JCPI demands deadline for SLCC report on RIIN OBJECTS NON-STAKEHOLDERS AT MEETINGS

D I M A P U R , AU G 4 (NPN): Joint Committee for Prevention of Illegal Immigrants (JCPI), under the aegis of the Nagaland Tribes Council, which spearheaded the move to cover Dimapur district under the BEFR Act 1873 or ILP has reminded the government of the Register of Indigenous Inhabitants of Nagaland (RIIN) whose report was submitted to the government by the Banuo Commission in 2019. JCPI through its media cell, pointed out that when Nagaland became the 16th state of the Indian Union on December 1,1963 , it was duly mandated by the constitution of India for enforcement of BEFR Act 1873/ ILP over entire Nagaland state with December 1,1963 as cut-off date and year for identification of indigenous inhabitants of Nagaland. JCPI said successive governments however left out Dimapur district from the purview of BEFR/ILP till the present government issued notification on December 9,2019 but with a different cut-off date and year for identification of indigenous inhabitants of the state. JCPI said this not only violated established laws of the land but also went against with wishes of

the people of Nagaland. It said the arbitrary notification was done with reasons best known to the people in authority which subsequently led to the formation of the Banuo Commission on RIIN. JCPI also recalled that in an open letter addressed to the chief minister, it had sought enactment of the Banuo Commission report on RIIN at the 7th session of the 13th NLA from February 12,2021 but the voices of the people was ignored. As reaction against the government’s failure to take up enactment of RIIN, JCPI said it organized protest rallies on March 19,2021 in Kohima & Dimapur and submission of memorandums for implementation of RIIN exercises through an ordinance with December 1,1963 as cut-off date and year. JCPI said the government of Nagaland, instead, called for a consultative meeting on April 16,2021 by constituting and Statelevel Joint Consultative Committee but where “non stakeholders without legal tribal recognition, were being also included with no time frame.” Further, JCPI said as per the reply of the chief minister to the assembly , that RIIN will be tabled at “

HMAD resolves to ban import of cement to Dmu DIMAPUR, AUG 4 (NPN): Hardware Merchants’ Association Dimapur (HMAD) Wednesday resolved to put a ban on import of all kinds of cement into Dimapur until the responsible authority intervened and paid heed to the difficulties and grievances being faced by cement traders. In a letter addressed to the deputy commissioner Dimapur, HMAD vice president Robin Sema said that following the revision of safe axle weights for transport vehicles by the Ministry of Road Transport & Highways, the cement merchants were compelled to adhere to the revised guidelines

and reduced the volume of consignment. It stated that a ten-wheeler lorry carrying a total of 700 bags per trip had been reduced to 400 bags per trip. HMAD said it has become impossible to operate with the enforcement of new policy coupled with number of other factors prevalent in Dimapur especially in terms of various forms of donations and contributions. Further, HMAD urged the DC to apprise DMC to consider the existing revised policy of the ministry and revise the toll-tax levied on the transporters and to strictly enforce the permissible safe axle weights of goods.

the right time”, it was again deliberately not tabled at the subsequent 8th session of the 13th NLA. JCPI said the covid-19 pandemic SOPs did not allow democratic form of protests against the government inaction on RIIN. It said the state government was only indulging in dilly-dally tactics to hamper implementation of RIIN that was a pre-requisite for enforcing ILP in Nagaland. According to JCPI one of the primary reasons of RIIN is to prevent issuance of fake indigenous certificates and to take safety measures since thousands of such certificates will be issued after the declaration of results of recent postmatriculation and secondary board examinations. In this regard, JCPI has demanded immediate documentation and authentication of any indigenous inhabitant certificate issued henceforth and also demand a deadline be set for the final report of the constituted State Level Consultative Committee (SLCC). It also demanded that participation in such consultative meetings by “non stakeholders” for determining the status of indigenous inhabitants of Nagaland is objectionable and demanded an explana-

Rise in Covid cases, R number in some states worrying: scientists NEW DELHI, AUG 4 (PTI): The rise in fresh Covid cases and the effective reproduction number indication of how fast an infection spreads-- in many states is worrying but don’t panic. Instead, mask up and get vaccinated, say experts, stressing that it is too early to declare the beginning of a new wave. In fact, it could be that the second wave is not over, said several scientists who have been closely monitoring India’s Covid graph and have noted the surge in a few pockets. In the North East, for instance, cases have certainly not gone down to the low levels that are being seen in Delhi and other Northern states, observed Gautam Menon, professor, Departments of Physics and Biology at Ashoka University

in Haryana. Menon agreed that while it is too early to declare the third wave, the surge in cases is certainly worrying. “The next few weeks will be critical to see whether the rise in case numbers, currently confined to the south and North East of India, will spread across other parts of the country where cases have been declining for the past month,” Menon told PTI. “In that sense, we are likely seeing a continuation of the second wave rather than the initiation of a new Covid wave distinct from the previous one,” he explained. India’s Covid situation is seemingly under control. However, 13 states/union territories recorded a surge in coronavirus infections last week with Kerala reporting half of India’s daily new cases.

‘‘

Next few weeks will be critical to see whether the rise in case numbers, currently confined to the South & NE, will spread across other parts of the country With the government warning that the pandemic is ‘still raging’, there is also an increase in India’s effective reproduction number (R) which represents the number of susceptible people one Covid positive person may infect. A recent analysis by researchers at the Institute of Mathematical Sciences, Chennai, found that the

effective R number in India has crossed 1 for the first time since May 7. The government on Tuesday also said the Rvalue is more than one in eight states and UTs, which is a cause of concern. Researcher Sitabhra Sinha, who has been tracking the value of R since the beginning of the pandemic, is alarmed that this rise is not driven by the increase in cases in any particular region but seems to be resulting from several states having R values greater than 1 roughly around the same time. “Apart from Kerala which has had R above 1 for more than a month and the North Eastern states where the second wave has not yet subsided after beginning in July, we saw in the past week R increase above 1

Pegasus row: SC to hear Police forces withdrawn from Vihoto area batch of pleas today NEW DELHI, AUG 4 (PTI): Supreme Court is scheduled to hear on Thursday a batch of petitions, including those filed by the Editors Guild of India and senior journalists N Ram and Sashi Kumar, seeking independent probe into the alleged Pegasus snooping matter. As per the cause list uploaded on the apex court website, a bench comprising Chief Justice N V Ramana and Justice Surya Kant will hear nine separate pleas on the issue related to reports of alleged snooping by government agencies on eminent citizens, politicians and scribes by using Israeli firm NSO’s spyware Pegasus. An international media consortium has reported that over 300 verified Indian mobile phone numbers were on the list of potential targets for surveillance using Pegasus. EGI has sought in its

plea that a special investigation team be set up to conduct probe into the reported surveillance of journalists and others. The guild’s petition has said that its members and all scribes have the duty of holding all branches of government accountable by seeking information, explanations and constitutionally valid justifications for state action and inaction. The apex court would also hear senior journalist Paranjoy Guha Thakurta’s separate plea, which seeks directions to the Centre to disclose materials with respect to investigation and authorisation pertaining to the purported use of Israeli spyware on his mobile. The court would also hear a separate petition filed by advocate M L Sharma who has sought a courtmonitored probe by a SIT into the reports of alleged snooping.

Micro-isolation zones to be implemented in Kohima

D I M A P U R , AU G 4 (NPN): Kohima District Task Force (DTF), as notified by the state government, has decided to implement Micro-Isolation Zones (MIZ). In this regard, deputy commissioner (DC) Kohima and DTF chairman, Gregory Thejawelie called for collective efforts from all wards and colonies in assisting the DTF to identify households and provide required information to implement MIZ effectively to break the chain of Covid-19 transmission.

Addressing a meeting of representatives of wards and colonies on Wednesday, Gregory appreciated AKMWP, wards and colonies for extending their cooperation to authorities and their efforts in containing the spread of the disease so far. He urged for their continued support and efforts in the fight against the pandemic, to prevent the situation from getting worse in the district. He cautioned that the second wave was not over yet, adding that the prevailing Covid positivity

rate and the risk associated with the impending third wave were matters of great concern, and the district needed to scale up testing and vaccination. He explained to the gathering that the concept of MIZ had been conceived with the aim to cause minimal disruption to normal life and economic activities by isolating a defined small geographical area, which might even be a building. As in containment zones, restrictions on movement, social distancing, enhanced active surveillance,

testing all suspected cases, isolation of cases and intensive IEC on Covid appropriate behaviours and other preventive and safety public health measures would be put in place. Gregory said, depending on the number of Covid-19 cases and number of houses with Covid-19 cases, a cluster of houses or a locality – colony or block or khel or ward or village – would be declared as MIZ. Chief Medical Officer Kohima Dr Vezokholu Theyo and DIO Dr Rupert Peseyie also addressed the informed the gathering.

in Karnataka, Himachal Pradesh, and Haryana, and possibly in Uttarakhand,” Sinha, from the Institute of Mathematical Sciences, told PTI. The need of the hour is to press the accelerator on Covid protocols. “We need to be prepared but not overtly panic. It is time people mask up and get vaccinated,” Delhibased physician-epidemiologist and health systems expert Chandrakant Lahariya told PTI, adding that the numbers clearly indicated the need to be cautious. The results of the fourth national serosurvey by the ICMR have shown that nearly 79% of samples from Madhya Pradesh had antibodies against coronavirus, while the seroprevalence was the lowest in Kerala at about 44%.

metric ton with turnover of Rs.15 crores per year. Sashi said that the state horticulture department under MOVCD NER vision 2030 was contemplating creating an organic pineapple corridor along the foothill road covering an area of 10,000 hectares. Nagaland on July 28 exported 250 kg of king chilli (raja mircha) to the United Kingdom. This is the first export consignment of the chilli that has Geographical Indication (GI) tagging.

rare in children: Lancet study

LONDON, AUG 4 (PTI): Most children who develop COVID-19 symptoms recover after six days, and the number who experience symptoms beyond four weeks is low, according to a large UK study published in The Lancet Child & Adolescent Health journal. The study, based on data reported through a smartphone app by parents and carers, provides the first detailed description of COVID-19 illness in symptom-

atic school-aged children. “It is reassuring that the number of children experiencing long-lasting symptoms of COVID-19 symptoms is low. Nevertheless, a small number of children do experience long illness with COVID-19, and our study validates the experiences of these children and their families,” said Professor Emma Duncan, lead author of the study, from King’s College London.
