Cabinet to discuss ultimatum

KOHIMA, DEC 12 (NPN): Nagaland chief minister T.R.Zeliang informed that the state cabinet would be meeting to discuss the recent 15-day ultimatum issued jointly by Naga Hoho and ENPO to restore the September 22, 2012 resolution adopted by the 11th NLA which exempted Part IX A (2)(3) on 33% women reservation, under Article 371A(1)(a) of the constitution of India. He said this while interacting with media persons on the side lines of the advent Christmas programme for legislators held at the State Banquet Hall here Monday. Zeliang appeared determined to chase after the political and financial benefits of holding civic polls despite strong opposition against the hasty decision from apex tribal bodies of Nagaland. He sought to question the decision of the Naga Hoho over the ultimatum by saying that it should be unanimous along with its other constituent tribes from the United Naga Council (UNC) of Manipur.
NSCN (I-M) questions GoI’s sincerity DIMAPUR, DEC 12 (NPN): Taking strong exception to what it described as “ongoing incessant assault” on the political and historical rights of the Nagas by the government of Manipur backed by Central government, NSCN (I-M) on Monday maintained that as it represents the Naga people and their political aspirations, it would therefore take full authority to claim the responsibility of their well being and protection. In a press release, MIP, NSCN (I-M) said declaration of disturbed areas in the hill areas of Manipur and sending the Central forces has taken the Nagas by surprise and questioned Government of India if it was “a sign of sincerity or of seeking peaceful political solution?” Objecting to the creation of seven new districts, out of Naga areas, NSCN (I-M) expressed its belief that Naga people’s protest under the aegis of the United Naga Council (UNC) against the creation of new districts was “their legitimate historical and political rights.” Further, it described the arrest of UNC by Manipur police as “not only a cowardly act” but lack of statesmanship in handling political issue. He further questioned the locus standi of the Naga Hoho comprising of only five tribal hohos (Angami, Chakhesang, Rengma, Zeliang and Pochury) in making the decision without inviting all constituent tribes under UNC since the latter was part of the Hoho. With the exclusion of three tribes of NagalandLotha Hoho, Ao Senden and Sumi Hoho - Zeliang said Naga Hoho with only five tribes without UNC did not even constitute one-third of the total. He therefore termed it as “Naga Hoho of Nagaland” and that it could not be a decision of Naga Hoho. When asked if the same applied to ENPO, Zeliang said ENPO should in-
vite all constituent units afer which they should pass such a resolution. He however claimed, that most towns in eastern Nagaland were willing to hold civic polls. Zeliang said ENPO has to seek the consent of village units who constitute the tribal hoho and so without their consent, no such decision can be taken. The chief minister also claimed that Mangkolemba town (where he inaugurated the town council) had resolved to hold civic polls “at any cost” which also ought to be made by all people concerned. He also disclosed that the government had tried on many occasions to convince the Naga Mother’s Association (NMA) to withdraw its SLP in the Supreme Court but failed. He said Naga Hoho was also going to meet NMA on this issue. On the other hand, if NMA withdrew its case then there would be no issue but unless the Supreme Court pass an order, “we cannot move an inch”, he said. The chief minister also said if notification for civic polls was issued then NMA was prepared to withdraw its case but even if it does
not (and since the state has agreed to conduct polls), the case would be infructuous. When asked why had the government taken a hasty step in pre-empting the court decision by agreeing to conduct civic polls with 33% women reservation, the chief minister said after the SLP was admitted, the hearing would take place “sooner or later and our contention was , why wait for the directive from the court?” Zeliang pointed out that following the directive of the court in 2005 on the state government to include women reservation, the Legislative assembly had in 2006 passed an amendment to the Nagaland Municipal Act 2001. However, in 2012 the legislative assembly passed a resolution against implementing 33% women reservation which was then challenged in court by the NMA. The chief minister explained the volte face by saying “ we could not touch, cannot amend neither go ahead. That was why we decided to go ahead with the election with reservation.”

DIMAPUR, DEC 12 (NPN): Nagaland governor, PB Acharya, who convened a meeting with various departments including the advocate general of Nagaland to discuss about the jail administration in the state, has directed all responsible departments to ensure that undertrial prisoners were not kept in jails for prolong periods. According to PRO Raj Bhavan, Acharya also directed the concerned departments to work out the modalities where petty criminals or criminals involved in minor crimes could be released at the earliest and also to provide legal aid to all criminals who cannot afford lawyers. Asserting that welfare of prisoners and their physical and mental health were very important, Acharya therefore suggested providing sports and games facilities to the prisoners. Meanwhile, governor also called for opening Jan Dhan Yoajana and one rupee premium insurance for all prisoners.

DIMAPUR, DEC 12 (NPN): Coming out strongly against the arrest of its members, on charges of trespassing into the godowns, ACAUT said it was just an attempt of the state government to cover up the scam, and demanded for a CBI inquiry to deliver justice and expose the can of worms. In a press note, ACAUT media cell, while condemning the arrests, said that the chief minister and F&CS department were allegedly involved in the multi-crore PDS rice scam. Terming it as “an ironical turn of events”, ACAUT said the state government rather than arresting the alleged criminals responsible for siphoning off thousands of crores worth of PDS items meant for the poor Naga public over the decades, had instead arrested ACAUT members on flimsy grounds of trespassing Justifying its stand, ACAUT said the question

Condemning the outrageous actions of the state government, ACAUT said it (government) had defied the common sense of justice, when all its force and state machinery were put into task to make the arrest on false and flimsy grounds, but not arrest/act on serious issues of multi-crore corruption. “The real criminals run scot free making a mockery of the people of Nagaland setting a frightening precedent that the government can act dictatorially and misuse its power to cover its corruption activities,” ACAUT stated. ACAUT has questioned the legality of repackaging PDS rice without label, trademark, manufacturing date, name of the manufacturer and address, ISI mark and FSSAI license no. which it said was mandatory under Food Safety and Standard Act of 2006.
DIMAPUR, DEC 12 (NPN): Following the filing of FIRs and counter-FIR that led to the arrest of three ACAUT members and caretaker of a godown, Dimapur police has issued a statement to clarify on the matter. Giving out the details that led to the arrest, Addl. DCP & PRO Dimapur police said that a written complaint was filed by ACAUT member Hukiye Yepthomi that 500 bags of FCI rice were being repacked in white synthetic bags and that around 3500 jute gunny bags of FCI rice were found inside M/s Lotha Trading Agency located at Lhomithi colony. As per the complaint, it was pointed out that the packages, meant for the poor, were being diverted to the open market. “That, Mr. Tinku (M/S Lotha Trading Agency) is dealing in an illegal activity. It also alleged (Cont’d on p-7) that the godown is private

Lotha located at Kevijau colony Dimapur, PRO said. The FIR also alleged that Nirmal Jain (M/S R.Z.Lotha) was dealing in an illegal activity. Based on these two complaints, PRO said a case was registered at sub-urban police station under Essential Commodities Act. Later, PRO said the two godowns were sealed for investigation and police arrested one Mintu Tiwari, office caretaker of the two godowns on Sunday. With regards to Tinku and Nir-
mal, PRO said both were not found to be in station. Further, PRO said a counter-FIR was lodged at sub-urban police by Mr. R.Z. Lotha of M/S Lotha Trading Company alleging that a group of 40-70 persons illegally intruded into the godowns owned by him at Kevijau and Lhomithi colonies on December 9. In this regard, PRO said police arrested three ACAUT members-- Joel Nillo; Simon Kelio and Hukiye Yepthomi, prima facie on the grounds of “criminal trespass”. The arrested persons were then forwarded to the court, PRO added. On December 12, police said another FIR was filed at the sub-urban PS by representatives of 13 colonies against owners of the two godowns. The FIR was clubbed with the one filed by ACAUT. Organizations denounce arrests of ACAUT members; demand unconditional release DIMAPUR, DEC 12 (NPN): Various civil society organizations have condemned the arrest of ACAUT members and demanded the uncoditional release of the arrested persons. NTC: Nagaland Tribes Council (NTC) has expressed shock and vehemently condemned the state government in arresting the anti-corruption activists (ACAUT) for busting the illegal operation in the Food Storage Depots. In a press note NTC media cell pointed out that soon after the counter FIR was lodged by the proprietors of the godown, a case was registered, and subsequently arrests were made without conducting proper inquiry into the FIR. “This lightning speed action of the state to arrest and constrain the activists is shocking since in numerous cases where FIRs are
being lodged by the concern citizens on many corruption and criminal cases are kept in cold storage without any visible action from the law enforcing agencies,” NTC stated. For no concrete reason, NTC alleged that a fake counter FIR was lodged by the complainant(s). “It was very unbecoming for the state to act upon such an FIR without proper inquiry”, it added. NTC said this was a “clear case of government trying to protect the illegal operators to save those people in authority and holding public offices from possible exposure”. Making it known that the public had absolute right to know how Public Distribution System works and how the stockiest had been operating to distribute PDS items to the public through distribution points, NTC said the action of ACAUT
was well justifiable without any doubt since they had not ulterior motive but to make the public know the truth behind the nefarious operations in the store houses. In this regard, ACAUT urged upon the state government to take immediate measures and unconditionally release the activists. JAC of 13 colonies submit representation to DC Joint Action Committee (JAC) comprising of 13 villages/colonies have condemned the “unethical” action of police in arresting ACAUT members based on “flimsy” counter FIR lodged by one of the owner of the godwon, instead of arresting the accused alleged to be involved in the PDS rice scam. In this regard, JAC Monday submitted a representation to DC Dimapur urging him to act upon the FIR lodged by the ACAUT and book the accused (owners of the godwons) under relevant section of IPC and CrPC. The representation signed by 18 representatives of JAC also urged DC to ensure that no public/public leader should be unduly harassed by initiating corrective measures for the safety of the general public and its leaders. The signatories also warned that no
FCI godwon located in their jurisdiction would be allowed to function unless the case was brought to a logical conclusion. If necessitated, JAC said that it would resort for further course of action and for any consequences it would not be responsible. JAC has also lodged FIR at SubUrban Police Station demanding the arrest of the two accused (owner of the godwons) and accomplices to prevent further illegal activities and unwarranted situation under its jurisdiction. In the FIR, JAC charged the owners of the godwons for indulging in illegal activities and siphoning of PDS rice and selling in open market and mills at exorbitant rate. It also accused the two of misleading the department of F&CS and public, by filing FIR against ACAUT member with false allegation.

NPMCC backs women quota DIMAPUR, DEC 12 (NPN): Welcoming the move of the state government to hold civic polls with 33% reservation seats for women, the Nagaland Pradesh Mahila Congress Committee (NPMCC) has appealed to those organizations who opposed 33% women quota to be more reasonable towards women. In a press statement, NPMCC president N. Lucy asserted that even the Congress has a long standing policy for women liberation and gender equality. According to NPMCC, during the course of discussion on the issue, it came across certain elements with an “intention to eliminate women” from participating in the decision making process. state ENPU Dimapur condemns DIMAPUR: Eastern Nagaland Peoples’ Union (ENPU) Dimapur has strongly condemned the raid conducted by the Indian Army at the residence of former ENPU Dimapur president, Neangba Konyak on December 11 at around 4 am. In a condemnation note, president M.C. Ongbou Chang and general secretary M. Jeange Yanlem said, the house was surrounded by the army and raid was conducted in disguise wearing masks which caused much shock and fear to the family members and after ransacking the place they left with a warning that they would be back again. It has been reported that the residence of Neangba was raided on the May 9 as well, ENPO Dimapur added. Easter n Nagaland Peoples’ Union, Dimapur further declared that Neangba Konyak was a bonafide citizen with no criminal records and that he was an active social worker and a registered class 1 contractor who also was the president of ENPU Dimapur. ENPU Dimapur have also made an appeal that such incident should not be repeated again.
CKS opposes redeployment of teachers from GHSS Tsg
DIMAPUR: Chang Khulei Setshang (CKS) has drawn the attention of the directorate of School Education at the shortage of subject teachers in the Government Higher Secondary School, Tuensang. CKS president M.P.Nokshang and general secretary, C. Yenten in a press note stated that the Government Higher Secondary School Tuensang has been functioning with only one mathematics qualified teacher for many years, assisted by science teachers in teaching the subject. In this regard, they had been hardly able
to cover all the classes to maintain its daily routine. CKS pointed out that the school had a few mathematics teachers in the past but their retirement on superannuation has left the school short of the subject teachers, as their posts have not been filled up till date. CKS stated that in such a scenario of the shortage of mathematics and science teachers in the school, it was depressing to see the order NO.ED/SE/ TSG/7/2014-15 dated Kohima, the November 2016 wherein the only mathematics teacher Bhumvung

the esteemed office of directorate of School Education. It has beseeched the competent authority to either revoke the order or to replace them with subject teacher before commencing of the next academic session. Chang Khulei Setshang cautioned the concerned authority that failure to meet the demand of the union, it would not release the two incumbents from the school and the concerned authority would be held responsible for any unwanted situation cropping up in this connection.

DIMAPUR: Jalukie ‘B’ village council and youth organization has condemned the killing of Totalakpe, son of Kisuipeu, resident of Jalukie ‘B’ village, whose body was recovered from the village paddy field canal in the wee hours of December 9. In a press release, Jalukie B village council, Peren chairman Namki Mpom and Jalukie B, Peren youth organization president, Jacob Ntung expressed shock and anger, terming “such dastardly act committed in the village area, as a direct confront to the village authority and deterrent to the peaceful atmosphere of the village”. Village council and youth organization stated no stone would be left unturned to book the perpetrator/s as per the law. Council also urged upon the investigating authority to carry out efficient investigation and deliver justice in time, so that no further complications would arise in future.

In the process of mapping, traditional boundaries demarcated by the ancestors should not be ignored, noted one of the representative.

Launching of 99 DOTS & IPT DIMAPUR: Revised National TB control programme Nagaland became one of the state in India to launch the 99 DOTS (Daily Anti TB Treatment) for TB/ HIV co infected patients & Isoniazid Preventative Therapy (IPT) for PLHIV on December 9, at NHAK conference hall, Kohima. At the programme, district TB officer Kohima, Dr. Asunu Thong, who chaired the programme gave a brief introduction about the significant initiative. State TB Officer, Dr. K. T Lotha illustrated on the Implementation of 99 DOTS and IPT. He pointed that for the successful running of these two initiatives a closer functioning between the RNTCP and NSACS becomes crucial. Since 2008, coordination between these two programmes has started and is working in close co-ordination for TB and HIV, he maintained. DHFW, principal director Dr. L. level, IPT was launched on December 1, 2016. 99 DOTS is a technology which uses mobile phone. It is a pharmacoeconomic approach for monitoring and improving adherence to TB medication. 99 DOTS introduces anti-TB blister pack wrapped in a custom envelop, which includes hidden phone numbers that are visible only when doses are dispensed. This is a novel method and almost full proof. After taking daily medication, patients make a free call to the popped up phone number which is hidden till then, yielding high confidence that the dose was “in-hand” and has been taken. As a very high success rate (of about 99%) is expected by this remote in –built technosupervision, it is termed as 99 DOTS. IPT is the administration of INH to individuals with latent TB infection in order to prevent progression to active TB Disease in PLHIVs.IPT found to be effective in reducing the incidence of TB and death in HIV-infected patients. Naga people’s consultation adopts five-point resolution Correspondent
IMPHAL, Dec 12: A Naga people’s consultation convened by the United Naga Council (UNC) Monday at Senapati district headquarters adopted five-point resolution which includes rejection of the seven new districts created by Ibobi government among others. The consultation was attended by Naga Tribe Councils, frontal and regional organizations, intellectuals, church leaders, parliamentarians, social leaders and members of the general public, a statement released to the local media here said. In the first point, Naga bodies made its position clear that Nagas land and the people are inseparable. The declaration of seven new districts by the government of Manipur (GoM) on December 8, 2016 on the pretext of administrative convenience without consulting the stakeholders is utter disrespect of the four MOUs signed by the GoM with various Naga organizations and assurance given by the Government of India and in violation of the constitution by willfully bypassing the Hill Area Committee,
‘HM responded positively to plea on note ban’ Ga n g to k , D e c 1 2 (Agencies): Sikkim Chief minister Pawan Chamling said Home Minister Rajnath Singh has positively responded to his plea about easing the hardships faced by people of the state post the Centre’s demonetisation move. “I had referred to the fact that State Bank of Sikkim (SBS) does not come under Banking Regulation Act, 1949 due to the special rights and status enjoyed by the Sikkimese people under Article 371(F) of the Constitution and Rajnath Singh has responded positively.” He informed that Rajnath had consequently sent a letter to Union Finance Minister Arun Jaitley where he referred to Sikkim’s contention about SBS enjoying constitutional protection by virtue of Article 371(F) of the Constitution of India and urge RBI to keep that in mind. Urging the people of state not to be swayed by rumours, Chamling stated such acts were harming the interests of the state and asked them to act responsibly and not question the sanctity of a sacred institution such as SBS.

The creation of new districts which affect the interest, land and resource of the Naga people is therefore rejected,” the second point stated. In its third resolution, UNC stated, “In the sharp social divide on communal lines in the present state of Manipur where it is impossible to protect our rights, land and resources, the Congress government of Manipur will be wholly responsible for any violence and communal clash that may take place due to the unconstitutional and arbitrary creation of new districts.” In the fourth point adopted during the Naga People’s Consultation, the Naga bodies demanded the Government of India toexpedite settlement of the Indo-Naga issue. With the signing of the 3rd August, 2016 Framework Agreement and the progress made towards settlement of the Indo-Naga issue, the “communal GoM” has imposed the creation of new districts to put a spanner in the peace process for political mileage and extending
its hegemonic rule over the Nagas and tribals, the statement alleged. The ongoing IndoNaga dialogue and framework agreement is for a settlement and it would go against this very spirit to allow the GoM to vitiate the environment for a peaceful settlement, therefore, Government of India must ensure that the intensifying communal design of the GoM is not allowed to ignite the explosive situation. The Naga people also place the onus upon the Government of India for any eventualities that may arise from this sensitive situation while demanding immediate imposition of President Rule in the state, the fourth point added. The fifth point asserted that the Naga people endorsed the executives of the United Naga Council (UNC) to use all possible means towards intensifying the people’s protest movement for safeguarding the rights, land and resources of the Naga people. In this regard, the UNC executives in consultation with the Presidential Council may constitute a working committee with members from amongst senior activists, it added.

IMPHAL, Dec 12: Expressing concern over the ongoing blockade of the National Highways in Manipur, the Centre on Monday said 15 companies of central forces stationed in the state had been placed at the disposal of the Manipur government to deal with the situation. Last week, another 15 companies of central forces were made available to the Manipur government to enable it to get the blockade lifted. “It is hoped that the state government will act with responsibility and maturity to ensure both maintenance of supplies to Manipur as well as social harmony. The Ministry of Home Affairs will provide additional forces to the state government, if necessary,” a Ministry statement said here. While condemning the creation of seven new district, the students’ body stated that the forceful creation of the districts in Manipur without the consent of the Nagas clearly violates the series of Memorandum of Understanding (MoUs) signed between the Government of Manipur and the Naga people. The total disregard of the legal agreements and failure to comply with the MoUs may “incite violence and ethnic clashes between the various communities in the region,” a press statement from the union stated. The union, in an emergency general body meeting on December 10 at New Delhi, reaffirmed that not an inch of the traditional Naga territory shall be transferred to other states or districts without the prior permission and consent of the people.
The union has also demanded the release of arrested United Naga Council (UNC). The students body also demanded the Government of India to sincerely address and honor the recently signed Peace Accord between the NSCN and the Government of India on August 4, 2015 at New Delhi so as to resolve once and forever the pending Indo-Naga issue. NSUD also warned “in case of any repercussions that comes out of a failure to address these demands, the Government of Manipur will be held solely accountable.” Meanwhile, the house also unanimously resolved to conduct a mass protest rally against the Government of Manipur’s decision to create 7 new districts and against the illegal arrest of United Naga Council leaders on December 14 at Jantar Mantar, New Delhi. Aizawl, Dec 12 (PTI): With no report of fresh infection reported since midNovember, the situation due to dengue outbreak in Mizoram since early August is now considered to be contained, state health department officials today said. Integrated Disease Sur veillance Prog ram (IDSP) State Nodal Officer Dr Pachuau Lalmalsawma said that at least 193 Dengue cases have been detected since February till November while the spate of detections were monitored during August to mid-November. Lalmalsawma said that no one died due to Dengue infection and all the patients have been cured. Except for the first two persons diagnosed in February and found to have been infected while in West Bengal, the rest of those afflicted by the mosquitoborne disease were infected locally, he said. The presence of aedes mosquitoes, the carrier of Dengue virus in the state, ensured the outbreak of Dengue in Mizoram, he added.

Bokajan, Dec 12: Bureau of Investigation of Economic Offence (BIEO) officials raided the IMFL bonds and some private warehouses in and around Bokajan close to AssamNagaland interstate border in East Karbi Anglong. The raid was carried under the leadership of BIEO Superintendent Shyamal Saikia late Sunday evening. The investigating team detected major irregularities and serious tax evasion by a section of unscrupulous businessman involved in the liquor trade. The BIEO sleuths raided the IMFL bonds including Radiant, Friends and Flamingo. The investigating
team checked the stock registers and seized many other documents in process. It needs to be added that ‘Flamingo Bonded Warehouse’ is owned by liquor baron Rajesh Jalan who was arrested by CID officials from Lokpriyo Gopinath Bordoiloi International Airport, Guwahati on December 4. The BIEO officials also detected seven private warehouses used for storing duty free IMFL to be sold in Arunachal Pradesh. The officials seized over 15,000 cases of this illegally brought IMFL which was otherwise pushed for sale in the alcohol free state of Nagaland and Manipur. “It has been 24 years of my service
in the Excise Department but this is the first time i have seen such a big seizure of over 15,000 cases of illegal IMFL. We would require atleast 10 huge trucks to carry this to Guwahati.” said a Excise Inspector who was part of the BIEO team. Briefing media persons, the BIEO Superintendent Shyamal Saikia said, “We have just started investigation and there are lot of irregularities in IMFL sale here. The pros and cons of this illicit trade would gradually be established in the later phase. As of now, we have seized over 15,000 cases of illegally stored IMFL from four different locations in Bokajan sub-division.”

India, Indonesia for ‘zero tolerance’ on terror acts

NEW DELHI, DEC 12 (IANS): India and Indonesia on Monday discussed the threat posed by global terrorism and other transnational crimes and emphasised “zero tolerance” for terror acts. Both countries also resolved to significantly enhance bilateral cooperation in combating terror, money laundering, arms smuggling, human trafficking and cyber crime. Prime Minister Narendra Modi and visiting Indonesian President Joko Widodo condemned terrorism in all its forms and manifestations in the strongest possible terms and commended the working
of a Joint Working Group on counter-terrorism, a joint statement issued here said. The statement said the two leaders expressed “great concern” over the growing menace of terrorism and called upon all countries to implement the United Nations Security Council Resolution 1267 and other relevant resolutions on designating terrorist entities. They called upon all countries to work towards eliminating safe havens and infrastructure for terrorists, disrupting terror networks and finance channels, and stopping cross-border terrorism. As strategic part-
ners and maritime neighbours, the two countries emphasised the importance of further consolidating security and defence cooperation between the two countries. In this regard, they directed for early convening of the Defence Ministers’ dialogue and the Joint Defence Cooperation Committee meetings to review and upgrade the existing Agreement on Cooperative Activities in the Field of Defence to a substantive bilateral Defence Cooperation Agreement. Stressing the importance of regular bilateral consultations through robust dialogue mechanism, including Ministerial and Working Group Mechanisms, Modi and Widodo agreed to hold annual summit meetings, including on the margins of multilateral events. They underscored the importance of pluralism, democracy, and the rule of law as key values to achieve peaceful co-existence. The two leaders welcomed the convergence in political, economic and strategic interests of the two countries that provide an enduring basis for a long-term strategic partnership.

Shahi Imam of Tipu Sultan Mosque Maulana Noor-ur Rahman Barkati told a press conference today that he has issued the fatwa against Ghosh for “making filthy comments against the chief minister”. “From where does he get such audacity to make filthy comments against our beloved chief minister who is the most secular leader of our country? I issued the fatwa which states that he should be pelted with stones and then kicked out of Bengal. He does not deserve to stay in Bengal,” Barkati said. Barkati was accompanied by TMC MP Idris Ali, who too condemned Ghosh for his comments. Reacting to the Barkati’s charges, Ghosh lashed out at him and said this country is neither Pakistan nor Bangladesh that he could issue fatwa and would go scot-free.
Thousands stranded as 90 trains delayed due to fog
New Delhi, Dec 12 (IANS): Thousands of passengers were stranded on Monday, as 90 trains were delayed and 16 cancelled due to dense fog in parts of north India. According to a Northern Railway official, the Lichchvi Express was running 34 hours behind its schedule, the Amritsar New Delhi Express was 30 hours late and the 12401 Islampur-New Delhi Magadh Express was delayed by 25 hours. The official said that 49 trains were rescheduled as the visibility dropped to 400 metres on Monday. T h e r a i lway s h a s rescheduled New DelhiBhubaneshwar Rajdhani Express, which will now depart at 4.40 a.m. instead of its scheduled time of 5.05 p.m. Even the New DelhiHowrah Rajdhani Express was rescheduled to 10.10 p.m. instead of its scheduled time of 4.55 p.m., while the New Delhi-Sealdah Rajdhani Express has been rescheduled for 9.30 p.m. Meanwhile, according to the Delhi International Airport Limited (DIAL), which manages operations at the Indira Gandhi International (IGI) airport here, no flight was cancelled on Monday, though a few international flights arriving in Delhi were delayed.

13 killed in road mishaps
At least 13 people were killed in road mishaps in Uttar Pradesh and Bihar with dense fog affecting visibility in north India even as cold wave conditions in Himachal Pradesh and Jammu and Kashmir intensified further due to a fresh spell of snowfall. Early morning fog in Delhi led to the cancellation of 16 trains and 90 were running late. However, normal flight operations were reported at the IGI Airport. The city recorded a minimum of 11 degrees Celsius and a high of 27.1 degrees Celsius. Wintry chill tightened grip over parts of Punjab, Haryana, Uttar Pradesh, Bi-
har and a thick cover of fog persisted over the region. Eight persons were killed in separate mishaps amid foggy conditions in Uttar Pradesh’s Noida, Kakori and Malihabad areas, police said. The MET department said shallow to moderate fog was witnessed at most places in the state in the past 24 hours. Hamirpur district was the coldest with the minimum temperature settling at 8.2 degrees Celsius. Five persons, including two women, were killed when their car rammed into a stationary truck on National Highway 2 due to poor visibility in Bihar’s Aurangabad district. Dense fog hit normal
life at several places in Haryana and Punjab though the minimum temperature was recorded above the normal limit at most places. Normal movement of vehicular traffic was affected at many places in the two states due to fog and several trains were reported running late due to reduced visibility. Fog and haze resulted in 15 vehicles crashing into each other near Dhantori village on GT Road in Haryana’s Kurukshetra district. There were no reports of injury to anyone yet, police said. The cold wave sweeping parts of Himachal Pradesh intensified further following moderate snowfall in high mountain ranges and passes.

Army-Bengal govt relation unchanged: Army official KOLKATA, DEC 12 (PTI): Notwithstanding West Bengal Chief Minister Mamata Banerjee’s complaint about Army exercise at toll gates, a senior Army official today said that its working relationship with the state government had not changed. “We have good communication at the local level. Diversion from funds
T
here is little doubt that the Modi government has not been tainted by allegations of corruption mainly because unlike past governments, notably the UPA, ministers under the Modi government are disabled from making any major decisions directly and which are decided at the PMO level. Therefore, when the Modi government focuses attacks on black money and other economic offences, there is a general perception that the government is fulfilling Modi’s anti-corruption vow : “Na Khaunga na khane dunga.” However, there are grey areas involving the pending case against Lalit Modi (the then IPL czar) who continues to flaunt his connections with Rajasthan chief minister Vasundhra Raje and external affairs minister Sushma Swaraj in the episode and MP chief minister Shivraj Singh Chouhan. Be that as it may, Narendra Modi appears determined to prove his bona fide against black money; even though he has failed to deliver on his 2014 election promise, to bring back all black money stashed in foreign countries and deposit Rs.15 lakh into the accounts of every Indian citizen within100 days of coming to power. The demonetisation drive has caused severe hardship on the 125 crore people while failing to check and net all the black money. The demonetisation drive has politics written all over it though passing of as an economic agenda. The harsh reality is that the opposition parties have been caught unprepared as the thousands of crore rupees of money from undisclosed donors in 500 and 1000 notes are useless now. The collateral damage to people and failure to net black money has compelled the government to explain that the objective was to get all the undisclosed cash in the banks after levying some fines on those hoarders. The next brilliant idea was to divert attention from failure of demonetisation on black money and tax penalty and now claim it was to create a cashless society. The decision has certainly caused a huge damage on the economy and not to mention the terrible ordeal faced by the ordinary citizens who are restricted from spending their own money. In order to divert attention, raids were conducted at several places to nab those found with huge amount of newly released 500 and 2000 notes. The other notable diversion from demonetisation failure was the arrest of retired air chief marshal S.P.Tyagi over alleged involvement in the Augusta Westland chopper scam. The belated action comes 30 months after the present BJP-led NDA government came to power. A national daily maintained that after the Modi government was asked by the Supreme Court to justify the appointment of Rakesh Asthana as CBI interim director, the agency has gone on a raid overdrive. The senior most CBI officer R K Dutta, who was supervising high profile 2G and coal scam cases was shifted out. Two officers who would be subordinate to Asthana have also been drawn from Gujarat- Y.C.Modi (clean chit to Modi in the Gujarat 2002 riots) and Arun Kumar Sharma (Ishrat Jahan encounter probe). The ruling party has claimed that the arrest of Tyagi and few others was a manifestation of the Modi government’s zero tolerance against corruption. The worry is that the government, having committed itself to draconian measures to seize black money, will resort to more such attempts to live up to its promises.

y life has gone by waiting for a change in the Prevention of Cruelty to Animals Act, 1960. Thousands of animals are being killed by perverts all over the countryand we need an instrument to punish these people and protect human beings – anyone who is mean to an animal is going to be mean to children and humans as well. To give you an example – acid is thrown on women by men – it is never the other way round. We get rightfully upset. But where does this acid come from? Hundreds of vegetable/fruit sellers, who sell their wares on carts, keep a bottle of acid to throw on hungry cows and bulls that come to beg. That acid is freely sold in order to hurt animals. It then finds its way to hurt women. In civilized countries, the outrage over wanton cruelty to animals is so intense that governments immediately make laws. In America, citizens and legislators across the nation often come together to ensure that the deaths of abused animals have not been in vain. Among the many state laws dealing directly with animal abuse and neglect, many directly honour the animal victims who inspired their passage. Here are some such landmarks in U.S. legislation:-1994: Pasado’s Law: Washington, signed by Gov. Mike Lowery-Pasado, the donkey who lived in a Seattle park, died after three teenagers sneaked into his pasture one night, beat him with tree branches. When he fell, they tied a noose around his neck and pulled him up a tree, strangling him to death. The three boys were charged with breaking and entering— because it carried a greater sentence than beating an animal to death. Congressmen Steve Van Luven and Sandra Romero sponsored Pasado’s Law, whereby any intentional act of animal cruelty would become a felony. 1999: Buster’s Law, New York, signed by Gov. George E. Pataki-In 1997, Chester Williamson, 16, doused Buster, a cat, with
kerosene and set him on fire. This prompted Assemblyman James Tedisco to introduce legislation to make animal cruelty a felony in New York. The bill was appropriately named “Buster’s Bill” in 1999. On June 7, 2000, Gov. Pataki signed another bill strengthening Buster’s Law, requiring anyone convicted under that law to forfeit the abused animal. In May 2008, Williamson pleaded guilty to sexually abusing a mentally disabled 12-yearold girl. 2000: Gucci’s Law, Alabama, signed by Gov. Don Siegelman-A 12-weekold puppy was beaten, hung and set on fire by a group of teenagers. The dog, named Gucci, survived but was severely burned. The adult abuser was sentenced to six months in jail, while the two juvenile abusers were sentenced to community service. The case drew international outrage. Gucci’s law, or the Pet Protection Act, made cruelty to a pet dog or cat a felony punishable by up to 10 years in prison and a $5,000 fine. 2001: Loco’s Law, Texas, signed by Gov. Rick Perry-Loco was an 8-month old puppy stolen from his home and thrown days later onto the porch. His eyes had been gouged out. “Loco’s Law” made severe acts of cruelty punishable as state jail felonies on the first offence. Loco was present at the bill signing and added his own paw print. 2001: Rose-Tu’s Law, Oregon, signed by Gov. John Kitzhaber. On December 21, 1999, a woman and child visiting the Oregon Zoo witnessed Fred Marion, an elephant keeper, aggressively strike a 6-year-old female elephant named Rose-Tu with an elephant hook. On April 17, 2000, the same keeper abused Rose-Tu by attempting to insert his ankush into her anus. Investigation showed that Rose-Tu suffered more than 170 wounds. Rose-Tu’s Law also established more objective definitions for “physical injury” in an animal. It also established the crime of sexual assault of an animal. 2003: Dexter’s Law, Wyoming, signed by Gov. Dave Freudenthal-On February 16, 2001,Travis Wilson kidnapped Dexter, his girlfriend’s basset hound, and beat him severely, cut off his legs, burned him and threw the remains onto his girlfriend’s driveway. The Wyoming statute makes it a felony, punishable by up to two years’ imprisonment and/or a fine up to $5,000, if someone “knowingly and with intent to cause death, injury or undue suffering, cruelly beats, tortures, torments, injures or mutilates an animal resulting in the death or required euthanasia of the animal.” 2003: Groucho Act, West Virginia, signed by Gov. Bob Wise-In June 2001, Michael Musulin allegedly hit a woman and her dog while driving drunk. Groucho, the dog, was killed and the woman was injured. The “Groucho Act,” added a felony provision—punishable by one to three years in jail and a fine between $1,000 and $5,000—for torturing or maliciously killing an animal. It removed a statutory cap on damages limiting compensation to the “assessed value” of an injured or killed dog. It required courts to order and review mental health evaluations before granting probation for convicted offenders. It also prohibited
those convicted under the cruelty laws from possessing or living with any animal for five years (in the case of misdemeanours) or fifteen years (in felony cases). 2006: Scr uffy’s and Magnum’s Law, Kansas, signed by Gov. Kathleen Sebelius-In June 1997, Marcus Rodriguez, Lance Arsenault, Richard Golubski, and Jose Gutierrez stole a pet dog, Scruffy, who was shot with a pellet gun, placed in a plastic bag, set on fire while still alive, and beaten repeatedly with a shovel. They videotaped their crime. A few years later an 11week-old Labrador puppy, Magnum, was discovered in a trash bin. He had a broken leg, cuts, and chemical burns over much of his body. He had been bound with wire and one paw had been stuffed into his mouth. Citizen anger intensified to pass “Scruffy’s/Magnum’s Law” in 2006, including felony provisions for animal cruelty and requiring those convicted of animal cruelty to serve at least 30 days in jail and pay a fine from $500 to $5,000. In jail, they must have a psychological evaluation and complete an anger management course. 2008: Henr y’s Law, Utah, signed by Gov. Jon Huntsman, Jr.-On May 25, 2006, Marc Vincent while arguing with his wife put her dog into an oven at 200 degrees. Henry, a Chihuahua puppy, lost an eye, suffered burns, his claws fused together from the heat, and he will never again be able to walk. “Henry’s Law” adds a felony provision in Utah law for deliberate torture of a cat or a dog. 2008: Romeo’s Law,
Kentucky, signed by Gov. Steve Beshear-On May 31, 2007, Ronald Turner severely beat his Labrador puppy, Romeo. A video made by his neighbour shows Turner “choking the dog several times, throwing the dog up against the tree, rolling the doghouse over the dog, then slamming himself on the dog.” State Senator Tom Buford and Rep. Stan Lee sponsored “Romeo’s Law” to make dog or cat torture a felony. Anyone convicted under Romeo’s Law can face up to 5 years in prison. 2010: Justin’s Law, Suffolk County, New York, signed by Suffolk County Executive Steve Levy-Justin, a 2-year-old male Doberman, was locked inside a bedroom in a foreclosed house in Centereach, New York and left to die. When the dog was found by Suffolk County SCPA officers in May 2010, he was covered in faeces and near death from starvation. Justin was the inspiration behind Suffolk County’s historic animal abuser registry legislation—the first of its kind in the world–requiring that anyone convicted of animal abuse will appear on a publicly accessible and searchable database for five years. Animal abuse offenders must provide their name, address and photograph for posting in the online database. Those who fail to register will be subject to a $1,000 fine and/or up to a year in jail. 2011: Cooney’s Law, Nevada, signed by Gov. Brian Sandoval-In October 2010, Raymond Rios used a box cutter to cut open his beagle Cooney’s abdomen and watched as she ran around the room, bleeding, her intestines falling out. Cooney died of shock and blood loss. “Cooney’s Law” made heinous acts of cruelty against companion animals a felony. Under the new law, a person who “wilfully and maliciously” tortures or unjustifiably maims, mutilates or kills a cat, dog or animal “kept for companionship or pleasure” will be guilty of
a category D felony, and a category C felony if the act is done in order to “threaten, intimidate or terrorize another person.” 2013: Nitro’s Law, Ohio, signed by Gov. John KasichIn October 2008, authorities found dead and starving dogs locked inside filthy kennels at Steve Croley’s High Caliber K-9 “training facility.” Eight dogs had starved to death, including a Rottweiler named Nitro. Twelve others were barely alive. With the passage of “Nitro’s Law,” a breeder, kennel owner or employee who abuses an animal can be charged with a felony. 2014 Puppy Doe’s Law, Massachusetts, signed by Gov. Deval Patrick-In August 2013, a puppy, nicknamed “Puppy Doe” was discovered on the streets of Quincy. She had been beaten, tortured, and starved so severely that she had to be euthanized. A post-mortem showed she had suffered a long period of severe abuse. The perpetrator, Radoslaw Czerkawski, has also been charged with stealing $130,000 from a 95-year-old woman with dementia.“Puppy Doe’s Law”, passed on November 18, 2014, increased the maximum prison time for an animal cruelty conviction from 5 to 7 years and increased the maximum fine from $2,500 to $5,000. It created enhanced penalties for repeat offenders—up to 10 years in prison and up to $10,000. It requires veterinarians to report suspected animal cruelty. Shaktiman should have alerted the government to redo the PCA Act or, at the very least, stop horses being used in the police. Lakhs of people protested. The government ignored them. Two businessmen go round Kerala paying people to kill friendly dogs and display their bodies. The state government is paralysed. Pass the rights of persons with disabilities bill
J
ust a few minutes to grant us our rights, demand people with disabilities! It’s been a six year long wait for 10% people of India. People with disabilities in the country have waited for a legislation that will bring them closer to their goal of equality and justice. And now so close to achieving it, a cruel twist of fate has blocked their dreams. The Rights of Persons with Disabilities (RPwD) Bill which was tabled in the Rajya Sabha last week is yet to see the light of the day, as the Parliament has repeatedly been disrupted and adjourned. Parliament is reconvening on 14th December. We have three days to pass this Bill. It will take just a few minutes to change the lives of nearly 10 crore people. People with disabilities want only sixty seconds in the Rajya Sabha time to help change their destinies. It may be pointed out that no party opposes any aspect of this Bill. The Rights of Persons with Disabilities Bill will affect the lives of close to hundred million disabled people in India who struggle everyday to lead a life of dignity and equality and of equal opportunity. Their struggles against discrimination and deprivation had reached a crescendo which resulted in the Bill. Some highlights of the Rights of Persons with Disabilities Bill are given below: The Bill covers 21 categories of disabilities. People with Autism, Neurological impairment, Dwarfism, Acid Attack Victims, Hemophilia, learning disabilities and several other impairments will benefit from the passing of the Bill. The earlier Act (Disability Act 1995) covered only seven categories of disabilities. The Bill provides rights to people with all disabilities which didn’t exist before like * right to equality and non discrimination * right to home and family * access to justice * protection from abuse, violence and exploitation * protection from cruelty
and inhuman treatment * right to inherit and own property * reproductive rights * accessibility of buildings, transportation, information, communication, technologies, media and electronic goods and has timelines to make them accessible. * Increase in reservation in higher educational institutions from 3% to 4% for persons with disabilities. With an improved definition of disability, a lot more people would be covered. * Increase in Government and public sector employment from 3% to 4% for persons with disabilities and covers more categories of people with disabilities like intellectual impairment, mental illness, autism, multiple disabilities, etc. * Increase from 3% to 4% reservation in all poverty alleviation programmes. With improvement in definition of disabilities, more people will benefit from programmes. Further, it says quantum of assistance to persons with disabilities under social security schemes and programmes shall be at least twenty-five per cent higher than similar schemes applicable to others. Recognising “disability cost” and making a provision for it would be a major gain. * Reservation in allotment of agricultural land and land for purpose of housing, business, recreation, etc. which will help people with disabilities to acquire assets * Punishments and penalties have been added for those who violate the provisions of the Bill. People with disabilities of India are demanding that the Members of Parliament allow the Upper House to function if only for a few minutes so that the RPwD Bill can be passed. We appeal to them not to let politics triumph over the lives of millions of persons with disabilities. NSCN/GPRN reacts to arrest of UNC leaders
n view of the ongoing incessant assault to the political and historical rights of the Nagas by the Government of Manipur (GoM) backed by the Central Government, while disavowing with utmost restraint from communal politics of Shri Ibobi Singh, Chief Minister of Manipur, the NSCN/GPRN stands to inform the concerned authorities and general public with the following statements. The NSCN/GPRN represents the Naga people and their political aspirations, and therefore, shall take full authority to claim the responsibility of their well being and protection thereto. The Nagas have come to the negotiating table with honest intention to sincerely resolve the decades old conflict with full commitment and subsequently, the “Framework Agreement” was signed on 3rd August 2015 between the GoI and the NSCN. Both the parties have been seriously negotiating and significant progress has been made. Is the commitment given by the Nagas till today not enough for the GoI? The declaration of disturbed Areas in the hill areas of Manipur and the sending the Central Forces has taken the Nagas totally surprise. Is this a sign of sincerity or of seeking peaceful political solution? We are compelled to ask this question to the GoI. We conclude that the Central
government and that of the GoM are deliberately joining hands to divide and suppress the Naga people. This treacherous policy will lead to endless confrontation and will surely jeopardize the ongoing peace process. It is really a high time for the Indian government to realize the better to make the history of both the parties glorious. The creation of the seven new districts on 8 December 2016 out of Naga areas or slicing Naga areas to other districts in Manipur is not only disrespecting the authority of Indian state that is on talks with the NSCN/ GPRN but it shall be construed as a communal threat to the Naga people. Also, the NSCN/GPRN takes seriously of the sensitive issue being aggravated by Shri Ibobi Singh in trying to communalise vote banks of the Nagas on the one side, and Meiteis & Kukis on the other side. It is a deliberate conspiracy to gain political mileage because of the impending 2017 election in Manipur. The NSCN/GPRN firmly believes that the protest of the Naga people under the aegis of the United Naga Council (UNC) against the creation of the new districts by Shri Ibobi Singh is their legitimate historical and political rights. It is very clear to NSCN/GPRN that the sinister attempt of Shri Ibobi Singh to divide the Nagas in Manipur
by dislocating and weakening them in different districts shall not be accepted by the Naga people. The Nagas have been defending their lands, populations and politics through blood and tears over the centuries, and it shall remain as the tallest call to the very last soul of the Nagas to do so. The arrest of UNC leaders Mr Gaidon Kamei and Mr S.K. Stephen by Manipur state police is not only a cowardly act but a lack of statesmanship in handling political issue. If the GoI is sincere enough to bring about lasting political solution it must initiate sincere and positive steps for the unconditional release of the UNC leaders Mr Gaidon Kamei and Mr S.K. Stephen, withdraw all the central forces and initiate political dialogue with the UNC and the Naga people. Nagas will not accept any form of imposition or division of our land in the name of administrative convenience or development or any other hidden agenda either today or tomorrow. This kind of policy by the GoI is too treacherous. Nagas will not accept nor will they bow down come what may. It will be more prudent for the Indian leadership to set the course along the way that would inevitably lead to the right destiny. This is the demand of the history today. MIP, NSCN/GPRN

By violating the Holy Bible and the word of God, many people have forgotten that Christmas is celebration of birth of Jesus. God has said that sins of anti Christ people would never be forgiven. Almighty God said, and these are His words, “I am the Lord your God, worship no God, but Me, do not make yourselves images of anything in heaven or on earth. Do not bow down to any idol or worship it because I am the Lord your God and I tolerate no rival. I bring punishment on those who hate me and on their descendants born to the 3rd and 4th descendants. Noting that the education policy was framed in 1986 and modified in 1992, he said since then several changes have taken place that call for a revision.
SRINAGAR, DEC 12 (PTI): Night temperatures across Kashmir division dipped after a day’s respite with the mercury settling below freezing point at most places, including Leh, which was the coldest place in the state at minus 11.4 degrees. The Meteorological Department here has predicted mainly dry weather in the state for the week ahead which could lead to a further drop in night temperature. The temperature in Leh town, in Ladakh region, plummeted over 12 degrees from the previous night’s low of 1.3 degrees Celsius, to settle at minus 11.4 degrees Celsius, an official of the MET department said here. Leh was the coldest place in the state. The official said the nearby Kargil town recorded a low of minus 9.1 degrees Celsius. Hence, he also has ceased to be the chairman of the company,” it said. Mistry was abruptly ousted as chairman of Tata Sons -- the holding company of the USD 103 billion salt-to-software conglomerate -- on October 24. New Delhi, Dec 12 (PTI): Government is likely to notify this week the scheme giving tax dodgers another chance to come clean by paying 50 per cent of tax on junked currency deposited in banks post demonetisation. The Pradhan Mantri Garib Kalyan Yojana (PMGKY) provides for 50 per cent taxes and surcharge on declarations of unaccounted cash deposited in banks. Declarants also have to park a quarter of the total sum in a non-interest bearing deposit for four years. The Department of Revenue will by the end of the week notify PMGKY 2016, which was a part of ‘The Taxation Laws (Second Amendment) Bill, 2016’ and was approved by the Lok Sabha on November 29. “The notification will provide details as to how declarations are to be made (format) and the manner of paying taxes, whether in instalments or in full. It will also provide an end date to the PMGKY scheme,” an

A report by Mercer has forecast a 10.8 per cent salary increase in India and 9.2 per cent in Vietnam in 2017. Scientists have combined nearly a quarter of a century of observations to show how the region’s great glaciers are losing height by up to 7m per year. The satellite data also traces the way this thinning behaviour has spread up the length of the ice streams. The glaciers concerned all terminate in the Amundsen Sea and are significant contributors to global ocean rise. Their names are Pine Island, Thwaites, Pope, Smith, and Kohler. Right now, they are dumping some 120 to 140 billion tonnes of ice a year into the ocean, which is sufficient to push up global waters by between 0.34mm and 0.40mm per annum - more than 10% of the total worldwide trend. The glaciers’ reduction in height is likely the result of
the warm seawater recorded around Antarctica in recent decades. This attacks the underside of the ice streams at the point where they cease to push out along bedrock and begin to float. Eroding this “grounding line” back towards the land makes the glaciers move faster. “As the glaciers accelerate, they have to take ever more ice from the interior to compensate for the speed-up. This means they thin; they lose height, which we can detect from space,” explained Dr Hannes Konrad from the UK’s Centre for Polar Observation and Monitoring (CPOM). “And if there is no increase in snow and ice in the interior then this thinning will just migrate further and further upstream,” the Leeds University researcher told BBC News. Dr Konrad is presenting his team’s work here at the Fall Meeting of American Geophysical Union (AGU) - the world’s largest annual gathering of Earth scientists.

Aleppo is a key battleground in Syria’s five-year civil war.
Damascus, Dec 12 (IANS): Over 13,000 civilians have been rescued from militant-held parts of eastern Aleppo, while over 700 militants have surrendered to the Syrian Army, the Russian Defence Ministry announced on Monday. The rescue operation was conducted with the help of the Russian Centre for Reconciliation and there were 5,831 children among the 13,346 rescued people, RT online reported. Meanwhile, scores of civilians were seen returning to their homes in the al-Sakhour and al-Shaar districts in eastern Aleppo. Government forces liberated the neighbourhood over the weekend. On Saturday, the Syrian Army also officially managed to enter Al-Tall, a key suburb in rural Damascus, which has had been held by the rebels until now. That neighbourhood was believed to be the last suburb northwest of Damascus that was still under militant control.

Mention is to be made here that during the AKM general conference in 1979, a resolution was passed among others to establish a law college in Mokokchung. Subsequently, in 1981 the
Mokokchung Law College was established. And with the establishment of the college, around 200 students have cleared their LLB so far with a present enrollment of about 100 students pursuing their LLB course. The AKM while addressing a press conference today at its office said that the proceeds from the concert will go to the corpus fund of the college. They said that a permanent fund for the college is being set up. Meanwhile, giving out the details of the concert, the organizing committee members today informed that the concert will be graced by B.S Nganlang Phom, Parliamentary Secretary Land Resources, Excise & Natural Calamities as the chief guest. Mumbai, Dec 12 (PTI): A r uthless India today completed formalities by routing England in the fourth Test by a whopping innings and 36 runs margin to clinch the five-match Test series by taking an unassailable 3-0 lead. Spin wizard Ravichandran Ashwin blew away the lower order with another superb effort of 6 for 55 as England were bundled out for 195 in 55.3 overs with just eight overs being required on the final day. Merely 34 minutes of play was required on the final morning to complete the rituals. This is the first time in India that a visiting team has lost a Test match after scoring 400 runs in their first innings.
