KOHIMA, DEC 14 (NPN): Taking serious note of extortion activities in the state, Nagaland Police has constituted a Special Investigation Team (SIT) to handle such cases, ADGP (Law & Order) Renchamo P. Kikon said, in an exclusive interview to Nagaland Post. Kikon also disclosed that the department has received directives from authorities to carry out extensive antiextortion drive. ADGP said unabated extortion has become a matter of serious concern for the state police as well as the public at large and business community in particular. While informing that the SIT had recently arrested some functionaries of certain groups, Kikon assured the public that there will be no let up in the fight against extortion activities and that the police force will continue monitoring such activities. Lamenting that most of the victims do not come out to lodge complaint with the police, Kikon said the police has

Dimapur district leads the crime statistics even as Nagaland witnessed a decline in crime rate in 2020 as compared to the preceding years,. As per the crime statistics till October 2020, the state registered 844 cases under various heads (rape, murder, extortion, kidnapping etc.) while under local and special laws 392 cases were registered (arms act, NDPS, NSR, Explosive substance Act and other special laws etc.) Out of 844 cases, Dimapur registered the highest number of cases at 560 followed by Kohima- 68 and Mon- 55. DIMAPUR, DEC 14 (NPN): Core Committee on Rationalisation of Reservation Policy (CCoRoRP) has served a 72-hour deadline on the State government to implement the six-point proposition, failing which it threatened to launch lightning strike and protest. This was contained in a letter addressed to the chief minister by CCoRoRP comprising of five apex students’ tribe associationsAo Students’ Conference (AKM), All Sumi Students’ Union (SKK), Angami Students’ Union (ASU), Lotha Students’ Union (LSU) and Rengma Students’ Union (RSU). CCoCoRP stated that the government should not hold the CCoRoRP responsible for any unfore-

No retrograde step against agri sector: Govt New Delhi, Dec 14 (PTI): Farmer leaders on Monday went on a daylong hunger strike and their colleagues demonstrated in different parts of the country to push for a rollback of the new farm laws, as Union minister Rajnath Singh said there is no question of the government ever taking any “retrograde step” against the agriculture sector. On Day 19 of the protest at Delhi’s border points when agriculturalists from multiple states in the north intensified their movement, particularly at Delhi’s gateways, Union Agriculture Minister Narendra Singh Tomar said the government is engaging with them to decide on the next date of talks – deadlocked after five rounds. “The meeting will definitely happen. We are engaging with farmers,” Tomar told PTI amid a
flurry of meetings in the national. The gover nment is ready for discussion anytime and farmer leaders have to “decide and convey” when they are ready for the next meeting, added Tomar, who is leading the negotiations with 40 farmer unions along with Food Minister Piyush Goyal and Minister of State for Commerce and Industries Som Parkash. With the movement picking up pace at Delhi’s doorstep, Chief Minister Arvind Kejriwal joined in the fast too, describing the legislations as “anti-farmer and anti-common man”. He joined AAP leaders, MLAs and volunteers at the party office for the hunger strike. Keeping the door open for negotiations, Rajnath Singh described agriculture as a “mother sector” and also said the government is always willing to listen to
farmers. “There is no question of taking retrograde steps against our agricultural sector ever… We are, however, always willing to listen to our farmer brothers, allay their misgivings and provide them with assurances,” he said. As leaders of 32 unions went on a hunger strike from 8 am to 5 pm at the Singhu border, ground zero of the snowballing protests, hundreds blocked highways from Punjab, Haryana and Rajasthan leading to Delhi and thousands more dug in their heels at the various protest sites. A farmer leader claimed district level protests were held in various states, including Tamil Nadu, Andhra Pradesh, Telangana, Odisha, Maharashtra, Madhya Pradesh, Uttar Pradesh, Uttarakhand and Bihar.
Central team review COVID activities DIMAPUR, DEC 14 (NPN): A central team from the ministry of Health & Family Welfare (PH Division) visited Naga Hospital Authority Kohima (NHAK) on Monday to assist State Health Department in reviewing public health measures and clinical management on COVID-19. According to DIPR report, the team reviewed overall COVID related activities in regard to containment, surveillance, testing, infection prevention and control measures, clinical management protocol for COVID-19 in the district. The team included Sanjay Kumar, AS & FA, ministry of Road Transport & Highway (Nodal Officer); Dr. S. R. Karmakar, Sr. Public Health, Kolkata and Dr. Mohd. Jamil, Assoc. Prof. Medicine, North Eastern Indira Gandhi Institute of Health and Medical Sciences (NEIGRHIMS). During their visit, the team were briefed on the status of COVID activities at NHAK from March 23, 2020 till date through a power point presentation by Managing Director, NHAK, Dr. ThorsieKatiry. He informed that NHAK has collected a total sample of 24806, which included 17308 from BSL3 and 7498 from Truenat as on December 13, 2020. Out of 24806 samples collected, a total of 2759 were detected as positive cases while 21925 were negative cases and 122 awaited. Positive cases admitted in
NHAK were 339, where 263 were discharged, 21 deaths and 43 were shifted to Meriema COVID Care Centre (MCCC), other hospital and home isolation. Dr. Thorsie also informed on the NHAK COVID-19 ward arrangements where he stated that NHAK has three wards- Transition Ward, COVID-19 Isolation Ward and COVID-19 ICU. He further highlighted on the status report of COVID-19 NHAK in regard to availability of beds, status of confirmed cases in COVID Hospital and Clinical status of current cases. DSO Kohima, Dr. Aseno also presented on the overall COVID 19 testing status in Kohima district, which included BSL3 Lab, RT-PCR, NHAK Truenat, Private Hospitals, CMO Office and BSF. She informed that a total of 34,607 were tested, out of which 3,615 were tested positive and 29,998 negative as on December 11, 2020. Out of 3615 positive cases in the district, Dr. Aseno informed that 778 were detected from Army/ Security Forces, 489 returnees, 172 frontline workers, 130 home makers, 398 students, 22 taxi drivers, 166 unemployed, 272 children, 7 pregnant mothers and 1181 working population/persons. She also highlighted on various COVID related activities carried out at quarantine centres, checkgates and CMO Mobile Team in the district.
Nagaland COVID-19 tally 11728 DIMAPUR, DEC 14 (NPN): Nagaland COVID-19 tally rose to 11728 after 19 new positive cases were reported-- 8 in Mokokchung, 6 in Dimapur and 5 in Kohima. Further, the distribution across various categories include 4636 cases from the armed forces/police, 1820 returnees, 4713 traced contacts and 559 frontline workers. PTI adds: The daily new COVID-19 cases fell below 30,000 for the third time
this month taking India’s virus caseload to 98,84,100 with 27,071 infections being reported in a day. The death toll rose to 1,43,355 with 336 new fatalities, the data updated at 8 am showed. The number of people who have recuperated from the disease surged to 93,88,159 pushing the national recovery rate to 94.98 per cent, while the COVID-19 case fatality rate stands at 1.45 per cent.
MVC bans movement of timber vehicles DIMAPUR, DEC 14 (NPN): Following a hit-andrun case of one Iteichulung on December 10 by a truck involved in logging, the Mhainamtsi Village Council (MVC) resolved to impose indefinite ban movement of all timber/logging vehicles plying through the village with immediate effect till the culprit is booked and punished. In a press note, MVC chairman Miucham and secretary Bekam said that the victim’s leg was amputated as a result of the incident. In this regard, MVC has urged the public to bear with the order so that justice was delivered. Additional 5 MVA power supply for Wokha
DIMAPUR: Department of Power, electrical division Wokha, installed additional 5 MVA and commissioned on December 14, in the presence of Lotha Hoho chairman, Er. Mhondamo Ovung, where installation was dedicated by Rev. Abemo Jungio. According to DIPR report, executive engineer, electrical division Wokha, Er. Chonrothung Ezung said over the past 15 years the Power demand/consumption has staggeringly increased, yet on the other side the power transformer capacity has not been upgraded or augmented, thereby the existing 5 MVA power transformer was fully overloaded and posed great threat for breakdown any moment. He said that the existing 33/11 K 5MVA power transformer was installed at Power House Wokha in the year 2005, and with the

He further expressed optimism that with this additional installation public will be fully benefited. LH chairman also urged other departments to follow suit by doing the needful for the people of the town, such as health facilities, water supply, roads, education etc.

Akaho Sema stressed that infection control and bio waste management was important and people must be aware and follow guidelines provided by government to prevent infection and contamination of the health facility. Pointing out that of all the waste generated in a health facility, Dr. Akaho said that only 20% were hazardous and it was crucial that the wastes were handled and disposed off appropriately. DPM-QA, Tokuli Wotsa stated that waste generated in the health unit must be segregated at source in the appropriate colour coded dustbins and disposed off separately.She also oriented the health workers on evaluation criteria and checklist to qualify for NQAS certification. Mizoram reports 5 new COVID-19 cases Aizawl, Dec 14 (PTI): Mizoram on Monday reported five new COVID-19 cases, pushing the state’s tally to 4,040, an official said. The five new cases were detected through Rapid Antigen Test and were reported from Aizawl district, he said. All the patients aged between 25 and 62 were diagnosed with COVID-19 during contact tracing. While four patients, including a staff nurse of Zoram Medical College (ZMC), have developed symptoms of COVID-19, one patient was asymptomatic, he said. According to him, the number of active COVID-19 in the state now is 186, while 3,847 people have already recovered from the virus. Mizoram has so far reported seven COVID19 deaths, all from Aizawl district. Of the total 4,040 COVID-19 cases, Aizawl district reported the highest cases at 2,675, which is 66.22 per cent of the total cases, followed by Lunglei district, which reported 351 cases.

No intelligence failure regarding blasts: M’laya HM Correspondent Shillong, Dec 14: There had been no “intelligence failure” in anticipating or preventing the two low intensity blasts in the East Jaintia Hills district of the state over the past one month, Meghalaya Home Minister Lakhmen Rymbui maintained on Monday. “It’s not an intelligence failure of the State Police,” Rymbui said while reacting to the recent explosions, which the banned Hynniewtrep National Liberation Council (HNLC) had claimed responsibility for. “The State police and also other Central organizations are working to nab the criminal elements responsible for the blast,” the Home Minister said, adding that the police have not been able to identify those responsible for the blasts. “ We d o n’ t k n ow whether it was the HNLC and so I cannot comment on the veracity of the claim by the outfit. We need to properly investigate if the HNLC was really responsible in this incident. We are looking into possible leads to deter such activities. We treat this kind of incident as criminal activities,” he said. He also informed that the people who made claims about the blast at Shallang

The infant mortality rate is the number of infant deaths for every 1,000 live births. According to the results of the Phase-I of the study that has been carried out in 17 states, Tripura and Meghalaya recorded an IMR of 37.6 and 32.3 respectively. Tripura has seen an increase from 26.7 recorded in NFHS-4 done in 2015-16. Meghalaya, too, saw a rise from 29.9 during the last survey to 32.3 now. Manipur also saw a rise in infant mortality with its numbers going up to 25 this year from 21.7 in 2015-16. Coming to Assam, although it did show an improvement from last time’s 47.6 to 31.9 now, the state still features fourth on the list after Bihar (46.8),

Correspondent IMPHAL, Dec 14: With 54 new COVID-19 cases, Manipur reported its lowest single-day spike after four months of recording sequential daily high on the number of new COVID-19 cases. Consequently, the recovery rate of the state has jumped to 90.92%. This was the first time the recovery rate of the state crossed 90%. The rate was 87.49% on the previous day. The daily COVID-19 status update report of the
state health department showed detection of 54 new positive cases including one CAPF personnel while testing 1,620 samples over the last 24 hours (till 4pm of December 14). Since the first week of August last till Sunday, the state had recorded three digit single-day spikes of new cases, with most of the day recording above 200 till the last week of November. A steady decline in the new cases started from the first week of December with the reduction in the number of samples tested in a day.

NEW DELHI, DEC 14 (IANS): Union Agriculture Minister Narendra Singh Tomar has said he is confident of a consensus between the government and protesting farmers on the issue of the new agricultural laws and that the farmer protest movement would end soon. He said that only the “real farmer leaders” will come forward and find a way out. The intentions and policy of the government are correct and if the real leaders of the farmers come to the fore then the solution of the issue will come, Tomar said. He said that there are some people who are obstructing the path to a solution and do not want them to reach a decision, but the real farmer leaders will surely find a way out. His direct reference was towards the opposition political parties. Tomar said in an exclusive interview to IANS, that “It is on the minds of some people that all three laws should be withdrawn so they
are not allowing a decision to be reached.” In addition to the Ministry of Agriculture, Tomar, who handles the Ministry of Rural Development, Panchayati Raj and Food Processing Industries, has led four of the five rounds of talks with farmer representatives. Apart from this, he was also present during the meeting of farmer leaders on December 8 with Union Home Minister Amit Shah. In relation to these talks, Tomar answered IANS questions saying, “There is not a single person among the farmer representatives in the true sense who can say that he alone can talk about the farmers and the new laws. Wherever there are objections, issues should be discussed with the government.” The Union Agriculture Minister said that the policy of the government is right, the intention is right and the leaders are also right, so there should be no doubt in the minds of the farmers. Leaders of agitating farmer organisations want repeal of the three new laws implemented by the Centre - the Farmers Produce Trade and Commerce (Promotion and Facilitation) Act 2020, the Farmers (Empowerment and Protection) Price Assurance and Agricultural Services Agreement Act 2020, and the Essential Commodities (Amendment) Act 2020.
Kerala HC denies bail to ex-minister KOCHI, DEC 14 (IANS): The Kerala High Court on Monday denied bail to former PWD Minister and senior legislator of the Indian Union Muslim League (IUML) V.K. Ebrahim Kunju, who was arrested last month by the Vigilance and Anti Corruption Bureau (VACB) in the Palarivattom flyover collapse case. Kunju was arrested by the VACB, while he was undergoing treatment for cancer in a private hospital here. He continues to be in the hospital as part of his treatment protocol. However, the court said he can move a fresh application when he gets discharged as at the moment he is in the hospital. Last month a lower court had turned down his bail plea. The Congress-led opposition has slammed the Pinarayi Vijayan government on Kunju’s arrest. It termed the arrest as an arm twisting tactic to get even with the opposition. Kunju has earlier been questioned a few times by the VACB over a case of graft in the construction of the Palarivattom flyover, which was ordered to be rebuilt and the work has commenced. He is named as the fifth accused in the case.

The exercise of integration, the biggest reform in the armed forces in decades, was started this year to bring down expenses, rationalise manpower and ensure that the armed forces fight as a cohesive unit. To integrate the services, “We have to have understanding of each other’s services,” General Rawat said at a programme in Kolkata. “Now, as integration is taking place and we are gradually moving forward in that direction, I think that we have been able to overcome some of the issues that were at stake,” he added. General Rawat took over as the Chief of Defence Staff in January this year, with the mammoth task of

Farmers rattle govt

s farmers unions dig in their heels to pressurise the government for repeal of the three farm laws starting with a march to congregate at Delhi under the famous call of Netaji ‘Delhi Chalo’ on November 28 and followed with a nationwide bandh on December 8; subsequent meetings with union ministers failed to break the deadlock. The farmer have called for another nationwide hunger strike and blockade of some national highways on December 14. As it appears, the farmers issue does not appear to provide early solution as the Modi government is no less determined to not give in. The farmers are asking the government to repeal all the three laws .Despite a series of meetings with central ministers, the farmers have stuck to their demands. The Modi government has assured farmers to look into their demands with written assurances of making suitable amendments in the laws. However farmers have rightly refused to take the bait. They hold the view that the amendments would be later subsumed by other amendments so therefore, the only way to end the crisis is to convene parliament and repeal the laws. However, the government is not keen to do that since it would amount to rubbing salt to injury. What the opposition members have been saying it that there was no consultation undertaken by the Modi government at the time of promulgating the ordinances, and subsequently while pushing the bills through the Parliament with the brute majority. The primary cause for concern is the systematic dismantling of the Agriculture Produce Market Committee (APMC) mandis, which have stood the test of time and have provided farmers the remuneration to keep themselves afloat. The market fee collected by the APMC mandis is used for the development of rural infrastructure, link roads and storage facilities. The shifting of trade to avoid payment of any levy/market fee by private players and the Food Corporation of India (FCI) will eventually witness the redundancy of the APMC mandis, leaving the farmers at the mercy of the corporate sharks. Farmers maintain that the farm laws open the field to an alternate set of markets/ private yards, where the buyer will have no statutory obligation to pay the minimum support price (MSP). It may also be noted that, the global experience across agricultural markets demonstrates that corporatisation of agriculture without a concomitant security net in the form of an assured payment guarantee to the farmers results in the exploitation of farmers at the hands of big business.The new farm laws expressly exclude the jurisdiction of the civil court, leaving the farmers remediless and with no independent medium of dispute redressal mechanism. It is also undeniable that the Modi governmentt had by-passed the federal structure by legislating on subjects that exclusively fall within the domain of the state government under the state list of the Seventh Schedule of the Constitution. The Modi government has to climb down over its allergy of convening parliament and instead accusing the agitation of being hijacked by terrorists and political parties.The opposition parties have accused the Modi government of corporatizing India with the laws perceived as pro-corporate and anti-farmer provisions. The farmers agitation may have given hope to the opposition but it would be an injustice to the cause if they politicise the issue.

ocusts are a group of short-horned grasshoppers that migrate long distances in swarms, crossing over many countries. They devour leaves, flowers, fruits, seeds, bark, and destroy plants by their sheer weight as they descend on them in massive numbers. Four species of locusts are found in India: Desert locust (Schistocerca gregaria), Migratory locust (Locusta migratoria), Bombay Locust (Nomadacris succincta) and Tree locust (Anacridium sp.). The desert locust is regarded as the most destructive pest in the world. Adult locust swarms can fly up to 150 km a day with the wind and adult insects can consume roughly their own weight in fresh food per day. The rains in Iran and Yemen were heavy last year, and millions of insects were born and flew, from these countries, over Saudi Arabia, landing in the eastern region of Pakistan in February, destroying the crops of cotton, wheat and maize. Their flying army was so large and so rapacious that Pakistan declared a national emergency. Crops were sprayed from the air and the armed forces and district administrations pressed into service. From there they came into India: Gujarat, Rajasthan and Punjab. At the same time locusts were decimating crops, trees and pastureland in East Africa. A 2,400 square kilometer swarm of 360 billion insects was measured in Kenya in January, large enough to consume as much food in a single day as 85 million people. Somalia declared a national emergency. The UN warned that the locust attack on Ethiopia, Kenya and Somalia would result in a humanitarian crisis - meaning that everyone in the country would again have to be fed by world aid. 14 countries were
affected. While UN’s Food and Agriculture Organization (FAO) has described the 2019-2020 locus attack as the worst in Kenya in 70 years, they are expecting it to be worse in 2021 and every year after that. Dozens of countries have been hit. Sardinia, a little Italian island has had its worst disaster in 60 years. The crop of 2019-20 is almost all gone and what is left are carpets of locusts: the reason is the unseasonal rains of 2018. Bolivia in Latin America has declared a state of emergency in response to a locust plague that is destroying crops of corn, sorghum, beans and pastures. The outbreak in India started in mid 2019. The locusts came for the rapeseed and cumin crops. We claimed that we brought them under control, but then we claim success in every field all the time. The truth was that thousands of acres (over 3, 60,000 in Rajasthan alone) were decimated. They came in waves again in December to February, the worst attack we have ever had. Fields of mustard, cumin and wheat were devastated in the two states. In India, the extended monsoon provided a favourable environment for the locusts to multiply. Each locust lays about 150 eggs in moist soil. Experts are expecting a huge increase when the next generation hatches in June. A million locusts can eat the food of 35,000 people in one day. When they destroy the pastureland, the animals grown for meat and milk also starve. For countries and tribes that depend on livestock, the effect is as devastating. In a few hours a farm growing vegetables and grain becomes a desert. Why are the locusts thriving? Called the Indian Ocean Dipole (IOD), the waters closest to Africa are warmer than those near Australia. The warm moist air blowing westwards brings rain to East Africa and drought to Australia. Australia is now ravaged with fires and dust storms, while countries such as Kenya, Somalia and Ethiopia have moved from droughts to floods, and this wetness is hospitable to desert locusts. It increases the amount of vegetation that swarms feed on and moistens the soil, improving breeding conditions for locusts, who avoid laying eggs in dry soil. Are any scientists in India working on a sustainable way to get rid of them when they come? Unchecked locust plagues will take years to control and at a cost of hundreds of crores, threaten hunger, particularly in regions struggling with food security. Who can fight a plague of locusts? How do you chase them away? With torches of fire? Shooting in the air, waving sticks, banging cans and running around? Small planes spraying pesticide? I think not. You may drive the locusts away but the crop is poisoned. The Government of India deploys teams to control locust swarms, which spray deadly organophosphate chemicals in small, concentrated doses. This will continue to kill people long after the locusts have been killed. India has a locust department in the agriculture
ministry of each state. But, since the last locust attack was a small one in 1993, the department is more flabby and idle than most. What have the officials of this department done in the last 25 years: gone on international jaunts to discuss the potential danger of locust invasions? What did they do when an invasion really happened? Leave it to the farmers to bang utensils to scare them away. Oh, yes … spray the most poisonous chemicals known to man – and, of course, blame Pakistan saying it failed to conduct control operations successfully. There have to be some sensible ways to protect this country. All locust-affected countries transmit data about attacks to the FAO, which analyzes the data and weather patterns and provides forecasts for locust attacks up to six weeks in advance to each country. So there is time for the country to take precautions. What can the government and farmers do when the locusts come again ? Here are two solutions from Padma Shri awardee Chintala Venkata Reddy, an organic farmer from Telangana: 1. Spraying a concoction of linseed oil, edible soda/sodium bicarbonate and extracts of garlic, cumin and orange. This mixture has no side effects on crops. 2. Take 30-40 kg of subsoil, from four feet below the earth, and dissolve it in 200 litres of water and allowing it to rest for 10-20 minutes.
The sieved water should be then filtered and sprayed on the crops. This will make all the vegetation inedible for locusts. This sand-water can be sprayed with a normal spray pump. After the locust threat is over, spraying the crop with plain water will remove the sand layer from the leaves. 3. Chris Adriaansen, director of the, Australian Plague Locust Commission, has suggested a biological agent, based on a naturally occurring fungus in 1976. It is based on the spores of the metarhizium fungus. Once sprayed onto locusts it attaches and germinates, stopping the insects from feeding and reproducing. Green Muscle is a biopesticide developed by the International Institute for Tropical Agriculture’s biological control centre in Benin. It contains spores of the naturally occurring fungus Metarhizium anisopliae var. acridum, which destroys the locust’s tissues from the inside. The fungus has no effect on other life forms. 4. Locusts are attracted to green colours. Covering crops with mesh of a different colour might help smaller farmers. 5. Research at the International Centre for Insect Physiology and Ecology (ICIPE), in Nairobi, has identified and synthesized a specific locust pheromone, or chemical signal, that can be used against young locusts. 6. A team of German researchers, headed by Frithjof Voss, have devised an electrical grid powered by a portable generator, run by a 12-volt solar cell powered battery, to frighten off locusts. At the heart of the grid is a four-meter long by half-a-meter high net which is dragged manually across the field. Vibrations created by the wire net frighten off the insects, and those which come too close are immediately electrocuted. This technology is much safer for the
environment than pesticides. There is only a one-time cost with the initial purchase of the equipment. The grid can be used by individual farmers, who can install it across their fields whenever necessary. 7. The first and most important activity is to locate and destroy the locusts’ eggs in an organised manner, by ploughing, harrowing and digging. Digging 2’ x 2’ trenches around egg-laid areas will help entrap the nymphs, which are the flightless young of the locusts. As they move out after hatching, they are buried. Another is to keep ducks to control locust infestations. Each duck can eat as many as 200 locusts per day. Since we receive information well in time about locust swarms – unlike demonetization and lockdowns - it is possible to take action, like arranging for noise, placing 50-foot high traps in the way of the swarm, or scattering the swarms by flying airplanes through them. No one in the Indian government is still taking climate change seriously. Lip service at conferences by politicians and bureaucrats, a few attempts at solar energy generation. That’s it. But our methane production has increased – more cattle being grown for milk and meat and export. More coal is being used for electricity, more rice production. Methane is 24 times more dangerous than carbon dioxide. Extreme weather events, such as heat waves, droughts, cyclones and floods, are set to become stronger without sharp cuts to greenhouse gas emissions. So the skies will blacken and the locusts will come. The Bible warns that the end of the world, or the apocalypse, will be heralded by fires, floods and locusts. The new normal is scary
hange is the law of nature. India, today, is not the India of the 1200s or the 1600s, it is not the 17 per cent-literate India when it attained Independence in 1947, it is not the India that swore by the State ‘occupying the commanding heights of the economy’. One change can dramatically alter the course of a country. In 1991, Dr Manmohan Singh, as Finance Minister, did what until then was unthinkable. He abolished nearly all requirements for licences and permits. As Commerce Minister, I announced the new Foreign Trade Policy that started with the unprecedented (for India) declaration that ‘Imports and Exports shall be free’. Along with the two-step devaluation, the three policy announcements set the country on a new and irreversible economic direction. Some changes happen over a period of time and are noticed only when the change gathers a critical mass. There are many examples: can anyone identify the date when the ubiquitous STD/ISD/ PCO boards vanished? Or the date when listeners stopped tuning into All India Radio (or Aakashvani) to ‘listen to the news’? Or the date when every college-going girl, even in the conservative South, abandoned the half-sari and switched to a pair of jeans or a salwar-kameez? Surge of Pride Every change ushers in a new normal. Some new normals are uplifting. When 17 per cent of Board positions in listed companies are occupied by women; when an Indiaissued credit card payable in rupees is accepted in every foreign country; when one can dial and speak to anyone in the world without going through the agony of ‘booking a trunk call’; when one can buy a car, truck or two-wheeler on EMI; when one can order food to medicines to clothes online and have the goods delivered at one’s door; when one can buy medical insurance and
recover most of one’s expenses of hospitalisation or surgery; when sportspersons from rural India fill many places in the Indian cricket team; and when Indian origin executives head Google, Microsoft, IBM, Adobe, Nokia, Cognizant, MasterCard, Xerox and Reckitt Benckiser, there is a surge of pride in our hearts. Some new normals make one uncomfortable. For example, I am not yet totally convinced that courts should become virtual courts and conduct all hearings through video. Routine applications and minor cases may be heard in virtual courts, but when major questions of law or complex facts are required to be argued and analysed, there is no substitute for a physical hearing. Eye contact of the lawyer with the judge is crucial. And if the court is a multi-member bench, the body language of the judges affords valuable guidance to the counsel. Chilling Facts Some other new normals send a chill — of anxiety or fear or desperation. The new normal in India appears to be that — – the Prime Minister will complete two terms as head of the government without addressing a single press conference; – the right to speak in Parliament or at an all-party meeting will be controlled (and denied) by a finger on a button that will ‘mute’ the microphone; – a senior bureaucrat will openly speak of “too much democracy” and will not be admonished; – the Special Marriage Act that permits inter-faith marriages will be repealed by stealth and replaced by a law that will punish the man among the inter-faith couple; – the government by the majority of elected legislators will turn into majoritarian rule; – the media (or the bulk of it) will be taken over or tamed into submission by the ruling party; – the institutions created to act as watchdogs will be hol-
lowed out by leaving vacancies unfilled or by appointment of loyal servitors; – some are more equal than others under law and in the access to justice; – election contributions will be controlled and directed to the ruling party; – non-government and nonprofit organisations will be suppressed or driven out of the country; – investigation agencies and anti-sedition laws will be used to intimidate and incarcerate political adversaries, social activists, writers and poets; and – monopolisation of economic power will be encouraged and actively supported. Are you Proud? Read all of the above examples in one go, discount some adjectives as biased, place your hand on your heart, arouse your conscience and ask yourself the question: am I proud of the ‘new’ normal to which my country is heading? Take the UP ordinance against the so-called love jihad that was promulgated on November 28. Within 11 days, five cases were registered. In one case, the girl’s family told the police that the two families had resolved the matter, the girl had married another boy and the family had not filed a complaint. Yet, an FIR was registered against the boy. In another case, following an FIR and a non-bailable warrant, the police threatened to attach the property of the boy’s family if he did not respond to the police’s summons. One can conclude that the most rampant crime in UP is two young people falling in love and marrying! Hence it is engaging the attention of the Chief Minister and the entire police force, more than the growing number of cases of murder, rape, assault or theft to which the people are apparently accustomed as ‘normal‘ in UP. The fleeting Nagas and the peril of the inferior man: To ponder

agas, after 50 plus years of statehood attainment, are being confronted by a savaged socio-cultural and political change. Grumbling and reluctance about anything under the sky has become a part and package of our Naga society. Massive measures of strain, challenges, frustration and dissatisfaction has engulfed our transitional voyage to progress. Our society, once living an ideal system is now being engulfed by our ‘greed and bigotry’’, difficult to comprehend our Noble virtue society is commanded by elements totally alien distorted society. With the inception of statehood and an introduction of new political culture, ethical values and aspiration of the present society has been outlined by defeat and frustration. Our spirits and hopes are now in chains-gripped by morbid fear and intense insecurity which is overwhelmingly widespread. In a democracy which supposes to bestow free enterprise, opportunity and egalitarianism, we now exist in an “oligarchy” where ‘rule of reason’ is under attack. The nature of politics in Nagaland is crystal clear; consistency of lousy governance which has created massive unemployment of thoughts. The ideals of democracy laid down by the Indian constitution are over ruled by the self-styled democracy practitioners. Individualism and murk policies in the distribution of economic opportunities and discriminatory practices in other social spheres of activity stand out as highly intolerable contradiction in the present free society. In our present scenario, status is now hard to achieve by one’s hard work and merit, but can be easily acquired
through string pilling and backdoor tactics. The integrity and moral of some poor people’s intellect are totally bankrupt by the permissive society where one can be influenced by words like ‘big devours the little’; ‘the strong eats the weak’. It is a society where one prospers by sucking the blood of the poor, the oppressed and the underprivileged. There are numerous views and opinions shared from every corner about the unprecedented issue and problem but what has been the solution so far? Time has drastically changed everything yet it has failed to bring about any concrete answers to our needful demands and for the past five decades, people have patiently waited for successive state government to put an end to these plight and woes but bungling and juggling is all that is going on. A society can continue to thrive only if it meets the rightful demands of its people for security, for play, progress and opportunity for themselves. And therefore, in light of the references mentioned, the only solution of the eradication of this murk policy is to slough off the color of clan/village/ tribe and individualism. In spite of everything and whatever our present conditions maybe, the oppressed being the majority group must cultivate spirits of fearlessness, rationalism and dignity. And we must all fight and defy the ‘whole might of an unjust system’. Our leaders, they being the possessors of the greatest influence, must also hence act as guardians for ‘high ideals and principles’, for the benefit of the whole society. You find delight in owning new things, be it small or big. Likewise, the paintings across Dimapur town do not come cheap either. These are products born out of someone’s sweat and hard work. Those are their most expensive contributions to the society. And instead of preserving those beautiful works, our people are rather destroying it. Imagine someone stabbing you with a knife. The amount of pain you would feel would be indescribable. Similarly, these artists feel a jab in their ribs when they see their most valued works being tarnished because of the ignorance of few. Resolve farmers’ agitation through dialogue: Congress leader to govt NEW DELHI, DEC 14 (PTI): Senior Congress leader and former union minister Anand Sharma on Monday said reforms need to be backed by national consensus and urged the government to involve chief ministers of states to resolve the current farmers’ agitation against the new agricultural laws. Speaking at the annual FICCI AGM, which was held virtually, he called upon the government to be more generous in giving out money to all sections affected by the coronavirus pandemic, especially the poor, and provide more stimulus to help revive the economy. He said the country has lost 10 per cent of the GDP and will take another year to come back to 201920 levels. “Today what we are seeing is turbulence and protests on the farm laws. Reforms must be participatory, not arbitrary. There must be consultations. Nothing should be rushed through or done without building a consensus. That results in what we are seeing - agitation, conflict and the loss of trust,” he said. “I personally feel that through dialogue, negotiations and persuasion, everything can be resolved. We have chief ministers of states and they must be

Enacted in September, the three farm laws have been projected by the central government as major reforms in the agriculture sector that will remove the middlemen and allow farmers to sell anywhere in the country. GHAZIPUR (NEW DELHI), DEC 14 (IANS): Amid the farmers agitation against the three agricultural laws implemented by the Central government, farmers continue sitting on a dharna (protest) at the Ghazipur, Tikri and Singhu borders. Some of these protesters began a protest at National Highway-24 near the Ghazipur border on Monday morning due triggering a long traffic jam. But shortly after this, the protesting farmers were forced to vacate the highway. What happened is that a group of protesters had came out on the streets again expressing their anger against the farm laws. GANDHINAGAR, DEC 14 (PTI): Union Minister of State for Agriculture Parshottam Rupala on Monday said most farmers in the country are in favour of the Centre’s new farm laws, and there is no need to bring the MSP under purview of law as demanded by the protesting farmers. The BJP leader also urged the farmers, who are protesting at various Delhi borders since November 26, to return to the discussion table and find an amicable solution to the deadlock. “The Minimum Support Price (MSP) is part of the government’s mechanism (to safeguard farmers from fall in agri produce prices) and it will remain in force in future too,” Rupala told reporters at the Gujarat BJP headquarters here. “In fact, it was Prime Minister Narendra Modi who had first decided to introduce this MSP formula of agricultural cost plus 50 per cent profit as recommended by Dr Swaminathan,” he said. ADGP (L&O) Renchamo P Kikon said that the State witnessed a significant decline in crime rates during the COVID-19 pandemic lockdown, where strict restrictions on movement of vehicles, closure of business activities etc. were imposed.

MUMBAI, DEC 14 (PTI): Equity benchmarks darted up to fresh all-time highs on Monday as investors accumulated energy, infra and banking stocks amid supportive macroeconomic cues. A strengthening rupee and robust foreign fund inflows further buoyed sentiment, traders said. After touching its record intra-day peak of 46,373.34, the 30-share BSE Sensex ended 154.45 points or 0.34 per cent higher at 46,253.46, its new closing record. Similarly, the broader NSE Nifty rose 44.30 points or 0.33 per cent to finish at a record 13,558.15. It hit a lifetime high of 13,597.50 during the session. ONGC was the top gainer in the Sensex pack, rallying 4.91 per cent, followed by L&T, NTPC, ICICI Bank, Sun Pharma, HCL Tech, Titan and Asian Paints. On the other hand, M&M, Bajaj Auto, Tech Mahindra, Bajaj Finserv, HDFC Bank and Reliance Industries were among the main laggards, dropping up to 1.98 per cent. NEW DELHI, DEC 14 (PTI): Gmail and a host of other Google services faced disruptions on Monday evening for about 45 minutes due to an “internal storage quota” issue, which has now been resolved for a vast majority of the affected users, the tech giant said. “Today, at 3.47AM PT (5.17 PM IST) Google experienced an authentication system outage for approximately 45 minutes due to an internal storage quota issue. Services requiring users to log in experienced high error rates during this period,” a Google spokesperson said. The spokesperson noted that the authentication system issue was resolved at 4:32 AM Pacific Time (6.02 PM IST) and all services are now restored. “We apologise to everyone affected, and we will conduct a thorough fol-

NEW DELHI, DEC 14 (IANS): Reliance Jio has approached the telecom regulator, saying that its rivals Bharti Airtel and Vodafone India have resorted to “unethical” means and have spread “false” rumours that the Mukesh Ambani-led company will benefit from the recent farm bills. In a letter to the Telecom Regulatory Authority of India (TRAI), Jio has blamed both its major rivals of running a vicious campaign. NEW DELHI, DEC 14 (IANS): The disruptions in supply chains caused by the current agitation by farmers in many parts of India will have a bearing on the economy over the coming days and may impinge upon the ongoing recovery from the economic contraction due to COVID, industry body CII said on Monday. The farmers’ protest which has intensified over the past couple of weeks has led to obstruction of traffic and road blockades across multiple checkpoints in the northern states of DelhiNCR, Punjab, Haryana, Uttar Pradesh and Rajasthan, and in smaller measure, in many other states. The already broken supply-chain which was recovering post the pandemic induced lockdown has come under severe stress, CII said. Due to the situation, around two-third consignment in transit are taking 50 percent extra time to reach destination in states of Punjab, Haryana, Rajasthan and Delhi-NCR. In ad-

A group of 219 Air India employees submitted an expression of interest (EoI) for the carrier in partnership with Interups at the close of the deadline on Monday. “Multiple expressions of interest have been received for strategic disinvestment of Air India. The Transaction will now move to the second stage,” Department of Investment and Public Asset Management (DIPAM) Secretary Tuhin Kanta Pandey tweeted. He, however, did not reveal either the identity of the bidders or the number of bids received for buying the national carrier. The President, who assumed office in December 2019, made the announcement on Sunday in a five-minute video he posted on his official Twitter account on Sunday, marking his first public appearance in more than two months, reports Xinhua news agency. Tebboune said he should return home after three weeks at most. “Despite illness and being away from home, I have been following closely what’s going on in the country,” he said. “I have ordered the Presidency to discuss with the law expert commission, in a bid to draw up a new election law as soon as possible to carry on the post-constitution process,” the President added. US Embassy says Sudan no longer on list of terror sponsors
CAIRO, DEC 14 (AP): The U.S. Embassy in Khartoum said Monday that President Donald Trump’s administration has removed Sudan from the U.S. list of state sponsors of terrorism, a move that could help the African country get international loans to revive its battered economy and end its pariah status. The U.S. Embassy in Khartoum said in a Facebook post that the removal of Sudan was effective as of Monday, and that a notification to that effect, signed by U.S. Secretary of State Mike Pompeo, would be published in the Federal Register. It said the 45-day congressional notification period has lapsed. The designation of Sudan as a state sponsor of terrorism dates back to the 1990s, when Sudan brief-

According to the October announcement, once the compensation money was deposited, Trump was to sign an order removing Sudan from the terrorism list on which it has languished under heavy American sanctions for 27 years.

Bail plea of 26/11 accused Rana rejected WASHINGTON, DEC 14 (PTI): A US court has denied the bail plea of Pakistani-origin Canadian businessman Tahawwur Rana, a key accused in the 2008 Mumbai terror attack and declared a fugitive by India, asserting that he has not negated the “risk of flight”. Rana, 59, a childhood friend of David Coleman Headley, was rearrested on June 10 in Los Angeles on an extradition request by India for his involvement in the Mumbai terror attack in which 166 people, including six Americans, were killed. Pakistani-American LeT terrorist Headley was involved in plotting the 2008 Mumbai terror attack. He was made an approver in the case, and is currently serving a 35-year prison term in the US for his role in the Magistrate Judge Jacqueline Chooljian, the US District Court of Los Angeles, in his order on December 10 said that Rana “presented a robust bail package” and offered conditions that significantly mitigate the risk of flight. But the “Court cannot find that he has negated the risk of flight” and as such granted the request of the US government to the continued detention of Rana. Meanwhile, the US government in the court has supported India’s request that the documents submitted by it in support of extradition of Rana be not made public.

NZ beat West Indies by innings and 10-man Jamshedpur hold Mumbai FC 1-1 draw 12 runs in second test, clinch series BAMBOLIM, DEC 14 (AGENCIES): A 10-man Jamshedpur held Mumbai City to a 1-1 draw in the 2020-21 Indian Super League (ISL) match at the GMC Stadium on Monday. Nerijus Valskis (9’) and Bartholomew Ogbeche (15’) scored in the first half before Aitor Monroy’s red card in the 28th minute. Despite playing with 11 men against 10, Mumbai struggled to get behind an organized Jamshedpur defence. Sergio Lobera made four changes to the Mumbai City lineup which defeated Chennaiyin in their last match. Mohammed Rakip, Mehtab Singh, Cy Goddard and Bartholomew Ogbeche replaced Amey Ranawade, Hernan Santana, Raynier Fernandes and Hugo Boumous. Former Liverpool, France coach Houllier dies PARIS, DEC 14 (AGENCIES): Former France manager Gerard Houllier, who rebuilt Liverpool from Premier League underachievers into a cup treble winning side in 2001, has died aged 73, his former club said on Monday. RMC sport and sports daily L’Equipe said Houllier, who also coached Paris St Germain, Olympique Lyonnais and Aston Villa, died after having a heart operation in Paris. “We are mourning the passing of our treble-winning manager, Gerard Houllier,” Liverpool said on Twitter. “The thoughts of everyone at Liverpool Football Club are with Gerard’s family and many friends. Rest in peace, Gerard Houllier 19472020.” The French football federation said it extended “its deepest condolences to the family and friends” of Houllier, who had a long associa-

ute to the Frenchman. After an insignificant playing career in France’s lower leagues, Houllier began coaching in 1973, earning his first big job with Lens before taking over at Paris St Germain. He became France’s assistant coach in 1988 and then manager in 1992 but had a short, unsuccessful spell in charge. He resigned after failing to take the team to the 1994 World Cup in the United States following shock home defeats by Israel and Bulgaria, losing the latter game, which they only needed to draw to qualify, 2-1 after a goal in added time. He rebuilt his reputation at Liverpool, however, joining as co-manager with Roy Evans in 1998 before assuming full responsibility and leading the team to a treble of the FA Cup, League Cup and UEFA Cup in 2001.

ARRAYMONACO, DEC 14 (IANS): Ugandan long distance runner Joshua Cheptegei’s 10,000m world record and the 5,000m record of Ethiopia’s Letesenbet Gidey, which were set earlier this year, have been officially ratified. Gidey’s 5,000m mark of 14:06.62 and Cheptegei’s 10,000m performance of 26:11.00 were both set at the aptly named ‘NN Valencia World Record Day’ on October 7. Gidey went first, producing a stunning run that clipped more than four seconds from the previous record set by Tirunesh Dibaba 12 years earlier. A few minutes after the 22year-old crossed the line, Cheptegei took his turn, churning out 25 laps of the track in an average of less than 63 seconds apiece to better Kenenisa Bekele’s 15-year-old benchmark by more than six seconds. The records for those two events had never been bro-
ken on the same day. The two-race meeting was held at Valencia’s Turia Stadium before a crowd limited to less than 150 due to Covid-19 restrictions. Cheptegei’s performance had come 54 days after he broke the world 5000m record in Monaco. “I wanted to show the sports lovers of the world that the track is exciting,” said the 24-yearold, who became the 10th man to hold the 5,000m and 10,000m world record concurrently, as per a World Athletics media release. Alluding to the coronavirus pandemic, Cheptegei said, “In this difficult situation, I hope things like this can still give us joy and some hope for tomorrow.” “I have been dreaming about this (setting a world record) for six years,” said Gidey, who hadn’t won a 5000m race since 2016. “I am very happy now,” he added.
