D I M A P U R , AU G 2 2 (NPN): ACAUT Nagaland hit out at Nagaland State VDB Association (NSVDBA) for trying to defend the Rural Development Department over alleged misappropriation of Rs.1188.79 crore MGNREGA funds (2016-17). ACAUT said due to “ignorance” of NSVDBA, the latter’s rejoinder disclosed that MGNREGA funds could not be released from VDB accounts without approval and information of the VDB secretary, since the accounts were jointly held by the BDO,VC Chairman and VDB secretary in every village. ACAUT said NSVDBA has therefore admitted misappropriation of MGNREGA funds and also indirectly admitted that VDB members were involved in such scams. In addition, ACAUT said the NSVDBA rejoinder also proved that blank cheques given to RD officers with the tacit knowledge of VDB secretaries. ACAUT also asked RD to stop firing from the shoulders of NSVDBA and the latter not to be a scapegoat.
NEW DELHI, AUG 22 (AGENCIES): In a historic decision, a five-judge constitution bench of the Supreme Court by 3:2 majority struck down triple talaq, or instant divorce, practice as unconstitutional. In a split verdict, three of the five all-male judges on the case said the practice of saying “talaq”, or divorce, three times in one go – sometimes even over email and WhatsApp – violated women’s right to equality and was not integral to Islam.However, Chief Justice, J S Khehar and justice S Abdul Nazeer held triple talaq to be part of fundamental right to religion of Muslims and said it was not unconstitutional. But, Justices Kurian Joseph, R F Nariman and U U Lalit said triple talaq violated the fundamental right of Muslim women as they are subjected to arbitrary irrevocable divorce through this practice. CJI Khehar and Justice Nazeer, even while holding triple talaq to be valid, ordered a stay on this practice for six months to
enable legislature bring a law banning this practice. They said if a legislation banning triple talaq completely is placed before Parliament within six months, the stay on the practice would continue till Parliament enacted or rejected the law. Justice Joseph said triple talaq was not sanctioned by Quran and hence could not form part of the fundamental right to religion. The hearing in the case started in May this year when the country’s top judges decided to forgo their summer break for a day-to-day hearing that lasted six days. “What is bad in theology is bad in law as well,” said justice Kurian Joseph who was part of the majority view. Muslim men in India can still divorce using two other forms of talaq that have a three-month cooling off period. Muslim women usually divorce using a practice called Khula. Manipur government declared threeday mourning in the state. A senior leader of the Congress party, Keishing served as Manipur CM for four times. He was the last surviving member of India’s first post-1947 Parliament.

D I M A P U R , AU G 2 2 (NPN): Naga People’s Front (NPF) Central Executive Council (CEC) under the leadership of Neiphiu Rio resolved to urge upon the negotiating parties to expedite the “Indo-Naga” peace process with more zeal in order to bring about an amicable and honourable solution respecting the unique Naga history at the earliest. This was contained in a statement issued by NPF press and information cell as resolved at the meeting of the first NPF CEC on August 22, 2017 at its temporary office, Bayavü Hill Kohima. KOHIMA, AUG 22 (NPN): Minister for school education, Tokheho Yepthomi, on Tuesday admitted that shortage of mathematics and science teachers was one of the main causes of unsatisfactory results of government schools in HSLC and HSSLC examinations over the past years. Speaking at the 2nd All Nagaland Government School Teachers’ Conference held at NBCC Convention Hall, here, the minister assured that science and mathematics teachers would be provided within the next few months. Asserting that it could not be possible to bring drastic change to the problems instantly, the minister however reminded the teachers that if everybody put in efforts they could produce better answers to the problems. NPF party issue: Case against Rio withdrawn DIMAPUR, AUG 22 (NPN): Civil case praying for restraining Neiphiu Rio (defendant) from using the name of Naga People’s Front (NPF), its symbol and flags and also against the opening of any office by using the name of the NPF party, has been withdrawn. NPF through its press and information cell said that the plaintiff L. Yanglong had withdrawn the said case in the court of the civil judge (senior) Mon division on August 21, 2017. Following the withdrawal of the case, press and information cell said the counsel for petitioner (L. Acharya, in addressing the suffering of “famineridden villagers” of eastern Nagas living in Myanmar. In a representation to the Governor, Naga Hoho president, P.Chuba Ozukum, and general secretary, Mutsikhoyu Yhobu, stated that the famine-ridden villagers on their way to Mon via Lungwa were stopped by Assam Rifles and were asked to
produce Aadhaar card. Under the given circumstances, Naga Hoho said it was “very heartless” and a breach to basic human rights on the part of the Assam Rifles. Therefore, the Naga Hoho has requested the governor to extend financial/ material support to the famine-ridden Naga villagers. It also urged the governor to streamline military frisking in all border areas and allow the villagers to avail food stuffs and medicines without Aadhaar card.

KOHIMA/DIMAPUR, AUG 22 (NPN): Normal banking operations were hit on Tuesday across the state as public sector bank employees in Nagaland joined the one-day nationwide strike to protest against the government’s proposed consolidation move, besides raising other demands. Bank employees in Kohima also joined the nation-wide banks strike on Tuesday under the banner of National Confederation of Bank Employees (NCBE) Nagaland unit. NCBE Nagaland general secretary, A. Lolly Moses informed that the strike under the aegis of UFBU was total in all the districts of the state. In Dimapur, the bank employees staged a dharna at Supermarket area. ACAUT also clarified that despite speculations, its avowed motive was to “usher in peace, self-esteem and dignity in our lives”. It said that with the strength from thousands who would be attending the August 25 rally, historic resolutions would be adopted for which mass participation was crucial. ACAUT also informed that CNTC has permitted its office next to Town Hall (Naga Shopping Arcade) to be used as control room till the time of the rally. Various organisations that have extended all cooperation with ACAUT for the
rally include: Free auto ride: Dimapur District Autorickshaw Drivers’ Union (DDADU) on Tuesday while extending solidarity with the proposed rally, announced that it would provide free town trip for one hour that day from 3 p.m. to 4 p.m. In a press release, DDADU general secretary, Inito L Shohe, stated that stickers would be pasted on autorickshaws assigned especially for the rally. In this regard, DDADU has requested the public to identify those assigned autorickshaws and avail the free trip. CNTC: Central Nagaland Tribes Council (CNTC), which made a clarion call upon all to introspect and retrospect to bring changes in the state for the sake of the coming generations. CNTC opined it was time for every Naga to come together to eradicate the malady of corruption which has deeply entrenched and
engulfed entire society. ASUD: Ao Students’ Union Dimapur (ASUD) though its president, Lanutoshi Aier and general secretary, Moayanger Jamir have encouraged every right thinking Naga youth to be an agent of change by joining the “public revolution” spearheaded by ACAUT. ASUD said it was time for the voice of people to resonate across Nagaland against corruption instead of being disgruntled spectators. ASUD has therefore asked all its village and sub-units to attend the rally along with members without fail. PSAN: Public Service Aspirants of Nagaland (PSAN) has aso extended support to the proposed rally.
