Solution should be inclusive: NTC to PM

DIMAPUR, AUG 22 (NPN): Nagaland Tribes Council (NTC) in a memorandum submitted to the Prime Minister of India, Narendra Modi through Nagaland Governor has categorically stated that it would not accept “mere population integration” of people and that solution should be inclusive with prior consent of all stakeholders including all Naga National Political Groups (NNPGs). NTC president Lendinoktang Ao and general secretary Nribemo Ngullie stated that the council was constrained to write to the PM, “concerning our inherent rights, since the indigenous inhabitants of Nagaland were not at all aware of the contents of the frame work agreement. In view of the 18 years of political negotiation between the Government of India and NSCN (I-M) and the contemplation to arrive at a conclusion, NTC said “if not for physical integration of both land and its people; it can never accept mere population integration”. It further made known to the Prime Minister that NTC steadfastly stood for “inclusive solution”. “In the event of any negotiation leading to finalization of any agreement under Framework covering

Making it explicitly clear to the Prime Minister of its stand, the Nagaland Tribes Councilsaid Nagas of Nagaland were not in a position “to accept any point under Framework that either modify, dilutes or infringes upon any provision in Article 371(A) under any circumstances.” While stating that the pioneers of India considered Nagas of Nagaland vulnerable, the council however said that they (pioneers) found the tradition, culture, lands and its resources as an inalienable part of life of the Nagas and felt the need to protect and preserve them in the interest of both the Nagas and the country. “In view of providing legal insulation from possible

exploitation, the conditions in 16-Points memorandum of 1960 were incorporated in Article 371(A) of the Indian Constitution at the creation of the 16th State of Nagaland,” NTC said. Reminding the Prime Minister that point no. 13 of the 16-points memorandum referred to integration of Naga contiguous areas, to this NTC said it would “uphold the principle of amalgamation of all the Naga inhabited areas in the North East India into a single administrative unit, and this has been the long cherished desire of the Nagas of Nagaland.” Basing on the “fact of the natural law that the land and its people are but one and inseparable”, NTC said “Naga Integration should therefore evolve the coming together of the Nagas with their lands to live in a single state.” Nagaland being one of the smallest states in terms of geographical area (16,579 Sq. Kms) having almost 2 million populations, NTC said for survival of the ethnic indigenous inhabitants and with the limited area of land, “we cannot afford to allow Nagaland to become the concentration camp or designated area for all hue.”

China warns India against deploying cruise missile in NE NEW DELHI, AUG 22 (AGENCIES): Weeks after Government of India cleared the deployment of a special version of the BrahMos cruise missile in the North East, China has warned that such a move would have “a negative influence” on stability along the border. Earlier this month, cabinet committee on security, chaired by Prime Minister Narendra Modi, cleared the raising of a new regiment to be equipped with an advanced version of the BrahMos developed for mountain warfare at a cost of more than Rs 4,300 crore. A commentary over the weekend in PLA Daily, official publication of People’s Liberation Army, said the deployment of the supersonic cruise missiles could lead to countermeasures by China. “India deploying supersonic missiles on the border has exceeded its own needs for self-defense and poses a serious threat to China’s Tibet and Yunnan provinces,” the commentary said. “Deploying BrahMos missiles is bound to increase competitiveness and confrontation in Sino-Indian relations and bring a negative influence to stability of the region,” it added. The piece noted other steps taken by India to beef up its capabilities along the border with China, such as the deployment of UAVs and Su-30 combat jets, and claimed such moves were part of a policy of “counterbalance and confrontation”.

Myanmar assures India not to allow insurgents use its soil

NAY PYI TAW, AUG 22 (PTI): Myanmar on Monday gave an assurance that it will not allow any insurgent group to use its territory against India. The assurance comes in the backdrop of certain insurgent groups from North Eastern states using Myanmar for launching attacks against India. The Indian army had carried out a major operation against these groups in June last year along the Indo-Myanmar border. External Affairs Minister Sushma Swaraj, who arrived here on a day-long visit, held talks with Myanmarese leaders on key bilateral issues, including cross-border activities by certain insurgent groups. “Myanmar leadership assured that they will not allow any insurgent groups to use any territory for action against India, (that) they all recognised is a friendly country which has stood by people of Myanmar and they look forward to a very productive partnership with India as Myanmar continues on its journey of peace, progress and development,” MEA Spokesperson Vikas Swarup told PTI. Swaraj’s visit also comes just days after the Indian Army had an encounter with NSCN (K) militants in Nagaland who were trying to enter the country from Myanmar. While reports suggested that the Indian Army had crossed over to Myanmar, it was officially de-

nied by India. In the first highlevel visit from India after the civilian government assumed office here, Swaraj called on President U Htin Kyaw and held extensive talks with State Counsellor and Foreign Minister Aung San Suu Kyi during which she conveyed India’s commitment of “all help” to the new government. Describing India as a friendly country, Myanmarese President told Swaraj that he looks forward to a “very productive partnership”. Swaraj also discussed with the Myanmarese leadership how India can help in Myanmar’s development efforts. They discussed a number of areas of possible collaboration such as power. India is already supplying 3

MW electricity to Myanmar through the Moreh-Tamu link but this can be further upgraded, Swarup said. Congratulating Suu Kyi on her party’s victory in the “first genuine election”, Swaraj assured her of “all help”. “India is committed to strengthening your democratic institutions and socio-economic development of your people,” Swaraj said during her meeting with Suu Kyi, whose National League for Democracy party won a historic landslide election last year that finally brought an end to five decades of military rule. Swaraj said this was the message of Prime Minister Narendra Modi and President Pranab Mukherjee.

Myanmar denies clash between Army, Naga rebels

Myanmar military authorities have denied that there was a recent exchange of gunfire on its soil between the Indian army and NSCN (K), the media reported on Monday. The denial referred to some reports that the Indian Army entered the Myanmar territory and fought with Naga rebels on August 19 and that the fighting lasted for three hours, Xinhua news agency reported. Myanmar military’s information quoted witnesses as saying that the gun battle occurred inside India, one mile west of the Myanmar-India border, and not in Myanmar. However, Myanmar military columns on the border were on full alert to ward off foreign troops from entering the country, the military authorities said. Myanmar would neither accept nor encourage any armed group to station on its soil to potentially terrorise the government, it said. The authorities insisted that Myanmar armed forces was working in tandem with Indian army and rendering cooperation in patrolling the border and exchanging information.

KU Chen unit flays August 19 strike D I M A P U R , AU G 2 2 (NPN): Konyak Union (KU) Chen unit has strongly condemned what it described as “provocative cross-border strike by the Indian Army’s 12 Para,” which allegedly crossed the international border near border pillar 151, near Chenmoho village and resulted in exchange of gunfire with the NSCN(K) at around 3.30 a.m. on August 19 last. In a press release, KU Chen unit president T.P. Pongyao Konyak appealed for peace in the region and maximum restraint from Indian Army and NSCN (K). It also called for avoiding any propaganda from both sides that could create further confusion and disturbance for the public. KU unit said the “provocative raid” would only intensify the conflict of war and causality on civilian life and loss of property and great deal of hardship in the normal activity of the villages across border, which was “otherwise a peaceful border area.” Asserting that there has been international furore over such cross border strike, KU unit said, “This charged and disturbed activity happened while the peaceful regions of Chenmoho, Chenloisho and Wangti and the neighbouring villages - Throilu, Hoyat, Nyanching and other villages across international border (Cont’d on p-5)

G U WA H AT I , AU G 2 2 (AGENCIES): A chilling ISIS-style video -- showing a young man kneeling, asking for help, surrounded by five masked men holding guns -- has been released by the banned militant group ULFA (United Liberation Front of Assam). The man is 27-yearold Kuldeep Moran, whose father is a BJP leader and uncle a BJP legislator in Assam. The ULFA -- notorious for a series of kidnappings and killings in the northeast -- has demanded Rs. 1 crore for his release - a ransom amount unprecedented in the organisation’s 37-year history. This is also possibly the first time the organisation has released a ransom video like this. The son of BJP leader Ratnaswer Moran and nephew of party lawmaker Bolin Chetia, Kuldeep was kidnapped from Arunachal Pradesh’s Changlang district on August 1. Four days ago, media houses received the email from ULFA demanding ransom.

The email to the media houses was sent by Arunodoy Dauhotia, assistant publicity manager for ULFA (I)- the faction led by Paresh Baruah. The video is similar to the ones released by terror group ISIS of victims who have subsequently been beheaded, mostly on camera. “We’ve never had such a huge ransom demand, nor a video in ISIS style,” said M Mahanta, SP, Tinsukia district. “We are in touch with Arunachal Pradesh police to identify the location where it was shot.” Bolin Chetia, BJP legislator from Sadiya in Tinsukia district, said, “We are shocked. The government has ordered a full probe.” Kuldeep, who is married, was working with Chetia.

NEW DELHI, AUG 22 (IANS): Prime Minister Narendra Modi on Monday told Jammu and Kashmir opposition parties that “there has to be a dialogue” to end the weeks-long unrest in the valley but any solution to the problem will be “within the Constitution” of India. The Prime Minister’s statement indicates that the government may be considering some political initiative on Kashmir where the overfive weeks long agitation has left nearly 70 people dead in clashes between pro-freedom protesters and security forces. Opposition parties in Delhi as well as in Kashmir have been pressing for political solution to the unrest. At a meeting with a delegation of opposition parties from the state, Modi expressed “deep concern and pain” over the violence in Kashmir and the loss of lives in the unrest. “Those who lost their lives during recent disturbances are part of us, our nation. Whether the lives lost are of our youth, security person-

nel or police, it distresses us,” Modi said, according to an official statement from the Prime Minister’s Office. “There has to be a dialogue and we need to find a permanent and lasting solution to the problem within the framework of the Constitution,” he said. Leaders of Kashmir opposition parties led by former Chief Minister Omar Abdullah urged the Prime Minister for a political initiative to deal with the unrest, complaining that the state and central governments had shown no political will to respond to the crisis -- the deadliest Kashmir has seen in six years. Abdullah said they told Modi that Kashmir was not an issue related to the development or the lack of it. “It is a political issue and we told the Prime Minister that we need a political approach to deal with the situation in Jammu and Kashmir,” Abdullah told IANS. “If we don’t find a political solution to this, then every time we’ll repeat the

same mistake.” The National Conference working president said the they handed over a memorandum to the Prime Minister warning him against the “tried and tested formulations of dealing with the issue in Kashmir administratively rather than politically”. “We are of the firm opinion that the central government should waste no further time in initiating a credible and meaningful dialogue with all stakeholders to address the unrest.” State Congress chief G.A. Mir said the meeting with Modi may augur well for Kashmir. “The Prime Minister agreed that development isn’t the only way out, indicating a thinking that a dialogue over Kashmir is being considered. We are hopeful that it will happen soon.” But Congress spokesperson Manish Tiwari said the government had an incoherent policy over Kashmir with Modi and Finance Minister Arun Jaitley “not on the same page”. He was referring to Jaitley’s remarks in Jammu on Sunday, ruling out any dia-

logue and warning that those indulging in violence would be dealt sternly. The Prime Minister’s meeting with the Kashmir politicians comes as the valley remained under strict curfew for the 45th day in a row. The valley has been on the boil amid violent clashes between stone-throwing protesters and security forces since the July 8 killing of rebel commander Burhan Wani. The clashes have also left thousands of people, including children, injured, mostly in pellet firing. Hundreds of the injured have partially or fully lost their eyesight after being hit by pellet guns -- a dangerous mob control weapons used in Kashmir. The Kashmir delegation sought an “immediate ban on pellet guns” and also urged the Prime Minister “to advice relevant quarters against the policy of mass harassment, raids, and arrests” in the valley. “This has worsened an already volatile situation and also goes against the values and principles of democracy.”

D I M A P U R , AU G 2 2 (NPN): Alleging that various departments were awarding contract and supply works through table tender without inviting open tender, the Nagaland Contractors’ and Suppliers’ Union (NCSU) has urged the state government to immediately stop such practices and cancel all the work orders issued through table tender and call for fresh open tender by inviting all the eligible contractors. In a press release, NCSU president Pele Khezhie and general secretary John Kath said table tender system was illegal and total violation of norms and objectives of the state government. It further demanded for open tender for all contract and supply works in Nagaland as per government memorandum. NCSU stated that representations have been repeatedly submitted to the state government and all the departments for strict imple-

mentation of government standing order. The union maintained that as per standing order only NCSU registered identity card holders were eligible for the tender. Nagaland Contractors’ and Suppliers’ Union said it deputed its action committee officials to all the head of department (HoD) to ensure implementation of government order. NCSU has also directed all the district units to check all the head of department in their respective district and submit report to the head office for further necessary action. The Contractors’ and Suppliers’ Union has further requested its district units to check those who have dual registration in other union and cancel of his/her membership. Further, it warned that any contractor, firm or company without valid identity card of NCSU would be dealt with stern action.

Govt set to ban transactions over `3 lakh D&SJ reserves judgment NEW DELHI, AUG 22 (AGENCIES): Government of India is set to ban cash transactions over Rs 3 lakh as it seeks to clamp down on black money in the economy following recommendations from the Supreme Courtappointed Special Investigation Team (SIT). The government, however, is yet to decide on the SIT’s other proposal to bar cash holdings over Rs 15 lakh due to opposition from trade and industry, sources told TOI. “There are concerns that this will result in harassment by tax officials,” an officer said. The Rs 3 lakh-limit is aimed to ensure that transactions are made using credit or debit cards, cheques or drafts which can be easily tracked. Despite the crackdown on unaccounted money, authorities continue to unearth several transactions involving purchase of jewellery or even cars in all cash deals. The finance ministry is also trying to promote use of plastic money and recently did away with transaction charges for government services. KOHIMA, AUG 22 (NPN): Upon hearing arguments on the petition filed by advocate for former chief minister and Lok Sabha MP Neiphiu Rio for transfer of the case from the court of Chief Judicial Magisgrate, District and Sessions Judge Kohima Y. Maongkaba Imchen reserved judgment. Advocate for Rio in a petition had sought transfer of the case from the court of CJM Mezivolu Therie under Section 408 CrPC for trying the case. Advocate Ashipri Zho appearing on behalf of the petitioner(Rio), expressed apprehension that fair proceeding for justice cannot be expected from the court of present CJM on the ground that she is the sister-in-law of NPCC president K.Therie and also family-related to chief minister T.R.Zeliang. Zho cited instances to explain the underlying reasons why his client has lost confidence on the court of present CJM and therefore pleaded for transferring the case to any other court. Advocate Akito Zhimomi, appearing on behalf of the plaintiff Rosemary Dzuvichu (who had filed the case against Rio) argued that re-

spondent counsel’s ploy was merely to delay the case by seeking transfer to another court of his choice so as to obtain a favourable judgment. Akito therefore, pleaded with the D&SJ to dismiss the petition for transfer of the case. The argument lasted for more than two hours after which the D&SJ Maongkaba reserved judgment on the petition. It may be recalled that Human Rights Law Network (HRLN) Nagaland Unit coordinator, Rosemary Dzuvichu had stated that an FIR was lodged at South Police Station, Kohima by two persons against Neiphiu Rio for allegedly submitting false graduation certificate at the time of filing of nomination papers for the election to the Lok Sabha in March, 2014. The nomination papers filed by Rio stated that his educational qualification is BA Honours in Pol. Science and that he passed out from Kohima Arts College under NEHU, the note added. On the other hand, Neiphiu Rio had furnished replies from the said college which owned up its error in stating he passed BA with honours, while issuing the duplicate mark sheet. K Y M C
