New Delhi, Aug 28 (PTI): Whosoever is ready to reject violence and help in restoring peace should be engaged in a dialogue to address the Kashmir problem, Chief Minister Mehbooba Mufti said Sunday while not being averse to involving the separatists if they are looking for a peaceful resolution. At the same time, she said a “conducive atmosphere” needs to be created for a dialogue to take place and the “bunch of people” provoking youth to “gherao and attack” security camps should stop abetting violence. Mehbooba, who met Prime Minister Narendra Modi here yesterday to discuss the future course of action, also emphasised that the format of dialogue should be better than in the past when the central governments had nominated interlocutors and set up working groups. She told PTI in an interview that “threads” need to be picked up from where these were left by former Prime Minister Atal Bihari Vajpayee, who had made a “very serious effort” by having dialogue both on external front with Pakistan and on internal front with Hurriyat and Hizbul Mujahideen militant outfit. “What I am concerned about and told the Prime Minister is that people have lost faith in dialogue. said amid the unrest which has been going on in Kashmir for the last 51 days resulting in the killing of 68 people. “We need to put people who have very credible backgrounds and can communicate with the other side,” she added while noting that Prime Minister Narendra Modi and Home Minister Rajnath Singh have expressed readiness for talks for “some kind of solution to this problem”. Emphasising that “whosoever wants a solution to the Kashmir problem should understand that solution is not going to come in days or months”, she said “do we make life so miserable for all that time the solution comes? Do we want our boys to get killed? Do we want them to do something which is going to have retaliation and injuries? That
is something for everyone to think.” Asked who all should be engaged in the dialogue, the Chief Minister said the central government should talk to “whosoever is ready to reject violence and not support violence and helps in restoring peace.” On being asked whether talking to Hurriyat will help, she said that dialogue should be held with “everybody who wants peaceful resolution and is ready to contribute in containing the situation.” Suggesting that there should be peace before talks are initiated, she said, “Today there is no alternative to dialogue but for dialogue (to happen), you need to have conducive atmosphere.” Maintaining that nothing will be achieved through violence, Mehbooba said killings and deaths only “further complicate” the issue rather than help solve it. In this context, the Chief Minister noted that Kashmir has been witnessing violence for the last 27 years but nothing has been achieved, except for killings which have left children orphaned and women widowed. In a message to Hurriyat and other separatist groups, she said, “If they want to save young and precious lives, they need to tell them the truth that these killings, deaths are not going to solve the problem but these further complicate the

Bizo, who lovingly and faithfully served the Baptist Churches in North East passed away on Sunday. According to Fellowship of Naga Baptist Association (FNBA) general secretary, Rev. H. Gideon, late Rev. L. Bizo served as CNBC/ FNBA president for 22 years with much dedication and sacrifice. He said under late Rev. Bizo’s leadership, FNBA grew from strength to strength and with great vision, he led Naga Baptist Churches in FNBA and missions outside. He was also one of the most elderly and seasoned among Naga Church leaders and was known for his sincerity and integrity, stated FNBA. “Today we have lost our leader, a faithful servant of God and it will be difficult to fill the vacuum created by his demise”, said Rev. H. Gideon. Further, FNBA family conveyed condolences to the bereaved family. Meanwhile, it was informed that the the funeral service of late Rev. L. Beizo would be held on Monday, 11 am at his residence at CRDS Campus, Darogapathar village (2 1/2 Mile), Dimapur Thereafter, his last journey and committal service at Bizo Meyase Hamlet, Naharbari village.

NEW DELHI, Aug 28 (PTI): The Safdarjung Airport in the national capital would soon be safeguarded by an armed security cover provided by a central paramilitary force in view of potential threats to the facility used primarily for flying VVIP helicopter sorties. Official sources said a full-fledged security audit of the air facility located in the high-profile location of central Delhi has been ordered after central security agencies recommended the same and after a preliminary report was prepared about possible threats and vulnerabilities to it. The over 200-acre airport is presently provided security by troops of the Indian Reserve Battalion (IRB) drawn from North East states and they largely look after access-control duties through official entry/exit gates. The facility is operated by the Airports Authority of India (AAI) and apart from
conducting regular administrative operations, the airport also houses the hangar for the Mi-17 series of choppers of the Border Security Force and is used to fly VVIPs using these or by the helicopters of the Indian Air Force. Sources said post the security audit, the task to fully secure the facility could be handed over to the Central Industrial Security Force (CISF), which is the mandated agency to guard major civilian airports in the country. Facing threat of terror attacks, the Home Ministry had recently ordered security audit of nearly 100 civil airports and decided to bring all such facilities under the CISF cover gradually. There are three facilities in the national capital which are used for flying operations including the civilian Indira Gandhi International Airport (IGIA) guarded by the CISF and the Palam technical area used for flying jets for VVIPs and it is guarded by the IAF.

Babus to be awarded for implementation of priority programmes NEW DELHI, AUG 28 (AGENCIES): Prime Minister Narendra Modi will honour civil servants of both the Centre and states for excellence in implementing NDA government’s priority programmes like ‘Start Up India/Stand Up India’, among others. Five priority programmes, Pradhan Mantri Krishi Sinchayee Yojana, Deendayal Upadhyaya Gram Jyoti Yojana, Pradhan Mantri Fasal Bima Yojana, Start Up India/ Stand Up India and e-National Agriculture Market (National e-Mandi), have been chosen for this purpose by the Personnel Ministry. Selected bureaucrats will get the Prime Minister’s awards on April 21, observed as Civil Services Day, for their contribution to effective implementation of these schemes, the Ministry said. In addition to this, the awards shall also be given to organisations of central or state governments and districts for innovations in environment conservation, disaster management, water conservation, energy, education and health, women and child centric initiatives etc, it said. The awarded district or organisation will be given an incentive of Rs 10 lakh which would be utilised for implementation of project or bridging resource gaps in any area of public welfare.

KU appeals GoI, NSCN (K) to maintain peace DIMAPUR, AUG 28 (NPN): In the wake of the August 19 firing incident between Indian security force and NSCN (K), the Konyak Union (KU) hq Mon has fervently appealed to both the Government of India (GoI) and NSCN (K) to immediately denounce all forms of violence and hard stance against each other to maintain peace and tranquillity in the region. In a press statement, KU president S Manlip Konyak and general secretary Honang Konyak recalled that the subsequent incidences that had sparked off aftermath the abrogation of the ceasefire between GoI and NSCN (K), has not only injected fears into the minds of the children, but restricted/deprived all forms of public conveniences. KU said that the present situation has also created untold hurdles into the mind of those Konyak students from Myanmar who have venture into Mon to acquire education. In this regard, it asked both the NSCN (K) and Indian security forces to consider the plight of those students by avoiding unnecessary confrontation and stand-off “attitude” along the border. Moreover, KU said that the August 19 incident had even restricted the medical team from its mission to subside the recent outbreak of measles along the border area. It, therefore appealed to both the parties to foster on for peace and solution through negotiation and talks.
KU maintained that Mon district, “the land of the Konyaks had been doled out as the cradled of conflict and bloodshed ever since its struggle for sovereignty by the Nagas”. It stated that the sufferings, fears and hardship faced in the past had numerous untold stories which could never be erased off from the mind of the people. The union also expressed dismay that innocent Konyaks had always been inflicted upon on account of various incidences that had taken place in the past. In this regard, it asked the GoI and Naga Political Groups to reason out for peaceful solution without delay. KU has also “out-rightly” expressed its unhappiness on the recent abrogation of the cease fire between the two, and blamed on the “lack of sincerity on both sides”. “The result or consequences of such negligence had culminated to a situation as it had been bestowed upon today”, KU said. Further, while extending supports for “peace and solution”, KU appealed to both the parties to consider its stance and immediately resort into a negotiating table as per the aspiration and plea of the people. KU also reminded the GoI that “no missile could diminish the spirit of the nationalism” and on the contrary asked the Naga Political Groups to realize that “our journey through violence will only lead us to an unending road to solution”.
Manipur: Student beaten to death for not paying fees Imphal, Aug 28 (IANS): A class six student was allegedly beaten to death by school officials in Imphal, Manipur as his parents could not pay the fees in time, police said on Sunday. The police have registered a case against the school officials for beating Suresh Tongbram to death. They will be arrested if the post-mortem report establishes unnatural death, a police source told reporters. “Being a poor farmer, I have been unable to clear the school and hostel fees of Residential Kids Care School in Langol near Imphal where my son was admitted two years back. The school authorities told me to clear the fees or take my son away, but when I went to take him back they said unless the fees are cleared he could not be taken out,” Bira Tongbram, Suresh’s father, said. “On Friday night, the school officials brought my son. He had bruises all over his body and I was told that my son was punished for being disobedient. The officials left in a huff and told me to clear the fees by August 31,” he said. The boy, who had collapsed immediately after reaching home, died on Saturday. The police have sent the body to a hospital for the post-mortem. Bira Tongbram, however, said he will not claim his son’s body till justice is served to him.
MTLT stands by Aug 24 ‘demand charter’ World population set to DIMAPUR, AUG 28 (NPN): Mokokchung Town Lanur Telongjem (MTLT) on Sunday said it has reiterated to stick on its August 24 “demand charter” and warned of consequences on the failure of the state government to give written assurance after the expiry of the seven-day notice. MTLT media cell reminded the department that the power crisis was not about July 15, 2016 breakdown of the 5 MVA transformer at Power Station Mokokchung, but was a culmination of public displeasure over irregularity in power supply in the town over the past years. According to media cell, locking down of the electrical offices in Mokokchung town on August 24, 2016 was just the start of the first phase of the agitation. “The July 15, 2016 breakdown of the 5 MVA transformer at Sub-Station (Electrical), Mokokchung, was just the immediate cause of the pent-up frustration of the Mokokchung public”, media cell said. Media cell said it appreciated the department led by its
executive officials in restoring the repaired transformer in Mokokchung within no time. However, it strongly asserted that the power crisis in Mokokchung town was much deeper, which has been elucidated clearly in the “Demand Charter for Power in Mokokchung” that was submitted to the Power Minister (through ADC Mokokchung) on August 24, 2016. In the demand charter, MTLT reiterated the demand made in 2015 during the similar crisis faced by the citizens of the town. Therefore, MTLT said it strongly stood by its demands. As a reminder included in its demand charter, MTLT demanded immediate implementation of the assurance by the Mokokchung DPDB in 2015 about the setting up of another power station (10MVA) is to be set up at Majakong Ward and another addition of 10MVA at the existing substation at Salangtem. It also demanded that the concern authority and committee members strictly adhere on the Section 166 of the Electricity Act, 2003 to ensure smooth
power supply in the town. Besides, MTLT demanded the utilisation certificate of an amount nearing Rs. 50 lakh sanctioned to the Mokokchung Power Division during the financial year 2014-15 for maintenance works within seven days from the issuance the ultimatum on August 24, 2016. While reminding the department, that restoring the transformer would not suffice, MTLT resolved that unless and until the state government, or for that matter, the power minister, gives a written assurance to sincerely look into its demands, “then this issue is far from over”. In the event of any eventuality, media cell said that power department would be solely held responsible. Meanwhile, MTLT reiterated its support on the demand of All Ward Union Mokokchung (AWUM) for an exclusive transmission line for Mokokchung town. MTLT has also strongly endorsed the resolution of the AWUM for withholding the electricity bill to the government w.e.f July 2016.

N EW YO R K , AUG 2 8 (IANS): By 2050, the world population is projected to reach 9.9 billion, increasing 33 per cent from an estimated 7.4 billion now, according to the Population Reference Bureau, a private, US based non-profit organisation. The latest ‘World Population Data Sheet’ released by the organisation revealed that by 2053, the global population will hit 10 billion. “Despite declines in fertility rates around the world, we expect population gains to remain strong enough to take us toward a global population of 10 billion,” said Jeffrey Jordan, president and CEO of PRB. However, the report also showed significant regional differences in the expected population rise. The population in Asia is estimated to rise from the current 900 million to 5.3 billion. The population in Africa will reach 2.5 billion by 2050, while the number of people in
the Americas will rise by only 223 million to 1.2 billion. Oceania (which includes both Australia and New Zealand) would rise from the current 40 million to 66 million. Further, the combined population of the world’s least developed countries in the world is projected to double by 2050 to 1.9 billion. There are 48 least developed countries, based on United Nations criteria, most of which are in Africa. The population in 29 countries will more than double. Nearly all of these countries are in Africa. In Niger, the country with the highest birth rate, the population will more than triple, the study said. On the other hand, 42 countries will register a decline in the population. These countries are scattered throughout Asia, Latin America, and Europe. Europe will register a decline from the present 740 million to 728 million.
School attendance up due to MDM scheme in Wokha Myanmar President to hold talks PM Correspondent
WOKHA, AUG 28 (NPN): A recent survey conducted as part of European Union (EU) funded project on ‘Improving access to information and delivery of public service schemes in remote and backward districts of NorthEast (NE) states of India’ has found increase in school attendance due to Mid Day Meal (MDM) scheme in Wokha district. Around 75% of households surveyed in Wokha district believed there was an increase in school attendance due to the MDM scheme while more than 95% of the respondents claimed that their children were attending school. Carried out in the later part of 2015, the survey, which covered 28 villages from two blocks of Wokha district, also found that all mothers had participated in the ‘Mother Watch’ programme even though they claimed that the same had limited impact. This EU-funded project
covers seven backward districts across five NE states, namely, Goalpara and Cachar in Assam, Ri-Bhoi in Meghalaya, Churachandpur and Chandel in Manipur, Lawngtlai in Mizoram, and Wokha in Nagaland. The project is being implemented by Paris-based French NGO Agency for Technical Cooperation and Development (ACTED) along with Guwahati-based North East India Committee on Relief and Development (NEICORD) which in partnership with local NGO Team Metamorphosis (TM) is responsible for field implementation, Bangalore-based Public Affairs Center (PAC) which is tasked with the research component, and the Guwahati-based Nanda Talukdar Foundation (NTF) as its media advocacy component. The project seeks to achieve three main results, namely, to encourage demand for improved service delivery, improved access to and quality of public ser-
vices particularly for the most marginalized and women, and to enhance transparency of service providers for 10 central government flagship schemes: IAY, JSSK, ICDS, MDM, MGNREGA, RKVY, NBA/TSC, RGGVY, NSAP, and TPDS. The survey also found that the main reason for leftovers/wastage across the district was due to taste even as 30% of the respondents claimed that the food was cooked outside the school premises. National Programme of Nutritional Support to Primary Education, commonly known as Mid Day Meal Scheme, was launched as a centrally sponsored scheme on August 15, 1995 with an objective of ‘Universalization of primary education by increasing enrolment, retention and attendance and simultaneously impacting on nutrition of students in primary classes.’ The revised objectives of MDM scheme include: to boost Universalization of primary education (classes 1-5) by improving enrolment,
attendance, retention and learning levels of children especially those belonging to disadvantage sections; to improve nutritional status of students of primary stage; and to provide nutritional support to students of primary stage in drought affected areas during summer vacation also. Under MDM scheme, students of classes I-V studying in government/local body aided schools and central government run schools are entitled to receive a meal with nutritional value of 450 calories and 12 grams of protein, while Upper Primary students are entitled to a meal with nutritional value of 700 calories and 20 grams of protein per student per school day. In addition to rice/chapattis, meals could include pulses, vegetables, etc., depending on local availability. There is also a provision for cost of cooking and cost for engaging a cook/assistant @ Rs.1000/- per month and provision of meals during summer vacation in drought affected areas.
New Delhi, Aug 28 (PTI): Prime Minister Narendra Modi will hold wideranging talks with Myanmarese President U Htin Kyaw tomorrow, in the first top level engagement between the two countries after iconic leader Aung San Suu Kyi’s National League for Democracy wrested power in Myanmar from the military junta. The talks are expected to focus on imparting a new momentum to bilateral ties, particularly in areas of trade and investment, and to enhance management of the over 1,600 km- long Indo-Myanmar border which mostly criss-crosses militancy affected northeastern region. This is Htin Kyaw’s first overseas trip after assuming charge of the top office nearly five months back following the landslide victory of Suu Kyi’s party. He arrived in the Buddhist pilgrimage town of Gaya yesterday where he visited the Mahabodhi temple, the most sacred of Buddhist shrines, Daijokyo Buddhist temple and Myanmar Buddhist Vi-

hara. He travelled to Agra this morning and paid a visit to Taj Mahal before arriving here. The Myanmarese President is accompanied by his wife, Daw Su Su Lwin, and a high-level delegation comprising several key ministers and top officials. Besides exploring ways to boost overall ties, the two leaders are likely to also discuss ways to contain militant activities along the Indo-Myanmar border. “We are intending to make it a really substantive visit,” Sripriya Ranganathan, Joint Secretary in the Ministry of External Affairs had said on
Friday while briefing reporters on the visit. China has been increasing its footprint in Myanmar and making huge investments in several major projects. For India too, Myanmar is a strategic neighbour and External Affairs Minister Sushma Swaraj during her visit to the country earlier this week conveyed to its leadership that India was ready to provide “all help” to the country in its march ahead. Initially India was supportive of Suu Kyi’s fight for democracy but driven by economic and security interests, it had warmed up to the military regime, inviting criticism from her. Suu Kyi, who is the de facto leader of the new government, will also pay a visit here later this year to attend a conclave of regional grouping BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation).
