DIMAPUR, DEC 14 (NPN): In an unprecedented move, six ‘Naga National Political Groups’ (NNPGs)- -GPRN/NSCN, FGN, NNC (parent body), NPGN/NNC (NA), NSCN (R) and NNC/GDRN (NA) have unanimously decided to join hands in the interest of the Naga people, informed Yesonu Veyie, convenor mediation committee (NTC) in a press note. Veyie said the coming together of the six groups was in response to the appeal made by Nagaland Tribes Council. The group also formed an interim body called the ‘Working Group’

CM assures to look into NFHRCC plea DIMAPUR, DEC 14 (NPN): Nagaland Foothill Road Coordination Committee (NFHRCC) on Wednesday said its was optimistic that the ‘dream project’ would see the light of the day after chief minister T.R. Zeliang assured to provide all necessary assistance to complete remaining the 8kms earth cutting work (5 kms at Niuland and 3 kms Naginimora) by end of December 2016. Informing this in a press note, NFHRCC convenor Supu Jamir and secretary W.Y. Kithan said in view of the assurance given by the chief minister, the committee has kept in abeyance the “proposed measure”. NFHRCC however said the committee would resort to its “proposed measure”, if the government failed to fulfil the assurance. While asking the contractors to start work by January 2017, the committee also directed the contractors to sign an agreement with the Foot Hill Road committee, to maintain quality workmanship in order to avoid any misunderstanding in the future.

He said the six groups also unanimously adopted a five-point resolution at a meeting held on December 13 at AIDA Hall Dimapur. The following resolutions were adopted: 1. Resolved to acknowledge God Jehovah

as the Lord of all Nations including the Nagas in particular and whatever we do hereafter will be with this faith in Him alone. 2. On our own volition, we have agreed to come together in the interest of the Naga people as a whole and form an interim platform by the name ‘Working Group’. Under this interim umbrella, the likeminded NNPGs shall chalk out the roadmap towards fulfillment of Naga political aspiration. 3. That, we have resolved not to betray each other in the manner of instability and untrustworthiness but have pledged to stand united under the interim platform as long as required by the given responsibilities. 4. That, we resolved not to consider each group remaining in respective organizations to be the hindrance to our coordination for furtherance of the common interest. 5. That, we also resolved to remain open hearted and do welcome the rest of other NNPGs to come around and be part of the Working Group.

NPF defends govt over PDS scam allegations

DIMAPUR, DEC 14 (NPN): NPF has expressed concern over the sudden turn of events at Dimapur following the busting of the alleged PDS rice scam by ACAUT and CCN, which also resulted in closure of shops as directed by DUCCF on Wednesday. NPF media & press bureau in a press note however said “it is in fact the ill advice of those individuals who ordered to pull down the shutters of shops at a time when people from all over the state are thronging in Dimapur for Christmas shopping.” NPF further maintained that it was not wise on the part of some individuals and organizations to hurl wild allegation against the present government. Reminding that the government of the day was serious on all the issues raised by

individuals or organizations, NPF said “almost all the concerns expressed by the citizens of Nagaland have been examined and pursued with all seriousness”. It however expressed dismay, saying some individuals chose to take law into their own hands, which compelled the district administration to take cognizance of such activities. NPF said, the surprise raid on some godowns at Kevijau and Lhomithi colonies, jointly carried out by ACAUT with members of the Concerned Citizens of Nagaland, has rather “raked up more of clumsy rhetoric devoid of anything worth logical or ethical”. The godowns were sealed by unauthorized persons/group without the knowledge of F&CS or FCI, it added. (Cont’d on p-7)

State BJP unit issues gag order DIMAPUR, DEC 14 (NPN): Nagaland State BJP president, Visasolie Lhoungu, in line with the state disciplinary committee’s advice, has notified all party workers in the state against taking party’s dispute to any agency outside the party including print and electronic media with immediate effect. In a press note, BJP unit general secretary (media) & spokesperson, Jaangsillung Gonmei, said the order was issued after taking note of “irresponsible issue of press statements” of internal matters time and again. It stated that, henceforth, the party’s constitutional provisions under clause D “breach of discipline” would be seriously enforced whenever there were such volitions. BJP also reminded members that the parameters of the provision was not confined to only print and electronic media but has wide interpretation including leakage of the party’s confidentiality to others. All unit presidents and office bearers have been directed to take note, circulate and adhere to the notification. Meanwhile, BJP unit president has revoked the suspension order of Vethisa Lohe, state executive member with immediate effect.

DIMAPUR, DEC 14 (NPN): Dimapur Urban Council Chairmen Federation (DUCCF) backed 10hour closure of shops and business establishments in Dimapur, to press for the unconditional release of ACAUT members, passed off peacefully with not untoward incidents. All the shops remained shut and vehicular traffic was normal throughout the day. On the other hand, ACAUT and several frontal organizations of Dimapur have called for a “peaceful public awareness and rally” at NRL petrol pump, near Clock Tower, on December 15 at 1 p.m. “against the gross mismanagement and corruption in the state.” ACAUT members also went around town with PA systems, Wednesday night, infomring people to join the rally. In view of the festive season, Deputy Commissioner (DC), Dimapur on Wednesday issued a directive to all shops/business establishments in Dimapur to remain open in order to facilitate smooth shopping of public from within and outside the district. In a press note, DC has also warned that no individual/organizations would be allowed to impose any forced closure of business establishments.

Rio urges PM to set alternate date for ‘Good Governance’

DIMAPUR, DEC 14 (NPN): Lok Sabha MP, Neiphiu Rio on Wednesday appealed to the Prime Minister to choose an alternate day to observe the ‘Good Governance Day’ instead of December 25, the day of Christmas. While welcoming the initiative to observe Good Governance Day, Rio in his letter to Prime Minister Narendra Modi, however said the date, December 25, fell on the birth day of the Prince of Peace, Jesus Christ. By observing Good Governance Day on December 25, Rio said the sentiments of the people in Nagaland and the Christians would be hurt. He further said December 25 is also a state-wide official holiday and that majority of the population attend Christmas Church services and participate in events that commemorate and celebrate the spirit of Christmas. Nagaland being a predominantly Christian state, Rio said the sentiments of the people have also been negatively impacted. PDS issue: NPCC takes a dig at NPF-led DAN govt DIMAPUR, DEC 14 (NPN): NPCC launched scathing attack on NPFled-DAN government on the failure to deliver PDS scheme, when the Government of India has been allocating PDS items for every house hold in Nagaland. NPCC president K. Therie claimed that every month the state has been allotted 13,000 MT of rice, 6,000MT of wheat, 1,196 MT of sugar and 14,25,000 litres of S.K. oil to be distributed to the people at subsidised rate. However, most of the people were not getting their monthly rations which led them to raise voice against the government. Only 4% Sectt employees happy with job Correspondent KOHIMA, DEC 14 (NPN): Survey report prepared by Commissioned to the World of Work Network (CWWN) has revealed that only 4% state government employees at the Civil Secretariat say they were satisfied in their job, 48% disturbed by the way Christians conduct themselves at the workplace while 41% were found to be often discouraged by the way things function at the workplace. The survey also revealed that 35% employees disagreed to be a disciple of Jesus Christ at the workplace and 76% agreed that their faith drove them to be faithful and sincere in their work. Organizations extend support to ACAUT DIMAPUR: Mokokchung Town Lanur Telongjem (MTLT) has extended its selfless support in making Nagaland a PDS rice scam-free society. MTLT in a press note by president Imkummeren Jamir and general secretary, Taliakum Pongen has wholeheartedly supported ACAUT’s tireless effort to “curtail filthy high handedness of the warped duo Nirmal and Tinku” and the government of Nagaland visà-vis the Food & Civil Supplies department involved in the PDS scam. MTLT pointed out that this was an old scam depriving the public of its due share of providence and there was no question of trespassing in the context of public property. MTLT therefore asserted that no individuals or government must be allowed to compromise public

welfare. MTLT lauds and assures ACAUT of all goodwill and support to hammer the final nail in the coffin. In the light of this issue, the MTLT also supports the Concerned Citizens of Nagaland (CCN), the Joint Action Committee (JAC) of 10 colonies/village councils and the CNTC for the prompt action and response in dealing with the issue. MTLT further cautioned the government not to meddle with the public as underestimating the public would backfire. ACAUT Wokha unit: Wokha Unit ACAUT through its media cell has also declared solidarity with the rest of the right thinking Nagas who desire to live in a “corruption free Nagaland”. While vehemently condemning the action of the state government machinery that had once again connived with the crimi-

nals by depriving the Nagas of their due share, ACAUT Wokha unit also demanded that arrested leaders of the Nagas be immediately released without any condition. It stated that should the government delay justice and the situation go out of hand the same would be responsible. ACAUT Wokha unit stated that it would also join “jail bhadao” if the state government machinery thinks that arresting and jailing the right thinking citizens would make them rule over the innocent people calmly. ACAUT Wokha unit also reminded one and all that “unlike before, the corrupted public leaders and corrupt government officials will not be allowed to play with the rights of the citizens”. It also urged the central government to intervene and deliver justice to the people. DCCI: Dimapur Chamber of

Commerce and Industry (DCCI) has expressed dismay over the bandh being called in Dimapur at the peak of the festive season. DCCI president, Hokivi Chishi pointed out that during this time of the year, people from all over the state as well as from neighbouring states flock Dimapur to do their festive season shopping. It therefore appealed to all organizations concerned to kindly take note of such issues before calling for closure no matter what the issue may be. DCCI also appealed to the state government to break the deadlock between the civil society organizations and the law enforcing agencies with regard to the alleged PDS scam. During the programme, trainings and method demonstrations were imparted to the farmers. Farmers were also distributed with winter crop seeds, bio fertilizers, bio

pesticides. Altogether 226 farmers have attended the programme. As part of the technology week, KVK staff also visited Littami old and Littami new village where trainings and method demonstration for propagating horticultural crops were given to the farmers. Video show on how organic tea could be prepared locally was also screened during the technology week.

DIMAPUR: Ashiihe Mao Colony Welfare (AMCW) has vehemently condemned the unwarranted raids at its former president’s residence, A. Neangba Konyak by Indian Army. A condemnation note by GB Kuda village, Peter Khekho and AMCW president Neikemhiezo Yhor said Neangba Konyak was a class 1 government registered contractor by profession and he had neither harbored nor been involved in any anti social activity. It stated that the Army raided his residence on May 9 and December 11 at early dawn which created fear psychosis on innocent minor children. Further the Army had also warned to be back after ten days, it added. AMCW has therefore cautioned that public would not tolerate such kind of atrocity by the army anymore.

DIMAPUR: ATMA-Dimapur Kuhuboto Block conducted demonstration on “Package & practices of pea and broccoli” at Pukhato village, under Kuhuboto Block, Dimapur on November 26 with ATM Ameto Yeptho and AFA & BTT member Chumyani as resource persons. BTM Akavi V.Holo, Chumyani spoke on the important aspect of practices of pea cultivation, which is a rich source of protein and carbohydrates. She also elaborated on the soil management, land preparation, spacing and varieties of pea and illustrated on the seed rate and treatment with rhizobium for higher production and on diseases conK

Ameto presented on Broccoli being a cool-weather crop that does poorly in hot weather and Broccoli grows best when exposed to an average daily temperature between 18 and 23 °C. He also emphasised on the consumption of broccoli for various health issue. Live demonstration on the field was also conducted. Altogether 17 farmers attended the programme. Earlier the programme was chaired by ATM Yimobendang. MEDZIPHEMA: Agriculture Technology Management Agency (ATMA) Medziphema block conducted various training and demonstration at different villages during the month of

September. Demonstration on winter vegetables was conducted on September 21 at Medziphema village with HO and BTT Convener, Medziphema block, Temsu Longkumer as resource persons. Altogether 11 farmers attended the programme and were distributed seeds. Also on September 21, demonstration on “fishery pond management” was organized at Jharnapani with BTM, Medziphema block, Chubanaro Jamir as resource person. On September 23, demonstration programme on silkworm rearing was conducted with ATM, Medziphema block, Keneisano Krose as resource person.

gramme ATM Niuland block, Sentibenla as spoke on the topic “Application of micronutrients in vegetable crops”. Department of agriculture, AFA Longshithung spoke on the topic “Application of Trichogramma in paddy fields”. He said that Trichogramma chilonis and Trichogramma Japonicus were mostly used in the paddy field. Tr i c h o - c a r d s h ave pasted onto them eggs of a surrogate host infested with Trichogramma larvae, which release pests that tackle other pests like leaf roller worms or stem borer worms, which are common threats in paddy fields, he stated. The programme was chaired by BTM, Niuland block, Demalu Hasnusa where trichocards were distributed to the 31 farmers present. TOSHIHO: Agriculture Technology Management Agency (ATMA) Dimapur Niuland block conducted training & demonstrations at Toshiho village on September 28. During the training & demonstration programme, resource person ATM, Niuland block, Sentibenla spoke on the topic “organic farming”. She informed that basic organic farming

comprises of five categories i.e. green manures, crop rotation organic manures, biopesticides and biofertilizers, which improves the soil physical and chemical properties and the quality of plant products are better and more aromatic. Supervisor, mushroom development centre, state horticulture nursery Imlitemsu demonstrated on “Oyster Mushroom Cultivation”. He explained about its marketing prospects and said that it is spreading fast as an important income generating activity in almost all parts of the state. Further, AFA, Longshithung spoke on the topic “biological methods of pest control (tricho cards)”. The programme was chaired by BTM, Niuland block, Demalu Hasnusa. During the training 150 nos of trichocards and mushroom spawns were distributed to the farmers and SHG members. Mock drill to be conducted at Wokha DIMAPUR: District administration and the Nagaland State Disaster Management Authority (NSDMA) would be conducting a mock drill on December 20. An earthquake and fire scenario would be simulated during the exercise. According to DIPR report, the mock drill would be to review the adequacy and efficacy of the district disaster management plan and highlight roles and responsibilities of various emergency functionaries. It was also to assess the effective response of authorities in mobilizing resources, working of emergency communications and community response to be evaluated. The selected locations are NST Junction, PWD Colony and Police Point. Ibobi inaugurates Jiribam as new district of Manipur

IMPHAL, Dec 14: Amidst mixed reaction from various Naga based civil society organizations, Manipur chief minister O Ibobi Singh Wednesday went ahead in inaugurating Jiribam as fullfledged revenue district. The inauguration of the Jiribam as a full-fledged new revenue district was amidst strong opposition from United Naga Council (UNC) and other Naga based civil bodies. To protest against creation of Jiribam and Sadar Hills as full-fledged districts, the Naga body imposed indefinite economic blockade on the national highways in Manipur since November 1 last. However, Ibobi’s government ignored the intense protests by the Nagas in Manipur and ordered for creation of seven new districts taking the total number of districts in the state now to 16 on December 9. After inaugurating the Jiribam district which was curved out from Imphal East district, the chief minister planned to inaugurate Pherjawl district which was bifurcated from Churachandpur. Ambitious and flamboyant: A look at Rijiju, BJP’s face in NE New Delhi, Dec 14 (Agencies): Junior home minister Kiren Rijiju is 45 and flamboyant with a liking for khadi. He also has a penchant for controversies. It is no surprise that the clean-shaven and bespectacled politician has threatened to thrash the opposition parties “with shoes” after his name was linked to an alleged scam in his home state, Arunachal Pradesh. For his colleagues in the BJP, Rijiju has always been the man who wears his heart on his sleeve and not shy of walking out on a party which he believes cannot fulfil his political ambitions. Rijiju first entered parliament in 2004, then just 33, as a BJP lawmaker but left the party after losing the 2009 election. He returned in 2012 and eventually got a ministerial position after winning the 2014 Lok Sabha election. Party leaders describe him as a man full of energy, always wanting to indulge in politics of patronage to build a constituency for himself beyond the limits of his Lok Sabha boundaries. “He walked out after realising that the BJP lacked organisation muscle in Arunachal to fulfil his chief ministerial ambition. He could not survive in the Congress either,” said a party leader. At the peak of nego-

tiations with the BJP leadership in 2011, he had told the party to wake up to the “reality” of northeast politics and tune its strategy accordingly. It is not lost on the party that the man seen as the flag-bearer of the Hindutva ideology in the northeast is a Buddhist himself. The response from the BJP leadership was not encouraging but Rijiju, then an advisor to chief minister Dorjee Khandu, had few choices but return to the saffron party. Between 2004 and 2009 -- his first stint as Lok Sabha MP -- Rijiju grabbed eyeballs in the BJP and the RSS with his “nationalist” stand, not a very common trait in people from the region. He was born in a village that came under Chinese occupation in the 1962 war. BJP had won both Lok Sabha seats in Arunachal Pradesh in 2004 but Rijiju was far more flamboyant and extroverted than the other MP, Tapir Gao. As an alumnus of Hansraj College in Delhi, he knew how to survive in the national capital. Gao would often remain in the backdrop when Rijiju addressed the media on issues related to the northeast. “Gao was more committed to the party and the ideology. But Rijiju was a smart politician,” another BJP leader said.

IMPHAL, Dec 14: United Naga Council (UNC) president and publicity secretary who were arrested by Manipur police commandoes on November 25 were further remanded to police custody for seven days by a local court here where they were produced on Wednesday. Completing the seven day custody taken by the Tadubi police of Senapati district, Gaidon Kamei and Stephen Lamkang were produced in the court of Chief Judicial Magistrate (CJM), Imphal East today. Following a directive of the High Court of Manipur, the UNC leaders were produced in the court of Imphal East CJM instead of Senapati CJM. The duo was arrested in connection with cases registered against the leaderships of the agitating UNC on charge of resorting to violent activities on the national highways. Advocate S Inaobi and advocate Achamliu Golmei appeared on behalf of the UNC leaders. While producing them, the police prayed the court to give more time for investigation on the case pending against them related with the burning down of a chicken-feed laden truck during the economic blockade at Tadubi area along NH-2.

CHHINDWARA, DEC 14 (PTI): President Pranab Mukherjee today said that government and industry should work together to provide jobs to youth to avoid unrest and disturbances. “India’s population is 130 crore. Half of this population is below 25 years of age, and in working age group of 15-59 years, this population is 62 per cent. If you keep these numbers in mind and think for a while what would happen if such magnitude of people do not have their vocation and opportunity of maintaining their livelihood in a decent way,” Mukherjee said. The President was speaking at annual day celebration of CII’s skill training centre here. He said that the agriculture sector is over saturated now and it can support very low number of people. “These workforce is going to be an asset to us ... But if we cannot provide job

to them what will happen. There will be unrest, there will be frustration. There will be difficulties, disturbances,” Mukherjee said. He said that there are 36,000 colleges producing graduates but a large number of passouts are unemployable. It is estimated by the World Economic Forum that two-thirds of children who now enter a school will work in jobs that cannot be imagined right now. Mukherjee said India will have the scope for employment generation but lacks skilled workforce. The petition, filed by an organisation called Tamil Nadu Telugu Yuva Sakthi, sought the Supreme Court to direct the authorities concerned to disclose the health report and details of the treatment administered to Jayalalithaa. “All medical reports need to be examined by experts from the AIIMS and the court may seek an investigation if any discrepancies are found on the part of the doctors, officials or people who supervised the health of Jayalalithaa,” the petition filed through advocate D. Mahesh Babu said. The Supreme Court website shows the petition to have been filed on December 13 and given a

diary number by the court’s Registry. The status shows that the petition is under scrutiny. The petition has also sought the setting up of a committee under eminent persons like former Comptroller and Auditor General V.K. Shunglu to look into the government decisions taken from September 22 to December 5, the period between Jayalalithaa’s hospitalisation to her death. “It is a well settled proposition in law that transparency is an essential and integral part of governance,” the petition said. It contended that “not a single photograph or video of Jayalalithaa was published or telecast till her death and nobody was allowed to see her from the distance through a seethrough window or glass”. The petition contended that the persons present at the time of death of Jayalalithaa “were facing serious allegations of conspiracy” and had “once been sent out of the house of Jayalalithaa”. It also sought a direction to the Centre to investigate the “benami properties” of Jayalalithaa and her associates.

RS passes disability bill NEW DELHI, DEC 14 (IANS): The Rajya Sabha on Wednesday passed, by voice vote, the Rights of Persons with Disabilities Bill, 2014, which expands the list of disabilities from 7 to 19, makes accessibility to public buildings, transport, polling station a mandatory requirement and provides for a national fund for welfare of the disabled. The bill, which replaces the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, has been brought in to comply with the United Nations Convention on Rights of Persons with Disabilities, which India signed in 2007. The legislation was pending in the Rajya Sabha since February 2014 as the term of the erstwhile UPA government ended soon after it was introduced. Moving the bill, Minister of Social Justice and Empowerment Thawar Chand Gehlot said campaign is on to fulfill vacancies related to the disabled. “The Bill would give more rights to peoples with disabilities. We have raised the reservation from three per cent to four per cent. We have announced to set up Divyyang University in Kerala. It will start functioning from next session,” he said. Supporting the bill, Congress member Karan Singh said: “By passing it we not only fulfull international obligation, we are fulfilling an obligation to citizens of our country. The bill was long overdue and would honour India’s commitment to the UN treaty on the subject.” Singh said that government must ensure that their

The quota should have been raised to 5 per cent instead of 4.” The bill now is to be passed by the Lok Sabha.

A bill seeking to transfer certain communities from the list of Scheduled Castes (SC) to Scheduled Tribes (ST) and include new communities in the ST list was introduced in the Lok Sabha today. The Constitution (Scheduled Castes and Scheduled Tribes) Orders (Amendment) Bill, 2016 seeks to transfer ‘Bhogta’ community of Jharkhand from the list of SCs to the STs list. The Bill, introduced by Tribal Affairs Minister Jual Oram amid din over the note ban issue, also seeks to include certain more communities in the list of STs relating to Assam, Chhattisgarh, Jharkhand, Tamil Nadu and Tripura. The government keeps amending the lists originally notified in 1950 based on requests made by various state governments.

LETHPORA (JK), DEC 14 (PTI): Jammu and Kashmir Chief Minister Mehbooba Mufti today asked security forces to restrain themselves from using pellet guns and differentiate between stonepelters/militants and their families, while noting that force was used to deal with law and order in the Valley during the recent unrest. “When we have to deal with such situation, we have to use force sometimes and I have no hesitation in saying this. We should all speak truth. We had to use force because we had to protect the lives and properties of all the people of Jammu and Kashmir,” she said. The chief minister was speaking at the passing-out parade of Jammu and Kashmir Police at Commando Training Centre here in south Kashmir’s Pulwama district. Mehbooba said if force was not used, losses would have been more. “If we had not done so, there could have been more killings, more losses. But now, our endeavour should be to see towards those people who were confined to their homes because of the situation, strikes and curfew and what they have gone through in these six months,” she said. The chief minister said now that the situation has improved and the time has come to “change our ways”. “But now I think that when the situation has improved, the time has come to heal the wounds of the people. Rs 2.89 cr found from B’luru apartment BENGALURU/THANE, DEC 14 (agencies): Income tax officials have made yet another seizure of bulk cash in Karnataka, but not before surviving some anxious moments as an old lady guarding the black money let loose her dogs on the raiding party. Rs 2.89 crore of unaccounted cash, which included Rs 2.25 crore in Rs 2000 notes, was seized from an apartment in Yeshwantpura in North Bengaluru. While one person has been detained, IT officials haven’t revealed his identity. “A search was conducted by the Income-tax Department on a resident of Yeshwantpur, Bengaluru and unexplained cash of Rs 2.89 crore was found and seized. The cash includes Rs 2.25 crore in Rs 2000 notes. A consequential survey was also conducted by the Income-tax Department. The person concerned admitted it was his unaccounted income,” said an official statement from IT department in Bengaluru.

According to IT department officials, they received information about large cache of cash stored in an apartment, where only an old lady lived with her two dogs. On Tuesday, when IT officials tried to raid the flat, they were stopped by the elderly woman, who even let the dogs loose on the officials. Later, the officials entered the flat with the help of the police and other

inmates of the apartment, and found that one room was locked. “It was found that a person visits the flat at wee hours and he was summoned. The room was opened, where the cash was found,” said the IT officials. The man under detention claimed that the money belonged to a club in the vicinity. A subsequent raid in the club proved that the alibi was false.

Police on Tuesday evening seized more than Rs. 1 crore in the new currency notes and detained three persons in Thane. Senior police inspector Nitin Thackeray who led the team which seized the notes from near Thane Civil Hospital said that three men, Chintan Rambhia, Govrav Pichar and Harish Raut, were detained. Joint Commissioner of Police Ashutosh Dumbre told PTI that three persons were going to exchange the new Rs. 2,000 notes total-

ling Rs. one crore for the defunct Rs. 500 and Rs. 1,000 notes totalling Rs. 1.20 crore, thus charging 20 per cent commission. “We are questioning them and have also informed the Income Tax authorities,” he said. Needless controversy

t seems that the ghost of September 22,2012 is haunting state chief minister T.R. Zeliang to no end ,courtesy his commitment made to leaders of the Naga Mothers Association that practically demanded that he do a complete volte face by spearheading revocation of the very resolution that he so strongly recommended to the 11th Nagaland Legislative Assembly. Of course the oppositionless assembly did the expected, under the shadow of a draconian 5-point whip issued on the 48 NPF legislators to toe the line. There are several points that are worth noting since they explain the way the government functions. After the leaders of NMA wrote to the chief minister T.R. Zeliang on April 9 to inform him that the Supreme Court had accepted their Special Leave Petition (SLP) and therefore he (Zeliang) should order conduction of polls to civic bodies with 33% women reservation. The fact is that the Supreme Court never issued any order expect to stay the order of the division bench of Gauhati High Court. After this, the rest is history and those who err in ignoring the causes and factors will only be condemning themselves. Whether by chance of design, Article 371A has become the keyword in any argument or excuse if it involves land or customary practices. The apex tribal hohos of Nagaland have maintained the stand, that the issue of reservation of seats for women in civic bodies or even assembly seats has to be seen through the prism of Article 371A not because it would seem politically correct but to correctly assess the consequences that could arise if due diligence is not taken while okaying women reservation. Of course, election without reservation in civic bodies and assembly constituencies cannot be denied. That would be the ideal way but due to some reason or the other, the great political idea floated by the Congress for 33% reservation was a very clever ruse. In current understanding, it would be like demonetisation where those who support it believe they are patriotic citizens while those opposed to it are condemned as supporters of black money or anti-nationals. The reservation is nothing but a political ploy to win votes of women or tripping over each other for vote bank. The Naga apex tribes have clearly explained they are not against their own women and neither are Naga women against men and that both Naga men and women are in total support of the Article 371A. The conflict arises when women activists carry the anti-male baggage along to paint the proposal for an informed discussion as a sign of male chauvinism. Social norms cannot be overwritten by the diktats of feminism and neither should male chauvinist hide behind the so-called superior gender. The 33% reservation should not be taken as the ultimate salvation for women but instead, should be recognised as a divisive agenda. As stated, Naga women enjoy very high respect in Naga society unlike their sisters in the caste-ridden and plagued Hindu society. Therefore, Naga women don’t need reservation since it does not guarantee that the social welfare minded and women of integrity will be chosen against the Rabri Devis etc. As much as the Panchayat laws in Nagaland were made by men to facilitate women in such bodies, it would be an ideal situation if the tribal organisations and government had a wider consultation to bring up a suitable law that would serve the needs of Naga society.

The spirit of simplicity, clarity, and unity is born through the Holy Spirit, not through your decisions. God counters our self-willed decisions with an appeal for simplicity and unity. My questions arise whenever I cease to obey. When I do obey God, problems come, not between me and God, but as a means to keep my mind examining with amazement the revealed truth of God. But any problem that comes between God and myself is the result of disobedience. Any problem that comes while I obey God (and there will be many), increases my overjoyed delight, because I know that my Father knows and cares, and I can watch and anticipate how He will unravel my problems.

It was Jawaharlal Nehr u who said the constituent assembly could change anything. That made Jinnah to go back from the Cabinet Mission Plan and he openly said that he did not “trust” the Congress, which claimed to represent the unity of India. Rajnath Singh should take steps to ensure that the Muslims get accommodation in localities which have Hindus in majority. Otherwise, there are bound to be areas

which are overcrowded and where the Muslims feel safe. It’s of little use to have the routine Iftar parties which every government or, for that matter, party leaders have to placate the minority community. Even in a sophisticated city like Mumbai, the Muslims had to remove their name plates at the time of riots to hide their identity. It is a pity that Hindu neighbours could not give them enough confidence so that they feel safe and mingle with them without any inhibition. The feeling of security is what they want. It is the duty of government to instill that. For that the security forces would have to stay above the religious pull. It has been noticed that the force when used in riot-ridden localities tends to become parochial. The army is often called to maintain peace because it is not contaminated. Rajnath Singh should take steps to get rid of religious phobia in the force that he commands. Instead, he is giving speeches and blaming Pakistan for the pernicious fallouts of the country’s division.

A reflection on my kitchenhand-towel and Christmas

ethinking the value of small things: Have you ever thought of celebrating special occasions like Christmas by giving attention to rags and fragments and the broken pieces that we daily use? For most of us, for most of the time, we neglect the value and usefulness of small things that are in our possession. Think of our life without small things like toothbrush, mirror, or piece of metal like nail cutter, scissor, or piece of cloths like handkerchief, towel, and so on. In fact, they are not the most expensive things we possess but the most ‘useful’ things for our daily life. All these small things have their own roles to play enabling us to live a better life. For instance, a handkerchief is indispensably important to keep clean our dresses. Without handkerchief our expensive shirt or coat could be dirtied while the need of cleaning nose arises. It saves us from getting embarrassment from others by helping us in cleaning our nose, eyes, mouth and dress. These small things are indispensable part of our life and so may be considered as the most ‘useful’ things in life. However, we consider them ‘less important’ by comparing it to costly coat suit that we wear. This conception then is applied to our society making someone much more important than the others.

Significance of kitchen hand towel: Of late, I came to realise the importance of my kitchen hand towel. Till that time, I thought my formal dress were more important than my kitchen hand towel. This piece of cloth is just a piece of cloth; a rag that seems to have no value of its own. But it gains significance when it is reflected through the person Jesus who came to this world as a rag, used by everyone, experienced brokenness and rejection. A kitchen hand towel is placed on the gas stove table or hangs on a pin in kitchen wall. In times of need, kitchen hand towel is always there for us but we hardly acknowledge the usefulness of it. It is this dirty small piece of cloth that keeps many other things clean. Every now and then, as we cook and touch something dirty, we wipe my hand on it and keep my hand clean again. Had it not be this dirty piece of cloth we might have dirtied my clean dress. When my tea pot handle is too hot to grip, we use my kitchen towel to take it down. Sometime we use it to clean gas stove or table. Everyone wipes their hands on it after taking food. An appeal to Governor to consider amnesty to Niki Sumi and NSCN (K) group

W

ith due respect and honour I as a laymen but a concerned citizen of Nagaland State and also been given the privilege of serving the esteemed National party BJP as state president for two tenures would like to bring to your notice and kind consideration the present scenario of animosity between the government of India and the proscribed group NSCN (K). Sir, as you are well aware that the government of India, under the able leadership of prime minister Narendra Modi, and several factions of Naga Political Groups are under ceasefire agreements including the historic August 3 2015 peace accord framework signed between our government and NSCN (IM). These developments have given immense hope to the people of Nagaland who have endured decades of violence and bloodshed. And I also believe it has bolstered the effort for a journey towards a peaceful and developed North East which is a cherished dream for both government of India and the denizen of this beautiful region. Unfortunately, sir, the breakdown of ceasefire and talks with the NSCN (K) faction has brought a pall of gloom over the whole effort. It is pertinent to note that

the people of Nagaland, specially the younger generation, are tired of the violence and the tensions in their land. They are now more focussed on jobs and economic development. With the advent of internet, cell phones and social media, and also with a high percentage of literacy, the youth are now voicing their feelings and “asking questions” like never before. I also want to make a point that it is not that the educated people of Nagaland were not aware of wrong doings and short comings of the consecutive State governments, including the union government. But due to a peculiar tribal social system that exist here the methods of voicing displeasures by the people have been often misunderstood. So I feel that the policy of the government of India in dealing with the problems in Nagaland should not be according to the face value or as per the general social concept of our country. But the approach should be with sincerity and empathy. Nagaland is a very small State and a small population. It can be turned into a “Singapore” or a “Hongkong” within a few years if things can only be done in the best way. Coming back to the issue of the NSCN (K) it is my understanding that it would be of

Does truth and falsehood matter anymore to Nagas?

ur country was invaded by India in 1955. But in order to cover up its crime of invading another country, India projected the invasion as a case of internal law and order issue and wrote many books full of lies. Did educated Nagas bother to refute these lies and defend the truths in the sight of the rest of the world? In the national records from 1955 to 1990, I found only a few refutations- the majority of which was done by A.Z. Phizo until his death in 1980. As for the rest of the educated Nagas 99.9 % of them kept their mouth and hands shut and allowed the enemy to have a complete victory with their lies. But as if this was not enough, most of these educated Nagas asked for an Indian state and betrayed the over two thousand Naga deaths and all of Phizo’s and his colleagues’ sacrifices by signing the 16 Point Agreement. Many of them of course became millionaire out of this betrayal deal and

wrote many additional lies in support of India’s already reigning lies. Therefore Nagas had been living under a shadow- or shall we say- a cloud of lies- from 1955 to the present (altogether 61 years). Then in 1980 an internal fratricidal war started within the national movement. Here again the guilty ones who have killed over 3000 Nagas through their so called “Socialist Revolution” wrote so many lies to cover up their crimes with this lie and that lie and this cause and that cause. Sadly, here again with the exception of a few Nagas (whose numbers can be counted within the ten fingers of one’s hands), the rest of the Nagas kept their mouths shut so that lies can reign internally for another 41 years within Nagaland (1980 to 2016). Unable to tolerate all these lies that have led to killings, extortion and intimidation, a few Nagas have dared to expose all

these lies with chronicled dates, statements and the developments of events in sequential orders through written books. Even then, the overwhelming majority of Nagas who can read never bothered to read these important books which have systematically exposed all these lies. Nagas by and large, seems to want to live in ignorance under a thick cloud of lies for all their lives. I personally do not want to name these important books because I have also authored some of them. However, I think the present book by W.Shapwon entitled “The illegal formation of the NSCN” is a very important book that every Naga must read in order to understand the present crisis within our own national movement. Shapwon who is a personal eye witness to all the events that have led to the internal fratricidal killings as well as the split up within the NNC itself and has documented all the

events sequentially. These documents, supported with dates and statements that our own leaders have drafted in order to blame one another over the Naga house that is now in flames have been exposed. He has especially exposed all the facts of the infamous Shillong Accord of 1975 where our own national leaders have twisted the facts of the Accord to promote and project themselves as the real heroes of the struggle. Shapwon has meticulously exposed how the signatories who tried to save the nation from total capitulation were branded as traitors and many other innocent people were assassinated as supporters of the Shillong Accord. Shapwon has risked his own life in order to expose all these covered up lies and crimes. But the question is: Are there still some upright Nagas still walking our streets today who wants to know the truths? Kaka D. Iralu

Even if all the other factions come to a settlement with the government of India, leaving behind a small thing unresolved will again germinate into another dangerous entity because it will become the solace of all disgruntled individuals in the future. Not only that, the upcoming generation of Nagaland will still grow up under the shadow of the gun, which is very thing we all want to avoid. Therefore, sir, I strongly believe that it is a rightful time to extend the olive branch to all concerned. Take for example Niki Sumi, commander in chief of NSCN (K) army. He is a tall leader and a citizen of Nagaland. It would be wise to study his circumstances and engage with him in the best possible way for positive result. Governor being the head of the State has special powers under the constitution and his endeavour to bring peace and stability to the State would be highly appreciated. The entire system has been continuously been gearing up for supporting circulation of notes in the hands of public. MUMBAI, Dec 14 (PTI): After two straight days of fall, the rupee on Wednesday staged a mild recovery of 9 paise to 67.45 against the dollar following fresh selling of the US currency by banks and exporters amid positive economic data. Retail inflation in November fell to a two-year low of 3.63 per cent after the Centre’s demonetisation drive dented consumer spending on various food items, including vegetables. This is the lowest level since November 2014 when the retail inflation came in at 3.23 per cent. Forex dealers said a higher opening in domestic equities and dollar’s weakness against some currencies overseas supported the local unit.

MUMBAI, Dec 14 (TNN): The amount of demonetized currency that has been deposited in banks has crossed Rs 12.44 lakh crore on December 10, according to data released by Reserve Bank of India on Tuesday. The deposits represent nearly 80% of the value of high denomination notes (estimated at Rs 15.44 lakh crore) of Rs 500 and Rs 1,000 demonetised on November 8. The official data on high value currency as on March 2016 was Rs 14.18 crore. With over a fortnight to go for depositing banned currency notes, the scope of government making windfall gains through extinction of currency notes has dimmed a bit. The central bank also said that it has pumped in Rs 4.61 lakh crore of legal tender since demonetisation of high value currency notes. Providing an update on currency numbers, RBI deputy governor R Gandhi said that the deposit numbers pertain to the old notes of Rs 500 and Rs 1000 which have been returned to RBI and the currency chest.

State observes ‘National Energy Conservation Day’

PATNA, Dec 14 (TNN): Amid the hullabaloo over demonetisation of Rs 1,000 and Rs 500 banknotes, one Pankaj Kumar (42), a farmer and resident of Lagma village in Sitamarhi district, complained of receiving a “fake” Rs 2,000 note from an ATM of State Bank of India (SBI) at Simra village under Dumara police station in the district. The note appeared like a polished photocopy of the original one. Pankaj told TOI on Tuesday that when he handed over the currency note to a person on Sunday, he refused to accept it saying the note was fake. “I lodged a written complaint with the bank on Tuesday,” he added. Pankaj has also lodged a complaint with Dumra police station. SHO of Dumra PS Vijay Bahdur Singh said a probe had been ordered into the complaint. Sudhanshu Kumar Rao, chief manager SBI main branch in Sitamarhi, said the ATM kiosk from where Pankaj withdrew the Rs 2,000 note was outsourced to a private firm.

NEW DELHI, DEC 14 (PTI): People can use old Rs 500 notes for paying utility bills or buying medicines till tomorrow mid-night as the government has decided not to extend exemptions beyond December 15. At the same time, mobile recharge facility with old Rs 500 notes will not be available. However, people can deposit invalid Rs 500 currency in their bank accounts. “Exemptions for use of old Rs 500 notes will end on December 15 midnight,” Economic Affairs Secretary Shaktikanta Das tweeted. That means old 500 currency notes will not be acceptable at medicine shops and for paying public utility services such as payment of electricity and water bill etc. The government had already withdrawn some of the relaxations like booking railway or plane tickets and payment at petrol pump and toll plaza by using the old Rs 500 notes. The Tonkawa Police Department says investigators executed a search warrant Sunday at the girl’s home and seized weapons, ammunition and “personal writings” from the teen. Tonkawa police say the girl was charged as a juvenile with threats to perform acts of violence and is now being held in a youth detention center. Police say the girl had also made threats toward specific students at the school, and all families have been notified. Police say investigators believe that the girl was acting alone in the plot. Tonkawa is a town of about 3,200 people near the state’s border with Kansas, about 85 miles north of Oklahoma City.

Sourav Ganguly has praised the captaincy of Virat Kohli.

Kolkata, Dec 14 (IANS): Virat Kohli is two-times more aggressive as the India captain than me, former skipper Sourav Ganguly said on Wednesday. “His aggression is twotimes more than mine,” he told reporters on the sidelines of the Sourav Ganguly Foundation and Sourav Ganguly Cricket School launch, which is powered by PitchVision Cricket Technology here. The technology is a motiontracking tool which helps players at the grassroots level better their skills through television and academy style feedback. Ganguly, during his time as the India captain was also known to be an aggressive leader,

famously celebrating India’s Natwest triangular Series win in 2002 by taking off his shirt at the Lord’s cricket ground. Kohli also is not known to give an inch to the opposition. The dashing right-hander recently led India to their fifth successive Test victory after India’s innings and 36 runs win at Mumbai, their biggest triumph over England in Tests at home. Kohli also became the first Indian captain to win five successive Test series -- 2-1 vs Sri Lanka in 2015; 3-0 vs South Africa in 2015-16; 2-0 vs West Indies in 2016; 3-0 vs New Zealand and 3-0 (leading) vs England in 2016-17.
