KOHIMA, AUG 24 (NPN): Chief Minister T.R. Zeliang appealed to Nagas to be positive and refrain from negative thinking or speculations about the issue, since they (Nagas) are getting close to solution of “Indo-Naga political issue” Zeliang said this during the NPF Central Executive (CEC) meeting at NPF central office Kohima this afternoon. It may be pointed out that Zeliang controlled himself despite receiving news on the sudden death of his elder brother at Jalukie and continued with his nearly one-hour speech. He also spoke of many positive developments during the last one year, beginning with the signing of the Framework Agreement between the Government of India and the NSCN (I-M) on August 3, last year. Special session to ratify GST Bill
KOHIMA, AUGUST 24 (NPN): With the passing of Goods and Service Tax (GST) by the parliament on August 8, Nagaland Legislative Assembly will ratify the GST bill on August 26 during the special session, sources confirmed Nagaland Post. During the NPF CEC meeting on Wednesday chief minister T.R. Zeliang also informed that the NLA special session was “for GST Bill”. Zeliang appealed the Nagas to help the state government collect tax so as to get state share from the central government for the development of the state. He said all shopkeepers should introduce online billing and produce cash memos and no one should cheat the government and the taxes department. He expressed confidence citing instances where there was increase of 17% in tax collection during the present fiscal year. Further, he urged upon people not to resist the GST under the plea of Art. 371 (A). (Correspondent)

DIMAPUR, AUG 24 (NPN): Nagaland minister of parliamentary affairs, Kiyanilie Peseyie, has informed that due to unavoidable circumstances meeting of DAN legislators scheduled to be held on August 25, 3pm has been postponed to 4 p.m. on the same day at the state banquet hall, Kohima. Expressing regret for the inconvenience caused, the minister has requested all the members to note the change in timing and make it convenient to attend the meeting without fail.

Even though elections were still 17months away, he said some people have already begun approaching the party for tickets. He said party ticket was the recognition certificate and it will itself earn a good deal of goodwill for the candidate to win the election depending on the party’s government performance. To this, he appealed to the party workers to deliver the information to intending candidates not to apply ticket for support or for money. Home Minister Y. Support women quota: CM
Nagaland chief minister, T.R Zeliang, speaking at the NPF Central Executive Council (CEC) meeting at NPF central office here on Wednesday, appealed to the party men and women to support smooth implementation 33% women reservation through mass awareness campaign and mobilization of public opinion in its favour. Zeliang said the 33% women reservation was approved by the state government after careful deliberations to conduct the municipal elections within this calendar year. The chief minister informed that the Act was passed in the Nagaland Legislative Assembly in 2001, amended and accepted in 2006. However, he said due to the stiff opposition from certain quarters municipal elections could not be held for the last ten years. Because of which, he said state has not received the grants for urban local bodies recommended by the Finance Commission. The chief minister said much needed funds for improvement of state’s urban infrastructure and facilities were not received, which, he said was not a healthy development. He said municipalities were being run by just one officer designated as chief executive officer (CEO) with the support of a few municipal employees. DIMAPUR, AUG 24 (NPN): Naga People’s Front (NPF)’s Central Executive Council (CEC), which met at the NPF Office Kohima on August 24, 2016, has resolved to demand the Government of India for revocation of the Armed Forces Special Powers Act (AFSPA) from the entire Naga areas. In this regard, the CEC resolved that the party would submit a memorandum to the Government of India. After a long deliberation, house also re-affirmed its support to the ongoing peace process and the political talk between the Government of India and the NSCN (I-M). It urged upon both the entities to expedite the political talk and translate the August 3, 2015 Framework Agreement into a reality “without much procrastination.” CEC also deeply condoled the untimely demise of Isak Chishi Swu, Chairman, NSCN (I-M). Further, the house reiterated its appeal to the NSCN (K) to re-consider its decision and resume the ceasefire with
the Government of India as desired by the Naga people. It also urged upon all the Naga Political Groups to unite and seek solution for the interest of the entire Nagas. CEC meeting also resolved to reiterate Article II Section 2 Clause (c) of the Party Constitution i.e. “To work for Unity and integrity of the People by integrating all contiguous Naga inhabited areas under one administrative roof and also to provide protection to all the ethnic groups who are indigenous inhabitants of all Naga Inhabited Areas”. Endorsing the decision of the State Cabinet for 33% women reservation in municipal and town councils, the CEC, however, opined that some provisions of the Nagaland Municipal Act needed to be reviewed. The House resolved to have penal discussion on the vision document 2030 before it was finalised. CEC reaffirmed to uphold the leadership of the chief minister, T. R. Zeliang, and NPF president, Dr. Shürhozelie Liezietsu.
DIMAPUR, AUG 24 (NPN): Nagaland Governor, P.B. Acharya on Wednesday said it was “high time that women should be included in peace talks with various militant groups in the North East”. In a press note issued through its PRO, Acharya further noted that protection of women and children from violence must be prioritized. “Peace and security to acknowledge the disproportionate impact of violent conflict on women and children recognizes the critical role women should and can play in the processes of peace building and conflict prevention, conflict mediation, and all aspects of post-conflict reconstruction,” he stated. While pointing out that there was no women representative in Nagaland’s 60-member state Assembly, Acharya lamented that in Nagaland there was “no space for women in politics and property ownership”. Acharya went on to cite statistics that North East has recorded the highest number of women trafficking cases. He said women being the main stake holder, have been the worst affected in the conflict zone. In this regard, Acharya has said that the demand of various women group to include women in peace talks needed to be seriously considered. The Governor further appealed to all stake holders, civil societies, NGOs, student bodies etc. to promote women participation in conflict prevention and peace talks, saying “they played a major role in the past and can still continue to contribute in the peace process”.

DIMAPUR, AUG 24 (NPN): Rangtalak Rangkau, elder brother of Nagaland chief minister T.R. Zeliang, passed away at Jalukie on Wednesday afternoon. He was serving as assistant pastor at Christian Church, Jalukie Town, till he breathed his last. He was 69. Family sources said his funeral service would be held on August 25 at 11 a.m. at chief minister’s residence, Jalukie Town. NPF: Naga People’s Front (NPF) has expressed shock and grief at the demise of late Rangtalak Rangkau, elder brother of chief minister T.R. Zeliang. In a condolence message, NPF press bureau said the sudden and untimely demise of Rangtalak Rangkau has shocked and deeply saddened the members of NPF CEC Central Hq. Kohima Nagaland. It said members of the Central Executive Council of the NPF Central, have extended sincere condolences to the beloved wife of the deceased and their children. NPF prayed God give them strength and solace to overcome the grievous loss and departed soul rest in eternal peace. BJP state unit: BJP, Nagaland state unit has condoled the sad demise of assistant pastor Rangtalak Rangkau and said party stood with the chief minister at this time of grief. BJP Nagaland general secretary (media), Jaangsillung Gonmei, in a press release, said the BJP state president Visasolie Lhoungu has expressed grief “on the loss of a valuable family member and pillar of strength”. BJP Nagaland prayed for the departed soul and strength for the family he has left behind. ZBN: Zeliangrong Baudi Nagaland (ZBN) has expressed deep pain on the sudden demise of late Rangtalak Rangkau, elder brother of Nagaland chief minister T.R. Zeliang. In a condolence message, ZBN general secretary Meijiang Gonmei described late Rangtalak Rangkau as “a committed and sincere Zeliangrong leader who worked in different capacities for the uplift of peace and unity. KOHIMA, AUG 24 (NPN): A new National Highway (NH) from Simalguri-Bihupar in Assam to Mon town, with a distance of 84 kms has been approved by the Government of India during the later part of July last, where National Highways and Infrastructure Development Corporation (NHIDCL) will prepare the Detail Project Report (DPR) and execute the work. Chief Minister T.R Zeliang informed this during the NPF Central Executive Council (CEC), Wednesday at the NPF central office. He also announced that another new NH-702 has been approved by the Government of India connecting Changtongya- Longleng-Longching-Mon-LapaTizit. He said the proposal for a highway connecting Mon with Tamlu under Special Accelerated Road Development Project (SARDP) which was delayed, owing to cost escalation, has been resolved with the Supreme Court appointing a Court Commissioner to monitor the revised estimates. On the proposed Nagaland Express Highway from Tizit to Khelma in Peren district, he said it was taken up under SARDP in phases wise while another new NH from Dimapur to Pangsha via Tseminyu- Pughoboto-Aghunato and Shamator has also been approved. DIMAPUR, AUG 24 (NPN): NSCN (I-M) has asserted that the “Indo-Naga political conflict” spanning over seven decades and which was “undoubtedly the longest such problem” in the South East Asia was now “at last on the verge of coming through a final solution.” In a press release, MIP stated that there was “a paradigm shift to the approach by the Indian leaders then and now resulting to understanding and viewing at the problem from the perspective of both sides.” It stated that appreciation of the difficulties of the opposite party has brought the two sides closer than ever. MIP said solution could be brought about only when reality was admitted and mutual respect prevailed upon imposition of others will. NSCN (I-M) pointed out that there had been “drastic positive change in the Indo-Naga peace process” after Prime Minister Narendra Modi took over the rein. NSCN (I-M) said the serious and sincere effort given by both sides have resulted into the signing of August 3, 2015 Frame Work Agreement, upon which, it said “the final solution is being worked out.” “The NSCN and the Naga people highly appreciate the government of India for recognising the sovereign rights of the Nagas through the Frame (Cont’d on p-5) Work Agreement,” MIP said.
DIMAPUR, AUG 24 (NPN): NSCN (I-M) UT-I has informed all the shops and traders in and around UT-I region to remain closed on Sundays with immediate effect. In a press release, UT-I care taker CAO and dy kilonser Rangkhamong Anar said “strict information” was being issued after “consultation with
the elders/seniors of UT-I region, that as Nagaland is a Christian state where Christianity is the religion [of] all the Nagas”. CAO however stated that medical stores have been exempted. Further, UT-I care taker CAO informed that there would be strict checking of gambling that was allegedly taking place in market places.
Quake hits Myanmar DIMAPUR, AUG 24 (NPN): An earthquake of 6.8 magnitude struck central Myanmar on Wednesday, USGS said, shaking buildings across the country and region. The quake struck west of the city of Meiktila at a depth of 84 km. Tremors were felt in parts Nagaland other NE states and as far as West Bengal, Jharkhand and Bihar.

of the power department in Mokokchung. Submitting a six-point charter of demands to the power department concerning the power crisis in Mokokchung, MTLT has affirmed that it would lock the offices of the power department in Mokokchung until the department gave clear assurance in writing that all its demands would be fulfilled. In a representation ad-
dressed to the minister of Power, MTLT president Imkummeren Jamir, grievances cell convenor Aolong Imchen and general secretary Taliakum Pongen demanded that the damaged 5MVA transformer at the power station be replaced immediately and with a higher capacity transformer; present 2.5 MVA at the power station be upgraded and government keep a spare transformer at the
power station to be used during emergencies. MTLT reminded of the assurance given to it by the high level members present at the DPDB meeting in 2015 to set up another power station (10MVA) at Majakong Ward and addition of 10MVA at the existing sub-station at Salangtem. “However, there is no sign of it,” said MTLT and demanded immediate initiation of work. MTLT also demanded strict adherence to the Section 166 of Electricity Act, 2003. Reiterating its support to All Ward Union Mokokchung (AWUM)’s demand for an exclusive transmission line for Mokokchung Town, the MTLT further endorsed the resolution of AWUM for withholding the electricity bill to the government w.e.f July 2016. MTLT further demanded the utilisation certificate of an amount nearing Rs.50 lakh sanctioned to the Mokokchung Power Division during the financial year 2014-15, for maintenance works, within seven days.
