Solution should be inclusive: NTC to PM

DIMAPUR, AUG 22 (NPN): Nagaland Tribes Council (NTC) in a memorandum submitted to the Prime Minister of India, Narendra Modi through Nagaland Governor has categorically stated that it would not accept “mere population integration” of people and that solution should be inclusive with prior consent of all stakeholders including all Naga National Political Groups (NNPGs). NTC president Lendinoktang Ao and general secretary Nribemo Ngullie stated that the council was constrained to write to the PM, “concerning our inherent rights, since the indigenous inhabitants of Nagaland were not at all aware of the contents of the frame work agreement. In view of the 18 years of political negotiation between the Government of India and NSCN (I-M) and the contemplation to arrive at a conclusion, NTC said “if not for physical integration of both land and its people; it can never accept mere population integration”. It further made known to the Prime Minister that NTC steadfastly stood for “inclusive solution”. “In the event of any negotiation leading to finalization of any agreement under Framework covering

Making it explicitly clear to the Prime Minister of its stand, the Nagaland Tribes Councilsaid Nagas of Nagaland were not in a position “to accept any point under Framework that either modify, dilutes or infringes upon any provision in Article 371(A) under any circumstances.” While stating that the pioneers of India considered Nagas of Nagaland vulnerable, the council however said that they (pioneers) found the tradition, culture, lands and its resources as an inalienable part of life of the Nagas and felt the need to protect and preserve them in the interest of both the Nagas and the country. “In view of providing legal insulation from possible

exploitation, the conditions in 16-Points memorandum of 1960 were incorporated in Article 371(A) of the Indian Constitution at the creation of the 16th State of Nagaland,” NTC said. Reminding the Prime Minister that point no. 13 of the 16-points memorandum referred to integration of Naga contiguous areas, to this NTC said it would “uphold the principle of amalgamation of all the Naga inhabited areas in the North East India into a single administrative unit, and this has been the long cherished desire of the Nagas of Nagaland.” Basing on the “fact of the natural law that the land and its people are but one and inseparable”, NTC said “Naga Integration should therefore evolve the coming together of the Nagas with their lands to live in a single state.” Nagaland being one of the smallest states in terms of geographical area (16,579 Sq. Kms) having almost 2 million populations, NTC said for survival of the ethnic indigenous inhabitants and with the limited area of land, “we cannot afford to allow Nagaland to become the concentration camp or designated area for all hue.”

China warns India against deploying cruise missile in NE NEW DELHI, AUG 22 (AGENCIES): Weeks after Government of India cleared the deployment of a special version of the BrahMos cruise missile in the North East, China has warned that such a move would have “a negative influence” on stability along the border. Earlier this month, cabinet committee on security, chaired by Prime Minister Narendra Modi, cleared the raising of a new regiment to be equipped with an advanced version of the BrahMos developed for mountain warfare at a cost of more than Rs 4,300 crore. A commentary over the weekend in PLA Daily, official publication of People’s Liberation Army, said the deployment of the supersonic cruise missiles could lead to countermeasures by China. “India deploying supersonic missiles on the border has exceeded its own needs for self-defense and poses a serious threat to China’s Tibet and Yunnan provinces,” the commentary said. “Deploying BrahMos missiles is bound to increase competitiveness and confrontation in Sino-Indian relations and bring a negative influence to stability of the region,” it added. The piece noted other steps taken by India to beef up its capabilities along the border with China, such as the deployment of UAVs and Su-30 combat jets, and claimed such moves were part of a policy of “counterbalance and confrontation”.

Myanmar assures India not to allow insurgents use its soil

NAY PYI TAW, AUG 22 (PTI): Myanmar on Monday gave an assurance that it will not allow any insurgent group to use its territory against India. The assurance comes in the backdrop of certain insurgent groups from North Eastern states using Myanmar for launching attacks against India. The Indian army had carried out a major operation against these groups in June last year along the Indo-Myanmar border. External Affairs Minister Sushma Swaraj, who arrived here on a day-long visit, held talks with Myanmarese leaders on key bilateral issues, including cross-border activities by certain insurgent groups. “Myanmar leadership assured that they will not allow any insurgent groups to use any territory for action against India, (that) they all recognised is a friendly country which has stood by people of Myanmar and they look forward to a very productive partnership with India as Myanmar continues on its journey of peace, progress and development,” MEA Spokesperson Vikas Swarup told PTI. Swaraj’s visit also comes just days after the Indian Army had an encounter with NSCN (K) militants in Nagaland who were trying to enter the country from Myanmar. While reports suggested that the Indian Army had crossed over to Myanmar, it was officially de-

nied by India. In the first highlevel visit from India after the civilian government assumed office here, Swaraj called on President U Htin Kyaw and held extensive talks with State Counsellor and Foreign Minister Aung San Suu Kyi during which she conveyed India’s commitment of “all help” to the new government. Describing India as a friendly country, Myanmarese President told Swaraj that he looks forward to a “very productive partnership”. Swaraj also discussed with the Myanmarese leadership how India can help in Myanmar’s development efforts. They discussed a number of areas of possible collaboration such as power. India is already supplying 3

MW electricity to Myanmar through the Moreh-Tamu link but this can be further upgraded, Swarup said. Congratulating Suu Kyi on her party’s victory in the “first genuine election”, Swaraj assured her of “all help”. “India is committed to strengthening your democratic institutions and socio-economic development of your people,” Swaraj said during her meeting with Suu Kyi, whose National League for Democracy party won a historic landslide election last year that finally brought an end to five decades of military rule. Swaraj said this was the message of Prime Minister Narendra Modi and President Pranab Mukherjee.

Myanmar denies clash between Army, Naga rebels

Myanmar military authorities have denied that there was a recent exchange of gunfire on its soil between the Indian army and NSCN (K), the media reported on Monday. The denial referred to some reports that the Indian Army entered the Myanmar territory and fought with Naga rebels on August 19 and that the fighting lasted for three hours, Xinhua news agency reported. Myanmar military’s information quoted witnesses as saying that the gun battle occurred inside India, one mile west of the Myanmar-India border, and not in Myanmar. However, Myanmar military columns on the border were on full alert to ward off foreign troops from entering the country, the military authorities said. Myanmar would neither accept nor encourage any armed group to station on its soil to potentially terrorise the government, it said. The authorities insisted that Myanmar armed forces was working in tandem with Indian army and rendering cooperation in patrolling the border and exchanging information.

KU Chen unit flays August 19 strike D I M A P U R , AU G 2 2 (NPN): Konyak Union (KU) Chen unit has strongly condemned what it described as “provocative cross-border strike by the Indian Army’s 12 Para,” which allegedly crossed the international border near border pillar 151, near Chenmoho village and resulted in exchange of gunfire with the NSCN(K) at around 3.30 a.m. on August 19 last. In a press release, KU Chen unit president T.P. Pongyao Konyak appealed for peace in the region and maximum restraint from Indian Army and NSCN (K). It also called for avoiding any propaganda from both sides that could create further confusion and disturbance for the public. KU unit said the “provocative raid” would only intensify the conflict of war and causality on civilian life and loss of property and great deal of hardship in the normal activity of the villages across border, which was “otherwise a peaceful border area.” Asserting that there has been international furore over such cross border strike, KU unit said, “This charged and disturbed activity happened while the peaceful regions of Chenmoho, Chenloisho and Wangti and the neighbouring villages - Throilu, Hoyat, Nyanching and other villages across international border (Cont’d on p-5)

The man is 27-yearold Kuldeep Moran, whose father is a BJP leader and uncle a BJP legislator in Assam. The ULFA -- notorious for a series of kidnappings and killings in the northeast -- has demanded Rs. 1 crore for his release - a ransom amount unprecedented in the organisation’s 37-year history. This is also possibly the first time the organisation has released a ransom video like this. The son of BJP leader Ratnaswer Moran and nephew of party lawmaker Bolin Chetia, Kuldeep was kidnapped from Arunachal Pradesh’s Changlang district on August 1. Four days ago, media houses received the email from ULFA demanding ransom.

The government has ordered a full probe.” Kuldeep, who is married, was working with Chetia.

NEW DELHI, AUG 22 (IANS): Prime Minister Narendra Modi on Monday told Jammu and Kashmir opposition parties that “there has to be a dialogue” to end the weeks-long unrest in the valley but any solution to the problem will be “within the Constitution” of India. The Prime Minister’s statement indicates that the government may be considering some political initiative on Kashmir where the overfive weeks long agitation has left nearly 70 people dead in clashes between pro-freedom protesters and security forces. Opposition parties in Delhi as well as in Kashmir have been pressing for political solution to the unrest. At a meeting with a delegation of opposition parties from the state, Modi expressed “deep concern and pain” over the violence in Kashmir and the loss of lives in the unrest. “Those who lost their lives during recent disturbances are part of us, our nation. Whether the lives lost are of our youth, security person-

nel or police, it distresses us,” Modi said, according to an official statement from the Prime Minister’s Office. “There has to be a dialogue and we need to find a permanent and lasting solution to the problem within the framework of the Constitution,” he said. Leaders of Kashmir opposition parties led by former Chief Minister Omar Abdullah urged the Prime Minister for a political initiative to deal with the unrest, complaining that the state and central governments had shown no political will to respond to the crisis -- the deadliest Kashmir has seen in six years. Abdullah said they told Modi that Kashmir was not an issue related to the development or the lack of it. “It is a political issue and we told the Prime Minister that we need a political approach to deal with the situation in Jammu and Kashmir,” Abdullah told IANS. “If we don’t find a political solution to this, then every time we’ll repeat the

same mistake.” The National Conference working president said the they handed over a memorandum to the Prime Minister warning him against the “tried and tested formulations of dealing with the issue in Kashmir administratively rather than politically”. “We are of the firm opinion that the central government should waste no further time in initiating a credible and meaningful dialogue with all stakeholders to address the unrest.” State Congress chief G.A. Mir said the meeting with Modi may augur well for Kashmir. “The Prime Minister agreed that development isn’t the only way out, indicating a thinking that a dialogue over Kashmir is being considered. We are hopeful that it will happen soon.” But Congress spokesperson Manish Tiwari said the government had an incoherent policy over Kashmir with Modi and Finance Minister Arun Jaitley “not on the same page”. He was referring to Jaitley’s remarks in Jammu on Sunday, ruling out any dia-

logue and warning that those indulging in violence would be dealt sternly. The Prime Minister’s meeting with the Kashmir politicians comes as the valley remained under strict curfew for the 45th day in a row. The valley has been on the boil amid violent clashes between stone-throwing protesters and security forces since the July 8 killing of rebel commander Burhan Wani. The clashes have also left thousands of people, including children, injured, mostly in pellet firing. Hundreds of the injured have partially or fully lost their eyesight after being hit by pellet guns -- a dangerous mob control weapons used in Kashmir. The Kashmir delegation sought an “immediate ban on pellet guns” and also urged the Prime Minister “to advice relevant quarters against the policy of mass harassment, raids, and arrests” in the valley. “This has worsened an already volatile situation and also goes against the values and principles of democracy.”

D I M A P U R , AU G 2 2 (NPN): Alleging that various departments were awarding contract and supply works through table tender without inviting open tender, the Nagaland Contractors’ and Suppliers’ Union (NCSU) has urged the state government to immediately stop such practices and cancel all the work orders issued through table tender and call for fresh open tender by inviting all the eligible contractors. In a press release, NCSU president Pele Khezhie and general secretary John Kath said table tender system was illegal and total violation of norms and objectives of the state government. It further demanded for open tender for all contract and supply works in Nagaland as per government memorandum. NCSU stated that representations have been repeatedly submitted to the state government and all the departments for strict imple-

mentation of government standing order. The union maintained that as per standing order only NCSU registered identity card holders were eligible for the tender. Nagaland Contractors’ and Suppliers’ Union said it deputed its action committee officials to all the head of department (HoD) to ensure implementation of government order. NCSU has also directed all the district units to check all the head of department in their respective district and submit report to the head office for further necessary action. The Contractors’ and Suppliers’ Union has further requested its district units to check those who have dual registration in other union and cancel of his/her membership. Further, it warned that any contractor, firm or company without valid identity card of NCSU would be dealt with stern action.

Govt set to ban transactions over `3 lakh D&SJ reserves judgment NEW DELHI, AUG 22 (AGENCIES): Government of India is set to ban cash transactions over Rs 3 lakh as it seeks to clamp down on black money in the economy following recommendations from the Supreme Courtappointed Special Investigation Team (SIT). The government, however, is yet to decide on the SIT’s other proposal to bar cash holdings over Rs 15 lakh due to opposition from trade and industry, sources told TOI. “There are concerns that this will result in harassment by tax officials,” an officer said. The Rs 3 lakh-limit is aimed to ensure that transactions are made using credit or debit cards, cheques or drafts which can be easily tracked. Despite the crackdown on unaccounted money, authorities continue to unearth several transactions involving purchase of jewellery or even cars in all cash deals. The finance ministry is also trying to promote use of plastic money and recently did away with transaction charges for government services. KOHIMA, AUG 22 (NPN): Upon hearing arguments on the petition filed by advocate for former chief minister and Lok Sabha MP Neiphiu Rio for transfer of the case from the court of Chief Judicial Magisgrate, District and Sessions Judge Kohima Y. Maongkaba Imchen reserved judgment. Advocate for Rio in a petition had sought transfer of the case from the court of CJM Mezivolu Therie under Section 408 CrPC for trying the case. Advocate Ashipri Zho appearing on behalf of the petitioner(Rio), expressed apprehension that fair proceeding for justice cannot be expected from the court of present CJM on the ground that she is the sister-in-law of NPCC president K.Therie and also family-related to chief minister T.R.Zeliang. Zho cited instances to explain the underlying reasons why his client has lost confidence on the court of present CJM and therefore pleaded for transferring the case to any other court. Advocate Akito Zhimomi, appearing on behalf of the plaintiff Rosemary Dzuvichu (who had filed the case against Rio) argued that re-

spondent counsel’s ploy was merely to delay the case by seeking transfer to another court of his choice so as to obtain a favourable judgment. Akito therefore, pleaded with the D&SJ to dismiss the petition for transfer of the case. The argument lasted for more than two hours after which the D&SJ Maongkaba reserved judgment on the petition. It may be recalled that Human Rights Law Network (HRLN) Nagaland Unit coordinator, Rosemary Dzuvichu had stated that an FIR was lodged at South Police Station, Kohima by two persons against Neiphiu Rio for allegedly submitting false graduation certificate at the time of filing of nomination papers for the election to the Lok Sabha in March, 2014. The nomination papers filed by Rio stated that his educational qualification is BA Honours in Pol. Science and that he passed out from Kohima Arts College under NEHU, the note added. NTTU passes fivepoint resolutions DIMAPUR: Nagaland Timber Traders’ Union (NTTU) held an emergency executive meeting on August 9 to discuss matters and modalities to “working scheme”. A press note by NTTU president, Kevise Sogotsu and general secretary, Alem Pongener stated that members after proper deliberations had unanimously adopted fivepoint resolutions. It resolved that NTTU shall approach various village councils that falls under “working scheme” to genuinely authenticate those persons/ parties involved in timber business and accordingly forward the case before the union for its approval and for obtaining certificate. Its second resolution was that the union, in collaboration with the government, authenticate all the cases pertaining to “working schemes” for further necessary action. It also resolved that those persons/ parties who were genuinely into timber trades should register the names of their firms under NTTU and for which an amount of Rs. 500/- only shall be levied as registration fee. The union also resolved to take necessar y action against those bogus persons/ firms claiming for allotment (s)/benefits under working scheme. NTTU also resolved to stand firm against proxy/ bogus firms that were not genuinely involved in this trade but claiming for allotments. In the event of false recommendations made by the village councils for those proxy/bogus firms/persons, and if any anomalies are found/detected by the SIT under “working scheme”, NTTU stated that the concerned village council and proxy firm (s) shall be liable for all the loss incurred to the genuine firms/parties. It also resolved that henceforth, only those persons/parties that were genuinely involved in the timber business shall be given preference for any allotment/benefits entitled under “working scheme”. NTTU stated that it shall sternly oppose any attempt by government officials to approve working scheme to bogus timber traders without the knowledge of NTTU.

SSU on damaged hanging bridge DIMAPUR: Sodzulhou Students Union (SSU) has drawn its attention and concern over the hanging bridge, the only lifeline between Sodzulhou village and Seithekima village which was damaged recently, affecting hundreds of students who would commute everyday to many schools and colleges. A press note by SSU president, Kevemesu Koza estimated that around 300 students were affected and many had to shell out Rs 200 to Rs 300 daily in order to reach the schools/colleges, with many of their parents as mere farmers. It stated that this is taking an economic toll on them, while it has also been reported that now students were crossing the river in truck tyre tube. SSU stated that this was not only risky but dangerous, putting their life on the line every day. SSU therefore appeal to schools and colleges to be considerate and sensitive as many students are under stress due to this situation. It also appealed NGOs/ departments that if there were any provisions, it would be pertinent to assist the student’s community financially so that their education processes are not hampered. Meanwhile, Sodzulhou Students Union has also acknowledge Jacob Zhimomi, who along with the village elders is taking active role to find the solution.

KOHIMA, AUG. 22 (NPN): United Nation Development Programme (UNDP) and department of soil and water conservation Nagaland organized introductory training on the participatory land use planning (PLUP) at conference hall, De oriental grand Kohima on Monday. Rengma in his welcome address said this training was necessary to involve with the line department and it would help in sustainable land development especially in the process of shifting Jhum cultivation in Nagaland. He said this training programme would improve the production level in the state for the framers. A report said that the Imphal-bound loaded truck (AS23-0921) was set afire by suspected blockade supporters this evening, around 6 pm at Keithenmanbi under Kangpokpi police station of Senapati district. The truck has been damaged partly, the report added. Blockade supporters had already injured a driver of an oil tanker during the ongoing blockade on the national highways besides torching a betel leaf ferrying truck on ImphalJiribam section of NH-37 on August 17, the first day of the commencement of the blockade. SHILLONG, AUG 22: Over two lakh students across Meghalaya were on Monday affected by a strike called by schools teachers over the demand for provincialisation of teachers’ services. Chief Secretary K.S.Kropha has invited the agitating teachers for a dialogue on August 24 to discuss their grievances. “Our eleven-day strike started today, and has affected more than two lakh students of government-aided schools ranging from the lower primary up to the higher secondary level across Meghalaya, mainly due to the unresponsive and adamant attitude of the government by not inviting us for talks,” said E.D. Nongsiang, chairman of the Joint Action Committee of All Teachers’ Associations of Meghalaya (JACATAM).

The JACATAM is a conglomeration of various school associations, from primary school up to higher secondary level, of deficit and adhoc system institutions. The teachers have been agitating from July 27 to July 29 followed by a public meeting on August 5 to mount pressure on the ruling Congress-led government for provincialisation of their services. “The government has forced us to resort to this strike for its double standards. We will intensify our agitation to put pressure on the government to fulfil our demands,” Nongsiang said. However, he said the teachers association is open for dialogue if the government invite them. “We are open for dialogue but we will lift up our agitation only if the government implements our demand,” Nongsiang said.

The first point of the recommendation opposed the revision of the cut of base 1972 in the newly draft regulation, 2016. Two get death term for Jigisha murder

N ew D elhi , Au g 2 2 (IANS): A court here on Monday awarded death penalty to Ravi Kapoor and Amit Shukla for kidnapping and killing Jigisha Ghosh in 2009, saying the magnitude and brutality of the crime made it “a rarest of rare cases”. Additional Sessions Judge Sandeep Yadav also sentenced the third accused, Baljeet Singh Malik, to life imprisonment. Kapoor and Shukla looked impassive while Malik seemed shocked upon hearing the sentence. The parents of Jigisha Ghosh, who worked as an IT executive, welcomed the verdict, saying justice has been done to their deceased daughter. “I had hoped for the two convicts to get death penalty and that is exactly what has happened,” Jigisha’s mother said. The court imposed a fine of Rs 1.1 lakh against Kapoor, Rs 2.8 lakh against Shukla, and Rs 5.8 lakh against Malik and directed that Rs six lakh be given to Jigisha’s parents as compensation from the amount collected from the convicts.

The convicts killed Jigisha even after she pleaded for her life and were satisfied only by brutally mauling her to death, the court said. “In other words, the convicts behaved in uncivilised and barbaric manner against a helpless girl,” the court said. “It is the level, magnitude and degree of brutality, attitude and mindset of wrongdoer behind the crime along with other factors which makes it a rarest of rare cases.” Gruesome crimes against women are on the rise and showing leniency will send a wrong message to the society, the court said. Leniency will encourage

criminals like the convicts while passing an appropriate sentence in such cases will go a long way in arresting the increasing trend of crime against women, the court said. In awarding death penalty to Kapoor and Shukla, the court relied upon a report submitted by probation officer which recommended extreme penalty, observing that they cannot be reformed and would be a threat to society. The probation officer said Malik’s behaviour was normal throughout the trial. The court on July 14 convicted the trio under Sections 302 (murder), 201 (destruction of evidence), 364 (kidnapping or abducting in order to murder), 394 (voluntarily causing hurt in committing robbery), 468 (forgery for purpose of cheating), 471 (using as genuine a forged document or electronic record), 482 (using a false property mark) with 34 (common intent) of the Indian Penal Code. Public Prosecutor Rajiv Mohan sought maximum punishment for the convicts as they showed no remorse while killing Jigisha.

national/state India seeks Iraq help in release of abducted Indians New Delhi, Aug 22 (IANS): India has sought the release of 39 Indians abducted in Iraq while expressing support for “unity and territorial integrity of Iraq”, the External Affairs Ministry said on Monday. Minister of State for External Affairs M.J. Akbar, who is on an official visit to Iraq from August 21 to 23, conveyed this while meeting the top Iraqi leadership, according to a statement issued by the ministry. Among others, Akbar met President Fuad Masum, President of the Council of Representatives Salim al-Jabouri, Foreign Minister Ibrahim Al-Eshaiqer Al-Jaafari, and National Security Advisor Faleh al-Fayyadh. “During the official meetings, the two sides acknowledged the grave threat posed by international terrorism and its sponsors to international peace and security as also the very architecture of nation state,” the statement said. Both sides conveyed strong support to each other in their common fight against the menace of terrorism.

Media should avoid making terrorists heroes: Naidu Hyderabad, Aug 22 (IANS): Information and Broadcasting Minister M. Venkaiah Naidu on Monday referred to terrorism and violence as the biggest threat to humanity and advised media to avoid making terrorists heroes. “Terror, terrorism and violence are the biggest threats to humanity. Terrorism has no religion, no colour and everyone in one voice must denounce terrorism. Media should not play into the hands of terrorists and avoid making them heroes,” Naidu said at a review meeting held at Doordarshan Kendra in Hyderabad.

The minister stressed the need for upholding credibility in dissemination of information by public broadcasters. “Public service broadcasters have a great responsibility on their shoulders to ensure credibility in the era of competition.” He said that public discourse should be guided by development rather than disruptive tactics and politics. Naidu advised the public broadcaster not to jump to conclusions, but confirm the news before putting it out on air. “A public broadcaster, while disseminating information, must abstain from obscen-

ity, vulgarity and violence,” he said. “People in the media while producing programmes, plays, cultural programmes, must keep in mind India’s great heritage, culture, traditions and customs.” Naidu said that media must maintain high standards in informing the masses, keeping in mind the philosophy and guidelines established by the founding fathers in various spheres of public life. He also advised the media not to get involved in either speculation or invention of news. “Let us not mix news with views and create a bad practice.”

Over 26,000 people rescued from 5 flood-hit states: NDRF

Submerged houses after heavy monsoon rain in Allahabad on Monday. (PTI) NEW DELHI, Aug 22 (PTI): More than 26,400 people have so far been rescued by the NDRF from the flood-ravaged areas in Bihar, Rajasthan, Madhya Pradesh and other states. The National Disaster Response Force has fanned out 56 rescue and relief teams to help people hit by heavy rains in various states and tasked two Deputy Inspector General-rank officers in Bihar and UP with monitoring the situation. “So far, the NDRF teams have evacuated more than 26,400 people from various flood-prone areas in the country this monsoon season. Besides the rescue work, these teams have provided medical care to the more than 9,100 people in these states,” the force said. The rescue operations are underway in Uttar Pradesh, Bihar, Rajasthan, Gujarat and Madhya Pradesh. In Bihar yesterday, NDRF teams evacuated 3,400 people from Didarganj, 580 from Bakhtiyarpur, 545 from Danapur, 380 from Chhapra, 355 from Vaishali and 15 from

The force said 11 flood rescue teams rescued 275 people from Ballia, 275 from Varanasi and 325 from Chitrakoot in Uttar Pradesh yesterday. 147 marooned people were shifted to safer places from Rewa district in Madhya Pradesh yesterday. “An NDRF team prepositioned in Sikkim conducted similar operations in Tingbung and Lingdang villages and evacuated more than 450 people yesterday,” it said. Prime Minister Narendra Modi today promised total support to these flood-hit states in conduct of rescue and relief operations. He said Home Minister Rajnath Singh is closely monitoring the situation and has spoken to chief ministers of of these states. Singh had a telephonic conversation with chief ministers Akhilesh Yadav (UP), Harish Rawat (Uttarakhand), Nitish Kumar (Bihar) and Vasundhara Raje (Rajasthan) this morning and took stock of the flood situation in their respective states.

New Delhi, Aug 22 (PTI): Two more persons including a 12-year-old girl from south Delhi have succumbed to dengue, taking the death toll due to the vector-borne disease in the city to four as the total number of cases jumped to over 310. Out of the total cases reported this season in the national capital, nearly 192 were recorded in the first three weeks of August, according to a municipal report released today. Both victims died at Safdarjung Hospital. The girl, identified as Muskan, a resident of Shaheen Bagh here, died on July 29 while 19-year-old Deepak, from Jaunpur in Uttar Pradesh succumbed to the disease on July 27, a senior civic official said. This year, dengue cases have been reported rather early. The vectorborne disease claimed its first victim on July 21 when a girl from Jafrabad in northeast Delhi died at Lok Nayak Jai Prakash (LNJP) Hospital. Okhla MLA Amanatullah Khan’s sister-in-law died of dengue on August

12 at Apollo Hospital here, though the municipal authorities have not officially acknowledged these two deaths. A total of 91 cases were reported in July, six cases were recorded in May, while June witnessed 15, it said. Thirty-four fresh cases were reported till August 20 since the last count and the total number of cases so far in the city is at least 311, the senior civic official said. The capital city had seen 277 cases of the vector-borne disease till August 13. Last year, the city saw a staggering 15,867 dengue cases -- the worst in 20 years -- with the disease claiming 60 lives, as per municipal reports. In 2015, only six cases were reported in June, while July had registered 36. This season, North Delhi Municipal Corporation’s Sadar Paharganj, Rohini and Narela Zones reported a case each, Karol Bagh and City Zones two each while Civil Lines recorded three cases.

Madhya Pradesh Chief Minister Shivraj Singh Chouhan visited the flood-hit Panna district on Sunday.

In social media, social activist Ajay Dubey posted the photo of Chief Minister being lifted by security personnel with a caption “I am a prince”. Mr Dubey took a dig at Mr Chouhan saying the picture has revived memories of feudalism. Reacting to the photo, one Sachin Jain posted “Liability, isn’t it”. Likewise, journalist Abhilash Khandekar, who had written Mr Chouhan’s biography, has reacted to the photo commenting it as “Inhuman. Indecent.” When a senior officer of State Public Relations Department was asked about the photo release, he said the picture was released by their Panna office to media houses and not by Bhopal office. However, it was withdrawn yesterday evening itself, he added. Meanwhile, defending Mr Chouhan, the Principal Secretary said the Chief Minister was having ‘Z’ security cover prompting his security personnel to lift him to ensure that any poisonous animal in water doesn’t bite him. “Nothing should be read into it,” Mr Mishra told PTI. “Chouhan in fact risked his life to cross the swollen nullah. He is too sensitive to people’s problems. He is meeting people affected by flood round-the-clock. 5 Centre sets up team on voter secrecy machine New Delhi, Aug 22 (PTI): A team of ministers has been constituted to take a call on using a new machine which prevents disclosure of voting pattern during counting to enhance voter secrecy. The move comes against the backdrop of the Supreme Court asking the Centre to decide on the issue by next month. The five-member team headed by Home Minister Rajnath Singh, was set up on the directions of the Prime Minister’s Office, to recommend to the Union Cabinet on whether the machines can be used. The other members include Finance Minister Arun Jaitley, Defence Minister Manohar Parrikar, Transport Minister Nitin Gadkari and Law Minister Ravi Shankar Prasad. The Election Commission had in 2008 proposed to use ‘totaliser’, which prevents disclosure of voting pattern during counting to enhance voter secrecy, and has received the backing of the Law Commission. The issue was pending with the government. On August 5, a Supreme Court bench, while hearing a writ petition, gave the Centre eight weeks time to take a “final decision” on the issue and post the matter for further hearing in February, 2017. “The writ petition has been coming up for hearing during the last two years in the Supreme Court, and the court has been pushing hard for taking a view in the matter at the earliest,” a Law Ministry note on the issue said. The Law Ministry is the administrative ministry for the poll body. The poll panel is of the view that with the use of totaliser, a further level of secrecy in voting and the mixing of votes at the time of counting will be achieved. It said the machine will prevent the disclosure of pattern of voting at a particular polling station.

Centre’s two-pronged policy

W

hile national media have repeatedly described the recent clash on August 19 between NSCSN (K) armed cadres and supposedly the special unit of the army as “a surgical strike” inside Myanmar’s territory; the Army has refuted reports of intrusion inside Myanmar. Rather, it was clarified that the incident took place within India near the international border. Sources in Mon had reported the firing/clash took place near Throilo within Myanmar. Section of the national media had also widely reported that the clash/ambush etc. involving the special unit with NSCN (K) took place inside Myanmar. According to national media, highly placed government sources had disclosed that the troops had crossed the international boundary near border pillar 151 near Chen Moho in Mon district and that clash between the two forces took place on August 19 at around 3.3.0 a.m. The August 19 strike by the Indian Army inside Myanmar is the second after the “surgical strike” in June last year after insurgents had killed 18 soldiers in Manipur. After the shocking attack on a convoy of a unit of the 6 Dogra Regiment where around 18 died, the army was ordered to launch counter-insurgency operations to trace and eliminate the militants involved in the attack. However, according to national media the strike inside Myanmar to eliminate those involved did not achieve the objective as only seven members of the 253 Mobile Battalion of the People’s Liberation Army of Manipur, were killed but none from the NSCN(K) and other Manipur valley group who were involved. New Delhi has made it clear a number of times, that those who rejected talks would be hunted down and destroyed. Since the NSCN (K) comprises of Nagas from both India and Myanmar, both the governments of India and Myanmar have their respective roles in responding to the problem. It may be pertinent to note that for decades, Nagas have expressed a clear desire to be free from the climate of ever-present fear of sniping, assassinations and military operations. As stated, whether it be Nagas from either India or Myanmar, they are the same people and the Naga political issue also involves them. What actually led/made the NSCN (K) to abrogate the cease fire is another matter, but Delhi has to exhibit its sincerity in keeping its doors open. The government of Nagaland has been urging the Centre to re-enter into a cease fire with the NSCN (K) and also appealed to the latter to respond to public demand. For Nagas, what also matters a lot is the continued activities of various outfits. The public in several districts have even aired the feeling that the cease-fires have been rendered meaningless because of violations by the factions and failure of the authorities in enforcing the ground rules. Paving way for peace would demand that government strictly maintain a peaceful atmosphere that encompasses every aspect of good governance. It also means that peace for solution would have to involved all factions of society. The issue is complex and it would require the best efforts of both the state and central governments, the public and leaders of various political and tribal organisations to make a renewed bid to get all factions on board.

think it is possible that what we see as the Universe could simply be a collection of blood cells floating in plasma/ ether inside another body. They break down carbohydrates and make essential nutrients like vitamins K and B12. They battle all the time with the bad bacteria warriors. Good bacteria —notably members of the Lactobacillus family—inhabit the vagina, secreting lactic acid and fending off hostile invaders like Candida albicans. Microbes, fungi, virus,

animals, insects – all of them contribute to making a “human being”. For all the creatures that live in and on us, our bodies are simply food. Like us, bacteria on the surface jealously guard their home and invading bacteria find it difficult to find nutrients and space to grow. Invading bacteria can also be attacked by existing bacteria using chemical warfare. In fact, you are not even the only animal using your face. In the vicinity of your nose, there are at least two species of microscopic mites living in your pores. Demodex mites are microscopic relatives of spiders and ticks that live in and on the skin of humans. These eight-legged beasts live inside the follicles of the eyelashes, coming out at night to roam over your face feeding on skin cells. Generally, they live out their lives unnoticed. But if they multiply then they cause mange, rosacea and blepharitis in humans. Every human sample of DNA has also shown demodex mite DNA as well. The two species on our faces, Demodex folliculorum (long, skinny) and Demodex brevis (short, chubby), are not even close relatives. We just share the same space. And just as we have different racial traits so do the mites: D. brevis mites from China are genetically distinct from mites from the Americas, East Asians and European populations. Your body is home to 90 trillion or so microbes which live peaceably. And some really bad ones, like herpes simplex who stay dormant for years or human papillomaviruses which cause pimples, boils and warts, cause surface membranes to erupt in nasty pustules or warts. There are more than 100 types of papillomaviruses and they can extend to causing cancers of the cervix, penis, vagina, anus, and rectum. From time to time bedbugs, fleas, ticks and lice attack. The more common one is the louse that settles down in a schoolchild’s hair, sucks on human blood and cements its eggs to our hair. The human body louse, Pediculus humanus humanus, looks a lot

like the human head louse, but it lays its eggs in the seams of clothing. Overcrowded living conditions and lack of access to clean clothes and bedding help infestations spread, causing typhus and trench fever. The 800 species of ticks feed on many hosts, including humans, and they pass along a menagerie of pathogens, from the bacterium that causes Lyme disease to the virus responsible for Colorado tick fever. The human botfly lays its eggs on a mosquito that passes them on to the human. The botfly larvae burrow into the skin and feed on the host’s tissue for a month or two before emerging. Bed bugs are tiny, beige creatures that feed on human blood. They pierce the skin of their host with hollow, tubeshaped tongues. Fleas burrow into their host’s skin and suck their blood. They also feed on the faeces of other fleas. Scabies mites don’t suck your blood; they eat your skin. Living in burrows just beneath the surface of the skin, scabies

mites cause intense itching and a pimply red rash. Although the mites themselves are too small to see, their burrows sometimes appear on the skin as raised ridges. People that live in leech infested areas can get small leeches in their noses or between their fingers/toes. Here are some of the alien species that enter your body: Trichophyton and Epidermophyton are filamentous, parasitic microbes that latch onto bare feet. These species creep into the toenails and display themselves as athletes foot. They move higher and reach the scalp and genitalia, where they trigger ringworm and jock itch. It is estimated that there are over 100 different types of parasitic worms that can be found living in humans. Many are tiny, while others grow long. When small they travel around the blood stream finding suitable places to grow and develop. They can cause diarrhoea, fatigue, skin rash, nervousness, asthma, anaemia and more. The Guinea worm’s larvae live in the water you drink. Once the larvae get into the stomach, they pass through the digestive track and enter the anus areas where they grow into three-foot-long adults who poke through the skin. The Filarial worm lives in the human lymph system brought in through mosquito bites. The worms grow into adults, living up to seven years.

Although most people with lymphatic filariasis will not develop symptoms, a percentage will suffer from excess fluid in the legs, arms, breasts and genitalia. The eye worm, or loa loa, comes through deerfly bites and causes itchy swellings . You can see the tiny worm inching its way across your eyeball. Flatworms include Tapeworms and Flukes. They feed on the blood, tissue fluids, or pieces of cells inside our bodies and range in size from microscopic to 20 metres long. Tapeworms live in human intestines where they feed on the partially-digested food in their host’s intestines. Roundworms, like Pinworms, Threadworms, Hookworms, Ascaris and Heartworms, have hollow bodies and generally grow between 2-5 inches long. Some of the smallest animal parasites in the human body are called protozoa. Protozoa breathe, move and reproduce by splitting into two. Amoeba are single-celled animals. he involvement of citizens in the development process is very essential and the strategies for increased citizen participation in governance should be genuine participation of all members of society, particularly the poor, to discuss and share their experiences and ideas. It involves ordinary citizens assessing their own needs. It is important for improving public resource management and reducing corruption, by making public servants and political leaders accountable to the people. For citizen participation to work, transparency of government information is needed, as well as the inclusion of members into decision-making from groups under “Freedom of Expression” and access to information. Excluding the weak and powerless from decision-making is a cause of poverty because it denies them rights and creates unequal power relationships. To increase awareness and to empower citizens through the discussion body “National Concern Initiatives” having more than thousand members of farmers, disabled, students, unemployed and poor public from various districts are working hard and discussed on various public grievances and have jointly surveyed every development status and public benefits in the last 4 years. As a result, it has been remarked that the general public benefits and development performance

is not on its right track. The actual benefits of the beneficiaries and work implementation have been responded negative on ground reality. The basic needs are not being met, not being treated fairly and resources are distributed unfairly. Now, it is obligatory by bringing together citizens’ groups and government officials to jointly formulate program plans which will ensure equitable distribution and provision of goods and services under Transparency and Corruption free in cent percent Christian State. It is important for the government to consider citizenship rights and democratization. In Nagaland, it is crystal clear to see the livelihood status of the Poor & Rich. Meanwhile, we are blessed and lucky to have our present Governor of Nagaland P.B. s you are all aware that some 70 years ago India got freedom from British rule and since then the aspirations of the people for their upliftment has been raising higher and higher which is mingled with the ever increasing population growth. Both the Union and the State Government have been doing their best to provide maximum benefits to the people through various programmes and schemes launched by the Government of India from time to time. Although all the demands and wishes of the people cannot be fulfilled at a stretch, atleast their basic minimum needs must be fulfilled so that they also enjoy the fruits of freedom in a realistic manner so that India becomes a good tree bearing fruits for ordinary and common people and the people as a whole realise the reality of freedom. In the State of Nagaland almost all villages, administrative centres were provided with tap water some 60 years ago. But by now, the water tanks in the villages have become dilapidated. Their condition is so bad that water spreads around them in the nearby ditches causing water born diseases like malaria, dysentery and diarrhoea etc. In most of the villages, administrative circles and even in the capital town of Kohima, most of the water pipes are broken which needs special attention and consideration by the Department before it is too late. In view of the above, it is imperative that the Ministry of Rural Development should take up major repair/replacement works of all the old and rusted water pipe lines on a war footing so that there is no scarcity of water during dry season. The people living in Kohima town suffer heavily due to scarcity of water and they are even compelled to buy water at high cost for their daily needs causing economic burden on its citizens.

Secondly, India, as growing and developing nation, is free from foreign rule and they have already celebrated 70th Anniversary of Independent’s Day including Nagaland. We earnestly wish that she will become a good tree bearing fruits to be enjoyed by entire citizens. But in reality, it is proved otherwise. There is no stable and strong National Highway for comfortable traffic movement in the State of Nagaland and that the people are annoyed and angry. The N.H. 39, now 29, built during the IInd World War by the British Government is still used by both the States of Nagaland and Manipur. The State Government under Roads & Bridges, constructed so many roads in the State and even connected all the villages. But these roads are not properly maintained and as such frequent accidents occur causing injuries to travellers or loss of life. Even in Kohima town there are many roads named after Ex-Chief Ministers/ bureaucrats and high ranking Officers. But these roads are never maintained for several years and the condition of the roads are deteriorating which appears like Nullah. Even the Hon’ble Governor of Nagaland P.B. Acharya severely criticized the Government for their failure and bad performance. Earlier interior roads like Kohima-Meluri-Zunheboto etc. Roads were constructed and maintained by Border Roads Organisation. But after these roads were taken over by Maytus Gayotri Company for two lane purpose, they carried out their works very haphazardly and roads are worst than before, unable to ply safely endangering human lives causing heavy damage to the vehicles. his rejoinder is necessitated due to publication of an article with faulty statistics about GHS, Khuza authored by one so called writer named Nuthizolu , PR Hill, Kohima under the caption “Discrepancy in Distribution of RMSA Teachers in The State” which appeared in the local dailies on 12th August, 2016. As per the article, the writer is a lady and is stressing on some serious issue which GHS, Khuza is enjoying abnormally. Therefore, on behalf of the School Management & Development Committee, Govt High School, Khuza we had to occupy some space here, so as to rectify the misconception that might have been created in the minds of the intellectuals alike by that article. Yes, the 2016 enrollment for Cl-9 & 10 of Government High School, Khuza under EAC Khuza Hq. Phek is nil but, the reason should not be beyond the comprehension of such a person who is well versed with the educational set of the School. By the time of its up gradation to a High School on 16th Dec, 2011, there were two Graduate Teachers of state cadre viz. Math & General, one Subject Teacher/ Instructor each for Tenyidie, Hindi, Carpentry, Knitting, Physical Education, Drawing and one Graduate Teacher (General) got posted through Sarva Shiksha Abhiyan (SSA) recruitment in March 2013. That makes up to 9(nine) teaching staffs but all teaching staffs for elementary section cannot be SSA appointees because SSA appointments are made only in 2010 and 2013 to teach scholastic subjects and 80% of our teaching staffs have been serving for 15 years or more with some on the verge of retirement. Here, we want to enlighten her with the working system of government schools of our state, for she had portrayed different subjects and the class standards that

exist into a composite whole. The government of the day’s policy is not only about reading and writing but also to equip the students with technical skills. Those technical subjects are categorized as coscholastic subjects whose instructors may not necessarily be a graduate, but must have an expertise to teach their respective subject matter. They are: carpentry, knitting, physical education and drawing. The other category is called scholastic subjects and they are Math, Science, Social Sciences, Grammar, English Hindi, Tenyidie. In our case, we had a full strength of technical staffs but dearth of teachers to cover the scholastic subjects. When the Subject Teacher for Math, Tenyidie and Hindi deals with their respective subject matter, each one having four classrooms to cover i.e. from Class 5 -8, the two General Graduate Teachers remaining will have to share the remaining, including General Knowledge which is altogether, 20(Twenty) subjects. Then, the first batch of cl-9 was admitted in 2013, the 2nd batch the next year and it goes on for three consecutive years. Will it make sense when students are enrolled just for the sake of showing data and occupying the classroom or should we ignore the lower classes and emphasize only onto those appearing NBSE Board exam? The answer has to be pragmatic because, the Elementary Section itself have 24(twenty four) scholastic subjects as stated, to be shared by 3(three) Graduate Teachers and so, the School Management authorities on realizing that spoiling a student’s career is more disastrous than having a fewer enrollment of the School, had anticipated for the appointments of RMSA at the right time for quite long, confused whether to enroll the new batch or not to do so, but it was a bit late. Our outgoing students are already resuming their classes in

their new schools by the time; the joining reports of the new appointees reached the School. An arithmetic genius is displayed when TSR 14:35 was exemplified and many readers might have agreed with that. Does it mean 14(fourteen) teachers to teach 35(thirty) students is not a normal practice? If so then, that’s a wrong concept. Teacher appointments are made according to the availability of the subject and not the other way round and GHS, Khuza must surely be amongst the schools in the state having the least no. of teaching staffs for, the Subject Teacher’s post against English and Science for Elementary Section is still vacant. Is it illegal for a RMSA appointee to assist in teaching Elementary Section in a school where children are deprived of quality education owing to acute shortage of teachers? Elementary stage is as important as the secondary stage for it will surely determine the rapid or stagnant progress at the secondary level. Yes, it’s legal for anybody to argue about the rights having legal sanctity, but that argument should not be a mockery to ones commit-

ment. BENGALURU, AUG 22 (PTI): Under attack over the Amnesty International row, Karnataka home minister G Parameshwara on Monday said he had not given a clean chit to the rights advocacy group, which has been booked for sedition for hosting an event where antiIndia slogans were allegedly raised. “First of all let me clarify because there is a lot of talk in the media about it ... let me be very clear, I have not given any clean chit to Amnesty International,” Parameshwara told reporters here as he went into damage control after his remarks drew sharp criticism. “All I have said is that I have not heard Amnesty International being involved in any anti-national activity. Second thing is, there is an investigation going on, and I am not a fool to say that everything is well,” he said. To a query, Parameshwara said his remarks had been misinterpreted. “Of course, I have been misinterpreted. That is why I did not want to react to it unnecessarily,” he added. “Now that the investigation is going on, the law will take its own course. That’s all I have said and I am also standing by that statement,” he said. He said he is not going to interfere with the probe as home minister and it has been left to the police to decide on the next course of action against Amnesty

Kolkata, Aug 22 (PTI): President Pranab Mukherjee Monday called for greater collaboration between academia and industry for converting the country’s demographic dividend into an opportunity. “India has a big demographic dividend. But that dividend will be of no use if we cannot transform it into an opportunity by making it industry-ready. Then it will become a huge liability,” he said at an interaction organised by CII here. Mukherjee said there is need to impart skill so that the employability increases in the world job market. “This is only possible when we build a truly knowledge economy. We must emphasise on innovation and that is not possible without the partnership of the industry and academia,” he said. The President said India’s expected growth rate in the next two calendar years is 7.5 per cent and there is also a possibility of revival of the manufacturing and industrial sectors. “For this there is not only a need for a conducive policy environment, but also creation and infrastructure like industrial and freight corridors following which FDI flow will rise,” he said. The four things which wild aid in such an effort were the ease of doing business, creation of infrastructure and industrial corridors, increased FDI flow and openness to the IPR regime, he said. “Only opening up more sectors to FDI is not sufficient”, Mukherjee said.

Mali, Aug 22 (Agencies): An Islamist militant has admitted destroying cultural sites in Timbuktu, Mali, in a landmark trial at the International Criminal Court (ICC). Ahmad al-Faqi al-Mahdi said he was “really sorry” for his actions and asked for forgiveness. He was accused of leading rebel forces who destroyed historic shrines at the world heritage site in 2012. It is the first time that the court in The Hague has tried a case of cultural destruction. It is also the first time a suspected Islamist militant has stood trial at the ICC and the first time a suspect has pleaded guilty. Prosecutors said Mahdi was a member of Ansar Dine, an Islamist group that occupied Timbuktu for months. Islamists regard the shrines and the city’s ancient manuscripts, covering everything from history to astronomy, as idolatrous. The FIA wanted more time to investigate him further, the source said, adding that the agency would indict him along with the seven other suspects of the case in the trial court after completing his challan. The trial court will resume the hearing of the case on September 7 after over a month-long court summer vacation. Defence lawyers are of the view that indicting Zafar along with the seven accused may further delay the conclusion of the case, which has been pending in an anti-terrorism court (ATC) since 2009, due to repeating the exercise of cross- examining witnesses in the light of the new arrest. “Since the trial is being conducted under Section 21-M of the Anti-Terrorism Act 1997, Zafar may be tried along with seven suspects for an offence they are alleged to have committed in connivance with each other,” Raja Rizwan Abbasi, counsel for Lakhvi, told the Dawn.

two-day premier photography exhibition on the title, “A walk into a fading heritage”, was held at heritage Old DC Bungalow Kohima commemorating the world photography day by Donin Yeng the founder of “fading heritage” a media production firm documenting the fading culture of North East region by means of photography and video documentation. The exhibition consisting of various collections like our culture, our people and our

place concluded on Monday. Interacting with the media persons at the exhibition spot, Yeng said the key area of interest in the documentation works done are to preserve, protect and promote the festivals and the rich old cultural heritage of the North East region for the upliftment of our culture, people and place so as to bring people from around the world closer to North East through the photos. Further he said it was not just another photo exhibition but an ex-

hibition with a social cause driven with a purpose. Yeng said he was a travel photographer working all across North East India including the neighbouring countries like Nepal, Bhutan and Myanmar. Adding he said has travelled various districts of Nagaland during various tribal festivals and took photography of various moments. Yeng shared that the idea to start this “fading heritage” (media production to document the NE culture) was provoked when the mainland people treat the North East people differently though from the same country as he has experienced while working at Delhi. He said through photos can speak lots about people, culture and place and it would bring people around the world closer to the North East India. He exhibited hundreds of his photos collection especially which were collected from Mon district during Aoleang festival. (Correspondent)

The festival will be organized in different towns of Nagaland i.e. Kohima- August 23 and 24, Wokha- 25 and 26 and Dimapur- 29 and 30. The festival will open at Kohima from 10:00 a.m. onwards. The festival will bring exciting films for children from the catalogue of CFSI along with fun filled. The opening film of the festivalKima’s Lode-Beyond the class directed by Zuala Chhangte. The film is based in a remote border town of Chhimtui in the north east India, is shaken up as a twelve year old boy Kima goes missing. The film is about Trish (a cat) and Baltiboy (a donkey) who take an exotic journey to the land of Indian Folk tales and folk music. Other feature films that will be screened are Krish, Trish & Baltiboy directed by Munjal Shroff

and Tilak Raj Shetty , Goopi Gawaiyaa Bagha Bajaiyaa by Shilpa Ranade. A short film titled Nokpokliba by Meren Imchen which is based on a Naga Folk tale will also be screened. All films have been directed by masters of Cinema and explore different stories of children in their world. The films are a mix of National and international films. The films screened will provide healthy and wholesome entertainment for children to broaden their perspective and encourage them to reflect on the world around. The festival will also have activities for them to learn more about cinema. Fun quiz will be organized for children post film screening. Every correct answer will win exciting prizes. Review writing competition will also be organized where children will be encouraged to write a brief understanding of the films screened. The activities are being organized to develop critical understanding and appreciation towards cinema The festival is open for all children and families, there is no prior registration required, and seating is on first come first serve.

According to International Business Times UK, a source reveals that the club is all set to bid adieu to the ILeague and join the franchise based tournament after this season. ISL is currently not the recognised league of the country and I-League serves as the top tier recognized league of India. However, as All India

Football Federation (AIFF) announced a few months ago, ISL will become the top tier tournament with I-league being the 2nd tier in a three-tier format. There are 8 teams as of now and AIFF have already said that 2 more teams will be joining from 2017, making it a 10 team tournament. Reports suggest that there will be no promotion or relegation for the first few years of the league. It is believed that ISL will be a closed league for a few years as a contract exists between ISL

Now, having returned from the Games, Jaisha shockingly revealed that while athletes of other countries were being provided refreshments at regular intervals by their officials, Indian runners were left to refresh themselves at the

Narsingh intentionally took substance in tablet form: CAS New Delhi, Aug 22 (PTI): While handing down a four-year ban on Narsingh Yadav, the Court of Arbitration for Sports has ruled that the wrestler failed to produce any “real evidence” regarding the sabotage theory he had advanced and the balance of probabilities” was that he orally took the banned substance intentionally in tablet form on more than one occasion. In its full award, the ad hoc panel of the CAS relied on expert evidence that Narsingh’s dope offence was not due to one-time ingestion of

the prohibited substance and its concentration in the first test result (of June 25) was so high that it had to come from an oral ingestion of one or two tablets of methandienone, rather than from a drink where the powder had been mixed with water. The expert opinion was given by Professor Christiane Ayotte from Canada who was presented by the World Anti-Doping Agency. Professor Ayotte is a member of IAAF Doping Commission since 1995 and was elected representative of the Heads

of IOC Accredited Laboratories in 1995-1996. She is currently the Director of the WADA-accredited laboratory in Montreal. Narsingh’s urine sample taken out-of competition on June 25 was found to contain metabolites of methandienone and long term metabolite of methandienone. Another sample taken out-of competition on July 5 was also found to contain long term metabolites of methandienone. “...all in all found the sabotage (s) theory possible, but not probable and certain-

ly not grounded in any real evidence. The panel therefore determined that the athlete had failed to satisfy his burden of proof and the panel was satisfied that the most likely explanation was that the athlete simply and intentionally ingested the prohibited substance in tablet form on more than one occasion,” the CAS panel said. The CAS had handed Narsingh a four-year ban in its ‘operative award’ on August 18 barely hours before his 74kg freestyle opening bout was scheduled.

Speaking to India Today an emotional Jaisha revealed, “Indian officials were not there nor was any refreshment or water kept at the Indian counters while other countries had water and refreshment in their counters. We got water only after every 8km where organisers had kept water, but that was not enough. Our body is not used to this temperature. It was 42 degree and it was not possible to run without water” When India Today confronted the Sports Minister Vijay Goel, he simply passed the blame to the Athletics Federation of India. Goel told India Today “Whenever such small incidents happen we always investigate. It was the responsibility of the Athletics Federation of India to take care of the athletes and I am being told that Jaisha has complained to them. The federations should take care and they do, but if there has been a mistake then it should be looked into”.

Rio bids colourful farewell to 2016 Olympics

Rio de Janeiro, Aug 22 (IANS): Rain drenched Rio partied and brought out the myriad and diverse culture of Brazil, saluting the nation’s music maestros, traditional arts and dance forms, as the 31st Olympic Games - the first in South America - drew to a colourful close here on Sunday. Tradition and modernity merged during a nearly threehour-long closing ceremony, watched by over 60 thousand people at the historic Maracana stadium, and millions across the globe on television, with the nagging showers and a strong wind failing to dampen the spirits of the 11 thousand odd athletes who mingled freely in the true spirit of Olympic camaraderie and bid farewell to each other cutting across national barriers. Over 3,000 volunteers and 200 actors took part in the ceremony that resembled a carnival mood with intoxicating beats of Brazilian music interspersed with moments of nostalgia and a wrenching feeling of sadness when International Olympic Committee president Thomas Bach officially declared the games closed and urged the youths of the world to converge in Tokyo in 2020 for the next edition of the quadrennial

CINCINNATI, Aug 22 (Agencies): Indian tennis ace Sania Mirza has romped into the number one spot in the latest WTA doubles rankings after she teamed up with her new partner, Barbora Strycova of Czech Republic to win the Western and Southern Open. Mirza and Strycova outclassed her former Slovakian partner Martina Hingis and Coco Vandeweghe 7-5, 6-4 in the summit showdown clash that lasted one hour and 22 minutes in Cincinnati. The 29-year-old Indian will move alone to the top of the rankings as Sania and Hingis ended their highly successful partnership last month with mutual consent. Following the match, Mirza admitted that it was not easy for her to compete against Martina while pointing out that that the duo are still good friends. “I’m not going to lie. It’s a very difficult situation. It’s not easy because we are still good friends, so it’s never easy. The first we tournament we split and we come and we have to play each other. Sindhu, Sakshi, Dipa, Jitu to get Khel Ratna New Delhi, Aug 22 (PTI): In an unprecedented move, the country’s highest sporting award - Rajiv Gandhi Khel Ratna - will be conferred upon four athletes with Olympic medalists PV Sindhu and Sakshi Malik set to be honoured alongside trail-blazing gymnast Dipa Karmakar and ace shooter Jitu Rai. The Sports Ministry announced this today. While shuttler Sindhu created history by becoming the first female athlete from India to win a silver in the just-concluded Rio Olympics, Sakshi bagged a bronze in the 58kg female wrestling. Dipa, India’s first female gymnast to qualify for Olympics, went on to miss a bronze by 0.15 points but her clean finish in the high-risk Produnova vault won the hearts of the nation, while Jitu bagged over half a dozen medals in the past two years, including gold at Asiad and Commonwealth Games and a silver in World Championships, which booked his ticket to Rio. Besides, the Ministry also selected 15 athletes for this year’s Arjuna Award.
