Mokokchung, Aug 2 (NPN): On the occasion of Tsungremmong Festival, Nagaland chief minister T.R.Zeliang paid rich tributes to the Aos for being pioneers in various fields among Nagas and its leaders for having great responsibility who should also guide Naga society as elder brother. Speaking as chief guest at the celebration of Tsungremmong sponsored by the NEC at Imokongmeren Sports Complex Mokokchung Tuesday, the chief minister said as the festival was a pre-harvest sanctification of the individual and society to receive blessings of the Almighty, it was also time for Nagas to sanctify themselves in order to gain favour with the Lord for a political destination favourable and acceptable to all. According to a communiqué from the CMO, while stressing on the Naga political problem, the chief minister said solution can only come from India and not from the US or Britain. Further, he said what India can provide to Nagas should be accepted because, what India cannot give Nagas today, cannot be possible even after a hundred years. Zeliang reiterated that Nagas should accept the realities of the changed times and circumstances and therefore, need to work out a solution that was acceptable to them
NPSC declares results DIMAPUR, AUG 2 (NPN): Nagaland Public Service Commission (NPSC) on Tuesday declared the final results of the NCS, NPS, NSS and Allied Services Examination 2015. In a notification, NPSC secretary Khrupi Sothu stated that on the basis of marks obtained in the main written examination, viva-voce and medical and police fitness examinations and options exercised by the candidates, the commission has declared the list of successful candidates for various posts under government of Nagaland. West Bengal to be renamed Bengal
Kolkata, Aug 2 (IANS): The Mamata Banerjee government on Tuesday proposed to rename West Bengal as “Bengal”, dropping “West” from its name, Parliamentary Affairs Minister Partha Chatterjee said. “For the sake of the people of the state, its heritage and culture as well as to promote and protect its interests at the national level, we have proposed to rename West Bengal as Bengal in English and ‘Banga’ or Bangla in Bengali,” Chatterjee told the media. In Bengali, the state is currently referred to as “Paschim Banga” or “Paschim Bangla”. Chatterjee said a special session of the assembly will be convened to discuss the renaming of the state. “The assembly session begins on August 26. We will put forth the proposal of renaming the state for discussions.

integration of Naga contiguous areas under one administrative umbrella. Further, Zeliang added that the plea of Naga people was that solution should be inclusive of all Nagas and not for a particular tribe or community only. Zeliang praised the NDA government under the leadership of Narendra Modi for the positive approach towards solution after 70 years of struggle. When all factions have stopped killing each other, the public leaders should also appreciate this and work together to pave way for early solution instead of criticism, he added. ROADS On deplorable roads in
Nagaland which have been widely blamed on the government as reported in the media, Zeliang explained that after the funding pattern was changed, Nagaland was left with very little fund for development and so maintenance of roads also suffered. He informed that the state has 14,377 kms of roads excluding 237 kms of National Highway but that no funds were provided for maintenance. Zeliang said after he raised the issue on numerous occasions with the Centre, sanction for construction of roads, beginning with the Dimapur-Kohima four-lane highway includes the condition that the contractor(s) will be responsible for maintaining the roads for five years. The chief minister also disclosed that, in addition to current three subdivisions(NH) under Mokokchung ; the cabinet had also approved two more sub-divisions with offices in Mokokchung and Zunheboto. He also praised the Ao Senden and Ongpangkong Mungdang for initiating construction of the road from Mokokchung to Dimapur via Doyang Hydro Project that will directly benefit Mokokchung as well as Zunheboto, Tuensang, Longleng, Wokha and even Mon. Zeliang said the state government was actively pur-
suing with MoRTH for taking up the road during the current year itself. Govt trying to accredit more colleges Correspondent
KOHIMA, AUG 2 (NPN): Stressing on imparting of quality education in the state, the chief secretary, Pankaj Kumar, has said that the government was trying to get more colleges accredited and expressed hope that more colleges would obtain accreditation in time to come. State chief secretary was speaking at the 37th Foundation Day programme of the All Nagaland College Students Union (ANCSU) at Zonal Council Hall here on Tuesday. The chief secretary said the central and state governments have been emphasising more on expansion of education, be it school or college, but maintained that now there has been a distinct change with government concentrating more on quality education to help the student community do better. Suggesting setting up of educational institutions that could provide quality education, Kumar said he was optimistic that the setting up of private university in the state, which was recently passed by the assembly, would provide quality education to the students. Exhorting the students, the chief secretary said the amount of time and effort that students invest in their studies would lead them to a level of competency and efficiency, which would ultimately improve the chances of qualifying in competitive examinations vastly. He reminded the
students that personal effort was the main requirement to become an icon for state or national or international. Taking note of the issues raised by various speakers, Pankaj said state government was reviewing the administration of ILP and what policies were to be introduced to strengthen the issue. On the removal of powers and jurisdiction of the State Vigilance Commission (SVC) by state government, raised by former president of ANCSU, Theja Therie, the chief secretary informed that “we have to deal with this problem collectively to bring transparency and justice in the society.” Pankaj Kumar also asserted that he has taken note on the timely release of scholarship. On the issue of backdoor appointment, the chief secretary said government was serious on the issue and as notified on June 6. Stating that instructions have been issued to all departments, he said there might be some violations but government would respond to it. Former president of ANCSU, Theja Therie, said ANCSU was formed representing college students of Nagaland with an objective to promote the society through higher education and professional studies. He said the union must stay focused and be more specific so the specific needs were addressed from time to time.
Lamenting that corruption cases in the state were mushrooming, Therie said that government has “callously dismantled” the one and the only anti corruption bureau that could check corruption at all levels. He said removal of powers and jurisdiction of the SVC and doing away of suo motu power to raid and investigate corruption has reduced the SVC to a mere paper tiger allowing corrupt leaders to escape from the clutches of laws. Therie also stressed the need to review the backward reservation periodically, saying the existing reservation policies were outdated. On the issue of Illegal Bangladeshi Immig rants (IBIs), Therie said the state has a protective law like Bengal Eastern Frontier Regulation 1873, but since the regulation covered only from Chumukedima, he called for brining the entire state. Therie also said that the state was legitimizing the Assam claim of 1925 British inner line as the demarcated boundary between Assam and Nagaland, which, he said was far from truth. Further, he claimed that Nagaland has over 5 lakh illegal immigrants, Assam has 70 lakh (if NCR is taken on the basis of 1951 as cut-off year) and Meghalaya with over 3 lakhs illegal immigrants. On the occasion, NSF president Subenthung Kithan and ANCSU tribunal general Kezhazer Angami also delivered greetings.

KO H I M A / D I M A P U R , AUG 2 (NPN): Naga Students’ Federation (NSF) has announced that it would be launching phase-wise agitation against the imposition of the “draconian law in the guise of the Armed Forces Special Powers Act (AFSPA) and Disturbed Areas Act (DAA).” In this regard, the NSF has directed all its federating and sub-ordinate units to display/wear black badges in all the educational institutions in Naga inhabited areas from August 3-5, 2016 as part of phase-I agitation. Further, Naga Students’ Federation directed all the federating and sub-ordinate units to supervise the implementation of the proposed phase-I agitation in their respective jurisdictions. Dimapur Naga Students’ Union (DNSU), as directed by the NSF, has requested all the students of educational institutions within the jurisdiction of Dimapur Naga Students’ Union to wear black badges as a sign of protest and resentment against the Government of India for imposing the “draconian laws” DAA and AFSPA in the state of Nagaland. In a press release, Dimapur Naga Students’ Union president, Sungkum Aier, and finance secretary, Akherio Lazio, have appealed to all the educational institutions to adhere to the said directives from August 3-5, 2016.
NEW DELHI, Aug 2 (PTI): As many as 2.16 crore bogus ration cards have been detected and around Rs. 13,000 crore, which would have otherwise been diverted, would now be available for the beneficiaries, government said Tuesday. Minister of State for Consumer Affairs CR Chaudhary told the Lok Sabha that in 34 states and union territories, about 60 per cent of the ration cards have been linked with Aadhaar. During the Question Hour, he said that as many as 2.16 crore fake, bogus or duplicate ration cards have been detected. Around Rs. 13,000 crore, which would have otherwise been diverted, would now go to the beneficiaries. The government has completed digitisation of ration cards, Chaudhary said in a reply to a question in the Lok Sabha. Responding to a query on concerns about adulteration of milk, Mr Chaudhary said it was “really a problem” and steps were being taken to deal with adulteration. Consumer Affairs Minister Ram Vilas Paswan said the government has already moved a Bill to amend the Consumer Protection Act, which is many decades old. In a written reply, Mr Paswan said grant is given from Consumer Welfare Fund (CWF) to the states and union territories for setting up corpus fund of Rs. 10 crore towards undertaking consumer awareness activities. Centre provides 75 per cent share of the corpus fund and the rest is taken care of by the state. In case of special category states/union territories, the funding ratio is 90:10. So far, corpus fund has been set up in 11 states/union territories viz. Gujarat, Andhra Pradesh, Odisha, West Bengal, Bihar, Nagaland, Karnataka, Tamil Nadu, Madhya Pradesh, Kerala and Haryana,” the minister said.
To ensure GST bill passage, 1% additional levy scrapped New Delhi, Aug 2 (IANS): The amendments proposed in the Goods and Services Tax bill scheduled to be moved by Finance Minister Arun Jaitley in the Rajya Sabha on Wednesday are expected to sail through with the government scrapping the additional levy of 1 percent proposed earlier. Technically called the Constitution (One Hundred and Twenty-Second Amendment) Bill, 2014, it has proposed to delete Clause 18 of the original bill that intended to compensate the manufacturing states with one per cent additional duty for a period of two years or more for revenue losses. The additional levy was also among the main objections of the opposition Congress party, whose support is necessary for the bill’s passage since the National Democratic Alliance government lacks a clear majority in the upper house of parliament. Also Clause 19 dealing with compensation to states for a period of five years or more towards the losses they may suffer due to a shift to the new regime, has been made more specific. It now says parliament by law “shall” compensate states, as opposed to the word “may” that was used earlier. Then Clause 12, which deals with dispute resolution between and among
the Centre and states and again was a bone of contention since the original bill left this to the GST Council -- has been reinforced. The amendment now calls for a standing mechanism to adjudicate disputes. However, another Congress demand, to specify the GST rate in the statute, has not been accepted. Last week, West Bengal Finance Minister Amit Mitra chaired a GST panel meet in which all states agreed to keep the GST rate out of the bill. The GST bill was introduced in the Lok Sabha on December 19, 2014, and was passed by the Lok Sabha around five months later on May 6. It was then referred to a Select Committee of the Rajya Sabha which submitted its report on July 22. These amendments will need to get the nod of the Lok Sabha again, following which at least 50 per cent of the states need to ratify the bill for it to become a statute. This again could be a long-drawn process, since states will have their own sets of issues and queries. The new regime, termed as the most radical tax reform since Independence, seeks to subsume all central indirect taxes like excise duty, countervailing duty and service tax, as also the state levies like value added tax, entry tax and luxury tax to create a single, pan-India market.
DIMAPUR, AUG 2 (NPN): NSCN (I-M) ‘major general’ Ningkhan Shimray aka Anthony Shimray who has been jailed since 2010 at Tihar Central Jail Delhi has been granted bail on Tuesday by NIA Court Delhi. His bail comes just a day before one year of signing of “Framework Agreement” between government of India and NSCN (I-M). According to reliable sources, NIA did not raise any objections on Tuesday against granting bail to Shimray as it felt that the latter had a role to play in the ongoing peace process.
It may be mentioned that before his arrest, Anthony Shimray was part of NSCN (I-M) delegation for peace talk with government of India and had participated in several rounds of negotiations. On March 26, 2011, NIA filed a chargesheet against Shimray and three others in the NIA Special Court, New Delhi. NIA charged Anthony Shimray of being the main arms procurer for NSCN(IM) and involved in a “conspiracy to procure a huge consignment of arms and ammunition from foreign countries to be used for committing activities to wage war against the Government of India”.
1 killed, 8 injured in Kiphire road mishap Correspondent
PUNGRO, AUG 2 (NPN): One person was killed on the spot and eight others injured when the vehicle they were travelling plunged into a deep gorge around 40 feet below the road near Tutheze village under Kiphire district on Tuesday. According to sources, the incident took place at around 8:30 am. The taxi (tata sumo- NL-03-0991) was proceeding towards Dimapur from Pungro. The deceased has been identified as Nongdila, daughter of Tomuku of Pungro. The injured persons were identified as Ritsu GB (70) Pungro town, son of Mukhe of Salomi village, Thsesumong (51) son of Mujongmong of Amikioro village, Tsamongchi (45) wife of Thsesumong of Amikioro village, Runa Devi (24), wife of Udai Singh, Happy ( 4), son of Udai Singh, Shulila (22), daughter of Kiusangthong of Pungro village, Sukhela (24) daughter of Pensukiu of Pungro village and the driver, Pihoto (28), son of Koshu of Old Vongti village. Later, Runa Devi and Ritsu GB were airlifted to Dimapur after first aid at Pungro hospital. The conditions of the others were stated to be normal. The cause of the accident was suspected to be due to technical failure, sources added. Pungro police, public leaders from various organizations rushed to the spot and retrieved the dead body while the injured persons were admitted at the Pungro hospital. K Y M C

Dr. Aier said this while addressing the host of parents during Tsüngremmong festival as the chief guest, organized by Kohima Lirmen Senso Telongjem held at capital convention centre Kohima on Tuesday. Highlighting on Tsüngremmong festival significance, Dr Aier said it was the celebration of sanctification of self and society for obtaining blessings from God. He said it has a strong bearing on the community building as the entire society come together to work, earn and eventually share with one another during this festival. He asserted that in order to get blessings from God, “we” need to sanctify ourselves. Recalling the last fifty years, he said “our” society has progressed in leaps and bounds with population of less than four lakhs to twenty lakhs, literacy rate of less than 4% to more than 85%, living standard moved from thatch house to RCC building and few churches to more than
1500 churches now. However, lamenting at our present society he said “we are living in a broken society” where there are lots economic inequalities, class distinction and social injustice. He challenged the gathering the need to have the presence of Christ in “our” society and to follow the example of Christ’s leadership. Over the past few years, the Tourism department of Nagaland has been actively collaborating with the LVC in celebrating Tsüngremmung at Longsa village. Speaking as the chief guest, C.L John, said that festival was a time for giving, for reconciliation and a time to forgive and forget. He asserted that festivals were the backbone of a nation and added that “without festivals there would be no nation”. He asserted that festivals have been given by God and therefore, should be celebrated in true Christian spirit. In this regard, the minister strongly advocated for Christian spirit among the Nagas and said that the Naga people were recognized as a people by the world only through Christianity. Therefore, he called for celebrating cultural festivals in true Christian spirit invoking God’s blessings, to forgive and forget and to bring reconciliation in the society. Dwelling on the present Naga society, C.L John lamented about the disunity, tribalism and factionalism prevalent today. He said that, “the division that we have today in our Naga society is our
creation, not of our forefathers”. The minister strongly asserted that it is “we that has brought the division in the society, and that it is we (the present generation) to bring about unity and reconciliation in the society”. He said that the Nagaland Legislative Assembly with sixty representatives is united today; he therefore questioned why the civil society and the Naga Political groups were not united. In this regard, he urged the civil societies, especially the tribal hohos and the village councils, to works towards bringing unity and reconciliation in the Naga society. An official from the Tourism department also spoke at the programme and declared that the department was always willing to assist Longsa, a declared tourist destination, in any way in the days to come. A village elder and leader of Longsa, Yashimeren (tatar) spoke about the significance of Tsüngremmung. The partakers of Longsa Tsüngremmung were also highly entertained by cultural presentations by students of Govt. High School Longsa. Dimapur: A joint team of 37 Assam Rifles and 32 Assam Rifles apprehended a self styled captain of NSCN (IM), along with arms, ammunition and incriminating documents on July 25 in Toulazuma area,
Dimapur. Based on information, the suspected house was searched, which led to apprehension of the cadre, along with recovery of one Point 38 Revolver, Point 38 ammunition and incriminating documents, informed an AR press release. On spot questioning, the apprehended cadre accepted his association with NSCN (IM) and revealed his involvement in extortion activities from trucks plying on Golaghat Road. The apprehended cadre was identified as Service Number 11045, Self Styled Captain Atu Pochury, r/o Toulazuma. The apprehended cadre and recovered items were handed over to Dimapur East Police Station.

He asserted that government job alone could not give job security and encouraged that the per capita income in the field of arts, sports and music was much higher compared to people who were in the government jobs. Citing an example, he mentioned that forefathers were very hard working but unfortunately most of “us” have forgotten the values of forefathers. T h o u g h we a r e i n the transformation phase of change, let us not drop everything to adapt to the contemporary lifestyle and forget the values installed to us by our forefathers, he added. . KOHIMA: Secretary, Land Resources Department, Y. Kikheto Sema IAS on Tuesday urged the department officials and field workers to thoroughly assess income generation of beneficiaries solely assisted by the Department of Land Resources. He said this at the quarterly meeting of the district officers at its Directorate in Kohima during which District Project Officers of Kohima, Zunheboto, Longleng and Mon presented power point presentations on its activities in their respective districts. The Secretary told the officials to strictly abide by the advise of the Coffee Board of India to use only certified coffee seeds for plantation. He cautioned the district officers not to allow the farmers to buy coffee seeds from unauthorised nurseries. Kikheto told the officers to be very careful with coffee farming since it was a failed crop and that the Department has now been assigned as the nodal agency for its revival. Kikheto also urged the technical officials to come up with properly studied guidelines on value addition crops besides coffee such as vanilla, black pepper, betelnut leaves etc. He opined that the guide-

IMPHAL, Aug 2: Forty years old demand for conversion of Sadar Hills into a full-fledged revenue district bifurcating Senapati district resurged again Tuesday. Ibobi led Congress government has been served ultimatum to translate into work the assurance by declaring Sadar Hills as full-fledged revenue district of the state by August 15 next. Joint Action Committee (JAC) Sadar Hills, an apex body of civil bodies based in Sadar Hills of Senapati district set the August 15 deadline, in a memorandum submitted to the state chief minister O Ibobi Singh today. If fails to inaugural Sadar Hills as full-fledged revenue district of the state by the set deadline, different forms of agitations including boycott of Congress party in the upcoming general elections to the state Assembly will be launched, the JAC threatened. Sadar Hills in Manipur is inhabited by multi-ethnic groups with inherent socioeconomic and cultural backgrounds. In spite of being underprivileged with respect to justice, administrative power and economic privileges, Sadar Hills enjoys its fortune glory and its human friendly climatic conditions. Dispatch fuel by train, Tripura asks Railways Agartala, Aug 2 (PTI) : In view of severe fuel crisis in Tripura due to disruption of vehicular movement on damaged NH-8, state government has demanded dispatch of fuel by rail as it has come to the broad gauge map of the country following flagging off a train between here and Delhi on Sunday. “We have submitted a memorandum to the Railway Minister on Sunday charting out eight demands including dispatch of fuel. It seems he is taking very pro-active role to meet our demands. He immediately directed the rail officers to discuss the matter with IOC. Later the officials of the rail and IOC met in the state guest house,” Transport Minister Manik Dey said today. The vehicular movement through the National Highway 8 was seriously affected for the last three months due to damage of a portion at Karimganj in Assam following incessant rain and waterlogging and the state was facing acute crisis of fuel. Dey said the other demands include introduction of four trains within Tripura to connect Agartala with Dharmanagar, the northernmost town in the state.

The Act provides for creation of six Autonomous District Councils in the hill areas of Manipur for ultimate conversion into full-fledged district. However, Sadar Hills was left behind with the best reason known to the then government only. Since Manipur attained statehood in 1972, the people of Sadar Hills demanded district status for Sadar Hills. In 1974 Sadar Hills District Demand Committee (SHDDC) was formed to demand a full-fledged district status for Sadar Hills. During this movement two youths have lost their lives. In 2011 a 92day economic blockade was imposed by SHDDC, resulting in signing a Memorandum of Understanding (MoU) on October 31 of the same year in which Manipur government had agreed to upgrade Sadar Hills as full-fledged district at the earliest after Committee on Reorganization Administrative and Police Boundary submit its report. Civil bodies based in Sadar Hills have been demanding full-fledged district status for the last around 40 years by way of launching various forms of agitations and sub-
mitting memorandums to the government from time to time. A new memorandum that set August 15 deadline was submitted to the incumbent chief minister O Ibobi Singh today by the JAC through a cabinet minister. The rightful demand has been failed several times due to contemptuous and sidelined decision of the highest law making body of the country, the JAC alleged while reminding that Governor and chief minister of Manipur have been petitioned for centralization of the said Act (Manipur (Hill Areas) Autonomous District Council Act, 1971) on several occasions in letter and spirit more than 40 years. “Apart from several insurance given by the then Governors and chief ministers, assurance was given by 30th April, 2016, the date for inaugurating Sadar Hills into full-fledged Autonomous District Council,” it reminded. After failing three times in give the assurance by the present government, the JAC convened a joint meeting of civil bodies based in Sadar Hills on July 26. The meeting unanimously agreed to serve the ultimatum to the government, a JAC source said. Wasnik gauges internal feud in Meghalaya Cong Correspondent Shillong, Aug 2: Congress leader Mukul Wasnik on Monday held one-on-one meeting with his party legislators to gauge the internal feuds within the ruling Congress Legislature Party over the demand for the removal of Chief Minister Mukul Sangma. Wasnik was deputed by Congress president Sonia Gandhi to fire-fight of the possible split within the state Congress before the 2018 Assembly elections after losing Assam to the BJP-led NDA alliance in the assembly elections. In fact, there are already talks that some of the rebel Congress legislators are even toying with an idea to float a new political party if the Congress leadership continues Sangma as their legislature party leader. Wasnik held one-on-one talk with the Congress legislators and members of the three Autonomous District Councils in Khasi Hills, Jaintia Hills and Garo Hills, Jaintia Hills at the Congress Bhawan, unlike his Congress general secretary in-charge Meghalaya C.P.Joshi, who only met Chief Minister Mukul Sangma and state Congress president D.D. BRO to build Bomdila-Tawang tunnels Itanagar, Aug 2 (PTI): The Border Roads Organisation in Arunachal Pradesh is proposing to construct tunnels at Bomdila-Tawang road in order to bypass the Sela Pass located at an altitude of over 14,000 feet. 42 BRTF Commander R S Rao on Monday called on Chief Minister Pema Khandu and briefed him about the road development work being taken up by the BRO on the strategic Bomdila-Tawang road, an official communique said today. Two tunnels that are proposed would bypass Sela Pass by nearly 10 km, which is expected to curtail travel time to Tawang by one hour.
It would also provide an all-weather road since during winter, the pass remains covered in snow, making travel difficult. An approach road to the entry of the first tunnel (500m) will take off at 229 km point, while the entry to the second tunnel (1450m) from the exit of the first tunnel will be joined by another approach road. The approach road from the exit from the second tunnel will finally meet the existing Tawang road at 247.5 km point. Bypassing of Sela pass would make the motorable journey easier letting tourist inflow even during harsh win-
ter when the pass remains cut off due to heavy snowfall. The BRO official briefed the chief minister on the issue of land acquisition on the Sela-Kela-Rama Sapper camp under Dirang subdivision. He informed the chief minister that latest technology in cement carpeting was being used for re-carpeting of roads in the area which can withstand harsh weather conditions and have a life of more than 25 years. Chief Secretary Shakuntala Gamlin, who was part of the briefing, suggested provision for laying of optical cable fibre along the highway so that later inconvenience could be overcome.
Over 300 animals killed in Assam floods
Guwahati, Aug 2 (PTI): As many as 310 animals, including 221 hog deer and 21 onehorned rhinos, in Kaziranga National Park (KNP) lost their lives due to the devastating Assam floods. According to the KNP Divisional Forest Officer Suvasish Das, 310 animals were killed by floods since July 25 this year. Out of this, 221 were hog deer and 21 were one-horned rhinos, he said. Among the killed rhinos, ten were calves aged between two to six months, Das said. “Flood level this year is much higher compared to 2012, but animal mortality was highest in 2012,” he said. Das said 106 animals were rescued during the floods with help from local residents.

Public-sector oil firms donate Rs 15 cr towards Assam flood
Guwahati, Aug 2 (PTI): With Assam reeling under one of the worst flood to hit the state, in which over 11 lakh people have been affected, seven public-sector oil firms today donated a total of Rs 15 crore to the Chief Minister’s Relief Fund. Senior officials of the state-run oil firms donated Rs 15 crore and handed over the cheque to Assam Chief Minister Sarbananda Sonowal, an official release said. The seven oil firms are Oil and Natural Gas Corporation (ONGC), Indian Oil Corporation (IOC), Oil India Ltd (OIL), Bharat Petroleum Corporation Ltd (BPCL), Hindustan Petroleum Corporation Ltd (HPCL), Gas Authority of India Ltd and Numaligarh Refinery Ltd (NRL). “Union Minister of State (Independent Charge) for Petroleum and Natural Gas Dharmendra Pradhan took a special initiative under the guidance of Prime Minister Narendra Modi to mobilise the oil companies to contribute to the Chief Minister’s Relief Fund,” the statement said. Acknowledging the gesture, Sonowal expressed his gratitude to the Prime Minister, Minister of state for Petroleum and the oil firms for helping the people of Assam during this calamity.
“Out of nine rhinos rescued, eight are currently undergoing treatment at CWRC, Borjuri and one was released instantly,” he said. Das said flood water was receding fast and out of 130 inundated camps, only 70 were currently under water. He also said around 135 km of roads have been affected and many bridges have been damaged. “Actual assessment will be carried out later this month. There are very few cases of stray rhinos this year and we are vigilant about all rhinos that are straying across NH-37,” Das added. Meanwhile carcass of an adult male Royal Bengal tiger was found in inundated Kaziranga National Park (KNP) in upper Assam today, a senior Forest Department official said.

Mnp to launch project ‘Belladonna 200’ Correspondent IMPHAL, Aug 2: State directorate of Ayush is all set to launch Project Belladonna 200 to combat with Japanese Encephalitis (JE) in Manipur where health authority is working hard to combat the dreaded disease since its outbreak in seven out of nine districts. In the first phase of the project, medicines will be distributed to 15 lakh people free of cost, said Ayush director Dr K Lokendra while launching the project. However, he said “There is no guarantee that Belladonna -200 will completely cure Japanese Encephalitis. It is just a preventive measure.” Singh infor med that though the directorate was in its learning stage it has done commendable job and is still trying to give its best in the health sector of the state. With the outbreak of Japanese Encephalitis in certain areas of Manipur, Homoeopathic Prophylaxis can be successfully adopted in the state citing various researches validated by both National and International platforms, he said. The homoeopathic medicine ‘Belladonna 200’, which is an extract from belladonna plants, has been proved to be an effective prophylactic in Japa-
nese Encephalitis outbreaks. “Therefore, this medicine can be used in our state as it is cost-effective, with no or minimum adverse effects and is easily available without any issue of storage thereby can be easily availed to remote areas,” he added. Ayush commissioner PK Singh said that there was no need to panic and the spread of the disease was under control. He said that measures like fogging, vaccination have already begun and more fogging machines will be procured for extensive fogging operation. The commissioner further informed that mass vaccination has already started for children starting from 0 to 15 years who are more vulnerable to the disease. On the other hand, despite having taken up all possible steps to control the spread of the virus causing disease by the state health services authority on war footing, the number people infected by the disease is increasing. With the detection of 15 more patients positive, people infected with the dreaded disease have risen to 27 till Monday. The disease has already claimed three lives including a 4-year-old minor girl. An official of the state health services said Tuesday
said that 15 blood samples of the patients with suspected case turned out positive in the last few days, taking the total number of confirm case to 27. The confirm case was till 4 pm of Monday, the official said, adding that results of more sample being testing in the state only lab at JNIMS would be coming by this evening. The official said “There is no reason for panic. We are fighting the outbreak on a war footing.” However, a fear psychosis is prevailing among the people. Locals of Heingang area of Imphal East today alleged the pertinent authority has failed to take up preventive measures in the areas even as they requested them. Two patients from the locality were confirmed positive with the dreaded disease after they were currently treating at JNIMS hospital. “Since the very confirmation we have requested health officials for taking up preventive measure. However, no such measure was taken up in the area,” aggrieved local people alleged. They alleged that a team from the health department came there for fogging operation on Monday. But left behind other adjoining areas after it was done at Achanbingei village.

Railways working on longterm dev plan, says Prabhu

World Bank and the several financial institutions have been roped in to develop business plans, he said, adding the proposal has evoked goods response from several states including Kerala and West Bengal. The resolution, which was adopted by the Lok Sabha, provides for payment of 5 per cent dividend for 2014-15 and 4 per cent for 2015-16, as recommended by Railway Convention Committee. It will be placed before the Rajya Sabha for approval. Describing the railways as “strategic asset and national treasure,” Prabhu said it has been in “deep trouble for long and we have to make all efforts to pull it out. That is the challenge... Railways must be developed to its full potential.” The Railway Minister also underlined the need for having a relook at the dividend policy for the organisation which dis-
charges social obligations to the tune of Rs 34,000 crore. He said Indian railways get miniscule subsidy as compared to the railways of developed countries like Germany, France, Italy and Austria. “We are asking for a subsidy of 30 paise per km,” the minister said, adding that it comes in the form of Gross Budgetary Support (GBS). The minister also underlined the need for operational subsidy and questioned the practice of giving dividend by the railwys to the government. The railways, Prabhu further said, has been working to increase freight traffic and encourage passengers to travel by rail by improving services. As regards the announcemnts made in the Budget, he said those have been either implemented fully or were at the advance stage of implementation. “We are working on transformative approach for railways.”
Police busts international drug ring, eight arrested
No headway in Bulandshahr gang rape case BULANDSHAHR,NEW DELH AUG 2 (IANS): There has been no headway in the investigation into the gang rape and robbery committed on NH-91 on Friday night despite Uttar Pradesh Chief Minister Akhilesh Yadav announcing that the case would be cracked within 24 hours. Questions have been raised by locals as to whether those arrested were really involved in the crime in which a woman and her teenaged daughter were gang-raped, and their belongings robbed. Bulandshahr MP Bhola Singh said the police arrested three persons in haste to fulfil the assurance of the chief minister. Innocent people are being harassed by the police, he alleged, adding that the real culprits are being spared under political pressure. Earlier, the police arrested three suspects who were presented before the local court which sent them to 14 days judicial custody in Bulandshahr jail. The suspects have been identified as Shawed, a resident of Dehpa Hapur; Rahees, a resident of Sutari Bulandshahr, and Jabar Singh, a resident of Rabupura in Gautam Budh Nagar.
New Delhi, Aug 2 (PTI): BJP Parliamentary Board is meeting tomorrow when it is likely to accept Gujarat Chief Minister Anandiben Patel’s offer to resign and begin the process of picking up her successor. Sources in BJP said her replacement could be in place within a week and party president Amit Shah is expected to travel to Ahmedabad to oversee the transfer of power in a state, a BJP bastion for long but where it is faced with serious challenges in the wake of the quota agitation by politically influential Patels and the ongoing Dalit stir. Though top party sources are tight-lipped about the likely replacement for the state’s first woman chief minister, Nitin Patel, the number two in the state’s cabinet, and Gujarat party chief Vijay Rupani are seen as the front- runners. Nitin Patel enjoys the confidence of Prime Minister Narendra Modi, under whom he had served as a minister in Gujarat, and hails from the influential Patidar community, who has traditionally supported the BJP but have been unhappy with it over the government’s handling of their quota stir. However, some party leaders feel that he lacks a mass base and may not be an ideal replacement for Anandiben Patel, whose lack of politcal tact was blamed for escalation of Patel and Dalit issues. Rupani, a confidante of Shah, enjoys support within the party. He, however, belongs to the Jain community, which is numerically insignificant.

And we will continue to monitor the situation including, of course, through our monitoring group on the ground, the UN Military Observers Group in India and Pakistan (UNMOGIP),” UN Secretary General Ban Ki-moon’s deputy spokesman Farhan Haq said. Govt chalks out elaborate plan to celebrate 70th I-Day
New Delhi, Aug 2 (IANS): The government has planned an elaborate fortnight-long programme to commemorate the country’s 70th Independence Day, Information and Broadcasting Minister M. Venkaiah Naidu said on Tuesday. Prime Minister Narendra Modi will launch the programme ‘70 Saal Azadi -- Zara Yaad Karo Qurbani’ (70 years of Independence -- Let’s recall the sacrifices) on August 9, that will continue till August 23. Naidu said the 15-day event will showcase the plurality and diversity of India through various modes and platforms and incorporating the voices and sentiments of the people. As part of the campaign, cultural programmes based on the biographies of our national icons and stories of freedom struggle will be organised all over the country. The celebrations will also infuse patriotic fervour in the hearts and minds of the youth and children of the country, he said. Briefing the media here, Naidu said Union ministers will visit the birthplaces of the national icons and places of historical importance related to India’s independence movement, such as Jallianwala Bagh (Punjab), Chauri Chaura
(Uttar Pradesh), Cellular Jail (Andaman islands), Sabarmati Ashram and Dandi (both in Gujarat) etc. “It is the 75th year of ‘Quit India’ movement. All ministers will visit places associated with our freedom struggle, such as the Jallianwala Bagh, Cellular Jail, Sabarmati Ashram and Dandi etc. Each minister will visit at least two places,” he said. The minister said the campaign is also aimed at developing the feeling of “nation first”. “The visiting ministers will highlight various initiatives of the Narendra Modi government in the last two years. Independence means from ‘swaraj’ (self-rule) to ‘suraaj’ (good governance),” Naidu said. Giving details of various activities that aim to capture the festive spirit on the occasion, Naidu said all important monuments in the country will be illuminated in tricolour, the use of ‘khadi’ (handspun cotton cloth) will be promoted in a big way, and Independence Day fairs and exhibitions held to enable local artisans to display their products. Naidu said the participation of sport icons and celebrities in India was being solicited to capture the popular sentiment of the country.

Curfew, shutdown continues for 25th day in Kashmir
Authorities continued curfew and restrictions on Tuesday as Kashmir remained shut for the 25th consecutive day. Police said the curfew would continue in some areas of south Kashmir while restrictions under section 144 of the CrPc (Criminal Procedure Code) will remain in force in Srinagar city and other districts. Overnight protests occurred in Shopian district. Despite clashes at some places on Monday, some semblance of normal activities of life was noticed in parts of Srinagar city as private vehicles and pedestrian movement was seen almost after three weeks.
Govt lists GST Bill in Rajya Sabha for Wednesday NEW DELHI, Aug 2 (PTI): The government has circulated official amendments to the GST bill to drop 1 per cent additional tax and include a definite provision in the statute for compensating states for revenue loss for 5 years as it gears up to discuss the longpending bill in the Rajya Sabha on Wednesday. Under the modified provisions of GST Constitutional Amendment Bill circulated among the members on Tuesday, GST Council will be required to establish a mechanism for adjudication of disputes, which could arise between the Centre and states or among states themselves. The 2014 bill authorised GST Council to decide upon the modalities for resolution of disputes. With these official amendments, the government has partially met the demands of the Congress party which has been blocking the bill in the Rajya Sabha. One of the three demands of the Congress was to do away with the 1 per cent additional manufacturing tax. On the demand for a Supreme Court judge-headed panel for resolving GST disputes, the official amendments say that the GST Council will establish a mechanism for solving disputes. With regard to the demand for putting a GST rate cap in the Constitution, the government has not mentioned anything in the official amendments. Finance minister Arun Jaitley, at a meeting with his state counterparts last week, promised to keep the incidence of tax low while safeguarding the revenue of the states.
High-speed Talgo reaches Mumbai MUMBAI, Aug 2 (Agencies): Spanish-made train Talgo that started its third and final phase of trials from Delhi on Monday evening arrived in Mumbai on Tuesday. Heavy rains and water on tracks in Gujarat delayed the train. As the train passed Palghar and Vasai, morning peak hour commuters got a glimpse
of the speeding train. Talgo aims to cut the travel time between Delhi and Mumbai to 12 hours. As the train breezed past Vasai at 10.57 am, some commuters who were waiting to have a look at the train screamed with joy. The train with nine lightweight coaches started its journey at 7.55 pm from New
Delhi station, was delayed due to heavy rains and water on tracks at Vapi-Udwada. The train was expected to reach Mumbai at around 8.31 am. The train is expected to run at speed ranging from 130 kmph to 150 kmph. The second trial will be held on August 5, the third on August 9 and the fourth and final on August 14.

According to police, the gang was involved in the business for long time but seizure of a big consignment in Mumbai gave the police some clue of the drug ring, police said. The officer also said that the gang was helped by an Inspector-rank officer in the Customs Department in Delhi. “We seized nine kilograms of narcotics from Mahender Singh Rana. During interrogation he said that he received the drugs through a customs officer,” Yadav said. “Rana had received 21 kg of drugs from the officer, of which he had sold around 12 kg and the remaining nine kg were left with him,” the DCP added. According to police, the customs department officer has not reported for duty for the past two days and his house was also found locked. “We have informed his office, and we are waiting for details,” the DCP added. Explaining the international connection of the syndicate, Yadav said: “The gang was operated by one of its masterminds named Kailash, who is settled in Dubai.” “He used to control the entire operation of drugs from Dubai,” Yadav said, adding, “He is also wanted in a case of drugs in Mumbai.”

New Delhi, Aug 2 (IANS): Eight members of an international drug syndicate have been arrested and 14.2 kg of party drug Mephedrone, popularly known as “Meow Meow”, worth Rs 25 crore seized from them, Delhi Police said on Tuesday. Those arrested are Mohammad Faizan Ahmed Supariwala, 36, a resident of Mumbai, Surender Singh aka Sunny, 34, Rishi Koli, 35, Manoj Sengar, 46, Sanjay Khanna, 43, Guddu Yadav, 33, Deepak Parashar, 38, and Mahender Singh Rana, 53, all residents of Delhi. ‘Meow Meow’ drug is commonly used as a substitute for cocaine, especially at rave parties in Delhi, Mumbai and other metros. Cost of one gram varies from Rs 5,000 to Rs 15,000, police said. “Faizan was arrested on July 23, when he arrived in the city to receive the consignment of drugs from his gang members,” Deputy Commissioner of Police (Special Cell) Sanjeev Kumar Yadav told reporters. Two kilograms of ‘Meow Meow’ was recovered from his possession. He was arrested from Greater Kailash area of south Delhi. The remaining members of the syndicate were arrested from different areas of Delhi after interrogation of Faizan.

New Delhi, Aug 2 (PTI): Seeking to make Indian railways a more vibrant organisation, Railway Minister Suresh Prabhu today said he was working on a long-term plan for the development of the organisation. The plan for development of railways that will take into account the physical and financial needs of the organisation uptil 2030 was being prepared in consultation with different stake holders including Members of Parliament, he said while winding up a two-day debate on dividend policy of the railways in Lok Sabha. The Minister said he was also in touch with noted economist Rakesh Mohan, who headed a committee on National Transport Development Policy on the integrated transport policy of which railways was an important component. The committee had submitted its report to the government in February 2014. Appreciating the demand of members for expanding railway network, Prabhu said “more is not enough, railways must become vibrant.” Elaborating on his plans, the Minister said “we are developing a plan for railways for 2030...in close consultation with stakeholders” and would also seek inputs from MPs as well. The broad focus, he added, would be on decentralisation, better deployment of human resources and development of three dedicated freight corridors. The railways, Prabhu said, was looking at forming joint ventures with state governments for expanding the

The way forward
n theory, Nagaland has reached its zenith in development, if the amount of money that has been allotted to the state during the past decade serves as an indication. Those were the days, when bureaucrats learnt very fast about the exciting abbreviation known as “DPR” and how it determined how fast and close they could win the confidence of those in power. In fact, a bureaucrat’s worth was based on the ability to prepare “more DPRs for more fund” as the benefit spread many ways. Perhaps, the days of the DPRs was based on the premise that the “good days are here to stay” but years later, became the “good old days” which are remembered for lavish programmes, entertainment and celebrations galore. Today, the flow of funds has drastically slowed down for various reasons. It could also because there are hardly any viable infrastructure projects left and also probably due to stricter screening owing to failure to produce Utilisation Certificates. All these are probable factors but there is no doubt that the heydays of DPRs may have suddenly hit a roadblock. Unfortunately on the ground, the same complaints of deplorable road conditions, massive power cuts due to system breakdown, incomplete works, non-release of funds for various schemes or projects and worsening economy bear the fingerprints of a decade of misgovernance. A government in existence merely for the sake of it, whether in a bizarre “opposition-less assembly” situation or an “all-party government” opportunistic alliance, shows lack of vision for the people. Sustenance in power by placating pressure groups or lobbies for peaceful symbiotic living is not a desired political vision but today in Nagaland, it has become the optional vision. On the ground, society in general appears to be living under a cloud of frustration at the way things are going. Like any illness, the symptoms are usually more visible than the cause itself. With development based on visionary theory having used up goodwill, good money and good opportunities, today society is still grappling with the ailments of the past that were brushed under the carpet on whatever pretexts or pretence. The once self professed and much vaunted traditional culture and ethos has been overshadowed by too many vested interests yet all still claiming to be for the people. Politics of irrational emotion and directionless passion , leads to imbalance and consequently causes discord. Inter-tribe frictions and passions have existed among tribes in Nagaland for a long time, either over land, issues or incidents where scores have lost their lives. At times, the conflicts had almost taken the form of an inter-tribal war but fortunately, these have not escalated further. Today, circumstances cause society to realise that the stages of the evolution of ideologies offer a window of opportunities for clear and honest admission and discussion. At such times, people are compelled to think and act so therefore, in the midst of all, the opportunity lies open. Times have brought about rapid and drastic changes and also brought about new awareness and understanding and new challenges. Today’s generation must realise that they don’t need revolution but evolution to take their rightful place as people with a future and not with a past.

But it actually means being delivered in adversity, which is something very different. “He who dwells in the secret place of the Most High shall abide under the shadow of the Almighty. No evil shall befall you, nor shall any plague come near your dwelling…” (Psalm 91:1,10)— the place where you are at one with God. If you are a child of God, you will certainly encounter adversities, but Jesus says you should not be surprised when they come. “In the world you will have tribulation; but be of good cheer, I have overcome the world.” He is saying, “There is nothing for you to fear.” The same people who refused to talk about their adversities before they were saved often complain and worry after being born again because they have the wrong idea of what it means to live the life of a saint. God does not give us overcoming life— He gives us life as we overcome. The strain of life is what builds our strength. If there is no strain, there will be no strength. Are you asking God to give you life, liberty, and joy? He cannot, unless you are willing to accept the strain. And once you face the strain, you will immediately get the strength. Overcome your own timidity and take the first step. Then God will give you nourishment— “To him who overcomes I will give to eat from the tree of life…” (Revelation 2:7). If you completely give of yourself physically, you become exhausted. But when you give of yourself spiritually, you get more strength. God never gives us strength for tomorrow, or for the next hour, but only for the strain of the moment. Our temptation is to face adversities from the standpoint of our own common sense. But a saint can “be of good cheer” even when seemingly defeated by adversities, because victory is absurdly impossible to everyone, except God.

Post-mortem
Well done, NBCC; but are you ready? A couple of years ago, I ventured to travel by road from Imphal to Kohima. It is a journey that I shall remember for long. Traveling with me was a fellow Christian and a Stephanian, John Dayal. Half an hour into our bumpy journey, he began to feel nauseated. In another ten minutes he began to throw up. John, I knew, had a history of cardiac disease. I was worried that we might not complete the journey. The highway, upon which John, nearly died, is of supreme importance as the main link between the two capital cities of states dominated by the Christian community. Hailing from the South and having lived, for the most part, in the North it is a special experience for me to visit the North East, where one is surrounded by fellow Christians, who are not ashamed to confess their faith, much less allow themselves to be inhibited in this respect in the public sphere. But between the effervescence of spontaneous verbal enthusiasm and the condition of the roads and other civic amenities including schools and colleges, there is a disturbing disconnect. It is as though Jesus’ insistence that there be an integration of words and deeds (St. Matthew 7: 24-27) did not reach many parts of the NE. Or, to be specifically biblical, it is as though the Word had not become flesh and dwelt in the midst of human beings! The worst form of anti-witness is this divorce between the Word of God and the deeds of men, who profess the Word. Now, if the NBCC wants to call the people of Nagaland to be part, frankly, of its own repentance (a reason, as Jesus would say, for heaven itself to rejoice! See, St. Luke 15) it is a good enough occasion for celebration! Compartmentalization -the secular split between religion and politics- is the genius of the world. It is a strategy for paralyzing spirituality and of fortifying the world against the will of God. It is a de facto rejection of the Lord’s Prayer, “Thy will be done on earth as it is given. . .” It is a rejection of the mandate given to us, “You are the salt of the earth and the light of the world” (St. Matthew 5: 13-16). It is an implied flight from our missional mandate and the sentness it implies. We are to go and be in engagement with the world, even if it entails being “sheep
among wolves”. The alternative to being sheep among wolves, is being wolves among sheep. In secular terminology this is called ‘corruption’. Corruption (of which the most powerful metaphor in the whole of world literature is “whited sepulcher”) is nothing in itself. It denotes an absence, not a presence. Corruption is like a shadow, which denotes the absence of light, which pretends to be a presence. Where the shadow is, is the absence of light. But from where the shadow is, the entity the shadow of which is seen, is utterly absent. Also, there would not be a shadow if light were to be wholly absent. Corruption among Christians would not be as serious a spiritual issue as it is now, if Jesus were not the “light of the world” (St. John 9:5). The profound paradox is this: the very idea of corruption cannot exist except in a society or consciousness that is illumined, one way or another, by the light of God. Animals know no corruption. To “know” corruption, in a biblical sense, is to go far, far beyond a mere factual and quantitative recognition that dishonesty chokes our collective life. To recognize corruption is also to remember the height from which we have fallen. For the prodigal son, remembering who he was meant to be is the heart of his “repentance”. “In my father’s house. . .” Return, now, to contemporary politics. The appalling gulf between our profession of faith on Sundays (as well as the display of religious fervor in faith meetings) and our doings on week days is facilitated by the vivisection of our life into two compartments: the religious and the secular. The life God has made is indivisible! Hypocrisy, the evil that Jesus denounced most uncompromisingly, issues from this divided existence. Of course, there is this argument -advanced mostly by those who fear a shrinking of their scope for evil-doing in public life- that the biblical faith is apolitical. The text, “Give unto Caesar what is Caesar’s…” is quoted in support of this convenient argument. The point is that we have to “give to God, what is God’s”. What is it, indeed, that we have to give to God? Is not our loyalty in respect of our life as a whole? Or, it is only its one-half ? Is not the sovereign God, who wields all authority in heaven and on earth, also sover-

hürütsüswümi village council (TVC) compel to give rejoinder to the statement published in Nagaland post on June 12 under the heading “Sekruzu town govt. employees inform” issued by vice chairman Vesakhoyi Shijoh and secretary Bedukho Shijoh of Sekruzu adhoc town committee meeting resolution of March 19, 2016. In the rejoinder issued by TVC chairman Thuyesasho Swüro stated that the appointment of grade –IV staff should be given to the citizens residing at Sekruzu town was totally baseless and without the knowledge of land owner, which is against the norms and policies of the government. TVC informed that Sekruzu town was established under the kindness of land owner (Thürütsüswümi village) and the adhoc committee should understand that so called town cannot exist without land owner. TVC said that appointment of grade –IV staff by any department under Sekruzu town without the knowledge and consent of land owner would be doing at their own risk. The village council urged the adhoc committee to withdraw the resolution and tender apology before the village council within 30 days from the date of publication, failing which the land owner would initiate its own course of action. eign above man-made politics? What is it that we, as a people of faith, are to give to Caesar, or to secular political authority? Is it not also, “the fear of God that makes people wise?” Is not the statement, “Where there is no vision, people and nations perish” a political statement? Doesn’t it highlight our mission in the sphere of politics as well? The fact is that the biblical faith is a redemptively political faith. The difference is that it understands “politics” not as the world understands it. Take the case of “peace,” as an instance. I don’t have to argue that peace holds religion and politics together. Jesus gives peace, but not “as the world gives”. Enunciating this difference and bearing witness to it, in season and out of season, is the primary duty we owe to Caesar. This is not, alas, understood. It is on this ignorance that the allergy to authentic Christian participation in politics rests. Seen aright, participating in politics, but as “light of the world,” is a Christian duty. For me, the core text on the political character of the “way of Jesus” is St. John 10:10. Jesus came that all may have life, and life in its fullness. It is not clear as to how Christians can pursue this mission, without participating in politics as the disciples of Jesus. Church as church has little to do with this agenda. As of now, it is politics that impinges the life of the people in a radical way. It affects the life of the people very substantially. Pretending to pursue the mission to secure “life in all its fullness” for all people (and not merely those within our fold), dodging the challenges and opportunities afforded by politics, is like trying to catch fish by staying away from all water bodies. It is appropriate that the NBCC has cast mission this in the format of “Clean India”. A profound insight underlies this formulation. “Cleanliness” or “uncleanness” is a matter of “choice”. Democratic election puts the spotlight on choice in the world at large. The spiritual profundity of “choice” resonates in Crucifixion. Pontius Pilate did call upon the people to exercise their franchise, as it were. Did they want Jesus? Or, would they choose Barabbas? How can Christians stay away from the dynamics of this choice and abandon it wholly to the logic of the world, which makes it no choice at all. Keep the light of

Jesus out of our politics, you can rest assured that we shall be ruled only by Barabbases. Why should it surprise anyone that our politics is mortally criminalized and a large proportion of our law-makers are hardened law-breakers? Is that not, really, a problem for us to address? The core issue is not whether NBCC should spearhead this very timely movement, which, if managed properly and in unwavering obedience to Jesus, can be a powerful witness to the nation. The only issue is if the Church has the credibility to “preach to the nations”. The NBCC is, I am glad to notice, human enough to confess it inadequacy, which, I’d like to believe, augurs well. May the launching of the clean India campaign in politics prove an opportunity for the Church to repent and, like the Church at Ephesus, to regain its “first love” for the Lord. There are cynics everywhere. Nehemiah, who went to repair and restore the broken walls of Jerusalem, had to encounter opposition and ridicule. He pursued his mission, typically, with working tools in the right hand and a sword in the left! It is a touchingly modern image! Something that the NBCC can derive some inspiration from. Gandhi’s words hold good in this context. The NBCC must become the change it advocates in politics. The “hidden treasure” of the Church is its purity. If there is a power, an authority, higher that of Caesar’s, it is that of purity. It is the refiner’s fire, in which the dross shall burn away. Respected sir, With great expectation and a deep sense of gratitude, we, the civil society and business community of Dimapur extend a very warm welcome to you, on this auspicious occasion of the foundation-stone laying ceremony for the proposed Dimapur-Zubza railway line. Indeed, the people of Northeast are witnesses to many such developmental activities taking place in the region under the dynamic leadership of prime minister, Narendra Modi and his team. Dimapur station carters are not only to Nagaland stat but Manipur as well. The station is also a major transit point for thousands, if not lakhs of military and paramilitary personnel every year, stationed in Nagaland and Manipur, thereby putting a strain on the station’s limited resources. (2) That Dimapur railway station is the lone railway station in Nagaland state which was established in the year 1903, which has been neglected for more than a century of establishment; it has only 2 platforms with few basic amenities. (3) That on September 11, 2011, the then union railway minister, Dinesh Trivedi on his maiden visit to Dimapur during inaugural programme of “Nagaland Express” assured the people of Nagaland and civil society in the presence of then chif minister of Nagaland, Neiphiu Rio that the existing 2 roofed platforms will be upgraded to 4. However, despite the demand being genuine for reasons unknown, it is yet to be materialised. On behalf of the good citizens of the state, we humbly state before your authority that Dimapur railway station could have become the best in Northeast if the previous regimes had been sincere. Keeping these hardships in mind, the union minister is urged to take up the below mentioned request with due seriousness and implement it at the earliest. (1) Increase roofed platforms from existing 2 to 4, a proposition initially committed by then union railway minister, Dinesh Trivedi on September 11, 2011. (2) The present goods yard as observed by the union minister be shifted to make way for 2 more new roofed platforms. In this connection we suggest that the goods area be shifted to Ranapahar Crossing area (RXRX) which is within Dimapur. This will also ease city traffic congestion caused by goods ferrying vehicles from goods yard located at the heart of the Dimapur city. As responsible leaders concerned with public welfare, we guarantee that land for goods yard at Rangapahar areas will be made obtainable if our proposal finds your favour. We believe that the union minister will address the genuine grievances of the people for which the Naga people will be truly grateful. he office of the Dimapur District Autorickshaw Drivers’ Union (DDADU) is constrained to clarify to the rejoinder issued by the purported Election Commissioner DDADU, Vikato Assumi that appeared in the local dailies dated July 31, 2016. Mention must be made that the DDADU office has already clarifies in respect of the executive meeting dated 17/07/2016 through the press release dated 22/07/2016 and the issue was laid to rest since the same was never rebutted by anyone. However, this clarification is made once again to put to rest all speculations in respect of the executive meeting dated 17/07/2016. The DDADU executive meeting which was convened on 17/07/2016 to deliberate on the election process of DDADU for the tenure 2016 to 2019 had to be adjourned for want of proper quorum, since only one advisor and a handful of office bearers were present in the said meeting and the requisite quorum of 2/3rd majority as
prescribed in the constitution of DDADU could not be achieved due to the absence of majority of office bearers, executive members and advisors and therefore the president did not append his signature in the said meeting. As such, to say that the president had endorsed or entrusted anybody is preposterous. Subsequently, when the executive meeting was convened on 28/07/2016 which was attended by 57 executive members and 4 advisors (i.e 61 executive members out of 82 executive members) and the proper quorum (2/3rd majority) was attended, the house appointed the election commissioners and fixed the date for the presidential election which was accordingly published in the local dailies. The manner in which transfer order was issued in a lighting pace is appalling and beyond comprehension. The shifting of JNV has brought mental and social torture to both parents as well as students. It would be impossible for the students to adapt to the new environment in regard to the academic session. It may also be noted that even the district administration the sole custodian of the institution by law was kept in a loop by NV authority about the transfer of JNV Kiphire. The role of JNV is to find gifted and talented students from rural areas and to impart them quality modern education in a friendly environment and to integrate them in national mainstream. Who otherwise due to lack of economic and social constraints will be able to afford modern education. The solid waste management was commissioned by February 2016, but is the commissioning matters only for publicity? ii. The team found that the project piles with waste dumping and never the recycling. iii. We the D. Khel community and the surrounding villages had the very repunging experiences when waste dumping was randomly scattered in the jurisdiction of D. Khel, Kohima by the Municipal of Kohima. iv. The cultivators/farmers and the surrounding villages experienced the most repulsive environmental hazard during D. Khel, Kohima dumping episode and the present location at Lirie, Kohima (Solid waste management) is nearing to the hazards. a. All the surrounding areas are polluted. b. The locality and surrounding villages are at threat with various negative impacts. c. The spread of contaminated viruses are very much in near future. Basing on the genuine findings, if the project is an illusion rather than the dreamed management, we shall not allow our primed land to be the hazardous dumping land where we shall never remain mere spectator. If at all, the project cannot function according to the specification, then return the community land, while the community shall not entertain any government land allotment to any individual or private parties in and around the area except to the land owner. Sonia falls ill, aborts roadshow in Varanasi

Congress sources said Gandhi cancelled her planned visit to the Kashi Vishwanath Temple in the evening to offer prayers and was returning to Delhi. The sources said that Gandhi was suffering from viral fever but had decided to go ahead with the roadshow as she was not inclined to cancel it at the last minute. Modi prayed for Gandhi’s quick recovery and good health.
“Heard about Sonia ji’s ill health during her Varanasi visit today. I pray for her quick recovery and good health,” he tweeted. The roadshow, which continued for about three hours, was halted for sometime at the Lohurabir roundabout near the fag end of the roadwhow from the Circuit House to Englishiya Line. The roadshow later proceeded without Gandhi. The sources said Gandhi complained of uneasiness and after taking rest for sometime, she left the area. Thousands of Congress supporters and workers took part in the roadshow. It was Gandhi’s first visit to Varanasi after Modi became Prime Minister in May 2014. The march began with Gandhi garlanding the statue of B R Ambedkar at the Circuit House and the marchers criss-crossed lanes and bylanes of the temple town. Gandhi, who was initially travelling in a car and later moved to a vehicle with open sunroof, waved at the crowd which cheered and raised slogans against the Modi government. She came out of her vehicle several times to accept the greetings of the cheering supporters, including groups of Muslim women. As the road show passed through
several localities, rose petals were showered on Gandhi and her cavalcade from adjoining buildings. Dozens of mini trucks prominently displayed posters with ‘27 Saal, UP Behaal’ (27 years of UP’s distress) written on them. Placards carried by hundreds of workers also had the same slogan written on them. Besides the party’s chief ministerial candidate Sheila Dikshit, AICC General Secretary Ghulam Nabi Azad, state party chief Raj Babbar and senior leaders Pramod Tiwari and Sanjay Singh accompanied Gandhi. Babbar expressed the hope there will be a “miracle” in favour of his party in the elections. Earlier, Gandhi flew in here for a day-long programme in Modi’s constituency and was led by hundreds of bikers, waving party flags from the airport to the heart of the city. Congress has launched a campaign “dard-e-Banaras” to highlight lack of development in Varanasi, which Modi is representing for over two years in the Lok Sabha. Congress has been out of power for 27 years in Uttar Pradesh and is projecting that the state has gone from bad to worse in these years through a campaign, called ‘27 Saal, UP Behaal.
DC Dmu notifies on COPTA 2003 DIMAPUR: In view of the launching of “smoke free Dimapur initiative”, the Deputy Commissioner (DC) Dimapur, Kesonyu Yhome, who is also the chairman of District Level Coordination Committee, has informed all the stakeholders such as government offices, banks, private bus stations, hotels, restaurants and other public places to immediately comply with the provision of section 4 of Cigarettes and Other Tobacco Products Act (COPTA) 2003. In a press release, DC Dimapur, Kesonyu Yhome, stated that the compliance of section 4 of COPTA 2003 includes display of mandatory signboard and signage and ban of smoking in all designated public places. As part of the campaign, the district anti tobacco squad would carry out regular checking of the above mentioned places from the second week of August 2016, Deputy Commissioner said and cautioned that non compliance of the provision would attract penalty under the provision of law.

1 non Naga dies after a fall ZUNHEBOTO, AUG 2 (NPN): One non Naga labourer/coolie allegedly fell down and succumbed to the injuries, late Monday night. The victim was identified as one Sanjay Rawat son of late Madhuri Rawat, Chiligarh village, Sitamari district Bihar. As per the relatives and eye witnesses/residents of the colony South Point, West (Aghunato junction) the victim fell down from the stairs in the apartment he resides. He was allegedly drunk, disclosed some colony residents and eyewitness. He was immediately rushed to Civil Hospital Zunheboto, but was declared “brought dead”, as per the hospital authorities. Police personnel, led by 2nd OC Zunheboto police station rushed to the hospital and conducted preliminary investigation. The victim’s family/relatives have also filed a letter, requesting the Zunheboto police against the conduct of post mortem and to hand over the body to them, since it was an accident and ruled out any foul play. Mumbai, Aug 2 (PTI): International rating agency S&P Global Ratings today said that Indian state-run banks will need Rs 2.5 lakh crore capital infusion over the next three years to meet Basel-III requirements. “The capital requirements will be sizeable... public sector banks need Rs 2.5 trillion to meet Basel-III requirements,” agency’s credit analyst Geeta Chugh told reporters over a conference call. She said the banks, which are mired in high levels of stressed assets, cannot raise the money from the markets and will have to depend on the government for the infusion. There are other avenues like issuing additional Tier-I bonds, which is yet to become popular, she added. However, if the banks fail to raise the required amount of capital, it may lead to them losing market share as they will be unable to fund the new credit demand. Difficulties surrounding capital infusions may also lead to consolidation, she said, elaborating that weaker and inefficient banks will be taken over by the stronger ones. Chugh said even though the banks will be reporting nonperforming assets of around 8.5 per cent, the overall stress according to the agency stands at up to 13 per cent and the troubles surrounding NPAs will

The proposed bill deals in removal of members, protection of consumer interest, independence and accountability, etc, which are common to all regulators in the public utility industry like electricity, telecommunications, airports, ports, oil and gas and water supply. Washington, Aug 2 (PTI): Donald Trump has claimed that the US presidential election could be “rigged” as the Republican presidential nominee tried to divert attention away from a disastrous week for his campaign by labelling his Democratic rival Hillary Clinton as “the devil”. “I’m afraid the election is going to be rigged, I have to be honest,” Trump said yesterday during a town hall in Columbus, Ohio. The 70-year-old White House hopeful who emerged as the winner of a tough Republican presidential primary of 17 candidates claimed his Democrat rival Hillary Clinton had to fight only against Senator Bernie Sanders from Vermont. “I had 17 people. I wasn’t running against two people. I had 17 people. I got a similar number to Hillary Clinton, and she had Bernie and she had a hard time putting Bernie away, and Bernie, poor Bernie. He looked so upset. You know what, he made a mistake. He shouldn’t have made a deal. He lost, he lost,” Trump said. “First of all, it was rigged, and I’m afraid the election is going to be rigged, I have to be honest. Because I think my side was rigged, if I didn’t win by massive landslides, I mean, think of what we won in New
York and Indiana, California, 78 per cent. That’s with other people in the race,” he said. At another rally, Trump branded the 68-year-old former secretary of state as a “devil”. Trump used this extreme characterisation of Clinton when speaking about the decision of Senator Sanders to support her in the election. “He (Sanders) made a deal with the devil. She’s the devil,” Trump alleged. In his rallies, Trump for the past several weeks has been using the word “crooked” against her. “His people are angry at him, and they should be. If he would have not just done anything, gone home, go to sleep, relax, he would have been a hero. But he made a deal with the devil. She’s the devil,” Trump said at a rally in Pennsylvania. The controversial Republican nominee has in the past few days faced a barrage of criticism following his comments about the Gold Star parents of a PakistaniAmerican Muslim soldier killed in Iraq. Lawmakers in the Himalayan nation are due to elect a new prime minister on Wednesday after K.P. Sharma Oli resigned last week, minutes before facing a no-confidence motion in parliament. “We have only received the nomination of Pushpa Kamal Dahal for the prime minister’s post,” deputy parliament spokesman Sudarshan Kuinkel told AFP, referring to the Maoist party leader. Dahal, better known by his nom de guerre Prachanda or “the fierce one”, led a decade-long Maoist insur-
gency before transforming the rebel movement into a political party after a 2006 peace deal. He has served as prime minister once before, after the Maoists won elections in 2009, but only lasted nine months in office before resigning. The party lost ground in the last elections in 2013 and is now only the third-biggest force in parliament. But neither of the two larger parties have enough seats to govern alone. 5 killed in Dhaka were suicide bombers Dhaka, Aug 2 (IANS): Five of the nine militants killed here were members of a suicide squad of the banned Jama’atul Mujahideen Bangladesh (JMB), police said. After being trained in Gaibandha district in northern Bangladesh, the militants reportedly gathered to carry out suicide attacks, an official probing militancy told the Dhaka Tribune on Tuesday. The five were killed last week in an early morning raid on a hideout in Dhaka’s Kalyanpur area. The official said the militants were brainwashed by Abdullah alias Motaleb, one of the nine militants killed. Monirul Islam, chief of the Counter-Terrorism and Transnational Crime Unit, also said: “Analysing the evidence and information gleaned from the injured militant - Rakibul Hasan Rigan - we are suspecting at least five of the nine militants were members of a suicide squad.” Even the ninth militant who is yet to be identified might have been involved in the suicide squad, he said. The five suicide squad members were identified as Tazul-Haq Rashik, Akifuzzaman, Sazad Rauf Arko, Matiar Rahman and Jobayer Hossain. The remaining three militants - Raihan, Kabir and Tareq - were arms and bomb trainer, Monirul said.

new live album featuring Radiohead’s Thom Yorke, Patti Smith and Red Hot Chili Peppers bassist Flea has been released. The ‘Pathway To Paris’ album, which is available now, features tracks from the two day concert of the same name which was held in the French city last December. AIFF U-16 Youth League to have 50 teams

New Delhi, Aug 2 (IANS): The second edition of the U-16 Youth League, scheduled to kick-off in September, will feature 50 teams, an increase by 11 from the inaugural edition. The increase is indicative of the growing interest amongst the football clubs and academies in the country. The teams are drawn all across India, giving the league a balanced representation, the All India Football Federation (AIFF) said on Tuesday. “Last season 39 teams competed in the Youth League but the number has jumped to 50 this season, which is more than overwhelming. It reflects the increasing level of the interest among the kids. That’s the aspect which we are looking for,” I-League CEO Sunando Dhar said in a statement. The league was conceptualized as the U-15 Youth League. But it has been renamed the U-16 Youth League keeping
in mind the forthcoming U-17 World Cup India in 2017. AIFF Technical Director Scott O’Donell said the “magic mark” of 50 showed the “positive intent”. “Reaching the magic figure of 50 in the second year of the U-16 Youth League shows the positive intent among the clubs and private academies. They deserve due credit for their untiring effort towards building up the teams,” he said. “Playing competitive football is a big part of a young player’s development. The U-16 Youth League will give the players (and coaches) the opportunity to test themselves against teams from other States. “The first edition of the U-15 Youth League was a huge success and it is great to see even more teams expressing their interest.” In the inaugural edition, Minerva Academy FC defeated Royal Wahingdoh FC in the final in Goa.
Moscow, Aug 2 (IANS): The Russian Weightlifting Federation (RWF) has filed a lawsuit with the Court of Arbitration for Sport (CAS) against the decision of the International Weightlifting Federation (IWF) to suspend all Russian lifters from the 2016 Olympics. “This is true, we have filed a lawsuit with CAS and are waiting for their response and will see whether we will receive it on Tuesday or not,” Tass quoted RWF President Sergei Syrtsov as saying on Monday. The IWF announced last Friday its decision to ban the entire Russian weightlifting team from the 2016 Games, which will kick-off this week in Brazil’s Rio de Janeiro, due to confirmed Adverse Analytical Findings (AAF) in reanalysed doping samples of seven Russian athletes from the 2008 and 2012 Olympics.

Rio de Janeiro, Aug 2 (IANS): The Brazilian capital will increase the number of military police officers on patrol by 33 percent during the 2016 Olympic Games. The increase means 13,900 officers will be safeguarding city streets, rather than 10,400, Col. Claudio Lima Freire, chief of staff of the Brazilian military, told the media on Monday at the Comprehensive Control Center (CiCC) set up for the Games, reports Xinhua news agency. Some of the additional officers come from the administrative side of the force, he said, meaning they normally have desk jobs. Some 1,300 officers will be stationed at Olympic venues where competitions are being held. The remainder will spread out throughout the city, joining police stations at Rio favelas, or slums, and check points for cars, buses and motorcycles. “We will have greater control in the area of Barra da Tijuca,” said Lima, due to the concentration of Olympic venues in the district. “Some 10,000 military police officers have received special training in containing terrorist threats inside and outside Olympic facilities,” he added. To bolster security, officials said they will use airborne cameras that will transmit images in real time to the CiCC. The increase in officers brings the overall security force to be deployed at the Games to nearly 55,000, including 22,000 military troops.

the same substances, sources told PTI. Inderjeet has been provisionally suspended and served a second notice by the National Anti-Doping Agency. New Delhi, Aug 2 (PTI): Government is considering widening the scope of CSR activities to include promotion of sports, including indigenous ones, through corporate funding, Rajya Sabha was informed today. Minister of State for Youth Affairs and Sports Vijay Goel said his Ministry has taken up with Corporate Affairs Ministry the issue of widening the scope of Corporate Social Responsibilty (CSR) activities in sports promotion by revising the existing norms. “The Ministry of Youth Affairs and Sports took up
with the Ministry of Corporate Affairs the issue of widening the scope of CSR activities in sports promotion by revising the existing entry in either promotion and development of sports and promotion of rural sports, nationally recognised sports, paralympics sports and olympic sports. “The Ministry of Corporate Affairs has on July 19, 2016 intimated that the changes proposed by this Ministry would be examined by them while reviewing amendments to schedule VII of the Companies Act, 2013,” he said in reply to a written question.
Replying to supplementaries during Question Hour, he said government was opening up five academies in different sports soon and another eight would be opened later in which football can also be included for having a centre of excellence. Goyal said government will hold sports promotion activities in 30 cities and proposes to provide football coaches in 25,000 schools across the country. He said the Ministry has also launched “Target Podium” scheme to help promote excellence in sports.

Mary Kom raises concern over training, diet of players in RS N e w D e l h i , Au g 2 (PTI): Five-time world boxing champion and nominated member Mary Kom today expressed concern in Rajya Sabha over the training and the diet provided to players participating in international sporting events. Making her first intervention in the Upper House during Question Hour after she was nominated as a member in April, Kom expressed concern about proper training for the players as well as quality diet for them. Stressing that the diet should be given to them on time, she said there were instances when the food had arrived just when the players were about to go for a match. She also extended her best wishes to the Indian Olympic contingent and hoped they would bring back laurels for the country. Her intervention was lauded by the members with thumping of desks. Minister of State for Sports Vijay Goel, however, said he will look into specific complaints, if any. Boxing bouts at Rio could be fixed: Report
N EW D ELHI , Au g 2 (Agencies): With less than four days to go until the start of the 2016 Olympics in Rio de Janeiro, a cloud of speculation over boxing at the quadrennial Summer Games has surfaced with a British newspaper reporting that many bouts could be fixed. According to the Guardian, judges and referees are allegedly involved in manipulating draws and bouts, though the International Boxing Association (AIBA) has dismissed them as ‘rumours’. The UK daily on Monday ran a story in which it said that “Senior figures within amateur
boxing have warned many bouts, including those to decide medals, could be fixed at the Olympic Games in Rio de Janeiro amid widespread concern about corruption and financial malpractice at the sport’s global governing body” and added that “horrified senior officials within the sport believe a cabal of officials are able to use their power to manipulate the draw and the judging system to ensure certain boxers will win.” However, speaking to the same newspaper, an anonymous AIBA spokesman was quoted as saying: “Since June 2015, AIBA has undertaken
major governance changes ensuring the long-term development of our sport according to the requirements of our business and sport partners and for the benefits of the AIBA worldwide community.” The report also claimed that other boxing officials the Guardian has spoken to referred to how the alleged corruption had “become more sophisticated and more widespread since the London Games.” “This is all being done very quietly,” a senior source was quoted as saying. “Some bouts are so bloody blatant it’s obvious. Representing your country at the biggest sporting event in the world is a daunting prospect for any athlete, but for 13year-old Olympian Gaurika Singh, it pales in comparison with surviving an earthquake in her native Nepal. At 13 years and 255 days, the swimmer will be the youngest to compete at the 2016 Rio Olympics when she takes to the pool for the wom-
en’s 100 metres backstroke heats on Sunday. “That’s quite cool, a bit unreal too,” said Singh, who has broken seven national records. “I wanted to go but wasn’t sure I’d be able to because I’d be too young. When I found out a month ago, it was a big shock.” But it was nothing like the shock she experienced when the youngster, who moved to England with her family when she was two, and her mother and sister found themselves at the heart of the earthquake that struck Nepal when she returned to her home country in April last year to take part in the national championship. “It was terrifying. We were on the fifth floor of a building (in the capital Kathmandu) that we couldn’t escape from. Fortunately, it was a new building so it did not collapse like others around,” the Barnet Copthall Club swimmer added. As devastation struck close to heart and home, Singh chose to donate all winnings from the restaged championship to a charity set up by her father’s friend, who made her a goodwill ambassador.
