KOHIMA, AUG 24 (NPN): Chief Minister T.R. Zeliang appealed to Nagas to be positive and refrain from negative thinking or speculations about the issue, since they (Nagas) are getting close to solution of “Indo-Naga political issue” Zeliang said this during the NPF Central Executive (CEC) meeting at NPF central office Kohima this afternoon. It may be pointed out that Zeliang controlled himself despite receiving news on the sudden death of his elder brother at Jalukie and continued with his nearly one-hour speech. He also spoke of many positive developments during the last one year, beginning with the signing of the Framework Agreement between the Government of India and the NSCN (I-M) on August 3, last year. Special session to ratify GST Bill

KOHIMA, AUGUST 24 (NPN): With the passing of Goods and Service Tax (GST) by the parliament on August 8, Nagaland Legislative Assembly will ratify the GST bill on August 26 during the special session, sources confirmed Nagaland Post. During the NPF CEC meeting on Wednesday chief minister T.R. Zeliang also informed that the NLA special session was “for GST Bill”. Zeliang appealed the Nagas to help the state government collect tax so as to get state share from the central government for the development of the state. He said all shopkeepers should introduce online billing and produce cash memos and no one should cheat the government and the taxes department. He expressed confidence citing instances where there was increase of 17% in tax collection during the present fiscal year. Further, he urged upon people not to resist the GST under the plea of Art. 371 (A). (Correspondent)

Support women quota: CM

Nagaland chief minister, T.R Zeliang, speaking at the NPF Central Executive Council (CEC) meeting at NPF central office here on Wednesday, appealed to the party men and women to support smooth implementation 33% women reservation through mass awareness campaign and mobilization of public opinion in its favour. Zeliang said the 33% women reservation was approved by the state government after careful deliberations to conduct the municipal elections within this calendar year. The chief minister informed that the Act was passed in the Nagaland Legislative Assembly in 2001, amended and accepted in 2006. However, he said due to the stiff opposition from certain quarters municipal elections could not be held for the last ten years. Because of which, he said state has not received the grants for urban local bodies recommended by the Finance Commission. The chief minister said much needed funds for improvement of state’s urban infrastructure and facilities were not received, which, he said was not a healthy development. He said municipalities were being run by just one officer designated as chief executive officer (CEO) with the support of a few municipal employees. DIMAPUR, AUG 24 (NPN): Naga People’s Front (NPF)’s Central Executive Council (CEC), which met at the NPF Office Kohima on August 24, 2016, has resolved to demand the Government of India for revocation of the Armed Forces Special Powers Act (AFSPA) from the entire Naga areas. In this regard, the CEC resolved that the party would submit a memorandum to the Government of India. After a long deliberation, house also re-affirmed its support to the ongoing peace process and the political talk between the Government of India and the NSCN (I-M). It urged upon both the entities to expedite the political talk and translate the August 3, 2015 Framework Agreement into a reality “without much procrastination.” CEC also deeply condoled the untimely demise of Isak Chishi Swu, Chairman, NSCN (I-M). Further, the house reiterated its appeal to the NSCN (K) to re-consider its decision and resume the ceasefire with

the Government of India as desired by the Naga people. It also urged upon all the Naga Political Groups to unite and seek solution for the interest of the entire Nagas. CEC meeting also resolved to reiterate Article II Section 2 Clause (c) of the Party Constitution i.e. “To work for Unity and integrity of the People by integrating all contiguous Naga inhabited areas under one administrative roof and also to provide protection to all the ethnic groups who are indigenous inhabitants of all Naga Inhabited Areas”. Endorsing the decision of the State Cabinet for 33% women reservation in municipal and town councils, the CEC, however, opined that some provisions of the Nagaland Municipal Act needed to be reviewed. The House resolved to have penal discussion on the vision document 2030 before it was finalised. CEC reaffirmed to uphold the leadership of the chief minister, T. R. Zeliang, and NPF president, Dr. Shürhozelie Liezietsu.

DIMAPUR, AUG 24 (NPN): Nagaland Governor, P.B. Acharya on Wednesday said it was “high time that women should be included in peace talks with various militant groups in the North East”. In a press note issued through its PRO, Acharya further noted that protection of women and children from violence must be prioritized. “Peace and security to acknowledge the disproportionate impact of violent conflict on women and children recognizes the critical role women should and can play in the processes of peace building and conflict prevention, conflict mediation, and all aspects of post-conflict reconstruction,” he stated. While pointing out that there was no women representative in Nagaland’s 60-member state Assembly, Acharya lamented that in Nagaland there was “no space for women in politics and property ownership”. Acharya went on to cite statistics that North East has recorded the highest number of women trafficking cases. He said women being the main stake holder, have been the worst affected in the conflict zone. In this regard, Acharya has said that the demand of various women group to include women in peace talks needed to be seriously considered. The Governor further appealed to all stake holders, civil societies, NGOs, student bodies etc. to promote women participation in conflict prevention and peace talks, saying “they played a major role in the past and can still continue to contribute in the peace process”.

DIMAPUR, AUG 24 (NPN): Rangtalak Rangkau, elder brother of Nagaland chief minister T.R. Zeliang, passed away at Jalukie on Wednesday afternoon. He was serving as assistant pastor at Christian Church, Jalukie Town, till he breathed his last. He was 69. Family sources said his funeral service would be held on August 25 at 11 a.m. at chief minister’s residence, Jalukie Town. NPF: Naga People’s Front (NPF) has expressed shock and grief at the demise of late Rangtalak Rangkau, elder brother of chief minister T.R. Zeliang. In a condolence message, NPF press bureau said the sudden and untimely demise of Rangtalak Rangkau has shocked and deeply saddened the members of NPF CEC Central Hq. Kohima Nagaland. It said members of the Central Executive Council of the NPF Central, have extended sincere condolences to the beloved wife of the deceased and their children. NPF prayed God give them strength and solace to overcome the grievous loss and departed soul rest in eternal peace. BJP state unit: BJP, Nagaland state unit has condoled the sad demise of assistant pastor Rangtalak Rangkau and said party stood with the chief minister at this time of grief. BJP Nagaland general secretary (media), Jaangsillung Gonmei, in a press release, said the BJP state president Visasolie Lhoungu has expressed grief “on the loss of a valuable family member and pillar of strength”. KOHIMA, AUG 24 (NPN): A new National Highway (NH) from Simalguri-Bihupar in Assam to Mon town, with a distance of 84 kms has been approved by the Government of India during the later part of July last, where National Highways and Infrastructure Development Corporation (NHIDCL) will prepare the Detail Project Report (DPR) and execute the work. Chief Minister T.R Zeliang informed this during the NPF Central Executive Council (CEC), Wednesday at the NPF central office. He also announced that another new NH-702 has been approved by the Government of India connecting Changtongya- Longleng-Longching-Mon-LapaTizit. He said the proposal for a highway connecting Mon with Tamlu under Special Accelerated Road Development Project (SARDP) which was delayed, owing to cost escalation, has been resolved with the Supreme Court appointing a Court Commissioner to monitor the revised estimates. On the proposed Nagaland Express Highway from Tizit to Khelma in Peren district, he said it was taken up under SARDP in phases wise while another new NH from Dimapur to Pangsha via Tseminyu- Pughoboto-Aghunato and Shamator has also been approved. DIMAPUR, AUG 24 (NPN): NSCN (I-M) has asserted that the “Indo-Naga political conflict” spanning over seven decades and which was “undoubtedly the longest such problem” in the South East Asia was now “at last on the verge of coming through a final solution.” In a press release, MIP stated that there was “a paradigm shift to the approach by the Indian leaders then and now resulting to understanding and viewing at the problem from the perspective of both sides.” It stated that appreciation of the difficulties of the opposite party has brought the two sides closer than ever. MIP said solution could be brought about only when reality was admitted and mutual respect prevailed upon imposition of others will. NSCN (I-M) pointed out that there had been “drastic positive change in the Indo-Naga peace process” after Prime Minister Narendra Modi took over the rein. NSCN (I-M) said the serious and sincere effort given by both sides have resulted into the signing of August 3, 2015 Frame Work Agreement, upon which, it said “the final solution is being worked out.” “The NSCN and the Naga people highly appreciate the government of India for recognising the sovereign rights of the Nagas through the Frame (Cont’d on p-5) Work Agreement,” MIP said.

DIMAPUR, AUG 24 (NPN): NSCN (I-M) UT-I has informed all the shops and traders in and around UT-I region to remain closed on Sundays with immediate effect. In a press release, UT-I care taker CAO and dy kilonser Rangkhamong Anar said “strict information” was being issued after “consultation with

the elders/seniors of UT-I region, that as Nagaland is a Christian state where Christianity is the religion [of] all the Nagas”. CAO however stated that medical stores have been exempted. Further, UT-I care taker CAO informed that there would be strict checking of gambling that was allegedly taking place in market places.

Quake hits Myanmar DIMAPUR, AUG 24 (NPN): An earthquake of 6.8 magnitude struck central Myanmar on Wednesday, USGS said, shaking buildings across the country and region. The quake struck west of the city of Meiktila at a depth of 84 km. Tremors were felt in parts Nagaland other NE states and as far as West Bengal, Jharkhand and Bihar.

Submitting a six-point charter of demands to the power department concerning the power crisis in Mokokchung, MTLT has affirmed that it would lock the offices of the power department in Mokokchung until the department gave clear assurance in writing that all its demands would be fulfilled. In a representation ad-

dressed to the minister of Power, MTLT president Imkummeren Jamir, grievances cell convenor Aolong Imchen and general secretary Taliakum Pongen demanded that the damaged 5MVA transformer at the power station be replaced immediately and with a higher capacity transformer; present 2.5 MVA at the power station be upgraded and government keep a spare transformer at the

power station to be used during emergencies. MTLT reminded of the assurance given to it by the high level members present at the DPDB meeting in 2015 to set up another power station (10MVA) at Majakong Ward and addition of 10MVA at the existing sub-station at Salangtem. “However, there is no sign of it,” said MTLT and demanded immediate initiation of work. MTLT also demanded strict adherence to the Section 166 of Electricity Act, 2003. Reiterating its support to All Ward Union Mokokchung (AWUM)’s demand for an exclusive transmission line for Mokokchung Town, the MTLT further endorsed the resolution of AWUM for withholding the electricity bill to the government w.e.f July 2016. MTLT further demanded the utilisation certificate of an amount nearing Rs.50 lakh sanctioned to the Mokokchung Power Division during the financial year 2014-15, for maintenance works, within seven days. KOHIMA, AUG 24 (NPN): District tobacco control cell Kohima Nagaland in collaboration with Kohima Municipal Council (KMC) organized community awareness programme on tobacco control and harmful effects of tobacco and COPTA on the theme “ choose life not tobacco” for the shopkeepers (selling tobacco products) at KMC conference hall on Wednesday. District Nodal Officer Dr. Arenla Walling in her presentation said tobacco was the foremost preventable cause of disease and death in the world today. She said globally tobacco kills 5.4 million people

every day and 90% of oral cancers are due to tobacco use. She informed the gathering that India was the third largest tobacco producer in the world and second largest consumer in the world and 1 million of Indians die every year due to tobacco. Dr. Walling said India has largest number of oral cancer in the world, 40% of all cancers in India are due to tobacco and 2200 Indians die every day due to tobacco use. She informed that tobacco was now the world’s leading single agent of death. She highlighted the 4000 poisonous substances found in tobacco that can cause various diseases, the risks of smoking and burdens due to

tobacco use like in health, economic and environment. Dr. Walling also informed the penalty of selling tobacco to the minors below 18 years of age, the prohibition of selling tobacco within 100 yards of any educational institutions and to put the symbol of in their shop. KMC administrator Kovi Meyase in his address informed the participants that they should know the law ad follow accordingly failing which they would face the consequences. He informed that very soon the concern authorities would check in all the shop selling tobacco and would be arrested or penalize as per the law for the default-

Kohima traffic regulation on August 26 DIMAPUR: In view of the special session of the 12th Nagaland Legislative Assembly on August 26, Kohima Police has informed that following traffic regulation would be enforced as part of the security arrangement- only vehicles with appropriate car passes will be allowed entry to the Assembly Secretariat: no vehicle will be allowed to be parked by the roadside from 6 a.m onwards on August 26 at the following routes; from BSNL Telephone Exchange till Classic Island; from Raj Bhavan till Classic Island; from Classic Island till Assembly Secretariat via Razhü Point: Heavy vehicles will not be allowed to ply from High School junction to Assembly Secretariat via Sanuoru subway during Assembly Session, except Govt. departmental buses: heavy vehicles will not be allowed to ply in Kohima town during Assembly Session from 7 a.m till the session gets over: all loading and unloading of goods in Kohima town should be completed by 7 a.m during Assembly Session and heavy vehicles will not be allowed to be parked along the “D” Block road. While anticipating positive co-operation from the public, Kohima police cautioned it would tow away the defaulting vehicles and towing charges would be borne by the vehicle owner.

Bhandari police seize drugs worth Rs.15 L NCSU Dmu supports demand

DIMAPUR: Bhandari Police on August 18 seized 1,26, 000 capsules of banned Spasmo Proxyvon and 6,200 tablets of Nitrosun, with a combined worth of around Rs. 15 lakh in the black market. According to SDPO Bhandari, James Jami, based on specific information regarding drug peddling activity in the area, Bhandari police led by SDPO laid out MVCP at Bhandari village Zero Point and intercepted one Hyundai EON-NL-07 T-0416- from which the large quantity of drugs were recovered. In this connection, four persons identified as Benrithung Ngullie (21), Zuchamo Ngullie (29), Mhonthung Kikon (45) and one female Jandeno Kikon (19) were arrested and forwarded to judicial custody for further investigation, SDPO informed.

DIMAPUR: Kohima Police personnel manning Phesama check gate while conducting routine checking and frisking of vehicles Wednesday recovered 54 kgs of contraband ganja from the possession of two passengers travelling in a taxi from Manipur. According to SDPO(S) & PRO Kohima police, the contraband ganja was found neatly packed in nine small packets concealed inside travel bags. In this connection two persons identified as Pavei Tsunamai (28) from Senapati, Manipur and Avele Losu (30), from Pfutsero, Phek, have been arrested and a regular case has been registered against them at Kohima South PS.

DIMAPUR: Nagaland Contractors and Suppliers Union (NCSU) Dimapur Unit has came out in support of its head office demand for open tender system for all contracts and supply works in Nagaland as “per the government memorandum.” In a press note, press secretary NCSU, A. Tureng and vice-president, Hotoshe Chophy, alleged that the union has found “many discrepancies in various departments in awarding contract works by table tender and without inviting open tender.” Therefore, reaffirming its earlier resolution, the union has “reminded” the concerned department to strictly follow the govt standing

order that “all the contract and supply works are put for open tender and only recognised and valid NCSU members are eligible.” As per the head office directive, NCSU Dimapur Unit said it would mobilise its action committee members to check all the departments under Dimapur to verify all contract and supply works. In this regard the union warned that “if any violation of norms and objectives is found in awarding the work order, the union shall submit the report to its head office for further necessary action.” Meanwhile, the union also cautioned its members not to misuse its letter pad for any tender participation by other unregistered members.

DIMAPUR: Landowners Board Mokokchung (LBM) has come out in support of the Ao Senden opposing the Nagaland state cabinet decision to implement 33% reservation for women in urban local bodies election. In a press release issued by the land owners board Mokokchung, the chairman and secretary of the board Imtisungkum Pongen and S. Bur Longkumer of the board stated that they support the stand of the Ao Senden in this matter. It stated that the board, as one of the stakeholders is spearheading for the deletion of clauses (a) of section 120, a tax on land and building under the provision of the Nagaland Municipal Act, 2001 and 33% reservation as well. The release further added that unless such section(s) that contravenes the Ao custom are rectified, the landowner villages of Ungma, Mokokchung and Khensa will not let the Municipal Act implement within their jurisdiction.

STH president Kitoli Naje expressed her hope and faith on the newly appoint MS, for the better services and the progress of health care institutions in the district for the sake of the public. She also assured her full support on behalf of Sülimi/womenfolk and expected the same from other leaders as well. DIMAPUR: Annual Status of Education Report (ASER) Centre, the autonomous research and assessment unit of Pratham, has announced the launch of the ASER for 2016. Since 2005, ASER was conducted every year, at the same time, for 10 years and after a year break in 2015, the survey wiould be conducted again in 2016 with its usual focus on schooling, basic reading and arithmetic. ASER 2016 will be kicked off on August 30 with a preparatory national workshop in Lucknow. Close to 150 team members who lead the ASER effort in their respective states will attend the workshop to be trained on ASER 2016 process. As always this residential training has classroom sessions plus two days of field

practice. It may be mentioned that each year the survey reaches more than 600,000 children, between the age group of 3-16. About 25,000 to 30,000 volunteers from more than 500 partner organizations participate in the data collection, covering close to 16,000 villages in every rural district across the country. In 2014, 577 districts were reached. The ASER model has been transplanted from India to other countries like Pakistan, Kenya, Uganda, Tanzania (in East Africa), Mali, Senegal and Nigeria (in West Africa) and Mexico. The100-day endeavor would culminate with the national release of the ASER report in mid-January, 2017 in New Delhi. State reports would also be released simultaneously.

KOHIMA, AUG 24 (NPN): The three-day consultation on Nagaland Baptist Church Council (NBCC) vision 2030 jointly organized by NBCC, Nagaland Development Outreach (NDO) and Development Human Potential (DHP) and sponsored by DHP Imphal held at NBCC platinum hall Kohima got underway. On Wednesday Morning, secretary land resources, government of Nagaland Kikheto Yeptho IAS in his presentation on “socio-economic status of Nagaland today & the role of the church in major development areas” suggested the churches in Nagaland to include Clean Election Campaign syllabus in the Sunday Schools and requested the government to include the same in the syllabus of elementary education. In his opinion election was the main culprit of not only negative impact on socio-economy but also for creating division among the people. Yeptho said the church cannot remain a silent spectator in this serious issue; rather it should renew its commitment for clean elections and go on a war footing with a vigorous commitment as both the candidates and the voters were members of the church. Yeptho said that church was the only platform respected by the Naga people and in this light, the church needed to bring the topic of clean election to the platform and stress the importance of the campaign upon all the stakeholders. He reminded that “if the church fails, blame should not be shifted upon other stakeholders alone” saying that once the election process was changed “we” could expect lots of improvement in socio-economic development. Admitting the collective failure to live upto the expectations of Christian principles and values, he reminded the society including the Church to retrospect and introspect and take corrective measures. Emphasizing the problem of overstaffing in government employees and excess number of establishments in the state, he said it affects the socio-economic development in the state as the state has 17.29% ratio of govt. servants to population, highest among the 8 NE states. He informed that Nagaland has 82 Demands (departments) as compared to 43 of Meghalaya, 41 of Manipur, 29 of Arunachal Pradesh and 39 of Tripura as many unproductive establishments drain out our resources and economy. Yeptho also shared in detail the importance and the elements, directly or indirectly affecting socio-economic status of Nagaland and the role of the church to be played, like water, rural development, power and electricity, road and communication, motor vehicles, agriculture and allied, livestock and others. Indefinite Mnp bandh evokes Resigned Mnp NPF MLAs issues joint statement on proposed bill partial response on first day

On the first day of indefinite Manipur bandh on Wednesday 2 Correspondent IMPHAL, Aug 24: An indefinite Manipur bandh call given by agitating All Manipur Written Test Successful Candidates of Manipur Police Constable Male 2013 (AMWTSCMPCM 2013) to protest against government cancellation of all recruitment processes evoked partial response on the first day on Wednesday. AMWTSCMPCM 2013 gave the bandh call pressing the state government to review its decision regarding the cancellation of the recruitment processes and order for fresh conduct of the recruitment. A government notification issued on August 20 last had cancelled all the recruitment processes for the appointment of police constable while informing a fresh recruitment

process right from the physical efficiency test would be commenced from August 30. The notification came up at a time while the recruitment DPC appeared candidates were pressing the state government to declare the result even by imposing economic blockade on the national highways. Besides giving the indefinite statewide bandh effective from last midnight, the economic blockade on the national highways is also continuing it full swing after the body announced continuation of the blockade. Reporters today attempted to know government’s response to the agitations being launched by the DPC appeared candidates on the sideline of a function at Imphal Hotel. However, both the chief minister and his deputy who is also looking after the home in-charge avoided responding to reporters queries. The chief minister left the venue hurriedly by saying that it was not a new thing and happening every time without taking further query. While the deputy chief

minister said that government will be give a response at an appropriate time and declined to speak further. Meanwhile, bandh supporters at many places caught fire in the middle of the roads besides disturbing traffic by stretching logs and piling debris on the road at various places. There were reports of smashing vehicles for allegedly violating the bandh at some places. In short, the bandh was effective at places where members of the AMWTSCMPCM 2013 concentrated as they with supports of their local colleagues imposed the bandh. The bandh has little impact in Imphal where all kinds of vehicles except passenger service buses were seen moving on the road. Almost all the educational institutions in the city area remained close. However, most of such institutions in the outskirt of the city opened and conducted classes as usual. There were reports of imposing the bandh in hill districts.

DIMAPUR, AUG 24: The four resigned NPF MLAs in Manipur in joint statement has strongly condemned the introduction of the ‘Regulation of Non-local People Act 2016’, by O. Ibobi Singh’s government and termed the move by as “devious and communal�. The statement undersigned by resigned NPF MLAs L. Dikho, Samuel Risom, St. Victor Nunghlung, Dr. V Alexander Pao stated that it will not be party to any Bill in any form that violates the tribal people’s rights and that Manipur state legislature was not “competent� to introduce or pass any bill that violates the Constitutional provision and various laws and Acts which protect the rights of the tribal, the land, identity and culture. The statement further said the proposed bill was just another stratagem to annihilate the rights of the Hill people and to protect the “indigenous people� in Manipur was an absurdity and mockery of democracy. The four legislators termed the move by Manipur government as an “unscrupulous trick� to deceive the people in the name of promoting “their� interest and that the four undersigned were not going to be party to the devious policies. They informed the general public on their analysis of the ‘Regulation of NonLocal People Act. 2016’ below: NPF, Manipur on Regulation of NonLocal People, Act, 2016 Manipur Regulation of Non-Local People, Act 2016 if introduced and passed in the Legislative Assembly of Manipur will harm the people of Manipur. The proposed legislation will clearly go against the interest of the Hill People and equally harm the people in the Valley. However, if the present Government insist to introduce and pass the bill let it be done so in the valley districts and the same shall not be extended in the Hill Areas of Manipur for the following brief reasons; 1. State Assembly is not competent to legislate on the subj ect matter of “Peace� which falls under the Union List and enact a law to violate the Constitutional provision like Article 14, 19 and 21 read with Article 371C�. 2. If so ‘introduced and passed, many sections and clauses of a. The Assam Land and Revenue Regulation, 1886 (Regulation 1 of 1886) which protects the Rights and Interests of the Tribals of Manipur over Land and Resources. b. Manipur State Hill People (Administration) Regulation, 1947 Protecting the Rights, The Culture, the Customs, Land and Business of the Hill Villagers from time immemorial. c. Manipur (Village Authority in Hill Areas) Act, 1956 empowering the Village Authorities in the Hills and the Power of Judiciary, Policing and Administrative Authority within the Village Jurisdiction. e The Manipur Land Revenue and Land Reform Act 1960 which is not extended in the Hill Areas of Manipur and the same prohibits Selling and Purchase of Tribal Land to NonTribals being negated. .

The Manipur (Hill Areas) District Council Act, 1971) empowers the ADC members to decide on the transaction of Land and Resources and the State Revenue Authority is debarred from taking decision in matters of Land its management. g ‘Manipur Hills Areas (House Tax) Act, 1966 etc will be nullified and rendered redundant. 3. Various judgment and rulings of the Supreme Court of India and other Hon’ble Courts concerning the rights of the Tribals on Land, resources, settlement, tenancy, ownersrup, cu!ture,-----ÂŹand custom will be rendered meaningless. 4. The Bill aims to mutilate the Art. 371C which protects the Hills Tribals in Manipur. If allowed to pass, the Article will no more have eyes to see, hands to serve, legs to walk the Tribal way. The Hill people who have been oppressed, discriminated and deprived of development in the name of Democracy and majority rule \’/i11 forever be obliterated. 5. Public order, maintenance of Law and Order in the Hills are assigned to the Village Authorities who are vested with police duties, police powers, judicial powers to secure and ensure order and security in the Hill villages. The bill aims to destroy the Hill authority and devest the powers enjoyed under law. 6. Local-man/Non-Local Man; The definition is vague and deceptive. Non-local man can’t become Local Man. Justice Administration: The new bill will undermine the village Courts, Wisdom of the Tribals, the Elders who have been running Village Administration for immemorable years and they will be subjected to whims and caprices of corrupt, half baked Government employees. be married and have borne a healthy child. Swaraj said with India having over 2,000 surrogacy clinics, there was need to regulate the practice and only altruisic surrogacy will be allowed as per the bill. The bill comes in the wake of India emerging as a surrogacy hub for couples and incidents being reported on unethical practices. It also seeks to set up national surrogacy board at the central level as well as in states and Union territories. The bill, which will come up for consideration in Parliament during the Winter Session, aims to safeguard the rights of surrogate mothers and make parentage of such children legal. Surrogacy clinics under the bill will have to maintain their record for 25 years to ensure that documents are made available in case of a legal dispute. Swaraj said successive governments had assured Parliament on eleven occasions to bring such a bill. Seeking to allow a broader view to prevail, the government has decided that it will be referred to Parliament’s Standing Committee on Health.

The Union Cabinet gave its nod to the introduction of the Surrogacy (Regulation) Bill, 2016 in Parliament, seeking a bar on unmarried couples, single parents, live-in partners and homosexuals from opting for surrogacy. The move that is aimed at curbing unethical practices in the country which was emerging as a hub of commercial surrogacy. The bill has a provision for a jail term upto ten year and a fine of Rs 10 lakhs for violations, such as abandoning the child and opting for commercial surrogacy. “The new bill proposes a complete ban on commercial surrogacy in the country and will allow only legally wedded Indian couples married for at least five years to have children through surrogacy. “Foreigners as well as NRIs and PIOs who hold Overseas Citizens of India (OCI) cards have been barred

India’s record in sports

I

ndia’s showing at the recent 2016 Rio Olympics is nothing much to talk about and neither and occasion to go overboard with only two medals-silver and bronze brought home by a mammoth 117 athletes, which was 34 larger than their previous record of 83 athletes in 2012 London Olympics. At the medals table at Rio Olympics 2016, one has to scroll down the rankings to find India’s position out of the 78 countries that participated: Rank 67. Beijing 2008 was India’s most successful Olympics to date. It finished with one Gold and two Bronze medals brought home by 57 athletes. However, the medals tally works out to over 383 million people per medal, the highest ratio of all competing nations at Beijing. In terms of population size and medals won, there is no worse Olympic performer than India. It seems strange that a country of more than 1.2 billion people can only collect an average of less than one medal per Games. India has managed just one gold medal since 1980, when shooter Abhinav Bindra became the first individual to win gold for his country at the 10 meter air rifle event. The country’s previous gold medals, eight between 1928-1980, were all in field hockey. The state of Indian sports can be known from the reports in the media which speak of total apathy by Indian sports officials and at times, dubious selection methods. The government of India’s sports policy appears to be to splurge money on infrastructure but give a pittance for the well being, health and training of competitors. Take the case of Dipa Karmakar the gymnast, who had to train in makeshift gyms. At the recent Rio Olympics, India’s sports minister Vijay Goel was warned of losing the official pass due to the unacceptable behaviour of members of his entourage. The minister had claimed that his visit was to cheer up Indian athletes but instead he had to face flak from organisers. Then there was the shocking revelations by O.P. Jaisha the Indian Olympic marathon runner at Rio, who collapsed after somehow completing the race. Jaisha disclosed she had to run without water and some light refreshments normally provided by team officials. The Indian sports officials were never near the race venue where they should have been, by provided water or biscuits at two kilometre intervals. Organisers also provide water or biscuits at 8 km intervals and Jaisha had to depend on them. As usual, the apathy that symbolises Indian officialdom, those errant officials sought to wash their hands off by saying they are not supposed to offer water of biscuits and that the organisers were responsible. The official inquiry ordered by the very sports minister himself who had not actually ventured to see how things were at Rio, can hardly bring out the facts. We talk about prayer as if God hears us regardless of what our relationship is to Him (see Matthew 5:45). Never say that it is not God’s will to give you what you ask. Don’t faint and give up, but find out the reason you have not received; increase the intensity of your search and examine the evidence. Is your relationship right with your spouse, your children, and your fellow students? Are you a “good child” in those relationships? Do you have to say to the Lord, “I have been irritable and cross, but I still want spiritual blessings”? You cannot receive and will have to do without them until you have the attitude of a “good child.” We mistake defiance for devotion, arguing with God instead of surrendering. We refuse to look at the evidence that clearly indicates where we are wrong. Have I been asking God to give me money for something I want, while refusing to pay someone what I owe him? Have I been asking God for liberty while I am withholding it from someone who belongs to me? Have I refused to forgive someone, and have I been unkind to that person? Have I been living as God’s child among my relatives and friends? (see Matthew 7:12). I am a child of God only by being born again, and as His child I am good only as I “walk in the light” (1 John 1:7). For most of us, prayer simply becomes some trivial religious expression, a matter of mystical and emotional fellowship with God. We are all good at producing spiritual fog that blinds our sight. But if we will search out and examine the evidence, we will see very clearly what is wrong— a friendship, an unpaid debt, or an improper attitude. There is no use praying unless we are living as children of God. Then Jesus says, regarding His children, “Everyone who asks receives…” (Matthew 7:8).

t is a shame that India has not won any medal in Olympics, not even a bronze. There were great hopes from the largest ever Indian contingent but when it came to the performance it fell well short of expectations. Hockey, which we taught to the West, is nowhere in the subcontinent. With change of rules, in the name of making the sport more attractive, the West has come to monopolize hockey. But it would be unfair to blame it on the rule changes alone. The bane of the problem with our players is lack of stamina and scientific approach. Women seem to do better than men but that is in spite of the hard work demanded. In the next few years, our dismal performance will be in sharp contrast to even smaller nations that are mere dots on the world map. Counting by population, India ranks the last in Olympic medal number. There are more reasons for this. We, in India, have a budget of roughly Rs 250 crore per state apart from the central budget of Rs

1500-odd crore. There is sports infrastructure in a few states but they lack maintenance and regular use. The states and the centre have no holistic approach to sports. The result is that sports are just an item in the budget but nothing from the point of view of excellence in any particular discipline. Cricket has come up because the public is crazy about it just as it was about hockey some years ago. This only underlines the fact that there is no proper planning or scientific approach to sports. Hockey was the iconic sport for India until the Moscow Games in 1980 when the country won their last gold medal, for the eighth time. Subsequent to that there was a great decline in the sport as India never reached even the semifinals in any Olympics to this date. In contrast, India won the first World Cup in 1983 in cricket and since then the sport has started looking up. Additionally, the government can make a sport policy—not the one they are insisting on now—that will guarantee a career option to sportspersons. Just giving away piecemeal incentives will not fetch medals. his is the second attempt to relate the dangers associated with Aadhaar. Hope more people will write in the coming days so that I don’t look like Sylvester Stallone in Rambo movie with his mean machine gun (one man army) and the only one concerned to death with the dangers associated with Aadhaar. Under this program every Indian is to be issued a 12-digit unique identity number called Aadhaar number. It is considered as the world’s largest national identification project. I consider it the world largest illegal/ un-constitutional project “cunningly” made legal project. The National Identification Authority of India Bill which backed the Aadhaar project was introduced on 3rd Dec 2010 in Raja Sabha got the Cabinet’s approval but did not get the consent of the President of India. Still today The National Identification Authority of India Bill is still pending at RajaSabha. The Aadhaar program continued enrolling millions of people without any Act of Bill supporting it. After 10 years in March 2016 a new Aadhaar Bill known as “Targeted delivery of Financial and other subsidies, benefits and services Bill” was introduced as a money Bill in Lok Sabha by the present BJP government. The sad thing is it was passed. One can understand why the BJP converted the Aadhaar bill into money Bill. That is because the first Aadhaar Bill know as the “The National Identification Authority of India Bill” Introduced in Raja Sabha was NOT a money Bill and therefore was stopped at Rajasabha. In order to make the present Aadhaar Bill unstoppable it has been converted to Money Bill. Once the Loak Sbaha passes a money Bill it is final it cannot be stopped by the Raja Sabah or the President of India. Aadhaar does not qualify to be taken as money Bill. Some politicians are voicing out that the use of Aadhaar Bill as money Bill when it does not qualify to be taken as money Bill is complete misuse of the constitution and will soon erode the constitution of India. It would be interesting to know that when Modi was the CM of Gujarat he was the chairmen of committee overseeing the implementation of Adhaar, the same Modi when contesting for Prime minister criticized the UPA (Congress-led United Progressive Alliance) for implementing the Aadhaar enrolment saying it is “unconstitutional”. Today the same Modi Government has made Aadhaar Bill “constitutional”. The same Modi has the audacity to stand in front of the whole Indians and talk about “commitment to the Constitution” and preaches to Indians that “the thought of tampering with the constitution is like committing

suicide”. Is he not tampering the constitution of India by pushing the Aadhar program which he himself said was unconstitutional? It makes one wonder if he really honour the Constitution? His actions says that that Constitutional laws are just paper words and politicians can tamper with the constitution when the need arise. Aadhhar card is nothing but a secret public surveillance system to tag all its citizens and to eliminate any threat (people) in the name of National Security. Aadhaar program should be stopped immediately. History has proved it again and again that Programs like Aadhaar are very dangerous. A very similar program like that of Aadhaar was first effectively implemented by the Nazi under Hitler’s rule in Germany. Hitler developed a system to identify and list all the Jews in Germany with the help of IBM Company. IBM was in the “census” business that included racial census in counting and identifying the Jews. We all know what happened latter, more than 6 million Jew were identified, separated and butchered by Hitler. Hitter could achieve this abomination because he had “the census system” which helped him to identify and separate the Jews from the others. Hitler saw the Jews as a threat to the Nation and he had the “Census system” to eliminate them. In the United States Holocaust Museum in Washington DC, there is an IBM Hollerith D-11 card sorting machine which was used by Hitler for the census of 1933 which identified the Jews from others. Just recently in 1998 the Supreme Court of Philippines struck down the President’s executive order A.O.308 for “Adoption of a National Computerized Identification Reference System” which is exactly like the Aadhaar project in India. It insisted a biometric-based (finger print, Iris scan etc) national ID system. It was stuck down by the Philippines Supreme Court on two grounds,( i)that the right to privacy is one of the most threatened rights of man living in a mass society and (ii) that it gives the government the power to compile a devastating dossier (documents) against unsuspecting citizens. In United Kingdom an identical programs like Aadhaar known as the “National Identity Register” was scraped and discontinued. It was introduced in UK under the Identity Cards Act 2006 which required ten finger prints, iris scan and other details of every UK citizen. It was stopped after Her Majesty’s Revenue and Customs repotted that l25 million records of people’s finger prints, iris scan, and other personal information were lost, vanished. The last remaining data were publicly destroyed by none other than UK Home minister Damian Green by feeding

UK Home Secretary latter explained that they were abandoning the project because it would otherwise be ‘intrusive bullying’ by the state, and that the government intended to be the ‘servant’ of the people, and not their ‘master’. Why won’t India learn from these countries? Many serious incidents have already happened in India which should be enough to completely shut down the Aadhar project. Over 1000 Fake IDs were generated at a UID enrolling centre in Bangalore. The state of Maharashtra has fined more than Rs.5.5 crore on various contractors it authorized for processing Aadhaar card data. 3.84 Lakhs Aadhaar numbers in Orissa were cancelled due to malpractice. In Seelampur, Delhi where a large number of illegal Bangladeshi migrants live, one can get aadhaar for Rs 500 without any ID proof. It also revealed that for every 100 genuine Aadhaar card 10 fakes can be made. Many PIL have been filed in Supreme Court against Aadhaar, Retired Justice Puttaswamy who filed a PIL in Supreme Court, says Aadhaar invades the right to privacy, which is guaranteed under Article 21. Just recently Aadhar caused the death of a High School student in AndraPradesh who committed suicide because he was denied Aadhaar because his fingers were joined together and he could not apply for Pre matric scholarship. If this was not unnecessary death what was it? If we don’t stop it now, next victim could be our near and dear ones. Just last year, In Nagaland,(Dimapur) 19 PMEGP applicants ( 2015-2016) were rejected because they did not provide Aadhaar number. This is before Aadhaar Bill 2016 was passed. What a waste of opportunity. These 19 PMEGP applicants lost the chance to establish themselves finically because of this Aadhhar. Does it look like “financial inclusion” or is this a pure example of “financial exclusion”? The Nagaland State Govt should be grateful that the 19 PMEGP did not seek any legal measures against the State Government. Aadhaar program will result in more “financial exclusion” because people with missing finger, joined finger, eyes diseases, blinds etc will be excluded from the program even if they are poor or rich, educated or uneducated. Aadhaar in simple will separate all Indians into two group (i)The fit and (ii) the unfit. In simple there is no hope for an MBA passed out with a missing finger or eye disease. Seems like someone is trying to implement the theory of “survival of the fittest” in letter and spirit. If the people say NO TO AADHAAR, the Aadhaar program will have to stop. Appeal for protection of wildlife in Nagaland

T

he survival of human beings and animals, both directly as well as indirectly, depends on forests; as their basic needs in the form of food, water, and shelter are met from forests. In addition to these tangible benefits, forests play key role in carbon sequestration, amelioration of environment and climate change. With passage of time and increasing population, biotic pressure on forests has significantly increased. In the State of Nagaland, the lion’s share (88.3%) of forests are under the control of individuals and communities and remaining 11.7% of the forests are under the control of the Government. The Government has very limited regulatory role in management of private forests. Since time immemorial, administration and people of the State had/have played an important role in protection and maintenance of forests in the form of Community Conservation Areas, Wildlife Based Community Conservation Areas etc. The existence of wildlife is a good indicator of good forests and subsequently availability of timber, firewood, medicinal plants for human beings. The State of Nagaland had been traditionally a hunting State since time immemorial. Now, people are coming forward for

protection of wildlife and they are rescuing wild animals and they are donating wild animals and birds which are kept in Nagaland Zoological Park, Rangapahar and Tragopan Breeding Centre, Kohima. With the efforts of the administration, people and different agencies of the Government, NGOs etc, Amur Flacons (Migratory Birds) were well protected in the State during their migration in 2013, 2014 and 2015. This brought laurels, both nationally and internationally, to the State. The people of the State were awarded at different forums for the conservation works. Amur Falcons are expected to arrive in the State around mid September 2016 during their migration from Siberia and Mangolia, Northern China and Japan. The migratory birds are expected to stay in the State till November 2016. On behalf of the Forest Department, Chief Wildlife Warden, Nagaland, Satya Prakash Tripathihas appealed to the public, Government officials, Village Councils, army and Para military personnel, students, NGOs and other stakeholders for protection of Wildlife in general and Amur Falcon (the State’s Guest) in particular. uring 2010 the four 2-lane roads namely, Longleng-Changtonya, Mon-Tamlu-Merangkong, Chakhabama-Zunheboto and Phek-Pfitsero in Nagaland were approved under SARDP by Ministry of Road Transport and Highways, GOI. The construction company Maytas-Gayatri(JV) was allotted the work of construction of all the 4 roads. However, the contractor had sublet the works to lesser known contractors for execution of the works. When the sub-contractors undertook widening works on the mentioned roads, massive and access cutting of the stiff hillside all along took place some 4 years ago. The flow down of the spoils below the road had a devastating effect on the forest, the crops and particularly the terrace fields with its irrigation channels. Even as it is, our hills are stiff and prone to landslides and the massive presence of the concentration of spoils on the hillside has caused the incessant flow of mudslides particularly during monsoons which are destructive. Adding to the destruction of our fertile lands and the environments, the roads which were pliable during four seasons prior to widening, are not pliable during the last few years. Whereas, the construction company has abandoned the roads in such conditions. Imagine how the apathy of both the contractors and the Govt. has hit the emergency services of the affected people in several villages. Imagine how the poor public are forced to take care of their sick and the death although these 4/5 years

without proper communications. Meanwhile, the Centre Chakhesang Public Organization(CCPO) and the Chokri Area Public Organization(CAPO) in Phek District, Nagaland heartily welcome the order of Guwahati High Court dismissing the review petition filed by the Union of India through the Ministry of Road Transport and Highways challenging the Court Order dated 13.10.2015 passed by the same Court in favor of PIL No.7/2013 by Justice Ajit Singh, the Honorable Chief Justice and Justice Suman Shyam, Judge, Guwahati High Court on 25.7.2016. We therefore urge the Union Ministry of Roads and Highways to immediately take up the above mentioned roads without delay. Meanwhile, the Public Organizations had noticed that the contractor subletting the works to petty parties was a major reason for the miserable handling of the projects. Since the Roads Ministry had, in confidence, allotted the projects to the contractor in question, the projects should be completed by the contractor henceforth for all the works remaining to be done without anymore sublet. The Tuensang district beneficiaries of disaster fund have demanded the department of Nagaland State Disaster Management Authority to release the fund for grant of relief under SDRF in respect of Tuensang district at the earliest. As per the sources, the victim (s) reportedly updated the issue in some WhatsApp group, through which the information was tipped to NGO leaders’ knowledge.

They promptly set up an enquiry and filed a complaint against them leading to the arrest of the accused duo. The VK Area NGOs in a joint statement, had also appreciated the sincerity, dedication and efforts of the police personnel stationed at VK PS for the crucial role played in apprehending the duo. The accused were later identified as one Mughavi and Heshito, both residents of VK town and active functionaries of NSCN-R However, their full profiles/details such as parents and villages etc was not disclosed/ascertained till the time of filing this report.

Organisations flay assault DAKT inform Ao students on businessman DIMAPUR: Kohima Chamber of Commerce & Industry (K.C.C.I.) has condemned the assault on a shopkeeper at Jail Colony on August 19 allegedly by cadres of an underground group in the process of demanding taxes. In a condemnation note, KCCI stated “this senseless act of violence perpetrated on the hapless trader is totally unwarranted and (K.C.C.I.) condemns this incident in the strongest terms possible.” The Chamber demanded that the authorities of the national organization to which the cadres belong, to clarify on the matter. “The underground group must make a public unconditional apology to the victim and ensure that no such incidents happen again in the future. The business community is haunted by the scourge of illegal taxation and it has become next to impossible to carry out business without the fear of extortion and intimidation,” KCCI said. KCCI also called upon the law enforcement agencies to ensure security to the

trading community and bring the perpetrators to book at the earliest. MUMBAI, AUG 24 (IANS): The gross non-performing assets (NPAs), or bad loans, of India’s state-run banks, measured as a percentage of their advances, have ballooned from 5.4 per cent as on March 2015 to 11.3 per cent 15 months later, as per latest data available with the central bank. In contrast, such bad loans of private banks and foreign entities in the industry, rose in a relatively less dramatic manner -- from 2.2 per cent to 2.8 per cent for the former and from 3.2 per cent to 3.7 per cent for the latter. The data was available with Reserve Bank of India Deputy Governor S.S. Mundra at a conference on banking sector reforms here. Taking into consideration the loans that have been restructured -- that is a recast of the modalities including repayment and interest -- the total stressed advances of state-run banks stood at a whopping 15.4 per cent of their gross advances as in June this year. As per the presentation by the Deputy Governor, the state-run banks also had dismal bottomlines. As against a net profit of Rs 30,869 crore in March 2015, they incured a net loss of Rs 20,006 crore a year later.

MUMBAI, AUG 24 (IANS): Of the 50 new airports the government plans to make operational across the country over the next three years, at least 10 would be ready by next year, Civil Aviation Minister Ashok Gajapathi Raju said on Tuesday. “We are trying to ensure at least 10 new airports will be ready in a year for regular operations,” Raju told reporters here at an event, but did not name them. Noting that regional connectivity model would be based on the viability gap funding for three years, he said the state governments would bear 80 per cent of the project cost, while the balance will be borne by the central government. “The new civil aviation policy is meant to take flying to masses,” Raju said after the Maharashtra government signed an agreement with his ministry and the state-run Airport Authority of India (AAI) to develop 10 airports across the state.

N E W D E L H I , AU G 2 4 (IANS): As many as 78 per cent of the 18,452 inhabitable villages the government set out to provide with power have been “electrified”. However, 92 per cent of the 10,072 newlyelectrified villages include homes which do not have electricity. On August 22, 2016, the government issued an update to say that 28 villages were “electrified” the previous week (15-21 August), as part of the ongoing mission to electrify the remaining 18,452 un-electrified villages in India. Last week, the government missed the quota, as an average of 252 villages must be electrified per week, 36 per day, in order to reach the newly pushed-forward completion target of March 2017. The target set out by Prime Minister Narendra Modi was 1,000 days; the live updated government website says the deadline is March 2017, just over 200 days away. As many as 34 villages have been electrified per day, on average, over the past four weeks, so the project is on track to reach its goal on time, just. NEW DELHI, AUG 24 (IANS): Estimated savings due to blocking of duplicate, fake, and inactive domestic LPG connections through the “Pahal” scheme was Rs 21, 261 crore, an official statement said on Tuesday. A Petroleum & Natural Gas Ministry statement said the direct benefit transfer of LPG (DBTL), known as Pahal scheme, made it possible to block 3.34 crore connections. “As a result of implementation of DBTL (Pahal) mechanism, it became possible to block these 3.34 crore LPG connections as the subsidy was transferred in the accounts of only those consumers who had registered under Pahal scheme and who have been cleared after de-duplication exercise,” it said. Before DBTL, all or many of these 3.34 crore consumers would have continued to purchase subsidised cylinders from the distributors.

NEW DELHI, AUG 24 (IANS): The Enforcement Directorate (ED) has summoned former Finance Minister P. Chidambaram’s wife Nalini Chidambaram for questioning in connection with the multi-crore Saradha chit fund scam, an official said on Wednesday. The official refused to divulge the date when she will be questioned, but said the agency has “certain evidence” against her in the case for which she has been asked to appear before the investigators. Nalini, a Chennai-based senior lawyer, came under the ED’s probe ambit after Saradha chairman Sudipta Sen alleged he had paid over Rs 1 crore to her at the instance of Manoranjana Singh, the estranged wife of Congress leader Matang Singh. Sen made the allegation against Nalini through his letter sent to the Central Bureau of Investigation (CBI) in April 2013. Sen informed the CBI that he had paid for Nalini’s visits to Kolkata and for her stays at a five-star hotel. He also alleged that Nalini pressured him to invest Rs 42 crore in Manoranjana’s company.

Third line/Fourth line projects approved are on North South and East West corridors on Golden Quadrangle which is fully saturated. These lines play an important role in transportation of freight and passenger traffic from Eastern and Southern regions to Northern and Western regions and vice versa. At present number of passenger and goods trains in this section are far more than its capacity, resulting in heavy detention to trains. The nine projects include seven third line, one fourth line and one doubling.

NEW DELHI, AUG 24 (PTI): Giving a big push to the infrastructure sector in the country, the Cabinet Committee on Economic Affairs, today approved nine projects worth about Rs. 24,000 crore in nine states for expansion of railway network and connectivity across the country. The CCEA chaired by Prime Minister Narendra Modi have given green signal the massive line expansion programme that involves track construction of a total length of 1937.38 km at an estimated cost of Rs.24,374.86 crore, said a release. The nine projects include the 176 km long construction of second railway line between New Bongaigaon and Kamakhya, the 132 km long third line between Kharagpur (Nimpura) and Adityapur (Jharkhand) and 228.3 km long construction of the third line between Rajnandgaon and Nagpur in Chhattisgarh and Maharashtra. Japan, China, S Korea ministers slam N Korea missile test

The foreign ministers of China, Japan and South Korea criticised North Korea’s latest submarine missile test today during their annual talks that were held amid lingering frictions over territorial disputes and wartime history. Japanese Foreign Minister Fumio Kishida, who chaired the meeting with China’s Wang Yi and South Korea’s Yun Byung-se, said that North Korea’s missile launch “simply cannot be tolerated.” North Korea fired a ballistic missile from a submarine into the Sea of Japan, South Korean and US officials said. Washington/Tokyo, Aug 24 (PTI/AP): The US today strongly condemned North Korea’s test firing of a submarine-launched ballistic missile, describing it as a “provocation” in violation of the UN Security Council resolutions. “We strongly condemn this and North Korea’s other recent missile tests, which violate UN Security Council Resolutions explicitly prohibiting North Korea’s launches using ballistic missile technology,” said Pentagon spokesman Gary Ross. Strongly condemning this missile test in violation of the UN Security Council resolutions, the Pentagon termed the development as a “provocation”. “This provocation only serves to increase the international community’s resolve to counter the DPRK’s prohibited activities, including through implementing existing UN Security Council sanctions. “Multiple UN Security Council resolutions require the Democratic People’s Republic of Korea (DPRK) to suspend all activities related to its ballistic missile programme,” he said. The US intends to raise its concerns at the UN to bolster international resolve in holding the DPRK accountable for these actions, Ross said. “Our commitment to the defence of our allies, including the Republic of Korea and Japan, in the face of these threats, is ironclad. Istanbul, Aug 24 (AFP): Turkey’s army backed by international coalition air strikes today launched an operation involving fighter jets and elite ground troops to drive Islamic State jihadists out of a key Syrian border town. The operation, the most ambitious launched by Turkey in Syria conflict, is aimed at clearing jihadists from the town of Jarabulus which lies directly opposite the Turkish town of Karakamis, the prime minister’s office said. The operation began around 4:00 am local time (0100 GMT) with Turkish artillery pounding dozens of IS targets around Jarabulus. Turkish F-16 fighter jets and coalition war planes also hit targets inside Syria. Media said an unspecified number of elite Turkish special forces were already on the ground inside Syria. Tensions had flared across the Syria-Turkey border the previous day, following rocket fire from Jarabulus which landed inside Turkey with the Turkish army firing howitzer rounds in response. “The Turkish Armed Forces and the International Coalition Air Forces have launched a military operation aimed at clearing the district of Jarabulus of the province of Aleppo from the terrorist organisation Daesh,” the prime minister’s statement said, using an Arabic acronym for the IS group. Washington, Aug 24 (AFP): World Bank chief Jim Yong Kim will seek a second term of office, the global development lender said today as it announced the start of a selection process for the presidency. Kim’s bid to remain as president comes in the face a rare public rebuke from the Bank’s rank-and-file, who earlier this month declared that the institution faced a “crisis of leadership.” “The executive directors expressed unanimous support for an open, merit-based and transparent selection, with nominations open to all member countries,” the executive board said in a statement. Kim’s five-year term ends on June 30. Following an unwritten rule, the United States, the Bank’s largest shareholder, has always chosen its president, while the International Monetary Fund leader has been drawn from Europe. The World Bank staff association said in an open letter on August 8 that this tradition flew in the face of principles of transparency, diversity and merit-based selection, given that the process had always selected an American man. Accumoli (Italy), Aug 24 (AFP): A powerful pre-dawn earthquake devastated mountain villages in central Italy today, leaving at least 38 people dead and dozens more injured, trapped or missing. Artist wins case over painting he said was not his work

Chicago court has ruled that British artist Peter Doig did not paint a landscape once valued at $10m (£7.6m). Former Canadian prison official Robert Fletcher insisted he had bought the painting signed Peter Doige - 40 years ago from the artist. He sued Mr Doig when the latter’s disavowal of the work caused its value to plummet. But the judge ruled that it was a case of mistaken identity

after the real Peter Doige’s sister gave evidence. Imprecise school and prison records from the 1970s had made the claims difficult to resolve. The case is unusual because disputes over the authenticity of a work of art normally arise long after an artist has died. When artists are alive, it is widely accepted that their word on whether a work is theirs or not is final. Mr Fletcher claimed Mr Doig had renounced the work to avoid admitting he had spent

time in prison. He said he had bought the painting from Mr Doig for $100 in 1976 when the artist was serving a sentence for LSD possession at Thunder Bay Correctional Centre in Ontario, where Mr Fletcher was working. But Mr Doig insisted he had never been jailed and had actually been attending high school in Toronto at the time. He also said he was not using the kind of canvas the picture is painted on at that point in his career.

The case was resolved after the judge heard from a Canadian woman, Marilyn Doige Bovard, who said the painting was in fact the work of her late brother Peter Doige. Scottish-born Mr Doig’s works are known for presenting ethereal scenes, often with subjects appearing as ghostly figures in forests or by lakes. He is one of the world’s most sought-after living artists, and his painting Swamped sold last year at Christie’s for $25.9m. In a written statement after the verdict, the artist said “justice prevailed, but it was way too long in coming.” He said: “That a living artist has to defend the authorship of his own work should never have come to pass.” The artist also criticised Mr Fletcher’s legal action. “That the plaintiffs in this case have shamelessly tried to deny another artist his legacy for money is despicable,” he said. Mr Fletcher’s lawyer William Zieske said the lawsuit was brought in good faith and an appeal is possible.

Rio Olympics inspired mural sets new Guinness WR Rio de Janeiro, Aug 24 (IANS): The Rio 2016 Summer Olympics, which concluded earlier this week with 65 new Olympic and 19 new world records in the sports field, now also has another record for the world’s largest street mural created by an artist. At 15.5m tall and 170m long, the work of art is nearly 3,000 square meters in size. Brazilian graffiti artist Eduardo Kobra painted this massive work of art along the promenade here and now it is recognised as the largest of its kind in the world. The work, titled “We Are All One,” shows five faces representing five main ethnic groups from five continents. It means to resemble the official Olympic symbol - the five Olympic rings - the 39-year-old, Sao Paulo born muralist told Efe on Tuesday. To accomplish the mural, it took 180 buckets of acrylic paint and 2,800 cans of spray paint as well as seven hydraulic lifts, Guinness World Records said in a statement. The mural by Brazil’s most renowned street artist became another attraction of the Olympic Boulevard. 11 Beijing 2008 medallists fail retests London, Aug 24 (Agencies): Three Olympic champions from China are among 11 weightlifters who face being stripped of their medals after failing retests of their Beijing 2008 doping samples. Blatter in last fight against FIFA ban GENEVA, Aug 24 (Agencies): Sepp Blatter will mount his final challenge against his six-year FIFA ban on Thursday, following more than a year of scandal that saw him thrown out of football in disgrace. The former FIFA boss has appealed to the Court of Arbitration for Sport (CAS) seeking to overturn a suspension imposed by world football’s governing body. “I’m very confident,” the 80-year-old Blatter told AFP last week, although his prospects for an outright victory would appear to be remote. The now infamous, endlessly debated case first emerged in September of last year, when Swiss prosecutors said they were investigating Blatter over a suspect 2 million Swiss franc payment ($2 million, 1.8 million euros) he authorised in 2011 to his one-time heir apparent, Michel Platini.

ISL: Pune City FC rope in Eidur Gudjohnsen as marquee player

PUNE, Aug 24 (Agencies): Indian Super League team FC Pune City on Wednesday announced former Chelsea and Barcelona star Eidur Gudjohnsen as its marquee player for the 2016 edition of the league. The 37-year-old was part of the Chelsea side that won the Premier League twice in a row in 2004-05 and 2005-06 and also won La Liga and Champions League with Barcelona in 2008-09. Introducing the striker, Gaurav Modwel, CEO of the club said, “To me Eidur is a true marquee who will be an inspiration to the rest of the squad. He has made valuable contributions to every team he has been a part of - Chelsea, Barcelona or Iceland National team. I am anxious to witness his sublime touches and creative vision which could unsettle any defence. I am sure that both as a world class player and a thorough gentleman he will leave a lasting impression on fellow players, fans, and Indian football lovers at large.” The Iceland legend started his club career with Valur in Reykjavik in 1994 season. Netherlands until 1998. He made his national senior team debut at the age of 17 against Estonia in Tallinn in April 1996 when he came on as a half-time substitute for his own father, Arnor. “There were other clubs interested in me but when FC Pune City show their interest, intent and plans, I knew this was it. I have the confidence of the coach and will ensure that they find it difficult to leave me out. Everyone needs to be motivated to succeed, and I have the same aim here. I love the sport. I still love going to training every day,” Gudjohnsen said expressing his joy on joining the club. In 1998, the forward joined Bolton Wanderers in England. And in his second season with the Trotters he became their top-scorer with 21 goals. This secured a £4m transfer to Chelsea in the summer of 2000. After two successive title wins with Chelsea, scoring scored 78 goals in 263 appearances for Chelsea, Gudjohnsen joined European champions Barcelona in the summer of 2006. And his stay at the Catalan giants saw the club winning the treble in 2009.
