & Industrial Research (CSIR), Government of India. Married to Akbarali A Heptulla in 1966, she has three daughters. Her husband, Akbarali A Heptulla died on September 4, 2007 in New Delhi at the age of 75. She is a former vice-president of the Bharatiya Janata Party (BJP), and a five time member of the Rajya Sabha, between 1986 and 2012. She has the unique distinction of being elected as deputy chairperson of Rajya Sabha four times, first in January 1985, the post she held till January 1986, and later in the year 1988, 1992 and 1998 until April 2004. As the longest serving deputy chairperson of Rajya Sabha (for about 17 years), Najma became the Union minister of minority affairs from May 26, 2014 to July 12, 2016.

Identity based on the oral culture was fused with the elements of oral tradition with modern concept. Dr. Nigamananda Das challenged the gathering to take up writing and publish books on issues of the Naga Society and also to be a consistent writer and not a seasonal one. The seminar proceeded with two technical sessions; the closing seasion chaired by Mrs. Sanjukta Bhattacharjee (Asstt. Prof., Deptt. of English) included Dr. Lanusangla Tzudir’s speech, where she highlighted on the Women writers of Nagaland being keen observant in their write ups. The seminar had attained a real success with the endeavour of all the faculty members. Active involvement of women lawmakers in growth needed
JAIPUR, Aug 21 (PTI/ Agencies): Active involvement of women parliamentarians in the development process will result in meaningful and inclusive growth, Lok Sabha Speaker Sumitra Mahajan said today. “As development partners, we can involve citizens in the process of development and can also strengthen innovative partnerships with civil society organisations to scrutinise and assess the effectiveness of various government programmes. “Therefore, active involvement of our women parliamentarians in the process will result in a greater responsiveness towards citizen’s needs and will lead to greater harmony, meaningful development and inclusive growth,” Ms Mahajan remarked at the valedictory session of BRICS Women Parliamentarians’ Forum. She also stressed on inclusiveness in development to make it sustainable and effective while underlining the role of laws and legislations to achieve sustainable development. Noting that the members of parliament are a better interface between citizens and government, the Lok Sabha Speaker said, sustainable development can be brought about by this interface and also through laws and legislations. “Development must be inclusive if it is to be equitable, sustainable and effective. “Therefore mainstreaming equity is vital for ameliorating the socio-economic conditions of people within the framework of sustainable development,” she said, while pointing that women have natural instinct towards development and progress. Talking about the Sustainable Development Goals, she said that the 17 goals and 169 associated targets have the potential to transform the future.

As law makers, it is our responsibility to oversee and monitor the implementation strategies and mechanisms of the SDGs put in place by our respective Governments,” she noted. India, China ‘spar’ over NSG seat at BRICS meet
Instead of focusing on sustainable development goals (SDGs), the two-day summit of women parliamentarians from BRICS nations, which began in the city on Saturday, witnessed a barely concealed war of words between India and China over membership in the Nuclear Suppliers Group (NSG), and digressed into subjects such as combating global terrorism. The Indian delegates reiterated the country’s demand for membership in the elite NSG as China pressed for a broader role in international forums. The strained relationship between the two nations, after China blocked India’s entry into NSG recently, was on display at the meeting held at Vidhan Sabha. During her address on ‘Perspectives on implementation of
SDGs,’ Wen Ma, the head of Chinese delegation and chairperson of the International Judicial Affairs Committee, argued for China’s bigger role in international affairs, proportionate to the country’s clout in the world. Her remarks didn’t go down well with the Indian side which said that the nation had enough clout and deserved NSG membership. The two nations have been at loggerheads since India failed to book a seat in NSG. The summit meant to discuss the role of women parliamentarians in achieving SDGs also deviated into discussions on terrorism. A representative from Brazil raised the issue and said that BRICS should work towards countering terrorism. I think it’s a brilliant idea and we should all work together,” said K Kavitha, MP from Telangana. “We represent 43% of the global population.What happens in these five nations will be high on global agenda. So working to combat terrorism is very important,” she added. Delegates also discussed issues such as gender equality , climate change, women empowerment and participation in politics along with topics of common concern for all five nations. According to many Indian delegates, BRICS had lot to offer. “A total of 40% of the business in China is run by women entrepreneurs. In Brazilian parliament, women account for 45% of members while in India it is only about 11%.There are a lot of positive things to be picked up,” the MP said. At the end of the summit, delegates will pass a resolution including the main points discussed over two days. This is will be part of the agenda at the BRICS summit scheduled in October.
Amit Shah on of freedom of expression Mangaluru, Aug 21 (PTI): BJP President Amit Shah said on Sunday nationalism was being questioned in the name of freedom of expression and “propaganda” against nationalism could not be considered as freedom of speech. “It has become a fashion for some people nowadays to question nationalism. This is being done in different places and new theories are being planted. “Nationalism is being questioned in the name of freedom of expression,” he said, addressing a gathering at Mangalore University auditorium as part of BJP’s ‘Tiranga Yatra’ and ‘Balidana Smarane’ (honouring martyrs) campaign. Shah said: “Some people were also campaigning on social media on whether nationalism was necessary or not”. He said he would like to tell them that independence would not have taken place if there was no love for the national and patriotism. “The propaganda against nationalism could not be considered as freedom of speech,” he said. “The entire nation should unite to uphold patriotism. Freedom fighters like Bhagat Singh, Rajguru, Sukhdev and many more sacrificed their lives for the country,” he said. Shah appealed to the youth to read the history of the country and understand how many people sacrificed their lives for it. The programmes were being organised to pay tribute to the freedom fighters, to inspire the youth to follow in their path and to remind the youth that the independence the country achieved was because of the sacrifice of lakhs of people, he said. “This should be an inspiration to the youth to live their life for the country. To live for the nation was the message of this Yatra,” he said.

However, the weather was hot and dry in the national capital and other northern states of Punjab and Haryana. In UP, Ganga is flowing above the danger mark at Fafamau (Allahabad), Mirzapur, Varanasi, Ghazipur and Ballia while Yamuna is flowing above the red mark at Chillaghat (Banda) and
Naini (Allahabad) and Mohna (Jalaun). Similarly, Sharda river is flowing above the danger mark at Palliakalan (Kheri). In western, the weather was dry even as light to moderate rains occurred at isolated places. In Bihar, National and State Disaster Response Force have been deployed and Army has been put on alert as the rising water level of Ganga has created flood like situation in all the districts situated along the banks of the river. Six persons of a family died when a portion of their house collapsed in Baran district of Rajasthan yesterday. A total of 33 people were airlifted by Air Force today from two locations in Pratapgarh district while 24 others were airlifted from Baran yesterday. Several others are also stranded and rescue operations are on. “Three persons are trapped at an island in Parvati river. They had gone for fishing in the river but suddenly the water level in the river rose. Efforts are on to rescue them,” Baran Collector SP Singh said. In Delhi, it was a sultry Sunday with the mercury settling at 35.4 degrees Celsius, a notch above the normal for this time of the season. The weatherman has predicted generally cloudy sky for tomorrow and maximum and minimum temperatures of around 36 and 26 degrees Celsius respectively. Meanwhile, Punjab and Haryana braved a hot day today as temperatures stayed above normal level in various parts of the two states. The maximum temperature in Chandigarh was recorded as 35.5 degrees Celsius, three notches above normal. Asserting that FETO “is a secretive transnational criminal network” with presence around the world, Mr. Cavusoglu said: “Unfortunately, FETO has also infiltrated India through associations and schools.”

Gau Raksha chief arrested New Delhi, Aug 21 (PTI): Gau Raksha Dal chief Satish Kumar was arrested from Vrindavan after being booked on charges of sodomy, rioting and extortion among others. SSP Gurmeet Chauhan on Sunday confirmed his arrest but did not provide any details. Police sources said he was arrested last night from Vrindavan where he was hiding after he was booked on charges of abduction with intent to hurt, wrongful confinement and other sections of the IPC a fortnight earlier. The case was lodged on August 6 two years after a video went viral showing Gau Raksha Dal members brutally thrashing people. Satish was also booked under Section 377 of the IPC which criminalises unnatural sex after a youth from Saharanpur alleged that he was abducted and sodomised by Satish’s goons. “Now another Uttar Pradesh resident has told investigators that he was sodomised by Satish,” the sources said. The victim from Saharanpur had told a judicial magistrate that Satish, Bablu and 10—15 others had forcibly taken him to a cow shelter in Rajpura where he was sodomised. “Also, some goons had urinated in my mouth,” he alleged. Another victim had told the police last week that he was detained by the self-styled cow vigilantes, robbed and tortured. He also alleged that he was sodomised by Satish.
Minister’s comments, External Affairs Ministry Spokesperson Vikas Swarup said the Indian side “is sensitive” to Turkish concerns and Indian security agencies were “looking into” Ankara’s demand for closure of associations connected with FETO which were carrying out illegal activities. Asserting that terrorism, in all its forms and manifestations constitute a threat to India and Turkey, Mr. Cavusoglu said, “Therefore, exchange of information regarding these threats and bilateral and multilateral cooperation and solidarity against terrorism is crucial.” “This is what both Turkey and India are focused on,” he said. Talking about last month’s coup attempt, the visiting dignitary said that a clandestine faction led by FETO within the Turkish Army attempted to stage a coup on July 15 to overthrow the democratically elected government. Lauds Sushma’s “prompt support” “We appreciate the
prompt support to our democratically elected government by my Indian counterpart, External Affairs Minister Swaraj,” Mr. Cavusoglu added. More than 240 people died and over 1,500 others were injured as a fallout of the failed coup. Mr. Erdogan had blamed U.S.-based cleric Fethullah Gulen for the attempted coup last month. Mr. Gulen currently lives in self-imposed exile in the U.S.

NE W D E L H I , Au g 2 1 (Agencies): The mastermind behind the Holey Artisan attack in Dhaka and the murder of English professor Rezaul Karim at Rajshahi university is fugitive Jamaat-ul Mujahideen Bangladesh (JMB) leader Mohammed Suleiman, a key Islamic State operative held in India has revealed. Indian national Mohammad Masiuddin alias Abu Musa has told his interrogators that the April 23 killing of the professor and the July 1 attack on the upmarket cafe in Dhaka were linked to Suleiman, this is the first time such a claim has come to light, reported TOI. Musa also told investigators that Suleiman who had asked him to carry out ‘lone wolf ’ attacks on foreigners in India travelled to Kolkata two days after the professor’s murder and stayed at a hotel and was accompanied by another yet to be identified person associated with the jihadi outfit and IS. Agencies are trying to ascertain whether the person staying with Suleiman was Abu Ibrahim Al-Hanif alias Tamim Chowdhury, the emir (chief) of Islamic State (Bangladesh). Bangladesh has already expressed apprehension that Suleiman and CanadianBangladeshi Tamim could be hiding in India. Sources said Musa’s latest revelation gives credence to Bangladesh’s suspicion that Islamic State leaders associated with JMB used India as a “hideout”. The photographs and other details have already been shared by Bangladeshi authorities with their Indian counterparts. Top IB sources said according to Musa, the JMB leader works under a different name in Dhaka and was personally involved in the murder of the 61-yearold professor. The IS, through its media arm Amaq Agency, had claimed responsibility for the killing of the professor for “calling to atheism”.

Chairman of the Trust R K Mattoo said those who shouted ‘Azadi’ and antinational slogans should be identified and booked under the law to prevent such incidents in future. “I appeal to government of Karnataka not to play politics in this as the whole incident is of national security and anti-national forces raising their heads. Nip the evil in the bud please and do not allow this to spread to other parts of our dear nation ...Have a Heart and do not play politics,” he said. “Interestingly, the Karnataka government has chosen to
give a clean chit to Amnesty International even as a probe into the sedition charges (following an FIR by the ABVP) is underway,” he added. Yesterday, the state Home Minister G Parameshwara had said Amnesty International India has never involved itself in any kind of anti-national activities. “... I have not heard of Amnesty International being involved in any seditious activity so far,” he had said. Mattoo said Amnesty International should come out openly and condemn the “slogan shouting at the function organised by them and own the responsibility for the same... It (Amnesty) cannot take shelter under freedom of speech and at the same time ignore the responsibilities under the Constitution.” Mattoo, a Kashmiri Pandit, accused Amnesty International of being selective in its
protest against human rights violation and urged the NGO to publish a report on the “human rights violations and atrocities perpetrated by Lashkar-e- Taiba, Hijbul Mujahideen and its followers like Burhan Wani.” “Their reports should focus on the Sikhs under threat by separatists in the Valley and the victims in Shopian incident, where more than 2,000 Kashmiri Pandit employees were tortured and forced to flee and their reports should reflect on the bloodbath and terror unleashed by separatists in the Valley,” he said. He also demanded “imposition of ban on Amnesty International in India which has till date focused only on so called human rights violations by armed forces in Kashmir and totally ignoring killings of Kashmiri Pandits, security forces and role of terrorists in the valley.”

Chandigarh, Aug 21 (IANS): The Border Security Force has recovered four kg heroin along the India-Pakistan border in Punjab’s Amritsar sector, an official said on Sunday. The heroin, which is valued at Rs 20 crore in the international market, was seized in Uddhar Dhariwal area of Amritsar sector, BSF Deputy Commandant N.P. Negi said. BSF troopers heard a sound of something being thrown near the border fence. It is believed that smugglers from Pakistani side had thrown the packets containing heroin on the Indian side of the fence. The BSF has recovered over 161 kg of heroin along the border belt in Punjab so far this year.

India’s loosening frabic

an on cow slaughter and beef consumption have become extremely contentious issue laws becoming stricter in many states across the country and what prime minister Narendra Modi described as “anti-social elements by night the cow vigilantes by day” is a hard-hitting statement. However, the fact is that after the BJP came to power with a massive mandate, anti-beef syndrome gravitated into a phenomenon. Just when anti-beef ban turned into a communally divisive and controversial issue in 2015, union minister of state Minister Mukhtar Abbas Naqvi (himself a Muslim and married to a Hindu), had said those who wanted to eat beef “can go to Pakistan”. This highly provocative and communally divisive remark was taken head-on by his colleague union minister of state for home Kiren Rijiju, who asked , that as an Arunachalee and one who ate beef, could anybody stop him? Rijiju reiterated that eating habits were beyond other’s domain in a democratic country and such statements were not palatable. The Centre’s hawkish policy had not gone down well with North East BJP leaders who backed Riijiju and slammed Naqvi. These included then sports minister and present chief minister of Assam Sarbananda Sonowal, Meghalya state BJP unit president Khlur Singh Lyngdoh and then Nagaland state BJP chief Dr. M. Chuba Ao. After video clip of four Dalits in Una Gujarat were chained beaten and paraded to the Police station; a shocked parliament condemned the atrocity. With UP elections due next year and where Dalit votes play a crucial role, a visibly moved prime minister slammed the so-called cow protectors whom he described as “anti-socials”. The focus re-strengthening ban on cow slaughter and consumption seem to have given these cow protectors (Gau rakshaks) legitimacy even to lynch a person in Dadri in 2015. Also some transporting cow for whatever reasons, were either killed or badly beaten up and even forced to eat cow dung. Ironically right after Prime Minister Narendra Modi described cow protectors in Una as “anti-socials”, two BJP workers were brutally done to death allegedly by VHP and Bajrang Dal activists for transporting cows in a vehicle. These vigilante groups have mushroomed around the country. They are prone to taking over the role of law-enforcers, and meting out instant justice to whoever they apprehend ferrying cattle, regardless of whether these were sold and purchased legitimately. VHP leader Pravin Tagodia slammed Modi for describing Gau Rakshaks as “anti-socials” and accused the latter of making antiHindu remarks. The reaction from the VHP against the prime minister besides being a surprise also revealed how the inner working of the Sangh and BJP drive the vehicle of power. The prime minister, after being in power for two years has realised that India is totally different from Gujarat and the art of statecraft demands a balanced view. India is among the few countries where religion and caste are openly flaunted for political gain. With the statements of Sadhvis, Sakhis and Yogis the atmosphere of hate towards minorities saw a peak of communal hatred and divisiveness. The rise of anti-beef eating, love jihad or irrational thinking only damage and weaken the values of Indian democracy and principles of Indian Constitution and atmosphere of amity nurtured by Indian ethos for centuries. If Modi wants to truly be one who will be remembered for decades, he will have to prove what he has been saying.

If India has to keep its supremacy in the region, it cannot allow new strategic alliance succeed. China wants now a cool Indo-Pak border so that it can send its products also through the western borders. Modi has given a signal. As we turn around, we see conflicts, fights and dramas on tribalism issue in Nagaland. Nagaland is a land of festivals, of happiness, of great bonding and of great love. The Ministry of the I Unnoticed Blessed are the poor in spirit… —Matthew 5:3 The New Testament notices things that do not seem worthy of notice by our standards. “Blessed are the poor in spirit….” This literally means, “Blessed are the paupers.” Paupers are remarkably commonplace! The preaching of today tends to point out a person’s strength of will or the beauty of his character— things that are easily noticed. The statement we so often hear, “Make a decision for Jesus Christ,” places the emphasis on something our Lord never trusted. He never asks us to decide for Him, but to yield to Him— something very different. At the foundation of Jesus Christ’s kingdom is the genuine loveliness of those who are commonplace. I am truly blessed in my poverty. If I have no strength of will and a nature without worth or excellence, then Jesus says to me, “Blessed are you, because it is through your poverty that you can enter My kingdom.” I cannot enter His kingdom by virtue of my goodness— I can only enter it as an absolute pauper. The true character of the loveliness that speaks for God is always unnoticed by the one possessing that quality. Conscious influence is prideful and unchristian. If I wonder if I am being of any use to God, I instantly lose the beauty and the freshness of the touch of the Lord. “He who believes in Me…out of his heart will flow rivers of living water” (John 7:38). And if I examine the outflow, I lose the touch of the Lord. Who are the people who have influenced us most? Certainly not the ones who thought they did, but those who did not have even the slightest idea that they were influencing us. In the Christian life, godly influence is never conscious of itself. If we are conscious of our influence, it ceases to have the genuine loveliness which is characteristic of the touch of Jesus. We always know when Jesus is at work because He produces in the commonplace something that is inspiring.

t is absolutely obvious that God will never sleep even a single second. Since God is the creator, He is omnipotent, omnipresent and omniscient. Twenty four hours day and night He is working and looking after His creation. The earth never exists without the knowledge of God. God is everywhere, his grace and love is present in every human heart. Yes, the question if God sleeps for few a seconds seem to be ridiculous but I personally ask this question to know the busiest works of God. This is a philosophical question that no one can answer precisely about what things will exactly happen. Whereby, when I asked this question to my lecturers and my fellow friends they gave different opinions. Some says that when God sleeps for a few seconds the earth will change upside and down (Ulta Puta) in the sense the wicked people will turn down the world. Some says God give us the human will power so human being can look after the earth even though God sleeps for a few seconds. While other says the earth will remain and function as it is, since the universal law of God will remain constant. It is a debatable question asking is God the controller of this universe? Many people said yes He is, on the other hand some said He is not. Therein, no one knows the realistic works of God. In spite of controversy, I strongly believe that he is the controller of this universe. In the Oxford Dictionary the word sleep is defined as “To rest with the eyes closed and the mind and the body not active”. The God that refers is the “God of the Father, The Son and the Holy Spirit”. Yes it is absolute that God is an infinite being and He cannot be described like human being having eyes, mind and body. But this is the perception that assumes if God is like human being. For the assumption if God is like human being and fell asleep for a few seconds then imagine the active works of God will
be completely put to rest. His presence will be totally stopped. The powerful work will become powerless because sleeping person doesn’t have strength to defeat the awakening one. The cognition will absolutely stop from discerning what is right and wrong. In this way the forces of evil power can intervene and conquer the whole world. Everything will be completely under control by his power since Satan is the prince of this world. As the Bible said human beings are powerless without the spirit of God therefore one cannot defeat the enemy without His spirit. The authority over the Satan will be diminished. The human will power will be rheostat by the devil. The humans mind can be directed under the guidance of the devil, therein, the despicableworks can happen all around the world. Million and millions of life will be taken away. The entire world can be full of destruction since the works of Satan is only for destruction, killing, hatred, war and so on. The wicked will overpower the righteous. There can be a massive blast around the entire world. Astonishing works can happen without any consciousness. This is transcendental question trying to guess and perceive about God nature with limited knowledge. Realizing that God’s grace and love is present for everyone even though people are so ignorant about His presence. The spirit of God is working spontaneously without any rest. Thereby every Human being should realize that God’s presence and guidance is on for twenty four hours extending help to the one who needs help and sees every abomination works of human beings but passionate to forgive and forget. ooking at the recent development and debate on the 33% for women reservation in urban local bodies in Nagaland we are witnessing a turbulence whether reservation is justify for women or as some have argued not the right time for implementation to empower women. Despite amid obstructive theatrics from various corners against the bill, the Government of Nagaland decided to implement 33% reservation for women. A French Philosopher by the name Jean-Jacques Rousseau quotes “Man is born free; and everywhere he is in chains”. In this quotation Rousseau explain that people deserve to be free but that they are chained by the societies in which they live. For Rousseau, a society may legitimately coerce its people only when they agree to be ruled by that society and increased their safety and cooperation. The governance of our Naga tribes is the society and is it the legitimacy for society the end in itself justifies the denial of individual freedom for personal development. I should say, to be a part of the society and be within its whole is needed for an individual but it should not restrict any individual progress and development for a better society as society is an association of association. History has shown men denying women the so called Equality. Our religion, our organisations and all countries at certain point of time have deprived women of their due. Women are suppressed and ill-treated. Even the urban elite women too feel they are discriminated as they are not allowed to play a significant role in the decision making in public affairs. Women reservation quota is one aspects of women voice calling for equality not to make them equally with men per se but venturing out what is due to be given.
It is no doubt that women possess exceptional qualities that men don’t possess. These qualities are crucial for bringing progress and wellness not only in our family but also in any society. And if the society lacks progress and wellness, it is because women have not been allowed to play the role they are created for. Our Naga society is generally regarded as liberal but behind the veil women are suppress through various form of discrimination. It is the uniformly and strongly chauvinistic mindset that has provided a resistance for women participation in the political process. It is high time that we give opportunity for women to participate in the politics of Nagaland and consider as a tool to improve representation of the marginalised society. Moreover, to empower women it can be achieve only through their active participation in the political process and not making them an outsider and observer of the politics. It is only then a vibrant Naga society will exist where gender equality is expressed and it is extremely vital as it will know the views of both the sexes to develop an egalitarian society. We need to overcome gender prejudice and it is only through such kind of affirmative action the best way to usher social and gender justice. Moreover, it is time for women to be more vocal and to take ownership of their own destiny. In the end, I would like to rephrase Shri. C.K. Prahalad views on ‘perception on the poor’ with respect to women “If we stop thinking of Naga women as inferior or as obstacle and start recognising them as resilient and creative women and value conscious humans, a whole new world of opportunity will open up”. Why Indo-Naga political issue must be settled at the earliest
(From previous issue) NE is the gate way for the India to look east. The major hurdles that India faces to take forward the East and Far-East nations mobilisation is buried in NE. Once India succeeds to clear this way successfully with the confrontations faced at the region, it will not only serve the east ward policy and the internal security problems, but also signal a clear message to the neighbouring nation’s perception on the claim over some part of the NE region. India capabilities to take the global stage will have to go these tests. But to prove this, some of the state interests have to be sacrificed for the greater cause of the country. For many decades, so far, no political party have dared to cross the line of party interest on this ground. Indian Further Growth Potentials North East India is also one of the most richly deposited natural resources in India, yet the region continue to be one of the most undiscovered land till today. Crore of rupees are poured into the region for various development works. But as the state government management to take control of the state administration, has to go with the parallel government of the regional insurgencies. Thus, the growing progresses of most part of the region are at stagnant. The development prospects of the NE were always derailed with the fund diversion to many unknown allocations apart from the interference of developmental projects at every junction. This has led to rampant corruption among the government personnel as well. Therefore it is an urgent call that the GoI settle the hurdles of these regional problems. NE India can be a wonderful tourist destination domestically as well internationally once the situations are settled to normalcy. The unbound natural beautifies, different tribals traditional practices which are
still intact in many places in these areas which have attracted many European anthropologists in the 19th centuries. This is also the meeting point where the South East Asian meets the Far-East countries. But the prevailing situations has silence any investment from both the public and private sectors. India’s strength to demonstrate in tackling the internal issues and its capabilities to commend the global political leadership, the issues of the NE India has much to be measured in which Central government has not shown much interest for many decades. Of course, questions such as how Naga’s insurgencies have served as the mother sources of the regional insurgents resuscitation? Can the GoI content or do away the other regional rebellion groups with the settlement of the Naga’s political issue? Among many others, these are some apprehensions that people with knowledge of NE Indian problems are very sceptic about. NE insurgents groups are interlinked at a point or the other
in spite of their different claims from each state government to which no one can deny. Yet Naga’s issue has its genuineness which the GoI have even recognised as ‘unique’ in 1998. Also at the global support point, the Naga’s right for self-determination have gone internationally. To make an amicable solution with the Nagas may not be the immediate answer to content the other insurgents operating groups of the region. But if, given the willingness on the part of the GoI, the NE regional problems with arms conflict will be weaken of its own. To arrive at the Naga’s long standing problem, is therefore not the question of ‘should’ or even ‘needs’, but it is the matter of MUST for the India as well as for the North East region from the internal necessities and at the global political forums. The current power fluctuations and erratic supply of power in Dimapur in the recent months has send the temperature of the citizens soaring high with no respite from the escalating heat and the current de-escalation of power supply in Dimapur is creating havoc both in the lives of the people as well as the business community, which is largely hard hit. Power in Dimapur has become like a person attending to a sick patient not knowing what will follow next. Mishap averted after SpiceJet Those who held power in Kashmir aircraft comes close to Emirates now adding fuel to fire: BJP NEW DELHI, Aug 21 (PTI): A mid-air mishap was averted due to an auto generated warning after a SpiceJet aircraft came in close proximity of an overflying Emirates plane in the Indian airspace. The incident which occurred on August 11, involving SpiceJet Hyderabad flight from Chennai (SG 511) and Emirates’ Dubai-bound Brisbane flight (EK 433), is currently being investigated by the aviation regulator, DGCA sources said. Earlier this month, a mid-air collision between two IndiGo planes, carrying over 225 passengers and crew, was averted over Dhaka airspace after the pilot of one of the flights steered away his aircraft to a safe distance when they came perilously close to each other. According to sources, SpiceJet flight SG 511 was cleared for 34,000 ft and advised to standby to climb further. “ H oweve r, S G 5 1 1 climbed above the permitted
level without clearance. It was then asked to maintain 35,000 ft but the aircraft overshot by a 1,000 ft, a level that EK 433 was maintaining,” they said. This forced the Emirates flight to climb further and increase separation, with both the aircraft receiving TCAS alert, sources said. TCAS monitors the airspace around an aircraft for other aircraft equipped with a corresponding active transponder, independent of air-traffic control, and warns pilots of the presence of other transponder-equipped aircraft which may present a threat of mid-air collision (MAC). “Emirates can confirm that flight EK433 Brisbane to Dubai on August 11, whilst in Indian airspace, received indications of proximity traffic. The flight crew correctly followed the on board system guidance to remain clear, following which they reported the occurrence to Air Traffic Control. “At no time were passengers in any danger. The safety of our passengers
and crew as always is our top priority,” Emirates said in a statement. However, according to SpiceJet sources, the ATC instructed it to climb and maintain 36,000 ft due to traffic at 37,000 level but “while passing flight level 35,000, ATC instructed the pilot to stop climb. By that time the aircraft had climbed to 35,400 feet. Our flight descended back to 35,000, and during which SpiceJet aircraft got descend resolution advisory.” Sources at the Directorate General of Civil Aviation said that the incident is being investigated and would soon be handed over to the Airprox Investigation Board (AIB). NEW DELHI, Aug 21 (Agencies): Accusing opposition parties of Jammu and Kashmir of trying to stoke the ongoing unrest in the Valley, BJP on Sunday said it was “unfortunate” that those who held power for long and are responsible for the problems in Kashmir, are now “adding fuel to the fire”. A day after a delegation of parties, including National Conference and Congress, led by former chief minister Omar Abdullah met President Pranab Mukherjee and hit out at the Centre for not acknowledging that the Kashmir problem was “political” in nature, BJP said the meeting was nothing but a “photo-op exercise”. “It is very unfortunate that those parties who were long in power and due to whom the Kashmir problem persists, are now adding fuel to the fire there. Their meeting with the President was nothing but a photo-op exercise,” its national secretary Shrikant Sharma said. Congress had boycotted a meeting called by home minister Rajnath Singh during his visit to Kashmir.

Five held after shootout with police in Delhi New Delhi, Aug 21 (IANS): At least five persons, who were wanted in several criminal cases, were arrested here on Sunday morning following a shootout with the police, an official said. A Delhi Police constable and two of those arrested received bullet injuries in the gun fight that took place around 10.15 a.m. in west Delhi’s Rohini Sector-24 area. “Two of those arrested -- Sudhir and Vijay -- and one policeman Pradip received bullet injuries,” Deputy Commissioner of Police Vikramjit Singh told IANS. Pradip sustained injury in his thigh, the official said. Another police official close to the investigating team told IANS that the other three accused were identified as Sanjay, Farman and Sunny. The officer said the police laid a trap and intercepted the criminals when they were moving in their vehicle near Begumpur check post -- a few metres away from the shootout spot.

Javadekar for giving IITs, IIMs accreditation body status PUNE, Aug 21 (PTI): Union Human Resource Development Minister Prakash Javadekar on Saturday said the government will float an idea to enable IITs and IIMs become accreditation bodies so that burden of the National Assessment and Accreditation Council (NAAC) will be eased. “Currently we have only NAAC as an accreditation agency and there are over 38,000 colleges and 700 universities in the country and on yearly basis 800 to 100 educational institutes are being assessed by NAAC,” Mr Javadekar said while interacting with students at the Indira Group of Institutes in Pune. “Thus, we are going to float an idea in which Indian Institute of Technologies (IITs) and Indian Institute of Managements (IIMs) will be
asked to become accreditation bodies so that there will be multiple choices in front of the institutes and accreditation will be completed in limited time and we can go for more quality education,” said the Minister. Asked despite having quality institutes, Indian institutes lag behind in global ranking, he said at the global level while ranking the institute, 40 per cent weightage is given to perception. “We have to fight a perception battle as there are two major rankings - Time and QS and in both the rankings, 40 per cent weightage is given to perception ... how your institute is perceived world over, so we have decided to use our alumni, Indian diasporas, we will use many things to build up that perception,” the senior BJP leader added.

Hyderabad, Aug 21 (PTI): A day after Rahul Gandhi’s veiled attack on the BJP and Sangh Parivar, Union Minister Venkaiah Naidu today blasted him saying one who expresses solidarity with extremists, fundamentalists and communalists was trying to preach about the unity of the country despite having “no moral right” to do so. New Delhi, Aug 21 (PTI): As a growing power, India has a role to play in meeting the challenge of terrorism, Syrian President Bashar al-Assad has said as the two countries agreed to upgrade their security consultations. Assad made the assertion during a meeting with Minister of State for External Affairs M J Akbar when the latter called on him yesterday during his Syria visit. “There was an agreement between both sides for further upgrading security consultations,” the sources said. However, the sources did not mention the level to which they have been upgraded to. During the meeting, Assad also welcomed India’s objective position on the conflict in Syria and both leaders acknowledged that terrorism was a global problem, sources said. “As a growing power, India has a role to play in meeting the challenge of terrorism,” sources quoted Assad as saying. On his part, Akbar, during their meeting, said the age of destruction should give way to the age of reconstruction in Syria. Assad also invited India to play an active role in the reconstruction of the Syrian economy. Both leaders agreed that as secular nations, India and Syria believe in faith equality.

NEW DELHI, Aug 21 (PTI): In a customerfriendly move, public sector lender Punjab National Bank (PNB) has made locker visiting facility free for its customers. Earlier, the customers were allowed 12 free visits at lockers in an year. Now, the PNB locker holders can make any number of visits in an year without paying any additional cost. The new rule has been put in place since August 1, 2016. “It is a customer-friendly move. The new rule has been put in place so as to encourage customers,� a bank official said. “With this, PNB has become the first public sector bank to make locker visiting facility free for its customers,� the official added.
PNB used to charge customers Rs 50 per visit after the limit of 12 free visits in an year. Banks in general charge customers to visit lockers beyond a permitted level in an year. “We are getting a very good and positive response from our customers. Particularly, the women customers are really happy with the free locker visit service,� the bank official said. As per PNB locker operational guidelines, a high risk lessee is required to operate the locker at least once in an year while medium risk lessee at least once in three years. “Non-operation of locker within the stipulated period may lead to breaking open of locker, irrespective of the fact that rent is paid by locker hirer regularly,� PNB said.

New Delhi, Aug 21 (PTI): GoAir plans to hire 500 personnel, including pilots, in the coming months as the budget carrier prepares to expand its aircraft fleet and fly overseas next year. Gearing up to implement its ambitious expansion plans, the Wadia group carrier is looking to have 26 aircraft by end of March next year from the current fleet strength of 21, a senior official said. The airline’s CEO Wolfgang Prock-Schauer said plans are on for listing and it would happen at the “right time�. “We will expand our fleet by up to 26 aircraft by the end of March next year. We need to build up for the expansion that we are going for. Every aircraft (inducted) needs 100 increase (in manpower) approximately. So we will naturally hire,� he told PTI. This would translate to hiring requirement of at least 500 personnel, including a significant number of pilots. At present, GoAir’s head count is around 2,300, Mr Prock-Schauer said. GoAir has 21 Airbus A320 aircraft, including A320neos which are more fuel-efficient. NE W DE L HI, Au g 21 (PTI): Markets regulator Sebi launched 614 proceedings against the entities which defaulted on payment of penalties in 2015-16 and recovered dues worth over Rs 224 crore. In comparison, the number of attachment proceedings initiated by the Securities and Exchange Board of India (Sebi) in 2014-15 stood at 1,619. These proceedings involve attachment of bank accounts, lockers, shares and debentures, among others. The move comes after entities failed to pay penalties imposed on them for violations of various securities market regulations. Sebi is empowered to recover money from persons who fail to pay the penalty imposed by adjudicating officers or fail to comply with any direction of the board for refund of money or any violation of the disgorgement order. “During 2015-16, Sebi

Hyderabad, Aug 21 (PTI): Union Labour Minister Bandaru Dattatreya today said that EPFO will raise proportion of its investments in exchange traded funds (ETFs) from the present 5 per cent and a final decision on the quantum for current fiscal would be taken very soon. SBI Mutual Fund and UTI Mutual Fund will manage the corpus of the retirement fund in ETFs, he said. As on July 31 this year, amount invested in ETF by Employees’ Provident Fund Organisation (EPFO) is Rs 7,468 crore and the market value of this as on date is Rs 8,372 crore, which shows a positive return of 12.10 per cent, the minister said. “An emergency meeting of Central Board of Trustees (CBT) of EPFO will be convened soon and a final decision on how much (increase in quantum of investments in

Tehran, Aug 21 (AFP): Iran released images of its first domestically built longrange missile defence system today, a project started when the country was under international sanctions. Images on multiple state news agencies showed President Hassan Rouhani and Minister of Defence Hossein Dehghan standing in front of the new Bavar 373 missile defence system. The system was designed to intercept cruise missiles, drones, combat aircraft and ballistic missiles, according to earlier statements by Dehghan. The project was launched as an alternative to the Russian S-300 system, the delivery of which was suspended in 2010 due to sanctions imposed over Iran’s nuclear programme. “We did not intend to make an Iranian version of the S-300 -- we wanted to build an Iranian system, and we built it,” Dehghan told the IRNA news agency over the weekend. In an earlier speech at Friday prayers, he said: “Our missile power is at such a level

They had been found guilty of involvement in the “Speicher” massacre, named after a base near Tikrit where up to 1,700 recruits were kidnapped before being executed in a massacre claimed by the Islamic State group. “The executions of 36 convicted over the Speicher crime were carried out this morning in Nasiriyah prison,” a spokesman for the governor’s office in Dhiqar, the province of which Nasiriyah is the capital, told AFP. “The governor of Dhiqar, Yahya al-Nasseri and Justice Minister Haidar al-Zamili were present to oversee the executions,” Abdelhassan Dawood said. “They were transferred to Nasiriyah last week after the president approved the executions,” he said, referring to the necessary green light from Fuad Masum. Highly-placed sources confirmed the date for Prachanda’s India visit though it is yet to be officially announced. This will be Prachanda’s first foreign visit after assuming office earlier this month. Deputy Prime Minister and Home Minister Bimalendra Nidhi, who was on a visit to India as Prachanda’s special envoy, had discussed with Indian officials regarding the visit, according to Indian embassy sources here. Today’s confirmation of the date comes a day after Prime Minister Narendra Modi extended an invitation to Prachanda to visit India at the earliest when Nidhi called on him. Washington, Aug 21 (CNN): In the most direct public warning to Moscow and Damascus to date, the new US commander of American troops in Iraq and Syria is vowing to defend US special operations forces in northern Syria if regime warplanes and artillery again attack in areas where troops are located. “We’ve informed the Russians where we’re at ... he ongoing reality singing competition, Voice of Nagaland season 3 is headed for the grand finale after the semi-final round was held at hotel Acacia, Sunday afternoon. Saturday’s show saw two rounds – live round with the band and the semi final round, were held back to back.
Basing on the performance of the contestants, three contestants were eliminated after the live round with the band. Following which the semi final round was held. Four contestants were eliminated during the semi final round but a contestant was given the people choice entry. Eight contestants would

merican boy band mogul Lou Pearlman has died in prison at the age of 62. Pearlman launched the careers of the Backstreet Boys, the best-selling boy band of all time, and NSync, among others. He was jailed for 25 years in 2008 over a massive $300m (£153m) Ponzi fraud scheme. NSync singer Lance Bass tweeted that Pearlman was not the best businessman but that he would not be where he was without his influence. The cause of death has not yet been revealed. Pearlman was inspired by the success of New Kids on the Block and formed his own record label, launching a $3m talent sweep that in 1993 selected five unknowns to be the Backstreet Boys. They went on to sell 130 million records. NSync were also a huge success, selling more than 55 million. Pearlman later managed other boy bands such as LFO, Take 5, Natural and O-Town, and the girl group Innosense, which initially featured Britney Spears. he sixth Mission: Impossible film is reportedly being delayed because Tom Cruise and Paramount Pictures cannot agree on the actor’s salary. The follow-up to last year’s Mission: Impossible – Rogue Nation, which grossed over $680 million (£520 million) at cinemas globally, had been due to start shooting in the New Year. Rogue Nation writer-director Christopher McQuarrie is on board to direct again from a self-penned script, with JJ Abrams due to serve as a producer. However, sources have apparently told The Hollywood Reporter that Cruise
and the studio are still at loggerheads over what cut of the film’s eventual profits the actor will receive. Cruise is said to want a
payment package that matches his lucrative deal for the upcoming big-budget reboot of The Mummy, which is due to hit cinemas in June 2017.
Neither Cruise’s camp nor the studio have commented on this report. Paramount was originally eyeing a late 2017 release for Mission: Impossible 6, whose full title has yet to be announced. At the moment, however, the film has no specified release date. att Roberts, former guitarist in 3 Doors Down, has died at the age of 38. The musician, who was a member of the US post-grunge band from 1996 to 2012, was found dead in his hotel room in West Bend, Wisconsin, where he was due to perform at a charity event for war veterans. The cause of death has yet to be determined, CNN reports, and an autopsy has been scheduled. Roberts was travelling with his father, Darrell, who was in an adjoining hotel room at the time of his son’s death. Darrell Roberts told CNN that his son had struggled with anxiety and prescription drug problems in recent years.
“I know he had prescription drug addiction. He suffered greatly from anxiety,” he said. “It’s crazy as a performer; he never liked crowds or liked places he didn’t know about as a baby, as a child, and this was his way of dealing with it and me and him talked about it often.” “I thought he had beaten it all,” he added in reference to his son’s prescription drug addiction. Rio de Janeiro, Aug 21 (IANS): Reinstatement of the Russian athletics federation in the International Association of Athletics Federations (IAAF) is a priority, President Sebastian Coe said on Sunday. “The reinstatement of the Russian athletics federation is a priority. The IAAF Taskforce met in Rio (16) during the Games and hopes to resume discussions with the Russian Olympic Committee’s Interim Coordination Committee to establish a clean, safe environment for its athletes so that its federation and team can return to international competition,” Coe said at a press conference. The reinstatement process will continue after receiving the response of the IAAF Commission’s report, Coe said. He added that the IAAF intends to continue working with Russia’s Interim Coordination Committee and it is important not to lose time. Russian track and field athletes were banned from the 2016 Rio Olympics because of the disqualification of the All-Russian Athletics Federation (RAF).

Barcelona, Aug 21 (IANS): Lionel Messi and Luis Suarez led Barcelona to a comfortable 6-2 victory at home over Real Betis as the reigning La Liga champions opened their title defence with a convincing display of passing football and devastating finishing on Saturday. Messi scored twice and Suarez netted a hat-trick as Barcelona started the new season. Before the game kicked off the Barcelona footballers received the trophy for winning last season’s title and they started the game as if they were in a hurry to add this season’s crown to it. Spain, which secured its first every medal in this competition with a convincing 68-54 win over Serbia in Thursday semi-finals, was competitive with the Americans in the early going and only trailed 21-17 after the first quarter, Efe news reported.
But the US team switched to a higher gear and took a 49-32 lead at the intermission against Lucas Mondelo’s squad, which not only found itself far behind on the scoreboard but had two of its best inside players -- Astou Ndour and Laura Nicholls -- in foul trouble. Diana Taurasi made a pair of 3-pointers to give the Americans a double-digit lead in the second quarter before Maya Moore took over shortly before halftime to essentially put the contest out of reach. Aisen wins China’s 7th diving gold Rio de Janeiro, Aug 21 (Agencies): China won its seventh gold in eight diving events at the Rio Olympics, showing off the superpower’s depth with a less heralded champion in men’s 10-meter platform. Chen Aisen claimed the title with 585.30 points Saturday night, displaying the greatest consistency throughout the six-round contest. Three times he topped 100 points on his dives, closing the contest with one that earned perfect scores of 10. “I never thought I would get this medal for diving and I am still in a state of shock,” he said through a translator. Chen hit a back 2 1/2 somersaults with 2 + twists, barely making a splash as he sliced the water for 108.00 points -- the highest score of anyone in the final. “There’s a lot of young guns in this sport now,” defending champion David Boudia said, “and it’s cool to see them step up their game.” Chen had never won a major international 10-meter individual title, having more success in synchronized platform, winning gold in Rio and at last year’s world championships. Expectations were high from Yogeshwar, a London Olympics bronze-medallist, and he was touted as a strong medal prospect. But he looked
a pale shadow of his previous gritty self in the 0-3 loss to Mandakhnaran in the qualification round bout. After his loss in the qualification, Yogeshwar’s only hope of making the medal round depended on his Mongolian opponent reaching the gold medal bout. However, Mandakhnaran went down 0-6 to Russia’s Soslan Lyudvikovich Ramonov, the gold medallist at the 2014 World Champi-
onship in Tashkent, in the quarterfinals to end the Indian grappler’s dream of signing off with a medal. The five-member Indian wrestling team thus finished its campaign with just a solitary bronze won by Sakshi Malik in the women’s 58kg category. Golfer Aditi ends Rio campaign at 41st spot Rio de Janeiro, Aug 21 (IANS): Indian woman golfer Aditi Ashok finished her maiden appearance at the Olympics at the 41st spot after a five-over 76 that took her cumulative score to seven-over 291 here. The 18-year-old, who scored a 79 in the third round, continued to struggle on Saturday as she started off with three bogeys and a double bogey that gave her a 76. She failed to earn a single birdie throughout the day. With two consecutive over-par rounds, she undid her good work of first two rounds that yielded three-under 68s. She got off to a poor start after getting a bogey on the first hole and a double bogey on the par-four third meant that it was going to a difficult day on the course for the youngest golfer at Rio. Meanwhile, South Korean Inbee Park clinched the gold with a total score of 16-under 268 (66-66-70-66), while New Zealand teenage sensation Lydia Ko scored 11-under 273 (69-70-65-69) for the silver. China’s Shanshan Feng, with a cumulative score of 274 (70-67-68-69), settled for the bronze.
