NEW DELHI, AUG 23 (AGENCIES): The Narendra Modi government is likely to go a third– and possibly final– Cabinet reshuffle in the second week of September. A total of 45 ministers took oath when the Modi government came to power in the summer of 2014. The Cabinet has already witnessed two rejigs– one in November 2014 and the second in July 2016. The third one, scheduled for next month, is said to be the last major reshuffle before the 2019 general elections. After this, the sole focus will be on electoral preparations in 2018, which means the ministers in-charge of the new departments will have less than a year’s time to prove their prowess. In recent months, Modi’s Cabinet members have been burdened with additional portfolios. Soon after the Goa Assembly elections in March and the return of former Defence Minister Manohar Parrikar to his state as chief minister, Arun Jaitley had to fill his shoes. Then came another round of vacancies in both the Information and Broadcast Ministry as well as in the Urban Development ministry, owing to Venkaiah Naidu becoming the vice president. Those posts were filled by Smriti Irani and Narendra Tomar, respectively.

DIMAPUR, AUG 23 (NPN): Over a month after RCC Steel Girder Bridge over Chathe River collapsed in Dimapur, a hanging bridge close to the collapse site was opened for general public on Wednesday. The Joint Action Committee (JAC) consisting of members from about 15 affected villages reportedly collaborated with various agencies, villagers and government
departments and carried out the bridge construction works. In a press release, JAC secretary K Lokho said that the bridge was opened after holding a thanksgiving service led by Rev Dr. P Dozo. At the service, pastor Sadem, Ao Baptist Church Naga United Village, read out the Bible while JAC convenor Kuthoku Shijoh proposed vote of thanks.
NPN Adds: As per the Constitution (91st Amendment) Act, 2003-- the number of ministers in the small states are restricted to 20% of the strength of the house. Interestingly, in Nagaland 81% of MLAs now have the status of a minister. This means that there are 21 ministers (12 ministers and 9 advisers with cabinet status) and 26 as ministers of state (parliamentary secretaries) out of 47 MLAs, excluding speaker. It may be recalled that the Nagaland Tribes Council had issued a 7-day ultimatum on the Governor, to act upon the SC directive by dismissing those holding unconstitutional posts. NTC had also told Nagaland Post that if the Governor failed to act, they would opt for taking legal means-- like filing PIL in the court. According to report, at 31, Arunachal Pradesh has the highest number of parliamentary secretaries. It is followed by Nagaland with 26 such offices, Meghalaya (17) Manipur (12) and Mizoram (7). While Tripura has never appointed a parliamentary secretary and the present BJP-led government in Assam has also not appointed any till now.
NNPGs resolve to exempt Naga entrepreneurs from taxation
GUWAHATI, AUG 23 (AGENCIES): Even after the Supreme Court had struck down the Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act of 2004 and categorically pointing out that the state Assembly was not competent to pass such an Act, so far no state in the Northeast has implemented the apex court’s order. Nagaland, Arunachal Pradesh, Manipur, Mizoram and Meghalaya, which had appointed around 93 parliamentary secretaries as a matter of political convenience, were yet to implement the Supreme Court judgment. According to the New Indian Express (TNIE) report, Nagaland Governor, P.B. Acharya, who also holds additional charge of Arunachal Pradesh, said he had not yet applied his mind to the judgment. While admitting that parliamentary secretaries are appointed to keep a party intact, Acharya said he would act on the SC judgment only if he received any grievance, in writing, from an organisation, individual etc. He said he would do, whatever was possible constitutionally, if

Zeliang, in a condolence message to Khatingla Keishing and family, expressed deep pain over the demise of one of India’s oldest parliamentarians and former chief minister of Manipur, Rishang Keishing on August 22. Zeliang said late Rishang Keishing, a senior leader of the Congress party, was a colleague, a friend and a brother whom he regarded as one of the most dynamic and veteran statesman from Northeast India. At this hour of grief, Zeliang joined by his family, offered sincere condolences to the bereaved family members and well-wishers and prayed that Almighty God bestow unending comfort and solace to bear the loss of the great leader and also for the departed soul to rest in eternal peace.

The BJP is a constituent in Nagaland’s ruling alliance while it rules Arunachal and Manipur. The Congress is in power in Meghalaya and Mizoram.
Modi to go for one last Cabinet rejig
DIMAPUR, AUG 23 (NPN): Angami Youth Organization (AYO) on Wednesday said it was utterly dismayed by the present political impasse within the NPF that has led to many unwarranted and ugly scenario of law and order situation in Kohima. In a press note, AYO president, Neinguvoto Krose and PRO, Petevito Nakhro said the impasse has put public peace and welfare at stake. In this regard, AYO has warned all to take note of this statement as the “final warning” and not to create any unwarranted situation. “Our concern is public security, protection of life and properties,” AYO said, while unequivocally condemning “the act of cowardice, hooliganism and goons prowling around perpetrating fear psychosis, intimidation and threats by certain anti social elements.” It has therefore appealed to the law enforcing agency to
immediately book the thugs under appropriate section of law. AYO said it has taken note of the recent sporadic incidents with caution-- “Benjamin Newmai, commissioner & secretary NLA threatened at his residence on August 11; Kelei Zeliang, secretary (RD) perpetrated with psychological threats on August 21, Shots fired at hotel Vivor on August 21.” AYO made it clear that “once efforts are exerted, it would be easy to rein in these gangsters.” The youth body has warned the miscreants once and for all to refrain from such diabolical acts to avoid public wrath. In the event of developing situations, AYO said it would be holding the presidential council meeting at the earliest. AYO has requested all Angami village unit presidents and executive members to be prepared for the event, and for which the time and date would be communicated and published at a later date.
DIMAPUR, AUG 23 (NPN): In a significant move, the six Naga National Political Groups (NNPGs) on Wednesday resolved to exempt Naga entrepreneurs from taxation. “The NNPGs have resolved that while free donations from our people will be solicited, Naga entrepreneurs shall henceforth be exempted from taxations. This step is taken in order to enable Naga youths to confidently pursue and strengthen social fabric and build economic platform for the future,” NNPGs stated through its media cell. However, NNPGS said that “joint ventures and partnerships between Naga and non-Naga entrepreneurs shall not be exempted in any manner.” NNPGs said it has taken note of many Naga youths claiming ownership of business houses and discreetly being paid monthly protection fee by non-Naga businessmen. This practice must be stopped immediately, NNPGs asserted. It expressed dismay that educated and talented Naga youths were being reduced to playing the role of bouncers and security guards of non-Naga entrepreneurs. In this regard, NNPGs have warned of strict action against those business houses keeping Naga youths as watchdogs and bogus owners. Maintaining that the present time was, politically, most critical for the people of Nagaland, particularly the younger generation, NNPGs said that a viable economy was the key to future generation of Nagas. For over a year,
NNPGs said that the group had been engaged in threadbare discussion among themselves and had met all the tribes and minority communities of Nagaland. The group extended appreciation to all civil societies for understanding the common issue and freely and frankly expressing the desire of the people. It said Naga struggle was a reflection of a people’s strength, fuelled by political will and desire to determine their own future. Beginning from 1951, NNPGs said contribution and donation of the people towards the common cause had been a free expression when the Naga people chose to oppose occupational forces. In recent decades, division and killing among the Nagas have dented the people’s confidence, it added. As the level of corruption has skyrocketed in the present day, NNPGs said it was not uncommon to see civil societies expressing displeasure over the chaotic state of affairs. Working Committee formed: It further informed that the six NNPGs have taken a major step in forming the “Working Committee” (WC) as per the people’s demand. “The political demand of our people must be met and therefore the six Naga political groups are prepared to march forward and seek a political solution that is acceptable and honourable for our people,” NNPGS said while seeking prayer support and solidarity of the people at this critical juncture.

KOHIMA, AUG 23 (NPN): All India Postal Union, Nagaland Division (AIPUND) on Wednesday joined the nationwide strike called by the National Federation of Postal Employees (NFPE) by staging demonstration at its office complex here. AIPUND divisional secretary, Daniel Domeh, told Nagaland Post that
more than 1000 employees from 44 departmental offices in urban areas and 278 rural branch offices participated in the protest. The one-day strike was called to press for fulfilment of ten-point charter of demands including implementation of recommendations of Gramin Dak Sevaks (GDS) committee report. Among other demands, the NFPE has demanded
filling up of all vacant posts in all cadres of department of posts; membership verification of GDS and declaration of result of regular employees membership verification; payment of revised wages and arrears to the casual, part-time, contingent employees and daily rated mazdoors as per 6th & 7th CPC and settle other issues of casual labourers; provision of CGHS facilities to postal pensioners also as recommended by 7th CPC and implement five days week working for operative staff in the postal department. Meanwhile, NFPE has congratulated the members for making one day strike on a “grand success”. Out of 10 demands, NFPE said that three demands have already been settled by the department. India Post has over 1.55 lakh post offices of which more than 1.39 lakh are in the rural areas.
CCF, CSCFM resolve on Naga issue NH team calls on CM Transportation schedule for ACAUT rally DIMAPUR, AUG 23 (NPN): Concerned Citizen’ Forum (CCF) and the Concerned Senior Citizens Forum of Mokokchung (CSCFM) have resolved that the Aos should continue to stand by previous commitments of the community giving mandate to the NSCN/GPRN (I-M) collective leadership during the last several political consultative meetings on “Indo-Naga political matter” for negotiating with government of India and to bring early settlement honourable and acceptable to both the parties. A joint statement issued by 16 signatories stated that the above was resolved at a joint meeting of CCF and CSCFM held on August 17, 2017, which discussed about the present political situation in Naga society. The meeting while noting that “since the nego-
tiation is nearing to arrive at a final conclusion” reiterated that “it should be based on futuristic aspects of the Nagas as per Framework Agreement signed between the Government of India and Collective Leaderships on August 3, 2015 in New Delhi.” The CCF and CSCFM said final solution should be inclusive of all the stakeholders to pave the way for a long lasting peace in future. The two bodies asserted that a time has come for all Naga civil societies to remain united and play constructive roles led by the Naga Hoho in the peace process. At the meeting, it was also realised that “the participation of the Ao community in Naga Hoho be strengthened overcoming their shortcomings, because the Aos cannot remain silent without participating in the apex body of

DIMAPUR, AUG 23 (NPN): A seven member Naga Hoho (NH) team, led by its president, P. Chuba Ozukum called on chief minister, T.R. Zeliang at his office chamber and discussed about several issues including the Naga political issue, a CMO communiqué stated. Interacting with the NH team, Zeliang maintained that all Naga Political Groups should be taken onboard before a final solution to the protracted Naga problem was arrived at. He said Naga Peace process must not be taken up simply for political mileage in the upcoming 2018 Election, but must be based on sincerity in letter and in spirit. Zeliang also expressed his desire for early solution saying-“Solution should come at the earliest possible date so that every Naga can live with permanent peace in our land.” He said there is no problem that cannot be solved. “We must seek public opinions and suggestions to move ahead taking the voice of all stakeholders onboard,’ he added. DIMAPUR, AUG 23 (NPN): ACAUT has issued the schedule for transportation services in view of the proposed mass public rally on August 25. ACAUT Nagaland through its media cell has requested all participants to proceed to the venue in advance, considering the traffic situation in Dimapur. The participants are also requested to avail the free pickup and dropping service extended by the Dimapur District Auto rickshaw Drivers’ Union and Dimapur District Pick-Up Van Owners & Drivers Union. Further, ACAUT has requested all participants to flag down autos and pick-ups with posters without any hesitation for dropping purpose at the rally venue. Pick-ups would be stationed at important places-- old Dhansiri Bridge; Kuda Village, Purana Bazar, St, John School junction, Firing junction, Burma Camp/Veterinary Colony; Nepali Khashiram/Rangapahar; Signal Junction, near Sub-Urban PS; DDSC Stadium, and DC office junction. All the autos and the pick-ups on transportation duty will be displayed with posters, it said. For assistance, ACAUT said that the volunteers would be at the site by
1 p.m. In addition, ACAUT said other prominent speakers for the rally would be from the CNTC, KCCI, AKMWP, IBAPO, IMTN and DUCCF. Meanwhile, ACAUT has expressed gratitude to all the bikers from-Nagaland Motorcycle Club, United Riders Motorcycle Club, The Tribe, and the United Royal Riders’ Club along with various solo riders who took part in the bike ride on Wednesday to create awareness for the rally. Further, ACAUT has requested every participant to come with their own banners and posters.
CNTC units asked to attend rally Central Nagaland Tribes Council (CNTC) has informed all its constituent units-- Ao Senso Telongjem Dimapur, Lotha Hoho Dimapur, Western Sumi Hoho and all student bodies under CNTC platform to attend the ACAUT rally on August 25. In an appeal CNTC called upon “every right thinking citizen to join the rally, unless they have some ulterior motive.” It also urged every civil society, who truly works for the cause of the people to join, or their existence would have no meaning at all.
