Will not interfere with farmers’ protest: SC
NEW DELHI, DEC 17 (PTI): Farmers agitation should be allowed to continue “without impediment” and this court will not “interfere” with it as the right to protest is a fundamental right, the Supreme Court Thursday said on the ongoing stir of agriculturists on Delhi borders. The apex court, which put a sole caveat that there should not be any breach of peace either by farmers or police, also mooted an idea of putting on hold the implementation of the laws to enable negotiations with the agitating farmers which was opposed by the Centre saying agriculturists would then not come forward for the talks. The top court was told by Attorney General K K Venugopal that he would get back after taking instructions on the suggestions. Covid-19 vaccines not a silver bullet, says WHO official GENEVA, DEC 17 (IANS): A top World Health Organization (WHO) official has called for greater vigilance amid the roll-out of a Covid19 vaccine, saying the vaccine is not a “silver bullet” that will end the nearly year-long pandemic which has infected over 74 million people across the global and killed more than 1.64 million others. “Whoever you are, wherever you live, as long as the virus is circulating somewhere, we all remain at risk, and we must keep preparing for the worst-case scenario,” Xinhua news agency quoted WHO Regional Director for the Western Pacific Takeshi Kasai as saying in a virtual media briefing on Wednesday. Kasai appealed to the younger and socially active people under 40 years of age to “do everything you can to avoid infection for yourself and everybody around you” despite the anxiety and uncertainties brought about by the pandemic. “By following the advice of health authorities you can directly contribute to protecting the lives of people in your community and in doing so to reviving your society’s economies in 2021,” the top official said.

Accusing the Congress and other opposition parties of spreading falsehood about the new farm laws, union agriculture minister Narendra Singh Tomar on Thursday appealed to the

The minister, in an eight-page open letter to farmers, said the Modigovernment was committed to their welfare and stressed that the new legislations were aimed at benefitting small and marginal farmers. Assuring that the minimum support price (MSP) will continue and the existing mandi system will be strengthened, the minister appealed to the farmers to dismiss “white lies being spread by politically motivated people”. He said that inaccurate census gave rise to a number of problems such as excess appointment of teachers and also setting up of government schools with disproportionate student-teacher ratio. KOHIMA, DEC 17 (NPN): A total of 19,654 beneficiaries have been listed and uploaded in the data based portal to receive the first phase of COVID-19 vaccine in Nagaland . Addressing a press conference at the directorate of Health and Family Welfare (H&FW), Thursday, Nodal Officer for COVID-19 vaccine and State Immunization Officer, Dr. Ritu Thurr said that once the vaccine is available throughout the country, Nagaland will be ready to receive and carry out the vaccination. He appraised that the state has 119 cold chain storage points for the vaccine. Dr. Thurr said that 1,641 sites have been identified for the vaccination. He informed that there will be five participants at the vaccination booth, consisting of vaccinator, officer (1 and 2) health personnel and su-
pervisor. He also informed that medical personnel from government and private hospitals, retired medical practitioners and nurses will also be deputed for vaccination. Dr.Thurr expressed the hope that sister departments would also coordinate in this regard. A c c o r d i n g t o D r. He also disclosed that a committee - Adverse Event Following Immunization (AEFI)- has been formed with a medical team that would also include medical specialists. In a press release, NSF president Ninoto Awomi and general secretary Liremo R Kikon maintained that as the whole world continued to grapple with the danger posed by Coronavirus disease, NSF was anxious at the risk posed by the many superspreading events scheduled during the festive season. 99.56 lakh with 24,010 new infections being reported in a day, while the number of people who have recuperated from the disease surged to 94.89 lakh, according to the Union Health Ministry data updated on Thursday. The total coronavirus cases mounted to 99,56,557 and the death toll rose to 1,44,451 with 355 new fatalities, the data updated at 8 am showed. The number of people who have recuperated from the disease surged to 94,89,740 pushing the national recovery rate to 95.31 per cent, while the COVID19 case fatality rate stands at 1.45 per cent. The COVID19 active caseload remained below 4 lakh for the eleventh consecutive day. DIMAPUR: Deputy commissioner, Phek, Sachin Jaiswal has directed all the landowners/other governmental/non-governmental agencies that under section 9 (2) of the Nagaland Land Requisition and Acquisition Act 1965 for construction of 2-laning of Kohima -Jessami Road (Bharatmala Pariyojana) to clear up/ vacate the compensated buildings, plantations, fisheries and any other structures on the ROW along packages III, IV & V within 15 days from the date of issue of this order. According to DIPR report, after the stipulated date the land, compensated properties along the ROW would be taken possession of by the National Highways and Infrastructure Development Corporations Limited (MORTH) for construction of 2-laning of Kohima-Jessami Road (Bharatmala Pariyojana) immediately without any further notice. Meanwhile, the deputy commissioner (DC), Wokha, Orenthung Lotha has informed that it has come to the notice of the administration that some individuals were constructing buildings/structures along the NH-2 stretch starting from KM 101 to KM 125 (Tsungiki second

The assessment for property damage compensation for building/structures along the stretch starting from 101 to KM 125 (Tsungiki second bazaar to Doyang bridge) for widening of single lane to 2 lane was carried out in the year 201718 and has already been completed and notified and tender for the same is under process. In this regard, the concerned individuals have been directed to restrain and refrain themselves from carrying out any further unauthorized development activities over the land within the ROW. It has also been informed that any new development activities by way of constructing structures/building within the earmarked ROW will not be accounted for compensation and all such structures/buildings constructed including those under construction will be at the risk of the individuals concerned themselves.

He also informed that views and suggestions of the community were sought for this project as part of community policing. BJP with allies will win ‘at least 100 seats’ in Assam polls: Panda
GUWAHATI, DEC 17 (PTI): BJP National Vice President Baijayant Jay Panda on Thursday claimed that the party with its allies will win “at least 100 seats” in Assembly polls in Assam early next year. The election to the 126member Assam Legislative Assembly is likely in the March-April of 2021. “In the next 100-150 days, Assembly polls will be held in Assam. We are fully confident of achieving BJP’s target of 100 plus seats for the BJP and allies,” Panda said at a press conference here. BJP’s position is very strong in Assam and the people of the state in large numbers support Prime Minister Narendra Modi as well as BJP’s development agenda, he added. “I have held review meetings in the last two days with different office bearers and workers. It is clear that the political position of BJP is very strong here,” Panda, who is in-charge of Assam unit of the saffron party, said. Panda claimed the results of the recent Bodoland Territorial Council polls proved that BJP’s acceptance is increasing in

In this regard, Union Agriculture Minister Narendra Singh Tomar and Meghalaya Chief Minister Conrad K. Sangma on Thursday launched the famous ‘Lakadong’ turmeric in the US through video conferencing. On this occasion, Tomar praised the peasants of Meghalaya and said that the Centre stands with them shoulder to shoulder for the progress of the annadata (food provider) of the country. Tomar said that about 80 per cent of Meghalaya’s population is based on agriculture and the farmers are growing other crops including the best quality turmeric under different climates. He said, “India is the world’s largest producer of turmeric which contributes more than 80 per cent to global production. According to estimates for the year 2019-20, India produced 9.40 lakh tonnes of turmeric from an estimated area of 2.50 lakh hectares.

Mizoram records five new COVID-19 cases, tally 4,085 Aizawl, Dec 17 (PTI): Five more people, including three women, tested positive for COVID-19 in Mizoram, pushing the state’s tally to 4,085, an official said on Thursday. Three cases were reported from Lawngtlai, and one each from Aizawl and Lunglei. All five cases were detected through Rapid Antigen Test, the official said. Two of them were found to have developed symptoms of the viral disease. Mizoram currently has 171 active cases, while 3,907 people have recovered from the infection.

Guwahati, Dec 17 (PTI): Sixty-seven percent voter turnout was recorded till 4.30 pm on Thursday in the election to the 36member Tiwa Autonomous Council (TAC) in central Assam. An official of the Assam State Election Commission (ASEC) said, voting percentage would increase as there were queues in several polling stations even after 4.30 pm. As many as 410 polling stations were set up for the election which began at 7.30 am was to end at 4.30 pm. Any voter who had entered the compound of a polling booth before 4.30 pm would be allowed to vote, he said. Polling was peaceful with no report of any untoward incident from anywhere, the official said. A total of 124 candidates were in fray in the council election and 3,08,409 voters were eligible to exercise their franchise. The 36 constituencies are spread across parts of Morigaon, Nagaon, Hojai and Kamrup Metropolitan districts. The ruling BJP is contesting in 35 of the 36 seats, leaving one for its alliance partner AGP while the Congress has put up candidates in 31 seats.

IMPHAL, Dec 17: In its verdict on a high profile drug seizure case, special court (ND&PS) Manipur acquitted former chairman of Autonomous District Council (ADC) Chandel district Lhukhosei Zou who was also a member of the ruling BJP. Zou, the then chairman of the ADC, Chandel was arrested by a team of the Narcotics and Affairs of Border on June 20, 2018 from his official quarters at Lamphel with 4.6 kilograms of heroin powder and 2,80,200 tablets of “World is Yours” estimated to be worth around Rs 28 crore in the international market. He was among the four held in the case and was acquitted by a verdict of the judge W Tonen Meitei of the special court pronounced today. The court convicted two persons; Thangminlun Zou and Tung Khan Mung Zou - under the NDPS Act, 1985 for which the sentence hearing is slated for December 21. The court acquitted Zou and the four others after the prosecution failed to prove the charges levelled

Dimapur derailed again

ortheast Frontier Railways (NFR) dealt another blow on train travellers of Dimapur, when the authorities ‘took away’ Nagaland Express from Dimapur to Ledo in Upper Assam. It may also be mentioned that earlier the Jan Shatabdi Express, which was introduced between Guwahati to Dimapur in 1996 as part of the government’s policy to link up state capitals, was also extended to Furkating then Jorhat. It may also be mentioned that around 40 long distance trains run between Tinsukia/Dibrugarh /Jorhat/Dimapur and Guwahati. After Jan Shatabdi was ‘hijacked’ to Furkating then Jorhat, there has been severe shortage of available tickets at Dimapur. In addition stoppage time has been reduced to hardly five minutes at Dimapur. Due to acute shortage of available tickets at Dimapur, passengers travelling to Guwahati by Jan Shatabdi have to buy tickets originating either from Jorhat or Furkating.There are as many as four to five thousand train passengers to and from Dimapur and when railways introduced the Nagaland Express to and from Guwahati to Dimapur on November 5,2011, it was hugely welcomed. Hardly nine months afterwards, the NFR authorities again ‘hijacked’ the second train under the plea that there was hardly any passengers from Dimapur. Volume of train passengers has drastically come down not only at Dimapur but also at many train stations due to the COVID-19 pandemic scare. However, it appears that this excuse was good enough for NFR to deprive Dimapur passengers of their rightful dues. Dimapur as of now will have only the Guwahati-Dimapur BG Express to meet the huge demands for tickets. Despite Dimapur being the second highest revenue earner, the NFR has, instead of improving connectivity and facilities, found fit to downgrade Dimapur to the same levels with smaller stations in Assam. Had Dimapur station been in Assam it would have been a totally different story. To buttress this, many stations from Chaparmukh - Lumding junction have either been transformed or under process of massive development. This is a fact but it will be also fair to note that the NFR cannot be wholly blamed for the sorry state of affairs of Dimapur railway station. In order to expand and improve train services at Dimapur railway station, land is required. The NFR has been plagued by encroachments in Dimapur and the state government and especially the Dimapur district authorities have failed to clear the encroachments. Platform No.2 has been without a canopy for over several decades. Passengers at Platform No.2 are left at the mercy of rain during summer and severe cold during winter. The problem is that platform requires space but which is not available due to encroachment. NFR officials had disclosed that a stretch of land in railway bazaar and a portion of an RCC building constructed with the “Certified Land Plan” of the Indian Railways. After Nagaland attained statehood, railway land has been encroached upon, thereby causing a bottleneck and halt in expansion works. Pattas were also issued by the state authorities despite the land being part of “Certified Land Plan” since the 1960s and despite objection being made. This is a very serious issue and which is chiefly responsible for the continuing woes of thousands of train passengers and which the state government is obligated to solve. Therefore, it would be in the interest of justice and all passengers, if the state government seriously take up the matter with the centre as it is the least it can do.

Is the gospel hidden to those who are servants already? No, Paul said, “But even if our gospel is veiled, it is veiled to those who are perishing, whose minds the god of this age has blinded, who do not believe…” (2 Corinthians 4:3-4). The majority of people think of themselves as being completely moral, and have no sense of need for the gospel. It is God who creates this sense of need in a human being, but that person remains totally unaware of his need until God makes Himself evident. Jesus said, “Ask, and it will be given to you…” (Matthew 7:7). But God cannot give until a man asks. It is not that He wants to withhold something from us, but that is the plan He has established for the way of redemption. Through our asking, God puts His process in motion, creating something in us that was nonexistent until we asked. The inner reality of redemption is that it creates all the time. And as redemption creates the life of God in us, it also creates the things which belong to that life. The only thing that can possibly satisfy the need is what created the need. This is the meaning of redemption— it creates and it satisfies. Jesus said, “And I, if I am lifted up from the earth, will draw all peoples to Myself” (John 12:32). When we preach our own experiences, people may be interested, but it awakens no real sense of need. But once Jesus Christ is “lifted up,” the Spirit of God creates an awareness of the need for Him. The creative power of the redemption of God works in the souls of men only through the preaching of the gospel. It is never the sharing of personal experiences that saves people, but the truth of redemption. “The words that I speak to you are spirit, and they are life” (John 6:63).

he enemy is within the gate; it is with our own luxury, our own folly, our own criminality that we have to contend.” – Cicero (106BC – 43BC) Today in Nagaland, we notice two competing political ideas, namely, Nagaism and Narcissism, in the underground and overground organisations that are contradictory and adversely affecting the people in their own way. Running counters to one another, creating confusion and disillusionment in the minds of the people, leaving behind a trail of more divisions and political let-downs. Neither of them clearly propagates its philosophy openly nor are their intentions clearly enunciated except from the actions they take. Most of the narcissistic tendencies are being executed under the facade of ultra-nationalism or Nagaism. Thereof, necessary to understand what it means by Nagaism or narcissism. How Nagaism developed: Nagaism is a philosophy which believes in the oneness of all Nagas without borders, beyond the ideal of unity. The concept is highly debatable, of recent origin and till now nobody has been able to definitely describe it without ambiguity. The Nagas are believed to have migrated from elsewhere to the present location. They moved in small batches mostly comprising of people speaking more or less the same dialect or language in search of fertile and suitable lands for agriculture; permanent settlement before establishing themselves into fiercely independent and isolated village republics far away from the other major human civilisations. There was no possession of any written records about their history and were heavily dependent on oral traditions or from the sketchy records of other people which are neither favourable nor elaborate. They normally resided in the deep recesses in the highly inaccessible mountainous terrains without much material prosperity. The village republics perching on the top of hills didn’t

Framework Agreement 2015 is the output of a concerted effort, hard talks and vigorous negotiation made between India and the Nagas involving 5 Prime Ministers and many other interlocutersin orders to address the longdrawn Indo-Naga conflict. This Agreement rekindled a new hope to restructure a new and lawful relationship with India in asmuch as it recognizes the unique history of the Nagas and their national struggle for a country which will provide the right to freely associate and share sovereign powers with India as a separate entity. However, every rightthinking Indian and Nagas are totally taken aback by the sudden appointment of RN. Ravi (Interlocutor) as Governor of Nagaland in 2019 and his malicious statements made thereafter. His recent statehood day statement, “…there shall be only one national flag and constitution in India…” is self-explanatory to the very fact that there is only one national system in India which the Nagas knew crystal clear from early days

attract foreign invasions or cause the envy of the more powerful neighbours for greed or material gains. Yet, intrinsic predatory habits of raiding the neighbours and headhunting, invited reprisals from foreigners into their country occasionally till the advent of the British Imperialist in the 19th century. Initially, the British Empire had no interests of conquering the Naga country which promised no economic or political gains but the discovery of tea and oil in Assam required protection from the constant raids into their territory and depredation of their subjects and properties by the Nagas, leading to their interference, conquest and ultimate rule over them. The Nagas resisted the advance of the British Empire into their territory as isolated independent village republics and never as a unified entity of Nagas. This idea was unknown to them then. They lived and acted independently of one another without any consciousness of their being ‘Naga’. They were known by their villages and not by its generic term. The British Empire had their first major war and pitched battle against the independent Naga village republic in 1851, namely, Kikrüma in Phek district guided and assisted by many allied Naga villages. They bore gr udges against their fellow countrymen for past military losses and envious of their size, arrogance and strength. Accordingly, one of the oldest, biggest and strongest independent Naga village republics, namely, Kikrüma was attacked and destroyed killing many warriors in battle and village burnt to ashes. It was a fight between the spear and dao against the gun and gun powder; like fighting with assault rifles against tomahawk or smart bomb or missile in modern warfare! One by one, many other independent Naga village republics were conquered. The British were always assisted by the Naga warriors in their conquest of the Naga country. Never maintaining absolute peace with one
another on any permanent basis always lived in constant suspicion and enmity with one another as they practised headhunting as a game and necessity for survival and tribal justice. They only had formal diplomatic relationships by establishing diplomatic feasts sealing friendship or peace treaties with one another amongst friendly villages with a view to maintain balance of power and relative peace in their regions. Against this background, the idea of Nagaism developed seeing themselves as distinct and separate from the other human beings around them based on their culture, traditions, practices, religion, languages, physical features, race, ethnicity etc. The first sense of separateness and identity was expressed in organising themselves into a united body coming right after their involvement in the First World War when conscripted as Labour Corps by the British Empire and deployed them in various theatres of war across the world. Upon return, a few of the surviving members organised the Naga Club in Kohima in 1918 and submitted the famous memorandum to the Simon Commission in 1929 asking for independence from the British Empire after their departure from India. This was the genesis of Nagaism as we understand it today. The idea of Nagaism developed and grew tremendously challenging the might of the British Empire and free India under the charismatic leadership of Phizo inspiring generations of Nagas from India and Myanmar (Burma) into one distinctive national identity called ‘Naga’. That is how the distinct, aggressive and prominent idea of Nagaism developed. It fought and resisted all forms of foreign invasions and attempted to keep the hill tribes of this particular group by race, ethnicity, language, customs and traditions etc under one entity, the Nagas, as a distinct social and political group which has survived till today. Phizo lived for the idea of Nagaism till his death. He was
the embodiment of Nagaism and singularly the most remarkable personality in the whole history and philosophy of Nagaism. He had represented the Nagas and Nagaism as much as Yaser Arafat represented the Palestinian Question till his death. Narcissism: The Alter-Ego: The original idea of Nagaism appears to be fading away. In its place a rather superficial type of philosophy, namely, narcissism - idea of excessive, obsessive and destructive self-love - is emerging from the dying embers of Nagaism. It doesn’t sacrifice self for Nagaism but capitalises it for personal aggrandisement and other self-interests. A kind of personality cult is being woven around the mysterious personalities of the individuals for unification of all Nagas scattered across the globe and attempting to wield the ignorant Naga tribes into one Naga family or entity without personal sacrifice or committed ideology. The idea of extreme narcissism seems to be taking over the noble idea of Nagaism in a most ugly and gruesome manner neglecting all the other virtues. We have reached a stage where we don’t even dare to criticise the wrong and harmful policies of the individual or his group or his tribe for fear of reprisals. It appears that the fight is no longer for Nagaism but for personal, factional, or tribal glory and supremacy. If this trend is allowed to grow unchecked by the public, one day it will become self destructive to our fragile socioeconomic and democratic polity. The original idea of Nagaism is being replaced/hijacked/subverted by narcissism, continually creating mayhem in the political and social fields. It has also produced many pseudo Naga nationalists with absurd and distorted political philosophy. With their jaundiced view of the world, compounded by megalomaniac tendencies and autocratic style of leadership, their supporters are causing untold miseries and destruction of all the
traditional Naga virtues to all the Nagas and nonNagas inside and outside Nagaland. It appears that this bunch of politicians are not interested either to fight for the cause of Naga political and social independence any more or are they willing to give up the allurements and trappings of power and glory associated with the genuine Naga nationalists and their movements. The evidence lies in their personal lifestyle and vast properties owned by their leaders in the name of the movement, displaying to the whole world their ignoble ambitions. Narcissism is a very dangerous philosophy and personality trait in both social and political fields. It promotes selfishness and insecurity at the expense of others. It is always ‘I’ first from the beginning to the end muffling, stifling and bulldozing everything else in between. It firmly believes in ‘my way or the highway’. There is nothing to choose between them. It only knows and acts for its own interests. Nothing else matters. Safely located in the narrow confines of its own world, it doesn’t dare to come out of its shell and interact with the outside world. It also makes its adherents feel insecure and suspicious of everybody else and develops fear psychosis and inferiority complex. It makes them feel over sensitive on any controversial issues and spurs them into violent reaction towards dissidents and political opponents. Many of them develop into full-fledged psychopaths suffering from nervous breakdown or becoming intolerant of dissenters committing crimes of passions haunted constantly by the ghosts of their victims. It appears that many of our leaders, social and political, are displaying all types of unpredictable behaviours in their speeches and actions purportedly guided by something deeper and more forceful and sinister drives compelling us to study about their personality and personal traits scientifically more closely so that
we will know them better. Our sense of patriotism is being flawed and ruthlessly exploited by these pseudo Naga nationalists and ultra nationalists without any sense of common vision for Nagaism or self sacrifice as before. Every human action flows out of a thought from the heart so when the mind is empty or polluted, we cannot expect any positive action from such thoughtless or vile man except toxic and obsolete ideas. Road Ahead: Except on the condition that we are able to distinguish who is for Nagaism and not narcissism, the Naga society will continue to be guided and controlled by the narcissists under the cover of Nagaism, causing sabotage from inside the Naga Nationalist Movement and irreparable damage to the aspirations and dreams of the Greater Nagaland. Apparently, the only possible way for any Naga negotiating party with the Government of India capable of achieving anything, by progressive piecemeal settlement and not resolving everything in one go. Whatever achievements are claimed to have been made by the present negotiators so far have had very little or no substantial benefits to Naga society. This fact ought to have been appreciated and admitted by the genuine hard-working Naga nationalists. There should not be any doubts on this issue nor should they entertain false hopes. The Govt of India has made it amply clear more than once; that the final solution for the Naga question is not possible this time. Accordingly, the present generation of Naga politicians must conclude the peace talk on a positive note leaving out the more complicated issues to future generation without becoming narcissistic or nihilistic forestalling and derailing the potential and future political growth of Nagas. A prudent approach to Indo-Naga solution and that Nagas’ national identity, rights and interest cannot be accommodated in the existing Indian system. This is one primary reason why the then Federal Government of Nagaland (FGN) under the visionary leadership of (L) A.Z. Phizo and the Naga people outrightly rejected the 16-Point Agreement as there is no suitable political structure of step by step nation making process for the Nagas within the rigid one country and one national system of India. The national stand of NSCN (IM) since Preceasefire Agreement (1997) is said to be evidentially found consistent and compatible to the agreed terms made in FA. On the other hand, the mischievous claim of Naga political issue as a law & order issue by the Hon’bleGovernor in his letter addressed to the Hon’ble Chief Minister of Nagaland dated 16th June, 2020 r/w government memo. dated 7th July, 2020 coupled with the recent statehood day episode are well calculated strategic moves to completely overturn the recognition of unique Naga national history in the Framework Agreement of 2015 which he signed as an interlocutor on behalf of the Govt. of India. The whole exercise, therefore, unveils the covert design of defeating the ongoing Indo-Naga peace process by showcas-
ing the present Nagaland state as the bedrock of Naga society and the dead-end of making a unique Naga national history. False depiction of the weakness of the state cabinets headed by the Hon’ble Chief Minister by the Governor who is otherwise bound to act as per their advice is quite unfortunate. This unprecedented act of the Governor is ultra-vires to the constitutional mechanism of governance which is also in total contrast to India’s contemporary approach to the Naga issue as manifested in FA. Narendra Modi, the Hon’ble Prime Minister of India has proudly proclaimed the Framework Agreement in his overseas’ speech. It appears that the interlocutor cum Governor is misguided by very few Naga leaders whose agenda may be wholly to discredit the hard-earned Framework Agreement boldly signed by the NDA government. History reminds us that (L) Mahatma Gandhiji, father of the nation stood with the Nagas whereas (L) Pandit Jawaharlal Nehru and (L) Mrs. Indira Gandhi, former Prime Ministers were also not averse to application of any international model for honorable Indo-Naga solution taking cognizance of Naga nationality except complete independence. We wonder, who then really is a preposterous liar? Is it
not another shrewd dilatory tactics to reverse the blame upon the Nagas for this let-down? Can such an autocratic Governor cum interlocutor truly give a just and honorable solution to the Nagas? Nagas on our part are made to realize that it is not the shrewd and cunningness from alien rule and culture but that of the most superior divine wisdom, understanding, gracious power & intervention of the living God through the gospel of Christ that has enabled the Nagas to come thus far, accomplishing a
collective construct of a common Naga national identity already acknowledged as an international issue. At this nick of time, Nagas cannot but humbly seek God’s providence over and over again to conquer our own Jordan river-like challenges to reach the Promised Land. India’s peace initiative should not be a ploy to further divide and destroy the Nagas as it was witnessed in the years 1960, 1964, 1975&1988. Unwanted neighboring influences should not drive the Nagas away from the
common goal. Nagas need to further institutionalize the peace processes at different prospective levels within and without. It’s high time for all Nagas and their kindred tribes to elude all forms of negativism and unitedly move forward. Hence, NIPA fervently appeals all concerned to make a prudent approach in finding a just, lasting and honorable win-win Indo-Naga solution without further delay. Give peace a chance! Train extension: A Concern
Nagaland Express train initially started in 2011 with a vision to perhaps provide the Nagas with a trademark of our own and also to ease transportation problems. However, the recent news regarding discontinuation of the termination point at Dimapur Railway Station and an extension to Ledo Station has made me question the motives of the railway authorities towards the people of Nagaland in general. By citing one of the major reasons for the proposed extension as “to accommodate more passengers”, the question here is what is the State government’s response to this? Also, what is the Centre trying to imply through this action? The train holds around 1000 seats (approx) and Dimapur itself has more than 500 travelers daily. Furthermore, Dimapur Railway Station has been recorded as the second highest revenue generating railway stations in the entire North east region. With all these thoughts in mind, I would like to know what is boiling inside the mind of the authorities. Is it just NFRs’ commandeering Nagaland Express or is there a bigger hidden conspiracy behind? New Delhi, Dec 17(PTI): Bangladesh is a “key pillar” of India’s ‘Neighbourhood First’ policy, Prime Minister Narendra Modi said on Thursday during a summit with his Bangladeshi counterpart Sheikh Hasina, who called India a “true friend”, as the two sides inked seven pacts to further broadbase cooperation in varied sectors, and restored a cross-border rail link, snapped during the 1965 India-Paksitan war. During the summit, held virtually, the two leaders deliberated on a range of issues including, threat of terrorism, challenges posed by coronavirus pandemic, management of Indo-Bangla border, regional connectivity, ways to boost trade and energy ties as well as matters relating to the displaced people from the Rakhine State of Myanmar. “It has been a challenging year due to the epidemic. But it is a matter of satisfaction that India and Bangladesh had good cooperation in this difficult time. We are also having good cooperation in the field of vaccines. We will also take special care of your needs in this regard,” Modi told Hasina. Describing India as

a “true friend”, Hasina said both countries could play a significant role in the global and regional value chains by further integrating their economies as well as boosting connectivity. Hasina also commended the way India confronted the coronavirus crisis and hoped that it would contribute significantly in recovery of the global economy that has been severely hit by the pandemic. Ways to boost regional connectivity was a key focus area of the summit, and both Modi and Hasina agreed to an early operationalisation of the BBIN motor vehicles agreement with a provision for Bhutan to join at a later date. Bhutan has been dillydallying on the BBIN (Ban-
gladesh, Bhutan, India and Nepal) pact that provides hassle-free movement of people and goods among the four countries. Recognising that terrorism remains a threat to global peace and security, the two Prime Ministers reiterated their strong commitment to eliminate it in all its forms and manifestations, a joint statement issued after the talks said. The two leaders also underscored the need for an early conclusion of a framework of interim agreement on water sharing of six rivers -- Manu, Muhuri, Khowai, Gumti, Dharla and Dudhkumar, and issued direction to expeditiously conclude a joint study on having a bilateral Comprehensive Economic Partner-
ship Agreement (CEPA), the statement said. Hasina highlighted the need for early signing of an interim agreement for sharing of the Teesta waters as agreed by both the governments in 2011 to which Modi reiterated India’s commitment and continued efforts on it. In another significant move, the leaders agreed to facilitate completion of border fencing at all pending sectors at the earliest beginning from the frontier along Tripura, besides stressing on full implementation of the ongoing coordinated border management plan. On Wednesday, India celebrated ‘Vijay Diwas’ that marks the surrender of around 93,000 Pakistani troops before the joint forces of the Indian Army and the “Mukti Bahini” on December 16, 1971 that led to the birth of Bangladesh, which celebrates the day as ‘Bijoy Dibosh’ In the talks, Hasina expressed keen interest on the India Myanmar-Thailand trilateral highway project and sought support of New Delhi for enabling Bangladesh to connect with the project. The inauguration of the
Chilahati-Haldibari rail link is expected to enhance connectivity to Assam and West Bengal from Bangladesh. It was part of the broad gauge main route from Kolkata to Siliguri till 1965. However, the war of 1965 effectively cut off all the railway links. Both sides have already restored four other rail links that were suspended in 1965. Initially, the Chilahati-Haldibari rail link will facilitate the movement of goods and cargo. Passenger movement will also commence after the development of required infrastructure on both sides. The joint statement said Modi appreciated the generosity of Bangladesh in sheltering and providing humanitarian assistance to 1.1 million displaced people from the Rakhine State of Myanmar. “Both Prime Ministers reiterated the importance of their safe, speedy and sustainable return. Prime Minister Sheikh Hasina congratulated India on its election as a member of the UN Security Council. She expressed Bangladesh’s expectation to see India assist in the repatriation of the forcibly displaced Rohingyas back to Myanmar,” it said.

also alleged that the laws “have been made for electoral funding of the BJP and not the farmers”. “I am pained that I have to do this. I did not intend to, but I cannot betray the farmers of my country who have been sleeping on the streets in the cold… when the temperature is just
2 degrees Celsius,” Kejriwal said, while tearing copies of the three laws. “I am a citizen of this country first, a chief minister later. This assembly rejects the three laws and appeals to the central government to meet the demands of farmers,” he said. Kejriwal further said 20 protesting farmers have died so far and asked the Centre when it will “wake up”. He said the Centre should not be under the impression that the farmers will simply return to their homes. In 1907, a farmers’ protest had continued for nine months till the British rulers repealed some laws, he said.
Mission Bengal: host of BJP ministers, including Amit Shah, to visit state New Delhi, Dec 17 (PTI): With eye on the 2021 West Bengal Assembly elections, the BJP has been bolstering its campaign in the state on war footing, deploying Union ministers, a deputy CM and central leaders and assigning them six to seven Lok Sabha constituencies each. Union Home Minister Amit Shah will be in the state this weekend, while his colleagues Gajendra Shekhawat, Sanjeev Balyan, Prahlad Patel, Arjun Munda and Mansukh Mandaviya will be visiting in the next few days, sources in the party said on Thursday. Relieve 3 IPS officers immediately: MHA to WB govt New Delhi, Dec 17 (PTI): The Centre sent a fresh missive to the West Bengal gover nment on Thursday, asking it to immediately relieve three IPS officers who have been sought for central deputation, saying all of them were already given new assignments, officials said. In a communication to the West Bengal chief secretary, the Ministry of Home Affairs (MHA) said according to the IPS cadre rules, the Centre prevails over a state government in case of any dispute. It said the three IPS officers were already given new assignments in the central government and they should be relieved immediately, the officials said. The three officers -Bholanath Pandey (SP, Diamond Harbour), Praveen Tripathi (DIG, Presidency Range) and Rajeev Mishra (ADG, South Bengal) -were responsible for the security of BJP chief J P

New Delhi, Dec 17 (PTI): The AIIMS here is unable to find the required number of volunteers for the phase-3 trial of Bharat Biotech’s COVID-19 vaccine, with officials saying people are unwilling to participate in the exercise thinking why take part in a trial when a vaccine would be available soon for everybody. The All India Institute of Medical Sciences (AIIMS) in the national capital is one of the sites conducting the final phase of the trial of the vaccine, “Covaxin”, and it needs around 1,500 volunteers for the purpose. Covaxin has been indigenously developed by Bharat Biotech, in collaboration with the Indian Council of Medical Research (ICMR). “We wanted 1,5002,000 participants but so far, we have been able to recruit only around 200 participants. Sriharikota (AP), Dec 17 (PTI): India successfully launched its latest communication satellite CMS-01 on board its Polar rocket from the spaceport here on Thursday, the second and last launch this year amid the COVID-19 pandemic. ISRO’s trusted polar satellite launch vehicle-PSLV-C50-- injected the satellite around 20 minutes after the lift-off from the second launch pad at the spaceport of Sriharikota CMS-01 is the 42nd communication satellite of the space agency and it is envisaged for providing services in Extended-C Band of the frequency spectrum Regd. No. 213/2020
covering India, Andaman and Nicobar and Lakshadweep islands. The satellite will have a life span of over seven years,according to ISRO. PSLV-C50 is the 22nd flight of PSLV in ‘XL’ configuration (equipped with six strap-on motors), and it was the 77th launch vehicle mission from Sriharikota, about 120 km from Chennai. It follows the successful launch of PSLV-C49 (EOS-01) earth observation satellite and nine customer spacecraft on November 7 which was ISRO’s first mission of the year amid the COVID-19 pandemic. Today’s launch is the last one of 2020 for ISRO.

The directive has provisions to qualify telecom gears made by domestic players in the trusted category. “Those that meet the criteria of the Department of Telecommunications’ preferential market access (PMA) scheme will be certified as India trusted sources. “The National Security Committee on Telecom will take measures to increase the use of equipment from such Indian trusted sources,” Prasad said. The PMA scheme gives weightage to telecom gears developed and manufactured by indigenous companies. The DoT will suitably notify guidelines and ensure monitoring of compliance by telecom service providers of the directive. “The Department of Telecom will make appropriate modifications in the licence conditions for the implementations of the provisions of the directive. The policy will come into operation after 180 days from the date of approval,” Prasad said.

New Delhi, Dec 16 (PTI): Telecom equipment from China may face fresh curbs after the Cabinet on Wednesday cleared a proposal to secure telecom infrastructure by designating a “trusted source” for the purchase of equipment by service providers. Briefing reporters after the meeting of the Cabinet Committee on Security headed by Prime Minister Narendra Modi, Law, Telecom and IT Minister Ravi Shankar Prasad said a National Security Directive on Telecommunication Sector has been framed keeping in mind the national security. “Considering the need to ensure India’s national security, the Cabinet has accorded approval for the National Security Directive on Telecommunication Sector,” Prasad said. Under the provisions of this directive, the government will declare a list of trusted sources and trusted products for installation in the country’s telecom network. “The methodology to designate trusted products will be devised by the designated authority, the National Cyber Security Coordinator. Telecom service providers are required to connect new devices that are designated trusted products,” Prasad said. In recent months, India has banned the import of equipment from China for use in sectors ranging from telecom to power citing national security reasons. These bans were driven by concerns such as spyware or malicious software - known as “malware” - being embedded in the imported equipment. “The list of the trusted source and product will be decided based on approval of a committee headed by the deputy national security advisor. “The committee will consist of members from relevant departments, ministries and will also have two members from the industry and independent experts. The committee will be called the National Security Committee on Telecom,” Prasad said.

Chandigarh, Dec 17 (PTI): The Punjab cabinet on Thursday gave in-principle approval to Indian Oil Corporation Ltd (IOCL) for setting up a compressed biogas (CBG) plant at the site of closed cooperative sugar mills at Rakhra in Patiala. The plant, to be developed in collaboration with Sugarfed, will help reduce stubble burning through use of paddy straw for biogas generation, and will also nurture soil fertility through organic manure production, according to a government statement here. In the early days of the virus, it was traced to a socalled “wet market” in Wuhan, Hubei province, and it was suggested that this was where it made the leap from animals to humans. But experts now believe it may simply have been amplified there. A biologist of the WHO team told a leading media outlet that the WHO was not seeking to apportion blame, but rather to prevent future outbreaks, the BBC reported on Wednesday. “It’s really not about finding a guilty country,” Fabian Leendertz of Germany’s Robert Koch Institute said. “It’s about trying to understand what happened and then see if, based on those data, we can try to reduce the risk in the future.” Beijing has been reluctant to agree to an independent inquiry and it
has taken many months of negotiations for the WHO to be allowed access to the city. The virus is thought to have come from a market in the city selling animals. But the search for the source has led to tensions, notably with the US. President Donald Trump’s administration has accused China of trying to conceal the initial outbreak. Leendertz said the aim was to find out when the virus began circulating and whether or not it originated in Wuhan. The mission was expected to last four or five weeks, he added. Research suggests that coronaviruses capable of infecting humans may have been circulating undetected in bats for decades. Last December, a Chinese doctor at Wuhan Central Hospital - Li Wenliang - tried to warn fellow medics about a possible outbreak of a new disease, but was told by police to “stop making false comments” and was investigated for “spreading rumours”. Li died in February after contracting the virus while treating patients in the city.
WASHINGTON, DEC 17 (PTI): Expressing concern over China’s increasing aggression across the globe from Hong Kong, Taiwan, South China Sea and along the India-China border, a senior White House official said the US has stood with New Delhi during its military standoff with Beijing. Speaking on condition of anonymity, the official asserted that US President Donald Tr ump, during his presidency, has really strengthened all aspects of the US-India security and defence cooperation to build a comprehensive, enduring and mutually beneficial defence partnership. “We have been very concerned with China’s increasing aggression really across the globe, whether it be Hong Kong, Taiwan, South China Sea and of course along the IndiaChina border,” the senior administration official from the White House told PTI in an exclusive interview. “We have stood with India as it faced this aggression along its border over the last six-seven months. We provided equipment. We have been engaged with India, shown our moral support for India to be able to stand up to the Chinese and make sure that there’s a peaceful resolution and deescalation of the situation,” said the official. The armies of India and China are locked in a tense border standoff in eastern Ladakh since early May. Both sides have held multiple rounds of military and diplomatic talks. BEIJING, DEC 17 (PTI): China’s Chang’e-5 probe successfully touched down on Earth in the early hours of Thursday, bringing home the first samples of the moon in over 40 years. The spacecraft landed in Siziwang Banner in north China’s Inner Mongolia Autonomous Region, at 1:59 AM (local time), according to the China National Space Administration (CNSA). Zhang Kejian, head of the CNSA, declared the Chang’e-5 mission a success. It marks a successful conclusion of China’s current three-step lunar exploration programme of orbiting and landing, and bringing back samples which began in 2004, state-run Xinhua news agency reported. It is China’s maiden attempt to retrieve materials from an extra-terrestrial body. The Chang’e-5 lunar probe was launched from the Wenchang Spacecraft Launch Site on November 24. It was the first attempt to bring the moon samples
in over 40 years after the US sent astronauts to the moon to collect samples. In the Soviet Union’s unmanned lunar sampling missions, the spacecraft took off from the moon and returned to Earth directly. The 8-tonne Chang’e-5 spacecraft has four independent but interactive components. This includes one to stay in lunar orbit as a docking station, one to go down to the moon’s surface and drill for samples, one to take the material back to the dock station and another to bring the samples back to Earth. The return capsule of Chang’e-5 separated from the orbiter about 5,000 km above the Atlantic. The capsule entered the Earth’s atmosphere at an altitude of about 120 km. At about 10 km above ground, a parachute opened. The capsule landed smoothly in the predetermined area and the search team recovered it, the report said.

French President Macron tests positive for COVID-19 PARIS, DEC 17 (AP): French President Emmanuel Macron has tested positive for COVID-19, the presidential Elysee Palace announced on Thursday. It said the president took a test “as soon as the first symptoms appeared.” The brief statement did not say what symptoms Macron experienced. It said he would isolate himself for seven days. “He will continue to work and take care of his activities at a distance,” it added. It was not immediately clear what contact tracing efforts were in progress. I think this is really a historic achievement that clearly demonstrates progress in defence partnership,” said the official. Responding to a question, the senior administration official said that the US cut security aid and reimbursements to Pakistan in January 2018. There have been some exceptions, such as for things that are in the US interest. “Some minor exceptions. But the suspension remains in effect. We continue to look to Pakistan to crack down on terrorists and militants on its territory. We’ve seen some progress on that front. But we certainly need to see more. We need to see a decisive crackdown, and sustained measures to rein in these terrorists and militant groups,” said the official. “We have received cooperation from Pakistan on the Afghan peace process. We value the cooperation that we have received from Pakistan. We continue to work with Pakistan and look to them to help when it comes to convincing the Taliban to reduce violence, for example.

Chang’e-5 is one of the most complicated and challenging missions in China’s aerospace history as it touched down on the north of the Mons Rumker in Oceanus Procellarum, also known as the Ocean of Storms, on the near side of the moon on December 1, the report said. This site was chosen because it had a younger geological age than the sampling areas of the US and the Soviet Union more than 40 years ago, and had never been sampled. The new samples reportedly weighing about two kg will be of great scientific value, according to Chinese space scientists. Though lunar samples were brought back in the US and Soviet missions, scientists need more samples of different ages to piece together a complete history of the moon. Chang’e-5 drilled into the lunar surface for samples that record evolutionary events, and grabbed material on the surface. Using modern analytical technologies, scientists will be able to unravel the mysteries of volcanic activities and meteorite impacts over the past billion years, the report said.

ilipino pop group SB19 will star in a Christmas short film titled Ex-Mas premiering tomorrow (December 18). In a tweet on December 15, the group made the announcement with a poster featuring members of SB19 and content creators Jenny Yeo, Yani De Dios and Kristypata (Kristy Cho). Ex-Mas was directed by Rose Ariana Lope. The Ex-Mas trailer was posted two days later. It shows a montage of holiday-
scenery and ends with the banner “Reminisce the good and bad times with this barkada (friend group) this holiday season.” There are no details yet on where Ex-Mas will premiere, but more updates are expected on SB19’s social media platforms. Real Sociedad had lost their previous 24 league visits to the Camp Nou, but may have thought their luck was about to change when Willian Jose opened the scoring as Portu crossed back into the Barca penalty area following a corner in the 27th minute on Wednesday evening, reports Xinhua news agency. However, despite taking the lead, the visitors
were not playing their best football, and Barca were soon level after Jordi Alba latched onto Antoine Griezmann’s deflected pass to drill his shot into the far corner. Griezmann then saw his shot bounce back off the underside of the bar after robbing Igor Zubeldia and shooting from a tight angle, but Barca didn’t have to wait long before taking the lead. Frenkie de Jong scored the winning goal two minutes before the break, as his first-time finish beat Alex Remiro in the Real Sociedad goal. At first the flag was raised for offside, but the goal was given after a check by VAR. Things got worse

Pak Amir retires from int’l claiming ‘mental torture’
LAHORE, DEC 17 (AGENCIES): Pakistan fast bowler Mohammad Amir announced his retirement from international cricket at the age of 28 on Thursday, claiming he could no longer play in an atmosphere where he did not feel welcome in the national team. Amir, who was jailed in 2011 for his part in a spot-fixing scandal, served three months in prison and a five-year ban from all forms of cricket before returning to the Pakistan squad in January 2016. The left-arm bowler has since excelled in limited-overs cricket, helping Pakistan to the Champions Trophy title in 2017, but last month he was dropped from the squad to tour New Zealand. Asked if he was leaving the sport altogether he said: “No, I’m not going away from cricket. If you have seen the atmosphere here and the way I’ve been sidelined, I got a wake-up call when I was not selected in the 35-man squad,” Amir told Samaa TV. “I don’t think I can play cricket under this management. I think I should leave cricket this time. I am being tortured mentally. I don’t think I can tolerate any more torture now”.

BUENOS AIRES (Reuters): The body of late soccer great Diego Maradona “must be conserved” in case his DNA is needed in a paternity case, an Argentine court ruled on Wednesday. Maradona died of a heart attack last month and was buried on Nov. 26 in a cemetery just outside Buenos Aires. While Maradona’s lawyer had previously told Reuters that DNA samples already exist, the court said the former Boca Juniors and Napoli player’s body must not be cremated at some later date. Five recognised children and six with filiation requests are part of a complex inheritance process in Argentina. One of the six, Magalí Gil, 25, says she found out two years ago that the soccer icon was her biological

DIMAPUR, DEC 17 (NPN): A three-day Wozhuro range sports meet was kicked off on Thursday at Wozhuro mini stadium with assistant director Employment, Skill Development & Entrepreneurship Nagaland, Zubemo Tsanglao as the special guest. The sports meet was organized by Wozhuro Range Council Union (WRCU). Speaking at the inaugural programme, Tsanglao said events like range sports meet are very important between the different villages as it gives an opportunity to bring unity and strengthen the friendship between the villagers. Russia banned from using its flag at 2 Olympics LAUSANNE, DEC 17 (IANS): Russia was on Thursday banned from using its flag at the 2021 Tokyo Olympics, the 2022 Beijing Winter Olympics, and other major world championships for two years by the Court of Arbitration for Sport (CAS). The CAS’s order is a reduction from the initial fouryear ban imposed by the World Anti-Doping Agency (WADA). “...the flag of the Russian Federation (current or historical) may not be flown or displayed in any official venue or area controlled by a signatory or event organiser appointed by the Signatory at any of the following events during the two-year period: i. The Olympic and
Paralympic Games (winter or summer); ii. Any World Championships organised or sanctioned by any Signatory,” said the Switzerlandbased CAS in its order. Russia has also been banned from hosting any world championship-level events during the two-year period. Athletes from the country will hence be participating in the Tokyo Olympics, which was postponed to July-August next year due to the Covid-19 pandemic, under a neutral flag. They have additionally been barred from featuring the country’s name or emblem “or other national symbol of the Russian Federation” on their clothes, equipment “or
other personal items or in a publicly visible manner at any official venues or other areas”. The order also states that the Russian Anti-Doping Agency (RUSADA) remains suspended and specifies conditions it must satisfy in the two-year period to be reinstated. While the three-judge panel largely agreed with WADA’s arguments against Russia, it is unclear as to why it reduced the four-year ban imposed by the global anti-doping watchdog to two. “The consequences which the Panel has decided to impose are not as extensive as those sought by WADA,” said the panel in its preface to the order.
