ACAUT demands action against CMO Zbto, 4 others DIMAPUR, AUG 5 (NPN): On the issue of 24% deduction of staff salary under the establishment of chief medical officer (CMO) Zunheboto, the ACAUT Nagaland has strongly urged the state government to take action basing on government notifications. In a representation addressed to the chief secretary, 25 signatories representing ACAUT Nagaland cautioned that failure to take action, the state government would be held responsible for any unfortunate turn of events. ACAUT has demanded action in the form of additional FIR against CMO Zunheboto and four other employees including an accountant in the form of termination from service for a) deducting 24% salary of the employees under CMO, Zunheboto) flouting government notification against payment of tax by government servants to any other authority other than the state government and c) instigating a factional group to threaten the complainant who filed a FIR against the same CMO and the office of the CMO on the same 24% deduction issue. On July 11, 2016, the ACAUT filed FIR with Zunheboto Police station against the CMO establishment, Zunheboto for deduction of employee salaries. Accordingly, ACAUT said the CMO obtained anticipatory bail, adding that four other employees including the accountant were in the process of obtaining anticipatory bail.

Sonowal condemned the killings and directed the district authorities to provide medical aid to the injured. DBA reacts to ACAUT’s statement DIMAPUR, AUG 5 (NPN): Reacting to ACAUT’s statement, questioning the state judiciary, published in local dailies on August 5, 2016, the Dimapur Bar Association (DBA) on Friday said the bar members have taken “strong exception to the same” and were constrained to make a rejoinder for the consumption of the public and “to refrain the entire stakeholders from publishing such irresponsible, reckless and counterproductive statements in the near future.” In a press release, DBA president Imti Imsong and general secretary A.Hukavi Zhimomi pointed out that the matter of bail/anticipatory bail were provided in the Chapter XXXIII of the Code of Criminal Procedure under Sections 436, 437, 438 and 439. Besides, DBA said several guidelines were laid down by the Supreme Court of India in catena of decided cases on such matters in the light of Articles 19, 21 and 22 of the Indian Constitution. Further, DBA said the Constitution of India provides for appellate judiciary system wherein any of the party being aggrieved by the decision of the inferior court could always appeal in the superior Courts. As such, the association
said the matters of bail/anticipatory bail were granted or denied by applying judicious mind and taking into consideration of the provisions of the Code of Criminal Procedure vis-à-vis the Constitution of India. Therefore, DBA said the objection raised by the ACAUT on the issue of granting bails/anticipatory bails to the alleged fuel adulteration kingpins “merely by blaming the system of Judiciary and its functioning without resorting to prescribed parameters of the provisions of law” would amount to interference in the judicial process. The association asserted that if the ACAUT presumed or sensed that “with the kingpin already out on anticipatory bail, the incident has only reinforced the public opinion that the criminal-justice system in the state is in need of a serious overhaul” than proposition could be made that the concerned individual or group could press the Parliament for amendment of the Code of Criminal Procedure and the Constitution of India. DAB underlined that the criminal justice system was applicable to all the citizens of India, irrespective of status “as such, the same yardstick applies to all and not exceptional or selective.”

NGBF backs CNTC’s stand on Rongmei issue DIMAPUR, AUG 5 (NPN): Nagaland GB Federation (NGBF) has appreciated and acknowledged the concern expressed by Central Nagaland Tribes Council (CNTC) with regard to Rongmei recognition issue and said the stand of CNTC to protect and safeguard the interest of Nagas of Nagaland was “legitimate and appropriate.” In a press release, Nagaland GB Federation president Shahlem Konyak and general secretary Shikuto Zalipu said, “Every state citizen has the rights to determine their future and the authority also must respect the sentiment of the people. Though it is unfortunate that the Nagas are divided geographically and we are made to settle separately beyond Nagaland, but till our aspirations are fulfilled, we must determine our own state’s affair.” Meanwhile, the NGBF has also appreciated the CNTC consideration to “entitle Indigenous Inhabitants Rights” to those Rongmeis who settled prior to 1963. YANGON, AUG 5 (agencies): An estimated 38 people—mostly children—have died from an as-yet unidentified and contagious illness in two townships within the Naga Self-Administered Zone in Burma’s far north, reports The Irrawaddy. Local authorities sent two doctors on Friday to the village of Thankholama in Lahe Township, the first location where the disease struck. Victims have presented with a cough, and then develop dark spots and lumps on their bodies. DIMAPUR, AUG 5 (NPN): Nagaland State Disaster Management (NSDMA), Home Department, which studied the most recent weather events in the state, has said that its weather data recorded the rise in temperature with a difference of approximately 8˚C from 2010 to 2016. In a press release, NSDMA secretary Khrienuo Metha said on August 3, 2016, the weather assessment report of the NSDMA has recorded a continuous rise of temperature from 2010 to 2016. NSDMA said August 3, 2016 was also found to be one of the hottest days of this year in Kohima. As per the climate data analysis carried out by NSDMA home department, secretary said unusually high temperatures were recorded on August 3, 2016 and August 4, 2016 with the temperature rising to a maximum of 33.6˚C on August 3, 2016 and 30.8˚C on August 4, 2016. KOHIMA, AUG 5 (NPN): Hundreds of special education teachers (SETs), who staged demonstration at the directorate of school education here on Friday, have demanded that the state government revoke the service termination order, wherein 316 SETs appointed since 2012 across the state were terminated during last week of June with a reason of being “untrained”. SETs also demanded that no fresh appointment be made till the in-service SETs were absorbed and streamlined. Prior to the termination order was issued, the SETs said they submitted a four-point memorandum demanding no fresh appointments, extension of SETs be given from February 2016, time for untrained SETs for in-service training and salary be equivalent to normal graduate teacher as per the guidelines of the Rehabilitation Council of India. However, they said after holding meeting with the additional director DoSE,
Wonthungo Tsopoe, mission director, Limawabang Aier, and other officials on Friday morning, the teachers have decided in the evening to put a separate/new demand for revocation of termination order and to demand that no fresh appointment be made till the in-service were absorbed and streamlined- since their memorandum did not justify the agitation they called for. At the meeting, the aggrieved SETs informed the department officials that they were terminated with a reason of ‘untrained’. SETs said they were not even called once for training by the state government neither were they given the time to undergo training, besides there was no training institute for special education in the state. To acquire the training, SETs said a teacher has to go outside the state at their own expenses. Even then, SETs said more than 80 were currently undergoing training and more SETs were prepared to go for the same. At the meeting, additional director, Tsopoe appealed
to the SETs to suspend the agitation and also asked them to put fresh application with a concrete demand. Mission director Aier assured that even as fresh recruitment takes place, those teachers servicing with sincerity would be absorbed. He said since the matter was under investigation, thereby the issue would be solved only after the SIT submits its report. On March 11, during a joint meeting held at the congruence hall of the chief secretary, the meeting decided to extend the service of all the genuine SET till March 2016 with no further extension as none of the SETs were trained and that fresh appointment would be initiated through open advertisement by April 2016. The meeting also decided that as per SIT, vigilance and anti-corruption, SETs pending salary be released till March and thereafter their service will be terminated. Subsequently, 360 SETs service was terminated on expiry of the extension, i.e March 2016.

NEW DELHI, AUG 5 (NPN): Union minister of state for Agriculture Sudarshan Bhagat on Friday introduced the Central Agricultural University (Amendment) Bill, 2016 in the Lok Sabha to include Nagaland’s College of Veterinary Sciences (CoVS) under the jurisdiction of Imphal Central Agriculture University (CAU). Sources told Nagaland Post that after the passage of the amendment bill, the state would get all the facilities that other North Eastern states get under this Act. This was also necessitated as the union Agriculture minister is scheduled to lay the foundation stone of the Veterinary College in Nagaland (Jalukie) on August 6. The bill seeks to amend the Central Agricultural University Act, 1992, that was enacted for the establishment and incorporation of a university for the North Eastern region in order to promote development and research in agriculture and allied sectors. However, the definition of ‘North-Eastern region’ and the jurisdiction of the CAU under the said Act did not cover the state of Nagaland. “Therefore, it has been decided to amend the Central Agricultural University Act, 1992, so as to include the state of Nagaland under the jurisdiction of the Central Agricultural University, having its headquarters at Imphal,” according to statement of objects and reasons of the Bill. “The proposed amendments will extend the benefit of facilities provided by the CAU for the development of agriculture and for the furtherance of the advancement of learning and prosecution of research in agriculture and allied sciences to state of Nagaland,” it added.

DIMAPUR, AUG 5 (NPN): Expressing concern over the outbreak of an undiagnosed disease in Myanmar’s northern Sagaing, which has so far killed over 30 children and could easily spread to Nagaland side of the border owing to its proximity with the affected area, International Border Area People’s Welfare Organization (IBAPWO) has appealed to the State government, especially the H&FW Department, civil societies and medical professionals to initiate proactive measures in this regard on ‘humanitarian grounds.’ In a telephonic conversation, secretary, IBAPWO, Nokshom Konyak, stated that the proximity of eastern Nagaland to the affected area coupled by free movement of people along the Indo-Myanmar border and lack of healthcare facilities, communication etc, makes the area not only vulnerable but also ill prepared in the event of a disease outbreak. In this regard, Konyak made a fervent appeal for ‘humanitarian aid,’ not only to the government but also to civil societies, NGOs, doctors, medical professionals, and individuals to collectively work towards preventing a possible breakout of the disease. One of the attackers who were believed to be about five in number was killed in retaliatory action by security forces, police said. The police said that a group of heavilyarmed militants, wearing army fatigues, came to the crowded weekly Balajan Tiniali market, about 12 km from here, in a van around noon and fired indiscriminately killing 12 persons on the spot and injuring more than 20 others. DIMAPUR, AUG 5 (NPN): Welcoming the announcement and commitment made by Union Minister of Railways, Suresh Prabhu, during the foundation stone laying ceremony for Dimapur-Zubza BG line in Dimapur on August 1, 2016 that the project would be completed before the scheduled period, the Chakhroma GBs Union (CGBU) on Friday assured to extend its “full and unflinching support”. In a press release, CGBU president Thepfukedo Kuotsu and general secretary Atso Gwizan also said that since the proposed railway line mostly runs through Chakhroma village, the union would ensure that the works were executed “freely and unhindered by unwanted elements”. The union has therefore requested the responsibly authority to immediately begin the work without any fear or favour. CGBU has also appealed to everyone especially the villages through which the railway line passes to cooper-
ate with the authorities to make sure that the project was carried out unhindered. The union cautioned that it would not tolerate any individuals or groups who attempt to sabotage the project with “unreasonable means and demands.” With regard to the proposed Dimapur-Kohima four-lane highway, the CGBU has expressed its displeasure at the delay in starting the work and urged the authorities to immediately begin the work. Pointing out that the project was centrally sponsored, the union said Centre has the authority to award works to any group/contractors of its choice. The union therefore said there was no point in raising any issue about the groups to execute the works. Further, CGBU has appealed to the NPGs and other unions or individuals not to create any hurdles to the project, saying the union would not tolerate any activity that hampered developmental works within its jurisdiction.
NSCN (I-M) lauds GoI’s gesture DIMAPUR, AUG 5 (NPN): NSCN (I-M) has lauded the positive gesture of the government of India (GoI) in ensuring the release of ‘maj. gen.’ Ningkhan Shimray @ Anthony Shimray on August 2. In a press note, NSCN (I-M) MIP said Shimray was assigned on diplomatic missions abroad and while on his way to Delhi to attend the peace talks, he was abducted by Indian Agency at Kathmandu Airport on October 2010. However, MIP appreciated the maturity and sincerity displayed by GoI at this crucial stage of talk. With this change of attitude, MIP said it would definitely forge a better relationship and mutual trust between the two entities. NSCN (I-M) also urged GoI to drop all charges against him and to release him unconditionally, so that legal entanglements do not come in the way to political solution.
