KOHIMA/DIMAPUR, AUG 26 (NPN): Medical services in both government and private sectors were disrupted across the State on Wednesday following a 24-hour shutdown called by Nagaland In-service Doctors’ Association (NIDA) from 6 am in protest against the assault on doctors in recent times, including the August 21 incident. All COVID-19 testing laboratories (BSL laboratories and TrueNat) reportedly remained non-functional due to the protest. State nodal officer for Integrated Disease Surveillance Project (IDSP) , Dr Nyan Kikon informed Nagaland Post that since the laboratories were nonfunctional, results of August 26 would be reflected on August 27. He however claimed that all necessary measures for those detected positive were in place during this period. According to Health minister, S. Pangnyu Phom 26 fresh COVID-19 positive were reported in the state out of 627 samples tested. In a tweet, he said 20 cases were detected in Kohima, 4 in Dimapur and 2 in Mokokchung. India’s COVID tally crosses 32L-mark

Expressing concern over the August 21 incident involving a doctor and IR personnel in Dimapur, deputy chief minister, Y Patton, who also hold the home portfolio, assured that the state government, on receiving the committee report, would examine and initiate necessary action against anyone found guilty and deliver justice. Patton stated that the government took strong exception to the incident and immediately set up an independent enquiry committee headed by an officer in the rank of commissioner & secretary with two senior officers to probe the case and submit report within four days. “The principle of natural justice and rule of law is prerequisite consideration before initiating action,” he added. Meanwhile, Patton has appealed to all section of society to cooperate with the government in the fight against Covid-19 pandemic.

If I scold them, they start throwing things around and even misbehave with their grandparents. They want to go out and play but I cannot send them because of the Corona scare,” she said. NPF constitutes PAM on Naga political issue DIMAPUR, AUG 26 (NPN): NPF Working Committee has decided to constitute a Political Affairs Mission (PAM) comprising party officials and NPF Legislative Party (NPFLP) to facilitate the Naga peace process. This was among several resolutions adopted during the party’s working committee meeting held at Kohima on Wednesday. According to the signatories of the resolution committee-- NPF secretary general Achumbemo Kikon as convener and legislators Yitachu and Y Vikheho Swu as members, the meeting endorsed NPF president and NPFLP leader to constitute members to actively carry forward the party’s endeavour to bridge the gap between the entities. Reiterating the party’s commitment to work and assist the peaceful resolution of the Indo-Naga political issue, the committee resolved to continue to put all effort as facilitators and constitute PAM. A senior psychiatrist at the King George’s Medical University (KGMU) said that he had been getting cases where children were getting irritable, losing appetite and also complaining of headaches and eye problems. “Since the pandemic is continuing, I am unable to hold counselling sessions with such children and I am only advising parents on dealing with the situation,” he said. NPF boycotted NLA session to uphold sanctity: Zeliang Alleging that the dignity of Nagaland Legislative Assembly (NLA) and its democratic principles were repeatedly abused on the pretext of implementing COVID-19 measures, leader of opposition TR Zeliang said NPF boycotted the one-day Assembly session on August 13 in order to protect democratic practices and uphold its sanctity. DIMAPUR, AUG 26 (NPN): Central Nagaland Tribes Council (CNTC) has expressed solidarity with the new Naga Council Dimapur (NCD) team and declared its full cooperation and service, whenever required, for peace, harmony and unity of citizens of the town. ‘Seeds of love’ project launched in Dimapur DIMAPUR: Advisor of Horticulture, Mhathung Yanthan launched a project dubbed “Seeds of love” in the office premises of DHO Dimapur located at Green Park Dimapur on August 25. The project initiated by Entrepreneurs Guild is an outcome of the group’s social contribution during the present pandemic. AAI launches KrishiUdan Scheme for NE

G U WA H AT I / AG A R TALA, AUG 26 (IANS): To facilitate the marketing of agricultural and farm products of the northeastern states outside the region, the Airports Authority of India (AAI) has launched the ‘Krishi-Udan Scheme’, officials said on Wednesday. AAI’s Regional Executive Director (North East) Sanjeev Jindal said that it was one of his wishes that has come true after a dedicated domestic freighter started its services in the northeastern region. “Under the KrishiUdan Scheme, the services have been started in the region and it is aimed to benefit the local farmers and villagers whose products have higher value outside the region. AAI’s aim is that they (farmers) should be paid as per the demand services,” said Jindal. AAI officials said that under the Krishi-Udan Scheme, the first domestic dedicated freighter of budget carrier SpiceJet from
Kolkata bringing 5,800 kgs of air cargo landed at the Lengpui Airport in Mizoram capital Aizawl on Tuesday evening. “In return, outgoing cargo flight from Mizoram, different types of local products such as orange, lemon, banana, ginger, pineapple and cut flowers were carried to Kolkata,” they said. An AAI release said that the weekly cargo service would be available from Lengpui to Kolkata and to other cities of northeast India depending on potentiality of air cargo in the area. The services of SpiceJet’s dedicated freighters are presently available at Lengpui Airport and Guwahati Airport connecting through Kolkata. According to the AAI officials, SpiceJet had operated from Lokapriya Gopinath Bordoloi International Airport (LGBIA) in Guwahati to Hong Kong twice in January last year carrying fruit and vegetables produced in various districts of Assam. The customs,
plant quarantine and other necessary services are also available at LGBIA. The release said that the northeastern region of India is known for its rich, green and organic farm products which have huge demand in domestic as well as international markets.”The need is to connect them with fastest cargo services with affordable freight rates, as most of the perishable products are wasted due to lack of storage and connectivity within the fixed time-frame or the shelf life of the products,” the release added. Meanwhile, Tripura Chief Minister Biplab Kumar Deb thanked Prime Minister Narendra Modi and Union Civil Aviation Minister Hardeep Singh Puri for introducing flights between Agar tala and Shillong (Meghalaya) and Agartala and Dibrugarh (Assam) under the UDAN (Ude Desh ka Aam Naagrik) scheme. “These newly-introduced flights would be helpful for people from all walks of life and boost the economy, tourism and connectivity in the region,” Deb said in a tweet. There are 12 airports in the northeast - Guwahati, Silchar, Dibrugarh, Jorhat, Tezpur (all Assam), Tezu and Pasighat (Arunachal Pradesh), Agartala (Tripura), Imphal (Manipur), Shillong (Meghalaya), Dimapur (Nagaland) and Lengpui (Mizoram).

SHILLONG, AUG 26: A division bench of the Meghalaya High Court has observed that the Rapid Antigen test was not 100 per cent accurate and only RTPCR test detects COVID-19 infection correctly. “The efficacy of the Rapid Antigen Test is not 100 per cent accurate as has been reported and also recorded by the High Court of Delhi... The gold standard test it seems which is affirmed by the experts, is the RT-PCR Test which correctly indicates infection if any,” Justice Hamarsan Singh Thangkhiew and Justice Wanlura Diengdoh noted in their order issued on August 24. During a hearing on the ongoing pandemic, the bench suggested that private hospitals in the State capital should have the

DIMAPUR: Businessman, entrepreneur, philanthropist and industrialist Chiranjilal Patni, passed away at the age of 91 on August 15 at Dimapur, where the last rites will be performed on August 27 at Jain temple and his Kalibari residence. A press release by Rajesh Sethi stated that, K Y M C
late Chiranjilal had settled in Kohima at a young age of 5 years. During the II World War, his family moved to Dimapur. He was one of the most senior persons in the Jain as well as Marwari community. He was married to late Shanti Devi Patni and is survived by three daughters, two sons, several grand and great grandchildren. Late Chiranjilal was a religious person and was one of the trustees in Bharatvarshiya Digamber Jain Dharam Sanrikshni Mahasabha. As a philanthropist, he had extended donations to various Jain temples in Dimapur, Assam and West Bengal. Chiranjilal also laid the foundation stone for the construction of the school building in Mahavir Sthal, Dimapur in 2018.

Assam Rifles forgets AFSPA not in force here: Mizoram to Centre
AIZAWL, AUG 26 (PTI): The Mizoram government shot off letters to the Centre alleging that Assam Rifles deals with the civil administration “with contempt” and “fails to recognise” that AFSPA is no longer in force in the northeastern state. Chief Secretary Lalnunmawia Chuaungo has written two letters to Union Home Secretary Ajay Bhalla over the “boycott” of Independence Day celebrations and alleged violation of safety protocols by Assam Rifles, state Home Department Additional Secretary Ramdinliani told PTI on Wednesday. “We are of the firm view that no issue between Assam Rifles and the state administration is so serious that it cannot be resolved through discussions with open minds.
“The failure to recognise, on the part of Assam Rifles, that Mizoram is a peaceful state where Armed Forces (Special Powers) Act, 1958 had long been withdrawn, and the insensitivity and contempt with which they deal with the civil administration is coming in the way of good relations and cooperation between Assam Rifles and the civil administration,” one of the letters read. The Mizoram government alleged that senior officers of Assam Rifles skipped the state-level Independence Day celebration after the administration issued a Warrant of Precedence (WOP) on August 11, placing the paramilitary force’s brigadier stationed in Mizoram at par with the secretary to the state government, chief conser-
vator of forests, district and sessions judge and deputy commissioners. Assam Rifles returned the invitation stating it was aggrieved as the “WOP was notified without its consultation”, the letter said. “The chief secretary stated that Assam Rifles had no authentic reason to skip the celebration as its brigadier was elevated from an equivalent rank of additional secretary to that of the secretary to the state government,” Ramdinliani said. The new WOP, however, has been kept in abeyance since August 14, she said. “Assam Rifles also created hurdles in the preparation for the function by parking its heavy vehicles in the VIP parking space, causing inconvenience to the invitees,” the letter said.

today no invitation was received.” AAPSU said Centre should consult the stakeholders of the concern state before making any kinds of agreement. With regard to reports about giving autonomous council as part of the peace deal, AAPSU president Hawa Bagang said AAPSU will never allow creation of autonomous council to divide Arunachal Pradesh. While stating that they respect Naga Peace talk, Bagang said the agreement should be within Nagaland and not affect Arunachal
Pradesh. Bagang also appeal to the state government to convene a consultative meeting on the issue.

here could be as many factors that had led the opposition Naga People’s Front(NPF) to take the extreme step of boycotting the one-day 6th session of the 13th Nagaland Legislative Assembly and also to withdraw membership from the Joint Legislators’ Forum(JLF) on Naga political issue. The NPF boycotted the one-day session on the ground that the ruling party refused to extend the session to three days even after the Governor wrote to the Speaker over the matter. NPF also withdrew membership from the JLF as there was a “trust deficit” between opposition and the ruling party. NPF alleged that several of its suggestions in the JLF were ignored by the ruling party leaders and also of ruling party leaders not keeping the opposition in the JLF informed about outcome of meetings held with central leaders. It may also be pointed out that the NPF is fighting the ruling party in the court over the disqualification of seven of its rebel MLAs who had backed the ruling party candidate in the 2019 Lok Sabha election. For the NPF the fight is not only within the hallowed portals of the house but the court as well as for public perception. NPF has used the ruling party’s brush with the Governor over the June 16 ‘confidential’ letter to the chief minister highlighting the issue of failure to effect law and order; blaming the Governor for having to issue the ‘selfdeclaration’ memo and the Governor’s independence day message lamenting on the loss of momentum in the pace of development, as ammunition. As the saying ‘alls fair in war and politics’; quite understandably, the NPF has upped the ante over these issues. The ruling PDA’s relations with the Governor cannot, by any stretch of imagination, be called cordial, especially when the Governor minced no words against the abject failure of his government on governance. The defence of the government against the Governor’s letter has, neither been imaginative nor convincing. In what appeared to be a desperate attempt , the government ‘deployed’ the state police to defend its track record since 2015. The police defended the government by firing with figures but which missed the target. Figures tell facts but not the truth. If most cases are suo moto then there is definitely more to it than meets the eye. The government also went public with the ‘self-declaration’ issue which expectedly sparked outrage from some sections. The ruling PDA appears to be moving from one crisis to another with the most recent being its petition to the Supreme Court seeking curtailment or removal of the present Lokayukta Jutice(Retd)Uma Nath Singh. As per the petition, the Lokayukta had been making ”unjust and arbitrary demands” on the state government. NPF leader Imkong L.Imchen , said the reasons cited by the government were “too small” to warrant curtailment of power or removal of the Lokayukta. Why the ruling coalition literally opened up the Pandora box is not understood but in doing so, it only made the opposition take the high moral ground. Whether the ruling coalition used these issues as red herring is another matter but perhaps it fell for its own brand of rhetorical politics to become its own worst enemy, whereas some wiser counsel could have led to better handling of the issues.

Are you severely troubled right now? Are you afraid and confused by the waves and the turbulence God sovereignly allows to enter your life? Have you left no stone of your faith unturned, yet still not found any well of peace, joy, or comfort? Does your life seem completely barren to you? Then look up and receive the quiet contentment of the Lord Jesus. Reflecting His peace is proof that you are right with God, because you are exhibiting the freedom to turn your mind to Him. If you are not right with God, you can never turn your mind anywhere but on yourself. Allowing anything to hide the face of Jesus Christ from you either causes you to become troubled or gives you a false sense of security. With regard to the problem that is pressing in on you right now, are you “looking unto Jesus” (Hebrews 12:2) and receiving peace from Him? If so, He will be a gracious blessing of peace exhibited in and through you. But if you only try to worry your way out of the problem, you destroy His effectiveness in you, and you deserve whatever you get. We become troubled because we have not been taking Him into account. When a person confers with Jesus Christ, the confusion stops, because there is no confusion in Him. Lay everything out before Him, and when you are faced with difficulty, bereavement, and sorrow, listen to Him say, “Let not your heart be troubled…” (John 14:27).

NTC reacts to statements of NSCN (I-M) T
he Nagaland Tribes Council (NTC) is constrained to react to specific statements of MIP NSCN (I-M) that appeared in the local daily paper on 12th August 2020 under caption “NSCN (I-M) accuses RN Ravi of ‘misdoings” 1.(a) “Ravi clearly deleted the word “new” from the original to justify his own narrative and circulated to 14 tribe leaders, NNPGs, NTC, and Nagaland GB Federation” (b) from nowhere Ravi created NNPGs as third party/force against the bilateral talks of the Govt of India and the NSCN”, Unquote. The asser tions of NSCN (I-M) as quoted implies that Shri R.N. Ravi, Interlocutor GoI is solely responsible for manipulation of Framework Agreement and at the same time, the creation of the platform called Working Committee (WC) of 7 NNPGs and the eventual invitation of the Working Committee by the govt of India to a political negotiation in 2017. The allegations are wild, base-
less and unfounded. Justifiably the NTC would like to clarify and place the following factual positions on the quoted allegations. 1. (a) That it was on 18th October 2019, the Interlocutor GoI who is also the hon’ble Guv of Nagaland invited the Apex Tribes Hohos of Nagaland at Japjü Hotel Kohima in which a delegation of NTC also attended. In the meeting Shri R.N. Ravi in front of the jam packed attendance in the Conference Hall requested volunteers (anyone) from the participating members to come forward and read out both the 3rd August 2015 Framework Agreement between GoI and the NSCN (I-M), and the Preamble signed between GoI and the NNPGs. Two learned Nagas from the public volunteered as requested and read out both the agreements two times each one after the other. It was loud, clear and distinctly heard by all present the word “new” in the 3rd August 2015 Framework Agreement. The whole
events of reading out of the agreements were seen duly audio recorded. NTC did not see on that day distribution of any printed Framework Agreement or the Preamble nor received any of such copy. NTC at the same time did not get any copy of the Framework Agreement till today. (b) The Nagaland Tribes Council (NTC) in order to keep the record straight would also like to justify the fact that the Ceasefire agreement was endowed in the State of Nagaland in 1997. However, inter factional feuds could not be stopped and scores of precious souls perished in the face of guns and bullets even keeping the lives of the innocent citizens at risk. It has also been observed that the exclusive political negotiation between the GoI and the NSCN (IM) from 19972015, that is 18 long years, neither included any other NNPGs operating in the region nor with any logical conclusion. Even after the 3rd August 2015 Framework
Agreement in which the hon’ble Prime Minister of India announced publicly at Kisama during inauguration of the Horn Bill Festival 2015 that political negotiation would be concluded within 18 months could not yield any positive result. NTC does not want the NPGs to remain a splinter group and die down as a splinter group. Further NTC realized that any negotiation without all the NPGs involved could bring no lasting solution. Under such compelling circumstances there is no other better option left but to pave a way rope in the NNPGs for inclusive negotiation with the GoI for sustainable peace out of political negotiation in the greater interest of the Nagas as a whole. The Indo-Naga talks is never insignificant

n 12th August 2020, an article by MIP – NSCN/ GPRN was published in our local dailies accusing the interlocutor, Mr RN Ravi, of “misdoings.” The article begins by stating that the present peace talks “…has come down in the modern history as the most high profile peace process in Southeast Asia… .” This opening statement by the MIP – NSCN/GPRN was not taken kindly by Dr. Salikyu Sangtam. In his article published by the local daily, “Nagaland Post” on the 20th of August 2020, he had stated, and I quote, “Now this is quite a big claim being made by the MIP – NSCN/ GPRN, but if one looks into history or into other conflicts of similar nature in other parts of Southeast Asia, we will find that the Indo-Naga political talks is insignificant when compared to other high profile cases of the Karen, Shan, Kachin, Chin, and Taang people’s movement for self determination and independence in Myanmar, or the secessionist movements in South Thailand and in the Mindanao region in the Philippines. I do hope that MIP – NSCN/GPRN will do a more thorough research on history as well as on other civil conflicts within Southeast Asia before making such unsubstantiated and fabricated claims.”(unquote) Yours truly do very much agree with what the esteemed Dr. Salikyu said in his article, but certainly do not agree with him on his objection to the opening statement of the MIP – NSCN/ GPRN. Dr. Salikyu had urged the MIP – NSCN/GPRN to do

a more thorough research on history, but actually it is him who instead has to do the research. Yes, the political movement of the Nagas is one of the oldest political movements in India. However, what sets the Naga political movement apart is the unique history of the Nagas. It is unique in every sense of the word and in the world. Our unique history is such that our political movement cannot be compared or equated with any other civil conflicts in Southeast Asia. Dr. Salikyu Sangtam had equated our Naga political movement with the secessionist movements in Southeast Asia when the Naga movement has never been a secessionist movement. He just seems to be unaware that even the British had, in no uncertain terms, openly stated the fact that Nagas are not Indians in any sense of the word, neither in origin, nor in language, nor in appearance, nor in habits, nor in outlook, and it is only by historical accident that Nagas had been tagged on to an Indian province. The MIP – NSCN/GPRN made no big claims when it stated that the Indo-Naga political talks has come down in modern history as the most high profile peace process in Southeast Asia. Secessionist movements cannot be equated with our Naga movement. And this is what many a Indian leader has not understood, and so has some of us. Indian leadership today has recognized that the Naga political movement is not about secessionism and has therefore signed the framework agreement recognizing the same.
Sadly, nowadays, the political movement of the Nagas is deliberately coined as underground, hostile, extremists, armed gangs, or even terrorists, without actually knowing the reasons and the real nature of the movement. We actually cannot absolve ourselves from the creation of this perception because to a certain extent it is our own undoing. It is all because of the ignorance about the real Naga political struggle. Let us talk about real introspection. Today it is all about milking the Naga political cow. And this automatically gives the illusion of a law and order problem. This is where we have to educate ourselves. How can the more than seventy years of political struggle be treated treated merely as a law and order problem? To term the Indo-Naga peace talks as insignificant is nothing but exposing our lack of understanding of the Naga political issue. To understand the Naga political issue we have to understand the historical facts. And history involves not only the mere record of facts, but importantly, an interpretation of facts. One cannot twist the exact history, but one certainly can unearth the buried facts of the past. In order to understand a complicated issue like the Naga political movement, one must know the roots of the Naga political movement. Without knowing the roots, one has no right to term the Indo-Naga peace talks as insignificant. Benito Z. Swu
initially at the right time the NTC could manage to bring Six NNPGs under a common platform called “Working Committee” for negation with GoI. The NTC together with the NGBF humbly approached the GoI to have inclusive negotiation with the NNPGs. Accordingly, the GoI invited the NNPGs for similar political negotiation in 2017 followed by subsequent progress and development. In due course of time, through the initiative of NGBF, the NSCN (Khango) group joined the WC, NNPGs and today 7 NNPGs have been having dialogue with the GoI in the greater interest of the Nagas. 2). With utter surprise the NTC also noticed a statement by respected Maj (Retd) Hutovi Chishi, Convener, Steering Committee NSCN that appeared in the local daily paper on 19th August 2020 under caption “We shall take our stand” saying; Quote:- “We have to choose which way to go; either to allow our-
selves to be carried away by the wave of anti-Naga forces in collusion with Ravi led forces or choose to stay active defending the historical and political rights of the Naga people”. Unquote. The NTC would like to know who are these anti-Naga forces in collusion with Ravi led forces. It is unfortunate for the convenor, Steering Committee, NSCN (I-M) to misconstrue the unification efforts of NTC and NGBF as anti-Naga. The NTC therefore, makes it loud and clear to all and sundry that it has been working dedicatedly without prejudice and malice towards any individual or group of individuals but always with noble objectives to saw the seed of understanding and unity amongst our people. ommunism makes people believe or rather hypnotizes people into believing that it is possible to have a classless society where everyone is equal. Safe to say, throughout history, many countries and societies around the world have fallen prey to this scam. What many fail to understand is that communism breeds a section of elites who in the guise of ensuring equality among people, amass all power and wealth. They then use their privilege and position to remain in power maintaining a tight grip over the people. Communism fails to realize that every human being is special and unique. Communism kills creativity and innovation, thereby stunting society’s growth and progress and most importantly, human development. Communism is a tragedy simply because it has only increased inequalities. From Stalin to Mao to Kim-Il-Sung, communism has killed millions of people. The list is endless. No communist country in the world has ever been successful. USSR collapsed because it couldn’t carry its weight trying to outdo and outpace the USA. China is a capitalist country. Communism has long been dead in China: its leaders were wise enough to realize the shortcomings of communism. Hence, they embraced capitalism. China is good at pretending that it is a communist country. North Korea is another communist country where the Kim family has been ruling for decades and where they’re worshipped as demi-gods. There is rampant poverty there, too. Human rights are regularly violated in communist countries. There is no respect for human life.Communism is like

Having said all that, there are still many who proclaim to be communists and give calls for revolution from the comfort of their AC chambers, sipping expensive wine and using high end gadgets – all made possible because of the free market economy. What an irony indeed!We must reject such false icons. Communism is a bad shot for any society. It has never succeeded and it never will. Classless and stateless society? Right. The best there is out there is democracy. It is democracy that ensures freedom of life, freedom of speech and expression, freedom of thought and freedom of religion, among many. It is the most effective way of bringing change in society. Liberal democratic countries that have embraced the free market economy are the best out there in terms of human development indicators. NEW DELHI, AUG 26 (PTI): A solution to the border row with China must be predicated on honouring all agreements and understandings without attempting to alter the status quo unilaterally, External Affairs Minister S Jaishankar has said, in a clear assertion of India’s position on the issue. Jaishankar called the situation in Ladakh the “most serious” after the 1962 conflict, adding the quantum of forces currently deployed by both sides at the Line of Actual Control(LAC) is also “unprecedented”. At the same time, he noted that all border situations were resolved through diplomacy. “As you know, we are talking to the Chinese both through military channels and diplomatic ones. In fact, they work in tandem,” the external affairs minister told Rediff.com in an interview ahead of the release of his book ‘The India Way: Strategies for an Uncertain World’. “But when it comes to finding a solution, this must be predicated on honouring all agreements and understandings. And not attempting to alter the status quo unilaterally,” he said. India has been insisting that the border standoff with China must be resolved in accordance with the existing

Asked how he envisaged the future of IndiaChina ties in the book that was written before the border row erupted, the external affairs minister said it is “an extremely consequential relationship for both and it requires a strategy and a vision”. “What I have said is that the ability of India and China to work together could determine the Asian century. But their difficulties in doing so may well undermine it. So, this is an extremely consequential relationship for both. It has its fair share of problems and I have been forthright in acknowledging them,” Jaishankar said. “We need honest conversations on this, among Indians and between India and China. That is why this
relationship requires both a strategy and a vision,” he noted. Referring to the impact of the border row on the rest of the relationship, Jaishankar said India has conveyed to the Chinese side “clearly” that peace and tranquility in the border areas are the basis for the relationship. “If we look back at the last three decades, this is quite self-evident. Indian and Chinese armies are locked in a tense standoff in eastern Ladakh for over three-and-half-month despite multiple rounds of diplomatic and military talks. Only China can claim something similar,” he said. On the impact of an inward looking approach of the US and its ‘America First’ policy, Jaishankar said India should take a “clinical view” of its own interests and not get entangled in the debates of others. “We have a broad spectrum of support in the US. These relations have progressed through multiple administrations. And that tells us that the convergences are getting deeper and broader by the day,” he said. “Like everybody else, both India and the US are coming to terms with the changing world and are obviously discovering the merits of doing more together,” he added. On ties with Russia, he said the relationship has been remarkably consistent even though the world has seen dramatic changes over the last three decades and that the convergences are “very strong” in many areas.
NEW DELHI, AUG 26 (PTI): N95 masks may be the most effective at reducing the spread of the novel coronavirus, according to a study by researchers, including those from the Indian Space Research Organisation (ISRO), which suggests that any mask is better than no mask at preventing COVID-19. The researchers noted that airborne transmission by respiratory aerosol droplets produced during coughing and sneezing is the dominant mode of spreading for infectious diseases such as COVID-19. Padmanabha Prasanna Simha, from ISRO, and Prasanna Simha Mohan Rao, from the Sri Jayadeva Institute of Cardiovascular Sciences and Research in Karnataka, experimentally visualised the flow fields of coughs under various common mouth covering scenarios. The, study published in the journal Physics of
Fluids, found N95 masks to be the most effective at reducing the horizontal spread of a cough. The N95 masks reduced a cough’s initial velocity by up to a factor of 10, and limit its spread to between 0.1 and 0.25 meters, the researchers said. An uncovered cough, in contrast, can travel up to three metres, but even a simple disposable mask can bring this all the way down to 0.5 metres, they said. “If a person can reduce the extent of how much they contaminate the environment by mitigating the spread, it’s a far better situation for other healthy individuals who may enter places that have such contaminated areas,” Simha said. NEW DELHI, AUG 26 (AGENCIES): Ahead of the crucial meet of GST council, Attorney General KK Venugopal has said the centre has to fully compensate the states which have lost revenue in GST due to COVID pandemic. "The Centre is bound to pay the states full compensation irrespective of any shortfall, Venugopal said in response to questions by finance ministry amid strident demands from states for compensation under GST, reports NDTV. On questions regrading extension of compensation period, government's top lawyer said there can be no extension unless states agree to this deferment. Not only opposition, even the states ruled by the BJP are seeking full compensation from the centre. Bihar Deputy chief minister Sushil Kumar Modi has said the Centre should borrow and pay GST compensation to
states as it is morally bound to do so. “State finances are under stress. We are able to pay only salaries, wages and pensions. We are heavily dependent on the Centre as 76 per cent of our revenue comes from the Centre…,” The Indian Express quoted the BJP leader as saying. At a press meet on Tuesday, Punjab Finance Minister Manpreet Badal said not paying compensation to states is akin to a sovereign default and is in disregard of the Constitution. The GST Council is set to meet on Thursday to discuss the issue of grant of compensation to states for the loss of revenue due to the COVID-19 pandemic. Finance ministers of all states are part of the GST Council, where the opposition chief ministers are expected to jointly demand from the government grant of 14 per cent GST compensation to them.

New Delhi, Aug 26 (IANS): A Delhi court on Wednesday sent Jawaharlal Nehru University scholar Sharjeel Imam to four-day police custody in connection with the February Delhi riots case. On Tuesday, the Delhi Police Special Cell had arrested Imam in connection with the riots under the stringent Unlawful Activities Prevention Act UAPA). He was brought back to the capital from Assam two days earlier on a production warrant. The Delhi Police had moved an application for five-day remand of Imam. Additional Session Judge Amitabh Rawat allowed an application moved by Imam's counsel for two legal interviews with him in a period of five days, away from the hearing range of police officials. During the court proceedings, Imam's lawyer Surbhi Dhar opposed the five-day custody sought and requested court to grant it for a shorter time. "The accused was in judicial custody for one month before the Delhi riots. Accordingly, there is limited information which can be sought from him; so five days in custody is not required."

Indu Bhushan, the Chief Executive Officer of NHA said, “The Draft Health Data Management Policy is the maiden step in realizing NDHM’s guiding principle of ‘Security and Privacy by Design’ for the protection of individuals’ data privacy.” “It encompasses various aspects of health data like data privacy, consent management, data sharing and protection among others,” the officer said. The provisions of this policy shall apply to the entities involved in the NDHM and those who are a part of the NDHE, that includes all entities and individuals who have been issued an ID under this policy, healthcare professionals, governing bodies of the health ministry, the NHA, relevant professional bodies and regulators. It would also apply to any healthcare provider who collects, stores and transmits health data in electronic form, insurers, charitable institutions, pharmaceuticals and all individuals, teams, entities who collect or process personal or sensi-
tive data of any individual as part of the NDHE. The federated design of the NDHE ensures personal data of the data principals will be held at the point of care or at the closest possible location where it was created, with no centralised repository, the draft document said. As such, data storage shall incorporate privacy control and safeguards right from the foundational levels Highlighting the significance of the policy and its potential impact, Bhushan said, “The government is working to ensure strong privacy of health data and therefore, we are circulating the Draft Health Data Management Policy of NDHM to increase awareness on the importance of data privacy and instil a privacy-oriented mindset among all stakeholders and participants of the ecosystem.” “I look forward to feedback, suggestions and inputs from experts and members of the general public to help us finalise the policy and make the implementation of the mission stronger and more effective.”

NEW DELHI, AUG 26 (AGENCIES): Serum Institute of India’s trial for ‘Covishield’ vaccine developed by the University of Oxford started on Tuesday, with the first patients screened by Bharati Vidyapeeth Deemed University (BVDU) Medical College and Hospital in Pune. “ To d ay, we h ave screened some patients. Tomorrow, we will get their covid antibody test reports, and if they come negative, we will inoculate with the ‘Covishield’ vaccine,” Sanjay Lalwani, principal investigator for the hospital told Mint, adding that the hospital aims to have about 300350 participants as part of the trial.

NEW DELHI, AUG 26 (PTI): The Centre is “hiding behind the RBI”, the Supreme Court said on Wednesday and asked it to reply within a week on the issue of interest being charged on instalments which have been deferred under the central bank’s scheme during the moratorium period amid COVID-19 lockdown. “This happened because you locked down the entire country,” the apex court told the Centre while referring to the difficulties in loan repayments. The court had earlier asked the Centre and the Reserve Bank of India (RBI) to review the move to charge interest on EMIs during the moratorium period introduced under the scheme due to the COVID-19 pandemic. “The Centre has not made its stand clear till now. Ample powers are available with the Centre under the Disaster Management Act. You have to make the Centre’s position clear,” a bench headed by Justice Ashok Bhushan said in a hearing conducted through video conferencing.

NEW DELHI, AUG 26 (PTI): All necessary data privacy measures will be put in place to safeguard the confidentiality of sensitive health-related information of individuals under the National Digital Health Mission (NDHM) programme that seeks to provide a unique ID to all citizens to map their medical history, the government has said. The ambitious NDHM programme was announced by Prime Minister Narendra Modi earlier this month during his Independence Day speech. As per the draft proposal, everyone enrolled for the mission will get a Health ID free of cost and will have complete control over his or her data. Any personal data can be collected only on consent from individuals and they will be allowed to revoke their consent to restrict any sharing of personal data. The government has proposed a framework and a set of minimum standards for data privacy protection to be followed across the board in compliance with applicable laws and regulations.

Admiral Colombage became the first-ever foreign secretary from a military background when he was appointed by President Gotabaya Rajapaksa to head the Foreign Ministry on August 14. In an interview published by Daily Mirror on Wednesday, Colombage said Sri Lanka is to adopt an ‘India first approach’ as its new regional foreign policy plank. “That means Sri Lanka will not do anything harmful to India’s strategic security interests,” said Colombage, who was the chief of the Sri Lanka Navy between 2012-14 and later became a foreign policy analyst mostly on the Chinese initiatives in Sri Lanka and the immediate region. Kabul, Aug 26 (AP): Heavy flooding has killed at least 100 people and injured scores of others as heavy seasonal rains drenched northern and eastern Afghanistan, officials said Wednesday. Annual heavy rains, compounded by mudslides, often threaten remote areas of Afghanistan, where infrastructure is poor. Messi told Barcelona on Tuesday that he wants to leave after nearly two decades at the club, having grown unhappy after a trophy-less season ended with a humiliating loss to Bayern Munich in the Champions League. Barcelona confirmed to The Associated Press that Messi sent the club a document expressing his desire to leave. But the club hinted that a legal battle could be coming and said it won’t automatically grant the Argentina great his wishes. Barcelona said it told Messi in response that it wants him to stay and finish his career at the club. The dispute centers around a clause in Messi’s contract. Barcelona said the document sent by Messi referenced a clause allowing him to leave for free at the end of the season. Williams, 38, raced to a 5-2 in the opening set before Sakkari drew level but the American raised her game again to take the early advantage in the rain-delayed contest.
