D I M A P U R , AU G 4 (NPN): COVID-19 cases in Nagaland continues to be on upward spiral with the breaching of Monday’s record of 194 cases rising to the highest single-day spike of 276 on Tuesday. Out of the total, 214 cases alone were reported from personnel of the armed forces. It may be noted that armed forces personnel are contributing a major portion of COVID-19 positive cases to the tally in Dimapur (171 cases). Out of 735 samples that were tested, Dimapur registered 187 cases and 89 cases in Mon. The total COVID tally as on August 4 stood at 2405 cases-- 1738 active, 659 recovered, 6 deaths and 2 migrated. According to CIHSR director Dr Sedevi, almost the entire billing staffs are positive and that almost all of them are asymptomatic or mildly symptomatic with quick recoveries since they are young. The director hoped that the affected staff recover and said they would be tested on August 14 and try to open the institute on August 17. DIMAPUR, AUG 4 (NPN): Phom People’s Council (PPC) and Phom Students’ Conference (PSC) have called for halting the proposed screening and training of the newly-recruited police personnel of 12th IRB Chingtok, DEF Longleng and 13th IRB Yajang at 12th IRB HQ Chingtok, Longleng. P Chingan Phom and A Mane Phom, presidents of PPC and PSC respectively, in a press release said with complaints and objections from various Naga tribal hohos, the process should be kept in abeyance until such time an understanding conclusion and settlement was arrived at among the hohos in all districts. They also said it was not advisable to conduct such mass screening and training in the midst of the COVID-19 pandemic jeopardising the lives of common people in the district. It may be recalled that the Naga Tribal Union C h ü m o u k e d i m a Tow n (NTUCT) had earlier decided to disallow police training for new recruits at the Police Training School and Nagaland Armed Police Training Centre which was scheduled to be held from February 14, 2020.

D I M A P U R , AU G 4 (NPN): Dimapur Ao Youth Organisation (DAYO), in a representation to the commissioner & secretary Health & Family Welfare, narrated the harassment and trauma involving recent deaths of two patients in Dimapur. DAYO through its president Aotemsu Aier and general secretary S. Pangertoshi said they had ascertained the facts and also held consultations with family members before submitting their letter over the handling of COVID-19 patients in Dimapur. In the first incident, DAYO narrated the case of a 38-year old female patient (Miss Alemlila) who was literally made to go around by four different hospitals till the family took her to Eden Medical Centre (EMC). However, on seeing her condition, DAYO said EMC
advised her to be tested at District COVID Hospital. At the District COVID Hospital, DAYO said the family was asked if the patient had “any direct contact” with another other COVID patient. When replied in the negative, DAYO said the patient was refused admission and the family was asked to procure a letter from the CMO to be tested at the Chümoukedima PHC. After the test at the PHC, the family was again asked to go back to District COVID Hospital and collect the report from the Flu Counter. However, as they sped to the District COVID Hospital, the oxygen in the tank was exhausted. After reaching the District COVID Hospital, they were again made to wait for almost an hour for the result, but by then, the patient who was in the ambulance, passed away.
The body was then taken to deceased’s home at Aoyimti and it was only later in the evening that the result of the COVID test was confirmed as positive. DAYO said the CMO’s report on the incident was a concoction of information which “washed off an integral part of the horrific ordeal.” DAYO narrated the second case involving a youth (Noksang Jamir) who was also asked to take COVID test by a doctor from a Nursing home where he had been admitted. When the patient had gone to the District COVID Hospital, he was asked to bring a referral letter for the test. Later on completion of formalities, DAYO said the family were then advised to go back to the Hospital only if there was no improvement.

In a notification, Health and Family Welfare (H&FW) department stated that Dr. Tiasunep Pongener CMO Dimapur has been reverted back as deputy director H&FW; Dr. Mereninla Senlem has been posted as CMO Dimapur. Further, Medical Superintendent (MS) Dimapur Hospital Dr. Z Kheshito Zhimo has also been transferred and posted as joint director H&FW vice retirement of Dr. Atoshe Sema and Dr. Kuveduyi Theyo, senior specialist would hold current (Cont’d on p-6) charge of MS, DHD.
BEIRUT, AUG 4 (AP): A massive explosion rocked Beirut on Tuesday, flattening much of the port, damaging buildings across the capital and sending a giant mushroom cloud into the sky. Over 50 people were killed and over 2,700 injured, with bodies buried in the rubble, officials said. Hours later, ambulances still carried away the wounded as army helicopters helped battle fires raging at the port. The sudden devastation overwhelmed a country already struggling with both the coronavirus pandemic and an economic crisis: Beirut hospitals quickly filled beyond capacity, pleading for blood supplies and generators to keep their lights on. The cause of the blast, which sparked fires, overturned cars and blew out windows and doors, was not immediately known. Abbas Ibrahim, chief of Lebanese General Security, said it might have been caused by highly explosive material that was confiscated from a ship some time ago and stored at the port. Israeli officials usually do not comment on “foreign reports.” Health Minister Hassan Hamad said the preliminary toll was 50 dead and more than 2,700 wounded. Emergency teams streamed in

A. Designated Point of Entry and Entry Permit: 1. Any returnee/inbound traveller will be permitted only through Dimapur by Train, Air or by Road through the New Field Check Gate and the Dillai Gate; through Khuzama, Kohima district by Road, through Tsutapela and Watiyongpang, Mokokchung district by Road, through Naginimora and Tizit, Mon district by Road, and through Bhandari, Wokha district by Road. 2. Entry into the State through any other route, or by any other mode of travel will not be allowed, except under special circumstances with the approval of the Home Department. 3. For returnee/persons travelling by road, e-Pass should be obtained as per the existing system by applying on iamstranded.nagaland. gov.in website.
B. Screening and inter-district transfers: 1. All returnees/inbound travellers will be screened at the designated entry point or some other convenient location as decided by the respective District Task Force, in which the entry point is located. 2. All returnees/ inbound travellers should have installed the nCOVID Nagaland Visitors App and submitted self declaration through the App by the time of arrival. 3. All returnees/inbound travellers showing no symptom on screening at the designated entry point will be transported to the quarantine centres; and in case the returnees/inbound travellers are bound for some other district, the District Task Force (DTF) of the destination/home district will arrange the transportation of the returnees/inbound travellers from Point of Entry to the quarantine centres in their district. In case there are very few number of returnees/travellers travellers bound for other district at Dimapur or Kohima, and transportation to home district cannot be arranged, then on mutual agreement between the DTF Dimapur/Kohima and the concerned DTF of the destination/home district, such returnees/ inbound travellers may be kept in the quarantine centres in Dimapur or Kohima for undergoing quarantining, and for testing and subsequent release in accordance with the SOP. 4. All returnees/inbound travellers showing COVID-like symptom will be subjected to medical protocols. In case the returnee/inbound traveller is bound for some other district, then based on the fitness, will be retained in

the District in which the entry point falls, or transported to the respective home/destination district in a separate transport facility.
C. Quarantine: 1. Every inbound traveller/returnee will have to mandatorily undergo institutional quarantining for 7 (seven) days at a facility managed and arranged by the concerned District Task Force or identified hotel/rest house/lodge. 2. In a quarantine centre managed and arranged by the District Task Forces, the following charge will apply: a. The quarantinee will be charged for fooding at a rate fixed by the respective District Task Force. OR b. The quarantinee may opt out and arrange own fooding from outside being delivered at the quarantine facility which should be mandatorily in single use disposable containers and preferably of biodegradable materials. 3. Returnees/Travellers who wish to utilize paid quarantine facility will be allowed to do so and they will be subject to the same provisions of the SOP as applicable to any returnee/traveller undergoing institutional quarantine. 4. The duration of institutional quarantine and discharge/release to home quarantine are subject to the testing and patient condition. In case there is unavoidable delay in release to home quarantine after testing negative, such person shall be kept in a separate facility as far as possible and in which case no retest will be required unless the person turns out to be a High Risk or Low Risk contact of a confirmed case from contact tracing or the person develops COVID-like symptoms in the quarantine centre. 5. For returnees/inbound travellers who are above the age of 60 years, children below the age of 10 years and their parents, pregnant women and accompanying spouse, and patients, they will be screened on arrival with other returnees/travellers. On the advice of the medical team at the entry point/ screening centre, they will be exempted from facility quarantine and will be sent for 21 (twenty one) days home quarantine. The testing of such persons will be done from the 5th to 10th day of arrival. 6. The total duration of quarantine is 21 days. For example, if a returnee/traveller is tested negative after completing 7 days in institutional quarantine, he/she will be sent for home quarantine to complete the 21 days, i.e. 7 days in quarantine centre and 14 days in home quarantine.

D I M A P U R , AU G 4 (NPN): Amidst Prime Minister Narendra Modi’s call for Atmanirbhar Bharat (self-reliant India) with locally available products, Dimapur Police has started using locally-produced bamboo in barricades. Commissioner of police Rothihu Tetseo formally launched the bamboo barricades for the police at the commissionerate here on Tuesday. Speaking on the occasion, Tetseo explained that keeping in mind the Prime
Minister’s vision for an Atmanirbhar Bharat, Dimapur Police has come up with the idea of using bamboo barricades as bamboos are locally available and in plenty, low cost of production and low maintenance, besides to encourage local entrepreneurs. He said the bamboo barricades would be used for saving human lives and regulating traffic rules. The bamboo barricades were manufactured by Khari Design led by Menuolhoulie Kire. Dimapur Police would be using the
bamboo barricades and collapsible wooden barricades for multiple purposes– in road traffic, for road safety and as temporary traffic signs etc. The idea of using bamboos as barricades in traffic management was conceptualised by one of the unit officers, T Henthai Phom, ACP Traffic Zone II. Through the support and encouragement of the commissioner of police and deputy commissioner of police (DCP), traffic, Jatila, the project saw the light of the day.
Meanwhile, amidst the pandemic, Dimapur Police has been working sincerely and has earned a revenue of more than Rs 7 lakh and is still continuing, and the cash realised through challans are deposited in the State government account. Stating this, Tetseo said this was possible because of good team work by the traffic police. He congratulated all traffic police personnel led by DCP traffic and reminded everyone on the importance of traffic regulation. “If you work sincerely, you can save human lives and this is the best opportunity to serve the people,” he told the policemen. The programme was chaired by ACP Traffic Zone II, Henthai Phom, while PBCD pastor Levi Rhakho offered the dedicatory prayers. This was stated in a press release.

KOHIMA, Aug 3 (NPN): After 13 long years, Richard Yanthan, a youth from Nagaland is set to become an IAS officer. He cleared the Union Public Service Commission’s (UPSC) Civil Services Examination (CSE), 2019, results of which were declared on Tuesday. In his first attempt for the UPSC exam in 2018, Yanthan got through the interview stage, but failed to make it to the final list. But in his second attempt, he managed to get through into the final list and was ranked 133 among 829 successful candidates. With 180 vacancies for Indian Administrative Service (IAS) cadre, he is set to become one of the youngest IAS cadres from Nagaland at the tender age of 25. Speaking to Nagaland Post, Yanthan credited God for his success and his mother, who worked hard to ensure that he didn’t compromise with his education. Eldest among his three siblings, his father had passed away when he was in his 4th standard. He did his schooling from Chandmari HSS, before getting enrolled in
Kohima Science College, Jotsoma and then going to Guwahati to pursue his B Tech in Civil Engineering and graduating in 2017. He then took up coaching at Rau’s IAS Study Circle based in New Delhi. After failing his first attempt in 2018, he cleared NPSC 2018 exams, results of which were declared by Nagaland Public Service Commission. Ranked 7th, he was EAC under probation at Nagaland House Delhi since then. Yanthan said initially he had studied for around 11-12 hours per day and reduced this thereafter when his preparations got better. SSP organises online quiz competition
DIMAPUR: Sainik School Punglwa (SSP) organised its first ever online quiz competition for its students on July 31. A press release by Sainik School Punglwa stated that the inter-house quiz competition 2020-21 consisted of four rounds-Current affairs, literature, science and technology and reasoning. In each round, each house got four direct questions including two visual questions. Two cadets each from the six mother houses vied for the trophy of the school. Doyang House represented by cadet Deepanshi and cadet Anish Kumar topped the score card and won the competition. Saramati House and Melak House bagged the first and second runners up respectively. The principal (group captain) Prasun Basu congratulated the cadets of Doyang House who secured the highest point to bring home the trophy.

Prof Amar and participants assessed the current level of knowledge about the new COVID-19 disease, identify gaps and work together to accelerate and fund priority research needed to help stop the outbreak and prepare for any future outbreaks. COVID-19 awareness programme in Mon DIMAPUR: On account of the COVID-19 pandemic across the globe, Public Health Engineering Department (PHED) Mon division has organised an awareness programme at PHED store, Mon division on August 3. According to DIPR report, the programme was sponsored by sanitation and WSSO, (PHED) Kohima. During the awareness programme, a short speech was delivered by Medoseto Kiso (IEC consultant) Mon. All concerned administrative officers shall come up with operational modalities as per the requirement.

Assam flood situation continues to improve Railways to speed up NE projects 1.96 lakh in 15 districts affected
Guwahati, Aug 4 (PTI): The flood situation in Assam continued to improve with the water maintaining a receding trend, though 1.96 lakh people in 15 districts are still affected by the deluge, an official bulletin said on Tuesday. Assam Governor Jagdish Mukhi reviewed the schemes of flood and erosion management in the state. Flood waters ebbed from Barpeta and South Salmara districts since Monday and the number of affected people decreased by 1.93 lakh, the Assam State Disaster Management Authority (ASDMA) said in the bulletin. On Sunday, 19 districts were under water and 8.54 lakh people were hit by the calamity. This year’s flood and landslides have claimed 136 lives across the state so far. While 110 people died in flood-related incidents, 26 were killed in landslides. Goalpara remained the worst-hit district with around 1.05 lakh people

ment Agency of Assam (FREMAA) Siddhar th Singh and others. Beki being a transboundary river, heavy rains in upper reaches sometimes cause it to overflow leading to large scale erosion on both sides of its course in Barpeta and Baksa districts, a Raj Bhavan statement said. Mukhi who visited Baksa and Barpeta on July 30 convened the meeting to chart out a modus operandi to tame the river and protect the people living alongside. In the meeting, Abbasi informed the governor that the Beki has been discharging a large volume of water from Mathanguri onwards as Hakua and Manas channels were choked. The situation further aggravated during the flood of 2007 leading to downstream devastation, including imminent threat to Manas National Park, the statement said. As the erosion perpetrated by the river continued unabated which threatened the strategic road to Manas National park at Safakamar area, under Barpeta Water Resources Division, the governor took stock of various protective measures.
MALIGAON, AUG 4: As per Indian Railway’s Vision Document - 2020, the Government has planned to connect all North Eastern States by 2020 with railway connectivity except Sikkim which will be connected at a later stage. Indian Railways has provided Rail connectivity to all NorthEastern States (except Sikkim). With the sanction of new line work from Sivok in West Bengal up to Rangpo, Sikkim is also expected to be connected by December 2022. A press release by chief public relations officer Subhanan Chanda stated that emphasis has been given towards quick execution of infrastructure and safety projects by Central Government during last 5 years, adding that funding to the infrastructure projects has also increased considerably. The release revealed that in order to provide faster connectivity in North - Eastern States, Indian Railways has doubled tunnelling output during 201419 which is 54.324 KM in comparison to the period of 2009-14 which was only 31.7 Km. Two projects of BG line have been taken up for capital connectivity of Meghalaya. In new BG line project from Tetelia in Assam to Byrnihat in Meghalaya, about 10 km length out of total 21.50 kms falling in Assam portion from Tetelia to Kamalajari was completed in October, 2018. Target date for completion of the project is March 2022. Work for the new BG line from Byrnihat to Shillong (108.40 km) for connecting the capital of Meghalaya was sanctioned in 2010-11. The progress of the projects are however affected due to protests from different organisations in Meghalaya, the release lamented .

New Delhi, Aug 4 (PTI): A 24-hour Doordarshan channel dedicated to Assam was launched by Union Minister for Information and Broadcasting Prakash Javadekar on Tuesday, who called it a “gift to the people of the state”. Doordarshan Assam is part of a never-before focus on Northeast under the current government, a statement from the ministry said. Highlighting Prime Minister Narendra Modi’s vision of turning Northeast into India’s growth engine, Javadekar said that the region has immense natural and human resource potential, and the connectivity has been improving steadily. “The channel is a gift to the people of Assam and it will cater to all sections of the population of Assam and will be immensely popular,” Javadekar said via a video conference. Javadekar said that it is important that all states have their own Doordarshan channel. The channels of other states are available on DD Free Dish, he said. Assam Chief Minister Sarbananda Sonowal, who joined the video conference from Assam, called it a

IMPHAL, Aug 4: A police station in Manipur’s Thoubal district was on Tuesday sealed after the station was declared a COVID-19 containment zone. Thoubal district administration has declared Lilong police station a containment zone after a police personnel tested COVID-29 positive and in view of the impending threat of COVID-19 pandemic in the area, an official source said. While sealing the police station, the personnel, including officers in the station, were asked to be confined inside the station premises, the source added. This the not the first time health authorities have sealed a police station after the detection of COVID-19 positive cases among police personnel. In the first week of July, a police station in Manipur’s Jiribam district was sealed after most personnel of the station were infected by the virus. It was after the mass infection of police per-
sonnel and their family members that authorities imposed a complete lockdown of the district to check local transmission. City police station located in the heart of the capital Imphal was also sealed a few days ago after some personnel including an officer of the station were tested positive for the virus. Battalion campus of the 1st Manipur Rifles has also been declared as a containment zone after the campus turned out to be a COVID-19 cluster after more than 30 personnel and their family members were tested positive for the virus. On the other hand, in view of the increasing number of infection among the police and security personnel in the state, personnel on leave were made to undergo compulsory quarantine for 14 days before rejoining their duties. The police personnel were asked to report to the quarantine centres specially set up at district police headquarters before they re-joined duty, an official source said.
Meanwhile, COVID19 positive cases in Manipur crossed 3000-mark on Tuesday after 98 new infections including 34 Central security personnel in the past 24 hours (from 6.30 pm of Aug 3 to 6.30 pm of Aug 4). The state has 3010 COVID-19 positive cases, of which 1197are active cases and 1814 recoveries . No COVID-19 related death was reported in the past 24 hours, a report of the COVID-19 Common Control Room said on Tuesday. The report showed detection of COVID-19 confirmed cases of 64 (39 males and 25 females) new cases from among the general population and 34 personnel of the Central Armed Police Force (CAPF). The 98 new cases were detected during testing of 1,498 samples in the last 24 hours. Of these total, 84 were tested with antigen testing kits and 34 with TrueNat. Except one person from Tamenglong district, all the 63 persons have no significant recent travel history, the control room
said. In the past 24 hours, 48 persons were discharged after they were found free of COVID-19 on RT PCR test, the report said. On the other hand, analysis of the status update on COVID-19 of the state health department indicated Imphal West district has the highest number of COVID-19 cases with 471 infections including 265 active cases. Thoubal district where state authorities feared transmission at community level has 321 positive cases including 246 active cases with the maximum number of locally contracted cases. Agartala, Aug 4 (PTI): Former Tripura health minister Sudip Roy Barman refused to go on quarantine as asked by the administration after he visited a COVID Care Centre here allegedly without any authorisation, calling it a “conspiracy” to get him exposed to coronavirus. Wearing a PPE kit, the BJP MLA visited the COVID Care Centre set up at the Bhagat Singh Youth Hostel on Sunday and distributed fruits among the patients. Taking note of the visit, West Tripura District Magistrate Sandeep Namdeo Mahatme served a memo to Barman on Monday, stating that he entered the COVID Care Centre “unauthorisedly” and exposed himself to COVID-19 patients there. He put himself at a high risk of developing the disease and due to this, he would be put in institutional quarantine for seven days, followed by seven days of home quarantine, the memo
said. In his reply, Barman said he feels the district magistrate wrote the memo “under duress” and claimed some group with vested interest hatched a conspiracy to get him exposed to coronavirus, putting his life at risk by quarantining him with other COVID-19 patients. You have asked me to remain in institutional quarantine at the RSTI Quarantine Centre AD Nagar, though I have not been tested or having any symptoms and not being advised by medical officer. It seems some vested interested persons are trying to put me intentionally in the RSTI Quarantine Centre so that I can easily come in contact with others who have been tested positive, which would be hazardous to my health, he said in the reply to the district magistrate. “...Why should I go for institutional quarantine at a time when the DM and SP of Sipahijala district are under home quarantine after being confirmed as
COVID patients; do you want me to contract COVID infection by staying with confirmed COVID patients in the quarantine centre,” he added. The district magistrate said that the matter was referred to him by the Health Department and he would refer Barman’s letter back to the department. Speaking to reporters on Tuesday, Barman said his visit was not unauthorised as prior information was given about it to the Director of Health Services and Medical Superintendent of Govind Ballabh Panth (GBP) Hospital the apex dedicated COVID facility. He said he visited the centre after seeing on social media a clip of a pregnant COVID-19 patient complaining about lack of doctors and the facility being unhygienic. Barman, who was removed as the health minister in May last year, said that he visited the centre only after wearing a full-body PPE kit.

Shillong, Aug 4 : In a rare medical surgical feat of its kind, a malignant 24-kg fimbrial tumour of the size of two footballs was removed from the abdomen of a woman at Tura Maternity and Child Hospital in Meghalaya on Monday, doctors said on Tuesday. Health Department officials informed that 37-year-old Merilla Ch Sangma, a native of Jamge village under East Garo Hills district, was brought to Tura Maternity and Child Hospital on July 29 after she complained of severe abdominal pain. “This was the first rare surgery in the district hospital and a team of doctors, including two gynecologists successfully performed the surgery and removed the tumour,” Tura Maternity and Child Hospital Superintendent, Dr. Icylda Sangma said. The tumour has been
sent for a biopsy to find out if it was cancerous, she said, adding that the patient was stable and under medical observation. The two and half hour operation was led by senior gynecologist Dr. Vince C M Momin, Dr. Blandina Marak (Anaesthetist) and assisted by Dr Dylan Momim (gynecologist) besides Staff Nurse Christ Noel Sangma and Operation Theater technician Arnold Sangma. Sangma said that one of the doctors also donated blood to the patient which was later recouped by family members to the blood bank. District Magistrate of West Garo Hills Ram Singh also informed that one of the community members came forward with financial assistance to the patient. “We appreciate the effort made by doctors and community members in saving the precious life,” Singh acknowledged.

here are opposing views about whether or not prime minister Narendra Modi should attend the 'Bhoomi Pujan' ceremony on August 5 to mark the beginning of the construction of Ram Mandir in Ayodhya. Prime Minister Narendra Modi, who will be attending the ceremony along with a few other top leaders will be flying for Lucknow around 9.30 am on a special jet and will lay five silver bricks at the temple construction site. A similar issue had arisen after the construction of the Somnath temple in 1951 when the president of India Dr. Rajendra Prasad disregarded Nehru's objections and decided to attend the ceremony in May 1951. Dr.Rajendra had replied back saying "I would do the same with a mosque or a church if I were invited...This is the core of Indian secularism. Our state is neither irreligious nor anti-religious." Those who oppose Modi’s participation at the Bhoomi pujan believe that by doing so, he would be violating the core principle of the Indian constitution. The Preamble of the Indian Constitution has the word "secular", and articles 25 to 28 implying that the State will not discriminate, patronise or meddle in the profession of any religion. The prime minister or president may belong to any religion but the office held is supposed to be secular in that it does not promote any religion. It is also an undeniable fact that the Ram Mandir dispute had incited much hatred that continues after all the violence that broke out after the demolition of the mosque. There are those who however believe that the Supreme Court judgment for construction of Ram Mandir vindicated the claims of Hindus and therefore, it was also a verdict against the past injustice. It is a fact that construction of the Ram mandir was preceded by over a century of litigations and the violence that rocked the nation on December 6,1992 when kar sevaks demolished the Babri Masjid that was said to have been built in 1528–29 by general Mir Baqi, on orders of the Mughal emperor Babur. Hindus believed that the masjid was constructed over a demolished mandir that was the birthplace of Lord Ram. The Supreme Court eventually gave its judgment in favour of construction of the Ram mandir under then Chief Justice Ranjan Gogoi on November 11,2019 some six days before he was to retire. Later Gogoi was nominated to the Rajya Sabha on March 20,2020. The preparations and invitations for the bhoomi pujan is a religious ceremony . The participation of Modi in the ceremony only serves to reinforce the view that he was not going to let history pass him by as the prime minister who had performed bhoomi pujan. Of course, the political dividends from the entire matter is not lost on any one. Today , in the situation that India is in, no politician would like to be seen as opposing the sentiments of the majority. M
y attention is d r aw n t o t h e statement of Naga Hoho that appeared in local papers on July, 30, 2020 which scripted about a representation written to the Prime Minister of India by Naga Hoho on 28th July, 2020. I am not advising the Naga Hoho to remain in low profile for being in its lowest ebb today due to its mandatory question, and yet those few people manning Naga Hoho are supposed to know themselves without someone reminding them of what is their height and their weight. The existing Naga Hoho is not owned by all the Naga tribes and therefore whatever it does and says are neither the collective opinion nor the decision of all concern. Nevertheless, I agree with them when the Naga Hoho has expressed its impatience over the delay in concluding the political negotiations into a solution saying that “…no tangible solution is emerging….” by way of urging the GOI to expedite the process. Whereas, the following points raised by Naga Hoho deserves reaction.
Firstly, when the Naga Hoho challenges that that there is no “progress in the political talk” even after 5 years of signing the Framework Agreement in 2015 between the NSCN(IM) and the GOI. Whereas, the ground realities are that not only the NSCN (IM) but the Working Committee (WC) of NNPGs too has been having political negotiation with the GOI and had signed similar agreement with the GOI called the Preamble agreement on 17.11.2017. The Honorable Governor and Interlocutor have had the requisite rounds of intensive negotiations with both the WC, NNPGs and the NSCN (IM) during the last few years. Eventually, both the groups of the Naga negotiators had their final sitting with the Interlocutor on 31.10.2019 in which all the negotiators have agreed to resolve the negotiations into a solution. However, due to the interception of the ongoing pandemic, the resumption of the follow up meetings were delayed for obvious reasons. Meanwhile, it is encouraging to come across that the talks have resumed
between the Interlocutor with the WC, NNPGs on 14.7.2020. Similar talk with NSCN (IM) was deferred, though scheduled, due to the sickness of its chief negotiator as learnt from press media. Can the enumerated developments as above be construed as no ‘progress’ or as falsified account by Naga Hoho? Does Naga Hoho have better options for progressive talk to be suggested to the negotiating parties than what has been so far the nature of negotiations? If physical negotiation in camera is branded as not progressive, will inconclusive theoretical negotiation be taken as positively progressive? Whereas, the Nagas have given our consent to the Naga negotiators to pursue the political solution through negotiation in the greater interest of the Nagas. Whereas, we, the spectators, the Naga Hoho officials along with the public are watching the negotiation developments sitting on the gallery. What I understand is that the process of nitty gritty, such as, presentation of points by the negotiators and the follow up debates on the

erhaps the denizens of Dimapur were taken by sur prise with the news of the sudden transfer of Deputy Commissioner Dimapur Anoop Khinchi IAS, at a time when he was leading from the front in tackling and handling the COVID related issues and the people of Dimapur simply refused to accept the reality. This was evident as several Dimapur based Civil society organisations has appealed to the state Government for delaying the transfer of incumbent DC Dimapur, at least till the COVID 19 pandemic crisis gets over and situation returns to normalcy. However, without any question Anoop Khinchi willingly accepted the decision of the Government to join his next assignment and will be officially handing over the charge to the new DC Dimapur by 5th August evening. Anoop Khinchi took over the charge as DC Dimapur on 28th October 2019, and within a short span of 9 odd months, has won the hearts of several people through his effective administrative skills, for being a soft spoken and down to earth person, approachable and accessible and a person with a humane heart. Observing the outpouring love, concern and support that people has for him I will not be wrong to dub him as Peoples' DC. Besides leading by example and encouraging team work and cooperation between office staffs and other employees, he had a very good rapport with the civil societies/ citizens of Dimapur and handled the district with cohesion and an inclusive approach according to situation. During his tenure as DC Dimapur, the unprecedented world wide spread of COVID 19 was the biggest challenge. And Dimapur district being the commercial hub and the main gateway to the State with highest population density and an estimated population of 3,78,811 people, the workload was a Herculean task with tremendous pressure. However, leading from the front, Anoop Khinchi has taken innumerable measures for
fighting and containing the pandemic with the support of his officers, police, medical, NGOs, civil societies, Churches and citizens of Dimapur. Many a times he spent sleepless nights in the train station during the arrival of Returnees and in some occasions it was learnt that he even made passes from his residence as late as 1 am in the morning for emergency cases that came up. Anoop was also seen in the streets and markets of Dimapur on several occasions, educating the people, specially migrant labourers on the preventive measures from staying away from COVID and also distributed cotton washable masks to the poor and needy people. Under the leadership of Anoop Khinchi, the Dimapur district administration has implemented strategic steps in an effective manner and coordinated with neighbouring districts and states which has resulted in smooth management of the Returnees. Suitable arrangements were also made, ensuring continuous availability of essential commodities for the public and also for the other districts of Nagaland. Despite the challenges, the administration has been performing efficiently with no law and order issue, seamless flow of transportation of Returnees and allaying fears of the public amidst the extra ordinary time and the fact simply portrays the able leadership of DC Anoop Khinchi. Some of the worth mentioning activities initiated under the leadership of Anoop for fighting the pandemic includes: Setting up Food bank where sufficient stock of Essential commodities were kept for catering to the stranded, migrant daily wage earners and other needy people. With assistance from Government and various NGOs more than 30,000 needy people could be reached during the lockdown period. Community kitchen was set up for feeding the inmates in relief camps and Quarantine centers. Under the initiative of Anoop Khinchi, transportation of more than 10000 people were arranged to

Mobile ATMs were arranged and sent to different localities for the convenience of the citizens. Created awareness through Public announcement in coordination with DPRO Dimapur which is continuing till date. 1244 stranded people transported smoothly from Dimapur to Bihar through Special Shramik train sponsored by Government of Nagaland. Sensitising people through posters, pamphlets, trainings etc. Besides COVID 19 pandemic activities, Anoop Khinchi has also undertaken significant works for the welfare of the people. One such project was launching of Menstrual Hygiene Management program in all the Government schools and colleges under Dimapur district. Under this project District administration under Anoop Khinchi has already sponsored for installing the sanitary napkin machine and incinerator in several schools and colleges in Dimapur. Under his leadership, 26 land related obstacles were settled with regard to Purana Bazaar to Chumukedima four lane road project. Further, out of 25 road projects under R&B, 23 have been completed during his tenure as DC Dimapur. The leadership exhibited by DC Dimapur Anoop Khinchi IAS, rendering his tireless services with dedication and sincerity as head of the district has been very visible and commendable. given issues and the tussle between the two parties, the Nagas and the GOI, to come to a consensus will hardly attract the attention of the Naga public. The center of attraction will be the actual resolution that could finally evolve out of the process of negotiation. Such resolution can only emerge when both the parties have descended at the end to adopt such resolution. The final resolution cannot be expected to be a result of coercion or of duress. Following which no negotiating party can neither claim the exclusive credit nor can disown any discredit should it arises post solution. Secondly, and I quote “With the appointment of R.N. Ravi as the Governor, it was hoped to expedite the peace process. Instead, he is breaking the hard-earned trust and faith of the people and rendering the 23 years of negotiation meaningless by smearing the Naga history and also the political groups with whom the GOI is engaged in a negotiation, it alleged.” Unquote. No matter how the Naga Hoho has tried to discredit and indict the Interlocutor, it

may not necessarily distract his attention believing that he is focused. Yet, it is too early for the Naga Hoho to draw conclusion despite the emergence of certain contours as though the negotiations have met death end. None of the 3 parties cannot afford to make a mockery of the 31st October, 2019 commitment. Therefore, the above quoted statement is found to be more of emotional than of rational. If Naga Hoho at all claims itself to be a facilitator, any of its statements pertaining to political negotiations which are technical and sensitive, it must commensurate the status of a facilitator. Thirdly, again I quote, “….that a leader who can translate the Indo-Naga negotiation into an honorable solution was the need of the hour.” Unquote. This implies that the present Interlocutor has to be replaced as demanded by the Naga Hoho from the Prime Minister of India. This demand is highly debatable. The opinions of the Naga negotiators are crucial and therefore to be sought first on the said issue. Busybodies may not meddle in
such vital matters lest so authorized by competent authorities. Creating bad blood will only boomerang against ourselves than against others. Does Naga Hoho sincerely and committedly stand for political solution out of the ongoing negotiations? I hope Naga Hoho genuinely desires for political solution. I do hope Naga Hoho does not play double standard game to obstruct the solution? If so, the Naga Hoho must not try to fish out of troubled waters but to have positive attitude and take positive initiatives whenever it involves. As for me as an ordinary citizen of Nagaland, I am out and out for political solution out of the prevailing opportunity. I always appreciate the much positive developments and progress so far being made under the able leadership of the Interlocutor and Honorable Governor R. N. Ravi whom I believe is determined to conclude the transactions into its logical end. Once again, I am reiterating that something better is better than nothing. Z. Lohe
Misinterpretation of the Naga political settlement
n order to understand why we should build a safe atmosphere to facilitate meaningful debate in any controversial topics, what they meant to us, and why younger generation should inculcate the habit to examine our political history with honesty, it is prudent to commence by examining two turning points in the history of the Naga political movement and their implications even to this day. The first major turning point is best explained with an extract from the essay ‘Exploring Democracy in Nagaland’ by an anthropologist, Jelle JP Wouters. He states: “In December 1963, Dr. Radhakrishnan, India’s then President, flew to Kohima to inaugurate Nagaland state. ‘Friends’, he began his speech: ‘I have great pleasure in inaugurating the new state of Nagaland. It takes an hounoured place today as the Sixteenth State of the Indian Union…(our) attempts to secure you the fullest freedom to manage your own affairs have culminated in the creation of Nagaland State… May I also express the hope that, now that the wishes of the Nagas have been fully met, normal conditions will rapidly return to the State, and those who are still unreconciled will come forward to participate in the development of Nagaland.’” Members of the NPC agreed with this statement made by then president of India. S.C. Jamir (2016: 96) remarks: “It is still a baffling proposition as to how a tiny district, the district of the Naga Hills of Assam province at first became Naga Hills-Tuensang Area and then a full-pledged state.’ The NNC, and its loyalists, however mourned the new state as a divisive ‘sell-out’ and instantly rejected the new state’s legitimacy to govern. Phizo himself was unequivocal in his judgment of NPC members: ‘They are traitors. Every one of them. They have betrayed us and dishonoured the martyrs who died for our cause (cited in Steyn 2002: 118).’ In modern Naga political history, few events remain as controversial and contested as the creation of Nagaland state. It divided Nagas politically into two different camps—the people of the new state and, the other, those supporting Naga independence—although the distinctions between them (and have) overlap on various dimensions and they
seem to share more common characteristics than differences. Most Naga ‘overground’ politicians tend to nourish sentiments of sympathy towards the larger Naga political cause, while Naga undergrounds, or ‘national workers’ as they became known, routinely seek access to the treasures and benefits the new state puts on display. Divergent political positions on the new state were also articulated in the poststatehood democratic domain. The Nagaland Nationalists Organization (NNO), the political party that swept the first poststatehood elections in 1964, emphasized in its manifesto that the “achievement of Statehood was a triumph of the people’s will (cited in Jimomi 2009: 49).” Its later political adversary, the United Democratic Front (UDF) disagreed: “People of no other state in India have made sacrifices like the Naga, so much so that the State of Nagaland is not considered as a gift, but as a State created for a price dearly paid: a sacrifice of over ten thousands lives (cited in Nibedon 1978: 282).” The second major turning pointis the Shillong Accord. As Abraham Lothain ‘The Hornbill Spirit: Nagas living their Nationalism’states that the Shillong Accord, instead of resolving the Naga issue, created a divided house, splitting the nationalists into NNC and National Socialist Council of Nagaland (NSCN). What we can conclude or gather from these two turning points is that it is not only the central government, but even the Nagas themselves were rendering their own interpretation and version of the terms of the final settlements vis-à-vis statehood and the Shillong accord according to their self-interests, thereby fueling political instability. While, on the other hand, the GoI considered the creation of Nagaland state to be the final settlement to Naga issue, which some Nagas, through the NNO and few succeeding political parties and state politicians, considered or interpreted the same. Another note worthy remark of the speech during the inauguration of the Nagaland statehood was that he addressed the audience as the Nagas, not Nagas of Nagaland. There has been poor and inconsistent Airtel network connectivity in Phokhungri area (especially the Phokhungri village tower) under Meluri sub-division, Phek district. It may be noted that power transformer is yet to be installed for Airtel tower at Phokhungri because of which it is functioning only with the DG Generator. When its fuel runs out every now and then, it affects the network consistency of the other 5 nearby towers which takes its connection from this Phokhungri tower. At an unprecedented time like this, the phone network is required to be at its optimum where people from different walks of life, particularly the students' community are dependent on this network and the internet for their lessons/exams. AYODHYA, AUG 4 (PTI): Police barricades, yellow banners, walls with a fresh coat of paint and the sounds of bhajan mark parts of Ayodhya as the city awaits its big day Wednesday, when the first brick will be laid for the Ram temple. Ayodhya is decked up for the bhoomi pujan that will be attended at the Ram Janmabhoomi by 175 people, who figure in a select guest list of seers and politicians topped by Prime Minister Narendra Modi. Concerned over the spread of coronavirus, the
authorities are encouraging others not to come to the temple town, asking them to mark the occasion by celebrating at their homes. The groundbreaking ceremony will be telecast live. Roads leading to Ayodhya display hoardings with the picture of the proposed Ram temple and of Ram Lalla, the infant Ram, the deity now housed in a makeshift temple. NEW DELHI, AUG 4 (PTI): IRS officer Pradeep Singh tops the list of 829 candidates who have qualified for the prestigious civil services, including the IAS, the IPS and the IFS, the Union Public Service Commission announced on Tuesday. The top three rank holders -- Singh, Jatin Kishore and Pratibha Verma -- are serving officers. Singh is a resident of Haryana, while Kishore hails from Delhi and Verma from Uttar Pradesh. “It is like a dream come true. It is a pleasant surprise for me. I always wanted to be an IAS officer. I would like to work for the deprived sections of society,” Singh told PTI on phone from his home in Sonipat. Twenty-nine-year-old Singh, a 2019-batch Indian Revenue Service (customs and central excise) officer, is undergoing probation at the National Academy of Customs, Indirect Taxes and Narcotics (NACIN) in Faridabad. He said his main emphasis would be on improving education and farm sectors as he has become part of the most sought-after Indian Administrative Service.

COVID-19 tally rises to 18,55,745 in India NEW DELHI, AUG 4 (PTI): India’s COVID-19 tally increased to 18,55,745 with 52,050 people testing positive for coronavirus infection in a day, while the recoveries crossed the 12lakh mark on Tuesday, according to the Union Health Ministry data. The death toll due to COVID-19 climbed to 38,938 with 803 fresh fatalities being reported in 24-hours, the data updated at 8 am showed. A total of 12,30,509 people have recovered, while there are 5,86,298 active cases of coronavirus infection in the country presently. The recovery rate
among COVID-19 patients has risen to 66.31 per cent, while the fatality rate has further dropped to 2.10 pc, the data stated. The total number of confirmed cases also includes foreigners. This is the sixth consecutive day that COVID19 cases have increased by more than 50,000. A cumulative total of 2,08,64,750 samples have been tested up to August 2 with 6,61,892 samples being tested on Monday, the highest done in a day so far, scientist and media coordinator at ICMR, Dr Lokesh Sharma, said. “A total of 1,05,32,074 tests for detection of coronavirus infection

KOHIMA, AUG 4 (NPN): Deputy Commissioner (DC) Phek has informed that the total lockdown at Pfutsero town under Phek district would be lifted from August 5. In an order, DC Phek Sachin Jaiswal stated that on the basis of the recommendation by Pfutsero Block Task Force on COVID19, total lockdown was being lifted. DC also informed that the consolidate guidelines issued by office of the chief secretary dated July 31, 2020 would remain in place. Earlier on July 29, DC Phek had imposed total lockdown under Pfutsero Town after 11 positive cases were detected under Pfutsero sub-division.

Delhi first state to ban hookahs to prevent Covid transmission NEW DELHI, AUG 4 (AGENCIES): Delhi on Tuesday became the first state in India to impose a blanket ban on the use of hookahs, including herbal hookahs, in all public places to prevent the transmission of SARS-Cov2 virus that causes COVID-19 disease. NEW DELHI, AUG 4 (AGENCIES): After Union Home Minister Amit Shah, Union Minister Dharmendra Pradhan has tested positive for the novel coronavirus. Pradhan has been admitted to Medanta Hospital in Haryana’s Gurugram (earlier Gurgaon) where he is being treated for the infection. Minister for Petroleum & Natural Gas and Steel, Dharmendra Pradhan is undergoing treatment at the same private hospital where Home Minister Amit Shah is being treated for Covid-19. It is important to note that Pradhan was admitted to Medanta earlier this week and was not part of the July 29 Union Cabinet meeting chaired by Prime Minister Narendra Modi and attended by top ministers, including Amit Shah, Rajnath Singh, and Nirmala Sitharaman among others. Dharmendra Pradhan, the 51-year-old Union Minister is the second Union Minister in India to have tested positive for Covid-19. Others include Madhya Pradesh CM Shivraj Singh Chouhan, Karnataka CM BS Yediyurappa and former Karnataka CM Siddharamaiah. Tamil Nadu Governor Banwarilal Purohit has also been diagnosed with the infection and is being treated at the privately-owned Kauvery Hospital. On Sunday, Uttar Pradesh’s Minister of Technical Education, 62-year-old Kamal Rani Varun succumbed to the infection. She was undergoing treatment for Covid-19 at the state-run Sanjay Gandhi Postgraduate Institute of Medical Sciences in Lucknow. Other political leaders who have recovered after being treated for Covid-19 include Delhi Health Minister Satyendar Jain, Tamil Nadu’s Electricity Minister P Thangamani and Punjab Rural Development Minister Tript Singh Bajwa and several ministers in the Maharashtra cabinet among others.

Jerusalem/Damascus, Aug 4 (IANS): Israeli helicopters fired missiles on Syrian military positions in the southern province of Quneitra, according to Israel’s military and Syrian state news agency SANA. Israel’s military said on Monday night it had carried out airstrikes against targets belonging to the Syrian army, saying the attack was a response to “attempted attack” a day earlier, Xinhua news agency reported. The attack in southern Syria was carried out by Israeli fighter jets, attack helicopters and aircraft, according to a separate statement issued by the Israeli military. “The targets struck include observation posts and intelligence collection systems, anti-aircraft artillery facilities and command and control systems in Syrian Armed Forces bases,” the statement read. According to the report by SANA, the Israeli choppers attacked some posts of the Syrian army on the frontier between Quneitra and the Israeli-occupied Golan Heights, causing damage only. Seoul, Aug 4 (IANS): At least 13 people have died and 13 others were reported missing due to the heavy rains that have continued to lash South Korea’s central region. Vivo likely to quit as 2020 IPL title sponsors amid Indo-China tensions New Delhi, Aug 4 (PTI): Chinese mobile phone company Vivo is likely to pull out as the Indian Premier League’s title sponsor for this year and is in talks with the BCCI for an “amicable separation” amid rising Sino-India diplomatic tensions. The one year pullout could be treated as a moratorium period and if the relations improve, BCCI may look at inking a fresh three-year deal with the company from 2021 to 2023 on revised terms. The IPL will be held in the UAE from September 19 to November 10 this year. “Yes, the discussions are on between BCCI office-bearers (president Sourav Ganguly and secretary Jay Shah) with the representatives of the company. There is a possibility that Vivo will not be title sponsors for one year,” a senior BCCI official told PTI on conditions of anonymity. Chinese sponsorship became a bone of contention after the BCCI declared it would review the deals following the violent clashes between the armies of both the countries in eastern Ladakh.
