An ACAUT member told Nagaland Post that police were not to be blamed since they were acting on the directives of the higher ups. However, he termed the action as shocking and condemnable, and violation of the freedom of expression and the freedom to assemble peacefully. Meanwhile, ACAUT informed that the signature campaign would continue at Clock Tower, and appealed to all to extend support by appending their signatures on the banners. Bandh imposers warned

Dimapur police has warned of actions against any person/groups attempting to take law into their own hands and to forcibly impose bandh. In a press note, PRO Dimapur police has asked all business establishments in Dimapur to keep their shops/stores open in view of the festive season and the welfare of those who have come from other places. Police has assured adequate security arrangements to ensure peaceful atmosphere. Police on unconditional release: Responding to the demands by several organizations for the unconditional release of ACAUT members, Addl DCP & PRO Dimapur police informed that the three arrested persons were forwarded to the Court and remanded under judicial custody. PRO said due process of law has already been initiated and the matter was a subject of the Court. In this regard, PRO said the accused persons had their legal right to apply for bail but made it clear that there was no provisions of unconditional release as per legal procedures.

`450 cr power scam: Cong demands sacking of Rijiju NEW DELHI, DEC 13 (AGENCIES): Union Minister of state for Home, Kiren Rijiju was in the eye of a political storm Tuesday over an alleged Rs 450 crore scam in a power project in Arunachal Pradesh after he wrote a letter to the Power Ministry to clear the bills of contractors, provoking opposition demand for his ouster but he denied any wrongdoing. The controversy erupted over news reports that the Chief Vigilance Officer of North Eastern Electric Power Corporation (NEEPCO) Satish Verma, an IPS officer of Gujarat cadre who probed the Ishrat Jahan encounter case as part of the Special Investigation Team, had sent a report to the CBI, CVC and the Power Ministry highlighting alleged corruption in construction of two dams as part of the 600 mw Kameng Hydel project. In his report, Verma was said to have named Kiren Rijiju and Goboi Rijiju, who he claimed was the minister’s cousin, while alleging an “elaborate conspiracy” involving contractors, NEEPCO officials and

Zeliang’s statement-- “Naga Hoho for Nagaland”, saying such statement was “very much uncalled for”, and at the same time made it clear that there was “No Naga Hoho of Nagaland or Naga Hoho of Manipur”. In a press note, issued through its secretary administration Chitho Nyusou, the Naga Hoho said it also took serious note on CM questioning the locus standi of the hoho over the decision to serve the 15-day ultimatum on December 10, 2016 without taking into consideration its other constituent tribes from the United Naga Council (UNC) of Manipur. With the exclusion of three tribes of Nagaland-Lotha Hoho, Ao Senden and Sumi Hoho, Zeliang had stated that the Naga Hoho

To this, Zeliang opined that the decision was of the “Naga Hoho of Nagaland” and not of Naga Hoho. The hoho said they looked up to the leaders “to promote the unity amongst the Naga family and not further divide our Naga family by labelling Naga Hoho of

any state”. While making it known that the tribal units from Nagaland were never invited by Manipur government for consultation on any issues, the hoho however said: “if the chief minister of Nagaland wishes to do so on various state affairs with tribe hoho units from Manipur, there is no provision with the Naga Hoho to protest or term it as illegal.” NH also made its stand clear that the hoho was not a partner to any political parties, whether in Nagaland, Manipur, Assam, Arunachal or Myanmar. “The principle and ideals of the Naga Hoho stands crystal clear for ‘One Naga people’, which is the actual locus standi,” it added. Meanwhile, NH reiterated that the Naga Hoho and Eastern Nagaland People’s Organization (ENPO) stood by the joint representation served on the state govern-

ment on March 16, 2012. NH also gave out the “survey report” of the hoho on the Nagaland Municipal Act, 2001 vis-à-vis 33% Women Reservation. NH said the “goodwill visit” to all the district headquarters by the executive council of the Naga Hoho began from the June 19, 2011. The team interacted with the Rengma Hoho at Tseminyu on June 10, 2011 and on the same day met with the Ao Senden. Mis-alliances of BJP in the North Eastern states Paojel Chaoba IMPHAL, DEC 13 (AGENCIES): With multiple issues surfacing in the run up to the forthcoming Manipur Assembly elections in 2017, it is interesting to note the various stands of the NPF and the BJP in Manipur. The Imphal Free Press report states that an NDA alliance partner and co-founder of the Northeast Democratic Alliance (NEDA), the BJP and the NPF has had an uneasy relation since May 2016 when Himanta Biswas Sarma, finance minister of Assam and also NEDA convenor declared that BJP and NPF did not have an alliance in Manipur and it was limited to Nagaland only. This statement by Sarma had irked the NPF leaders so much that they had a meeting with visiting BJP leaders to Nagaland led by the then Union Minister for Law and Justice, DV Sadananda Gowda in Kohima in the month of

June, 2016. It is learnt that the talks were inconclusive and to make matters worse the ADC elections in Manipur revealed the fragile nature of relations between NPF and BJP. There was no seat sharing between NPF and BJP though there were talks about being pre-poll partners. This is in line with the nature of alliance between NPF and BJP in Nagaland. However, the upcoming assembly elections in Manipur are going to test the nature of alliance for the NDA and NEDA partners. Going by recent events, BJP’s roadmap in the Northeast seems to have lost its GPS tracker. While its alliance in Nagaland seems to be nosediving, the party’s prospects in Manipur’s upcoming state assembly polls may face a blow. BJP’s major plank of success, since last year’s failure in Bihar, was in Assam. But is that as far east the party will be able to reach? The alliance politics in Nagaland and Ma-

nipur may have a key. Ram Madhav, BJP national general secretary, who is in charge of J & K and the northeast, is seen as very close to TR. Zeliang, chief minister of Nagaland. Early in 2015, in the tussle between Neiphiu Rio, Lok Sabha MP, and the present chief minister, it is common knowledge to the NPF legislators who went against Zeliang that Ram Madhav was key to the survival of Zeliang’s government. That Zeliang alone rules the NPF became clear during last year’s crisis point when differences between Zeliang and Rio spilled out onto the assembly floor. Rio’s wobbly position in the NPF has been confirmed when he was suspended for “anti-party activities” in May this year. According to Khumukcham Joykishan, MLA of Thangmeiband constituency and BJP Legislator of Manipur, the closeness between Zeliang and Madhav will have no influence or impact on the

nature of the relationship between the NPF and the BJP in Manipur. There is a clear stand on the part of Manipur BJP that there will be no pre-poll alliance between the NPF and the BJP. In Nagaland, the BJP has four legislators, from amongst whom, Mmhonlumo Kikon was a parliamentary secretary in the TR Zeliang-led government. In late October, Zeliang unceremoniously booted him out of office. No reasons were given and the BJP’s central leadership, it is learned, was not consulted. A terse statement followed from Zeliang’s office that the chief minister did not need to give a reason. Soon after that, BJP’s national general secretary, Ram Madhav, booted out three of its state-level organizational leaders-two vice presidents namely James Vizo and Yanghose Sangtam and one general secretary, Mghato Achumi.

Banks asked to retain CCTV footage from Nov 8-Dec 30 MUMBAI, DEC 13 (IANS): The Reserve Bank of India on Tuesday asked banks to retain their CCTV recordings of branch operations and currency chests between November 8 and December 30, to deal with any unlawful activities. “The banks are advised to preserve CCTV recordings of operations at bank branches and currency chests for the period from November 8 to December 30, 2016, until further instructions,” the RBI said in a statement here. It said this was necessary “to facilitate coordinated and effective action by the enforcement agencies in dealing with matters relating to illegal accumulation of new currency notes”. Meanwhile, Centre has kept December 30, as the last date to deposit the demonetised Rs 500 and Rs 1,000 notes.

NSVDBA demands release of MGNREGA fund; warns of protest

DIMAPUR, DEC 13 (NPN): Nagaland State Village Development Board Association (NSVDBA) on Tuesday warned of resorting to any means of agitation including indefinite closure of all concerned banks in the state if the wages of MGNREGA workers held up in State Bank of India across the state were not released by December 20, 2016. In a representation addressed to the State Bank of India (SBI), Regional Business Office (RBO) Dimapur, assistant general manager (AGM), the NSVDBA vice president Dr. Imtinungba and general secretary Manthungo Kikon, on behalf of the affected MGNREGA job card holders, stated that the state government have already released the MGNREGA fund for payment to the workers. It said the Rural Development department has since credited the fund in the respective VDB for payment to the workers. However, the NSVDBA said the SBI branches have withheld the fund citing demonetization and have refused to release the same. The association said all the village (Cont’d on p-7)

NSVDBA said it cannot remain a mute spectator to the plight of lakhs of poor villagers who have been deprived of their hard earned wages for their livelihood. In this regard, the association appealed to the AGM to intervene into the matter and release the money without any further delay. Meanwhile, the association said AGM, Thangboi Lunkim has assured to extend all possible help for early release of the money. Raid on liquor, drugs, narcotics conducted Correspondent

LONGLENG, DEC 13 (NPN): A special task force specially constituted for “Clean Longleng Drive” against liquor/drugs/narcotics and unlawful activities combined with IR personnel conducted a raid on December 12. During the raid, police seized 4.865 kgs of black tar opium, one pistol, 95 ammunitions of

different calibres, cash and others from the possession of one person named Bayim Phom, aged 28 years, son of Chavang Phom of Yongshei village and resident of Agri Ward Longleng town. also stated that since the last couple of months as part of “Clean Longleng Drive” the district police had seized huge quantities of liquor including local made and arrested many persons. Monthly district health review meeting

DIMAPUR: Dimapur district monthly district health review meeting for the month of December was held on December 12 at CMO’s conference hall, Dimapur. Before the meeting began, a minute silence was observed by the members in memory and respect of late Dr. Robin Yanthan who passed away on December 12. The meeting was chaired by deputy CMO, Dr. Antoly and she informed the members on the RSBY scheme and its benefits and further requested all medical officers in charge to reassess the villages under their respective jurisdiction. She also asked them to assist the RSBY team to cover all beneficiaries during the second phase starting from January 2017, for those who were

left out in the initial phase. DPO (RCH/ UIP), Dr. Lanuakum informed the members on the new reporting format of PMSMA and the new ANM register for PMSMA. He requested all PHCs, CHCs and district hospital to submit the report on time for timely online data upload. Chief Medical Officer, Dr. Vikato Kinimi also informed the medical officers to sign the Performa ‘A’ and submit on or before December 14. He further requested all the staff to be regular in their place of posting and also to be vigilant against any outbreak of diseases during this festive season. IMPHAL, Dec 13: National Students Union of India (NSUI) campaign against Centre’s new draft National Education Policy 2016 reached Imphal. Addressing a news conference at Hotel Imphal here, NSUI president Amrita Dhawan said they were conducting consultation programmes across the country regarding the new draft policy and it will be held in Manipur tomorrow (Wednesday). The Congress affiliated student body will launch various forms of protests against the new draft National Education Policy 2016, according to the president. She alleged that the policy was aimed at privatization which is against students from poor background. Stakeholders were not consulted and it is a copy and paste document from the RSS, she added. While terming the new policy as “anti-student policies,” Dhawan maintained

that the new policy would not allow student organizations to base in the campus of educational institutions. “The draft policy document is fascist as the recommendations submitted by the TSR Subramanian Committee are against the student welfare and the target number of consultations across the country was not done,” the NSUI president said. This kind of policies which discourages the students will not be a good for the country, she added. The Centre’s draft new Education Policy 2016 was made public in June this year on www.mygov.in website. NEW DELHI, DEC 13 (IANS): The Union Ministry of Rural Development may ask for additional funds for the rural employment guarantee scheme MGNREGA if there is a hike in the demands for works, an official said on Tuesday. “The government sanctioned around Rs 38,500 crore for the current financial year. In the first budgetary supplement, an additional Rs 5,000 crore was released in the month of November and Rs 4,000 is likely to be allocated as the second supplement for the scheme,” an official told IANS on the condition of anonymity. This is the highest-ever allocation under the Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGA). State governments contribute around 25 per cent for the material expenses

He added: “In the last 10 days, we have released around Rs 3,000 crore and with this we are left with around Rs 7,0006,000 crore for the rest of the financial year.” The ministry on Tuesday released funds to the states of Maharashtra, Karnataka and Mizoram for the works to be executed by the month of January, the official added. In this financial year, the scheme carries wage liability to the tune of Rs 410 crore from the last financial year.

Rajnath reviews relief operation in TN, AP

Union Home Minister Rajnath Singh on Tuesday reviewed the relief operations in Tamil Nadu and Andhra Pradesh where cyclone Vardah made landfall, and ordered the Inter-Ministerial Central team be kept ready to be sent to Tamil Nadu immediately on the state government’s request. Taking stock of the situation in a high level meeting, he “expressed his satisfaction on the preparedness of the Central and State agencies in handling the devastating cyclone which has resulted in minimising casualties”, an official statement said. NDRF Director General of R.K. Pachnanda informed the Home Minister about the deployemnt of his force in the disaster hit states and the relief work done by them. Eight NDRF teams consisting of 268 rescuers along with 29 boats had been deployed in Tamil Nadu, while three more teams consisting of 108 rescuers along with 15 boats have been sent to Chennai while six teams consisting of 205 rescuers along with 20 boats have been deployed in Andhra Pradesh. According to the NDRF DG, the force are removing road blocks.

NEW DELHI, DEC 13 (PTI): The Election Commission has asked the government to amend laws to bar people from contesting from two seats or, at least as a deterrent, a candidate who vacates a seat necessitating a bypoll should be asked to deposit an “appropriate” amount in state coffers. The Representation of the People Act, 1951 allows a person to contest a general election or by-elections or biennial elections from a maximum of two constituencies but the candidate can retain only one. Before a 1996 amendment in the electoral laws, there was no bar on the number of seats a person could contest. In a compendium of electoral reforms proposed by the poll panel to the Law Ministry, released earlier this month, the Commission said it has proposed amendment to section 33(7) of the Act. In its 2004 proposal, the EC had said that if the law cannot be changed to bar people from contesting on more than one seat, then the winning candidate should bear the cost of the by-election to the seat he or she vacates. The amount then proposed was Rs 5 lakh for state assembly and state legislative council elections and Rs 10 lakh for Lok Sabha polls.

FCRA licence of Teesta’s NGO renewed NEW DELHI, DEC 13 (PTI): The FCRA licence of an NGO run by activist Teesta Setalvad has been renewed by the government notwithstanding restrictions imposed on it in receiving foreign donations. The registration of Citizen for Justice and Peace (CJP), run by Setalvad and her husband Javed Anand, under the Foreign Contribution Regulation Act, has been renewed, a Home Ministry official said. The renewal of FCRA registration of the CJP done despite it being under the prior permission category. Those NGOs, which are under prior permission category, have to take permission from the government before receiving foreign donations. CJP was under the scanner of Home Ministry for alleged misuse of grants to survivors of 2002 Gujarat riots following which it was put under the prior permission category by Home Ministry in July last year. Topsy turvy

ollowing the raid on two storage godowns in Lhomithi Colony on December 9,2016 by members of Against Corruption and Unabated Taxation(ACAUT) Nagaland, the incident has snowballed into another controversy involving the NPF-led DAN government under chief minister T.R.Zeliang. What ACAUT members with other volunteers had sought to find was evidence of diversion of PDS items in particular rice. The evidence of alleged diversion made by ACAUT was the discovery of white coloured synthetic bags into which rice were repacked from the FCI gunny bags and supposed to be destined to various retain outlets in the open market and not the ration shops. The two godowns were taken on rent by two prominent and influential non-Naga contractors who have been using local firms to conducting the benami transactions. The intention of ACUAT was to intervene and expose a racket in the larger interests of the people. Of course, in legal terms, ACAUT had “trespassed” into a private property to commit alleged offence even if that offence was meant to expose criminal activities. Of course, all these allegations will have to be proved in court. To add more fuel to the fire, a counter-FIR was filed against ACAUT, seen as a tactical move to defend those involved in the alleged racket. Thus, two FIRs were filed-one by ACAUT against two prominent non-Naga rice contractors involved in benami transaction and the other, a counter-affidavit filed by the opposite party against ACAUT. The response to the FIRs was that, while the accused persons were still on the loose because the law couldn’t find them; the accusers or complainants were immediately arrested, booked and thrown behind bars. The Food and Civil Supplies department(F&CS) has long been the happy hunting ground of corrupt middlemen indulging in nearly a hundred crore rupees transaction each year out of diversion of rice, wheat, sugar and other PDS items. The department cannot feign innocence about the loot and plunder that has been going on for several decades. Several chief ministers since the past one and half decade, have handled the F&CS department for obvious reasons. The money bags who have been lording over the department for several decades are skilled in dealing with various political masters and meeting their monetary demands. This newspaper has been highlighting the alleged diversion of PDS items since 2011 through a series of reports and ACAUT has picked it up sometime during 2015 but in a more effective way. As per the interpretation of the law in Dimapur, the accusers/ complainants have become the accused and on the other hand, the accused have become victims(of the raiders). The fact is that, the action of ACAUT clearly absolves its members from any suit, prosecution or other legal proceeding, since they had carried out the raids in good faith or intended to be done in pursuance of the Protection under PDS(Control)Order 2001. On the other hand, the reaction of the F&CS department to the raid was untenable. The commissioner and secretary took the stand that the department was not informed about the raid and assured that if any such complaint arose, it will certainly look into the matter. Of course, complaints have never been entertained or taken to the logical conclusion for obvious reasons. And that is the fact about a department that provides money to sustain any ministry.

You cannot truly intercede through prayer if you do not believe in the reality of redemption. Instead, you will simply be turning intercession into useless sympathy for others, which will serve only to increase the contentment they have for remaining out of touch with God. True intercession involves bringing the person, or the circumstance that seems to be crashing in on you, before God, until you are changed by His attitude toward that person or circumstance. Intercession means to “fill up…[with] what is lacking in the afflictions of Christ” (Colossians 1:24), and this is precisely why there are so few intercessors. People describe intercession by saying, “It is putting yourself in someone else’s place.” That is not true! Intercession is putting yourself in God’s place; it is having His mind and His perspective. As an intercessor, be careful not to seek too much information from God regarding the situation you are praying about, because you may be overwhelmed. If you know too much, more than God has ordained for you to know, you can’t pray; the circumstances of the people become so overpowering that you are no longer able to get to the underlying truth. Our work is to be in such close contact with God that we may have His mind about everything, but we shirk that responsibility by substituting doing for interceding. And yet intercession is the only thing that has no drawbacks, because it keeps our relationship completely open with God. What we must avoid in intercession is praying for someone to be simply “patched up.” We must pray that person completely through into contact with the very life of God. Think of the number of people God has brought across our path, only to see us drop them! When we pray on the basis of redemption, God creates something He can create in no other way than through intercessory prayer.

Bereft of silver linings

or some time now there have been talks that the Centre plans to privatise oilfields in the North-east. A classic case in point is the Lotha tribe in the Wokha district of Nagaland filing a Public Interest Litigation in Gauhati High Court against exploration and extraction of oil and natural gas in the Changpang and Tssori oil fields. Furthermore, the Lotha Hoho (decision-making body of the Lotha tribe) urged the chief secretary of Nagaland to cancel the permit issued to Metropolitan Oil and Gas Private Limited for oil operations in Wokha district. The matter was raised from the point of view of protection and preservation of indigenous peoples’ rights over their own resources and as a way of standing from against a lot of manipulative designs by vested interests. The Gauhati High Court delivered a leading judgment on all the issues raised by the Lotha Hoho. The PIL challenged the constitutional validity of the Nagaland Petroleum and Natural Gas Regulations, 2012 and the Nagaland Petroleum and Natural Gas Rules, 2012, as well as issuance of the permit dated 28 February 2015 to the MOGPL by the Government of Nagaland. Commenting on the PIL, the high court maintained that entry 53 on the Union list has to be read with Article 371A of the Constitution — it stipulates that no central rule suo moto applies to Nagaland unless the legislative assembly passes the same through a resolution. Therefore, the chairman of Nagaland Petroleum and Natural Gas Board’s power of signing a MoU with MOGPL was being impugned as he had issued a licence in an irregular and illegal manner. The High Court stayed the licence, pending resolution of all the legal and environmental issues. Peoples’ rights in Wokha district were bypassed by private parties in collusion with certain sections of the government, elected representatives and some influential members of the Lotha tribe. The Lotha Hoho is facing stiff opposition from newlyemerging interest groups constituted by local politicians and landowners who want to share the spoils from the oil and gas exploration and extraction — their organisation called the Lotha Lower Range Public Organization and Changpang Land Owners Union have planned to file

counter-affidavits in the high court. They are also pressuring the Hoho chairman to withdraw the PIL. Those opposing arbitrary mining, oil and gas extraction across the Northeast have similar stories to tell. A few years ago in Assam’s Dibru-Saikhowa as well, the Gauhati High Court intervened on behalf of public interest litigants to stop ONGC from conducting geo-magnetic surveys. Akhil Gogoi, founder-secretary of the Krishak Mukti Sangram Samiti in Assam, was arrested in October this year for protesting against the arbitrary eviction of encroachers from Kaziranga National Park and was incarcerated for leading an anti-dam movement in 2006. On the other hand, in Arunachal Pradesh, antidam protestors in Tawang have been subjected to police brutalities. About 150 MoUs have been signed between private power companies and Arunachal Pradesh government for dam building and power generation. All such activities in the name of development of the North-east region without fulfilling the basic pre-requisites of free, informed and prior consent from stakeholders, or alternatively conducting a public hearing as a mere formality, have resulted in major ecological and cultural concerns. Further such prosperity-driven, capitalintensive projects based on the extraction of local resources have created a crisis of identity – considered the main cause of insurgency in the region. The inter-relationship between insurgency, ethnic unrest and mal-development in the North-east is deep and complex. Institutions of governance keep fuelling a kind of mistrust through their opaque and high-handed acts, while insurgency and local ferment make institutions perform at a sub-optimal level. For example, extension of the Armed Forces (Special Powers) Act in Assam, Nagaland, Manipur and parts of Arunachal Pradesh, has a direct bearing on the creation of a still-frame that never acts in due consultation with the public. It rather creates an interested bloc that often assumes consent from the larger community – as has happened in many big projects like mining, dambuilding and exploration. The recent Central government action of auctioning oil wells in Assam as part of the new Hydrocarbon Policy of 2014 has opened up the possibil-

ity of the privatisation of almost 100-odd oilfields in Nagaland and Assam. The argument, as it goes, is that extraction of oil and natural gas will generate huge investment and boost profits for the North-east by bringing in both foreign and national capital. The Constitutional framework that empowers local communities under Articles 371A and 144, and the Sixth Schedule, does not allow a straightforward taking over of natural resources by the state or the Centre without active consent from local bodies, elected governments and the public at large. The oftadopted route is to bypass a democratic process and use force, both physical and psychological, to make communities serve the interests of a few in the name of development. What is further at stake there is the extremely fragile sedimentary underground rock and rain formations that sustain the hydrosphere in various river basins, which is never factored into any grandiose plan of exploration and extraction. The other significant move by the Central government is a gradual cut in public expenditure – it has been done by changing the funding pattern of government schemes in the North-east by withdrawing its special category status and yet promoting only private capital in the area of natural resource extraction. For this purpose, the Centre has emphasised on the development of a few “fitting” skills among the youth in the region so that the demand for employment could be oriented towards the private sector. Then again the large agrarian and forest-based sector, covering 80 per cent of the actual production of goods and services in the region and employing a vulnerable section of the population comprising ethnic and cultural minorities, do not figure in this scheme of things. What is at work in the North-east is an attempt at reducing governance to mere consenting authorities for fuelling a larger extractive economy. Even the establishment of trans-Asian pipelines, railway lines and highways, across sea, river, air and land under the aegis of the Act East policy, is all about mining oil, gas and water that significantly reduces peoples’ hold over their own cultural and natural resources. As a direct consequence, the legal and constitutional framework is being diluted and violated. One example being the Wokha oil MoU is in

violation of Article 166 of the Constitution apart from Article 371A and the Sixth Schedule provisions. The only silver lining is the occasional role of judicial entities such as the National Green Tribunal that raises several environmental concerns in mining-related areas. The present ban on coal extraction in Meghalaya is a good example – though it has come late in the day, it is a definitive way to stall something extremely deleterious. Every time the public concerned has to stand up against vested interests by taking legal recourse as their collective voices are often benumbed by using government institutions. The widespread grabbing of agricultural lands by the Mafioso, massive deforestation by a particular class of business, selling of mines and other such unrelenting exploitation of natural resources has already led to de-tribalisation and deculturisation. Indeed some local collaborators are too entrenched in this as they see themselves as beneficiaries from the massive extractive industries. Leaving aside the permanent damage to intergenerational good, resistance to those opposing manufactured consent is an important concern for nation building in the Northeast. It weans away the very basis of co-existence and fellowship, as an extractive industry creates a huge migrant workforce, flesh trade, drug trafficking, black-marketeering, moneylaundering and then, covers them up in the guise of prosperity of a few. Another method is to create some alluringly deceptive spaces of beauty and bounty that can attract tourists and legitimately facilitate greater investment on extraction of natural resources. Fortunately or unfortunately, the North-east still retains some of its originality, which may be looked upon as a source of de-globalisation, that is, a resisting bloc towards a natural resource based economy indifferent to the sensitive geoecosystems of the region. All said and done, in order to bring the situation under control, North-east India requires appropriate policies of conservation, preservation and an absolute blanket ban on all extractive activities by private parties. hristmas is something that children, young and old eagerly waits for as it is one of the most loved, awaited and auspicious day for the Christians since we celebrate it as the day when Jesus Christ our saviour was born, the one who died for our sins to save us from hell and opened the gate of heaven, who brought to us the message of peace, love, mercy, truthfulness, forgiveness and joy. Above all hope for the hopeless. As the month of December steps in we get busy with our decorations, new clothes, feast and merry making all in the name of Christmas, however in this midst of such celebration are we forgetting what Christmas really means. Ironically Christmas starts with a lie that of Santa Claus and reindeers bringing gifts to the children and

more than Christ it’s the Santa Claus who takes the centre stage and this myth we have been dragging on for decades. The celebration of the birth of Christ becomes the season of gifts and heavy shopping . More than celebrating it with true spirit we end up celebrating it in a materailaistic fulfillment of our needs and worldly enjoyments, just like Israelites celebrated when Moses went to Mount Sinai to receive the Ten Commandments from God. The message of love, forgiveness, mercy, peace, joy, humbleness , truthfulness that Jesus Christ brought to us get lost in our lousy materialistic celebration of Christmas. such values are relevant only in church sermons and speeches. In practice it’s fast losing its place in our society which is reflected in the lawless and virtueless

state of our society. So let’s for a change start celebrating Christmas in its true spirit shunning away from the growing materialistic celebration. Let’s make this Christmas a time to change our life for better and strengthen our faith. A time to polish our life to come closer to God. As in each Christmas we try to better our previous decorations. Similarly let’s try to improve our ways of life better from previous year so that at the end of our last Christmas celebration, our life will be decorated in such a way that it will be worthy to be kept in heaven. Reply to the repeated threats to Nagas by neighboring states

A

ll down the centuries of our existence as a people and nation, Nagas have never bowed down to any foreign invasion of our lands by any neighboring kingdoms or external invaders. Long before the white man (British) or the black man (India), ever set their feet on our lands, we had fought all our yellow (Mongolian) neighbors for centuries. In this history of resistance and defense of our ancestral lands, we had fought the Manipur, Tripura Burma and Ahom kingdoms from the 3rd century to the end of the 19th century (For brief details, see “The Naga Saga” pp.3&4). In all these centuries, we Nagas have never surrendered one single village to any of our neighbor kingdoms. Then with the dawn of the British Colonizers, under the shadow of their protection, our immediate neighbors began to annex our lands under this pretext and that pretext. While we were fighting the white man from 1832 to 1947, (altogeter 115 years), our own neighbors began to assimilate our lands into their own lands through all acts of treachery and unjust means. In this context, don’t ever think that we Khonoma people have forgotten how our warriors were driven away from our own village with heavy casualties when over 2000 Manipuri mercenaries under the command of Colonel James Johnstone attacked our village in 1880. This was after the battle of Kohima where our warriors had encircled the whole British garrison in Kohima and nearly wiped out all British presence from Naga lands. We also know which Manipur Rajas were given arms by the British to harass and even tax some of our Naga brothers in the then British administered Manipur. We also know how our Assamese neighbors dissected 22 of our reserved forests and 40 of our tea estates into Assam with the assistance of the British under the guise of administrative convenience. As for the Kacharis, we know who they are and where they came from and settled in our lands when their own brother drove them away from their kingdom. In their hour of desperation and need, our Zeliang forefathers gave them our lands to settle down on the banks of the Dhansiri river. Then again, there

were those Mikiris from Meghalaya who came seeking for lands from our Rengma ancestors when they fled persecution from their own Khasi kings who were treating them as their slaves. Do not let the Mikilris ever forget that they today are living on lands where our ancestor’s bones are buried. We Nagas know our own history and that of our neighbors well because we were all educated in our Morung institutions from time immemorial where our elders had taught us from generation to generation. We also know that in our traditions and customary laws, it is taboo to take back lands that have once been given away to others through acts of compassion and mercy. But if these former beneficiaries from our good will challenge us today and even burn our houses and order us to get out of our own lands, then we have other laws for giving befitting answers and honor bound duties from the same customary laws. On our part we want to live in the friendliest terms with all our neighbors. But never let any of our neighbors ever forget that we have defied and even challenged foreign powers from across the seas and also from shore of oceans adjacent to our lands. Please do not let any of our neighbors ever think that they can occupy our lands under the protection of these foreign powers. We are neither scared of them nor their foreign protectors. Over 900 years of our modern history stands testimony to these facts of our courage in documented historical records. Therefore, to our immediate neighbors who are shouting “Not one inch of our state boundaries will ever be given to Nagaland”, we want them to know this: We know our ancient territories and you also know our own ancient territory. Beyond that, we Nagas will never let go any of our territories that you have acquired through your former protectors to whom you surrendered your own territories. We Nagas will never accept our territories that were dissected into your territory by some white or black former colonizers of your kingdoms. Public apathy fuelling scams and encouraging scammers to thrive

Following the fuel adulteration scam, when the multi crore rupees PDS rice scam was unearthed by ACAUT and CCN, in most probability, it just made news to most of the Nagas. It is amazing that we can be so tolerant to such brazen acts of corruption involving a few of our dishonest Naga brethren and some equally devious non locals. Look at the larger picture. The scam not only deprived the genuine needs and the rightful allocation for the poor but robbed the others by making them pay ten times more than the actual cost of the food grains. Why should a major populace of middle class people have to part with their hard earned money for food grains that was stolen in the first place? Food and food prices are basic issues that cut across all strata of the society and food prices particularly affect the lesser income group of people. Why traditionally recognized social organisations like NSF, the churches, Naga Mothers Association and their ilk are not very vocal in matters like these? Why is the government machinery reluctant to take appropriate legal actions against the accused? By remaining mute spectators, we are encouraging more of such scams and scammers to thrive in Nagaland. If the government does not take any exemplary action on the two accused, we can expect more such people in the near future. And whom shall we blame and then do what? For the moment, scams are taking place in Nagaland just because of our complacent attitude and public apathy. A harsh wakeup call is in order! As rallying points, the onus lies on the various social bodies to don the mantle and battle the cancer that is eating into our society and state before it is too late. Amen Jamir (Rtd. CBI cracks down against illegal currency conversion

NEW DELHI, DEC 13 (PTI): As part of its ongoing countrywide operation, the CBI on Tuesday lodged a case against a Bank of Baroda official in Kolkata for converting old currency in violation of rules, taking the number of such cases to 10 with 16 arrests and Rs 19 crore as currency in question. Cashier of Bank of Baroda, Behala branch, Ranjit Kumar Bhattacharya has been booked by

the CBI for allegedly converting currency worth Rs 50 lakh using fraudulent means in violation of laid down rules post demonetisation of Rs 1,000 and Rs 500 notes on November 8. Under its countrywide operation continuing for a few weeks, the agency has so far registered four such cases in Karnataka, four in Hyderabad, one in Rajasthan and one in Kolkata. CBI sources said so far it was probing currency

conversion of Rs 19 crore, which might increase as the probe progresses and more FIRs are registered by it. The agency sources said it has made 16 arrests across the country which include public servants, middlemen and private persons. In Karnataka, CBI has arrested a JDS leader who is also a casino operator and an RBI official in separate cases of alleged illegal conversion of old currency. Reserve Bank official K Michael, posted in Bengaluru, was arrested by CBI while he was allegedly trying to convert Rs 1.51 crore of old currency notes. CBI sources said Michael, a senior special assistant at RBI, was arrested last week. The agency has also arrested Veerendra in a separate case relating to seizure of Rs 5.70 crore of new currency from the bathroom of the casino owner by the Income Tax department.

Both my elder and younger brothers have expired.” “Small pending bills, pending since 2012, 2013, 2014 before we came to power, the contracts were awarded when we were not in the government, the payments were paid when we were not in the government. Only I was told that some 20-30 per cent of payments were remaining which NEEPCO is not releasing. So I wrote a letter to the Power Minister that just look into the matter, that’s it,” Rijiju said.

Although Zeliang has given step-motherly treatment to BJP MLAs and party workers in Nagaland, Ram Madhav has not issued any statement of reaction to the same thus exposing a steady relationship between the two at the cost of the party in Nagaland. And it is these two who will play an important role in the forthcoming Assembly elections in Manipur on behalf of the NPF and the BJP respectively. Sources within the BJP say that Zeliang is the only Chief Minister in India who can slap BJP in the face and get away with it because of his relation with Ram Madhav. Till date neither the BJP nor the NPF has issued any statement on the creation of seven new districts in Manipur. Ram Madhav has not made any comments on the impact of the creation of seven districts in Manipur or on the Framework Agreement signed between the Government of India and the NSCN (IM) despite the fact that he is in-charge of Northeast and this is an important issue in Manipur. Manila, Dec 13 (IANS): The Asian Development Bank on Tuesday lowered India’s growth forecast for this year from 7.4 % to 7 % due to a slight slowdown in the economy following the central government’s demonetisation move. The Manila-headquartered ADB’s review said the shortage of cash after the demonetisation of Rs 1,000 and 500 notes was one of the reasons for the decline in India’s economic growth in 2016, Xinhua news agency reported. ADB highlighted weak investments and slow down in the agricultural sector in the country among other reasons for the fall, Efe news cited the report as saying. L o n d o n, D e c 1 3 (Agencies): Syrian progovernment forces have been entering homes in eastern Aleppo and killing those inside, including women and children, the UN says. T h e U N ’s h u m a n rights office said it had reliable evidence that in four areas 82 civilians were shot on sight. “We’re filled with the deepest foreboding for those who remain in this last hellish corner” of eastern Aleppo, said spokesman Rupert Colville. Rebels, who have held east Aleppo for four years, are on the brink of defeat. Thousands of people are reportedly trapped in the last remaining neighbourhoods still in rebel hands, facing intense bombardment as pro-government troops advance. Russia, which has rejected calls for a humanitarian truce, earlier said any atrocities were “actually being committed by terrorist groups”, meaning rebel forces.

Donald Trump picks Exxon CEO as his Secretary of State New York, Dec 13 (Agencies): Presidentelect Donald Trump has confirmed the chief executive of Exxon Mobil, Rex Tillerson, as his choice for US secretary of state. In a statement, Mr Trump praised Mr Tillerson, 64, as among the “most accomplished business leaders and international dealmakers” in the world. Mr Tillerson is said to have a good relationship with Russian President Vladimir Putin, alarming both Democrats and some Republicans. The nomination needs Senate approval. The secretary of state is in effect the most senior US diplomat, responsible for enacting the government’s foreign policy. Under a Trump presidency, his in-tray could include everything from handling rows with China to revisiting the nuclear accord with Iran. “Rex Tillerson’s career is the embodiment of the American dream,” Mr Trump said. “His tenacity, broad experience and deep un-

Adelaide set for day-night Ashes A d e l aid e , D e c 13 (Agencies): The Adelaide Oval will host a day-night Ashes Test during next winter’s series, Cricket Australia has announced. Adelaide played host to the first ever ‘pink ball’ Test, between Australia and New Zealand, in November 2015. England will take on West Indies in the first day-night Test in Britain at Edgbaston next summer before taking on their old rivals under the same format from December 2-6 2017. The opening Test of the Ashes will begin at the Gabba in Brisbane on November 23, before the action moves under lights in Adelaide. Perth will play host to the third Test, although the venue has not yet been confirmed. The Western Australian city’s Perth Stadium will be the venue if it is built in time, if not the WACA will be used. England have a poor record at the WACA, with just one victory and nine defeats in the 13 Ashes Tests held at the ground, the most recent of which was a 150-run loss in 2013.

SC dismisses BCCI review plea against Lodha reforms Moscow ready to host 1 mn New Delhi, Dec 13 (PTI): Supreme Court has dismissed the BCCI’s plea seeking a review of its July 18 verdict directing it to implement the recommendations of Justice R M Lodha panel on massive structural reforms in the cricket body. “We have examined the g rounds urged in support of the prayer for review. We find no error apparent on the face of the record to warrant recall of our order dated July 18, 2016. The review petitions are, accordingly, dismissed,” a bench of Chief Justice T S Thakur and Justice S A Bobde said. The order was pronounced in the chambers on November 10 but was made public on the apex court website recently.

The world took note of Murtaza after a picture of him, wearing a shirt made from a striped blue plastic bag with Messi’s number 10 written on the back, became viral. This powerful imaged touched the hear ts of millions of football lovers across the globe, as soon as it first surfaced on the Internet. The Cricket Association of Bihar, through its secretary Aditya Kumar Verma on whose plea the apex court had decided to pass a slew of directions for massive restr ucturing of BCCI administration, has been opposing the Board. In the review petition, BCCI had demanded an open court hearing and besides the cricketing b o dy, s eve r a l o t h e r s, including veteran cricket administrators Niranjan Shah and Chandu Borde, have sought re-examination of the verdict. In its review plea, the BCCI had also contended that the judgement was “unreasoned” and “seeks to frame legislative measures for a private autonomous society in a field already occupied by legislations, both parliamentary and

state”. BCCI has further said the judgment authored by the CJI and Justice F M I Kalifulla (since retired) has “neither noted the contentions and facts correctly, nor dealt with the same”. On July 18, the court had accepted major recommendations of the Lodha Committee on reforms in BCCI, including a bar on ministers and civil servants and those above 70 from becoming its members, but left it to Parliament to decide whether it should come under RTI or whether betting on the game should be legalised. The apex court had also accepted the recommendations of the Committee headed by retired Chief Justice of India Justice R M Lodha

communications, said on Monday, reports Tass. “On the whole, the authorities of Moscow except up to 20 million tourists in the Russian capital in 2018,” Goryainov added. Russia is currently in full-swing preparations for the global football championship. The London Olympics medallist and five-time world champion recently decided to go back to the light flyweight (48kg division) amid speculation that it is among the two categories that the I n t e r n a t i o n a l B ox i n g Association (AIBA) is pushing for inclusion in the 2020 Tokyo Olympics. The 33-year, a mother of three, is back in the ring with renewed hopes. “I am attending the national camp at IG Stadium. I just want to continue for another three-four years. Besides, State bank of India and Sports Authority of India have also come forward to assist the academy. “SAI is supporting us under its extension scheme through which each trainee boxer gets Rs 600 per month, one kit. We are getting financial assistance through NDSF (National Sports Development Fund). Delhi Dynamos will look to exploit Kerala Blasters’ unimpressive away form to overturn a one goal deficit in the return leg ISL semi-final match here on Wednesday. Delhi lost the first leg semi-final 0-1 away in Kochi but Delhi will still be confident of reaching the final, particularly because of their encouraging home record. They are the only team not to lose at the Jawaharlal Nehru Stadium here and have scored 18 goals in the process during the group stages, the most by any team in ISL this season. “When we play at home, it is an advantage for us. To play in front of our fans is an advantage, and we are fortunate to have the second match at home and it is a good opportunity for us. I hope we are able

to utilise this opportunity,” said Delhi coach Gianluca Zambrotta, as per an ISL release. Delhi Dynamos were disappointing in their away clash, failing to trouble the Kerala defence. Strikers like Marcelinho Pereira and Richard Gadze had little impact on the match. Even Delhi’s marquee player, the in-form Florent Malouda couldn’t impose himself. But they will look to avoid another disappointment like last season when they lost against FC Goa in the semi-finals. Kerala Blasters need only a draw to qualify for their second final in three years. They have added impetus to reach the final as it will be played in their own backyard on December 18.
