Modi-Kyaw vow to fight insurgents

NEW DELHI, AUG 29 (PTI): India today promised all possible support to Myanmar’s new government in ushering in a new pathway of development as the two sides resolved to step up overall engagement and “actively” cooperate in combating terrorism and insurgent activities in the region. In wide-ranging talks with Myanmarese President U Htin Kyaw, Prime Minister Narendra Modi conveyed that India will stand by with Myanmar at “every step” of its new journey and that it wants to take the ties to “new heights”. Modi’s assurance to Htin Kyaw, here on his first foreign trip after assuming the top office in April, came amid China’s diplomatic offensive in reaching out to Myanmar’s new dispensation. Earlier this month, Aung San Suu Kyi, Myanmar’s most powerful leader and Foreign Minister, chose to visit China first over India. “Let me assure you that at every step of the way 1.25 billion people of India will stand by (with) you- Both as partners and as friends,” Modi said adding “A bright future for Myanmar is not just your objective. It is also our aspiration.” Monday’s talks were first top-level engagement between the two countries after government of Suu Kyi’s National League for Democracy came to power following the historic elections that brought curtains down on decades-long military rule. Former SKK presidents allege anomalies in state sports projects DIMAPUR, AUG 29 (NPN): A response to an RTI query has revealed that over Rs.500.93 crore had been spent for 72 different projects/schemes in Nagaland by the Youth Resources & Sports (Y&SR) department during the financial year 200910 to 2014-15. In a press release, five former presidents of All Sumi Students Union (SKK) including Aheto V. Yeputhomi, Hukavi T. Yeputhomi, Kitoho S. Rotokha, L. Khevishe Achumi and S. Zhevihe Sumi claimed that the RTI application filed by them revealed that out of the total projects/ schemes implemented, five projects for the total amount of Rs. 13.38 crore (all released) were “either unaccounted or nonexistent or fictitious”. They stated that Dimapur district availed 24 different projects out of which 17 projects/ schemes were allotted to Sovima village alone for an estimated amount of Rs. 91.8 crore, whereas Tuensang and Longleng districts got two projects each for Rs. 2.50 crore each, Zunheboto two projects for Rs. 2.35 crore, Wokha two projects for an estimated amount of Rs. 1.50 crore and Kiphire got one project for Rs. 2 crore. Resolving to boost cooperation in agricultural sector, both sides also agreed to work towards a long-term and a mutually-beneficial arrangement for trade in pulses. Calling Myanmar a “bridge” that connects India with South East Asia, Modi said, “Our discussions today have enabled us to evolve a road map and an action agenda for our cooperation.” Modi said two agreements signed today will facilitate the construction and upgrading of 69 bridges and the Kalewa-Yargi road section of the India-Myanmar-Thailand trilateral highway project. He said he has also conveyed to the President India’s full support to the peace process initiative under the ‘21st Century Panglong Conference’. “Buddhist principles of ‘metta’ or loving kindness and ‘Sarva Pantha Sambhava’ (equality of all religions) define our ways of life,” he said, while complimenting maturity of Myanmar’s leadership and commitment of its people to democracy. Htin Kyaw on his part said his government wants to strengthen ties with India. Talking about intensity of bilateral ties, Modi said its extent and depth are shaped by a robust development cooperation partnership, which has a strong “people first” philosophy.

Deadlines served on state govt expire Staff Reporter

DIMAPUR, AUG 29 (NPN): By count, there are at least two ultimatums served on the state government by various organizations pertaining to some pressing and crucial issues and by count also, have lapsed and some of other NGOs and tribal organizations lapsed long back. The question is what next, for those who have issued these ultimatums which have elicited high expectations from the public? Some of the crucial issues raised in the recent past included the ultimatums issued by the NTC, CNTC and also the challenge against the state over reneging on the assurance to the High Court over the issue of backdoor appointments. Nagaland Tribes Council (NTC) on July18, 2016 issued an ultimatum on the state government to restore the suo moto powers of the State Vigilance Commission (SVC). The deadline was to be within two weeks time (probably with effect from July 18, 2016 when the statement was issued for publication). By this calculation, the deadline was to expire on August 1, 2016. The Central Naga Tribal Council (CNTC) on July 30, 2016 had also served an ultimatum on the state government to revoke its order giving Rongmeis the status of indigenous tribe of Nagaland.

The deadline for fulfilling the ultimatum is to expire on August 30, 2016. ACAUT Nagaland on August 25, revisited the state government Office Memorandum (OM) issued on August 11, 2016 and belatedly after about two weeks, “discovered” that the OM had totally reneged on a commitment to the High Court that the government would redress the grievances by adhering to the cabinet OM issued on June 6, 2016. ACAUT Nagaland had filed a PIL on November 2015 against backdoor appointments in various government departments and subsequent regularisation of services of the appointees who have completed three years of continuous service. In response to ACAUT, the state cabinet took decisions which were reflected in the June 6, 2016 OM issued by the state chief secretary. When the Gauhati High Court, Kohima Bench gave it ruling on August 5, 2016 it asked the respondents to issue another Office Memorandum that would address the grievances listed in the PIL. However, the August 11, 2016 OM totally reneged on the court directive and also the June 6, 2016 Office Memorandum. ACAUT vowed to challenge the August 11, 2016 Office Memorandum and so far the matter awaits further development.

Banks, factories to close on Friday; PM holds meeting NEW DELHI, AUG 29 (AGENCIES): With trade unions flat out refusing to cancel a massive strike called for Friday, Prime Minister Narendra Modi held an emergency meeting this evening to discuss what assurance it can give them to make them change their mind. The session was attended by Arun Jaitley, Piyush Goyal and Bandaru Dattatreya, who head the Finance, Power and Labour ministries. Sources who attended the meeting said that within 48 hours, the government will reach out again to unions with an offer that could help avert the strike. Banks, government offices and factories will be closed on Friday across the country, the unions have warned. Railway employees have so far not indicated they will join the shutdown, which means trains are unlikely to be affected. However, several state unions have said they back the strike, which could affect other public transport. The unions have since September last year been pushing for 12 major demands include raising the minimum wage from Rs. 9,000 to Rs. 18,000 per month. They are also opposed to the government’s recent loosening of rules for foreign investment particularly in sectors like pharmaceutical and defence, where, they say, national security could be compromised.

Taken serious note of Aug 12 incident: NSCN (I-M) DIMAPUR, AUG 29 (NPN): NSCN (I-M) has asserted that it has taken serious note of the August 12, 2016 Wokha incident, wherein its “officially designated tax collectors” were assaulted while “on duty” allegedly by a group of persons “with vested interest.” In a press release, secretary kilo affairs, S. Acharya on Monday said, with the signing of the frame work agreement between Government of India and NSCN (I-M) on August 3 last, it was “the right time to solve the protracted Naga problem under the dynamic leadership of Prime Minister Narendra Modi.” Acharya, in a statement issued through its PRO, said “now is the time to work together for a permanent peace in Nagaland and it is taking shape with the signing of Framework agreement with NSCN (I-M) and Government of India.” In this regard, Nagaland Governor, P.B. Acharya was also optimistic that the ongoing visit of the President of Myanmar, U Htin Kyaw to India would surely help the NSCN (K) group come to the table for talks. Meanwhile, Acharya has lauded the Konyak Union (KU) for their sincere appeal and efforts to make NSCN (K) re-consider the ceasefire agreement with the Central Government.

Gov, others condole Rev. Bizo’s demise

DIMAPUR, AUG 29 (NPN): Nagaland governor, P.B. Acharya, has expressed grief over the demise of Rev. L. Bizo, former Baptist Minister in Northeast India, who passed away on August 28, 2016. In his condolence message, Acharya said Rev. L. Bizo was a great preacher and social worker, who worked with various Baptist Churches not only in Nagaland but also in Northeast India. “A person that departs from the earth never truly leaves, for they are still alive in our hearts and minds, through us they live on,” he said. In his death, the governor said Northeast has lost a great missionary and he would always be remembered for his contributions to the people of Nagaland and Northeast. Acharya conveyed his heartfelt condolences to members of the bereaved family and prayed Almighty God grant them strength to bear the irreparable loss. He also prayed the departed soul rest in peace. DIMAPUR, AUG 29 (NPN): Mokokchung Town Lanur Telongjem (MTLT) on Monday agreed to unlock the offices of the power department in Mokokchung with immediate effect in the interest of the public. In a press note, MTLT president Imkummeren Jamir and MTLT grievances cell convener Aolong Imchen said the offices were unlocked in view of the written reply from Power secretary, produced before the MTLT on August 29 through DC Mokokchung. MTLT, however, cautioned the department that the secretary’s reply was not satisfactory. It said the offices were

unlocked with the assurance of cooperation from the department as well as “its acceptance of bearing the risk of expediting the matter.” Stating that this was “just a temporal goodwill gesture”, MTLT said any failure to execute the assurance would necessitate further drastic steps in the interest of the public. Further, MTLT said it has declared to the DC and the power department, Mokokchung that it would not withdraw its endorsement of the All Ward Union Mokokchung (AWUM) to withhold the electricity bill to the government from July 2016. “It also reiterated to whole-

Meanwhile, MTLT has furnished the details of power secretary’s response to its ‘Demand Charter for Power in Mokokchung’. 1. The 2.5MVA was upgraded to 5 MVA in October 2015. This is in line with the MTLT’s demand in 2015. 2. er System Improvement Project (NERPSIP) funded by GOI/ WB two (2) nos. Of 10MVA 33/11KV power transformer will be installed in Mokokchung. PowerGrid of India has been assigned to execute the project by Ministry of Power, GOI and not the State Power Department. Tendering process is going on and fully managed by PowerGrid of India. The State Power Department will write to PowerGrid to expedite the execution of the project. 4. With regard to the District Coordination Committee, Department of Power will take necessary follow-up action as required in compliance with the IE Act 2003. 5. The proposal for exclusive/dedicated transmission line for Mokokchung town is ideal but limited resource is an issue. 6. Detailed report will be shared as the same are being sought from CEs/Division Office with regard to sanction/ work order/payment of 50 lacs to Mecavo Power Works as alleged. ASU, LSU, ASC urges govt to review reservation policy DIMAPUR: Reacting against the statements on the imbroglio in NSEE-II selection of MBBS and BDS candidates for the session, 2016- 17, brought out by some organizations, three students’ organization, Angami Students Union (ASU), Lotha Students’ Union and Ao Students’ Conference (ASC) asserted that the reservation in professional and technical required urgent redressal. In a letter addressed to the chief minister, the three organizations expressed its opinion stating that to provide superseding merit would itself deft logic and the very purpose of medical profession. It said unless the reservation and quota policy was reviewed, it would murder professionalism and if of a dangerous trend especially in the field of medical science and many other technical subject matter as there are irrefutable factors which cannot be dealt as a

mere clerical responsibility. It added that with best intention, bearing in mind the welfare of the students whose career and future were placed at stake the three student organizations has registered its dissent on the recent MBBS and BDS issue which has been delayed so far, affecting the selected students. Heavy torrential rain causes road blockade DIMAPUR: Heavy torrential rain and landslide since last month has caused road blockade along the stretch of Kohima- Bokajan NEC road from 0 Km to 16 km via Ghotovi village. A press note by Lerie Panchayat Kohima chairman, James Liezietsu has appealed to fellow panchayats, and responsible parties engaged in sanitary management in their respective wards to take note and ensure that disposal vehicle is covered well and spillage of waste matter on the colony roads is avoided. It also stated that transportation of waste materials through Lerie colony during the rush hours from 7:30 am. to 9:30 am should be avoided and to instruct their drivers accordingly. DIMAPUR: PWD road via Losami to Phek that remained blocked due to heavy landslide since June 28 last has been opened. In a press release, Losami village council chairman Kezuwelo Akami stated that the blocked of the road caused untold suffering to many travelers. DIMAPUR, AUG 29 (NPN): District level science seminar was held Monday, at District Education Office (DEO) Dimapur under the topic “Pulses for sustainable food security: prospect and challenges” where a total of seven students participated in the competition. Speaking at the programme, Deputy District Education Officer (DDEO) Dimapur highlighted the importance of pulses. She mentioned that Pulses were important source of protein, high in fibre content and provides ample quantity of vitamins and minerals. “Pulses

contain more protein than any other plant and thereby they served as a low cost protein to meet the needs of the large section of people”, she added. She also mentioned that one should take care of the wastage of food by increasing the productivity. Amongla further encouraged the students to be confident. YOCW meeting held at Kohima DIMAPUR: Nagaland government on Monday held its second meeting for the ‘Year of Construction Workers (YOCW)’ headed by parliamentary secretary, Labour and Employment, Mmhonlumo Kikon as the convenor. YOCW is aimed “to train and equip the work-force for the state”. Mmhonlumo Kikon announced that a Nagaland C o n s t r u c t i o n A c a d e my would be launched. A certification curriculum for training of construction workers has also been designed by the government of Nagaland. The certificate course for construction workers would begin immediately and unemployed youths of Nagaland would be benefited. The committee will also meet with the NCSU for collaborating with the private partners. The YOCW is under the initiative of chief minister, T.R. Zeliang who had declared 2016 as the ‘Year of Construction Worker’ at the Nagaland Youth Summit held in March 2016 at Kohima. YOCW would prioritize skilling and encouraging the local youths of Nagaland in the construction sector and securing them 100% placement in the local market. The meeting was attended by chief secretary Pankaj Kumar, and chaired by M. Patton commissioner & secretary, Labour & Employment Skills Development & Entrepreneurship, M. Sangtam, director and other senior officers from the department represented the government apart from Zynorique Initiatives and YouthNet.

DIMAPUR: One-day sensitization and training on HIV & AIDS was held on August 24, for the officials of the department of Youth Resources and Sports at the conference hall of the directorate of Youth Resources and Sports at Kohima. The training was jointly organized by Nagaland State AIDS Control Society and directorate of Youth Resources and Sports. Director, department of Youth Resources and Sports, Asangla Imti said that youth were the most important section of population, and therefore the involvement of the department was essential in the fight against HIV & AIDS. Asangla said that the department of YR&S was the appropriate forum for

NSACS to co-ordinate and create awareness, and therefore requested the NSACS officials to work with five of the six wings under the department of YR&S, namely, the NSS, NYKS, Bharat Scouts & Guides, NCC, and the Music Task Force. Shillong, Aug 29: A court in Meghalaya on Monday recorded the statement of former Bangladesh minister Salahuddin Ahmed, who was arrested here for trespassing into India on May 11, 2015. “The court of first class judicial magistrate D Sohtun has recorded the statement of Ahmed under section 313 of CrPC. He (Ahmed) has submitted to the Court to allow him to submit his list of defence witnesses,” Public Prosecutor I.C.Jha said after the hearing. In the past hearings, the court had recorded the statement of ten witnesses; including two medical doctors from Civil Hospital. Ahmed, the communications minister during the government of BNP leader Khaleda Zia from 2001-06, was arrested on May 11 after people alerted authorities about some suspicious movements by a man in an area here. Police have registered a case against him under the Foreigners Act on charges of illegally entering India after he failed to produce his travel documents. He also did not have any papers to prove his identity and citizenship. Ahmed has been admitted in various hospitals here after his arrest besides at Medanta, Gurgaon for his various illnesses. His treatment outside Meghalaya was granted following the recommendation of a medical board from North Eastern Indira Gandhi Regional Institute of Health and Medical Sciences hospital which submitted a report to the court citing various health complications.

6 Cong MLAs recognised as Trinamool Congress

Ag artala , Au g 2 9 (IANS): Three months after six Congress MLAs in Tripura joined the Trinamool Congress, they were on Monday recognised as TMC legislators by the assembly Speaker. Trinamool leader Sudip Roy Barman, after the verdict of Speaker Ramendra Chandra Debnath, said the six MLAs are the second largest legislature group of the party in India after West Bengal which the party rules. The six MLAs, led by Barman, resigned from the Congress on April 7 and joined the Trinamool on June 7 in protest against the Congress pact with the Left parties in the West Bengal assembly elections. “Henceforth, all the six ex-Congress MLAs would be treated as All India Trinamool Congress MLAs,” Speaker Nath told reporters after a long waited legal and administrative process. He said: “The TMC as per rule of the assembly and Supreme Court verdict would not be reconginsd as opposition party in the house. Hence, there would be no opposition leader in the state. There can be group leader of TMC and Congress separately in the house. “The opposition parties from now onwards would not be able to raise no-confidence motion against the Left Front government and they also cannot move any adjournment motion as the TMC and Congress do not have the required one sixth strength in the 60-member house.” The Speaker’s decision annoyed the Congress. “The Speaker did not

follow the rules in recognising the Trinamool MLAs. He acted on a partisan way. Whether we would go to court challenging the decision depends on the decision of the party high command,” Tripura Congress President Birajit Sinha told reporters. Trinamool leader Sudip Roy Barman said the Speaker had acted as per the rules and verdict of the Supreme Court. Earlier, the Congress state president wrote a letter to the Speaker to de-recognise the six MLAs. The speaker said he had met the six MLAs individually and verified their signatures and necessary documents. Besides Sudip Roy Barman, other former Congress legislators who joined the Trinamool are Ashish Saha, Biswabandhu Sen, Diba Chandra Hrangkhawl, Pranjit Singha Roy and Dilip Sarkar. Another Congress legislator, Jitendra Sarkar, resigned from the Tripura assembly in April and rejoined the ruling Communist Party of IndiaMarxist (CPI-M). A former CPI-M legislator, Sarkar served as Speaker of the Tripura assembly twice in the past -- he had joined the Congress in March 2010. Meanwhile, Congress legislator and former opposition leader Ratan Lal Nath denied media reports that he was also joining the Trinamool. Subsequent upon the resolutions resolved for implementation the office bearers including both of you held a meeting on 6th August 2016, whereby both of you came with a message that the "respectable Nagaland Politician" wanted to meet LLRPO officials and settle the issue across the table. As such we agreed upon to reserve for publication of the said news and a time of 15 days was given to the Lotha Hoho for withdrawal of the Ex-communication notice. However, no initiations took place and the meeting went futile and on expiry of 15 days ultimatum served to the Lotha Hoho the LLRPO was compelled to published the news on 28th August 2016. Now therefore, on violation of the agreed terms and for breaching the CONSTITUTION by going against the PUBLIC RESOLUTIONS and the Office of LLRPO both of you are hereby impeached under Article 9 (b) & (e) of the LLRPO constitution for misuse of power and Authority, and for going against the interest of the organization with immediate effect. Henceforth, the office of LLRPO shall not be held accountable for any outcome that may arise out of your self proclaimed news.

DRDA and Block official Zunheboto visited Tichipami village under RD Block Suruhuto on 24th August. Various schemes such as MGNREGA,IAY and GIA were inspected. Project Director Shri. T Setsathong congratulated the village on being the best performing VDB in Zunheboto district. He stressed that schemes implemented should be utilised properly and they should set an example for other villages to follow. The villagers should appreciate RD department for spending lakhs of rupees for various assets created and should acknowledge the officers and staffs for their co-operation, involvement in village development. Easy living and easy earning should not be followed. The village should take up schemes of income generation such as Cardamom and Kiwi plantation as the village is fertile. WB renamed as ‘Bangla’ in Bengali, ‘Bengal’ in English

Kolkata, Aug 29 (Agencies): The West Bengal Assembly on Monday passed a resolution for renaming the state, weeks after a proposal in this regard was put forward by Chief Minister Mamata Banerjee. According to news agency ANI, West Bengal will now be called ‘Bangla’ in Bengali, ‘Bengal’ in English and ‘Bangal’ in Hindi. The proposal was approved by the special session of the West Bengal Assembly, which was convened on August 26 to discuss the renaming of the state. “We have taken the decision. Bangla and Bengal. We had told the Centre to please accept the decision of the assembly. We would like it to be passed in Parliament next session,� Banerjee said after a resolution was passed in the assembly. Stating that the Left had opposed the name-change, she added, “The Left also tried to get the name changed, they failed. They are now opposing the name change...Those who have opposed the move, history will not forgive them.� Earlier, major metros like Gurgaon and Bangalore had been renamed. Sexual intercourse by man with wife not rape, Centre to HC

N e w D e l h i , Au g 2 9 (IANS): The Union government on Monday defended, before the Delhi High Court, the Indian Penal Code provision that says sexual intercourse by a man with his own wife, who is not under 15 years of age, is not rape. A division bench of Chief Justice G. Rohini and Justice Sangita Dhigra Sehgal was told by the government, through an affidavit, that “exception 2 (to Section 375 IPC) deals exclusively with private affairs of husband-wife based on traditional social structure and hence can’t be said to be unconstitutional and violative of Articles 14 to 21 of the Constitution�. Section 375, which defines “rape� also contains the exception provision which states that the rape law would not apply to assault or sexual intercourse by a husband on his wife who is above 15 years. The government admitted before the court that “although the age of consent is 18 years and child marriage is discouraged, marriage below the permissible age is avoidable but not void in law on account of social realities. It is submit-

ted that the social, economic and educational development in the country is still uneven and child marriages are taking place.� The affidavit also stated that it has been “decided to retain the age of 15 years under exception 2 of section 375 Indian Penal Code so as to give protection to husband and wife against criminalising the sexual activity between them�. The affidavit of government also pointed out that legal prohibition on marital rape must also be accompanied by “changes in the attitude of the prosecutors, police officers and those in society generally�. The government’s response came on a PIL filed by NGO RIT Foundation challenging Indian Penal Code’s section 375, saying it does not consider sexual intercourse of a man with his wife as rape. The plea has said that the law as it stands today amounts to a state-sanctioned license granted to the husband to violate the sexual autonomy of his lawfully wedded wife and is therefore, a violation of the Right to Privacy guaranteed to the wife under Article 21 of the Constitution.

Rs 2000 cr for people displaced from PoK NE W D EL H I , Au g 2 9 (Agencies): With Prime Minister Narendra Modi pitching for the rights of those living in Pakistan-occupied Kashmir and Gilgit-Baltistan regions of Pakistan, the government has proposed a Rs 2,000-crore package for people displaced from PoK living in India. The home ministry is expected to place the details of the package before the Cabinet for approval soon, senior ministry officials said. It is learnt that J&K government has identified 36,348 such families which will get around Rs 5.5 lakh each. Refugees from Pakistan, mostly from PoK, were settled in different parts of Jammu, Kathua and Rajouri districts over a period of time. They do not have the status of permanent residents. Some of the families were displaced during partition in 1947, and others during the 1965 and 1971 wars with Pakistan. The displaced people can cast their votes in Lok Sabha polls but not in the elections to the Jammu & Kashmir assembly. Jammu and Kashmir Sharanarthi Action Committee (JKSAC), an organisation representing the displaced people of PoK, has maintained that the package should not be seen as final settlement as Rs 9,200 crore was required to settle all of them. The NDA government had in January 2015 approved certain concessions for refugees from Pakistan settled in J&K after considering their problems. These includes special recruitment drives for induction into paramilitary forces, equal employment opportunities in the state and admission for children of refugees in Kendriya Vidyalayas.

At the most, it will be used in rarest of rare cases. We cannot make our security forces a sitting duck,� said a top government official.

Chikungunya cases in Delhi jump to 423 New Delhi, Aug 29 (PTI): Chikungunya cases in Delhi have shot up to 423, a massive rise in the figure released by civic authorities, who had reported just 20 cases till last week. According to a municipal report released today, 423 cases have been diagnosed in the national capital till August 27. Safdarjung Hospital has reported nearly 250 cases till August 29. “Chikungunya cases have spiked in the city. We are getting more and more patients with its symptoms. Till August 29, our hospital has reported 246 cases,â€? Medical Superintendent of Safdarjung Hospital A K Rai told PTI. At the AIIMS laboratories, which get blood samples from Delhi and other parts of the country, 362 samples were tested positive for chikungunya during July to August 20. “Out of 133 samples sent to our labs, 83 were tested positive in July and this month till August 20, out of 502 samples, 279 tested positive for chikungunya,â€? Department of Microbiology at AIIMS, Lalit Dar, had earlier said. The South Delhi Municipal Corporation (SDMC) which compiles the vectorborne disease cases report on behalf of all civic bodies, had pegged the total number of cases till August 20 at 20. Chikungunya is a viral illness and its symptoms are similar to those of dengue, which include high-grade fever, severe joint pain, muscle pain and headache and joint swelling. Fact of the matter

here has been much criticism and leading to the point of issuance of an ultimatum on the present T.R. Zeliang-led DAN ‘all-party’ government to restore suo moto ‘powers’ of the State Vigilance Commission (SVC). The state government was slammed for virtually diminishing/curtailing the powers of the State Vigilance Commission (SVC) purportedly by the June 8 resolution, by which the cabinet removed ‘suo moto’ powers of the Commission. Further, it was also claimed that the amended provision has kept private individual or private firms “immune from the purview of Vigilance Commission” and thus, defeating its very purpose. The SVC had indeed attempted to do much and it had succeeded in registering and charge sheeting several of those involved. In fact the website of the SVC provides details on the total number of cases registered and the total number which ended in conviction. The SVC was formed in 1976, in line with the Central Vigilance Commission (CVC) which was established earlier in 1964. In a suo moto notice, a court takes suo moto action, meaning it starts a legal process on its own. This suo moto action has to fulfil the requirements. Generally, cognisable offence means a police officer has the authority to make an arrest without a warrant and to start an investigation with or without the permission of a court. Offences such as rape, murder or dacoity or theft etc. are considered cognisable offences. By contrast, in the case of a non-cognisable offence, a police officer does not have the authority to make an arrest without a warrant and an investigation cannot be initiated without a court order. With regard to the contention that the state government through the June 8 order, had also removed private individuals or private firms and made them “immune from” or out of the purview of the SVC; there appears to be some confusion about the actual role and powers of the SVC. The Commission cannot usurp the role of the police as each branch has to function within its own rule and regulation. There cannot be a power struggle between two important branches of the executive. In a way, the roles of the SVC and CVC is like that of the Election Commission of India and the State Election Department. In Nagaland, corruption is no longer a dirty word and that also includes all government departments whether autonomous or semi-autonomous. However, on the issue of suo moto power, there have been mammoth scandals in several government departments in recent years and most of which had also been disclosed and tabulated in the report of the Comptroller and Auditor General (Nagaland state). Interestingly, in a number of cases mentioned in the CAG report (allegedly also involving VVIPs) the suo moto was given the go-by. The fact of the matter in Nagaland, is that high profile VVIPs have never been tried for offences while the smaller fries are frequently made examples as “deterrent”. Corruption hasn’t dropped when suo moto power supposedly was exercised and does not promise to rise because suo moto power was removed. Corruption will continue because the real culprits, seem immune from the clutches of the law in Nagaland. The demand should be to pass the Lok Ayukta bill pending in the assembly. In this, all well meaning citizens must ensure that it will not be diluted by pressure groups but conform to the highest principles of independence and manned by persons with impeccable and unimpeachable integrity.

n the beginning the communitisation programme covers all elementary schools in the rural areas of the State. Emboldened by the success of the programme in the rural areas, it has been extended to the urban areas where Ward Education Committees (WEC) has been constituted. With the coverage of the urban schools the entire elementary education sector in the State comes under the ambit of communitisation. The Communitisation programme has also been gainfully dovetailed with the Sarva Shiksha Programme (SSA) and has become an ideal vehicle for its effective implementation since SSA is for universalization of elementary education. However, literally speaking High schools does not come under the ambit of communitisation of elementary education in Nagaland unless the government enacts some new law or amend the existing communitisation Act 2002. Therefore, without some changes in this Act, the VECs are literally powerless as long as High school is concerned because through the act of communitisation of elementary education, VEC gets its power and functions which are given below: • Enforcement of “No work, no pay”. • Improve Community participation. • Strengthening of Parent Teachers Association. • Stress on quality education. • Dropout students are re-enrolled. • Bogus teachers identified and weeded out. Ducklings go through a rapid learning process, called imprinting, shortly after birth — it’s what allows them to identify and follow their mothers. These findings show that ducklings use abstract relationships between sensory inputs like colour, shape, sounds and smell to recognize their mothers – meaning that an animal baby can learn relationships between concepts without training. s per the report of the United Nations, India rank first with the largest youth population in the world, infact which is a proud time for us, a time when our economy is in a crucial stage. Young people are the innovators, creators, builders and leaders of the future (tomorrow-as we often refer to). In this largest youth population country we the young Nagas also represent a portion and we are a part of it, a part of that strength. We will be the pillars of our government, our churches and societies and that leadership will be determined on how young people act and live today. We cannot expect a better tomorrow if we are messing today be it in political field or any other. We will be who we are today. Nagas as we all can see it and hear everyday are in chaos and everything seems wrong if we look around. Nothing seems to be in its proper track. To name a few which are basic to our modern life are in a way denied. For instance, are there any good roads in Nagaland where you and I can travel without hitting your head on the roof of your car? Is there any place in Nagaland where you can at least charge you cell phone up to 10% without being disturbed by electricity? Is there any government office where corruption doesn’t exist? Can we really find a true political leader who truly cares for the people? Here I do not intend to generalize the whole issue(s) rather to provoke every right thinking citizen to ponder upon those pertinent issues that threats the very existence of our society and which hampers the growth of our State. Social media is playing a vital role in educating and sensitizing about the happenings of our state which is appreciated. However, many turn to be just a mouth piece and an empty vessel in barking aimlessly without giving an iota of praxis; they become just the social media doers/speakers and so it don’t happen in the real world. And those people will never change the world which they proudly shout at in the virtual reality world. Today, with the issues and awareness being circulated through printed media as well as social networking, many young people are raising their voice be it in political, churches, educational institutions or in any other field where transparency and sincerity is neglected even to the extent of lies turning to truth and vice-versa. Let us quit this blame game and work for a common good be it the politicians, bureaucrats, church leaders or the common people. Young people has a greater task ahead of us in cleansing this mess that burdens our society to the core and that task is to genuinely with courage raise our voice together against any corrupt leader(s) or to any corruption which are visibly hidden in our society. Our strength in standing for truth will bear good fruits tomorrow but if we are complacent in our own comfort zone and be still since something does not affect you/us as of now then it will bounce back to you/us sooner or later with regrettable outcome. There is hope for tomorrow in the young people- a hope with no back door appointments, a hope of not taking money during election, a hope where politicians and bureaucrats are transparent in their work with commitment working for the people and not for his/her kins alone, a hope where we can travel in good road, a hope with good basic facilities for the people, a hope where you and I don’t have to buy a job but compete, a hope where tribal-ism does not poke in every issues, a hope where there is no extra taxation being levied even before a business is established and a hope where young people toil with sweats for their lives. Let us fight for a better Nagaland, a place where you and I will proudly say that I am a Naga. Depression and Anxiety being the most common can happen to just about anyone. It is not a question of weakness under any circumstance and should not be treated as such. The causes can vary from addictions to phobias to just about our basic attitudes. From life events and circumstances to daily basics like sleep and diet. Rengma Hoho demand for district

In 1963 Nagaland was granted statehood and Nagaland government became a father of the state. The father had 12 sons. From 1963-2016 it has been 53 years of statehood. Within this span of time government of Nagaland, the father had established his 11 older sons their homes and upgraded their districts. But the 12th youngest son has still not been established till date. The youngest son is lamenting. If the youngest son is omitted and not established then there will always be murmuring and complaints against the father. He will not obey nor respect his father. In this case, the family will have no peace as there would always be disturbances, whereby the family would fall and would not be able to stand strong. It is a well known fact that from time immemorial, Rengma tribe is also one of the indigenous tribe of Nagaland from the very beginning. Therefore Rengma Hoho has become restless and demanding for upgradation to district from sub-division as their legitimate right. If this is denied then they would resort to agitation as is well known by all that agitation is not a good sign. It would result in law and order problem as national highway passes through Tseminyu sub-division in Nagaland. Therefore people in general and government in particular would face untold hardships. Who is to be blamed? Nothing in impossible with the government of Nagaland which is like second to God except to obtain one’s salvation. Therefore, government should look into the demand of the Rengma people seriously and solve the problem before it goes out of control. No government can stay secure for long without peoples’ cooperation. It is not for the writer to put forth this suggestion and he is not against or for anybody. Patients to give feedback about services at hospitals

Tirupati/New Delhi, Aug 29 (PTI): From now on, patients visiting government hospitals will be able to give their feedback on the quality of services at the facility including cleanliness. Union Health Minister J P Nadda today launched “Mera Aspataal” (My Hospital) initiative which aims at empowering the patients by seeking their views on quality of experience in a public healthcare facility. “Patient satisfaction is the ultimate test for assessing quality of services, provided by a healthcare facility. To further build upon the gains so far, we are now making a paradigm shift and expanding the programmes from grassroots upwards to build the continuity of care,” Nadda said while launching the new initiative. T h e i n i t i a t i ve w a s launched at the third National Summit on ‘Good and Replicable Practices and Innovations in Public Health Facilities’ at Tirupati in Andhra Pradesh. 5-year jail, fine for misleading ads

New Delhi, Aug 29 (PTI): Celebrities endorsing misleading advertisements can be jailed for up to five years and face a fine of Rs 50 lakh under a new draft law, which will be taken up by a group of ministers tomorrow. The Centre in August last year had introduced the Consumer Protection Bill 2015, in Lok Sabha, to repeal the 30 -yearold Consumer Protection Act. A Parliamentary Standing Committee submitted its recommendations in April. After studying the panel’s report, the Consumer Affairs Ministry has accepted some key recommendations such as provisions for fixing liability on celebrities and stringent punishment for adulteration, among others. According to sources, the Department of Consumer Affairs has received comments from other ministries on the draft law. Almost all the ministries are in agreement on the proposed provision to impose hefty penalty and imprisonment to celebrities endorsing misleading advertisements as well as those involved in adulteration. A group of ministers, headed by Finance Minister Arun Jaitley, is scheduled to meet tomorrow to discuss the changes proposed by the Consumer Affairs Ministry in the draft law before placing it for the Cabinet approval.

New Delhi, Aug 29 (PTI): Seeking US investment in the Rs 40,000-crore NIIF, Finance Minister Arun Jaitley today said there is need to further increase bilateral trade between the two countries. US Secretary of Commerce Penny Pritzker, in her meeting with Jaitley, too said the US wants to institutionalise the trade relations between the two countries to give it an impetus. There is “a great potential to increase the bilateral trade among the two nations”, she said. During the meeting, Jaitley drove home the point that many Indian states are growing at 10-11 per cent and offer opportunity for US investment. “Both the leaders discussed issues relating to bilateral trade and measures to increase the trade,” said a finance ministry statement. Appreciating the passage of the Goods and Services Tax (GST) Bill by Parliament, Pritzker hoped that it will boost economic activities in India. “The trade dialogue by the state chief ministers with different US authorities can be given a structured shape in

Mamnoon Hussain Islamabad, Aug 29 (PTI): Pakistan President Mamnoon Hussain today asked the newly elected president of PoK to “highlight the Kashmir issue at every international fora”. Felicitating President of Pakistan-occupied Kashmir (PoK) Masood Khan here, Hussain said Pakistan will “continue its moral, political and diplomatic” support to Kashmiris for their right to self-determination. He expressed hope Khan will “utilise his experiences and abilities to highlight the Kashmir issue at every international fora”. The development comes two days after Pakistan Prime Minister Nawaz Sharif appointed 22 lawmakers as envoys, who would visit key world capitals to highlight alleged Indian atrocities in Kashmir. He added that Pakistan strongly condemns the “brutal violence” of Indian security forces in Kashmir, Radio Pakistan reported. Khan thanked Hussain for his keen interest in the PoK affairs during the meeting that also discussed the overall situation of the region.

Singapore, Aug 29 (AFP): Singapore clinics today reported more Zika infections, bringing the suspected total to 50, as mosquito-fighting teams saturated the scene of the outbreak. Inspectors from the National Environment Agency checking for mosquito-breeding sites visited homes in the eastern Aljunied Crescent district where 41 cases - mostly foreign workers at a condominium construction project - have been confirmed. Nearly all have recovered but nine more suspected cases of Zika virus infection - both citizens and foreign workers - were reported today by two community clinics, local media said. Islamabad, Aug 29 (PTI): Pakistan’s Supreme Court today dismissed appeals of at least 16 terrorists, including those convicted for the Peshawar school carnage and sentenced to death, by the special military courts, the first time the apex court has ruled on the legality of cases tried by the army. The Supreme Court in its 182-page decision ruled the appellants had not proved that the military violated their constitutional rights or failed to follow procedure. The decision is major blow to lawyers and civil society activists who had been struggling to reverse the convictions by the military courts. A f ive - m e m b e r f u l l bench, headed by Chief Justice Anwar Zaheer Jamali, had reserved judgement on the appeals of the convicts on June 20. The terrorists were convicted for the involvement in the Army Public School Attack in Peshawar, Parade Line bombing in Rawalpindi, the Bannu jailbreak and attacks on army convoys and installations. They were tried by special military courts set up after Peshawar school attack for speedy trial of rebels. It is not known when they were convicted and where the trial was held as such courts work at secret places due to security issues.

Dhaka, Aug 29 (PTI): Bangladesh police today shot dead a commander of outlawed militant outfit Jamaat-ulMujahideen, who was involved in an attack on a temple and a bid to kill an Italian priest last year, along with his aide during a raid on their hideout. The two militants of the banned Jamaatul Mujahideen Bangladesh (JMB) were killed in a shootout with police in Bogra district’s Sherpur Upazila at around 4 AM. Khalid Hasan alias Badar Mama, 30, of Chapainawabganj, was JMB’s northern region military wing commander. The other was identified as Ripon, 25, of Rajshahi. The gunfight broke out between the police and militants after police raided the area following a tip-off. “Sensing police presence, the militants started firing. Police returned fire. Two persons were injured in the gunbattle,” Bogra’s Senior Assistant Superintendent of Police Gaziur Rahman was quoted as saying by bdnews24. com. The two were taken to a nearby hospital where doctors declared them brought dead. Two police officers were also injured in the shootout. 17-yr old arrested for hacking SL president’s website Colombo, Aug 29 (PTI): A 17-year-old schoolboy from Sri Lanka’s central provincial town of Kadugannawa was today arrested on charges that he had hacked into President Maithripala Sirisena’s official website. The arrest was made following a complaint by the presidential media division, police said. The website was hacked two days in a row, on Thursday and Friday. The website went offline after the second attack. Soon after the incident, the CID was tasked with carrying out the investigation with the assistance of the Sri Lanka Computer Emergency Readiness Team, local media reported. Staff Reporter D I M A P U R , AU G 2 9 (NPN): The 4th North East Zone Shooting Championship (NEZSC) begun at Aries Sports Complex, Bamumpukhuri-I, Dimapur, Monday following the opening ceremony with National Rifle Association of India (NRAI) honorary secretary and Manipur Rifle Association senior president M. Rajendra Singh as the chief guest. In his speech, Singh said the first NESZC was held in Mizoram with an aim to promote shooting sport not just in the North Eastern region but also in the whole nation. Recalling the performance of the national shooters in the recently concluded Rio Olympics as ‘very unfortunate’, Singh said although the country could not win any medal in the game, it had

learnt a very good lesson. Basing on the outcome of the Rio Olympics, Indian Prime Minister, Narendra Modi had taken a drastic step by forming the ‘Task Force’ to help the talented and worthy athletes which includes shooters and sportsperson of various disciplines and groom them for the Tokyo Olympics, Singh said. The Task Force is already functioning under the direct supervision of the Prime Minister, he added. Recently four sportspersons including shooters Jitu Rai were conferred the nation’s highest sporting award ‘Khel Ratna’ and therefore NEZSC is conducted in order to build up shooters for such awards. “The government of India has taken a serious step in order to breed shooters and other sportsperson so that they

can win international medals especially in Olympics” Singh said. He urged the gathered shooters to take full advantage of the internet and other easily accessible tools where they could learn the tips and instructions to compete in the international level and also hire coaches as well. Singh disclosed that NRAI was now supplying arms and ammunitions which were of international standard and could greatly enhance the performance of the shooters. The country is coming up with big schemes to improve the sports infrastructure, arms, ammunitions etc. and therefore it is the duty of the state managements to bring the schemes so that there we can bring up more shooters eligible for the Tokyo Olympics, Singh said. Adding that shooting

was such a sport where coordination of the body and mind was of utmost importance and that some players were not aware of the importance of physical fitness, Singh urged on the respective coaches to pay more attention to the lacking area. He also cited that some players had started practising Yoga in order to improve their performance and better coordination of the body and mind. Singh congratulated the organizing committee for the wonderful job and wish more players would come up from the state of Nagaland. He also urged the players to give their best in their chosen games and wished all the players success. Lauderhill, Aug 29 (IANS): The second match of the two-match Twenty20 International (T20I) between India and the West Indies here on Sunday was called off due to rain, leading to the latter clinch the cricket series 1-0. After bowling out the West Indies for 143 in 19.4 overs, India were 15/0 in two overs when the dark clouds hovering over Lauderhill opened up, interrupting the play. Even though the rain stopped, wet outfield meant that the match couldn’t be resumed. It resulted in the match being called off and the West Indies bagged the series, thanks to their one-run win in the first match on Saturday at the Central Broward Regional Park Stadium Turf Ground. In the second match, India’s bowlers showed marked improvement bowling out the West Indies for 143 in 19.4 overs and the team looked very

much in contention to share the honours in the series. the State. Temjenyanger became the fastest man in Kohima while Siponglemla won the running race female category and received Nike gift vouchers from Tribal Group. Chadi came out as the runners up. While in the female category, Kelhousenuo Khruomo became the champion beating Stella Ngullie (Runners up) in the final round. Two of the fittest men, Temjennukshi from Mezhur Higher and Lekolo Ritse from Kohima Science College hit a tie breaker with 63 full pushups each under one minute in the first round. In the fi-

nal round, Temjennukshi became the champion with 70 push-ups in one minute, while Lekolo was announced as the runner up and won gift vouchers from Skechers. Dr. Khyobeni Mozhui, a neuro scientist specializing in genetics research who is currently working in Memphis University, United States also took part in the fitness competition and won the push-ups female category with 37 pushups under one minute. Sindhu, Sakshi and Dipa conferred Khel Ratna

(PTI) New Delhi, Aug 29 (PTI): It was a celebration of woman power in sports as Olympic stars PV Sindhu, Sakshi Malik and Dipa Karmakar were today conferred India’s highest sporting honour -- the Rajiv Gandhi Khel Ratna -- along with shooter Jitu Rai in a gleaming awards ceremony at the Rashtrapati Bhawan here. For the first time in the history of National Sports Awards, four athletes were chosen for the Khel Ratna honour, owing to the three girls’ superlative show at the Rio Olympics. In 2009, three athletes - boxers Vijender Singh and M C Mary Kom and wrestler Sushil Kumar - had been given this award together. Shuttler Sindhu won a historic silver in the women’s singles, Sakshi won India’s first ever medal (bronze) in women’s wrestling while Dipa grabbed a piece of history for herself with a fourth place finish in artistic gymnastics with her now famous Produnova vault.

Shooter Jitu Rai was always a contender after consistently producing medalwinning performances in the last two years, including gold at the Asian and Commonwealth Games along with a silver at the World Championships. The four Khel Ratnas, who were greeted with a loud round of applause when they walked up to receive their awards from President Pranab Mukherjee, received a medal, certificate and cash prize of Rs. 7.5 lakh each. Also honoured were 15 Arjuna awardees who received statuettes, certificates and award money of Rs.5 lakh each. Long distance runner Lalita Babar, who finished a creditable 10th in the 3000m steeplechase in the Rio Games, boxer Shiva Thapa, only the third Indian to win a World Championships medal last year, and hockey players VR Raghunath and Rani Rampal were among those who received the Arjuna award. ane, who was also selected for the Arjuna Award, missed out on the ceremony as he is in the United States with the Indian team for a Twenty20 series against the West Indies. Teen Javelin thrower Neeraj Chopra, the first Indian athlete to become a world champion at any level with a gold medal at the U-20 World Championship, was also among the Arjuna winners this year. Goalkeeper Subrata Paul was the lone footballer in the list of Arjuna awardees, which also included shooter Apurvi Chandela and wrestler Vinesh Phogat. Vinesh received her award while seated on wheelchair as she is recovering from a knee injury sustained in her second-round bout during the Rio Olympic Games. This year’s Dronacharya Award was conferred upon six coaches, the most notable among them being Dipa’s coach Bishweshwar Nandi and India Test team captain Virat Kohli’s mentor Raj Kumar Sharma.

Delhi Dynamos retain Frenchman Malouda for ISL N e w D e l h i , Aug 2 9 (IANS): Delhi Dynamos FC on Tuesday retained the services of former French international Florent Malouda for the upcoming third edition of the Indian Super League (ISL) football tournament. Malouda will be their marquee player for the tournament. He was on loan at the Wadi Degla FC in the Egyptian Premier League club and will return for his second stint with Dynamos, according to a release. Malouda featured in 16 games last year and provided eight assists for goals on their way to the semi-finals. DDFC president Prashant said, “Florent is a team player and he was an integral part of us reaching all the way till the semi-finals last season. His leadership both off and on the pitch is commendable.” Malouda sounded equally enthusiastic about his fresh venture. “I am very excited to be back in India. It was a wonderful experience for me to play in the league last year and enjoyed it a lot. It was for the first time that I played outside Europe and to be honest I enjoyed it a lot,” Malouda said in the release. “We had a very good squad last season and it was sad that we had to bow out of the tournament in the semis.
