DIMAPUR, DEC 11 (NPN): After it claimed to have highlighted mismanagament and lack of transparency in the department of Irrigation and Flood Control (I&FC) on the implementation of Accelerated Irrigation Benefits Programme (AIBP), National Concerns Initiatives (NCI) on Sunday claimed to have dectected several non-existence minor irrigation (MI) projects in Wokha district. According to NCI convener Atiba Ao and Yanbemo Lotha (Lotha community representative of NCI) said an amount of Rs. 82, 02, 27, 200 was spent by the department, as per the data accessed by NCI in respect of 153 MI projects under AIBP in Wokha. The department had also remarked the MI projects as completed in the data that was submitted to the Ministry of Water Resources, NCI said.

Similarly, during spot verification conducted by the department representatives on December 5, 2016, it was also found that most of the projects were “fraud”, the convener alleged. According to NCI convener, the department representatives were also left “red-faced” on witnessing non-implementation of the projects. Not only this, the village councils have also revealed on the non-existence of MI projects. NCI also alleged that the department in the RTI had failed to furnish the details of the projects undertaken during the financial year 2000-2007 (6 years), 2009-2010, 2010-2013 (3 years), Actual Payment Receipts (APR) and sanctioned order from the Government of India. T h e r e f o r e, N C I warned the department
that the Lotha youths, farmers and village councils would be taking stern action against all unattended fraud MI projects in the district. It asked the public of Wokha to analyse carefully and wisely the year, the file number and matchless amount as the name of the projects appears alike. Further, on the department’s claim that ongoing projects on 159 batch (2014-15) in the district would benefit 339 farmers, it asked “whether the farmers really benefited before the completion of the projects as mentioned in the list or simply entered for the sake of office data record (sincere conduct of public service) like the on-going AIBP corruption issue?” NCI, an NGO which was working for the welfare of the farmers in the state, also vowed to continue to highlight the irregularities to enlighten the public of their rights.
DIMAPUR, DEC 11 (NPN): Drawing attention to reports in the local dailies on the busting of alleged PDS rice scam in Dimapur involving names of two prominent stockists, secretary Food & Civil Supplies (F&CS) department Ramongo Lotha IAS, clarified that the allegations have not been brought to the notice of the government and which has to be based on some finding prima facie illegality. He said if found true, then there was no reason why government would not take action against such stockists but at the same time, people cannot be allowed to take the law into their own hands. Ramongo explained that government appoint stockists for procurement of foodgrains from FCI “in view of timely availability of funds as well as limitations of godown space.” In this regard, the secretary said the department was expected to lift the food grains within the stipulated time given by the FCI, failing which the allocation lapses. Helpline number ‘14444’ for digital payments support NEW DELHI, DEC 11 (PTI): After a TV channel and a website to promote digital payments, a nationwide toll-free helpline number ‘14444’ will be launched soon to educate people and provide support related to cashless mode of transactions. The service is expected to be operational within a week. “Government had sought Nasscom’s help in providing support on a mass scale to people. We had requested a single nationwide helpline should be set up which now assigned by the DoT which is 14444. We are putting call centre support at the back-end. It is fairly advance stage of operation,” IT body Nasscom president R Chandrashekar told PTI. “It is to help people at the first level to zero in on the option most suitable for them that depends on person whether he has feature phone or not, Aadhaar number or not, bank account so many combination need to be seen,” Chandrashekhar added.

In response, he said the union Food secretary informed that there were no provisions for making good

Jaya’s demise: Shock death toll 470, says AIADMK NEW DELHI, DEC 11 (AGENCIES): AIADMK on Sunday said that a total of 470 people had died after the death of former Tamil Nadu Chief Minister and AIADMK chief Jayalalithaa. The party said these people were unable to bear the death of Amma. AIADMK had on Saturday announced that Rs 3 lakh will be given in aid to the families of all deceased. On Saturday, they had released a list of 203 deceased persons, saying they died of “shock” over the demise of party supremo J Jayalalithaa on December 5,

GUWAHATI, DEC 11 (AGENCIES): Concerned over the recent spurt of violence in the North Eastern region, the Centre has directed the security forces to intensify operations against the militants involved in such attacks. The Centre has also reiterated its stand that anyone indulging in violence would be dealt with strongly. “Gone are the days when the militants indulged in large scale violence and whenever operations were intensified against them, they opted for talks and the government accepted their proposals. Now the government has adopted a tough stand on the issue and there will be no talks with any outfit that indulges in killing of innocents. Only strong operations will be launched against such outfits,” highly placed sources in the Government of India told The Assam Tribune. Sources clarified that if any militant is willing to surrender and come back to the mainstream, he or she is welcome to do so. DIMAPUR, DEC 11 (NPN): Despite efforts to keep check on corruption and circulation of counterfeit notes by way of demonetizing the Rs. 500 and Rs. 1000 notes and introducing the new Rs. 500 and Rs. 2000 notes, the entire process has not yielded results as new fake notes have already invaded the markets across the country.
The new fake currency notes have also penetrated into Dimapur, which was confirmed after Dimapur Police on Saturday arrested one person in possession of seven fake Rs. 2000 notes from Hong Kong Market area. Police said the accused, Satyajit Saikia from Tuliajan Assam, who reportedly came to Dimapur for shopping, was arrested while trying to use the fake currency notes at a shop in Hong Kong Market. Police has taken the accused into custody and efforts were on to establish the origin of the fake notes. Meanwhile, the Central government on Friday told Parliament that it has decided to print currency notes made of plastic to curb counterfeiting. DIMAPUR: Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) scheme is to provide a healthy life to pregnant women, lower maternity mortality rate, make pregnant women aware of their health issues/ diseases, safe delivery and healthy life of the baby. Under the programme, fixed day Quality Antenatal Checkups (ANC) would be provided to pregnant women in their 2nd and 3rd trimesters of pregnancy on the 9th day of every month.
The scheme would provide several tests including blood pressure, sugar level, weight, haemoglobin, blood and screening at the medical centres. District Health Society, Mon has informed that PMSMA scheme would also be applicable in District Hospital, Aboi CHC, Tobu CHC and Phomching PHC. The services would be provided by the obstetrician/medical officer in order to strengthen the identification and management of high risk factor during pregnancy.

Imphal, Dec 11: Union minister for road transport and highways Nitin Gadkari Sunday laid the foundation stones for construction of new bridges on Barak and Makru rivers along the Imphal-Jiribam section of NH-37. The union minister, who arrived at Imphal today for his two-day visit, said the Imphal-Jiribam road will be repaired within three years while construction of the
two bridges was targeted to complete within 32 to 34 months. Later, the Union minister laid the foundation stones of other projects for development of national highways covering 493 km with an estimated cost of 1152 crore in Manipur in the presence of state chief minister O Ibobi and MPs and MLAs of the state at a function held at the parade ground of 1st Manipur Rifles in Imphal. AGARTALA, Dec 11 (Agencies): Six youths were sentenced to nine years’ rigorous imprisonment for killing an 80-yearold man three years ago in Khowai district. The additional district and sessions judge of Khowai Pankaj Kumar Datta sentenced Dipu Sabar, Smarajit Khashi, Swapan Khashi, Laxman Khashi, Rajesh Khashi and Kajal Khashi. In March 2013, three of the convicts had been warned by the father of a schoolgirl, Jitendra Debbarma, against eve-teasing. That night, the three men, accompanied by three others, barged into the girl’s house in an inebriated state and attacked Jitendra with sharp weapons. When Jitendra’s 80-year-old father Arjun came to his rescue, the attackers hit him on the head with a stick and fled. The elderly man succumbed to his injuries at Agartala Government Medical College. The judge, sentencing the six men, said it was a planned attack and a serious crime. The perpetrators, consequently, must be punished to set an example, the judge added.

The committee warned State government of “compelling” consequences and eventuality in case of nonfulfilment of its demands. In this regard, CJNCSD appealed to the Nagas to stand firm with UNC and be prepared to meet any eventuality in defending their land, identity and culture tooth and nail to the end. In a press note, CJNCSD information and publicity secretary Sira Kharay, attacked Manipur government of “championing brought daylight robbery, lawless violence and anarchy by instigating the counter-blockaders to vandalise, harass, torture and loot the innocent Naga civilian passengers”, when the Naga areas were rapidly militarised to terrorise and suppress of their legitimate demands. Director of Exploration and I visited Agartala around five months ago. We checked the facilities. Currently work for creation of workstation is going on,” ONGC Director (Onshore) Ved Prakash Mahawar told PTI. Construction work is going on as earlier there was no proper building to start functioning of a ‘basin’ in Agartala, he added. “A ‘basin’ receives huge amount of data, which are processed subsequently. It will take around a year to prepare the facility. By 2017, we will roll out the Agartala Basin,” Mahawar said. ONGC’s North East operations are divided into two areas - Assam Shelf from Jorhat to Duliajan and Assam Fold Belt from Silchar to Agartala. IMPHAL, Dec 11: Manipur chief minister O Ibobi Singh Sunday urged the Centre for immediate intervention to the ongoing economic blockade on the national highways. Speaking at the laying of foundation stones for some developmental projects by Union minister for road transport and highways Nitin Gadkari in Imphal, the chief minister urged the minister and BJP leaders present to advice the Prime Minister and home minister to intervene immediately and tell “whether to NSCN (IM) or UNC to lift the economic blockade.” Ibobi said that imposing economic blockade on the national highways is illegal and Centre should convince the same to UNC and NSCN (IM). National highways are properties of the nation, and to maintain and control them is the duty of the central government, he asserted. But, Ibobi alleged, that UNC has been using national highways as their tool to diktat the state government for years.

Mini Sangma, a resident of Shillong and a spa worker, was arrested on Saturday morning from a guest house in the Capital, Delhi police said. The police claimed to have cracked the cases of the brutal murder of two women roommates in Munirka and rejected the reports that a ‘serial killer’ was on the prowl. Of the four accused, one is the husband of one of the victims and is still absconding. The bodies of the two women were found in Vasant Vihar and Munirka areas of Delhi on November 18 and 25, respectively. One of the bodies, wrapped in a polythene sheet, was found outside a temple in Vasant Vihar on November 18 while a headless body
was found in a sewer in Munirka village on November 25. Besides these two bodies, some more bodies were found with similar injury marks during the same time that hinted towards the possibility of a serial killer. However, R.P Upadhyay, Joint Commissioner of Police (Southeast), rejected the serial killer theory. On November 26, the headless body was identified as that of Sushma Rai, a resident of Assam, by her former boyfriend. The victims were in touch with a group of persons, identified as Jeevan, Govind and Arjun, who provided logistical and financial support to the duo. Jeevan, who was arrested on Friday, told police that Mini was in a live-in relationship with Arjun and taking care of his kids, from an earlier marriage. However, Arjun, who used to look after Rai’s savings, knew the victim had a liking for him. “A day after Karwa Chauth, he clandestinely married Rai at Kalkaji Mandir and convinced her that from now on,
their assets and liabilities were common and she shouldn’t be asking for her dues which came to around Rs 2.5-3 lakh,” the officer said. Later Rai sent wedding pictures to Mini on WhatsApp to make her jealous and that enraged Mini to the extent that she hatched a plan to get Rai killed. Mini instigated the trio and also put a condition before Arjun asking him to choose between her and Rai. A plan was hatched in East Delhi and Arjun murdered Rai on the intervening night of November 16 and 17, beheaded her and dumped one of the parts in a sewer. They also decided to eliminate the other woman Nayesha, who hailed from Nepal, since she knew about Arjun and Rai’s marriage and had also been asking the latter to have a court marriage. Both the women were freelance beauticians. Police are trying to arrest Arjun and Govind, who are suspected to be in Nepal.

On learning that a combined convoy of Manipur police, CRPF and IRB were heading towards Mao Gate from Imphal to escort stranded goods trucks, the public used loud speakers asking the people to come out and drive back the security force convoy. Minutes later, a large number of people came out and blocked the highway. On reaching Senapati town, the moving security convoy halted on seeing the large number of people. Though tension ran high, there was no physical confrontation. After an hour of halting at Senapati town, the security convoy returned towards Imphal without proceeding ahead. The Nagas under the banner of the United Naga Council (UNC) began the
blockade on the important two highways of ImphalDimapur route and ImphalJiribam route since November 1 protesting against the Manipur government’s move to give district status to Sadar Hills and Jiribam. The situation was aggravated after the Manipur Government arrested the president and publicity secretary of UNC on November 25 for allegedly imposing the ongoing economic blockade and also for different cases of arson committed in the course of the blockade. On December 9, an uncompromising Manipur Government under the chief minister-ship of Ibobi Singh, ignoring the ongoing intense protest, had announced the creation of seven (7) new districts, which include Jiribam, Kamjong, Kakching, Tengnoupal, Noney, Pherzawl and Kangpokpi. 100 bombs planted by maoists found in J’khand
RANCHI, Dec 11 (IANS): More than 100 improvised explosive devices - or crude bombs planted by the Maoist guerrillas were detected and defused in Jharkhand’s Latehar district on Sunday, the state police said. According to a police officer, the IEDs planted in series were recovered from a jungle in Latehar, around 140 km from Ranchi. The bombs were recovered during a search operation by security personnel. The state police said the bombs were planted to target security personnel. Maoist guerrillas are active in 18 of the 24 districts in the state.

Cyclonic storm Vardah to cross TN/Andhra coast Chennai , D e c 1 1 (IANS): The very severe cyclonic storm, Vardah is likely to cross north Tamil Nadu/ south Andhra Pradesh coast near here on Monday afternoon, said Meteorological Department on Sunday. According to the weather forecast, Vardah will cross the coast as a cyclonic storm with a wind speed of 80-90 kmph gusting to 100 kmph by Monday afternoon. The weather office said Vardah is now over westcentral and adjoining southwest Bay of Bengal, about 370 km east of Chennai, and likely to weaken from Sunday evening onwards. As a result, heavy rainfall is predicted over south coastal Andhra Pradesh, north coastal Tamil Nadu and Puducherry starting Sunday evening for subsequent 36 hours.
NEW DELHI, Dec 11 (PTI): Seeking changes in date of birth in existing passports will become hassle-free with government further simplifying services relating to issuance of the travel document. Making the changes in existing rule, the government has also allowed digitally signed marriage and birth certificates as valid proofs of marriage and birth respectively. As per the revised guidelines, passport issuing authorities (PIAs) have been authorised to consider request of each applicant seeking change in date of birth irrespective of the period that would have lapsed after the issue of the passport. According to earlier guidelines, request for change of date of birth was allowed within five years of issuance of the passport

Following the massive raids on the premises of three Chennai-based businessmen, the Income Tax Department on Saturday confirmed seizing Rs. 24 crores in new currency notes in Vellore, Tamil Nadu. The latest haul is the highest number in cash recovery that has been retrieved so far in the form of new currency. During an investigation, the IT department
and the entire process was lengthy and cumbersome as it involved lot of paper work. If the PIA is satisfied with the claim based on documents submitted by the applicant, then passports with revised date of birth can be issued by the authorities concerned. “Based on genuineness of the cases, the passport issuing authorities can issue fresh passports,” Chief Passport Officer Arun K Chatterjee said. found out that some cash was hidden in a car in Vellore, upon which it was discovered that all currency was in the form of Rs. 2,000 notes in 12 boxes of Rs. 2 crore each. Upon interrogation of those detained in Chennai, a breakthrough was made in the recovery of this cash wherein the IT sleuths laid a trap for the person transporting Rs. 24 crores in Vellore and subsequently seized the currency. Interrogation is currently underway of those who were detained in Chennai which could lead to further recoveries. Following demonetisation, the Enforcement Directorate (ED) had carried out massive raids in 50 branches of 10 banks across the nation in an attempt to keep a tab on those account holders, who deposited huge amounts at one time. NEW DELHI/ VELLORE, Dec 11 (Agencies): Delhi Police raided the office of a law firm in southeast Delhi’s Greater Kailash-I area yesterday, and recovered Rs 13.56 crore in cash. Out of the money recovered, Rs 2.6 crore was in new banknotes released after demonetisation. The raid was carried out by the Crime Branch at the office of T&T Law Firm, a senior police officer said. Joint Commissioner of Police Ravindra Yadav today said the Income Tax Department was investigating the source of the new Rs. 2000 notes worth Rs 2.6 crore. “Rs. three crore in the seized amount of Rs. 13.5 crore is in denomination of Rs 100, Rs. 7 crore in 1000 notes, Rs. 2.60 crore in 2000 notes and rest in Rs. 50 and others,” he said. fter having steam rolled the resolution on August 24,2016 in the 12th Nagaland Legislative Assembly through voice vote held under the shadow of a 5-point whip issued on all 47 NPF legislators(excluding the speaker), state chief minister T.R.Zeliang achieved the distinction of adopting contradictory stand by undoing the assembly resolution he piloted on September 22,2012. The NPF has 48 MLAs and eight independents and four BJP legislators form the DAN alliance or “opposition-less” house which provides the all-party government. However, one independent MLA has been compelled, through circumstances, to be the lone dissenting voice and play the role of a one-man opposition. The Naga Hoho and the Eastern Nagaland People’s Organisation (ENPO) have issued a 15-day ultimatum with effect from December 10, 2016 on chief minister T.R.Zeliang to reconvene the 12th Nagaland Legislative Assembly and reinstate the September 22,2012 resolution. If T.R.Zeliang is compelled to accede to the demand, he would certainly go down in history as a man whose political ideology or belief is subject frequent change. The government in 2006, amended the Nagaland Municipal Act 2001 to include 33% reservation for women in ULBs. This was revoked in 2012 in the face of strong resentment from tribal organisations. While introducing it for revocation, T.R.Zeliang as then minister of parliamentary affairs in 2012, said Part IX A (for 33% women quota) would infringe upon Article 371A. On August 24, 2016 this stand totally changed and so as chief minister, Zeliang pushed for revocation of the resolution he piloted. At the crux of the matter is Part IX A vis-a-vis Article 371A of the constitution of India which provides protection to Nagas of Nagaland against any Act of parliament that could infringe on – (I)The Religious or Social Practices of the Nagas or(II) The Customary Laws and Procedure besides (IV) ownership and transfer of land and its resources. The tribal organisations believed that Part IX A (2) infringed upon the customary and traditional practices and by which, it would mean diluting the Article 371A. There were other clauses in Part IX A which the tribal organisations felt, had to be dealt with through informed deliberations over issues such as taxation involving land and buildings. The Naga Hoho and ENPO have also maintained that the main idea behind women reservation in politics to empower them politically , has to much to do with the caste-ridden, prejudiced and male-dominated Hindu community where women have been kept enslaved by centuries of medieval bigotry. While the two bodies maintain that Naga fathers shower equal treatment between daughters and sons and hence females are respected and not discriminated; there are feminists who think otherwise. The tribal bodies have therefore, concluded, that instead of reservation, there can be nomination of women chosen on merit and given voting rights in order to prepare them to contest elections. This is a reasonable idea and merits consideration. The immediate concern is what will be the response of chief minister T.R.Zeliang to the ultimatum? The haste in rushing off to decide on civic polls without addressing many concerns raised and then saying that civic polls will be held only in places where there is no opposition to women quota; defeats its purpose. It also indicates that the decision will turn out to be a case of marrying in haste and repenting at leisure.

Maintaining interest rate safeguard against shock

he Reser ve Bank has been sanguine in not changing the interest rates amid clamour from depositors to raise it and industry to reduce it. Many people thought that the flush of fund would be a great help for the banks suffering high NPA of almost Rs 12 lakh crore. People forget that had those NPAs not been there the banks would have been in a deluge. The floods have their problems, if not managed properly.

An increase in CRR means that the banks have to park more money with the central bank. It sucks out liquidity from banking system. It has already started the process by printing more Rs 50 and Rs 20 notes. But it would take time to tide over the crisis. Maintaining interest rates is the immediate step. The micro and macro financial management would take some time to correct many of the logistic anomalies. Overall despite some reaction in the stock market, there is agreement that RBI has taken the correct step to save the economy from sudden shocks.

Those in power cannot hide behind the excuse that they didn’t start the all pervasive practises of corruption. They are perpetuating it. Even thieves and prostitutes practise their profession in the dark and away from the eyes of the public. But our misbegotten “leaders”
are worse than thieves and prostitutes in that they practise their looting and plundering in broad daylight, in full view of the public. They may have a misguided sense of their importance but they are nothing more than petty thieves; and their wives and children are just the wives and children of thugs who thrive on their ill-gotten gains. And we, the people of Nagaland are to blame for all of it. We look up to and idolise anyone with money, irrespective of how they come by it. We worship Mammon, not Christ. And given half a chance, we would do the same, if not worse. In every other society in the world, those who expose corruption have the
comfort of knowing that they have the support of society. But in Nagaland, we don’t, because we are all the same. It is very commendable that the CNTC has come out in support of the ACAUT; and now it is time for all Organisations, from the Naga Hoho to the N.S.F. down to the tribal organisations to come out and speak out against the forest of corruption that is Nagaland. And most importantly, I urge the NBCC and all other Church Organisation to speak out against corruption; for it the greatest evil that the Nagas have ever faced. t is believed that Nagas have occupied Nagaland in the fourteenth century. Our forefathers made terrace on the fringes of mountains and hills for jhum cultivation. Terraces were made in the foothills and plain areas for paddy cultivation. They set aside thick forest areas of mountains and hills undisturbed. Thus, they practiced land use system since time immemorial and passed it to us. And many Naga villages hold fast to this system till today. Almost every Naga village has its forest area and the people’s lives on the cradle of nature, then. Every Naga village was sovereign, independent as it is now having its own social set up, religion, culture, jurisdiction etc. Unless it was for the construction of village bridge, gate, dormitory bed, log drum, pounding table, wine drum etc., nobody went into the thick forest and fell trees out of greed. Thus they had a strong love of their forest wealth. It was their intention and consensus will to preserve, conserve and protect the forest of their country. Since head hunting was a sport and trophy for them, then, most of the Naga villages were established on hill tops for safety and easy access of watching of attacking enemies from the village. They never sell out their forest land to the aggressors at the cost of war. They were self dependent and sufficient except for salt. They travelled to outside world for trade and commerce for salt, thread, iron, ornaments, sea shells etc. and go to Assam, Sylhet (Bangaladesh), Culcutta, Bombay and to the extent of Sri. Lanka (Ceylon) all without the expense of their forest wealth. Indeed, it is said that they produced garlic, some powders, spices and etc. and do business.
At other times they work hard with their family. It was a pride, prestige and honour to offer feasts of merits freely to all villagers, relatives from neighbouring villages. In all feasts, festivals and religious rituals Nagas use wild banana leaves and other leaves as cups and wrappers for rice bear and meats respectively. They wore varieties of beautiful wild flowers on their head, headgears and earrings etc. Thus in many of their folk songs, love songs, ballads and poetry names of some particular place, trees, animals, birds, flowers, butterfly and stone are mentioned. With full enthusiasm girls with their boyfriends collects edible wild vegetables, brooms, decorative items during the day and freely distributed them to neighbours and relatives of both boys and girls partakers and old widowed/ widowers for use. Such is a culture so sweet and beautiful that binds the society together for good was practiced then. Nagas are fond of hunting and regard it as a sport. During dry seasons, festivals and gena days they go for hunting. All males of both young and old take part in this. Those hunters who killed wild animals like deer, rein-deer, boar, bear, porcupine, elephant and etc. never enjoy the flesh of his kill. His family, relatives and friends will have feast with his kill whereas he will be given to eat a bird or chicken provided freely by family or friends. Usually hunting was seasonal and for enjoyment only. The objective of hunting was not to exterminate any wild life species but for sport. To be honest our present generation has already destroyed our forest and its habitations to a great extent. It is high time
for us to conserve, protect the remaining forests and vegetation for future generations. It is important to note that the forests and its habitats don’t belong to the present generation alone. Keeping this in view, some villages have already started community initiated nature conservation projects. In order to strengthen, encourage and support this endeavour, Foundation for Ecological Security India & NEPED Nagaland had engineered and conducted series of consultative meetings at Mokokchung and Kohima and finally set up Nagaland Community Conserved Areas’ Forum (NCCAF) and officially launched it in their presence along with Forest Department Officials in the year 2015. The main aim of NCCAF is to facilitate better co-ordination among members of Community Conserved Areas and to assists, support, encourage CCA’s promotion and development. The forum has been inviting CCA’s to join it and request other villages to start nature conservation programmes in their respective areas. Presently, around twenty CCA‘s have registered with NCCAF in Nagaland representing all districts except one district. As land and its natural resources are the property of the public (i.e indigenous inhabitant tribes) of Nagaland let us rise up and revibrate Nagaland’s rich nature and its habitats by conserving and protecting it before it’s too late. So that conservation of natural resources i.e. flora and fauna of Nagaland attain greater heights. Then, Nagaland shall become a “More beautiful place” to live in. Deepening crisis in Manipur
Sir,
The deepening present political crisis in the state of Manipur raises some fundamental issues and questions. Development and events in Manipur indicate that democratic spaces have been consciously exploited and arbitrarily suppressed by the State; existing concerns and apprehensions of different communities in Manipur have been abused to politicalize peoples’ issues, generate fear and suspicions, and create communal disharmony. In a democracy it is the moral responsibility of those in public office to ensure that democratic political space is created and upheld to foment a spirit of constructive debate and engagement among all in identifying solutions. However, in Manipur, the manner and spirit in which legislative and administrative decisions are sought to be taken, as evidenced by events, suggest that existing constitutional guarantees and mechanisms for all people in Manipur, particularly the tribal and minority communities, have been deliberately circumvented or illegally and completely disregarded. For instance, the guarantee afforded by Article 371C of the Constitution of India in safeguarding the interest of the Hill Areas has been time and again contravened. The Hill Areas Committee, mandated under Article 371C, and whose primary function is to protect the interest of those in the Hill Areas, has been made weak and its powers intentionally circumvented and treated as an obstacle rather than an institution essential to the judicious functioning of the government. The controversies around SADAR Hills & Jiribam district and the three bills (The Protection of Manipur People Bill 2015, Manipur Land Revenue & Land Reforms 7th Amendment Bill 2015, the Manipur Shops And Establishments 2nd Amendment Bill, 2015) etc is symptomatic of the larger underlying problems of institutional deficiencies and design defects that require a process in which the people have to be taken into confidence by enabling them with the required technical advice and resources to take informed decisions. This requires pursuing processes that respect the dignity and liberty of everyone within a framework that validates the rule of law instead of actions such as bandhs, blockades and counter blockades. It also calls for much deeper introspection and reflection among every quarter of the society in identifying the real underlying issues instead of firefighting and reacting to the symptoms. The minimum the Government of Manipur must urgently do to resolve the present crisis is to open up democratic space and initiate informed consultations on issues by clearly declaring commitment to respecting and acting upon constitutional guarantees like Article 371C. charges may not be pardoned, President Joko Widodo has indicated, saying the capital penalty is handed down only to individuals who have carried out serious crimes and is not based on nationality. Widodo said, “My duty as President is to uphold the law and Indonesia’s sovereignty. This will be applied in all cases, including those involving capital punishment”. Asked if he would pardon Indian national Gurdeep Singh, who is facing death sentence in Indonesia on drug charges since 2004, the President said, “The death penalty is imposed only on individuals who have carried out serious crimes, and is not based on nationality.” Indonesia has 1.2 million people addicted to drugs, 40 to 50 of them die daily due to drug abuse and 4.5 million are undergoing rehabilitation, he said.

New Delhi, Dec 11 (IANS): Punjab Congress President Amarinder Singh on Sunday said he will request Congress President Sonia Gandhi’s daughter Priyanka Vadra Gandhi to campaign ahead of the upcoming assembly elections in the state. In response to a question whether both Sonia Gandhi and Rahul Gandhi would be campaigning for the Congress in Punjab, Amarinder said: “Both of them will campaign. I will also request Priyanka Gandhi to help us with the electioneering in the state.” There have already been demands by Uttar Pradesh Congress leaders that Priyanka Gandhi should campaign in the state ahead of the upcoming assembly elections. Priyanka Gandhi has so far confined her electoral campaigning to constituencies of her mother and brother Rahul Gandhi (Rae Bareli and Amethi) in UP, but is yet to agree to extending her efforts elsewhere in the state.

1 killed as chopper crashes in Mumbai Mumbai, Dec 11 (IANS): A private helicopter on a joyride crashed and erupted into a fireball, killing the pilot and injuring three others, at an isolated spot in Mumbai suburb Goregaon on Sunday. The helicopter, a Robinson R44 belonging to Aman Aviation Pvt Ltd, was on a sight-seeing flight over Mumbai when it suddenly crashed inside the forested Aarey Milk Colony and caught fire around 12.15 p.m., said the BMC Disaster Control. The cause of the crash, which hit an area called Jambli Maidan in Filter Pada near the Royal Palms Club, is not known, and an enquiry has bene launched into the incident. According to witnesses, hundreds of people from nearby tribal hamlets inside the Aarey Milk Colony and some other settlements rushed to help the victims even as fire tenders rushed to the spot. People and police personnel extricated the victims from the burning chopper and rushed them to the Seven Hills Hospital in Andheri East. The 53year old pilot Prafulkumar Mishra who suffered extensive injuries and severe burns was declared dead, and the co-pilot and two passengers including a woman are reported to be in critical condition, Deputy Commissioner of Police Kirankumar Chavan told media persons.

New Delhi, Dec 11 (PTI): India’s manufacturing sector may show growth improvement in the October-December quarter with a slightly better outlook for production, driven by better export prospects, according to a report. The proportion of respondents positive about growth rose to 63 per cent from 55 per cent in JulySeptember, revealed Ficci’s latest quarterly survey on manufacturing. Those expecting a negative figure seem to be reducing at just 11 per cent. However, manufacturing growth in India got dampened in November as the demonetisation move weighed on new workflows, buying activity and production while subdued inflationary pressure may prompt Reserve Bank of India (RBI) to loosen policy, a monthly survey released earlier showed.
The Nikkei Markit India Manufacturing Purchasing Managers’ Index (PMI) -- a gauge of manufacturing performance -- fell to 52.3, down from October’s 22month high of 54.4. A reading above 50 points to expansion while one below signals contraction. According to the Ficci survey, outlook on domestic demand remains uncertain as of now. “The slight improvement in the outlook for manufacturing production in the third quarter of the current financial year was attributable primarily to better outlook for exports compared to previous quarters,” the survey pointed out. The proportion of respondents expecting higher exports in the third quarter of 2016-17 went up to 46 per cent as against 41 per cent in the previous quarter.

Besides, over 43 per cent reported higher capacity utilisation in the last quarter. “Despite better capacity utilisation, the future investment outlook is not very optimistic. As for the third quarter of 2016-17, 77 per cent respondents reported that they don’t have any plans for capacity additions for the next six months, as against 73 per cent in the previous quarter,” the survey noted. “Increased competition from imports, lack of demand from industrial sectors and original equipment manufacturers (OEMs) and shortage of credit are some of the major constraints which are affecting the expansion plans of the respondents.” There is also a realisation that current demand is primarily from the government and a decline there will affect manufacturing growth.

Since Railways has decided to increase the average speed of trains, it is important that rail track and rail bridges are also strengthened along with signalling upgrade. Apart from increasing speed of passenger service, Railways has also decided to run freight trains with 25 tonne axle load for which strengthening of track and rail bridge is essential.

New Delhi, Dec 11 (PTI): To tap opportunities arising out of limited cash supply, SBI Cards will soon launch a credit card with a cap of Rs 25,000 for those at the lower strata of the society, who have the capacity to pay but don’t have cards, a top company official said. “For the lower strata of society who do not have credit worthiness to get card, what we understand today is that each bank account has some money. So, we can give them secured card, even if they don’t have any credit history. Our plan was to grow by 900,000 to 100,000 cards in one year but with this change, it will be extra by at least 20-25 per cent new set of customers,” he said. He also said that the company has simplified card acquisition process and is planning to reduce the income cut-off criteria for giving credit cards to potential customers.

According to the proposal, a safety cess will be levied to generate funds for strengthening track and upgrading signalling system and elimination of unmanned level crossings among other safetyrelated works to prevent mishaps. Mumbai, Dec 11 (PTI): Khadi and Village Industries Commission plans to adopt e-commerce in a “big way” to reach its sales target of Rs 5,000 crore by 2018, a top official said. “We are in talks with e-commerce players and are targetting online sales in a big way to reach our sales target of Rs 5,000 crore,” KVIC’s Chief Executive Officer Usha Suresh told PTI here. “We are in the process of tying up with Paytm, and are also looking at tieups with other e-commerce majors to promote online sales,” she added. KVIC, par t of the MSME Ministry, is eyeing at least 10 per cent of its sales coming from online channels in the next few years, she added. NEW DELHI, Dec 11 (PTI): Despite a huge surge in total deposits in Jan Dhan accounts following demonetisation, about onefifth of these still continue to have no balance. Net addition in the 25.8 crore Jan Dhan accounts was just Rs. 288 crore during the week ended December 7, taking total deposits to about Rs. 74,610 crore. The percentage of zero balance account however remained flat at about 22.9 per cent despite the addition of Rs. 29,000 crore in total deposits in about 30 days after demonetisation of high value notes took effect on November 9. After the initial surge, total deposits in Jan Dhan accounts have seen a decline week after week. As much as Rs. 1,487 crore was parked in these accounts during 7 days ended November 30, as against Rs. 8,283 crore in the previous week. The accretion was Rs. 18,615.54 crore a week after demonetisation which moderated to less than half to Rs. 8,582.57 crore during

New Delhi, Dec 11 (PTI): The government is likely to amend the Reserve Bank of India Act to extinguish the validity of Rs 500 and Rs 1000 printed before November 9 and a reference to this effect would be made in the upcoming Budget. As part of the demonetisation process, there would be a law to make Rs 500/1000 notes invalid and it can be made effective from March 31, sources said. “In 1978, when the currency was banned, the law to annul the validity came ahead. This time the government acted under 26 (2),” sources said. As per RBI Act Section 26 (2), the central government, on the recommendation of the Central Board of RBI, may by notification in the Gazette of India, declare that, with effect from such date as may be specified in the notification, any series of

Some reports put the number much higher. The roof of the church caved in on worshippers who had gathered for the ordination of a bishop. Those inside the Reigners Bible Church included Akwa Ibom state governor Udom Emmanuel, who survived the disaster. The church was still under construction and workers had rushed to complete it for the ordination, witnesses said. BEIRUT, DEC 11 (Agencies): Islamic State militants seized the ancient Syrian town of Palmyra on Sunday from government troops despite a wave of Russian airstrikes, according to a monitor group. Backed by Russian air power, the Syrian government had recaptured Palmyra, home to towering 2,000-year-old ruins, to great fanfare in March. But the militants have been steadily advancing in recent days while the government has waged a major offensive against rebels in the northern city of Aleppo. The Britain-based Syrian Observatory for Human Rights and the Palmyra Coordination group
said IS militants fought their way into the town in a multi-pronged assault, forcing government forces to retreat to the south. Russia had earlier claimed to have repelled an IS attack on Palmyra, saying it had launched 64 airstrikes overnight that killed 300 militants. But hours later, the activists said IS had seized a castle just outside the town that overlooks its famed Roman-era ruins. Palmyra was a major tourist attraction before the civil war broke out in 2011. IS seized the town last year and held it for 10 months. During that time it dynamited a number of temples and destroyed other artifacts.

Six members of a family were killed when their car fell into a canal in central Multan district, Xinhua news agency reported. In neighbouring Vehari district, two persons died when a truck hit their bike due to low visibility. In Sargodha district, two brothers were killed when their bike was ran over by a car -- also due to poor visibility. Four persons were killed and several others injured in a van-bus collision in Narowal district.

Istanbul, DEC 11 (Agencies): The Turkish government says Kurdish militants appear to be responsible for twin bomb attacks on police outside a stadium in Istanbul on Saturday. Deputy PM Numan Kurtulmus said initial findings pointed towards the Kurdistan Workers’ Party (PKK), which has targeted security forces in the past. At least 38 people died near Istanbul’s Vodafone Arena when attackers struck after a top-division football match. A car bomb hit a police vehicle and a suicide bomber blew himself up nearby. Numan told CNN Turk news channel that about 300-400kg (660880lb) of explosives had been used in Saturday evening’s attack. “Arrows point” to the Kurdistan Worker’s Party (PKK), he added. No group has said it carried out the bombings. Attacks in Turkey this year have been carried out both by the PKK and socalled Islamic State (IS). Bach hints at Skid Row reunion

ebastian Bach says there are currently talks over a Skid Row classic lineup reunion. The former frontman reported earlier this year that he wanted to “bury the 20-year hatchet” with his former colleagues, though the band have repeatedly shouted down the idea – even declining $500,000 for two reunion shows. Now Bach says his current manager Rick Sales is discussing the idea with Skid Row’s earlier manager Doc McGhee. He tells Eddie Trunk (via Blabbermouth): “All I can say is that Rick is talking to Doc. That’s all I can say.

ob Dylan said it was “truly beyond words” to receive the Nobel Prize for Literature. In a speech read on his behalf at the ceremony in Sweden, he said he thought his odds of winning were as likely as him “standing on the moon”. The songwriter told those at the event in Sweden he was there “in spirit” and thanked the Academy for seeing his songs as works of literature. Patti Smith performed his song A Hard Rain’s A-Gonna Fall at the ceremony. But the singer, who is a friend of Dylan’s, had to apologise during her rendition after nerves got the better of her and she forgot the lyrics. “Sorry, can we stop that section,” she said as the audience began to applaud her. “I apologise, I’m so nervous.” In the speech, read out by the US ambassador in Sweden, Azita Raji, Dylan said he had joined the “rare company” of Nobelwinning writers.
He said from an early age he had read and absorbed the works of past winners and giants of literature such as Kipling, Shaw, Thomas Mann, Pearl Buck, and Ernest Hemingway. Steve Vai on offers to form supergroups
I
n a brand new interview with The Salt Lake Tribune, legendary guitarist Steve Vai was asked what it was that convinced him to join David Lee Roth and Whitesnake when his solo material is so different from the music that those artists churn out. He responded: “I was a teenager in the ‘70s, so I was really into the rock music of the ‘70s — Led Zeppelin, Deep Purple, Queen, Kiss, Alice Cooper. That music just lit me up. And I also was composing at the time. I was listening to fusion, and [Al Di] Meola and [John] McLaughlin, Carlos [Santana] and jazz — I was listening to a lot of different kinds of music. But the energy of rock music has always been at the centre of what I do.” He continued: “When the opportunity came up to join, like, Dave Roth’s band, it was the perfect gig for me, because I had enough authenticity in my guitar playing — rock authenticity — that it worked. But it was quirky enough that it was
still me. And Roth is kind of quirky in a sense — I say that not in a negative way, but he does funny little things sometimes. So we were a perfect match. I thought it was a great gig. And then when Whitesnake came along — I mean, I liked the music of Whitesnake. That record that they released [‘Whitesnake’] — [with] ‘Still Of The Night’ and all that — that was huge. It sounded great, and David Coverdale’s an incredible singer. “So, maybe a part of me questioned it, you know? ‘Should I go and do my solo music now?’ But I didn’t, because I wanted to be in these rock bands. And I wrote
music with Dave, and I was just expressing a particular side. All through it, I knew that it was fleeting. And as far as what other musicians choose to do, I would be very surprised if anybody I know were offered those gigs and turned them down!” Asked if he has ever considered going back to a situation like that, a la Joe Satriani joining Chickenfoot a few years ago, Vai said: “No. I’ve done it. And I get offers all the time to form supergroups… And I’m not opposed to doing something if I think all the moving parts are in place. he Rolling Stones have topped the UK chart with their latest album Blue & Lonesome - their first original studio album to reach number one for 22 years. It notched up 106,000 combined sales across all platforms - the second highest opening week sales so far this year behind David Bowie’s Blackstar. Blue & Lonesome is the 12th album by The Rolling Stones to reach number one. The Official Charts Company said 95,000 of the album’s sales were physical - the rest were downloads and streams. It was also the only new entry in this week’s top 40. The last Rolling Stones album to reach number one was a 2010 reissue of Exile On Main St, but 1994’s Voodoo Lounge was the band’s last album of original studio material to top the chart. LONDON, Dec 11 (PTI): Five-time world champion Viswanathan Anand got off to a good start with an easy draw against World No. 2 United States’ Fabiano Caruana in the first round of the London Chess Classic. Anand solved his opening problems, showing deep insight in an English opening game. Caruana exerted pressure on the queen side by pushing his pawns forward but the Indian was able to keep white pieces in check with a counter-attack. Once the centre was opened by Caruana, pieces changed hands in quick time and although Anand had two knights against two bishops in the ensuing endgame, the position was always within the boundary of a draw.

Mumbai, Dec 11 (PTI): India put themseleves on the cusp of completing a comprehensive series victory with England caught in a spin web following skipper Virat Kohli’s career-best 235 at the end of the fourth day of the fourth cricket Test. Records tumbled one after another as Kohli’s third double ton in as many Test series was complemented by Jayant Yadav’s maiden hundred with India piling up a mammoth 631 tereby taking a lead of 231 runs. In reply, England were left tottering at 182 for 6 needing another 49 runs to
avoid innings defeat as the hosts are now all but assured to regain the Anthony De Mello Trophy that they had lost back in 2012. Ravichandran Ashwin (2/49), Ravindra Jadeja (2/58) and Jayant Yadav (1/39) shared five of the six wickets. Shami, Saha ruled out of Chennai Test
India’s leading pace bowler Mohammed Shami and regular wicket-keeper Wriddhiman Saha were on Sunday ruled out of the fifth and final Test match against England because of their injuries. Saha suffered a hamstring tendon injury in the second Test at Visakhapatnam of the series against England. He is undergoing rehabilitation programme at the National Cricket Academy (NCA) in Bengaluru, the Board of Control for Cricket in India (BCCI) said in a release. Mohd. Shami wasn’t named in the ongoing fourth match in Mumbai. “Shami has soreness in his right knee and has been advised rest and rehabilitation. He will be going to the National Cricket Academy, Bengaluru, to start his recovery programme,” the BCCI said.

Kerala were at their best. Delhi Dynamos almost silenced the crowd in the first minute itself. A long ball from midfield saw Florent Malouda take aim but a clearance saw the ball fall for Kean Lewis. Before the Delhi Dynamos winger could try his luck, defender Cedric Hengbart deflected the ball away for a corner. Kerala thought they had scored their opening goal when Belfort put the ball into the net in the 45th minute but that celebration proved premature as the assistant referee ruled that Belfort had handled the ball before scoring. The home team drew
first blood in the 65th minute when Belfort received a ball in his own half. The Haitian international ran quite a distance with the ball, sidestepped defender Ruben Gonzalez Rocha and took a chance with only the goalkeeper to beat. The shot wasn’t powerful enough but a deflection from the sliding Anas Edathodika was enough to catch goalkeeper Antonio Doblas on the wrong foot and the ball sailed into the net. D e l h i ’s r e s p o n s e was strong with Malouda testing the rival goalkeeper and 10 minutes later, Kerala sur vived their biggest scare. A corner kick from Malouda saw Kerala head it out but the ball came back for Marcos Tebar who lobbed it inside the goalmouth where Marcelinho headed it dangerously towards goal but Hengbart came to Kerala’s rescue again by heading it off the line. The second leg between the two teams will be played at Jawaharlal Nehru Stadium, Delhi, on Wednesday.

M o s c ow, D e c 1 1 (IANS): The International Federation of Football Associations (FIFA) will ask for the information from the World Anti-Doping Agencys ( WA DA ) I n d e p e n d e n t Commission about the alleged widespread doping abuse in Russian sports, the global football body has said. WADA Independent Commission Chairman Richard McLaren stated on Friday that an unprecedented system to cover up doping abuse cases of athletes has been in effect in Russia over the recent years, reports Tass. According to the report, over 1,000 Russian athletes competing in summer, winter and Paralympic sports could have been involved in manipulating the system to conceal positive doping tests. “FIFA will request from WADA all details and evidence concerning the individual cases of doping in Russian football that are referenced in Prof. McClaren’s investigation,” FIFA’s statement said on
Saturday. “Once FIFA receives this information from WADA, it will take the appropriate next steps,” the global football organisation added ahead of the upcoming Confederations Cup. The 2017 Confederations Cup will be held next year between June 17 and July 1 at four stadiums in Russia. They are Otkritie Arena in Moscow, St. Petersburg Arena, Fisht in Sochi, and Kazan Arena in Kazan city. Russia is currently in full-swing preparations for hosting the Confederations Cup and the 2018 World Cup. The country selected 11 host cities to be the venues for the matches of the World Cup and they are Moscow, St. Petersburg, Sochi, Kazan, Saransk, Kaliningrad, Volgograd, Rostov-on-Don, Nizhny Novgorod, Yekaterinburg and Samara. The matches of the World Cup will be held between June 14 and July 15 at 12 stadiums located in the 11 cities across Russia. Two of the stadiums are located in the Russian capital.
Chennai, Minerva get direct entry into I-League Kolkata, Dec 11 (IANS): Chennai City FC and Chandigarh-based Minerva Academy FC were on Sunday handed direct entries into the I-League, sources at the All India Football Federation’s (AIFF) bid evaluation committee meeting said. Minerva Academy had finished behind Dempo in the I-League second division in 2016. They have since then renamed themselves as Minerva Punjab FC. Chennai City FC, on the other hand, play in the local league in Chennai. AIFF has also incorporated Goa’s Churchill Brothers to play in the I-League, making it a 10-team contest. The 2016-17 edition
of the tournament is scheduled to start in January next year. Chennai City FC, it was learnt, had submitted a bid for direct entry in the league but failed to meet the financial criteria which needed a performance bank guarantee of Rs 100 crore. But they were given the nod after AIFF watered down the bank guarantee to a mere Rs 1 crore. Popular Goan club trio of Salgaocar, Sporting Clube de Goa and Dempo SC recently pulled out of the I-League citing AIFF’s lack of vision. The withdrawls left AIFF with barely seven teams in the I-League top division, which included the relegated Aizawl FC
and Churchill, who are being recalled after a twoyear hiatus. Churchill were denied permission to play in the top division for failing to follow strict Asian Football Confederation (AFC) guidelines. They were part of the I-League till 2014 but were dumped for failing to fulfil the mandatory club licensing criteria. Since then, Churchill filed four petitions in the Delhi High Court and earned a relief last week when the court asked AIFF to consider their application. Goa’s FC Bardez and Neroca FC from the North East region of the country also submitted their bids but failed to make the cut.
India conquer England in Junior Hockey WC L u c kn ow, D e c 1 1 (IANS): India got the better of England 5-3 in Pool D to virtually assure themselves a quarter-final spot in the men’s Junior Hockey World Cup here on Saturday. Jack Clee’s field goal in the 10th minute gave England the 1-0 lead, leaving the Indian camp worried. But the hosts slowly clawed their way back and found the goals through Parvinder Singh (24th minute), Armaan Qureshi (35th), Harmanpreet Singh (37th), Simranjeet Singh (45th) and Varun Kumar (59th). Trailing 1-5, Will Calnan (63rd) and Edward Horler (67th) reduced the goal difference to two for England. This win took India’s tally to six points from two matches. Earlier they had thrashed minnows Canada 4-0. Harendra Singh-coached India will now look to complete the pool phase with an all-win record when they face South Africa on Monday. England and South Africa occupy the second and third positions respectively with three points each. Canada, who earlier in the day lost to South Africa 1-3, are fourth in the pool with no points.
