KOHIMA, AUG 3 (NPN): Veteran regionalist and president of Naga People’s Front(NPF) Dr. Shürhozelie Liezietsü reclaimed the 10 Northern Angami-I constituency after counting ended here for the Byelection held on July 29,2017.

Dr. Shürhozelie Liezietsü got 8026 votes or around 63.4% of all valid votes cast with a margin of 3468 votes over his lone independent rival Kekhrie Yhome who got 4558 votes. Another 72 were cast under ‘None Of The Above’ (NOTA). Dr. Liezietsu got 12 postal bal-

DIMAPUR/NEW DELHI, AUG 3 (NPN): As reported by Nagaland Post, a 15-member delegation of Nagaland GB Federation (NGBF) called on Prime Minister, Narendra Modi in New Delhi on Thursday and urged upon the latter to take on board all Naga national political groups to the negotiating table so as to find a lasting and peaceful solution.

Talking to Nagaland Post over phone, NGBF general secretary, Shikuto Zalipu termed the 45-minute meeting with Modi as “very good”.

He cited the unconstitutional manner in which an expelled member– T.R. Zeliang- was appointed chief whip by legislators as against the official chief whip-Kiyanilie Peseyie- who was appointed by the party as per constitutional norms.

DIMAPUR, Aug 3 (NPN): NPF Central through its Media and Press Bureau has made a scathing attack on Tokheho Yepthomi, minister of parliamentary affairs, over the latter’s version of the sequences that took place on February 15, 2017 when intense public pressure compelled NPF to ask Dr. Shürhozelie Liezietsü to take over from chief minister T.R. Zeliang.

NPF said as per Tokheho’s version, the February 15 meeting appeared to be a turning point regarding the resolution to replace T.R. Zeliang. NPF however said the issue began on February 12 meeting, where Tokheho and Y. Patton, among few other MLAs “strongly proposed Dr. Shürhozelie to take over”. Based on this, a signature campaign was launched where Tokheho’s signature “figured prominently”, it said. (Full text on p-6)

The works of which would be taken up by the NSDMA in coordination with the DDMA, Dimapur. The design of the suspension bridge developed by the PWD (R&B) would be given to the NSDMA. The material for the suspension bridge would be procured by the NSDMA either from Guwahati or Kolkata. The work would be implemented departmentally in collaboration with the DDMA, Dimapur.

that for immediate passage of light vehicles, a temporary bamboo bridge would be constructed by the NSDMA at 4th Mile across the Chathe River.

With regard to construction of Bridge at 4th Mile Chathe river, CMO said a request has been made to Army for construction as an emergency measure, adding that the matter was under process.

Several decisions were also taken in connection with immediate repair and restoration of roads and bridges severely damaged or washed away by the monsoon.

Repair of roads in Dimapur: It was decided that immediate temporary road repair work from Purana Bazar to 3rd mile would be taken up with the machinery to be provided by M/S ECI as contribution under Corporate Social Responsibility (Cont’d on p-8) (CSR).

DIMAPUR: Parliamentary secretary for (NRLM) National Rural Livelihoods Mission and evaluation, Pohwang organized a prayer programme on Thursday at the secretariat office, Kohima with the mission director and staff, NRLM, under-secretary (evaluation), director and staff, evaluation and officials after formally taking charge of the department.

In his speech, Pohwang shared his experience in the public realm both as a social worker and politician and asked the officials to work with unity and transparency.

He emphasized on the need to give importance to such grassroots initiatives and the value of sincerity and dedication in any given assignment.

DIMAPUR: Minister for Rural Development & REPA, E.E. Pangteang while emphasising on the importance of RD department role in employment generation has asked the department to facilitate and create avenues to avail opportunity in the rural areas especially at the grassroot level.

A press note by joint director RD, K. Neibou Sekhose, stated that the minister said this on Thursday in an interactive session with the officers of RD department at its conference hall.

Pangteang said that department with its integrated policy needed to

mobilize and communicate with the concern village authorities, VDBs and NGOs to identify the potentials so that self-sufficiency was achieved.

On various reports pertaining to issues of contract appointment and deputation for which the department has been in news for the past few months, the minister informed that a high level committee shall be conveyed soon and necessary action to be taken up accordingly with the court directive.

He informed that programmes like grant-in aid to VDBs, micro financing and matching cash grant was making a big impact

DIMAPUR: Western Sümi Kukami Hoho (WSKH) has urged PWD (R&B) to improve New Showuba-Seithekima Road on priority basis as the road is the only means of road communication for more than hundred villages beyond Chathe River after 4th Mile Bridge collapsed on July.

In a press note, WSKH general secretary, Kuhovi Zhimo blamed the department of neglecting the road as it has remained in deplorable condition causing much inconvenience to hundreds of people commuting on the road every day.

KPASU demands regular salaries for lecturers

DIMAPUR: Khelhoshe Polytechnic Atoizu Students Union (KPASU) has demanded the government to pay salary to fixed pay lecturers at the earliest.

In a press note, KPASU general secretar y, Nikato Chishi, stated that students of KPA of certain

branches are in “isolation state” due to lack of lecturers and non commencement of odd semester session on time.

KPASU claimed that regular appointed lectures are being transferred to other polytechnic and their post has been lying vacant

and at such “fixed pay lecturers” have been appointed against the vacant posts.

However, due to nonpayment of salaries, the union said that the lecturers are not able to perform their duties.

While urging the gov-

ernment to take immediate action, KPASU warned that failing to act on its demand the union said it would take its own course of action and that the government would be held responsible for taking a students’ career for granted.

GST came into force in Manipur from July 1 last.

GST Act has no provision to keep taxation check-posts operational even though these checkposts have been main points for collection of casual taxes by state governments.

E a r l i e r, g o o d s transported to Manipur through the highways were checked at taxation check posts to verify if the transporters have paid taxes for the goods they are transporting.

Until the GST was enforced, taxation check posts at Hengbung in Senapati along NH-2, Jiribam on NH-37 and Moreh on NH-102 used to check the vehicles and collect the taxes.

Four APDCL workers injured

Guwahati, Aug 3 (PTI): Four workers of Assam Power Distribution Company Ltd (APDCL) were injured, one of them seriously, due to electrocution at Demow in upper Assam’s Sivasagar district Thursday.

The workers, who were engaged by a contractor, were erecting a concrete electric pole when a 1100 volt electricity wire of APDCL fell on them, official sources said. The seriously injured worker was referred to Assam Medical College Hospital in Dibrugarh, while the others admitted a local hospital, the sources added.

A ga r ta l a / Guwahati, Aug 3 (IANS): The mountainous northeast India has so far experienced uneven m o n s o o n r a i n s e ve n as Assam and other northeastern states witnessed flood fury, the India Meteorological Department (IMD) said on Thursday.

According to an IMD report, last year also, seven northeastern states, except Sikkim, witnessed deficient rainfall during the monsoon (June-September).

“A s s a m and Meghalaya sub-division and Arunachal Pradesh sub-division recorded around 20-21 per cent deficient rains in the first two months (June and July) of the four-month monsoon period,” the IMD report said.

“Nagaland, Manipur, Mizoram and Tripura subdivision recorded 12 per cent excess rainfall in June and July,” it added.

According to the IMD report, Assam and

Meghalaya sub-division recorded 849.8 mm rainfall in June and July against the average of 1,068.3 mm.

Arunachal Pradesh subdivision witnessed 824.8 mm rainfall during this period against an average of 1,047.1 mm.

The Nagaland, Manipur, Mizoram and Tr i p u r a s u b - d i v i s i o n recorded 938.2 mm of rainfall against an average of 840.3 mm.

“Rain producing systems, including deep depressions, were very much active in Nagaland, Manipur, Mizoram and Tr i p u r a s u b - d i v i s i o n resulting good rainfall.

However, the deficiencies in monsoon rainfall expected to be cover in the remaining period of the monsoon by the end of the monsoon period of September,” IMD Director Dilip Saha told IANS. “The frequency of movement of monsoon factors are also favourable in Nagaland, Manipur, Mizoram and Tripura sub-

Alam hails from Brahmanbaria in eastern Bangladesh. He came to Tripura on Tuesday on a valid passport. The CISF handed over Alam to the Customs.

On June 13, another Bangladeshi youth, Mohammad Liton Ahmed, 29, was arrested at the Agartala airport for smuggling 15 gold biscuits and a gold chain worth Rs 50 lakh. He was also trying to go to Kolkata by a private airline.

KNLF C-in-C shot dead in Manipur Correspondent

IMPHAL, Aug 3: The commander-in-chief of Kuki National Liberation Front (KNLF) was shot dead by unknown miscreants in his house in Manipur’s Churachandpur district on Wednesday night.

Police said that the senior functionary of the group, Lalmoi Haokip was killed by three unknown assailants who came on an Activa scooter last night, around 8 pm.

Haokip succumbed to bullet injuries at the spot.

Police rushed to the scene and transferred the body to district hospital morgue.

After necessary postmortem examination, the body was handed over to the family for his last rites.

KNLF is one of constituents of the Kuki National Organization maintaining suspension of operation truce with both Centre and state government.

The killing of the senior leader was at time when government is planning to initiate dialogue with Kuki militant groups this month. Centre had already appointed interlocutor for the peace talk.

Currently, more than 20 armed Kuki outfits are maintaining SoO truce.

SHILLONG, AUG 3 (PTI): A moderate intensity earthquake rocked the entire North Eastern region late Tuesday night, officials said. The tremor reading 5.4 magnitude in the Richter Scale struck at around 11.48pm Tuesday night. Its epicentre was in Churachandpur district of Manipur at a depth of about 55 km underneath the earth’s crust, an official at the Regional Seismological Centre here told PTI. There was, however, no loss of life or damage to property.

However, the check posts have been removed, said an official source in the state finance department, adding that necessar y notification for removal of the check posts was issued on July 25 last.

With all these taxation check-posts and outposts would cease to exist, enforcement cells opened by the state taxation department would verify whether goods transported along highways conform to the GST Act or not.

As GST would operate through internet service, they would not be any need for conventional documents. Details of suppliers of goods as well as their recipients would be uploaded in a computer system in advance.

Goods transpor ted under this system would be verified by mobile enforcement cell.

As such, there would not be any need to keep stationary taxation checkposts and outposts, informed the source.

Raids on Karnataka minister continue; Rs 11cr cash seized

Police and IT sleuths check the bag of a mechanic at the residence of Karnataka Minister DK Shivakumar, in Bengaluru on Thursday. (PTI) New Delhi, Aug 3 (Agencies): Income tax sleuths have seized cash totalling more than Rs 11 crore from various properties of Karnataka energy minister DK Shivakumar, officials said on Thursday even as raids continued at several locations allegedly linked to the Congress leader.

While Rs 8.33 crore was seized in Delhi, Rs 2.5 crore was recovered from Bengaluru and Rs 60 lakh from Mysore, officials in the department told Hindustan Times. The raids have kicked off a political storm with the opposition Congress accusing the BJP-led government at the Centre of carrying out “an unprecedented witch-hunt”.

The Karnataka minister is hosting a group of party legislators from Gujarat at a resort near Benga-

luru to avoid a break in their ranks ahead of Rajya Sabha elections on August 8.

Officials said several bank lockers of the Congress leader have also been blocked though taxmen are yet to ascertain the amount and items in them.

“Importantly, searches are still on at all these places and it is difficult at this point to give an estimate of how much more will be recovered,” said a senior official of the department, who did not wish to be identified.

The department said the searches were carried out under Section 132 of the Income Tax Act “as an evidence gathering exercise which is being carried in compliance with all statutory requirements”.

The search is a continuation of an investigation which has been in progress for a considerable period of

time, a statement from the department said.

It added the timing of the search was decided well in advance.

“The events involving certain MLAs of another state being brought to Karnataka were unforeseen and unpredictable events,” it said. “This is part of our operation against black money…there is no other agenda,” the official added.

The Congress has accused the BJP of using “money and muscle power” to engineer defections among its legislators in Gujarat, where senior party leader Ahmed Patel is seeking re-election to the Rajya Sabha, on August 8. Six of its legislators have quit the party and three of them crossed over to the BJP. More defections can jeopardise Congress candidate Ahmed Patel’s chances of re-election.

PM Modi to address NDA MPs today New Delhi, Aug 3 (IANS): Prime Minister Narendra Modi will address the Parliament members of the National Democratic Alliance (NDA) on Friday, ahead of the Vice President’s election on Saturday.

According to party officials, apart from the NDA’s 81 Rajya Sabha members and 337 Lok Sabha members, members of the AIADMK, YSR Congress and the Telangana Rashtra Samithi (TRS) will also be present.

During the meeting, a demonstration on voting will be held for the MPs, so that their vote in Vice President’s election does not go in vain.

This was decided because at least 21 votes were declared invalid during the President’s election. All the NDA leaders will also speak about the alliance’s Vice Presidential nominee M. Venkaiah Naidu. The Prime Minister will also host a dinner. Twenty-one items, including south Indian dishes, are on the menu.

Naidu is contesting against opposition candidate Gopalkrishna Gandhi in the Vice President’s election. Naidu on Wednesday reached out to all members of Parliament across the parties, seeking their support for the August 5 election and said he would uphold ideals of the freedom struggle and principles of the Constitution.

The numbers clearly suggest that Naidu is all set to win the election.

Major, soldier, 2 militants killed in Kashmir

(PTI) S r i nag a r , Au g 3 (Agencies): Two Indian Army personnel, including a major, and as many militants were killed in two separate gun battles in Jammu and Kashmir on Thursday, officials said, in an upsurge of shootouts in the restive region in the past few months.

According to Hindustan Times, major Kamlesh Pandey and sepoy Tanzin Chhultim were killed after militants fired upon the security forces during a gun battle in the Zaipora area of Shopian district on Thursday morning.

The forces mounted a cordon and search operation in the area in south Kashmir late on Wednesday night following a tip-off that militants were present in the area.

“The trapped militants escaped after firing on the soldiers,” a senior district police officer told the Hindustan Times.

The Shopian incident came on the heels of a gun battle in Gopalpora area of Kulgam district where forces gunned down two Hizbul Mujahideen militants in an overnight encounter following a search operation.

“One of them was involved in the killing of five policemen and guards of a bank van,” a police spokesperson said.

The spokesperson was referring to the incident in May when militants killed five policemen and two bank guards during an attack on a cash van in Pambay area of Kulgam. The van was returning after dispensing cash to local bank branches

when it was attacked.

“The slain militants were identified as Aaqib Ahmad Itoo son of Abdul Hamid Itoo resident of Gopalpora and Suhail Ahmad Rather son of Mohammad Arif Rather resident of Tantraypora Yaripora. Both the militants were involved in unlawful and anti-national activities,” the police said in a statement.

The statement also said Ahmad was involved in the May attack on the cash van of Jammu & Kashmir Bank.

He also killed a policeman at Yaripora, robbed the Kader branch of J&K Bank, and snatched a weapon from a guard in Adijan area.

Rather was involved in “instigating people and firing indiscriminately upon security personnel” during protests, it added.

100 bridges on the verge of collapse: Gadkari New Delhi, Aug 3 (Agencies): Over 100 bridges in different parts of the country are on the verge of collapse and need immediate attention, union transport minister Nitin Gadkari said in the Lok Sabha on Thursday.

The startling information came to light after the Ministry of Road Transport and Highways completed a safety audit of 1.6 lakh bridges in the country and more than 100 structures were found to be in an unsound state.

“These 100 bridges can collapse anytime and they need immediate attention,” Gadkari said during Question Hour in Lok Sabha.

The union minister informed the Lok Sabha that the transport ministry had last year launched a special project to organise data regarding all bridges and culverts in the country as part of measures being taken to avert mishaps.

Gadkari also recalled a tragic bridge collapse in Maharashtra’s Raigad district last year. 26 people lost their lives when two buses and some private vehicles were swept away when a British-era bridge over the Savitri river near Mahad collapsed on August 2, 2016. He said road projects worth Rs 3.85 lakh crore were delayed due to various reasons in the past and most of these issues were resolved and their works are in progress.

Kovind said in the past few decades, the world has woken up to threats to the very survival of humankind due to environmental degradation, depletion in forest cover and above all, global warming leading to climate change.

New Delhi, Aug 3 (IANS): The Supreme Court on Thursday refused to stay an Election Commission notification to introduce the “None of the Above” (NOTA) option for the coming Rajya Sabha election in Gujarat.

A bench of Justice Dipak Misra, Justice Amitava Roy and Justice A.M. Khanwilkar refused to stay the notification. However, they issued a notice to the poll panel for September 13 to examine the constitutional validity of the notification.

“Why did you (petitioner) move the court so late? When it suited you, you did not come. You come here on the eve of elections,” said the bench questioning the delay in filing the petition against NOTA. The court said the Election Commission issued

Kovind said India has emerged as a global leader in handling complex climate change issues.

“Our national forest policy envisages 33 per cent of the land mass should be under forest cover. You have to find ways and means to enrich the natural forests, and facilitate bringing non-forest areas under tree cover,” the president said.

He said forests are a potential carbon sink and they could help reduce greenhouse gases in the atmosphere and counter the threat of global warming.

“Our country has set a target to sequester an additional 2.5 to 3 billion tons of carbon in our forests by 2030,” Kovind said.

Unlike many other race of people, Nagas have retained much of their cultural history amid the sea of changes taking place. With over eighty five percent of the population in Nagaland being Christians, Nagas continue to maintain links with their cultural past. The observance of traditional festivals provides an insight into the minds and the beliefs of the forefathers. Today, the celebrations are accepted as annual events and have come to stay though there are those who would be more inclined to use these as a plea of promoting cultural renaissance to attack “substitution with alien culture and religion”. Every community and race also celebrate their own festivals all over the globe.

Vigorous dances and traditional folk songs with feasting are some of the highlights. Nagaland has scores of festivals celebrated by its sixteen tribes.

Most of these festivals revolve round agriculture. In an agricultural society, the occasion for feasting was logically at the end of a harvest. More importantly these occasions for rejoicing obtained a seasonal regularity. Naga cultures of various tribes are basically simple yet rich in their meaning and continue to be well blended with Christianity. The result was that structure of ideas and beliefs made of taboos and superstitions including the evil practice of head hunting in the past , were done away with for good.

When one looks at the situation today, it would be clear that the festivals are essentially celebrated to retain the cultural identities of the respective tribes but without the taboo and superstitions imposing themselves. Traditional festivals have their meaning in as far as the cultural identity of the people is concerned. Another very significant factor that went into the making of festivals along with seasonal regularity, was religious sanction. Religious sanction satisfied this need.Naga tribes, there has been rapid progress in education, modernity and change in lifestyles. The only point that could be raised is about the affects of modern lifestyle on the people.

Perhaps other civilizations also experienced the same dilemma. The age of enlightenment can only but take them forward and effect a progressive culture where the good of the past can weld with the need of the present towards a bright future. Though there is nothing wrong with cultural renaissance, it should work to synergise the ethos of what is good for the future-a choice to progress and not to regress. Trends evident today indicate that the over saturation of a regressive politics riding on the back of oral traditions of the bygone days when life was simple and peaceful, are looked upon as solution for issues confronting contemporary society and thus, only serving to compound the condition. In the past, festivals arose out of some necessity of day-to-day life of past tribal societies which were later transformed into customs, due to which they obtained a changeless character. With the winds of change through modernity, festivals today have ceased to be the centre of the community and observed mostly as a reaffirmation of cultural identity.

Today, agriculture is no longer the mainstay and neither are communities homogenous anymore.

These changes were inescapable and necessary and this calls for a synthesis of concepts to propel society forward.

And whatever He encountered along the way, whether joy or sorrow, success or failure, He was never deterred from that purpose. “…He steadfastly set His face to go to Jerusalem…” (Luke 9:51).

The greatest thing for us to remember is that we go up to Jerusalem to fulfill God’s purpose, not our own. In the natural life our ambitions are our own, but in the Christian life we have no goals of our own. We talk so much today about our decisions for Christ, our determination to be Christians, and our decisions for this and that, but in the New Testament the only aspect that is brought out is the compelling purpose of God. “You did not choose Me, but I chose you…” (John 15:16).

We are not taken into a conscious agreement with God’s purpose— we are taken into God’s purpose with no awareness of it at all. We have no idea what God’s goal may be; as we continue, His purpose becomes even more and more vague. God’s aim appears to have missed the mark, because we are too nearsighted to see the target at which He is aiming. At the beginning of the Christian life, we have our own ideas as to what God’s purpose is. We say, “God means for me to go over there,” and, “God has called me to do this special work.” We do what we think is right, and yet the compelling purpose of God remains upon us. The work we do is of no account when compared with the compelling purpose of God. It is simply the scaffolding surrounding His work and His plan. “He took the twelve aside…” (Luke 18:31). God takes us aside all the time. We have not yet understood all there is to know of the compelling purpose of God.

came across a post on Facebook

by Ms. Zhekheli Zhimomi,in which she masterfully dissected and debunked a premise by a certain Mr. Mathew Ngaito Asah, of Myanmar, that the Sumis were not Nagas, but actually Chins. It was fortunate that my elder sister Mrs. Katoli Shohe happened to have a copy of the original premise

by Mr. Asah. I was amused by his whole theory and curiosity led me to send him an email at the address provided at the end of his article, despite my sister assuring me that the address was invalid, which it turned out to be. Leaving aside Mr. Asah’s wild theory, which seems to be nothing more than an attempt by a person raised among strangers to identify himself as one of those around him (for I have no reason to disbelieve his claim to be a Sumi), I began to dwell on the issue of what separates men from men.

Whether you are a Creationist or an Evolutionist, you must admit that Mankind began from a single point of origin. Creationists believe that God created Adam, Eve and all of Humanity and that is the point of origin for them.

Evolutionists believe that men evolved from monkeys; so there must have been a certain monkey which evolved into a humanoid and whose offspring subsequently evolved into the homo sapiens of today; and that is the point of origin for them.

Since then, humanity has been classified into three races; the Negroid/Australoid, the Caucasian and the Mongoloid races(though the last mentioned hasfallen out of usage, to be replaced by Asians,

and in India, we are North-Easterners against Mainland Indians.

So our degree of separation keeps on changing according to the context and circumstances we find ourselves in. It is for each and every person to choose his degree of separation from those around him. Do I overlook the sins and shortcomings of another just because he happens to be from my family, village, tribe, race, religion, state or country? Or do I have one standard by which I measure ALL of HUMANITY? I have one standard by which I judge all people, and that standard is, “HONESTY”. I do not expect people to be perfect, but I require every person I meet to be honest. An honest person does not try to conceal his dirty deeds behind a cloak of hypocrisy; an honest person admits his faults, mistakes and shortcomings; and admittance is the first step towards atonement, forgiveness and, ultimately, perfection. I do not care if a person is a Sumi or not, as long as he is an honest person, I do not care if Sumis are Nagas or not, as long as we are an honest people; and I do not care if a person is a Naga or Non-Naga as long as he is honest. I have said it before and I reiterate it, “I prefer an honest Non-Naga to a lying Naga.” Choose your degree of separation from others and stand by your yardstick. For your shifting degrees of separation reveals your cowardice in the face of others. God save our Nagaland.

e being the Nagas of Nagaland State, have been left in awestruck by the enduring effort of the NSCN (IM) in continually leaving at bay, the Nagas of Nagaland, whilst determining the entire political agenda of Nagaland without reminiscing to consult the people to compromise, on what is to be provided under their Framework Agreement with the govt. of India. Need we remind them that, although they have gotten through today as one of the prominent Naga Political Group who have managed to establish cordial dialogue with the center, but that they are also another subsequent group among the many others, who all stand firm in their own method of resolution for a better Naga solution: The facts itself cries out the Truth. Since it has been cleared that the political aspiration of Nagaland remains a race among the various political groups with one pioneer laying only the secession for the next, during the process which, some elites sought for the creation of Nagaland State without the total consent of the entire mass; the present social and emotional escalations cannot be merely doused as the present Nagas have been kindled with much geniality which may have even surpassed the profound schemes that the NSCN (IM) insists on Nagas of Nagaland to inherit.

We have repeatedly appealed to them to consult with the people regarding the contents of the framework and to compromise on reasonable

ground, which they alleged as ‘Hijacking’, so that the fatiguing Naga political issue could be buried for once, and after which we could all aim for higher uplifting of the people.

It is with utter disappointment the Nagas have been kept in the dark regarding their own political future. It also appears that the visits made by certain Civil Societies and Federations with our PM. Modi, to include all the stakeholders (which includes the people), seems to be fathomless for the Nagas of Nagaland.

The Indian constitution itself regards to uphold and safeguard the democratic rights of the people, whereas the current reflection of the methods used between the Center and one Naga Political Group, seems to somehow be depriving the citizens of what is rightfully theirs.

Therefore we urge your benevolent authority to kindly address the issue regarding the sentiments of the Nagas — that we are not against the Center nor the NSCN (IM); we only seek that we’d be also made known of what is to be implemented upon us, so that we would compromise on it; definitely, and conclude it under fair tides. If the Center fails to contemplate this simple natural sentiment of the Nagas of Nagaland, then it would also be awkward on our part to ignore the rest of the Naga Political Groups and the people, for which we may be compelled to seek for a higher platform to address our grievances.

“Clarification to Tokheho’s amnesiac recollections”

r To k h e h o Yepthomi’s elaboration of the sequence of events leading to the stepping down of Mr TR Zeliang in February this year is a storehouse of information which should be treasured for posterity.

But first of all, it should be made very clear that suspended and expelled members of the NPF cannot and should not claim to be the NPF Legislature Party but consider themselves as unattached members of the august House.

If they are so keen to cling to the NPF nomenclature they should realise the folly of their misadventures in the recent times that are harming the very political party they seem to love so much.

As per Tokheho’s version, February 15, 2017 seems to be the turning point in the whole episode and the late night meeting that took place in the residence of the NPF President where the legislators raised their hands and appended their signatures in sup-

due to political correctness and its usage to describe children suffering from Down’s Syndrome) based on physical characteristics shaped by nature. All other forms of classifications and separations are solely man-made. Whether it is religion, tradition, culture, tribe or caste, our degrees of separation are man-made.

The North-East of India has many people and tribes of Mongoloid stock. Whether we migrated from the South-East of Asia or the Tibetian Plateau, we all are Mongoloids. Apart from the Ahoms of Assam, who seemed to have come in a single wave, the rest of us came in successive waves.

The length of interval between the waves of migration and the degree of isolation from others, have led to the development of our different languages, customs and tribes.

The Sumis migrants from present day Pughoboto area developed a different dialect. People from Pughoboto can understand me, but I can’t understand them. To me, they sound as if they are speaking in Angami or Chakhesang.

The Aos too, have two distinct dialects, Chungli and Mongsen (apart from slightly different village inflections). It is my belief that left alone and in isolation, the various Naga tribes would have further sub-divided into distinct and different Naga tribes.

I have seen how we separate ourselves according to our village, clan, religious denominations and areas within our tribes. In the context of the State of Nagaland, we divide ourselves into our various Tribes; outside Nagaland, we are Nagas against Manipur, Assam etc.

But the truth of the matter is that the whole thing started on February 12 Sunday afternoon when after a closed-door meeting between TR Zeliang, Dr Shurhozelie and KG Kenye, a meeting was held at the residence of the party President with the consent of TR Zeliang where Tokheho and Patton, among a few other elected members strongly proposed Dr Shurhozelie to take over.

Accordingly, a signature campaign was launched where Tokheho’s signature figured prominently. Documents, after all, don’t lie.

The meeting of February 15 night came about through the initiative of Tokheho who phoned up KG Kenye to urgently organize a meeting and bring the signature campaign to a logical conclusion.

Therefore, it was not KG Kenye who organized the meeting but Tokheho and few others like Patton. Details of the whole episode are available and as and

when necessary, shall be made public.

The following midnight meeting at the State Banquet Hall that same night had been left out in Mr Tokheho’s narrative.

But eyewitnesses say every man jack of the legislators told Mr TR Zeliang to immediately step down and to let Dr Shurhozelie take over to salvage the dreary situation. The irony of it all, these eyewitnesses continue, after giving the dressing down to Mr TRZ at the Banquet Hall, quite a few of these legislators followed him up to his residence assuring him they were all still with him! And to show their unflinching solidarity with him, some even slept over at his residence!

The following morning dawned bright and clear, and the Chief Minister TR Zeliang, accompanied by the Governor, left Kohima by chopper to catch a connecting flight to Delhi. Reports have it that TR Zeliang held closed-door meetings at

Arunachal Bhawan with few Central and one not-socentral leader on two consecutive nights, following which telephone calls were made and our honourable legislators made a bee-line to Kaziranga. Such was their haste to grab the more lucrative portfolios that three high-end luxury cars belonging to these legislators met with an accident: the first one hit the rear or a truck and the second car, failing to control its speed, rammed into the first and the third one smashed the rear of the second!

Of course, Mr Tokheho is absolutely right when he said “as per the law of the land, elected MLAs of NPF party cannot be summoned ... to a private residence to pass any resolution to remove the Leader of the Legislature Party and Chief Minister from his position.” The elected MLAs should have been summoned to Kaziranga instead!

The appointment of parliamentary secretaries is unconstitutional

he recent Judgement & order of the Supreme Court of India declaring the appointment of Parliament Secretaries as ‘unconstitutional’ is a big blow to states in the country including Nagaland who have appointed legislators as parliament secretaries.

The Supreme Court of India, New Delhi on 27th July, 2017 declared the Assam parliamentary secretaries (appointment, salaries, allowances and miscellaneous provisions) Act, 2004 as unconstitutional has affected the present government of Nagaland having 26 parliamentary secretaries and 9 advisors of cabinet status. The landmark judgement of the apex court upholding Article 164(IA) of the Constitution of India provides for limiting the number of ministers in the state cabinets. The total number of ministers including the chief minister, has to

be within 15 per cent of the total number of members of the legislative assembly of the state. Accordingly, the state of Nagaland can have only 12 ministers including chief minister and now huge expenditures incurred upon 26 parliamentary secretaries and 9 Advisors of cabinet status can be removed. Article 164(IA) was inserted in the Constitution on the recommendation of the National Commission for review of the Working of the Constitution headed by former Chief Justice of India, M.N. Venkatachliah on misuse and drainage of public money to put a ban on over-sized cabinet.

Many states in the Indian Union have instituted the post of parliamentary secretary and often hold the rank of minister of state and has the same entitlements and is assigned to a government department.

In the past various

High Courts have deemed the appointment of parliamentary secretaries unconstitutional and have ruled against such appointments.

In 2009, in the case of Adv. Aires Rodrigues vs. the State of Goa and others, a Division Bench of the Bombay High Court discussed the impact of arbitrary State Union action relating to appointment of parliament secretaries in Goa. It held that appointing parliamentary secretaries of the rank and status of a cabinet minister is in violation to Article 164(IA) of the Constitution and set aside the appointment of two parliamentary secretaries in the state government. In 2005, in Citizen Rights Protection Forum vs Union of India and others, the Himachal Pradesh High Court quashed the appointment of chief parliamentary secretaries and parliament secretaries. It

held that ‘(parliamentary secretaries and parliament secretaries) are usurpers of public office since their appointments did not owe their origin to any constitutional or legal provision, they having been appointed by person(s) not vested with the power of appointment’.

Similarly, there has been news reports few years back that the Punjab and Haryana to provide information on appointment of chief parliamentary secretaries in the states. The High Court has ordered the two states to submit details about the entitlements, facilities and powers given to the chief parliamentary secretaries.

Meanwhile on July 5 last, the Punjab and Haryana High Court quashed the appointment of four chief parliamentary secretaries in the government of Haryana.

And taking the advice of Mr Tokheho to “... look back at the events that had occurred in the past before becoming the Judge, the Jury and the Executioner” the NPF would like to place before people’s court concrete evidence about the actual relation of Tokheho with the NPF party: He got elected on a Congress ticket in 2003, and when seven of them were tasked by the Congress party to study ways and means to topple the DAN I, he promptly merged the group with the NPF and was awarded with a Cabinet berth. In the later part of DAN I, he sided with the dissident group and presented the Naga people with President’s rule on January 3, 2008, went back with his tail behind his legs to the Congress party and got himself elected on Congress Tickets in 2008 as well as in 2013. And find-

ing that remaining loyal to the Congress party for one full term was unbearable, and developing cold turkey being out of power for so long, when an opportunity came his way in 2015, he lost no time to forsake the Congress party and merged his legislators with the NPF! Indeed, it is a matter of great academic interest that at present we have different categories of NPF MLAs: NPF MLAs through merger who have never been issued with an NPF Ticket; NPF MLAs who develop cold turkey when out of power for even a few months; Independent MLAs who act more loyal than NPF MLAs because they need NPF ticket to win in the next election; NPF MLAs who have a separate set of toiletries packed and ready to be stacked into their vehicle to rush off anytime to Kaziranga at the snap of the fingers!

Complete two lane of NH-2 at the allotted time

As we all longed for development and it could be achieved only where there is a proper road connectivity. At last travel burden by road at NH-2 would be at ease as the development for two lane from Kohima to Henbenju been completed and from Henbenju to Longsa gate Wokha has been approved and sanction accorded by ministry of surface transport and highway (National Highway Authority of India). It was possible because of the enormous task undertakne by the government of Nagaland department of Road and Bridges National Highway Branch, as well as district administration Kohima. The two lane works have already started but it has been kept pending by the contractor due to nonpayment of land owners affected for plantation, mixed plantation and forested areas.

Its my humble request to the department of Road and Bridges National Highway Branch executive engineer as well as deputy commissioner Kohima, Nagaland, that the affected land owners should be compensated at the earliest and the two lane of NH-2 starting from Henbenju till Longsa gate is completed at the allotted time by the contractor, as the contractor with his machineries are lying idle for the past few weeks.

It may be most timely and appropriate to the global and the national situation to encourage innovative research practices and to work the new trends in languages based science and technology to India’s economic advantage, the ex- prime minister said.

The PLSI is being published in various state languages, Hindi and English in a series of 50 volumes, in 92 titles. The publication of the series began in 2013.

New Delhi, Aug 3 (PTI): A lunar eclipse will occur on the night of August 7, continuing until early the next morning, and will be visible in India and all over Asia, Europe, and Africa, Nehru Planetarium officials said here Thursday.

However, parts of Africa and Asia, including India, will miss the total solar eclipse that is expected to occur on August 21.

N Rathnashree, director of the Nehru Planetarium, Delhi said the penumbral part of the lunar eclipse, which is difficult to discern, will start at 9:20 pm on Monday night, while the partial phase will start at 10:52 pm. The partial eclipse ends at 12:48 am while the penumbral eclipse ends at 2:20 am on August 8.

A penumbral lunar eclipse occurs when the Sun, the Earth, and the Moon align in an almost straight line.

In this scenario, the Earth blocks some of the Sun’s light from directly reaching the Moon’s surface and covers all or part of the Moon with the outer part of its shadow, also known as the penumbra.

“The interesting thing about lunar eclipse timings is that anywhere on Earth from where the Moon is visible during eclipse, the time will be the same. This is in contrast to a solar eclipse in which the timings of the contacts change as the location changes on Earth,” Rathnashree said.

New Delhi, Aug 3 (PTI): Former Prime Minister Manmohan Singh Thursday expressed disappointment over Indians lagging behind in linguistic research despite the language diversity in the country.

He underlined that employment and business opportunities can open up if latent potential of India’s linguistic diversity is tapped by linguistics and computational sciences.

He made the remarks during the release event of 11 volumes of the People’s Linguistic survey of India (PLSI).

The PLSI is a comprehensive survey of all living languages of India carried out by a large team comprising volunteers, field activists and experts under G N Devy, the chairman and chief editor of the mammoth study.

“Despite this amazing language diversity, Indians seem to have lagged behind in linguistic research and scholars know all about Saussure and Chomsky, but they are not able to use the theories of Panini and Bhartrihari, Anandvardhan and Abhinavagupt with equal ease,” Singh said.

“In the process,” he said, “We have continued to imbibe and mime the colonial knowledge of languages and linguistics despite having such enormous wealth of theoretical resource in our own intel-

Kohima: CE, PWD (R&B) has been entrusted to repair the road in Kohima stretching from the Secretariat road to the Nagaland Legislative Assembly and in other parts of Kohima Town which have been badly damaged by the monsoon 2017.

CE, PWD (R&B) has been asked to submit estimates for the works by August 5 and work have to be completed by August 13, 2017.

President Donald Trump today blamed Congress for “an all-time” and “very dangerous” low in US’ relations with Russia, a day after he reluctantly signed into law a bill imposing tough sanctions against Moscow under mounting domestic pressure.

Trump signed into law a legislation that imposes tough sanctions against Russia, Iran and North Korea and limits his ability to lift the curbs unilaterally.

The signing of the bill put to rest questions about whether Trump would support the legislation passed overwhelmingly by Congress last week.

“Our relationship with Russia is at an all-time & very dangerous low. You can thank Congress, the same people that can’t even give us HCare!” Trump wrote on twitter.

The “Countering America’s Adversaries Through Sanctions Act,” which enacts new sanctions on Iran, North Korea and Russia was passed by both the chambers of the Congress – House of Representatives and the Senate – by an overwhelming majority.

In his signing statement, Trump had expressed his disagreement with certain provisions of the bill even though he said he supported new sanctions on Russia.

“The bill remains seriously flawed – particularly because it encroaches on the executive branch’s authority to negotiate. Congress could not even negotiate a healthcare bill after seven years of talking,” Trump said.

“By limiting the Executive’s flexibility, this bill makes it harder for the United States to strike good deals for the American people, and will drive China, Russia and North Korea much closer together. The framers of our Constitution put foreign affairs in the hands of the President. This bill will prove the wisdom of that choice,” he said.

White House Press Secretary Sarah Sanders told reporters that the President favours tough measures to punish and deter the rogue regimes in Iran and North Korea for the bad behaviour.

The news was confirmed on his Facebook page, which reports that “Goldy suffered a sudden and fatal heart attack the morning of August 1st, 2017.”

McJohn helped form Steppenwolf in late 1967 in Toronto along with singer John Kay and drummer Jerry Edmonton after they split from Jack London & the Sparrows, which also included Bruce Palmer, who later joined Buffalo Springfield.

Earlier McJohn was a member of the Mynah Birds with Palmer and future R&B star Rick James.

The singer died at his home in Palos Verdes Estates, California on July 20, with a coroner confirming that he took his own life.

Jhajharia, Sardar Singh recommended for Khel Ratna

New Delhi, Aug 3 (PTI): Devendra Jhajharia Thursday became the first paralympian to be recommended for India’s highest sporting honour - the Rajiv Gandhi Khel Ratna - along with celebrated former hockey captain Sardar Singh.

Javelin thrower Jhajharia, the first Indian to win two Paralympic gold medals, was the first choice of the awards selection committee headed by Justice (Retd) C K Thakkar.

The committee has picked 31-year-old midfielder Sardar as its second nominee for the top honour and has suggested that both Jhajharia and Sardar be considered for the award jointly. The 36-year-old Jhajharia’s two gold medals came in the 2004 Athens Games and last year’s Rio Paralympics and he set new world records on both the occasions. He also won a gold medal at the 2013 World Championships.

Sardar, on the other hand, has been a constant in India’s fast-improving standing in international hockey.

The 31-year-old, regarded as one of the ace midfielders in the world, became the youngest player to captain the Indian hockey team when he led the side at the 2008 Sultan

Demand for policy to promote women sportspersons New Delhi, Aug 3 (PTI): A demand was raised in the Rajya Sabha Thursday that the sports ministry should formulate a special policy to promote women sportspersons in the country as they are performing well and could win many Olympic medals.

Raising the issue during Zero Hour, Congress member Rajeev Shukla said Indian women are performing very well in sports and referred to the recent performance of the women cricket team which made it to World Cup finals.

He added that women

players like Sania Mirza (tennis), Saina Nehwal and P V Sindhu (badminton), Mithali Raj and Harmanpreet Kaur (cricket), Phogat sisters (wrestling) and Mary Kom (boxing) have given excellent performances in sports.

While male sportspersons could not bring the laurels, women should be now given opportunity, said the former vice president of the Board of Control for Cricket in India (BCCI).

“I am sure they will succeed,” the Congress member said.
