Asean study centre inaugurated in Meghalaya Correspondent SHILLONG, AUG 8: India on Monday inaugurated the Association of Southeast Asian Nations (ASEAN) Study Centre here in Meghalaya to facilitate Asean-India research projects and studies. The study centre which will function from the Indian Council of Social Science and Research-North Eastern Regional Centre located at North Eastern Hill University campus, was inaugurated by Ministry of External Affairs secretary (East), Preeti Saran. Union minister of state for External Affairs V.K.Singh, was supposed to inaugurate the historic ASEAN Study Centre but he cancelled his trip to at the eleventh hour. Diplomats from ASEAN countries- Vietnam, Thailand, Cambodia, Indonesia, Philippines, Lao PDR, Singapore, India’s ASEAN joint secretary, Pooja Kapur, Chief Secretary KS Kropha besides former diplomats attended the inauguration of the study centre “The Centre would serve the all the stakeholders in the North Eastern India and ASEAN by facilitating ASEAN -India research projects, studies, workshops and related activities as by maintaining a documentation centre the which would be repository of information on the North East- ASEAN engagement,” Saran said.

Suicide bomber kills over 70 in Pakistan
QUETTA, AUG 8 (IANS): A suicide bomber blew himself up in a crowded hospital here on Monday killing over 70 people and injuring over 100 in one of the worst terror attacks in Pakistan this year, authorities said. The Quetta media, however, put the death toll at 93. The powerful blast ripped through the emergency ward of the Civil Hospital when nearly 100 lawyers had gathered to collect the body of a prominent lawyer shot dead hours earlier in the city. The deafening explosion, heard clearly on video, instantly killed dozens, including two television cameramen. The hospital presented a ghastly scene with bloodied bodies and body parts strewn in a small area. Samaa TV said bodies were strewn on the floor, some still smoking, “amid pools of blood and shattered glass”. A bomb disposal squad said the suicide bomber had around 10 kg of explosives hidden in his vest, Xinhua news agency said. Police found the limbs of the bomber. The Pakistan Taliban faction Jamaat ur Arhar claimed responsibility. ARY News said the dead included at least 25 lawyers. As the explosion ripped through the hospital, Aaj TV cameraman Shehzad Khan could be heard on the camera reciting the “Kalma” in a groaning voice as he died. NEW DELHI, AUG 8 (IANS): Marking a major leap towards enforcing a unified tax regime in the country, the Parliament on Monday gave its nod to the constitutional amendment bill on a Goods and Services Tax (GST) in what is seen as the most radical indirect tax reform since Independence. The Lok Sabha voted for the second time on the measure in little over a year it had first cleared the enabling legislation in 2015. Lok Sabha had to take up the bill yet again after the Rajya Sabha, where the bill had been languishing since then as the government did not have a majority in the house, gave its nod with few vital amendments on August 3. Prime Minister Narendra Modi was present in the Lok Sabha when the bill was passed as were Finance Minister Arun Jaitley and other senior ministers Rajnath Singh, Nitin Gadkari, Sushma Swaraj and BJP patriarchs L.K. Advani and M.M. Joshi. Making a departure, a jovial mood prevailed in the house even while the amendments and the bill was taken up for voting. As it was a Constitutional amendment bill, division of votes was also mandatory.
“The motion is adopted by the majority of the house and not less than by the twothird of the majority of the house as required by the Constitution,” Speaker Sumitra Mahajan announced every time at the end of division voting. After its passage and the chair announced adjournment of the house, treasury bench members and Union ministers were seen greeting each other. In an ultimatum addressed to the C&S school education, SSU president Y. Pongshi Yangang and general secretary L. YANGON, AUG 8 (AGENCIES): Three more children reportedly died over the weekend in the eastern region of the Naga Self-Administered Zone after contracting measles, raising the number of victims of the recent outbreak to 41, reports The Irrawaddy. “The total number of those who have died has reached 41,” said Thein Zaw, the assistant director of the Naga Self-Administered Zone, who confirmed that the oncemysterious illness has been identified as measles. “Now, we almost have control over the situation.” Thein Zaw told The Irrawaddy that approximately 100 people have been infected by the disease from two town-
ships, Lahe and Nanyun; the vast majority are from Lahe, with 15 patients reportedly from Nanyun. On August 5, after media reported on the outbreak, authorities from the Naga Self-Administered Zone sent around 20 medics to the Lahe village of Thankholama to treat the victims and identify the illness. After locals tested positive for measles, the medics began administering vaccines to villagers on Saturday, August 6; it was in Thankholama where the disease first appeared in June. “The medics gave out vaccines in the villages where the disease broke out, and even gave vaccines to [other] villagers who stay in the nearby area,” Thein Zaw said. The rural areas of Lahe and Nanyun townships have little to no health care or transportation infrastructure, and are incredibly difficult to access.

Given the meat-rich diet in the region, Tandon said it also sheds light on food-borne worm infections that have the potential to become zoonotic. Zoonoses are diseases that can be spread between animals and
humans. The documentation effort has been published in the June edition of Plos One journal. Devendra Kumar Biswal, Manish Debnath, Graciously Kharumnuid and Welfrank Thongnibah helped develop the database. Apart from serving as a record, the database paves the way for practical applications of molecular diagnostics in the region by pinpointing the exact infection and preventing misdiagnosis, said Biswal, who contributed to the bioinformatics part of the database. As an example, the researchers cite lung flukes of the genus Paragonimus which cause paragonimiasis, or lung
fluke disease, with symptoms that mimic tuberculosis. There are around 50 different species of Paragonimus across the globe, predominantly in east and Southeast Asia, including in China, Thailand, Laos, Vietnam, Korea and Japan. Humans may be infected when they eat raw, salted, pickled, smoked, marinated, dried, partially cooked or poorly processed crustaceans like crabs and prawns. It is estimated that more than 20 million people are infected worldwide due to several species of Paragonimus, said Biswal. The database comes in handy with its listing of the specific molecular markers (a DNA fragment) for the causative organism to bridge or explain the faunal overlap in Southeast Asia -- these countries might have groups of one particular organism in similar or various different forms. “Molecular marker data serve as diagnostic features for identifying organisms that mimic symptoms with some other causative agents or geographical isolate discrimination
of faunal overalapping forms. Molecular markers can be further harnessed in designing barcodes for biological specimens,” explained Biswal. Currently, information on 121 types of helminths (including platyhelminth, nematode and acanthocephalan parasites) that are known to occur in vertebrate hosts with food value (fish, amphibians, poultry, ruminants and pigs) in northeastern India has been formatted and fed into the platform. Adding further insights to the narrative of the portal from the Indian perspective, Tandon said it also opens up avenues for practical applications of molecular diagnostics. “Molecular-based diagnostics of worm infections in India is mainly of academic interest so far. We wanted to provide that data so that it becomes practicable to design drugs based on drug target molecules and frame effective disease control strategies,” added Tandon, NASI senior scientist Platinum Jubilee Fellow and Editor-in-Chief, Journal of Parasitic Diseases (Springer).

DIMAPUR, AUG 8 (NPN): Condemning the defection of its members to NSCN (I-M), NSCN (Reformation) said that “the main reason of defection in our society is lust for position and money which will not help the Nagas including NSCN-IM”. In a press note, MIP however said NSCN (R) had no problem as it was “only on the ground that they have joined other Naga group hoping that, their problem would be solved by the NSCN (I-M).” While stating that it would withstand and continue to uphold the Naga national plebiscite of 1951, MIP said the defection had no meaning as it only “displayed their cheapness and shallowness, reducing themselves like essential commodities, which could be sold and bought with Indian currency.” Stating that the Naga issue was unique and that no faction/ individual could override it, MIP said solution to the problem can only be found through collective efforts. However, if any solution is imposed upon on Nagas, it
would only inflame entire situation, MIP added. MIP said it had supported the framework agreement, with the hope that NSCN (I-M) would widely consult other NPGs leaders. However, MIP said NSCN (I-M) failed to consult the NPGs till date. “NSCN (R) will continue to maintain cordial relationship with all NPGs and formulate collective policy to stand by the glorious history of the Naga Nation”, MIP reminded. Meanwhile, NSCN (R) president has approved its cabinet decision to appoint four kilonsers, three Naga Army officers and two secretaries. They are-- Yato as kilonser; Khampai, dy. kilonser; Shaopa dy. kilonser; Khekhaho Newell dy. kilonser; Wechu dy. secy. and Menlem dy. secretary. KVYO objects to ‘tender permit’ issued by KMC DIMAPUR: Despite prior request to the municipal department, the Kohima Village Youth Organization (KVYO) has alleged that the KMC had gone ahead and issued “tender permit” to individuals. KVYO in a press note by president Medozhatuo Rutsa and general secretary, Kezhalelie Keretsu stated that while re-affirming its stand against monopoly, KVYO strongly condemns the action and request the concerned authority as to why the tender permit was granted to those individuals. KVYO also stated that while they had no restriction in issuing “tender permit” on luxury goods, the office was completely against monopolising business on essential commodities as this would affect the general public. KVYO has therefore requested the KMC administrator to revoke the tender permits within a week (7-days) failing which the organisation would be compelled to take its own course of action. K

DIMAPUR: In a major haul by the Narcotics Cell, PHQ, while conducting checking and frisking at Khuzama Check Point, approximately 8 (eight) kilos of opium were detected and seized on August, 2 from a passenger Bus (Regd, No. MN01-2173) bound for Guwahati. This was stated in a release by SP (Crime) PRO, Nagaland Police, M.Tungoe. In this connection, initially one person by the name John Mech, who was the bus conductor, was taken into custody for interrogation, during which it was revealed that the consignment was to be delivered to one Krishna at Guwahati, who has also been arrested by the cell. The modus operandi was that the opium, which was seized, was part of the larger Avon Cosmetics Consignment. In another major haul, the Narcotics Cell PHQ, during regular checking and frisking at Khuzama Check point on 5th August, 2016 detected and seized 78,850 capsules of SP from the possession of Kh. Rajul Shah and Md. Aslam Khan of Manipur, both of who were travelling from Guwahati to Imphal in a Bus. According to SP (Crime) PRO, Nagaland Police, M. Tungoe, a case has been registered for further investigation.
DIMAPUR: Nagaland Medical Dealers Association (NMDA) has condemned the assault of one of its memberPinak Nath, owner of M/s Nonee Pharmacy- and his wife and son who were “severely” beaten allegedly by one Ikaho Achumi over non-availability of the medicine demanded by the accused on August 7. In a condemnation note, president NMDA, Ato Yepthomi, stated that the victims lodged a complaint, jointly through NMDA, at Sub Urban Police Station and the accused was arrested on August 8 morning and forwarded to judicial custody. In this regard, NMDA appreciated the prompt action of the police in arresting the accused and has urged the concerned authority to deny bail to the accused without complete verification of the case. Terming the act as “barbaric” where someone could just assault and threaten an entire family over nonavailability of a medicine, the association also called upon all right thinking citizens to condemn the incident. Also, NMDA alleged that the victim has been threatened to withdraw the case and compromise out of court or face dire consequences. NMDA stated it “cannot tolerate such lawlessness in a civilized society” and warned of stern legal action against

The celebration ended with a positive note but stressed on the importance of exclusive breast feeding for at least six months which could reduce infant mortality rate by about 19%.

DIMAPUR: NNC/People’s Republic of Nagaland (PRN) has supported the clarification on the framework agreement between Govt of India and NSCN IM, by ato kilonser, GPRN/ NSCN, Kitovi Zhimomi, and stated that NNC/PRN was “not against the framework which is in process to arrive.” In a press note, MIP NNC/PRN stated however that “if the accord benefits Nagas in other states then Nagas of Nagaland shall not claim or interfere.” Further, stating that if govt of India was serious about the Naga issue, NNC/PRN suggested the Govt of India to take consent of civil societies such as GBs, tribal councils (national & regional) and NPGs before arriving to a solution.

KOHIMA, AUG 8 (NPN): With an objective to accelerate implementation of e-Governance initiatives in North Eastern region a six-day programme on Champion Skill Enhancement was organized by the department of Information Technology & Communication (IT & C) in association with National Institute of Smart Government (NISG) at De Oriental Grand, Kohima today. In his inaugural address commissioner and secretary IT & C, K.D Vizo said Government of India was committed in promoting e-Governance and make India more competitive in the new global economy and to meet the challenges. Vizo said Department of Electronics & InformationTechnology (DeitY), New Delhi has entrusted the National Institute for Smart Government (NISG) with the task of designing and conducting training to inculcate a deeper understanding of factors that result in success and sustainability of e-Governance
projects. He said officials who have undergone the training were expected to have all the skills necessary to implement an e-governance project from conceptualization to complete rollout stage. Vizo also informed that India as a country has an objective of achieving 175 million broadband connections by the Year 2017 and 600million by the year 2020 and there are even plans to provide a uniform broadband speed of 100 Mbps across all Gram Panchayats in the Country and said more focus need to be paid on aerial OFC, wireless and satellite technologies as under round optical fibre it were not likely to work properly in landslide prone areas of North eastern region except the State of Assam. He said various NE states should have keeping in view, the aspects of setting up of Business Process Outsourcing (BP0)/ Knowledge Process Outsourcing (KPO), transformation of society into a digital society, enabling all Government Departments to have e-office, promote knowl-

Addressing over 200 women of self-help groups of celebrating the World Indigenous People’s Day, themed ‘Indigenous people’s right to education’ as decided by UN at National Youth Project, Ngandam said all Indians are indigenous in their respective native place like the Arunachalees. N E W D E L H I , AU G 8 (AGENCIES): India has decided to deploy a BrahMos regiment operating the latest Block III version of the supersonic cruise missile to defend Arunachal Pradesh against China, which the country claims is a part of South Tibet. The deployment comes in the wake of reports of a huge build-up of Chinese military forces along the 4,057 kilometer Line of Actual Control (LAC). Arunachal Pradesh is the most northerly state along the LAC and one of the most threatened by China. To be deployed to Arunachal Pradesh will be the 864 Regiment of the Indian Army’s 41st Artillery Division. The regiment will operate around four to six BrahMos batteries and three to four Mobile Autonomous Launchers (MALs). The regiment will command up to 100 BrahMos Block III cruise missiles, each armed with a 290 kg warhead. It is the fourth missile regiment to be equipped with BrahMos. The fire-and-forget BrahMos Block III possesses unique trajectory maneuver and steepdive capabilities that allow it to hit targets hidden on the reverse slopes of mountains.
KOLKATA/AGARTALA, AUG 8 (PTI): Aiming to expand the base of Trinamool Congress outside West Bengal, party chief Mamata Banerjee Monday left for Agartala in Tripura where she would address a rally to be attended by dissident Congress MLAs. The Trinamool Congress has already carved a place for itself in the Marxist bastion emerging as the principal opposition party after six dissident Congress MLAs had joined it last June. Sudip Ray Barman, who led the Congress dissidents in the sensitive Northeastern state, told PTI, “Mamata Banerjee’s rally at the Swami Vivekananda Maidan in Agartala tomorrow will be the first nail in the coffin of the corrupt and inefficient Left Front government of Tripura.” Barman said that Banerjee would give the Tripura unit ‘direction’ to emerge victorious in the next Assembly poll due in 2018. “All MLAs and other leaders who have joined the TMC from other parties, including the Congress, will be present in the rally. It will be a historic rally,” he said.

ILP stir: JCILPS sets deadline to Manipur government
IMPHAL, AUG 8: Joint Committee on Inner Line Permit System (JCILPS) on Tuesday set August 13 deadline to Manipur government for publication of the draft of new bill for introduction of inner line permit (ILP) in the state. JCILPS convenerin-charge BK Moirangcha said JCILPS will be compelled to launch intense forms of agitations, if the government fails to invite JCILPS and other stakeholders to discuss the proposed new bill to replace The Protection of Manipur People Bill2015. BJP MLA Padma Hazarika pointed out that Nepal has been successful in stopping rhino poaching in recent years and suggested the state government to send representatives to the Himalayan nation to study their preventive measures.

GUWAHATI, AUG 8 (PTI): At least 49 people have lost their lives and nearly 41 lakh were affected in three waves of flood this year in Assam, the state assembly was informed on Monday. In a written reply to a short notice question by AGP MLA Phani Bhusan Choudhury, Minister of State for Disaster Management Pallab Lochan Das said 49 people were killed due to flood this year as per available information. “During the current year, 40,92,180 people in 4,675 villages across 29 districts were affected in three waves of flood in Assam,” Das said. He also informed the house that 41,426.48 hectares of crop land have suffered massive damages due to the deluge. “The detailed information about the quantum of damage is still being collected. We will be able to tell about the exact loss only after flood water recedes,” Das said. To another written query by Choudhury, the minister replied that the land area of the world’s largest river island Majuli has been shrinking gradually. “Under Majuli revenue circle, the area of Majuli was 9,30,712 bigha 3 katha and 4 lecha in 1951. Currently this stands at 5,25,712 bigha 3 katha and 4 lecha,” Das said. Of this, 13,440 bigha 2 katha and 15 lecha vanished since 2001 due to erosion by Brahmaputra and its tributary Subansiri, he informed.
ITANAGAR, AUG 8 (PTI): At least 19 deaths due to several diseases have occured within two months at Chongkhow village in Longding district of Arunachal Pradesh, Education Minister Honchun Ngamdam, said on Monday. 19 people have died between June and August first week, he said, adding the exact reason behind the deaths were yet to be diagnosed. The victims had shown symptoms of dysentery, fever, headache, jaundice and typhoid, said Ngamdam, who represents the area. Taking serious note of the reported outbreak, Chief Minister Pema Khandu spoke to Ngandam today to get first hand information on the matter, officials said. Khandu issued directives to the Health Department to immediately send a medical team headed by state epidemiologist Dr L Jampa to combat the situation, the officials said. The Chief Minister assured every possible support to the village and directed to evacuate the critical patients to referral hospitals. Dr Jampa earlier said the department did not have any updates on these deaths during this period but was inquiring in to it. Wakka Zila Parishad member Matpho Kolong, in a release, said dozens of villagers are suffering from dysentery, fever, headache, jaundice and typhoid. The CM also alerted the district administration to ensure precautionary measures for containing further spread of the disease.

49 dead, 41 lakhs hit in Assam floods
IMPHAL, AUG 8: Two BSF personnel were injured in a powerful IED explosion in Manipur on Monday in the run up of Independence Day celebrations. The injured have been identified as Anil Kumar and Lalji Yada. Both suffered minor splinter injuries, Kumar on his hand and Yadav on his leg. The incident took place along NH-2 near Changoubung village, a one and half kilometer off Senapati district headquarters from its Kangpokpi subdivision around 10.30 a.m. According to the report, the militants triggered off the IED targeting a bus bearing No AS-01S3-8780 carrying
slain militant one AK 56 rifle, two magazines of live ammunition and one grenade were recovered. “The exact number of militants and the militant group involved in the attack is being investigated,” the Home Minister said, adding the state government has made satisfactory arrangements for the treatment of those injured in the attack. The issue was also raised in the Rajya Sabha by Congress member Santiuse Kujur saying that in December 2014, the Centre had launched an ‘Operation All Out’ to eliminate NDFB(S) militants. However, the operation was later withdrawn. The Congress member asked the Centre to re-launch the operation. Later, the Home Minister made the same statement in the Rajya Sabha, asserting that those involved in the “deplorable” act would be hunted down.

Earlier in the morning, another IED weighing 3 kg was recovered from a passenger bus plying on the same national highway by a joint team of state police commandos and Assam Rifles at Tengdongyang under Sekmai police of Imphal West district. The IED was found wrapped in a polythene bag inside a rice bag from the passenger bus bearing No MN 011823. RDX, circuit, splinters and remote control devices were found in the polythene bag, a senior police official informed. A woman identified as Th Shakhi who is suspected to be the bearer of the IED was arrested by the joint team, he added.
NEW DELHI, AUG 8 (PTI): In the wake of killing of 14 people by militants in Kokrajhar, the Centre has urged the Assam government to hunt down those involved in the attack and bring them to justice. Making a suo motu statement in Lok Sabha, Home Minister Rajnath Singh said he has already taken up the matter with the state government. “I have taken up with the Assam government and the security forces in the state to track down the militants involved in this attack, so that they are brought to justice for this crime against humanity,” he said during Zero Hour. Giving details of the August 5 incident, the Minister said there was a militant attack at a crowded weekly market at Balajan Tiniali in Kokrajhar district of Assam. Quoting available information, he said around 11.30 AM, the militants, reportedly wearing armylike fatigues, set ablaze some houses and shops which led to a cylinder blast and fire in the area. This was followed by indiscriminate firing on the crowd of shoppers by the militants. “14 innocent persons -- 8 Bodo men, one woman, one child and four others lost their lives in the attack. 19 persons were seriously injured who are under treatment in various hospitals of the district and the state capital,” he said. Singh said the state police and security forces reacted swiftly and neutralised one militant whose identity is yet to be established. From the

KO T T AYA M / T H I RU VANANTHAPURAM, AUG 8 (PTI): A day after Kerala Congress (M) severed its longstanding ties with UDF, party supremo K M Mani Monday said no mediation would help change its decision even as the Congress said talks for a patch up would be made only after discussions among partners. “We have taken a decision not in the anticipation that it would lead to debate or discussion. We stand by our decision (to severe the ties with the UDF),” 82-year old Mani told reporters in his assembly constituency Pala in the district. He was responding to a question on the reported move by key UDF partner IUML to carry out a mediation effort. “We welcome discussions. But on this issue, are mediation efforts just enough? ...We have already taken a decision,” Mani, who has been sulking since being forced to quit as finance minister last year over the bar bribery scam, said. He said KC(M) had nothing to fear as the party had proved its strength by fighting elections alone in the past.
Meanwhile, BJP started sending positive vibes to the KC(M), saying the saffron party has no “untouchability” towards the Mani-led party, which is wielding considerable clout among Syrian Catholic community in central Kerala. Giving a jolt to the Congress, KC-M yesterday announced its decision to snap over three-decade old ties with UDF citing “humiliation” meted out by Congress. The party, which was the third largest partner in the UDF after Congress and IUML, also decided to function as a separate bloc in the state assembly. In Thiruvananthapuram, UDF Chairman Ramesh Chennithala said a decision to have further talks for a patch up with the KC(M) would be taken only after discussions among the front constituents. “Congress and other front parties never did anything to force Mani to quit UDF. There were no issues that could not be resolved. Mani should have taken up his party’s problems within the front,” he told reporters. However, he added: “I am of the view that KC-M
should remain in the front.” Chennithala said KC-M had left the UDF without any valid reasons and it was quite unexpected from the part of a veteran politician such as Mani. Congress had always tread the path of unity and tried for it by holding talks with Mani, he said. JNU withdraws Kanhaiya’s private security cover NEW DELHI, AUG 8 (PTI): JNU has withdrawn the private security cover provided to students’ union president Kanhaiya Kumar who is out on bail in a sedition case. The varsity, has sent a notice to Kumar stating that the expense on his security has run up to Rs 5 lakh and the same arrangement can be continued only after that amount is cleared. “Kanhaiya has already been provided with security by Delhi Police on orders from the High Court and hence there is limited need for private security on campus,” a senior varsity official said. “The Vice Chancellor decided to withdraw the same and the decision was communicated to Chief Security Officer. The university can’t bear such high cost for personal security of a single individual. The campus is safe and there is security everywhere,” he added.
Prez nod for NEET to medical courses NEW DELHI, AUG 8 (PTI): There will be single test-- National Eligibility cum Entrance Exam (NEET)-- for admissions to medical and dental courses across the country, as President Pranab Mukherjee has given nod to two bills recently passed by Parliament in this regard. Mukherjee has given assent to Indian Medical Council (Amendment) Act, 2016 and Dentists (Amendment) Act, 2016, officials said. These laws were passed by Rajya Sabha on August 1 to pave way for the NEET, which is designed to curb corruption by bringing in transparency, checking multiplicity of exams and to stop exploitation of students in counselling. They had got Lok Sabha nod last month. The two Acts mandates uniform entrance examination for admission to all medical and dental educational institutions run postgraduate and undergraduate courses. “There shall be conducted a uniform entrance examination to all medical educational institutions at the undergraduate level and post-graduate level through such designated authority in Hindi, English and such other languages...,” reads the law. The same provision is for admissions to dental educational institutes. The NEET is intended to be introduced from the academic year 2017-18. These legislations have amended the Indian Medical Council Act, 1956 and the Dentists Act, 1948 and replaced the Ordinances that were promulgated by the government to circumvent the Supreme Court order for implementation of NEET examination from this session itself.

Open dialogue with people of Kashmir : Mehbooba tells Modi NEW DELHI, AUG 8 (PTI): Facing a month-long turbulence and violence in the state, Jammu and Kashmir Chief Minister Mehbooba Mufti Monday urged Prime Minister Narendra Modi to open a dialogue process with the people of the state. Talking to reporters after a two-hour meeting with Home Minister Rajnath Singh, which was attended by Defence Minister Manohar Parrikar, Mehbooba also hinted at resuming a dialogue with Pakistan on Kashmir issue saying the state could act as a “bridge” between the two nations. “I believe there is a need to heal the wounds of people, to initiate dialogue with the people of Jammu and Kashmir. These are our own people. his year’s US presidential election has already taken a turn for the worst ever contest in the US history where only 9% of Americans nationwide like both Republican candidate Donald Trump and Democratic candidate Hillary Rodham Clinton. That means 91% of Americans do not like both the candidates. Why an overwhelming number of Americans don’t like both Trump and Clinton is because both of them are controversial figures whose past records only make people despondent. Americans feel they deserve candidates who reflect the country’s values. With such staggeringly low favourable ratings there are concerns among many Americans that something is seriously wrong with their electoral system. Bernie Sanders the popular Democratic Party ticket aspirant and an outsider who did not have the blessings of the Democratic National Convention –made up of various veteran party leaders, senior functionaries and governors of various states- had made it clear that he was fighting the “establishment” of Democratic leaders and Wall Street comprising of big business interests and corporate houses who have backed Hillary Clinton. This is not a figment of Bernie’s imagination as it is a known and accepted fact, that American democracy is welded to the big and sometimes ugly influence of multi-zillion business empires across and beyond the USA. Campaign funds in billions of dollars come from these business empires who also have so many elected representatives and senators looking after their interests and also lobbying for them with other world leaders. The fears of internal riggings also echoed in the campaign speeches of Republican maverick party candidate Donald Trump, who had accused the Republican establishment of trying to wreck his nomination and also even went to the extent of accusing the party establishment of conspiring with Democrats to deny him any chance of winning. He also accused Democrats of planning to defraud the electoral process as in the past. Trump’s accusations are not wild but valid. He had pointed to several court cases nationwide in which restrictive laws requiring voters to show identification have been thrown out. He said those decisions open the door to fraud in November 2016. Somewhat rings a bell with public of Nagaland (and other parts of India where fraudulent means for voting is rampant). In his interviews, Trump offered that his chief concern about fraud was that states without strict identification requirements would see rampant repeat voters. There are fears that the American system has not been strict against permitting voters without proper identity proof, to cast votes and an overwhelming number of them are supporters of the Democratic Party. There is no doubt that the Democratic Party has been gaining the most from votes cast by voters, particularly immigrants. He has been exposing his ignorance, insensitivity and lack of empathy with statements that have further driven away most Republican leaders to the other side in deep anger. Trump has received support from extremist right wing groups who like his ranting. Be that as it may, the tide is building up against Trump and he has only himself to blame for making wild accusations and sometimes, venomous outpourings against everybody but himself. Hillary only has to hold herself and let Donald Trump destroy himself and sweep the November polls. Unfortunately, among Americans, their election system has come under scanner as people want to directly choose who gets to become their President and not a college managed by “establishment” and “Wall Street.”

If the Son of God has been born into my human flesh, then am I allowing His holy innocence, simplicity, and oneness with the Father the opportunity to exhibit itself in me? What was true of the Virgin Mary in the history of the Son of God’s birth on earth is true of every saint. God’s Son is born into me through the direct act of God; then I as His child must exercise the right of a child— the right of always being face to face with my Father through prayer. Do I find myself continually saying in amazement to the commonsense part of my life, “Why did you want me to turn here or to go over there? ‘Did you not know that I must be about My Father’s business?’ ” (Luke 2:49). Whatever our circumstances may be, that holy, innocent, and eternal Child must be in contact with His Father. Am I simple enough to identify myself with my Lord in this way? Is He having His wonderful way with me? Is God’s will being fulfilled in that His Son has been formed in me (see Galatians 4:19), or have I carefully pushed Him to one side? Oh, the noisy outcry of today! Why does everyone seem to be crying out so loudly? People today are crying out for the Son of God to be put to death. There is no room here for God’s Son right now— no room for quiet, holy fellowship and oneness with the Father. Is the Son of God praying in me, bringing honor to the Father, or am I dictating my demands to Him? Is He ministering in me as He did in the time of His manhood here on earth? Is God’s Son in me going through His passion, suffering so that His own purposes might be fulfilled? The more a person knows of the inner life of God’s most mature saints, the more he sees what God’s purpose really is: to “…fill up in my flesh what is lacking in the afflictions of Christ…” (Colossians 1:24). And when we think of what it takes to “fill up,” there is always something yet to be done.

y favourite Zen story is when a question is asked of a Zen monk – ‘‘A house is on fire. What is the most important thing that you would save?’’ He replies – “I would save the fire.” This story has stayed with me for 40 years teaching me to look deeper into what we consider valuable. Let’s talk about the single tiniest living being on the planet – the bacterium, a tiny single cell being so small that millions live together and are collectively known as bacteria. A gram of soil contains about 40 million bacterial cells. A millilitre of fresh water usually holds about one million. Earth is estimated to hold at least 5 nonillion (54 zeros!). A bacterium is a proper being. It can communicate, travel, multiply, generate energy, understand its environment. There are three types: ball shaped or cocci, rod shaped or bacilli, and spiral or spirilla. They are found everywhere – from your stomach to the Arctic ice and volcanoes, the bottom of the ocean to 30 miles up in the sky. Soil, plants, animals – all of us are walking mountains of bacteria. Some of them are extremophiles, surviving in such toxic conditions or extremes of temperature where no other being can survive. Bacteria are the first forms of life on this planet about 4 billion years ago. You are their descendants. They were first attempted to be identified by Marcus Terentius Varro (Roman - 116 BC-27 BC) who suggested that disease may be caused by miniscule animals that floated in the air. They were finally identified

by Antonie van Leeuwenhoek (Dutch 1632-1723) who made microscopes, with which he saw what he called animacules in 1676 (to be called bacteria 162 years later). He is known as the father of microbiology. Christian Gottfried Ehrenberg (German 1795-1876) introduced the term bacterium in 1838. Robert Koch (German 1843-1910) was awarded the Nobel Prize in 1905 for proving diseases were caused by bacteria. Paul Ehrlich (German - 1854-1915) won the Nobel prize for pioneering the use of stains to detect them. Bacteria feed themselves in a variety of ways. Some eat other organisms. Some absorb dead organic material, such as decomposing flesh. Some parasitic bacteria kill their host. Some make their own food out of sunlight, carbon dioxide and water. In fact, these helped create the oxygen atmosphere of the earth. Some use water, and chemicals such as ammonia, sulphur, phosphorus, nitrogen, zinc, iron to produce their food. We call them nitrogen fixers. They are common in plant roots. Aerobic bacteria grow only in the presence of oxygen. They can cause corrosion and bad smells. Anaerobic bacteria can only grow if there is no oxygen present. In humans, they are most commonly found in the gastrointestinal tract. They cause gangrene, tetanus, botulism and dental infections. Some grow with or without oxygen and are found in soil, water, vegetation, humans and animals. One example is salmonella. Human bacterial infections are mainly caused by mesophilic bacteria (like ecoli) - because our bodies
What we consider valuable are moderate (37 Celsius). Mesophiles thrive in moderate temperatures. The human intestine contains many beneficial mesophilic bacteria, such as dietary Lactobacillus acidophilus as well. Extremophiles thrive in conditions considered too extreme for most life forms - temperatures from 85 to 113 degrees Celsius, salt lakes, acidic or alkaline environments. They multiply by dividing themselves, or by passing genes from one cell to another when they come in contact through a tube called pilus. Some bacteria move by gliding on surfaces. Others control their movement through internal gas bubbles. Some bacteria have tails and they rotate them like propellers going as fast as 0.00017 km per hour - the equivalent of a man running at 100 meters per second. E.coli can travel 25 times their own length in 1 second, equivalent to a horse running 215 km per hour. When bacteria do not have enough resources to live they turn inactive. Spores can remain dormant for centuries. They are resistant to radiation, desiccation, starvation, chemicals and extremes of temperature. In 2007, biologists revived a 8-million-year-old bacterium
from the Antarctic ice. Most people react negatively to bacteria. But they create the air we breathe; the nitrogen in the soil that plants need. Friendly bacteria help the human body survive. Bacteria in the digestive system are crucial for the breakdown of nutrients, such as complex sugars, into forms the body can use. Friendly bacteria protect us from dangerous ones by occupying places in the body that disease causing bacteria want to occupy. Some friendly bacteria rescue us by attacking bad bacteria. Lactic acid bacteria have been used for the preparation of foods as cheese, soy sauce, vinegar, yoghurt and pickles and fermented foods for thousands of years. Bacteria can break down organic compounds at remarkable speed and help in waste processing. They are frequently used for cleaning up oil spills and clearing up toxic waste. Pharmaceutical and chemical industries use bacteria in the production of chemicals. Bacteria, such as Bacillus thuringiensis, can be used in agriculture instead of pesticides without the undesirable consequences of pesticides. On the other hand some of the most deadly epidemics in human history have been
caused by bacteria – Cholera, Diphtheria, Dysentery, Plague, Pneumonia, Tuberculosis, Typhoid, Typhus. Here are some more odd facts: 1,458 new species of bacteria live in the bellybutton of human beings. Everyone’s bellybutton ecology is unique and one volunteer’s belly button harboured bacteria that had previously been found only in soil from Japan, where he had never been. Bacteria only multiply – unlike humans - to the extent that there is food. The amount of bacteria on a pair of jeans reaches a maximum after 2 weeks of wear. You can wear them for the rest of your life without worrying about them getting any dirtier! Human faeces is mostly bacteria that are both dead and alive. Magnetospirillium magneticum has the ability to take in iron, convert it to magnetic magnetite, align it along its body, and travel using magnetic fields. Millions of people don’t actually need to use deodorant (especially East Asians) because they have a gene that stops them from producing sweat that attracts body-odourcausing bacteria. One teaspoon of the bacterium C. botulinum, properly distributed, could kill every human being in Asia. The “smell” of rain on the earth is produced by bacteria. Floating bacteria are effective at spurring condensation, leading to snow and rain. Some scientists propose spraying bacteria into the clouds to end droughts.
Deinococcus radiodurans can survive 10,000 times the dose of radiation lethal to humans, making it a prime candidate for the clean-up of nuclear waste. Ralstonia metallidurans can turn dissolved gold into solid nuggets. Some marine animals have specialized light organs which contain bioluminescent bacteria which turn on and off like a flashlight. The flashlight fish uses its light to communicate with other fish, attract prey and avoid predators. The bacteria benefit by receiving nutrients and oxygen from the fish’s blood. Bacteria signal to each other through chemicals produced. Through these signals, bacterial species know how many others of their kind exist and whether there is a “quorum”. The bacteria change and coordinate their behaviour when a “quorum” is present. Are humans beings the dominant life forms of the Earth, or are bacteria? The terrifying “thought control” talent of the Toxoplasma gondii protozoa is amazing. It infects rats and then alters their brains so that the rodents seek out their natural predator, cats. This is because T. gondii can only complete its reproductive cycle in feline intestines. The rats offer themselves to be eaten and the T. gondii parasites complete their lives. It also infects humans and I wonder how much of our activities come from its orders. After all, your body has 10 times more bacterial cells than human cells. Post-mortem Prevention of Child Abuse Constitute Lokayukta without further delay: Nagaland Congress
ew weeks back I had the privilege of attending three days Sensitization Programme on Child Abuse organized by the National Institute of Public Cooperation and Child Development Regional Centre at Guwahati for the Principals & Vice Principals of Govt. Schools of Arunachal Pradesh & Nagaland. Even though I was forced to cut short my summer vacation and attend the programme, I have no regrets for sacrificing my holidays because the programme was well designed and was effectively executed to derive maximum benefit within the limited time. I have been in the teaching field for nearly 25 years and have developed a feeling that I am discharging my duties sincerely towards the cause of children. But the facts and figures we got exposed at the program made me feel guilty for being ignorant about an important issue concerning children over these many years. I am afraid that many teachers, school administrators and officials dealing with children may be in the same state of mind as I am. As practically it will not be possible for the Govt. to depute all the Principals and Teachers in the state to such training programmes, I wish to share the knowledge gained from the Sensitization programme with the readers in the coming days. I hope it may help to increase awareness among the public and would ultimately help the helpless children. Kindly remember that I am not an expert in this subject matter and my main intention is to arouse curiosity among the readers for further exploration of knowledge. Child abuse starts from home: Child abuse in India is often a hidden phenomenon especially when it happens in the home or by family members. Numbers of cases of child abuse in the home are hard to ascertain because most of these crimes go unreported. Focus with regards to abuse has generally been in the more public domain such as child labour, prostitution, marriage, etc. Intra-family abuse or abuse that takes place in institutions such as schools or government homes has received minimal attention. hrough the esteem columns of your daily, may we place a rejoinder note to a press statement published on 12th July 2016 under the heading “Sekruzu town govt. employees inform” (News in brief column) issued by Vice Chairman Vesakhoyi Shijoh and Secretary Bedukho Shijoh of Adhoc Town Committee (ATC) Sekruzu. That we, the undersigned; the land donors for the development and establishment of Sekruzu Head Quarter, strongly disapproved and vehemently condemn the resolution adopted by the Adhoc town committee (ATC) Sekruzu to favour the permanent settlers of Sekruzu in matters concerning appointment of grade- IV staff in any government offices. Community developments were carried out in our cultivable lands with the promise of grade – IV posts without any land compensation. The said resolution; without the consent and concern of land donors, is purely a malice act of arbitration for selfish motive which is suppression to our basic right and so by no means acceptable to us. As such, if the said decision is not revoke and comes to affect any appointment belittling the prerogative stand of land owners then, we shall be compelled to re-utilize our own land for survival. health, neglect, etc are recognised in various forms by the Indian legal system. But India does not have a law that protects children against abuse in the home. In 2007, the Ministry of Women and Child Development (MWCD) released a study report on child abuse. The report discusses incidence of child abuse nationwide. The study of the MWCD found a wide spread incidence of child abuse. Children between the ages of 5-12 are at the highest risk for abuse and exploitation. The study found that 69% of children reported to have been physically abused. Out of these 54.68% were boys. 52.91% of boys and 47.09 % of girls reported having been abused in their family environment. Of the children who were abused in family situations 88.6% were abused by their parents. Every two out of three school children reported facing corporal punishment. In juvenile justice institutions 70.21 % of children in conflict with law and 52.86% of children in need of care and protection reported having been physically abused. With regard to child labour 50.2% of children work all seven days of the week. 81.16% of the girl child labourers work in domestic households, while 84% of the boy child labourers worked in tea stalls or kiosks. 65.99 % of boys and 67.92% of girls living on the street reported being physically abused by their family members and other people. The study also examined emotional abuse and girl child neglect. It examined two forms of emotional abuse: humiliation and comparison. Half the children reported facing emotional abuse with 83% of that abuse begin conducted by parents. Girl child neglect was assessed girls comparing themselves to their brothers on factors like attention, food, recreation time, household work, taking care of siblings, etc. 70.57% of girls reported having been neglected by family members. 48.4% of girls wished they were boys. 27.33% of girls reported getting less food then their brothers. tate Government must admit and react to the fact that Nagaland is Problem State, weighed down with political indecisiveness, mis-governance, economic logjam, development breakdown etc on one side and rampant corruption, scam after scam and social uprising on the other side altogether pointing to the fact of collapse or near collapse of governing system. Reason can be many but problems are escalating day by day due to absence of government’s accountability and critical mass of people side by side. These are problems also found elsewhere but enormity of the problem in Nagaland has surpassed that of other states and not without reason Nagaland is listed most corrupted state in India. From top to bottom, from government to village level whether in public, private or administrative sectors the powers that be are deeply involved in the mesh of corruption and the scope of accountability almost down to zero. Considering the size of funds allotted by GOI it could be more than actually required by the State but considering the oversize gobble down by insignificant percentage of people in chair there is only leftover crumb for common people. Yet the little that common people earned is again directly or indirectly collected by series of NPGs. The recent appeal of Governor of Nagaland, P B Acharya to the State Government to immediately enact the Lokayukta Bill is apparently a reaction to the government’s
dilly dally over the pending Bill already tabled in the 12th Nagaland Legislative Assembly Session a year ago on 21st July 2015. Meantime multiple scams like fuel adulteration, pension, scholarship and others burst out and he was forced to make the appeal. But as Governor of the State he is constitutionally bound to give ADVICE and not appeal to the State Government to fulfil a constitutional obligation as important as Lokayukta. The unwillingness of state government to constitute the “anti-corruption body” is well understood because erring elective public functionaries and bureaucrats will become the first casualty. Whatever it maybe unless Lokayukta is instituted corruption is bound to destroy the very basis of the welfare state. Lokayukta is not a new concept; it was mooted way back in 1966 when the Administrative Reforms Commission (ARC) headed by Marorji Desai submitted a proposal for Lokayukta as an anti-corruption body in every state. Although much later, Parliament passed Lokayukta Act in 2013 by which it has become mandatory for the state to constitute Lokayukta to investigate allegation of corruption and mal-administration against erring public servants and government servants and to provide speedy redressal of public grievances. Much dirt has flown below the bridge but now the constitutional safeguard must be raised up to put a hold to the free flow of
corruption. And Governor has rightly stated, Lokayukta is “a constitutional countercheck to corruption...”. Considering the frightening nature of corruption and irregularity in the state, Nagaland Congress urges the State Government to immediately constitute a Lokayukta without dragging further the matter on some nonsensical pretext. There is no justifiable reason- political, legal or moral to rationalise continued corruption and irregularity or because some states also have not yet constituted Lokayukta there is no reason for the state to sleep over the imperative demand of aggrieved public as represented by few sensitized pressure groups and individuals. Also Nagaland is predominantly Christian state and act of corruption, immorality, covetousness are considered deadly sin about which our Christian public leaders and government officers are not unaware. CORRUPTION MUST BE UPROOTED THROUGH OUR JOINT EFFORT. Therefore, Nagaland Congress calls upon every likeminded pressure group and individual to pool in their potential strength and put coordinated pressure on the reluctant state government to constitute Lokayukta with immediate effect. No admission fees, no donation and no course fee. 2. The selected students will need to pay only the registration fees of 26500 for the whole course which is non-refundable 3. Reimbursement of the annual courses fees shall be the responsibility of the ENSF and AASA where the government needs to reimburse it to the concern institution at the end of every academic year. 4. In order to avail scholarship/ reimbursement from the govt. The students must maintain 55% marks in aggregate in every semester. ENSF and AASA will try to allocate hostel depending on the availability. 5. However, the accommodation/Hostels fees shall be borne by the concern student’s. As per the terms and criterion of this scheme (Number 3 and 4), the students have achieved to maintain the required 55 % every semester.
Also for which the ENSF and AASA have stated to bear the full responsibility to fulfill payment of scholarship/ fee reimbursement at the end of every academic year when the Government sanction the avail scholarship to the students. However, since the admissions in 2013 till 2015the college fees have not been paid nor did the students receive any scholarship even after the Government of India has sanctioned the Minority scholarship to the respective availing students account. Unfortunately, the BOI account passbook of all the students has been submitted to the Federation as commanded by ENSF and AASA which we the students now learned that to handover our personal account book to anyone is an offensive thing to do. We regret to state that this act of irresponsibility by the ENSF and AASA has caused the students to suffer a lot but we students tolerated much by dealing with the collage management and by rising voice against the team of ENSF and AASA. Until April 1, 2016 the pending dues of 28 students of Royal Institute of Technology and Science (RITS) was paid 50% from the total dues. As a graduating student of RITS we were compel to clear the remaining dues to get our original documents which the scheme policy left us unjustified. Undoubtedly, this initiative (EEI)could have beenworthy of
praisesif the Federation (ENSF) and AASA had not been so mindful and dominion over the student’s scholarship which the students are most capable of applying by themselves. In fact, this Fee-reimbursement scheme has alsoprovided an opportunity to many Naga students to pursue in various branches of Engineering and in various field of medical when the State Government of Nagaland itself couldn’t establish one-degree collage for Engineering and Medical students to which the endeavoring students had to migrate in various parts of the globe and creating hindrances to the students who are financially
weak. For this reason, we student’s want to give our gratitude and credit to the team of ENSF. However, the same problems are being faced by the remaining hundreds of students who have come under ENSF Education Initiative in various colleges in Hyderabad up to this day. So we wish them to justify by the scheme policy unlike we the 18 passed out students from Royal Institute of Technology and Science was left unjust according to the scheme policy as per the advertisement. Despite the state government and the leaders promising good roads in Nagaland, it is wonderful that the roads particularly the commercial hub or the so called gateway to Nagaland, Dimapur continues to go from bad to worse. Isn’t it shameful to hear outsiders comment and mock at our leaders for giving us such bumpy pot-holed roads? People have been paying road tax to the government, sanitation tax to the municipal councils, but do we see any changes? Where does all the tax go to? NEW DELHI, AUG 8 (PTI): The corruption in MGNREGA scheme has been stopped by making payment of wages directly to the bank accounts of labourers and strengthening the monitoring system, government said in Rajya Sabha on Monday. “There used to be massive corruption. ...There was perception that MGNREGA means loot. We have put a stop to the loot and lies through DBT (Direct Benefit transfer),” Minister of State for Rural Development Ram Kripal Yadav claimed during the Question Hour. There were a number of deficiencies and the government has taken several measures to improve the transparency. “To curb corruption, we have taken the DBT route for making payment of wages. We are also strictly monitoring the scheme.” The budget for the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) has also been raised by Rs 5,000 crore to Rs 43,500 crore for this fiscal, he said. The Minister also made it clear that the scheme “will not be closed but will be strengthened. ... It is a special direction from the Prime Minister not to compromise on this scheme,” he said while responding to a query raised by Trinamool Congress leader Derek O’Brien.

To a query raised by NCP leader Vandana Chavan on the gap in demand and supply of jobs under the scheme, the Minister said the government had provided employment to around 4.82 crore families in 2015-16. The average employment created was for 49 days in last six years. “I felt the money allocated is sufficient. Rs 38,500 crore has been allocated for payment of wages for this year. Rs 5000 core more has been given. Now, the amount is higher,” he said. The government’s priority is to create more jobs and also set up assets especially irrigation and farm sector, he added. Dissatisfied with the MoS reply, Chavan asked if the government will audit the scheme, Rural Development Minister Narendra Singh Tomar said “it is a demanddriven scheme. Many times, there is a situation where there is more demand but
less people come (to join the scheme). Hence, there is a gap.” A maximum of 235 working days were created in 2015-16 and the government has taken new initiatives like creation of assets, he said, adding “let me assure you, everyone who asks for job will definitely be provided.” Responding to a question on asset creation, Yadav said that 61 per cent of the total funds of the scheme was spent on creating assets, especially irrigation and farm related works in 2015-16. “We are spending a lot and giving emphasis on asset creation,” he said. Replying to a query on delay in payment of wages, Yadav said “I do accept that there was some delay in payment of wages in the past few years. This is mainly due to lack of funds. ...When our government took over, the entire budget money was released. There is no shortage of funds.” In 2011-12, Rs 21,000 crore was released against the budget allocation of Rs 40,000 crore. Similarly, Rs 32,934 crore was released against the budget allocation of Rs 33,000 crore in 2013-14 fiscal, he added. “Earlier, the delay was 4-5 months. Now it is being done within 15 days through the DBT route,” he said. The government is paying in cash in the Northeast in 364 blocks, he added.
LG directs review of orders, files that required his nod N E W D E L H I , AU G 8 (PTI): Three days after the Delhi High Court held that Lt Governor is the administrative head of the national capital, Najeeb Jung Monday directed the heads of all departments to “review” orders and “identify” files for which his approval was required but not taken by the AAP government. “The secretaries, principal secretaries and heads of all the departments, autonomous bodies, boards, corporations and institutions concerned should immediately review all such orders and identify by August 17 those cases where prior approval of the LG was required but not taken,” Secretary to LG Vijay Kumar said in an order. “All such cases may immediately be placed with appropriate proposal before the LG through proper channel and with the opinion of the Law department, wherever required,” the order said. “It is also directed that no order in the future be issued without approval of the competent authority,” it said. The HC had on August 4 held that LG is the administrative head of National Capital Territory and the AAP government’s contention that he is bound to act on the advice of Council of Ministers was “without substance. The decision had come after months-long turf war between the LG and Kejriwal for the reins of Delhi.
One more dead, curfew continues in parts of Kashmir; death toll now touches 55 SRINAGAR, AUG 8 (PTI): A youth injured during clashes on Friday succumbed at a hospital here on Monday, taking the death toll 55 in Kashmir where curfew continued in many areas in the wake of violent protests since the killing of Hizbul commander Burhan Wani in an encounter a month ago. Amir Bashir Lone, a resident of south Kashmir’s Shopian district, succumbed to injuries at SKIMS hospital this morning, a police official said. He said Lone had received pellet injuries on his head during security forces’ action against protesters on Friday. With Lone’s death, the number of people killed in the unrest in the Valley, which entered the second month today, reached 55, including two police personnel. Many parts of Kashmir, including several areas of summer capital Srinagar, continued to remain under curfew for the 31st day today. Curfew remains in force in six police station areas of Srinagar -- Nowhatta, Khanyar, Rainawari, Safakadal, Maharajgunj and Batamaloo -- today as a precautionary measure to maintain law and order, the official said. SRINAGAR, AUG 8 (PTI): Three BSF personnel, including an officer, and a militant were killed today in an operation in Macchil sector near the Line of Control in Kashmir, officials said here. Security forces launched the operation in Macchil sector in north Kashmir’s Kupwara district following information about presence of militants in the area, an Army official said.
One militant and two BSF jawans were killed while five other security force personnel were injured in the initial firefight between the two sides, the official said. Among the injured personnel -- three BSF jawans and two Army soldiers -condition of one BSF jawan was critical. The injured BSF jawan later succumbed to injuries, a police official said.

NEW DELHI, AUG 8 (PTI): Condemning the attacks on Dalits, RSS Monday termed as “inhuman” the violence and asked state governments to take action against elements trying to “disturb communal harmony and trust”. VHP, an RSS affiliate, however, vowed to continue its work related to protection of cow, saying they have been doing it for a long time and will continue the work. “We appeal to all the sections of the society to remain aware of elements who want to disturb the environment of communal harmony and trust. We expect the administration to take speedy action against such individuals and groups who break the law,” RSS general secretary Bhaiyaji Joshi, second in chain of command after its Sar Sanghchalak Mohan Bhagwat, said in a statement. Significantly, RSS had also issued a statement yesterday denouncing the attacks on Dalits. He said taking law in one’s own hands to harass Dalits was not only illegal but also inhuman. While declining to comment on the attacks on Dalits and Muslims by cow vigilantes, VHP joint general secretary Surendra Jain said there was a lot of controversy over it. “We will not like to comment on the issue. However, cow protection has been going on since long. We will continue to work for it,” Jain
said. The comments by RSS and VHP came in the backdrop of Prime Minister Narendra Modi strongly rebuking perpetrators of violence on Dalits in the name of cow protection, telling them, “if you have to shoot, shoot me” but stop attacking “my Dalit brethers”. Facing increasingly bruising opposition assault on his government and BJP over attacks on Dalits and on the issue of cow vigilantes, Modi had yesterday lashed out at “fake cow protectors”, denouncing them for the second day running for trying to create “tension and conflict” in the society and asking the states to take stringent action against them. Joshi said that several political parties and leaders of various castes are trying to create a situation of uncertainty through half baked information which is not conducive to harmony. RSS also would like to appeal to political parties and various heads that there is a need to normalise the situation of uncertainty through public cooperation, Joshi said. “By sympathising with the victims, there is a need to think that such incidents do not take place,” Joshi said in the statement. However, Modi faced flak from some Hindutva groups with the chief of a right wing organisation sending him a legal notice and alleging that his comments will encourage cow smugglers.

Zia-ul Haq, manager of MA Convent School in Baghara locality, was booked under the Prevention of Insults to National Honour Act and arrested, officials said. A magisterial inquiry has been ordered to look into how the school was allowed to run

week unanimously passed the Constitution amendment bill to pave the way for the introduction of a pan-India Goods and Services Tax regime. The upper house passed what is called the Constitution (One Hundred and TwentySecond Amendment) Bill, 2014, with 203 ayes in the final voting. The AIADMK staged a walk-out before the bill was passed in the upper house. The gover nment had moved amendments to the bill earlier passed by the Lok Sabha to accommodate some concerns of opposition parties. The government has removed the one per cent additional levy and agreed to compensate for any loss of revenue to the states for next five years. “There was a delay, but most of the political parties came on one platform. After a long time, after efforts which continued for a number of years, finally a consensus was formed,” he said. Initially, the GST was supposed to be applicable from April 1, 2010.

New Delhi, Aug 8 (IANS): Without delving into specifics on the taxation rate under the Goods and Services Tax (GST) regime, Finance Minister Arun Jaitley here on Monday said it will be worked out by the GST Council. GST rate was earlier suggested at 18 per cent by Chief Economic Adviser Arvind Subramanian. “The GST Council will work on the functional modalities. The rate of taxation will also be determined there,” Jaitley said initiating the discussion on the 122nd constitution amendment bill in the Lok Sabha. The constitution amendment bill is an enabling measure which will pave the way for the GST regime. After its passage in the Lower House, which is a given as the government enjoys a clear majority in the Lok Sabha, three laws will need to be prepared for GST. “We will have to prepare three more laws. After ratification by states, the draft will have

Besides, the over-reporting also resulted in over payment of performance related pay (PRP) to the company executives and staff. “With ageing of fields (majority bring more than 30 years old), there has been an increase in water cut. This coupled with lack of adequate handling/processing facilities at the production installations resulted in higher proportion of BS&W and off gas in the crude oil. “The company, however, reported crude oil production without adjusting these elements fully,” CAG said, adding that anomalies were noticed in the measurement practices. The auditor recommended that the loss/gain during transportation of crude oil through closed pipeline systems should be closely monitored to ensure that the variations are in normal range and identify abnormal loss/gain for corrective action. Also, asset-specific standard operating procedure (SOPs) for measurement of crude oil production may be formulated and implemented. “The company may report condensate as a separate stream as opined by international consultant,” CAG added.

NEW DELHI, Aug 8 (PTI): India’s steel consumption declined for the second-straight month in July falling over 7 per cent to 6.3 million tonnes (MT) as compared to June. According to the latest data from the Joint Plant Committee (JPC), part of the Steel Ministry, “Consumption in July 2016 (6.289 MT) was up by 1.1 per cent over July 2015 but was down (by 7.4 per cent) over June 2016.” Similarly in June this year, the demand for the metal, stood at 6.8 MT, down by 4.3 per cent over June 2015 as well as down by 8 per cent over May 2016, the JPC said. However, on the brighter side, consumption of total finished steel in India - world’s third largest steel maker, grew albeit marginally by 0.5 per cent in April-July 2016-17 to 26.2 MT over same period of last year. During the first four months of 2016-17, crude steel production was 31.8 MT, up 5 per cent over same period of last year, the committee said. The production in July 2016 stood at 8.1 MT, which was up by 5.6 per cent over July 2015 and by 0.1 per cent over June 2016, it added. Total finished steel stood at 2.4 MT during April-July, a decline of 34 per cent over same period of last year.
Mumbai, Aug 8 (PTI): The rupee today fell by 7 paise against the US currency to close at 66.84 on fresh dollar demand from banks and importers on the back of strong dollar in overseas markets. Firm stock markets as well as consistent foreign capital inflows failed to restrict the rupee’s fall against the dollar, a forex dealer said. The rupee opened lower at 66.85 per dollar as against last closing level of 66.77 per dollar at the Interbank Foreign Exchange (Forex) market. It hovered in a range of 66.71 and 66.8575 before ending at 66.84 a dollar, showing a loss of 7 paise or 0.10 per cent. The domestic currency had gained 22 paise or 0.33 per cent in the previous two trading days. Pramit Brahmbhatt of Veracity Financial Services said, “At lower levels, a supportive buying in dollar forced rupee to depreciate since opening trade. Trading range for the spot USD/ INR pair will be 66.50 to 67/USD.” Meanwhile, the RBI fixed the reference rate for the

Mumbai, Aug 8 (PTI): With two companies raising Rs 5,000 crore via offshore masala bonds in the last month, global ratings agency Fitch has said it will help diversify funding for India Inc, especially non-banking finance companies. “The recent issuance of the first offshore masala bonds by domestic companies could pave the way for a broader opening and development of the market,” the agency said today in a note. Even though the instrument is in its infancy, the two recent issues by mortgage major HDFC and state-run NTPC will mitigate initial market concerns about liquidity, it said, adding the issuance also helped both the companies get better ratings. The bond pricing was surprisingly competitive relative to onshore funding considering uncertainty over liquidity and currency risks, it said, adding this will prod other corporates to go to the market. It can be noted that HDFC raised Rs 3,000 crore by issuing three-year bonds, while NTPC raised Rs 2,000 crore in a ‘green’ masala bond issue.

ONGC over-reported crude oil production by 12%: CAG NEW DELHI, Aug 8 (PTI): State-owned ONGC shelled out Rs 18,787 crore in excess subsidy over 3 years as it ‘overreported’ crude oil production by 12 per cent, which also resulted in extra payment of peformance related pay to its executives, government auditor CAG said today. In a report tabled in Parliament, the Comptroller and Auditor General of India (CAG) said ONGC ‘over-reported’ its crude oil production by 12 per cent through inclusion of items like condensate in the output. “Audit of the crude oil measurement and reporting system indicated that the company (ONGC) was reporting partially stabilized crude oil as its crude oil production. “This led to over-reporting of crude production by including items other than crude oil, namely, off-gas, BS&W (impurities) and recoverable internal consumption,” it said. Basic sediment and water (BS&W) is a technical specification of certain impurities in crude oil. ONGC has also reported ‘condensate’ production inappropriately as crude oil production, though both products were identified distinct and treated differently by it. Out of 132.17 million tons of crude oil production claimed by ONGC in five years from 2010-11 to 201415, as much as 12.1 per cent of over 6 million tons was over-reported. “The over-reporting and

The telecom major has said that prior to going for arbitration it had in 2001 deposited the amount with DoT on the understanding that if the company wins the dispute, then the amount would be refunded. The arbitrator had dismissed the refund claim of the company against which it came to high court which in 2012 had set aside the arbitral award, Airtel has said in its petition.

New Delhi, Aug 8 (PTI): Delhi High Court on Monday sought the Centre’s response on telecom major Bharti Airtel’s plea seeking refund of over Rs 2,500 crore, which includes disputed licence fees of Rs 399.92 crore paid by it for its Punjab circle for 1996-98 and interest on the amount. A bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal issued notice to the Department of Telecommunications (DoT) and sought its reply by September 29 on Airtel’s plea challenging a single judge order holding that the telecom company was not entitled to refund. “The limited question is whether you are entitled to refund,” the bench observed while issuing notice. In its plea, Airtel has

London, Aug 8 (IANS): Researchers have reportedly found major security flaws in chips being used in nearly 900 million Android smartphones globally that could give cyber criminals complete access to the data. According to the team from Israel-based software and hardware giant Check Point, the bugs were uncovered at the software running on chipsets made by US firm Qualcomm, BBC reported on Monday. Qualcomm processors are found in about 900 million Android phones, Check Point said, adding that there is no evidence of the vulnerabilities currently being used in attacks by cyber thieves. “I am pretty sure you will see these vulnerabilities being used in the next three to four months,” Michael Shaulov, head of mobility product management at Checkpoint, was quoted as saying. The flaws, which were found in software that handles graphics and in code that controls communication between different processes running inside a phone, were revealed after six months of work to

NEW DELHI, Aug 8 (PTI): Mutual funds ramped up their allocation for bank stocks to a record high of nearly Rs 94,000 crore by June-end, primarily on account of steps taken by the government and RBI to clean up the banking system. Fund managers have been raising their allocation to banking since February. Prior to that, they had trimmed exposure to the sector between November and January due to higher bad loans. The recent focus on cleanup of the Indian banking system by RBI and the government by rightly recognising NPAs (non-performing assets) has helped fund managers raise their allocation for bank stocks, Wealthforce.com founder Siddhant Jain said. Besides, the government’s announcement of capital infusion in public lenders too has a positive impact. In percentage terms, exposure to banking stocks was at 20.4 per cent of equity AUM in June as against 20.28 per cent in May. The overall deployment of equity funds in bank stocks stood at Rs 93,885 crore at the end of June compared with Rs 90,014 crore in May-end, as per data available from the Securities and Exchange Board of India (Sebi). The industry’s exposure to banking sector was at Rs 78,644 crore, Rs 71,864 crore, Rs 82,196 crore, Rs 85,330 crore in January, February, March and April, respectively.

Lahore, Aug 8 (PTI): Pakistan has directed a top official to follow up with India the matter of sending 24 witnesses of the Mumbai attack case to Pakistan to record their statements so that the trial in the case could be completed at the earliest. “The Foreign Ministry has written to its director general South Asia to take up the matter of sending 24 Indian witnesses to Pakistan for recording of their statements in the trial court in the Mumbai attack case here with the Indian Government,” Prosecution chief (in Mumbai case) Chaudhry Azhar told PTI. He said earlier the Foreign Ministry had directly written to the Indian Government about sending the 24 witnesses to Pakistan and now it has asked the DG South Asia to follow-up the matter. “We have already made it clear that the Mumbai case cannot move forward unless India sends its witnesses here to record their important statements,” he said. According to the prosecution, all Pakistani witnesses have recorded their statements.

London, Aug 8 (PTI): Newly-appointed UK home secretary Amber Rudd is to decide on the extradition of Tiger Hanif, wanted in India in connection with two bomb blasts in Surat in 1993 following the Babri Masjid demolition, a media report said here today. The 55-year-old Hanif, an alleged aide of underworld don Dawood Ibrahim, was traced to a grocery store in Bolton, Greater Manchester, and arrested by Scotland Yard on an extradition warrant from Indian authorities in February, 2010. He lost his appeal in the UK High Court in April 2013 following which the case was handed over to then UK home secretary and now Prime Minister, Theresa May, to sign an extradition order. As part of UK extradition proceedings, he was allowed to make representations to the Home Office and the case has now passed on to May’s successor Rudd’s desk. “Further representations have been made to the Home Secretary in this case and they are currently being
carefully considered,” a UK Home Office spokesperson said. Hanif, whose full name is Mohammed Hanif Umerji Patel, arrived in the UK illegally in 1996 after skipping bail in India following his arrest over the attacks. He was allowed to stay in Britain claiming he was a Muslim being persecuted in Hindu-dominated Gujarat and went on to obtain a UK passport in 2005. According to a report in the Daily Star Sunday, lawyers representing Hanif have received around 200,000 pounds in legal aid or state funds sought by people unable to afford legal costs of their defence. “The costs to taxpayers of these cases are large enough, without lengthy delays on top causing the bill to balloon”. “Of course procedures must be followed, but a swift resolution is in everyone’s interest, and it’d save taxpayers’ money too,” Jonathan Isaby, from UK pressure group TaxPayers’ Alliance, told the newspaper. Jeddah, Aug 8 (PTI): Saudi Arabia’s King Salman has ordered authorities to address “once and for all” the grievances of distressed foreign workers, especially Indians and the Filipinos, stranded in the Kingdom after not being paid for months. The King, in a series of directives yesterday, ordered the Minister of Labour and Social Development to take necessary measures, in coordination with the Ministry of Finance, to oblige companies who have contracts with the government to pay the salaries of their employees in accordance with the government’s Wage Protection Programme that ensures workers’ salaries are fully paid. According to Saudi Press Agency, the directive is for the government not to release what it owes those companies unless the Labour Ministry confirms that the companies have paid on time what they owe their employees. The King[‘s directives comes amid increasing complaints by workers that they have not been paid their salaries for months. Construction giant Saudi Oger has been the subject of complaints by thousands of its workers for not paying

Rapid Action Battalion (RAB) personnel raided the office of banglamail24.com last night and detained its editor Shahadat Ulla Khan, executive editor Maksudul Alam and reporter Pranta Palash. They also seized a computer from the office. “We have detained the three to be questioned on allegations of spreading rumours...we are yet to decide if they will be freed or arrested,” a RAB official told newsmen. According to journalists of the online newspaper, the website ran a story published by an obscure news portal called Todaynews71 claiming that the Premier’s son was killed in a plane crash along with its own comments criticising the “baseless report”. They said the RAB men raided their office after they ignored a request by the Premier’s office to retract the story from the site, which remained unupdated since their detention.

Tokyo, Aug 8 (AFP): Japanese Emperor Akihito said today he is concerned his weakening health may make it hard to fulfil his duties, in a speech seen as signalling a possible future abdication. “I am worried that it may become difficult for me to carry out my duties as the symbol of the state with my whole being as I have done until now,” he said in an address to the nation. “There are times when I feel various constraints such as in my physical fitness,” the 82-year-old said. Akihito spoke obliquely -- never mentioning the word abdication -- but the government is expected to interpret his comments as meaning his wish is to eventually step down. It can then begin creating the necessary legal mechanism which currently does not exist. Russia appeals against ban from Paralympic Games Moscow, Aug 8 (IANS): Russia has submitted an appeal against the suspension of its para athletes from the Rio 2016 Games by the International Paralympic Committee (IPC), the president of the Federation of Physical Culture and Sport for Persons with Physical Disabilities of Russia has said. IPC President Philip Craven on Sunday announced a decision to suspend Russian athletes from 2016 Rio Paralympics, reports Sputnik. “We have just lodged an appeal to the Court of Arbitration for Sport (CAS). It will be considered in accordance with the established procedure. This is all Mr. Craven’s black PR,� Lev Seleznev told RSport on Sunday. In July, the World AntiDoping Agency (WADA) urged IPC to suspend the Russian Paralympic team from the Paralympic Games in Rio de Janeiro. A report of the WADA independent commission led by Canadian lawyer Richard McLaren, said that Russia had run a state-controlled doping program.

Gymnast Dipa creates history by entering final
Indian Woman gymnast Deepa Karmakar participates Rio de Janeiro,Brazil on Sunday. (PTI) Rio de Janeiro, Aug 8 (IANS): Dipa Karmakar created history by becoming the first Indian gymnast to enter the Olympic finals at the Rio Olympic Centre here. The 22-year-old qualified for the final round in the individual vault final of artistic gymnastics after finishing eighth on the standings on Sunday. Competing in the third sub-division, Dipa had an average score of 51.665. She managed to perform her much-vaunted ‘Produnova’ vault cleanly to score 14.850 on the vault, 11.666 on the uneven bars 12.866 in balance beam and 12.033 in floor exercises. The Tripura gymnast scored executed the ‘Produnova’ in her first attempt on the vault to 15.100 with
8.1 for execution and 7.00 for difficulty. She scored 14.6 in her second attempt with 8.6 for execution and 6.00 for difficulty. In uneven bars, Deepa scored 7.166 for execution and 4.5 for difficulty. In balance beam, she scored 7.566 for execution and 5.3 for difficulty while in floor exercises her scores read 7.133 for execution and 5.2 for difficulty with a penalty of 0.3. By time she finished, Deepa was sixth in vaults and 27th overall and had to endure a nervous wait of five hours for the other two sub-divisions to finish. The top eight qualify for the final. Rio de Janeiro, Aug 8 (IANS): India’s archer Laxmirani Majhi bowed out of the women’s individual event, beaten 101-108 by Slovakian Alexandra Longova at the Rio Olympics here on Monday. Laxmirani trailed for the very beginning of the contest and lost three of the four rounds, eventually going down 25-27, 26-28, 26-26, 24-27. She began the contest nervously and notched up only 25 points out of 30 in the first round, giving Longova advantage. The Slovakian scored 27 in the first round to take a two point lead. The Slovakian steadily extended her advantage over the 27-year-old Indian as the match went on. She scored 28 out of a possible 30 in the second round whereas Laxmirani managed only 26. Bindra misses out on medal Rio de Janeiro, Aug 8 (IANS): Abhinav Bindra narrowly missed out on a medal after finishing fourth in the final of the men’s 10 metre air rifle final at the Olympic Shooting Centre here on Monday. Bindra started well, but a couple of wayward shots cost him dearly as he lost in the bronze medal play-off to finish fourth with a total score of 163.8 points. Monday’s disappointment will see the curtains come down on the glittering career of the 2008 Beijing Olympics gold medallist -- India’s only individual Olympic gold -- as he had earlier announced that he will announce his international retirement after the Rio Olympics. Participating in his fifth Olympics, the 33-year-old got off to a good start with scores of 29.9 and 30.2 in the first two series placing him in the top three. He fell to the fourth spot after a relatively poor 21.1 in the third series with a total score of 81.2. But luck favoured Bindra in the fourth series as he climbed to second with 21.5 as the other shooters in the top four also faltered. However, Bindra seemed to let the pressure get to him as his performance started to go downhill from there. The former World Champion registered progressively poorer scores of 20.8, 20.2 in the next two series. A brilliant series of high 10s saw him go up to second after 11 shots and third after 12. He maintained the position till the 14th shot but a couple of poor shots saw him score 20.1 in what would eventually be his final series and tied at fourth with Ukranian Serhiy Kulish after the 16th shot. In the shoot-off that followed, Bindra could manage only a 10.0 while the Ukranian shot a brilliant 10.5 to move ahead, thus relegating the Indian to the fourth place.

Rio de Janeiro, Aug 8 (IANS): Chinese lifter Long Qingquan claimed his second Olympic gold medal, winning the men’s 56 kg weightlifting event with a world record total lift of 307kg. The 25-year-old Long, the 2008 Olympic gold medallist, overcame a stiff challenge from defending champion Om Yun Chaol of North Korea, reports Xinhua. Long hoisted 137kg in snatch and 170kg in jerk to go past the previous world best of 305kg set by Turkish legend Halil Mutlu 16 years ago in the Sydney 2000 Games. Om, 24, lifted 134kg and
jerked 169kg for a combined lift of 303kg to settle for the silver medal. Long is the first weightlifter with eight years between his first and second Olympic gold medal, in any men’s and women’s weightlifting event. “I am really happy. I am really proud.
