Multi-crore PDS rice scam busted in Dmu

DIMAPUR, DEC 9 (NPN): A joint team of ACAUT and C joint team of ACAUT and Concerned Citizens of Nagaland (CCN) on Friday unearthed a multi crore Public Distribution System (PDS) rice scam at Dimapur. When the joint team reported its finding to the Village council of the area and upon inspection, a Joint Action Committee (JAC) consisting of ten colonies/ village councils, sealed the two godwons-- R.Z. Lotha Godown at Kevijau Colony and M/s Lotha Trading Company at Lhomiti colony. The committee also demanded thorough investigation to bring the matter to a logical conclusion. According to ACAUT, the godowns belonged to Tinku and Nirmal Jain, from where PDS items were allegedly sold off to various mills and in open market. NPF hits back at NPCC’s statement DIMAPUR, DEC 9 (NPN): Reacting to NPCC’s statement for hitting out at the NPF-led DAN government over the declaration of December 25 as “Good Governance Day”, NPF through its media & press bureau reminded that the party had deliberated the very agenda threadbare and also adopted a resolution at the NPF Central Executive Council (CEC) meeting held on Nov. 29, 2016, registering its unhappiness and disapproving December 25 as “Good Governance Day” as declared by the central government. Rather, NPF in a press note said NPCC appeared to have been left with no other agenda of value to present to the people of Nagaland, other than to beat around blindly, accusing the NPFled DAN government. NPF said NPCC should not worry as most of the issues raised by them in the local media have “all been taken care of and pursued by the present government” Meanwhile, reacting to Z. Lohe’s statement on the “BJP-NPF relationship”, NPF said it could only advice Z. Lohe to mind for his party since he was already in the Nagaland Congress.

were siphoning PDS rice after repacking in synthetic bags and sold it in open market and mills. During inspection, it was also found that rice, a PDS item, was being repackaged in thousands of white synthetic bags for disposal. According to one of the employees, the bags of rice were sent to 16 mills in Dimapur from and polished before being pumped into the market. In this connection, ACAUT Nagaland has filed an FIR at Sub-Urban police station against Tinku and Nirmal Jain, and department of Food & Civil Supplies for allowing both the firms to operate godowns in private establishments other than

the designated FCI godowns. In the FIR, ACAUT alleged that inside the M/S Lotha Trading Company about 500 bags of FCI rice in white synthetic bags and about 3,500 bags in “gunny bags” were found, and in R.Z.Lotha Godown 3, 500 bags in synthetic bags and 18,500 in jute gunny bags. ACAUT claimed that rice meant for PDS beneficiaries was never supplied in white synthetic bags but in jute gunny bags only. Further, ACAUT demanded that the investigating agency should conduct a thorough probe since the racket has been going on for the last decade. Meanwhile, ACAUT in a press note pointed out

that the gowdowns—“R.Z. Lotha Godown in Kevijau colony and M/s Lotha Trading company, located at Lhomiti colony actually belonged to Mr. Tinku and Mr. Nirmal Jain”. “The in-charges of the Godowns at the time of the visit told the ACAUT team that both the Godowns actually belong to Mr. Tinku and Mr. Nirmal Jain. They also disclosed that the rice was being sold off to different mills and the open market,” ACAUT stated. ACAUT said, despite the claims made by F&CS that the department was doing everything to ensure fair distribution of PDS items to the people of Nagaland under the Food Security Act

(FSA), the reality was shockingly otherwise. As soon as the matter was reported to village councils of the area, ACAUT said upon inspection, 13 villages “unilaterally decided to seal off the Godown” until thorough investigations were carried out. I n t h e g owd ow n s, ACAUT said rice (PDS item) were being packed and kept ready in 1000s of white synthetic bags for disposal. Soon after the discovery, ACAUT said the team informed the Sub-Urban Police Station for necessary action. ACAUT further stated that the team was informed by the Food Corporation of India (FCI) manager, that the “FCI never supplies rice in synthetic bags but in jute bags”. This revelation, ACAUT said, has made it clear that the thousands of synthetic rice bags foundapproximately 3500 bags in all- were PDS items meant for the poor people to be disposed off to the open market and mills. Since the racket has been going on for the last decade, ACAUT asserted that a thorough probe would reveal the true picture.

Gov asks state govt to form ACAUT backs Governor’s Human Rights Commission stand against corruption DIMAPUR, DEC 9 (NPN): Nagaland Governor P.B. Acharya on the occasion of Human Rights Day has asked the State government to expedite and form Human Rights Commission as per the constitutional provision. In his message to the people of Nagaland, Acharya also appealed to all stake holders to come forward and hold discussion on the issues of human rights through political conferences, meetings, exhibitions, cultural events, debates, etc. He also suggested disseminating public awareness through various social media, posters, music, drama, dance, fine art etc to let the people know their rights. He further encouraged vulnerable group such as women, minorities, youth, poor, disabled person, indigenous people, etc to take part in this event of decision-making. Denying people of their rights was a challenge to the humanity, he appealed to all sections of people to join hands in protecting our inherent rights on the occasion, which is celebrated to improve the physical, social, cultural & spiritual well being and welfare of the vulnerable group of people. Meanwhile, human rights activists have expressed concern over the gradual decline of democratic space and violation of rights of the minority and marginalised people in India. “We are going through such a dark period that any protest against the government is termed as anti-national activity,” said Henri Tiphagne, Executive Director of People’s Watch, a Madurai-based NGO.

DIMAPUR, DEC 9 (NPN): ACAUT Nagaland has come out in support of Governor P.B. Acharya for openly criticizing the NPF- led DAN government for alleged corruptions at various levels. According to ACAUT media cell, the Governor has absolutely right to rebuke “his children”, when they indulged in “thievery”. Since, the “children” has done nothing good but brought scam after scams only, namely- mid-day meal, fuel adulteration (Rs. 500 crore), wheat (Rs. 1200 crore), backdoor appointment, non-payment of teacher salaries, Rs. 100 Cr pension, CAG report 2015-16 on Rs. 300 Cr plus misappropriation in F&CS department, MNREGA anomalies, anomalies in Roads & Bridges department, etc, the Governor has the right to be “miffed”, ACAUT said. Therefore, ACAUT said

DIMAPUR, DEC 9 (NPN): Against the backdrop of all apex Naga tribal bodies opposing the hasty decision of the government to implement 33% reservation for women in civic bodies without holding wider consultation and concurrence, Nagaland chief minister TR Zeliang Friday, sought to defend that decision by maintaining that the women quota would not infringe upon Article 371 A and Naga customary and traditional practices. Speaking as chief guest at the Silver Jubilee celebration of Mangkolemba town and also inaugural programme of Mangkolemba Town Council at the Mangkolemba public ground on Friday, Zeliang said that instead, 33% per cent reservation for women will not affect the Naga customary practices, as even in wards and colonies of urban areas, traditional Naga practices can be enforced and maintained by respective wards/ colony councils. Zeliang asserted that Nagas would also continue to follow the Nagaland Village Councils Act and reservation of 25% funds of

VDB for women was being implemented for more than 15 years or more. He further advised all not to misuse Article 371 but instead use it in the right perspective. On women reservation, Zeliang asked, if men and women were equal and women did not need reservation; then why was it that there is not a single woman legislator for many decades? While ignoring the fact that he as minister of parliamentary affairs in 2012 had piloted a resolution against 33% women reservation on the ground that it infringed upon Article 371A; now as chief minister, Zeliang said his government decided to implement what was decided in 2001 (when Nagaland Municipal Act was passed) and 2006 (when 33% women reservation was incorporated) instead of waiting for court verdict (on the SLP filed by NMA representatives in the Supreme Court). The chief minister also affirmed that the government would not impose tax collections on the urban bodies and that it will be left duly to the elected councillors. Zeliang also urged upon the people to be “more willing

to pay their taxes and fees to the municipal and town councils so that enough resources could be raised for their common needs and facilities”. He pointed out that development in towns and cities in the state has been adversely affected in the last ten years due to inability to avail funds from the Central government since civic polls could not be conducted. In the light of the above, he further appealed to the people to let elections to the ULBs take place as scheduled in the latter part of January or early part of February 2017. Zeliang also added that “due to non-holding of elections in our municipal and town councils, certain grants recommended by the 14th Finance Commission are not being released to us by the Government of India.” He also fervently appealed to people to extend fullest support on the government’s decision to hold elections to municipal and town councils with 33% reservation for women so that small and medium towns not covered by the VDBs would be benefitted. Zeliang also lauded the decision of Western Angami Public Organisation and Chakhro Public Organisation to fully cooperate with the authorities in construction of the 4-lane road between Dimapur and Kohima. Zeliang said with cooperation of land owners, all sanctioned National Highways and other Centrally-sponsored Schemes projects could take off and completed within the stipulated period.

AgustaWestland probe: CBI arrest ex-IAF chief SP Tyagi NEW DELHI, DEC 9 (IANS): CBI on Friday arrested former Indian Air Force (IAF) chief S.P. Tyagi on charges of corruption in its ongoing probe into the Rs 3,767-crore AgustaWestland helicopter deal. S.P. Tyagi is the first chief of any wing of the armed forces to be arrested in the country. He was taken into custody from Delhi along with his cousin Sanjeev Tyagi alias Julie Tyagi and a Delhi-based lawyer, Gautam Khaitan, for their involvement in alleged irregularities in the procurement of 12 AW-101 VVIP helicopters from a UK-based private company AgustaWestland. They were arrested after being called for questioning to the CBI headquarters in south Delhi. Tyagi has denied the allegations hurled against him. “S.P. duced before a designated CBI court on Saturday,” CBI spokesperson Devpreet Singh told IANS. She said the total deal amount in AgustaWestland was Rs 3,767 crore and bribe amount was 12% of this. “It was revealed during investigation that undue favours were allegedly shown to AgustaWestland by accepting illegal gratification from the accused vendors through middlemen or relatives including Tyagi’s cousin Sanjeev and advocate Khaitan,” the spokesperson said.

“The arrested persons accepted the illegal gratification for exercising influence through illegal means and personal influence over the concerned public servants,” she said. It was alleged that S.P. Tyagi entered into criminal conspiracy with the other accused in 2005, one year after he came to head the IAF. S.P. Tyagi, his cousins Sanjeev, Rajiv and Sandeep and 14 others, including three European middlemen -- Guido Ralph Haschke, Carlo Vlentino Ferdinando Gerosa and Christian Michel -- were named in an FIR which the Central Bureau of Investigation lodged in March 12, 2013. Others named in the FIR are the Chief Executive Officer (CEO) of Aeromatrix Info Solution Pvt Ltd Praveen Bakshi, Chairman of IDS Infotech Ltd (India) Satish Bagrodia and its Managing Director Pratap K. Aggarwal.

Giuseppe Orsi and Bruno Spagnolini, then CEOs of the Italy-based companies Finmeccanica and AgustaWestland, were also named in the FIR. And so were companies Finmeccanica, AgustaWestland, IDS Infotech Ltd (India) and Aeromatrix India. All the accused, companies included, were booked for criminal conspiracy, cheating and the Prevention of Corruption Act. The former IAF chief has been accused in Italy and India of helping AgustaWestland win the chopper contract by reducing the flying ceiling of the helicopter from 6,000 metres to 4,500 metres (15,000 feet). CBI officials probing the case told IANS that such changes in operational requirements made AgustaWestland eligible to participate in the Request For Proposal (RFP) for VVIP helicopters. K Y M C

KOHIMA, DEC 9 (NPN): A pack of organic and garden fresh black tea from “Cold Mountain” has become a hit among festive goers at the ongoing Hornbill festival due to its defining qualities—100 % organic, free of caffeine and harmful chemicals and preservatives. Interacting with Nagaland Post the 25-year old young proprietor of Cold Mountain, Lanuakum Imchen said the main reason for his initiative in making organic tea was to promote Nagaland tea and also to educate the young educated youth about organic tea.

“With determination, nothing is impossible,” Imchen said as he narrated his journey of making the organic tea. He said a cousin staying in China inspired him to make the organic tea as China is the homeland of tea plants and is accredited with having first introduced tea into daily life. Owning 10 hectares of tea garden, Imchen took the challenge and discovered himself in many areas and after doing intense research outside the state he started his organic tea products with just Rs.3000. He said the officials from Tea Board of India

During the threeday session, 31st annual session of NCSR Sümi youth and 38th annual session of NCRC Sümi women department would also be held on December10 and December 11

The incident took place this afternoon in New Bhaitbari village in West Garo Hills, when Zairul Rehman, who had bought land to construct a footpath at his house, began barricading the same to ensure safer access for him and his family. “Trouble began after the seller of the land, Wahed Ali refused to agree with Zairul. After a heated argument, Wahed

Ali and his wife allegedly attacked Rehman with sharp-edged weapons,” said a local resident of Mostapha Kabir of New Bhaitbari. The five injured during the clash have been identified as Asaruddin Sheikh (father of Rehman), Dulia (brother-in-law) and Nalbahar Sheikh (a resident who went to stop the fight) along with Rehman and Wajed’s brother, Babur Ali. The conference is being hosted by Air Officer Commanding-in-Chief Eastern Air Command Air Marshal Marshal C Hari Kumar. “The chief of the air staff updated the commanders on the security scenario with special reference to the implications in the northeastern region,” defence ministry spokesman Amit Mahajan said.

“He exhorted all field commanders to put in efforts to upgrade the combat potential of eastern zone.,” Mahajan said. Raha also stressed on the importance of leadership, team building and discipline which are pivotal in pursuit of achieving the operational goals. During the conference, the Air Chief Marshal awarded trophies to the commanders for achieving excellence in the fields of operations, maintenance and administration. Air Force Station Tezpur was awarded the ‘Pride of EAC’ Trophy, for standing first in overall performance and Air Force Station Dinjan was awarded the ‘Best Non-Flying Station’. It has also decided to make Aadhaar registration compulsory for students wanting to avail themselves of government stipends. The decision was taken at a high-level meeting chaired by deputy chief minister Chowna Mein recently in Itanagar. “The new stipend policy would be framed in the current financial year so that it is implemented from the next session,” said Mein, adding, “A committee of secretaries was constituted under the chairmanship of the commissioner of education to formulate the new policy.” “It has become pertinent to streamline the disbursement of stipend money to prevent the erosion of government resources,” Mein added.

Tura, Dec 9: The Garo National Liberation Army (GNLA) suffered a major setback to the leadership in Meghalaya after the number two man in the terrorist outfit surrendered on Friday post demonetisation of Rs 500 and Rs 1,000 notes. Nikam Ch Momin alias Baichung, the second in command and one of the senior most leader of GNLA, wanted in several killings and extortions cases, surrendered to Anand Mishra, the police chief of South Garo Hills district, a police official said. “It is a huge setback for the GNLA leadership (Sohan D. Shira). We are expecting more of them to surrender following the demonetisation,” Mishra said. The surrendered terrorist deposited one HK(Heckler & Koch )-33 Rifle, 120 rounds of live ammunition, one 1 magazine, one pouch and 1 rifle pull-through besides two

Mishra said the surrender came after Baichung survived many encounters, recently one in Dabalgre area after which two GNLA terrorists succumbed to bullet wounds. In fact, the surrender of Baichung came after police detected his terror fund generated by him post demonetization in South Garo Hills. Chennai/New Delhi, Dec 9 (PTI): In the biggest seizure of cash and gold post demonetisation, the Income Tax department today said it has seized unaccounted assets worth over Rs 142 crore -- that includes about Rs 10 crore in new notes and gold bars weighing 127 kg -- during searches at multiple locations in Chennai to check tax evasion. This largest seizure of new currency notes in the country, after the old Rs 500/1,000 notes were scrapped on November 8, was seized by the sleuths of the investigation wing of

the Income Tax department after raids were launched yesterday on eight premises of a group engaged in sand mining in Tamil Nadu. “The group has sand mining licence for the entire state of Tamil Nadu. Eight premises (six residential and two offices) were covered in the search. “During the search, Rs 96.89 crore cash in old high denomination notes and Rs 9.63 crore in new Rs 2000 currency notes along with gold weighing 127 kg worth approximately Rs 36.29 crore were found and seized, as unaccounted assets,” the Central Board of

New Delhi, Dec 9 (IANS): The Lok Sabha on Friday adopted a motion to suspend Aam Aadmi Party MP Bhagwant Mann from the Lok Sabha for the remaining period of the winter session. Mann was being probed for posting a video footage of Parliament on social media. The move was recommended by a parliamentary committee, headed by BJP MP Kirit Somaiya, that was probing Maan’s actions. The committee presented its report on Thursday that said: “The committee, after due deliberations, recommends that Bhagwant Mann, MP, be suspended for the remaining period of the current session, i.e. the 10th session of the 16th Lok Sabha.” The committee also said that there were repeated contradictions in his communications and therefore it felt that “tendering of his apology before the committee cannot be treated as unconditional apology”.

New Delhi, Dec 9 (Agencies): Income Tax officers have in a raid allegedly unearthed 44 fake accounts at a branch of Axis Bank in central Delhi’s Chandni Chowk. Tax officials said about Rs. 100 crore in old notes have been deposited in these accounts since November 8, when Prime Minister Narendra Modi banned 500 and 1000 rupee notes to combat black money and money laundering, reported NDTV. A total 450 crores have been deposited in the branch since the day that the ban was announced,

the officials said. The 44 fake accounts, they said, had been created using forged documents and investigators suspect that the money may have been routed to buy gold. This is the second raid since the notes ban at an Axis Bank branch in Delhi. Last month, tax officers had caught two people with 3.5 crore in new currency as they came out of the Kashmere Gate branch of the bank, also in central Delhi. After the Prime Minister’s sudden announcement abolishing high value currency, the government

has allowed people to deposit the outlawed 500 and 1000 rupee notes in bank accounts till December 30. It has said that deposits of more than 2.5 lakh will attract scrutiny by the taxman. The government has also given people with old notes in black or untaxed money a last opportunity to deposit these in their accounts and pay a 50 per cent tax plus penalty. It warned that if tax officials catch deposits made without them being informed, they will have to pay a much bigger fine.

Cancer called corruption

N

agaland Governor P.B.Acharya has highlighted the significance of December 9 which is International Anti-Corruption Day which is in lieu of the passage of the United Nations Convention Against Corruption on October 31,2003. The Convention had stated that the UN was “concerned about the seriousness of problems and threats posed by corruption to the stability and security of societies, undermining the institutions and values of democracy, ethical values and justice and jeopardizing sustainable development and the rule of law”. The UN convention had estimated that every year, Rs. 65 lakh crore is paid in bribes while an estimated Rs.170 lakh crore was stolen annually through corruption which is a sum that is equivalent to more than 5% of the global GDP. Further according to UNDP, in developing countries, funds lost due to corruption is estimated to be ten(10) times the amount of official development assistance. Corruption exists everywhere but there is marked difference in the level and magnitude. India is ranked 126th among 180 nations in a UN-human development index survey; slightly ahead of Pakistan and far behind China (which is 81st rank). Each year, some scam or the other surfaces in India and interestingly, top politicians have never been sent to prison and which sends the message that the arm of the Indian law is too short. The Aam Aadmi Party (AAP) has made a big splash against corruption but has fallen short of fulfilling its pledge except as to name and shame. Unfortunately, corrupt politicians don’t care much for being named. However, Nagaland, like few of the states where corruption of the worst magnitude plagues the entire strata of society; the issue of tackling corruption has not translated into impartial investigation and prosecution. Those organizations that seemto have made themselves prominent by raising the issue have ignored that cardinal principle that corruption is as worse as violation of human rights. Corruption exists in some form or the other with individuals. Left unchecked, corruption, like cancer spreads and destroys society at all levels. The tenets of any religion is to inculcate moral and ethical values as primary requirement of obedience to God. Individual corruption is the cause of institutionalized corruption, the latter being the most dangerous and deadly. Today, institutionalized corruption has become so deep rooted in the government that people have become insensitive to it. In fact, corruption is no longer considered a crime but most unfortunately, an achievement. Instead of treating the corrupt of society as pariah, people instead run after them and place them on a pedestal for the sake of monetary gain. This condition is best exemplified by a word called asociality- a moral abyss afflicting contemporary society that leads ordinary people to believe that there is a price tag for everything as those in power have purchased the mandate to serve personal, family or community needs above all. Government servants in Nagaland, especially the bureaucrats, are considered to be among the richest in the state. This amplifies the practical meaning of “serving the public” being turned into serving one’s interest. The vicious circle gets enlarged during elections which has to be the starting point where the battle against corruption has to be fought. The silence of the “religious leaders” of the church against cash for vote scam, anti social and criminal acts is deafening.

Once we come to understand that natural moral excellence opposes or counteracts surrender to God, we bring our soul into the center of its greatest battle. Very few of us would debate over what is filthy, evil, and wrong, but we do debate over what is good. It is the good that opposes the best. The higher up the scale of moral excellence a person goes, the more intense the opposition to Jesus Christ. “Those who are Christ’s have crucified the flesh….” The cost to your natural life is not just one or two things, but everything. Jesus said, “If anyone desires to come after Me, let him deny himself…” (Matthew 16:24). That is, he must deny his right to himself, and he must realize who Jesus Christ is before he will bring himself to do it. Beware of refusing to go to the funeral of your own independence. The natural life is not spiritual, and it can be made spiritual only through sacrifice. If we do not purposely sacrifice the natural, the supernatural can never become natural to us. There is no high or easy road. Each of us has the means to accomplish it entirely in his own hands. It is not a question of praying, but of sacrificing, and thereby performing His will.

Post-mortem Making of a mammoth tragedy

I

t is said that “money is an idea that inspires confidence”. At the stroke of the midnight hour, on November 9, 2016, the confidence of more than a billion Indians was destroyed. Prime Minister Narendra Modi had declared that more than 85 per cent of the value of money held in notes of Rs.500 and Rs.1,000 was worthless overnight. In one impetuous decision, the Prime Minister has shattered the faith and confidence that hundreds of millions of Indians had reposed in the Government of India to protect them and their money. The Prime Minister in his address to the nation said, “there comes a time in the history of a country’s development when a need is felt for a strong and decisive step,” and propounded two primary reasons for this decision. One was to check “enemies from across the border… using fake currency notes”. The other was to “break the grip of corruption and black money”. Both these intentions are honourable and deserve to be supported whole-heartedly. Counterfeit currency and black money are as grave a threat to the idea of India as terrorism and social division. They deserve to be extinguished using all the firepower at our disposal. However, the popular saying “the road to hell is paved with good intentions” serves as a useful reminder and warning in this context. The underlying premise behind the decision of the Prime Minister to render Rs.500 and Rs.1,000 currencies as illegal overnight seems to be this false notion that ‘all cash is black money and all black money is in cash’. This is far from reality. Let us understand why. Life thrown into disarray More than 90 per cent of India’s workforce still earn their wages in cash. These consist of hundreds of millions of agriculture workers, construction workers and so on. While the number of bank branches in rural areas have nearly doubled since 2001, there are still more than 600 million Indians who live in a town or village with no bank. Cash is the bedrock of the lives of these people. Their daily subsistence depends on their cash being accepted as a medium of valid currency. They save their money in cash which, as it grows, is stored in denominations of Rs.500 and Rs.1,000 notes. To

tarnish these as ‘black money’ and throw the lives of these hundreds of millions of poor people in disarray is a mammoth tragedy. The vast majority of Indians earn in cash, transact in cash and save in cash, all legitimately. It is the fundamental duty of a democratically elected government in any sovereign nation to protect the rights and livelihood of its citizens. The recent decision by the Prime Minister is a travesty of this fundamental duty. Black money in India is a genuine concern. This is wealth that has been accumulated over years by those with unaccounted sources of income. Unlike the poor, holders of black money have access to various forms of wealth such as land, gold, foreign exchange, etc. There have been various attempts by many governments in the past decades to recover this illicit wealth through actions by the Income Tax department, the Enforcement Directorate and schemes such as Voluntary Disclosure. These measures were targeted strikes at only those suspected to be holders of such unaccounted wealth, not on all citizens. Evidence from these past attempts has shown that a large majority of this unaccounted wealth is not stored in the form of cash. All black money is not in cash, only a tiny fraction is. Against this backdrop, the decision by the Prime Minister is bound to have obverse implications by causing grievous injury to the honest Indian who earns his/her wages in cash and a mere rap on the knuckles to the dishonest black money hoarder. To make it worse, the government has actually made it easier to generate such unaccounted wealth in the future by the introduction of a Rs.2,000 note. This brazen policy measure has neither tackled the stock of black money holistically nor has it stemmed the flow of it. It is no surprise that the logistical challenge of replacing billions of old currency notes with new ones is a monumental one. It is a huge challenge in most nations, and in a country as vast and diverse as India it was bound to be doubly so. This is also one reason why most nations that have undertaken such currency swap operations have done so over a certain time period and not as a sudden overnight operation. It is heartbreaking to see and hear of millions of poor Indians standing in long lines to withdraw some money for basic

sustenance. As someone who has experienced long lines for rationed food during war time, I never imagined that one day I would find my own countrymen and women waiting endlessly for rationed money. That all of this suffering is due to one hasty decision makes it even more disconcerting. The macroeconomic impact of this decision of the government is likely to be hazardous. At a time when India’s trade numbers are at multi-year lows, industrial production is shrinking and job creation is anaemic, this policy can act as a negative shock to the economy. It is indeed true that India’s cash to GDP ratio is very high vis-à-vis other nations. But this is also an indicator of the Indian economy’s dependence on cash. Consumer confidence is an important economic variable in a nation’s growth prospects. It is now evident that this sudden overnight ban on currency has dented the confidence of hundreds of millions of Indian consumers, which can have severe economic ramifications. The scars of an overnight depletion of the honest wealth of a vast majority of Indians combined with their ordeal of rationed access to new currency will be too deep to heal quickly. This can have ripple effects on GDP growth and job creation. It is my humble opinion that we as a nation should brace ourselves for a tough period over the coming months, needlessly so. Unintended consequences Black money is a menace to our society that we need to eliminate. In doing so, we have to be mindful of the potential impact on hundreds of millions of other honest citizens. It may be tempting and self-fulfilling to believe that one has all the solutions and previous governments were merely lackadaisical in their attempts to curb black money. It is not so. Leaders and governments have to care for their weak and at no point can they abdicate this responsibility. Most policy decisions carry risks of unintended consequences. It is important to deftly balance these risks with the potential benefits of such decisions. Waging a war on black money may sound enticing. ssociations and Unions are interest groups. They are formed to protect and promote the interests of their members. But if members feel that the body is no longer addressing their concerns and/or promoting their interests, and the said association/union is no longer relevant to them; divisions arise that weaken the association/ union; and, unless addressed, could lead to its eventual demise. We, in Nagaland have seen this happen in the case of the Naga Hoho. The Eastern Nagas were the first to feel their issues neglected, and broke away from the Hoho. And now, arising out of a perceived conflict of interest, we have seen the birth of the Nagaland Tribes Council and the Central Naga Tribes Council. Whether the Naga Hoho realises that the formation of the N.T.C and the C.N.T.C.; after the disassociation of the Eastern Nagas, is the sounding of its death knell, remains to be seen. As to how it can regain its former status is for those who formulate and drive its policies to decide. Alongside the Naga Hoho, we have seen a near identical crisis arising in the Naga Students’ Federation. The students’ body has mirrored the Naga Hoho in that it has seen the Eastern Naga students break away; and it is for the present office bearers to decide whether it will follow in the footsteps of the Naga Hoho. They have to decide on whether to take up issues relevant to the problems students face on a daily basis and which affects their future; or whether to play to a larger audience. I am extremely heartened that the N.S.F. has taken up the issue of Backdoor Appointments. This issue is has a common denominator spanning tribal and individual barriers. It has found resonance with students and parents alike. It is only by taking up such issues, which have a direct bearing on the futures of all students, will the N.S.F. find its relevance in a society which has lost its moral compass. The Naga Hoho, the C.N.T.C., the N.T.C., etc, are bodies which have interests with emphasis on the present whereas the N.S.F. must have

Garbage: After bursting of firecrackers the main problem that comes to our sight is the garbage lying on the roads. This garbage is chemical garbage that has effect on people’s health. harmful to the environment and us. The levels of various chemicals used in making fire crackers are injurious to our respiratory passages. Bursting of crackers during night time i.e. 10:00 PM to 6:00 AM is not permitted. 3. Fire crackers above 125 decibels are banned. In addition to the above Rules, the Nagaland Pollution Control Board under Section 31 A of the Air (Prevention and Control of Pollution) Act, 1981 and Section 8 of The Noise (Regulation and Control of Pollution) Rule, 2000 directs; That, if there is to be firework; 1. Prior permission has to be taken from the concerned Administration who shall give permission to carry out the firework specifying the time and place for the purpose (away from the hospitals, schools, residential areas). 2. Wide publicity shall be given prior to the event to avoid panic to the people in the vicinity and to maintain congenial environment, prevent annoyance, disturbance, and discomfort to the public. The call by the N.S.F. for a protest by students against the Armed Forces Special Powers Act was commendable, but not pressing; for other organisations and bodies had a more urgent need to address the A.F.S.P.A. What it needs to do is bring up the issues students and parents face day in and day out, year after year. The frequent change of the syllabus of the Matriculate exams by the Nagaland Board of School Education is one; the lack of uniformity in the prescribed text book from classes 1 to 8 is another; the sale of, and frequent change in uniform by many private schools is another; the sale of, not only text books, but also notebooks by the schools is another; the manipulation by the government of the reserved seats in the medical and technical branches of education is another. These are just some of the many examples of the exploitation of the students and parents by the authorities, both governmental and private, which spring to mind; but there are many more such issues. If the present office bearers of the N.S.F. can bring to the fore relevant issues which affect every student, and in consequence, their parents; there is no reason why they cannot grow from strength to strength. And with their growth in strength, they will have been instrumental in saving an institution that was once a cornerstone of Naga Society; they may even induce our Eastern Naga Students to come back to the fold. DIMAPUR: Department of Taxes has set up facilitation centres in all its offices across the state to assist dealers for enrolling in the GST portal from December 8-20 in its first phase. In a press note, commissioner of taxes Asangba Chuba Ao, informed that all existing VAT dealers with provisional IDs and passwords issued by the GSTN could use the services in these centres for GST enrolment and facilities such as computers with internet facilities, scanners, printers as well as trained staff to assist in the enrollment process would be available in these centres which would function on all working days between 10 a.m to 3.30 p.m.

These centres have been set up in the Taxes Office located at Dimapur, Kohima, Mokokchung, Tuensang, Mon, Wokha, Phek and Zunheboto. Centralized Facilitation centre have also been set up at the office of the Commissioner of Taxes, Dimapur with all the facilities. The dealers who still have not received their provisional IDs and passwords issued by GSTN may contact their respective tax office and collect the same. Livelihoods Team visits NRLM villages in Mon

DIMAPUR: A team of Livelihoods experts from National Support Organization(NSO) and National Resource organization(NRO) under the aegis of the National Rural Livelihood Mission (NRLM) interacted with the Self Help Groups of Lampong Sheanghah and Totok Chingnyu village on December 6 and 7 for studying the Livelihoods activities of SHGs members in the villages. The study was aimed at knowing the Livelihoods of the SHG and its members for recce study and initiation of scoping study for future Livelihoods interventions.

In a condemnation note, DDTDWTU president, H. Mumbai, Dec 9 (PTI): Gold prices slipped at the domestic bullion market here today on subdued offtake from stockists and jewellers coupled with lack of local buying interests as well as weak global cues. Silver too fell on sustained selling and lack of industrial buying support. Standard gold (99.5 purity) declined by Rs 145 to close at Rs 28,035 per 10 grams from Thursday’s finish of Rs 28,180. Pure gold (99.9 purity) also fell by a similar margin to settle at Rs 28,185 per 10 grams as compared to Rs 28,330 yesterday. Silver (.999 fineness) declined by Rs 185 to end at Rs 41,565 from Rs 41,750 earlier. Globally, gold edged lower and was headed for a fifth straight weekly decline, weighed down by a stronger US dollar and expectations of a Federal Reserve rate hike next week.

New Delhi, Dec 9 (IANS): As many as 85 per cent ATMs have been recalibrated by November 30 for the new currency notes, Parliament was informed on Friday. “Till November 30, a total of 179,614 ATMs have been recalibrated. There are 211,594 ATMs of scheduled commercial banks and 14,324 white label ATMs in the country according to September 30 data,” Minister of State for Finance Santosh Kumar Gangwar told the Lok Sabha in a written reply. He said that the government has advised the banks to deploy micro-ATMs in the rural areas and as on December 2, a total of 1,14,036 micro-ATMs have been deployed. New Delhi, Dec 9 (PTI): Government today informed Parliament that a decision has been taken to print plastic currency notes and procurement of material has started. “It has been decided to print banknotes based on plastic or polymer substrate. The process of procurement has been initiated,” Minister of State for Finance Arjun Ram Meghwal said in a written reply in Lok Sabha to a query whether RBI proposes to print plastic currency notes in place of paper ones. The Reserve Bank for long has been planning to launch plastic currency note after field trials. Kohima, Dec 9 (NPN): Sumi community emerged as the champion of tug of war competition, one of the most exciting Naga indigenous games, on the 9th day of the Hornbill festival held at Naga Heritage village Kisama on Friday.

S u m i c o m mu n i t y defeated Yimchunger in the final and walked away with a cash prize of Rs.20,000. Runner-up Yimchunger tribe received Rs.10,000. In the first round, Sumi tribe beat Garo community. They defeated Khiamniungan and Konyak community in the quarter-final and semi-final

respectively. Altogether 15 tribes participated in the competition. Tourists both domestic and foreign and local visitors thronged the main area and witnessed the exciting game. Director youth resources and sports Asangla Imti gave away the prizes to the winners.
