cember, the party is facing huge anti-incumbency due to graft cases against chief minister Virbhadra Singh. Even the Siddaramaialed Congress government in Karnataka may find it tough to win assembly polls due in April next year. While Congress vicepresident Rahul Gandhi still shows all signs of being

a reluctant politician and has kept everybody guessing about his promotion, BJP president Amit Shah is looking for ways to increase party’s tally in various states. Shah is also working on an anti-incumbency back-up plan on many seats for the 2019 polls. After “Congress-Mukt Bharat”, BJP now seems

to have got the heft to take on regional parties such as RJD, BJD and TMC. A fragmented opposition — especially after Nitish Kumar-led JDU walked into the NDA camp — has made Shah’s work a lot easier. He has also followed the policy of poaching leaders from Congress as well as regional parties in states where BJP is weak. He has courted regional parties to the NDA fold in states where BJP has little political presence, like in Tamil Nadu. Shah has also followed the practice of denying ticket to sitting lawmakers to beat anti-incumbency against them. BJP is aware that many of its Lok Sabha MPs, who are political lightweights, may not win in 2019. Moreover, BJP reached near saturation point in states like UP (71/80 seats), Rajasthan (25/25), Gujarat (26/26) and Bihar (31/40) and may lose some seats in 2019. The

party would also face some anti-incumbency in states like Madhya Pradesh and Chhattisgarh where it has been in power for 15 years. Shah, who has undertaken an all-India tour to reach out to prospective voters in untapped territories, has not shied away from visiting the stronghold of opponents of BJP, be it Telangana, Bengal or Odisha. The party is hopeful that these states will bring more seats to the BJP kitty in 2019. However, the party will have to guard against some pressing issues, especially those relating to farmers. Farmers across the country are unhappy, with Madhya Pradesh being the latest example. They have agitated against BJP-led Chhattisgarh and Maharashtra governments. Also, the NDA government at the Centre will have to keep a close watch on the employment level.

Second disqualification petition against 10 MLAs D I M A P U R , AU G 7 (NPN): A second petition seeking disqualification of 10 NPF legislators have been filed before the NLA Speaker by the Whip of the NPF party and chief minister, T.R. Zeliang on Monday, a CMO communiqué informed. The disqualification petition was filed in Form P-2 before the Nagaland L e g i s l a t ive A s s e m b ly (NLA) Speaker as prescribed by the Members of Nagaland Legislative Assembly (Disqualification on Ground of Defection) Rules, 2003, against-- Kiyanilie Peseyie, Y. Vikheho Swu, Chotisuh Sazo, Kuzholuzo Nienu, Yitachu, C.L John, N. Thongwang Konyak, P. Longon, R. Tohanba and R. Torechu. The 10 NPF legislators had “acted contrary to the direction issued by T.R.

Zeliang on July 19, 2017 as Whip of NPF during the sitting of the House held on July 21,” the CMO stated. Earlier on August 4, CMO said that T.R. Zeliang had filed a composite disqualification petition against the 10 legislators seeking their disqualification under Paragraph 2(1) (b) of the Tenth Schedule, of the Constitution. This was necessitated since “the 10 NPF legislators had violated the Whip issued as well as the communication and were absent from the sitting of the House held on July 19 though TR Zeliang had issued Whip to the 10 MLAs on July 18 as per the resolution of the NPF Legislature Party Meeting held on July 4, 2017 appointing him as Whip of the NPF Party under Rule 6(4)(c)(i),” the CMO stated.
