It will be hugely inflationary. It’ll lead to evasion,” he said. “Take the case of soft drinks, whether a rich man buys it or poor man buys it, the tax is the same.” Jaitley said since the rate is scheduled to be decided by the GST Council, which will have the representation of all states and the central government, this matter should be left to it. “We must trust the responsibility of states towards the people,” he said. Even though the idea of a pan-India GST was first mooted in 2003, it was seven years later that a formal bill was first introduced. But this lapsed when the UPA was voted out and Prime Minister Narendra Modi government took over.

NSF rally to demand repeal of AFSPA Correspondent

Kithan said a memorandum would be submitted to the chief minister after the rally. Naga Hoho general secretary Mutsikhoyo Yhobu said NH extended its full support to the NSF and the ongoing agitation and the proposed rally. He said the AR show cause notice demanding unconditional apology was an insult to the Nagas. Questioning how long will the government of India continue to impose such draconian law in Naga areas, Yhobu said “when a peace talk has been on, another draconian law has been implemented at the same time, what kind of peace dialogue is this, we don’t understand”. Association (NMA) advisor, Rosemary Dzuvichu, said the Assam Rifles forgot that when an inquiry commission was set up and inquiry was still on, no legal notice should be served to anyone. She said the legal notice was highly objectionable. Dzuvichu said the NMA and Pochury Mothers Association (PMA) in September 2015 filed a writ petition in the Supreme Court concerning July 16, 2015 Wuzu firing incident. She said SC had then directed Gauhati High Court Kohima bench to dispose the case on time. However, Dzuvichu said the issue remained with the inquiry commission, which was yet to submit its report. “We are really unhappy with the inquiry commission”, she said and questioned the state government for constituting “only one man inquiry commission” and the reason for the delay. Dzuvichu said NMA would reach out the Eastern Women organizations and the mothers association in Manipur as well. When asked about a joint effort in demanding repeal of AFSPA with the other states where AFSPA has been imposed, NPMHR Kenneth Mao said Nagas have soft corner for those states where AFSPA has been imposed. He said NPMHR would convey to its counterpart in Manpiur, Arunanchal Pradesh or Jammu and Kashmir to work together. Meanwhile, NSF has convened a consultative meeting with Naga Hoho, NPMHR and NMA on August 5 at 11a.m. at Hotel Japfu.
N ew D elhi , Au g 3 (IANS): India moved a major step closer towards a unified goods and services tax regime across the country, with the Rajya Sabha passing the relevant Constitution amendment bill on Wednesday, in what is seen as the most radical indirect tax reform since independence. Hailed as the biggest tax reform since independence, the one-nation-one-tax regime will convert 29 states into a single market. The GST will be implemented from April 1, 2017. It is expected to add 2 percentage points to India’s GDP, according to economists. The Constitution (One Hundred and Twenty-Second Amendment) Bill, 2014 and amendments were first declared approved by a voice vote. Following a division called by Deputy Chairperson P.J. Kurien and electronic voting, it was declared approved by a two-thirds majority. While the AIADMK had walked out earlier, 203 members present voted in favour of the main bill. The bill will now go again to the Lok Sabha for its nod since the government had moved some amendments to get political parties, notably the Congress, on board. The passage on Wednesday was preceded by some heated debate, with the opposition demanding that subsequent bills on the subject be brought as financial bills, as opposed to money bills, so that the upper house gets a chance
to debate and vote on them. The government only assured that it will follow the spirit of the Constitution in this regard. The new regime -the idea for which was mooted some 13 years ago -- seeks to subsume all central indirect levies like excise duty, countervailing duty and service tax, as also state taxes such as value added tax, entry tax and luxury tax, to create a single, pan-India market. Some items, notably potable alcohol and petroleum products, will be outside its purview for now. “This is one of the most significant tax reforms in India’s history. It was, therefore, important for building a political consensus to the extent possible,” Finance Minister Arun Jaitley said, as he initiated the debate on the bill. “The enactment of the GST Bill will bring about the best economic management of the country as it will empower the states and increase revenue of states and the central government. It will give a boost to the economy at this critical stage,” he added. Following the passage by the Lok Sabha, at least 50 percent of the states will have to ratify it for it to become law. This apart, while the Centre will have to take Parliament’s nod again for its version of the GST, states too will need to do the same, which may not be a quick process. DIMAPUR, AUG 3 (NPN): The President of India has appointed four members of the State Civil Service of Nagaland to the India Administrative Service against the vacancies determined by the Government of India for the select list of 2015 on probation until further orders and to allocate them to the Nagaland cadre. According to a notification issued by the under secretary to the government of India, Pankaj Gangwar, the select list of 2015 (against vacancies arisen between January 1, 2015 to December 31, 2015) includes Asenla Keitzar, A.Chumremo Odyuo, Lengkhongam Limsong and Senti Ao.
SETAN to launch stir KOHIMA, AUG 3 (NPN): Special Education Teachers’ Association of Nagaland (SETAN) will stage agitation at directorate of school education on August 5 against the alleged failure of the state government to respond its memorandum submitted on July 12 and against the termination order of 360 Special Education Teachers issued by the department. In a press release, SETAN president, T.S Hongwang Konyak, has informed all the special education teachers to reach the department of school education by 9am as per the resolution of the general meeting. Further, SETAN cautioned that absentees would be dealt with as per the resolution of the house.

DIMAPUR, AUG 3 (NPN): Nagaland Tribes Council (NTC) has appealed to the state government for extension of Bengal Eastern Regulation Act (BERA) of 1873 to cover the entire administrative jurisdiction of Nagaland, saying that partial enforcement negated the objectivity of the protective laws of the land. In a memorandum addressed to the state chief minister, the NTC president Lendinoktang Ao and general secretary Nribemo Ngullie said when Statehood was given to Nagaland, special constitutional provisions were incorporated in Art 371(A) of the Constitution of India. In addition, NTC said Nagaland was equipped with BERA 1873 also called Inner line Permit (ILP). It said the purpose of providing those special provisions was to insulate Nagaland and its indigenous inhabitants from undue exploitations and possible suppression by outsiders. Pointing out that ILP has been partially enforced in the state of Nagaland leaving Dimapur district uncovered, the NTC said de-reservation of Dimapur area has become the anti-thesis of the policy of reservation. “In fact, Dimapur has become the buffer zone for the massive migration of illegal immigrants besides being the launching ground for their exploitive activities against the interest of the indig-
enous Nagas of Nagaland,” stated NTC. Further, the council asserted that immense concentration of lakhs of people in a tiny state like Nagaland from outside and particularly those of the illegal immigrants has posed serious threats to the economy, the faith, the culture and tradition, the politics and to the very existence of the indigenous people of Nagaland. At this rate, NTC said the indigenous Nagas of Nagaland would become secondary citizens and servants to the floating population in all respect sooner than expected. Unless the government woke up to the clarion call that there was no alternative to self-defence, NTC said it was going to be too late. Also, the NTC reminded the state government that when the government of Assam intensified its NRC process and streamlining of its citizenship, Nagaland was “unarguably the soft target.” It explained that when the Assam flashes out the rejected population, the easiest and most convenient haven was Nagaland. In the light of the above, the NTC has demanded the revocation of the dereservation of Dimapur area and place it on a par with the rest of other areas for uniform enforcement of ILP and all other protective provisions kept in the Constitution of India without delay.

N E W D E L H I , AU G 3 (NPN): Even after completing one year after signing of the ‘framework agreement’ between Government of India and NSCN (I-M) on August 3, 2015, the government continues to remain tight lipped on the contents. However, in an exclusive interview with Nagaland Post in July last, Centre’s interlocutor for Naga talks, R.N. Ravi had categorically stated that during the series of consultations with various stake holders, he had made clear that the framework agreement was “not the final settlement”. He further said that the final agreement would be published as and when reachd. The gover nment on Wednesday said in Parliament that the Naga peace talks are “in progress”. “Subsequent to the framework signed on August 3, 2015, details are being worked out. Consultations with all the stakeholders and the state governments involved will be held before reaching the final agreement,” union minister of state for Home Kiren Rijiju said in a written reply to Rajya Sabha. In a separate reply, the minister responded with a “yes” when asked whether NSCN (K) is “behested” by neighbouring countries. (Cont’d on p-7)
KOHIMA, AUG 3 (NPN): Naga Students’ Federation (NSF), which launched a three-day phase-I agitation on Wednesday against the imposition of Armed Forces Special Powers Act (AFSPA) and Disturbed Areas Act (DAA), has extended the agitation till August 11 and hold a mass rally in Kohima on that day. The proposed rally would be spearheaded by NSF and supported by Naga Hoho, Naga Peoples’ Movement for Human Rights (NPMHR) and Naga Mothers’ Association (NMA). In this regard, the NSF has informed its federating units and sub-ordinate bodies to strictly adhere to the call till August 11. As part of phase-I agitation, NSF had directed all its federating and sub-ordinate units to display/wear black badges in all the educational institutions in Naga inhabited areas from August 3-5, 2016. Addressing media persons at NSF office here on Wednesday, the federation’s president Subenthung Kithan said as per the decision of the action plan committee, the phase-I agitation ended well. He said though agitation was proposed to end on August 5, the committee has however decided to extend till August 11. NEW DELHI, AUG 3 (AGENCIES): Former Director General of BSF D K Pathak was on Wednesday appointed as the new chairman of the Cease-Fire Monitoring Group (CMG), D K Pathak (File) created in 2001 to formalise a permanent peace with Naga rebels. Pathak, a 1979-batch Indian Police Service officer of the Assam-Meghalaya cadre, retired as the Border Security Force Director General in February 2016. An order issued by the Union Home Ministry said the appointment will be for a year, from the date Pathak takes charge, adding he will “monitor the implementation of the agreed ground rules during the operation of ceasefire with NSCN (I-M), GPRN/ NSCN and NSCN (R) in Nagaland.” The post was being held by Lt Gen (retd) N K Singh and his tenure came to an end on June 30. This is the first time a police officer has been appointed to the post as all past chairmen have been army officers. Pathak will report to the Home Ministry and will coordinate with the army, paramilitary setup operating in Nagaland along with state government authorities including the police.
DIMAPUR, AUG 3 (NPN): A non-Naga identified as one Ramesh Kumar Yadav (38), permanent resident of Bihar and presently residing at Burma Camp, Nagagoan, Dimapur has died while in police custody at East Police Station, Dimapur. In this connection, Commissioner of Police Dimapur Liremo Lotha has informed that a “magisterial inquest” has been ordered. According to Liremo, the deceased along with three nonNagas were arrested in connection with arms and drugs peddling from Burma Camp on Wednesday at around 1 a.m and later one of them was found dead inside the cell at around 4:30 am to 5 am. After the recovery of the body, Liremo said that police along with designated magistrate took the body to district hospital Dimapur for post mortem. When asked whether the deceased was an autorickshaw driver, the commissioner said that it was “pre-mature” as police are investigating the case.
When contacted police sources divulged that the deceased along with the accomplices were under surveillance for drugs and arms smuggling. Police sources said the deceased along with two others were arrested on Wednesday while one (brother of the deceased) was absconding. Another police source said the modus-operandi was the brother of the deceased would travel to Bihar and smuggle huge consignment of drugs to Dimapur and exchanged it for live ammunition. The ammunition or arms were then smuggled outside the state, said Police sources. Police source also said that during initial interrogation, the arrested persons admitted that they were “substance abusers”. Police also said that .22 pistol along with 20 round of ammunition and 100 tablets of nitrosun was seized during their arrest. D DA D U : D i m a p u r District Auto Drivers Union (DDADU) has vehemently condemned the custodial death of an auto driver, Ramesh Kumar Yadav, who was picked up by Dimapur Police on Tuesday night. “It is understood that police can arrest people for criminal activities and subject to thorough interrogation but not to such an extent of torture that someone dies in their custody”, said DDADU president, K. Hokaito Zhimomi in a press statement. Further, the union demanded inquiry into the whole incident, which led to the death of Ramesh, and also that the responsible persons/ police officer be suspended for his “brutal act”. DDADU also demanded that the police give adequate compensation to the kin of the victim and deliver justice at the earliest.

According to SDPO (South) & PRO Atu Zumvu NPS, the 12- wheeler oil tanker bearing registration number WB-23-5019 with fully loaded solvent chemical( composition of paint thinner and turpentine) was stopped as it reached Peducha check gate and then taken to Sechü(Z) police station at 11 a.m. On questioning, the driver of the tanker–Surendra Sahni (49 years) confessed that the chemical (used for adulterating liquor) came from Rudrapur Deoria (UP) on July 11,2016 and reached Khatkhati (Karbi Anglong) on July 18 where the chemical was delivered at a Khatkhatibased liquor factory (distillery). Sahani said the chemical was earlier held up at Srirampur gate since June 2016 owing to the massive public outcry over the fuel adulteration racket in Dimapur. The chemical reached Khatkhati only on July 31, 2016 said Sahani. After engaging the tanker from UP and after preparing fictitious invoice in the name of ESSAR OIL LTD. on Dimapur, the tanker proceeded to Imphal with CRPF convoy till it was intercepted at Peducha. PRO said a case has been registered under Sechü(Zubza) P.S. and under relevant sections of Petroleum Act against Surender Sahani (driver) and Munna Prasad Kesari (employee of Ajay Prasad Chetri) for further investigation.

NEW DELHI, AUG 3 (NPN): Union Cabinet meeting chaired by Prime Minister Narendra Modi has accepted the major recommendations of the subgroup of chief minsters on Rationalization of Centrally Sponsored Schemes (CSSs). According to an official communiqué, the sub-group had examined 66 CSSs and recommended that number of CSSs should not normally exceed 30. “A consensus was reached on many contentious issues not only between the states represented on the sub-group but other States/UTs also through regional consultations and meetings with Union Ministries/Departments”, it said. The major recommendations include: a) Total number of schemes not to exceed 30; b) Existing CSSs to be divided into ‘Core and Optional Schemes’. i. Core schemes: Focus of CSSs should be on schemes that comprise the National Development Agenda
where the Centre and States will work together in the spirit of Team India. ii. C ore of the Core Schemes: Those schemes which are for social protection and social inclusion should form the core of core and be the first charge on available funds for the National Development Agenda. iii. Optional Schemes: The Schemes where States would be free to choose the ones they wish to implement. Funds for these schemes would be allocated to States by the Ministry of Finance as a lump sum. (List of CSS in accordance with National Development Agenda on p-7) Funding Pattern Existing Funding pattern of the Core of the Core Schemes would continue. Rubber Board team meets LRD officials
DIMAPUR: A three-member team from the Rubber Board of India (RBI) met officials of Land Resources Department (LRD) Nagaland led by secretary LRD, Y. Kikheto Sema IAS, on Wednesday in Kohima during which the team clarified to queries pertaining to rubber plantation in the state. During the meeting, joint commissioner, RBI, Rajan informed that the Board was working on sensitizing the rubber growers in reducing cost of labour component by tapping the latex once in a week or once in three days instead of alternate days. According to Rajan, there wasn’t much difference in yield between alternate days tapping or once in a week. He pointed out that alternate days tapping involves huge labour cost which reduces the profit margin. Rajan advised rubber growers to apply stimulants once or twice in a year for producing better quality rubber. On the issue of low price of rubber in Nagaland, the RBI official stated that high transportation costs due to distance between the state and rubber consuming areas reduces the price. Rajan also said that the RBI was in the process of identifying crops or plants for intercropping with rubber which would contribute to value addition for
rubber growers. Deputy commissioner of RBI, Dinesh, said that the Board was planning to start a branch of Rubber Board and Rubber Producers’ Society adjacent to Dimapur so that rubber could be collected from that point and any available schemes could also be availed from there. He advised technical officials to arrange poly bag rubber stems in nurseries by placing not more than two poly bags in each row that would compromise healthy sprouting for the stems placed in between. Dinesh also spoke on the need for grading of rubber quality and also emphasized the need for field office in every rubber growing district. However, he spoke of fund constraints with RBI and disclosed that a maintenance bill of Rs 2 crore was still pending in Dimapur office claimed by rubber growers but that the RBI has not be able to pay owing to shortage of budget provision. He informed that rubber growers could seek suggestions or post any queries at kuthomas@rubberboard.org.in regarding rubber plantation. Secretary, LRD, Y. DIMAPUR: 3 Naga Hills (NH) Assam Rifles (AR) has informed it has apprehended the alleged “finance in-charge” of NSCN (K) who was reportedly involved in unabated tax collection in Kohima and Dimapur. colony, Zunheboto, allegedly a ‘SS finance in-charge’ of NSCN (K), “prime accused of illegal tax collection from Kohima and Dimapur, operating in Signal Basti, Dimapur.” AR claimed that documents of tax challans, tax receipts, tax collection register, cash memos, notification of NSCN (K) were recovered thereby establishing involvement of the accused as the finance in-charge of NSCN (K) for Kohima and Dimapur districts. His continuous coordination with ‘SS Col’ Isak Sumi, PRO finance administration on phone and social media and letter pads of the outfit along with 15 SIM cards of various network providers, Rs. 30,520 in cash and other incriminating documents were also confiscated from his possession, AR alleged. In this regard, AR said that the individual was handed over to Sub urban Police station, Dimapur, on Aug 1.

Highlighting that rubber plantation has not covered even 5 % of total cultivable area, Kikheto cautioned officers that rubber should not be planted in areas like paddy fields and other cultivable land for fruits and vegetables. He also cautioned the district officers not to allow farmers to buy rubber stems from unauthorised nurseries which may have negative impact on the production. Earlier, director LRD, Mhathung Yanthan highlighted on the rubber plantation in the state while a power point presentation on rubber plantation was presented by deputy director.

BJP Wka demands replacement of vice president DIMAPUR: Bharatiya Janata Party (BJP) Wokha Unit has informed that it held an emergency meeting along with its frontal and Mandal office bearers of 37th, 39th and 40th Mandals on August 2 wherein the house “unanimously” resolved to demand “immediate” replacement of vice president, Nagaland State Unit BJP and in-charge of Wokha district, James Vizo, “for the greater interest of the party workers of Wokha district.” In a press note, BJP Wokha Unit alleged that James Vizo “failed to adhere to the party constitution and acted blindly without proving the majority of the party workers in the district. The favouritism played by the Wokha in-charge and paving ways for some vested interest party workers of 38th Mandal is highly condemned for the unconstitutional and infringement of the party constitutional rights.” BJP Wokha stated that the house unanimously resolved and re-affirmed the presidentship of James Patton who “was constitutionally elected on November 15, 2015 by the majority of the Mandals in the presences of the District Election Officer (DEO) as per the notification issued from the centre according to the party constitution.” In this regard, BJP Wokha demanded from the state president, Nagaland Unit BJP to review and revoke the appointment order issued on July 25, 2016 and retain James Patton as the president of BJP Wokha Unit at the earliest in order to safeguard the party constitution. Further, BJP Wokha also declared “null and void” the district executive meeting convened on July 21 by some party workers of 38th Mandal, Wokha unit BJP, as it was held without the knowledge of the Wokha district office bearers, frontals, and the three Mandal office bearers of the 37th, 39th & 40th constituencies.

DIMAPUR: As part of their training, probationers (P) of 2014 Batch Nagaland Civil Services (NCS) celebrated “Festivals of Nagaland with Tsungremmong” at Administrative Training Institute (ATI), Kohima on August 3. Speaking on the occasion, deputy director ATI, Dr. Hovithal Sothu, stressed on the importance of preserving ‘our’ rich culture and traditions. He said that culture and traditions were important as they transmit shared values, stories, and goals from one generation to the next. He stated that traditions encourage groups of people to create and share a collective identity, which in turn serves to shape individual identities. Further, Sothu remarked that this (culture and traditions) birth right should be handed down to an informed and prepared generation and expressed hoped that the ‘Celebration of Festivals of Nagaland with Tsungremmong’ would go a long way in empowering Nagas with
the knowledge of ‘our’ rich cultures and traditions. During the celebration, the probationers presented ‘Festivals of Nagaland’ in which Tokhu Emong (Lotha) was presented by Echungbemo Erui ; Sekrenyi (Angami and Chakhesang) by Nuhuta Tunyi ; Tulunyi (Sumi) by Aketo Chisho; Monyu (Phom) by H. Enyu Phom;Chega Gadi (Zeliang) by Wiridin; Naknyulum(Chang) by Sakuchingmak; Aoleang(Konyak) by Saratho; Mongmong (Sangtam) by Rozy Sangtam; Biam (Khiamnuingan) by Pukha; Yemshe (Puchury) by Luchui Fithu; Medemneo (Yimchunger) by Kihomong; Mimkut (Kuki) by Renbithung; Ngada (Rengma) by Tumben and Bishu (Kachari) by Pichano, while Nukshimatong presented the meaning and significance of Tsungremmong Festival. A cultural tune was presented by the Lotha officers. The probationers presented the theme song of 2014 Batch after which Er.N.Moa Longkumer gave the closing remarks.
The function was followed by display of culture by the Chungtia villagers of Kohima.“Top” game and “Tug of War” was played between the probationers and the Chungtia Village Cultural Troupe. The program ended with a grand feast of Ao (Naga) delicacies prepared by the probationers of 2014 Batch. Earlier, Bendang Longkumer NCS (P) chaired the programme. CASU: Chumukedima Ao Students’ Union (CASU) celebrated ‘Tsungremmong’ festival on August 2 at Joyce Complex, Chumukedima. Director, Higher education, I. Alempokba was the main speaker on this occasion and unveiled the CASU silver jubilee logo. Speaking on the occasion, Alempokba said that “presently, the Naga society including the Ao society is going through a transitional period wherein our age old ideas and values are being replaced and refined with new ones”. We cannot compare our-
selves with the advanced civilizations which are thousands of years old but we are only now starting to develop, said Alempokba. He also mentioned that if “we the Ao’s count our civilization from ‘Longtrok’ we are not even 1000 years old, inspite of this we have advanced tremendously by inculcating the culture and customs of other advanced civilizations”. He also informed the gathering on the advancement of technology which presents “us” with the opportunity to know and learn from all cultures and civilizations. He said “we” are at a juncture from where “we can get started and go forward with a better vision and should now reflect on what is good and bad for our society and discard the customs and practices which hinder our growth and pick up whatever is for our good”. He also said “we” may not be able to compete with others in physical development but can compete though attainment of knowledge and
learning. He said “culture” includes the sum total of all activities, whether it is dresses and attire, food habits, education, wealth management, dance and songs and all other customs. He said that if all these could be improved then “our” would be called a society which moves forward. Ao’s are known as pioneers of the Nagas and should therefore be pioneers in bringing about these changes and young people have a big part to play by changing present attitude and make use of the knowledge and technology available today, said Alempokba. The programme was hosted by Soyim and Temsunaro and witnessed special presentations by the Ao students of Chumukedima, Patkai Christian College and Servanthood College. AKHOYA: Akhoya also celebrated the Tsüngremmong festival with participants and invitees from her neighbouring villages on Tuesday with MLA S.Pangnyu as the chief guest.
While greeting the people on the occasion, S.Pangnyu urged the Naga youth and students to think what they could do for better Nagaland instead of asking Nagaland for all their needs. “We have lost a couple of generations in our society who succumbed to the temptation of drugs in recent past. It’s a challenging time for upcoming younger generation to overcome this kind of social menace and try to rebuild the society,” said Pangnyu with deep regret. He also encouraged the people to build and maintain better inter village relationship and cooperate with the government for development in the state. He also acknowledged the sacrifice and contributions of Akhoya village in particular and Aos as a whole in bringing Christianity and Education to Eastern parts of Nagaland. This Tsüngremmong festival program was organized by the Akhoya Students’ Union in commemoration of its platinum jubilee this year. The celebration was
marked by folk dance and songs, traditional sports and traditional Ao Naga nursery rhymes presented by Yaongyimsen Students’ Union, Unger Students’ Union, Akholongshi Club Akhoya, Kosalatsür, Govt. Middle School School students and cultural troupe from Akhoya Union Changtongya town, Dimapur and Mokokchung respectively. Mr. Akangnungsang Jamir, Tatar in the village council spoke on the significance of Tsüngremmong. Ealier, the president of Changtongya Students’ Union and Akhoya Students’ Union brought greetings and K.Temjen Jamir delivered welcome speech and A.Toshi Longkumer pronounced vote thanks on behalf of the organising committee of the festival. and strong determination even after joining the medical college. He told the students that being selected for the course was not the end of their professional course but rather the beginning of tougher competitions ahead in life. He challenged the students by saying that nobody could stop them if they had strong determination for excellence. He advised the students to have “ASK” in their minds which meant that one should ask more questions and clarify their doubts in college from the concern lecturers. He also advised them to use the abbreviations of ASK as A- for right Attitude, S –to develop Skill and K- to acquire complete Knowledge. He told the students that their professions (doctor) needed them to be smart, continuously updating the latest and thorough knowledge. Launching of school awareness programme under NTCP
DIMAPUR: School Awareness Programme under National Tobacco Control programme (NTCP) Peren district was launched at Peren Government College (PGC) on August 3 with ADC Peren, Tainiu, as the chief guest. Launching the NTCP program with a leaflet about the facts of tobacco “Choose life not Tobacco,” ADC urged all the participants to spread awareness on the ill effects of tobacco, to be a messenger. Stating that “a candle looses nothing by lighting another candle,” ADC urged all to fight together for a Tobacco free generation. Also speaking at the programme, Dr. Tiala gave the introductory note about the NTCP stating that the main
objective was to create greater awareness on Tobacco, to control tobacco consumption. She also highlighted about how the program was to be implemented. She stated that 50 schools would be covered under Peren district for awareness on tobacco. IMPHAL, AUG 3: There has been a steep decrease in revenue receipt from amusement and luxury taxes in Manipur following the ban on Hindi movies by Revolutionary Peoples Front (RPF) since 2000, Manipur commissioner of taxation, Shailesh Kumar Chourasia told reporters in Imphal on Wednesday. In September 2000, RPF had issued a notice banning the use of Hindi, specifically screening of movies and television shows in Manipur. Due to the impact, the government has to lose a huge amount to the tune of several crores of rupees every year from the amusement and luxury taxes. Chourasia however said that there has been rise in collection of taxes from other sources in the state. Chourasia highlighted major achievements of taxation department during past years, said that Value Added Taxes (VATs) was the maximum revenue earner Manipur.
He said, “The revenue collected under the head VAT & CST (central sales tax) has shown a steady increase over the last seven years and is expected to go up further in the coming years.” In 2015-16, the department has collected Rs 468.24 crore and the final figure is expected to go up to Rs 480- 490 crore by the end of this fiscal year, he added. The amount collected in the year 2009-10 under this head was Rs 163.28 crore, this rose up to Rs. 395.74 and 432.49 in 2013-14 and 2014-15 respectively, he revealed. The department was initially functioning under Assam Sales Tax Act, 1947 (as extended to the State of Manipur) & The Manipur (Sale of Motor Spirit and Lubricant) Taxation Act, 1962. It was later replaced by the Manipur Sales Tax (MST) Act, 1990 in the year 1990. From July 1, 2005, the Manipur Value Added Tax (MVAT) Act, 2004 came into force.

IndiGo planes avert mid-air collision NEW DELHI, AUG 3 (PTI): A mid-air collision between two IndiGo planes, carrying over 225 passengers and crew, was averted over Dhaka airspace after a pilot of one of the flight steered away his aircraft to a safe distance when they came perilously close to each other prompting the civil aviation ministry to order a probe. An IndiGo spokesperson said no one was injured but four passengers complained of giddiness and two cabin crew needed first aid, due to the air turbulence, which took place around the same time. The incident happened yesterday, when Mumbai to Guwahati IndiGo plane (flight 6E-813) had to climb
higher by about 250-300 feet after experiencing turbulence due to monsoon activity over the sub-continent. Civil Aviation Minister Ashok Gajapathi Raju, meanwhile tweeted that the incident would be probed by the aviation regulator (DGCA). “Incident involving @ IndiGo6E planes at Guwahati will be probed, Raju said in his tweet. At the same time, the other IndiGo plane to Chennai (flight 6E-136) was almost on the same path, following which, the two flights came close to mid-air collision situation but timely “technical intervention” helped the pilot of one of the aircraft to control
the situation and prevent the possible disaster, sources said. After receiving an alert on Traffic Collision Avoidance System (TCAS), flight commander of one of the flights took “evasive action” to steer away the aircraft to a safer distance, they said. TCAS is onboard equipment that alerts pilots about the traffic in the proximity of the aircraft and also instructs them about the avoidance action (Resolution Advisory) to maintain desired separation between two aircraft. Due to the monsoon activity, passengers along with the cabin crew onboard were physically shaken, the spokesperson said.

Eight Arunachal districts likely to face power crisis
ITANAGAR, AUG 3 (PTI): Heavy landslides triggered by incessant rains in Arunachal Pradesh have damaged Ranganadi-Ziro transmission line at tower no 12. which is likely to cause power shortage in eight districts. Ziro-based Power Grid Corporation of India Ltd (PGCIL) Chief Manager Nani Kojin said that the likely shutdown of the 132 kv transmission line could be for at least 15 days from the date of notice, to be issued shortly. The districts likely to be affected are Lower Subansiri, Upper Subansisri, Kra Daadi, Kurung Kumey, East Siang, West Siang, Upper Siang and some parts of Papum Pare. During the shutdown period, all feeder districts would have to make alternative power arrangements from their own ends, he said. The districts may face power supply problem without

NEW DELHI, AUG 3 (PTI): A festival showcasing the varied music and dances of North Eastern India will be organised here beginning on Thursday seeking to promote the rich folk culture of the region. Titled “Amazing NorthEast...Paradise Unexplored,” the festival organised by city based NGO, Life of Vision Foundation, will see over 22 artistes from the region performing the local songs and dances of the seven sisters. “This is to give artistes from the region a platform to showcase their art and offer these dying art-forms more visibility. “We want to promote them because they come from families where their art is their only profession. So, if we do not support them, they will not be able to pass it on to the next generation,” says Sumita Basu, founder of the NGO. The evening will begin with a musical performance by a choir from Manipur and Mizoran and will be taken forward by a group of Bihu dancers and drummers from Assam. Basu says that the performers will be dressed in their traditional wear, giving the audience a glimpse of the life that they lead in the North East. The show will also serve as a medium to draw the audience’s attention to the hardships faced by the people

DIPHU, AUG 3: Karbi Anglong Autonomous Council (KAAC) chief executive member (CEM) Tuliram Ronghang has inaugurated six major irrigation schemes in and around Bakuliua at the foothills of Singhason hills in the presence of executive members (EMs), senior officials of the council and local media persons on Wednesday. All the six schemes have been constructed at an estimated cost of Rs 60.81 crore under centrally-sponsored Accelerated Irrigation Beneficiaries Programme (AIBP). Inaugurating the Desobai scheme constructed at an estimated amount of Rs. 9.99 crore having command area of 400 hector, CEM Ronghang said the council has taken up a total of 124 irrigation schemes under AIBP scheme and all would be launched within this month. Ronghang said the council had received only 38 per cent of the fund earmarked for AIBP scheme in the hill district. He claimed that the council was able to fully utilise the fund in implementing the centrally-sponsored scheme. He also urged all media persons to make healthy analysis on utilisation of central fund in implementing various schemes and projects in the hill district.

(PTI Photo / TV GRAB) NEW DELHI, AUG 3 (PTI): Rajya Sabha Wedday witnessed heated exchanges between Congress and SP members over recent instances of rape in Uttar Pradesh particularly the gangrape of a mother and daughter in Bulandshahr, with the government saying law and order was a state matter but the incidents were highly condemnable. Raising the issue during Zero Hour, Rajni Patil (Cong) said the number of incidents of rape and other atrocities against women was on the rise and there was an urgent need for the House to take note and discuss the issue. She mentioned the gangrape of a mother and her minor daughter when they were travelling from Noida to Kanpur. As other Congress members joined in, Jaya Bhaduri Bachchan, a SP MP from UP, likened Congress raising the
issue with “crocodile tears” and “torture” and asked them not to do politics over the issue of atrocities and crime against women. She said she had given notice for discussing the issue several days ago but the notice has not yet been accepted. “I do not care which part of the country the incidents have taken place. I want to discuss. I do not want to politicise,” she said. Ambika Soni (Cong) immediately shot back saying it was a minister of the SP government in Uttar Pradesh who was playing politics over the incident. Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi said the ghastly incident, whether in Uttar Pradesh or any other part of the country, needs to be condemned in strongest terms and strictest action taken against culprits. Maintaining that law
and order is a state subject, he said expressed hope that the UP government would act strongly in the case. “We are ready for discussion on women’s security. Please give notice, we will discuss it,” he said. As the Congress members continued to raise the issue and SP members vociferously reacting back, Deputy Chairman P J Kurien said the matter raised was very, very serious and every member was seeking a discussion. “No problem. Please give notice,” he said. Tapan Kumar Sen (CPI-M) said a notice for short duration discussion on the issue was given a few days back and it is pending in Chairman’s office. Kurien said a discussion could be held on security of women and atrocities against them. “I assure it. There is no problem... Government has said it is ready for discussion,” he said asking members to resume their places.

MAHAD (MAHARASHTRA), AUG 3 (PTI): At least two persons drowned and 20 others are missing as two buses swept away in swollen Savitri River after a British-era bridge collapsed on the Mumbai-Goa Highway near Mahad in Maharashtra’s Raigad district on Tuesday night. Rescuers fished out bodies of two men from the river and an intense search is on to trace those missing, Raigad district collector Sheetal Ugale said at the mishap spot, 170 Km from Mumbai. Teams of disaster management force has joined the Coast Guard and other agencies engaged in rescue and relief operations. NEW DELHI, AUG 3 (PTI): Congress President Sonia Gandhi, who was taken ill during a roadshow in Varanasi and forced to return to the national capital, was today “stable” and has been shifted to Ganga Ram Hospital in west Delhi. Gandhi was admitted to the Army’s Research and Referral Hospital here late last night due to high fever. The 69-year-old Congress chief returned here by a chartered flight close to midnight after she had to abandon the 8-km roadshow in Varanasi midway due to illness. Gandhi has been shifted to Gangaram Hospital as she had earlier also undergone treatment there, sources said. Curfew remained in force in five police station areas of old city and was extended to Batamaloo, Shaheedgunj, Soura, Zadibal, Qamarwari and Bemina areas of the city as a precautionary measure, the official said. He said curfew was also imposed in Khanpora area of Baramulla district, Awanitpora and Pampore in Pulwama district while Anantnag town in south Kashmir also continued to remain under curfew. “There are restrictions on the assembly of four or more people under Section 144 CrPC in rest of Kashmir,” he added. ore than fifty years then, violence was unleashed in Nagaland when simply village cultivators were drawn to the Naga movement and then faced the brutal retaliation by several thousand armed police forces of various states including several army brigades. Various tribes in the then Naga Hills have suffered untold atrocities at the hands of several thousand police forces of other states and armed forces since the 50s. There is no village in Nagaland which has not been affected in one way or the other, by the brutalities and inhuman acts committed by the police and armed forces. Thousands of families have lost their sons, daughters, fathers and mothers and not to mention the despicable rapes and heinous acts to brutally subjugate a people who dared to defy. All these happened during the 50s to 60s but sadly, the national media and the world outside remained silent. The Naga tragedy during the fifties till 70s did not end but took on a different path when hatred and violence turned inwards. This was clearly evident after 1980 by the spate of senseless killings, which exposed an insane and dangerous cult of elimination of “rivals/traitors” where hundreds of lives were snuffed out. The Naga political movement at its height during the fifties to the seventies, could have been in a different situation today and remains a matter of debate. Though the creation of Nagaland state came about under controversial circumstances, yet it helped sustain the Naga movement and kept the issue alive when over ground/ state politicians continued to raise it within the state and also as an important agenda to be resolved by Delhi. In a way also, the movement has either been affected by or affected the state political parties which ran successive governments. Nagaland chief minister T.R.Zeliang, in his speech at the celebration of Tsungremmong festival in Mokokchung on August 2, had stated that Nagas cannot expect solution from Americans or British and have to accept reality, that it is only the government of India which can offer solution. Therefore, by extension of the fact, Zeiliang was implicit that Nagas would therefore, have no choice but to accept the solution offered. The solution expected to be offered would be shaped by the framework agreement signed by the collective leadership of the NSCN(I-M) with government of India’s Interlocutor to the Naga talks. Solution to the Naga political problem has been long awaited since the time former prime minister Dr. Manmohan Singh assured Naga leaders that the UPA would wrap up negotiations during its tenure(2009-14). There is also another requirement for an “all-encompassing solution”, meaning that the desire of Nagas was that it should be inclusive. The other factions have not been invited for formal talks as yet and probably do not also know the contents of the framework agreement. This was a point raised by leaders of other factions during consultative meetings. There could be two aspects of ‘peace’ –one between two parties-in this case the government of India and the NSCN(I-M), while the other aspect involves the two parties and the Naga people. The peace within Naga nationalist groups is crucial for achieving a broad-based agreement and this is desired in order to bring a peaceful resolution of the conflict and truly give peace a chance.

Jesus said, “I do not seek My own will but the will of the Father who sent Me” (John 5:30). Seeking to do “the will of the Father” was the one dominating concern throughout our Lord’s life. And whatever He encountered along the way, whether joy or sorrow, success or failure, He was never deterred from that purpose. “…He steadfastly set His face to go to Jerusalem…” (Luke 9:51). The greatest thing for us to remember is that we go up to Jerusalem to fulfill God’s purpose, not our own. In the natural life our ambitions are our own, but in the Christian life we have no goals of our own. We talk so much today about our decisions for Christ, our determination to be Christians, and our decisions for this and that, but in the New Testament the only aspect that is brought out is the compelling purpose of God. “You did not choose Me, but I chose you…” (John 15:16). We are not taken into a conscious agreement with God’s purpose— we are taken into God’s purpose with no awareness of it at all. We have no idea what God’s goal may be; as we continue, His purpose becomes even more and more vague. God’s aim appears to have missed the mark, because we are too nearsighted to see the target at which He is aiming. At the beginning of the Christian life, we have our own ideas as to what God’s purpose is. We say, “God means for me to go over there,” and, “God has called me to do this special work.” We do what we think is right, and yet the compelling purpose of God remains upon us. The work we do is of no account when compared with the compelling purpose of God. It is simply the scaffolding surrounding His work and His plan. “He took the twelve aside…” (Luke 18:31). God takes us aside all the time. We have not yet understood all there is to know of the compelling purpose of God.

s India prepares to commemorate 68 years of freedom from British imperial rule, it may be worth remembering a dusty town in Uttar Pradesh that suffered the consequences of declaring itself an independent country for a few days in 1942.The sovereign Republic of Ballia, headed by Chittu Pandey, managed to survive for some seven days before British-led military and police forces managed to regain control and unleashed a series of atrocities that are still remembered by the descendants of those who were raped, beaten and killed by shooting, firing and burning. At the orders of an English police officer called Fletcher, an estimated 130 leaders of the local independence movement were hanged. Those who were not hanged were forced to climb trees where they were bayoneted. Those who managed to avoid the tree punishments were taken to local jails where they were suspended by their legs and starved. Those who avoided the leg suspension torture were forced to sit together on the floors of the jails where

it is instructive to recall just how the British administration was treated by the leaders of the independence movement. British officials and their local toadies were gathered together and peacefully ushered across the railway line that divided the civil and military lines of the town. None were harmed in any way. Even more instructive was the unity that prevailed in those days between Hindus and Muslims. Inevitably, when they returned the British committed all kinds of atrocities. They did not want the national flag to be hoisted in Ballia and they shot and killed any who dared to do so. Emerging from the shadows of the town was a young Muslim who was killed when he tried to raise a flag that was not the Union Jack. It is still a matter of local pride in Ballia that before the flag fell to the ground, another volunteer took it upon himself to grab and support that symbol of national pride. Some 11 men were killed one after another by soldiers of the crown. Significantly, this gesture of defiance by the citizens of Ballia was never reported in the British media.
This was during the Second World War when Winston Churchill was Prime Minister. As the war was coming to a close he is recorded as saying that Britain would never give up its Indian Empire. His recoded comments include, “I hate Indians. They are a beastly people with a beastly religion.” Just as shocking were his earlier comments about Mahatma Gandhi. “It is alarming and nauseating to see Mr Gandhi, a seditious Middle Temple lawyer, now posing as a fakir of a type well known in the east, striding half naked up the steps of the vice regal palace, while he is still organizing and conducting a campaign of civil disobedience, to parlay on equal terms with the representative of the Emperor-King.” Churchill did not and could not anticipate that Ballia would ignite the fire which five years later would engulf and destroy colonial rule both in India and beyond. Ironically, the statues of both Gandhi and Churchill today stand close to each other in a prestigious location opposite the British parliament in London.

In this midst of social, political and economic disorder, the Common persons are entangled with myriad disparities and injustices. Corruptions, nepotism, fragmentations, crimes, jealousies and discriminations have become an inevitable paradox. It just reminds us of the hollowness of bustle where freedom of speech is only a nightmare where actions are ruled by few egoistic individuals. It makes one to reason WHY? ‘Life is a journey enfolded with myriad thrills and complications which everyone has to endure’ but perceiving with present situations, it is unbearable which is beyond measures. Our society has become so distorted that one finds difficult to fathom andcomprehendwhich is deceiving and humiliating. The peaceful co-existence has been decimated by this retributive society. Perceiving with the existing political system, the challenges of Democracy has become more or less turbulent at this juncture where the positivity of the good governance has been threatened and undermined. The pillars of democracy have been rooting out in our society due to some few self-centered individuals for their vested interest as elected representatives.Such individuals have decimated the posterity and effectiveness of pure form of Democracy. The innocent and ill-fated electorates are forced to endure a miserable life at the empathy of those elected representatives. Themutual contractbetween the Elected Representatives and the innocent Voters before election has become a ‘meager dream’. The irony is that their political commitment has become just an enticement to lure the petty votes. The innocent voters are victimized due to their ignorance. Defections and shifting affiliation hasdefamed democracy.This has eventually led to opposition-less govt. which
is detrimental for good governance and deemed to encourage more corruptions. With such unjustified malpractices, the affairs of the state administration have become less malleable than expected. And that was the pride of the Naga Political System. The common people are been agonized by those power hungry mongers. Such unwarranted practices have decimated the posterity and effectiveness of ideal governance. We talk about development but land up on the half way. Numerous projects and programs are laid down to facilitate the needs of the publicand to achieve welfare state. However, the commitments and actions as perceived by the politicians are somehow provoking. They make numerous promises but their actions are too hollow which a common person finds difficult to comprehend. It has totally blurs the efficacy of good governance. Political malleability should be displayed in actions and not in words. Our Society has been miserably infused with myriad deceptions which will be difficult to fix it and as such the laymen are susceptible to such unprecedented predominant syndromes. The good morals and responsibilities which our ancestors have nursed us have been eroding. Politics in itself is not corrupt but the people in the authority has misused and misinterpreted it. The harmony of pure polity has been decimated by few power monger individuals for their personal gains. We have laws to check such malpractices but such laws are enforceable only to the weaker section of people. The weaker people are vulnerably deemed to arbitrary action. It is very unfortunate that the authority in power has misguided the Article 371A. School Zunheboto, would like to bring to your esteemed office that there is a shortage of teacher in science and mathematics at secondary level and there is no PGT mathematics at all in higher secondary section. The school authority has forwarded our grievances through proper channel through the District Education Officer, directorate of School Education and secretariat School Education. But so far, we haven’t got a permanent solution to it and the waiting has been more than 8 years. The students have waited and sacrificed a lot and the career of all the students are at great risk. The school authority has tried their best alternative means, to fill up the classes by making temporary adjustment wherever necessary. But the big question is why and how can the government neglect the very right of the students to have a proper teaching staff. That sir, it is of deepest regret that our school often makes headlines for wrong reasons, from bad HSLC exam results to dilapidated buildings and to top it all the teacher student ratio is of the worst scenario especially in science and mathematics and MIL (Sumi) at higher secondary. It is inhumanly impossible to have a quality education under such circumstances and this problem should be solved at the earliest. The spirit of patriotism against corruption and anti-social elements should be elevated in the mindset of impending generations. John Adams has stated that, ‘Government is instituted for the common good; for the protection, safety, prosperity and happiness of the people; and not for the profit, honor, or private interest of any man, family, or class of men.’ And if that was the accepted concept of Government, we have to customize and change our attitude and mindset. andslide The primary cause of landslide is denudation of vegetation on hill slopes resulting in loose / unstable soil that cannot withstand the pressure of rainfall or climate change factors. Clearance of vegetation for construction purposes or agriculture (jhum) has an adverse impact on the stability of soil. Tremor from earthquakes or explosion could also trigger landslide, apart from erosion as a result of floods and quarrying. Safety measures before landslide - Investigate susceptible areas to identify factors of instability and carry out corrective measures to prevent/minimize instability - Carry out re-forestation in barren areas as the roots of plants / trees will arrest slippage of soil. Plant trees on vulnerable areas - Always be watchful on hill roads and try to note features like cracks on road surface and slopes - Do not build house near steep slopes, close to mountain edges, near drains or natural water outlets - Construct embankment on high gradient slopes Safety measures during landslide - Be alert during heavy rainfall and continuous damp weather - Stay out of the path of a landslide or debris flow

rejoinder to the news item ‘AR busts illegal detention centre, 6 held 2 rescued’ which appeared in the Nagaland Post dated August 1, 2016. The undersigned hereby issue this rejoinder and clarify that firstly, a complaint has been received from Ramesh Rawat against Raju Kumar Chaudhury the so called president Anti-Corruption and Crime Investigation Front (ACCIF) for cheat and fraud case. Secondly, he was interrogated and found that he had taken huge amount from different person in the form of loan and promising to repay within 2-3 months or provide jobs in Railways, military engineering services, ACCIF and other central services. Where he neither repaid nor could he provide job. Thirdly, the amount which he has taken in the form of loan amounting to Rs. 11,70,000/-(eleven lakhs seventy thousand) which is to be repaid to different people. Therefore, the claim of AR stating that Raju was asked to pay 20 lakhs for his release is totally false. Whereas, we always try the best way to deliver justice to the people. Therefore, Raju Choudhury was asked to refund Rs. 11, 70,000/- only i.e. principle amount to those people from whom he has taken as loan on several occasion (loan agreement signed by Raju Choudhury as proof is available with us.) Whereas in the case of the so called Nyan Bora whose original name is Prabin Doley, resident of Salmari village, Dhemaji district Assam was detained on charges of different criminal activities, like smuggling of arms and ammunition, smuggling of rhino horns and lifting vehicles. And he was

reported wanted in Assam against different criminal charges against him and was hiding in Lahorijan area. And on that day information was received that he was coming down to Dimapur railway station to procure some ammunition where he was nabbed and not to purchase cloths for his brother’s shop as mentioned by AR. Whereas, he was arrested and detained for further interrogation. Therefore, it is made clear that no such demand of rs. 5 lakhs for his release is made. And the statement issued by AR in this connection is totally baseless and self fabricated. Further it is also clarified that no such incriminating documents were there as stated in a press release by AR. It is to be noted that it is all a cooked up story just to tarnish the image of the NSCN/ GPRN and our cadres held by AR in this connection were mercilessly tortured in inhuman way which is totally against the ceasefire ground rules which we totally condemn. Caution to school children
On Saturday (30th of July) after our school (Charity School Kohima) literary competition, some students (girls) came and informed teachers that a stranger was standing near our school, whom they have seen in and around the school area for the last few days and following some girls. On recieving the news we immediately went out and spotted a huge 6footer non local guy. We asked his pass and ID’s but he didn’t give us any proper answer. We were planning to inform the police and colony youth but before we informed any, he managed to escaped from our hands. We chased him till Dakland and Nagabazar junction but he went down to Nagabazar area and we lost him. Since we could not able to nap him we hesitate to give written complain to police but, we (teachers) met the duty office incharge in North Police station and informed them about the incident. They sent an officer in our school to enquire more details about the person today. Since many children are taking half holiday due to fever and cough, it is our concern and responsibility to inform all the schools in Kohima to be cautious and vigilant to prevent any unwanted incident. Anandiben Patel bows out as Guj CM; Shah to pick her successor
NEW DELHI, AUG 3 (PTI): Lok Sabha panel probing the issue regarding AAP MP Bhagwant Mann shooting a video of the Parliament complex would consult experts before deciding on the matter. “The committee has given him four opportunities to explain but contradictions were found in his stand. The committee is taking a serious view of it,” Lok Sabha panel head Kirit Somaya said outside Parliament. On the request of Somaya, the Lok Sabha Speaker today granted two more weeks to the panel probing the issue regarding Mann shooting a video of the Parliament complex and asked the AAP member not to attend the House till a decision was taken on the matter. “We also want to consult a few experts to suggest measures so that such an incident does not occur in future,” Somaya said. Asked what maximum punishment can be given if Mann does not change his stand, he said the Speaker today gave two weeks more and “we will start the exercise of what could be done”. On whether the committee would be able to submit the report before the conclusion of the monsoon session on August 12, Somaya said, “We think we would be able to do so.”

Mandsaur assault: 2 women arrested from Neemuch NEEMUCH (MP), AUG 3 (PTI): Two women Wednesday were arrested for their alleged involvement in beating two Muslim women at Mandsaur railway station on suspicion of carrying beef which later turned out to be calf meat, police said. “The two women, Rajni Tiwari alias Bitti and Manju Gurjar, were arrested from here after they were identified on the basis of video footage,” Superintendent of Police, Railway, Mahesh Jain told reporters. They were arrested under sections 341 (wrongful restraint), 323 (voluntarily causing hurt) and 34 (acts done by several persons in furtherance of common intention) of IPC, he said, adding they were not associated with any outfit. The incident of beating Muslim women--Salma and Shamim Bi- -on July 26
for allegedly carrying beef had drawn outrage. The opposition BSP and Congress had created uproar in Rajya Sabha over the incident. The accused women had been missing since the day of the incident. Police had printed pamphlets on the basis of video footage and distributed them in various towns and cities, the SP said. “Acting on a tip-off, we took into custody Rajni initially from Neemuch and after questioning she revealed that they were coming back from Vaishno Devi temple in Jammu and boarded Ratlam-Agra Fort train for Neemuch,” Jain said. They had boarded the train from Jaora and had a fight with the victims over a seat. When the train reached Mandsaur railway station and the victims were confronted by cow vigilantes, during which the two accused
women also beat them, he said. The SP said that the two arrested women do not have any connection with any radical or other organisation. They were later released on furnishing a surety of Rs 5,000 each, Jain said. Two women, thrashed at Mandsaur railway station on the suspicion of carrying beef, had earlier alleged that they were beaten at the behest of Bajrang Dal workers. Subsequently, the GRP had arrested four persons in this connection. The case was initially registered by Mandsaur Police and later transferred to the Government Railway Police as the incident took place on the railway platform. The incident came close on the heels of the attack on Dalit youths in Gujarat for skinning a dead cow.
NEW DELHI, AUG 3 (PTI): Delhi government Wednesday took over two branches of a private unaided school, which faces complaints of violation of rules, following approval by Lieutenant Governor Najeeb Jung even as the process was halted by Delhi High Court later. The action has been initiated against the Rohini and the Peetampura branches of Maxfort School following several complaints against it including violation of rules in admission to candidates from economically weaker sections (EWS), false records and misappropriation of funds, among others. Directorate of Education (DoE)
officials claimed that Jung had given his approval to the take over last night. The school authorities, however, moved court which said “no precipitative action” is to be taken, effectively ordering status quo till the next hearing, on Monday. NIA to take over cases of missing Kerala youths this week NEW DELHI, AUG 3 (PTI): NIA will soon take over the case of missing Kerala youths who are believed to have joined banned international terror group ISIS after the state police completed its investigation. Official sources said, Kerala police had meticulously investigated the case and identified at least 21 youths who have gone missing from the state. Among them 17 were from Kasaragod and four from Palakkad. They include four women and three children. Two women were among those missing from Palakkad. The sources said the Kerala police had finished its part of investigation and the case was now being transferred to the NIA for carrying out the probe overseas. The exercise will include collecting of evidence from foreign countries. A notification is expected to be issued this week under which all the nine cases registered by the Kerala police will be handed over to the NIA, they said. The probe by the state police was wound up with
the arrest of a 29-year-old Bihari woman, suspected to be involved in recruitment of young men and women from Kerala for ISIS. She was taken into custody just before she was to board a plane to Kabul where her husband, also allegedly linked to ISIS, is currently located. The woman, identified as Yasmin Ahmed, was arrested by a special team of Kerala police from Indira Gandhi International Airport in Delhi when she was about to leave the country for Kabul on Sunday, police said. The woman is the second wife of main accused Abdul Rashid, a native of Kasaragod, and is alleged to have played a key role in the recruitment of state youths in ISIS, sources said. The NIA and police forces of various states have so far arrested 54 youths across the country after registering cases to investigate their alleged links with Islamic State. The terrorist outfit is using various platforms to propagate its ideology and to attract young people from across the world.

GANDHINAGAR/NEW DELHI, AUG 2 (PTI): Gujarat Chief Minister Anandiben Patel on Wednesday submitted her resignation to Governor O P Kohli hours after the BJP Parliamentary Board accepted her offer to quit and authorised party president Amit Shah to pick her successor to lead the party in 2017 polls. Anandiben, who will turn 75 this November, handed over the resignation letter to Kohli in the presence of ministers and party leaders at Raj Bhavan in the evening. Kohli has asked her to continue until the new cheif minister takes charge. “Anandiben has submitted her resignation to the governor,” state unit BJP president Vijay Rupani told reporters after coming out of Raj Bhavan. Earlier in the day, the BJP Parliamentary Board which met in Delhi authorised Shah to pick Anandiben’s successor after accepting her offer to resign. The Bill also proposes insertion of 28 new sections. “The important provisions include increase in compensation for Hit & Run cases from Rs 25,000 to Rs 2 lakh. It also has provision for payment of compensation upto Rs 10 lakh in road accidents fatalities,” Gadkari said.
Mumbai, Aug 3 (IANS): Indian service providers enjoyed a welcome upturn in demand during July with the Nikkei Services Purchasing Managers’ Index (PMI) rising from 50.3 in June to a threemonth high of 51.9 in July, a business survey on performance of the services sector showed on Wednesday. The upturn in July came with a faster increase in new business underpinning stronger growth of output and boosting confidence, the survey said. An index reading of above 50 indicates an overall increase, while below 50 an overall decrease. The PMI series of data are published by the leading global diversified provider of financial information services “IHS Markit”. “Part of the upswing in incoming new work was supported by price discounts. Output charges were lowered for the first time in nine months, while input costs also

New Delhi, Aug 3, 2016 (PTI): Government Wednesday approved the much- awaited Motor Vehicle (Amendment) Bill 2016 that proposes hefty penalties for violation of traffic norms including up to Rs 10,000 fine for drunken driving and Rs 2 lakh compensation for hit-and-run cases. The bill also has provision of up to Rs 10 lakh compensation in case of road fatality. “The Cabinet, chaired by Prime Minister Narendra Modi has approved the Motor Vehicle (Amendment) Bill 2016. It is a historical step towards making our roads safe and save lakhs of innocent lives,” Road Transport and Highways Minister Nitin Gadkari told PTI after the meeting. He said the proposals are based on the recommendations of transport ministers from 18 states, and the bill includes penalties in the range of Rs 1000-Rs 4000 for overspeeding. As per the bill, driving without insurance will be punishable with Rs 2,000 fine and/or three-month imprisonment, while driving without helmets will attract Rs 2,000 fine and 3-month suspension

It was the first time a North Korean missile has been fired direct into Japanese waters. The second stage of a medium-range missile fired over Japan had splashed down inside the EEZ off Japan’s Pacific Ocean coast in 1998.

United Nations, Aug 3 (PTI): In an unusual move, the UN has backtracked from its statement that it will continue to monitor the situation in Kashmir through its military observer group in India and Pakistan, clarifying that the mission does not have a mandate beyond the LoC. The clarification was issued by UN Secretary General Ban Ki-moon’s spokesman Stephane Dujarric yesterday, a day after the UN chief ’s deputy spokesperson Farhan Haq told reporters that the the UN will continue to monitor the situation in Kashmir, including through “our monitoring group” UN Military Observer Group in India and Pakistan (UNMOGIP). Dujarric said regarding the situation in Kashmir, “I just wanted to clarify something, which is that UNMOGIP, the UN observer presence there, its mandate is to
report on the ceasefire between India and Pakistan along the Line of Control. The UN Mission there does not have a mandate there beyond the Line of Control.” When asked why he was making the clarification, Dujarric said, “because I think it needed to be said”. The clarification seems to imply that the situation and incidents in Kashmir are India’s internal matter and do not come under the control of UNMOGIP that only observes and reports on ceasefire violations along the Line of Control and does not monitor the situation in Jammu and Kashmir. Dujarric was also asked why the Secretary General does not initiate efforts to settle the Kashmir conflict, even as the world body is trying to resolve conflicts in Cyprus and the Middle East. “I will leave it to you and others

Dubai, Aug 3 (PTI): Three hundred people, mostly Indians, had a narrow escape today when a packed Emirates flight from Thiruvananthapuram to Dubai crash landed and caught fire here with authorities saying that all on board were evacuated safely. Emirates confirmed that flight EK521 with 282 passengers and 18 crew members on board was involved in an accident at Dubai international airport. The airlines said there were 226 Indians aboard the Boeing 777-300. “We can confirm that there are no fatalities among our passengers and crew. All passengers and crew are accounted for and safe,” the airlines said in statement. The flight EK521 departed at 10.19 AM from Trivandrum International Airport and was scheduled to land at 12.50 PM at Dubai International Airport. Among the 282 passengers, seven infants were also travelling in the flight, Thiruvananthapuram Airport director George Tharakkan told PTI. The flight had two Indian crew members on board, he said. There were a total of 74 foreigners on board the flight including 24 from the UK, 11 from the UAE and six each from the US and Saudi Arabia. Meanwhile, Dubai airport authorities suspended all operations after the Emirates flight accident. “Emergency response teams at Dubai Airport have fully extinguished the fire on the Emirates plane. All passengers and crew were safely evacuated,” the Dubai media office tweeted after the accident.

Around 120 athletes over 12 disciplines will be doing what they do the best at the Rio Olympics 2016, scheduled to start August 5. Some of the big names are missing, that’s a fact, but without ruing much over what has not happened, let us turn our attention to what can happen. There are plenty of medal contenders from India this time around and we have listed some names -- expected and unexpected ones -- who can really make Olympics 2016 their landmark event. Here are a look at the sports and the medals in store:
BOXING Big names missing Vijender Singh, Mary Kom, Akhil Kumar. Medal contenders - Vikas Krishan Athletes profile: Vikas, 24, can turn out to be the joker in the pack. Of course, the middleweight (74 kg) category boasts of plenty big names like Arlen Lopez Cardona (Cuba) and Michael O’Reilly (Ireland), but the Indian has age and the fire to perform. A Bronze medal winner at the Asian Games 2014 and a Silver medal winner at the Asian Boxing Championships 2015, Vikas is coming off with a win against Nickson Abaka of Kenya in an AIBA Pro Boxing held in Noida, India, in June 2016. WRESTLING Big names missing - Su-
shil Kumar Medal contenders - Yogeshwar Dutt, Babita Kumari, Vinesh Phogat Athletes profile: A knee injury could have come as a setback last year, but there is no hiding the fact that the 2012 London Olympics bronze medallist would be giving out a dominating performance this time around as well. The 33-year-old won a gold medal both in the Asian Games 2014 and the Commonwealth Games 2014. Babita, 26, is no doubt one of the best women wrestlers in India at the moment and she will be determined to making full use of her first-ever Olympics. The Commonwealth Games 2014 gold medallist is definitely going to make a mark in the 53kg freestyle wrestling category.
Babita’s younger sister, Vinesh, 21, is also making her debut at the Olympics this time around. The Commonwealth Games 2014 gold medallist, who will compete in the 48kg freestyle wrestling category, has mentioned that she would want nothing less than a gold, following her successful training camp in Madrid ahead of the Olympics. SHOOTING Big names missing - Vijay Kumar Medal contenders - Jitu Rai, Abhinav Bindra, Gagan Narang, Heena Sidhu Athletes profile: The Nepalese-origin Indian shooter Jitu is India’s best bet to bring home a gold medal in the sport the country has dominated. The 29-year-old has bossed every event he has been a part of, in recent times. He
won a hat-trick of gold medals in the Commonwealth Games 2014, the Asian Games 2014 and the ISSF World Cup 2014. He will compete in Rio in the 50m and the 10m pistol events. Bindra, who will be taking part in his last Olympics, will be looking to bow out on a high. The 2008 Beijing Olympics gold medallist in the 10m air rifle event was also named India’s flag-bearer for Rio Olympics 2016. Narang, another big name, will be expected to giving his best in the event. The 2012 London Olympics bronze medallist may have slacked in recent years, but the 33-year-old is expected to shine once again in the big stage. Heena, 26, is slowly getting to that position where she is being tagged as a real medal
contender. The girl from Ludhiana won the Olympic quota after clinching a gold medal in the women’s 10m air pistol at the Asia Olympic Qualifiers in New Delhi in January 2016. World wrestling body clears path for Narisingh’s Rio participation New Delhi, Aug 3 (IANS): The world’s apex wrestling body, United World Wrestling (UWW), on Wednesday gave the green light to India’s Narsingh Yadav for participation at the Rio Olympics, starting on Friday, after the country’s National Anti-Doping Agency (NADA) gave a clean chit to the grappler. The Wrestling Federation of India (WFI) had communicated to UWW on Monday that NADA has cleared Narsingh of all doping-related charges and the 26-year-old would be re-included in the Indian team for the 74 kilogram competition. WFI confirmed on Wednesday that UWW has given its go ahead to Narsingh’ for the Rio Games. Narsingh, who bagged the quota with a bronze medal finish in last year’s World Championships, first returned positive for a banned steroid following a NADA dope test on June 25. But NADA exonorated him of all doping charges, saying he
“was a victim of sabotage done by a competitor”. “We immediately wrote a letter to the world body to reconsider Narsingh’s name in 74kg category after he was given a clean chit by NADA. Today I am really delighted to announce that UWW has reverted back saying that Narsingh will be allowed to participate in the Olympics,” WFI president Brij Bhushan Sharan Singh confirmed.
