Naga organizations urge NSCN (K) to reconsider ceasefire DIMAPUR, AUG 26 (NPN): Apex Naga organizations including the Naga Hoho (NH), Naga Mothers’ Association (NMA), Naga Students’ Federation (NSF) and Naga People’s Movement for Human Rights (NPMHR) have “fervently” appealed to the Naga leaders in the NSCN (K) to reconsider for ceasefire with the Government of India (GoI) in the larger interest of the Nagas aspiration for political settlement to the long protracted Naga struggle. In a joint press release, NH president P. Chuba Ozukum, NMA president Abeiu Meru, NSF president Subenthung Kithan and NPMHR president Neingulo Krome while appealing for peace and harmony condemned “the recent act of war by the Indian army and para commandos upon the NSCN-K in the Naga inhabited areas across the Myanmar border.” They further called for peace and said that “such hostilities by the Indian Armed forces are detrimental to the peace initiatives which are being undertaken by the Naga public organisations.”

Normal power supply to Mkg town by Aug 27

DIMAPUR, AUG 26 (NPN): Officers and staffs of power department under EE Power, Mokokchung Division, are working round the clock to ensure that normal supply of power is restored by August 27, 2016, stated an official bulletin. 5MVA power transformer that was taken to Dimapur for repair has been brought to Mokokchung on August 25, it stated. According to Mokokchung division executive engineer NribemoMozhui, the 5MVA transformer, which was damaged on July 15, 2016, resulted in unprecedented heavy load shedding in Mokokchung town. He said associated works on the transformer were being carried out smoothly. EE expressed hope that normal electricity supply would be possible by Saturday. Mozhui also said installation of 11Kv sets had also been done.

Naga Hoho’s Federal Assembly on Sep 28

DIMAPUR, AUG 26 (NPN): Naga Hoho has notified that its 3rd Federal Assembly (20132018) would be held on September 28, 2016 at Hotel Japfu, Conference Hall, Kohima 11am to discuss some of the urgent issues including Recognition of Rongmei Tribe, Nagaland Municipal Act 2001 and commemoration of 100 years of Naga Struggle. In a notification, Naga Hoho assembly secretary K. Elu Ndang has requested all the federating units, sub-ordinate bodies and committees of Naga Hoho to attend the Assembly without fail. Further, the federating units have been directed to represent in the Assembly as per the provision of the Yehzabo (Constitution) of Naga Hoho vide Article-6 clause (2). Any important agenda from the tribe Hohos could be submitted in written to the Speaker Federal Assembly on or before September 25, 2016. Nagaland Assembly ratifies GST Bill

KOHIMA, AUG 26 (NPN): Nagaland Legislative Assembly (NLA) has ratified the Goods and Services Tax (GST) Amendment Bill during the one day 13th special session of the 12th NLA here on Friday after a brief discussion. Nagaland became the ninth state to ratify the Bill after Assam, Bihar, Jharkhand, Himachal Pradesh, Chhattisgarh, Gujarat, Madhya Pradesh and Delhi. Minister of social welfare and parliamentary affairs, Kiyanilie Peseyie, who introduced the Bill, said that the Centre would provide all necessary support for infrastructure and software systems before GST was put in place. Responding to a question by minister school education and SCERT Yitachu on the department preparedness to carry out the online transaction of taxes, Peseyie said that almost all activities of the department were online even under the current VAT regime. He said there was a substantial parentage of payment of taxes online already. When the parliamentary secretary, Er. Levi, asked whether the bill would be advantageous and the certainty of the state to get assured tax compensation, Peseyie said the compensation to be given to the states on account of loss due to implementation of GST would be passed on to the concerned state through the existing mechanism of devolu-

tion of state share and central tax. He informed that this was the procedure under which the state was receiving share of taxes as recommended by 14th FC. Parliamentary secretary, Hukavi, expressed apprehension that Nagaland would not be benefitted as tax would be levied directly at source. To this, the minister informed that the GST system was a tax based on destination principle and not at source. In response to parliamentary secretary Khekaho Assumi, who asked the minister to enlighten on the GST Bill, Peseyie said the ratification was only for enabling the parliament to amend the constitution, adding that the specific laws applicable to the centre and the state would be framed separately at a later stage in due consultation with the stakeholders. On being asked by MLA Imkong L. Imchen if the GST would benefit the state government, Peseyie said that

a purely consuming state like Nagaland would benefit even more since GST was based on the destination principle. Fur ther, Peseyie informed that GST was an indirect tax regime that did not include income tax but a direct tax. However, he added that all indirect taxes would get unified under the GST regime. NLA speaker, Chotisuh Sazo, said that the current session was for ratifying the constitutional amendment bill that seeks to amend taxation powers of the centre and the states. Subsequently GST act and rules would be framed and would have to be passed by the parliament as well as the state legislature before GST was affected, Sazo said. He said GST council would first finalize the draft laws before it was placed in the respective houses. DIMAPUR, AUG 26 (NPN): Drawing attention of a news item published in a section of the local media, wherein an undisclosed NPF legislator had claimed that legislators were not allowed to ask questions in the Assembly, Parliamentary Affairs minister, Kiyanilie Peseyie has categorically clarified that the statement was “highly reprehensible and ridiculous”. He further said that the statement was “devoid of any truth or basis, and appears to be a mischievous statement with the intention of tarnishing the image, reputation and integrity of the present government headed by T.R. Zeliang by projecting it as an autocratic/ despotic government.” In a press note, to put the record straight, Peseyie pointed out that it was a democratic tradition followed by heads of all governments to call for a coordination meeting of the parliamentarians/ legislators prior to the Parliament/ Legislative sessions. In the case of Nagaland, Peseyie said, he as the Parliamentary Affairs minister, convenes coordination meeting of all NPF legislators before the Assembly session, while the chief minister convenes a coordination meeting of the DAN legislators. During such meetings, he said far from restricting legislators to ask questions, the chief minister and senior ministers encourage members to ask questions and give constructive criticisms on the functioning of the various departments. DIMAPUR, AUG 26 (NPN): Expressing dismay over the lackadaisical attitude towards revival of Nagaland Pulp & Paper Company Limited (NPPCL), the Tuli Area Joint Council Forum (TAJCF) has threatened to launch an indefinite road blockade along NH-61 (Mokokchung to Amguri) from September 1, 2016 if the concerned authority failed to take up any positive measures by August 31. In a joint statement, TAJCF president, O. Benjung Jamir and secretary, M. Mar Lemtur said that the council had written a letter to the secretary Industries & Commerce on August 1 highlighting the issue of NPPCL. However, TAJCF stated that no positive action was initiated. In this regard, TAJCF cautioned that “if no action/reply” is made by August 31, the council would impose the road blockade along NH-61, as a first phase agitation. In the event of any untoward incident during the agitation, TAJCF stated that the forum should not be held responsible. Further, TAJCF has requested the public to extend full cooperation.

NPPC workers’ union writes to CM

In another statement, NPPCL workers’ union has sought clarification from the chief minister with regard to the amount sanctioned by Government of India for revival of the Tuli Paper mill. In an open letter to the chief minister, NPPCL Workers’ Union president, Noklenlemba and general secretary S.K. Das while acknowledging the chief minister’s concern and intervention towards revival of the paper mill, however urged the chief minister to “confirm” whether government of India had released Rs. 12 crore out of the Rs. 30 crore to Hindustan Paper Corporation for revival of Tuli paper mill. The union said, despite the efforts and initiatives taken by the chief minister’s office, “there has been no progress in the work and at present not a single responsible contracts are at work”. Stating that they were doubtful on whether Centre had released the amount, the union at the same time expressed apprehension on whether the revival work would be completed as per the stipulated time (November (Full text on p-6) 2016).

After finishing all the business of the special session in approximately 45 minutes, the speaker Chotisuh Sazo adjourned the house sine die.

While not denying that individual organizations may have wonderful interest and motive, the Governor however opined the need to reach out to the youths. “If our activities are tied up with the Universities or with good colleges it will have a much bigger impact with our

youths and on the system of education,” Acharya told the guests. Sharing his views on the present system in universities, Acharya said they were not job oriented and that students after their studies do not connect either with society nor industry. For this, he said there was a need to interact with the students and universities, to share their views and also to hold dialogues with those in the trade, commerce and industry in order to make the universities employable university.

NNPGs accuse Nagaland chief minister of ‘diabolical politics’ DIMAPUR, AUG 26 (NPN): Leaders of four Naga National Political Groups (NNPGs) M.B. Neokpao Konyak/N. Kitovi Zhimomi (GPRN/NSCN); Z. Royim Yimchungru/V. Nagi of NNC (Non-Accordist); Kiumukam Yimchungru/ Hangping Zeliang (NNC/ GDRN) and Temjenyanger Ao/Hozheto Chophy (NNC/ NPGN) have issued a strong statement against state chief minister T.R. Zeliang. Leaders of the four NNPGs maintained they issued the joint statement to “safeguard the future of Nagaland” as well as to enable people to “take a closer look at Mr. T.R. Zeliang” who is accused of “playing haphazard diabolical politics that is heading towards crippling political , social and economic status of Nagaland”. The signatories stated that on the “Indo-Naga political issue” chief minister T.R. Zeliang had “admitted clearly, that he does not know the contents of the 3rd August 2015 accord signed between the GoI and a single faction” but continued to appeal to people to support “a document, which even the Indian National Congress president Sonia Gandhi, is in the dark and would not comment”. They cautioned that it was “very dangerous for a state chief minister to take the stand he is taking” since the Accord

primarily focussed on a “political arrangement for Nagas in neighbouring states” and “does not include Nagaland.” Therefore, the NNPGs contended that it was “unwise to seek support in a non-inclusive talk that he is stranger to.” Further the NNPGs reminded that on March 9,2016 at the Police Guest House Chumukedima, they had “categorically expressed themselves” to the chief minister and NLA members and also through media, about their position on the August 3 2016 Accord. Since the government of India has “ruled out sovereignty and integration of Naga areas” they said it was the constitutional and moral duty of the chief minister to brief people with facts and also his duty to “properly inform GoI of the reality on the ground.” The four NPGs accused Zeliang of “selling hope to the people of Nagaland” and that the “fate of Nagas of Nagaland cannot be decided by Nagas from neighbouring states.” The statement also recalled that at the celebration of Ao festival Tsungremmong in Mokokchung, the chief minister had called upon people to enquire (about the accord) if they did not know “but appealed not to condemn or criticise it.” The NNPGs accused the CM of being bent on “fooling people are every

opportunity” and meeting various party leaders in India with “zero knowledge and deputing elected members to all parts of Nagaland, to garner support, as thought it will earn him Nobel Peace prize”. They said Zeliang’s “obsession” with the August 3, 2015 accord “clearly suggests that he is conniving to destroy Nagaland altogether”. Fur ther the NNPGs dared T.R. Zeliang to lead the way by dissolving the assembly as per NLA resolution if he “truly believes GoI and NSCN (I-M) are on a verge of a solution” as this would be “more honourable than being a pet parrot.” The leaders also alleged that T.R. Zeliang performed “Hindu/Heraka ritual” at the inauguration of veterinary college in Peren district which “greatly hurt the sentiments of Christian Nagas.” They said T.R. Zeliang’s “dismissive attitude towards Naga social, religious and cultural values is unforgivable.” The NNPGs also questioned T.R. Zeliang for being “prepared to sacrifice his religious beliefs for economic benefits” and added that raised questions about the chief minister’s moral obligation to the people of Nagaland. Miscreant opens fire at beauty parlour Staff Reporter

DIMAPUR, AUG 26 (NPN): An unidentified miscreant on Friday opened fire at beauty parlour located at Marwaripatti, Jain temple road in Dimapur at around 11:30 a.m., in connection with non-payment of tax, police said. Police sources told Nagaland Post that the unidentified gunmen who arrived in a “passenger auto”, fired at the parlour and fled from the scene. The bullet passed through the glass door of the parlour, police said, adding no one was

injured. There was only one staff inside the parlour when the incident took place. Police also recovered an empty shell of a 7.65 calibre from the site. Police, quoting the owner, said that on Thursday at around 6:30 p.m., four unidentified persons came to the parlour with their faces covered and demanded Rs. 30000. The matter was not reported to the police and as result of non-payment, the firing took place, police sources said. No further details were divulged by the police stating that investigation was on.

IBAPWO seeks approval to cross into Myanmar DIMAPUR, AUG 26 (NPN): With Measles outbreak continuing to claim the lives of children in Naga Self-Administrative Zone (SAZ) Myanmar, the International Border Area People’s Welfare Organization (IBAPWO) has sought the Centre’s permission to cross into Myanmar on humanitarian ground. In a letter addressed to the director general, health services, Ministry of Health & Family Welfare, Government of India, IBAPWO general secretary Nokshom Konyak, informed that due to lack of road communication the medical team from Myanmar government could not reach out to the remotest villages along the border affected by the epidemic. IBAPWO, representing seven border blocks under Mon, Tuensang, Kiphire and Phek in the state of Nagaland, stated that medical team from Indian side could cross over (Cont’d on p-7) K Y M C
