Asean study centre inaugurated in Meghalaya Correspondent SHILLONG, AUG 8: India on Monday inaugurated the Association of Southeast Asian Nations (ASEAN) Study Centre here in Meghalaya to facilitate Asean-India research projects and studies. The study centre which will function from the Indian Council of Social Science and Research-North Eastern Regional Centre located at North Eastern Hill University campus, was inaugurated by Ministry of External Affairs secretary (East), Preeti Saran. Union minister of state for External Affairs V.K.Singh, was supposed to inaugurate the historic ASEAN Study Centre but he cancelled his trip to at the eleventh hour. Diplomats from ASEAN countries- Vietnam, Thailand, Cambodia, Indonesia, Philippines, Lao PDR, Singapore, India’s ASEAN joint secretary, Pooja Kapur, Chief Secretary KS Kropha besides former diplomats attended the inauguration of the study centre “The Centre would serve the all the stakeholders in the North Eastern India and ASEAN by facilitating ASEAN -India research projects, studies, workshops and related activities as by maintaining a documentation centre the which would be repository of information on the North East- ASEAN engagement,” Saran said.

Suicide bomber kills over 70 in Pakistan
QUETTA, AUG 8 (IANS): A suicide bomber blew himself up in a crowded hospital here on Monday killing over 70 people and injuring over 100 in one of the worst terror attacks in Pakistan this year, authorities said. The Quetta media, however, put the death toll at 93. The powerful blast ripped through the emergency ward of the Civil Hospital when nearly 100 lawyers had gathered to collect the body of a prominent lawyer shot dead hours earlier in the city. The deafening explosion, heard clearly on video, instantly killed dozens, including two television cameramen. The hospital presented a ghastly scene with bloodied bodies and body parts strewn in a small area. Samaa TV said bodies were strewn on the floor, some still smoking, “amid pools of blood and shattered glass”. A bomb disposal squad said the suicide bomber had around 10 kg of explosives hidden in his vest, Xinhua news agency said. Police found the limbs of the bomber. The Pakistan Taliban faction Jamaat ur Arhar claimed responsibility. ARY News said the dead included at least 25 lawyers. As the explosion ripped through the hospital, Aaj TV cameraman Shehzad Khan could be heard on the camera reciting the “Kalma” in a groaning voice as he died. NEW DELHI, AUG 8 (IANS): Marking a major leap towards enforcing a unified tax regime in the country, the Parliament on Monday gave its nod to the constitutional amendment bill on a Goods and Services Tax (GST) in what is seen as the most radical indirect tax reform since Independence. The Lok Sabha voted for the second time on the measure in little over a year it had first cleared the enabling legislation in 2015. Lok Sabha had to take up the bill yet again after the Rajya Sabha, where the bill had been languishing since then as the government did not have a majority in the house, gave its nod with few vital amendments on August 3. Prime Minister Narendra Modi was present in the Lok Sabha when the bill was passed as were Finance Minister Arun Jaitley and other senior ministers Rajnath Singh, Nitin Gadkari, Sushma Swaraj and BJP patriarchs L.K. Advani and M.M. Joshi. Making a departure, a jovial mood prevailed in the house even while the amendments and the bill was taken up for voting. As it was a Constitutional amendment bill, division of votes was also mandatory.
“The motion is adopted by the majority of the house and not less than by the twothird of the majority of the house as required by the Constitution,” Speaker Sumitra Mahajan announced every time at the end of division voting. After its passage and the chair announced adjournment of the house, treasury bench members and Union ministers were seen greeting each other. Intervening during the nearly six-hour debate on the bill, Modi said the GST bill will go a long way in helping states, support small entrepreneurs and also curb the menace of corruption. In an ultimatum addressed to the C&S school education, SSU president Y. Pongshi Yangang and general secretary L. Hongba Yangang cautioned that failure to fulfil assurances within stipulated time would compel them to take own course of action, for which the union it would not be held responsible if any untoward incident. Reminding the C&S of his assurances, the union lamented that “unfortunately” there was no positive response or any action taken till date.

Vikato Kinimi in a press statement informed all private health facilities under Dimapur district to report on any cases relating to measles as there was possibility of influx of patients to Dimapur. CMO also requested all heath centres to be on alert and immediately report to CMO office in case of any similar measles cases so that the outbreak in the district could be prevented. YANGON, AUG 8 (AGENCIES): Three more children reportedly died over the weekend in the eastern region of the Naga Self-Administered Zone after contracting measles, raising the number of victims of the recent outbreak to 41, reports The Irrawaddy. “The total number of those who have died has reached 41,” said Thein Zaw, the assistant director of the Naga Self-Administered Zone, who confirmed that the oncemysterious illness has been identified as measles. “Now, we almost have control over the situation.” Thein Zaw told The Irrawaddy that approximately 100 people have been infected by the disease from two town-
ships, Lahe and Nanyun; the vast majority are from Lahe, with 15 patients reportedly from Nanyun. On August 5, after media reported on the outbreak, authorities from the Naga Self-Administered Zone sent around 20 medics to the Lahe village of Thankholama to treat the victims and identify the illness. After locals tested positive for measles, the medics began administering vaccines to villagers on Saturday, August 6; it was in Thankholama where the disease first appeared in June. “The medics gave out vaccines in the villages where the disease broke out, and even gave vaccines to [other] villagers who stay in the nearby area,” Thein Zaw said. The rural areas of Lahe and Nanyun townships have little to no health care or transportation infrastructure, and are incredibly difficult to access.

humans. The documentation effort has been published in the June edition of Plos One journal. Devendra Kumar Biswal, Manish Debnath, Graciously Kharumnuid and Welfrank Thongnibah helped develop the database. Apart from serving as a record, the database paves the way for practical applications of molecular diagnostics in the region by pinpointing the exact infection and preventing misdiagnosis, said Biswal, who contributed to the bioinformatics part of the database. As an example, the researchers cite lung flukes of the genus Paragonimus which cause paragonimiasis, or lung
fluke disease, with symptoms that mimic tuberculosis. There are around 50 different species of Paragonimus across the globe, predominantly in east and Southeast Asia, including in China, Thailand, Laos, Vietnam, Korea and Japan. Humans may be infected when they eat raw, salted, pickled, smoked, marinated, dried, partially cooked or poorly processed crustaceans like crabs and prawns. It is estimated that more than 20 million people are infected worldwide due to several species of Paragonimus, said Biswal. The database comes in handy with its listing of the specific molecular markers (a DNA fragment) for the causative organism to bridge or explain the faunal overlap in Southeast Asia -- these countries might have groups of one particular organism in similar or various different forms. “Molecular marker data serve as diagnostic features for identifying organisms that mimic symptoms with some other causative agents or geographical isolate discrimination
of faunal overalapping forms. Molecular markers can be further harnessed in designing barcodes for biological specimens,” explained Biswal. Currently, information on 121 types of helminths (including platyhelminth, nematode and acanthocephalan parasites) that are known to occur in vertebrate hosts with food value (fish, amphibians, poultry, ruminants and pigs) in northeastern India has been formatted and fed into the platform. Adding further insights to the narrative of the portal from the Indian perspective, Tandon said it also opens up avenues for practical applications of molecular diagnostics. “Molecular-based diagnostics of worm infections in India is mainly of academic interest so far. We wanted to provide that data so that it becomes practicable to design drugs based on drug target molecules and frame effective disease control strategies,” added Tandon, NASI senior scientist Platinum Jubilee Fellow and Editor-in-Chief, Journal of Parasitic Diseases (Springer).

DIMAPUR, AUG 8 (NPN): Condemning the defection of its members to NSCN (I-M), NSCN (Reformation) said that “the main reason of defection in our society is lust for position and money which will not help the Nagas including NSCN-IM”. In a press note, MIP however said NSCN (R) had no problem as it was “only on the ground that they have joined other Naga group hoping that, their problem would be solved by the NSCN (I-M).” While stating that it would withstand and continue to uphold the Naga national plebiscite of 1951, MIP said the defection had no meaning as it only “displayed their cheapness and shallowness, reducing themselves like essential commodities, which could be sold and bought with Indian currency.” Stating that the Naga issue was unique and that no faction/ individual could override it, MIP said solution to the problem can only be found through collective efforts. However, if any solution is imposed upon on Nagas, it
would only inflame entire situation, MIP added. MIP said it had supported the framework agreement, with the hope that NSCN (I-M) would widely consult other NPGs leaders. However, MIP said NSCN (I-M) failed to consult the NPGs till date. “NSCN (R) will continue to maintain cordial relationship with all NPGs and formulate collective policy to stand by the glorious history of the Naga Nation”, MIP reminded. Meanwhile, NSCN (R) president has approved its cabinet decision to appoint four kilonsers, three Naga Army officers and two secretaries. They are-- Yato as kilonser; Khampai, dy. kilonser; Shaopa dy. kilonser; Khekhaho Newell dy. kilonser; Wechu dy. secy. and Menlem dy. secretary.
