Finance deptt clarifies D I M A P U R , AU G 2 5 (NPN): Reacting to ACAUT’s allegation that chief minister, TR Zeliang, was withholding RTI reply, the public information officer (PIO) finance department, V. Kezo, has clarified that the conversation referred to (by ACAUT) took place in the month of July 2017 when the state was in the midst of a political crisis. At that point in time, PIO said the department was struggling to trace files that were in transit as the then advisor finance had also demitted office. ment aided private schools beyond Match 31, 2019. In a representation addressed to the minister school education, the ANGPTA president, James Ruokuoselhou; vice president, T.Along Changkiri; Treasurer, Akaho Yepthomi, and information secretary, Imchanuchet Jamir, opined that the requisite 50% marks at higher secondary level for admission to D.El.Ed. course for in-service teachers must be scrapped as the department had never applied this criterion while giving appointment to the elementary teachers. ANGPTA pointed out that till around the year 2000, the government allowed people with matriculate and below qualifications to be appointed as primary teachers in some of the backward areas of the state. In this regard, the asso-
ciation maintained its stand that all the primary teachers currently serving under the department of school education should be grouped under the same category and be allowed to undergo the D.EL.Ed. training within the stipulated time period. ANGPTA also stated that the condition to complete higher secondary level course through NIOS concurrently with the professional course must not be applied in Nagaland. Further, asserting that number of untrained teachers was very high and cannot be accommodated for trainings at the SCERT and DIETs within the stipulated time, the association appealed for making alternative arrangements by means of identifying and empowering few selected EBRCs in each districts to function as D.El.Ed. centres.

The ministry, under its second edition of UDAN (Ude Desh Ka Aam Nagrik) scheme, is also trying to give more connectivity to regional places. Some of the major relaxations include dilution of exclusivity clause that mandated that only one airline flies on one route in the initial years. It has also relaxed the rule that the origin and destination airports must be 150km apart to qualify for the regional connectivity scheme (RCS) under which fares are capped at Rs. 2,500 “As intending candidate, per hour of flying. The theme of the rally was ‘War Against Corruption: the battle to reclaim the land”. Braving the scorching summer heat, school students in uniforms also turned out in large numbers. The rally also witnessed active participation of youths holding placards which read-- “Modi save Nagaland, Tinku the real chief minister of Nagaland”, “Nagaland land of chors”, “Where is Pillai now? In PHQ! Where else”, “Nagas for inclusive solution” etc. The charged up public also shouted slogans in unison against corruption. All roads leading towards Nagarjan and Walford area were filled with people creating heavy traffic snarls. At the rally a seven-point ‘public resolution’ (see box) was read out by NTC member, Theja Therieh and after which the crowd rose to their feet and raised their hands as approval. and enable people from small-towns to take their first flights. While announcing the scheme, minister of state for civil aviation Jayant Sinha said that at present there are only close to 200 commercial helicopter services, and in a country like India, it has the potential to go up to 2,000. If the scheme is successfully implemented, the air connectivity to difficult terrains of Jammu and
Kashmir, North East India, Himachal Pradesh, Uttarakhand, Andaman and Nicobar and Lakshadweep will get a major push. The ministry has marked these regions under priority areas. The winners of the second round of bidding under UDAN are to be announced by November-end. The actual number of airports could increase, as helicopters are able to land in places other than airports and landing strips. Under the scheme, an operator is entitled to receive funds from the government in the form of viability gap funding (VGF) if a fixed number of seats on the flight are sold at a fare of up to Rs2,500. “We have increased the viability gap funding for helicopters. The way their flight time is calculated has also been made more realistic. We expect this to lead to improved connectivity in priority areas. The first round
of bidding was successful. Airlines have ordered 100 regional planes and we expect the second round to be even more interesting,” said aviation secretary RN Choubey. He added that airlines have ordered 100 regional planes so second round will be even more interesting. IndiGo has announced it plans to buy 50 ATR planes and SpiceJet has also signed a letter of intent to buy 50 Bombardier Q400 regional planes. Air India and SpiceJet are among airlines that have the biggest fleet of regional planes under this scheme. Five airlines, including Air India, SpiceJet, Turbo Megha, Air Odisha and Air Deccan, were allotted 128 routes to fly in the first round by March, but only 16 routes have been operationalised. The ministry claims that it is monitoring Air Odisha and Air Deccan and they should start flying by September-end.
chief was also witnessed in Delhi, Punjab and Rajasthan within a few hours of the pronouncement of judgement by the CBI court here in the 2002 case. CBI judge Jagdeep Singh held Ram Rahim guilty of rape in a case that was registered on the basis of an anonymous written complaint in 2002 that he had sexually exploited two female followers. Ram Chander Chhatrapati,
who ran a local daily Poora Sacch, was the journalist who exposed rapes of two women at Dera headquarters 15 years ago. Months after Chhatrapati published an anonymous letter giving details about how women were sexually harassed by Rahim at Sirsa ashram, he was shot from point-blank range outside his house on October 24, 2002. On the basis of the report, a case was registered against him in Dec 2002 by CBI on the directions of the Punjab and Haryana High Court. The quantum of sentence against Rahim, who enjoys ‘Z’ category security, will be pronounced on August 28. Thousands of followers gathered near the Panchkula court and went on the rampage. His followers, ironically called ‘premis’ (who believe in love), unleashed violence and set afire a large number of vehicles, buildings and railway stations in
Panchkula. An advisory has been issued to all travelling to Haryana, Punjab, National Capital Region and Rajasthan.

State govt Only slogan will not bring real solution: CM reconstitutes MGoP&NG
DIMAPUR, AUG 25 (NPN): Nagaland chief minister, T.R.
