JCPI demands deadline for SLCC report on RIIN OBJECTS NON-STAKEHOLDERS AT MEETINGS
D I M A P U R , AU G 4 (NPN): Joint Committee for Prevention of Illegal Immigrants (JCPI), under the aegis of the Nagaland Tribes Council, which spearheaded the move to cover Dimapur district under the BEFR Act 1873 or ILP has reminded the government of the Register of Indigenous Inhabitants of Nagaland (RIIN) whose report was submitted to the government by the Banuo Commission in 2019. JCPI through its media cell, pointed out that when Nagaland became the 16th state of the Indian Union on December 1,1963 , it was duly mandated by the constitution of India for enforcement of BEFR Act 1873/ ILP over entire Nagaland state with December 1,1963 as cut-off date and year for identification of indigenous inhabitants of Nagaland. JCPI said successive governments however left out Dimapur district from the purview of BEFR/ILP till the present government issued notification on December 9,2019 but with a different cut-off date and year for identification of indigenous inhabitants of the state. JCPI said this not only violated established laws of the land but also went against with wishes of
the people of Nagaland. It said the arbitrary notification was done with reasons best known to the people in authority which subsequently led to the formation of the Banuo Commission on RIIN. JCPI also recalled that in an open letter addressed to the chief minister, it had sought enactment of the Banuo Commission report on RIIN at the 7th session of the 13th NLA from February 12,2021 but the voices of the people was ignored. As reaction against the government’s failure to take up enactment of RIIN, JCPI said it organized protest rallies on March 19,2021 in Kohima & Dimapur and submission of memorandums for implementation of RIIN exercises through an ordinance with December 1,1963 as cut-off date and year. JCPI said the government of Nagaland, instead, called for a consultative meeting on April 16,2021 by constituting and Statelevel Joint Consultative Committee but where “non stakeholders without legal tribal recognition, were being also included with no time frame.” Further, JCPI said as per the reply of the chief minister to the assembly , that RIIN will be tabled at “
HMAD resolves to ban import of cement to Dmu DIMAPUR, AUG 4 (NPN): Hardware Merchants’ Association Dimapur (HMAD) Wednesday resolved to put a ban on import of all kinds of cement into Dimapur until the responsible authority intervened and paid heed to the difficulties and grievances being faced by cement traders. In a letter addressed to the deputy commissioner Dimapur, HMAD vice president Robin Sema said that following the revision of safe axle weights for transport vehicles by the Ministry of Road Transport & Highways, the cement merchants were compelled to adhere to the revised guidelines

DIMAPUR, AUG 4 (NPN): Nagaland on Wednesday recorded 145 fresh Covid-19 positive cases while two more patients succumbed to the infection. Kohima reported 49 fresh cases, Dimapur-36, Mokokchung-16, Longleng-15, Peren-10, six in Wokha, five in Zunheboto, four in Phek, three in Kiphire and one in Mon, taking the total caseload to 28217. Two patients-- one each in Dimapur and Mokokchung, succumbed to the virus, pushing tally to 579 (including non-Covid deaths). Meanwhile, a total of 778153 (1st and 2nd dose) persons have been inoculated against Covid-19.

Rise in Covid cases, R number in some states worrying: scientists NEW DELHI, AUG 4 (PTI): The rise in fresh Covid cases and the effective reproduction number indication of how fast an infection spreads-- in many states is worrying but don’t panic. Instead, mask up and get vaccinated, say experts, stressing that it is too early to declare the beginning of a new wave. In fact, it could be that the second wave is not over, said several scientists who have been closely monitoring India’s Covid graph and have noted the surge in a few pockets. In the North East, for instance, cases have certainly not gone down to the low levels that are being seen in Delhi and other Northern states, observed Gautam Menon, professor, Departments of Physics and Biology at Ashoka University
in Haryana. Menon agreed that while it is too early to declare the third wave, the surge in cases is certainly worrying. “The next few weeks will be critical to see whether the rise in case numbers, currently confined to the south and North East of India, will spread across other parts of the country where cases have been declining for the past month,” Menon told PTI. “In that sense, we are likely seeing a continuation of the second wave rather than the initiation of a new Covid wave distinct from the previous one,” he explained. India’s Covid situation is seemingly under control. However, 13 states/union territories recorded a surge in coronavirus infections last week with Kerala reporting half of India’s daily new cases.

Pegasus row: SC to hear Police forces withdrawn from Vihoto area batch of pleas today NEW DELHI, AUG 4 (PTI): Supreme Court is scheduled to hear on Thursday a batch of petitions, including those filed by the Editors Guild of India and senior journalists N Ram and Sashi Kumar, seeking independent probe into the alleged Pegasus snooping matter. As per the cause list uploaded on the apex court website, a bench comprising Chief Justice N V Ramana and Justice Surya Kant will hear nine separate pleas on the issue related to reports of alleged snooping by government agencies on eminent citizens, politicians and scribes by using Israeli firm NSO’s spyware Pegasus. An international media consortium has reported that over 300 verified Indian mobile phone numbers were on the list of potential targets for surveillance using Pegasus. EGI has sought in its
plea that a special investigation team be set up to conduct probe into the reported surveillance of journalists and others. The guild’s petition has said that its members and all scribes have the duty of holding all branches of government accountable by seeking information, explanations and constitutionally valid justifications for state action and inaction. The apex court would also hear senior journalist Paranjoy Guha Thakurta’s separate plea, which seeks directions to the Centre to disclose materials with respect to investigation and authorisation pertaining to the purported use of Israeli spyware on his mobile. The court would also hear a separate petition filed by advocate M L Sharma who has sought a courtmonitored probe by a SIT into the reports of alleged snooping.

Micro-isolation zones to be implemented in Kohima
D I M A P U R , AU G 4 (NPN): Kohima District Task Force (DTF), as notified by the state government, has decided to implement Micro-Isolation Zones (MIZ). In this regard, deputy commissioner (DC) Kohima and DTF chairman, Gregory Thejawelie called for collective efforts from all wards and colonies in assisting the DTF to identify households and provide required information to implement MIZ effectively to break the chain of Covid-19 transmission.
Addressing a meeting of representatives of wards and colonies on Wednesday, Gregory appreciated AKMWP, wards and colonies for extending their cooperation to authorities and their efforts in containing the spread of the disease so far. He urged for their continued support and efforts in the fight against the pandemic, to prevent the situation from getting worse in the district. He cautioned that the second wave was not over yet, adding that the prevailing Covid positivity

‘Samagra Shiksha Scheme’ extended for another 5 yrs NEW DELHI, AUG 4 (PTI): The Union Cabinet on Wednesday approved continuation of the 'Samagra Shiksha Scheme' for school education for another five years. Provision of training of master trainers for Anganwadi workers, incinerator and sanitary pad vending machines in all girls' hostels are among the initiatives in the revised scheme. Education Minister Dharmendra Pradhan said the scheme would continue from April 1, 2021 to March 31, 2026. Under 'Samagra Shiksha Scheme 2', financial outlay of Rs 2,94,283.04 crore, which includes central share of Rs 1,85,398.32 crore, has been made to implement the scheme. It will cover 1.16 million schools, over 156 million students and 5.7 million teachers of government aided schools. Under the scheme, additional sports grant of up to Rs 25000 will be to schools in case at least two students of that school win a medal in Khelo India school games at the national level. K Y M C

The meeting was chaired by DC and chairman DTF Tuensang, Kumar Ramnikant. According to a DIPR report, the DC lauded the achievement of HoDs on intensive vaccination drive in the district and asked tribal leaders to encourage citizens to get vaccinated. DIMAPUR: Dimapur police arrested one Kilemtoshi Ao (31) on charges of extorting money from vehicles at LRC colony near DMC toll gate on August 4. According to Dimapur police PRO, the team recovered a cash of Rs. 3000 from his possession. In this connection a case was registered with West police station. Meanwhile on August 2, Dimapur police arrested one Elithung Lotha (42) ‘SS dy. Kilonser’ of “NPGN/ NNC(NA)” on charges of extortion at supermarket area near essar petrol pump and recovered the following incriminating documents from his possession – two note pad [tax demand slip-NPGN/NNC (N/A)]; two note pad budget order allotment NPGN-NNC (N/A) ministry of home affairs; two tax slip NPGN/ NNC(N/A); one mobile handset and cash amount of Rs. 2150. In this connection a case was registered with East police station.
In another incident, Dimapur police on July 31 arrested two persons—Nito Aye (27) ‘SS 2nd lieut’ and Rolax Aye (38) SS. Leacy of “NSCN K (Nikki)” on charges of extortion at Burma Camp area. According to PRO, the team recovered the following items from their possession—three tax slips (cash receipt) – NSCN/GPRN (K); one tax slip – NPGN (NNC/NA); five tax slips – GPRN ministry of chaplee affairs; one note pad and two mobile phones. A case was registered with East police station, PRO said.

DIMAPUR: Mopungchuket village under Mokokchung district has been selected to implement a “zero waste pilot project”, a part of The Himalayan Cleanup which is an annual flagship programme of Integrated Mountain Initiative (IMI) conducted across the Himalayan states of India and anchored by Zero Waste Himalaya (ZWH). The zero waste pilots of IMI and ZWH is supported by the European Outdoor Conservation Association (EOCA). In a press release, The Greensight Project (TGP), Mopungchuket, informed that the eight-month long pilot project would be implemented by TGP under the title “zero waste Mopungchuket” with resource support provided by IMI for which a memorandum on “Terms of Reference” was formalised on August 2 last. Responding to a call for proposals announced by IMI and ZWH earlier this year, TGP submitted its proposal and was one of the five proposals selected for the pilots from all over the Indian Himalayan states. KSU, PRSU condemn alleged molestation of minors

In a rare instance, ruling BJP legislators also rushed to the Well of the House to counter the opposition’s allegations. Even after that, why did personnel of Assam Police die? Whose fault was this?” he said. Replying to the question, Parliamentary Affairs Minister Pijush Hazarika said that Assam and Mizoram are not two different nations, but two neighbouring Indian states. “We have to solve our problems through dialogue and the process has already started. But I would like to inform the House that 34 people died in their (Congress) tenure (in inter-state clashes) since 1974,” he said.

AIZAWL, AUG 4 (PTI): Three representatives from Mizoram -- Home Minister Lalchamliana, Land Revenue and Settlement Minister Lalruatkima and home department secretary Vanlalngaihsaka -- will be engaging in talks with delegates from Assam to find a solution to the inter-state boundary dispute, a top official said on Wednesday. Mizoram Chief Secretary LalnunmawiaChuaungo told PTI that the meeting of ministers and officials of the two states will be held at Aijal club here at 11 am on Thursday. Sources in Assam said the HimantaBiswaSarma government will be sending cabinet ministers Atul Bora and Ashok Singhal to participate in the talks. A festering border dispute between the two states
had triggered a bloody conflict on July 26, leading to the death six Assam Police personnel and one civilian. Over 50 people suffered injuries in the incident. Taking to Twitter, Chief Minister Zoramthanga said that he was certain the meeting would help the two states arrive at a solution. “Tomorrow that is 5th of August, 2021 representatives from Assam Govt. led by senior minister will meet representatives of Mizoram Govt. led by senior minister. I am sure important steps will be achieved for the solution of the border problem,” he tweeted. The two sides decided to hold talks to defuse the escalating tension following Union Home Minister Amit Shah intervention, highly placed sources said.

BJP to blame for mishandling AssamMizoram border issues: Congress
G U WA H AT I , AU G 4 (AGENCIES): The Assam Pradesh Congress Committee (APCC) has strongly condemned BJP’s statement blaming the party for fomenting tension along the Assam-Mizoram border, reports The Times of India. APCC working president KamalakhyaDeyPurkayastha and president of the All India Mahila Congress and ex-MP, Sushmita Dev, on Tuesday criticized the BJP government for its ‘mishandling of border issues’ and ‘failing to maintain law and order’. “The fact that the Assam and Mizoram police resorted to violent clashes the very next day of meeting the Union home minister showed how seriously the northeastern chief ministers had treated that meeting. An exponent of divisive politics, it’s the BJP which is fueling hatred and infighting in the northeast,” read a statement by the two Congress leaders from the Barak Valley where the skirmishes took place. Referring to the BJP statement that ‘external force’ was involved in the attack, the APCC said if
this were true, then it would be a matter of concern as home minister Amit Shah is answerable for this ‘intelligence lapse’. The APCC has also demanded a judicial enquiry into the matter. Sushmita Dev maintained that the attack on the Assam Police is a total failure of the North East Democratic Alliance (NEDA), the northeast version of NDA. Both the ruling BJP in Assam and the Mizo National Front in Mizoram are part of NEDA and NDA. “Assam chief minister and NEDA convenor, HimantaBiswaSarma, is responsible for this deterioration in relationships among states in this region,” alleged Sushmita and changed the acronym NEDA to North East Disaster Alliance. “The BJP leadership’s concern for NE India is proved from the fact that both PM Modi-ji and home minister Amit Shah have refrained from making any public statement for the people of NE India in this critical time. The only direct reference to the northeast in their tweets was on 28 July when the PM shared

The APCC leadership accused the BJP of making such hollow statements to cover up their own lapses, failure to resolve border disputes and to create confusion among the public for their ‘narrow political motive’. “The fact remains that the Assam government filed an FIR for murder of six policemen and the people of Assam still need to know who is responsible directly and indirectly for these deaths,” read the Congress statement. “It’s not an issue that impacts two CMs who can play games with FIRs and indulge in mudslinging through Twitter but the interests of two states. Accountability is a must in democracy.

Mizoram logs 885 new COVID-19 cases, 3 more deaths
AIZAWL, AUG 4 (PTI): Mizoram reported 885 new COVID-19 cases, including 178 children, pushing the tally to 40,996, a health department official said on Wednesday. The COVID-19 death toll in the state climbed to 156 as three more persons succumbed to the disease in the last 24 hours, the official said. The new cases were reported from various districts with Aizawl reporting the highest cases at 613, followed by Kolasib (125)
and Lunglei district (65), he said. The official said that 338 new cases were confirmed through RTPCT test, 520 were detected through Rapid Antigen Test and the remaining 27 through TrueNat test. Ten patients have travel history and the rest 875 were found to have locally contracted the disease, he said. The single-day positivity rate was 9.65 per cent as the fresh cases were detected from 9,170 samples. Of the 885 patients,
351 have developed symptoms of COVID-19 while the rest 534 were asymptomatic. Mizoram now has 12,663 active COVID-19 cases, while 28,177 people have so far recovered from the infection, including 535 people on Tuesday. The state has tested over 6.44 lakh samples for COVID-19 till date. According to state immunisation officer Dr Lalzawmi, more than 6.3 lakh people have been vaccinated till Tuesday.

ITANAGAR, AUG 4 (PTI): Arunachal Pradesh’s COVID-19 caseload rose to 48,884 as 319 more people tested positive for the infection, a senior health department official said here on Wednesday. The COVID-19 death toll in the northeastern state remained at 234, as no fresh casualty was reported in the last 24 hours, State Surveillance Officer (SSO) Dr LobsangJampa said. Arunachal Pradesh currently has 3,352 active COVID-19 cases, he said. The number of COVID-19 recoveries rose to 45,298 as 475 more patients were cured of the disease on Tuesday, Jampa said. The COVID-19 recovery rate in the state now is 92.66 per cent while the active percentage stands at 6.86 and the positivity rate at 5.55 per cent, the official said. Altogether, 9,52,988 samples have been tested for COVID-19 in the state so far, including 5,746 on Tuesday, Jampa said. Meanwhile, State Immunisation Officer (SSO) Dr DimongPadung said that a total of 8,64,240 people have been administered COVID-19 vaccine doses so far in the state since the inoculation drive began in January this year.

East Sikkim registered 80 cases, followed by West Sikkim at 78, South Sikkim at 58. North Sikkim recorded just one new case. Sikkim currently has 3,404 active cases, while 277 others have migrated out of the state. As many as 23,312 people have recovered from the viral disease.

K O L K AT A , A U G 4 (PTI): West Bengal Chief Minister Mamata Banerjee on Wednesday complained to Prime Minister Narendra Modi that the Damodar Va l l e y C o r p o r a t i o n (DVC) allegedly released water from its dams in an unplanned manner, thus causing a “man-made” flood situation in the state, a senior state government official said. The prime minister telephoned Banerjee to take stock of the flood situation in West Bengal, and assured the chief minister of all central assistance to mitigate it, the bureaucrat said. “During the conversation, PM Modi enquired whether it has been raining heavily in West Bengal. The CM told him that the situation has been man-made and the DVC is responsible for it. She also told the PM that the DVC had released water in an unplanned manner

worsening the situation in the state,” the official told PTI. The DVC has released 5.43 lakh cusecs of water from July 31 till Tuesday evening, an official of the corporation said. The state BJP leadership termed Banerjee’s allegations “laughable”, and said that the state government was looking for a face-saver to hide its failure. “The entire irrigation system in West Bengal has gone for a toss during the TMC rule. Now, they are making such laughable statements to hide their own failures. The day is not far when the TMC government might demand that the DVC’s dams be dismantled,” state BJP spokesperson Shamik Bhattacharya said. The DVC had earlier said that the storage facilities at Panchet and Maithon dams have reached their capacities due to heavy i n f l ow o f wa t e r f r o m upstream Jharkhand, and discharge under such circumstances was “unavoidable”.
NEW DELHI, AUG 4 (AGENCIES): The Border Roads Organisation has constructed the world’s highest road in eastern Ladakh at an altitude of 19,300 feet, the government said in a statement today. The road has been constructed at an altitude higher than the Mount Everest base camps - the south base camp in Nepal is at an altitude of 17,598 feet, while the north base camp in Tibet is at 16,900 feet, reports NDTV. To put this in another perspective, most large commercial aircraft fly at 30,000 feet and above, so this road is at an altitude that’s more than half of that. “The road at Umlingla Pass constr ucted at an altitude of 19,300 ft betters previous record of a road in Bolivia at 18,953 ft. Umlingla Pass is now connected with a black top road to enhance socio-economic condition and promote tourism in Ladakh,” the government said.

The road now connects the important towns in Chumar sector of eastern Ladakh. “It will prove to be a boon to the local population as it offers an alternate direct route connecting Chisumle and Demchok from Leh. It will enhance the socioeconomic condition and promote tourism in Ladakh,” the government said. Khardung La Pass in Ladakh is also one of the world’s highest roads at nearly 17,600 feet.

These “members of the Rajya Sabha who entered the well of the House displayed placards, disobeyed the Chair and whose conduct was grossly disorderly in the House this morning (August 4, 2021) have been directed to withdraw immediately from the Council under rule 255 by the Chairman,” it said. The six MPs, it said, “shall absent themselves during the remainder of the day’s meeting.” A notice under rule 267 calls for setting aside of the business of the day to take up discussion on the issue being raised.
NEW DELHI, AUG 4 (PTI): The Centre said on Wednesday that it has no proposal under consideration to further amend the Citizenship Act for granting Indian nationality to members of other minority communities. The objective of the controversial Citizenship Amendment Act (CAA), enacted in 2019, is to grant Indian citizenship to non-Muslim persecuted minorities -- Hindus, Sikhs, Jains, Buddhists, Parsis and Christians -- from Pakistan, Bangladesh and Afghanistan. “No such proposal is under consideration,” Union Minister of State for Home Nityanand Rai said in Rajya Sabha in reply to a question on whether the government is considering any further amendment to the Citizenship Act by including other minorities under its purview. Rai also said Indian citizenship to the eligible beneficiaries under the CAA will be given only after rules under the legislation are notified. “Eligible persons covered by the Citizenship Amendment Act may submit applications for grant of citizenship after appropriate rules are notified by the central government,” he said in a written reply to another query in the Upper House.

rom what the opposition(-less) NPF has said in its defense on joining the NDPP-led PDA coalition government; although the plan is yet to be formalized by the ruling coalition members; any sane person would tend to conclude, that despite the plot being camouflaged with an emotive issue, it only exposed the entire charade as unethical and a mockery on democracy. If democracy had suffered a big blow in Nagaland, it is because everything can be justified under the pretext of Naga political issue. In this, the political issue has become like a refuge for politicians of all hues. Every aspect of life is governed by universal acceptance and truth. Democracy, as broadly defined is a system of rule by the people. People use freedom to choose the guidelines under which they will conduct their affairs. The conduct is through constitutional democracy and which Abraham Lincoln defined (democracy) as “government of the people, by the people, for the people.” When people talk much about democracy, whether in the present day or as practiced by their forefathers; it is all about a free, frank and fearless discussion and debate where all the people are involved. Freedom without rationality only reduces democracy to demagoguery. Even Christ, when the Pharisees tried to entrap Him by asking whether Jews should pay taxes to the Roman rulers, stunned them with the famous reply: “render unto Caesar the things that are Caesar’s and render unto God the things that are God’s”. The way politics has been evolving in Nagaland, particularly after the 90s, has resulted in an abnormal mixture of priorities where politicians have cleverly submerged all priorities under the Naga political issue because they have nothing good to show but plenty to hide. Buildings or mega events cannot be indicators of progress and prosperity when there is widening chasm between the haves and haves not while those who benefit under the environment are the “blessed” nouveau riche. Politics for the sake of political power and getting elected by hook and by crook, does no good to any society. Political leaders who promise changes, either change their promises or are themselves changed after coming to power. The situation that people in Nagaland find themselves today, confirms the famous saying that people get the leaders (or government)they deserve. Even if it is all-party government or opposition-less government of assembly, perhaps people deserve them. Being with the government can mean an allparty alliance government or merger of two regional political parties of the state, with the same DNA or an act of surrender to the dictates of power sharing. Now that the entire opposition has decided to not be an opposition but to be with the government; ironically fulfills the pledge of “equi-closeness” promised during 2003. However, there are some elected members who do not seem to share the belief that an all-party and opposition-less government is good for achieving Naga political solution. What is being said by leaders of the all-party and opposition-less government is to unite the two stakeholders of the Naga political talks for solution. The question is whether such an undemocratic step is a pre-condition to peaceful solution? Also whether the political parties involved in the state, have been so advised and if so by who?

It is not a matter of our equipment, but a matter of our poverty; not of what we bring with us, but of what God puts into us; not a matter of natural virtues, of strength of character, of knowledge, or of experience— all of that is of no avail in this concern. The only thing of value is being taken into the compelling purpose of God and being made His friends (see 1 Corinthians 1:26-31). God’s friendship is with people who know their poverty. He can accomplish nothing with the person who thinks that he is of use to God. As Christians we are not here for our own purpose at all— we are here for the purpose of God, and the two are not the same. We do not know what God’s compelling purpose is, but whatever happens, we must maintain our relationship with Him. We must never allow anything to damage our relationship with God, but if something does damage it, we must take the time to make it right again. The most important aspect of Christianity is not the work we do, but the relationship we maintain and the surrounding influence and qualities produced by that relationship. That is all God asks us to give our attention to, and it is the one thing that is continually under attack.

Some Important Front leaders from North East are emerging without the abilities and qualities needed to lead effectively in a trouble torn sensitive region, where interdependency amongst the neighbourhoods is paramount to maintain unity and integrity of the nation. The initiative taken by the central leadership to keep the North Eastern States united is highly appreciated. Delhi realized that “Union is Strength,” and that strengthen which is a must for the nation, can be maintained only if Northeastern states are united. Perhaps, that could be the objective that North East Democratic Alliance was necessarily constituted to foster the unity amongst the member States of the region. Assam should never treat the neighbourhoods mongoloid race as nomadic pastoralists. All that I am saying here is, without knowing the historical background of the neighbourhoods, even by mistake, if, anyone take the risk of throwing a challenge with an ulterior motive to trample on these “Law abiding warrior race,” and with a sinister design to inflict harm upon the ethnic race in the neighbourhoods, that will definitely create crises in an unimaginable level. Nonetheless, the current situations prevalent in northeast must be dealt with utmost care by Government of India. It is undeniable fact that Assam stands the tallest amongst
the states in terms of political representation in both the houses in Parliament from the region, however, Government of India should study the root cause of socio-political inequality in the region ever since India Independence. All the neighbouring states put together may not be an important political power block in democratic India, nonetheless, they will stand united as the vanguard for Northeast India for various obvious reasons. Over the years, there has been serious observations that Assam enjoys the confidence of New Delhi much more than the neighbouring states, which I too opine, is a bitter pill for the neighbourhoods to swallow. Last but not the least, deployment of central neutral forces in the interstates border need to be strengthened, but with a clear guidelines that Assam should not be allowed to misuse the neutral forces against the agitated bordering states. Government of India must ensure that discrepancies between the political boundaries and the traditional boundaries between Assam and the neighbouring states should be amicably settled through meaningful dialogue to avoid serious crises in the region. In the survey Kimberlite rock, which is the major source (ore) of diamonds, have been traced out in the Buxwaha forest areas. Presently, Panna of MP is the largest repository of diamond having approx. 22 lakh carats. It is said that Buxwaha forest contains 15 times more diamond than Panna. The State government has allotted the mining area to Aditya Birla Group’s Assell Mining and Industries Ltd. on lease for 50 years. The mining area of 364 hactare is a part of approx. 3000 hactare of Buxwaha protected forest. The heartening aspect is that to excavate the diamond nearly 215875 trees of various species will be cut down, threatening large scale ecological imbalance in the region. Presently not only MP, but whole world is suffering from pandemic Coronavirus Disease 2019 (COVID-19), whose one of the prime cause is disturbance of the nature and ecological imbalance. There has been gradual rise in carbon dioxide gas due to conventional source of energy such as burning of coal, wood, petroleum, cowdung etc. This gas has the tendency to pass sunlight through it, increasing temperature of the atmosphere and resulting in unwanted geographical & seasonal changes.
The emitting smoke from factories & vehicles contains not only carbon di-oxide but harmful carbon mono-oxide, nitrogen oxide, lead oxide, carbon particles, heavy hydro-carbon, formaldehyde, bengene, which pollutes the atmosphere and affects the cells in the human’s lungs to become cancerous. The Ozone-layer protects us from harmful ultra-violet rays of the Sun. The industrial chemicals, particularly chloro-carbon and nitrogen oxides from nuclear and atomic explosion damages the Ozone-layer. If these chemicals are not controlled, then in coming 50 years, the Ozon-layer of the earth will be damaged upto 25 to 30%, resulting in rapid increase in atmospheric temperature and danger of cancer to human and animal bodies. A report reveals that presently, pollution from municipality is 45.62%, Bio-medical/chemical 20%. Various mode of transport - 14%, Industry - 6.4%, Thermal power station - 6.4% and from other sources is 6.7%. In various religious literatures, the importance of trees has been highlighted. In Sanskrit literature, trees like Peepal, Neem, Tulsi, Bargad/Vat, Anwala has been worshiped and cutting of green trees have been prohibited. Obviously, the Holy literatures have glorified the trees due to its life-supporting quality. In Matasya Puran, a tree has been mentioned as equivalent to
ten sons (Dash Koop Samavapi Dashvapi Samohridah. Dash Hridsamah Putron Dash Putra Samo Drumah). In Bhagwad Gita (10.26), Bhagwan Krishna glorified the Vat/Bargad tree as “Ashvatthah Sarva Vrikshanam”. In Yayurved, the tree has been said to be the reflection of Bhagwan Shiva. As Shiva ingested the poison and released the Amrit, in the same way trees desiccate the poison (poisonous gases like Carbon di-oxide) and pump out Amrit in the form of oxygen. Gautam Buddha has attained enlightenment under the Peepal tree called Bodhi Vriksh in Bodh Gaya. As per Buddhist scriptures, nature creats as well as preserves life and it is the duty of people to preserve plant considering them as living being. All 24 Jain Tirthankars meditated under the tree to attain enlightment. Islamic literature mentioned “whoever plants a tree and diligently looks after it until it matures and bears fruit, he will be rewarded by Allah as charity”. Cabinet approves continuation of fast track special courts NEW DELHI, AUG 4 (PTI): The Union Cabinet on Wednesday approved continuation of 1,023 fast track special courts, including 389 exclusive POCSO courts, as a centrally sponsored scheme for another two years. Responding to a question during a Cabinet briefing, Union minister Anurag Thakur said out of 31 states and union territories, 28 have started the scheme. West Bengal is one of the states which has not started the scheme, he pointed out, adding “We are hopeful they will start it soon.” The scheme would continue from April 1, 2021 to March 31, 2023 with an outlay of Rs 1572.86 crore-Rs 971.70 crore as central
share and Rs 601.16 crore as state share, an official statement said. The central share is to be funded from ‘’Nirbhaya’’ Fund. The scheme was launched on October 2, 2019. “Incidents of rape of minor girls below the age of twelve years and women below the age of sixteen years have shaken the conscience of the entire nation. The occurrence of such incidents and prolonged trials had necessitated the creating of a dedicated court machinery which could expedite trial and provide immediate relief to the victims of sexual offences,” the statement observed. To bring more stringent provisions and expeditious trial and disposal of such
cases, the Criminal Law (Amendment) Act, 2018 was enacted which made provision of stringent punishment, including death penalty, for perpetrators of rape, it said. This led to the establishment of the fast track special courts. These are dedicated courts expected to ensure swift dispensation of justice. They have a better clearance rate as compared to the regular courts and hold speedy trials. Besides providing quick justice to the victims, it strengthens the deterrence framework for sexual offenders. Currently covering 28 states, it is proposed to be expanded to cover all 31 states which are eligible to join the scheme, the statement said.

As soon as the House met again at 3.30 pm, Rajendra Agrawal, who was chairing the proceedings, took up the Coconut Development Board (Amendment) Bill, 2021, which was moved by Agriculture Minister Narendra Singh Tomar. However, the opposition members continued their protest on the Pegasus snooping row as well other matters. Amid the din, Tomar moved the bill, saying the proposed legislation will benefit coconut farmers in different states. Soon thereafter, the bill was passed without debate even as the opposition objected to the hasty approval to the bill. The bill has already been approved by the Rajya Sabha. As the opposition uproar continued, Agrawal adjourned the proceedings for the day. The House will meet again at 11 am on Thursday.

India’s first IAC begins sea trial NEW DELHI, AUG 4 (PTI): The much-awaited sea trials of India’s first indigenous aircraft carrier (IAC) Vikrant, the largest and most complex warship built in the country, began on Wednesday, a development described as “historic” by the Indian Navy. With the launch of the sea trials of the aircraft carrier, India has joined a select group of countries having niche capability to indigenously design, build and integrate a state-of-theart aircraft carrier, the Navy said. The 40,000-tonne aircraft carrier set off on its maiden sea trials, 50 years after its namesake played a major role in the 1971 war. NEW DELHI, AUG 4 (PTI): The Rajya Sabha on Wednesday passed the Deposit Insurance and Credit Guarantee Corporation (Amendment) Bill amid opposition uproar, with Finance Minister Nirmala Sitharaman saying the proposed legislation will help small depositors, including those of the stressed PMC Bank. The bill was passed after a short debate. The Bill proposes that even if a bank is temporarily unable to fulfil its obligations due to restrictions such as moratorium, depositors can access their deposits to the extent of the deposit insurance cover through interim payments

state cooperative bank are facing hardship. The PMC Bank is currently under reconstruction. The bill also seeks to amend Section 15 of the DICGC Act to enable the Corporation to increase the ceiling on the amount of premium, with the prior approval of the Reserve Bank of India (RBI). Besides, it will also provide that the DICGC may defer or vary the receipt of repayments due to it from the insured bank and to empower the Corporation to charge penal interest in case of delay in repayment by the banks to the Corporation.

Besides, a growthboosting accommodative stance is expected to be maintained in the third monetary policy review of FY22. “We expect a pause on rates and the stance, amid an upward revision in the inflation projections,” said Aditi Nayar, Chief Economist, ICRA. “This will inject uneasiness into the tone of the policy, even as the MPC is likely to endeavour to support growth for as long as possible.” The MPC has maintained the repo - or short-term lending rate for commercial banks at 4 per cent. It will release the monetary policy resolution on August 6. “We don’t
expect any action on interest rates or any major step towards recalibration of systemic liquidity at this point in time,” said Suman Chowdhury, Chief Analytical Officer at Acuite Ratings and Research. “The combination of elevated commodity prices, Covid related disruptions, vaccination progress, and policy support led economic revival has resulted in an acceleration in inflation in most countries including India.” Consequently, the high rate of retail inflation has led to expectations of a readjustment in monetary policy. However, systemically important central banks, including the RBI, have so far treated the rise in inflation as ‘transitory’, while continu-
ing to focus on supporting growth recovery. Notably, the benchmark CPI inflation in India has remained above 6 per cent over the months of May and June and is likely to remain sticky in the near future. (From p-1) The transport ministry has come up with a draft Scheme for Compensation to Victims of Hit & Run Accidents, 2021. The draft scheme proposes setting up of committees at state and district levels, which will form detailed accident reports, besides ensuring proper implementation of the scheme. A period of 45 days has been proposed for final disbursement of claim from the date of application. “We want to ensure timebound resolution to victims and their kin,” the official said, adding that the timeline is only tentative. Compensation will be disbursed from the Hit and Run Compensation Fund, part of the Motor Vehicle Accident Fund. As per the draft rule, where any insured vehicle is involved in a crash, the insurance company will bear the medical expenses. “We needed to find a solution to help the victims in hit and run cases or where the vehicle is not insured. So, in those cases, the government will bear the expenses. The approved claim amount shall be disbursed by the designated agency to the hospital. If in the case of a crash involving an uninsured vehicle, the vehicle is nabbed and negligence is established, the vehicle owner will have to pay for the expenses that the government has incurred,” said a source.
SBI net profit in Q1 surges 55 pc to Rs 6,504 crore NEW DELHI, AUG 4 (PTI): The country’s biggest bank SBI on Wednesday posted a 55 per cent rise in standalone net profit at Rs 6,504 crore for the first quarter of the current financial year, helped by decline in bad loans. The lender had reported a net profit of Rs 4,189.34 crore in the April-June quarter of 2020-21. Sta te Ba nk of I n dia’s (SBI) standalone total income increased to Rs 77,347.17 crore in the first quarter of 2021-22 as against Rs 74,457.86 crore in the same period a year ago, according to regulatory filing. The operating profit of the bank increased 5 per cent to Rs 18,975 crore from Rs 18,061 crore in the
April-June quarter of the previous fiscal. However, interest income of the bank declined marginally to Rs 65,564 crore as against Rs 66,500 crore at the end of June 2020. Net interest margin too slipped to 3.15 per cent as against 3.24 per cent at the end of first quarter of last year. The bank’s gross nonperforming assets (NPA) of the total advances declined to 5.32 per cent at June-end from 5.44 per cent at Juneend last year. Similarly, net NPAs also declined to 1.7 per cent in June 2020 against 1.8 per cent a year ago. As a result, the provision for bad loans declined to Rs 5,029.79 crore from Rs
9,420.46 in the same period a year ago. SBI said that the bank has made additional COVID-19 related contingency provisions at Rs 9,065 crore at the end of first quarter. During the quarter, the bank reported slippages to the tune of Rs 15,666 crore while it has approved restructuring of loans worth Rs 5,246 crore as per the guidelines of Reserve Bank of India (RBI). Provision coverage ratio as on June 30, 2021, stood at 85.93 down from 86.32 per cent. Capital Adequacy Ratio (CAR) has improved to 13.66 per cent at the end of June 2021. On a consolidated basis, SBI’s net profit also rose by 55 per cent to Rs 7,379.91 crore as against Rs 4,776.50

Taliban attacks in direct collusion with LeT, TTP NEW DELHI/KABUL, AUG 4 (IANS): The Taliban attacks in Afghanistan were carried out in direct collusion with more than 10,000 regional terrorists from the Lashkar-e-Taiba (LeT), Tehreek-e-Taliban Pakistan (TTP) and other outfits. Detailing the Taliban attacks in Afghanistan in recent months and their links to terrorist outfits, Afghan Foreign Minister Mohammad Haneef Atmar said the terrorist organisations included Ansarullah, Jundallah, Al-Qaeda, East Turkestan Islamic Movement (ETIM) and the Islamic Movement of Uzbekistan (IMU). Many children infected with the SARS-CoV-2 virus do not develop symptoms, but those who do tend to have a mild illness, they said. The latest research used data collected through the ZOE COVID Study smartphone app, which includes data from more than 250,000 UK children aged five to 17 years. The team focused on reports collected between September 1, 2020 and February 22, 2021. Some 1,734 children developed symptoms of COVID-19 and received a positive PCR test result close to the onset of symptoms, with their symptoms reported regularly until they were healthy again. Overall, these children were ill for an average of six days and experienced an average of three symptoms in the first week of illness, confirming that COVID-19
tends to manifest as a mild illness in children, and that they usually recover quickly, the researchers said. The study found that most children recovered within four weeks, with a minority experiencing symptoms after a month. Typically, they had only two symptoms remaining after four weeks. The most common symptom experienced by children with long illness duration was fatigue. As many as 84 per cent of children were reported with fatigue at some point in their illness, and this was the most persistent symptom. Headache and loss of sense of smell were also common, the researchers said, adding, however, headache was more common early in illness while loss of sense of smell tended to occur later and to persist longer. Of the 1,379 children who developed symptoms at least two months before the end of the study period, fewer than 2 per cent experienced symptoms for longer than eight weeks, they noted. Older children in the 12 to 17 years age group were typically ill for longer than primary school aged
children aged 5 to 11 years, according to the researchers. Older children were also more likely to have symptoms after four weeks than younger but there was no difference in the numbers of children who still had symptoms after eight weeks, they said. The researchers also assessed the children who tested negative for COVID-19 who may have had other childhood illnesses, such as colds and flu. They found that children with COVID-19 were ill for longer compared to children with other illnesses who tested negative for COVID-19. However, the study shows at four weeks, the small number of children with other illnesses tended to have more symptoms than those who were ill with COVID-19. “Our data highlight that other illnesses, such as colds and flu, can also have prolonged symptoms in children and it is important to consider this when planning for paediatric health services during the pandemic and beyond,” Michael Absoud, a senior author of the study and Consultant & Senior Lecturer at King’s College London, said.

ISLAMABAD, AUG 4 (PTI): Pakistan Prime Minister Imran Khan on Wednesday nominated his party’s lawmaker Abdul Qayyum Niazi as the next premier of Pakistan-occupied Kashmir after extensive consultations. Niazi won the recent legislative assembly election from Abbaspur-Poonch area. Khan’s Pakistan Tehreek-i-Insaf (PTI) party has secured 32 seats in the 53-member House. It is for the first time that the PTI will form a government in PoK. India has rejected the recent elections in PoK, saying the “cosmetic exercise” was nothing but an attempt by Pakistan to “camouflage its illegal occupation” and that it has lodged a strong protest over the issue. Reacting strongly on the elections in the PoK, Ministry of External Affairs Spokesperson Arindam Bagchi said that Pakistan has “no locus standi on these Indian territories” and it must vacate all Indian areas under its illegal occupation. “The so-called elections in Indian territory under the illegal occupation of Pakistan are nothing but an attempt by Pakistan to camouflage its illegal oc-
cupation and the material changes undertaken by it in these territories,” he said last week. “Such an exercise can neither hide the illegal occupation by Pakistan nor the grave human rights violations, exploitation, and denial of freedom to people in these occupied territories,” he said. Afghan Defence Minister targeted in car bomb attack NEW DELHI/KABUL, AUG 4 (IANS): An explosives-laden car detonated close to the residence of Afghanistan Acting Defence Minister Bismillah Muhammadi in Kabul city Tuesday night. Local media reports said since Muhammadi was not at the residence at the time of the explosion, neither he nor his family members were harmed. The Afghan Acting Defence Minister in a video clip confirmed that he and his family members were safe but added that several of his bodyguards were injured. “Attacks of this sort by vampires will not weaken my morale in defending the Afghan people and my country,” said Muhammadi in his video clip. The attack left five dead and 20 more wounded. The report said the explosion which was heard in kilometers was followed by a gunfight between the guards at the residence and gunmen who entered the home. Spokesperson of the Ministry of Interior Affairs Mirwais Stanikzai said the gunfight came to an end nearly four hours after the gunmen entered the home and started fighting the police Special Forces deployed at the place. Stanikzai though did not disclose the number of assailants killed, police had said they had gunned down three gunmen.

The study led by researchers at the Imperial College London is based on swab tests taken by nearly 98,233 people themselves at home and their samples were analysed by PCR testing between June 24 and July 12. Of these, 527 tested positive and 254 of these were successfully analysed in the lab to determine their origins, 100 per cent of which were Delta variants. The study carried out in partnership with Ipsos MORI is available in a preprint report and will be submitted for peer-review. “These findings confirm our previous data showing that both doses of a Covid vaccine offer good protection against getting infected. However, we can also see that there is still a risk of infection as no vaccine is 100 per cent effective, and we know that some double vaccinated people can still fell ill from
the virus,” said Paul Elliott, School of Public Health at Imperial College London. “So even with the easing of restrictions, we should still act with caution to help protect one another and curb the rate of infections,” he added. The study showed that the highest infection prevalence was found in young people aged 13-24 years at 1.56 per cent or 1 in 65 infected, while the lowest was in people aged above 75 years at 0.17 per cent. Women had a lower risk of testing positive than men (0.55% vs 0.71%). Previous study data showed that the link between infections, hospitalisations and deaths had been weakening since February. H owe ve r, s i n c e mid-April, the trends between infections and hospitalisations were growing closer together again, although to a smaller extent for deaths. In her 118-page complaint, Talwar has accused Honey Singh of engaging in extramarital sex with various women. She has also provided details of the physical, verbal and emotional abuse that she had allegedly been subjected to by the rapper and his family. Honey Singh, his wife alleged in her complaint, “began having frequent casual sex with multiple women” when he was travelling and “to further his sexual intents and illicit relationships, never disclosed to the public ... that he was married”. The rapper and Talwar got married at a Delhi gurudwara in 2011. Talwar alleged Honey Singh kept trying to conceal his proclivities from the time they got married at a Delhi gurudwara in 2011. She accused him of engaging in substance abuse and even having an affair with a Punjabi movie actress. Taking cognizance of the complaint, Chief Metropolitan Magistrate Tania Singh issued a notice to Honey Singh to appear before her on August 28. The Chief Metropolitan Magistrate passed interim orders restraining the rapper from disposing of the property he jointly owned with his wife as well as her ‘stridhan’. Yogita K. Adlakha, a recipient of INSPIRE Faculty fellowship instituted by the Department of Science and Te c h n o l o g y ( D S T ) , h a s achieved this feat, the DST said on Wednesday. INSPIRE -- that stands for Innovation in Science Pursuit for Inspired Research Programme -- is a scheme by the DST for attracting talent towards science. Since decades, animal models have been used to understand brain-related disorders, and the drugs which function in animal models have failed in clinical trials, therefore Adlakha filled this gap by generating human-based stem cell model to understand brain development and dysfunction at the National Brain Research Centre, Manesar, Haryana. At present, she works as a scientist at the Translational Health Science and Technology Institute, NCR Bio-cluster, Faridabad. “The dearth of human models has led to
a lack of knowledge of t h e p a t h o p hy s i o l o g y o f such disorders, an essential requirement for designing their treatment strategies,” the DST said. Yogita filled this gap and developed a human-based model that could help study how brain develops, particularly the neurons, and what goes awry during brain development leading to cognitive decline, impairment in language, and social interaction. Along with her group, she derived induced pluripotent stem cells (iPSCs) from human peripheral blood and differentiated them into neural stem cells (NSCs). Since levels of microRNA-137 are less in neuro-developmental disorders such as ASD and ID, her study demonstrates crucial roles of this miRNA during human NSC fate determination with an elaboration of underlying molecular mechanisms. This study was published in the jour nal “STEM CELLS” recently.
“My research using DST INSPIRE fund has definitely contributed to expanding the knowledge of neuron development and neurodevelopmental disorders such as autism and the role of small non-coding miRNA in brain-specific stem cells fate,” Adlakha added. Along with her research g roup, she established a protocol from India for the first time by generating and producing iPSCs from human peripheral blood. They have further refined the protocol of differentiation of iPSCs into brain-specific stem cells that is, NSCs. Her group has contributed immensely towards understanding the role of microRNA in the neural stem cell fate, which revealed how certain small non-coding RNAs called microRNA, which do not form protein but regulate expression of other genes, can enhance differentiation of neural stem cells into neurons. Her research has contributed to expanding the knowledge of neuron development and the role of small non-coding miRNA in brain-specific stem cells fate, thereby changing the face of neuroscience and stem cells. TOKYO, AUG 4 (IANS): Star Indian j av e l i n thrower Neeraj Chopra raised India’s hopes of a track and field medal when he qualified for the final at the Tokyo Olympic Games on We d n e s day, sealing a top place from his group, and finishing ahead of Germany’s Johannes Vetter, who is the favourite for gold at the quadrennial showpiece. At the Olympic Stadium, the 23-yearold Chopra, the junior world champion, cleared the automatic qualifying mark of 83.50 metres with his first attempt of 86.65 metres in Group A to emerge a strong contender for a medal in the final to be held on Saturday. Vetter qualified second from Group A with a throw of 85.64 metres. Pakistan’s Arshad Nadeem, who shared the podium with Chopra at the 2018 Asian Games in Jakar ta, was overall third with his best throw of 85.16 metres after he topped Group B. TOKYO, AUG 4 (IANS): Indian grappler Ravi Kumar Dahiya assured India of at least a silver medal at the Tokyo Olympics when he stormed into the men’s 57kg freestyle final with a ‘victory by fall’ over Kazakhstan’s Nurislam Sanayev in the semifinal on Wednesday. Dahiya became only the second Indian wrestler in history after Sushil Kumar -- who had entered the 2012 London Olympics final but ended up winning silver -- to make it to the title round at the quadrennial showpiece. Punia to fight for bronze
American grappler David Taylor proved too strong for Deepak Punia as the
Indian lost his 86kg category semifinal bout 10-0 at the Tokyo Olympic Games on Wednesday. The 22-year-old Punia will now fight for the bronze medal and his opponent will be known later on Thursday after the repechage. Punia was not match for the American, who used his superior technique and aggressive play to romp home to a 10-0 win on technical superiority and secure a place in the final. Taylor, a former world champion, was quick in attack and exploited the chinks in Punia’s armour easily to score points at the Makuhari Messe, and even though the Indian tried his best, he was no match for the American. A gut wrench, followed by a few flips, were enough to snuff out Punia’s challenge of making it to the final here. Punia will now head into the bronze medal bout where he will face the winner of the repechage match between Myles Amine of San Marino and Belarus’s Ali Shabanau.
McLaughlin smashes world record to win women’s 400m hurdles gold TOKYO, AUG 4 (AFP): Sydney McLaughlin obliterated her own world record to claim a thrilling last-gasp victory over rival Dalilah Muhammad in the Olympic women’s 400m hurdles final on Wednesday. In another classic duel between the two dominant American hurdlers, McLaughlin surged past Muhammad just metres from the line to win in 51.46sec, slicing a whopping 0.44sec off her previous mark of 51.90sec set at the US trials in June. Muhammad, the 2016 Olympic and world champion, took silver with a time of 51.58sec, well inside the old world record, with Femke Bol of the Netherlands earning bronze in 52.03sec. “What a great race,” said McLaughlin. “I’m just grateful to be out here celebrating that extraordinary race and representing
my country.” It was another epic world record-breaking battle between the 21-yearold McLaughlin and the 31-year-old Muhammad. Muhammad set a world record when she won the US trials in 2019 ahead of McLaughlin, before again beating her for gold at the 2019 World Championships in Doha in a near photo-finish with a new record.
