Centre to improve air connectivity among NE states AGARTALA, AUG 30 (IANS): Government is trying to improve air connectivity among northeastern states and between northeast India and adjacent countries, Union Minister of State for Civil Aviation Jayant Sinha said here on Tuesday. “Central government is trying to improve the air connectivity between the eight northeastern states. Air connectivity between northeast India and the adjoining countries is also vital,” Sinha told reporters. He said: “Efforts are on to start air connectivity between the northeastern states and the neighbouring countries. If there is air connectivity between northeast India and Bangkok, Dhaka and Yangon, one need not take the longer route through Kolkata. This would also boost trade and economy.” Currently, Guwahati and Imphal are the only two cities with international airports in northeast India. Jayant Sinha said the central government expects some private airlines to soon introduce more flights in the northeast and operate international flights from there. “To improve regional air connectivity at fair price, MoU (Memorandum of Understanding) would be signed with the governments of the northeastern states,” he added.

D I M A P U R , AU G 3 0 (NPN): Chumukedima Town Youth Organisation (CTYO) and Chumukedima Chambers of Commerce and Trade Association (CCCTA) have expressed “shock” that the Court has ordered the release of eight empty oil tankers out of 11 tankers confined within the premises of the fuel adulteration site at Chumukedima. In a joint press release, Chumukedima Chambers of Commerce and Trade Association president Avi Chase and Chumukedima Town Youth Organisation president Vibu Medoze sought to clarify that according to the police seizure list, there were “only seven empty tankers, the rest 4 being loaded.” The two organisations further maintained that “the court should rectify its order since the anomaly shows that either one tanker has been pilfered of SK oil or the court order has clerical mistake.” They stated that whatsoever the reason, the court should thoroughly probe the whole issue “since releasing the tankers at this stage will definitely hamper investigation when charge sheet hasn’t been filed by the police in that adulteration case.” In case the tanker has been pilfered of SK oil, the two organisations stated that the police should take necessary action.

US backs efforts to punish 26/11, Pathankot attackers

N EW D ELHI , AUG 3 0 (IANS/PTI/AGENCIES): US Secretary of State John Kerry on Tuesday said the US continues to support all efforts to bring the perpetrators of the Mumbai and Pathankot terror attacks to justice, and added that there can be no distinction between “good and bad” terror. “Let me be clear... United States continues to support all efforts to bring the perpetrators of Mumbai and the Pathankot attacks to justice and we cannot and will not make distinction between good and bad terrorism,” Kerry said at a joint press conference with External Affairs Minister Sushma Swaraj. “Terror is terror no matter where it comes from and who carries it out,” he said. Kerry also said that the two countries have agreed to exchange “terrorist screening information” to deepen cooperation in designating terrorist groups at the United Nations. “To more effectively counter the threat posed by violent extremism within both of our borders and beyond, we agreed to expand the exchange of terrorist screening information to deepen cooperation in designating terrorist groups at the United Nations and to expedite mutual requests for legal assistance,” said Kerry. “We reiterated our unwavering commitment to the protection of our citizens and to defeating terrorists mantra of bigotry and hatred,” he added. Kerry said he had spoken to Pakistan Prime Minister Nawaz Sharif and Army Chief General Raheel Sharif so that Pakistan deprives any terrorist group of sanctuary. Swaraj also said that they agreed that nations must not maintain double standards, such as the categorisation of good and bad terrorists, nor must they act as sanctuaries

On his part, Kerry said, “I made it very very clear that United States stands in strong partnership with India against all terrorism no matter from where it comes from, no matter what form it takes. As I said there is no good terrorists, bad terrorists. Terrorism is terrorism. “We stand fully behind the Indian demand that there be justice with respect to the Mumbai attacks, with respect to other. We have had conversation with all of the members of the region frankly about the efforts they need to take to curb terrorism that comes out of their countries. “That is true of everybody. Anywhere in the world. I think it is crystal clear that US and India are exactly in the similar mind with respect to the issue of terror and the need to not only prevent it but to bring those to justice who perpetrate it.”

Collective effort needed ... (From p-1) He advised all the trainers to live a productive life and not eat up the loan and fund provided by the department meant for earning livelihood. Altogether, 570 persons from Eastern Nagaland completed their training courses of 19 various disciplines of their choice. While some took three months others took six months to complete the training depending on the courses. Earlier, De par tment of Underdeveloped Areas (DUDA) Advisor, N. Thongwang Konyak, on Tuesday inaugurated the Anghya Outlet Stall (ENPO Coffee Shop & Retail Outlet), at Midway Resort, Tsiepama village located on National Highway 29. Speaking at the opening programme, Richard Belho from Zynorique Initiatives Society informed that the

outlet was aimed to facilitate the talented local artisans, particularly the Eastern Nagas, with marketing linkage for their products besides coffee shop. Secretary DUDA Senti Ao led the programme and also delivered welcome address. Richard Belho from Zynorique Initiatives Society presented an overview of the training programme. DUDA director K.S. Anden Konyak shared the objective of capacity building programme and the expected outcome. Tsiepama Model Village chairman gave brief address while DUDA joint director Dr. Anungla Phom proposed vote of thanks. Minister RD and REPA C.L. John also address the gathering. The programme was also attended by parliamentary secretaries including R. Tohanba, Eshak Konyak, Y.M Yollow, L. Khumo and others.

Tuesday’s talks were being held against the backdrop of rising tensions in the disputed region of Kashmir, long a flashpoint between India and rival Pakistan. They came amid some of the largest protests in Kashmir against Indian rule in recent years. At least 68 civilians have been killed and thousands injured in the Himalayan region, mostly by government forces firing bullets and shotguns at rock-throwing protesters since early July. On Monday, Indian authorities lifted a curfew imposed in most parts of Indiacontrolled Kashmir as part of a 52-day security lockdown. But they re-imposed the curfew in the region’s main city after anti-India protests and clashes erupted in several neighborhoods. Swaraj said India remained ready to open discussions with Pakistan but that such dialogue was difficult while India remains a target of Pakistan-based groups. CORRIGENDUM

5 Govt hikes minimum wage for No need to panic Concerned MHA tells officers workers, announces 2 yrs’ bonus for rise in dengue to use 50 % budget by Sept cases: Nadda national/state

N EW D ELHI , AUG 3 0 (AGENCIES): Centre on Tuesday announced a hike in minimum wage for unskilled non-farm workers of the central government to Rs 350 a day, from the current Rs 246, in an attempt to mollify trade unions that have threatened to go on a nation-wide strike on Friday. Interacting with reporters here, Finance Minister Arun Jaitley also announced that the Bonus for 2014-15 and 2015-16 will be paid to central government employees based on revised norms. The Bonus Amendment Act will be implemented “strictly”. He gave an assurance that the government will also take necessary steps to resolve the cases on payment of bonus pending in high courts and the Supreme Court. The likely financial implications of the bonus move translate into Rs 1,920 crore per annum. “In the last one and a half years, the inter-ministerial committee had meeting with central trade unions. Trade unions placed various demands. Some were labour related and some economic policy issues related. The government has taken some decisions with regard to those on the basis of their recommendations,” added Jaitley.

Jaitley said it has been decided to fix the minimum wages at Rs 350 per day for unskilled non-agricultural workers for ‘C’ category areas keeping in view the modalities of fixing minimum wages. The decision was taken following deliberations at the meeting of the Minimum Wage Advisory Board under the chairmanship of the labour minister for revising the basic minimum wages in the central sphere. The registration of the contract workers and their staffing agencies is mandatory and states will be advised to strictly implement the same, the finance minister said. Errant contractors will face appropriate action for any violation, he warned. The issue of giving social security benefit to the unorganised sector (like Anganwadi, mid-day meal, Asha volunteers) will be examined by a committee which will give its report at the “earliest”. Asked about the strike call, Jaitley said: “I think we have responsible trade unions.” On the opposition to the government’s plans to merge associate banks of SBI with the parent bank, Jaitley said “the merger is not subject of trade unions”.

NSCN (K), Assam Rifles engage in heavy gunfight in Changlang (From p-1) MIP said the personnel later were released unharmed on learning of their identities “as indigenous WSE-Asians from Manipur belonging to 2nd MR”. However, MIP said “the Indian government supplied weapons were confiscated which included two AK rifles and two Insas rifles along with ammunitions”. Further, MIP also cautioned “all the ethnic WSE Asians serving in the Indian security forces and engaged in activities detrimental to the cause”, that it would react “unless they exercise restraint but continue confrontationist stance in collaboration with Indian Army”.

New Delhi, Aug 30 (PTI): With Delhi witnessing a sudden spurt in Dengue and Chikungunya cases, Union Health Minister J P Nadda Tuesday asked people not to panic and asserted that his Ministry was working in close coordination with the Delhi government and various agencies to tackle the outbreak. Observing that the focus should be on “symptomatic” treatment and prevention, Nadda said that municipal bodies have been directed to ensure that there is no stagnation of water and cleanliness is maintained. He said that all the central government hospitals were fully equipped to deal with the situation. “For Dengue and Chikungunya, we had started our preparations from January itself this year. We had issued advisories from time to time. We have been keeping a close watch in terms of availability of kits, training of staff, bed strength. We are working with Delhi government and various agencies in close coordination. “I would request everybody not to panic. We have to ensure symptomatic treatment. We should lay stress on prevention. I have directed the municipal bodies to maintain cleanliness and at the same time ensure that there is no stagnation of water. If we can do this, we can reduce the number of patients suffering from both these diseases. All our hospitals are fully equipped,” Nadda said. Chikungunya cases in Delhi have shot up to 423, a massive rise in the figure released by civic authorities, who had reported just 20 cases till last week. According to a municipal report released yesterday, 423 cases had been diagnosed in the national capital till August 27. Safdarjung Hospital had reported nearly 250 cases till August 29.

New Delhi, Aug 30 (PTI): Concerned over slow spending, Union Home Minister Rajnath Singh today asked officers of his ministry to ensure utilisation of 50 per cent of over Rs 75,000 crore budget by nextmonth end. Singh reviewed the expenditure made by the Ministry of Home Affairs in this financial year. The Home Ministry has utilised about 30 per cent of the budget during first five month (April to August, 2016), out of total budget of Rs 75,355.48 crores for 2016-17, a statement issued by the Ministry said. “The Union Home Minister has asked the officers to ensure that the budget utilisation increases to 50 per cent by the end of September, 2016,” it said. The majority of the Home Ministry budget has been earmarked for paramilitary forces like CRPF and BSF, responsible

for internal security and border guarding duties. Presenting the general budget in Parliament, Finance Minister Arun Jaitley had in February announced an outlay of Rs 77,383.12 crore to the Home Ministry for 2016-17. Of these, a total of Rs 50,176.45 crore was allocated to seven paramilitary forces. Among these forces, Central Reserve Police Force (CRPF), deployed for internal security, action against Maoists and operations against militants, was given the highest at Rs 16,228.18 crore. Border security Force, which guards Indo-Pak and Indo-Bangladesh borders, was allocated Rs 14,652.90 crore while Central Industrial Security Force, responsible for security of country’s airports, nuclear installation, key government buildings and private entities like Infosys, was given Rs 6,067.13 crore.

PM Modi notices danger, saves DD cameraman

NEW DELHI, Aug 30 (Agencies): Prime Minister Narendra Modi’s sharp eye may have just saved a Doordarshan cameraperson from certain injury if not something more serious. At a function in Gujarat to release water from the Aji Dam, the PM kept pointing to the cameraperson and gesticulated for him to move away from his camera. Soon after, the water released from the dam washed the camera down with some force. Visuals from the incident show PM Modi standing next to Gujarat Chief Minister Vjay Rupani and pointing repeatedly at something off the frame. Rupani too can be seen gesticulating, asking someone to move away. The cameraman had presumably been among the many who had been positioned all around the podium to get the shot of PM Modi and Rupani taking part in the function. The cameraman seems to have realized what the PM was trying to convey to him and fled, leaving the camera behind. The water can be seen rushing in around the camera, and knocking it down. Reports say the cameraman was from DD’s Bhopal centre. He has none other than the PM of India to thank for his safety.

Controversial cuts

M

inister of State (MoS) for Culture and Tourism, Mahesh Sharma whose induction into the Modi ministry surprised many even including those from within the BJP, has confirmed why he was a surprise choice. In living up to his controversial image, Mahesh has so many views on what he believes is culturally nationalistic. He has several specific criteria for what defines an Indian culture. In September 2015, Sharma said “Night out for girls was not part of Indian culture”. He added it might be alright elsewhere but certainly not part of Indian culture. By which he also meant that girls should not go out at night anywhere in any part of India. The latest that Mahesh also involves his brand of what is moral and what is not. As MoS of culture and tourism, Mahesh has his own idea on how to promote them even if his concepts appear medieval. His version of Indian culture does not relate to or harmonise with a country that is today among the top growing economies in the world and whose popular sentiments are driven by the young, dynamic and creative minds. Mahesh strongly believes that his views about culture are correct. Therefore, as minister and belonging to a party that is a self-acclaimed nationalist party, it is either his way or the highway. Fortunately, probably most of the BJP members don’t share his controversial views on how to promote culture and tourism. In his latest remarks, on Sunday, he suggested that visiting foreign women tourists should not wear skirts in India. He also advised women tourists not to roam alone at night. If his remarks were shocking, the explanation given was even most shocking. He told reporters: “for their own safety, women foreign tourists should not wear short dresses and skirts... Indian culture is different from the western”. No one can be faulted if they took the minister’s remarks literally. It can mean that foreign women wearing skirts are not safe in India as anything can happen to them and it would be best left to one’s own imagination. Foreign women with skirts and going out at night (even alone) is a sure recipe for trouble, according to Mahesh. Unfortunately, such caution can only be associated with a society of male sexual predators. In fact, what the minister said only brought disrepute not only to India but Indian men and the culture. It may also be recalled that on renaming Aurangzeb Road as Dr. APJ Abdul Kalam road, Mahesh opined that APJ Abdul Kalam makes the cut as an ideal Indian, despite the former president being a Muslim. Sharma made several other controversial statements when he said that the Bible and Quran were not part of the soul of India in the same way as Gita and Ramayana. The reason why people like Mahesh are tolerated in the BJP can be understood from its Hindutva ideology. Sharma vowed that his party will cleanse every area of public discourse that has been westernised and where Indian culture and civilisation need to be restored; “be it the history we read, our cultural heritage or our institutes that have been polluted over years.” Unfortunately Mahesh himself needs to be cultured so that he can help his ministry move forward instead of backward.

Usefulness or Relationship?

Do not rejoice in this, that the spirits are subject to you, but rather rejoice because your names are written in heaven. —Luke 10:20 Jesus Christ is saying here, “Don’t rejoice in your successful service for Me, but rejoice because of your right relationship with Me.” The trap you may fall into in Christian work is to rejoice in successful service— rejoicing in the fact that God has used you. Yet you will never be able to measure fully what God will do through you if you do not have a right-standing relationship with Jesus Christ. If you keep your relationship right with Him, then regardless of your circumstances or whoever you encounter each day, He will continue to pour “rivers of living water” through you (John 7:38). And it is actually by His mercy that He does not let you know it. Once you have the right relationship with God through salvation and sanctification, remember that whatever your circumstances may be, you have been placed in them by God. And God uses the reaction of your life to your circumstances to fulfill His purpose, as long as you continue to “walk in the light as He is in the light” (1 John 1:7). Our tendency today is to put the emphasis on service. Beware of the people who make their request for help on the basis of someone’s usefulness. If you make usefulness the test, then Jesus Christ was the greatest failure who ever lived. For the saint, direction and guidance come from God Himself, not some measure of that saint’s usefulness. It is the work that God does through us that counts, not what we do for Him. All that our Lord gives His attention to in a person’s life is that person’s relationship with God— something of great value to His Father. Jesus is “bringing many sons to glory…” (Hebrews 2:10).

The fear of being laughed at makes cowards of us all. ~ Mignon McLaughlin

Nagaland Post, Dimapur wednesday, August 31, 2016

W

ith the coming of SSA project to the village schools, there have being positive changes especially in the infrastructural developments and the deployment of new teachers. There have being rise of students’ enrolment after the implementation of SSA project. Government Primary Schools are upgraded to Government Middle Schools or new schools are inaugurated. Thousands of Graduate Teachers and primary teachers are appointed under this scheme. The schools are now under the prerogative authority of the local committee due to Communitisation of Public Institution Act 2002. It is one step forward towards revival of the traditional Morung in the village. Out-of-school children are been enrolled in the school. There has been very less child out-of-school ever since the introduction of SSA schemes. Mid Day Meal is another attraction to the students. However, it is noted that only rice (sometimes, worm infested) would be issued from the department. Rice alone cannot be served as Mid Day Meal because there is no attractive aroma when cooked alone. Therefore, some teacher’s in charge/head teachers would sale out the rice and in exchange buys noodles, biscuits etc. and serve it till it get exhausted before the end of the directed duration

of months. Village students would eagerly anticipate for the arrival of next Mid Day Meal. On the other side of the story, issuance of free texts books on time or at the beginning of academic session from the concern department is not that efficient till date. This contributes a lot of confusions among the students and teachers. There was a year when text books were issued only in the middle of the year/academic session. Otherwise, free text books serve lots of government’s objectives and are very helpful. Free school uniforms, rain coats, school bags, umbrella, instrument box, etc. are another attraction towards the students’ community. But, there are some schools who had not received all these facilities adequately. It is the wish of every teachers and parents that whatever sanction/scheme/project are have to be properly executed in letter and spirit for quicker fulfilment of the vision of Universelisation of Elementary Education. Three months Teacher’s salaries are to be credited at the VECs Account in advance where as five to six months salaries are not paid to the teachers. Interestingly, “no work no pay” is still enforced. Even though the concern department is trying all the possibilities to improve the education system in the state, according to Office Memo-

A

t a time when a very sensible Nagas is eagerly waiting for the favourable outcome of Framework Agreement initiating by the NSCN (IM) clearly shown the matured collective leadership and its commitment for the Naga cause is deserving peal of public applause. It is my humble yearning that when time comes to celebrate the good results of the Agreement, the backward Chakhesang tribe still being just a few handful of veterans in your Govt. be given a bigger privilege to share the blessings wherein I too may have a place to partake it as a patriot. It was on 7th July 2016 morning when I was given the prominent reception in your private residence at Dimapur amid provisions to enjoy and huge privilege to listen to your lengthy but precious lecture and share with my thoughts was in fact life-given and a historic moment in my life. One can easily understand and perceive the magnanimous and politically matured in your person can surely, with your comrades deliver goods to the Nagas at the appointed time as you have many a times delivered lectures abroad for Naga cause which have strong impacts in itself. Hats off to Rh. Raising, Kilo Kilonser, NSCN (IM). My heartfelt gratitude goes to my leaders and friends Mr. Veniehüyi, Kilonser, and Mr. Nüsahü Khamo, Tatar, NSCN (IM) for facilitating me to availed the wonderful time with our Kilonser on the remarkable day. Pertaining to the question of Tangkhuls branded as Non-Nagas raised by some persons that you have mentioned does not arise, why because the History tells the Tangkhul Tribe is an ethnic Naga group, beside several Naga Tribal Families have been sprouted up from the group in the form of wave of immigrants to its present areas. In short, the tribe therefore, since from time immemorial an integral part of Naga family due to the reason the cultural history and ethnic affinities too proven the facts than mere speculations. S. ews item in the Nagaland Post of the 26th August 2016 at page 2 had attracted my attention, regarding NPF 40 Bhandari A/C consultative meet held in the Agri Expo complex at Dimapur. It does look encouraging to see that a constituency which is NPF unrepresented in the present opposition less government of Nagaland could organize such an interactive consultative meet and that too at location in a complex of high standard, outside the constituency, that is Dimapur. Logistics regarding the proximity of many villages in Ralan SDO (Civil) circle and transport needs must have prompted the choice of the location. This is good thus far and cannot but appreciated by those involved. In the meet, whatever topics, items exhortation, challenges were likely discussed in order to prepare the party members for election in 2018 (if takes place) must have absolutely encouraged and enlightened everyone who had attended. However, I would like to focus on the speech of the NPF legal convenor Achumbemo Kikon, who must have probably initiated the meet successfully. He, Achumbemo Kikon seemed to have forgotten the fact that, 40 Bhandari A/C Nagaland, Wokha had been represented by T.Kikon, late M. Kithan, E.T. Ezung, Y. Patton (current Home Minster) and Er. W.Kithan plus Mhonlumo Kikon (present one). Keeping the personalities of the past representatives in one mind’s eye, how could the NPF legal convenor blurt out such unbecoming point that none of the past leaders had done sufficient justice regarding public

welfare. Such sweeping statement is an outright denigration of all past leaders who represented the constituency. One should at least recall who brought about Bhandari to Sub-division level and later, upgraded to ADC’s level of administration, this is only one example. Every past representative had definitely contributed in the progress of the area. Even in the last DAN-II ministry at least two RD Block offices were set up, which should accelerate developments much faster etc. No leader or representative could function to the satisfaction of the entire constituency public in general; not because of lack of desires or efforts, but mainly due to the mindset of the electors in general. Let us take the case of not returning any of the past representatives even twice consecutively except T.Kikon who returned unopposed in the first and returned in the second election too. People who propagate that, road and bridges, schools, health centers, water supply power (electric) do not earn any vote could not be helped. It is not censoring would be leader but it enhances one’s stature to acknowledge own peers if one decides to take up the mantle of rulership and not otherwise. Further, rulership is never handed over to anyone on a platter but wrested, this home truth had been there for thousands of years. Nothing might change as yet. Therefore, let us brace up for fair contests. Victory must go to the BEST. Samuel Patton, Akuk village, 4th mile, Dimapur

Passengers/luggage tax: new form of illegal tax in Nagaland

S

ince illegal tax and corruption has become so evident in Nagaland today, we are also witnessing the rise of many bold association/organization with their only aim and objective to fight illegal tax which is an open extortion/corruption. While the fight against illegal tax is going on, I have come across another new form of illegal tax in Kohima Municipal Council Tax collection Counter and the tax is in the form of ‘Passengers luggage tax’. It so happened, that on 29th August 2016, (Monday) I board a Sumo Taxi from Philimi Village via Wokha to Dimapur via Kohima, at 11:32 AM, our Tata Sumo stopped at Kohima Municipal Council Tax booth, ADC Court junction for registration but when the driver did not come even after 5 minutes, out of curiosity we passengers stepped down to call the driver but when we came near to tax counter we saw the tax collector pushing the driver out of the counter saying ‘Tumi Passenger nahoi, passenger khan ke ahibole dibi’ (you are not the passenger, so let the passengers come) since I heard him calling the passengers I went on to ask ‘Uncle ki hoise’ (Uncle what happened ?), he asked me how many luggage I have, I confusedly replied ‘Three’, then he told me ‘Tinta bat te sisty Rupees dibi’ (give 60 Rs for three bags). I was surprised to hear a tax collector asking tax from passengers and it was the first time in my life that I was

being asked to pay tax for my luggage travelling in a Taxi and so I reply boldly ‘Ami khan to passenger ase kile saman nimite tax dibo’ (we are passengers and why shall we pay tax for our luggage) he got furious and shouted angrily if you don’t want to pay money, unload all your luggage here and leave. Since the conversation was bearing no fruit, all the passengers started coming and requesting the tax collector to let us go but he refused, than driver went inside and told him that he as a driver pays money for registration at the counters but passengers never pay tax, but he shouted at the driver and pushed him out. Finally for the last time I went and requested him saying ‘uncle we are not business men, we are church workers, some of us are students, and all these luggage contains some rice, yams, chilli and some potato, and this is not for business but this is our ration. But still he sticked on his word saying we must pay passengers luggage tax and so after thorough negotiation I paid him 50 Rs, took the receipt, left the counter and resumed our journey. We were ten of us and among us were students who were bringing rations from village as they stay in a rented house, one was an old lady visiting Dimapur for medical reasons and so she was taking vegetables and new harvested rice for families staying at Dimapur.

So none of us were business people nor were we taking those eatable things for commercial purpose. We know 50 Rs is nothing, In fact if the tax collector had asked me even 500 Rs stating his needs and problems, I would have given him a thousand rupees out of the good Christian heart that I have. But in this case even 50 Rs is illegal, forceful and extortion and therefore am standing against it. If we were travelling by Mini Truck, Tata Mobile or Truck it was a different case but we were a mere passengers travelling by Sumo Taxi than why do the concerned authority had to collect passengers tax from us. As a bonafide citizen of Nagaland/India, we have every right to travel with our luggage anywhere in India and from my birth till today I have travelled many different parts of India by sumo taxi, by train and by bus but no one ever collected passengers’ tax from me/us. But it was new form of tax that I/we, had to pay 20 Rs per bag at Kohima Municipal Council Tax Counter, ADC Court Junction. My intention here is not to fight against KMC but to request KMC Authority, if they are collecting passengers tax from bonafide citizens of Nagaland than its legal, it’s an open extortion/corruption and even after knowing that its illegal and they still want to carry on collecting tax from

passengers than atleast spare those poor villagers, students and elderly people who are only travelling sometime. And in case this passengers tax is not officially collected by KMC than the concerned authority should not remain numb but should take strict action against those corrupted tax collector who are trying to bring the hard earned reputation of KMC down to dust. I have spent my 20 years in Kohima and have always appreciated KMC for their effort in making a Kohima, citizen’s friendly capital but after coming across this passenger’s tax collected from passengers by KMC, I have lost a part of my respect for KMC. Today it is me who is speaking out but how many villagers and passengers are forcefully extort and verbally abused in this manner but they cannot voice out as they don’t know the right platform. Therefore am writing this, on behalf of me and all those, who became the victim of passengers tax collected under KMC tax counter, ADC Court junction. May this piece of writing open up our eyes to the new form of tax that is being collected and a new form of tax that will spread all over Nagaland if not stopped in time. N.B: In case the concerned authority needs a proof I have a receipt with me Hovika T. Swu, Concerned Citizen, (swu_hovi@yahoo.com)

The joy of travelling becoming a luxury in Nagaland

oads play a very important in every society . if we look at the civilisation around the world wherever there is good roads, there is connectivity which in turns led to development and progress . randum No.DSE/EST/STUDYLEAVE/1-47/2014 (pt), Dated Kohima, the 26th June, 2016, there are still as many as 11,982 (eleven thousand nine hundred eighty two) untrained teachers teach in the public schools. Big “thank you” to selection committee/recruitment agency. There is acute shortage of teachers in the public schools even after “Rationalisation” process is done. As far as quality education or improvement of teaching-learning outcome is concern, newly recruited teachers are making progressive differences. There are some teachers who remain dedicated and committed in the mission field despite of government’s indifferent attitude. What is to be accomplished when an educational mission is only on the plain paper and lips services with misappropriations of cores of rupees and full of false promises? Teachers’ day is just is a week away, I hope the government will be sincere and honest to celebrate this auspicious day of the teachers who are the agents of changes at the grassroots level. How pleasant it would be if the Christian Government is serious with state’s education system as much as parents are concern with their own children’s education. Happy Teachers’ Day in advance! ney if we travel in good road . But today a joyful travelling is becoming a luxury for the travellers in Nagaland. Travelling is becoming a torture for our body and vehicle and a time to curse the ministers , contractor’s, engineers. If we look abroad engineers take pride in their road. For them its a challenge to built good roads, an occasion to test their skill and quality , therefore they make sure

that it last for years enduring all weather conditions . But in India and especially in the case of Nagaland may be there is pride and competition among the engineers and contractors to see whose roads deteriorate quickly. Its really a disappointment whoever is in-charge of constructions and maintenance of roads in Nagaland , which are not able to make and maintain a roads that can last for years minus

the natural calamities. Though Nagaland is called the Switzerland of East , most people in Nagaland hardly travel around to enjoy It’s beautiful surroundings . In Nagaland there is lots of places where we can travel around to escape the extreme summer or winter or just to enjoy travelling with family , friend’s and to enjoy the diversity of our state but who will get excited thinking of the road

condition in Nagaland .Who will want to put their vehicle, body and life at risk to travel through some of the bumby, pothole , dangerous road of Nagaland. In Nagaland we do not drive on road we search for road to drive on . As the Government have time and again have rightly put up that it cannot guarantee government job to all the youths of Nagaland but what they can provide is , a durable

Rajnath reviews Kashmir situation New Delhi, Aug 30 (PTI): Home Minister Rajnath Singh Tuesday reviewed the security situation in violence-hit Kashmir Valley and along the Indo-Pak border areas in the state where several infiltration attempts have been made in the recent past. Top officials, including Union Home Secretary Rajiv Mehrishi and chiefs of intelligence agencies, briefed the Home Minister on the prevailing situation in the state and the steps taken to maintain law and order. Kashmir Valley has been on edge for 53 days following the killing of Hizbul Mujahideen militant Burhan Wani on July 8. The meeting had a discussion on the report of a committee which suggested alternatives to pellet guns, often used in the Valley for controlling crowds.

in 2008. On concerns by certain sections in the US about ISRO launches as it is being subsidised by the government, Rakesh said “our competitiveness will give answer for this.” “All launches are subsidised, it is not that we are subsidising or somebody else is subsidising. These government subsidies in the form of R&D investment comes in all launch programmes, now some private industries have come up who have started questioning, let them question,” he said. “We have our own programme, we are competing with the world, we will try to be more competitive and probably that will provide the answer,” he added. Rakesh said small satellites are going to become a large market and it can be exploited by Indian Industry. “ISRO can play a technology providers role there. We would like to get this across to as many industries as possible to see that tomorrow the country is benefited by this.”

Bengaluru, Aug 30 (PTI): Indian Space Research Organisation (ISRO) is planning for the launch of a record 68 satellites in one mission by early next year. “There are many launches. There is one particular launch we are planning about 68 satellites, that’s also there, that is yet to be finalised,” Antrix CMD Rakesh Sasibhushan told reporters here in response to a question on the line up. Antrix is the commercial arm of ISRO. According to officials, if everything goes well, the launch may take place in another six to seven months and “the satellites will be nano in nature from foreign countries.” Setting a record in its space programme, ISRO in June had successfully launched 20 satellites, including its earth observation Cartosat-2 series, in a single mission on board ISRO’s workhorse PSLV-C34 from the spaceport in Sriharkota, Andhra Pradesh. The space agency had earlier sent 10 satellites into orbit in a single mission

OPEN LETTER

DP-6333

Nagaland Post, Dimapur wednesday, august 31, 2016

To The Principal Chief Conservator of Forest and Hoff, Nagaland : Kohima Upon considering the adamant attitude of your authority towards the contractors, who have effectively executed the assigned contract works of earth work (fresh cutting) for construction of road, retaining wall, construction of gate, slab, site drain and construction of boundary wall/security fencing under Wokha Division Forest department/colony vide detail estimate for up gradation of Wokha Forest Colony. 1. No. Wka/Acctt/5-TFC/2014/1059, dates 26 th Feb/2014 & 2. No.Wka/Acctt/5-TFC/2014/32, dated 15th April/2014, amounting to Rs. 1,06,73,000/- (Rupees one crore six lakh seventy three thousand) only. That your department is fully aware that, the construction works were duly executed under the direction and supervision of the concern DFO, Wokha. All along, the contractors have been requesting your authority for releasing of the bill for the work executed but however, despite repeated approach the department has deliberately ignored the genuine and legitimate demand of the contractors. The contractors has silently observed all the ill-management and indifferent attitude and have experienced false assurances by the department on several times. Be it known by you that, a press release has been published in Nagaland Post newspaper on 21-02-2016, and expressed our distress and frustrations over the issue but the same has been ignored by the concern department. Through this open letter, we fervently demand rational justification on the following factual aspect: 1. The work-estimate was prepared and authenticated by the technical wing/Executive Engineer attached to the department. 2. The contract works were executed under the direction and supervision of the concern DFO, Wokha who was physically present at the time and place of construction and further all measurements were done by the then DFO, Wokha. 3. That on 07th July, 2014, the Forest Minister, Govt. of Nagaland along with the department officials and the contractors has inspected the works and the minister had assured for early settlement of the matter on priority. 4. Whereas, another group of contractors who had also executed construction works with same estimate and nature have already received the bill amount but surprisingly, in our present case your department is illegally detained the pending bill which clearly amount to serious discrimination on the part of the department. 5. The undersigned contractors had locked the office of DFO, Wokha on 09-03-2016 to 23-03-2016 however, on the request and assurance of your department through the DFO, Wokha for necessary fund arrangement and early release of the pending bill, the DFO, Wokha office was allowed to re-open on 23-03-2016. The having been subjected to serious discrimination and having left with no other alternative, the aggrieved contractors are hereby compelled to seal/lock the office of the District Forest Officer (DFO), Wokha: Nagaland from the publication of this open letter till the full bill amount is released. And the contractors shall not be held responsible for any undesired situation that may arise in the process of fighting for our legitimate rights. Brussels, Aug 30 (Agencies): The European Union today ordered Apple to pay a record 13 billion euros in back taxes in Ireland, saying deals allowing the US tech giant to pay almost no tax were illegal. In the latest in a series of rulings that has angered Washington, Brussels said the world’s most valuable company avoided tax bills on virtually all its profits in the bloc under its arrangements with Dublin. Apple and the Irish government immediately said they would appeal against the European Commission ruling, while the US Treasury said it could undermine its economic partnership with the EU. Ireland has been seeking to attract multinationals by offering extremely favourable tax conditions, known as sweetheart deals, but EU Competition Commissioner Margrethe Vestager said Apple’s broke EU laws on state aid. “This decision sends a clear message. Member states cannot give unfair tax benefits to selected companies, no matter if European or foreign, large or small,” Vestager said. “This is not a penalty, this is unpaid taxes to be paid,” Vestager added. The tax repayment order -- by far the largest in EU history -- follows a three-year inquiry into whether Dublin’s tax breaks for Silicon Valley titan Apple were against the law. Apple has had a base at the southern city of Cork since 1980 and employs 5,000 people in Ireland, through which it routes its international sales, avoiding billions in corporation taxes.

ing has witnessed a significant increase, especially in the wake of the financial crisis. It could be noted that in late 2008, a committee on Financial Sector Reforms, headed by Raghuram Rajan had opined the need for a closer look at the issue of interest-free banking in the country. The committee had said, “Certain faiths prohibit the use of financial instruments that pay interest. The non- availability of interest-free banking products results in some Indians, including those in the economically disadvantaged strata of society, not being able to access banking products and services due to reasons of faith.”

A massive rally in domestic equities along with smooth supply of dollars on the back sustained capital inflows into equities and debt predominantly helped the upmove. Bullish comments from RBI that near-term outlook for India seems brighter than last fiscal and the economy is likely to expand at 7.6 per cent in 2016-17, further bolstered sentiment, a forex dealer said. Islamic or Sharia banking is a finance system based on the principles of not charging interest, which is prohibited under Islam. Earlier this year, Jeddahbased Islamic Development Bank (IDB) had announced it will open its first Indian branch in Ahmedabad. India’s Exim bank had signed an MoU with IDB for a USD 100 million line-of-credit to facilitate exports to IDBs 56 member countries. This plan of Saudi Arabia-based bank was opposed by the Vishwa Hindu Parishad. In past as well, this concept has faced opposition from some political sections. Globally, Islamic bank-

Mumbai, Aug 30 (PTI): Reserve Bank and the government are exploring introduction of interest-free banking, also known as Islamic Banking, to financially include sections of the society that remains excluded due to religious reasons. “Some sections of Indian society have remained financially excluded for religious reasons that preclude them from using banking products with an element of interest. “Towards mainstreaming these excluded sections, it is proposed to explore the modalities of introducing interest- free banking products in the country in consultation with the government,” RBI said in its annual report for 2015-16.

New Delhi, Aug 30 (PTI): Gold remained weak for the second day with prices falling by another Rs 90 to Rs 31,110 per 10 grams at the bullion market on Tuesday, largely in tandem with a weakening global trend amid muted demand from jewellers at domestic spot market. Silver prices, however, rebounded by Rs 400 to Rs 44,800 per kg on increased offtake by industrial units and coin makers. Traders said sentiment remained bearish in line with a weakening global trend on concerns that the Federal Reserve may raise interest rates before the end of the year, eroding demand for the precious metals.

Bodoland movement for separate state resumes

Activists of All Bodo Student’s Union (ABSU) protesting to demand the creation of a separate state of Bodoland in Baksa district of Assam on Tuesday. (PTI)

G u wahat i , Au g 3 0 (Agencies): After a lull of over two years, the movement for creation of a separate Bodoland resumed on Tuesday with protesters blocking major national highways across Assam. Accusing the Centre of ignoring their demand, groups headed by All Bodo Students Union (ABSU) that wants a separate state in areas dominated by Bodo people prevented movement of vehicles. “Today’s protest began at 6am and will continue till 11am with blockade of four national highways at seven places in different districts,” Lawrence Islary, general secretary ABSU, said. The blockade spread across seven districts including the four under Bodoland Territorial Council, affected the movement of heavy vehicles

Diphu reeling under flash-flood

Correspondent

Diphu, Aug 30: After incessant rainfall Monday night, swift flash-flood has flooded a large part of Diphu town. The usual dilapidated Diphu river and other two perennial streams unexpectedly swelled up and submerged Panbari, Sitalabati, Dharamnala and Diphu main market etc. Nearly two thousand people affected by the flood have taken shelter by the side of railway track and highlands. Hundreds of houses built on the flood plains and closed to the frail Diphu river have been totally submerged. No relief camp has been opened nor has any essential material been distributed among the flood victims by any authority till now. Irrigation department has confirmed that no dyke has been breached by swelling water of Dhansiri. The puffed out water of Dhansiri and its tributaries have feed the three hilly streams crisscrossing Diphu town causing flash-flood, it added.

bringing goods to Assam and other states in the northeast. Thousands of protesters shouting slogans and carrying placards demanding a separate state blocked national highways, but police say there has been no law and order problem. “Although, there are thousands of protesters gathered at places where the highways have been blocked, everything is peaceful and under control,” Assam police ADGP LR Bishnoi told Hindustan Times. Security arrangements have been put in place at Bodo dominated areas in the state. There is a pile up of vehicles at certain places, which is expected to clear after the blockade ends. The agitation, which has been on for three decades, was put on hold ahead of the

2014 general elections after the Bharatiya Janata Party assured Bodo parties of support for the creation of a separate Bodoland. Though there have been several informal interactions between Bodo organisations and Union home minister Rajnath Singh and his deputy Kiren Rijiju in the past two years, no official talks have taken place. Disappointed with New Delhi repeated assurances, the Bodo groups gave the deadline of August 15 this year for initiation of talks. They decided to resume their agitation when the Centre did not respond. “We have waited 2 years, 3 months and 4 days for the Centre to initiate official tripartite talks on the Bodoland issue. We are forced to resume our agitation as we have got only assurances,” Islary said. “We will continue our protests in a democratic and non-violent manner. In the next phase, the protests will intensify and we may block movement of trains as well,” Islary said. Started in 1987, the Bodoland movement has witnessed several twists with signing of two accords and creation of the BTC comprising four districts in Assam. But the demand for ‘dividing Assam 50:50’ to create a separate state hasn’t died down. Areas falling under the BTC witnessed major clashes between Bodos and other groups in 2012 and 2014 leading to over 100 deaths.

MNPF owns up blast at NPF’s legislator’s residence Correspondent IMPHAL, Aug 30: The Manipur Naga People’s Front (MNPF) Tuesday claimed responsibility for the bomb blast at the courtyard of Naga People’s Front (NPF) legislator Samuel Risom’s residence in Imphal’s Deulahland on the intervening night of Sunday and Monday. The explosion has caused no substantial damage though one car parked at the garage of the Ukhrul MLA (resigned) was partially damaged besides smashing some window panes of the house. MNPF, while owning up the blast said that it was done in the interest of the Naga people.

It had not targeted to cause human casualty, stated a statement signed by its assistant publicity secretary Thoms Numai. The blast was a warning to the NPF not to use force with the backing of NSCN(IM) against the Nagas of Manipur in the coming state Assembly elections due early 2017 like the previous elections, it stated. If the NPF try to win the forthcoming elections with the help of NSCN(IM), more severe action would be initiated against the NPF in the interest of the Manipur Nagas, it added. The statement reaffirmed that MNPF would always stand for the Manipur Nagas and continue to act as per the desire of the people.

Rijiju to visit Manipur today Correspondent IMPHAL, Aug 30: Union minister of state for home Kiren Rijiju is scheduled to arrive in Imphal on Wednesday to attend programme organised in memory of freedom fighter Rani Gaidinlui in Tamenglong district. The programme is to be held at Nungkao village of Tamenglong district, the birth place of the freedom fighter that fought against the British. An official source said that an advance team comprising of officials from Union home ministry has arrived here in Imphal today to take stock of the situation. They held a round of meeting with the state top officials this late evening. The union home minister is scheduled to arrive at Imphal airport tomorrow around 9.10 am by a special flight of BSF. From Imphal Tulihal Airport he would be taken by chopper to 23 AR helipad at Keimai, Tamenglong. From Kaimai, he would further proceed to the function site at Nungkao village by land route and attend the function. The Union minister would be back to Imphal airport by around 2.20 pm by the same chopper. The minister is expected to leave Imphal at around 3.30pm for Delhi by the same special BSF flight he came.

Police arrests 2 BJP legislators in Manipur Correspondent IMPHAL, Aug 30: Manipur police Tuesday detained two sitting BJP legislators as the party joined the All Manipur DPC Completed Police Constable Male 2013 (AMDCPM-2013) in pressing the state government to revoke the recruitment rally conducted in 2013. DPC faced candidates under the banner of AMDCPM-2013 has been agitating demanding state government revocation of the order regarding cancellation of constable recruitment rally conducted in 2013 by an order issued on August 20 last.

Despite the strong objections coming up against government move to conduct fresh recruitment, the physical efficiency test for the candidates was continued undisturbed at the Manipur Police Training College, Pangei in Imphal East. The district administration has also promulgated CrPC 144 around the training college. Earlier in the morning, members of AMDCPM-2013 joining hands with hundreds of state BJP workers led by its president K Babhananda, MLA Kh Jaykishan and MLA Th Bishorjit marched towards the MPTC campus with an intention to thwart the recruit-

ment rally. When the MLAs and DPC faced candidates turned hostile in their bid to breach the main entrance gate of the MPTC, police detailed at the gate had to resort to tear shelling to quell the agitators. As the MLAs, Kh Joykishan and Th Bisjorjit repeatedly attempted to enter into the MPTC campus, helpless police officers supervising the armed police personnel allowed the legislators to enter the campus. However, when they attempted to disturb the recruitment rally which was in progress, police have no option but to detain them.

The two MLAs were produced in the court of Imphal East chief judicial magistrate late this evening after they were formally arrested by the Imphal East police. They were reportedly sent to judicial custody for 15 days by an order of the CJM Nautenoshowri. In the afternoon, hundreds of BJP activists led by its state president Babhananda marched a rally on the streets in Imphal demanding immediate stop to the recruitment rally. After the rally, a delegation led the president went to Raj Bhavan to submit a memorandum to the Governor who was out of station.

John Lennon’s killer denied parole again

ream Theater have released a behind-thescenes promo for their latest record The Astonishing. Ke y bo a r d i st Jo r d a n Rudess and guitarist John Petrucci have launched a webisode series in which they discuss the themes in the concept album – one of which is their ‘Brother’ storyline. They say it explores the relationship between the fictional characters, brothers Gabriel and Arhys, who must defend themselves against a dystopian empire.

Petrucci says: “Some people might find it interesting to know what our headspace was when we were writing this – the compositional techniques we used when writing, and to get deeper into the analysis of how we made this cinematic experience.” While he explains the importance of music and imagery, the guitarist also hints that their 13th studio work could potentially be made into a film in future. He adds: “Because the experience of The Astonish-

ing is an album – it’s not a movie, at least not yet – the music is important to guide the listener and conjure up these images as to what’s happening in the story. The music really acted as a score to us. Hopefully when you’re listening to it, you get this visual.” In other news, Rudess and Flower Kings mainman Roine Stolt make guest appearances on Magic Machine, the upcoming album from An Endless Sporadic which is due out on September 16.

ohn Lennon’s killer Mark Chapman has been denied parole for a ninth time. Chapman, 61, shot the former Beatles star in New York in 1980. He told the parole board he now accepted his crime was “premeditated, selfish and evil”. But they told him: “In spite of many favourable factors, we find all to be outweighed by the premeditated and celebrity seeking nature of the crime.” His release would “be incompatible with the welfare of society” and “undermine respect for the law”, they concluded. Chapman was sentenced to 20 years to life in jail in 1981 after pleading guilty to second-

degree murder. Lennon was aged 40 when he was shot four times outside a Manhattan apartment block. According to the ruling released by the New York Department of Corrections and Community Supervision, the board considered factors including Chapman’s “personal efforts to study and educate yourself ”, the “network of support and release plans” and “official opposition”. They said: “From our interview and review of your records, we find that your release would be incompatible with the welfare of society and would so deprecate that seriousness of the crime as to undermine respect for the law.”

Journey reunion with Perry won’t make us bigger - Neal Schon

and flowed over the years that Perry – who returned to the stage in 2014 and is currently working on a solo album – might one day rejoin the band he fronted from 1977 to 1987 and 1995 to 1998.

But Schon argues that, while he’d still be willing to discuss the move, it wouldn’t mean the band would generate more cash. The guitarist tells Freep. com: “What people don’t

our ney guitarist Neal Schon says any future reunion with classic-era singer Steve Perry couldn’t make the band any more successful than they currently are. Speculation has ebbed

understand is that we couldn’t possibly be doing better right now, even if he was with us. “It’s taken a lot of hard work to build it back up, but you know what? We’re here again. We’re sitting there. “And management is the first to tell me it couldn’t possibly be bigger.” The chances of a followup to Journey’s 2007 album Eclipse remain uncertain, but Schon says they’ve be increased by his experience of returning to Santana for reunion record Santana IV. “The coolest thing was that we didn’t have to talk about it or work at it to make it come together,” he reports. “We just went in the studio and played.

No regrets as Keane prepares final bow

Robbie Keane could overtake the man who won three European Cups with Bayern Munich in the 1970s, but he’d never change anything about his international career, that covered 18 years and three major finals. “No way. No chance,” said Keane. “I’ll miss everything about playing for Ireland, first and foremost, I’ll miss pulling that green jersey on. For me, more than anything, that’s been the highlight of my career.” “I’ve played for many clubs but the Ireland jersey always seemed to fit me the best.

I’ve enjoyed every minute of it. I’ll miss it all.” “All I can do now is watch from the side and wish the team well. It’s going to be a little bit different for me, a bit surreal.” Over 18 years have passed since Keane made his Ireland debut against the Czech Republic as a raw 17-year-old striker at Wolverhampton Wanderers. Since then he has played for nine clubs including Inter Milan, Leeds United, Tottenham, Liverpool, Celtic and Los Angeles Galaxy. Although Keane is 13th in the Premier League’s all-time goal scoring charts, with 126 goals, he won just one major trophy in British football, the 2008 League Cup with Tottenham, but has since added three MLS Cups in the United States. But the international scene was always what mattered most to the Dubliner, often to the annoyance of his club managers. “I could never understand why people pulled out of games, I could never get my head around that and still to this day can’t,” he said, revealing he rejected requests by club managers to skip international duty.

Premier Futsal’s second season to have eight franchises

Mumbai, Aug 30 (IANS): Premier Futsal announced that the second season of the league will be played in the first quarter of 2017 with eight franchises participating across four cities. The Premier Futsal management also made their intentions to host the league bi-annually from next year onwards. Premier Futsal’s first season was held in India earlier this year. It saw former football

stars Ronaldinho, Paul Scholes and Ryan Giggs, Hernan Crespo and Michel Salgado play in the tournament. The second edition of the league will see eight franchises divided in two groups to battle it across four venues to make it to the final. The two new franchises will be assigned marquee international football players, six international and five Indian players each.

Girls saved India’s face in Rio: Modi SANOSARA, Aug 30 (PTI): Showering praise on Olympic medallists PV Sindhu and Sakshi Malik, Prime Minister Narendra Modi on Tuesday said these “daughters” were the saving grace of India at the Rio Olympics . Speaking at the inaugural function of Sauni irrigation project on Tuesday, Modi touched upon several social issues plaguing the country including gender-based discrimination. “We have to make sure that our sisters and daughters don’t have to go in open for defecation. You must have witnessed how our daughters saved India’s face in Rio Olympics and brought honour to us (by winning medals). This is the true power of our daughters,” said Modi to a cheering crowd at the venue here in Jamnagar district of Gujarat. Shuttler Sindhu bagged a silver in the women’s singles while Sakshi won India’s first ever medal (bronze) in women’s wrestling at Rio. Modi stated that Gujarat government has been working on the “Beti Bachao” (save girl child) movement since long. He urged parents as well as the society not to discriminate between boys and girls.

FC Goa re-sign Gregory, Luciano, Rafael Panaji, Aug 30 (IANS): Indian Super League franchise FC Goa confirmed the resigning of foreigners Gregory Arnolin, Luciano Sobrosa and Rafael Coelho for the forthcoming tournament. Gregory has been the mainstay in FC Goa’s defence from the first season and instrumental in their march to the final of the tournament last year. “I am very happy to sign with FC Goa again. I have been at this club from the first season and we have made it to the semi-finals and then the finals. This year I hope to be able to win the ISL with FC Goa for the fans. I will give my best so that FC Goa can be champions of the ISL,” said Gregory. Brazilian defender Sobrosa made seven appearances for Zico’s team last year. The 37year-old has been a veteran in the Indian football circuit with stints at various Indian clubs like Salgaocar, Sporting Goa and most recently, Mohun Bagan. Coelho was signed midseason last year after an injury to striker Victor Simoes ruled him out for the season. K Y M C

“One thing about me, I’ve always turned up, I’ve always tried my best. Even with injuries, you get injections before games. And that’s just the love for Ireland and that’s the love for the country.” Oman could become the 37th different country to be on the wrong side of a Keane strike, and he has history on his side with 42 of his 67 goals scored on home soil. “ I d o n’t c a r e a b o u t Muller’s record or anyone, I’m chasing the next one because that’s what I’ve done since I was seven. I don’t know any different,” Keane said. “I want to sign off with a goal. There is no way I’m going into this game half hearted. Just because it’s my last game, I’m not going to go into it thinking ‘I’ll enjoy the moment’, as soon as that whistle goes, I’ll want to win the game.” He’s received good luck messages since announcing his retirement from David Beckham, Steven Gerrard and Mick McCarthy, among others, but had special thanks to Ireland manager Martin O’Neill for asking him to play in Wednesday’s game.

Djokovic, Nadal win at US Open

Kerber cruises to round 2

Novak Djokovic

N e w Yo r k , Au g 3 0 (Agencies): Defending champion Novak Djokovic overcame an arm injury scare and long-time rival Rafael Nadal shone in 33-degree heat as the US Open showcased its $650 million upgrade on Monday. World number one Djokovic, also the 2011 winner in New York and chasing his third major of the year, defeated Jerzy Janowicz of Poland 6-3, 5-7, 6-2, 6-1. Nadal, the 2010 and 2013 champion and seeded to face Djokovic in the semifinals, eased to a 6-1, 6-4, 6-2 win over Denis Istomin of Uzbekistan. Djokovic had admitted that he was “not 100 percent” after suffering a wrist injury on the eve of the Olympics where he was a first-round loser. But it was the upper right arm that bothered the Serb on Monday night as he played his first Grand Slam match since his shock third round exit at Wimbledon. The 29-year-old needed treatment after just five games of the first set but eventually

pulled through against Janowicz who had played just two matches all year due to a knee injury. “It was hard to follow Phil Collins,” joked Djokovic in reference to the lengthy opening ceremony which featured the veteran English rocker under the new $150 million roof on Arthur Ashe Stadium. On his arm injury, Djokovic added: “It’s never easy to play at this level throughout the year. There are periods where you aren’t 100 percent.” Djokovic next faces Jiri Vesely, the Czech who knocked him out of Monte Carlo this year. Nadal’s reward for a fifth win in five meetings with Istomin is a match-up with Italian veteran Andreas Seppi. A wrist injury forced the Spaniard into an early retirement at the French Open and sidelined him from Wimbledon before a gold medal run in the doubles at the Olympics helped ease his misery. “The most important thing is that I am here in New

Rafael Nadal

York. Injuries are part of the career. I had a hard time this year,” said the fourth seed. Canadian fifth seed Milos Raonic overcame German dangerman Dustin Brown 7-5, 6-4, 6-4. Croatian seventh seed Marin Cilic, the 2014 champion and winner in Cincinnati last week, eased past Brazil’s Rogerio Dutra Silva 6-4, 7-5, 6-1. Flamboyant French 10th seed Gael Monfils took his summer hardcourt record to 15-2 with a 6-4, 6-2, 7-6 win over Gilles Muller of Luxemburg. Monfils almost suffered a freak accident when a giant courtside clock fell towards him as he collided with the back wall, chasing down a Muller shot. The Flushing Meadows complex has been radically and expensively remodelled for this year. However, the old Grandstand court, due to be demolished after the tournament, was pressed into action after the new Court 10 was deemed unplayable.

Yogeshwar’s Olympic bronze upgraded to silver

Yogeshwar Dutt

N e w D e lh i , Au g 3 0 (IANS): Star wrestler Yogeshwar Dutt’s bronze medal from the 2012 London Olympics have been upgraded to silver after runner-up Besik Kudukhov of Russia was found guilty of doping violation. The World Anti-Doping Agency (WADA) had recently decided to retest samples from the 2008 Beijing Olympics and the 2012 Games which returned with several positive results. According to a report by

flowrestling.org, Kudukhov, who won silver in the men’s 60 kg freestyle category in London, may now be stripped of his medal after his sample also tested positive for a banned substance. As a result, Yogeshwar’s bronze was upgraded to silver. The Haryana grappler had defeated Ri Jong-myong of North Korea in the bronze medal play-off who has now move up from the fifth position. The 33-year-old will now join fellow

Haryana wrestler Sushil Kumar as the second Indian silver medalist from the 2012 Olympics. The results however, are yet to be officially confirmed by the United World Wrestling (UWW) and the International Olympic Committee (IOC). Yogeshwar’s silver medal will only be confirmed when the UWW ratifies it in writing to the Wrestling Federation of India (WFI). Kudukhov, who defeated Yogeshwar in the pre-quarterfinals at the 2012 Olympics, is considered to be one of the greatest icons of modern wrestling. He was a four-time world champion across two weight divisions and had won gold in every World Championship he competed in from 2007 to 2011. He burst onto the international stage in sensational style at the age of 20 when he reached the final of the 2006 World Championships in Guangzhou, China. He also became European Champion in 2007.

Johanna Konta defeated Bethanie Mattek-Sands to cruise into the second round of the US Open. The British number one won 6-3 6-3 against MattekSands, who was celebrating a mixed doubles Olympic gold medal only two weeks ago, to book a clash with former Wimbledon semi-finalist Tsvetana Pironkova. Flushing Meadows was where Konta enjoyed her breakthrough run 12 months ago, reaching the fourth round when she had previously managed just one grand slam victory in her whole career. She has shot up the rankings since, from 97th to 16th, and a semi-final at the Australian Open in January has many predicting a renewed challenge on the hard courts here.

Kerber, Wozniacki win

Second seed Angelique Kerber enjoyed a stress-free passage into the US Open second round after her opponent Polona Hercog retired injured. Kerber, the reigning Australian Open champion, whitewashed the first set 6-0 before world No 120 Hercog quit after losing the opening game of the second set. Hercog had won just nine points in seven games. Caroline Wozniacki won her first Grand Slam match of 2016 with a 4-6 6-3 6-4 win over qualifier Taylor Townsend. The former world No 1 had suffered first-round exits at the Australian Open and Wimbledon, and missed the French Open with injury. Third seed Garbine Muguruza came from a set behind to eliminate Elise Mertens 2-6 6-0 6-3.

Paes, Bopanna in Davis Cup team N e w D e lh i , Au g 3 0 (Agencies): The All India Tennis Association (AITA) selection committee on Tuesday retained the doubles pairing of Leander Paes and Rohan Bopanna for the Davis Cup World Group Play-off tie against Spain, scheduled for September 16-18. The Committee, headed by SP Misra, retained all four playing members of the squad that beat Korea Korea 4-1 last month with Saketh Myneni and Ramkumar Ramanathan to do the singles duty. The only change is in the reserve members of the squad with southpaw Prajnesh Gunneswaran replacing Vishnu Vardhan. Youngster Sumit Nagal continues to be reserve. Asked if they considered a different doubles pairing, Misra replied in a negative. “We are playing Spain and it’s not good time for experimenting. Leander and Rohan are the best pair we have. Ideally, we should have three singles players in the squad but since Yuki Bhambri and Somdev Devvarman are both injured, this option is closed for now,” Misra told PTI.

Inderjeet never came to plead innocence: NADA BHOPAL, Aug 30 (Agencies): Shot-putter Inderjeet Singh might have questioned publicly the validity of the National Dope Testing Laboratory (NDTL) results which showed two different findings, but a National Anti-Doping Agency (Nada) official disclosed here on Monday that the sportsperson has not made a single appearance in front of the probe committee to claim his innocence. On the other hand, wrestler Narsingh Yadav was sent to the Rio Olympics as his inquiry got over post his request to Nada for a faster probe. Nada’s project officer Anshul Gupta, who was in Bhopal to attend an antidoping seminar organised by the sports department, said Inderjeet’s issue is still pending with the anti-doping body. “He should have appeared in front of the committee. He has never appeared in front of the committee. His advocate wanted time from NADA to put forward his case. I do not know when he will come in front of the committee to claim his innocence,” said Gupta. In Inderjeet’s case, while one test said no banned substances were detected, the other had turned out to be positive. One sample was collected during an in-competition test at the National Interstate Athletics Championships in Hyderabad on June 29, while the other was an out-of-competition test for which samples were collected on June 22 in Bhiwani. Inderjeet was dropped from the Indian contingent to Rio after he tested positive in the Bhiwani test.

Madrid, Aug 30 (Agencies): Barcelona president Josep Maria Bartomeu said talks are already underway for Lionel Messi to sign a new contract. Messi is under contract until 2018 but Barcelona are keen to offer him fresh terms, following reports in July that a new deal had been agreed. And according to Bartomeu, it appears only a matter of time before the 29-year-old officially signs a new deal. “Messi has two years of contract but we will talk with him to renew because we want him to continue,” Bartomeu told Catalunya Radio. Messi has made an impressive start to the LaLiga season. The five-time Ballon d’Or winner has overcome the disappointment of losing the Copa America Centenario final in June, helping Barcelona to Supercopa de Espana glory. Messi also has two goals in as many LaLiga games as reigning Spanish champions Barca share top spot with Real Madrid and Las Palmas. Bartomeu added: “Messi

Dimapur: The Nagaland Civil Service Association is organizing a friendly football match between the Senior NCS officers and the NCS Probationers (ATI, Kohima) at the Secretariat Plaza on September 10 at 2:30 pm. The friendly football match was proposed with the hope that through such games it would foster more unity and bring the NCS family closer. The friendly match would culminate with a brief formal programme and dinner at ATI, Kohima.

Oberman

Pune, Aug 30 (IANS): Indian Super League (ISL) franchise FC Pune City on Tuesday announced the signing of Argentine midfielder Gustavo Oberman for the forthcoming third edition of the football tournament. On his first ever stint in India, Gustavo said. “I have heard great things about the country and the football fans here. I hope to see all of that during my stint with FC Pune City and make an indelible impression on the fans, especially the Orange Army.” Gustavo was a part of the Argentina Under-20 team that won the World Cup in 2005. Nicknamed Cachete, Gustavo’s professional football career began at Argentino Juniors in 2003. He then went on to play for River Plat, CD Castellon, CFR Cluj, Cordoba CF among other clubs. FC Pune’s head coach Antonio Habas said, “Gustavo is a player who we feel is right suited to the style of football which we at FC Pune City would like to play this season, i.e. attacking brand. “He has a knack of making chances from unexpected positions and I am sure that’s going to be an asset to the team.”

Jack Wilshere

London, Aug 30 (Agencies): Arsenal are prepared to allow Jack Wilshere to leave the club on loan this season to get regular first-team football. Wilshere has been limited to two Premier League appearances off the bench so far this season after his preseason campaign was slowed by a knee injury. Arsenal have two days to find a suitor for Wilshere with the transfer deadline looming - the summer window closes at 11pm on Wednesday. The 24-year-old was also left out of Sam Allardyce’s first England squad, named on Sunday, and he revealed Wilshere would have to be playing regular football to get back into contention for an international recall, although he expected that to be with his

Rooney to end England career after 2018 WC London, Aug 30 (Agencies): Wayne Rooney announced on Tuesday that the campaign for the 2018 World Cup in Russia will be his last as an England player. “Realistically I know myself that Russia will be my last opportunity to do anything with England,” Rooney told a press conference at St George’s Park in Burton, central England. “So I’m going to try and enjoy these two years and hopefully I can end my career with England on a high.” New England manager Sam Allardyce confirmed on Monday that Rooney, 30, will be kept on as captain for the World Cup qualifying campaign, which begins in Slovakia on Sunday. The Manchester United striker will make his 116th England appearance in Trnava, taking him past David Beckham as the country’s most-capped outfield player. Captain since August 2014, Rooney is also England’s record goal-scorer with 53 goals. But in six major tournament appearances with England, he has never gone further than the quarter-finals. England crashed out in the group phase at the last World Cup in Brazil two years ago and, with Rooney as captain, were humiliated by minnows Iceland in the last at Euro 2016. “I have had a fantastic international career so far, played a lot of games and enjoyed every minute, but at some point it is going to come to an end,” Rooney said. “I’m not old, I’m 30 years of age, and come Russia I feel that will be the time for me to say goodbye to international football. “My mind is made up. It

Wayne Rooney

is up to Sam Allardyce again over the next two years, but if selected, I will have enjoyed it. Some highs, some lows, but I’ll be an immensely proud man.” Rooney’s most impressive performance for England at a major tournament remains Euro 2004 in Portugal, when, aged only 18, he scored four goals as Sven Goran Eriksson’s side reached the last eight. England failed to qualify for Euro 2008 and he did not manage to find the net as they met with disappointment at the World Cups of 2006 and

2010. Rooney ended an eightyear wait for a major tournament goal at Euro 2012, but England fell in the quarterfinals. Although Rooney was deployed in midfield by former manager Roy Hodgson during Euro 2016, Allardyce has indicated he intends to use him in a number 10 role. Rooney has been playing in that position under new United manager Jose Mourinho since the start of the season, but the former Everton player said he was happy to play anywhere.

Hopefully he will get that in the future at Arsenal,” said Allardyce. “If Jack Wilshere was playing every week for Arsenal he would be in the squad, but unfortunately he isn’t. It is game time for him and it has been few and far between because he has had too many injuries unfortunately.” “It is a question of game time and the contribution he is making to Arsenal and he is not doing that at the moment, so I left him out.” Wilshere missed the majority of the 2015-16 season with a broken leg and competition for places in the Arsenal midfield has only been increased by Arsene Wenger’s transfer business over the last nine months.

is the number one player in the world. The tax issues faced by his family is something that we do not like because sometimes players are not responsible for these things.” “We talk to all players and in the case of Leo, he is a very strong person, with great

ambition, and has returned better than ever, demonstrating the desire to continue making people happy in Barcelona. We can always count on him.” Messi could miss WC qualifiers Spanish football champions FC Barcelona confirmed

that Lionel Messi has suffered a hamstring injury which might keep the Argentine away from the forthcoming World Cup qualifiers against Uruguay and Venezuela. Medical tests on Monday uncovered an issue with Messi’s left hamstring, but he will travel to Argentina to link up with his team-mates and undergo further assessments. Messi, who announced his international retirement after Argentina’s Copa America loss to Chile, later on reversed his decision to quit after speaking with national head coach Edgardo Bauza, but he could miss the next few games over fitness issues. “Leo Messi has hamstring trouble but is travelling to Argentina,” Barcelona tweeted on Monday. He had been expected to play against Uruguay on Saturday, with a game against Venezuela to follow on September 6. Argentina are third in South American qualifying for the 2018 World Cup, with Friday’s opponents Uruguay topping the CONMEBOL standings after six fixtures.

100 yr-old runner from India gets gold medal VANCOUVER, Aug 30 (Agencies): Man Kaur from India needed almost a minute-and-a-half to cross the finish line in the 100-meter dash, but she still picked up a gold medal on Monday at the American Masters Games. That’s because the 100-yearold Ms Kaur was the only female competitor in her age category at the competition for older athletes. When she crossed the finish line in Vancouver, her competitors - many of them in their 70s and 80s - were there to cheer her on. Ms Kaur’s energy and drive to compete have become an inspiration to participants in the unique international event for athletes over 30. “When she wins, she goes back to India, and she’s excited to tell others, ‘I have won so many medals from this country,’ “ said her son Gurdev Singh, 78, translating for his mother. “Winning makes her happy.” After Ms Kaur finished the sprint in one minute and 21 seconds, she stood smiling with her hands raised in the air. Asked how she felt, she breathed heavily and clutched a bottle of water, unable to speak. Earlier, she won gold medals in the javelin and shot put. Mr Singh, 78, who also is

Man Kaur, 100, of India, competes in the 100-meter track and field event at the Americas Masters Games in Vancouver, British Columbia. (AP/PTI) competing in the Games, said he encouraged his mother to start running at age 93 because he knew she could become a star. “I asked her. ‘You have no problem, no knee problem, no heart problem, you should start running,’” he recalled. Ms Kaur has now won more than 20 medals in Masters Games across the globe. While practicing in her home of Chandigarh, she goes out every evening to run five or 10 short distances, said Mr Singh. Mr Singh said his mother believes in promoting running to other older women. “She encourages them, old ladies, that they should run, they should not eat wrong foods, and they should encour-

age their children also to take part in the Games.” Charmaine Crooks, a five-time Olympian who won a silver medal for Canada in the women’s 4x400-meter relay in 1984, serves as an athlete ambassador for the Masters Games. She praised Ms Kaur’s “dynamic spirit.” “I know that it’s inspired me. Hey, I’ve got almost 50 more years to go, right?” Crooks said. “She’s inspiring everyone, young and old.” The World Masters Games take place every four years, with regional games in between. The Americas Masters Games in Vancouver is the first summer regional games in North America, Ms Crooks said.
