ACAUT demands action against CMO Zbto, 4 others DIMAPUR, AUG 5 (NPN): On the issue of 24% deduction of staff salary under the establishment of chief medical officer (CMO) Zunheboto, the ACAUT Nagaland has strongly urged the state government to take action basing on government notifications. In a representation addressed to the chief secretary, 25 signatories representing ACAUT Nagaland cautioned that failure to take action, the state government would be held responsible for any unfortunate turn of events. ACAUT has demanded action in the form of additional FIR against CMO Zunheboto and four other employees including an accountant in the form of termination from service for a) deducting 24% salary of the employees under CMO, Zunheboto) flouting government notification against payment of tax by government servants to any other authority other than the state government and c) instigating a factional group to threaten the complainant who filed a FIR against the same CMO and the office of the CMO on the same 24% deduction issue. On July 11, 2016, the ACAUT filed FIR with Zunheboto Police station against the CMO establishment, Zunheboto for deduction of employee salaries. Accordingly, ACAUT said the CMO obtained anticipatory bail, adding that four other employees including the accountant were in the process of obtaining anticipatory bail.

DBA reacts to ACAUT’s statement DIMAPUR, AUG 5 (NPN): Reacting to ACAUT’s statement, questioning the state judiciary, published in local dailies on August 5, 2016, the Dimapur Bar Association (DBA) on Friday said the bar members have taken “strong exception to the same” and were constrained to make a rejoinder for the consumption of the public and “to refrain the entire stakeholders from publishing such irresponsible, reckless and counterproductive statements in the near future.” In a press release, DBA president Imti Imsong and general secretary A.Hukavi Zhimomi pointed out that the matter of bail/anticipatory bail were provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Besides, DBA said several guidelines were laid down by the Supreme Court of India in catena of decided cases on such matters in the light of Articles 19, 21 and 22 of the Indian Constitution. Further, DBA said the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court could always appeal in the superior Courts. As such, the association

NGBF backs CNTC’s stand on Rongmei issue DIMAPUR, AUG 5 (NPN): Nagaland GB Federation (NGBF) has appreciated and acknowledged the concern expressed by Central Nagaland Tribes Council (CNTC) with regard to Rongmei recognition issue and said the stand of CNTC to protect and safeguard the interest of Nagas of Nagaland was “legitimate and appropriate.” In a press release, Nagaland GB Federation president Shahlem Konyak and general secretary Shikuto Zalipu said, “Every state citizen has the rights to determine their future and the authority also must respect the sentiment of the people. YANGON, AUG 5 (agencies): An estimated 38 people—mostly children—have died from an as-yet unidentified and contagious illness in two townships within the Naga Self-Administered Zone in Burma’s far north, reports The Irrawaddy. Local authorities sent two doctors on Friday to the village of Thankholama in Lahe Township, the first location where the disease struck. Victims have presented with a cough, and then develop dark spots and lumps on their bodies. DIMAPUR, AUG 5 (NPN): Nagaland State Disaster Management (NSDMA), Home Department, which studied the most recent weather events in the state, has said that its weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. In a press release, NSDMA secretary Khrienuo Metha said on August 3, 2016, the weather assessment report of the NSDMA has recorded a continuous rise of temperature from 2010 to 2016. NSDMA said August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA home department, secretary said unusually high temperatures were recorded on August 3, 2016 and August 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. KOHIMA, AUG 5 (NPN): Hundreds of special education teachers (SETs), who staged demonstration at the directorate of school education here on Friday, have demanded that the state government revoke the service termination order, wherein 316 SETs appointed since 2012 across the state were terminated during last week of June with a reason of being “untrained”. SETs also demanded that no fresh appointment be made till the in-service SETs were absorbed and streamlined. Prior to the termination order was issued, the SETs said they submitted a four-point memorandum demanding no fresh appointments, extension of SETs be given from February 2016, time for untrained SETs for in-service training and salary be equivalent to normal graduate teacher as per the guidelines of the Rehabilitation Council of India. However, they said after holding meeting with the additional director DoSE,
Wonthungo Tsopoe, mission director, Limawabang Aier, and other officials on Friday morning, the teachers have decided in the evening to put a separate/new demand for revocation of termination order and to demand that no fresh appointment be made till the in-service were absorbed and streamlined- since their memorandum did not justify the agitation they called for. At the meeting, the aggrieved SETs informed the department officials that they were terminated with a reason of ‘untrained’. SETs said they were not even called once for training by the state government neither were they given the time to undergo training, besides there was no training institute for special education in the state. To acquire the training, SETs said a teacher has to go outside the state at their own expenses. Even then, SETs said more than 80 were currently undergoing training and more SETs were prepared to go for the same. At the meeting, additional director, Tsopoe appealed
to the SETs to suspend the agitation and also asked them to put fresh application with a concrete demand. Mission director Aier assured that even as fresh recruitment takes place, those teachers servicing with sincerity would be absorbed. He said since the matter was under investigation, thereby the issue would be solved only after the SIT submits its report. On March 11, during a joint meeting held at the congruence hall of the chief secretary, the meeting decided to extend the service of all the genuine SET till March 2016 with no further extension as none of the SETs were trained and that fresh appointment would be initiated through open advertisement by April 2016. The meeting also decided that as per SIT, vigilance and anti-corruption, SETs pending salary be released till March and thereafter their service will be terminated. Subsequently, 360 SETs service was terminated on expiry of the extension, i.e March 2016.

NEW DELHI, AUG 5 (NPN): Union minister of state for Agriculture Sudarshan Bhagat on Friday introduced the Central Agricultural University (Amendment) Bill, 2016 in the Lok Sabha to include Nagaland’s College of Veterinary Sciences (CoVS) under the jurisdiction of Imphal Central Agriculture University (CAU). Sources told Nagaland Post that after the passage of the amendment bill, the state would get all the facilities that other North Eastern states get under this Act. This was also necessitated as the union Agriculture minister is scheduled to lay the foundation stone of the Veterinary College in Nagaland (Jalukie) on August 6. The bill seeks to amend the Central Agricultural University Act, 1992, that was enacted for the establishment and incorporation of a university for the North Eastern region in order to promote development and research in agriculture and allied sectors. However, the definition of ‘North-Eastern region’ and the jurisdiction of the CAU under the said Act did not cover the state of Nagaland. “Therefore, it has been decided to amend the Central Agricultural University Act, 1992, so as to include the state of Nagaland under the jurisdiction of the Central Agricultural University, having its headquarters at Imphal,” according to statement of objects and reasons of the Bill. “The proposed amendments will extend the benefit of facilities provided by the CAU for the development of agriculture and for the furtherance of the advancement of learning and prosecution of research in agriculture and allied sciences to state of Nagaland,” it added.

DIMAPUR, AUG 5 (NPN): Expressing concern over the outbreak of an undiagnosed disease in Myanmar’s northern Sagaing, which has so far killed over 30 children and could easily spread to Nagaland side of the border owing to its proximity with the affected area, International Border Area People’s Welfare Organization (IBAPWO) has appealed to the State government, especially the H&FW Department, civil societies and medical professionals to initiate proactive measures in this regard on ‘humanitarian grounds.’ In a telephonic conversation, secretary, IBAPWO, Nokshom Konyak, stated that the proximity of eastern Nagaland to the affected area coupled by free movement of people along the Indo-Myanmar border and lack of healthcare facilities, communication etc, makes the area not only vulnerable but also ill prepared in the event of a disease outbreak. In this regard, Konyak made a fervent appeal for ‘humanitarian aid,’ not only to the government but also to civil societies, NGOs, doctors, medical professionals, and individuals to collectively work towards preventing a possible breakout of the disease. DIMAPUR, AUG 5 (NPN): Welcoming the announcement and commitment made by Union Minister of Railways, Suresh Prabhu, during the foundation stone laying ceremony for Dimapur-Zubza BG line in Dimapur on August 1, 2016 that the project would be completed before the scheduled period, the Chakhroma GBs Union (CGBU) on Friday assured to extend its “full and unflinching support”. In a press release, CGBU president Thepfukedo Kuotsu and general secretary Atso Gwizan also said that since the proposed railway line mostly runs through Chakhroma village, the union would ensure that the works were executed “freely and unhindered by unwanted elements”. The union has therefore requested the responsibly authority to immediately begin the work without any fear or favour. CGBU has also appealed to everyone especially the villages through which the railway line passes to cooper-
ate with the authorities to make sure that the project was carried out unhindered. The union cautioned that it would not tolerate any individuals or groups who attempt to sabotage the project with “unreasonable means and demands.” With regard to the proposed Dimapur-Kohima four-lane highway, the CGBU has expressed its displeasure at the delay in starting the work and urged the authorities to immediately begin the work. Pointing out that the project was centrally sponsored, the union said Centre has the authority to award works to any group/contractors of its choice. The union therefore said there was no point in raising any issue about the groups to execute the works. Further, CGBU has appealed to the NPGs and other unions or individuals not to create any hurdles to the project, saying the union would not tolerate any activity that hampered developmental works within its jurisdiction.

In a press note, NSCN (I-M) MIP said Shimray was assigned on diplomatic missions abroad and while on his way to Delhi to attend the peace talks, he was abducted by Indian Agency at Kathmandu Airport on October 2010. DIMAPUR: Department of Agriculture, Pughoboto Sub-division launched Farmers Field School (FFS) under IPM (RKVY) 2015-16 at Pughoboto on August 2. During the launching programme, resource person, SDAO, Toivi, highlighted the concept of FFS and selected one person namely Kashiho as ‘farm teacher.’ Various group activities were carried out. DIMAPUR: Pimla village council (PVC) has clarified that the “unwanted incident” that occurred on August 3, 2016 at Pimla-Jalukie junction in which a resident of Pimla village identified as one Vito, son of Lhotovi, “in an inebriated condition manhandled the driver of a taxi (Tata Sumo) and his wife.” In a press release, PVC chairman and GB, K. Lughozhe Swu, said on receiving information, he immediately rushed to the spot and gave first aid to both the victims and assured them and co-passengers that action would be taken as per the law and also apologised to them. Accordingly, PVC chairman said the accused was apprehended at 9pm on the same day and handed over to the Diphupar Police Station, Dimapur with a request that the accused should not be given bail without the consent of the PVC. Maintaining that the act was committed by a single person and no other person was involved, the village council therefore said “there is no question of any other youths/ villagers being involved in the incident.” PVC chairman also said it was “purely an individual to another individual incident and has not tribal color whatsoever.” “Further, to substantiate my statement and for peaceful co-existence between Pimla and neighbouring villagK

Meanwhile, PVC chairman has “once again” apologised to the victims, the copassengers and the public in general for “unwanted incident”, which, he said, “has not tribal color.” Western Sumi Hoho: Western Sumi Hoho (WSH) has clarified that the “unfortunate” incident on August 3 at Pimla village junction “was not related to any tribal issue whatsoever but was purely an act of some miscreants from Pimla village for their selfish interest.” In a press note, general secretary WSH, Vikato K. Achumi, while “out-rightly condemning the incident,” maintained that the Hoho clarified on the same day of the incident that it was not a tribal issue. “Pimla village council took up the matter and apprehended the miscreants involved and handed them over to Diphupar Police Station the same evening itself and the same was conveyed to the secretary of Zeliang People Organisation Nagaland on August 4,” WSH informed. In this regard, WSH requested the concer ned organisation(s) to “have proper consultation before issuing
any press release so as not to create any misunderstanding and confusion between peace loving tribes/communities and also appeal to the organization(s) not to make a tribal issue out of every stray incident.” Further, the Hoho extended its prayers and wishes for a speedy recovery to the victims.

TUJ: Tenyimi Union Jalukie (TUJ) has strongly condemned the physical assault on two of its members by some miscreant (s) armed with stones near Pimla on August 3. Condemning the incident TUJ stated the assault was “equivalent as attempt to murder.” TUJ said the attacker, armed with stone, started attacking the victims- Pf. Abraham and Komuhra , without any provocation while they were on official duty of JNV Jalukie with its principal and staff. Terming the ‘language’ used by the attacker as “disgusting,” TUJ maintained that such “kind of expression incites communalism in our Naga society which is very detrimental in a multi-tribal state.” “The intention of the attacker not even sparing the women who stood up in defence of the driver and hitting her on the mouth with a stone is insane,” TUJ said. In this regard, the union appealed the
competent authority to book the culprit and give befitting punishment at the earliest so that such incident would not occur in future. ANTA Peren Unit: All Nagaland Taxi Association (ANTA) Peren Unit also vehemently condemned the physical assault and “attempt to murder” of ANTA members MD. Khan, Pf. Abraham and his wife D. Komuhra. In a condemnation note, president ANTA Peren Unit, C. H. Lungsibo, stated “attacking the taxi drivers with the feeling of hatred show an act of insanity because the Association always focus to provide valuable service to the public irrespective of tribe, caste or any differences.” Expressing concern over the security of its members/ drivers, the association informed that taxi service from Jalukie to Dimapur would ply via Heningkunglwa-Jharnapani route “till the situation is amicably resolved.” ANTA Peren Unit further appealed the concern authority to book the culprit at the earliest and award a befitting punishment in order to avoid any untoward incident in the future. Mao Hohos: Mao Hoho Dimapur and Mao Women Hoho Dimapur in the strongest term condemned the “assault and attempt to murder” of Pf. Abraham and his wife D. Komuhra on August 3 by some

In a condemnation note, the presidents of Mao Hoho Dimapur and Mao Women Hoho Dimapur termed the incident “very unfortunate” and maintained it “would be unbecoming for any civilized people or community to attempt the lives of others on tribal lines without any provocation.” Stating that “malicious words vented out by the perpetrators was misleading,” the two Hohos demanded the culprit(s) should tender public apology. In this regard, the Hohos called upon every right thinking citizen to condemn “such inhuman acts committed upon innocent and just citizens.” Further, they appealed the concerned authorities for serious inquiry into the matter and award the most befitting punishment according to the law and to deliver justice at the earliest. DIMAPUR: Two-day induction training for the new CWC members Nagaland was organised by State Child Protection Society, Nagaland from July 26 to 27 at the premises of Mount Tabor Retreat House, Kohima. The two-day training programme started off with the launching of the first of its kind handbook, a guide for CWC while dealing with children in need of care and protection by society director, SCPS, Z Nyushietho Nyuthe. The main resource person director Prodigal Home Dimapur, K. Ela raised con-
cern over public ignorance about existence of CWC and its importance. She also shared a report on budget for children in Nagaland which showed alarming figures in issues relating to children in Nagaland. She challenged the participants to go back to their respective districts and to lay down the ground work in order to enable the children to avail the different services that are being created for them. The two-day training also included other resource persons speaking on issues like POCSO 2012, JJ Act
2015, adoption, child rights, child psychology etc. A number of questions were raised by the newly elected CWC members as to whether the Juvenile Justice Act of 2000 or 2015 was to be followed as the state government had still not adopted the Juvenile Justice Act (Care and Protection of Children) Act 2015. The State Child Protection Society has assured the members present to take up the issue with the state government at the earliest and clear the confusion without further delay so that the children would not be affected by it. DIMAPUR: A book titled “Historicity cultural diversity and identities in Northeast India” was released in the department of Sociology Nagaland University, Lumami by former pro-vice chancellor of Nagaland University, professor A. Lanu Ao. The book contains academic debate on the issues of multiculturalism, ethnicity, illegal immigration as emerging issues in northeast India. Regional disparity and dynamics of development in the northeast region, cultural revivalism and demand for autonomy as well as land and identity formation in the region are some of the broad areas discussed lucidly by many eminent scholars in the book. As an introductory note of the book prof M.N Karna elaborately discussed the conceptual and theoretical problems in understanding the issues in Northeast. The book was edited by Dr. Temjensosang and Dr. Athungo Ovung, assistant professor in the department of Sociology, NU. DIMAPUR: Pfutsero Town Voluntary Consumer Forum ( PTVCF) along with administrations, ACUAT Pfutsero, Pfutsero Town Citizen Welfare Forum, Colony chairman, Kalos Society, Pfutsero Police and volunteers conducted surprise checking on illegal sale of expired goods on August 5 within the vicinity of Pfutsero town jurisdiction. In the operational drive, huge consignments of expired goods and commodi-
ties worth around lakhs of rupees from various grocery, retailers and pharmacies were detected, said PTVCF convener, Vetsurayi in a press statement. Forum said that the search operation was carried out following complaints from public with regard to sale of expired goods. It stated that such illegal practices were prevalent for the past few months. Further, PTVCF warned that it will vigilantly conduct
checking from time to time to curb such malpractices. During the raid, the forum said it will take its own course of action as per the consumer rights, in case of any individuals found not cooperating with the guidelines and continue to sale those expired goods and beyond printed price. Later, the seized expired goods and those unlabeled trademark goods were destroyed and burnt in front of the officials.

NEW DELHI, AUG 5 (NPN): Taking note of the current requirements and to address the new emerging issues in the North Eastern Region, union minister of state (I/C) for Development of North Eastern Region (DoNER), Dr Jitendra Singh has said the Government was seriously contemplating to reorient the North Eastern Council (NEC). Stating this during the high-level meeting of the ministry on Friday, Dr Singh recalled Prime Minister Narendra Modi’s address during the NEC plenary session in Shillong on May 27, where he had emphasized the need to reorient and upgrade the NEC. Dr Singh said, it was after 40 years that a Prime Minister of India had participated in an NEC meet being held at its headquarters at Shillong. “This only reflects Narendra Modi’s priority, concern and vision for this region”, he said. In this regard, Dr Singh said the officials of the DoNER ministry and NEC would have a joint sitting soon to chalk

IMPHAL, AUG 5: Two persons, including a two-year-old girl, were injured in a medium intensity IED blast in Imphal town on Friday. The injured were a CRPF head constable, identified as 48-year-old SM Naik from Jharkhand and belongs to Ecompany of 109th battalion CRPF and L Mangol Leima (3) daughter of L Inaocha of Imphal’s Kwakeithel. The injured have been shifted to RIMS hospital, Imphal. The CRPF personnel
received injuries on his right left thigh, while the minor girl sustained injuries on her right neck. Flood situation improves; 1.27 lakh affected GUWAHATI, AUG 5 (PTI): In signs of easing of flood situation in Assam, floodwaters Friday receded and water levels of the river Brahmaputra and its tributaries were falling gradually even as 1.27 lakh people in ten districts remained affected by the calamity. The Assam State Disaster Management Authority (ASDMA) said with the decline in the population hit by the deluge, the number of relief camps has also come down to 44 with 14,398 people taking shelter there. The affected districts are Jorhat, Golaghat, Bongaigaon, Dhemaji, Barpeta, Dhubri, Morigaon, Kokrajhar, Goalpara and Chirang where 175 villages and 4.75 lakh hectares were affected, the ASDMA said. Nearly three lakh people were suffering till yesterday in the 10 districts. The death toll in the current wave of floods stood at 34 across the state. The Brahmaputra is flowing above the danger mark only in Dhubri district, the ASDMA added.

3 more rhino deaths due to flood, 2 deaths by poachers
JORHAT, AUG 5 (PTI): Three more carcasses of adult rhinos, which perished due to floods, have been recovered from Kaziranga National Park (KNP) in Assam on Thursday evening, a senior Forest Department official said Friday. DFO of Kaziranga National Park Subashis Das said during the current wave of flood the rhino casualty toll has gone up to 20 as KNP authorities had spotted three more adult rhino carcasses this evening - one at Burahpahar Range while two others at Bagori Range of the UNESCO recognized World Heritage Site. He said horns in two rhino carcasses were found intact, while the horn in the third rhino is found missing. On the same day carcasses of a rhino duo - mother and calf - killed by poachers were recovered near Bokpara forest camp, the official said. The horn of the adult female rhino was taken away by the poachers, Das said. This followed the recovery of carcass of an adult male rhino believed to have died due to the current floods in the Park’s Kohora Range yesterday. KNP authorities are making every effort to save the wildlife of Kaziranga National Park where the flood related wildlife casualty was estimated to be 315, said Das.

NEW DELHI, AUG 5 (PTI): Against the backdrop of Burhan Wani episode, India has told Pakistan that terrorist in one country cannot be a martyr for another and hoped it would soon ratify the SAARC convention on Mutual Assistance on Criminal Matters and set up SAARC Terrorist Offences Monitoring Desk. Making suo motu statements Friday in Rajya Sabha and Lok Sabha on his visit to Islamabad to attend the 7th SAARC Home Ministers Meeting yesterday, Home Minister Rajnath Singh said he had urged the members not to glorify terrorism or give patronage to it. “A terrorist in one nation cannot be a martyr or freedom fighter for anyone,” he said, adding that effective measures should be taken to ensure that those involved in terrorist acts, do not escape prosecution and punishment and are extradited so that they cannot escape prosecution. A number of Pak-based terrorists, including Hafiz Sayeed of LeT and Masood Azhar of JeM, are wanted in India. Pakistan had recently made a statement against the killing of Hizbul Mujahideen commander Burhan Wani by security forces in Kashmir by dubbing him a “martyr” and “freedom fighter”, inviting sharp rebuke from India. “Pakistan is yet to ratify the SAARC convention on Mutual Assistance on Criminal

Una flogging: Dalits begin ‘Asmita Yatra’; seek justice AHMEDABAD, AUG 5 (PTI): Demanding justice for their community following the Una flogging incident, hundreds of Dalits and members of various civil rights organisations today began the ‘Dalit Asmita Yatra’, a foot march from here to Una town of Gir Somnath district. Nearly 800 people commenced the 380-km-long journey from Vejalpur area of city on Friday morning. The foot march participants will converge at Una town on August 15 where the Dalits will hoist the tricolour on the occasion of Independence Day. “The foot march is the first step towards liberating Dalits across India from the age old traditions. On our way to Una, we will request Dalits to give up their ancestral work of disposing of dead animals to give a strong message to the government,” said Jignesh Mevani, one of the organisers of the foot march. During this ten-day of foot march, the Dalit leaders will address several small gatherings on their way to Una to educate the community members about their rights. “This padyatra is mainly

Shah to meet CMs of BJP ruled states on Aug 27 NEW DELHI, AUG 5 (PTI): BJP President Amit Shah has called a meeting of chief ministers of party-ruled states on August 27 and organisational core groups of all states on August 23 in which issues like better coordination between government and party, promotion of “pro-poor” initiatives and increasing usage of digital media are likely to figure. Shah’s decision to take these back-to-back meetings come in the wake of the passage of the GST Bill in Rajya Sabha and its likely approval by Lok Sabha next week. Party sources, however, insisted that GST Bill is not the reason for these meetings as it is essentially a matter between the Centre and states and that organisational matters will be on top of Shah’s agenda. Sources said better coordination between government and the party, promotion of “pro-poor and pro-weaker sections” initiatives of the Modi government, increasing usage of digital media to push party and government agenda are among the major issues. Roll out of GST may figure in the deliberations as Shah believes that its passage in Parliament will be an important achievement and party-ruled state governments should do their best to make it a success, the sources said. SC to hear together AAP govt’s civil suit, appeal on statehood
NEW DELHI, AUG 5 (PTI): Supreme Court will now hear together the Delhi Government’s civil suit seeking a declaration that the national capital is a state and its petition against the order of the High Court which held that the city is a Union Territory with Lt Governor as its administrative head. This was stated by a bench of Justices A K Sikri and NV Ramana Friday after the Arvind Kejriwal government informed the apex court that it will file an appeal shortly against yesterday’s High Court verdict. As AAP government’s earlier suit came up for hearing, the court said that instead of pursuing its earlier civil suit, the city government should file an appeal challenging the Delhi High Court’s decision. “You have to challenge the order of the Delhi High Court. Whether the HC has decided the issue rightly or wrongly would be decided by the Supreme Court in a Special Leave Petition (SLP). What is the use of this suit now. What is the point in duplicating the proceedings,” a bench of Justices A K Sikri and N V Ramana said.
The observation came when senior advocate Indira Jaising, appearing for the Arvind Kejriwal government, informed the bench that a fresh appeal would be filed shortly in the apex court against the decision of the High Court. She sought adjournment of the proceedings on the original civil suit earlier filed by Delhi government seeking various reliefs including a declaration that the national capital is a state and not a Union Territory(UT). She said that the law suit and the SLP, which will be filed shortly, be heard together. Attorney General Mukul Rohatgi and Solicitor General Ranjit Kumar, both representing the Centre, vehemently opposed the plea of Delhi government saying that they cannot pursue parallel recourse for the same relief. Mohammad Maqbool Khanday was killed allegedly in action by security forces against mobs who indulged in stonepelting after Friday prayers at Nagam in Chadoora area of central Kashmir’s Budgam district, a police official said. As the news of Khanday’s death spread, protests erupted at several places along the Chanapora-Chadoora road and clashes were reported from Kralpora area, he said. In another incident, three youth were critically injured in action by security forces against violent mob at Khansahib area of Budgam district, the official said. He said the injured were taken to SMHS hospital here where one of them was declared “brought dead” by the doctors. The death of the youth led to protests within the hospital and some youth started pelting stones on the nearby Karan Nagar police station. One youth was killed in a clash in Sopore, he said. Mobs also indulged in stone-pelting on the ancestral house of Asia Naqash, Minister of State for Health, in Habbak area of Srinagar. However, nobody was in the house.
Three Naxals gunned down in Chhattisgarh RAIPUR, AUG 5 (PTI): In a major anti-naxal operation, three Maoists, including a woman, were on Friday gunned down in an encounter with security forces in Chhattisgarh’s insurgency- hit Dantewada district, police said. The encounter took place early today in the forests of Kacheghat area under Faraspal police station limits when a team of state’s District Reserve Group (DRG) was out on an anti-naxal operation in the region, Dantewada Superintendent of Police Kamlochan Kashyap told PTI. The operation was launched by a small team of DRG-a locally raised force, to flush out rebels hiding in Faraspal interior forests, located on Dantewada-Bijapur districts’ border around 450 kms away from here, during monsoon, he said. A group of armed naxals opened indiscriminate fire on security forces close to Kacheghat village following which an encounter broke out during which three ultras, who were armed with country-made weapons and grenades, were killed, the SP said.

The official said clashes between protestors and security forces were also reported from Sopore town and Palhallan town in north Kashmir Baramulla district and Goshbug in Kupwara district. More than 100 people were reported to be injured in these clashes but officials refused to comment on this, saying they were busy with law and order situation. Normal life in the Valley remained affected for the 28th consecutive day due to the curbs imposed by the authorities and separatist-sponsored strike against the death of civilians in clashes between violent mobs and security forces following the killing of Hizbul Majahideen commander Burhan Wani in an encounter July 8.
GST Bill in Lok Sabha on Monday; Modi to intervene
NEW DELHI, AUG 5 (PTI): Lok Sabha is set to take up the GST Bill for passage on Monday during which Prime Minister Narendra Modi will interve, even as the Centre Friday continued efforts for its early ratification by the state assemblies. Giving the information that Lok Sabha will take up the GST Bill on Monday, a senior Union minister said that the measure is likely to be passed the same day. “The Prime Minister will intervene during he debate on the GST Bill in Lok Sabha,” the minister said. The opposition had attacked Modi for not intervening during the debate on the bill in Rajya Sabha on Wednesday. Congress leader Jairam Ramesh had said this was the first occasion in independent India that the Prime Minister was not present during the passage of a Constitution amendment bill. He had dubbed it as “PM-mukt Parliament”. Meanwhile, BJP issued a whip to its members in the Lower House to remain present on August 8. Aiming for early implementation of Goods and Ser-
vices Tax (GST), top central ministers have spoken with nine chief ministers of NDAruled states to ensure that the constitutional amendment is ratified by state assemblies at the earliest. Some chief ministers of BJP-ruled states have given an assurance to call special sessions of their respective assemblies to ratify the bill. The GST Bill has to be ratified by at least 16 states in 30 days after it is passed by Parliament. On Wednesday, Rajya Sabha had approved the bill with an overwhelming majority. Six official amendments, including scrapping of one per cent additional tax, were moved by the government which were approved by an overwhelming majority in the Upper House. The bill was passed by Lok Sabha earlier. Now it has to go back to the Lower House for incorporating the amendments approved by Rajya Sabha. Once implemented, GST will subsume various taxes including excise, services tax, octroi and other levies and the proceeds will be shared between the Centre and the states.

3-year tax logjam ends
I
ndia will soon turn to ‘One Nation. One Tax’ after GST or General Sales Tax will become a reality after it was adopted by majority vote in the Rajya Sabha on August 3. The bill will then go to the Select Committee which after studying will submit its report to the Rajya Sabha in the monsoon session. The GST shall have two components: one levied by the Centre (hereinafter referred to as Central GST), and the other levied by the States (hereinafter referred to as State GST). Rates for Central GST and State GST would be prescribed appropriately, reflecting revenue considerations and acceptability. This dual GST model would be implemented through multiple statutes (one for CGST and SGST statute for every State).The government will then introduce it in the winter session for passage with at least 2/3rd majority. The Bill thereafter will be needed to be ratified by minimum of 15 States in their respective assemblies before the President can give its assent for its enactment. After GST comes into effect, other taxes like - Central taxes like, Central Excise duty, Additional Excise duty, Service tax, Additional Custom duty and Special Additional duty and State level taxes like, VAT or sales tax, Central Sales tax, Entertainment tax, Entry tax, Purchase tax, Luxury tax and Octroi will subsume in GST. The GST was introduced by the Congress during UPA-II in 2006 and though it received wide backing of other states, the BJP which was the opposition, disrupted parliament to block its passage. Initially, the BJP was adamant in taking suggestion of the Congress to cap tax at 18% and removing one percent additional tax. Ironically, the man who was instrumental in blocking the GST for three years, when UPA had got most on board was then chief minister of Gujarat and present prime minister Narendra Modi, whose party has done a 360 degree turn and worked overtime to have the bill passed. Things have changed and power definitely changes ideologies. However, the issue is not about politics but economics. The GST will definitely simplify trade when sellers charge only on single tax throughout India. This will rid sellers and buyers of having to deal with innumerable number of taxes imposed in several states. With GST, it is anticipated that the tax base will be comprehensive, as virtually all goods and services will be taxable, with minimum exemptions. GST will be a game changing reform for Indian economy by developing a common Indian market and reducing the cascading effect of tax on the cost of goods and services. It will impact the Tax Structure, Tax Incidence, Tax Computation, Tax Payment, Compliance, Credit Utilization and Reporting leading to a complete overhaul of the current indirect tax system. GST will have a far reaching impact on almost all the aspects of the business operations in the country, for instance, pricing of products and services; supply chain optimization; IT, accounting and tax compliance systems. The promises from having a single tax regime is definitely most alluring as it will also help simplify financial management. The excitement over GST will be over when the reality bites consumers when they find that prices have risen. Also GST in other countries, has been blamed for pushing inflation upwards. All in all, the concept of a single tax regime is welcome at least till then.

His life was an absolute failure from every standpoint except God’s. But what seemed to be failure from man’s standpoint was a triumph from God’s standpoint, because God’s purpose is never the same as man’s purpose. This bewildering call of God comes into our lives as well. The call of God can never be understood absolutely or explained externally; it is a call that can only be perceived and understood internally by our true innernature. The call of God is like the call of the sea— no one hears it except the person who has the nature of the sea in him. What God calls us to cannot be definitely stated, because His call is simply to be His friend to accomplish His own purposes. Our real test is in truly believing that God knows what He desires. The things that happen do not happen by chance— they happen entirely by the decree of God. God is sovereignly working out His own purposes. If we are in fellowship and oneness with God and recognize that He is taking us into His purposes, then we will no longer strive to find out what His purposes are. As we grow in the Christian life, it becomes simpler to us, because we are less inclined to say, “I wonder why God allowed this or that?” And we begin to see that the compelling purpose of God lies behind everything in life, and that God is divinely shaping us into oneness with that purpose. A Christian is someone who trusts in the knowledge and the wisdom of God, not in his own abilities. If we have a purpose of our own, it destroys the simplicity and the calm, relaxed pace which should be characteristic of the children of God.

Towards a collective responsibility W L essons of life can be learnt standing at common daily market places where lesser people go and at the main traffic junction points in town where one will definitely see how VIPs and the richer folks deal with traffic jam. One cannot but notice a recurring scene of a poor mother desperately trying to make ends meet by haggling with an equally harassed poor vendor for a quarter kilogram of vegetable to try and save a rupee for another difficult day before her. One will also not fail to notice VIP convoy flagrantly breaking all traffic regulation in an already traffic jammed streets being helplessly watched by our own traffic police as VIPs cause further jam. Damned be price escalation that the poor can’t cope with! Damned be the rule of law! That in short is the despairing distance that Nagas have travelled these past few decades after Statehood. The gulf between the ‘haves’ and ‘have nots’ have noticeably widened...and is growing wider every passing day. Why is this happening in the first place? Take an overview.... As never before, Rev. Dr. Keyho, the General Secretary, NBCC, has displayed a remarkable moral courage to publically admit the failure of NBCC as an organisation that he represents. Given the background of our desperate undisciplined moral degradation, it is comparable to Neil Armstrong stepping on the surface of the Moon on 20th July 1969 and declaring “one small step for man and a giant leap for mankind”. This is the first small step of honest realisation that should enable the Nagas to take a giant leap to repaint our deplorable moral canvas. Rather than switch to a counterproductive mode of ‘figure pointing’ exercise, the important message from his admission must lead all Christians to forthrightly admit with humility that we, as the congregation of that same Church establishment that he is talking about, have failed to uphold the Christian moral values in our routine lives. Instead of blaming NBCC for the downfall of our entire community therefore, we need to pick up the challenge as a collective responsibility not only to support NBCC to get its act together but do everything else we can to make things better for ourselves and for our children. With this common resolve in mind we need to spend quality time to try and understand the nucleus source causing our present predicament. The core issues lie within the subject of ‘clean election’ which are as complex as it is vicious. Amongst other destabilising factors, “selling our votes” during election must
be rated as the epic centre of downfall of our Naga community. Without a doubt, this one glaring irresponsible act of indiscretion in exercise of our democratic franchise is leading the Nagas towards a dangerous precipice. Take a reality check: The universal rule of transaction is that when a commodity is purchased, the purchaser is empowered to do what he/ she pleases with that commodity. Similarly, when a candidate buys our votes (i.e our rights) and wins the election, he gets empowered to do as he pleases with what he has bought. The level of our ignorance begin when we start complaining about wanting good roads, good uninterrupted power supply, good schools, good healthcare services, good governance and good everything after having sold our rights! Our voters must clearly be made to understand that the right to complain or demand anything was sold during the election! Now take a look at the serious impact “vote selling” causes on the other side of the fence: The “Candidates” are political animals selling all their sellable properties/assets, take desperate Naga loans @10% interest rate per month and go further mortgaging even the very houses where their wives and children live... just so as to buy our votes to win their election. The State election is the great-grandfather of all gambling! Now, if you were in the Candidate’s shoes...would you not be prepared to adopt desperate legal or illegal measures to recuperate your astronomical election expenses running into Rs. 20-30-40 crores to repay the deadly Naga loans that escalate at 10% interest rate per month and try retrieve all your mortgaged properties? There isn’t a human being on earth, including the best of Christians, who would forego the election expenses as a ‘social service’. Our so-called ‘elected’ leaders who actually ‘purchase’ their leaderships therefore, naturally have no concerned priority for real development. Where is the time for them to first make up their election losses and thereafter continue to seek for more money for the next round of election? Good governance can never be a subject of their concern because they in fact are the ones busy perpetuating bad governance...but the bottom-line question is: can we blame them alone? This in a nut shell is the sum total picture of a vicious cycle that is spreading the contagious virus of corruption in our State. We need to create serious awareness and let our voters know that Nagas are trying to go forward in a back gear. Now, the Church is the only NGO that has a presence in every village in Nagaland without exception. This ex-
clusive advantage along with the moral value issue involved relevantly places the Church to take the ‘lead campaigner’ responsibility. The Church Leaders ought to clearly be able to distinguish the difference between politics and religion by now. Their responsibility does not lie in taking sides for any political party but to present the subject purely from a moral and ethical perspective to the ‘Christian’ voting population...the need to be honest before God in upholding our individual democratic responsibility rather than lock up God during the election as is the present reality. Taking stock of our strength must become a paramount consideration to confront this cancer with a commitment. Correct me if I am wrong but the hierarchical structure of the Church throws up a picture of NBCC only being a figurehead organization without teeth. The Executive Secretaries and the Pastors of all the Tribal Missions should normally be seen as the pivotal platform to pick up this challenge as ‘lead campaigners’ within their respective Tribes. However, the real powerhouse behind the screen rests with the Executive Committee Members (ECM) of all the Missions who ultimately make all the policy decisions of their respective Churches. It is the ECMs who need to be sensitised on the subject so that they can further empower their Executive Secretaries to take the message to the grassroots level through their respective Pastors in every village. Notwithstanding its figurehead status, NBCC as the dominant organization should take the lead responsibility of at least coordinating all Denominational Heads of Churches to brainstorm this vexed issue and chart out a common action plan. Most of all, the Pastors are the Most Important People as our last bastion of communication with our rural masses and therefore need to be given crash awareness course in this subject to enable them to carry out their responsibility with knowledgeable confidence and commitment. 2018 may seem far away but consider the mountain we have to climb to convince the already contaminated, slow-learning voting population of their democratic responsibility. Time is therefore of essence and the need to wake... urgent. NBCC should open its doors and windows and allow healthy cross ventilation of ideas to take place between the mission workers and the congregation they serve and allow God to really bless the Nagas. Naga political movement was for complete independence

he central objective of Naga political movement was for complete Independence. This was how the Naga people boldly declared Naga Independence on 14th August 1947 and there can be no two or three Independence for a Nation. I appreciated the democratic principle of the NNC who believed on non- violence but not parted away from original stand for Naga Independence. For almost 69 years, the GoI refused to acknowledge the Sovereign existence of the Naga Nation. So many Nations came into being without shedding a single drop of blood and become the members
of International families, the latest being East Timor and South- Sudan but the Naga Nation still remain under the force invasion of India. Hope, the GoI will respect the undefeated history of the Naga Nation. There are dozens of Naga political groups but all are for Naga Independence. The Nagas are not lost people as long as the Naga political movement is concerned which was openly displayed to India as well as World during the funeral service of our great leader late. Isak Swu chairman NSCN (IM) that we are one in common issue. We all must stand up for our just cause but never to betray our glorious
past history. The NSCN/ GPRN – Reformation may be youngest among other Naga Political Groups ( NPGs) , yet it vowed to stand by the history on the formula of last man standing. We have no problem with any NPGs but seek to formulate any policy collectively with any group who chooses to stand by 1951 Plebiscite. After its formation, the NSCN- Reformation entered into formal Cease Fire with GoI in April 2015, because ceasefire was prerequisite for talk and final solution although Indian security forces violated human rights and killed Naga Army in Naga areas both in Arunachal
Foot hill road issue: Rengma Hoho appeals to Sumi Hoho
To, The President, Sumi Hoho Headquarter: Zunheboto Sub: Request for intervention to sustain Naga Peoples Project of Foot Hill Road as per the Fight Alignment and the DPR Prepared by the Department of PWD(R & B) which passes through Rengmapani. Sir,
With reference to the subject cited above, the Rengma Hoho would like to request your good office to prevail upon Hovukhu Village which had derailed the original alignment of the Government of Nagaland, Department of PWD of the Nagaland Foot Hill Road Project which was also approved by the NFHRCC (Annexure - 1). As you are aware that the Foot Hill Road Project is considered as “Naga peoples Project” headed by 10 boarder Tribes whereby all ten tribe’s representatives in the NFHRCC have played vital roles for its accomplishment. It is unfortunate that a Sumi Village called Hovukhu stood in the way of its progress despite sincere appeals from NFHRCC for cooperation. In the words of Supu Jamir, the Convener of NFHRCC, “maximum time and energy” was wasted without meeting a desired goal with regards to Niuland-Rengmapani sector. He stated, “the concerned Department PWD (R & B) Dimapur Division brought out two options before the Committee and ultimately the Committee opted for Rengmapani to old Ralan via Hovukhu (Annexure -3). But the same was blatantly rejected by the Hovukhu Village. Therefore the Committee promptly referred the matter to Western Sumi Hoho to appease Hovukhu Village but the effort advanced did not hit the target. Under the circumstances…….Emergency meeting was convened on 22-04-2016 and finally resolved to invite both Hovukhu Village and Western Sumi Hoho on 25-04-2016……However, Western Sumi Hoho didn’t turn up in the said meeting for the reasons best known to them” (Annexure-2). Therefore the NFHRCC requested the Rengma Hoho to understand the position. From the above, we understand that the eight options mentioned earlier is the accepted aspiration of the Nagas, and while Hovukhu Village may have genuine reason for opting other than the original alignment and by passing Rengmapani, for the sake of “Historic Mission” and the “Naga Peoples Project,” the Sumi Hoho as an apex body is requested to prevail over the instance of Hovukhu Village to tow the original alignment and as per the Project report of the Department of PWD (R & B), Dimapur Division which was submitted to the Chief Engineer’s Office, Kohima (Annexure- 4 ). A young mind
e can’t deny the fact that the Nagas are in the process of its own self-destruction. Both social and political organisations are equally to be blame for this. Our churches failed us, our unions and our federations failed us, the chaos and disunity among the Nagas is also largely due to the mindless activities of various leaders who are playing divisive game and busy finding ways to benefit themselves at different platforms in this crucial period for the Nagas. All the so-called ‘leaders’ working at different departments, unions and organisation are responsible for the pitiable state of our society. We need no angels to bring the change that we want, a peaceful society living in a peaceful Land. We just need people who can stand for the truth. Also included in the destr uctive system is the laymen,we as responsible citizens failed to do our part in strengthening the brotherhood among us, divided by tribalism, greed and jealousy.It’s a tragedy that we are so much broken internally now. It’s a tragedy that those people who are chosen to represent the aspiration of the mass are found in the limbo of this forcefully-created state government politics, leaving their primary objective of uniting our people and bringing a peaceful-acceptable political settlement between India and Nagaland at the earliest. Sadly we the Nagas have been fighting the wrong fight for far too long. The fight should not be between us. It is time that we wake up and see what we have become, we are very far away from the foundation of the house that our ancestors laid down for us. It is time we come back together, honour their sacrifices and take up the responsibility of finishing what they have started. In the midst of all these chaos, sufferings, failures and disappointments, amidst the darkness that is circling The Naga World, there are still some people, some Nagas, some truthful and God fearing people who are working tirelessly for the welfare of the whole Nagas. There are still some people who sincerely hope for a better Nagaland and they are the one upholding the legacy of what one truly is, as a Naga. It strengthen the Patriotic feeling in one’s self knowing that there are people among us who are more than capable to braved the storm that is ahead of us. Those people are our Leaders! But then, No human being is ever too strong to live without inspiration. Let us give our support to such True-leaders. Andlet us do our part as common man in cleaning up the dirt that is filling our Land. Do what is right and correct the things that needs and can to be corrected, support the truth and stand for the truth. It is as
simple as that. For as long as we fight for the truth and work towards it, I firmly believe that justice will be serve to us by the living God ultimately, at His own right time. The land that we tread upon today is smeared with the blood of our ancestors who were slayed and murdered in cold blood by the cruel Army of a highly proclaimed democratic nation, a nation who is also one of the founding members of the UNO, the protector ofhuman rights. We the Nagas need not be hypocrites to such a degree, we need not copy the method in which those perpetrators murdered our people without any guilt and we need not repay them by following the strategy in which they terrorized us. The silent war in our land has already taken too many a soul and it has to stop completely and immediately. Today, this generation, we are living in the quote ‘The pen is mightier than the sword’ and this has been never truer than now. Ifwe are able to look beyond our internal differences in an amicably way for the greater purpose and uphold one united Naga spirit, we will get justice. The Indian govt. need to realize the weight of this Indo-Naga political issue, that in which both sides have sacrificed enough for a worthy solutionand the quest of the Nagasis just. An early settlement is of outmost importance for both parties so as to have a peaceful relationship between the two Nations when the birth right of the Nagas is given back to them. Yet trust, peace and mutual respect between the two sides certainly must have been out of the agreement that was singed between the NSCNIM and the Indian govt. on 3rd of August 2015. Does the Democratic govt. of India recognised the ‘uniqueness’ of the Nagas, so much so as to put the Naga-land under the ‘Disturb Area Act’, still? What does that mean? Are the Nagas invading India? Arethe Nagas disturbing the Indians in their territory? This AFSPA is evil! No justification can done for crimes commited under such an act. No society deserve such an act where an army personal can kill someone on mere suspicion. We don’t deserve a law where the innocent citizens can be search and be arrested without a warrant.India should put an end to this universal human right violation immediately. We don’t want to live in fear, not knowing whenwe will be murdered as a suspicious victim. Give us back what is ours and leave us in peace. Let us mind our own business. Naga nation and the will of God
(From previous issue) As long as the Nagas exist on earth, our beloved and most honoured (L) Isak Chishi Swu, a man of God and Yaruiwo of the Government of the Peoples Republic of Nagalim (GPRN) will always be fondly remembered. The tallest Naga statesman and a Naga nationalist leader, Asu Isak gave his life and everything in it for the whole Nagas irrespective of artificial boundaries and the Naga nation in South Asia which our beloved uncle (L) A.Z. Phizo once founded. The creation of the present state of Nagaland in 1963 has advantages and disadvantages as well. At the worst, it created sharp political polarisation among the Nagas apart from tribalism, regionalism or localism. The -ism of Nagas from Nagaland and those of outside Nagaland in one hand and Indian Nagas and Myanmarese Nagas on the other hand as planted and designed by the then adversaries is time and again haunting against the spirit of Naga unity and brotherhood. Uncle Isak’s life has clearly manifested how he fought his best to neutralize this -ism and polarisation trend that he knew to be a great threat and barrier in the Naga national struggle. (L) Isak Chishi Swu had his best intelligence and brilliance of mind wholly guided by God’s wisdom in having conquered against all these odds and circumstances that divide the Nagas on nar-
row artificial boundaries and barriers implanted by the enemies. He knew crystal clear that the establishment of a Naga National Authority (entity) is the only way to Naga solution in fulfilling the will of God and the aspiration of the Naga people. He, therefore, against all odds steadfastly stood his ground along with all Naga people who believe in it, no matter where they come from. This is the reason why he has conquered the hearts of every Naga citizen and many friends & foes beyond the border. It is said, “Sumi brethren by nature are true to the spirit of friendship in all given weathers”. Muivah, Hon’ble Ato Kilonser is right when he last bid a tearful farewell to his most beloved friend and a comrade-in-arms exclaiming, “How can we afford to part with a man like Isak!” The overwhelming pouring of love and honour during the 7-day State mourning of the Naga nation and the standard of formalities displayed therein have surely conveyed a clear message to the world that Nagas are true to their words. May his soul rest in peace with the Lord and may the good Lord continue to comfort and bless the bereaved family
members. The August 3/15 Framework Agreement which (L) Isak Chishi Swu, the then NSCN (IM) Chairman fondly executed may have far reaching positive impact in establishing a new Indo-Naga relation if it is worked out in the right perspective. The sharing of sovereign powers between the Nagas and India as two equal co-ordinate entities appears to be one of the main political menus of the Framework Agreement. The relevant issue herein is the instrument (constitution) of sharing sovereignty. India has her own constitutional mandate in acquiring extraterritorial administrative jurisdiction of other territory including the Naga territory by arriving an Agreement. Does the constitution of the Nagas (Naga Yehzabo) have any mandatory provision to
allow acquisition or sharing of her sovereign powers with India? Working out the lists of sovereign competencies for sharing with India is very much within the scope and under the process of negotiation. However, it may kindly be noted that the political authority or sanction to allow the Nagas to share some of their sovereign powers with India or any other country for that matter is to be either derived from the Naga Yehzabo (constitution) itself or from a referendum verdict of the Naga people. Hope, the negotiating party has already taken necessary measures in this regard or it may do so when it deems fit for necessary amendment of the Naga Yehzabo to incorporate a relevant provision thereto. S Arabia sets up crisis management to resolve Indians’ woes NEW DELHI, AUG 5 (PTI): Saudi Arabia has set up a crisis management group to address difficulties being faced by thousands of laid-off Indian workers while a separate panel has been appointed to look into their claims relating to unpaid wages. The “humanitarian issue” is being handled with “utmost care” and consideration by the Saudi Government which conveyed to India that it has speeded up the exit of workers who wish to return home, External Affairs Ministry Spokesperson Vikas Swarup said. He said a little more time will be required to have full clarity on how many Indians want to come home and how many would like to remain in Saudi Arabia to pursue employment with other companies etc. Swarup categorised the problems being faced by Indian workers into four segments such as wage claims, relocation, repatriation and conditions of the Indians living in various labour camps. Minister of State for External Affairs V K Singh had travelled to Saudi Arabia on Wednesday and held extensive talks with Saudi Labour Minister Mufrej Al Haqbani who promised urgent action to resolve the problems of around 7,000 Indians. “Earlier, in accordance to Saudi Arabian law, individual complaints used to go to labour courts. Now, the Kingdom of Saudi Arabia’s Ministry of labour has set up a committee to look into the claims of the workers. “A Crisis Management Goroup has also been set up by the Ministry
of Labour to settle all issues related to Indian workers,” Swarup said adding the Ministry of labour will now appoint a lawyer and we will know the exact procedure regarding this in the next 2-3 days. On the issue of repatriation of the Indians, he said Saudi government has conveyed to India that they will make necessary arrangements for those who want to return to India. The workers who want to leave Saudi Arabia can authorise the Indian consulate in Jeddah to follow up on their cases in labour courts and proceed on exit. “Our Consulate has already given the list of workers willing to come back to India and those seeking transfer to Saudi authorities. As you can see, due to our excellent relationship with Saudi Arabia and efforts made at the highest level, things are in control and this humanitarian issue is being handled with utmost care and consideration,” said Swarup. The Saudi government also agreed to allow transfer of Indian employees, who have lost their jobs, to any other company within Saudi Arabia. As per Saudi Arabia’s kafala system, which is applicable to foreign workers, employees are not allowed to move to a new job without approval of their bosses. The rules also restricts foreign workers to leave the country without NoC by the employers. “The Saudi authorities have conveyed that they are willing to renew resident permits and labour cards to the Indian workers without any fines or fees. “Workers who are willing to be
transferred to other employers would be transferred without payment of fee or charge and without needing the consent of the current employer. Workers who wish to transfer their services can request the Ministry of Labour for grant of a 3 month temporary resident permit cum labour card,” said Swarup. He said many companies, including some Indian construction firms are interested in taking the services of the retrenched workers. “Such a development will be a win-win for all.” The MEA spokesperson further said, “We are giving attention to the issue off Indian workers in Saudi Arabia the highest consideration possible.” On food crisis hitting workers staying in labour camps, Swarup said the Saudi authorities have taken responsibility of providing food to them. He said Singh had pointed to Saudi authorities that care should be taken regarding the conditions in which the workers are living in, with special focus on their health and cleanliness. “The Director General of the Ministry of Labour and social development met with our Consul General in Jeddah and assured him that Saudi Government has instructed concerned authorities to maintain cleanliness, provide electricity, water supply and medical facilities at the camps in which Indians are staying,” the MEA spokesperson said. Asked about denial of diplomatic passport to a Kerala minister who wanted to visit Saudi Arabia to meet those languishing in labour camps, Swarup said there seemed to be a misunderstanding on the issue.

N E W D E L H I , AU G 5 (PTI): JNU teachers Friday observed a day-long strike against suspension of a varsity professor on charges of financial irregularities. “The decision of the Vice Chancellor to suspend a faculty member and to initiate disciplinary proceedings was wholly unjustified and disproportionate response to the matter at hand. It can only be understood as a move motivated by the sole purpose of intimidating the teachers,” a member of the JNU Teachers Association (JNUTA) alleged. Agnihotri, a professor at JNU’s Centre of Languages and Vice President of JNU Teachers Association (JNUTA), was last week suspended by the university following complaints that he claimed LTC and medical reimbursements of over Rs 50,000 for his parents by submitting false certificates. The university has also ordered an inquiry against him. According to JNUTA, there have been several other decisions by the administration in the recent past that are an attack on “autonomy” of the varsity and “regressive” in nature.
H Y D E R A BA D, AU G 5 (PTI): State Minorities Commission for Telangana and Andhra Pradesh is set to unleash an awareness campaign against ISIS by getting on board Imams of a large number of mosques across the two states to thwart the attempts of the terror group to lure youths. The Commission will tomorrow hold a seminar, awareness programme and interactive session on “ISIS - Interpreting reality”, which would be attended among others by Imams of nearly 300 mosques from the two states, its Chairman Abid Rasool Khan said. “These guys (Imams) are going to listen to all this (speeches by security and legal experts and religious scholars on perils of ISIS) and they will say the same thing next Friday (Friday prayers) in mosques. So, that way we want to spread word throughout the states,” Khan told PTI here. At the event, they would discuss ways to wean away people from the violent and ultra conservative ideology of the terror group, and educate youth about serious repercussions of getting involved in its activities through social media.
Among the speakers would be a security expert on radicalisation, a scholar who has written a book on ISIS and an adviser to multi-national companies on cyber threat. Deputy Chief Ministers of Telangana and Andhra Pradesh, Mohammed Mahmood Ali and K E Krishnamurty, respectively, and Telangana Home Minister Nayini Narasimha Reddy would also speak at the event. “Muslim speakers would be speaking with reference to Quran...and how ISIS...jihad how they are trying to entice. They (Muslim scholars) are trying to break the myth,” he said. Nearly 100 principals of colleges where Muslim students are studying and 100-200 “concerned parents” would also be among the attendees. “Realising the serious threat of such terror groups to radicalise the youth, the Commission attempts to create awareness and provide solutions,” Khan said. The Minority Commissions of West Bengal, Maharashtra and Karnataka have approached Khan seeking help for organising programmes as the one taking place here tomorrow.

T H I R U VA N A N T H A P U R A M , AU G 5 (PTI): The central government has denied a diplomatic passport to a Kerala Minister, deputed to visit Saudi Arabia for assessing the situation of Keralites who have lost jobs and are languishing in labour camps, putting a question mark over his visit. “We got intimation a short while ago that the diplomatic passport has been denied,” Local Self Development Minister K T Jaleel, who is scheduled to visit Saudi Arabia, told reporters here tonight. Jaleel had earlier in the day said they have applied for the diplomatic passport and he expected they would be able to leave tomorrow. He had been deputed by the state government for

NEW DELHI, AUG 5 (PTI): Prime Minister Narendra Modi will kick off a 15-day exercise to mark the nation’s 70th year of Independence by visiting revolutionary leader Chandrashekhar Azad’s birth place in Madhya Pradesh with the government lining up a number of events, including a week-long cultural events at Rajpath, for the occasion. Among the events planned by the government and BJP are programmes by noted singers Asha Bhosle and Kumar Sanu in border areas, including Jammu and Kashmir, and visits by its nine women ministers to tie ‘Rakhi’ to defence personnel in these regions. While Modi will attend an event on August 9, the Quit India day, at Bhabhra in the tribal-dominated Alirajpur district in Madhya Pradesh, where Azad was born, Union Minister M Venkaiah Naidu will go to Mumbai to preside over an event in August Kranti Maidan from where Mahatma Gandhi has launched Quit India movement in 1942. Most other events, including the trip of 75 Union ministers to two places each and which are associated with the freedom movement and fighters, will occur after August 12, when the Monsoon session is scheduled to end, a Union minister said. Defence Minister Manohar Parrikar will be visiting Port Blair, where hundreds of freedom fighters were imprisoned and many of them died, to pay them tributes. The Culture Ministry has been tasked with holding of various events for six to seven days on Rajpath. A special song for the occasion will also be released. A group of ministers, set up informally and headed by Naidu, has been coordinating with various ministries to make the exercise a success. BJP will also use the occasion to highlight the Modi government’s schemes aimed at the poor and weaker sections. The kith and kin of martyrs, freedom fighters and ex-servicemen, especially those conferred with gallantry awards, will also be felicitated, by the ministers and party leaders.

Rupani, who represents Rajkot West seat, joined Jan Sangh in 1971 and has been associated with BJP since its formation. He currently holds Transport, Water Supply, Labour and Employment portfolios. Rupani’s candidature is being seen as a way to pre-empt any conflict between the Dalit and Patidar communities, the latter on warpath with the hovernment over its demand for reservation on par with the OBCs. He is being assigned the task of leading the BJP in the high stake assembly polls as the party is struggling to retain its political base and lacking in leaders who have the charisma of Narendra Modi, who had a tight hold on its affairs as Chief Minister before moving to the Centre. The BJP, which has been on a winning spree for over last two decades, seems to have sensed a political setback in continuation of Anandiben, who took charge in 2014 as successor to her high-profile predecessor. Nitin Patel, seen as the front runner for the top slot after Anandiben offered to resign, was made deputy Chief Minister. It is for the first time that Gujarat will have a deputy chief minister. Sensex zooms 364 pts, Nifty tops 8,600 on BoE stimulus push Mumbai, Aug 5 (PTI): In sync with strong global stocks after the Bank of England announced a rate cut and fresh stimulus, the Sensex rallied 364 points to close above 28,000, helped by auto and oil and gas. For the week, both indices -- the Sensex and the Nifty -- rose 26.49 points, or 0.09 per cent, and 44.65 points, or 0.51 per cent, respectively. Trading in the green throughout the day, the benchmark BSE Sensex added 363.98 points, or 1.31 per cent, to end at 28,078.35 after shuttling between 28,110.37 and 27,795.74. It had gained 16.86 points in yesterday’s choppy
session. This is the biggest singlesession gain since July 11 when it had gained 499.79 points. Investor sentiment got a shot in the arm after the longpending indirect tax reform Goods and Services Tax (GST) Constitutional Amendment Bill was passed by the Rajya Sabha on Wednesday and is likely to be tabled in the Lok Sabha on August 8. Meanwhile, Moody’s Investors Service yesterday said the GST implementation will be positive for the country’s economic growth without any significant impact on inflation. The broader NSE Nifty

Robust FII inflows into the equities and debt predominantly supported the domestic currency to sustain its momentum for the second consecutive day. Foreign portfolio investors (FPIs) bought shares worth a net Rs 435.65 crore today, as per provisional data from the stock exchanges. NEW DELHI, Aug 5 (PTI): Hyundai Motor India Ltd on Friday announced that it will increase prices by up to Rs 20,000 across models from August 16 to offset rising input costs and impact of rupee depreciation. "The rupee depreciation and the increase in input costs have impacted our overall cost. We have been absorbing most of the cost. Now, we have been compelled to increase prices," Hyundai Motor India Ltd (HMIL) Senior Vice-President (sales & marketing) Rakesh Srivastava said. The increase in prices will range from Rs 3,000 to Rs 20,000 across models, he said, adding that "we are currently working out the details". HMIL sells a range of vehicles, starting from entrylevel small car Eon to premium SUV Santa Fe, which are priced between Rs 3.25 lakh and Rs 31.75 lakh (ex-showroom Delhi). The company's announcement comes days after the country's largest carmaker Maruti Suzuki India (MSI) hiked prices of its various models by up to Rs 20,000. MSI had increased the price of its compact SUV Vitara Brezza by Rs 20,000 and that of its premium hatchback Baleno by Rs 10,000. On a select range, the price hike was between Rs 1,500 and Rs 5,000.

Dehradun, Aug 5 (PTI): Uttarakhand has emerged as the top state in the country in terms of growth in the industry and service sectors in the last ten years, says an Assocham study. The study which covers a period of ten years from 200405 to 2014-15 said Uttarakhand has emerged at the top by clocking the highest compounded annual growth rate (CAGR) of 16.5 per cent and 12.3 per cent in industry and services sectors during the period among states across India. Announcing this at the Black Hat cyber-security conference in Las Vegas, Apple’s Head of Security Engineering and Architecture, Ivan Krstic, said the programme will offer cash rewards for working exploits that target the latest version of iOS or the most recent generation of hardware, Tech Crunch reported. New Delhi, Aug 5 (PTI): Recovery of bad loans is on the top of the government’s agenda before going ahead with the consolidation of public sector lenders, Banks Board Bureau chairman Vinod Rai said. “Recovery is absolutely on top of the agenda so that the lending process can start again. Just now banks are engaged in resolution of their stressed assets. So what we are proposing to do is to resolve that (bad loans issues) quickly first because we do not want to saddle banks with greater issues,” Rai told reporters on the sidelines of 22nd Lalit Doshi memorial lecture. The gross non performing assets of scheduled commercial banks rose to 7.6 percent in March 2016 from 5.1 percent in September 2015. The consolidation of banks is not a small issue and it requires a huge amount of human resources, Rai said. Government has said that it would push for consolidation of public sector banks once they are recapitalised and strengthened. It has given

New Delhi, Aug 5 (PTI): Faced with the ‘tax collection at source’ clause of GST, e-commerce companies on Thursday said the provision could act as a major stumbling block to growth of the “marketplace” model and spell trouble for working capital of small vendors. E-commerce players will be required to deduct a certain percentage of the amount paid to the seller by the consumer for goods and/or services purchased by them through the platform, as tax collection at source (TCS). The sellers can get this adjusted against their final tax liability. However, small business owners, who usually operate with thin margins, may face working capital crunch due to this system, discouraging them from operating through these online platforms, said analysts. They added that maintaining details of such tax deducted for each month and for each supplier would be a mammoth task for players like Flipkart, Amazon and Snapdeal that have thousands of merchants on their platform. Snapdeal co-founder and CEO Kunal Bahl said the issue needs to be “re-examined” and that “letter and spirit of the GST reforms need to be reflected in the implementation so that the current maze of compliance requirements is not unwittingly replaced with another set of fresh hurdles”. Terming the the provision as “discriminatory”, industry body Nasscom said it can potentially render such e-commerce marketplace “unviable”. “This is likely to negate the beneficial impact of ecommerce on lakhs of small businesses in the countr y by compelling them to seek refunds compounding their working capital problems,” it added.

New Delhi, Aug 5 (PTI): Moving towards a new regime, the government today notified 4 per cent inflation target for the next five years, based on which the new interest rate setting panel would take its monetary policy decisions going forward. The move, which provides for a margin of plus or minus 2 per cent in this target thus fixing the upper tolerance level at 6 per cent till 2021, is being seen as government putting the seal on outgoing RBI Governor Raghuram Rajan’s inflation- first model of monetary policy. “Fixation of an inflation target while giving due emphasis to the objective of growth and challenges of an increasingly complex economy, is an important monetary policy reform with necessary statutory back-up,” a Finance Ministry statement said. In accordance with a monetary policy framework agreement it had entered into with the Reserve Bank in February last year, government notified consumer price inflation target of 4 per cent for the next five years, with an upper tolerance level of 6 per cent and lower tolerance limit of 2 per cent. “In view of the powers conferred by Section 45ZA of the RBI Act 1934, the central government, in consultation with the Bank, hereby notifies the inflation target beginning

Pak searches for crashed chopper’s crew Islamabad, Aug 5 (PTI): Pakistan today sought help from the US and Afghan government to ensure safe return of the crew of a Pakistani helicopter that crash-landed in a lawless region of Afghanistan and is being held by the Taliban. An MI-17 helicopter owned by Punjab provincial government was on its way to Russia for routine maintenance when it was forced to make crash-landing yesterday in Logar, a province with large areas under Taliban control. Pakistan army spokesman said that army chief General Raheel Sharif called NATO and US forces top commander in Afghanistan General John Nicholson and Afghan President Ashraf

tactics that we’ve seen before, an even greater emphasis on encouraging high profile terrorist attacks, including in the United States,” he added. “We continue to take out senior ISIL leaders and commanders. This includes ISIL’s deputy minister of war, Basim Muhammad al-Bajari, the top commander in Mosul Hatim Talib al-Hamduni and in yet another significant loss for ISIL is minister of war, Umar al-Shishani. None of ISIL’s leaders are safe and we are going to keep going after them,” Obama said. Hindu priest murderer killed in Bangladesh’ Dhaka, Aug 5 (PTI): An Islamist extremist, accused of murdering a Hindu priest earlier this year and carrying a deadly attack on Bangladesh’s biggest Eid gathering, was killed in a ‘gun fight’ when terrorists attacked a police van transporting him, police said today. Shafiul Islam, 22, was being driven to a police station yesterday when the Rapid Action Battalion (RAB) vehicle was attacked by terrorists. A second person, who was an associate of Shafiul and was among those who attacked the RAB convoy, was also killed in the attack. Shafiul, suspect in the Sholakia Eid congregation attack in Kishoreganj being held by law enforcers on Eid day. RAB personnel had detained Shafiul with a bullet wound right after the attack. He was one of the three motorcycleborne assailants who killed priest Jagneshwar Roy, 50, with sharp weapons in the early hours of February 21, Daily Star reported. Roy headed the Santo Gaurio temple at Panchagarh’s Debiganj. A RAB official said Shafiul had been undergoing treatment at Mymensingh Medical College Hospital (MMCH) under RAB custody since he was arrested. After doctors discharged him yesterday, he was being taken to Kishoreganj to be handed over to the police, he said. Three security personnel were also injured in the clashes and two motorcycles, arms and bullets were recovered from the spot.
Pakistan requests MSF to intervene in Kashmir

Advisor to the Prime Minister on Foreign Affairs Sartaj Aziz wrote a letter to MSF chief highlighting the emergency health situation in Kashmir, Foreign Office spokesman said in a statement. Peshawar, Aug 5 (PTI): A 31-year-old Indian prisoner, convicted by a military court this year for possessing a fake Pakistani identity card, was attacked twice by inmates in a Peshawar jail during the last two months, his lawyer has said. Hamid Nehal Ansari, a Mumbai resident arrested in 2012 for illegally entering Pakistan from Afghanistan reportedly to meet a girl he had befriended online, suffered injuries after he was attacked by inmates in the Peshawar Central Prison. Ansari’s lawyer Qazi Mohammad Anwar told a Peshawar High Court bench yesterday that his client had been kept in a death cell with a hardened criminal awaiting execution for a murder. Superintendent of the prison Masoodur Rehman confirmed the incidents but insisted they’re of minor nature and that such incidents did happen in prisons, the Dawn reported today. Rehman also told the bench that Ansari, who was serving three years jail term, had been kept in the death cell. “He (Ansari) can’t be kept in a normal barrack along with other prisoners for the sake of his security,” he said. Ansari’s lawyer said the jail superintendent should give an undertaking to the court that attacks won’t happen against his client in future. The superintendent, however, said he couldn’t give a written guarantee in that regard, the paper said.

Washington, Aug 5 (PTI): Terming the Republican presidential nominee Donald Trump’s claim that the upcoming elections are going to be rigged as “ridiculous”, US President Barack Obama has assured to preserve the integrity of the voting process. “I don’t even really know where to start on answering this question. Of course the elections will not be rigged. What does that mean? The federal government doesn’t run the election process, it is states, cities and communities all across the country. They are the ones who set up the voting systems and voting booths,” Obama said during a news conference yesterday when asked about Trump’s allegations. “And if Mr Trump is suggesting that there is a conspiracy theory that is being propagated across the country, including in places like Texas, where typically it is not Democrats who are in charge of voting booths. That is ridiculous,” he said. Trump’s allegations does not make any sense and I don’t think anybody would take that seriously, he added. “We do take seriously, as we always do, our responsibility to monitor and preserve the integrity of the voting process. If we see signs that a voting machine or system is more vulnerable to hacking, then we inform those local authorities who are running the elections that they need to be careful,” Obama said. “If we see jurisdictions that are violating federal laws in terms of equal access and

Says a source working on the project, “As per the original plan, Shraddha was given two songs. However, another song was suddenly added. It is sung by her and also features her. The production team didn’t get much time to prepare for the shoot since it was a last-minute decision.” According to some reports, after separating from his celeb hairstylist and wife of 15 years, Adhuna Bhabani, there were reports that Farhan was seen having a fun time with Shraddha at the success bash of her last film, Baaghi, which released in May. Adds the source, “Shraddha decided to sing all her songs after Farhan convinced her. avid Bowie’s Blackstar and A Moon Shaped Pool by Radiohead are on the shortlist for the 2016 Mercury Prize. Organisers today named the 12 acts in the running for the top prize at the 25th annual Mercury awards ceremony, with Bat For Lashes and The 1975 among the other nominees. Bowie released Blackstar – his 25th album – on his 69th birthday this year. He died two days later, on January 10, of liver cancer which he kept secret from everyone but his family and closest friends.
Producer Tony Visconti described the record as Bowie’s “parting gift” to his fans. Radiohead’s ninth album, A Moon Shaped Pool, was released on May 8. The Mercury Prize judging panel say: “This is music to make sense of our unsettling times - heartfelt, angry, thoughtful and thrilling. Despite boasting of the largest film industries in the world, India has a pitifully low count of films that are adapted from books. A new initiative to be introduced at this year’s Jio MAMI Mumbai Film Festival, which will take place from October 20-27, is all set to change that. This year, a new marketplace is being set up to create more synergy between publishers and studio heads/producers. Titled Word To Screen, the section will be curated by publisher Arpita Das of Yoda Press and will have Bollywood actress Sonam Kapoor as its brand ambassador. Kapoor, the brand ambassador, said, “I’m a voracious reader and it doesn’t get better than this — an opportunity to apply my knowledge of books to films. We’re an industry that is still stuck up in making mediocre mainstream fare where the focus is on everything else but stories. Bridget Jones’s Baby: The Diaries by Helen Fielding will come out a month after a new film, titled Bridget Jones’s Baby, hits cinemas. Both follow the character’s “somewhat bumpy journey into motherhood” after she gets pregnant, and the “terribly awkward” question of who the father is. Bridget first appeared in a column in The Independent newspaper in 1995. A book version of the fictional diaries became a bestseller the following year, and was followed by two more full novels and two films. The most recent book, Mad About The Boy, came out in 2013 and revealed Bridget had married Mark Darcy and had produced two children - but Darcy was killed off in the interim between the second and third books. On arrival, Paes had to keep his bags and change in Chef De Mission Rakesh Gupta’s room. India’s nonplaying captain/coach Zeeshan Ali refuted allegations that Paes had refused to share a flat with Bopanna. “There have been speculations that Leander has complained that he doesn’t want to share a room with Rohan, but there’s no truth to it. I and the organisers were aware that he was to reach Rio on Thursday (August 4). Sure he will be low on time for the match on August 6, but he practiced on arriving will be ready for the match,” he told TOI. Leander said that he was disappointed by the reports in the Indian media about the same. “I am slightly disappointed that having played six Olympics for India, I haven’t been given a place to stay. And the draw has also thrown up a blockbuster round one showdown between World No 1 Novak Djokovic and Juan Martin del Potro, who defeated the top seed in the bronze medal match at London 2012. An Olympic gold is the only major honour missing from Djokovic’s glittering CV but he could be given a stern opening test by 2009 US Open champion Del Potro, who is returning to his best after injury problems. Rio de Janeiro, Aug 5 (IANS): The World AntiDoping Agency (WADA) has said it has removed Kenya from its list of anti-doping code violators. WADA declared Kenya in breach of global anti-doping rules in May after a series of drugs and corruption scandals, reports Sputnik. The decision was made a month after the country had passed a bill to set up a new national anti-doping agency, creating a legal basis for a national agency and introducing criminal sanctions for the use and supply of doping. “Following a circular vote of its foundation board members, the World AntiDoping Agency (WADA) wishes to announce that it has removed the Anti-Doping Agency of Kenya (ADAK) from the list of signatories previously deemed non-compliant with the 2015 World Anti-Doping Code (the Code).

Rio de Janerio, Aug 5 (IANS): About 100 doping samples collected at the 2008 Beijing Olympics and 2012 London tested positive for performance-enhancing substances following a recent reanalysis, the president of the International Olympic Committee (IOC) Thomas Bach has said. “I think you are aware of the many measures we (IOC) have been undertaking,” Bach said addressing a news conference after the 129th IOC session here on Thursday, reports Tass. “We undertook a proposed comprehensive reanalysis programme ever with regard to the Olympic Games 2008 and 2012,” he said. “With this reanalysis programme, we have already identified that nearly a hundred athletes tested positive and they cannot participate in these Olympic Games.” The world’s top Olympic official also said that all collected doping samples from the upcoming Summer Olympics

The 29-year-old Jitu would be the cynosure of all eyes when he would walk in with his pistol at the Olympic Shooting Centre to compete in his pet 10m air pistol event. The pint-sized dynamo has managed to keep a low profile heading into the Games despite being in imperious form for the last two years during which he won gold medals at the Commonwealth and Asian Games. Indian hockey team to skip opening ceremony due to ill-fitted jerseys Rio de Janeiro, Aug 5 (PTI): The Indian hockey team will miss the opening ceremony of the Rio Olympics amid speculation that the kit did not fit some of the players ahead of the parade to take place at the Maracana Stadium. The official reason given was that the players wanted to take to rest before their opener against Ireland tomorrow, but a source said that their absence was also related to ‘kit’ issue. However, the women’s team will participate in the ceremony. “We have a match tomorrow, so we don’t want to drain the players since the ceremony will go on for long,” Hockey India President Narinder Batra told PTI. But sources in the team said the side has decided to skip the ceremony due to the lack of
official kit for the ceremony. “The kit that was handed to the players has not fit most of them. The players didn’t have the time to check the fittings since they reached Rio quite late and were given the kit on the day they started their trip,” a source said. Chef de Mission Rakesh Gupta said there was an issue with some of the kits but it has been sorted out now. “Most athletes are taking part in the opening ceremony. Athletes who have matches tomorrow, we have allowed them rest. As far as hockey team is concerned, the issue of kits has been sorted out. Anyway it was a minor issue,” said Gupta.
