Trump issues warning to N. Korea

WASHINGTON/UNITED NATIONS, AUG 29 (AGENCIES): President Donald Trump said Tuesday that “all options are on the table” in terms of a U.S. response to North Korea’s launch of a missile over Japan, reports AP. In a terse, written statement Tuesday, Trump said that with the missile launch North Korea has “signaled its contempt for its neighbors, for all members of the United Nations, and for minimum standards of acceptable international behavior.” “Threatening and destabilizing actions only increase the North Korean regime’s isolation in the region and among all nations of the world,” Trump said. “All options are on the table.” Trump later told reporters, “We’ll see, we’ll see” when asked what he would do about North Korea. In a first, North Korea on Tuesday fired a midrange ballistic missile designed to carry a nuclear payload that flew over U.S. ally Japan and splashed into the northern Pacific Ocean,

officials said. The aggressive launch over the territory of a close U.S. ally sent a clear message of defiance as Washington and South Korea conduct war games nearby. Trump’s statement implies that military action remains an option in resolving the standoff over North Korea’s development of nuclear weapons that could threaten America. But a U.S. military strike against North Korea is considered highly unlikely. North Korea has the world’s largest standing army and a massive conventional weapons arsenal that can easily target the South Korean capital of Seoul and its metropolitan area of

filiation, or geographical location, to be prepared to wage the moral battle, if the government failed to heed to the people’s demand. “It will require each of us to set aside our differences and stand united as one,” ACAUT added. The collective resolve would ultimately decide which side prevails: “the sane demands of the Naga people or the selfish interest of the most corrupted Naga government in history,” ACAUT said. It also said that since the decisive battle in the ‘War Against Corruption’ is at hand, the process to cement people’s efforts to reclaim Nagaland was already underway. It has appealed to the present generation, particularly those living in towns and districts head quarters, to stand up for the people in the hinterland who would be

counting on them. Further, ACAUT advised the state government “not to test the patience of the people and fool around but to wisely heed to the demands of the people before the deadline expires.” At the end, the people are only demanding their constitutional right to live in dignity, it said. Meanwhile, ACAUT has expressed sincere gratitude to all the organizations and individuals for taking part in the historic rally, as well as the full-hearted adoption of the 7-point public resolution. Being a people’s movement, ACAUT said the rally was held with the sole intention to give platform to different voices and act as a channel to facilitate the voice of the people. ACAUT also said it would always continue to welcome those who stand for Naga solution or are against corruption.

NEW DELHI, AUG 29 (NPN): Politics in Nagaland has come to a crucial stage where the ruling government has 36 out of 47 legislators either expelled or suspended from the NPF by party president Dr. Shürhozelie Liezietsü and also facing the prospects of disqualification proceedings initiated against them for voting against the party whip during the July 21 vote of confidence. To add to the political confusion, the strident demand made by various organisations such as the Nagaland Tribes Council (NTC) and also the public resolution at the August 25 ACAUT public rally in Dimapur that the Governor /Government of India remove/terminate all posts deemed as unconstitutional by the Supreme Court (as

No report of influenza A H1N1 virus in Nagaland: H&FW deptt Correspondent

KO H I M A , AU G 2 9 (NPN): State Health and Family Welfare (H&FW) department on Tuesday denied the purported detection of influenza A H1N1 virus in the state, saying there was no such report of the virus becoming endemic in the state. Influenza – A (H1N1), earlier know as swine flu, was first detected in Mexico in April, 2009 Speaking to the media here Tuesday afternoon, Dr. John Kemp of the Integrated Disease Surveillance Project (IDSP) H&FW, informed that one of the patients admitted to a hospital in Dimapur last week was shifted to a hospital in Guwahati (GNRC) from where she was tested positive of the H1F1 virus. Dr. Kemp said that since the matter was reported from outside the state, there were no threat in Nagaland and asked the public not be alarmed with such reports. He stated that Influenza A H1N1 virus was no longer a new virus but

considered as a common flu, which was seasonal and self-limiting. Dr. Kemp said that while most swine flu cases would be mild, persons with chronic medical conditions such as diabetes, heart diseases, cancer and other immune-compromised conditions, adults over 65 years of age, children under 5 years and pregnant women were at higher risk for acquiring severe illness. Referring to a health advisory issued by the H&FW department, Dr. Kemp said mortality due to Influenza A H1N1 among the said high risk groups could also be prevented by early diagnosis and prompt treatment. Maintaining that the state was so far free of the virus, Dr. Kemp, however, said that any suspicious symptoms/cases should be reported to the nearest identified health facility for confirmation and treatment. The symptoms of swine flu in people are similar to the symptoms of regular seasonal flu and include fever, cough, sore throat, body aches, head-

ache, chills and fatigue. Some people have reported diarrhea and vomiting associated with influenza-A (H1N1) Flu viruses are spread mainly from person to person through droplets created while coughing or sneezing by a person infected with the influenza-A (H1N1). According to sources, the person from Nagaland was suspecetd to have been infected with H1N1 virus, was being treated in Guwahati. Meanwhile, the H1N1 virus has claimed over 1,000 lives so far this year, which is four times more than deaths recorded last year, with a total of 22,186 cases reported across the country till now, data from the Union health ministry revealed. Like other strains of the flu, H1N1 is highly contagious, and spreads quickly from person to person. It was declared a pandemic in 2009 by the World Health Organisation. It has been found that this new virus has gene segments from the swine, avian and human flu virus genes.

ACAUT demands implementation Nagaland’s complex and confusing politics of Aug 25 public rally resolution

D I M A P U R , AU G 2 9 (NPN): ACAUT has appealed to the state and central government to implement the historic 7-point resolution adopted during the mass public rally on August 25 at Dimapur. If sincerely implemented, the state can transform into an oasis of peace, development and prosperity, ACAUT said. ACAUT particularly appealed to the state government to institute the Nagaland Lokayukta and terminate all backdoor appointees which were done in total violation of High Court order. However, ACAUT said “in case the state government refuses to do so, it should be prepared for full-blown state-wide agitation.” Therefore, ACAUT D I M A P U R , AU G 2 9 has called upon every Naga(NPN): As part of the Na- irrespective of clan, tribe, galand Emergency Prepared- denomination, political afness Exercise (NEPEx), the Nagaland State Disaster Management Authority (NSDMA) would conduct a mega mock exercise all over the state on Wednesday. about 25 million people. Tr ump and Prime Minister Shinzo Abe of Japan conferred by telephone over the latest missile test. The White House said the leaders agreed that North Korea poses “a grave and growing direct threat” to the United States, Japan, South Korea and countries around the world. “President Trump and Prime Minister Abe committed to increasing pressure on North Korea, and doing their utmost to convince the international community to do the same,” the White House said. Abe said in a statement that “Japan’s and the U.S. positions are totally at one.”

Washington’s UN ambassador Nikki Haley said today that “something serious has to happen” following North Korea’s missile test over Japan. “It’s unacceptable,” Haley said. “They have violated every single UN Security Council resolution that we’ve had, and so I think something serious has to happen,” she added, giving no specifics. Washington and Tokyo called for an emergency UN Security Council meeting, set to convene at 2100 GMT to discuss the crisis. The United States, along with Japan had called for an emergency security council meeting this afternoon. “We are going to talk about what else is left to do,” Haley continued, saying that “no country” should have missiles flying over a nation of 130 million people like Japan. “I think we have a lot to talk about today. So with all of our partners, what we hope is that China and Russia continues to work with us, like they have in the past on North Korea -- but I think enough is enough,” Haley declared.

schools has been on a rise leading to “hollowing” of state-run schools. High rate of teacher absenteeism, limited time spent on teaching when the teacher is in class and generally poor quality of education are among important reasons for this emptying out. Outcomes are worse in government schools than in private schools, it said. “A working group should be set up with states participation to explore and pilot other bolder experiments by interested states. These could include education vouchers and local government led purchasing of schooling services. “PPP models could also be explored where the private sector adopts government schools while being publicly funded on a per child basis. This may provide a solution to the problems of schools that have

hollowed and are incurring massive expenditures,” the Niti Aayog recommended. During 2010-2014, public schools increased by around 13,500 in number but total enrolment in them fell by 1.13 crore. In parallel, private school enrolment rose by 1.85 crore. This shift has been accompanied by hollowing of an alarmingly large number of public schools, the report said. As per statistics cited in the report, there were about 3.7 lakh state-run schools with less than 50 students in 2014 -15, which is around 36 per cent of total number of public schools. The report also highlighted that even though there is a manifold increase in the government spending on public schools, results are very disappointing. “There are about 1 lakh such schools which have less than 20 students en-

rolled in it and the government spending on every teacher’s salary is Rs 9,440. The government is spending Rs 80,000 every year on every single child in such schools,” the report said. Suggesting corrective measures to improve deteriorating education system, the think tank said, “The government must focus on school leadership, administrative tenure, basic monitoring by administrators to resolve school level issues such as teacher absenteeism, and transparency in teacher appointments and postings.” “In terms of regulation, states should regulate only based on outcomes and transparency requirements, not through regulating inputs like library, fees and playground. Both private and government schools should be regulated in the same way,” the Aayog stated.

per its July 26, 2017 judgment). The posts include 26 legislators appointed as parliamentary secretaries (status of ministers of state) and nine advisers (status of cabinet ministers). These developments have also added to the feeling of uncertainty in the minds of public as to what could happen. The litigations between within the NPF groups owing loyalty to the party president Dr. Shürhozelie and the other under Lok Sabha MP Neiphiu Rio over which group is the real NPF. This has also created a peculiar situation where the NPF party has no government and the government has no party. The legislators in the ruling government comprise of 36 NPF (excluding the Speaker), seven independents and four BJP. Those outside the government include 11 NPF and

one independent. There is also the possibility of Modi deciding to announce a solution to the Naga issue before the election schedule by FebruaryMarch 2018. If that happens then election could be postponed and an “interim government” put in place to implement the clauses of such an agreement. However, government of India’s Interlocutor to the Naga Peace Talk R.N. Ravi had clarified to Nagaland Post that there was no such time frame since negotiations were under process and option for wider consultations with other groups and hohos also been considered before inking any final agreement. It was also revealed that the government of India was also aware of the sentiments of the Nagas of Nagaland over inclusion of 6 Naga National Political Groups (NNPGs) in the

NSCN (I-M) cautions hostel owners, teachers D I M A P U R , AU G 2 9 (NPN): NSCN (I-M) through its ministry of kilo affairs has cautioned the owners of hostels and teachers for imposing “unreasonable and unacceptable conditions” on the students in running private hostels and tuitions. In this regard, the kilo affairs laid down certain dos and don’ts, MIP said in a statement. It has instructed the hostel owners to ensure that the basic necessities for the overall development of the students be made available and hostels should be isolated from crowded areas to avoid unwanted disturbances. To relieve the distress of the students, it also asked the teachers to charge a maximum of Rs. 500 per subject for tuition in classroom, and Rs. 800 per subject for home tuition. The kilo affairs issued

the instructions after many hostels supposed to provide basic necessities were found to be lacking. It added that rooms in some hostels were small, overcrowded and lack required numbers of bathrooms/toilets negating basic hygienic principles and electrical lightings. It also pointed out that some hostels were running without wardens, proper rules and regulations and administration. The kilo affairs further said that some teachers were charging exorbitant fees ranging from Rs. 3000 to Rs. 4000 for private tuitions and classes conducted only two to three times a week. Reiterating that such practices of “daylight robbery” has put the fate of students in uncertainty and despair, the kilo affairs has warned of stringent action against the defaulters.

peace process and within the framework agreement. On several occasions the various NNPGs have reminded the Centre that they have to be included in the expected agreement since it involved Nagaland state and since the framework agreement makes no mention of either ‘Manipur’ or even ‘Assam’ or ‘Arunachal Pradesh’ etc. These above political aspects presently casting their long shadows over Nagaland state has given the Modi government a taste of the complexity of Naga politics. It may be mentioned that RN Ravi has been given one-year extension as chairman of Joint Intelligence Committee (JIC). He was made the JIC chief for three years in 2014. JIC is tasked to assess intelligence gathered by various snoop agencies including IB and RAW.

Rahim’s son to lead Dera Sacha Sauda NEW DELHI, AUG 29 (AGENCIES): A day after Dera Sacha Sauda chief Gurmeet Ram Rahim was sentenced to 20 years for raping two of his women followers, his son Jasmeet Insan was on Tuesday appointed the administrator of the sect. Breaking from tradition, Jasmeet was appointed Gurmeet’s successor, an unprecedented move as the sect had never seen a head from the immediate family of the Dera chief. Jasmeet is a businessman and is married to Punjab Congress leader Harminder Singh Jassi’s daughter. Various reports have suggested that Jasmeet was declared the heir to his father’s throne in 2007, after the latter was chargesheeted by the CBI in rape and murder cases. Speculation was rife that Dera chief ’s adopted daughter Honeypreet Singh, considered very close to Gurmeet. K Y M C
