DIMAPUR, AUG 7 (NPN): Union minister of Agriculture and Farmers Welfare, Radha Mohan Singh on Sunday assured that the Centre would give all possible help for conservation of mithun, the only animal recognized as the state animal of Nagaland and Arunachal Pradesh. Speaking at foundation stone laying programme of “Training–cum-Guest House” facility at ICAR-NRC on Mithun at Jharnapani, Medziphema, Singh acknowledged that Mithun had a very significant role to play in the lives of the tribal communities of the North East. Thais vote for juntabacked constitution
BANGKOK, AUG 7 (AGENCIES): Thai voters on Sunday approved a new junta-backed Constitution that would pave the way for an election next year and give the military, which seized power in a coup two years ago, the final say on future elected governments. Thai voters cast ballots for the first time since the military toppled the government, choosing whether to approve or reject a junta-backed Constitution. Thailand’s Election Commission said with 91% of the votes counted, 61% have voted in favour. He said ICAR-NRC was working towards the development of technology for scientific rearing of mithun and that the institute had not only helped in the conservation of the biodiversity and the rich cultural heritage of the region, but also contributed to the economic development and ecological stability of the North Eastern states. Singh further stated that the tribal community in Arunachal Pradesh, Nagaland, Mizoram and Manipur was closely involved in rearing of the bovine species, called ‘mithun’. Even though, mithun may be genetically different from other bovine species, it has a genetic resemblance with its ancestor ‘gaur’, he said.
Giving out the population statistics, he said out around three lakhs mithun in India, Nagaland accounted for 12%. There is a great need for putting in breeding and conservation efforts in this direction, he said. Singh further said that in order to bring stability in the horticulture-based farming system, animal integration was essential. “Though India possesses the largest number of milch animals in the world, yet their productivity is one of the lowest, which calls for efforts to enhance the productivity,” he added. AWUM serves 15-day deadline to power deptt. MOKOKCHUNG, AUG 7 (NPN): All Ward Union Mokokchung Town (AWUM) at its meeting held on August 4, has resolved and served a 15-day deadline to the department of power demanding uninterrupted electricity supply in Mokokchung town except during natural calamity. In an ultimatum addressed to Chief Engineer power department, AWUM media cell and general secretary, Lanumeren said despite frequent damages of the main transformer and disruption of power supply/load shedding in Mokokchung town and its adjoining areas, the public remained silent, and with “great enthusiasm” were paying electricity bill regularly. Since, the main cause of the problem was due to non-installation of circuit breaker in the main transformer, AWUM demanded that the 33kv and 11kv circuit breaker be installed immediately. It also demanded separate line from the power transmission station at Aolijen,
Mokokchung. According to the release, Mokokchung town being fully communitized, the consumers were paying electricity bill regularly and in case of defaulters, stringent action has been initiated against them by UEMB of each ward in consultation with ward authority as per the existing law of the land. AWUM also reminded the department that the matter was not an overnight issue, but a “perennial one” as several lakhs revenue has been lost and was an irreversible loss to the students, business community, farmers etc. Therefore, AWUM cautioned the department that the patience of the public was running out and that any situation may erupt at anytime on “complete negligence” by the department despite substantial collection of revenue. AWUM, consisting 18 wards of Mokokchung town also warned that it would not be held responsible in any manner and neither will cooperate nor negotiate if such situation arises.

Zeliang who also spoke on the occasion highlighted the importance of mithun in the lives of the tribals. “It is the most precious animal for its majestic look and is considered as ‘black gold’ as it is presented at the time of marriage ceremony, being sacrificed at some ceremony and it is the animal which fetches maximum price compared to any other domesticated livestock used for meat purpose”, he said. Mithun also helps in conservation of forest as it requires larger area thus reduces the impact of climate change and global warming, Zeliang stated. Mithun being the state symbol of Nagaland and also in the official seal of Nagaland, Zeliang declared that ‘Mithun Day’ would be observed by the state government along with other Mithun rearing states, for which the date would be announced soon. He also announced that the Veterinary & Animal Husbandry department had already started sanctioning the Mithun project. He also urged upon all to put together their efforts to preserve Mithun. Later, DARE secretary and Director General, ICAR Dr. Trilochan Mohapatra held an interaction with the scientists and staffs of the institute and reviewed the ongoing research work. Manipur bus drivers threaten to suspend services

IMPHAL, AUG 7: All Manipur Night Super Bus Drivers’ Welfare Association (AMNSBDW) has threatened to suspend inter-state buses services on NH-2 from August 8, after one of its member was allegedly kidnapped by unidentified miscreants in Dimapur on August 5 night. A M N S B DW m a d e the announcement while demanding the safe release of Thokchom Inao Singh (41), of Khongjom, Thoubal district. In a press statement, AMNSBDW appealed the abductors to release him unharmed on humanitarian ground. While drawing the attention of the authorities in Manipur and Nagaland to help in tracing out the missing driver, AMNSBDW secretary said that they would undergo “steering down strike” if abductors fail to release Inao unharmed by Monday.

NTC asks govt to probe into ZPO complaint DIMAPUR, AUG 7 (NPN): Nagaland Tribes Council (NTC) has asked the state government to immediately investigate into the complaint lodged by Zeliang Peoples’ Organization Nagaland (ZPO-N) against issuance of Scheduled Certificate, Indigenous Inhabitant Certificate and Backward Tribe Certificate to two persons from Manipur in the name of Zeliang tribe. NTC media cell in a press note said that ZPO (N) had lodged a complaint to Commissioner, Nagaland against the alleged issue of certificates to two persons-K. Rangsobe, s/o Peining and Mr. Lunghilang Pamai s/o Ramlan from Manipur, who appeared the NPSC Exam 2016 vice No. 15424 and No. 15663 respectively in the name of Zeliang tribe. NTC said that the complaint was against a serious breach of existing law where non-indigenous tribal candidate or a non-member of a backward tribe cannot avail any job out of coercion. In this regard, the Nagaland Tribes Council has appealed to the concerned authorities to immediately investigate in to the allegations raised by Zeliang Peoples’ Organization and take appropriate action as per law.

DIMAPUR, AUG 7 (NPN): In a significant move, 54 functionaries both civil and military wing of the NSCN (Reformation) led by its finance kilonser, A. Longkhuh and chief of army, ‘maj. gen.’ Khamhi joined the NSCN (I-M), to strengthen the “Framework Agreement”, said a press note issued by NSCN (I-M) MIP on Sunday. “They have joined hands with NSCN along with arms and ammunitions and to give concerted effort to the ongoing political talks for a final solution”, said MIP. According to MIP, a few “selected home-comers” delegation met the collective leadership on August 6 at New Delhi and the latter welcomed them. MIP said, as per their personal statements, the home comers revealed that “wrong decision owing to incorrect information or pervasive propaganda pushed them, in the first place, to the wrong direction”.
Speaking on behalf of the group, MIP said A. Longkhah and ‘maj. gen’. Khamhi had stated that with all commitment they came forward to support the framework agreement, as “Nagas have reposed their faith and will surely experience positive result”. Further, they appealed others to follow suit in pursuing the same correct line, MIP said. Besides A. Challenge bails granted to fuel adulteration kingpins: NTC DIMAPUR, AUG 7 (NPN): Nagaland Tribes Council (NTC) while supporting the stand of ACAUT against granting anticipatory bails to the fuel adulteration kingpins, has asked the state government to initiate immediate step to challenge the bail so that the process of investigation was not obstructed. In a press note NTC media cell said it was an open secret that the business of fuel adulteration in Nagaland was allowed to run freely, till the time ACAUT Nagaland busted it. While not denying that every citizen of India has the legal privilege to approach the judiciary, NTC however said that the courts should be sensitive towards the public outcry and public interest issues. It said that “the kingpin has taken advantage on the casual and callous attitude of the administration and taking shelter under a power-
ful protection, resuming the same business as reported is nothing but a total disregard to the popular resentment of the citizens of the State”. NTC in this regard urged upon the state government to expeditiously and sincerely make a comprehensive investigation on the scam by a competent authority without complacency and to bring all the culprits to book in the interest of the people. It also pointed out that with or without the involvement of ACAUT, it was the primary duty of the state administration to detect and root out such destructive business at its nascent stage. “It is therefore observed that fuel adulteration has the hobnob of the big and powerful at the expense of general public,” NTC added. Lauding ACAUT for detecting the illegal business and by exposing the culprits, NTC said the exposures were adequate for the state govern-
ment to become serious and make a comprehensive investigation into it and punish those culprits. “Any negligence and tendency to become lethargic in serious investigation and follow up action of the Govt. will further expose the higher degree of possible involvements of the responsible people in the Govt.”, NTC said.
Zunheboto CMO issue
NTC has expressed serious concern over the threat meted out to a member of the ACAUT by cadres of a NPG in connection with the issue of 24% staff salary deduction of CMO office, Zunheboto. “Such unholy alliance between the NPG and the greedy state govt. employees has been a menace not only to the gullible govt. employees but also has been the major pilferage of public funds over the years,” NTC said. Congress introspects on mistakes in North East ENPO gen. secy clarifies Spl Correspondent
NEW DELHI, AUG 7 (NPN): After the Arunachal Pradesh crisis last year that led to rebels forming a government with help from the BJP and a pliant Governor, the Congress had to bite the dust in Assam when the party lost power to a rainbow coalition headed by BJP in the April 2016 election. Besides Arunachal Pradesh and Assam, Congress also appeared to have meekly fought the BJP in Gujarat where it was expected to put up a good fight. The events in the above mentioned states have exposed the chink in the Congress armour- its “trusted and veteran” leaders who somehow failed or did not want to heed repeated warnings to correct the drift. The two “trusted veterans” were said to be V. Narayanasamy who was in-charge of Arunachal Pradesh (now rewarded with chief ministership of Puducherry by the High Command) and P.C. Joshi who was in-charge of Assam and earlier Gujarat. In Arunachal, V. Narayanasamy turned a deaf ear to the
serious charges made by Congress MLAs against then chief minister Nabam Tuki. Despite strong warnings from Congress MLAs who were unhappy with rampant corruption and style of functioning of Nabam Tuki, Narayanasamy did not act nor provide correct inputs to the “high command”. As a result Kalikho Pul broke away and with help from BJP and the Governor formed the People’s Party of Arunachal (PPA) government early this year. It was only after the Supreme Court intervened, that the Congress retained power and Pul and his PPA government was dismissed. The trial of strength was not held since Nabum Tuki, who had 15 MLAs realized he had to give up in favour of Pema Khandu who had 22 MLAs. Both combined and former CM Pul had to tag along. There are reports doing the rounds that the Pema Khandu Congress government would merge with the BJP en bloc (as in the past). According to sources in Arunachal Pradesh, the merger could take place after the passage
of the GST bill later this year. However, Congress sources in Arunachal Pradesh down played the threat, saying that the party has a strategy in place to thwart any such move. The drubbing in Assam, where traditional Congress votes in Upper Assam went to the BJP, has been blamed on the obstinacy of Tarun Gogoi who played as a one-man army and refused to form coalition with other parties. In Assam Congress won only 25 seats and was reduced to less than half the number of seats it held in 2011. Congress has reached a stage where the grand old party’s existence as a dominant national party appears to be under threat. The problem stems not only from the demoralizing blow dealt in the 2014 Lok Sabha election but also subsequent assembly elections where the Congress has been steadily ceding ground to the BJP. Even in Nagaland, the Congress for the first time in the state’s history, has no MLA, after eight MLAs suspended by the NPCC for joining the NPF coali-
tion, subsequently merged with the NPF. AICC secretary in-charge of Arunachal Pradesh and Nagaland Dr. Jaykumar has urged for unity within the Congress and also “homecoming call” to former party members. Jaykumar who was in Arunachal Pradesh for the swearing-in of the Cabinet ministers, told media that the Congress is the only party that can stop BJP if party remains united. The party has realized Meghalaya is also at risk including Manipur and late reactions from the high command would only precipitate the crisis. In July last, Supreme Court ordered restoration of Congress government in Arunachal Pradesh by quashing as “unconstitutional” Governor’s decision to advance the Legislative Assembly session by a month in December last. The landmark unanimous verdict of a five judge constitution bench, headed by Justice J S Khehar, ordered that status quo ante as prevailed on December 15, 2015 be restored in Arunachal Pradesh Assembly.
DIMAPUR, AUG 7 (NPN): Reacting to the news item carried out by IANS, published in the local dailies on the issue pertaining to the signing of the framework agreement, Eastern Nagaland Peoples Organization (ENPO) general secretary Manlang Phom has said that the writer had misquoted him. Manlang Phom, in a clarification said that the journalist, Rupesh Dutta, had called him on July 31 evening seeking opinion on the framework agreement. Manlang said he told Dutta that he “cannot comment anything on the issue” and made known that they had another issue on demand for separate frontier state, and being the general secretary he was working seriously on it. He said he had mentioned that though it (framework agreement) was going to lapse one year after the signing— “we only hope and pray that solution comes to us which is acceptable to all concerned people”. “Moreover, we are directed not to comment anything on any sensitive issue in good faith. But not as published in the dailies,” he said. While respecting the rights and freedom of press, Manlang said it was unfortunate that a journalist at national level could stoop low by completely twisting the report/statement aggravating the situation. As Nagas have been anxiously waiting for the outcome of the peace talk, he said freedom of speech or action does not guarantee any person to twist statements and confuse the citizens. He further said that such erroneous report from a highly respected national level journalist was highly objectionable. “Rather we would also appreciate if Nagas are looked at the positive side and does not suppress with negativity,” he added.
Govt. intervention sought to contain measles outbreak DIMAPUR, AUG 7 (NPN): Eastern Nagaland People’s Organisation (ENPO) and all its frontal organizationsENWO, ENSF and ENGOA, at an emergency meeting, have resolved to seek state government intervention to contain the recent outbreak of “mysterious” measles type of sickness/disease that had claimed scores of lives in the Naga inhabited areas in Myanmar. In a press release, ENPO president, Khoiwang Konyak and secretary Amai Chingkhu said areas particularly in and around Lahe and Namyun townships were the worst affected. Since these areas were extremely remote and inaccessible from both sides, it needed immediate medical intervention, stated the release. The frontal organizations have also resolved to appeal the state Government to initially send a team of medical experts along with all probable medical care and assistance, and also to equally address the unaffected population as a preventive measure. It further resolved to appeal the State government to direct the district administrations in the border areas to restrict the movement from both sides of the border as a precautionary and preventive measure in spreading against probable communicable/contagious disease. Further, the frontal organisations have resolved to await the assessment report of the medical team before venturing into the affected areas for providing help and assistance to the public of the affected areas in Myanmar.
Allow state to have own CAU: NH to centre
DIMAPUR, AUG 7 (NPN): Naga Hoho (NH) while appreciating the centre’s move for inclusion of Nagaland into the jurisdiction of Central Agriculture University (CAU), Sunday appealed Union Minister of Agriculture and Farmers Welfare, Radha Mohan Singh to allow the state to have its own CAU and not under any state. NH secretary, information and publicity, C.Daipaio said that the Hoho raised this issue, when NH delegation led by president P.Chuba Ozukum, vice president H.K. Zhimomi, C.Daipao and assembly secretary Elu Ndang called on the union minister at Police House, Chumukedima, Dimapur on Sunday. The Hoho reminded the union minister that the college of VS&AH granted to Nagaland under the CAU, Imphal, was not “at all feasible for obvious reasons”. The delegation also pleaded upon the union minister to establish more colleges under Agri & allied sector in Nagaland in near future. It also lauded the union minister for granting and establishment of VS&AH at Jalukie, since it was the demand of the Naga people for establishment of various colleges and universities.
SMSA to lift temporary ban on supply export
DIMAPUR, AUG 7 (NPN): San Mahaldar & Suppliers Association (SMSA), Karbi Anglong has decided to lift the temporary ban on export of sand to Nagaland with effect from August 9. In a press note, SMSA president Jackson Kramsa said the unanimous decision was made at a meeting of all the mahaldars on August 6. SMSA also reiterated its earlier decision that the rate of sand has been fixed at Rs. 25 per cft and that only 500 cft per truck would be allowed, while O form rate extra and financial transaction would be dealt only at the head office, Manja. It also said that the statement by “imposters calling themselves ‘sand mahaldars’, has only created misunderstanding between the buyers and sellers. K Y M C
