Black money hoarders to come under scanner

NEW DELHI, AUG 6 (AGENCIES): Switzerland found India’s data security and confidentiality laws “adequate” for entering into an automatic exchange of information pact, which will open a continuous access to details about alleged black money hoarders in once-all-secret Swiss banks. In a detailed notification and fact sheet published in its official gazette for introduction of “automatic exchange of information relating to financial accounts with India”, the Swiss government has also cited decisions by other financial centres like Liechtenstein and Bahamas to enter into similar pacts. Besides, Switzerland also took note of the US tax authority, the Internal Revenue Service (IRS), recognising India among the countries that provide an “adequate degree” of data protection for mutual exchange of tax information. The fact sheet and the notification, published in German, also talks about Switzerland looking to explore greater access to Indian market, including the reinsurance sector and other

Epidemic outbreak: 2 dead in Wanching, Chingphoi village D I M A P U R , AU G 6 (NPN): A reported outbreak of an epidemic in Wanching and Chingphoi village of Mon district has taken the lives of two persons. Informing through an email statement, asst. professor of Wangkhao Government College Mon, Shongna Konyak stated that outbreak of epidemic was in the form of diarrhoea/cholera since August 2, 2017 which took the lives of two persons. Shongna said that the epidemic was spreading fast as many have been admitted to Wakching CHC and Mon civil hospital. “Many are serious and many others are also getting the sickness, and people are getting it very fast,” Shongna stated. Mon Correspondent adds: According to reports, 10 persons were admitted to Wakching Community Health Centre and seven undergoing treatment at Mon district hospital. Over 50 people were reported to have been affected by the epidemic. Meanwhile, it has been reported that a medical team has been despatched to reach the affected areas.

The Swiss Federal Council, the top governing body of the European nation, in June ratified automatic exchange of financial account information with India and 40 other jurisdictions to facilitate immediate sharing of details about suspected black money even as it sought strict adherence to confidentiality and data security. Taking the decision forward, the Swiss government has now notified the decision and the notification authorises the Council to notify India about the exact date when such automatic exchange must take place. The implementation is currently planned for 2018 and the first set of data should be exchanged in 2019. The decision is not subject to any referendumwhich means there should be no further procedural delay in its implementation. The notification follows hectic parleys between India and Switzerland for introduction of the AEOI (Automatic Exchange of Information) on tax matters under the guidance of G20, OECD and other global organisations.

Plea to PM for ‘inclusive solution’

NGBF message to modi for broad-based final solution Tinakali Sumi D I M A P U R , AU G 6 (NPN): Nagaland GB Federation (NGBF) has made a strong plea on prime minister Narendra Modi to also include all apex Naga tribal bodies, apex civil society groups, the six-member Working Group (WG) comprising of Naga political groups, revive cease-fire with NSCN (K) before hammering a “final and permanent solution.” NGBF had submitted a representation of its views, as echoed by various apex Naga tribe organisations of Nagaland including Naga National Political Groups (NNPGs) that all stakeholders be included before signing any final agreement. The meeting with prime minister Modi in presence of NSA Ajit Doval took place in New Delhi on August 3,2017 which also coincided with the second anniversary of the signing of the ‘Framework Agreement’ between the government of India and NSCN(I-M). galand, it drew the attention of the prime minister to the below mentioned issues pertaining to the Naga issue which it said, should be implemented practically and honestly for a comprehensive permanent solution. In the representation, NGBF stated that ‘IndoNaga issue’ was based on Naga sovereignty and integration and by which the government of India should be clear and direct about its approach. NGBF reminded prime minister Modi of his statement wherein he had said

that Naga issue was a legacy of colonial powers. NGF said this implied that it was political in nature and a peoples movement. NGBF said it was sceptical about the August 3,2015 ‘Framework Agreement’, pertaining to geographical demarcation as it feared that there could be serious political and social ramification negating the efforts of the government of India. Education deptt needs total revamp: Tokheho D I M A P U R , AU G 6 (NPN): School Education minister, Tokheho Yepthomi has said that the School Education department, which has been faced with myriad of problems, needed a total overhaul and revamp. In a statement, Tokheho said “if a reputable standard was to be set and maintained, the entire system needed to be revamped.” While not denying that there have been huge numbers of proxy teachers all over the state, Tokehho said the other problem was that most of the teachers were attached to various district and sub-division offices. He said the directorate along has 74 teachers attached to its office. In addition to this, some of the upgraded schools have very little or no enrolment, he added. Tokehho said despite having 11000 teachers, both at elementary and higher sections, there has been hue and cry over poor results in government schools. On the other hand, he said since most of the school management committees/boards did not want to be inspected by officials, viewing interference by the department as undesirable,

communitisation of schools were not very encouraging. “The problem of misuse of sanctioned funds and non-submission of UCs are among the biggest bottlenecks in delivering the goods to the grassroots,” he stated. He further highlighted the issue of Hindi teachers appointed under Centrally Sponsored Scheme (language teachers), RMSA and SSA schemes. Tokehho informed that the four states including Nagaland availed the Hindi teachers’ scheme with the financial year 2016-17 being the terminal year/end date. Accordingly, Centre had decided to discontinue the scheme and was conveyed to the concerned states on March 8, 2017. He further said that there was every possibility to discontinue the RMSA and SSA schemes in due course of time, unless the government and the concerned citizens were careful in the management of the schemes. Tokheho said once centrally sponsored schemes are discontinued, the state government will be bound to take over and face a difficult time due to the financial problems of the state. (Cont’d on p-7)

Akato Chophi resigns from GPRN/NSCN KSU seeks govt’s intervention to end blockade Akato replied in negative and maintained that his resignation would not have any impact on the group. “The government has enough intellectuals, hardworking and educated people to run it,” he said. “Everyone, be it public or Naga national workers, in their own way, have contributed and have been contributing in nation building. So even after resigning I will render my service in my own way,” Akato added. Akato further said that since all the arms and ammunition belonged to him, he would be keeping them as “souvenirs”. He hoped that the Indian armed forces would understand and allow him to keep the arms saying-- “I deserve it to keep it as a souvenir as I have worked for Naga national movement for 20 odd years”.

It may be mentioned that Akato Chophi was one of the main architect to form the Unification group in 2007 along with other members from the NSCN (I-M) and NSCN (K). On November 22, 2007 Akato along with 18 cadres reached Hovishe village, under Nuiland subdivision to form Unification. The resignation of Akato, is seen as a setback for GPRN/NSCN since the group has been spearheading the newly formed Naga National Political Groups (NNPGs) Working Group consisting of GPRN/ NSCN, FGN, NNC (parent body), NPGN/NNC (NA), NSCN (R) and NNC/ GDRN (NA). The Working Group led by GPRN/ NSCN ato kilonser, N. Kitovi Zhimomi as convenor, was formed with the hope to start a formal dialogue with government of India.

D I M A P U R , AU G 6 (NPN): Consequent upon National Highway Authority of Nagaland (NHAN) failure to take up works on widening of NH 2 (Tseminyu-Wokha sectors) despite repeated reminders for several years, the Lotha Hoho (LH) and Rengma Hoho (RH) Sunday served an ultimatum on NHAN demanding that the earthwork be completed latest by November end under any circumstances. LH chairman Mhao Humtsoe and RH president Kenyuseng Tep in a joint statement warned NHAN that in the event the work was not completed within the stipulated time there will be no negotiation but will take the matter to Court. The Hohos also demanded that the NHAN make available the documents such as DPR, work order, agreement, MoRTH notification on land/dam-

LH and RH asserted that had the work been allotted to the genuine bidder, the work would have been completed by now. But due to discrimination in the tendering process by NHAN, the “discriminated tenderer”, M/S VASCON & Co went to Delhi High Court and won the case. The court also imposed a fine of Rs. 15,000 on NHAN for procedural lapses in tendering and awarding contract work through backdoor. NHAN

refused to comply with the court’s order and instead, along with M/S Meenakshi Infrastructure Pvt Ltd filed a Special Leave petition (SLP) in the Supreme Court, but was dismissed, dated August 23, 2015. Therefore, on August 25, 2013, M/S DRV-VASCON (JV) wrote to NHAN for allotment of the work, LH and RH said. However, RH and LH claimed that then minister responsible had asked the contractor “to please him and no action was taken by NHAN”, and therefore the matter was kept pending for nearly three years leading to de-sanctioning of the project. In view of the above, LH and RN jointly submitted a memorandum to NHAN on June 4, 2015. In reply, the then minister NH assured that the works will commence within two weeks, through a publication on September 30, 2015. (Cont’d on p-7)

D I M A P U R , AU G 6 (NPN): Nagaland Foothill Road Coordination Committee (NFHRCC) has informed that the construction work on Doyang Bridge (Governor’s Camp) at Liphanyan halted due to non-sanctioning of fund by the government is expected to begin by September or October. In a statement, NFHRCC secretary press and info. Victor K Lotha said that the contractor had re-assured to the committee and to the public on July 1, 2017 that “he will not abandon the work till completion on any given circumstance”.
