Naga organizations urge NSCN (K) to reconsider ceasefire DIMAPUR, AUG 26 (NPN): Apex Naga organizations including the Naga Hoho (NH), Naga Mothers’ Association (NMA), Naga Students’ Federation (NSF) and Naga People’s Movement for Human Rights (NPMHR) have “fervently” appealed to the Naga leaders in the NSCN (K) to reconsider for ceasefire with the Government of India (GoI) in the larger interest of the Nagas aspiration for political settlement to the long protracted Naga struggle. In a joint press release, NH president P. Chuba Ozukum, NMA president Abeiu Meru, NSF president Subenthung Kithan and NPMHR president Neingulo Krome while appealing for peace and harmony condemned “the recent act of war by the Indian army and para commandos upon the NSCN-K in the Naga inhabited areas across the Myanmar border.” They further called for peace and said that “such hostilities by the Indian Armed forces are detrimental to the peace initiatives which are being undertaken by the Naga public organisations.”

According to Mokokchung division executive engineer NribemoMozhui, the 5MVA transformer, which was damaged on July 15, 2016, resulted in unprecedented heavy load shedding in Mokokchung town. He said associated works on the transformer were being carried out smoothly. EE expressed hope that normal electricity supply would be possible by Saturday. Mozhui also said installation of 11Kv sets had also been done.

DIMAPUR, AUG 26 (NPN): Naga Hoho has notified that its 3rd Federal Assembly (20132018) would be held on September 28, 2016 at Hotel Japfu, Conference Hall, Kohima 11am to discuss some of the urgent issues including Recognition of Rongmei Tribe, Nagaland Municipal Act 2001 and commemoration of 100 years of Naga Struggle. In a notification, Naga Hoho assembly secretary K. Elu Ndang has requested all the federating units, sub-ordinate bodies and committees of Naga Hoho to attend the Assembly without fail. Further, the federating units have been directed to represent in the Assembly as per the provision of the Yehzabo (Constitution) of Naga Hoho vide Article-6 clause (2). Nagaland Assembly ratifies GST Bill

KOHIMA, AUG 26 (NPN): Nagaland Legislative Assembly (NLA) has ratified the Goods and Services Tax (GST) Amendment Bill during the one day 13th special session of the 12th NLA here on Friday after a brief discussion. Nagaland became the ninth state to ratify the Bill after Assam, Bihar, Jharkhand, Himachal Pradesh, Chhattisgarh, Gujarat, Madhya Pradesh and Delhi. Minister of social welfare and parliamentary affairs, Kiyanilie Peseyie, who introduced the Bill, said that the Centre would provide all necessary support for infrastructure and software systems before GST was put in place. Responding to a question by minister school education and SCERT Yitachu on the department preparedness to carry out the online transaction of taxes, Peseyie said that almost all activities of the department were online even under the current VAT regime. He said there was a substantial parentage of payment of taxes online already. When the parliamentary secretary, Er. Levi, asked whether the bill would be advantageous and the certainty of the state to get assured tax compensation, Peseyie said the compensation to be given to the states on account of loss due to implementation of GST would be passed on to the concerned state through the existing mechanism of devolu-

Parliamentary secretary, Hukavi, expressed apprehension that Nagaland would not be benefitted as tax would be levied directly at source. To this, the minister informed that the GST system was a tax based on destination principle and not at source. In response to parliamentary secretary Khekaho Assumi, who asked the minister to enlighten on the GST Bill, Peseyie said the ratification was only for enabling the parliament to amend the constitution, adding that the specific laws applicable to the centre and the state would be framed separately at a later stage in due consultation with the stakeholders. On being asked by MLA Imkong L. Imchen if the GST would benefit the state government, Peseyie said that
a purely consuming state like Nagaland would benefit even more since GST was based on the destination principle. Fur ther, Peseyie informed that GST was an indirect tax regime that did not include income tax but a direct tax. However, he added that all indirect taxes would get unified under the GST regime. NLA speaker, Chotisuh Sazo, said that the current session was for ratifying the constitutional amendment bill that seeks to amend taxation powers of the centre and the states. Subsequently GST act and rules would be framed and would have to be passed by the parliament as well as the state legislature before GST was affected, Sazo said. He said GST council would first finalize the draft laws before it was placed in the respective houses. DIMAPUR, AUG 26 (NPN): Drawing attention of a news item published in a section of the local media, wherein an undisclosed NPF legislator had claimed that legislators were not allowed to ask questions in the Assembly, Parliamentary Affairs minister, Kiyanilie Peseyie has categorically clarified that the statement was “highly reprehensible and ridiculous”. He further said that the statement was “devoid of any truth or basis, and appears to be a mischievous statement with the intention of tarnishing the image, reputation and integrity of the present government headed by T.R. Zeliang by projecting it as an autocratic/ despotic government.” In a press note, to put the record straight, Peseyie pointed out that it was a democratic tradition followed by heads of all governments to call for a coordination meeting of the parliamentarians/ legislators prior to the Parliament/ Legislative sessions. In the case of Nagaland, Peseyie said, he as the Parliamentary Affairs minister, convenes coordination meeting of all NPF legislators before the Assembly session, while the chief minister convenes a coordination meeting of the DAN legislators. During such meetings, he said far from restricting legislators to ask questions, the chief minister and senior ministers encourage members to ask questions and give constructive criticisms on the functioning of the various departments. DIMAPUR, AUG 26 (NPN): Expressing dismay over the lackadaisical attitude towards revival of Nagaland Pulp & Paper Company Limited (NPPCL), the Tuli Area Joint Council Forum (TAJCF) has threatened to launch an indefinite road blockade along NH-61 (Mokokchung to Amguri) from September 1, 2016 if the concerned authority failed to take up any positive measures by August 31. In a joint statement, TAJCF president, O. Benjung Jamir and secretary, M. Mar Lemtur said that the council had written a letter to the secretary Industries & Commerce on August 1 highlighting the issue of NPPCL. However, TAJCF stated that no positive action was initiated. In this regard, TAJCF cautioned that “if no action/reply” is made by August 31, the council would impose the road blockade along NH-61, as a first phase agitation. In the event of any untoward incident during the agitation, TAJCF stated that the forum should not be held responsible. Further, TAJCF has requested the public to extend full cooperation.

In another statement, NPPCL workers’ union has sought clarification from the chief minister with regard to the amount sanctioned by Government of India for revival of the Tuli Paper mill. In an open letter to the chief minister, NPPCL Workers’ Union president, Noklenlemba and general secretary S.K. Das while acknowledging the chief minister’s concern and intervention towards revival of the paper mill, however urged the chief minister to “confirm” whether government of India had released Rs. 12 crore out of the Rs. 30 crore to Hindustan Paper Corporation for revival of Tuli paper mill. The union said, despite the efforts and initiatives taken by the chief minister’s office, “there has been no progress in the work and at present not a single responsible contracts are at work”. Stating that they were doubtful on whether Centre had released the amount, the union at the same time expressed apprehension on whether the revival work would be completed as per the stipulated time (November (Full text on p-6) 2016).

NNPGs accuse Nagaland chief minister of ‘diabolical politics’ DIMAPUR, AUG 26 (NPN): Leaders of four Naga National Political Groups (NNPGs) M.B. Neokpao Konyak/N. Kitovi Zhimomi (GPRN/NSCN); Z. Royim Yimchungru/V. Nagi of NNC (Non-Accordist); Kiumukam Yimchungru/ Hangping Zeliang (NNC/ GDRN) and Temjenyanger Ao/Hozheto Chophy (NNC/ NPGN) have issued a strong statement against state chief minister T.R. Zeliang. Leaders of the four NNPGs maintained they issued the joint statement to “safeguard the future of Nagaland” as well as to enable people to “take a closer look at Mr. T.R. Zeliang” who is accused of “playing haphazard diabolical politics that is heading towards crippling political , social and economic status of Nagaland”. The signatories stated that on the “Indo-Naga political issue” chief minister T.R. Zeliang had “admitted clearly, that he does not know the contents of the 3rd August 2015 accord signed between the GoI and a single faction” but continued to appeal to people to support “a document, which even the Indian National Congress president Sonia Gandhi, is in the dark and would not comment”. They cautioned that it was “very dangerous for a state chief minister to take the stand he is taking” since the Accord
primarily focussed on a “political arrangement for Nagas in neighbouring states” and “does not include Nagaland.” Therefore, the NNPGs contended that it was “unwise to seek support in a non-inclusive talk that he is stranger to.” Further the NNPGs reminded that on March 9,2016 at the Police Guest House Chumukedima, they had “categorically expressed themselves” to the chief minister and NLA members and also through media, about their position on the August 3 2016 Accord. Since the government of India has “ruled out sovereignty and integration of Naga areas” they said it was the constitutional and moral duty of the chief minister to brief people with facts and also his duty to “properly inform GoI of the reality on the ground.” The four NPGs accused Zeliang of “selling hope to the people of Nagaland” and that the “fate of Nagas of Nagaland cannot be decided by Nagas from neighbouring states.” The statement also recalled that at the celebration of Ao festival Tsungremmong in Mokokchung, the chief minister had called upon people to enquire (about the accord) if they did not know “but appealed not to condemn or criticise it.” The NNPGs accused the CM of being bent on “fooling people are every
opportunity” and meeting various party leaders in India with “zero knowledge and deputing elected members to all parts of Nagaland, to garner support, as thought it will earn him Nobel Peace prize”. They said Zeliang’s “obsession” with the August 3, 2015 accord “clearly suggests that he is conniving to destroy Nagaland altogether”. Fur ther the NNPGs dared T.R. Zeliang to lead the way by dissolving the assembly as per NLA resolution if he “truly believes GoI and NSCN (I-M) are on a verge of a solution” as this would be “more honourable than being a pet parrot.” The leaders also alleged that T.R. Zeliang performed “Hindu/Heraka ritual” at the inauguration of veterinary college in Peren district which “greatly hurt the sentiments of Christian Nagas.” They said T.R. Zeliang’s “dismissive attitude towards Naga social, religious and cultural values is unforgivable.” The NNPGs also questioned T.R. Zeliang for being “prepared to sacrifice his religious beliefs for economic benefits” and added that raised questions about the chief minister’s moral obligation to the people of Nagaland. Miscreant opens fire at beauty parlour Staff Reporter
DIMAPUR, AUG 26 (NPN): An unidentified miscreant on Friday opened fire at beauty parlour located at Marwaripatti, Jain temple road in Dimapur at around 11:30 a.m., in connection with non-payment of tax, police said. Police sources told Nagaland Post that the unidentified gunmen who arrived in a “passenger auto”, fired at the parlour and fled from the scene. The bullet passed through the glass door of the parlour, police said, adding no one was
injured. There was only one staff inside the parlour when the incident took place. Police also recovered an empty shell of a 7.65 calibre from the site. Police, quoting the owner, said that on Thursday at around 6:30 p.m., four unidentified persons came to the parlour with their faces covered and demanded Rs. 30000. The matter was not reported to the police and as result of non-payment, the firing took place, police sources said. No further details were divulged by the police stating that investigation was on.

state NLFA on paradigm shift in HIV & AIDS advocacy strategy DIMAPUR: Nagaland Legislators’ Forum on AIDS (NLFA) has informed it has “unanimously” resolved that Church would play a pivotal role for prevention of HIV in the State through extensive advocacy programmes. In a press note, state consultant, NLFA, Dr. Vinito L. Chichi, stated the forum intends to reach out to all tribal churches in towns and villages. In this effort all executive secretaries of 20 Baptist Association and four associate members will be involved, while other denominations would be covered in a phased manner, NLFA stated. The forum said it would also extend advocacies among other faith based organisations such as Hindu and Muslim communities. NLFA stated the resolution was a revival of NBCC policy of March 16, 2007, which was long overdue for implementation. Meanwhile, the forum extended its gratitude to the legislators for their “concern and support in this endeavour keeping an eye on Adult Prevalence Ratio 0.78% and General Population Prevalence Rate 1.29% as of June 2016 (NSACS data).”

DIMAPUR: International Youth Fellowship (IYF), South Korea in collaboration with the department of Higher Education, Nagaland, conducted one-day programme on “Mind Education Leaders Forum” at the De Oriental Grand Hotel, 1936 Hall, Kohima, on August 23. Speaking on the occasion, resource person, general secretary of IYF, Prof. Jaehong Kim citing the examples of the founders of Hyundai and Samsung emphasized on the importance of mind education to inculcate right and positive mindset to bring about an inner change which in turn would bring change in the society.
Director of IYF Nagaland unit, Rev. Hyeonyong Choi, in his introduction on IYF stated that the mind education programme was being implemented in more than 80 countries worldwide. IYF has recently signed a MoU with Mumbai University for implementing its curriculum. Other universities have reportedly expressed eagerness to implement the same. Governor V Shanmuganathan administered the oaths of office and secrecy to the newly-inducted ministers – Martin M. Earlier, this month Gandhi had deputed Congress leader Mukul Wasnik and Congress general secretary incharge C.P.Joshi to fire-fight of the possible split within the state Congress before the 2018 Assembly elections after losing Assam to the BJP-led NDA alliance in the assembly elections. Congress sources said that the Congress president Sonia Gandhi approved the sacking of Hek for his “political hobnobbing” with the BJP and Lyngdoh mainly of his old age. However, Hek had earlier won twice on BJP ticket before he was elected as Congress legislator. Meghalaya has a 12 mem-
ber ministry, including the chief minister, and it is for the first time since the MUA-II government assumed power in March 2013 that the cabinet will see new faces. Correspondent IMPHAL, Aug 26: An autorickshaw rally was carried out on the streets of Churachandpur town Friday marking the commencement of a weeklong protest of the Joint Action Committee against Anti-tribal Bills (JACATB). JACATB had announced a series of protest to be carried out by the committee ahead of the observation of “Tribal Unity Day” on August 31 in Churachandpur to mark one year completion of tribal movement against the three bills passed by the state Assembly on August 31, 2015 to protect the indigenous people of the state. Hundreds of passenger

The rally carrying anti bill slogans kicked started from Churachandpur public ground and passed through the streets of the district head quarters to converge at the originating place. Almost all shops and business establishment remained closed during the rally showing support to the JACATB. Drivers of the auto-rickshaws taking part in the rally paid floral tribute to the photographs of the nine people who died in violent incidents that followed the passing of three bills to protect the indigenous people of the state by the state Assembly on August 31 last year, who the JACATB regards as “tribal

Arunachal eyes 20% growth in tourist arrivals in FY17 Mumbai, Aug 26 (PTI): Arunachal Pradesh, which is hosting the second edition of the ‘Songs and Dances of the North East’ festival in the city, is eyeing 20 per cent rise in tourist arrival in the state in the current financial year. “Despite physical, social as well as psychological distance, there has been a steady growth of tourists in the state. In 2015-16, we received 3.45 lakh tourists, including domestic as well as foreign. Of this, 3.4 lakh were from the country itself,” Arunachal Pradesh Tourism Secretary Joram Bedaa told PTI here. “Looking at the trend and our current marketing efforts we are expecting a 20 per cent rise in numbers in the state in this financial year,” he added. The first edition of the annual ‘Songs and Dances of the North East’ festival was held in Delhi, organised by Meghalaya. Bedda said Arunachal Pradesh is targeting premium audience so that the ecology and the natural beauty of the state is not disturbed. Covered by the Himalayas, the state is being promoted as an ‘adventure destination’ as it has rivers, mountains and forests and will soon get its own airport in Tezu, he said. The festival’s theme this year is ‘Come, Experience the North East’ and is sponsored by North Eastern Council (NEC). He said the festival will showcase ethnic delicacies, music and dance, from all eight North Eastern states .
Guwahati, Aug 26 (PTI): The World Bank has sanctioned Rs 980 crore to dredge the Brahmaputra as an initiative to develop waterways to Bangladesh and to other South East Asian countries in a bid to boost trade and industry in the Northeast. “Opening up of the Brahmaputra waterways for trade will lead to a reduction in the cost of transportation of goods and will ultimately result in Assam becoming a export hub for the South East Asian countries,” Assam Industries and Commerce Minister Chandra Mohan Patowary today said during his address at the daylong North East Tea Conclave. The World Bank has sanctioned Rs 980 crore for dredging the Brahmaputra which is an onerous task no doubt, but “the river will become navigable for trade purpose in the near future,” he said. Democratic Students’ Alliance of Manipur (DESAM), the students’ pressure group came up against those who impose bandhs and blockades. Frequent bandh and blockades being witnessing in the state had severely disturbed the academic atmosphere of the schools and colleges and this has put the academic carrier of the students at stake, DESAM leaders who organised the demonstration said. A DESAM spokesperson said “There is no way students of the state could compete with their colleagues of the country in such a condition where academic atmosphere always remains disturb.” They could not get proper education due to the bandh and blockade, he added. A human chain was also formed at the concluding part of the demonstration that was carried out on the streets in Thoubal district headquarters. New Delhi, Aug 26 (PTI): A detailed project report (DPR) of Assam government on steps to curb growing wildlife casualties due to traffic movement on NH-37 passing through the Kaziranga National Park has been approved, informed Road Transport and Highways Ministry. The Ministry told a bench headed by NGT Chairperson Justice Swatanter Kumar that the approval was granted on August 9, after which the green panel directed the state government to file an affidavit stating

IED seized in Assam Rangia, Aug 26 (PTI): A powerful Improvised Explosive Device (IED) was seized from a man by security forces in Boko police station area of Kamrup district today. Acting on a tip off, Army Dogra Regiment, with the help of Assam police, seized the explosive from Amir Chan Ali, a defence official said. The IED was later defused by the bomb disposal squad of the army. Ali was detained by the police for interrogation, police said.

The winning margin was 582 votes,” State Election Commission secretary Prasenjit Bhattacharjee told IANS. In the last TTAADC elections, the vote margin between the CPI-M and IPFT candidates was 509 votes. The IPFT is a local tribal based party. The Bharatiya Janata Party (BJP) and Trinamool Congress (TMC) supported

The tribal council was formed to improve the socio-
economic condition of the tribals, who constitute onethird of Tripura’s four million population. “Though any outcome of the by-poll would not have an effect on the power equation in the TTAADC, but it is considered as an important indicator for the future politics in the tribal areas of Tripura due to the BJP and TMC support to IPFT. The IPFT has emerged as one of the major political forces in tribal politics in the Left-ruled state,” another political analyst Sanjib Deb said. He said: “The CPI-M is vulnerable, as in the last elections (in 2014) to the TTAADC, its candidate defeated the IPFT nominee by a thin margin of only 509 votes, that too due to division in the votes bagged by opposition political parties.”

This nomenclature is finalized and unanimously approved by all the members present. Henceforth, the house shall not entertain any agenda related to this issue in the near future.” 3. On Unity and integrity of Chakhesang: The KAPO has to assure here that there is no threat to the unity and integrity of Chakhesang as was repeatedly made an issue by Khezhakeno village through the so called Khezha area Public Organization citing nomenclature issue. In this regard, using or asserting our own mother tongue name ‘KUZHAMI’ as nomenclature is in no way an infringe to the unity and integrity of our tribe Chakhesang. 4. The KAPO has to state here that the so called Khezha Area Public Organization is a village public organization and no other Kuzha area villages are in this organization. 5. Dimapur, Aug 26 (NPN): Two breeds of pig and an indigenous poultry breed of the region have been registered as new breeds by the Indian Council of Agricultural Research (ICAR). The pig breeds Tenyi Vo from Nagaland, Doom from Assam and the chicken breed Kaunayen from Manipur were marked new breeds by ICAR director general Trilochan Mohapatra in a ceremony held at Krishi Bhawan, New Delhi. The Tenyi Vo are reared in Nagaland. The animals have a long, strong and tapering snout, small erect ears and bright alert eyes. The adult pigs weight between 36kg and 50kg with an estimated population of about 60,000-70,000. Doom pigs are found in Dhubri, Bongaigaon and Kokrajhar districts of Assam. These are black in colour and have a short, concave snout. The adult pigs weight between 36kg and 50kg and their estimated population is about 3,000. The Kaunayen chicken are bred in Thoubal, Imphal West, Imphal East and Bishnupur districts of Manipur. They are also found in the hill districts of Chandel, Churachandpur, Senapati, Ukhrul and Tamenglong. The ICAR had initiated the mechanism for registration of animal germplasm through the National Bureau of Animal Genetic Resources in 2007, recognising the need for an authentic national documentation system of genetic resource with known characteristics. In June this year, the committee had approved the registration of nine new breeds of livestock and poultry, of which three were from the Northeast. The total number of indigenous breeds in the country now is 160.

Need to speed up processes to transform India: PM Modi
New Delhi, Aug 26 (PTI): Enunciating his vision to rapidly transform India, Prime Minister Narendra Modi on Friday said there is a need to change laws, eliminate unnecessary procedures and speed up processes to go beyond “mere incremental progress”. “If India is to meet the challenge of change, mere incremental progress is not enough. A metamorphosis is needed. That is why my vision for India is rapid transformation, not gradual evolution,” he said at the first ‘Transforming India’ Lecture organised by the NITI Aayog here. Stressing on the need to bring changes through the transformation of governance, Modi said it cannot happen with an administrative system of the 19th century. “A transformation of governance cannot happen without a transformation in mindset and a transformation in mindset cannot happen without transformative ideas,” he added. “We have to change laws, eliminate unnecessary procedures, speed up processes and adopt the technology. We cannot march through the 21st century with the administrative systems of the 19th century,” he said. With his entire Cabinet in attendance, Modi said the change has to be for both external and internal reasons. Each country, he said, has its own experiences, resources and strengths. “Thirty years ago, a country might have been able to look inward and find its own solutions. Today, countries

With a stable democratic polity in India, special efforts will have to be made to force transformative changes, he added. “As individuals, we may absorb new ideas by reading books or articles. Books open the windows of our minds. However, unless we brainstorm collectively, ideas remain con-
fined to individual minds,” he said. Modi said there was a time when development was believed to depend on the quantity of capital and labour but today it depends as much on the quality of institutions and ideas. Early last year, a new institution was created, namely, the National Institution for Transforming India or NITI. NITI was created as an evidence-based think tank to guide India’s transformation, the Prime Minister said. NITI’s functions, he said, include mainstreaming external ideas into government policies through collaboration with national and international experts. It also has to be the government’s link to the world, outside experts and practitioners as well as be the instrument through which ideas from outside are incorporated into policy-making, Modi said.

Blow to Kashmir’s economy, Rs 6400 cr loss in 49 days
The ongoing unrest in Kashmir has led to a whopping Rs 6,400-crore loss to the economy of the Valley, with businesses being badly hit due to curfew and separatist sponsored strikes. Tourist and other business activities in Kashmir have come to a halt for the past 49 days after protests erupted in Kashmir following the killing of Hizbul Mujahideen terrorist Burhan Wani in an encounter with security forces in south Kashmir’s Anantnag district on July 8. Clashes between protesters and security forces have claimed the lives of 66 people and left thousands of others injured. Shops, business establishments, private offices and petrol pumps have been shut as the separatists groups have called for a complete strike to protest the civilian deaths in the violence after Wani’s killing. The separatists have announced periods of relaxation, but they are usually in the night which does not help the traders who allege that there have been instances of masked youths or even security forces forcing the shopkeepers to down the shutters.
Udhagamandalam, Aug 26 (PTI): A statue of Mary was found desecrated at St Mary’s Church in Gudalur here Friday, police said. Miscreants had tarnished the face of the statue with slush and blackened other parts. Some flower pots were also found damaged in the premises of the church. Forensic and finger print experts had been requisitioned and investigations were on to nab the miscreants involved in the incident, which came to light when the church was opened in the morning for prayers, police said.
Scorpene data leak unintentional, says Parrikar N e w D e l h i , Au g 2 6 (Agencies): Defence Minister Manohar Parrikar on Friday sought to downplay media reports about secret documents of Scorpene submarines being made public illegally and said that the leak was “unintentional” and the navy is prepared to address “all our concerns”. Parrikar said that he has instructed the navy to find out areas of concerns based on inputs and take appropriate steps to address it. “We are going by the assumption of worst case scenario,” ANI quoted Parrikar as saying. Currently, six Scorpene submarines are being built in India by French firm DCNS. Late on Thursday, The Australian newspaper had uploaded a fresh tranche of leaked documents relating to the Scorpene’s underwater warfare system. However, a top defence analyst allayed fears that it could compromise the security of the strategically important combat vessels. The leaked documents give details about the sonar system of the submarines which is used to gather intelligence underwater. It also has information about a wide range of technical specifications of sonars. Though the Navy has not yet officially reacted to the release of new documents, sources maintained that it does not compromise national security. They said the same information about a submarine was on “many naval defence websites”.

Candles were lit and the nun’s grave at Mother House -- the global headquarters of her Catholic order Missionaries of Charity -- was decorated with flowers as the sisters and other eminent persons sang hymns, read from the Bible and recalled her celebrated life. Mother Teresa is set to be canonised by Pope Francis at the Vatican on September 4, a day ahead of her 19th death anniversary. By a coincidence, Mother Teresa died on September 5, 1997, barely 10 days after her 86th birthday. A large number of people, including school children and residents of the various homes
run by the MoC, congregated at Mother House, which wore a festive look. A special prayer card for the faithful read: “We thank you (Lord Jesus) for the gift of Blessed Teresa of Calcutta, who will be canonised in this Jubilee Year of Mercy.” Similar programmes were organised at the other homes run by the Missionaries of Charity. Decision to kill ‘dangerous’ dogs unlawful: Maneka NEW DELHI, Aug 26 (PTI): Union minister Maneka Gandhi has criticised the Kerala government’s decision to kill ‘dangerous’ stray dogs, calling it ‘unlawful and unscientific’, even as she claimed that the move can make other canines even more hostile. The child development minister also asked the Kerala government where the money given to the state for sterilisation of dogs has been spent. “You say kill, kill, kill. You keep killing and they keep biting. The dog becomes hostile,” Ms Gandhi said. She said the Kerala Cabinet’s decision to kill dangerous canines to deal with the dog menace can be misused. “This is an excuse to kill any dog,” she claimed. “Where is the money given by Animal Welfare Board of India to Kerala for sterilisation of dogs? Where has that gone?” she asked. Ms Gandhi, who is also an animal rights activist, said that killing dogs is not only unlawful but counter-productive as it will lead to more breeding. “If you kill the dog, females will breed more. Also, dogs will come from outside. I am totally with the people of Kerala but if you keep killing, you break the law and you continue to do things that do not work,” she said. She said the best solution is to sterilise the dogs. “If you sterilise the dogs they will be happy, they will be gentle. No sterilised dog ever bites. They will also be vaccinated and the problem will go,” Ms Gandhi said.
Won’t allow any bandh in RSS questions Rahul Gandhi’s remark Bengal on Sept 2: Mamata Kolkata, Aug 26 (PTI): In a stern message to the central trade unions (TUs), West Bengal Chief Minister Mamata Banerjee today said her government would not allow any bandh in the state on September 2, when the TUs have given a call for a general strike. “We will not allow any bandh in the state on September 2. We will keep everything open. Vehicles will ply and shops will open. If vehicles and shops are damaged (by bandh supporters), we will take strong action. We will also give compensation,” she told a
meeting of the students wing of her party here. “If they (central TUs) want they can go to Delhi and stage dharna to register their protest,” she said. The central trade unions have given a call for a countrywide general strike on September 2 to protest against the “anti-people, anti-national and anti-worker” policies of the NDA government at the Centre. Last month, INTUC president G Sanjeeva Reddy had stated he would urge Banerjee to allow Trinamool Congress’ trade union wing to participate in the strike.

Srinagar, Aug 26 (IANS): There was no let up in the government-imposed curfew and separatist-called shutdown on Friday, the 49th day of Kashmir unrest that has brought life to a standstill in the troubled valley. Police said the strict curfew will continue without any relaxation in Anantnag, Pulwama, Badgam, Shopian and Srinagar city while restrictions on the assembly of four or more persons will remain in force elsewhere in the valley. The security restrictions were tightened amid apprehensions that separatist leaders may stoke further trouble as they have asked people to gather in Eidgah prayer grounds for a pro-freedom protest rally in the heart of the volatile old Srinagar city. The separatist leaders, who have been detained in their houses since the unrest began on July 9, had planned midday congregational prayers at the Eidgah, which also houses a graveyard for those killed in militancy-related violence in the last 28 years. But the government thwarted the protest march to the sprawling prayer ground. Police deployment outside the upscale Hyderpora residence of hardline Hurriyat Conference chairman Syed Ali Shah Geelani was beefed up to prevent the octogenarian separatist from moving out and leading the rally. A dubious method

n August 11, 2016 the state government issued an Office Memorandum(OM) which sought to address the issue of ban on “contract appointments” in government departments in response to the August 5,2016 order of the Gauhati High Court which directed the government to issue the OM based on the principle of the June 6,2016 OM. The issue of ban on contract/backdoor appointments in various government departments had been a burning issue raised by the NSF some years back and later picked up by ACAUT Nagaland. On August 25,2016 which was two weeks after the government OM was issued, ACAUT Nagaland belatedly woke up and reacted against the OM and described it as “discriminatory and nothing short of treachery toward the people and vile contempt of court order”. In its statement, ACAUT described that the cabinet decision (on August 11, 2016) had not only violated the High Court judgment on August 5 but was also “an unprecedented backstabbing of the judiciary.” This newspaper had extensively reported and commented on the issue of backdoor appointments and prior to it, the age tampering scam several years ago. A minister had several months ago, stated that there were an excess of 70,000 employees in the government. The High Court on August 5, 2016 in response to a PIL filed by ACAUT on November 2015, directed the state government to frame regulations against backdoor or contract appointments. This was done through the June 6,2016 OM and on August 5, after giving legality to it, the High Court asked the state government issue strict guidelines in the light of its August 5 judgment. ACAUT had stated that the August 5 judgment of the High Court had removed the “unfettered right” of the state cabinet to make illegal appointments. The court also gave legal sanctity to the June 6,2016 OM which was passed by the cabinet in which the judgment Atouzo Vrs State of Nagaland was cited and by it, the cabinet by its own volition, notified that it had no power to regularise contract/adhoc appointments. In the above mentioned judgment, the High Court struck down the illegal regularisation of 19 Veterinary Assistant Surgeons(VAS) by the cabinet. According to ACAUT, the June 6 OM over rode the 2008 OM that gave power to the cabinet to regularise services of backdoor appointments for those who had completed three years of continuous service. On August 11, the state cabinet decided on the “guidelines” for ban on all contract and adhoc appointments in the government and in Clause 3, had clearly mentioned that all appointments prior to June 6, 2016 (the date the MO was notified) would be dealt with as in the past. It meant that June 6, 2016 was to be the cut-off date for enforcing ban on all kinds of appointments. This highly controversial and questionable clause practically gave legality to all the illegal appointments- whether backdoor, ad hoc or contract basis- by stating that such appointments would follow the previous practices where those who were appointed through backdoor and who have completed three years of continuous service, will be regularised. This issue only confirms that the rules and regulations exist only in name. It is very unfortunate, that the state government had chosen to insert an insidious clause that was not only contempt of court but also condemned thousands of those who have been deprived and denied due to machinations.

But when we are awakened to the realities of life, true inner peace is impossible unless it is received from Jesus. When our Lord speaks peace, He creates peace, because the words that He speaks are always “spirit, and they are life” (John 6:63). Have I ever received what Jesus speaks? “…My peace I give to you…”— a peace that comes from looking into His face and fully understanding and receiving His quiet contentment. Are you severely troubled right now? Are you afraid and confused by the waves and the turbulence God sovereignly allows to enter your life? Have you left no stone of your faith unturned, yet still not found any well of peace, joy, or comfort? Does your life seem completely barren to you? Then look up and receive the quiet contentment of the Lord Jesus. Reflecting His peace is proof that you are right with God, because you are exhibiting the freedom to turn your mind to Him. If you are not right with God, you can never turn your mind anywhere but on yourself. Allowing anything to hide the face of Jesus Christ from you either causes you to become troubled or gives you a false sense of security. With regard to the problem that is pressing in on you right now, are you “looking unto Jesus” (Hebrews 12:2) and receiving peace from Him? If so, He will be a gracious blessing of peace exhibited in and through you. But if you only try to worry your way out of the problem, you destroy His effectiveness in you, and you deserve whatever you get. We become troubled because we have not been taking Him into account. When a person confers with Jesus Christ, the confusion stops, because there is no confusion in Him. Lay everything out before Him, and when you are faced with difficulty, bereavement, and sorrow, listen to Him say, “Let not your heart be troubled…” (John 14:27).

Zeliang, the chief minister has admitted clearly that he does not know the contents of the 3rd Aug 2015 accord between GoI and a single faction yet he continues to appeal for support to a document which even Indian National Congress President Sonia Gandhi is in the dark and would not comment. It is very dangerous for a state chief minister to take the stand he is taking. He should, like the people of Nagaland, leave GoI and NSCN (IM) alone as the accord primarily focuses on a political arrangement for Nagas in neighboring states. It does not include Nagaland in the real which is why it is unwise to seek support in anon-inclusive talk that he is stranger to. Considering the reality that GOI has ruled out sovereignty and integration of Naga areas. It is the state chief minister’s constitutional and moral duty to brief the people with facts. It is also his duty to properly inform the GOI of the reality on the ground. At the moment he is selling hope to the people of Nagaland! the fate of Nagas of Nagaland cannot be decided by Nagas from neighboring states. At Tsungremong festival of the Aos in Mokokchung district recently, he again called upon the gathering to enquire if they do not know but appealed not to condemn or criticize. It appears he is bent on fooling the people at every opportunity. He is meeting various party leaders in India with zero knowledge and deputing elected members to all parts of Nagaland to garner support as though it will earn him Nobel peace prize. His obsession for 3rd August 2015 clearly suggests that he is conniving to destroy Nagaland altogether. If Mr. T.R. Zeliang truly believes GOI and NSCN (IM) are on a verge of a solution, he should lead the way by dissolving the assembly as per NLA resolution. This is more honourable than being a pet parrot. The Naga political groups (NPGs) take serious not of the unprecedented action of the Chief Minister who, while inaugurating a veterinary col-
lege in Peren district, performed Hindu/Haraka ritual which greatly hurt the sentiment of Christian Nagas. His dismissive attitude towards Naga social, religious and cultural values is unforgivable. It also implies his is inconsistent politically, morally and ethically as a leader and prepared to sacrifice his religious beliefs for economic benefits. Where is his moral obligation towards the people of Nagaland? We believe this is sheer incompetence and bankruptcy of reason as a leader. A series of questions arises. How could a Chief Minister reduce himself to such a pathetic intellectual state? Is Mr. T.R. Zeliang the Chief Minister for Nagaland or for Neighbors? Can the future of Nagaland be allowed to evaporate to facilitate a person’s or faction’s ambition? Mr. T.R. Zeliang is trying to convince the people of Nagaland that the garbage gathered at his backyard and the foul smell is in fact a sweet perfume. What utterly foolish logic! If a lie such as entering unattained education degree during elections, like he did, could give a bloody nose, can anyone lie about Naga political issue, claim champion and get away with it? A political solution cannot be marketed because Nagas do not believe in political illusions. Nagaland and its people are renowned for their hospitality at the same time the land, history and political right have been fiercely protected. The Naga National Political Groups (NNPGs) also makes it clear to the Government of India (GoI) that the people of Nagaland have tasted bitterness and ramifications of exclusive accords signed in the past. Should the GoI and NSCN (I-M) agree to remove Sovereignty and integration from the table, let there be clear understanding and distinction between Administrative or economic settlement which is on the anvil with a single Naga group mostly of neighboring states, and a political solution for the people of Nagaland. The former should not be imposed in Nagaland. We are not against our Naga brothers and sisters living in different administrative areas in India and Myanmar. We are simply pointing out the pattern of human progress in today’s context in its most practical sense. Wherever we may be, we Nagas will pursue emotional, social, cultural and economic co-operation and excellence. Our customs and traditions practiced over a thousand years shall remain and be maintained. Naturally as in other Naga areas and the rest of the world, where it concerns present Nagaland and its future, we reiterate that the people of Nagaland are prepared and shall decide what is best for ourselves. To bring to your esteemed knowledge the Rehabilitation project has been a long propaganda for the Government of Nagaland and Hindustan Paper Corporation since 2007. Besides, whereas, you have emphasized various important issues in your recent Residential Office Meeting dated 3 1s May 2016, viz: 1) GOI assured to sanction Rs.30 Cr. to Hindustan Paper Corporation, out of which an amount of Rs.12 Cr, would be made available to the NPPC Ltd to commence the on ground revival work without delay. 2) To ensure payment of salaries instead of stipend to the Trainees. 3) Appointment of fulltime Managing Director to oversee the NPPCL. 4) Present Board of Directors should be enhanced and that the Deputy Commissioner of the district should be included in the board. However, despite the efforts and initiatives taken by your esteemed office, we do not see any progress in the work and at present not a single responsible contracts are at work. We are in doubt that whether GOI has released Rs.30 Cr. to HPC or not. Please confirm it from GOI, so that revival work will start at the earliest. At this rate we fear that the revival work will not be completed at the stipulated time i.e. November 2016. It is also learned that mere amount of stipend is being paid to the trainees and not salary. We hope that you will look into the matter positively (to secure our children future). Towards a collective responsibility (part iii)
he author had assured to deal with the unholy matrimony between the State Political Parties and the NPGs during the elections... as Part III continuation of the headlined subject. However, having been a sportsman in the distant past, the Summer Olympics 2016 at Rio was a serious distraction to schedules that could not be met... but now we are relieved to proceed as planned. This author is painfully aware that the issues being focused upon in public domain is not a popular subject because it certainly is not a pleasant sight to look into the mirror and recognise the deformed reflection we see therein. Nevertheless, the deplorable reflection that we do see of ourselves in the mirror has to be dealt with as best we can with utmost Christian fortitude. It is imperative for all eligible voters in Nagaland, prone to selling their votes and political candidates who are either compelled or tempted to buy votes, to clearly understand the devastating consequences of ‘buying’, ‘selling’ of our votes. This is a ‘killer’ transaction that is taking us down to a bottomless pit of self-destruction. As long as we fail to recognize this deadly cancer with Christian dignity, honesty, integrity and honour in our action, we will be hastening its terminal progression. Now, let’s consider the unholy matrimony between the State’s Political Parties and the high flying Naga
National Political Leaders of the Factions. The two dominant political parties in Nagaland...NPCC and NPF... have adopted “Equi-Distance” and “Equi-Closeness” policy in their interaction with the NPGs respectively. Each of these stated policies is aimed at maintaining “fair deal” with all the Factions. However, in practice NPCC maintained closer ‘distance’ with NSCN (K) as compared to the other factions, resulting in NSCN (IM) taking several life-threatening pot-shots at the NPCC Chief Minister who fortunately survived through Divine intervention. By practical definition therefore, “Equi-Distance” policy harvested bullets. In contrast, the Chief Minister from NPF craftily harvested financial conveniences from the party’s “Equi-Closeness” policy especially with the most dominant Faction. With the opportunistic merger of the two opposing political entities the present Government has reconciled on “Equi-closeness” policy which obviously opens up more lucrative doors for all concerned. The State Government has effectively become a eunuch in the harem of NPGs because the Factions are getting away with daylight robbery in the name of sovereignty, mercilessly taxing the desperate common man to the bones. Instead of checking the excesses being committed by the NPGs the GoN is not only involved in illegal taxation of their own but has in fact become the main revenue col-
lector for the NPG Factions by deducting 5-6% of the State’s development fund and 24% of State government servant’s monthly salary. We normally say Nagaland is devoid of any recognizable industry but we do have a thriving invisible industry spawned by the NPGs’ imposition of 5-6% deduction from all development funds and 24% government servants’ salary deduction at source by the DDOs. Yes, every legitimate Government have a clear legally defined tax regime which is not negotiable and mandatory for the citizens to pay...but Nagaland is the only territory on earth where unregulated ‘negotiated tax’ exists that fluctuates like hell. We often hear stories of Mr. A having received tax demand note for (let’s say Rs.1,00,000/-) which get negotiated with the Faction concerned and finally settle payment at let’s say Rs.5000/-. In practice, this power of demand and negotiation is vested in a simple sepoy of the cadre to the highest ranks of the Factions. The DDOs of the Government of Nagaland belong to the same club. While the deduction at source is exacting, no one asks questions of the Controlling Officer or the DDO how much was actually paid to the NPGs. The salvaged ‘savings’ between the ‘source deduction’ and the actual ‘negotiated payment’ made has become de industry in most departments of the Government to the extent that there are some DDOs who threaten their staffs on behalf
of the NPGs, if they refuse to have their salary deducted. This is a factual scenario that had been brought to light from the sworn deposition rendered to the High Power Committee (HPC) set up by the Government in 2015. The HPC has recommended suitable disciplinary action against such identified overzealous DDOs. The HPC has also seriously indicted State Finance Department as the main source of deliberate financial information leakage to the NPGs. All Controlling Officers in the Directorate, summoned by the HPC, had confirmed on oath that the NPGs get precise information about the LoC and in fact bring the copy of the Drawl Authority even before the official copy of LoC from Finance Department is received by the Directorates. Notwithstanding the lack of political will, there seems to be a serious problem of brain drain in bureaucracy as well because the Government is still studying the recommendation of the HPC for the past one year plus and will continue to study it till kingdom come. The question is: Why is such extreme indifference happening in the governing system? The reality starts with our Political Parties selling their soul to one Faction of the NPG or the other during the election. Astronomical sum exchange hands to obtain their support. Purely for public consumption, the NPGs officially disclaim any involvement in the Indian Election.
What they do in the field during the election however, is an entirely different picture. The people have consistently witnessed the style of NPGs campaign in support for one Indian Political Party or the other with their omnipresent threats of dire consequences. Necessarily the Political Party that pays the most gains advantage in most circumstances because of the fear factor. Most NPGs are active participants in the State elections one way or another without doubt. No amount of denial cuts ice. This is hypocrisy at its flagrant best. So, when Government is formed after such collaboration with the Factions, the State Government can only function as a shadow government at best with the main strings being pulled by the dominant Faction lodged somewhere in Biblical fortress. The functioning of the present Government is amply manifested in soft paddling and humouring the factions under the “Equicloseness” policy. The people are exposed to damning NPG taxation, being threatened and manhandled but the government conveniently looks the other way for obvious stated reason. This is a Government that is more prone to responding only to extreme public ultimatum or on indictment by the courts and goes back to money hunting leisure under normal times. every village. The primary task at hand is to teach our rural populace the finer details of the ripple effect of vote selling and the permanent cycle of destabilization that it causes to the society. Each village needs to be encouraged to adopt a collective resolve to vote for their village development rather than sell votes and counter the threat of any NPG Faction by forewarning the political party candidates that the village would vote against such candidates who dare to threaten the village through extraneous forces like the NPGs. If this can become a standard collective resolve and response the political party would have to think twice before seeking help from the NPGs. Eliminating the involvement of NPGs in the election would free the voters to exercise their democratic franchise as fairly as they understand it and without selling votes. When candidates win without buying votes they will be duty bound to focus on development and serve the people in real terms. Then perhaps change for the better will become eminent. It is a long shot but against a non-existent alternative it is worth a try. This is a challenging task not only for the NBCC but for all other NGOs and Tribal Hohos and conscientious citizens to join hands towards a collective responsibility and cleanse the system for all our sakes. Whereas power consumption in the district is repeatedly increasing day by day, the limited power supply is becoming a threst to the public. The power supply to the district is very poor and insufficient to an extent that a book could hardly be read at night. Jalukie valley being very hot and humid during the summer also brings untold misery. Therefore, the Peren public desire early installation of 66kv transmission. New Delhi, Aug 26 (PTI): In a shocking incident, two minor sisters, who were forced to live in a dark, locked room devoid of ventilation in outer Delhi’s Samaypur Badli area after being deserted by their drunkard father, were rescued with deep wounds due to maggot infection, police said Friday. The two girls, aged eight and three years, were left alone in their rented house at Radha Vihar of Nepali Colony, allegedly by their drunkard father on August 17, they said. After a foul smell started emanating from the house, neighbours made a PCR call on August 19 and the two girls were rescued from the house. They were infected with maggots and had skin infection, police said. The room had no ventilation and it was a breeding ground for mosquitoes. The girls had also not eaten for days and were on the verge of death when they were rescued, a police official said. They were admitted to Baba Saheb Ambedkar Hospital and are currently out of danger, police said. Mumbai, Aug 26 (PTI): A special court Friday directed the CBI to begin arguments on framing of charges in the Sheena Bora murder case and make their opening statement from the next date of hearing scheduled in September. The court also extended the judicial custody of key accused Indrani Mukerjea, her husband Peter and her ex-husband Sanjeev Khanna till September 13, when the agency is also likely to open their case. “Prosecutor can argue on framing of charges provided the interest of defence is safeguarded. I will expedite the trial,” special CBI judge H S Mahajan said. Earlier, special public prosecutors Bharat Badami and Kavita Patil told the court that the prosecution is ready to open the case in support of framing of charges. “We are ready to start the trial,” they said. The prosecutors said since yesterday, media was trying to

New Delhi, Aug 26 (Agencies): Women and Child Development Minister Maneka Sanjay Gandhi Friday launched an online complaint box for reporting child sexual abuse, the POCSO e-Box. The innovative Protection of Children from Sexual Offences (POCSO), e-Box, is an online complaint management system for easy and direct reporting of sexual offences against children and timely action against the offenders under the POCSO Act, 2012. Though sexual offences against children are rampant, only a small percentage gets reported. According to a study, about 53 per cent of children surveyed, reported having faced one or the other form of sexual abuse in their lifetime. Speaking on the inspiration behind the scheme, Ms Gandhi said the idea of an e-Box came out of a police initiative in which physical complaint boxes were placed in schools. The e-Box will make it possible to implement it on a large scale throughout the country. “A large number of incidents of abuse are against close relatives and so they get pushed under the carpet,” she said. New Delhi, Aug 26 (PTI): “Rampant” adulteration of diesel was taking place in petrol pumps and millions of litres of kerosene were being siphoned off as owners and dealers were “very powerful people like politicians”, the Supreme Court said today. “It is not a happy situation. It is something which is rampant and unfortunate and very powerful people like politicians have petrol pumps. They can tamper with the machine. They are the people who will resist the change,” a bench headed by Chief Justice T S Thakur observed. “Go to small and rural areas, all types of people are at play. Criminals and politicians,” the bench said while expressing serious concern over the matter. “How do you prevent adulteration? How to stop it? Is there any strategy,” it asked, adding that “millions of litres of kerosene is siphoned off.” The bench, which also comprised Justices A M Khanwilkar and D Y Chandrachud, made the remarks while ordering a probe by a joint secretary rank officer of Ministry of Petroleum against Uttar Pradesh Samajwadi Party MLA, Devendra alias Mukesh Agarwal,

Mumbai, Aug 26 (PTI): Terming the “laggard” credit growth as a “worrying” trend, the economic research wing of country’s largest lender SBI today said refinance opportunities and spectrum payout by telcos after the September auction hold hope for the banks. “The worrying thing is that credit growth continues to be laggard,” it said in a note, adding, there is some hope for an uptick in the second half of the fiscal. The slowdown is primarily due to a stagnation in projects, and the low-risk refinancing loans of completed infrastructure projects in sectors like power and roads will help push the credit growth. It expects the industry’s credit growth to come at 13-14 per cent for the fiscal. The telecom auctions scheduled in September will also result in some credit expansion opportunities for the lenders, the report said. Apart from this, the housing, cement and auto components sectors will show some increased appetite for credit, it said. Oil companies and nonbank lenders will also approach the banks for funds in the latter part of the fiscal, it said.

New Delhi, Aug 26 (PTI): Reserve Bank’s guidelines on corporate bond issuance will enhance liquidity and are credit positive, Moody’s Investors Service said on Friday. Further, the new guidelines permitting banks to issue Basel-III compliant additional tier 1 (core capital) and tier II (mainly debt) securities by way of rupee-denominated bonds overseas are credit positive because they will help create an alternative funding source for the banks’ capital needs, it said. “We expect that only well-rated and well-managed banks will be able to tap the international market for such issuance,” Moody’s said. To deepen the corporate bond market, RBI on Thursday announced a slew of changes in fixed income and currency markets such as allowing lenders to issue ‘masala bonds’ and will accept corporate bonds under the liquidity adjustment facility (LAF). “The RBI’s new guidelines on corporate bond issuance will enhance liquidity in the bond market, a credit positive,” Moody’s said. At present, the corporate

Calling for bold economic reforms, he said: “India has to move with urgency to achieve its potential. 8-10 percent growth rate is not a luxury, it will merely get India about 70 percent of per capita income of China in 20 years time.” Delivering the first lecture of government’s think tank NITI Aayog on the theme of ‘Transforming India’, he said: “India has two and half time lower per capita income than China. Mumbai, Aug 26 (IANS): Overseas borrowings by Indian companies in July this year fell by 44 per cent to $1.2 billion as against $2.14 billion in the same month last year, Reserve Bank of India (RBI) data here showed on Friday. The central bank said that while $1.02 billion was raised through the automatic route, the remaining $183.7 million came through the approval route. Among major Indian borrowers using the automatic route were Housing Development Finance Corporation ($446.38 million) for “on-lending/sub-lending”, Glenmark Pharmaceuticals ($200 million) for overseas acquisition and Adani Transmission ($74.40) million for refinancing of rupee loans. Under the same automatic route category, Birla Corporation raised $40 million for refinancing of earlier external commercial borrowings, Siemens Financial Services raised $37.20 million for on-lending and Continental Warehousing Corp. in Nhava Sheva raised close to $35 million for refinancing of rupee loans.

In the national capital, gold of 99.9 percent and 99.5 per cent purity fell by Rs 100 each to Rs 31,150 and Rs 31,000 per 10 grams, respectively. The precious metal had gained Rs 200 in the previous two sessions. Sovereign, however, held steady at Rs 24,300 per piece of eight grams.

Overall mood remained fragile and fully focused on Federal Reserve Chair Janet Yellen’s speech at Jackson Hole symposium later in the day, which is expected to give some clues on the future path of US rate hikes. Reflecting nervousness over the prospect of the Federal Reserve tightening policy and event risk, traders stayed on the sidelines, a dealer said. The domestic currency opened modestly higher at 67.02 a dollar compared to Thursday’s closing level of 67.05 at the Interbank Foreign Exchange (Forex) market and struggled to make any headway. It largely traded in a very tight range of 66.98 and 67.0750 due to alternate bouts of demand and supply transactions of dollars, before settling at 67.06, down by a mere one paisa. London/Amarice, Aug 26 (AFP): At least eight foreigners were among the 250 people killed when a powerful earthquake struck central Italy this week, officials said, as rescuers continued the grim search for corpses today. The bulk of the confirmed deaths - 193 at the latest count - were in the small mountain town of Amatrice, which normally has a population of around 2,500 but was packed with visitors when the quake struck as people slept in the early hours of Wednesday. Three British citizens were killed in the 6.0-6.2 magnitude quake, which had a shallow depth of four kilometres exacerbating its impact, an official from Amatrice told the BBC. Islamabad, Aug 26 (PTI): Pakistan today “regretted” India’s virtual rejection of its proposal for talks on Kashmir even as it briefed the ambassadors of the P-5 and European Union countries about the situation there in yet another attempt to internationalise the issue. Adviser to the Prime Minister on Foreign Affairs Sartaj Aziz briefed the Ambassadors of the Permanent Members of the UN Security Council -China, France, Russia, the UK and the US -- and the European Union -- here about the alleged “killings and serious human rights violations” being committed in Kashmir, a Foreign Office statement said. While regretting “the refusal from the Indian side” to hold talks on Kashmir, Aziz also briefed the ambassadors over the exchange of letters between Pakistan’s Foreign Secretary Aizaz Ahmad Chaudhry and his Indian counterpart S Jaishankar. Pakistan’s move came after India hardened its stance further and once again virtually rejected Pakistan’s latest invitation for talks on Kashmir, saying it is willing to discuss cross-border terrorism which was its “core concern”. Istanbul, Aug 26 (AFP): Eleven Turkish police officers were killed and 78 people injured today in a suicide truck bombing by suspected Kurdish rebels, three days into a two- pronged Turkish offensive against jihadists and Kurdish militia in neighbouring Syria. The early morning blast almost completely destroyed the police headquarters in the southeastern town of Cizre, just north of the Syrian border. “At 6:45 am (0915 IST), a suicide attack with a vehicle laden with explosives was carried out by the PKK terror group on the building of anti-riot police,” the provincial governor’s office said in a statement. ruce Springsteen broke the record for his longest-ever show this week - and broke it again with his very next concert. Known for his lengthy concerts, Springsteen played for 3hrs 52mins at a homecoming show at New Jersey’s Met Life Stadium on Tuesday (August 23). Then, after a night off, Springsteen promptly played a show lasting exactly four hours at the same venue last night. Springsteen fansite Backstreets confirmed the shows were the longest-lasting of Springsteen’s 44-year career in North America. However, it’s still some way off his alltime record, when he played for 4hrs 6mins at Helsinki’s Olympiastadion in Finland in July 2012. The shows were the first of Springsteen’s US tour, having played around Europe this summer including gigs in the UK and Ireland. His US tour finishes on September 14. Although there is no new album as such for Springsteen to promote, he releases the compilation ‘Chapter And Verse’ on September 24. It coincides with his autobiography of the same name, published three days later. The album sees Springsteen select songs which he says fit the mood of passages in his memoir and includes five unreleased songs. These date back to 1966, seven years before the release of his debut album ‘Greetings From Asbury Park, NJ’ and run up to his most recent album, 2012’s K

rank Ocean’s new album ‘Blonde’ has reportedly been illegally downloaded over 750,000 times since its release less than a week ago. ‘Blonde’ - stylised on its cover art as ‘Blond’ - was released via an exclusive Apple Music stream last weekend, coming just days after the release of Ocean’s visual album ‘Endless’ and his ‘Nikes’ music video via the same platform. With the album yet to reach rival streaming services (it is, however, also available via Pandora in North America), Music Business Worldwide cites data provided by data
analysts MUSO, which looks at the number of illegal downloads of the album but not the amount of times the album has been illegally streamed online. The figure is also the number of times that the full album has been downloaded, it doesn’t include single tracks. Despite the high number of illegal downloads, ‘Blonde’ is still expected to top both the UK and US album charts. PM announces Task Force to prepare for Olympics New Delhi, Aug 26 (PTI): With India getting only two medals in the Rio Olympics, Prime Minister Narendra Modi today announced the decision to set up a Task Force to prepare a comprehensive action plan for effective participation in the next three Olympics. According to the announcement made by Modi at the meeting of Council of Ministers here, the Task Force comprising experts will be set up over the next few days. “The Task Force will be set up to prepare a comprehensive action plan for effective participation of Indian sports persons in the next three Olympic games 2020, 2024 and 2028,” a PMO statement said. “The Task Force will prepare overall strategy for sports facility, training, selection procedure and other related matters,” it said. It said the Task Force will comprise members who are in house experts as well as those from outside. The next Olympic Games will be held in Tokyo in 2020.

Dimapur, Aug 26 (NPN): The annual muzzle loading gun shooting competition, organized by Viswema Youth Organization (VYO), was held on August 26 at Viswema John Government Higher Secondary School ground with Vimezhol Theyo, former president VYO and ex. pastor as the special guest. Addressing the gathering, the special guest said that shooting has been a culture and that it was practiced by
fore-father. During early days winners in shooting competition are sent in front and end to protect their people during war and hunting, he said. A person who takes decision to participate in the competition should keep their minds and bodies clean in order to win, said Theyo and called upon the participants to play with the spirit of sportsmanship. Visakho Kiso, president VYSO said that shooting competition is held every
year on the third day of traditional BINYI festival. New Delhi, Aug 26 (PTI): BJP leader Subramanian Swamy today moved the Supreme Court seeking urgent hearing on his application challenging the two-year ban imposed on the IPL franchisee, Chennai Super Kings (CSK), over the 2013 betting scam involving its top official Gurunath Meiyappan. Swamy told a bench headed by Chief Justice T S Thakur that the matter was listed for July 26 but it was not taken up due to hearing of entry tax matter by a nine-judge Constitution bench. The bench, also comprising justices A M Khanwilkar and D Y Chandrachud, asked Swamy to mention the matter next week after which it will be listed. Earlier, in his plea before the Supreme Court, Swamy had also sought a CBI probe into the petition filed before it by Cricket Association of Bihar (CAB). Swamy had alleged that his earlier plea was wrongly rejected by the Madras High Court on the issue. The high court on January 20 had dismissed Swamy’s

While expressing concern that public, despite restriction, are entering into premises of Indira Gandhi Stadium, Kohima to practice driving, parking vehicles and loitering around, the director stated that the main stadium is under construction and technically not advisable to use till its completion. She also warned that necessary action as deem fit would be taken against any defaulters.

US swimmer Lochte charged by Brazilian police Rio de Janeiro, Aug 26 (IANS): American swimmer Ryan Lochte has been charged by Brazilian police for making a false statement claiming that he was robbed during the recent Rio Olympics. The 32-year-old has also been issued with a court summons, according to a statement from Brazil’s civil police, reports Xinhua. Even if Lochte is not present at the court hearing, he could be tried and faces a penalty of up to 18 months in jail. In a statement, Lochte said he was with fellow US swimmers James Feigen, Gunnar Bentz and Jack Conger when their taxi was stopped by thieves posing as police. West Ham dumped out of Europa

PARIS, Aug 26 (Agencies): West Ham’s European adventure was brought to an end before it had really begun -- by a 35-year-old who used to play for Barnsley. The Hammers crashed to their first defeat at the London Stadium, a humiliating 1-0 Europa League play-off loss to Astra Giurgiu, thanks to a goal from former Tykes and West Brom midfielder Filipe Teixeira. It meant a 2-1 aggregate defeat to the team currently 11th in Romanian Liga 1, and no place in the group stage for Slaven Bilic’s side who would not even have had to play
the play-off match had they beaten Stoke on the final day of last season. Teixeira left England in 2010 on the back of an injury-hit couple of years in the midlands and Yorkshire, but returned to score the first competitive goal against the Hammers in their new home. A desperately disappointing evening had begun on a high note with West Ham announcing the signing of young Swiss midfielder Edimilson Fernandes from FC Sion, but once again it was evident a striker is what they desperately need. UEFA confirmed the change in a revamp of the tournament which will see Europe’s top four leagues - currently England’s Premier League, Spain’s La Liga, Germany’s Bundesliga and Italy’s Serie A receive automatic qualification for the top-four finishers in their competition. Under the present system, the top three leagues - Spain, Germany and England at present - have three places each, while their fourth-placed teams must contest a play-off over two legs for a place in the group stage. The fourth ranked league, currently Italy, has only two guaranteed places plus one in the play-off round. The change was announced after Europe’s top football officials met to dis-
cuss the competition’s format in Monaco on Thursday. It is understood representatives from UEFA and the European Club Association (ECA) discussed a variety of options to ward off the threat of a breakaway Super League. Many clubs have expressed concerns - primarily through the ECA - about the qualifying criteria and format of UEFA club competitions. UEFA stopped short, though, of guaranteeing places in the Champions League for certain big clubs. Other changes implemented by UEFA, to take effect in 2018 when the new threeyear commercial cycle begins, will result in clubs being judged on their own records, deleting the country share for the individual club coefficient unless that coefficient is lower than 20 per cent of the association’s coefficient. in the competition will also be acknowledged in coefficient calculation with points awarded for previous European titles, while financial distribution to clubs will be increased significantly for both the Champions League and Europa League. The Champions League will continue to have a 32team group stage and a 16-club knockout phase and the Europa League remains at 48 teams, although in a new development the winners will automatically qualify for the Champions League group stage as currently they can potentially take part in a play-off round. “The evolution of UEFA’s club competitions is the result of a wide-ranging consultative process involving all stakeholders and taking into account a wide range of expertise and perspectives,” said UEFA general secretary ad interim Theodore Theodoridis.

Kenya disbands Olympic Henry named assistant coach of Belgium body over Rio allegations Nairobi, Aug 26 (IANS): Kenya has disbanded the country’ s National Olympic Committee (NOCK) over claims of mismanagement and financial impropriety during the just concluded Rio Olympic Games. Cabinet Secretary for Sports Hassan Wario on Thursday transferred the responsibilities of the NOCK to Sports Kenya, a government quasi-body that will set up the calendar for elections to the new Olympic body, reports Xinhua. “I do hereby disband the National Olympic Committee of Kenya with immediate effect and transfer the responsibilities to Sports Kenya as the interim custodian,” Wario told journalists in Nairobi. The CS also set up a committee to investigate all allegations of mismanagement during the Rio Olympics and present its report by September 30. “I constitute a probe committee to carry out an independent inquiry of the alleged mismanagement and present the report to me by Sept,” Wario said in Nairobi. He said the measures are in addition to his request to the directorate of criminal investigations to carry out investigations into the mismanagement allegations. He admitted that the perennial problem of missing kits and disgraceful sideshows dampened the spirits of the athletes in Rio. He cited Kenya’s Sports Act 2013 as the legislation that
gave him powers to disband NOCK. “NOCK officials assured that kits and accommodation were in place. Enough is enough, we cannot keep implementing the Sports Act with the perennial problem pulling us back. It not only violates the Sports Act but also the Olympic Charter,” Wario said. Wario directed every sports federation to start working towards regaining Kenya’s lost glory in the respective sports under the federations. “Kenya was a major cricketing body, we are never short of talent but we seem to be short of good managers. It is a chance for you to put your house in order and realise there is law in town called the Sports Act. If you don’t comply with it, it is up to you,” Wario said. The CS also refuted reports that he had been grilled by the Directorate of Criminal Investigations (DCI) adding that in no way should he be held responsible for shambolic mishaps witnessed within Team Kenya’s camp at the Rio Games. Henry left his role as Arsenal Under-18 boss in July after Arsene Wenger reportedly refused to sanction the former France international combining the role with his television commitments. And that has allowed him to link-up with Martinez, who took over as Red Devils boss after Marc Wilmots was sacked following Belgium’s disappointing Euro 2016 exit at the hands of Wales. Chris Van Puyvelde, the KBVB executive director, said: “Roberto Martínez’s assistant coach will be Graeme Jones. “Thierry Henry will be the second assistant coach.” Van Puyvelde added: “Richard Evans has been added to our staff as Head of Team and Individual Fitness and our goalkeeping coaches are Erwin Lemmens and Inaki Bergara.” It is the appointment of Henry that catches the eye, though, with Martinez eager to talk up the 39-year-old. He said: “We are here to help the real quality we have. We need to support the players. The contact time with them is very short so the impact has to be as big as we can [make it]. “To have the experience we have in the staff is very important. And being able to bring new people in and having that contact with the play-
