New coronavirus variant that spreads faster found in the UK
LO N D O N, D E C 1 5 (AGENCIES): Britain’s capital-- London will be placed under the highest level of coronavirus restrictions from Wednesday amid a “very sharp” spike in COVID-19 cases in London and its surrounding areas as a new variant of coronavirus was identified and responsible for the “faster spread”, the UK government announced in Parliament on Monday. The UK Health Secretary, Matt Hancock told the parliament that “swift and decisive” actions were needed as the doubling rate of COVID-19 has hit just in seven days in several parts of London. “I must stress at this point that there is currently nothing to suggest that the variant is more likely to cause serious disease, and the latest clinical advice is that it’s highly unlikely that this mutation would fail to respond to a vaccine,” he added. Consequently, London will move to Tier 3 “very high alert” local restrictions on Wednesday.
Pay 2k per month to CCI children: SC NEW DELHI, DEC 15 (PTI): Supreme Court on Tuesday directed all states to provide Rs 2,000 a month for the education of each child who was in a child care institution (CCI) and now been restored to his or her family during COVID pandemic. The court also said state governments should provide necessary infrastructure to CCIs for online classes of children living there on the basis of recommendation from district child protection units within 30 days. A bench headed by Justice L Nageswara Rao said states should ensure that required number of teachers are made available to teach children in CCIs.
Under the Tier 3 restrictions, all hospitality venues, including restaurants, pubs, bars, cafes will be shut except for takeout and delivery. Indoor entertainment venues- such as bowling alleys and cinemas - will stay closed. People will not be allowed to travel to and from tier three areas. Residents in London will also not be able to meet in private gardens and other outdoor venues. They may meet up to six people outside at parks, public gardens, or sports facilities. Farmers harden stance; govt says MSP will continue NEW DELHI, DEC 15 (PTI): Hardening their stance on the three new agri laws, farmer leaders on Tuesday said they will “make” government repeal these legislations, and asserted that their fight has reached a stage where they are “determined” to win it no matter what. They said that they will completely block the Chilla Border between Delhi and Noida on Wednesday to press for their demands, adding that farmer unions are not running away from negotiation, but the government has to pay heed to their demands and come forward with concrete proposals. Addressing a press conference at the Singhu Border, farmer leader Jagjeet Singh Dallewal said, “The government is saying ‘we won’t repeal these laws’, we are saying we will make you do it.” Meanwhile, Agriculture Minister Narendra Singh Tomar said that Minimum Support Price (MSP), at which the government commits to procure the produce from farmers, is an administrative decision and it “will continue as it is”.

Nagaland prepared to launch COVID-19 vaccine drive: H&FW

KO H I M A , D E C 1 5 (NPN): As India gears up for COVID-19 vaccination drive, State Health & Family Welfare department said it was adequately prepared to carry out the vaccination drive in Nagaland. Informing this to mediapersons here, Deputy Director and Spokesperson on COVID-19, Dr. Nyan Kikon said that the vaccination drive will be carried out in phases. The first phase will be for healthcare workers followed by frontline workers but further directions were awaited from the Health ministry, he said. Around 18,000 to 19,000 healthcare and frontline workers have registered for the first phase of COVID-19 vaccine, Kikon said. While admitting that huge logistical operation will be required for the vaccination, Dr. Kikon informed that the vaccine for healthcare workers and frontline workers will be distributed in their respective district. Meanwhile, speaking to Nagaland Post, Principal Director H&FW, Dr. Vizolie Z. Suokhrie said Nagaland
was fully prepared for the vaccination drive but that the department was yet to get the definite date on the arrival of vaccines. Dr. Suokhrie said the first phase will be for healthcare workers, phase two for frontline workers and the third phase to cover senior citizens (50 years above) and those with comorbidities/ vulnerable group. He said the vaccines will be provided free of cost and that prioritization has been done since the vaccine was expensive with limited production. A three-member Central team (Public health division) visited Nagaland on December 13 to review and asses public health measures and clinical management for COVID-19. Dr. Kikon said that the team visited Kohima and Dimapur and held meetings with the District Task Force headed by the deputy commissioner and department officials. He informed that the central team visited COVID19 care centers, district hospitals, COVID-19 sample testing triage and quarantine centers and that actions based on their finding will be taken accordingly .
A member of the central team from NEIGRIHMS Shillong and specialist in COVID-19 management, Dr. MD Jamil informed that the report of the findings will be submitted to the Ministry and the department. He termed Nagaland’s response to COVID-19 as “very good”. He however urged people to be extra cautious and follow safety protocols during festive and marriage season as there was likelihood of surge in COVID cases. IDANSB to assist in vax drive: Indian Dental Association Nagaland State Branch (IDANSB) informed that it has prepared a list of dental professionals and interns to assists in the COVID-19 vaccination drive across Nagaland. IDANSB president, Dr. Kaketo Yepthomi and honorary secretary, Dr. Vichovol Temi said that the list of names were sent to all district commissioners and Health department. The list includes dental professionals and interns, actively involved in day-today provision of clinical care to patients and have experience in administering injections.

NEW DELHI, DEC 15 (PTI): Centre has said the winter session of Parliament will not be held this year in view of COVID-19 pandemic and that it will be appropriate to convene the budget session in January next year. In a letter to leader of Congress in Lok Sabha Adhir Ranjan Chowdhury, the parliamentary affairs minister Pralhad Joshi said, “Winter months are very crucial for managing the pandemic because of recent spurt in cases during this period, particularly in Delhi...” The minister said he had informally contacted floor leaders of various political parties and “they have expressed their concerns about the ongoing pandemic and opined of doing away with winter session”. The winter session normally starts from last week of November or first week of December. Cong slams govt: Slamming the government for its decision to not hold Parliament’s winter session in view of COVID-19, the Congress said the “decimation of parliamentary democracy is complete”. Congress party’s chief whip in Rajya Sabha Jairam Ramesh said that the Leader of the Opposition in the Rajya Sabha, Ghulam Nabi Azad, was not consulted on the matter. On its official Twitter handle, the Congress said, “Another step in the BJP’s attempt to destroy democracy.”

DIMAPUR, DEC 15 (NPN): Nagaland on Tuesday reported 33 new COVID-19 cases-- 15 in Kohima, 8 each in Dimapur and Mokokchung and 2 in Peren, taking the tally to 11761 cases. One more COVID-19 related death was reported in the state. Out of 72 deaths, 62 died due to COVID, 7 deaths are non COVID related while 3 deaths are under investigation. Further, the distribution across various categories include 4638 cases from the armed forces/police, 1821 returnees,
4742 traced contacts and 560 frontline workers.

DIMAPUR, DEC 15 (NPN): NSCN (I-M) chairman Q. Tuccu has asserted that the Naga people have rejected the past accords imposed on them as these were not issue-based solutions. He said this in his speech at the winter parliament session held at CHQ Hebron on December 15, 2020. Tuccu went on to add that the “imposed solution or solution with an unmandated group of people who don’t represent the issue of the Nagas is not acceptable to the Naga people.” He also reiterated that Framework Agreement signed between the government of India and NSCN on August 3, 2015, after series of negotiations for eighteen years, was based on ‘equality and mutual respect’ and the recognised unique history of the Nagas. He was speaking as the guest during NPF central youth wing meeting cum pre-Christmas celebrations
held at NPF headquarters here, Tuesday. Citing examples of how the lockdown and pandemic had affected everyone, Azo said, the one thing he learnt from the situation was the importance of self-dependence and sufficiency. “Witnessing shortage of fish, meat and other essentials during the pandemic led me to realise the need to be self-reliant. I have started rearing chicken, pigs and fish. This way we all can truly understand and value
self-reliance,” he said. Drawing comparisons on how a person learns from trying times, Azo said he had gained more experience from three years of being in the opposition than 15 years of ruling. He called on his party men to learn how to be in the opposition and at the same time be patient as God would reward accordingly as promised in the Bible. Taking a swipe at the ruling, Azo instructed his
party men not to be envious of those in power. He said most of them in the ruling parties were also suffering and that only a handful were actually enjoying the benefits of being in power. He encouraged them to endure and be hopeful for better times and not be like those power mongers who keep switching sides. He also wished the gathering a merry Christmas and prosperous year ahead. DIMAPUR: Wokha District Tobacco Control Cell (WDTCC), district level coordination committee (DLCC) and district level enforcement squad (DLES), NTCP Wokha held its quarterly meeting on December 15 at the DC Wokha chamber, chaired by EAC (Hq) I. Yentinougbou. According to DIPR report, four schools namely Fer nbrook, Libemo Memorial, Government School Sector “A”, Little Angel School and Longsachung and Niroyo villages were declared tobaccofree schools and villages respectively. With this declaration the district has now have 23 tobacco free schools and 4 tobacco-free villages.
Certificates were handed over by chief medical officer, Wokha, Dr. C W Tungoe. DNO NTCP, Wokha, Dr. Daisy Ovung, while presenting the quarterly reports of DTCC, said the team has visited shops selling tobacco products from Niropen Colony to NST Colony covering around 100 (hundred) shops on COTPA Section 6, where shops owners were directed to display board with specified warning indicating that “Selling of any tobacco products to and by any person below 18 years of age is a punishable offence”. Dr. Daisy also informed that enforcement drive was also conducted on November 24 comprising of COTPA fly-
ing squad, members from NTCP and Dobashis and visited 40 hotels and restaurants within the town to ensure prohibition of smoking in public places. The members also deliberated to strengthen the enforcement of COTPA Law and to conduct enforcement activities once every month, where district nodal officer (NTCP) Dr. Daisy appealed all the members to extend co-operation for effective implementation of the law. She also said that since tobacco control committee has been constituted in every school and villages she urged them put more effort and to frequently review tobacco related activities and report/submit the activities.

Kokrajhar (Assam), Dec 15 (PTI): The fourth Bodoland Territorial Council (BTC) was constituted on Tuesday with the swearing in of five members of the BJP-UPPL-GSP combine and UPPL’s Promod Bodo assuming charge as the Chief Executive Member (CEM) of the autonomous body. The members were administered the oath of office by Assam Chief Secretary Jishnu Barua at the Green Field Ground in Bodofa Nwgar here. New Delhi, Dec 15 (PTI): Students at IIT Guwahati, NIT Silchar and Dibrugarh University in Assam have jointly developed a multi-lingual smartphone application for farmers to smartly manage their farms and remotely monitor distress activities. Developed with a goal of optimising the in-farm productivity through Artificial Intelligence (AI), the application called “AgSpeak” will help the farmers in making decisions and managing farm activities through their smartphone or computer. “India is a leading agricultural country with immense potential, yet 2 billion people globally did not have regular access to safe, nutritious and sufficient food in 2019 alone. To end this global starvation, we need to double agricultural productivity in the next 15 years. Unless we use technology appropriately in the agricultural sector, this would be impossible,” said IIT Guwahati Director TG Sitharam. According to Manik Mittal, a student at Indian Institute of Technology Guwahati, the startup is leading this initiative in the northeastern India, which has untapped potential with diverse ecosystems having agriculture as the major economic activity. “The

The chief minister said that members of the different factions of the National Democratic Front of Bodoland (NDFB) understood the futility of violence and gave up extremism to return to the mainstream of the society. He also announced a Rs 60 crore package for rehabilitation of all NDFB cadres who came to the mainstream. Sonowal announced that militants belonging to outfits, other than the four of the NDFB, would also be rehabilitated if they come overground and give up violence. Leaders of all four factions of the NDFB- then All Bodo Students Union (ABSU) Chief Pramod Bodo, Mohilary and the Chief Minister had signed
the Bodo pact in New Delhi on January 27 this year paving way for elections to BTC. Sarma also hailed the Prime Minister and Union Home Minister for the Bodo Accord which would lead to fulfil the aims and aspirations of the people of Bodo areas and bring about equal development of all people living in the BTR. He said that by providing the Bodo language an official status, giving development councils for all the Bodos living outside the BTR areas, giving relaxations to provincialisation rules of the schools locate in the region, the present state government has taken a series of steps for the development of Bodoland Territorial Region.
He announced that the state government would take steps to set up new educational institutions, new stadia, campus of Bodoland University at Udalguri, Medical College at Tamulpur and setting up colleges in each of the 40 constituencies in the BTR. Bodo, the new BTC CEM, described the Prime Minister as a visionary who had taken the initiative to solve the problems of the region so that peace can prevail. Many governments have come and gone but no such definite initiative like bringing all factions of the NDFB were taken before, he said. He assured all communities living in the BTR to live without fear and to come forward with their problems which the new council will try to resolve in the next five years. B o d o, t h e f o r m e r President of the All Bodo Students’ Union who went on to form the UPPL, said that his priority will be to ensure that there is no “unhappy people” in the BTR after the five year rule of the new council. The UPPL has won 12 seats, BJP nine and GSP one seat in the just concluded 40-member council polls while the Bodoland Peoples’ Front (BPF), which
had headed the autonomous body for the last three terms, emerged as the single largest party with 17 seats and Congress secured one seat. The lone Congress member Sajal Kumar Sinha joined the BJP on Monday and was subsequently expelled from the Congress. The BJP on Sunday had decided to dump its alliance partner BPF in the state government and join hands with the UPPL and the GSP to form the next council in the Bodoland Territorial Region (BTR), comprising the four districts of Kokrajhar, Chirang, Baksa and Udalguri. The BTC elections had assumed significance in view of the state assembly elections likely to be held next year with all the 14 seats from the four districts currently held by the BPF. The BPF had joined hands with the BJP before the 2016 assembly polls to form the government and three of its MLAs- Pramila Rani Brahma, Chandan Brahma and Rihon Daimary are currently ministers in the Sonowal cabinet. The elections to the Council, earlier scheduled to be held on April 4 was deferred due to the coronavirus pandemic, were held in two phases on December seven and 10.

IMPHAL, Dec 15: A total of 41,000 medical professionals and other individuals who would be the first beneficiaries of COVID-19 vaccine identified, Manipur chief minister N Biren Singh informed on Tuesday, adding that necessary arrangements had been made to promptly start vaccination soon after the arrival of the vaccine. The chief minister said that 100 doctors had been engaged on a daily wage basis to meet the healthcare needs due to the current pandemic. Procedures to recruit 300 regular doctors have also already begun through MPSC, the chief minister said in his address to a function here. The chief minister was addressing the inaugural function of a two-day ‘Distribution Camp of Aids and Assistive Devices to Persons with Disabilities under ADIP Scheme’ held in Imphal’s City Convention Centre today. The programme was organized by the department
of social welfare in association with Swami Vivekanand National Institute of Rehabilitation Training and Research (SVNIRTAR), Cuttack (Odisha). On the occasion, Singh said that the state government was considering providing interest-free loans to differently abled persons to help them start suitable occupations and live a dignified life. H e o b s e r ve d t h a t “nothing is greater than extending help to each other and to live a life of peaceful co-existence and that is why the state government is concentrating on service to humanity.” Stating that health schemes - CMHT and CMST- were introduced to help needy people and differently-abled persons, the chief minister said that although the state’s current financial position was not that sound, the state government was spending around Rs 10 crore every year in implementing these schemes. The chief minister also said that the government was gathering information
about needy people and differently abled persons through “Go to Village” and “Go to Hill” missions. He asked the district social welfare officers to identify persons who can be benefited under different government schemes. On the issue of drug menace in the state, the chief minister lamented that many youths are addicted to drugs and other intoxicants. He said that the government was planning to initiate a mission to permanently reform the addicts in a professional manner. To materialise the mission, the social welfare department would organize a seminar where the root cause of the menace and its solution would be deliberated thoroughly, he said. State social welfare minister Okram Henry who also spoke on the ocassion sought people’s support and cooperation in making the benefits of different schemes reach needy people. “The government is round the clock ready to extend necessary assistance to the people,” he added.
Pabindra Deka Guwahati, Dec 15 (PTI): Former minister and founding member of the Asom Gana Parishad Pabindra Deka resigned from the party on Tuesday, miffed over its leadership “sidelining him due to his strong opposition to the Citizenship (Amendment) Act. Deka is an MLA from Patacharkuchi constituency representing the AGP, an ally of the BJP-led government in Assam. “I have resigned from the primary membership of AGP today... When CAB was introduced the second time in Parliament last year, AGP was silent and its lone MP in Rajya Sabha Birendra Prasad Baishya voted in favour of it.
“I was the only person against it in the party and publicly opposed it. For that, the party leadership punished and sidelined me,” Deka told reporters here. He also asserted that regionalism is not safe in the hands of the AGP leadership, which also prompted him to exit from the party. Asked if he will join another party, Deka said, “I will participate in the 2021 assembly polls, but I have not decided which party will I join as yet.” Sources close to him said the veteran politician is likely to be a part of the newly-floated Assam Jatiya Parishad (AJP), formed jointly by the All Assam Students’ Union (AASU) and Asom Jatiyatabadi Yuva Chhatra Parishad (AJYCP). Deka is one of the founding members of AGP and served as a cabinet minister during 1985-1990 in the first AGP government, led by Prafulla Kumar Mahanta. He has represented the Patacharkuchi constituency thrice -- 1985, 2001 and 2016.
Bnei Menashe Jews are seen ahead of their aliyah. Tel Aviv, Dec 15 (PTI): A total of 252 Jews, including infants and elderly, from India’s north-eastern Bnei Menashe community on Tuesday landed at the Ben-Gurion airport here as immigrants and to start a new life in Israel. They include 50 families, 24 singles, four infants under the age of two, and 19 people over the age of 62. Their immigration was approved by the Israeli government in October. After landing, they went through the immigration process. “Some 90 per cent of them have completed their aliyah (immigration) permit process and soon all of them will be taken to a Shavei Israel absorption centre in the Nordiya
moshav close to Netanya,” a Bnei Menashe community member present at the airport told PTI. Shavei Israel is a nonprofit organisation which has led the movement to bring back Jews looking to immigrate to Israel. “They will complete their quarantine period at the moshav (an agricultural commune) and spend some three months there going through the formal absorption process, including learning Hebrew. Following that they are likely to be settled in the north in the Nazareth Illit area”, he said. Some 2,437 people from the Bnei Menashe community have so far immigrated to Israel from the north-eastern states of Manipur and Mizoram
since 2003, the ministry of Immigration and Absorption said. “I am happy that I have the merit to bring the Bnei Menashe to Israel after many years of waiting,” Minister for Immigration and Absorption Pnina Tamano-Shata said. There have been intense debates around the Jewishness of Bnei Menashe in the past but in 2005, the then Chief Rabbi of the Sephardi community, Rabbi Shlomo Amar, recognised them as descendants of Israel paving the way for their immigration to Israel. The community claims that it belongs to the Menashe tribe, one of the ten tribes pushed into exile by the Assyrians some 2700 years ago.

Correspondent Shillong, Dec 15 : In the wake of the Meghalaya Government having taken a strong stand against the threats issued by the outlawed Hynniewtrep National Liberation Council (HNLC) to impose its own extortion ‘taxes’ on cement factories, the outlawed outfit has asserted that it was a “government in itself ” and had the right to impose such taxes. State Home Minister, Lakhmen Rymbui had made it categorical that the activities of the HNLC were ‘criminal’ and had warned the outfit against illegal activities, including the threat to impose taxes. “The HNLC is a government in itself. We have our political department, finance department, home department, foreign department and our military department. This is our land and therefore nobody should remind nor interfere into our tax collections,” HNLC General Secretary,
Sainkupar Nongtraw stated in an e-mailed statement. “If the NPP-led MDA government can collect taxes from illegal coal supply then we stand firm upon our commitment to levy taxes,” Nongtraw asserted. Based upon the statements of the Home minister Lakmen Rymbui, the HNLC said it would like to come out clear upon his blame game tactics. “It was during the year 2004 that the IB (intelligence bureau) had offered us to come forward for peace talks followed by the governor of Meghalaya in the year 2014. Subsequently, we had also accepted the governor’s offer and exercised our wisdom and sincerity by declaring a unilateral ceasefire,” Nongtraw said, adding that the outfit’s gestures were over turned due to the negative interventions of the state police and along with the manipulation of the State Government behind its hidden agendas. “The ministry of Home affairs is waiting for reports

Conspiracy afoot to confuse farmers: PM
DHORDO (GUJ), DEC 15 (PTI): A conspiracy is afoot to confuse farmers over the new agri laws, said Prime Minister Narendra Modi on Tuesday as he made a strong pitch for the legislations amid the protest by cultivators outside Delhi which entered the 20th day. Describing the new farm laws as historic, the PM said his government was ready to remove any doubts about the legislations enacted in September. Without taking names, Modi, on a day-long visit to Gujarat, said opposition parties who are supporting the protest, when in power, were in favour of similar reforms in the agriculture sector. To buttress his point, Modi gave the example of two sectors in Gujarat, his home state, which flourished without government intervention. He said dairy and fisheries sectors in the state grew exponentially without much

A failed experiment
D
esperate situations call for desperate measures, so goes an old saying which appears to fit with the efforts of non-BJP and non-Congress opposition parties who are trying to cobble together another Third Front. After fighting with each other over the decades, the opposition parties cannot not ignore the fact that with the Congress no longer in existence in most states, the BJP is hell bent on making inroads across states in its avowed aim of painting the entire country saffron. Thus, the opposition have every reason to join forces even if they are all not on the same page as far as ideology or their stand with regard to several issues. For them, the only option to survive is in joining hands in setting up a common front. All opposition parties have a hold in their respective states and are conscious of the fact that in more and more states, the next LS electoral poll would be fought between BJP and the regional challenger, with Congress relegated to at least third position. Also, the way BJP cut many NDA allies to size and the fact the saffron party almost stormed the turfs of the usually ‘neutral’ TRS and BJD also drove home the point that none is spared in the BJP’s expansionist drive and thus the urge to join hands. Even in the recent Bodoland Tribal Council polls, the BJP dumped its state ally- the BPF- and has now joined hands with a newly floated Bodoland party -United Peoples' Party Liberal (UPPL) to form a coalition for the BTC. The opposition have taken the step due to the unprecedented decline of the Congress, the Gandhi family’s fading brand value as ‘unifier’ of the party and its inability to be an effective opposition pivot to resist and fight against the multiple challenges being posed by the Modi government. The Congress which continues to be in disarray and is functioning without even a proper leadership for one-and-half years now. With the Congress in near limbo and the Gandhis incapable of leading from the front, the opposition parties believe they need to take the leadership of a united opposition forum. Several among the opposition such as Shiv Sena(SS), Shiromani Akali Dal(SAD), SP and BSP have been alliance partners of the NDA but have been literally pushed out. The third front idea reflect their double standards as over the years, those who had worked closely with the BJP in the past, became secular once they distanced themselves from the saffron party. This so-called non-Congress, non-BJP Front had no qualms about seeking outside support from the Congress or BJP when opportunity arrives and this is why the third front idea has lost credibility. Besides, these Third Fronts also heralded an innings of instability not to talk about their disastrous performance on all fronts. Most of their time was spent on managing the messy coalition and trying to somehow stick on to power. Like a seasonal animal that comes out ahead of every election the Third Front seasonal frog too makes a comeback before the West Bengal assembly polls in 2021 and the Lok Sabha polls in 2024 polls and is heard thereafter only in the event of any fluke short-lasting victory or, of course, in the next elections.

Constraints to Nagaland’s economic development N agaland's economy at present is marked by stagnancy reflected in poor infrastructure, high migrationto other states for employment, high unemployment, and low investment in productive assets. The state administration while forming only around 11% of Gross State Domestic Product (GSDP) serve as the primary means of circulation of state's GSDP. Salaries paid for govt employees serve as income to the private school and college teacher, shopkeeper, construction worker and so on. This dependence on the govt is unsustainable in the long run since the state govt is in turn disproportionately dependent on the central govt. Actual production of goods and services exchanged in the market need to take place for this dependence to stop. What is prevalent now is a large majority of people simply managing to make ends meet one way or the other. In the medium to long term, the state faces many institutional constraints which impede its economic development. The constraints have no easy solution. Viewing the problem through political develop-
ment: A state, according to the German sociologist, Max Weber, is a polity that maintains a monopoly on the legitimate use of violence. A modern state, irrespective of its level of economic development, is characterised by a welldeveloped bureaucracy based on specialised rational legal functions. The concern or unit of such a state is the individual. At least in theory, India, and by extension Nagaland, is such a state. "We see the couple as individuals, not Hindus or Muslims" said a recent High Court ruling. There are many competing powers to the state's authority in Nagaland nationalist groups, tribal groups, villages, clans and even khels. "We will not be held responsible for the course of action" is a refrain one sees often in the local newspapers. Justice, even at present, is more akin to geopolitics, with no authority to independently enforce rules. A state bureaucrat is careful while carrying out the wreath of the state lest it offend clan, village, or tribal loyalties. Nationalist groups, while no doubt very powerful, functions within the constraints of tribal acceptance or rejection. The
same can be said about other group identities by which a Naga is identified. These competing interests in a certain sense provide a semblance of rule of law, in the sense that no one can assert absolute authority. From the vintage of a liberal democratic state, however it presents a weak state. It ought to be emphasised here that liberal democracy doesn't mean a weak state, it, on the hand, implies a powerful state constrained by division of power, checks and balances and rule of law. As the current CNN host and political commentator, Fareed Zakaria, puts it, "to distribute power, you first need to have power". Our state is so weak that it is easily held to ransom and cannot enforce its wreath. Put it another way, the state has failed to secure the lives and property of the stakeholders. It is true that there is no anarchy of the type we see in presentday Afghanistan or Somalia but the lack of security is prohibitive enough to discourage investment in the state, especially outside investors who are critical for developing specialised skills among local professionals through observa-

They will become job provider rather than being a job seeker. And thoseinnovative entrepreneurs can also diversify the business and scale up to bigger industry. Each stage was more complex and more powerful than the previous one. A society had to evolve to the next stage simply to survive as it faced threats of violence. Much has been made of the fact that Naga society is communitarian with loyalties to different groups. Viewed, however, from a perspective of political development, one cannot help but notice how it is more of an expression of a certain stage towards political maturity, namely a modern state. This is not to say that tribes, villages and clans are becoming irrelevant or will become irrelevant. Such identity groups, if not for anything than instrumental reasons, can be strengthened. What is obvious, however, is that there is a conflict between the demands of a modern state and the way Naga society is organised. These conflicts have no easy solution. The excess of government employees in the state presents a good
example. Following communitarian norms to help the needy, accompanied by a weak state, government posts have been created where no such need exist. Nagaland's case here is similar to recent Greece governments where each succeeding government that came to power kept appointing new government employees based on familial lines leading to an excess of employees, eventually leading to the debt problem. The simple solution in our case would be to stop employment where not needed except that the next political party or leader in the community would accuse the current one and promise to provide government jobs to its supporters. Land ownership in the form of community ownership presents another formidable problem, both present and future. Community ownership is accompanied by the problem of commons underinvestment in the property accompanied with over-exploitation of resources. It also has the problem of identification of ownership for any transaction to take place i.e. who does a company negotiate with to buy a plot
of land to set up an industrial park? What happens when a poor man wants to sell or lease his plot of land or spring of water but the clan or village refuses to do so? Who is the owner of this plot of land, the person who sold it to me or his brother who is disputing him? etc. Going forward, as and when a satisfactory political solution leading to the laying down of arms is achieved, a strong tribal, village or even clan group will serve as a challenge to the authority of the state. An emergence of an educated civil society however, while appearing to limit state's authority, will strengthen it. For example, a Naga Mothers' Association, a civil society, which calls for implementation of 33% reservation, will strengthen the power of the state against tribal hohos fighting against such a reservation. A process of education by which the virtues of liberal democracy are espoused has to be carried out. hristmas greetings to all our beloved people of Nagalim in the precious name of our Lord and Saviour Jesus Christ! At the very outset, I pay homage to those martyrs for the cause of ‘Nagalim for Christ.’ In fact, they were martyred, not killed. Martyrs are seeds that germinate and bear fruits a hundredfold. I give my revolutionary salute to all the members of NSCN who have been in the forefront of the resistance movement with full conviction and faith for decades. History knows how NSCN members faced turbulent storms of the enemies' aggression and survived from them by His grace. Indeed, NSCN is a proven Naga national organization. Acknowledging that fact, Mr. P.V. Narasimha Rao, the then Prime Minister of India said, “You have proved yourselves”. I believe every member of NSCN today is still a hard nut to crack. Every kingdom or state is the product of decision of people. Freedom to decide the future of a people by themselves is their inherent right. We cannot imagine a government of a people without freedom to run it according to their sweet will and decision. In keeping with the spirit and letter of the Framework Agreement it is reiterated in the competencies stating, “In matters of her own affairs as mutually agreed upon, Nagaland shall be sovereign.” The Naga politics is about sovereign power that makes and unmakes things and makes and unmakes laws. It is about sovereign power that will develop the Nagas materially, mentally and spiritually; it is about rebuilding psychology of the Nagas- young and old, male and female damaged by the bloody war; it is about rebuilding and reconnecting the damaged relationship with our neighbours; it is about building a new relationship with the Indian and Burmese people for a lasting harmonious and peaceful co-existence as unique entities. And above all, it is about rebuilding the broken faith of the Nagas through the Church. The Naga people have been looking for their long-cherished solution, a solution that protects their sovereign right, their
future, their history, their territory, their identity, their culture, their religion and their state. But they are strongly opposed to any kind of military solution or solution through coercion. The Naga people have rejected the past accords imposed on them. Definitely, they are for the solution that is arrived at through mutual agreement. Therefore, imposed solution or solution with an unmandated group of people who don't represent the issue of the Nagas is not acceptable to the Naga people. After series of negotiations for eighteen years, the historic Framework Agreement (F.A.) was officially signed between the Gol and NSCN on 3rd August 2015. This F.A. is the meeting point for the Indians and the Nagas. This Framework Agreement is based on 'equality and mutual respect' and the recognised unique history of the Nagas. This is the Magna Carta of new relationship of the two people. We will always stick to the Framework Agreement and abide by it. Why early solution is being delayed? Is it because of Naga factor or Indian factor? I can say the ball is in the court of Gol. But why the hearts of the Indians leaders are hardened? Is it because of the wrong perspective of the Indian leaders on Naga issue or sin of broken faith of the Nagas? Early solution or delayed solution is not the point, but issue-based solution is the point that matters. The past accords could not bring solution because they were not issue-based solutions. The Naga people have reason to give thanks to the Indian Prime Ministers — P.V. Narasimha Rao, Inder Kumar Gujral, H.D. Deve Gowda, Atar Bihari Vajpayee, Lal Krishna Advani, (Deputy Prime Minister), Dr. Manmohan Singh and Narendra Modi and the Naga leaders, Isak Chishi Swu and Th. Muivah, who have laid down the foundation for solution to the Indo-Naga political problem. This Framework Agreement is the end result of their committed efforts. British PM Johnson to be Republic Day Chief Guest Jaishankar says it symbolises new era in Indo-UK ties
NEW DELHI, DEC 15 (PTI): British Prime Minister Boris Johnson will visit India in January to be the chief guest at the Republic Day Parade, UK Foreign Secretary Dominic Raab announced on Tuesday after holding talks with his Indian counterpart External Affairs Minister S Jaishankar. Addressing a joint press conference after the talks, Jaishankar said the two sides held four hours of discussion on a wide range of issues and focus has been on how to take the bilateral ties to a higher level. “In recent years as you know, there have been very big changes in global politics and we both believe that our interests are better served by working together more effectively,” he said and added that important issues, including the situation in Afghanistan as also developments in Gulf and evolution of the Indo-Pacific region were discussed. Jaishankar said challenges posed by terrorism and radicalism which are shared concerns were also discussed during the talks. “Prime Minister Boris Johnson has invited Prime Minister Narendra Modi to join the UK-hosted G7
Boris Johnson and Narendra Modi (File) summit next year. The UK Prime Minister has also accepted the very generous invitation to attend India’s Republic Day celebrations (as chief guest) in January which is a great honour,” Raab said. On his part, Jaishankar said Johnson accepting the invitation for the Republic Day was, in a way, symbolic of a new era in Indo-UK ties. Raab’s three-day visit to India from December 1417 comes at a time the UK is holding complex negotiations with the European Union on reaching a post Brexit trade deal. In the wake of Brexit,
the UK has been looking at ramping up trade with leading economies like India. There have been apprehensions that its separation from the European Union without a trade deal could severely cripple its financial markets and may have longterm implications for its economy. The British foreign secretary is scheduled to meet Environment Minister Prakash Javadekar and Education Minister Ramesh Pokhriyal. Raab will also travel to Bengaluru where he will meet Karnataka Chief Minister B S Yediyurappa on December 17.

AAP will contest UP Assembly polls in 2022, says Kejriwal NEW DELHI, DEC 15 (IANS): After forming the government in the national capital thrice and emerging as the main opposition party in Punjab, the Aam Aadmi Party (AAP) on Tuesday announced it will contest the Uttar Pradesh Assembly election in 2022. AAP’s national convenor and Delhi Chief Minister Arvind Kejriwal made the announcement here in a digital press briefing. Kejriwal said that every resident of Uttar Pradesh wants an honest government in the state, saying “it can only be given by AAP, which is why AAP will contest the 2022 Assembly elections in the state”. He said that the people of Uttar Pradesh posed their trust and faith in every party and gave them a chance, but these parties “stabbed” the people in their backs. “Today, there is only one thing lacking in the politics of UP, which is honesty and intent. This is what AAP has. It is with this honesty that AAP has transformed Delhi. We proved that that the governments lack isn’t money, but the intent,” Kejriwal said. Deve Gowda on Tuesday said that they will strongly oppose the move to pass the Bill to prohibit cow slaughter in the state. In a statement, he said that the Bill prohibiting cow slaughter passed in the Assembly last week would not only disturb the communal harmony but also the peace in the state. Noting that the Cow Slaughter Prohibition Act, 1966 is in force in the state, the former Prime Minister said: “In 2010, the then BJP government tried
to change the law. The then opposition, Congress, and JD-S had jointly opposed it. I had then met the Governor and the President and demanded that they must not agree to approve the bill. The Governor had then sought clarification. After that, the bill was later withdrawn due to the change in government leadership.” Deve Gowda observed that, much like in 2010, the JD-S will oppose the amendment bill, adding that there were ample provisions to prevent cow slaughter in the existing Act. His statement came on the day, when his party handed over a letter of support to the BJP in the bid to replace Council Chairman, K. Pratapchandra Shetty.

New Delhi, Dec 15 (PTI): In the wake of the ongoing Covid-19 pandemic and subsequent lockdowns, the Indian automotive industry suffered Rs 2,300 loss crore per day and an estimated job loss in the sector was about 3.45 lakh, according to a parliamentary panel report submitted to Rajya Sabha Chairman M Venkaiah Naidu on Tuesday. The Parliamentary Standing Committee On Commerce, chaired by Telangana Rashtra Samithi (TRS) MP Keshav Rao, has also suggested a slew of measures for attracting investment in the automotive sector in the country, including overhauling of prevalent land and labour laws. “The committee was informed by the auto industry associations that all the major original equipment

New Delhi, Dec 15 (PTI): Declining for the second straight month, India’s exports dipped 8.74% on a yearly basis in November to USD 23.52 billion on account of contraction in shipments of key sectors like petroleum, engineering, chemicals and gems and jewellery, even as trade deficit narrowed to USD 9.87 billion. Imports declined for the ninth month in a row, slipping 13.32% to USD 33.39 billion in November 2020, government data released on Tuesday showed. Although the trade deficit in the month narrowed as compared to USD 12.75 billion in November 2019, the deficit (difference between imports and exports) increased sequentially from USD 8.78 billion in October this year. The country’s exports stood at USD 25.77 billion in November 2019. During April-November 2020-21, exports dropped by 17.76 % to USD

New Delhi, Dec 15 (PTI): S&P Global Ratings on Tuesday raised India’s growth projection for the current financial year to (-)7.7 per cent from (-)9 per cent estimated earlier on rising demand and falling COVID-19 rates. For the next financial year 2021-22, S&P projected growth to rebound to 10 per cent. Its revision in growth forecast for the current fiscal reflects a faster-thanexpected recovery in the September quarter. “Rising demand and falling infection rates have tempered our expectation of COVID-19’s hit on the Indian economy. S&P Global Ratings has revised real GDP growth to negative 7.7 per cent for the year ending March 2021, from negative 9 per cent previously,” S&P said in a statement. A faster recovery keeps more of the economy’s supply side intact and can set India up for more prolonged above-average growth during the recovery phase, it added.

Singapore, Dec 15 (PTI): The Singapore Police on Tuesday said it is investigating social media posts showing people gathering here without permission in support of protesting Indian farmers and issued a “strong reminder” that it would not allow assemblies that advocate political causes of other countries. Thousands of farmers are currently camping at Delhi’s borders with Haryana and Uttar Pradesh since November 26 in protest against three new farm laws enacted in September. “The police did not grant any permits for these cause-based assemblies,”

The opposition alliance held its final anti-government rally in Lahore on Sunday despite a ban on the gathering of more than 300 people owing to an increase in COVID-19 cases across the country. Shillong Chamber Choir to release album on Christmas

ndia’s most famous choral group, Shillong Chamber Choir will be releasing their album, “Come Home Christmas” on December 18. One of the songs that was released on YouTube, “We the Kings | He Shall Feed His Flock” featuring Israeli sand artist, IlanaYahavis sung in Urdu, Farsi and English. Speaking to Nagaland Post, Founder/Director/ Conductor of the Shillong Chamber Choir and Padma Shri-awardee, Neil Nongkynrih said that the Christmas carols in the album were popular hits from pre-1935 and with the main theme being Handel’s Messiah. The songs are sung in Middle Eastern languages such as Farsi, Hebrew, Modern Aramaic, Ancient Aramaic and in Khasi. While speaking about the album, he said that people were used to hearing “Go Tell It On The Mountain” in English but they would now hear a verse in Ancient Aramaic (the language that Jesus Christ Himself spoke). In this he said that it was a “marriage of the familiar with the unfamiliar and hopefully they
live happily ever after”. He shared that having well known world famous Israeli sand artist featured in the video was one of the messages that the guiding
force was from above and not from below, as everything had come together brilliantly for the Christmas album. Neil also shared that
the pandemic was a blessing for them as they were able to spend more time in the studio. “Everything happens for the very best to those who love God,” and

l t r av i o l e t ( U V ) light-emitting diodes (UV-LEDs) can kill the novel coronavirus efficiently, quickly, and cheaply, according to a study which says the new innovation could be installed in air conditioning and water systems. The research, published in the Journal of Photochemistry and Photobiology B: Biology, assessed the disinfection efficiency of UV-LED irradiation at different wavelengths on a virus from the family of coronaviruses, which includes the COVID-19causing SARS-CoV-2. “The entire world is currently looking for effective solutions to disinfect the coronavirus,” said Hadas Mamane, co-author of the study from the American Friends of Tel Aviv University in the US. In order to disinfect a bus, train, sports hall, or plane by chemical spraying, the scientists said physical manpower is needed along with time for the chemicals to act on the surface. “Disinfection systems
based on LED bulbs, however, can be installed in the ventilation system and air conditioner, for example, and sterilise the air sucked in and then emitted into the room,” Mamane said. “We discovered that it is quite simple to kill the coronavirus using LED bulbs that radiate ultraviolet light. We killed the viruses using cheaper and more readily available LED bulbs, which consume little energy and do not contain mercury like regular bulbs,” she added. The case is in the court of Additional Chief Judicial Magistrate (ACJM) in Jaunpur district of Uttar Pradesh. The ACJM court has fixed December 23 as the next date of hearing in the case. Himanshu Srivastava, a civil court advocate, has given an application through advocate Upendra Vikram Singh under section 156 (3). According to the petition, the plaintiff has deep faith in ‘Sanatan Dharma’. He said that Lord Ram has been considered a symbol
of good and Ravan, a symbol of evil. In this context, the festival of Vijayadashami is celebrated every year. The film under the title ‘Adipurush’ is being made on Lord Ram, starring actor Saif Ali Khan as a character very similar to Ravan. The petitioner said that on December 6, Saif Ali Khan said in a media interview that “since Lakshman had cut off the nose of Ravan’s sister Surpnakha, it was justified that Ravan kidnapped Sita”. Saif also said in the interview that through this film, “the benevolent and humane side of Ravan will be projected”. Saif who plays the antagonist had later apologised and withdrawn his statements.

ctor Chris Pine is in talks to play the lead role in the upcoming film adaption of popular fantasy roleplaying game, Dungeons And Dragons. Jonathan Goldstein and John Francis Daley are on board to direct the film and are also writing the screenplay, which is based on a draft by Michael Gili, reports variety.com. Dungeons And Dragons was first adapted into a film in 2000. The film, which starred Justin Whalin, Marlon Wayans and Jeremy Irons, was a flop. The upcoming version has been in the works for years. It was first being made by Warner Bros. with Ansel Elgort being considered for the lead role. At the time, filmmaker Rob Letterman was on board to direct the movie. Now, the film has moved to Paramount. The studio is co-producing and co-financing the film with Hasbro and eOne The film is slated to release on May 27, 2022. (IANS)

Lausanne, Dec 15 (IANS): The International Hockey Federation (FIH) has launched the bidding process for hosting the FIH Nations Cup that will be launched in 2022. “The aim of this new yearly event is to offer a toplevel competition to the bestranked teams not participating in the FIH Hockey Pro League and give the winners an option to be promoted to the FIH Hockey Pro League the next season, precisely,” said FIH in a statement. For men as well as women, eight teams will be involved in the FIH Nations Cup, based on the FIH World Rankings of May 31, 2021. “The FIH Nations Cup is a welcome addition to our events’ portfolio. It will enable to apply the promotion-relegation principle to the FIH Hockey Pro League. Like for most other leagues, this will generate even more excitement to the competition. Hyderabad beat SCEB in five-goal thriller

Vasco, Dec 15 (PTI): Aridane Santana struck twice in less than a minute to script Hyderabad FC’’s thrilling 3-2 win over SC East Bengal (SCEB) in an Indian Super League match here on Tuesday. Santana’’s twin burst came in the 56th minute after SC East Bengal scored their first ever ISL goal through Jacques Maghoma in the 26th minute. There was no looking back for Hyderabad after that as they struck a third goal in the 68th minute with Liston Colaco making a terrific run to set it up for Halicharan Narzary to find the back of the net.
But there was more drama in store as Maghoma too completed a brace from Anthony Pilkington’’s freekick to reduce the margin in the 81st minute. The red-and-gold pressed hard for an equaliser but Hyderabad remained solid in their defence to thwart all the attacks led by Pilkington and Maghoma. SC East Bengal thus suffered their fourth defeat from five matches to remain at the bottom of the table with one point. The Manuel Marquez-coached Hyderabad FC, on the other hand, remained unbeaten from five matches (nine points) to be placed at fifth place in
the 11-team standings. Yuvraj to take part in ‘Ultimate Kricket Challenge’ Mumbai, Dec 15 (IANS): Former India allrounder Yuvraj Singh will be seen in action once again on the cricket field at the brand-new gladiatorial cricket series named ‘Ultimate Kricket Challenge (UKC)’. Besides Yuvraj, Eoin Morgan, Andre Russell, Chris Gayle, Kevin Pietersen and Rashid Khan will also take part in the inaugural season of the tournament that will run from December 24 to January 1. The 16-match tournament will see the introduction of new cricket rules in a new one-on-one cricket match format. Each match will consist of two UKC contenders squaring off against each other in four innings of 15 balls each. The UKC contender with more runs at the end of each match will be declared as winner and two points will be awarded to him. The top four UKC contenders from the league round will enter the knockouts -- semifinals and then the finals. According to the rules of the tournament, a UKC

Tokyo gov sees ‘no circumstances’ for cancelling Olympics Round 1 of INRC receives record entries
Tokyo, Dec 15 (AFP): Tokyo’s governor said she can see “no circumstances” under which the virus-postponed 2020 Olympics will be cancelled, despite rising coronavirus infections in Japan and continued public scepticism. In an interview with AFP, Yuriko Koike warned that the fate of the Tokyo Games would impact future Olympics, including the 2022 Winter Games in Beijing and the 2024 Summer Games in Paris. She acknowledged that a majority of the Japanese public now opposes hosting the Games next year, but said she was convinced those concerns could be overcome. “The Japanese public and Tokyo residents are looking at the current conditions,” Koike said Tuesday. “We are preparing for the future.” The 2020 Games are the first to be postponed during peacetime, and organisers and officials have been at pains to insist that they can go ahead next year. Itanagar, Dec 15 (IANS): A record 43 cars will line up to take part in the Rally of Arunachal, the first round of the Indian National Rally Championship (INRC), which gets underway from Wednesday in Itanagar. While the tarmac surface on which the entire rally would run will make it a level playing field for all the drivers, the cynosure of all eyes will be the battle between defending champion Chetan Shivram and Gaurav Gill. Shivam was the one who ended multiple-time champion Gill’s streak last year and will be eager to kick-off his title defence on a high note. The Kerala driver who has been snapped up by Yokohama for this year will be driving with a new co-driver Rupesh Kholay. India’s only Arjuna awardee in motorsports Gill and his co-driver Musa Sherif had an uneventful last season and will look to begin the year with a bang. He would be aiming to conquer new frontiers
