6 NNPGs merger a sign of hope: NGBF DIMAPUR, DEC 17 (NPN): Nagaland GB Federation (NGBF) has lauded the six Naga National Political Groups (NNPGs) for fulfilling their aspiration, by “merging” together and forming the interim ‘Working Group’, saying it was a “sign of Hope.” In a joint statement, NGBF president Shaleem Konyak, general secretary Shikuto Zalipu and I&P secretary Akhu Naga said it was their desire for Reconciliation amongst Naga political groups in order “to have one voice and to avoid further factional upheaval in future”. It was also the desire of the Nagas from the grass root level to stop bloodshed amongst Naga brothers, NGBF added. NGBF appreciated the six NNPG leaders to have agreed upon the “will of the Nagas” at this critical juncture. While thanking God, NGBF also congratulated “the newly God’s anointed members who have committed for Naga’s cause in the name our Lord Jehovah”. “It is indeed a great gesture of understanding, conviction and self-sacrificial towards the call of its people,” NGBF said. The federation also thanked NTC for bringing the groups under a common platform for a common goal. Meanwhile, NGBF has appealed the Working Group fulfil their resolution-- to welcome other NNPGs, particularly those in confrontation with GoI.
Militants overrun Manipur police post Decamps with weapons No firing, no casulaty

IMPHAL, Dec 17: In another blow to the Manipur police, around 50 armed militants on Saturday morning overran the Nungkao post of the 6th Manipur Rifles and 7th Indian Reserve Battalion in the newly created Noney district of Manipur and fled away with assorted automatic weapons. The incident took place barely three days after armed militants launched coordinated ambushes on Manipur police killing three policemen and injuring 14 others. Police suspected that the attack could be in retaliation to the creation of seven districts by chief minister O. Ibobi government. Police said the militants, in combat fatigue, decamped with at least nine weapons-- four SLRs, four AK-series rifles and one INSAS rifle. There was no firing from any sides and no
casualties, police said. Over 50 militants raided the camp. They were in combat fatigue and carried highly sophisticated weapons, an official said According to some reports, it was stated that the militants overpowered the security personnel on foot patrolling duty near Nungkao post. Reinforcements had been despatched to the area while officials at the spot were making inventory of the arms and ammunition lost. The police team of only around 10 personnel belonging to 7th IRB and 6th Manipur Rifles were currently stationed at the post most of the other personnel were on duty to escort the goods laden vehicles along NH-37in view of the UNC backed economic blockade. Meanwhile, another report reaching here said that the Deputy Commissioner of the newly created Kanjong district (carved out of Ukhrul district) was driven out from his new office complex Saturday by armed militants. Bipin Rawat as the new Army chief, superseding two of his senior officers, while vice chief of air staff Air Marshal B.S. Dhanoa has been made the new chief of the Indian Air Force. Breaking the traditional convention of appointing the senior most generals as the chief of Army, sources said that the decision to promote Lt. Gen. Bipin Rawat was based on certain parameters. He superseded chief of the Eastern Command and the Southern Command to become the 27th chief of Indian Army. Zeliang on Saturday came out strongly against such actions saying “no one was above the law and no individual or group should take law into their own hands”. Speaking as chief guest
at the Platinum jubilee celebration of Kuda Village held at Kuda Village Baptist Church ground here, Zeliang, without naming any organization reminded that “peace and harmony cannot be maintained in such manner.” Anyone looking for justice should do so through proper and legal channel, he said, adding “If you only try to accuse me, there is no meeting point.” Citing the example of local
jurisprudence as practised in Nagaland, Zeliang said village level issues should be addressed by the village council/court and likewise, at government level, complaints should be addressed to the right authority instead of taking law into our own hands. Zeliang underscored the importance of preserving the Naga customary system saying it was the pillar of democracy. With regard to imple-
mentation of National Food Security Act (NFSA), Zeliang assured to take action if any shortfall or complaint was brought to his notice. The chief minister also took the opportunity to reiterate his stand over implementation of 33% women reservation in the state. In a memorandum submitted to the Prime Minister of India and President of Myanmar, the KTC president, P. Mongchua, and general secretary, Puchai PM, stated that Khiamniungans since time immemorial have their own territory, tradition, culture and customary usages and practices and have been living as one people. KTC said Khiamniungans were “astonished” to learn that their territory had been divided by drawing imaginary lines from 13/pillar No. 139 to 146 between the Government of India and Myanmar keeping the indigenous people and rightful owner of the land in dark about the matter. DIMAPUR, DEC 17 (NPN): Public Service Aspirants of Nagaland (PSAN) has claimed that it has unearthed contractual appointments made in various departments through RTI queries. In a press release, the media cell, PSAN demanded that the state government immediately terminate those appointees who have not been regularized and their vacancies be advertised for recruitment. DIMAPUR, DEC 17 (NPN): Nagaland Governor, PB Acharya, has taken initiative to celebrate birth centenary of great Indian Olympic footballer, Dr. Talimeren Ao, popularly known as Dr. T.Ao, in a befitting manner. According to PRO Raj Bhavan, Acharya said the contribution of late Dr.T.Ao to the nation as a whole and Nagas in particular needed to be acknowledged appropriately. He has made nation proud and proved that Nagas are second to none, governor said. A portrait of late football legend and Olympic captain has already been put in Raj Bhavan along with other prominent personalities. Acharya has already instituted several awards in various colleges/schools in honour of and in the name of late Dr. T. Ao.
At the meeting, PSAN said the members raised concerns about the issues related to contractual and backdoor appointments, rampant deputation, non adherence to service rules, lack of transparency in the exams conducted by NPSC etc. In order to prevent malpractices by the departments in the recruitment process, PSAN said the members put forward a proposal to have a separate Staff Selection Board/Commission in line with the Staff Selection Commission at the central level for recruitment to those posts that did not come under the purview of NPSC. The association stated that the governor also shared his thoughts and concerns over the plight of the people of Nagaland and lauded the initiatives taken by PSAN. The governor reportedly assured to look into the matter(s) with seriousness.

They pointed out that the Constitution of India provides ‘freedom of religion’ but the declaration by the government to hold “Good Friday” as Judges’ Day, “Fathers’ Day” as Yoga Day and “Christmas Day” as Good Governance Day were perhaps adopted without much thought and sensitivity and infringed upon the Christian Calendared Days observed over the years. They said these declaration hurt the beliefs, sentiments, sensitivity and peace of mind of the peace loving Christian community. They said these declarations amounted to “total disregard, neglect, discrimination and denial of our fundamental constitutional rights to religious practices” The signatories also point-
ed out that the Christian community understood that A.B Vajpayee was born on Christmas Day and appreciated the nation paying homage to him on his birthday during his lifetime. However, declaring it as the Government’s “Good Governance Day” by knowing fully well that it happened to be Christmas Day, has hurt the minds and sentiments of the Christians of the state and the country. The memorandum maintained that such decisions would cause distrust, disharmony, disturbance of tranquillity, serenity and peaceful unity in diversity of the Nation. They also reminded that different Church denominations and organizations throughout the country have objected the decision. It was stated that some north east state governments have voiced their objections and the BJP of Meghalaya has been observing the Good Governance Day on December 23, 2016. They said

On Friday, the Diocese of Kohima opposed ‘Good Governance Day’ date, saying the choice of the day, December 25, was a blatant disrespect for Christian sentiments. State’s lone Lok Sabha MP Neiphiu Rio had also urged the prime minister to set alternate date for ‘Good Governance’. Also, opposing the declaration, NPCC said the move of BJP was a downright insult to all Christians particularly for the state of Nagaland.

DIMAPUR, DEC 17 (NPN): Central Nagaland Tribes Council (CNTC) has sought immediate intervention of Nagaland Governor, P.B. Acharya to look into the series of scams that have exposed the state government in recent times. CNTC media cell, in a press note, asked Governor to look into “series of scandals that has rocked the state especially the recent PDS rice scam besides the fuel adulteration scam before things go out of control”. CNTC said Governor, who had been vehemently opposing and crusading against the massive corruption in this chronic corrupt-ridden state, should play a pivot role in weeding out all the elements responsible to make Nagaland a better place. The council said the action of Dimapur police under the directive of the state government of using brute force on the peaceful protesters during the ACAUT rally on 15 December 2016 was condemnable. “It was a gross misuse of power and abuse of 144 CrPC on the flimsiest of excuse by saying it was a festive season,” CNTC stated.
It reminded that the Fundamental Rights enshrined in the constitution of India gives freedom to assemble peacefully and to democratically address the rights and grievances of the people. However, CNTC said the state government and the police acted beyond “like in a militarily ruled state”. Rather than using force on innocent citizens, CNTC said authorities should prove its worth by arresting those culprits responsible in the scams without any fear or favor. The council also expressed dismay that women and innocent participants were injured and thrown around by water cannon and tear gas. Such action has sent only a wrong signal that they are protecting the criminals, CNTC stated. In this regard, CNTC has appealed to all, for the sake of the younger generations, to voice out against corruption without any bias or partiality. DIMAPUR: As part of its year ending programme, Kumlong Environment Committee (KEC) distributed wheel barrows to the seven affiliated clubs on December 16 in order to facilitate them in their cleanliness works. In a press release by chairman KEC, stated that distribution of the wheel barrows on Friday was another major initiative of the KEC, so that the
clubs could use the wheel barrows while clearing the clogged drains and garbage dumps. The wheel barrows were procured by the committee with its own fund and distributed free of cost to the clubs. Accused in police custody at Police Station, Wokha. (NP) Correspondent WOKHA, DEC 17 (NPN): Wokha police on Friday apprehended a serial bike lifter and recovered one stolen Yamaha R-15 bike with registration AS.03P/3987 from his possesion. According to Wokha police, the accused Yanpothung Ngullie (22), son of late Mhonthung of Okotso village was apprehended along with the stolen bike from the vicinity of PWD Colony, Wokha town at around 4:30 pm while conducting search operations following information re-
ceived from Dimapur police in connection with the missing bike. In the FIR lodged by one Altab Hussain at East Police Station, Dimapur (GDE East PS 12/16 dated 15/12/16), Altab had put up an advertisement in the website OLX to sell off his bike. The accused reportedly contacted him through phone and they met up on December 15 around 12:30 noon when the accused allegedly took the bike for a test drive and disappeared. Wokha police said the accused had also revealed that this was the third bike he had lifted. Around two months back, the accused had allegedly lifted two bikes – one Apache and one Pulsar – which he disposed off within a week in Wokha. Thereafter, he had reportedly left for Delhi seeking a job in a private company in Gurgaon where he stayed for two months and came back this month, Wokha police informed.

As part of its activities, KEC has put dustbins in all the major locations, especially on the roadsides, so as to discourage the public not to litter the colony. KEC is one of the most active committees in Kumlong ward and gives special emphasis on maintaining a healthy and hygienic environment in the colony. The committee has been actively participating in all the activities initiated by the Kumlong Ward Council. Kumlong ward would be celebrating its 50th anniversary in the year 2019, the KEC has more plans in mind. Meanwhile, the affiliated club members expressed heartfelt gratitude to the KEC for distributing the wheel barrows and the general public also appreciated the committee for its yearlong activities and initiatives to keep the ward as one of the cleanest in the town.

DIMAPUR: Kuhuboto Ghakhu Public Organisation (KGPO) has extended solidarity with the aggrieved employees of National Health Mission (NHM) in connection with their cessation of work over non release of salary. In a press release, KGPO president, Ghoshito, and secy, Z. Ato, appealed state government to look into the issue and release the fund immediately. The organisation stated that cessation of work by the health workers would seriously affect the people in large. KGPO further appealed to the government to contain the situation before it went out of hand.

ENNG condemns ‘false accusation’ DIMAPUR: Eastern Naga N a t i o n a l g o ve r n m e n t (ENNG) has refuted the news item published in The Shillong Times and other news dailies, of the alleged raid carried out by Meghalaya and APP at the residence of its president on December 13. In a press note, Khangwang Mossang of the ENNG’s ministry of home affairs said the “whole incident as a hoax and politically motivated”. ENNG termed the incident as “a desperate attempt to tarnish the political and public image of the newly formed organization”. It alleged that the OC, Umeshan C, of APP Jairampur P.S. and officer B. Tangzang of the Changlang police, “were bribed by some corrupt politicians having ties with the other outfits active in the districts of TCL”. Since the emergence of ENNG has been posed as a threat for the existence the other groups, Mossang
said the other groups were hell bent on defaming them. ENNG questioned the motive of both the officers involved in the operation, particularly officer B. Tangzang. ENNG also alleged the involvement in several high profile extortions made by NSCN (K) through its high ranking officer, Johny Lamriang, where the cut is given. ENNG further alleged Umeshan C of being involved in illegal activities and getting favours of corrupt political leaders. It questioned the officers as to why they had turned blind eye to the extortions carried out by other factions of NSCNs and instead was after ENNG. Since inception (January 14, 2016) ENNG said it was very clear and out rightly transparent about its objective, vision and ideology with the declaration of its designated peace zone within the districts of TCL. -economic development of the Naga inhabited areas of TCL and Eastern part of Myanmar which for decades has suffered under the clutches of exploitive militancy, ENNG stated. It condemned the “culture of exploitive and forceful extortions and violence that the other factions of NSCN resort to in the name of nation politics, and frequent and recent attacks on the Indian Army by NSCN (K) faction in particular which brings the whole Naga political issues a shame and disgrace”. ENNG said it always encouraged and believe in peaceful co-existence, mutual cooperation and the spirit of brotherhood with the Indian union and other sovereign states and strongly restrained itself from committing any act of anti-national in nature or anti-India. It affirmed that ENNG’s motto and endeavour was to strive for the welfare and development of the Eastern Nagaland.

DIMAPUR: Dimapur District Citizens Forum (DDCF) has condemned the action of the police where water cannons, tear gas and even lathi charge were used upon the citizens of Dimapur, who had gathered for a
peaceful rally at City Tower and Khermahal police point on December 15. DDCF president, Joseph Lemtur observed that of late, the government has been following a procedure of using water cannons and
tear gas, which was not the solution for any issue. Citizens have the right to protest for any grievances peacefully and the government of the day should try to find an amicable way to deal with the peace loving citizens,
who should not be treated as criminals, stated the release. DDCF demands a logical conclusion of the issue, which was connected with corruption, stating that the rights of the citizens should not be forcefully suppressed
just to protect the interest of the few corruption individuals. DDCF also appreciates the ACAUT for unearthing a major scam, while aslo requesting the Dimapur police to act with more responsibility.

Re-orientation programme on IPC for women leaders held
Participants at the one-day NSACS programme. DIMAPUR: With the aim of capacitating women leaders on HIV & AIDS issues, Nagaland State AIDS Control Society (NSACS) conducted a one-day reorientation programme on December 14 for master trainers of Inter-Personal Communication Campaign (IPC) comprising of 19 women leaders of Dimapur district at CMO’s conference hall, Dimapur. The master trainers included participants from 4 women organizations were, Naga Women Hoho Dimapur (NWHD), Western Sumi Totimi Hoho (WSTH), Chakhroma Women Organization (CWO) and All Dimasa Women Welfare Society (ADWS). In the programme, while welcoming the participants to the re-orientation programme, CMO Dimapur, Dr. Vikato Kinimi encouraged the women leaders to continue their efforts in the fight against HIV& AIDS. Four women hurt in police action during bandh hours

Sonowal keen on plan to develop Madhupur Satra Guwahati, Dec 17 (PTI): Assam Chief Minister Sarbananda Sonowal today said that his government intended to prepare a master plan to develop Madhupur Satra, seat of Vaishnav culture, in Bengal’s Coochbehar district as an “epicentre of cultural tourism.” Sonowal, along with Deputy Commissioners and Superintendents of Police of Assam’s Dhubri and West Bengal’s Cooch Behar district visited the Satra, the Vaishnav Monastery, according to a press release issued by the Assam government. Sonowal asked the Assam Cultural Affairs Department to develop a plan for building a guest home, a kitchen and toilets and directed the Dhubri Deputy Commissioner to raise the height of the boundary wall around the Satra. The chief minister also directed the officials to evolve a stratgey by January 17 to free the Satra Land from encroachers and the Assam Government will take up the matter with the higher authorities in the Bengal Government, the release said.

Mizoram, rebel outfit signs Christmas truce Aizawl, Dec 17 (IANS): Days before Christmas, the Mizoram government signed a ceasefire agreement with a militant outfit to facilitate people of the Christian-dominated state to celebrate the carnival and New Year under undisturbed ambience, an official said here on Saturday. The Mizoram government has been holding peace talks with Manipurbased terror outfit Hmar People’s Convention-Democratic (HPC-D) to find a solution of the outfit’s demand for an autonomous council. The third round of talks between the Mizoram government and the HPC-D held in Aizawl on Friday in which the outfit members deposited three AK-47 rifles, one INSAS rifle, four point 9 mm pistols, 17 magazines of different arms and 74 rounds of ammunition. These arms and ammunition were earlier snatched by the terror outfit from the Mizoram police. The six-member HPC-D team was led by the group’s working chairman L. T. Hmar and the outfit’s leaders from Ma-
nipur and Mizoram while the government delegation was headed by additional secretary (home department) Lalbiakzama. “We have signed a temporary ceasefire agreement with the militant outfit to make easy people of the state to celebrate Christmas and New Year under a peaceful environment. The third rounds of talks were held under friendly atmosphere,” Lalbiakzama said, adding that both sides agreed to resume the fourth round of talks by mid-February next year. The first round of peace talks between the Mizoram government and the HPC-D was held on August 10 and the second round on October 5-6. Student body asks centre to declare UNC as terrorist Correspondent
IMPHAL, Dec 17: A Manipur based student body Saturday pressed the Centre to declare United Naga Council (UNC) as a terrorist group. In a memorandum sent to the Prime Minister Narendra Modi today, Socialist Students’ Union of Manipur (SSUM) alleged the UNC for inciting communal enmity among the various community of the state and cutting the life lines of the people by imposing prolong economic blockade on the national highways. A statement of the student body stated Manipur has been put in a state of social turmoil by triggering artificial famine of essential items of daily
consumption for more than a month, corresponding situation of price rise, and communal propaganda and tensions. “This turmoil is the direct result of economic blockade imposed on national highways passing through Manipur by UNC,” it added. The statement alleged that the economic blockade imposed by the UNC had directly targeted the general public and “this blockade is akin to a situation of war time siege and inhuman embargo.” It has caused immense hardship and untold miseries across communities in both the valley and the hills, it added. SSUM, in the memorandum, said that such inhuman embargo
was not the first of its kind in Manipur while recalling the calamity of 2011, caused by a hundred days economic blockade. While stating that UNC had been indulging in spreading communal venoms amongst the different communities of Manipur, the students’ body alleged that the “UNC had instrumented in carrying out ethnic genocide of the Thadou community in 1990s.” However, the governments had turned blind eyes to all these crimes and the criminals were never punished, stated SSUM. Many more bloodshed, victimization, communal hatred and clashes would add to the ongoing social turmoil designed by the UNC, it added.

The negotiations between the state government and the HPC-D reached an impasse in 2013 on the issue of extension of the period of suspension of operations. A six-month ceasefire between the Mizoram government and the militant outfit expired on July 31, 2013. The state government held inconclusive talks with the outfit on August 14, 2013, to extend the period of ceasefire. Mizoram is the first and only state in India which received Rs 182.45 crore from the central government in 2000-01 as “Peace Bonus” for keeping peace after decades of insurgency.

Three bombs were triggered within a span of 40 minutes late last night at the residences of two special contractors and a retired SO at Fairyland and Nagaram, all of whom hail from Somdal.
KAAC CEM opposes ST(H) status to Bodos Diphu, Dec 17: Autonomous Council Chief Executive Member, Tuliram Ronghang has strongly resented the granting of ST (H) status to the Bodos living in Karbi Anglong and Dima Hasao Karbi Anglong. The CEM told the media persons that he and his team would meet the Prime Minister Narendra Modi and Home Minister Rajnath Singh soon to discuss the issue. While maintaining that he cannot agree with government’s decision, the CEM said that would refuse to give NOC on behalf of KAAC in the matter. “KAAC can never agree to such controversial issue and the step taken by the government. This will greatly affect the indigenous tribal living in the twin hill district,” the CEM said. Ronghang also suggested that the Government should not take any steps that can endanger the tribal people and its culture, particularly the Karbi tribe, who are protected within the ambit of sixth schedule. He further added that the primary duty of KAAC is to protect the indigenous tribal and not other communities who came after creation of Mikir Hill district. Meanwhile, the ex BLT, Kachari Samaj, and ABSU Karbi Anglong unit has welcomed the move of the central government to grant ST (H) status to the Bodos. (Correspondent)

Guwahati, Dec 17 (PTI): Three elephants were killed after a speeding train engine rammed into them in Assam’s Nagaon district today following which the Forest Department was directed to file an FIR against the railways. The engine hit the elephants, including a pregnant one, who were crossing tracks in Potiyapam area of Kampur killing two of them on the spot. The third jumbo succumbed to its injuries later, a district administration official said. No sovereignty for J&K outside Constitution: SC Cash crunch: long queues continue
New Delhi, Dec 17 (PTI): Jammu and Kashmir has “no vestige” of sovereignty outside the Indian Constitution and its own, while the citizens of the state are “first and foremost” citizens of India, the Supreme Court has held. The apex court observed this while terming as “wholly incorrect” the conclusion arrived at by Jammu and Kashmir High Court which had held that the state has “absolute sovereign power” to legislate laws touching the rights of its permanent residents regarding their immovable properties. “The State of Jammu & Kashmir has no vestige of sovereignty outside the Constitution of India and its own Constitution, which is subordinate to the Constitution of India,” a bench of Justices Kurian Joseph and R F Nariman said. “It is therefore wholly incorrect to describe it as being sovereign in the sense of its residents constituting a separate and distinct class in themselves. The residents of Jammu & Kashmir, we need to remind the High Court, are first and foremost citizens of India,” it said. The apex court said this while holding that provisions of the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002 (SARFAESI Act) are within the legislative competence of Parliament and can be enforced in

The bench set aside the verdict of Jammu and Kashmir High Court that had held that any law made by Parliament, which affects the laws made by state legislature, cannot be extended to Jammu and Kashmir. “The High Court judgment begins from the wrong end and therefore reaches the wrong conclusion. It states that in terms of Section 5 of the Constitution of Jammu & Kashmir, the State has absolute sovereign power to legislate in respect of laws touching the rights of its permanent residents qua their immovable properties,” the apex court said. It further said, “We may also add that permanent residents of Jammu
& Kashmir are citizens of India, and there is no dual citizenship as is contemplated by some other federal Constitutions in other parts of the world”. The apex court judgement came on the appeal by State Bank of India (SBI) against the high court verdict which had held that the SARFAESI Act would collide with the Transfer of Property Act of Jammu & Kashmir, 1920. SARFAESI is an enactment which entitles banks to enforce their security interest outside the court process to take possession of secured assets of the borrower and sell them outside the court process. New IB, RAW chiefs named NEW DELHI, Dec 17 (PTI): Jharkhand cadre IPS officer Rajiv Jain was on Saturday appointed as the new chief of Intelligence Bureau while Anil Dhasmana will head external intelligence agency RAW. Both will have a tenure of two years. Jain, who is at present serving as the special director in the IB, will take over on January 1 after the incumbent Dineshwar Sharma completes his twoyear tenure on December 31. A recipient of President’s Police Medal, the 1980batch officer has served in various departments of the IB including the sensitive Kashmir desk. In another appointment, Anil Dhasmana will take over the reins of the Research and Analysis Wing, an organization which looks after the external intelligence of the country. He succeeds Rajinder Khanna who completes his tenure this year end. Dhasmana, a 1981-batch officer of Madhya Pradesh cadre, has been with RAW for the last 23 years.

Tyagi’s counsel Menaka Guruswamy said that as he is a decorated war hero, he is not fleeing from justice and will follow the conditions. Tyagi said that the case is based on documentary evidence and neither he will influence witnesses nor he is going to tamper with evidence if he is released on bail.
Kejriwal targets govt over tax exemption for political parties New Delhi, Dec 17 (IANS): Delhi Chief Minister Arvind Kejriwal on Saturday criticised the central government’s move to exempt political parties from income tax while depositing demonetised currency notes and accused them of holding most of the black money. Kejriwal’s criticism came after the government on Friday exempted political parties from income tax while depositing old Rs 500 and 1,000 rupee notes. “Most of the black money is in the hands of political parties,” Kejriwal said, alleging that the recent move will help the political parties in changing black money into white. Kejriwal also sought an “independent commission” to probe the accounts and source of funding of all political parties. “You (Narendra Modi) talk of investigating the source of money if a common man deposits Rs 2.5 lakh individually but you exempt political parties from income tax on depositing

Omar said his party had conveyed these thoughts to the Prime Minister and the Union Home Minister when the opposition parties from the state had called on them during the course of the recent unrest. “We asked the central government to realise that neighbours cannot afford perpetual hostility and peace was the only sustainable option,” he said. The queues to exchange the old currency notes and at the same time to withdraw through cheques and withdrawal forms was much longer in comparison to depositing the old higher denomination notes -- for which the last date set by the government is December 30. Several branches of IndusInd, Canara and Axis banks -- all situated adjacent to each other in Yusuf Sarai area of south Delhi -- had at least 70-80 people waiting since early morning. He said that the Prime Minister’s claim that things would improve after 50 days is a hoax. “I am telling you, nothing would improve in 50 days. I can give it to you in writing. You money would be locked in the bank coffers for 4-5 months. The economy would be destroyed,” he said. He said that the government deliberately did

A few of the ATMs which were dispensing money on Saturday morning also saw queues, with many individuals standing with two-three ATM cards as the withdrawal limit per ATM continued to be restricted to Rs 2, 500 (Rs 2,000 for cards of other banks). “I have also brought the ATM of my friend as he withdrew money for me two days back. Its a great difficulty to come and stand in the queue for such
long hours and withdraw money. Many a times we are unlucky too as by the time our turn to withdraw money comes the money in the machine gets over,” said Srinivas, preparing for his post graduation exams. People have also urged the government to at least increase the withdrawal limit from ATMs. “Government is not understanding the problems of the common people. If it will then the withdrawal limit would have been increased at least from Rs 2,500 to Rs 5,000,” said Ragini Nayak, a medical student preparing for her post graduation exams. The queues at the working ATMs in other places such as Connaught Place and South Extension were the same as in the initial days after demonetisation.

orruption in Nagaland reared its ugly head since 1974 when the first United Democratic Front(UDF) government took over and was wracked by allegations of monumental corruption that dwarfed corruption in the previous Naga Nationalist Organisation(NNO) government. Corruption then took a menacing proportion from the 1980s and after the series of scandals, it became a keyword. Many opportunistic politicians who wanted to come to limelight, would rant a lot against corruption in Naga society and would point fingers at who they believed, were responsible and how they aimed to check its spread. Those days tabloid weeklies used to report on speculations about corruption but somehow didn’t get beyond rumors and so, the disease( causes and factors) was never diagnosed. Those days, many well intentioned young Naga educated youths and upcoming leaders during the 70s and 80s, who could be described as ‘young and dynamic’ and supposedly, the breath of fresh air who people rightly or wrongly believed, would bring changes to Nagaland or Naga society somehow failed to make any impact. Rather, these dynamic youths, some of who were popular student leaders, proved they were no different when it came to dealing with money and power. Whatever be the weaknesses of failures of people and their leaders, there is no second opinion that corruption in Naga society is like an aggressive cancer that had damaged the sinews of Naga social values. The gradual erosion and damage to the traditional ethos was driven by a wrong sense of self-survival. There are many causes and factors responsible for the menacing spread of corruption. People used to mostly blame politicians and not frequently, officials(bureaucrats) for the rapid downslide that has made the entire system rotten to the core. Today, the scales are tilted in favour of officials and bureaucrats as the bosses who run a corrupt system which they inherited and improved. Sometime back, quite a number of articles had appeared over the issue of disproportionate assets held by government servants including elected leaders, which actually hid more than what was revealed. A very few had actually posted their net worth in terms of assets and liquid cash, though much lesser than what they actually possessed. The overwhelming majority preferred to minus a few ‘zeros’ from their crores and ridiculously turned themselves into ‘paupers,’ having just one or two houses, a small paddy field, a car and cash of hardly two to three lakh rupees in the bank. As it is said, that truth is stranger than fiction so also the assets of some of the ‘poor’ political leaders and senior government officials, some of whose assets run into not less than Rs 30 to 50 crore and in some case, beyond rupees one hundred crores while a few have assets beyond any imagination. Disproportionate sources of income is a mild word and misnomer for corruption in the state involving political personalities and government servants. These assets may be held under various names but it is an open secret as to who the real owners are. For a small state with a weak economy, where people are totally dependent on the government for almost everything from employment, to business to welfare assistance; it is not surprising that the ‘easy money’ syndrome has made corruption in Nagaland another thriving cottage industry. Another factor is that those who shout from rooftops against corruption, use a different yardstick when it involves their wrongdoing.

The majority of people think of themselves as being completely moral, and have no sense of need for the gospel. It is God who creates this sense of need in a human being, but that person remains totally unaware of his need until God makes Himself evident. Jesus said, “Ask, and it will be given to you…” (Matthew 7:7). But God cannot give until a man asks. It is not that He wants to withhold something from us, but that is the plan He has established for the way of redemption. Through our asking, God puts His process in motion, creating something in us that was nonexistent until we asked. The inner reality of redemption is that it creates all the time. And as redemption creates the life of God in us, it also creates the things which belong to that life. The only thing that can possibly satisfy the need is what created the need. This is the meaning of redemption— it creates and it satisfies. Jesus said, “And I, if I am lifted up from the earth, will draw all peoples to Myself” (John 12:32). When we preach our own experiences, people may be interested, but it awakens no real sense of need. But once Jesus Christ is “lifted up,” the Spirit of God creates an awareness of the need for Him. The creative power of the redemption of God works in the souls of men only through the preaching of the gospel. It is never the sharing of personal experiences that saves people, but the truth of redemption. “The words that I speak to you are spirit, and they are life” (John 6:63).

It is an act to provide for food and nutritional security in human life cycle approach , by ensuring access to adequate quantity of quality food at affordable prices to people to live a life with dignity and for matters connected therewith or incidental thereto. The ‘National Food Security Act, 2013’ was introduced by the Government to provide quality and nutritious food to the common people, poor and pregnant women. The main aim of this Act is – to provide food and nutritional security in human life cycle approach, by ensuring access to essential and adequate quantity of quality food at affordable prices to people to live a life with dignity and for matters connected therewith or incidental thereto. The related provisions and mechanism for providing food and nutritional security to common men of this country are laid down in the Act, which are as follows: • Fair Price Shop • Foodgrains • Food Security • Rural Area • Targeted Public Distribution System Sections/Rules • Section – 3 provides the right to receive 5 (five) kg of food grains per person per month at subsidized prices from the State Government under the Targeted Public Distribution System. • Section – 4, 5 and 6 provides the provisions relating to providing food to pregnant and lactating women and nutritional support to children and malnutrition prevention. • Section – 12 relates to reforms in Targeted Public Distribution System. • Section – 13 relates to provisions regarding issue of ration cards to women of the age of 18 (eighteen) years or above to be the head of the household. Legal Provisions Nutritional support to pregnant and lactating women. As per the Act, entitled persons have the right to receive food security allowances in the case of non-supply of the entitled quantities of food grains or meals. RIGHTS According to Targeted Public Distribution System, priority households to be covered under ‘Antyodaya Anna Yojana’ shall receive 35 (thirty five) kg of food grains per month at subsidized prices. Every pregnant and lactating mothers are eligible
to receive the following benefits: • During pregnancy and 6 (six) months after the child birth through local anganwadi, meals, free of cost will be provided so as to meet the nutritional standards. Children below the age of 6 (six) years, exclusive breast feeding shall be promoted. • Pregnant women are entitled to receive maternity benefit of not less than Rs. 6,000 (Rupees Six Thousand only) in installments as may be prescribed by the Central Government. RIGHTS • For children up to Class VIII or within the age group of 6 (six) to 14 (fourteen) years, to meet the nutritional standards, the followingrights will be available: • For children in the age group of 6 (six) months to 6(six) years, age appropriate meals will be provided free of charge to meet the nutritional standards. • For children below the age of 6 (six) months, exclusive breast feeding shall be promoted. • The State Government shall, through established anganwadi, identify and provide meals, free of charge, to children who suffer from malnutrition. AUTHORITY According to Targeted Public Distribution System of the Essential Commodities Act, 1955, Fair Price Shops will be provided licence to distribute commodities to the ration card holders under Public Distribution System. GRIEVANCE REDRESSAL MECHANISM Every State Government shall put in place an internal grievance redressal mechanism which may include call centres, help lines, designation of nodal officers, or such other mechanism as may be prescribed. The State Government shall appoint or designate, for each district, an officer to be the District Grievance Redressal Officer for expeditious and effective redressal of grievances of the aggrieved persons in matters relating to distribution of entitled food grains or meals and to enforce the entitlements under this Act. According to this Act, there is a provision that any complainant can file an appeal with the District / State Food Commission. POWERS RELATING TO INQUIRIES OF STATE FOOD COMMISSION The State Food Commission, while inquiring into
any matter, will have all the powers of a civil court while trying a suit under the Code of Civil Procedure, 1908, and in particular, in respect of the following matters: • Summon and enforcing the attendance of any person and examining him on oath. • Discovery and production of any documents. • Receiving evidence on affidavits. • Requisitioning any public record or copy thereof from any court or office. • Issuing commissions for the examination of witnesses or documents. • Every State Government shall constitute a State Food Commission for the purpose of monitoring and review of implementation of this Act. PENALTIES As per the provisions of this Act, any public servant or authority found guilty at the time of deciding any complaint or appeal, of failing to provide the relief recommended by the district grievance redressal officer, without reasonable cause or wilfully ignoring such recommendation, shall be liable to penalty not exceeding Rs.5,000/- (Rupees Five Thousand Only) after providing such person reasonable chances of hearings. NAGALAND Three years after adoption of the National Food Security Act (NFSA) in 2013, the state of Nagaland is finally set to implement the Act after much bargaining with the Centre on the financial aspect. The Act will be implemented in Dimapur and Kohima districts with effect from 1st of July, 2016 and by August next, the NFSA will cover the remaining 9 districts. In pursuance of National Food Security Act 2013, the Govt. Of Nagaland has approved for the implementation of the NFSA,2013 in the state. The eligible priority households shall be entitled to recieve 5(five) kgs of Foodgrains per person per month either @Rs.3/- per kg of rice or Rs.2/- per kg of wheat. The implementation shall commence only after completion of identification of eligible households in the state. There will be no more ABL/BPL beneficiaries under NFSA only PRIORITY HOUSEHOLDS. The AAY (Antyodaya Anna Yojana) beneficiaries will continue to receive their monthly allocation as per the scheme. The District Administration, local bodies and village Councils are requested to assist the Department of F&CS to identify

he unintended political overtone to a layman may appear harmless in a particular situation however when taken out of context become our nemesis in the long run. On the appeal to the Nagaland Governor for amnesty to Nikki Sumi and other NSCN leaders, spectrum of ramifications emerges that which may undermine the very purpose of the Naga struggle. Amnesty is relevant to political exile and criminals convicted for war crimes, crimes against humanity etc. seeking for pardon or reprieve on humanitarian ground. Whereas in our context the colonising power India is the perpetuator responsible for nearly 70 years militarism upon the Nagas causing irreparable physical and psychological trauma, miming and scarring thousands of innocent Naga civil population and large scale destruction of properties and assets over
decades of violent repressions. In a more systematic and dubious manner each atrocities continues in our land today under the draconian Armed Forces (Special Powers) Acts (AFSPA) and the government of India allows her Army to freely engage in numerous cross violation of Human Rights. The Indian political leaders and army commanders responsible for ordering such despicable inhuman atrocities on the Naga people should be the one to seek political pardon/amnesty from the Naga people and must also be tried before International Tribunal for war crimes and crimes against humanity. The International C o u r t o f Ju s t i c e a n d UNHRC must also set up investigation to ascertain many custodial deaths in the hands of Indian security forces. The question for appealing for amnesty on the part of NSCN/
GPRN leaders therefore does not arise. The NSCN/GPRN is a hierarchically established gover nment headed by the President SS Khaplang, vice president Lieutenant General Retired Khangao Konyak, General Kumchop Pangmei Army Chief, Lieutenant General Nikki Sumi deputy Army Chief and host of senior Army commanders, cabinet kilonsers, bureaucracy and regional authorities. NSCN/GPRN derives its strength from illustrious leaders and commanders but do not encourage or practice personal cult leadership system and therefore suggesting to engage in a dialogue with a certain individual leader or commander on the basis of citizenship to a particular area, region or state may only be interpreted as divisive in nature no matter how well intentioned the writer could have been. EXCLUSION CRITERIA: • Any member of a householdspossessing a four wheeler. • Households receiving Ration/Food subsidy under any other schemes. • Any member of the household who is an employee of • Central/State Govt. DHEP best performing power plant mongst the few industrial undertakings in Nagaland viz. Doyang hydro electric plant, Tuli paper mill, sugar mill, Wazeho cement factory et al, DHEP an undertaking of North Eastern Electrical Power Corporation Ltd is a success story in terms of its location, performance and productivity. It is because of this fact that, DHEP is rated as one of the best performing power plants under NEEPCO in the medium category. Nonetheless to say that it could achieve its 2016-17 annual design energy of 227 million units by November 2016. And so the rest four months generation will be a bonus production. Now a pertinent point to ponder over here is, while inkling the MOU between Govt. of Nagaland and NEEPCO, the state did not enter into any public private partnership agreement though the land acquisition was done by Government of Nagaland and compensation ( not outright purchase) given by NEEPCO for 99 years. So what the power starved state is getting at present is 12 percent free power and 5 percent as billed power. Under Companies Act 2013, a company having a net profit of rupees 5 crores or more has to spend 2% of its last 3 years average net profit on corporate social responsibility activities. DHEP may be doing CSR activities but if they can widen and cement or black topped their project area, it will not only facelift the project but will also benefit the commuters as the road also not only connects Sungro range, Mangmetong, Longkhum but also leads to the Amur Falcon roosting site. Having mentioned Amur Falcon roosting site, another pertinent point here is, Pangti village is not only the Amur Falcon roosting place but if developed will become a tourist hotspot as it is not only located at the crux of Nagaland but connects Assam and rest of India easily. It is a hotspot with the fact that Doyang hydro plant, a scenic rock filled dam with a blue fresh water expanse of about 20 kms, the only in Nagaland is not only planktons for fresh water Doyang fishes that is even popular in Tinsukia, Nowgong but is also an ideal place for picnic, water sports, angling and eco tourism. The hotspot is again boosted by the roosting of the Amur Falcons in and around Doyang reservoir catchment area. This particular catchment area called Makutongti Tsuza eru is a vast plain area where even a cricket ground in the likes of St. Kitts or Sabina Park in the Caribbeans can be established. Nagaland is aptly called as the Land of Festivals because of its varied tribal festivals and Nagas fondness in celebrating it. CBI must investigate the scams in Food and Civil Supply department
The unabated corruption in the Food and Civil Supply (F&CS) Department, Government of Nagaland has been exposed once again. And no amount of clarification by the government can now justify the rampant corruption in this Department. It is about time, we put an end to this practice by exposing all the corrupt officials and their accomplice by putting them behind bar. We must congratulate the Against Corruption and Unabated Taxation (ACAUT) for taking the lead in exposing both the fuel adulteration scam and the Public Distribution System (PDS) rice scam in the F&CS Department. The actions of ACAUT are commendable and I salute their courage and steadfast principle against corruption in our state. My friends, it’s not a child’s play to fight an entrenched and corrupt system. It’s a lot tougher than we think it is. So, let us appreciate what the ACAUT is doing for all of us. It’s a pity that the state machinery was put to crushed the rally organized by the ACAUT, who were simply protesting against corruption. Why did the state government turn against the ACAUT when it was supposed to arrest the corrupt officials in the F&CS Department and Food Cooperation of India (FCI)? Instead of arresting R. Z. Lotha, Nirmal Jain, Tinku Sethi and others, the state government had conveniently decided to arrest the ACAUT leaders and prevent the ACAUT’s rally with all the might of its police forces. This is unprecedented and unacceptable. Why are the top honchos of the state so eager to save and protect the corrupt and the criminals? Well, we all know exactly why. All these are done to hide the nefarious activities in the F&CS Department and to protect the interest of people like R. Z. Lotha, Nirmal Jain and Tinku Sethi, who honestly share with their political masters. Giving the benefit of doubt to our respected CM, I fervently appeal to him to prove his innocence by inviting the Central Bureau of Investigation (CBI) to investigate both the fuel adulteration and PDS rice scams in Nagaland. VIJAYWADA, DEC 17 (AGENCIES): The next PSLV-C37 that will put into orbit a record number of 83 satellites is being scheduled for launch on January 27, said PSLV project director B Jayakumar. Sharing the dais with Vikram Sarabhai Space Centre director K Sivan who came here to receive the 100th nozzle for a PSLV rocket from city based Resins and Allied Productions Mr Jayakumar said that six PSLVs had been launched in 2016. Sivan said that ISRO was planning to launch 12 to 18 PSLVs in a year. He said the 100th nozzle that was custom-built by Vijayawada based industry Resins and Allied Products (RAP) would be used in the historic PSLV that would launch a record 83 satellites.

DIMAPUR: Chakhesang Mothers’ Association (CMA) has deeply mourned the sudden demise of late Rhipi Nukhu, father of parliamentary secretary of Higher and Technical Eduaction, Deo Nukhu and also the father-in-law of CMA member Chisalu Nukhu on December 7. Late Nukhu was 94 years old at the time of his demise. In a condolence note jointly appended by CMA president Zaposhelu Venuh and general secretary Wechete-u Khape, termed late Nukhu as a loving and responsible father and added that through his dedication and selfless sacrifice, he could mould up his children to be assets in the society. Stating that his demise has created a big vacuum in the society which would take a long period of time to refill the vacuum, the CMA shared the pain and sorrow with the bereaved families. New Delhi, Dec 17 (PTI): The Enforcement Directorate (ED) has registered a money laundering case in the alleged forging of a customer’s identity to conduct huge illegal transactions in an Axis Bank branch in Noida for conversion of black funds into white post demonetisation. The individual, identified as N Paswan, in his complaint filed with the police has claimed that his identity has been forged and a current and a savings account were opened in his name in the said branch which were allegedly used to launder crores of rupees post demonetisation. Officials said the ED registered a criminal complaint under the provisions of the Prevention of Money Laundering Act (PMLA) taking cognisance of the police FIR on a complaint filed by Paswan, a resident of Delhi’s Pitampura area.

Mumbai, Dec 17 (PTI): The Reserve Bank today said it will shortly issue Rs 500 notes in Mahatma Gandhi (New) series with the inset letter E in both the number panels. The notes will have Swachh Bharat logo printed on the reverse of the banknote. “Some of the captioned banknotes will have an additional character * (star) in the number panel in the space between the prefix and the number,” the RBI said. Packets containing these notes will have 100 pieces as usual but not in serial order. To facilitate easy identification of note packets containing ‘star’ notes, the bands on such packets will clearly indicate the presence of these notes in the packet, the central bank said. ‘Star’ banknotes in Rs 500 denomination are being issued for the first time. ‘Star’ banknotes in the denomination of Rs 10, 20, 50 and 100 are already in circulation, it added.

Mumbai, Dec 17 (PTI): Having already exhausted a Rs 5,000 crore limit to issue ‘masala bonds’, mortgage major HDFC today said the Reserve Bank has granted it permission to raise another Rs 3,000 crore from the newly emerging route. “We have approval from the RBI to raise more money. I think, we have approval for Rs 3,000 crores. But, we will wait and watch,” its vice chairman and chief executive Keki Mistry told reporters here. He said the company has already raised Rs 5,000 crore through the ‘masala bond’ route, wherein an Indian company raises money overseas denominated in Indian rupees, in four tranches. The rate of interest for the fund raising was 8.3 per cent in the first tranche, which came down till 7.25 per cent for the last one, he said, conceding that devel-

New Delhi, Dec 17 (PTI): Gold prices rebounded from a 10-month low by climbing Rs. 180 to Rs. 27,930 per 10 grams on Saturday, taking cues from a firm trend overseas amid scattered buying by local jewellers. Gold had the previous day plunged by Rs. 500 to an over 10-month low of Rs. 27,750 per 10 grams. Silver, too, edged up by Rs. 50 to Rs. 39,650 per kg on an uptick in demand from industrial units. The recovery in gold prices, according to traders, was mostly because of the rising trend overseas and emergence of selective buying by jewellers at the domestic spot market. Globally, gold rose 0.57% to $1,134.60 an ounce and silver by 0.75% to $16.07 in New York on Friday. In the national capital, gold of 99.9% and 99.5% purity recouped Rs. 180 each at Rs. 27,930 and Rs. 27,780 per 10 grams, respectively.

NEW DELHI, dec 17 (Agencies): In a major move that will give an impetus to the cashless drive at the ground level, the Centre has decided to link all savings bank accounts with the Aadhaar number for enabling digital transactions, especially at retail points. The move will be particularly helpful for those who do not have a mobile phone , their number is estimated at 30 crore, and will be a gateway for them to be linked to the digital economy, official sources said. The sources said the measure has been approved by PM Narendra Modi, who has now tasked finance minister Arun Jaitley and information technology minister Ravi Shankar Prasad with its implementation. Prasad said, “The higher the linkages with the Aadhaar number, the more we have in terms of seamless digital transactions.” Sources said that of the 112 crore estimated bank accounts across the country, only around 40 crore are linked with Aadhaar. “This needs to be ramped up pretty fast.” Detailing the benefits

New Delhi, Dec 17 (PTI): Finance Minister Arun Jaitley today hinted that not all of the Rs 15.44 lakh crore worth of currency junked will be remonetised through issuance of new notes as he said digital currency will fill the gap. Calling the scrapping of old 500 and 1,000 rupee notes as “a courageous step”, he said the government could do it as India today has the capacity to take such decisions and experiment boldly. The move will create a new Indian normal as the one that existed for the past seven decades is “unacceptable”, he said, adding that demonetisation will help rid the economy of high cash circulation that had led to tax evasion, blackmoney and currency being used for crime. “One of the efforts of this exercise has to be that even though a reduced cash currency could remain, our conscious effort... New Delhi, Dec 17 (PTI): The Employees’ Provident Fund Organisation (EPFO) has invested Rs 10,484 crore in exchange traded funds (ETFs) till November this year, Parliament was informed. Retirement fund body EPFO had started investing five per cent of its incremental inflows in ETFs based on indices Nifty 50 and Sensex in August last year. “This 5 percent allocation to ETF has been enhanced to 10 per cent... The total investment in ETF is Rs 10,483.81 crore as on November 30, 2016,” Minister of State for Finance Arjun Ram Meghwal said in a written reply to a question in the Lok Sabha. The Central Board of Trustees has decided to invest in ETFs only. “The purpose of this investment by EPFO is for maximising its earnings on investment,” Mr Meghwal added. The provident fund body had invested over Rs 9,000 crore in ETFs till September 30 this year.

Interior Minister Suleyman Soylu said a total of 55 people were wounded, six seriously. Television pictures showed the bus reduced to a smouldering wreck by the blast, which comes a week after 44 people were killed in a double bombing in Istanbul after a football match. Duterte unfazed by US aid cut to Philippines MANILA, DEC 17 (IANS): Philippine President Rodrigo Duterte has said he is unfazed by the decision of the United States aid agency to cut a multimillion aid to the Philippines over concerns on “rule of law and civil liberties”. “We’ll be glad to lose it,” Xinhua news agency quoted Duterte as saying on Friday in Singapore before taking the flight back to the Philippines, adding that he is not bothered at all by the decision of the Millennium Challenge Corporation not to renew its grant amounting to $430 million. Duterte urged the US poverty reduction aid agency to pack and leave the country. “I also suggest that they start packing. Pack your things and leave maybe in six months or so,” Duterte said. Duterte said Filipinos will not go hungry without the US aid. In a statement issued on Thursday, the aid agency said it had “deferred” a vote on the resection of the Philippines for compact development, “subject to a further review of concerns around rule of law and civil liberties”. The PTWC said hazardous tsunami waves could hit coastal areas of Papua New Guinea, Indonesia, Nauru, and the Solomon Islands, while New Zealand’s Ministry of Civil Defence issued a warning for all of the

BEIJING, DEC 17 (PTI): Confirming the seizure of an unmanned underwater drone of the US by its navy in the disputed South China Sea, China today said both sides are “appropriately handling” the issue while a Chinese military official said that the issue will be “resolved successfully”. “According to (our) understanding, the US and Chinese sides are working on appropriately to handle this matter through channels between the two militaries,” the Chinese Foreign Ministry said in its first reaction on the incident while replying to queries from the media outlets here. Earlier, Chinese military confirmed that it has received a request from the US to return its underwater drone seized by the PLA Navy warship in the disputed South China
Sea (SCS) and said that the issue will be “resolved successfully”. A Chinese military source confirmed that they received a “claim request” from the US for an underwater drone after a Chinese warship seized it during a security check in the SCS, state-run Global Times reported in its web edition. China believes that the incident will be “resolved successfully,” the daily quoted a PLA (People’s Liberation Army) source as saying. India reach 60/0 after ISL: Kerala ready for blast as ATK eye second title Eng pile on impressive 477

C h e n na i , D e c 1 7 (PTI): England’s lowerorder gave India a taste of their own medicine on a benign Chepauk track racking up a commendable 477 in their first innings on the second day of the fifth and final cricket Test here. In reply, the hosts made a solid start blending caution with aggression to reach 60 for no loss in 20 overs after KL Rahul, undefeated on 30 in company of Parthiv Patel (29 batting), came in to open for an injured Murali Vijay. With not much
assistance from the track for the bowlers, the Sunday crowd can expect a run feast as more than the bowling effort, it is the mistake from the batsmen that can get a bowling side wickets. Just like the Indian lower-middle order and the tail which has wagged throughout the home season so far, it was England’s turn to return the favour as the last three wickets put on 156 runs with the visitors once again reaching close to 500-run mark. The highlight of the second day was a 108-
run stand for the eighth wicket between debutant Liam Dawson (60) and Adil Rashid (66) after England lost three wickets in the opening session to be reduced to 321 for 7, starting the day on 288 for 4. The dismissals included centurion Moeen Ali (146), again out trying to pull a short delivery from Umesh Yadav (2/73), while Ben Stokes (6) became local hero Ravichandran Ashwin’s (1/151) 248th Test victim. Jos Buttler (5) was dismissed by Ishant Sharma (2/42) and England were in danger of getting all out for 350. B u t D aw s o n a n d Rashid were up for the challenge and the lack of bite in the pitch also helped their cause as they carried out a repair job. The 108 runs were added in 41.3 overs. D aw s o n’s m a i d e n half-century came off 148 balls with five fours and a six while Rashid’s was an even more patient effort with 8 fours in 155 balls. While Ashwin had one of the worst figures in the ongoing series, the effort wasn’t lacking but with no apparent help from the track, it was not difficult to play a defensive game that the Nos 8 and 9 played. Kochi, Dec 17 (PTI): Two years after facing the heartbreak of missing out on a title, Kerala Blasters will go all out with a partisan crowd behind them for their maiden Indian Super League title against former champions Atletico de Kolkata in a replay of the summit clash during first edition. While they would have little do with on-field action but it will yet again be a prestige fight between the franchises co-owned by Sachin Tendulkar and Sourav Ganguly.

Now, with a capacity crowd of 55,000 exepected to turn up at the Jawaharlal Nehru Stadium here, Steve Coppell’s side are brimming with confidence and they have the reason to do so having won six out of the seven matches that they have played at this venue. The venue has been
like a fortress for the Kerala side though interestingly it is only the ATK, who have beaten Coppell’s side at home and the visiting side have every reason to believe that they can beat the home team Sunday. ATK, on the other hand, would be looking to become the first side to lift the title for the second time after the inaugural edition crown. They have already become the most successful side in the fledging ISL having made it to the last-
four in all the three editions and it will be their second final appearance tomorrow. Sunday’s grand finale of yet another successful ISL season wil also see two cricket icons Tendulkar and Ganguly, Kolkata, cheering for their respective teams in a match which is exepected to be graced by celebrities from all walks of life including eminent names from Indian film industry. Kerala, who finished last in the second edition last year, have had to struggle more than ATK in their way
to the semi-finals and then the final. They began on a scrappy note this season and they were at the bottom half in the first phase of the league with just nine points from seven matches. They picked up steam in the second part of the league but had to be the last side to book a play-offs berth and that came at their home venue here. They beat Delhi Dynamos in the first leg of the semi-finals here but lost the second leg before making it to the final via the penalty shoot-out.
