SRINAGAR/NEW DELHI, AUG 27 (AGENCIES): The government-imposed curfew in Kashmir entered the 50th day on Saturday, making it the longest-ever in the history of the state. Kashmiris have witnessed curfews and restrictions many times ever since militancy erupted in the Valley in 1989. But never ever has the period of restrictions stretched continuously for 50 days. Curfew was imposed on July 9 after people took to the streets protesting and attacking security installations against the killing of Hizb-ul-Mujahideen commander, Burhan Wani, in south Kashmir. As many as 70 persons have been killed and thousands injured as security forces resorted to firing to control the protests. On Saturday at least 25 people were injured in fresh clashes between protesters and security forces in Kashmir A policeman was also shot dead by suspected militants in south Kashmir’s Pulwama district on Saturday. Constable Khurshid Ahmad Ganai was shot at by unknown gunmen outside his residence in Koil. In another incident, Police recovered the body of a youth from River Jhelum at Sangam in Anantnag district on Saturday morning. Low intensity quake hits Manipur New Delhi, Aug 27 (PTI/AGENCIES) A slight intensity earthquake, measuring 3.7 on the Richter scale, Saturday hit Manipur’s Tamenglong district, Meteorological department said. There were no immediate reports of any loss of lives or damage to the property, they said. The quake shook the earth around 8.34 PM. The epicentre of the quake was at the depth of 14 km, they added. On August 23, a 5.5magnitude earthquake in the Myanmar-India border region rocked Nagaland, Assam, Tripura, Mizoram, Meghalaya and other parts of North East. The epicentre was located close to Manipur and Mizoram’s international border. It was also reported that a 3.1 magnitude earthquake struck Karbi Anglong district in Assam at 5:30am August 23 morning. Seismologists consider India’s mountainous northeast region as the sixth major earthquake-prone belt in the world. The northeast has seen some of the biggest quakes in history. In 1897, a Shillongepicentred quake measured 8.2 on the Richter scale, while in 1950, an earthquake in Assam measuring 8.7 on the Richter Scale forced the mighty Brahmaputra river to change its course. In September 2011, Sikkim suffered heavy damage after a quake hit the Himalayan state.

sented a “three-pronged action plan” that included a dialogue with all stakeholders during talks with Prime Minister Narendra Modi to bring lasting peace in the Valley rocked by turmoil that has left nearly 70 people dead. After an hour-long meeting, her first with Modi since the unrest broke out, Mehbooba told reporters that Modi was “very concerned” about the situation and has asked for steps to end this “bloodshed” so that peace can return to the Valley. Appealing to the protesters to help her resolve the crisis, she said, “please give me one chance to address your concerns and aspirations.” She also targeted Pakistan, saying it should stop supporting the people who are instigating the youth in the Valley to carry out attacks on police stations or army camps.

Mehbooba, according to a state government release, outlined a “three-pronged action plan” before the Prime Minister for the resolution of the Kashmir problem which includes involvement of separatists and Pakistan in substantive dialogue to work out a solution to the problem in light of the contemporary geopolitical realities. However, the release did not spell any details but sources in the know said the plan includes facilitating visit of an All Party delegation to the Valley later next week, a possible change in Governor and appointing an interlocutor to hold talks with all the stakeholders in the state. “Please appoint a group of individuals on whom people of Kashmir have trust, that whatever they are saying will reach to people at the helm of affairs in Delhi,” she said.

The Chief Minister said the intra and inter-state Confidence Building Measures initiated during the then NDA government headed by Atal Bihari Vajpayee had helped transform the situation in the state and the region. She said the focus of the State government, Government of India and all other parties in the country is to reach out to the majority of the peace-loving stakeholders in Kashmir who want peaceful solution of the problem.

Prez promotes freedom of speech in Universities NEW DELHI, AUG 27 (AGENCIES): Taking cue of the recent upheaval after the JNU issue, President Pranab Mukherjee on Saturday categorically said that universities and institutions of higher learning must be bastions of free speech and expression and debates should be encouraged. At the first convocation of Nalanda University, he said the varsity reflects an idea, a culture which flourished for 1,200 years before it was destroyed in the 13th century. He said that over the years, India has conveyed the message of friendship, cooperation, debate and discussions through the institutions of higher learning. “Universities and institutes of higher learning are the best forum for debates, discussions, free exchange of views,” said Mukherjee. He said the modern Nalanda should ensure that this great tradition finds new life and vigour within its precincts. “Universities must be bastions of free speech and expression. It (Nalanda) must be the arena where diverse and conflicting thoughts contend. There should be no room for intolerance, prejudice and hatred within the spaces of this institution. Further, it must act as the flag bearer for co-existence of multiple views, thoughts and philosophies,” he said. (Full report on p-5)

CMO responds to NNPGs allegation against Zeliang DIMAPUR, AUG 27 (NPN): Media Cell of the CM’s office, has responded to the allegations levelled against chief minister T.R. Zeliang by leaders of four Naga National Political Groups (NNPGs) that appeared in the local media Saturday. Terming them as “some serious but unwarranted allegations”, the MC said Zeliang had stated on many occasions, stated that neither he nor the state government were in possession of the ‘Framework Agreement of August 3, 2015’ and that they trust the statements of the negotiators that “the best interest of the Naga people would be ensured while evolving a negotiated settlement”. MC said if anyone had doubts or wanted to know details of the framework agreement, they could do so with Interlocutor R.N. Ravi instead of “speculating and interpreting as per one’s own understanding.” Taking a jab as some people who said there was nothing for the people of Nagaland within the present framework agreement, the MC said this appeared such people had sen the contents. It said there were also some people who asked how they could support the agreement without seeing the contents? MC said the chief minister was of the considered opinion that “we should not confuse

our people with such ambiguous statements”. The MC said 19 years after the cease fire was signed in 1997 between the government of India and NSCN (I-M) there were also cease fire agreement signed with NSCN groups and successive state governments had adopted a policy to facilitate the peace process and the present government was also only continuing with the declared stand. MC said it was unfortunate that “some people are talking as if the peace talks started only during the tenure of the present chief minister” though he has completed only two years in office. Being aware of the desire that all Nagas desire a permanent peace, MC said Zeliang maintained it can only be through “inclusive solution and not in piecemeal” and that all Nagas should be stakeholders wherever they are, for the final solution. Reacting to charge that he acted as chief minister of neighbouring states by acting against interest of Nagaland, MC said T.R. Zeliang is chief minister of Nagaland and not other state but on the Naga issue, he was determined to speak for all Nagas till the issue is resolved and irrespective of whether he remained chief minister or not. MC also said the chief minister had no two opinions

about inclusiveness for which he time and again, urged the Interlocutor to meet all Naga political groups for dialogue to iron out differences for bringing about a lasting solution once and for all. Further, on March 9, 2016 at Chumukedima Consultative Meeting, MC said the chief minister, with an open mind, had stated that he was ready to facilitate any meeting, if any group wanted to meet with the Interlocutor. On the allegations that Zeliang patronised Heraka/ Hindu during the recent inauguration of the veterinary college, MC clarified that it was at the ceremony at KVK Jalukie organised by the ICAR, a central government institute and not by the state government “where a ceremonial lamp was lit and a coconut broken to signify good luck and prosperity by the union minister.” The MC said at the inauguration of the veterinary college at Jalukie was witnessed by thousands where invocation prayer was offered by state chaplain Rev. Kuzeirang Thou and foundation stone for Farmers Training School was laid by the chief minister where Mongzeu pastor of Jalukie Town Baptist Church offered invocation prayer. In the light of the above, MC said accusing the chief minister of “indulging in Hindu or Heraka rites are false and baseless.”

YA N G O N, AU G 2 7 (AGENCIES): Government has quarantined the outbreak of measles to the Naga SelfAdministered Region and 10 vaccines against infectious diseases will soon be provided across the country, according to Dr Htar Htar Lin, deputy director of vaccination at the Ministry of Health. “Currently, there was no measles outbreak and no deaths elsewhere. The outbreak of measles has been controlled with 85 per cent of Lahe Township vaccinated. We are going to distribute 10 vaccines in October, November and December,” the Eleven Myanmar quoted Dr Htar Htar Lin as saying. “In Nanyun, there are many reasons for the deaths. Some died from flu. We didn’t find many infectious symptoms. Poor health care is largely to blame,” said Htar Htar Lin. Difficult transport links and language barriers had increased the problem, she added.

Worms infest rice crop

Even as the Naga villages are currently suffering from a measles outbreak, with nearly 80 children killed so far, the Eleven Myanmar reports that paddy fields in Pansaung in the Naga SAZ are reportedly infested with two species of rice worm. “The fields are being attacked by worms randomly in nine village tracts in Pansaung. Twenty acres were totally destroyed. We have received pesticide from the regional government and the Naga Self-Administered Zone authorities. There are over 4,000 acres infected,” said Nyo Win from the regional agricultural department.

DIMAPUR, AUG 27 (NPN): Parliamentary secretary for Information & Public Relations (I&PR), K. Khekaho Assumi, reacting to the statement made by an unnamed MLA recently in a section of a local daily, has vehemently condemned and termed the allegations as “totally ridiculous, baseless and false”. In a press note, Khekaho said that the chief minister had categorically told the legislators that “one should always ask questions in the assembly for the interest of the public.” However, Khekaho said such “fleeting accusation advocates bigotry and is the strong arm of some members with ulterior motives.” He alleged that it was an attempt to malign and discredit the able and fair leadership of the chief minister. Khekaho rather reminded that the “very approach of the chief minister was the essence of what democracy is”. In this regard, Khekaho has requested the chief minister to take stringent action against any member “indulging in such unethical propagandas causing political upheavals and creating waves of unrest among the public”.

Any amount of repair won’t work if you have stagnant water and overloaded vehicles plying on such stretches,” a state public works department official said. To make road owning agencies and traffic police accountable for failure on their part, MoRTH has finalised the Rules of Road Regulation, which spells out the responsibility. It specially mentions that if someone dies due to negligence of a road agency, the agency would be held responsible. It says “wilful negligence/dereliction of duty on part of road owning and maintenance agencies” shall be considered an offence.

N E W D E L H I , AU G 2 7 (AGENCIES): An official report, released by Union Road Transport and Highways Minister Nitin Gadkari, said 1.46 lakh people were killed in road accidents in India in 2015 — an increase of five per cent from 2014. Road accidents, as a whole, rose 2.5% during 2015 to 5.01 lakh or 374 accidents every day, claiming 400 lives, the report said. A majority (54.1 per cent) of those killed in 2015 were in the age group of 15-34. Thirteen States, including Tamil Nadu, Maharashtra, Madhya Pradesh, Karnataka, Kerala and Uttar Pradesh, accounted for the highest number of accidents. Among cities, while Mumbai had the highest number of accidents (23,468), Delhi saw the most number of such deaths (1,622). According to data compiled by the road transport ministry, 10,876 accidents were reported last year due to potholes across the country. “The number could be higher as we don’t have a robust and scientific mechanism for collecting data. Many accidents go unreported and there is no detailed inves-

Lifestyles of the people and lack of awareness are the major contributing factors to various types of cancers, which the people should realize before it was too late, he reminded. Expressing concern at the rise in statistical figure of cancer in the state, the minister said the general public should be aware of and re-modify the lifestyle and improve the qual-

ity of life. No one is immune to cancer but many type of cancer is preventable, he said while adding that cancer is also curable if detected at an early stage. On the healthcare system in Nagaland, the minister said that the state still needs to achieve more. Nagaland being located away from mainland India, the state is facing a lot of problems while tackling the health issue, said Longon.

At present, the state government has many priority lists and would pursue with the central government to provide better health care facility to the people, he added. He also lauded the Eden Medical Centre (EMC) for providing quality services to the people at their doorstep. At this juncture, the state should have more state-of-the-art hospitals to tackle the health needs of the people, said Longon.

He also expressed hope that the hospital would provide exemplary excellent healthcare services to the people of the state. Also speaking on the occasion, Dr. (Prof) G.K. Rath, Chief, B.R. Ambedkar Institute-Rotary Cancer Hospital, AIIMS, New Delhi said that in the modern day non-communicable diseases have become the common cause of death. North East India has the highest record of cancer in the country, said Dr. Rath and further added that it was also among the top three causes of death. He said that 60 per cent of the cancer cases are preventable while 80 per cent were curable if it is detected early. He also enlightened the gathering that 40 per cent of the cancer was caused by tobacco. Dr. Rath also appealed to the state government to avail the various schemes laid out by the government of India in health sector. KPLT’s defence secretary killed in Assam encounter GUWAHATI, AUG 27: Karbi People’s Liberation Tiger (KPLT) senior functionary and defence secretary of the outfit was gunned down during a gun fight with security forces in Karbi Anglong district, Saturday evening, officials said. According to the reports, following specific inputs of militants hiding at Bhelaghat area in West Karbi Anglong, a joint team of army and Assam police launched an operation. Soon after the security forces reached the area, police said that the militants started firing indiscriminately. In gunfight, KPTL’s defence secretary, identified as Singri was shot dead. Later, security forces also apprehended another cadre and recovered two 9 mm pistols, ten rounds live ammunition, extortion notes from the area. PSU dismayed over incomplete road project

DIMAPUR: Puilwa Students Union (PSU), Peren has expressed dismay and anger at a construction firm for “poor workmanship, negligence and non-completion” of road project under NLCPR from Kohima-Leikie junction to TepuikiBarak via old and New Puilwa, in Peren district. In a press release, PSU president Isaprang Hegeu stated that the road construction project was allotted to M/s Jordan Construction Company, Dimapur to be executed in three phases from 2009-2016 by chief engineer PWD (R&B), Nagaland. The union said the phase-I construction of road from Kohima-Leikie Rd. junction in Peren to old Puilwa village, 15km, was issued to the company dated December 2, 2009 with terms and condition that the works should be completed within 18 months. However, PSU said the work was still incomplete despite withdrawing the total amount sanctioned for the project. Further, the union stated that phase-II road construction of 10KM was again allotted to the same firm vide order dated April 4, 2011 with terms and condition for completion within 24 months. However, PSU said only 60% of the works have been completed till date thought

total amount due for the work has already been withdrawn without complete execution of work. Phase-III works for 15km was again allotted to the same company vide order dated January 11, 2013 with the term and conditions stating to be completed within 24 months w.e.f January 2013. With regard to phase-III works, PSU said even the formality ground works was yet to be completed but have already withdrawn about 75% of the sanctioned amount. In the light of the above, the union has appealed to the PWD (R&B) to “to ensure that all financial transactions against Ms/ Jordan construction company Ltd. against this particular road construction so mentioned above, to be withheld/ kept in abeyance till all works are completed and verified.” PSU also urged the responsible authority to conduct physical verification of the said road and institute appropriate necessary actions as deemed fit. Stating that failure to complete the above work would in no way be accepted, the union cautioned that any consequences arising out the non-completion of NLCPR road project, the concerned department/officer issuing the completion certificate and the firm would be held wholly responsible.

DIMAPUR: Association of Power Engineer’s Nagaland (APEN) has appealed the state government to take remedial measures to mitigate the power crises prevailing in the state and also urged the consumers to maintain calm and bear with the inconveniences caused due to frequent power outrage. In a release its president Er. Shikato Sema and general secretary Er. Rukongutuo Suohu stated that for the last few months, power supply to various districts like Kiphiri, Phek, Kohima, Wokha and Dimapur has been badly affected due to the sudden breakdown of power transformers. It said the outrage in these districts has caused unprecedented lost and hardships to the citizens. The association stated that the present unpleasant situation caused due to the power outrage was well anticipated by APEN because the state government could not provide the bare minimum basic consumable items required for the upkeep of power and distribution transformers, high tension lines and low tension lines. APEN stated that it was not too late for the government to put its act together to avoid further worsening power position as the apprehensions has been brought to the notice of the state government on several occasions and through the print media.

DIMAPUR: NSCN Reformation through its MIP, while condemning inhuman action committed against its cadres by GPRN/NSCN, has cautioned and sought clarification as to why they have been going against NSCN (R) workers continuously. MIP in a press note alleged that GPRN/NSCN had been “arresting, beating, imposing fine and forced to sign bond of heavy fines from Rs. 10 Lakhs only and above”. MIP alleged that the family members of the arrested cadres were asked to bear the fine of any the cadres re-join the NSCN (R). It said such act has “crossed the limit which even the Indian government have not gone to such extend”. MIP claimed that over 40 NSCN (R) workers had been arrested and “beaten up making some cadres even maim before imposing fine for their release from custody”. It cited the recent arrest of Thiapa, leacy on June 14; Athrongpa A.S.O. July 3; Thritsapa S.O. on July 4 and Phuhoto, C.C.M on August 26. While stating that NSCN (R)’s patience may have been taken as a weak sign, MIP however said such action was “too heavy to bear any longer” and that it would be compelled to act as per situation. Reminding that the NSCN (R) considered GPRN/NSCN and other NPGs as its own brothers fighting for a common cause, however MIP said “NSCNUnification has no human compunction towards NSCN (R)”. NSCN (R) further cautioned Naga NGOs-Naga Hoho, ENPO, NTC, CNTC, NMA, NSF, ENSF and Churches for their “silence over such harsh action of GPRN/NSCN towards fellow Nagas in such fragile juncture”. MIP has asked GPRN/ NSCN to respond as to-“What is your problem with NSCN(R)?, Why are you targeting and attacking only NSCN(R) and Is it the decision of your government or individual action?” It said GPRN/NSCN should reply in order to let the Nagas know of their action towards NSCN (R) and at the same time said Nagas should not blame NSCN (R) “if any unwanted situation corps up against their action”.

DIMAPUR: Council of Rengma Baptist Churches (CRBC) in collaboration with National Bank for Agriculture and Rural Development (NABARD) conducted an awareness programme on Dairy Entrepreneurship Development Scheme (DEDS) and Joint Liability Group (JLG) for dairy farmers on August 25 in the conference hall of CRBC, Zunpha. Veterinary assistant surgeon, Dr. Gwazenlo Tep, sensitized the participants about the scope of setting up dairy farms and importance of adopting scientific practices while undertaking dairy activities to realise its full potential. To encourage dairying with bank loan, AGM, NABARD, Bendang Aier discussed the objective, features and facilities available under DEDS which was a credit linked subsidy scheme of GoI. Aier also sensitized the farmers about JLG and

requested CRBC to mobilise interested dairy farmers into groups on cluster basis for effective implementation and monitoring. Sharmila leaves hospital, announces her plans

IMPHAL, Aug 27: Irom Sharmila Saturday left the security ward of JNIMS hospital where she was confined for the nearly 16 years after it was converted into a special jail for lodging her. Sharmila was released on bail on August 9 last after she declared breaking her nearly 16 years old fasting stir demanding scraping the draconian Armed Forces (Special) Powers Act, 1958. Even after her release, Sharmila was lodged at the same security ward of the hospital as she needed special medical attention after breaking her fasting by taking a drop of honey on the same day court released her on bail. Talking to repor ters while leaving the hospital, Sharmila said that her exit from the hospital was a new step towards her next course of struggle against AFSPA. She expressed her desire to open an office of her own so that she could continue her movement against AFSPA with the people’s support. The cattle smugglers were apprehended by the troops of border outpost (BOP) Pattamari in Dhubri and BOP South Chamta in Falakata along with cattle when they were trying to smuggle them from India to Bangladesh last night, said a BSF release today. GU WA H AT I , AUG 2 7 (Agencies): The world’s first institute for research on tea - the Tocklai Tea Research Institute (TTRI) in Jorhat district of the state - is fighting for survival. Facing a severe funds crunch, the premier institute is finding it hard to continue work on major scientific projects like development of new tea clone, mechanization of operations in the sector, reduction of pesticide load in tea gardens and determination of the impact of climate change on the sector. The Tea Research Association (TTRI), which was set up in 1911 as Tocklai Experimental Station, is partly funded by the Centre and partly by the tea industry. The total budget of TTRI is around Rs 28 crore, of which around Rs 1.5 crore forms the salary component.

The Rhino Horn Verification Committee, which was set up following reports of fake horns being used to replace real ones in the treasuries, made the startling discovery on Friday. “The committee noticed that five horns had been cut off and there was no official record giving the source of the horns and explaining the damage. Dt. 12-11-03 The Lotha Lower Range Public Organization held a general meeting on 04/08/16 at Bhandari Town to discuss on the Ex-communication Notice served upon the A/President LLRPO for a period of 15 years from the lotha community by the Lotha Hoho Wokha and resolved to bring forth the truth in public domain in the interest of public justice. The extreme step which the Lotha Hoho initiated was an offshoot of a controversial news item of 15th Feb 2016 published in the Imphal Free Press. The news claims that Mr Daniel Ezung, Secretary MIS GPRN NSCN, made a statement in the LLRPO meeting of 13th Feb 2016 at Bhandari 2016, ’’on 25 Lotha Intellectuals who had been identified as trouble makers and action pending by NSCN (IM)’’. Sensing the gravity of the consequences of the misleading news, the office of LLRPO clarified the matter on 17/02/16 through the Imphal Free Press to avoid confusion and misunderstanding. However, the Lotha Hoho took up the case calming that Mr Daniel Ezung reported the Imphal Free Press and also with a design to cause damages to the LLRPO on the pretext of harboring and protecting Mr Daniel Ezung. Despite of the clarification made, the Lotha Hoho went on to serve 15 days Ultimatum to the NSCN (IM) dated 05/03/16, asking detail list of the 25 Lotha Intellectuals and the reasons why this 25 Lotha Intellectuals had been identified for action by NSCN(IM). In reply to the query the NSCN (IM) clearly states that the Govt. has no such intention to initiate action against anyone and went on to state that it might be the handy work of those persons who were antagonistic to the NSCN(IM) Govt. However, in the course of tussle between the Lotha Hoho and the NSCN (IM) a meeting was necessitated on 11/03/2016 at monitoring cell Dimapur and both parties agrees to settle the issue amicably. The same was published in the local dailies on 13/03/2016 and 15/03/2016. Having settled the issue between the disputing parties, a calling letter was again served to the A/ President LLRPO on 28/03/2016 to clarify on the already settled matter. Upon this, a meeting of the persons who attended the meeting of 13/02/2016 was convened on 02/04/2016 at Bhandari Town to have retrospection on the actual happenings of the meeting of 13/02/2016. In the meeting it was ascertained that Mr Daniel Ezung, didn’t utter such provocative statement as alleged by the Lotha Hoho. Hence, the meeting unanimously resolved not to respond to the calling letter of Lotha Hoho Wokha. It also reiterated the meeting of 23rd Oct 2015 where the public resolved not to cooperate or shall even alienate from the Lotha Hoho unless the PIL was withdrawn. The claim of the Lotha Hoho assigning two elders Limomo Lotha and Tsanthungo Patton to negotiate the issue with Shri Chenirao Jami doesn’t validate as proclaimed, the two elders landed at Dimapur but never reached the residence of the A/President, instead they made a call through an elderly person asking him to meet them somewhere else; to which the A/President replied that, since it was not his personal issue he cannot meet them as the issue pertains to LLRPO and not individuals. But on their return to Wokha they gave false report to the Lotha Hoho which cannot be accepted to be heard from elderly persons. It was also alleged that the Lotha Hoho that Shri Chenirao Jami’s refusal to attend the calling letters was done at his personal capacity however; refusal to respond to the call letters was in line with the decision of the general public and in the interest of LLRPO keeping on records the documentary and circumstantial evidence. As such Shri Chenirao Jami committed nothing wrong against any individual, Hoho etc. but he only discharged the responsibility in the capacity of the A/President LLRPO. Final call was made known through Nagaland Post on 23rd June 2016 summoning all Office Bearers of LLRPO with four witnesses namely Nyamo Odyou, Yingashumo Kithan, Chumdemo Kikon and Chumchamo Kikon, for settlement of the unfounded and baseless issue; to this general was convened on 06/08/16 at Bhandari Town, where reiteration of 23rd Oct 2015 and 2nd April 2016 was unanimously vouched for. A copy of which was also sent to Lotha hoho for information. Now, be it know to one and all that on the expiry of 15 days served upon the Lotha Hoho, the LLRPO shall not be responsible for any acts and commission in regard with the revelation of how it started and and under whose instigation & design. The Officials of LLRPO have been put under constant pressures over the unfounded and baseless news item which the person involved clandestinely hatch the matter with the Lotha Hoho. We are at loss to understand as to why elderly leaders of Lotha Hoho who claims to represent the Apex Lotha Tribal Body enters into a conspiracy with a high profile political leader and frame up Govt., Organization and individuals inflicting animosity and division amongst the community over an alleged statement which never had occurred in the meeting of LLRPO on 13/02/2016. From harassment to mental torture and intimidation since the crisis started till the unethical action of Ex-communicating the A/President LLRPO, we have been projected with discontentment and jealousy on the pretext of disrespecting Lotha Hoho and hence, our appeals went unheard only to realize that it was a game to jeopardize LLRPO and nothing else. On declaration of Ex-communication upon its A/President LLRPO, the Office began to enquire the genesis of the crisis and it had been known through the Editor, Imphal Free Press dated 27th July 2016, that the person who provided the news was a “respectable Nagaland Politician” and not by LLRPO or Mr Daniel Ezung, and confirmation to this has been made through other source too. The decision to reveal thye unethical involvement of the Lotha Hoho and the person involved was drawn from the meeting of 4th August 2016 at Bhandari Town and therefore, the respectable Nagaland Politician Shri Mmhonlumo Kikon may kindly apologize before God and people for the act he had committed in providing fabricated piece of news and for causing animosity and irreparable damages amongst the Lotha community and Naga as a whole. He is also responsible for enticing the Lotha Hoho to take up the case on self made news and for victimizing innocent Leader whereby terrorizing the community with divisive policy to get his hidden goal fulfilled. It was a clear case of conspiracy hatched between Lotha Hoho and Mmhonlumo Kikon to annihilate LLRPO to ensure that PIL filed in the GHC Kohima Bench is not hampered; Lotha community and Nagas must understand the truth behind the scene and condemn the treacherous act for clean and peaceful co-existence. Prez bats for free speech, debate in universities

NALANDA, AUG 27 (PTI): President Pranab Mukherjee today said universities and institutions of higher learning must be bastions of free speech and expression and debates should be encouraged. At the first convocation of Nalanda University, he said the varsity reflects an idea, a culture which flourished for 1,200 years before it was destroyed in the 13th century. He said that over the years, India has conveyed the message of friendship, cooperation, debate and discussions through the institutions of higher learning. “Dr Amartya Sen in his book ‘The Argumentative India’ has correctly pointed out that debate and discussion is the ethos, a part of Indian life which cannot be done away with.” “Universities must be bastions of free speech and expression. It (Nalanda) must be the arena where diverse and conflicting thoughts contend. There should be no room for intolerance, prejudice and hatred within the spaces of this institution. Further, it must act as the flag bearer for co-existence of multiple views, thoughts and philosophies,”

Mukherjee gave away gold medals to two students and 12 post graduate degrees at the convocation. He also laid the foundation stone of the 455-acre permanent campus of the university in the foothills of Rajgir. It will be built with the help of “green technology”.

ABVP JNU unit VP resigns Says “The conduct of ABVP has explicitly revealed their manipulative fascist and conservative face.” NEW DELHI, AUG 27 (PTI): Akhil Bharatiya Vidyarthi Parishad’s JNU unit vice-president Jatin Goraya has resigned from the post, saying he was “tired” of ABVP’s stand on the attacks against Dalits. Goraya is the fourth such member of the BJP’s student wing, who has resigned from the party this year over certain differences. In February, the then ABVP JNU unit joint secretary Pradeep Narwal and two others had resigned from their posts, following clashes in the university campus over the February 9 incident in which “anti-national slogans” were allegedly raised. He was also one of the students who had burnt pages from the ‘Manusmriti’ on the university campus, during a protest against “anti-Dalit and anti-women” tenets of the ancient text, months ago. “I resign from the post of vice-president of ABVP, and disassociate myself from the casteist, farcical and patriarchal organisation. The conduct of ABVP has explicitly revealed their manipulative fascist and conservative face.

Himachal Pradesh struck by tremors SHIMLA, AUG 27 (PTI): A series of medium-intensity tremors rocked parts of Himachal Pradesh this morning, following which panic-stricken people rushed out of their homes in Shimla and Kullu districts. Tremors were felt thrice -- at 6.46 AM , 7.05 AM and 9.02 AM. Their magnitude was measured at 4.6, 4.3 and 4.2 on the Richter scale respectively, the Director of the local MeT office, Mannohan Singh said. The epicenter the quakes was in Kullu at a depth of 10 km. However, the people in Shimla district’s Rampur and Kullu district said they felt ten to fifteen tremors in quick succession and were scared of entering their houses. Some old buildings in Ani area of Kullu and Kingal and Kumarsein developed cracks and reports of boulders rolling down have also been received from interior areas of Rampur and Kullu, but there was no loss of life or major damage, Sub Divisional Magistrate, Rampur, Nishant Thakur said. Educational institutions were closed as a precautionary measure, he said.

Bihar flood worsens, toll rises to 153

The four fresh deaths were reported from Bhojpur and Begusarai, each district accounted for two, a release by the Disaster Management Department said. Caused by a spate in Ganga, Sone, Punpun, Burhi Gandak, Ghaghra, Kosi and other rivers, the flood affected 34.69 lakh people in 2,037 vil-

The government is plying 2,571 boats for evacuation and national and state disaster response forces are deployed. Hopes gradually fade

D

espite the government of India (ministry of heavy industries and public enterprises) sanctioning a massive financial package for the revival of the sick Nagaland Pulp and Paper Corporation (NPPC Ltd), there appears to be little to suggest that things are moving in the right direction. The paper mill was a peace package in lieu of the signing of the first cease fire on September 6, 1964. It is a joint venture where the Government of India holds 90% share and Government of Nagaland holds 10% share. Commercial production in NPPC started from July, 1982. However, due to lack of power supply, and continued operating losses the Mill had suspended its operational activities from October, 1992. Even almost a decade after the Tuli Paper Mill functioning under the nomenclature of Nagaland Pulp and Paper Company Ltd. cleared for revival by the then UPA government for receiving massive dose of funds in 2007, nothing much appear to have moved and this has only added to deep resentment among people of the state and in particular Mokokchung district. Several organisations such as the Ao Senden, Langpangkong Kaketshir Mungdang (LKM) and the Tuli Areas Joint Council Forum (TAJCF) have time and again, demanded urgent actions to hasten the process to make the mill operational but so far little has been done. The then UPA government in 2007, cleared years of efforts by the state government to revive the mill and announcing a package of Rs.552.44 crore. Out of Rs.60 crore received, in 2007, the management had already spent Rs.36.76 crore out of Rs.54.60 received but there is nothing to show that money was used for physical revival of the mill. Instead out of Rs 36.76 crore almost 99 percent went towards payment of salaries and other bills while hardly one percent went towards repairs of machineries or other physical works. Rather than going for the necessary repairs and replacement, the HPC instead prepared a DPR to upgrade machineries for increasing the capacity from 60,000 MT per annum to 89,000 MT per annum. The DPR also required an increase of Rs.1241.80 crore to increase the production capacity. The only sign of revival of the mill was the bamboo and wood chips which were transferred on sale to another HPC-run paper mill in Assam. Several organisations such as Ao Senden and other unions had lamented the inordinate delay and dismay turned to disbelief then apprehension. In an effort to force the hand of the state government and the Hindustan Paper Corporation, the TAJCF has issued an ultimatum to start work for revival or else, it will launch an indefinite blockade along the NH 61 (Mokokchung to Amguri) on August 31, if the authorities fail to respond. There have been numerous allegations levelled at the mill authorities over irregularities and siphoning of funds. These are not figments of imagination but based on credible evidences. The problem is that when such allegations go unchallenged, it only fuels suspicion that something is not quite right. The NPPC Ltd has been plagued by problems even when it started production in 1982 and it somehow progressed by fits and starts. This raises the question as who is to blame for the problem? And there is need for answers.

Post-mortem Can Zubza rail head be spared? The Farewell F

o not go so fast today, he tapped the shoulders of his driver from behind, I somehow want to take it slow and savour the memories today, for this will be the last day that I can think of our younger days growing up together. His eyes became misty as he recalled childhood days long dead and gone: of the days when hardship was a sibling, and the actual siblings were treasures priceless! Poor, they might have been, but they were opulent when it came to filial affection. The Poor, Little Rich Boys, they were dubbed by envious neighbours who saw the seven brothers eat out of a wooden plate filled with steaming hot rice served by their loving mother; and the seven boys shared equally every tiny morsel of meat that happened to pay a rare visit to their plate! They toiled together, played together, ate together and most importantly, they prayed together. And isn’t it said that a family which prays together stays together? The author of that memorable adage must have taken note of this family in question because theirs was a classic example of that saying. Compelled to leave their ancestral village and settle elsewhere because of their acceptance of the Lord Christ and the Gospels, this family, along with several newly-converted families, had to pay a heavy price for embracing Christianity – they had to leave their hearths and their loved ones and relocate elsewhere! The jungles were thick, inhospitable and menacing. Wild animals were the least of their worries because what stared them at their face threatening to do them fatal harm was the stark reality of having the herculean task to tame the wild vegetation so that they can at least embark on some sort of Jhum cultivation to enable themand their dependents to find sustenance in the coming months. It was a hand to mouth existence those days like all our forefathers faced and prevailed, and this family too, had to struggle, or else perish. The new land they occupied was wild and unfriendly, but only to the lazy and the lethargic: under the thick foliage that blocked sunlight for most of the day, lay a fertile soil hitherto undiscovered by hands will to farm. The trees were felled, painstakingly hard to fell but fall the gigantic and the tiny alike did owing to the toils and labour of the hardworking and determined hands. Back-breaking, sweat dripping, arm-weary days resulting in multiple blisters on the palms that were so sore as to make it painful to even fold one’s hands together to form a fist, nevertheless, saw the overhang clear and rays of sunlight, life-sustaining sunlight, filter down to the earth below in the weeks to follow. Slash and burn, rake and clear, hoe and sow... the days

turned to weeks and to months. But their labour bore fruit as the seeds showed signs of life by breaking out of the land after the first showers of early Spring. Go slow, he reminded the driver. I am in no hurry today, he said, and his mind went back to his childhood years. As you sow, so shall you reap, they say. Likewise, this family sowed enough to harvest a bountiful yield and this ensured that the family never went hungry. But work and hardship was a part of their life, and they, parents and siblings of all age, did strive together to ensure that they could keep their stomachs full throughout the whole year. At the same time, their parents never failed to share with the children, nay, imbibe in them, the ways of life that the Lord Christ taught mankind. The young learned to pray and find comfort in the Lord from a very early age; the parents lived lives taught by the Gospels; and the parents never eased their efforts to bring more to the fold of the Lord, or letting those already in go astray. Shall we stop here for a while, he told the driver who immediately pulled up by the side of the highway and watched his passenger get out of the vehicle, walk a distance to be alone. He recalled the days in school: He attended school only after his parents realised that education makes a person better with greater chances of success in life. Moreover, his father argued, an educated man will surely make a better believer in Christ! He attended school, not the Government-run school which provided free of cost to enhance the image of all Governments, but Catholic-run private school which provided good education but also depreciated the purses of parents. The parents were self-sufficient but hard cash was not something that came by just like that. And so, the family had to decide how to take care of his education. Round the sizzling heat of the log-burning hearth one wintry evening, they say, parents, and siblings enjoying each other’s company like they have always done since childhood, sat and discussed how to solve problems they faced. The best times of a person’s life is found, not spent, during the days when one is in the company of parents and elders. And so, our protagonist reminisced and recalled that all brothers decided to contribute and sponsor his study in Dibrugarh, Assam. He slowly walked back to his chauffeured vehicle with downfallen shoulders, his aides recall. The skies seem to be laden with rain clouds this evening, he murmured to his wife as he stared out of the window, capturing the cloud-shrouded mountain tops in the distance. He was lost in his memories as he recalled of the turbulent and

trying years he spent in the wild, wild jungles trying to eke out a living, and later, struggling with his studies in Catholic schools and hostels: his friends in the hostels had parents and guardians paying weekly visits bringing them new clothes, home-cooked food items specially made for them, whereas, he had no one to visit him year long; his clothes were in tatters and he needed replacements, but there was no way he could because his parents and family were far off and even if they could visit him once in a while, he knew they could Hart afford to arrange new clothes for him. He suffered the mental agonies in silence, but at the same time, learned the powers of a smile: He could endear himself to his hostel mates and everyone seemed to be fighting the other to win over his friendship! His smiles, so to speak, got him to places, and he learned a valuable lesson outside his curriculum. We were closest even though all the brothers were close to each other, he whispered to his aides as earlier in the day he walked out of the privacy of his office chamber to address a large gathering that he had to address given his position and responsibilities. The grief and sorrow he felt then after the tragic news was conveyed to him, his aides recalled, was written large on his face the few seconds that he let his guards down. Go slow, he repeated, this is no time to make haste. I am burdened with fond memories that I do not want to spoil. Go slow, let me relish and relive my life gone by; enjoy at least in my mind the company of one I shall never ever meet again during my lifetime... He recalled how he entered public office, how he came to be what he is, and he shed silent tears that could have deluged his world: You were one of the strongest pillars in my life; one of the most active unseen hands that contributed to my success; the prayer warrior who guarded me, led me and ensured that I walked in the righteous path that the Lord decreed. He was silent. But his heart and soul were crying out threatening to break out in revolt as his pent up emotions ballooned. He could hardly swallow; he should never show tears in front of his minions: but he shed the tears of a thousand mourners, all unseen, unheard... but felt. The evening sun was setting behind the western horizon, but the memories, recollections and nostalgia were as fresh as new. We are there Sir, the driver declares. Ahh yes, we have come! But I am yet to reach there to catch up with him, says the passenger as he alights to enter the hall and pay his respects to his elder brother, whose body was placed there awaiting his arrival. Continually bring the truth out into your real life, working it out into every area, or else even the light that you possess will itself prove to be a curse. The most difficult person to deal with is the one who has the prideful self-satisfaction of a past experience, but is not working that experience out in his everyday life. If you say you are sanctified, show it. The experience must be so genuine that it shows in your life. Beware of any belief that makes you self-indulgent or self-gratifying; that belief came from the pit of hell itself, regardless of how beautiful it may sound. Your theology must work itself out, exhibiting itself in your most common everyday relationships. Our Lord said, “…unless your righteousness exceeds the righteousness of the scribes and Pharisees, you will by no means enter the kingdom of heaven” (Matthew 5:20). In other words, you must be more moral than the most moral person you know. You may know all about the doctrine of sanctification, but are you working it out in the everyday issues of your life? Every detail of your life, whether physical, moral, or spiritual, is to be judged and measured by the standard of the atonement by the Cross of Christ.

regard the age-old practice, prevalent in villages, wherein farmers go about selling produce of their field/garden from one house to another. The task of selling, by and large, assigned by parents to their children, often with modest condition that their effort would be rewarded. Incentives apart, children attempt at selling is somewhat more endearing and somehow never fails to deliver heartwarming experience. Particularly, the persistence with which they stick by the instructions received from parents. Needless to say, conduct and sympathy factor do have a share in influencing households to make a purchase, regardless of requirement. The practice, with time, has graduated to selling of any and everything from used attires, household gadgets to services as basic as water, firewood, etc. As enamored as I ‘am with the humble business inclination of equally humble families in villages, I as a consumer, acknowledge the privilege of making choices by the doorstep, which is nothing short of royalty. This practice of trading in merchandise from door to door is akin to the booming online retail/shopping- as is applied in corporate parlance; a small but significant step conceptualized by enterprising individuals, cognizant of incorporating technology as an enabler. If online companies are having a taste of success, it is the convenience with which shopping and monetary transactions, for diverse services, can be carried out from home and accordingly the ease with which the same can be made available

at our doorsteps. But whereas technology has become the ‘Essence’ of business, our tryst with technology is still at its nascent stage and the sooner our Naga business community adapt, the better. Gone are the days when we only did the catching-up. It is encouraging to see global brands gradually sprouting in our cities/towns. Such are inductions indicative of a liberal transition from the ever unyielding business terms and conditions that had permeated the system and therefore a favorable change. In a way we are getting global, which is good. Talk about yester years, if the domain of business in Nagaland was controlled predominantly by non-locals, would that imply that our exposure in the said field was negligible? Were we less enterprising or is it that we were less accustomed with its art? Whatever be the rhyme or reason, we have only ourselves to blame, because our comfort zone, probably marred by reservations, uncertainty, tribal sentiments etc., etc.. were all but at the cost of exposure and of technology. However, let bygone be bygone. Here we are, still standing, still on our own yet more enterprising, amenable to change and with foresight, clearer than ever. With this evolving outlook and up-to-date skills, it is necessary still for our Naga business sect to hone entrepreneurial skills and approach the art of business in a manner deemed fit, for business involves scores of attributes rather than just an attempt at trading goods

and services. The attributes of communication skill, pleasing personality, innovative mindset, patience etc., if imbibed, will definitely go a long way towards giving business venture a much needed surge. Any mindful Naga, be it with a sense of duty, reformist intuition or out of sympathy, would encourage the business venture of own locals even if it is merely by buying from them. On the flipside, also lurks a section that remains ever categorical in exercising preferences and ever immune to change. Somehow, we need to evolve from the misconception that non-locals provide goods at cheaper rates or for that matter better services. We have to understand that, in the field of business, none gives up on anything, that which would incur loss. It would be prudent, therefore, that we provide impetus to our Naga business sect by way of assurance, however, big or small their venture. This approach will not only enable their ventures grow but also give them a, much needed, sense of belonging. As it is, any and everything are brought in from other states so, at least, let us feel responsible in ensuring that currency circulates within. Not the least, our local business community have to perforce take on seriously, the task of confidence building and of personality makeover - if need be. irstly, what do I personally gain from exposing the ills in our society today? What will be the reciprocity from people to what subject I considered worth placing in the public domain? Who, particularly those professional exploiters, care to read the write up and mend their ways for they cannot escape from being noticed by others? Will it sensitize or prick anybody? No, no degree or amount of criticism can tickle the thick steel skin of professional exploiters. In Naga parlance today, those who are speaking the truth are branded as frustrated, anti-that group, anti-this group, anti-government, anti-settlement, anti-unity and anti-Naga. The ‘Let it be’ and timidity have overwhelmed Naga society. Nevertheless, in Naga society, I believe there is no dearth of honest and God fearing people. To those who are for the truth, when the truth is spoken, their spirit is lifted, and they feel emboldened and supported. There are Naga Christians who do not worship other gods as power, money and status but they worship the only Living God who introduced Himself to be a jealous God, and to these people the truth delights them. Yet, to speak the truth requires courage and sacrifice as its ramifications are immense. When I speak the truth, though without malice, I only earn irks from those who are implicated. When I speak the truth, I get myself isolated from majority for the fact that majority Nagas unfortunately do not stand for the truth today. Nevertheless, the ultimate winner will be the truth. On the given subject, when Imphal is getting rail head, Zubza is much easier to have railway extension. I remembered somebody critically wrote about the extension of railway to Zubza which is deep inside the ILP enforced zone. Such apprehension is logical in view of the complacency of the administration, despite of having restrictive laws at our disposal. Our small land has become so porous for unauthorised people to come and dominate the land owners if ILP is not strictly enforced to effectively screen people coming to Zubza by train. The apprehension is correct that Zubza rail head may become the floodgate for floating population to outnumber the indigenous people. This aspect has to be given the importance by the Govt. When the movement of people is properly monitored, the positive aspect of Zubza railhead will be the impact on freight charges. The 58 km minus from 74 km can give a difference. The prices of essential commodities which should become cheaper at Kohima and beyond at par with Dimapur. Therefore, from economic point of view, it should become an asset to the State in the long run. For Dhansiri-Zubza project, an amount of Rs.145.45 crores had been incurred up to March 31, 2016. Perhaps the expenditures were on survey works and land compensation. Rs.350 crores has been allocated for this year up to March 2017 as against the estimated cost of Rs.2315.30 crores for 90.5 km distance as per media report. The question to be raised is this: Will Zubza railhead become a reality? By personal experience, it is impossible to believe that this project will become successful. On the visit of former Prime Minister of India Sri. Vajpai to Nagaland in October 2003, Rs.400 crores was promised for Dimapur-Kohima 4-lane

road. The same was given to GuwahatiShillong 4-lane road during the same period. Today, the people of Meghalaya are enjoying riding it. Even after 13 years, Nagaland is struggling with land acquisition and who should and who should not get the works. Though the Union Railways Minister Sri. Suresh Prabhakar Prabhu laid the foundation stone for Dhansiri-Zubza railroad on 1.8.2016, may be we have to wait for another decade in the name of land issues, contractors issue, etc. Secondly, when 4 roads under SARDP-NE of 2 lane category, namely, Longleng-Changtonya, Mon-TamluMerangkong, Phek-Pfutsero and Zunheboto-Chakhabama roads were approved and undertaken by Maytas-Gayatri, proper execution was not allowed. What became the biggest obstacle was sucking the blood of the projects by Nagas. Who are those Nagas who were responsible for the failure of these four roads? The answer is: from top to bottom. Some Naga politicians who occupied the responsible offices and who were supposed to protect and promote the project, some Naga national workers who farcically harp on sovereignty, some Naga NGOs who are fond of wearing philanthropy uniform and some of those Naga officers who were supposed to guide and assist the contractors collectively sucked the fund dry. The payments were released without assessing the actual execution on ground. The key construction company representatives had to live and move as virtual underground as the pester for commission was beyond the human manageability. Confidently speaking, I along with my area public organisation had hard tasks to tackle since all the rich and powerful were on one side opposing us, therefore we could do very little except the mental satisfaction. As of now, thanks to Guwahati High Court for its intervention, and yet there is uncertainty as to whether the Union Govt. will abide by the Court’s ruling. Whereas, I am not allowed to be optimistic even when the works on these four roads resume. The fact is that even at the very moment, the contractors are unable to come to Nagaland for fear of being taxed not by ordinary people but by very powerful leaders. The above is what Nagaland is today. Had the above issue raised been in a Hindu or Muslim dominated State, it would have become a big scam. The public would not have spared the culprits. The case would have been investigated, the culprits being booked and the projects revived. In a Christian State as Nagaland, who will bother to inquire into the status of these 4 roads after all the first sanction was exhausted. Can Zubza railhead be spared by the same group of vultures, crocodiles lead by lions in Naga zoo? Can DhansiriZubza rail project become a reality? Why have I put question as the headline is all those who were responsible for the destruction of the 4nos of 2-lane projects have not disappeared. Yes, the sub-contractors were irresponsible and they clicked well with the similar local elements to jointly lick the fund dry at the expense of those of us who struggled to bring our respective roads. I may not be wrong in saying that Zubza railhead may face the same fate. I will not be surprised the much publicised project may fizzle out while getting ready for takeoff. Z. Lohe

ANAHTA members undergoing untold hardships

The All Nagaland Aggrieved Hindi Teachers Association (ANAHTA) would like to highlight the untold hardships being faced by the ANAHTA members due to nonpayment of salaries for the past seven months. In this regard, a state level meeting of the ANAHTA was at held APO Conference Hall, Kohima on August 11, 2016 where the grievances and hardships of the Association were thoroughly discussed and adopted some resolutions; after the meeting, the Association petitioned the Directorate of School Education to look into our genuine case on 24 August, 2016. During the meeting, the association unanimously resolved to demands the School Education Department to pursue the release of pending salary with immediate effect, as the teachers have to regularly perform their duties; but salary (s) would not be released for 6-7 months in a stretch making the teachers suffer and work without pay. The members also resolved to pursue the Department to submit the audit report on time to the Central government, so long as we are paid under CSS. The meeting also asserts that as per our appointment Order, we are State Employees regularly appointed and not appointed under any scheme; hence we should be accommodated under the State Plan henceforth. It was also resolved to ask the School Education Department for affording opportunity to teachers to pursue training through correspondence course, for the reason that the teachers cannot afford to keep proxy/substitute teachers when our own survival is at stake for non-receipt of timely salary. It may be noted that the Department has already made the teachers to sign an undertaking on 26th July 2016, where the Teachers on training would not be substituted at the expense of Department/authority during the training period, instead the teacher on training would have to pay his/her substitute/proxy from his/her own salary to the tune of Rs 6700/- per month. It may also be noted that the state has only one Hindi teachers training institute that cannot accommodate all the teachers within limited time. The ANAHTA also decided to pursue as to why the New Pension Scheme (NPS) deducted/contributed amount is not properly accredited to the accounts of members. The meeting initially resolved to boycott classes on account of ‘no pay, no work’ but it was kept in abeyance for the time being keeping in view the interest of the students. The ANAHTA requests members to bear with the untold suffering each day, but at the same time strongly urges the concerned department to do the best possible means to pay the teachers on time so as to maintain a congenial relationship between the teachers and the department. Nonetheless, the ANAHTA strongly reaffirms to stand together, in case any member(s) is/are individually targeted by any authority while working for the cause of ANATHA. SSFC trainees undergo district, village study tour

DIMAPUR: As part of their training program, the 46th Batch of Secretariat Service Foundation Course (SSFC) trainees embarked on a study tour to Mon and Tuensang districts on August 26. The tour was flagged off by director ATI, Lithrongla G. Chishi, IAS, and officials

of ATI, Kohima. During the tour the trainees would study the functioning of various govt. offices in the two districts. Out of 42 Secretariat Assistants (NSS) trainees, 19 trainees would study Mon district while 22 will study Tuensang district.

SVC appeals for aid DIMAPUR: Seyochung Village Council (SVC), on behalf of farmers whose fields were destroyed due to “natural calamity,” has sought immediate attention of deputy commissioner (DC) Seyochung, requesting the DC to send a team of officials to inspect and assess the damage for urgent relief to the farmers. In a letter addressed to the DC Seyochung, chairman SVC, Chokhaba Sangtam, informed that incessant rain over the past fortnight followed by recent stormy torrential downpour had caused heavy damages to standing maize cultivation affecting 66 households. The damages have been most severe in the region where farmers mostly cultivate maize crops, SVC informed. In this regard, SVC, on behalf of the farmers, requested the DC to send a team to inspect the damaged fields and “grant relief in the form of financial assistance to medicate sufferings of the affected farmers.”

NEW DELHI, AUG 27 (PTI): Making a string of fresh allegations, Chief Minister Minister Arvind Kejriwal today said Lt Governor Najeeb Jung has sought the file related to power subsidy on the instructions of the Prime Minister, even as he cautioned against a hike in power tariff in the city. Addressing a gathering at outer Delhi’s Kirari, he also expressed apprehension that his government’s proposal to increase minimum wages by up to 50 per cent could be shot down by Jung and Prime Minister Narendra Modi. He exhorted people to “gherao the Prime Minister” if any such step is taken. Separately, in a series of tweets, Kejriwal said plans were afoot to remove DCW chief Swati Maliwal who, he claimed, will be “arrested” soon for her “good work”. “In elections, we had promised to cut power tariff by half and provide free water. New Delhi, Aug 27 (PTI): Telecom players Reliance Communications Ltd (R-Com) and Aircel Ltd are expected to sign an agreement for merger of their businesses by the first week of September. “Term sheet between the two companies have been finalised. Definitive agreement for merger between the two companies is expected to be signed in a week or 10 days,” a person with direct knowledge of the matter said. The R-Com and Aircel talks, if successful, would lead to formation of the third-largest telecom operator in the country with a subscriber base of over 196 million. “At present no regulatory approvals are required. The process for regulatory approval will begin after R-Com and Aircel sign definitive agreement. It should take around 4-6 month time to complete merger and the combined entity will be rebranded,” the person said. The new entity, which is in the works, will hold spectrum across all allocated bands—800 megahertz (MHz), 900 MHz, 1,800 MHz, 2,100 MHz and 2,300 MHz—for 2G, 3G and 4G services. On the other hand, RCom and Sistema (MTS) are in process of merger. Sistema will hold 10% stake in the new entity that will formed post its merger with R-Com. In December last, the

New Delhi, Aug 27 (PTI): Gold recovered by Rs 100 to Rs 31,250 per 10 grams today on fresh buying by jewellers at the domestic spot market to meet retailers’ demand even as the metal weakened overseas. Silver also rebounded by Rs 280 to Rs 44,700 per kg due to increased off-take by industrial units and coin makers. Traders said fresh buying by jewellers to meet festive season demand from retailers led to the recovery in the precious metal prices. They said, however, a weak trend overseas capped the gain. Globally, gold fell 0.08 per cent to USD 1,320.50 an ounce in New York yesterday after Fed chair Janet Yellen in an address to central bankers in Wyoming said the case for an increase in interest rate has strengthened. In the national capital, gold of 99.9 per cent and 99.5 per cent purity went up Rs 100 each to Rs 31,250 and Rs 31,100 per 10 grams, respectively. The metal had lost Rs 100 yesterday. Sovereign, however, remained flat at Rs 24,300 per piece of eight grams in limited deals. Tracking gold, silver ready recovered Rs 280 to Rs 44,700 per kg and weekly-based delivery by Rs 115 to Rs 43,975 per kg. MUMBAI, Aug 27 (PTI): In a parting message to regulators, outgoing RBI governor Raghuram Rajan said that they should not ban innovation just because it makes them feel safer. Rajan also set the agenda for his successor Urjit Patel, asking him to guide the Monetary Policy Committee (MPC) in achieving inflation targets. “I am confident that Urjit Patel, who has worked closely with me on monetary policy for the last three years, will ably guide the MPC going forward in achieving our inflation objectives,” said Rajan. Rajan chose his annual address at the Foreign Exchange Dealers Association of India in Mumbai on Friday to set out a list of dos and don’ts for the RBI. He said the central bank should be wary of following foreign advice on exporting bond markets or allowing infrastructure firms borrowing large amounts overseas. Rajan said that the MPC’s creation has successfully convinced markets to expect lower inflation over the next five years. This has made bonds more attractive, despite inflation as measured by consumer price index inching up to 6.07% in July. The governor pointed out that top corporates have been able to take advantage of the debt market to work around the reluctance of banks to pass on rate cuts.

Patna, Aug 27 (PTI): There would be no shortage of pulses from next year as the government is taking several steps to boost the production, including talks with Brazil to produce pulses for India, Union Food Minister Ram Vilas Paswan said here today. “Talks are on with Brazil to produce pulses on its soil for us (India) and if an agreement is reached with Brazil to produce pulses on its land, there will be no shortage of pulses in the country,” Paswan said. The minister said he had discussion with Brazil’s Agriculture Minister and other officials in this regard. Brazil has two and half times more land than India but it produces pulses on only 6 per cent of that, he said while talking to reporters on the sidelines of national executive meeting of Federation of PTI Employees Unions here. He said India has offered to give seeds for pulses besides sending a team of trained people to Brazil for helping in pulses cultivation. There is the possibility of signing of an agreement in this regard in October as Brazil’s President is scheduled to visit India at that time, he said. According to the foreign exchange data released by the RBI, the foreign exchange reserves stood at $367.16 billion as on August 19, as against $365.82 billion as on August 12. On August 19, the foreign current assets stood at $341.67 billion, gold $21.58 billion, special drawing rights $1.49 billion and the reserve position with the International Monetary Fund (IMF) stood at $2.41 billion. On the other hand the foreign exchange reserves as on August 12 comprised of foreign currency assets that stood at $340.35 billion, gold $21.58 billion, special drawing rights $1.48 billion and the reserve position with the IMF stood at $2.39 billion.

New Delhi, Aug 27 (PTI): India has attracted investment from 37 mobile manufacturing companies in last one year that have generated 40,000 direct jobs and 1.25 lakh indirect employment, IT Minister Ravi Shankar Prasad said today. “We decided to make India a big hub of electronics manufacturing. In the last one year, 37 new mobile manufacturing units have come,” Prasad said after inaugurating government-funded ‘Electropreneur Park’. He said that 11 crore mobile phones have been made in the country in last one year compared to 6 crore earlier. “We have given jobs to fortythousand people and 1.25 lakh indirect jobs,” Prasad said. Kolkata, Aug 27 (PTI): Banks have raised concerns on Reserve Bank of India’s new norms for bank exposure to large corporate entities, particularly in large infrastructure projects. “The new norms will have definite impact on large infrastructure projects. We as an industry have raised concerns with the RBI Governor and asked to look into it,” SBI managing director (compliance & risks) P K Gupta said at the banking summit organised by Indian Chamber of Commerce here. There could be some concerns for financing large infrastructure projects, particularly greenfield projects, he later told newsmen. As per the new RBI norms, which will come into affect from April 1, 2017, incremental exposure of banking system to a specified borrower beyond normally permitted lending limit (NPLL) will be deemed to carry higher risk

fter an outstanding edition in Delhi, Songs & Dances of North East made its way into the hearts of Mumbai today. The day long festival, presented by the North Eastern Council and Government of Arunachal Pradesh, showcased the best that Northeast India has to offer in terms of culture, music, arts and food, a press note by RnMTeam stated. North East India, commonly known as the ‘Seven Sisters and One Brother’ comprises of eight statesArunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim. Each state is unique and culturally rich in its own way. A tourist heaven, the diversity of people, culture, and spectacular landscapes of North East has fascinated many for a long time. Till recently, travel to the region was difficult, but now features in the bucket list of every ardent traveller. The Songs & Dances of North East Festival was conceptualised to bring the diverse heritage of North East to the rest of India. The festival brought together the best of music, dance, handicrafts and food to CIDCO complex in Vashi, Navi Mumbai on 27 August 2016. The festival had one mainstage showcasing cultural dances like the elegant Laiharabo of the Meiteis of

diverse and rich culture, there were hardly any platforms or avenues where they could experience it. The Songs & Dances of North East festival was conceptualised keeping the same in mind. The physical cracks are starting to show -- Djokovic and Nadal have been bothered by wrist problems in recent weeks while 35-year-

London, Aug 27 (Agencies): Eden Hazard inspired Chelsea to a thumping 3-0 win over Burnley to maintain their perfect start to the season. Belgian playmaker Hazard grabbed his second goal in three matches as Chelsea pummelled the Clarets at Stamford Bridge. Burnley may have beaten Liverpool with 19 per cent possession of the ball last weekend, but Antonio Conte’s rampant side never looked remotely like falling for the counter-punch. In fact the only surprise was that they only scored three as Hazard and Diego Costa could probably have bagged a hat-trick apiece. As it was, they had to settle for Hazard’s fine ninthminute opener, Willian’s first of the campaign shortly before half-time and a late strike from Victor Moses to make it three

wins out of three. Hazard got the ball rolling when he collected Nemanja Matic’s pass inside his own half and galloped unchallenged down the left towards the Burnley penalty area. The Belgian skipped inside Clarets defender Michael Keane before curling his shot past goalkeeper Tom Heaton and inside the far post from 20 yards. Hazard almost had a second five minutes later when he turned Matic’s cross goalwards but Ben Mee cleared his effort off the line. Costa was having a quiet first half but he could have doubled the lead when Oscar cut the ball back in the area, but the Spaniard’s first-time shot was straight at Heaton. Instead Costa turned provider five minutes before halftime, knocking a square ball to Willian who instead of playing

the one-two, simply stepped past Matt Lowton and lashed an angled drive past Heaton. Burnley did not manage a single effort on goal in the first half and Dean Marney’s shot at the beginning of the second was barely worthy of the name as it flew high over the crossbar. Hazard was still enjoying himself at the other end, though, and his darting run and ball into the box was touched on by Matic to Costa, who once again fired too close to Heaton. The busy Burnley goalkeeper got down well to keep out a Hazard volley from the edge of the area, with John Terry skying the rebound. Arsenal are finally up and running in the Premier League after beating Watford 3-1 at Vicarage Road on Saturday. NSF Martyr’s Memorial Trophy from Sept 24 Dimapur, Aug 27 (NPN): The 17th edition of NSF Martyrs’ Memorial Trophy, 2016, organised by Angami Students’ Union, would be held from September 24 to October 22 at local ground, Kohima under the theme ‘Goal for peace’. The entry forms and bylaw for the tournament would be made available to the interested teams by the first week of September. Olympic marathon medalist a hero; forever welcome back home: Ethiopia LONDON, Aug 27 (Agencies): The Ethiopian government has given a public assurance that the Olympic marathon silver medalist, Feyisa Lilesa, would be safe if he returns to Ethiopia, following his protest against the treatment of his Oromo people as he crossed the finish line. Lilesa crossed his arms above his head in an “X”, a sign widely used as a symbol of Oromo resistance. The champion runner did not return home after the Olympics, fearing for his safety even though the government said he would not be punished. “He is always welcome,” Ethiopia’s communications minister, Getachew Reda, told the Thomson Reuters Foundation, adding that Lilesa is an “Ethiopian hero”. “He was selected among many in the field not because he held one political opinion or another, but because he was a great, if not one of the greatest athletes in the field. As you would agree with me, he delivered and delivered big.” In an email to the Thomson Reuters Foundation, the minister said: “He is our hero. That’s good enough a reason for him to want to come home. I don’t think he needs my assurance or that of the prime minister or any such. He is more than welcome back home.” In a Skype interview with the Thomson Reuters Foundation from Rio on Thursday, Lilesa said he feared his life would be at risk if he returned and did not trust assurances he would be safe. “They kill and they don’t tell the world they kill, they jail and they don’t tell anybody, so

Demonstrations began last year against a government plan to allocate farmland to the capital Addis Ababa for development, potentially displacing many farmers. WFI has no money to reward Sakshi Portugal without

MUMBAI, Aug 27 (Agencies): The Haryana government and other organisations may have showered rich rewards upon Sakshi Malik, but the wrestler, who clinched the bronze medal at Rio recently, can expect nothing except a pat on the back from her ‘parent organisation’ -Wrestling Federation of India (WFI). Malik was rewarded Rs 2.5 crore by her state government, but the cash-strapped WFI says it doesn’t have the bank balance to reward the 23year-old for her historic feat. “We’ve no money to reward Sakshi,” WFI President Brij Bhushan Sharan Singh told TOI from Gonda in Uttar Pradesh. It was a shocking confession about the state of the federation. In contrast, the Badminton Association of India (BAI) had announced Rs 50 lakh award for Rio silver medallist PV Sindhu. Singh, a BJP MP from Gonda, blamed

lack of financial support to a sport in which India has won at least one medal since the 2008 Beijing Olympics. “The government gives us Rs 2 lakh to conduct the nationals, which is way too less. I spend almost Rs 1 crore from my pocket to conduct the senior nationals, and Rs 50 lakh each to hold the cadet and junior wrestling competitions. Sadly, no big sponsor has come to back us so far.” The wrestling chief blamed the Sports Authority of India (SAI) too for the apathy. “You know, every kid training at a SAI-affiliated centre gets Rs 700 per month to manage his/her expenses. This amount should be at least Rs 7000. With such an approach, how do expect to match the likes of China, Japan and other top sporting nations of the world?” Singh lamented.

Ronaldo for opening WC qualifier

LISBON, Aug 27 (Agencies): European champions Portugal will be without Cristiano Ronaldo for their opening World Cup qualifier in Switzerland after he was left out of the squad on Friday. The 31-yearold is still recovering from the knee injury which forced him to limp out of the Euro 2016 final against France in the first half, coach Fernando Santos said. Forward Bernardo Silva, who missed the tournament in France through injury, returned to the squad along with Russian-based defender Luis Neto. Uncapped Porto forward Andre Silva was also called up.
