Modi-Kyaw vow to fight insurgents
NEW DELHI, AUG 29 (PTI): India today promised all possible support to Myanmar’s new government in ushering in a new pathway of development as the two sides resolved to step up overall engagement and “actively” cooperate in combating terrorism and insurgent activities in the region. In wide-ranging talks with Myanmarese President U Htin Kyaw, Prime Minister Narendra Modi conveyed that India will stand by with Myanmar at “every step” of its new journey and that it wants to take the ties to “new heights”. Modi’s assurance to Htin Kyaw, here on his first foreign trip after assuming the top office in April, came amid China’s diplomatic offensive in reaching out to Myanmar’s new dispensation. Earlier this month, Aung San Suu Kyi, Myanmar’s most powerful leader and Foreign Minister, chose to visit China first over India. “Let me assure you that at every step of the way 1.25 billion people of India will stand by (with) you- Both as partners and as friends,” Modi said adding “A bright future for Myanmar is not just your objective. It is also our aspiration.” Monday’s talks were first top-level engagement between the two countries after government of Suu Kyi’s National League for Democracy came to power following the historic elections that brought curtains down on decades-long military rule. Former SKK presidents allege anomalies in state sports projects DIMAPUR, AUG 29 (NPN): A response to an RTI query has revealed that over Rs.500.93 crore had been spent for 72 different projects/schemes in Nagaland by the Youth Resources & Sports (Y&SR) department during the financial year 200910 to 2014-15. In a press release, five former presidents of All Sumi Students Union (SKK) including Aheto V. Yeputhomi, Hukavi T. Yeputhomi, Kitoho S. Rotokha, L. Khevishe Achumi and S. Zhevihe Sumi claimed that the RTI application filed by them revealed that out of the total projects/ schemes implemented, five projects for the total amount of Rs. 13.38 crore (all released) were “either unaccounted or nonexistent or fictitious”. They stated that Dimapur district availed 24 different projects out of which 17 projects/ schemes were allotted to Sovima village alone for an estimated amount of Rs. 91.8 crore, whereas Tuensang and Longleng districts got two projects each for Rs. 2.50 crore each, Zunheboto two projects for Rs. 2.35 crore, Wokha two projects for an estimated amount of Rs. 1.50 crore and Kiphire got one project for Rs. 2 crore. Myanmar, considered one of India’s strategic neighbours, shares a 1,640-km-long border with a number of northeastern states including militancy-infested Nagaland and Manipur. India has been raising with Myanmar the issue of several northeast militant groups having training camps in that country. Ways to combat the insurgent groups active in northeast and ensuring better border management were deliberated
upon. Both sides also deliberated on maritime security cooperation in the Bay of Bengal. Resolving to boost cooperation in agricultural sector, both sides also agreed to work towards a long-term and a mutually-beneficial arrangement for trade in pulses. Calling Myanmar a “bridge” that connects India with South East Asia, Modi said, “Our discussions today have enabled us to evolve a road map and an action agenda for our cooperation.” Modi said two agreements signed today will facilitate the construction and upgrading of 69 bridges and the Kalewa-Yargi road section of the India-Myanmar-Thailand trilateral highway project. He said he has also conveyed to the President India’s full support to the peace process initiative under the ‘21st Century Panglong Conference’. “Buddhist principles of ‘metta’ or loving kindness and ‘Sarva Pantha Sambhava’ (equality of all religions) define our ways of life,” he said, while complimenting maturity of Myanmar’s leadership and commitment of its people to democracy. Htin Kyaw on his part said his government wants to strengthen ties with India. Talking about intensity of bilateral ties, Modi said its extent and depth are shaped by a robust development cooperation partnership, which has a strong “people first” philosophy.
Deadlines served on state govt expire Staff Reporter
DIMAPUR, AUG 29 (NPN): By count, there are at least two ultimatums served on the state government by various organizations pertaining to some pressing and crucial issues and by count also, have lapsed and some of other NGOs and tribal organizations lapsed long back. The question is what next, for those who have issued these ultimatums which have elicited high expectations from the public? Some of the crucial issues raised in the recent past included the ultimatums issued by the NTC, CNTC and also the challenge against the state over reneging on the assurance to the High Court over the issue of backdoor appointments. Nagaland Tribes Council (NTC) on July18, 2016 issued an ultimatum on the state government to restore the suo moto powers of the State Vigilance Commission (SVC). The deadline was to be within two weeks time (probably with effect from July 18, 2016 when the statement was issued for publication). By this calculation, the deadline was to expire on August 1, 2016. The Central Naga Tribal Council (CNTC) on July 30, 2016 had also served an ultimatum on the state government to revoke its order giving Rongmeis the status of indigenous tribe of Nagaland.
The deadline for fulfilling the ultimatum is to expire on August 30, 2016. ACAUT Nagaland on August 25, revisited the state government Office Memorandum (OM) issued on August 11, 2016 and belatedly after about two weeks, “discovered” that the OM had totally reneged on a commitment to the High Court that the government would redress the grievances by adhering to the cabinet OM issued on June 6, 2016. ACAUT Nagaland had filed a PIL on November 2015 against backdoor appointments in various government departments and subsequent regularisation of services of the appointees who have completed three years of continuous service. In response to ACAUT, the state cabinet took decisions which were reflected in the June 6, 2016 OM issued by the state chief secretary. When the Gauhati High Court, Kohima Bench gave it ruling on August 5, 2016 it asked the respondents to issue another Office Memorandum that would address the grievances listed in the PIL. However, the August 11, 2016 OM totally reneged on the court directive and also the June 6, 2016 Office Memorandum. ACAUT vowed to challenge the August 11, 2016 Office Memorandum and so far the matter awaits further development.
Banks, factories to close on Friday; PM holds meeting NEW DELHI, AUG 29 (AGENCIES): With trade unions flat out refusing to cancel a massive strike called for Friday, Prime Minister Narendra Modi held an emergency meeting this evening to discuss what assurance it can give them to make them change their mind. The session was attended by Arun Jaitley, Piyush Goyal and Bandaru Dattatreya, who head the Finance, Power and Labour ministries. Sources who attended the meeting said that within 48 hours, the government will reach out again to unions with an offer that could help avert the strike. Banks, government offices and factories will be closed on Friday across the country, the unions have warned. Railway employees have so far not indicated they will join the shutdown, which means trains are unlikely to be affected. However, several state unions have said they back the strike, which could affect other public transport. The unions have since September last year been pushing for 12 major demands include raising the minimum wage from Rs. 9,000 to Rs. 18,000 per month. They are also opposed to the government’s recent loosening of rules for foreign investment particularly in sectors like pharmaceutical and defence, where, they say, national security could be compromised.
Taken serious note of Aug 12 incident: NSCN (I-M) DIMAPUR, AUG 29 (NPN): NSCN (I-M) has asserted that it has taken serious note of the August 12, 2016 Wokha incident, wherein its “officially designated tax collectors” were assaulted while “on duty” allegedly by a group of persons “with vested interest.” In a press release, secretary kilo affairs, S. Among Lim, stated that the “unruly mob” aggregated the incident as they allegedly assaulted the cadres who “by chance” were saved by police. “They ransacked the Town Command office and destroyed the government properties and burned down documents, which is very serious in nature,” said Lim. Secretary kilo affairs pointed out that “maj.” Nrikhon, Naga army, was officially assigned by the “government” as zonal tax officer, Wokha, but “certain vested interest persons” have been obstructing from carrying out his assigned duties. “Further an FIR was lodged against him to the Indian state police and thereafter they have been on witch hunt,” secretary stated. NSCN (I-M) has therefore cautioned that in the event any untoward incident that may happen against ‘maj.’ Nrikhon, the persons concerned “shall face the law.”

Right time to solve Naga issue under PM Modi, says Acharya D I M A P U R , AU G 2 9 (NPN): Nagaland Governor, P.B. Acharya on Monday said, with the signing of the frame work agreement between Government of India and NSCN (I-M) on August 3 last, it was “the right time to solve the protracted Naga problem under the dynamic leadership of Prime Minister Narendra Modi.” Acharya, in a statement issued through its PRO, said “now is the time to work together for a permanent peace in Nagaland and it is taking shape with the signing of Framework agreement with NSCN (I-M) and Government of India.” In this regard, Nagaland Governor, P.B. For this, the Governor felt that there was a need for the civil society, Naga Political Groups and NGOs “to express themselves unanimously for a respectful solution”. Acharya was also optimistic that the ongoing visit of the President of Myanmar, U Htin Kyaw to India would surely help the NSCN (K) group come to the table for talks. Meanwhile, Acharya has lauded the Konyak Union (KU) for their sincere appeal and efforts to make NSCN (K) re-consider the ceasefire agreement with the Central Government.
Gov, others condole Rev. Bizo’s demise
DIMAPUR, AUG 29 (NPN): Nagaland governor, P.B. Acharya, has expressed grief over the demise of Rev. L. Bizo, former Baptist Minister in Northeast India, who passed away on August 28, 2016. In his condolence message, Acharya said Rev. L. Bizo was a great preacher and social worker, who worked with various Baptist Churches not only in Nagaland but also in Northeast India. “A person that departs from the earth never truly leaves, for they are still alive in our hearts and minds, through us they live on,” he said. In his death, the governor said Northeast has lost a great missionary and he would always be remembered for his contributions to the people of Nagaland and Northeast. Acharya conveyed his heartfelt condolences to members of the bereaved family and prayed Almighty God grant them strength to bear the irreparable loss. He also prayed the departed soul rest in peace. NSCN (I-M) has expressed shock at the sudden demise of late Rev. L. Bezo Meyase and said it feels the loss immensely. A condolence message issued by MIP
stated that he was a humble and yet a staunch advocate of peace, a God-fearing, dedicated church worker. “He lived his whole life devoted to saving lost souls and also to redeem and bail the Naga people out from their unfortunate state of affairs,” stated the message. MIP said late Rev. Bezo Meyase as a member of senior citizen forum did hugely contribute towards restoring lasting peace and good will in the land of the Naga people. It said that late Revered always stood committed promoting to lasting peace that could emerge from pursuing correct line of Naga common policy. In his demise, MIP said Nagas have lost a great soul and a shrewd, justice-loving and humble servant of Christ Jesus and a devoted church worker whose vacuum would be difficult for the Nagas to fill in. “With our anguish spirit, our hearts and love go out to the near, dear and all loved ones he had left behind,” NSCN (I-M) stated and prayed that “the love and the promise of resurrection through our Lord Jesus Christ abide in the family until that glorious morning when death can separate us no more!” (Cont’d on p-7)

DIMAPUR, AUG 29 (NPN): Mokokchung Town Lanur Telongjem (MTLT) on Monday agreed to unlock the offices of the power department in Mokokchung with immediate effect in the interest of the public. In a press note, MTLT president Imkummeren Jamir and MTLT grievances cell convener Aolong Imchen said the offices were unlocked in view of the written reply from Power secretary, produced before the MTLT on August 29 through DC Mokokchung. MTLT, however, cautioned the department that the secretary’s reply was not satisfactory. It said the offices were
unlocked with the assurance of cooperation from the department as well as “its acceptance of bearing the risk of expediting the matter.” Stating that this was “just a temporal goodwill gesture”, MTLT said any failure to execute the assurance would necessitate further drastic steps in the interest of the public. Further, MTLT said it has declared to the DC and the power department, Mokokchung that it would not withdraw its endorsement of the All Ward Union Mokokchung (AWUM) to withhold the electricity bill to the government from July 2016. “It also reiterated to whole-
heartedly support the AWUM as to whatever action the Union might take with regard to the power crisis in Mokokchung,” stated MTLT. Meanwhile, MTLT has furnished the details of power secretary’s response to its ‘Demand Charter for Power in Mokokchung’. 1. The 2.5MVA was upgraded to 5 MVA in October 2015. This is in line with the MTLT’s demand in 2015. 2. Additional 33KV transmission line from 132KV Sub Station at Aolijen to Mokokchung is provisioned in the NERPSIP scheme funded by GOI and World Bank. 3. Under NE Region Pow-
er System Improvement Project (NERPSIP) funded by GOI/ WB two (2) nos. Of 10MVA 33/11KV power transformer will be installed in Mokokchung. PowerGrid of India has been assigned to execute the project by Ministry of Power, GOI and not the State Power Department. Tendering process is going on and fully managed by PowerGrid of India. The State Power Department will write to PowerGrid to expedite the execution of the project. 4. With regard to the District Coordination Committee, Department of Power will take necessary follow-up action as required in compliance with the IE Act 2003. 5. The proposal for exclusive/dedicated transmission line for Mokokchung town is ideal but limited resource is an issue. 6. Detailed report will be shared as the same are being sought from CEs/Division Office with regard to sanction/ work order/payment of 50 lacs to Mecavo Power Works as alleged.
