NEW DELHI, AUG 26: The Punjab and Haryana High Court on Saturday came down heavily on Prime Minister Narendra Modi over the violence which rocked Panchkula and many other parts of Haryana as well as Punjab, Delhi and Rajasthan after the conviction of Dera Sacha Sauda Chief Gurmeet Ram Rahim Singh in a rape case. Pulling up the Haryana government and the Centre over the violence, the Punjab and Haryana High Court didn’t even spare Prime Minister Narendra Modi and was quoted saying by NDTV: “He is the Prime Minister of not the BJP but of India.” The court was responding to Additional Solicitor General Satya Pal Jain, who is representing the Centre, saying that Friday’s violence was a matter of the state. “Is Haryana not a part of India? Why are Punjab and Haryana treated like step children?” the court questioned. “You let the situation escalate. You surrendered to the situation,” the court
Rail link to NE unlikely before September 1 GUWAHATI, AUG 26 (AGENCIES): Railway link between North East region and rest of the country is unlikely to resume before September 1. Earlier, the rail link was expected to be restored on August 28 but has got further delayed. Northeast Frontier Railway (NFR) spokesperson Nripen Bhattacharyya said the tracks will be opened for running of goods trains from August 28 to check the safety quotient. ” Passenger trains are expected to run from September 1,” he added. Till restoration of passenger train service, special trains will be continued to run by NFR. Rail link was snapped in the first week of August due to damages to tracks by flood waters in Bihar and West Bengal, under NFR.

Landslides, flash floods wreak havoc in Manipur; NH-2 cut-off Correspondent

Two companies of the Army and 10 companies of paramilitary forces have been deployed in the area. A curfew remained in Sirsa and several other parts of Haryana and Punjab while educational institutions have been ordered to remain shut till Monday. The authorities have also ordered security forces to crack down on 36 Dera campuses, known as ‘Naam Charcha Ghar’, across the state. The Haryana police also recovered an AK-47 rifle and a Mauser from the vehicle of a Dera follower, and two rifles and five pistols from another vehicle during the operations, DGP Sandhu said. As many as 552 persons have been arrested in connection with violence.
IMPHAL, AUG 26: Unrelenting heavy rain wreaked havoc across Manipur’s Senapati district bordering Nagaland Saturday morning causing flash floods and landslides in the hill district As a result of the landslides, the National Highway-2, one of the lifelines to Manipur, was also cut-off from the rest of the state. Many villagers were forced to flee from to safer places. Hundreds of Manipur bound vehicles from Nagaland, carrying essential commodities have been stranded as the highway has been blocked at four locations between Makhan and Tadubi village, an official said. There was no report of any human casualty, the official informed. An orphanage of the Compassionate Children’s Ministry, home to around 120 orphans, was completely washed away along with the proprietors car due to the flash floods at Karong. “Everything has been washed away and the children are now homeless,” a member (More on p-5) of the ministry informed.

The mudslides also destroyed at least seven houses at Chakhumei, both located along NH-2 in Senapati district. The heavy rains also lashed the other parts of Manipur, which led to inundation of several low lying areas in Imphal West district. Normal vehicular movement along the Imphal-Jiribam section of NH-37 was also affected. Meanwhile, the Manipur government issued an advisory to all the deputy commissioners of the districts to take up necessary measures to mitigate the impending floods situation in the state.
PTI Adds: At least seven buildings, including a church, collapsed in Aizawl and nearby villages due to multiple landslides triggered by heavy rains in Mizoram since Thursday, officials said Saturday. Many places of the state were cut off due to road blocks caused by landslides. A three-storied building collapsed at Lengpui village near Aizawl on Thursday night and six buildings, including a church, were buried under a massive landslide at nearby Phunchawng village, the officials said. Champhai district, bordering Myanmar, was cut off from Aizawl as landslides blocked highway.

Zeliang that the latter had been “withholding information” with regard to “drawal” (sic) authorities issued by the Finance department. Reminding ACAUT of the RTI Act 2005, NPF P&IC said ACAUT should have “first filed a complaint to the PIO of the department (Finance), then to the appellant authority, if appellant authority also fails, it had to complaint to the Chief Information Commissioner (CIC) for final hearing.” However, without following the procedure, P&IC pointed out that ACAUT bypassed the CIC and went into the public domain, which it said was “a sign of sheer ignorance’s and having some hidden agendas.” P&IC further posed several questions for ACAUT to take note of “who was in-charge of Finance in the government, at that point of time from April

GANGTOK/SHILLONG, AUG 26 (AGENCIES): In a landmark judgement, the Sikkim High Court declared that the Sikkim Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous) Provisions Act 2010 and consequential notifications as unconstitutional and accordingly quashed with immediate effect. A two-judge bench of justice Dr. Agnihotri and justice Meenakshi Madan Rai after hearing the plea of the petitioners pronounced the judgement on August 25. One of the petitioner’s counsel O P Bhandari said that “the case filed was not an act of revenge and vengeance. Today’s verdict is the victory of law” he added. The counsel told a Sikkim daily that “the court order comes in immediate effect and those holding the posts must forthwith leave the posts with immediate effect of court announcement.” The parliamentary secretaries must forfeit all benefits, facilities they have been awarded, he added. Meghalaya: Earlier this week, the Meghalaya High Court had also
issued a notice to the state government for a final hearing on the matter of the posts of parliamentary secretaries. A division bench of Chief Justice Dinesh Maheshwari and Justice Ved Prakash Vaid heard a Public Interest Litigation challenging the appointment of parliamentary secretaries in the state. The notice comes after the Supreme Court declared unconstitutional a law enacted by Assam in 2004 that allowed appointment of parliamentary secretaries with the rank of minister of state. On July 26, a bench of Justice J. Chelameswar, Justice R.K. Agrawal and Justice A.M. Sapre noted that the Constitution’s Article 194 “does not expressly authorise the state legislature to create offices such as the one in question. “In view of the law declared by the Supreme Court in the aforesaid decision, this matter does require consideration; and at the earliest,” the High Court said. The bench also issued notices to the Central government, the Election Commission besides the 17 parliamentary secretaries in Meghalaya.
Wasting, stunting prevalence among children in Nagaland Correspondent
KOHIMA, AUG 26 (NPN): In Nagaland, 11.2% children under 5 years are wasted (low weight-for-height), 4.2% children under 5 years severely wasted, 28.6% children under 5 years are stunted (low height for age), 16.8% children under 5 years are underweight (weight-forage) and 21.6 % children age 6-59 months are anaemic (iron deficiency), as per the National Family Health Survey (NFHS)-4 (2015 -16) released by the Ministry of Health and Family Welfare. As per the NFHS-3 (2005-06), 38.8% children under 5 years were stunted, 13.3% wasted, 5.2% severely wasted and 25.2% underweight. The NFHS-4 fieldwork for Nagaland was conducted from March 1, 2016 to October 3, 2016 by Research & Development Initiative (RDI) and gathered infor-
mation from 11,213 households, 10,790 women, and 1,440 men. According to Unicef, stunting is caused by longterm insufficient nutrient intake and frequent infections. Wasting is a strong predictor of mortality among children under five. It is usually the result of acute significant food shortage and/or disease. Speaking at the State Level Multi-Stakeholder ‘village health and nutrition day’ (VHND) sensitization and review on National Cold Chain Management Information System (NCCMIS) held at Hotel Vivor here organized by National Health Mission Nagaland supported by UNICEF, the principal secretar y Health and Family Welfare (H&FW), Menukhol John, said the new figures that have emerged were a cause for great concern, adding that everyone was respon-
sible. The figures, he said showed that health workers were not working sincerely. In this regard, he urged the health workers to be more committed and dedicated to their duties. Principal secretary H&FW also shared the achievements of the department. Further, as per the NFHS-4, around 23.7% non-pregnant women age 15-49 years are anaemic, 28.9% pregnant women age 15-49 years are anaemic and 23.9% of all women age 1549 years are anaemic. The survey also shows that only 17.5% breastfeeding children age 6-23 months were receiving an adequate diet. Around 44.5% children under 6 months in the state were exclusively breastfed lowest being Kohima and Dimapur districts. In his address, mission director (Nationla Health
Mission Nagaland), Dr. Limaakum Jamir, said that with the cooperation and support of churches, NGOs and civil society organisations (CSOs), a lot of things could be done where the government failed to reach. He also highlighted the objective of the meeting. School education director, Wonthungo Tsopoe, said that without the support and cooperation of the people, the school education department in the state would not progress. He reminded the gathering the need to re-visit Communitization Act in the state to achieve the desired goal. Social Welfare director, T. Merangtsungba stressed on the need to create awareness on saving mothers and girl child from various diseases. Dr. Limaakum Jamir said church had a greater role to play in fulfilling the
activities of village health and nutrition day. NHP project director also addressed the gathering. At the seminar, various topics were discussed including concept and objectives of VHND, health care service packages under VHND, roles and responsibility of other stakeholders (non-health department & CBOs), group work to develop plan of action for addressing challenges in VHND implementation, update from recent CCO review meeting, review of key cold chain performance indicators and others. The programme was attended by around 70 persons from various quarters including department of social welfare, school education, health and family welfare, administration, NGOs, mothers’ association, NBCC, WHO, UNDP and others.
NEW DELHI, AUG 26 (AGENCIES): Government of India has dismissed WikiLeaks published documents that claimed the US Central Intelligence Agency using specific tools to secretly collect Aadhaar data. Wikileaks documents say CIA used ExpressLane– a tool devised by Cross Match Technologies – to cyber spy. “ExpressLane is a covert information collection tool that is used by the CIA to secretly exfiltrate data collections from such systems provided to liaison services,” says the published document. Cross Match Technologies was one of the first suppliers of biometric devices certified by UIDAI for Aadhaar program. Wikileaks states, “UIDAI, as far as is known, did not do a background check on these companies or their business, professional and personal associations.”

NEW DELHI, AUG 26 (NPN): Union Minister of Youth Affairs and Sports, Vijay Goel on Saturday urged the state governments to replicate the ‘Rural Games or Grameen Khel Mahotsav’, which will kick-start from Delhi between August 28 to September 3, 2017. Announcing this on Saturday, Goel has urged the state governments to create a mass sporting event across India to encourage grassroots level players and talented youths to showcase their talent. Interacting with media persons here, Goel said the objective of ‘Rural Games’ would be to popularize indigenous games like wrestling, athletics etc. and will also have fun games like Matka Race, Tug of War for senior citizens to add the fun element in the games.
“A Grameen Marathon marked the beginning of the Rural Games fever with participation of 16000 youth from rural Delhi,” he said. In the first stage, the games would be held in Alipur, Mehrauli, Nangloi, Najafgarh and Shahadara where 10000-12000 youngsters will participate and the second stage will commence on August 31, till September 1, 2017 which will have inter-block games, the union minister informed. The minister also informed that the ambitious plan of the sports talent search portal would be a reality on August 28. The portal will enable any person from across India to upload his information and as per that the Ministry will tap their talent and train them further in their respective disciplines, he said.
