New Delhi, Aug 28 (PTI): Whosoever is ready to reject violence and help in restoring peace should be engaged in a dialogue to address the Kashmir problem, Chief Minister Mehbooba Mufti said Sunday while not being averse to involving the separatists if they are looking for a peaceful resolution. At the same time, she said a “conducive atmosphere” needs to be created for a dialogue to take place and the “bunch of people” provoking youth to “gherao and attack” security camps should stop abetting violence. Mehbooba, who met Prime Minister Narendra Modi here yesterday to discuss the future course of action, also emphasised that the format of dialogue should be better than in the past when the central governments had nominated interlocutors and set up working groups. She told PTI in an interview that “threads” need to be picked up from where these were left by former Prime Minister Atal Bihari Vajpayee, who had made a “very serious effort” by having dialogue both on external front with Pakistan and on internal front with Hurriyat and Hizbul Mujahideen militant outfit. “What I am concerned about and told the Prime Minister is that people have lost faith in dialogue. So first dialogue as an institution has to be restored,” Mehbooba

said amid the unrest which has been going on in Kashmir for the last 51 days resulting in the killing of 68 people. “We need to put people who have very credible backgrounds and can communicate with the other side,” she added while noting that Prime Minister Narendra Modi and Home Minister Rajnath Singh have expressed readiness for talks for “some kind of solution to this problem”. Emphasising that “whosoever wants a solution to the Kashmir problem should understand that solution is not going to come in days or months”, she said “do we make life so miserable for all that time the solution comes? Do we want our boys to get killed? Do we want them to do something which is going to have retaliation and injuries? That

is something for everyone to think.” Asked who all should be engaged in the dialogue, the Chief Minister said the central government should talk to “whosoever is ready to reject violence and not support violence and helps in restoring peace.” On being asked whether talking to Hurriyat will help, she said that dialogue should be held with “everybody who wants peaceful resolution and is ready to contribute in containing the situation.” Suggesting that there should be peace before talks are initiated, she said, “Today there is no alternative to dialogue but for dialogue (to happen), you need to have conducive atmosphere.” Maintaining that nothing will be achieved through violence, Mehbooba said killings and deaths only “further complicate” the issue rather than help solve it. In this context, the Chief Minister noted that Kashmir has been witnessing violence for the last 27 years but nothing has been achieved, except for killings which have left children orphaned and women widowed. In a message to Hurriyat and other separatist groups, she said, “If they want to save young and precious lives, they need to tell them the truth that these killings, deaths are not going to solve the problem but these further complicate the

Bizo, who lovingly and faithfully served the Baptist Churches in North East passed away on Sunday. According to Fellowship of Naga Baptist Association (FNBA) general secretary, Rev. H. Gideon, late Rev. L. Bizo served as CNBC/ FNBA president for 22 years with much dedication and sacrifice. He said under late Rev. Bizo’s leadership, FNBA grew from strength to strength and with great vision, he led Naga Baptist Churches in FNBA and missions outside. He was also one of the most elderly and seasoned among Naga Church leaders and was known for his sincerity and integrity, stated FNBA. “Today we have lost our leader, a faithful servant of God and it will be difficult to fill the vacuum created by his demise”, said Rev. H. Gideon. Further, FNBA family conveyed condolences to the bereaved family. Meanwhile, it was informed that the the funeral service of late Rev. L. NEW DELHI, Aug 28 (PTI): The Safdarjung Airport in the national capital would soon be safeguarded by an armed security cover provided by a central paramilitary force in view of potential threats to the facility used primarily for flying VVIP helicopter sorties. Official sources said a full-fledged security audit of the air facility located in the high-profile location of central Delhi has been ordered after central security agencies recommended the same and after a preliminary report was prepared about possible threats and vulnerabilities to it. The over 200-acre airport is presently provided security by troops of the Indian Reserve Battalion (IRB) drawn from North East states and they largely look after access-control duties through official entry/exit gates. The facility is operated by the Airports Authority of India (AAI) and apart from

conducting regular administrative operations, the airport also houses the hangar for the Mi-17 series of choppers of the Border Security Force and is used to fly VVIPs using these or by the helicopters of the Indian Air Force. Sources said post the security audit, the task to fully secure the facility could be handed over to the Central Industrial Security Force (CISF), which is the mandated agency to guard major civilian airports in the country. Facing threat of terror attacks, the Home Ministry had recently ordered security audit of nearly 100 civil airports and decided to bring all such facilities under the CISF cover gradually. There are three facilities in the national capital which are used for flying operations including the civilian Indira Gandhi International Airport (IGIA) guarded by the CISF and the Palam technical area used for flying jets for VVIPs and it is guarded by the IAF.

Five priority programmes, Pradhan Mantri Krishi Sinchayee Yojana, Deendayal Upadhyaya Gram Jyoti Yojana, Pradhan Mantri Fasal Bima Yojana, Start Up India/ Stand Up India and e-National Agriculture Market (National e-Mandi), have been chosen for this purpose by the Personnel Ministry. Selected bureaucrats will get the Prime Minister’s awards on April 21, observed as Civil Services Day, for their contribution to effective implementation of these schemes, the Ministry said. In addition to this, the awards shall also be given to organisations of central or state governments and districts for innovations in environment conservation, disaster management, water conservation, energy, education and health, women and child centric initiatives etc, it said. KU appeals GoI, NSCN (K) to maintain peace DIMAPUR, AUG 28 (NPN): In the wake of the August 19 firing incident between Indian security force and NSCN (K), the Konyak Union (KU) hq Mon has fervently appealed to both the Government of India (GoI) and NSCN (K) to immediately denounce all forms of violence and hard stance against each other to maintain peace and tranquillity in the region. In a press statement, KU president S Manlip Konyak and general secretary Honang Konyak recalled that the subsequent incidences that had sparked off aftermath the abrogation of the ceasefire between GoI and NSCN (K), has not only injected fears into the minds of the children, but restricted/deprived all forms of public conveniences. KU said that the present situation has also created untold hurdles into the mind of those Konyak students from Myanmar who have venture into Mon to acquire education. In this regard, it asked both the NSCN (K) and Indian security forces to consider the plight of those students by avoiding unnecessary confrontation and stand-off “attitude” along the border. Moreover, KU said that the August 19 incident had even restricted the medical team from its mission to subside the recent outbreak of measles along the border area. It, therefore appealed to both the parties to foster on for peace and solution through negotiation and talks.

KU maintained that Mon district, “the land of the Konyaks had been doled out as the cradled of conflict and bloodshed ever since its struggle for sovereignty by the Nagas”. It stated that the sufferings, fears and hardship faced in the past had numerous untold stories which could never be erased off from the mind of the people. The union also expressed dismay that innocent Konyaks had always been inflicted upon on account of various incidences that had taken place in the past. In this regard, it asked the GoI and Naga Political Groups to reason out for peaceful solution without delay. KU has also “out-rightly” expressed its unhappiness on the recent abrogation of the cease fire between the two, and blamed on the “lack of sincerity on both sides”. “The result or consequences of such negligence had culminated to a situation as it had been bestowed upon today”, KU said. Further, while extending supports for “peace and solution”, KU appealed to both the parties to consider its stance and immediately resort into a negotiating table as per the aspiration and plea of the people. KU also reminded the GoI that “no missile could diminish the spirit of the nationalism” and on the contrary asked the Naga Political Groups to realize that “our journey through violence will only lead us to an unending road to solution”.

Manipur: Student beaten to death for not paying fees Imphal, Aug 28 (IANS): A class six student was allegedly beaten to death by school officials in Imphal, Manipur as his parents could not pay the fees in time, police said on Sunday. The police have registered a case against the school officials for beating Suresh Tongbram to death. They will be arrested if the post-mortem report establishes unnatural death, a police source told reporters. “Being a poor farmer, I have been unable to clear the school and hostel fees of Residential Kids Care School in Langol near Imphal where my son was admitted two years back. The school authorities told me to clear the fees or take my son away, but when I went to take him back they said unless the fees are cleared he could not be taken out,” Bira Tongbram, Suresh’s father, said. “On Friday night, the school officials brought my son. He had bruises all over his body and I was told that my son was punished for being disobedient. The officials left in a huff and told me to clear the fees by August 31,” he said. The boy, who had collapsed immediately after reaching home, died on Saturday. The police have sent the body to a hospital for the post-mortem. Bira Tongbram, however, said he will not claim his son’s body till justice is served to him.

MTLT stands by Aug 24 ‘demand charter’ World population set to DIMAPUR, AUG 28 (NPN): Mokokchung Town Lanur Telongjem (MTLT) on Sunday said it has reiterated to stick on its August 24 “demand charter” and warned of consequences on the failure of the state government to give written assurance after the expiry of the seven-day notice. MTLT media cell reminded the department that the power crisis was not about July 15, 2016 breakdown of the 5 MVA transformer at Power Station Mokokchung, but was a culmination of public displeasure over irregularity in power supply in the town over the past years. According to media cell, locking down of the electrical offices in Mokokchung town on August 24, 2016 was just the start of the first phase of the agitation. “The July 15, 2016 breakdown of the 5 MVA transformer at Sub-Station (Electrical), Mokokchung, was just the immediate cause of the pent-up frustration of the Mokokchung public”, media cell said. Media cell said it appreciated the department led by its

executive officials in restoring the repaired transformer in Mokokchung within no time. However, it strongly asserted that the power crisis in Mokokchung town was much deeper, which has been elucidated clearly in the “Demand Charter for Power in Mokokchung” that was submitted to the Power Minister (through ADC Mokokchung) on August 24, 2016. In the demand charter, MTLT reiterated the demand made in 2015 during the similar crisis faced by the citizens of the town. Therefore, MTLT said it strongly stood by its demands. As a reminder included in its demand charter, MTLT demanded immediate implementation of the assurance by the Mokokchung DPDB in 2015 about the setting up of another power station (10MVA) is to be set up at Majakong Ward and another addition of 10MVA at the existing substation at Salangtem. It also demanded that the concern authority and committee members strictly adhere on the Section 166 of the Electricity Act, 2003 to ensure smooth

power supply in the town. Besides, MTLT demanded the utilisation certificate of an amount nearing Rs. 50 lakh sanctioned to the Mokokchung Power Division during the financial year 2014-15 for maintenance works within seven days from the issuance the ultimatum on August 24, 2016. While reminding the department, that restoring the transformer would not suffice, MTLT resolved that unless and until the state government, or for that matter, the power minister, gives a written assurance to sincerely look into its demands, “then this issue is far from over”. In the event of any eventuality, media cell said that power department would be solely held responsible. Meanwhile, MTLT reiterated its support on the demand of All Ward Union Mokokchung (AWUM) for an exclusive transmission line for Mokokchung town. MTLT has also strongly endorsed the resolution of the AWUM for withholding the electricity bill to the government w.e.f July 2016.

N EW YO R K , AUG 2 8 (IANS): By 2050, the world population is projected to reach 9.9 billion, increasing 33 per cent from an estimated 7.4 billion now, according to the Population Reference Bureau, a private, US based non-profit organisation. The latest ‘World Population Data Sheet’ released by the organisation revealed that by 2053, the global population will hit 10 billion. “Despite declines in fertility rates around the world, we expect population gains to remain strong enough to take us toward a global population of 10 billion,” said Jeffrey Jordan, president and CEO of PRB. However, the report also showed significant regional differences in the expected population rise. The population in Asia is estimated to rise from the current 900 million to 5.3 billion. The population in Africa will reach 2.5 billion by 2050, while the number of people in

the Americas will rise by only 223 million to 1.2 billion. Oceania (which includes both Australia and New Zealand) would rise from the current 40 million to 66 million. Further, the combined population of the world’s least developed countries in the world is projected to double by 2050 to 1.9 billion. There are 48 least developed countries, based on United Nations criteria, most of which are in Africa. The population in 29 countries will more than double. Nearly all of these countries are in Africa. In Niger, the country with the highest birth rate, the population will more than triple, the study said. On the other hand, 42 countries will register a decline in the population. These countries are scattered throughout Asia, Latin America, and Europe. Europe will register a decline from the present 740 million to 728 million.

School attendance up due to MDM scheme in Wokha Myanmar President to hold talks PM Correspondent

WOKHA, AUG 28 (NPN): A recent survey conducted as part of European Union (EU) funded project on ‘Improving access to information and delivery of public service schemes in remote and backward districts of NorthEast (NE) states of India’ has found increase in school attendance due to Mid Day Meal (MDM) scheme in Wokha district. Around 75% of households surveyed in Wokha district believed there was an increase in school attendance due to the MDM scheme while more than 95% of the respondents claimed that their children were attending school. Carried out in the later part of 2015, the survey, which covered 28 villages from two blocks of Wokha district, also found that all mothers had participated in the ‘Mother Watch’ programme even though they claimed that the same had limited impact. This EU-funded project

covers seven backward districts across five NE states, namely, Goalpara and Cachar in Assam, Ri-Bhoi in Meghalaya, Churachandpur and Chandel in Manipur, Lawngtlai in Mizoram, and Wokha in Nagaland. The project is being implemented by Paris-based French NGO Agency for Technical Cooperation and Development (ACTED) along with Guwahati-based North East India Committee on Relief and Development (NEICORD) which in partnership with local NGO Team Metamorphosis (TM) is responsible for field implementation, Bangalore-based Public Affairs Center (PAC) which is tasked with the research component, and the Guwahati-based Nanda Talukdar Foundation (NTF) as its media advocacy component. The project seeks to achieve three main results, namely, to encourage demand for improved service delivery, improved access to and quality of public ser-

vices particularly for the most marginalized and women, and to enhance transparency of service providers for 10 central government flagship schemes: IAY, JSSK, ICDS, MDM, MGNREGA, RKVY, NBA/TSC, RGGVY, NSAP, and TPDS. The survey also found that the main reason for leftovers/wastage across the district was due to taste even as 30% of the respondents claimed that the food was cooked outside the school premises. National Programme of Nutritional Support to Primary Education, commonly known as Mid Day Meal Scheme, was launched as a centrally sponsored scheme on August 15, 1995 with an objective of ‘Universalization of primary education by increasing enrolment, retention and attendance and simultaneously impacting on nutrition of students in primary classes.’ The revised objectives of MDM scheme include: to boost Universalization of primary education (classes 1-5) by improving enrolment,

attendance, retention and learning levels of children especially those belonging to disadvantage sections; to improve nutritional status of students of primary stage; and to provide nutritional support to students of primary stage in drought affected areas during summer vacation also. Under MDM scheme, students of classes I-V studying in government/local body aided schools and central government run schools are entitled to receive a meal with nutritional value of 450 calories and 12 grams of protein, while Upper Primary students are entitled to a meal with nutritional value of 700 calories and 20 grams of protein per student per school day. In addition to rice/chapattis, meals could include pulses, vegetables, etc., depending on local availability. There is also a provision for cost of cooking and cost for engaging a cook/assistant @ Rs.1000/- per month and provision of meals during summer vacation in drought affected areas.

New Delhi, Aug 28 (PTI): Prime Minister Narendra Modi will hold wideranging talks with Myanmarese President U Htin Kyaw tomorrow, in the first top level engagement between the two countries after iconic leader Aung San Suu Kyi’s National League for Democracy wrested power in Myanmar from the military junta. The talks are expected to focus on imparting a new momentum to bilateral ties, particularly in areas of trade and investment, and to enhance management of the over 1,600 km- long Indo-Myanmar border which mostly criss-crosses militancy affected northeastern region. This is Htin Kyaw’s first overseas trip after assuming charge of the top office nearly five months back following the landslide victory of Suu Kyi’s party. He arrived in the Buddhist pilgrimage town of Gaya yesterday where he visited the Mahabodhi temple, the most sacred of Buddhist shrines, Daijokyo Buddhist temple and Myanmar Buddhist Vi-

hara. He travelled to Agra this morning and paid a visit to Taj Mahal before arriving here. The Myanmarese President is accompanied by his wife, Daw Su Su Lwin, and a high-level delegation comprising several key ministers and top officials. Besides exploring ways to boost overall ties, the two leaders are likely to also discuss ways to contain militant activities along the Indo-Myanmar border. “We are intending to make it a really substantive visit,” Sripriya Ranganathan, Joint Secretary in the Ministry of External Affairs had said on

Initially India was supportive of Suu Kyi’s fight for democracy but driven by economic and security interests, it had warmed up to the military regime, inviting criticism from her. Suu Kyi, who is the de facto leader of the new government, will also pay a visit here later this year to attend a conclave of regional grouping BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation). DIMAPUR: As part of its 25th anniversary celebrations scheduled in November this year, the Angami Youth Organization (AYO) organized a seminar today at WAPO hall, Sechü Zubza. The one-day seminar, on the topic economy, was hosted by the Western Angami Youth Organization (WAYO). AYO, in commemoration with its 25th anniversary celebrations, would also be organizing similar seminars on the topics ‘Education, Environment’ at the other Angami regions including Northern Angami and Southern Angami on September 10 and 24 respectively. The first seminar on ‘Ethos’ was held on August 20 at Niathu Resort, Dimapur, hosted by Chakhroma Youth Organization. The resource persons

D I M A P U R , AU G 2 7 (NPN): Ao Senso Telongjem Dimapur (ASTD) has appealed to the Ao community in Dimapur that in matters pertaining to various disputes, the concerned individuals/ groups have been asked not approach any Naga Political Groups to resolve such cases, stating that the NPGs were already burdened with several issues, particularly at this juncture when all were concentrated on solution. Furthermore, ASTD president Supu Jamir informed that the union during its meeting on August 27, resolved to urge the Ao community in particular that in the case of giving out loans, not more than three percent interest should be charged. ZSUD organizes interaction programme on career choice

DIMAPUR: Zeliangrong Students’ Union Delhi (ZSUD) organized one-day interaction program on career choice at Constitution Club of India, Speaker Hall, New Delhi on August 20. The programme was attended by the Zeliangrong students in Delhi and nation capital region with six panellists from different fields, with the objective of producing successful candidates in civil service examinations from Zeliangrong community in the coming years. The president ZSUD, Mathiuchunbou Rimai warmly welcome all the participants and encouraged the students to be always a part of the union and not to forget their society. T. Pamei IAS, asked the participants to reduce any activities that came in the way of their studies. He opinionated on the problems of cul-

Sunday devotion service witnessed one of the senior most serving ministers amongst the Sümi contemporary religious/spiritual leader sr pastor SBCZ and former executive secretary SBAK-NM, Rev Yevito Sumi as the speaker who delivered a sermon on the topic, “Ni eno ni kukuhoü/we and our church (s)”. He also cited his nearly three decades long service in different capacities. He firstly, extended blessings and regards on his and Sümi Baptist Church Zunheboto (SBCZ) behalf. “The services rendered by the ministers/pastors should not only be confined to their respective churches but as a whole mission throughout the entire possible extent”, exhorted Rev Yevito Sümi. He further dwelt on the process of gruesome Bible translations to “our” mother tongue Sümi literature which was underway.

Rev Yevito urged the congregation to ponder on “introspection of oneself, who am I?”, including himself while quoting the Jews Exodus liberator Moses, who questioned God’s call by saying, “who am I to meet the mighty Egyptian pharaoh”. Jamir along with his wife Imkonglemla Jamir graced the grand occasion as the chief guest. It was a nostalgic moment as Dr. S.C. Jamir in his speech recounted the golden memories of his college years in Calcutta way back in the 1950’s. He reminded that the scarce Naga student’s community in Calcutta back then, had a vision to be different from Naga students studying in other states and therefore their mission was to work hard. They sought to acclimatize themselves with the

cosmopolitan culture and eventually widen their vision and horizon. He asserted that narrow thinking was a hindrance to societal growth and therefore challenged the students to acquaint themselves with the knowledge and skills of the fast changing world. While addressing the pathetic political, social and economic scenario of the state, he urged the young people to diagnose and find out the remedy of the malignant diseases of corruption and other social evils which is eating up the fabric of the Naga society. vehicles reportedly couldnot ply on this road during rainy seasons. This route is the shortest from Zunheboto connecting state capital KohimaDimapur. Since none of the roads

connecting Zunheboto with the capital is properly maintained by the concerned authorities, public and NGOs had no options but to resort to their own arrangements, so as to connect Zunheboto along with the rest of the state.

Two pistols along with ten live rounds of ammunition, and fired cases were recovered from their possession.

Fire razes 30 Karimganj shops

Silchar, Aug 28 (Agencies): At least 30 shops were gutted in a devastating fire in the Charbazar area of Karimganj town early on Saturday. Eyewitnesses said the fire broke out at 2.30am. Soon, flames engulfed part of the market. Five fire tenders rushed to the site and brought the fire under control. Police said no one was injured in the incident. An electric short circuit may have been the cause behind the fire, the official said. The loss of property is yet to be estimated. The traders have demanded adequate compensation from the district administration.

Assam tea output down due to heat JORHAT, Aug 28 (Agencies): The million dollar tea industry of Assam has suffered adverse weather conditions this month as the production decreased to 25 per cent from the expected level in most of the gardens, with the excessive heat affecting photosynthesis in the plants. Scientists at the Tea Research Association (TRA) said that though the ideal temperature for a tea bush is recorded between 25 degree and 32 degree Celsius, the month of August experienced more than 39 degree Celsius in most of the gardens of Jorhat, Golaghat, Sivasagar, Sonari, Dibrugarh, Lakhimpur, Sonitpur and several other locations of the state.

“We have recorded up to 39 degree Celsius in our gardens. We have gardens in Mariani, Cachar and Golaghat. As the day-time temperature continued to be around 39 degree Celsius for the past many weeks, the temperature of the bushes increases automatically, which impacted photosynthesis in the leaves,” said Vikram Salathiya, a manager of Grob Tea Company Limited. Arunachal BJP discusses Railway connectivity

When a three-member team from the state forest department reached Sharishabari Upazila (subdivision) in Jamalpur district in the neighbouring country on August 4, Bangabahadur was barely 80 km away from the India-Bangladesh border near Meghalaya’s Garo Hills. In spite of surviving the flooded Brahmaputra and coping with the completely unfamiliar environment of swampy Jamalpur, the elephant had mustered the energy to walk another 120 km up to Sharishabari in what turned out to be the last few days of his life. “Another 80 km and the animal would have entered India. We studied the elephant’s behaviour and found that he was instinctively moving homeward. Our first priority was to facilitate his passage to the

Garo Hills where he could have joined another elephant herd,” said Kushal Konwar Sarma, a wildlife expert and one of the members of the rescue team. Those 80 km proved to be too much for Bangabahadur. In spite of a sustained campaign by the expert team and Bangladesh’s forest officials since August 4, Bangabahadur succumbed to his struggle to reach home and died on August 16. Sarma, who is also the head of the radiology and surgery department of the College of Veterinary Science here, said the animal might have died of a heat stroke. “Unforgiving monsoon, the elephant’s ill health, the crowds which followed us everywhere and lack of infrastructure hampered our task of helping Bangabahadur move towards India,” Sarma said in his presentation to state forest minister Pramila Rani Brahma. High cement, brick prices irk KMSS Samir Debsarkar Agartala, Aug 28 (PTI) :Senior Communist leader and sitting CPI(M) MLA Samir Deb Sarkar died here today after suffering from cancer at the Gobinda Ballav Panth hospital. He was 67, a bachelor and is survived by three sisters and four brothers. Deb Sarkar first became MLA from the Khowai constituency in 1983 and won from the seat for consecutive six times. A former leader of the Student Federation of India, he joined CPI-M in 1976. Deb Sarkar was a state committee member of the Tripura CPI(M) and Chief Whip of the party in the Assembly.

G u wahati , Au g 2 8 (Agencies): The Krishak Mukti Sangram Samiti (KMSS) has threatened to launch a massive stir against the rise in prices of construction materials over the past three months.KMSS adviser Akhil Gogoi on Saturday said if the BJP-led government in the state did not take steps to roll back prices in the Guwahati, he would launch an agitation. KMSS hit out at three leading cement companies for selling their products at exorbitant prices. “Cement manufacturing companies have increased the prices of cement bags up to Rs 370. At the same time, they are supplying cement at rates between Rs 210 and Rs 280 to companies which are engaged in the Centre’s works. In West Bengal and Bihar, cement costs around Rs 100 less per bag. How is that

possible?” Gogoi asked. Last week, CM Sarbananda Sonowal held a meeting with representatives of 25 cement companies and asked them to control prices. According to a KMSS survey, the price of a cubic metre of sand has gone up from Rs 1,300 to Rs 1,600 in the city. The same amount of sand would cost around Rs 700 and Rs 980, respectively, three months ago. He added that 2,500 pieces of bricks would cost Rs 15,000 about three months ago. Now the price has increased to Rs 19,000. “Not just construction materials, pulses and mustard oil also cost more. The new government will soon complete 100 days. If we do not see any steps to arrest prices within the 100th day, we will start an agitation,” Gogoi said.

Tobacco-related cancer cases highest in Meghalaya NEW DELHI, Aug 28 (Agencies): The Indian Council of Medical Research has recently found high incidence of cancer in the North East, including Meghalaya, due to heavy consumption of alcohol, use of tobacco and exposure to pesticides, among other factors. “A very high incidence of cancer of all sites in general and tobacco and pesticiderelated cancer in particular has been reported in the North-East region of India. In addition to tobacco usage and exposure to pesticides, the North-East region has different customs, food habits, lifestyle, diverse ethnic groups and type and pattern of tobacco use as compared to the

rest of the country,” the ICMR report states. ICMR has set up Cancer Registries in the North-East under the National Cancer Registry Programme which have provided data on high prevalence of certain types of cancer. It has also initiated multicentre studies to find out the genetic factors, besides common environmental exposures and local diet, to explain the high prevalence of certain cancers in the region. The Sarbananda Sonowal government has approached the World Bank to fund the consultancy service. The consultant will assist the government “in building Assam’s attractiveness to private investors and promoting better public understanding and acceptance of private participation in infrastructure and other sectors”. The earlier policy was notified in 2008 to accelerate much-needed infrastructure and better service delivery on time and within budget, but it was found that the objectives could not be met at the desired level and pace and did not result in any significant translation into actual PPP projects.

N E W D E L H I , Au g 2 8 (Agencies/ IANS): Prime Minister Narendra Modi has asked chief ministers of BJPruled states to fix common targets for Aadhar-linked central schemes and set an example in implementing ‘pro-poor’ schemes through ‘maximum and flawless’ delivery. Addressing a meeting of BJP CMs and party officebearers, Modi said the states should think of inter-linking Aadhar-related welfare schemes to optimise benefits and ease delivery. He said the party apparatus in these states should have `ownership’ of central schemes. Modi said a committee would be formed to finalise the agenda for welfare of the poor in these states. “The PM asked us to work in mission mode; to take up several works at once...Then we can develop fast,” Madhya Pradesh CM Shivraj Singh Chouhan said later. Govt to set up Rs. 1,500 crore buffer funds for solar projects

NEW DELHI: Government will set up a Rs. 1,500-crore buffer fund to avoid delay in payments to solar power developers under the Jawaharlal Nehru National Solar Mission (JNNSM). “State-run Solar Energy Corporation of India (SECI) will set up a Rs. 1,500 crore payment security mechanism (PSM) to ensure timely payment of VGF (viability gap funding) to the developers of solar power capacities under the JNNSM,” a senior official said. The official further said, “This fund will have a corpus

to cover three months payment for the various VGF schemes approved by Ministry of New & Renewable Energy (MNRE) from time to time.” The fund is significant as the government has set the target of adding 100GW of solar power by 2022. The fund will also cover delays/defaults in payments to SECI by entities (discoms/ state utilities/bulk consumers), so that timely payment to developers could be ensured. It will provide support to SECI to meet financial implications on account of

regulator y/policy/legal/ evacuation/ open access requirements, not foreseen at the time of approval of the schemes as well as difficulties arising during implementation of power purchase agreement or power service agreement or VGF securitisation. SECI will open a separate flexi bank account to create and operate the fund. It will also be responsible to make the payments within scheduled timeframe as per the power purchase agreement. Government introduced VGF mechanism while implementing JNNSM Phase II, wherein solar projects developers are selected through transparent competitive process to supply power at a pre-determined tariff. First scheme under VGF mode for 750 MW capacity has already been implemented. The ministry implemented second scheme for setting up of 2,000 MW of grid connected solar PV projects in August last year. Another scheme for 5,000 MW through VGF support was sanctioned in February this year. Besides these schemes, the ministry has also sanctioned several other schemes under VGF mode like solarisation of the Indo-Pak Border and special scheme for high visibility areas. The fund will also cover other solar energy schemes approved by the ministry in coming days.

Modi said that despite being not an Indian, Mother Teresa dedicated her whole life serving the Indians. “Mother Teresa devoted her whole life serving the poor and destitute people in India. When such a person is conferred with sainthood, it is natural for Indians to feel proud,” Modi said in his “Mann Ki Baat” radio address.He noted that Mother Teresa was an Albanian and English was not her mother tongue. “Mother Teresa is going to be canonised on September 4. We are sending an official delegation led by External Affairs Minister Sushma Swaraj to represent 1.25 crore Indians at the ceremony,” Modi said. Mother Teresa, who arrived in Kolkata on January 6, 1929, won numerous honours, including the 1979 Nobel Peace Prize. On October 19, 2003, she was beatified as “Blessed Teresa of Calcutta”. A second miracle was credited to her intercession by Pope Francis in December last year, paving way for her to be recognised as a saint by the Roman Catholic Church.

Gunrunner with 20 firearms arrested New Delhi, Aug 28 (PTI): An inter-state gun trading racket has been busted with the arrest of a person carrying 20 improvised sophisticated semi-automatic pistols from east Vinod Nagar area here, police said today. With the arrest, the Special Cell of police claimed to have busted a gang that used to procure semi-automatic pistols from Dhar district in Madhya Pradesh and sell them to criminal elements in Delhi, said P S Kushwah, Deputy Commissioner of Police (Special Cell). Working on specific information, a special cell team arrested Firozabad resident Ajay Bhardwaj (39) from East Vinod Nagar and seized from him the 20 semi-automatic pistols which he had brought from Dhar, said the officer. The team was set up in view of the growing use of sophisticated firearms in commission of robberies/dacoities, extortions and other heinous crimes in Delhi and the national capital region (NCR) over the past few years, police said. It said that in most cases, illicit weapons were manufactured in Khargone, Sendhwa and Dhar districts of Madhya Pradesh and were smuggled into Delhi and NCR. The team had travelled to almost whole of UP West, UP East, Rajasthan and Madhya Pradesh region to collect data on the modus operandi and area of operation of each gang.

New Delhi, Aug 28 (PTI): Wife of a Korean diplomat posted here was today intercepted at the Indira Gandhi International Airport (IGIA) for entering the terminal by allegedly using a special pass issued to the spouse of another senior official from the same embassy, police said. The incident occurred at 2:00 AM today after CISF and immigration officials detected that the Korean lady, wife of a diplomat posted at the Korean Embassy here, had entered the terminal-III of IGIA using a Airport Entry Pass (AEP) which was issued in the name of another lady, wife of a senior diplomat from the same Embassy, officials said. The officials and police refused to divulge to which embassy the North Korean or South Korean embassy the husband of the lady belonged. After preliminary probe, it was found that both the ladies bore resemblance and hence after the first got inside the terminal area, she reportedly sent her personal AEP outside the airport through someone, using which the other lady came inside the arrival area, they said. Bengaluru, Aug 28 (PTI): Urging law students to study the Constitution well, President Pranab Mukherjee Sunday asked them to be the change that they seek through participation in all matters relating to governance and the state. “I urge all of you students of law to study our Constitution well. Understand our political system, its institutions and processes as established by the Constitution and law. Analyse the choices that were made to build the country into what it is today,” he said. Mukherjee was speaking at the 24th annual convocation of National Law School of India University (NLSIU) here. “Be the change that you seek through participation in all matters relating to governance and the state. Choose to engage with our beautiful, complex, often difficult and sometimes noisy democracy – help strengthen and refine our legal and political institutions,” he said at the convocation, which was not open for the media. n the race to the White House between Republican candidate Donald Trump and Democratic candidate Hillary Rodham Clinton; the general perception among the people reflects the way in which the western liberal media has projected the candidates. The candidate who has been unfairly treated is Republican candidate Donald Trump. The unfair handling of Trump’s meetings focussed on small negative incidents while magnifying Hillary meetings. This has damaged the reputation of the liberal media but the biggest loss comes from the blurring of crucial issues that Trump raised. His speeches provoked and shocked people since they were not politically correct. He raised issues such as – unabated influx of illegal immigrants and the need to close the porous border with Mexico (which exports more than half the number of an estimated 11 million illegal immigrants). No US presidential candidate taken such a hard stand for fear of losing votes of the large immigrant community. The Obama plan to deport illegal immigrants eventually got modified in not to deport but provide temporary stay if the illegal immigrants are cleared by US immigration and also able to pay taxes due from them. His hard hitting statements against Muslim terrorism rankled Arab nations and the liberals. Trump believed Muslims hate America for many reasons and one being its protection of Israel (a nation hated by Muslims). He promised not to allow Muslims to US from countries that send terrorists against it. He promised to target families of American Muslims involved in terror acts against the US. Trump’s willingness to forge closer ties with Russia also didn’t go down well. His point was that Russia no longer poses any threat to the US after the breakup of the USSR. He instead saw more economic benefits for both nations. He also promised to greatly reduce US expenditure and role for NATO since the organisation has become redundant after the break-up of the USSR and its European satellites and end of the Warsaw Pact. The US spends more than 22% of NATO budget. NATO was founded in 1949 with 12 nations but today it has 28 nations including many from erstwhile USSR and European communist nations. U.S. beefed up its spending after the terrorist attacks of September 11, 2001 and the cost has been very heavy. Even NATO itself admits it has an “over-reliance” on the U.S. for the provision of essential capabilities, including intelligence, surveillance and reconnaissance, air-to-air refuelling, ballistic missile defense and airborne electronic warfare. Many European members -including big economies like France and Germany - spend less than the amount called for by NATO guidelines. By reducing military expenditure, Trump wants to use American tax payers’ money be infused into its economy. Trump had said that NATO is redundant and that the real enemy of the US is China, the world’s communist super power. He said China steals American jobs (giving huge tax benefits to American manufacturers to invest in China) and also continually building up its military and flexing its muscles against neighbouring free and democratic nations. Trump asked African-Americans and Latinos not to be political vote-banks for the Democratic Party; a point that may be heartening to Indian politicians, that they are not the only ones in the business. And also that Trump, if he was an Indian would find big support here. The issues are crucial for Americans but the questions is whether the media has highlighted these or chose to focus on the negatives of Trump?

We hear it said that a person’s life will suffer if he doesn’t pray, but I question that. What will suffer is the life of the Son of God in him, which is nourished not by food, but by prayer. When a person is born again from above, the life of the Son of God is born in him, and he can either starve or nourish that life. Prayer is the way that the life of God in us is nourished. Our common ideas regarding prayer are not found in the New Testament. We look upon prayer simply as a means of getting things for ourselves, but the biblical purpose of prayer is that we may get to know God Himself. “Ask, and you will receive…” (John 16:24). We complain before God, and sometimes we are apologetic or indifferent to Him, but we actually ask Him for very few things. Yet a child exhibits a magnificent boldness to ask! Our Lord said, “…unless you…become as little children…” (Matthew 18:3). Ask and God will do. Give Jesus Christ the opportunity and the room to work. The problem is that no one will ever do this until he is at his wits’ end. When a person is at his wits’ end, it no longer seems to be a cowardly thing to pray; in fact, it is the only way he can get in touch with the truth and the reality of God Himself. Be yourself before God and present Him with your problems— the very things that have brought you to your wits’ end. But as long as you think you are self-sufficient, you do not need to ask God for anything. To say that “prayer changes things” is not as close to the truth as saying, “Prayer changes me and then I change things.” God has established things so that prayer, on the basis of redemption, changes the way a person looks at things. Prayer is not a matter of changing things externally, but one of working miracles in a person’s inner nature.

ndia with the second highest population has been at the butt of severe ridicule for winning only two medals at Rio 2016 Olympics. It followed with criticism of the sports officials and all those responsible for the facilitation. It cannot have a solace that no country in the Indian sub-continent did win even one medal. Critics blame so many things. There are countries that have low population but have won higher number of medals and similarly there are populous countries which have fared well. Why does not India do it? Why cannot India win a gold medal? Some countries like China and Russia have won higher number of medals. The US, UK and other European countries seemed to have won the largest chunks of the glory. They have created a culture of sports and health consciousness. Ironically there is a huge connection in the amount of gold medals a country wins and that country’s GDP. So a $ 2 trillion Indian economy and a $ 12 trillion economy of China create the difference. China’s

percentage of gold medals won is increasing, as is its share of the worldwide GDP. The 10 nations with the highest GDP, including China, US, UK and Russia, scooped up almost 60 percent of the Olympic gold medals. Out of the four BRIC countries, China and Russia consistently have high medal counts. Goldman Sachs recently published a report stating that economic conditions are one of the factors that helps predict Olympic success. There is speculation that countries with higher GDPs have more money and energy to invest in sports and athletes. But it is also true that mere economic wealth does not help win a medal. The West Asian countries with their petro dollars are the best example. They also have the poor gender discrimination. It requires much more than the wealth. The Olympics is a different culture. It requires a different mindset. It can neither be won by just having money nor a large population. It requires a mix of GDP, health status, nutrition, culture of sports and a national con-

ational Sports Day is celebrated in India on 29th Aug. This day marks the birthday of Dhyan Chand, the hockey player who won gold medals for India in the years 1928, 1932 and 1936.India’s most successful hockey player of all time was born in Allahabad in the state of Uttar Pradesh on August 29, 1905.To commemorate his birth anniversary, in 2012, the Government of India designated 29 August as the country’s ‘National Sports Day’. Dhyan Chand is officially known as ‘Major Dhyan Chand’; he enrolled in the Indian army at the age of 16. His mentor Subedar Major Bale Tiwari recognized his talent for hockey early, and guided him through the initial stages of his career in the sport, where he learnt the game of hockey from his coach Pankaj Gupta and soon became an expert in ball dribbling and goal scoring. He quickly became the Indian Hockey Team captain due to his excellent playing techniques. He captained India throughout his playing career and helped India win three Olympic medals – in 1928, 1932 and 1936. He scored more than 400 goals in his career which spanned over 22 years. During the 1936 Berlin Olympic finals Chand top scored with three goals and the Indians won easily, defeating Germany 8-1. That match represented the pinnacle of India’s hockey success; guided and inspired by Chand, they made for a virtually invincible team. Till dateDhyan Chand is the only hockey player who has received the Padma Bhushan award. His lifetime awards and achievements in sports are considered as the highest point in the history of Indian sports and could arguably be the greatest sportsperson that India has ever produced. It is not surprising, then, that the Government decided to celebrate his memory so strikingly; there can be no greater honour than having your birthday designated as the National Sports Day of a country. On this day, the President of India Bestows prestigious awards such as the Arjuna and Dronacharya Award, Dhyan Chand Award, etc to the sports persons who have contributed to the growth of sports all through their sports career and also after retirement. A lot of schools throughout the country celebrate this day as their Annual Sports Day. Although many “Days” are celebrated in Nagaland like: ‘Deworming Day’, ‘World Music Day’, ‘No Tobacco Day’, ‘Friendship Day’ and so on, we should also observe‘National Sports Day’, to encourage and uplift, preforming players as well as upcoming players. Our thoughts on Nehruvian model of economy

W

e came across the statement of our hon’ble Union Finance Minister of India Shri Arun Jaitley, through an electronic media on his views on Nehruvian model of economy, where he states that it was a wrong model. On this, we would also like to express our views. Yes, if one is to apply the Nehruvian model of economy at present then it may not be suitable but it does not mean that it was a wrong model then. Jawaharlal Nehru when he became the first Prime Minister of independent India, he was faced with both domestic and international problems and this atmosphere had a huge impact on his policymaking. Regarding domestic problems, India had suffered an economic exploitation for more than two centuries at the hands of British colonial empire, which had led to scarcity of resources. There was also a presence of mass poverty resulting in huge economic disparity between the haves and have not’s and illiteracy among the mass population in India. In the international arena, the world was divided into two power blocs, one led by USA and the other led by former USSR (Now Russia), which had led to hostile atmosphere in the world or what we called it as cold war. Taking into account of both domestic as well as international problems, Nehru knew that it was not feasible for the country like India to have an economy policy set on one particular ideology. When it comes to Nehru himself, he was very much influence by the ideals of Socialism and Gandhisms, but when he sat to frame the economic policy of the country, he neither led any of these two ide-

ologies to solely influence him. For he knew an economic policy based on particular ideology will not be beneficial to India, for which he decided to pursue the policy of “mixed economy” for India. An economic policy where some sector to be owned and control by the state and in some sector to be owned by the private individuals. He was also known as the father of “planned economy” in India. With the limited resources and the economic conditions prevailing, a careful planning of economy was needed for the country. Nehru understood it very well and for which he set up the Planning Commission in 1950, which resulted in the First Five Plan in 1951 for our country. The idea behind this was to identify the key industrial sector which needs the country attention first and which will be the backbone of our country economy in future. To have an economic policies and programmes particularly to target those weaker economic sections of people, which should be the country first priority. It was also an idea to use limited resources carefully to our maximum benefits. Nehruvian economy model was not a born in ideology but it was a born out ideology of the time and circumstances, which Nehru inherited. To which he was very quick to accept it and gave his own model of economy, which was unique in itself. We find Nehru as a realist here, who did not wait for something good to happen but rather he accepted the reality and went out to do something good for India and its people. We also find Nehru a very great statesman and diplomat as he had been. Who knew very well about the things

happening around the world and took a practical approach towards it. When India achieved her independence, the world was divided into two power blocs, one led by USA as a capitalist bloc and other led by USSR as a socialist bloc. In this situation, framing any policy adhering to a particular set of ideology would definitely alienate India from one group of nations. For which, Nehru pursue the policy of non-alignment as India’s foreign policy, which means India will not be a party to any of the two power blocs. Nehru’s policy of non-alignment was not meant to be neutral in international affairs but it was meant to be an active participation in international affairs, with an aim to maintain world peace. On the other hand, India to have friendly relations with all the nations divided into two power blocs, so that, India can get economic benefits from all those advanced industrial nations and they can in return can also be benefited from India. Which Nehru had termed as “mutual benefits” in one of the principles in Panchsheel or Five-Principles. This could be only possible if India does not follow or join any particular set of ideology, which Nehru understood it better. Looking at the economic conditions of our country and the international situation during Nehru era, what can be said is that Nehru took the right and practical approach in his policies. If not, had India pursued a particular set of ideology, then there might had been a high chances of India witnessing another form of colonialism or India might had not been of what it is today. A few other instances of such kind which appeared in electronic and print media in recent times were also brought to our notice. Recurrence of such kind of instances did not stop despite the sane advice of our respected Kachari leaders and elders. It was very disappointing and has hurt the sentiments of all right thinking Kacharis and many non-Kacharis. Therefore, in this regard, Kachari Rajbari Preservation Committee would like clarify at the outset that issuance of this rejoinder is not meant to hurt the sentiment of anyone but to present dispassionately a few references from history books and some other records or facts which explain why

As per reference found in Gazetteer of India, Nagaland, Kohima district (page22) by Dr. H. Bareh, the residence of Kachari Rajah (king) was said to be at Dimapur in the past. Reference to the last place of the Kachari king’s residence found in “A History of the Dimasa Kacharis as seen through coinage “by N.G. Rhodes & S.K. Bose (page 69) say that Khaspur was the last capital of Kachari kings and Haritikar was said to be the place of residence of the last Kachari king Govinda Chandra during the final period of his troublous reign.

Therefore, our kachari ancestors at Dimapur had found that the word (name) Kachari was relevant to suffix to word Rajbari to refer to the ruins of Dimapur Fort Township of the Kachari kings. 6. 33% women reservation bill: A self-deprived advocacy

Sir,

“Reservation” is either agreeable or not, a term of inequality or describe best as “Superiority-Inferiority based Division”. If we reconsider the term “Reservation” to the states like Nagaland, yes! The term always plays its vital role as in the case of ‘govt. jobs’, and even in the educational systems and other institutions as well. In fact, none admits, yet, it is very certain that everyone is aware of how the term ‘Reservation’ is destroying the sensibility of independency and developmental competency, as in the case of education. Likewise, to be very honest, I certainly have no doubt that there would be more women who doesn’t feel it right for the women to be advocating for “Women Reservation Bill”, because it is rather for the moral obligations, except, for societies like Nagas, we never have such binding principles subjugating women or depriving them, unlike other mainland social institutions. Also, if women have to fight for such “Reservation Bills”, is not that about women depriving themselves?? It is no doubt sending messages that, women are inferior to men, and NO. No one would accept such fact, and none ever thinks of justifying that, because the equality of every gender is always respected and endorsed. If women are inferior, why should they want to shoulder the same responsibilities as that of men? Then, it may be concluded that those advocating for such bills are biased and unjust. Rather than fighting for women’s bill, it is thus, depriving women and tagging women as inferior to men. (No personal/political bias intended) If we have to use the term “Reservation” for equality, I believe it would not be very right but against justice. Since time immemorial, it had framed the wrong conception about women and men in this case and thus, apart from certain moral obligations, I believe no one ever endorses such deprivations or gender based discriminations. Bihar flood toll reaches 156, twins born on boat New Delhi, Aug 28 (PTI): With three more deaths being reported today, the toll in Bihar rose to 156 even as there was no let up in the flood situation in the state while in neighbouring Uttar Pradesh, the Ganga continues to flow above the danger level. In Bihar, the three deaths were reported from Samastipur while twins were born on an NDRF rescue boat in Patna. The Ganga is flowing above the red marks in four districts. In the national capital it was a sultry day and maximum temperature settled three notches above normal at 37 degrees Celsius. The minimum was 27.5 degrees Celsius. An NDRF release said they got a request from the family members of Rekha Devi (25) for help. Within 50 minutes, an NDRF team reached Bihar’s Chandrapura village to shift the pregnant woman to Mohanpur primary health centre but she gave birth to twins on board. The new-borns and the mother were admitted to the PHC. Chief Minister Nitish Kumar inspected relief camps in Bhagalpur. He later reached Purnea where he held a meeting with top officials. He will visit Katihar tomorrow. 5.56 lakh people have been rescued so far from the 12 flood-affected districts. The government is plying 2,821 boats for evacuation. In Uttar Pradesh, the Ganga and Yamuna rivers have been receding with no fresh rainfall but they are still flowing above their respective danger marks at several places. 8.7 lakh people in 987 villages in Varanasi, Allahabad, Ghazipur and Ballia remain

affected due to floods. The state government has alerted the health department for outbreak of any disease. According to a Central Water Commission report, river Ganga is receding everywhere in the state but is still flowing above danger mark at Varanasi, Ghazipur and Ballia. The flood situation in West Bengal’s Malda district remained unchanged with the Ganga water level standing static at 48 cm above the extreme danger level. Additional District Magistrate Kanchan Chowdhury said over 5,550 families in 45 villages are affected. In Rajasthan, heavy rainfall occurred at isolated places in Kota, Udaipur and Jodhpur divisions. Light to moderate rains at many other areas in the state. Keshoraipatan in Bundi recorded maximum of 14 cm rains followed Pirawa in Jhalawar (at 11 cm) till this morning since yesterday while Kota registered 10 cm precipitation. The MeT department has issued heavy rainfall warning at isolated areas tomorrow. Several places in Himachal Pradesh received heavy rains with Dharamshala being the wettest (106 mm rains) while Jogindernagar received 80 mm rains. Meanwhile, most parts of Punjab and Haryana faced their maximum temperatures upto three notches above normal, barring few places where it was one notch below normal. In Chandigarh, the joint capital of the two states, the maximum settled at 36 degrees Celsius, three notches above normal.

Patna, Aug 28 (IANS): Union Minister Ravishankar Prasad on Sunday said there will be no vacancy for Prime Minister in 2019 as the BJP-led NDA will win the next Lok Sabha polls under the leadership of Narendra Modi. “There is no vacancy for the PM’s post in 2019,” he said in his reaction to a division in Bihar’s ruling grand alliance of JD-U, RJD and Congress over the likely prime ministerial candidate in the next Lok Sabha polls. Prasad said the leaders of opposition Congress and its allies have been daydreaming to become the PM and no one can stop them from it. State Congress chief Ashok Choudhary, who is also Education Minister in the Nitish Kumar government, said at a joint meeting of the grand alliance that Congress Vice President Rahul Gandhi will be the prime ministerial candidate of the party in the 2019 general elections. But Janata Dal-United state president Vashsisht Narain Singh and Rashtriya Janata Dal state president Ram Chandra Purve said that any prime ministerial candidate will be decided by the national leadership of their party. In fact, there is a strong speculation in political circles here that Chief Minister Nitish Kumar, who is also the JD-U’s national president, is keen to be projected as prime ministerial candidate of a united opposition against Modi.

NEW DELHI, Aug 28 (Agencies): With a large number of vacancies in government jobs meant for Other Backward Classes (OBCs) remaining unfilled for want of candidates, the government is mulling relaxing the ‘creamy layer’ criterion by raising the income ceiling to Rs eight lakh annually. 27 per cent of seats in government jobs and educational institutions are reserved for OBCs provided the annual income of the family is up to Rs six lakh. Those who earn above that are referred to as the ‘creamy layer’ and are not eligible for reservation. Raising the ceiling would result in a larger pool of candidates eligible for government jobs and seats in educational institutions. The Social Justice Ministry is working on a proposal to raise the annual income ceiling of OBCs to Rs 8 lakh, according to official sources. A Cabinet note is likely to be moved in this regard soon, they said.

Sudhakaran said. In a letter to Railway Minister Suresh Prabhu, Sudhakaran expressed concern over the derailment of the ThiruvananthapuramMangalore Express in Kerala and said the state had been treated unfairly in provision of infrastructure. “Kerala provides the biggest revenue to Southern Railway. But when it comes to railway infrastructure, Kerala’s need is always ignored,” Sudhakaran wrote. “The quality of the coaches on trains in Kerala is the worst. Then there are no timely repairs and maintenance of the tracks in the state. All this could be reasons for frequent derailment,” the minister said. He sought Prabhu’s intervention to see that the situation that caused the derailment was remedied and normal rail traffic was restored at the earliest. The railways should also investigate what caused the derailment, he said.

Like Patil, there are over 1,000 such ‘police didis’, who after their official work hours, reach out to young girls and women of all ages in slums. Under the project ‘Police Didi’, these female officers talk to the women and girl from slums about the problems they face, especially those pertaining to sexual harassment. Launched around two years ago in collaboration with few city-based NGOs, the project engages women personnel from 93 police stations across the city. They are mostly constable and some are ASI level officers as well. “Now, women living in slums are coming forward more frequently and confidently to share their problems, including that of sexual harassment. NEW DELHI, Aug 28 (PTI): To make domestic capital markets more attractive, regulator Sebi has lined up wide-ranging relaxations to its norms for REITs and InvITs and an easier set of listing rules for startups. Several attempts are being made to garner due attention from business houses in the country but all the efforts failed leading to Sebi reconsidering the proposal to give further relaxations. The Securities and Exchange Board of India (Sebi) will consider these regulations in its board meeting next month, according to sources. A consultation process is already underway for making the InvITs(Infrastructure Investment Trusts), REITs (Real Estate Investment Trusts) Regulations and to review the framework for Institutional Trading Platform (ITP) for startups. Sebi had notified the REIT and InvIT Regulations in 2014, allowing setting up and listing of such Trusts, which are very popular in some advanced markets.

New Delhi, Aug 28 (PTI): Coal imports during July declined by 11.1 percent to 18.03 million tonnes (MT) on the back of higher domestic availability of the fossil fuel. The figure stood at 20.29 MT during the same month last year, according to mjunction services, an online procurement and sales platform jointly floated by SAIL and Tata Steel. “The decline in July imports this year against (the same month) last year can be attributed to number of factors, including monsoon, when imports generally come down. “In addition, firmness in international coal prices since beginning of June and higher availability of domestic coal also impacted imports,” Viresh Oberoi, CEO and MD of mjunction said. PwC’s Kameswara Rao said the thermal coal imports after a dip last year will be at similar levels. So, on the whole, the broader trend remains flat. The real change is that with surplus generation capacity and adequate supplies of domestic coal, imported coalbased power plants are largely filling in the marginal gaps in demand requirement, taking opportunistic advantage of price movements, he said. Further, with many imported coal based load power plants operating at lower utilisation, the overall volume of imports is likely to remain flat.

Trading in these 140 companies have remained suspended for five years and more and their delisting would take place in a phased manner, a top official with the NSE told PTI. Krtin Nithiyanandam, who moved to the UK from India withhis parents, hopes he has found a way to turn so-called triplenegative breast cancer into a kind which responds to drugs. Many breast cancers are driven by oestrogen, progesteroneor growth chemicals so drugs that can block those fuels, suchas tamoxifen, make effective treatments. However, triple negative breast cancer does not

Surprising, because those same guests are now being asked to put down their drinks and start clicking away with their cellphone cameras. In a move to save money and contribute to the “winging it” feel, a handful of couples are relying on relatives and friends — their pockets and purses jammed with GoPro cameras, cellphones and mini iPads — to capture the bride taking that nervous breath before she walks down the aisle or the groom hugging his father, tears in their eyes. “Two years ago, this was a conversation you never would have had,” said David Tutera, a celebrity wedding planner and the host of the TV show “David

GENEVA, Aug 28 (Agencies): FIFA president Gianni Infantino said in an interview published on Sunday that he will make less than two million Swiss francs a year, well below the salary of his disgraced predecessor, Sepp Blatter. Infantino has not yet agreed to terms with FIFA but speaking to Switzerland’s Blick newspaper, he said his salary “will be less than the two million francs ($2 million, 1.8 million euros) people have speculated about.” Blatter, who was mired in scandal before being banned from FIFA, made $3.6 million in 2015. Pugilist Manoj Kumar appeals for PM’s intervention in boxing mess NEW DELHI, Aug 28 (Agencies): Bitter about the administrative mess which he feels cost him a medal at the Rio Olympics, pugilist Manoj Kumar says Indian boxing is on death bed right now and desperately needs intervention from Prime Minister Narendra Modi. “I am sure that I would have won a medal if India was not suspended from the International Boxing Association (AIBA). Had the first round in that pre-quarterfinal bout gone in my favour, the result would have been different,” Manoj told PTI in an interview. The light welterweight boxer lost to eventual goldmedallist Fazliddin Gaibnazarov of Uzbekistan. Manoj said the four-year-old logjam in administration destroyed India’s chances in Rio. He lauded P Gopichand, ace badminton player and Sindhu’s coach, describing him as an example of a fine teacher. “It cannot be denied that our performance (in Rio) was not up to the expectation,” Modi said while mentioning about thousands of messages to him from people who wanted him to speak on the subject of sports in view of poor performance in Rio Olympics as they were badly disappointed. “In some cases, Indian players could not even perform to the level they do in games at home and in the medals tally, we had only two,” he added. At the same time, he said Indian participants in some events like hockey, shooting

and boxing performed well, even better than the past. “But my countrymen, we need to do a lot more. If we continue doing what we have been doing, then perhaps we will again be disappointed,” he said. In this context, he referred to his recent announcement to form a Task Force under which the government will “go deep” into the subject, study the best practices in the world and prepare a roadmap for the next three Olympic Games in 2020, 2024 and 2028. “We have to formulate a long-term programme,” he said. The Prime Minister asked state governments also to form such committees to see what could be done to improve performances in sports. He said states can also send their suggestions to the Centre in this regard. He said associations linked to sports should also do brain-storming in an unbiased manner. Modi invited even individual citizens, with interest in sports, to write to him or the government. “We should do all preparations and I am confident that the country of 125 crore people, 65 per cent of them youth, will move ahead with this resolve,” he said.

New Delhi, Aug 28 (PTI): In its endeavour to bring more fans to the stadium for watching the Indian Davis Cup team in action against formidable Spain, the DLTA has decided to conduct the World Group Play-off tie this month under flood-lights with singles matches starting at 5 in the evening. The two singles matches on the opening day of the crucial tie on September 16, will begin at 5pm while the doubles rubber will start at 7pm, the next day. The two reverse singles on the final day of tie will again start at 5pm in the eve-

ning. The singles matches during the World Group Playoff tie against Serbia, held in September 2014, had begun at 3pm, so it can easily be said that this will be India’s first ever tie, where the matches will begin so late in the evening. “We want fans to come and cheer for the Indian players. We deliberated upon the idea how to bring more people to tennis stadium. We have kept those people in mind who have to attend offices during the day. They should not miss this opportunity to watch Indian as well Spanish tennis stars in action,” a DLTA official told PTI.
