DIMAPUR, AUG 7 (NPN): Union minister of Agriculture and Farmers Welfare, Radha Mohan Singh on Sunday assured that the Centre would give all possible help for conservation of mithun, the only animal recognized as the state animal of Nagaland and Arunachal Pradesh. Speaking at foundation stone laying programme of “Training–cum-Guest House” facility at ICAR-NRC on Mithun at Jharnapani, Medziphema, Singh acknowledged that Mithun had a very significant role to play in the lives of the tribal communities of the North East. Thais vote for juntabacked constitution
BANGKOK, AUG 7 (AGENCIES): Thai voters on Sunday approved a new junta-backed Constitution that would pave the way for an election next year and give the military, which seized power in a coup two years ago, the final say on future elected governments. Thai voters cast ballots for the first time since the military toppled the government, choosing whether to approve or reject a junta-backed Constitution. Thailand’s Election Commission said with 91% of the votes counted, 61% have voted in favour. He said ICAR-NRC was working towards the development of technology for scientific rearing of mithun and that the institute had not only helped in the conservation of the biodiversity and the rich cultural heritage of the region, but also contributed to the economic development and ecological stability of the North Eastern states. Singh further stated that the tribal community in Arunachal Pradesh, Nagaland, Mizoram and Manipur was closely involved in rearing of the bovine species, called ‘mithun’. Even though, mithun may be genetically different from other bovine species, it has a genetic resemblance with its ancestor ‘gaur’, he said.
Giving out the population statistics, he said out around three lakhs mithun in India, Nagaland accounted for 12%. There is a great need for putting in breeding and conservation efforts in this direction, he said. Singh further said that in order to bring stability in the horticulture-based farming system, animal integration was essential. “Though India possesses the largest number of milch animals in the world, yet their productivity is one of the lowest, which calls for efforts to enhance the productivity,” he added. AWUM serves 15-day deadline to power deptt. MOKOKCHUNG, AUG 7 (NPN): All Ward Union Mokokchung Town (AWUM) at its meeting held on August 4, has resolved and served a 15-day deadline to the department of power demanding uninterrupted electricity supply in Mokokchung town except during natural calamity. In an ultimatum addressed to Chief Engineer power department, AWUM media cell and general secretary, Lanumeren said despite frequent damages of the main transformer and disruption of power supply/load shedding in Mokokchung town and its adjoining areas, the public remained silent, and with “great enthusiasm” were paying electricity bill regularly. Since, the main cause of the problem was due to non-installation of circuit breaker in the main transformer, AWUM demanded that the 33kv and 11kv circuit breaker be installed immediately. It also demanded separate line from the power transmission station at Aolijen,
Mokokchung. According to the release, Mokokchung town being fully communitized, the consumers were paying electricity bill regularly and in case of defaulters, stringent action has been initiated against them by UEMB of each ward in consultation with ward authority as per the existing law of the land. AWUM also reminded the department that the matter was not an overnight issue, but a “perennial one” as several lakhs revenue has been lost and was an irreversible loss to the students, business community, farmers etc. Therefore, AWUM cautioned the department that the patience of the public was running out and that any situation may erupt at anytime on “complete negligence” by the department despite substantial collection of revenue. AWUM, consisting 18 wards of Mokokchung town also warned that it would not be held responsible in any manner and neither will cooperate nor negotiate if such situation arises.

Mithun also helps in conservation of forest as it requires larger area thus reduces the impact of climate change and global warming, Zeliang stated. Mithun being the state symbol of Nagaland and also in the official seal of Nagaland, Zeliang declared that ‘Mithun Day’ would be observed by the state government along with other Mithun rearing states, for which the date would be announced soon. He also announced that the Veterinary & Animal Husbandry department had already started sanctioning the Mithun project. He also urged upon all to put together their efforts to preserve Mithun. Later, DARE secretary and Director General, ICAR Dr. Trilochan Mohapatra held an interaction with the scientists and staffs of the institute and reviewed the ongoing research work. Manipur bus drivers threaten to suspend services

IMPHAL, AUG 7: All Manipur Night Super Bus Drivers’ Welfare Association (AMNSBDW) has threatened to suspend inter-state buses services on NH-2 from August 8, after one of its member was allegedly kidnapped by unidentified miscreants in Dimapur on August 5 night. A M N S B DW m a d e the announcement while demanding the safe release of Thokchom Inao Singh (41), of Khongjom, Thoubal district. In a press statement, AMNSBDW appealed the abductors to release him unharmed on humanitarian ground. While drawing the attention of the authorities in Manipur and Nagaland to help in tracing out the missing driver, AMNSBDW secretary said that they would undergo “steering down strike” if abductors fail to release Inao unharmed by Monday.

NTC asks govt to probe into ZPO complaint DIMAPUR, AUG 7 (NPN): Nagaland Tribes Council (NTC) has asked the state government to immediately investigate into the complaint lodged by Zeliang Peoples’ Organization Nagaland (ZPO-N) against issuance of Scheduled Certificate, Indigenous Inhabitant Certificate and Backward Tribe Certificate to two persons from Manipur in the name of Zeliang tribe. NTC media cell in a press note said that ZPO (N) had lodged a complaint to Commissioner, Nagaland against the alleged issue of certificates to two persons-K. Rangsobe, s/o Peining and Mr. Lunghilang Pamai s/o Ramlan from Manipur, who appeared the NPSC Exam 2016 vice No. 15424 and No. 15663 respectively in the name of Zeliang tribe. NTC said that the complaint was against a serious breach of existing law where non-indigenous tribal candidate or a non-member of a backward tribe cannot avail any job out of coercion. In this regard, the Nagaland Tribes Council has appealed to the concerned authorities to immediately investigate in to the allegations raised by Zeliang Peoples’ Organization and take appropriate action as per law.

DIMAPUR, AUG 7 (NPN): In a significant move, 54 functionaries both civil and military wing of the NSCN (Reformation) led by its finance kilonser, A. Longkhuh and chief of army, ‘maj. gen.’ Khamhi joined the NSCN (I-M), to strengthen the “Framework Agreement”, said a press note issued by NSCN (I-M) MIP on Sunday. “They have joined hands with NSCN along with arms and ammunitions and to give concerted effort to the ongoing political talks for a final solution”, said MIP. According to MIP, a few “selected home-comers” delegation met the collective leadership on August 6 at New Delhi and the latter welcomed them. MIP said, as per their personal statements, the home comers revealed that “wrong decision owing to incorrect information or pervasive propaganda pushed them, in the first place, to the wrong direction”.
Speaking on behalf of the group, MIP said A. Longkhah and ‘maj. gen’. Khamhi had stated that with all commitment they came forward to support the framework agreement, as “Nagas have reposed their faith and will surely experience positive result”. Further, they appealed others to follow suit in pursuing the same correct line, MIP said. Besides A. Challenge bails granted to fuel adulteration kingpins: NTC DIMAPUR, AUG 7 (NPN): Nagaland Tribes Council (NTC) while supporting the stand of ACAUT against granting anticipatory bails to the fuel adulteration kingpins, has asked the state government to initiate immediate step to challenge the bail so that the process of investigation was not obstructed. In a press note NTC media cell said it was an open secret that the business of fuel adulteration in Nagaland was allowed to run freely, till the time ACAUT Nagaland busted it. While not denying that every citizen of India has the legal privilege to approach the judiciary, NTC however said that the courts should be sensitive towards the public outcry and public interest issues. It said that “the kingpin has taken advantage on the casual and callous attitude of the administration and taking shelter under a power-
ful protection, resuming the same business as reported is nothing but a total disregard to the popular resentment of the citizens of the State”. NTC in this regard urged upon the state government to expeditiously and sincerely make a comprehensive investigation on the scam by a competent authority without complacency and to bring all the culprits to book in the interest of the people. It also pointed out that with or without the involvement of ACAUT, it was the primary duty of the state administration to detect and root out such destructive business at its nascent stage. “It is therefore observed that fuel adulteration has the hobnob of the big and powerful at the expense of general public,” NTC added. Lauding ACAUT for detecting the illegal business and by exposing the culprits, NTC said the exposures were adequate for the state govern-
ment to become serious and make a comprehensive investigation into it and punish those culprits. “Any negligence and tendency to become lethargic in serious investigation and follow up action of the Govt. will further expose the higher degree of possible involvements of the responsible people in the Govt.”, NTC said.
Zunheboto CMO issue
NTC has expressed serious concern over the threat meted out to a member of the ACAUT by cadres of a NPG in connection with the issue of 24% staff salary deduction of CMO office, Zunheboto. “Such unholy alliance between the NPG and the greedy state govt. employees has been a menace not only to the gullible govt. employees but also has been the major pilferage of public funds over the years,” NTC said. Congress introspects on mistakes in North East ENPO gen. secy clarifies Spl Correspondent
NEW DELHI, AUG 7 (NPN): After the Arunachal Pradesh crisis last year that led to rebels forming a government with help from the BJP and a pliant Governor, the Congress had to bite the dust in Assam when the party lost power to a rainbow coalition headed by BJP in the April 2016 election. Besides Arunachal Pradesh and Assam, Congress also appeared to have meekly fought the BJP in Gujarat where it was expected to put up a good fight. The events in the above mentioned states have exposed the chink in the Congress armour- its “trusted and veteran” leaders who somehow failed or did not want to heed repeated warnings to correct the drift. The two “trusted veterans” were said to be V. Narayanasamy who was in-charge of Arunachal Pradesh (now rewarded with chief ministership of Puducherry by the High Command) and P.C. Joshi who was in-charge of Assam and earlier Gujarat. In Arunachal, V. Narayanasamy turned a deaf ear to the
serious charges made by Congress MLAs against then chief minister Nabam Tuki. Despite strong warnings from Congress MLAs who were unhappy with rampant corruption and style of functioning of Nabam Tuki, Narayanasamy did not act nor provide correct inputs to the “high command”. As a result Kalikho Pul broke away and with help from BJP and the Governor formed the People’s Party of Arunachal (PPA) government early this year. It was only after the Supreme Court intervened, that the Congress retained power and Pul and his PPA government was dismissed. The trial of strength was not held since Nabum Tuki, who had 15 MLAs realized he had to give up in favour of Pema Khandu who had 22 MLAs. Both combined and former CM Pul had to tag along. There are reports doing the rounds that the Pema Khandu Congress government would merge with the BJP en bloc (as in the past). According to sources in Arunachal Pradesh, the merger could take place after the passage
of the GST bill later this year. However, Congress sources in Arunachal Pradesh down played the threat, saying that the party has a strategy in place to thwart any such move. The drubbing in Assam, where traditional Congress votes in Upper Assam went to the BJP, has been blamed on the obstinacy of Tarun Gogoi who played as a one-man army and refused to form coalition with other parties. In Assam Congress won only 25 seats and was reduced to less than half the number of seats it held in 2011. Congress has reached a stage where the grand old party’s existence as a dominant national party appears to be under threat. The problem stems not only from the demoralizing blow dealt in the 2014 Lok Sabha election but also subsequent assembly elections where the Congress has been steadily ceding ground to the BJP. Even in Nagaland, the Congress for the first time in the state’s history, has no MLA, after eight MLAs suspended by the NPCC for joining the NPF coali-
tion, subsequently merged with the NPF. AICC secretary in-charge of Arunachal Pradesh and Nagaland Dr. Jaykumar has urged for unity within the Congress and also “homecoming call” to former party members. Jaykumar who was in Arunachal Pradesh for the swearing-in of the Cabinet ministers, told media that the Congress is the only party that can stop BJP if party remains united. The party has realized Meghalaya is also at risk including Manipur and late reactions from the high command would only precipitate the crisis. In July last, Supreme Court ordered restoration of Congress government in Arunachal Pradesh by quashing as “unconstitutional” Governor’s decision to advance the Legislative Assembly session by a month in December last. The landmark unanimous verdict of a five judge constitution bench, headed by Justice J S Khehar, ordered that status quo ante as prevailed on December 15, 2015 be restored in Arunachal Pradesh Assembly.
DIMAPUR, AUG 7 (NPN): Reacting to the news item carried out by IANS, published in the local dailies on the issue pertaining to the signing of the framework agreement, Eastern Nagaland Peoples Organization (ENPO) general secretary Manlang Phom has said that the writer had misquoted him. Manlang Phom, in a clarification said that the journalist, Rupesh Dutta, had called him on July 31 evening seeking opinion on the framework agreement. Manlang said he told Dutta that he “cannot comment anything on the issue” and made known that they had another issue on demand for separate frontier state, and being the general secretary he was working seriously on it. He said he had mentioned that though it (framework agreement) was going to lapse one year after the signing— “we only hope and pray that solution comes to us which is acceptable to all concerned people”. “Moreover, we are directed not to comment anything on any sensitive issue in good faith. But not as published in the dailies,” he said. While respecting the rights and freedom of press, Manlang said it was unfortunate that a journalist at national level could stoop low by completely twisting the report/statement aggravating the situation. As Nagas have been anxiously waiting for the outcome of the peace talk, he said freedom of speech or action does not guarantee any person to twist statements and confuse the citizens. He further said that such erroneous report from a highly respected national level journalist was highly objectionable. “Rather we would also appreciate if Nagas are looked at the positive side and does not suppress with negativity,” he added.
Govt. intervention sought to contain measles outbreak DIMAPUR, AUG 7 (NPN): Eastern Nagaland People’s Organisation (ENPO) and all its frontal organizationsENWO, ENSF and ENGOA, at an emergency meeting, have resolved to seek state government intervention to contain the recent outbreak of “mysterious” measles type of sickness/disease that had claimed scores of lives in the Naga inhabited areas in Myanmar. In a press release, ENPO president, Khoiwang Konyak and secretary Amai Chingkhu said areas particularly in and around Lahe and Namyun townships were the worst affected. Since these areas were extremely remote and inaccessible from both sides, it needed immediate medical intervention, stated the release. The frontal organizations have also resolved to appeal the state Government to initially send a team of medical experts along with all probable medical care and assistance, and also to equally address the unaffected population as a preventive measure. It further resolved to appeal the State government to direct the district administrations in the border areas to restrict the movement from both sides of the border as a precautionary and preventive measure in spreading against probable communicable/contagious disease. Further, the frontal organisations have resolved to await the assessment report of the medical team before venturing into the affected areas for providing help and assistance to the public of the affected areas in Myanmar.
Allow state to have own CAU: NH to centre
DIMAPUR, AUG 7 (NPN): Naga Hoho (NH) while appreciating the centre’s move for inclusion of Nagaland into the jurisdiction of Central Agriculture University (CAU), Sunday appealed Union Minister of Agriculture and Farmers Welfare, Radha Mohan Singh to allow the state to have its own CAU and not under any state. NH secretary, information and publicity, C.Daipaio said that the Hoho raised this issue, when NH delegation led by president P.Chuba Ozukum, vice president H.K. Zhimomi, C.Daipao and assembly secretary Elu Ndang called on the union minister at Police House, Chumukedima, Dimapur on Sunday. The Hoho reminded the union minister that the college of VS&AH granted to Nagaland under the CAU, Imphal, was not “at all feasible for obvious reasons”. The delegation also pleaded upon the union minister to establish more colleges under Agri & allied sector in Nagaland in near future. It also lauded the union minister for granting and establishment of VS&AH at Jalukie, since it was the demand of the Naga people for establishment of various colleges and universities.
SMSA to lift temporary ban on supply export
DIMAPUR, AUG 7 (NPN): San Mahaldar & Suppliers Association (SMSA), Karbi Anglong has decided to lift the temporary ban on export of sand to Nagaland with effect from August 9. In a press note, SMSA president Jackson Kramsa said the unanimous decision was made at a meeting of all the mahaldars on August 6. SMSA also reiterated its earlier decision that the rate of sand has been fixed at Rs. 25 per cft and that only 500 cft per truck would be allowed, while O form rate extra and financial transaction would be dealt only at the head office, Manja. The meeting discussed the forthcoming Independence Day celebration to be held at RSA ground, Old Tseminyu town where the house decided to organise exhibition-cum-sales of the indigenous products from Agri & Allied sectors etc. The ADC asked the concerned departments to initiate and give
chance to SHGs to occupy the stalls for exhibition and sales of their products during the celebration. The meeting deliberated on the proposed schemes of LADP 2016-17 for the 12th Tseminyu A/C and approved the same. Discussions were also held for the annual departmental sports meet to be held before November 2016 where ADC, Vikhweno informed the members that the Inter Departmental Badminton Tournament would be held separately in the month of August 2016.

DIMAPUR: Nagaland home minister, Y. Patton has expressed grief on the demise of late K.R. Murry, father of former minister, Dr. Chumben Murry, who passed away on August 7, 2016 at Wokha after prolonged illness. Patton in a condolence message said late Murry was a prominent senior citizen from Lotha community and had served in different capacities as retired deputy director social welfare department, a prominent legal expert, social worker and veteran politician. He said late Murry had also served as president of DCC Wokha. Late K. R. Murry was also vice president of Kyong Academy from 1992 till May 2014.“His contribution towards research and publication of Lotha vernacular was of immense impact to the younger generation and to the Lotha people”, Patton said. While extending condolences to Dr. Chumben Murry and to the bereaved family members, home minister prayed for strength and comfort during the time of sorrow and the departed to soul rest in peace. In another condolence, Naga People’s Front (NPF) central Hqs. Kohima, Nagaland in a condolence message through its press bureau expressed pain to learn about the passing away of late K.R. Murry. DIMApur: One day training programme for the Para Legal Volunteers (PLVs) was conducted by District Legal Services Authority (DLSA) Longleng at District Legal Services Authority office, Longleng. In the programme, resource person, assistant public prosecutor, Longleng, Abraham and panel lawyer Longleng DLSA, Mane Phom imparted PLVs with basic lessons and skills on the topic Right to Information Act (RTI) and motor accidents and claim tribunal. The resource persons also gave lectures on domestics’ violence act and Nagaland victim compensation scheme 2012 and covering important information on provisions of the act and benefits of the compensation scheme. Later, in the programme panel lawyer, Longleng DLSA, T.Thiba Phom, presented the seven new schemes of National Legal Services Authority (NLSA) 2015. Later, in the practical session, the PLVs were engaged in drafting of RTI and FIR application to provide them with adequate practice in dealing with real world situation in assisting the beneficiaries, seeking assistance in FIR and RTI matter. Mock drill on recording and report-
ing under various scenarios on domestic violence, filing of applications to claim compensations for eligible victims under Nagaland victim compensation scheme 2012, were carried out. Maintenance of PLV dairy and drafting of affidavits were also practiced. The training was conducted in the form of orientation-induction-refresher courses and aims at imparting basic legal training to selected volunteers from different walks of life.

ZUNHEBOTO, AUG 07 (NPN): Sumi Baptist Churches Association had established an Urban Ministry with a vision to reach out the lost souls in the year 2011, with its main office at Dimapur. The ministry particularly aims at reaching the group of people were yet to hear about salvation/sacrificial message of God’s grace. The ministry based in Dimapur required a proper church for which the construction of the church building was undertaken and dedicated on August 7, 2016. Chairman of SBAK Urban Ministry, Zhekuto Zhimo in his report acknowledged Ghokhevi Chophy who had generously donated a plot of land measuring 70×50 at Half Nagarjan, United Colony for construction of Church building. He also presented a detailed report of donors who contributed several other construction materials and technical supports etc. In conclusion, Zhimo applauded their generosity and said, “without their timely help, the vision to have this church building would have remain just a mere dream”. Nagaland. Even today, “our fabrics” are in high demand in spite of the fact that they are slightly costlier compared to the fabrics produced by other looms, said the chief guest. With the setting up of Weavers Service Centre in February, 2015, Nagaland became the third state in the north east region to have the centre, said Yaden. Highlighting on the services of the weavers service centre, Yaden said that it is capable of training the people in the field of fly shuttle weaving, dyeing and printing as well as designing of fabrics. He also urged the people of Nagaland to utilise the service centre to the maximum possible extent. Highlighting on the various projects taken up by the state government, the chief guest informed the gathering that Nagaland have five sanctioned block level cluster projects in the previous financial year, 2015-16 from the ministry of textiles, government of India. Of the five projects, two are in Dimapur district (Kuhuboto block and Medziphema block), two in Mokokchung (Tsurangkong block and Mongkolemba ‘A’ block) and one in Tuensang district (Longkhim block). These projects are under implementation and the benefits of the projects shall be felt by the handloom weavers of these blocks soon, said
Yaden. The state government has also submitted 10 projects of block level cluster development in various districts of Nagaland and is under the active consideration of the central government, he added. The government has also been successful in bringing MUDRA scheme for handloom weavers of Nagaland, the chief guest informed. Under the scheme, handloom weavers can get working capital loans and term loans from nationalized banks without any collateral security. Also speaking on the occasion, Industries & Commerce secretary, Hushili Sema IAS said weaving in Naga society was practiced traditionally but never at professional level. While calling on the weavers to diversify their products, she also urged them to protect the unique traditional designs and also not to compromise with the quality. Others who spoke at the programme were Bendangliba Ao, director, Industries and Commerce, Hokishe Sema, managing director of Nagaland Handloom & Handicrafts Development Corporation and Er. Agri department organizes farmers training DIMAPUR: One-day farmers training on production technology of pulses and coarse cereals was organized by department of agriculture, Tuensang, at Tuensang village C/khel. Delivering the keynote address District Agriculture Officer (DAO), L.Butang highlighted about the present scenario and market demands of pulses and coarse cereals. Besides, he urged the farmers to be broad minded in practicing agriculture keeping in mind for capturing local market instead of growing for own consumption. At the technical session, SMS Menungchetba spoke on the operational guidelines on implementation of mission organic value chain development for NER emphasizing on selection of organic cluster, soil sample collection, inspection procedure under internal control system etc. Meanwhile, Agri. officer, Chingmak spoke on post harvest technology and storage pest management in regard to pest life cycle,
damage symptom and various management and precautionary steps to be taken for pest control from harvesting, handling, storage etc. Speaking on the topic on economic importance and scope of pluses production, AI M.Chollen appraised the farmers about the potentials of growing pluses crop in the region and urged the farmers for tapping the potentials for generating better income and net return while DAO L.Butang spoke on the topic prospects and importance of coarse cereals cultivation briefing its economic importance, climate resilient, food security and market demand. MTLT demands prompt action for power supply
DIMAPUR: Delay in prompt action for undertaking the repair works of the transformer at Mokokchung, the Mokokchung Town Lanur Telongjem (MTLT) in a letter to the department of Power has demanded that the department “must not play with the public”. A letter by MTLT president, Imkummeren Jamir and general secretary Taliakum Pongen stated that as per the NO.MES/W-20/2015-16/130 dated 21 November 2015, the Sub-Divisional Officer, Electrical Sub-Division, Mokokchung, had submitted the complete requirments to the higher authority. According to the letter, a team of technicians from Crompton Greaves Ltd Calcutta under Mecavo Power Works Dimapur performed survey at the 33/11KV RESS Mokokchung on the 21st November 2015. The 11KV Bus-Bar has been found completely damaged and need repair. Besides, defective parts were identified
at other feeders viz., 33KV Main Incoming, 11KV Bazar, 11KV Ongpangkong, 11KV Yongpang, 33KV Alichen, 33KV Incomer, 33KV Longnak, 33KV Impur and 33KV Longsa. The MTLT strongly questions the crediblity of the government and demands that immediate repairs/replacements be taken up in the interest of the public. MTLT further stated that it still stands by its demand for a new/stand by transformer since 2015 which has not yet been fulfilled. It may be noted that Mokokchung consumers are paying the bills regularly and according to the sub-divison office in Mokokchung, there is no maintenance fund for which the public need to know how the departmental money was utilised in this case. The MTLT cautioned that it was keeping a close watch of all the departmental works and stands by its motto “Always Vigilant” in the interest of safeguarding public interests.

CM Sonowal visits Kokrajhar; appeals for 75 CAPF battalions
GUWAHATI, AUG 7 (IANS): Assam Chief Minister Sarbananda Sonowal on Sunday reviewed the situation in Kokrajhar district and urged the Centre to deploy 75 companies of Central Armed Police Forces (CAPF), which were withdrawn from the state after the April assembly elections. Sonowal’s review of the law and order situation in Kokrajhar came after militants of the anti-talk faction of the National Democratic Front of Bodoland (Songbijit faction) killed 14 civilians and injured 20 others on Friday. The Army killed one of the attackers the same day. The Chief Minister, who visited Kokrajhar on Sunday, also chaired a strategy group meeting of the Unified Command at the Kokrajhar Circuit House and directed the police, the Army, the Central Reserve Police Force and other para-military forces to sternly deal with the situation after the terror attack “Vigil should be stepped up to foil the sinister designs of anti-national forces,” Sonowal said and appealed to the people to remain alert to nip in the bud the nefarious designs of these forces and to maintain peace and harmony at any cost.

Correspondent IMPHAL, AUG 7: Schedule Tribe Demand Committee Manipur (STDC) and Coordinating Body of Schedule STDC have launched relayhunger strike from Sunday demanding inclusion of Meitei community into the ST list. Titular king of Manipur Leishemba Sanajaoba was among around 100 members of STDC who participated in the relay-hunger strike in Imphal’s THAU ground. The strike will continue till August 31. Talking to reporters, convener of Coordinating Body of STDC Motum Churamani said the state government should complete its necessary formalities for inclusion of Meitei community into the ST list within August 31. Churamani asserted that the only way to protect the indigenous people of the state was to accord ST status to Meitei community. He war ned that the STDC will intensify its agitation if the state government fails to submit the memorandum to the Centre within the stipulated timeframe. STDC and its Coordinating body are also planning to organise mass rally on September 18 which will be followed by series of intense agitation, he added.
Earlier, the STDC has planned to stage a sit-in-protest in front of Manipur Public Service Commission (MPSC) office in Imphal’s North AOC, however, it was abandoned after authority denied permission. STDC has been campaigning for ST status for Meitei even as many including some students’ pressure group and tribal based bodies opposed it. A m o n g o t h e r s, A l l Manipur Students Union (AMSU) has strongly opposed to the demand citing that Meiteis never remained as tribal after they began their civilization in the valley. However, STDC is maintaining if its demand is conceded, there will be unity and equality among communities, economy will get a boost since income tax will be waived for the Meitei if they are accorded ST status. Some other bodies opposed the demand citing that Meitei in the ST list is entwined with a notion that Meitei would be allowed to settle in the hill areas if they are categorized as an ST. But this notion is only breeding hatred and suspicion among many tribes of Manipur against Meitei. They even alleged that the campaign for ST status was driven by a craving for reservations and quotas for Meiteis.
SHILLONG, AUG 7 (PTI): A huge cache of high quality heroin and cannabis worth over Rs 1 crore in the international market was seized from two persons here today, a top customs official said. Acting on tip off, customs sleuths intercepted an empty ten-wheeler tr uck on the Shillong by-pass and seized over 850 kg of high quality cannabis and arrested the driver. The cannabis was concealed inside a specially built chamber behind the driver’s cabin. Preliminary investigation revealed that the cannabis, which was procured from Tripura, was meant to be handed over to someone in Guwahati, the official said. Meanwhile, a Manipuri man was arrested and heroin weighing 500 gram found from him at Khyndailad area, a commercial hub in the heart of the state capital. The heroin was believed to be sourced from Myanmar. Though originally from Chandil district of Manipur, the suspected drug peddler had been residing in Nongthymmai area for the past 17 years. Deputy Commissioner of Custom Preventive, North East Region (NER) Isaac Kharkongor said, “The cannabis seized is worth approximately Rs 42.50 lakh while the market value of the heroin is Rs 50 lakh.”

The commerce ministry would bear 90 per cent of the cost while the Tripura government will bear the rest. Works for the project have started,” Tripura Industrial Development Corporation (TIDC) GM Shyamal Deb said. TIDC is the implementing agency of the project. The IDC would be built on six acres with facilities like Customs, immigration, banking with currency exchange, warehouse and public utility services. The IDC is seen as a vital business point between the state and Sylhet region of Bangladesh. Union Commerce and Industries Minister Nirmala Sitharaman had inaugurated the first IDC at Srimantapur in Sipahijala district in January. Of the total 31 Land Customs Stations in the North-East with Bangladesh, Tripura has eight.
(PTI): Six months after his services were terminated by the Arunachal Pradesh Governor, senior advocate Ranji Thomas has tendered his resignation as the Advocate General of the state, saying the sacking was invalid after the Supreme Court directed ‘status quo ante’ and reinstated the Congress government there. The ser vices of the senior lawyer as AG were terminated by Governor J P Rajkhowa on February 2, soon after imposition of President’s Rule in the state on January 26. However, Thomas, who served as the top law officer of the state during the tenure of Chief Minister Nabam Tuki, sent his resignation letter to newly-elected Chief Minister Pema Khandu on July 26. Thomas said the landmark verdict by the Supreme Court, directing ‘status quo ante’ in the state and reinstating the Congress-led Nabam Tuki government, had upheld the Constitution. “Therefore the withdrawal of pleasure by the Governor to remove the AG and appointing a person of his choice is unsustainable and invalid and against the spirit of Constitution and the judgement of the Supreme
AG A RTA L A , AU G 7 (IANS): India’s third International Internet Gateway (IIG) in Agartala through Cox’s Bazar in Bangladesh has accelerated internet connectivity in the mountainous northeastern region, a BSNL official said on Friday. “Using the 3rd IIG (in Tripura capital Agartala), internet connectivity in the eight northeastern states, including Sikkim, has become faster and internet users have benefited to a large extent,” Bharat Sanchar Nigam Limited (BSNL) General Manager J. Ravichandra told reporters here. He said: “To access the 3rd IIG, necessary technical linkages in Shillong (Meghalaya), Aizawl (Mizoram) and Guwahati have been completed. Links to Kolkata and other northeastern states will be completed very soon.” Prime Minister Narendra Modi and his Bangladesh counterpart Sheikh Hasina, along with Tripura Chief Minister Manik Sarkar, on March 23 inaugurated the 3rd IIG through videoconferencing from their respective offices in New Delhi, Dhaka and Agartala. The Agartala IIG is the third such Internet gateway after Mumbai and Chennai. Ravichandra said Bangladesh State Minister for Telecommunications Tarana Halim recently visited Tripura and held a meeting with BSNL officials and discussed more co-
operation between her country and India in the telecom sector. India has spent Rs 19.14 crore to create the infrastructure for the third IIG in Agartala to get the 10 gigabit bandwidth from Bangladesh Submarine Cable Company Limited (BSCCL). For this, optical fibre cable (OFC) link has been established between Akhaura (along Agartala) and Cox’s Bazar India has to give around Rs 8 crore per year as rental to the BSCCL. If the demand increase, the BSNL will avail up to 40 gigabit bandwidth using the same infrastructure. Earlier, the northeastern states got internet connectivity through Mumbai and Chennai IIGs, but long distance created problems like very slow speed and drop of linkages. Meanwhile, a media report in Bangladesh said Bhutan too is keen to import internet bandwidth from Bangladesh. “Bhutan will send a delegation to Bangladesh by November to finalise the amount of bandwidth to be exported, price and route,” the reports said quoting Tarana Halim. “To export bandwidth to Bhutan, Bangladesh would have to use Indian territory; fibre optical cable would also need to be laid. Halim got a positive response from India when she discussed the issue with Indian Telecom Minister Manoj Sinha last week,” the report said.

AIZAWL, AUG 7 (PTI): Non-tribals travelling to Mizoram by train can now get Inner Line Permit (ILP) at the Bairabi Railway Station from Saturday, according to an official statement. The Inner Line Permit Counter has started at the Bairabi Rail Station by Kolasib District Deputy Commissioner H Lalengmawia, where ILP can be issued to the travellers. The counter was established after a broad gauge train service commenced at the Bairabi station from neighbouring Assam recently. ILP is issued under the Bengal Eastern Frontier Regulations, 1873, and all non-tribals need to have the ILP to enter Mizoram and a few other north-eastern states.

ITANAGAR, AUG 7 (PTI): Three persons were injured and eight houses collapsed following landslides triggered by torrential rain at Barbara in Tawang district of Arunachal Pradesh, an official said on Sunday. The local administration evacuated the people of the entire village to a safer place after the landslide on Friday, Additional Deputy Commissioner Dilip Kumar Chutia said. A road, two culverts and a bridge were also damaged in the rain that is continuing for the past few days. Immediate relief materials and monetary assistance have been provided to the affected people, he said. Chief Minister Pema Khandu has expressed shock and asked for early constitution of a board to assess the losses for further action.

The GM briefed Khandu on the pending issues of Ningru oil field and requested him to expedite the Petroleum Mining Lease, an official release said here today. Assam flood situation improves
GUWAHATI, AUG 7 (PTI): Though the flood situation in Assam showed considerable improvement Sunday, over 36,000 people in 54 villages of four districts of the state continued to be affected, Assam State Disaster Management Authority (ASDMA) said. Till yesterday, nearly 70,000 people were affected by the flood across 84 villages in eight districts. The death toll in the current wave of flood stands at 34 across the state. As of now, the affected districts are Jorhat, Morigaon, Kokrajhar and Goalpara. Among them, Jorhat is the worst affected with over 25,000 people still suffering, followed by Goalpara with nearly 6,500 and Kokrajhar with nearly 3,000 people hit by the flood at this moment, ASDMA said. Authorities are running eight relief camps in two districts, where 1,493 people have taken shelter. Nearly 2,500 hectares of crop area are still under flood water across the state, it said. Currently, Brahmaputra’s tributary Dhansiri is flowing above the danger mark at Numaligarh in Golaghat.

A decision to this effect was taken at a crucial two-day conclave of the KC-M which concluded today at Charalkunnu in Pathanamthitta district. Launching a tirade at the Congress, party supremo Mani said some leaders in the Congress had “consciously” made efforts to ‘weaken’ KC-M and especially its party leader who was “fiercely attacked and humiliated” by some in that party’s leadership. “Hence, the party has decided to sever ties with UDF and sit as a separate block in the assembly and function as a responsible opposition,” the 82-year-old veteran said. “We are leaving the UDF....” he said. In Parliament, KC(M) will provide issue-based support to Congressled UPA, he said. However, Mani said in the local bodies, the tie-up with UDF would continue. Authorities said that a probe has been launched against M A Convent School based in Baghara locality of the city in the matter and maintained that it was not recognised by the education department. Zia-ul Haq, the school manager, told the teachers that singing of the national anthem could not be allowed as the phrase ‘Bharat Bhagya Vidhata’ in its first stanza went against the tenets of Islam, according to the teachers who resigned two days ago. The manager said that if they were not in agreement with this “policy” of the school, they could leave. “Most of us have been working here for not a very long time. We were shocked to learn from the management that the school has never allowed the singing of national anthem in the last 12 years. “Since we had been asked to fall in line or leave, we chose a decision based on our conscience,” Ritu Tripathi, who was the principal, said.

KC-M, the third largest partner in UDF since 1982 after it came out of the then LDF ministry led by late E K Nayanar, has six MLAs in the present assembly. The party has a strong base especially among Christians in the Central Travancore areas of the state. The party also has a lone MP, Jose K Mani, son of Mani. Today’s developments are the culmination of strained relations between the party and Congress over the bar bribery scam, that led to the resignation of Mani as Finance Minster from the previous UDF Ministry led by Chandy in November last. KC-M nursed a grudge against Congress as many KC-M workers believed that the bar scam, in which an FIR has been registered, was a result of a conspiracy to ‘tie-KC-M’ in UDF. There were reports at that time that KC-M was planning to topple the UDF government and CPI-M had offered support to Mani, to become Chief Minister.

M Venkaiah Naidu V I JAYAWA DA , AU G 7 (PTI): Nine other states have demanded the “Special Category State” status from the Centre and supported Andhra Pradesh’s request in this regard, Union Urban Development Minister M Venkaiah Naidu has said. “During the discussion in Parliament on special status for AP, nine states supported it. But they also wanted special status, saying theirs was also a just case. Chief Ministers of some of these states have written to the Centre in this regard,” Naidu said at a press conference at his family’s Swarna Bharat Trust in Atukuru village near here today. The minister said the special status “is not a panacea”. He, however, did not give names of the nine
other states that have raised the demand. “There are certain benefits that come with the special status, no doubt. But special status is not a Sanjeevani, not a panacea,” he said. On the grant of special status to AP, the Union Minister said a dilemma had arisen following the recommendations of the 14th Finance Commission. “The Prime Minister told the (AP) Chief Minister about this, but the latter wanted a decision taken on the special status at the earliest,” he added. The Finance Commission has come out with some proposals to bridge the revenue deficit of AP due to the bifurcation. The Centre is examining them and a decision would be taken expeditiously, Naidu said. Andhra Pradesh has been demanding the special status ever since the bifurcation and creation of Telangana. The Union Minister noted that AP’s comprehensive development was possible only with the assistance of the Centre. He said the Centre would celebrate ‘Tiranga Festival’ across the country as part of the 75th anniversary of the Quit India Movement.
PATNA, AUG 7 (PTI): Flood situation in Bihar remained critical on Sunday with four more deaths reported from Katihar district, taking the toll to 95. The State Disaster Management department said 33 lakh people have been hit by the flood in 14 districts. Purnia district accounts for the highest number of deaths at 28 followed by Araria (21), Katihar (19), Supaul (8), Kishanganj (5), Gopalganj and Madhepura (4 each), Darbhanga (3) and Muzaffarpur, Saran and Saharsa (1 each). The swollen Mahananda, Bakhra, Kankai, Parmar, Koshi rivers have inundated parts of Purnia, Kishanganj, Araria, Darbhanga, Madhepura, Bhagalpur, Katihar, Saharsa, Supual, Gopalganj, East Champaran, West Champaran, Muzaffarpur and Saran districts affecting a staggering 33 lakh people. The water level in the Ganga and Ghaghra river has crossed the danger mark in Bhagalpur and Siwan districts, and that in Koshi river in Katihar and Khagaria districts. While the flood has inundated six lakh hectare area, crops were damaged in two lakh hectare and the authorities are assessing the quantum of losses, DMD said. NEW DELHI, AUG 7 (IANS): Union Finance Ministry has said it has started the process of examining the proposal from the Railway Ministry to merge the Rail Budget with the General Budget, 92 years after the separation took place. “We will look at his (Railway Minister Suresh Prabhu’s) proposal and examine it. It will have to be done in consultation with the Railway Ministry. That process has started,” Finance Secretary Ashok Lavasa told IANS. The Rail Budget has had a separate existence from the General budget since 1924 when the British spun it off for a better focus on India’s most important infrastructure network. The Railways then accounted for 70 per cent of the total budget. The Rail Budget now is only 15 per cent, on an average, of the country’s budget. Asked when a decision is likely, Lavasa said, “We can reach a conclusion only after we have considered the pros and cons of his (Railway Minister’s) proposal.” “This (merger) is something that has been suggested even in the past. According to Prabhu, who suggested the merger of the two budgets in a recent letter to the Finance Ministry, the already stressed Railways were facing an additional burden this year of Rs 30,000 crore on account of the 7th Pay Commission recommendations. The letter from Prabhu came after a committee headed by NITI Aayog member Bibek Debroy suggested the merger as part of restructuring of the Railways. If the merger happens, the Railways will also get rid of the annual dividend it currently has to pay for Gross Budgetary Support (GBS) from the government. Prabhu in the current Monsoon session of parliament had questioned the paying of the dividend to the Finance Ministry. “This paying dividend to the Finance Ministry is one area which really needs to be looked into. Why should the Railway pay dividend? This has been a recommendation of the Standing Committee. There have been several unanimous recommendations on this by several Standing Committees that the Railways discharge very useful public functions,” Prabhu said in the Lok Sabha.
Sonia’s condition improves; Azad pays visit NEW DELHI, AUG 7 (PTI): Congress chief Sonia Gandhi’s condition has improved and she continued with more exercises on Sunday, according to the hospital where she underwent a surgery on her left shoulder four days ago. She is recuperating well and her condition remains “stable”, Sir Ganga Ram Hospital said in its latest medical bulletin here. “Mrs Sonia Gandhi who has been admitted at Sir Ganga Ram Hospital, is making steady progress and her condition remains stable,” according to the bulletin issued by Dr D S Rana, Chairman (Board of Management) of the hospital. Her shoulder condition has improved and doctors have advised her to continue with walking and exercising, especially for the shoulder, a source said. Dr Prateek Gupta, Orthopaedic Consultant from Sir Ganga Ram Hospital and Dr Sanjay Desai from Mumbai, who operated on Gandhi for a shoulder injury, had said yesterday that they were happy with her progress. She had walked and did some exercises on Saturday. Senior Congress leader Ghulam Nabi Azad visited her this afternoon, the source said. 69-year-old Gandhi was shifted to the Sir Ganga Ram Hospital on Wednesday from the Army Research and Referral Hospital, where she was rushed soon after her arrival from Varanasi around midnight on Tuesday. She had to cut short her roadshow in Varanasi after she was taken ill. She had fractured her left shoulder during the roadshow.
Rupani sworn in as Gujarat CM; 9 from Anandiben cabinet dropped
GANDHINAGAR, AUG 7 (IANS): Six days after Anandiben Patel suddenly quit, a new BJP team on Sunday took charge of Gujarat with Vijay Rupani sworn in as Chief Minister and senior leader Nitin Patel as his deputy. Governor O.P. Kohli administered the oath of office and secrecy to a 25-member ministr y at the Mahatma Mandir Complex here. There are nine cabinet ministers inclusive of Rupani and Nitin Patel and 16 ministers of state. Prime Minister Narendra Modi, who was Chief Minister of Gujarat from 2001 till he became Prime Minister in 2014, called up Rupani to congratulate him and his team. As many as nine ministers of the previous government have been dropped by Rupani, who inducted 11 new faces representing the different regions of the state. Sources in the Bharatiya Janata Party said the axing of the nine had the stamp of BJP President Amit Shah, who is known to have played a major role in ensuring that Rupani got the top job in the state, a party stronghold. Anandiben had clamoured for Nitin Patel. Significant among those dropped are Finance, Energy and Industries Minister Saurabh Patel, who is the sonin-law of Ramnik Ambani, the elder brother of the late Dhirubhai Ambani. The suave Saurabh Patel was the only English-speaking minister and also the government’s industry-friendly face. He has been widely credited for the former Modi government’s forays in solar energy in the state.

His own house and office in north Gujarat were attacked twice by Patels. Vasumatiben Trivedi, the only woman minister in the government of Anandiben, Gujarat’s first woman chief minister, was also sacked. Nirmala Wadhwani from Ahmedabad has been included in her place. Anandiben Patel had earlier resigned as Chief Minister citing her age, two months earlier than attaining the age of 75, in line with an unwritten code for ministers in the BJP. But BJP sources maintained she was asked to quit in the wake of the Dalit unrest
and the dragging street protests by the Patels - the traditional constituency of the party - demanding job quotas. New Chief Minister Rupani avoided all questions about the priorities of the government and how he proposed to tackle the vexed issue of Patels and Dalits, which hit the BJP hard. “The swearing-in has just been done. The government will start work tomorrow and together decide on all matters and the new policies,” Rupani told the media. His deputy Nitin Patel, the senior most minister in the previous cabinet, said all the initiatives of the Anandiben government would continue and strategies would be made to address all the key issues facing Gujarat. The exit of Anandiben Patel, who is known to have had strained relations with Amit Shah, and the incoming of the Rupani ministry comes ahead of assembly elections due in the state next year.
RSS leader critical; SIT formed to probe attack JA L A N D H A R , AU G 7 (PTI): A four-member SIT has been formed to probe the attack on RSS leader Jagdish Gagneja, who is in a critical condition after being shot at by some bike-borne assailants. BJP today asked Punjab government to take stringent action against those involved in the attack on Gagneja and alleged it was an attempt to thwart nationalistic forces and vitiate the atmosphere in the state by those “involved in terror activities, be it here or sitting abroad”. Gagneja, Vice President of the RSS (Punjab), was yesterday shot at by some bike-borne persons at Jyoti Chowk area here when he had gone shopping with his wife, leaving him seriously injured. Doctors at a private hospital here conducted a surgery to remove two bullets from Gagneja’s stomach. However, a third bullet is still lodged in his body. Punjab Director General of Police Suresh Arora has constituted a Special Investigation Team to probe the incident on the directions of Deputy Chief Minister Sukhbir Singh Badal and police was also examining CCTV footage from the area. The SIT will be headed by ADGP IPS Sahota and will comprise Police Commissioner Arpit Shukla, Inspector General Counter Intelligence Jalandhar Neelabh Kishore and Assistant Inspector General Amarjit Singh Bajwa,

Gagneja has been shifted to Ludhiana-based Dayanand Medical College and Hospital. “Sah-sarsanghchalak of RSS’s Punjab unit Jagdish Gagneja was operated till 2 AM in a private hospital here, after bullets hit his stomach, injuring him critically. “While two bullets have been removed from his stomach, one is still trapped in his body around the liver,” senior BJP leader and local MLA Manoranjan Kalia said. He said a ‘critical care team’ is expected to reach by here today after he spoke to Health Minister JP Nadda. “I have spoken to Union Health Minister JP Nadda and asked him to send a ‘critical care team’ to ensure better and proper treatment of Gagneja. Nadda has instructed Dr Yogesh Chawla, director PGI, Chandigarh and the team is expected to arrive here today,” Kalia said. He said a team under the leadership of Dr Jaspal from DMC Ludhiana, reached late last night on the orders of the Chief Minister and the operation was conducted under RSS leader Brig Jagdish Gagneja’s wife Sudesh Gagneja their guidance. ecently a tribal organisation had warned of taking action against those who denigrate or defame it and its other sister organisations in the social media. The warning against those who habitually defame or incite hatred against other organisations or person(s) in the social media deserves to be taken up seriously. Basically social networkgroups are formed by people for sharing and discussion with words, pictures or videos with the objective of creating a networking platform for interactive dialogue for awareness and opinions among likeminded people. As it is with those who are progressive and those who are regressive, social media also attracts people of diverse minds. Many social forum are being formed which definitely shows that forums such facebook and in particular whatsapp are become trendy with the children, youth and even older generation. Till the 70s the most exciting and only engagement was social outing with friends or relatives or loves ones. These days the young are engaged almost a 24x7 basis with mobile whatsapp, facebook or twitter. pre-teens and teens accounts for a very large portion of the internet populace. The same group also accounts for the most rapid increase in internet use. When this group stays online, the most common thing they do is join social networking sites. Youths form teenagers and college going kids to those about 20 onwards form the largest segment of those in the social networking sites and a large number of who remain online for a considerable period of time every day. According to health reports, extreme addiction to social media can lead to eating disorders, obesity, heart problems, sleep disorders and affecting the eyesight and hyping up tension. In many instances and which is also a common phenomenon throughout the world, certain elements who share a destructive habit of inciting hatred have become the predators in such groups. Cynics also firmly believe that forming social groups to band together against who they perceive as ‘corrupt’ and ‘wrong-doers’ or ‘hypocrites’ is a wonderful and righteous way to bring a change. However, society today is placed in a cauldron of deep churning where individual corruption is the cause of institutionalized corruption; the latter being the most dangerous and deadly. The ‘individual corruption’ has institutionalized corruption to become so deep rooted that people have become insensitive to it. The biggest draw and also weakness is that social media is addictive and more are added to the list in respective groups. Grossly offensive and therefore could well meet the threshold for prosecution. The social media also has a dark side, as well. Social networking can sometimes result in negative outcomes, some with long-term consequences. There are people having adjustment problems who may be mostly involved in a campaign of abuse or credible threats of violence against an individual or group of people. Any individual posting offensive or abusive messages on social networks directed against any individual or group in any social media group may be hauled to court for committing criminal offence and be prosecuted as per defamation laws. The problem is that most forums have discussions by those who are ill informed and that is counter productive. It is time to draw the line and ensure that social media is not hijacked by minds that are destructive and inimical to society.

GST means one central law, 29 state laws
he goods and services tax (GST) is projected to set a new dimension in taxes through a supposed uniform rate across the country – something any country would have. Ideally it should be treating all states as equals and usher in a comfortable regime. The central government is pushing the bill with this aim. It wants the entire country to turn into a tax-friendly regime. It is very welcome. It is projected to cascading effect of taxes, referred as “taxes on taxes”. Just imagine that a trader sells goods to another –B- after charging sales tax. B re-sells it to say C after charging ST. Now C pays a double ST – one paid by B and one sold by B. This is tax on tax. This was so till ST was replaced by VAT. At that time, a VAT system was introduced whereby every next stage dealer used to get credit of the tax paid at earlier stage against his tax liability. This reduced an overall liability of many traders and but had little impact on inflation. Similar concept came in the duty on manufacture – The Central Excise Duty – much
before it came for sales tax. The CENVAT credit scheme (earlier known as MODVAT) was also a welcome move by trade and industry where credit of excise duty paid at the input stages was allowed to be set-off against the liability of excise on removal of goods. With effect from 2004, this system was extended to service tax also. To a huge extent, the problem of cascading effect of taxes is resolved by these measures. Since this did not solve all the problems and large industries and particularly multinationals lobbied for GST for “ease of business”. The GST is expected to subsume all the taxes, central excise, central sales tax, service tax and VAT, a state tax for sale within the state. There would be a state GST (SGST) to be collected by the state government; central GST to be collected by central government and integrated GST to be collected by central government on inter-state transactions. A transaction of sale withing the state shall have two taxes –SGST and CGST. A transaction of sale from state to another shall have only IGST. But it is not that simple. If there is transaction within the state before transfer to another state, the commodity may have to pay all the three – SGST and CGST at the first and IGST at the second stage. So there would not be elimination of taxes on taxes. The apprehension that GST might be complicated and inflationary may not be untrue. Then nobody today knows how much would be 100 percent compensation for the states how the Centre would bear it or if it would transfer to consumers – further inflationary. Conceptually, the GST is a very good type of tax.
However, for its successful implementation all the states have to implement together and that too at the same rates. Otherwise, it will be really cumbersome for businesses to comply with. The GST is a destination based tax, not the origin one. This will be difficult in case of services, because it is not easy to identify where a service is provided. One of the main benefits that the new GST regime promises is a reduction of multiple taxes. But the truth is just the opposite. Article 246A confers power on Parliament and every state legislature to levy GST. Thus, we are likely to have one parliamentary law and about 29 state laws that levy GST. And there is no constitutional requirement that all the state laws be uniform. Many states have entry tax. It may continue. The exclusion of petroleum products, electricity and real estate may result in a mangled Indian version of the GST. The GST has many challenges. But as it appears it does not ensure real uniform, onepoint tax rate.

Once a Visa is obtained for Switzerland, for example, with that Visa, One can move about freely in any of the 28 Member Nations. The EU currency is used in any of the Member States. Universally however, ‘the Freedom to travel and to movement in another Country is strictly

The Power of granting Travel Permit does not belong to the President nor to the Governor; does it not belong to any Bureaucrat. It belongs solely to the State. Even in Private Property, the right to roam about in a land belongs only to the Owner of the Property, otherwise it would be a Case of Trespass, and in civilized behavior one does not enter anybody’s Property or House uninvited. The right to an Indigenous Citizenship cannot be taken casually as if it is the Right of everybody. Except for, Nagaland, Mizoram and Arunachal in varying degrees of seriousness, every Indian can move about freely in any State and can stay there, but certain Privileges under Art. 371A of the Constitution of India is granted to the Naga of Nagaland State only; not to every Dick and Tom from other States. One of the most important of these is: The right of Traditional, Customary Practices of the Naga of Nagaland: i. on Land and Its resources, ii. on Judicial Procedures. These Rights are available only to Nagas from Nagaland and not to people of other States. Tthe Constitution clearly states that even the Parliament in Delhi can overrule the Provision. And the ‘Special Provision’ covers the
Past, the Present and the Future legislations. NOthing in the Parliament, without the consent of the Legislative Assembly of Nagaland, can contravene the provision. These Privileges are available only to the Indigenous Native Naga Tribes of Nagaland and not to Naga Tribes of other States. The Word ‘Indigenous’ means ‘Native’ and Native means ‘Thing that are Natural to the Land’. The Rongmei are not Native of Nagaland State, they can not be recognized as ‘Indigenous Tribe’ of Nagaland State because they do not naturally belong to Naga Hills, now Nagaland State. This is true not for the Rongmeis alone, this is true for all Naga Tribes from outside the State. The Naga from outside the State can come and stay in Nagaland, he/she is not prevented from staying in Nagaland, but he/ she is not an ‘Indigenous Tribe’ of Nagaland because he/she is not a Natural Native of the State. An INDIGENOUS has to be a NATIVE and NATIVE has to NATURALLY OF THE PLACE. Nobody can artificially earn to be Natural of a Place; it has to be only by a Natural Process, not by artificial means. A Rongmei can be a DOMICILE OF NAGALAND through a Legislative Process in the Assembly by which means he/she can have his/her Residence in Nagaland but he/she can not Buy Land in Nagaland without the Permission of the Government. The Right of Indigenous or Native is not something ‘earnable’ artificially; it has to be only through Nature. Rongmei or for that matter, none of the Naga from outside Nagaland can be Indigenous to Nagaland. Unfortunate but that is the Law. Thepfulhouvi Solo. of disciples following him. But he had only three intimate close friends-Peter, James and John. He was deserted by them yet he took no offence against them. The principle of “forgive as the Lord forgave” should be manifested in the circle of friendship. In the fellowship of Trinity, the picture of friendship is presented in the person of God the Father, God the Son and God the Holy Spirit. The completeness of God is seen in this union in contrariety. With the onslaught of the invasion of technologies and easy access to virtual world, the value of true friendship is shrinking thin. The time in spending with friends on Facebook, Watsapp, twitter, messenger, etc. has impersonated the reality of true friendship. We have thousands of people on our friend-list, but very few close friends. Proverbs 18:24 says, “A man of many companions may come to ruin, but there is a friend who sticks closer than a brother.” True friends are a rare jewel among many ordinary stones. If you have found one, you have something to rejoice about. Love and cherish them. Pray for them and reconcile quickly if you have sinned against them and restore the relationship for good. NEW DELHI, AUG 7 (PTI): The Centre has filed a caveat in the Supreme Court stating that it should be heard when the apex court decides the matter on the Union Territory (UT) status of Delhi after the AAP government decided to challenge the recent High Court judgment here. After Delhi government told the Supreme Court that it will challenge within a week the High Court order that Delhi continues to remain a UT under the Constitution with the Lieutenant Governor (LG) as its administrative head, the Ministry of Home Affairs filed the caveat saying that the apex court should also listen to its stand on the issue. The apex court had last week said it will hear together AAP Government’s civil suit seeking a declaration that the national capital is a state and its petition against the order of the High Court which held that the city is a Union Territory with Lt Governor as its administrative head. On August 4, Delhi High Court has held that the special constitutional provision Article 239AA dealing with Delhi does not “dilute” the effect of Article 239 which relates to the Union territory and hence, concurrence of the LG in administrative issues is “mandatory”. It had not accepted the AAP government’s contention that the LG is bound to act only on the aid and advice of Chief Minister and his Council of Ministers with regard to making laws by the Legislative Assembly under the Article 239AA and termed it as “without substance”.

Maha: death toll in Bhiwandi building crash rises to eight THANE (MAHA), AUG 7 (PTI): At least eight people were killed when a two-storey building came crashing down at Bhiwandi in Thane district, a week after as many people lost their lives in a similar incident of house collapse in the powerloom town near Mumbai. The deceased included an elderly couple who owned the building, declared as “most dangerous” by the civic body, and six members of a family living on ground the floor, officials said. The building located on Khadan Road in Hanuman Tekadi locality crashed around 8 am. Owner Sajjanlal Mahadev Gupta (60) and his wife Satyawati Sajjanlal Gupta (55) died at a hospital, Resident Deputy Collector Vandana Suryavanshi said. On the other hand, for goods which currently attract low rate of duty like small cars (excise duty of 8 per cent), the impact of GST will bring about a price hike. However, for SUVs and big cars that attract excise duty of 27-30 per cent, will see a marked drop in prices. Tax experts feel that all services, barring essential ones like ambulance, cultural activities, pilgrimages and sporting events that are exempt from levy, will become costlier as the present 14.5 per cent rate

Kolkata, Aug 7 (PTI): The Central Board of Direct Taxes (CBDT) has not set any collection or declaration target under the income declaration scheme that closes on September 30. “There is no target for collection or declaration, but we are trying our best to communicate to tax evaders that it is their golden chance to evade action against them,” Central Board of Direct Taxes (CBDT) Member Gopal Mukherjee told PTI. “We have information about concealed transactions in our data warehouse and the number of them is 7.5 lakh. The tax department is issuing letters based on our intelligence information.” He was in city for promoting the scheme at the annual conference of Direct Taxes Professionals’ Association. Under the Annual Information Returns (AIR), various types of high-value transactions are being reported to the Income Tax Department. These include reporting of cash deposits of Rs 10 lakh or more in a savings bank account, sale/purchase of immovable property valued at Rs 30 lakh or more and the like.

This will be the fourth consecutive reduction since the implementation of the domestic gas pricing formula that calculates the rate on a volume weighted average of rates in gas surplus nations of the US, Canada and Russia, based on the 12-month trailing average price with a lag of three months. The price of gas has declined by around 39 per cent since the implementation of the gas pricing formula in October 2014. On October 1, 2015 price of natural gas was lowered to $3.82 per mmBtu from $4.66. The price cut on October 1, 2016 will put further pressure on finances of upstream producers who do not find the current rate incentivising enough to invest more in oil and gas hunt. The official said the cap price based on alternative fuels for undeveloped gas finds in difficult areas like deep sea will also fall to around $5.2-5.3 per mmBtu from $6.61 currently.

NEW DELHI, Aug 7 (PTI): Natural gas price paid to producers like state-owned Oil and Natural Gas Corp (ONGC) and Reliance Industries is likely to fall 20 per cent to USD 2.45 in October. This will be the fourth reduction in last 18 months following the formula approved by the government in October 2014. Price of natural gas produced from existing fields of ONGC and RIL is likely to fall to $2.45 per million British thermal unit with effect from October 1 as opposed to $3.06 currently, a senior official said. This rate is on gross calorific value (GCV) basis. The gas price was last cut on April 1 from $3.82 per mmBtu to $3.06 per mmBtu. On a net-calorific value (NCV) basis, the gas price was on that day cut to $3.4 per mmBtu as compared to $4.24 previously. On NCV basis, the new gas price is likely to be $2.7 from October 1. As per the new gas pricing formula approved by the NDAgovernment in October 2014, gas prices are to be revised every six months and the next change is due on October 1. The reduction in natural

Mumbai, Aug 7 (PTI): RBI’s move to make new bank licences available on tap will encourage non-bank lenders to apply for access to cheaper public deposits, and the increased competition may dent state-run lenders’ market share, ratings agency Icra has said. Coupled with the capital constraints of public sector banks (PSBs) owing to nonperforming assets, their market share can go down by up to 10 percentage points in the next five years from the present 70 per cent, it warned. “The expected rise in the number of private sector banks over the medium term could result in a decline in the share of public sector banks, which held more than 70 per cent of the market. “Given the significant capital constraints and the weak asset quality profile of PSBs currently, their market share could drop by 5-10 per cent by March 2021,” it added. Indian banking system’s NPAs touched 7.6 per cent as of March 2016, with a bulk of it being contributed by the state-run lenders.

N e w D e l h i , Au g 7 (PTI): Reserve Bank Governor Raghuram Rajan is widely expected to hold the key interest rate in his last monetary policy review on Tuesday as retail inflation continues to be above the comfort zone. Rajan, whose 3-year term will come to an end on September 4, may prefer that RBI assesses the full impact of monsoon rains before taking a view on the interest rate. This is going to be the last bi-monthly monetary policy to be decided by the central bank Governor as the broad-based 6-member panel may take over the job before the next review on October 4. In conjunction with naming its 3 members on the Monetary Policy Committee, the government is also likely to name a successor to Rajan sometime this month. The government announced last week that it would like the RBI to focus on maintaining retail inflation rate of 4 per cent for the next five years, based on which the new interest rate setting panel would take its monetary policy decisions

The maximum limit of retirement gratuity and death gratuity shall be Rs 20 lakh, the order said. The ceiling on gratuity will increase by 25 per cent whenever the dearness allowance rises by 50 per cent of the basic pay, it said. New Delhi, Aug 7 (PTI): Retired central government employees will now get a minimum pension of Rs 9,000, up 157.14 per cent from the current Rs 3,500, following the implementation of the 7th Pay Commission’s recommendations. The Ministry of Personnel, Public Grievances and Pensions has notified acceptance of pay panel’s recommendations for the pensioners. The ceiling of gratuity has also been enhanced from the existing Rs 10 lakh to Rs 20 lakh. The Commission had also recommended the ceiling on gratuity to be raised by 25 per cent whenever Dearness Allowance rises by 50 per cent, a proposal which has been accepted by the government. There are about 58 lakh central government pensioners. The amount of pension shall be subject to a minimum of Rs 9,000 and the maximum pension would be Rs 1,25,000-which is 50 per cent of the highest pay in the government, an order issued by the Ministry said. The highest pay in the government is Rs 2,50,000 with effect from January 1, 2016.

Thailand Election Commission’s workers holds banners during an event to promote voting at the August 7 referendum on a new constitution, in Bangkok. a polling station in Bangkok, Prime Minister Prayuth Chanocha said: “Come out (to vote) because today is important for the future of the country. “This is your duty and this is part of democracy, of an internationally-recognised process.” After the ‘yes’ vote, the draft will become the Constitution, enhancing the military government’s legitimacy in the run-up to an election which Prime Minister Prayuth has promised will happen next year. The military junta which took power after a coup in 2014 called for the Constitution to be rewritten to ensure “clean politics” in the country. The
outcome of the referendum could be significant for entities such as the military-created National Council for Peace and Order (NCPO) and politicians from different parties. The way the referendum has been run by the military authorities has been widely condemned by human rights groups because of the ban on campaigning, which has seen dozens of people detained and charged. As a result, public knowledge of the draft Constitution was limited. The military government has promised a general election would be held by late next year to restore democratic government.
But critics have argued that the new Constitution will perpetuate army control with the armed forces and an appointed senate retaining decisive influence over future elected governments. Under the new constitution, which would be Thailand’s 20th since the military abolished an absolute monarchy in 1932, a junta-appointed Senate with seats reserved for military commanders would check the powers of elected lawmakers. The military took power in May 2014, after years of street protests and clashes between two rival factions identified by the colour of their shirts, red and yellow.

SKOPJE, Aug 7 (Agencies): Fierce storms packing strong winds and torrential rains killed at least 15 people overnight in Macedonia’s capital of Skopje, police said on Sunday. “As of 11.00 this morning (IST), we have discovered 15 victims (of the storms). Our teams are still searching for other possible victims,” police spokesperson Liza Bendevska said. Six people were missing, according to the police, while media reported that about one hundred others suffered injuries, most of them minor. Among the dead was an eight-year-old girl, a hospital source told AFP. “This is a disaster, we have never experienced such a thing,” said Skopje’s Mayor Koce Trajanovski. Rain began falling at 21.00 IST on Saturday and stopped only at 12.00 IST on Sunday, with the peak of the storm in the middle of the night, around 6.00 IST. The freak weather included winds blowing at more than 70 kilometres (43 miles) an hour and resulted in flash floods and landslides, local media reported.

Dubai airport returns to full capacity Dubai, Aug 7 (PTI): Dubai International Airport has returned to full capacity after an Emirates plane carrying 300 people, including 226 Indians, crash-landed and exploded on the runway, causing hundreds of flight cancellations for 72 hours even as authorities probed the cause of the accident. “Dubai Airports confirms that it has lifted all remaining capacity restrictions at DXB (Dubai International) and the airport is back to normal operations,” the operator said in a statement. One of the world’s busiest airport and the Middle East’s busiest had operated with restricted capacity since 12:45 PM on Wednesday after an Emirates Boeing 777-300 aircraft caught fire on the runway shortly after landing. 282 passengers and 18 crew members had a miraculous escape when flight EK521 from Thiruvananthapuram to Dubai made a crash-landing. LAHORE, Aug 7 (Agencies): In a horrific incident, a 23-year-old pregnant woman was burnt alive by her former fiance in this Pakistan city after she married his younger brother. Sidra was previously engaged to Waris Ali, but when he left for Saudi Arabia last year for work, her family married her off to his younger brother Waqas, police said. “Waris worked in Saudi Arabia and learnt about the marriage only when he returned. The suspect had developed a grudge against his former fiancee for marrying his younger brother,” senior police officer Muhammad Naveed said. He said that the accused had business dispute with his younger brother. On Saturday, Sidra was sleeping in her room while the other family members were away. Ali came there with a container of petrol and set her on fire. He locked the room and fled. Police said neighbours alerted firefighters who reached the spot and put off the fire and recovered her charred body. Sidra’s family told police that she had been pregnant for few months. A murder case has been registered against Ali and his other family members on the complaint of Sidra’s father.

Beirut, Aug 7 (AFP): The Islamic State group claimed responsibility today for an attack that wounded two policewomen in the Belgian city of Charleroi, saying the machete-wielding assailant was a “soldier” of the group. Quoting an unidentified source, the IS-linked Amaq Agency said yesterday’s attack came “in response to calls to target citizens” belonging to countries in a US-led coalition bombing IS in Syria and Iraq. The assailant died yesterday after being shot by officers. Police said today he was a 33-year-old Algerian with the initials K B. Belgium today opened a terrorism probe into the attack, the latest in a string of jihadist assaults in Europe. “We have been informed by federal prosecutors that an investigation has started for attempted terrorist murder... given certain elements (in the case),” Prime Minister Charles Michel told reporters. Michel, who saluted the courage of the police victims, was referring to the attacker’s cry of “Allahu Akbar” (God is greatest) during the assault in front of a police station. Police spokesman David Quinaux told broadcaster RTL-TVI the assailant had “taken a machete out of a sports bag he was carrying and dealt very violent blows to the faces of the two policewomen”.

BEIRUT, Aug 7 (Agencies): Syrian regime forces were on the defensive around Aleppo on Sunday after a rebel alliance said it inflicted a major setback by breaking a three-week government siege of the battered city. A coalition of rebels and jihadists surged through regime territory on Saturday to open a new route into Aleppo’s besieged eastern neighbourhoods, home to an estimated 250,000 people. The breakthrough was met with euphoric scenes among civilians and opposition fighters in eastern districts, but sparked fear of food shortages among residents of regime-controlled western areas. Rami Abdel Rahman, head of the Syrian Observatory for Human Rights, said the development was one of the most significant setbacks for government forces since the conflict erupted in March 2011. “Despite more than 600 Russian strikes, the regime forces were not able to hold onto their positions,” he said. Thai’s new referendum ‘approved’ Bangkok, Aug 7 (PTI): Thai voters today approved a new junta-backed Constitution that would pave the way for an election next year and give the military, which seized power in a coup two years ago, the final say on future elected governments. Thai voters cast ballots for the first time since the military toppled the government, choosing whether to approve or reject a junta-backed Constitution. Thailand’s Election Commission said that with 91 per cent of the votes counted, 61 per cent have voted in favour. The draft won approval in all regions, except the Northeast, which is the stronghold of former premier Thaksin Shinawatea. The new charter could pave the way for polls next year. Voters also supported an additional question on the ballot, which proposes that the appointed senate would be involved in selecting a prime minister. Nearly 58 per cent gave “Yes” vote for the additional question. The military has said the new Constitution would stem endemic political corruption and bring stability, but critics have said it will entrench military control. Campaigning against the draft had been banned and dozens have been detained. Thailand’s biggest political parties rejected the Constitution. After casting his ballot at

ollywood heartthrob Hrithik Roshan’s upcoming periodic drama ‘Mohenjo Daro’ has reportedly raked in an estimated Rs 60 crore before its big release on Friday. Directed by Ashutosh Gowariker, the film has collected the said amount by selling its satellite rights for an alleged Rs 45 crore. The film’s music which has been composed by music maestro AR Rahman has reportedly been sold for an estimated Rs 15 crore. ‘Mohenjo Daro’ was made at an estimated budget
of Rs 120 crore, which the makers are now confident of recovering when the film hits theatres this coming weekend. The film that stars Hrithik Roshan and Pooja Hegde in leading roles will take viewers back to the dawn of civilisation - the Indus Valley civilisation. This will be the first ‘big box office clash’ of 2016 when the film takes on Akshay Kumar’s ‘Rustom’. Only time will tell if ‘Mohenjo Daro’ can rise out of ashes and claim supremacy or if it will bite the dust this coming weekend at the box office.

Keeping themselves away from prying eyes is top priority for most, playtime being the boys’ prerogative. Says interior architect Ashiesh Shah, “In addition to being one of the best ways to add a dash of greenery to an urban space, landscaping is a great way to screen off spaces without walls.” For Hrithik Roshan’s new home, Shah kept the outdoor space minimal, with a lawn area and floor-hugging seating for his kids to play. Singleton Ranbir Kapoor’s garden has a freeflowing layout. Says Shah, “The living room leads to an outdoor bar area which continues into a large open lawn, perfect for entertaining. Ranbir definitely wanted the open space to play football with his friends. We used perennial plants like boganvillas, frangipanis and traveller’s palms to create a more private feel.” Privacy was a major concern for Kangana Ranaut as well. Says ecological landscape specialist Gautam Muralidharan who designed her urban forest garden, “The issue of private space had to be addressed due to a wrap-around deck for the apartment.” His firm Oikos Ecological Solutions created dense plantings and green
screens to conjure up a landscape full of colour and utility. Kangana’s landscape is really sweet and beautiful, much like her. The brief was to create a strongly aesthetic garden with a kitchen garden component as well as plants that would bring her a sense of home. Since she is from the north, mulberries were one of the fruiting trees that fulfilled those requirements along with chilli, brinjal, and lime. Additionally, privacy was a concern and it was necessary to create plant screens, which were done with scented and flowering varieties of
plants.” Kangana gave Muralidharan the artistic licence to create the landscape the way he wanted, within the parameters provided. “This allowed me to add several native plants, and a garden that would provide space for birds and butterflies. I was amazed when I saw a bulbul nesting in her landscape a year after we completed the project.” Muralidharan’s other clients include Vikas Bahl, Rani Mukerji, Imtiaz Ali and Rajeev Khandelwal. eonardo DiCaprio’s Oscars acceptance speech led to a huge surge in tweets and Google searches about climate change, a new report shows. The actor spoke about the issue while picking up his first Oscar for his role in The Revenant earlier this year. “Climate change is real. It is happening right now,” he said during his speech. “It is the most urgent threat facing our entire species and we need to work collectively together and stop procrastinating.” A new paper published by PlOS ONE shows that those words caused immediate spikes in tweets and Google searches relating to climate change. As New York magazine reports, a research team tracked Google searches, news
articles and Twitter activity related to climate change after DiCaprio’s speech. They compared the numbers they saw to those of two events that would be expected to raise the number of climate change related content, namely the UN’s Conference Of The Parties (COP) climate change negotiations and Earth Day. Researchers found that Google searches for “climate change” or “global warming” increased 261 percent and 210 percent respectively on the day DiCaprio made his speech. The numbers remained higher than usual for four days afterwards, with 104,190 and 216,490 more searches made. The increase was 3.8 and 4.3 times higher than the rise researches found during the COP or on Earth Day.

ared Leto has said his version of The Joker was inspired by David Bowie. The actor plays the character in the new Suicide Squad film, appearing alongside the likes of Margot Robbie and Will Smith. Speaking to NME, Leto said: “I spoke to a writer and we discussed David Bowie a bit, not necessarily the music of David, but his class, his elegance, his timelessness. “I don’t wanna say who the guy was, but he’s a famous writer in the world of DC [Comics]. Bowie was definitely one of the people we spoke about.” He added: “I think David Bowie is probably an inspiration for almost anything you could do creatively.”
Robbie recently said she “loved” acting opposite Leto in the film. Rio de Janeiro, Aug 7 (IANS): The Indian duo of Sania Mirza and Prarthana Thombare went down fighting to Shuai Peng and Shuai Zhang of China in the first round of the women’s doubles competition at the Olympic Tennis Centre here. Sania and Prarthana gave a good account of themselves before going down 6-7 (6), 7-5,
5-7 in two hours and 44 minutes. The Indian duo were off to a good start and took a 2-0 lead in the first set. But Peng and Zhang fought back to win the next two games and pull level at 2-2. Rio de Janeiro, Aug 7 (IANS): Indian weightlifter Saikhom Mirabai Chanu produced a disappointing performance and was unable to make an impact in the women’s 48kg category at the Riocentro Pavilion 2 arena here. Competing in Group A, Chanu lifted 82 kilograms in the snatch event, but could not complete any of her lifts in the clean and jerk. Sopita Tanasan of Thailand won the gold with a total lift of 200 kilograms. This was her maiden Olympic title. Having claimed a fourth place finish in the women’s 53kg category at the World Championships last year, Sopita changed her category to the 48kg in her quest to win gold at the Rio Olympics.
Sri Wahyuni Agustiani of Indonesia clinched the silver with 192 kilograms while Japan’s Hiromi Miyake (188 kilograms) took the bronze. Sopita lifted 92 kilograms in the snatch and 108 kilograms in the clean and jerk. Agustiani lifted 85 kilograms in the snatch and 107 in the clean and jerk while Hiromi had attempts of 81 and 107 in the snatch and clean and jerk respectively. Chanu earned her Olympic berth in the Rio 2016 Olympics ticket after breaking the national record in the Olympics trials held in Patiala and was in with a chance for a medal going by current form. Rio de Janeiro, Aug 7 (IANS): The ongoing Rio Olympics has been hit by several violent incidents, including an atempted mugging which left two people dead here on Saturday. According to reports by the local media, a 51-year-old woman was shot dead by three men when she tried to ward off their attempt to rob her. One of the accused was later gunned down by police near the Maracana Stadium, which is the main venue of the Rio Olympics. “The man was carrying out assaults when a military police officer shot him,” the local police department said in a statement. “An officer, who arrived in Rio from another part of the country as security reinforce-
ment, was involved in the incident,” the statement added. Earlier on Saturday, the Rio 2016 organising committee confirmed that a suspicious package was detonated at the Olympic cycle road race venue. “The security services found a suspicious package close the cycle road race finish line in Copacabana and as a precaution decided to perform a controlled explosion. There is no impact to the race which is ongoing,” an orgasing committee spokesman was quoted as saying. The official added that the item was a small bag and that the police bomb squad’s action was a precaution. “A back pack, which likely belonged to a homeless man, was blown up, in accordance with protocol,” the official said.

Lodha Reforms are illegal and unconstitutional: Justice Katju New Delhi, Aug 7 (PTI): The Supreme Court verdict on BCCI reforms today came under a sharp attack from former apex court judge Markandey Katju, who termed the reforms as “unconstitutional and illegal.” Katju, who has been appointed by the BCCI to advice on SC verdict on implementation of Justice Lodha committee recommendations, also advised the Board to file a review petition before a larger bench of the apex court and not to meet the Committee as scheduled on August 9 terming the panel as “null and void”. “What the Supreme Court has done is unconstitutional and illegal. There has been violation of principles of the Constitution. Under our Constitution, we have legislature, executive and judiciary. There is broad separation of functions. Rio de Janeiro, Aug 7 ( IAN S ) : T h e I n d i a n women’s hockey team showed tremendous fighting spirit as it came back from a two-goal deficit to hold Japan 2-2 in its opening pool encounter of the Olympics here on Sunday. For Japan, Nishikhori Emi opened the scoring and then Mie Nakashima stretched the lead, while for India, Rani Rampal and Lilima Minz were the goal-scorers. Both teams started off on a attacking note but it was Japan though who were dominant throughout the early exchanges and as a result Japan’s Nishikhori Emi fired first goal in the closing minutes of the first quarter to take a 1-0. The same stor y was repeated in the second half as Japan’s Mie Nakashima scored with a reverse hit in the dying minutes to extend their lead at the Olympic hockey centre. The game went into half time with Japan leading 2-0. India came out of half time stronger, and immediately tasted the success as Rani founded the Japanese net in the 30th minute of the game. Lilima scored in the 40th minute to equalise the score. With the seconds ticking down, India sharpened the attack but failed to break through the Japanese defence and settled for a draw.

(PTI) Rio de Janeiro, Aug 7 (IANS): India’s campaign in the Olympic shooting competition got off on a disappointing note with medal hope Jitu Rai finishing eighth in the men’s 10 metre Air Pistol event here on Saturday. Jitu produced a string of poor shots for a total score of 78.7 and was the first to be eliminated from the eight-man final. Playing in his maiden Olympics, Jitu showed signs of nerves right from the qualifying rounds and made it to the final by the skin of his teeth. He continued his nervous performance in the final as well and lagged behind in the early stages and was unable to rise above the last place. The Naib Subedar from the Indian Army slipped to the eighth and last spot right at the start with a total score of 28.9 points after the first three shots. He ran into further trouble with a 9.7 in his next shot. The 28-year-old continued to struggle with his next couple of shots as the shooters at the top of the pack continued to churn out consistent above 10 attempts. On the brink of elimina-
tion with an overall score of 68.6, Jitu managed a 10.1 but it was not enough to keep him in the competition. Xuan Vinh Hoang of Vietnam won the gold medal with an overall score of 202.5 points in the final round. Brazil’s Wu Felipe Almei-
da led the standings right from the start with a string of consistent scores but was upstaged in a nail-biting finish much to the disappointment of the home crowd. He finished a close second and had to be satisfied with the silver with a total of 202.1 points. Pang Wei of China was a distant third with 180.4 points. Earlier, Jitu entered the final after finishing sixth in the qualifying stage. He scored a total of 580 points, including 22 10s, after posting rounds of 96, 96, 98, 96, 96, 98. Another Indian shooter in the fray, Gurpreet Singh, finished 20th to miss the finals berth with a score of 576. Pang Wei topped the qualifying stage with a score of 590 with 27 10s, while South Korean Jin Jongoh finished second with a score of 584 with 24 10s.
