IMPHAL, DEC 18: In the wake of heightened tension and recent spurt of violence in Manipur, parts Imphal were brought under indefinite curfew and mobile internet services snapped at various places to prevent spread of rumours over an alleged attack on a Church. At least 22 vehicles including buses were also torched by protestors, as violence erupted in Manipur’s Imphal East district Sunday. Angered by the ongoing UNC backed economic blockade and a series of attacks on security forces earlier this week, protesters attacked vehicles coming from the Naga-dominated hill districts towards Imphal. Several vehicles were set on fire and vandalised. One bus was pushed into a river. There have not been reports of any casualties. Initially, Imphal East district magistrate imposed curfew this noon in Porompat and Sawombung sub-divisions. However, the curfew was later extended to the whole of the districts, as

police were seen announcing the directive through PA systems. The curfew will continue till further directions, stated an order issued by the District Magistrate. Earlier in the day, the state Cabinet also decided to shut down mobile internet services in Imphal West district with immediate effect, taking serious note on the prevailing situation here following three blasts on Friday. The action came in the wake of tensions following Friday’s blasts and an alleged attack on a Church. The Cabinet decision came after analysis of the
NE: 250% jump in human trafficking cases in 2015 NEW DELHI, DEC 18 (AGENCIES): A whopping 250 per cent jump has been witnessed in human trafficking cases in North Eastern states last year as compared to 2015, with most being reported from Assam. Of the total 1,539 human trafficking cases registered in 2015, as many as 1,494 were from Assam, 20 from Meghalaya, 16 from Tripura, six from Nagaland and three from Arunachal Pradesh, an official said. The total number of such cases reported in these eight states in 2014 were 435, while just 186 in 2013. In 2014, about 93.5 per cent or 407 human trafficking cases were reported from Assam. Of the total 435 such incidents, 17 were also reported from Meghalaya, four from Nagaland, two from Arunachal Pradesh and three from Manipur, the official said. Incidentally, in 2013 too, Assam had topped the list of human trafficking cases in the northeast, with 149 of the 186 cases, the official said. Though police is a state subject and registration, investigation and prevention of crime of human trafficking are the state government’s responsibility, Centre has adopted multi-pronged approach to combat the menace, the official said, adding apart from it, anti-human trafficking units have been set up in state governments, including NE states.

In another incident, suspected militants overpowered a small outpost of Manipur police at Nungkao area on Saturday and fled with nine service weapons.
DIMAPUR, DEC 18 (NPN): Nagaland chief minister, T.R. Zeliang has sought immediate intervention of Union Home minister Rajnath Singh and Manipur chief minister, O. Ibobi to protect the lives and properties of Nagas living in the Imphal valley. In his letter to Rajnath and Ibobi, Zeliang said hundreds of Nagas were stranded in the Imphal valley and were being prevented from proceeding to their respective villages, as valley based organizations and public have openly threatened them. With buses and other vehicles being stopped and torched on Sunday, Zeliang pointed out that the law enforcing agencies in Imphal were not in a position to check or stop lawless and violent activities, endangering the lives of Nagas in Manipur. He further assured that the Nagaland government has taken all steps to protect Meiteis residing or travelling through Nagaland.
Education row: GHC order vindicates Zeliang DIMAPUR, DEC 18 (NPN): Gauhati High Court (GHC) Kohima bench has dismissed the case against chief minister T.R. Zeliang in connection with his educational qualification-- as was shown in Zeliang’s affidavit while filing his nominations for the 2013 assembly elections. The High court judgment and order dated December 16, 2016 stated that “both criminal revision petitions being devoid or merit stand dismissed.” The case was heard in the court of Justice M.R. Pathak. The order went on to point out that the present case (citing Kisan Shankar Kathore Vs Arun Dattatray Sawant case) was not the case of the petitioners/complainants that the affidavit (Form 26) of the respondent was not displayed by affixing the same at a conspicuous place as his office by the concerned returning officer, Peren in February 2013.
It further pointed out that the petitioners/complainants were not diligent enough to know that correctness of the educational qualification of the respondent was displayed by the returning officer immediately upon receipt of the same for information of electors of the constituency, prior to scrutiny of Zeliang’s nomination papers. In this regard, the court was of the view that the petitioners filed their complaint petitions beyond the period of limitation prescribed by section 468 code of criminal procedure. “In the present case, the commencement of the period of limitation to the offender respondent shall start from the date of the offence under section 496(1) (a) of the code of criminal procedure, since the returning officer displayed the said affidavit in the conspicuous place of his office for the electors of the constituency,
after filing of the same by the respondent (T.R. Zeliang) with his nominations, before its scrutiny,” the court reiterated. Therefore, GHC said it did not find any valid reason to interfere with the impugned common order dated 29-07-2016 passed by the judicial magistrate first class (JMFC), Peren. It may be mentioned that in both the criminal revision petitions (Maziezokho Nisa and K.K. Kulimbe Vs T.R. Zeliang), the challenge was with regard to the common order dated 29-07-2016 passed by JMFC Peren in complaint case nos. 04/2015 and 01/2016 dismissing those complaints being barred by limitation. The petitioners of both the criminal petitions were represented by senior counsel and advocate K.N. Balgopal and others while the respondent (T.R. Zeliang) was represented by advocate A. Zhimomi and others.
Governor endorses demand for CBI probe into PDS scam Staff Reporter
DIMAPUR, DEC 18 (NPN): Nagaland Governor P.B. Acharya on Sunday came out openly in support of ACAUT’s demand for CBI probe into PDS and other scams that have engulfed the state government. ACAUT members, who called on the Governor at Nagaland Police house at Chumukedima on Sunday, also submitted a memorandum addressed to the Prime Minister through the Governor, demanding full and impartial inquiry by CBI into the PDS rice scam, PDS items on wheat and SK Oil and fuel adulteration racket. Achar ya assured ACAUT that the memorandum would be forwarded to the Prime Minister so that necessary action would be initiated without delay. Interacting with media persons, Acharya said ACAUT’s demand was legitimate since PDS rice scam (exposed by ACAUT and CCN) and fuel adulteration racked (busted by ACAUT and police) were schemes sponsored by the Central government.
“These schemes were funded by the Central government, so the demand for CBI was appropriate”, he said. Acharya, who has also been vocal against corruption, lauded ACAUT for exposing corruption. He however appealed to the people not to take law into their hands. Rather than making the matter more complicated, Acharya urged the state government to take such issue as a challenge in order to deliver justice at the earliest. “It was the bounden duty of the ACAUT to expose the corruption, now state government has to reply in appropriate manner,” he added. Acharya said he condemned the force used by authorities during the ACAUT rally. He reminded that it was the duty of the state government to maintain law and order and called upon the government to find out the corrupt people and deal with an iron hand. He said any step initiated for the welfare of the people should not be misunderstood, rather the state government should follow the procedure so that justice was delivered to the people.
Never said my govt was corrupt: Acharya
Governor P.B. Acharya, who had recently come under severe criticism from NPF and NPF legislators for pulling up the DAN govt. on corruption, clarified that he “never said that his government was corrupt”. Instead, Acharya said he had pointed out corruption that was taking place in the government. “Government is my government, how can I go against my government, I only pointed out that there is corruption in the government”, Acharya asserted. He further vowed that his government would initiate tougher steps to weed out corruption. Reiterating that strong action was needed against corruption, Acharya expressed hope that chief minister T.R. Zeliang would not lack behind but would act like his Assam counterpart, who had initiated strong action against corrupt officers. “I have full faith in the capacity of the state government that it would initiate action against the corrupt officers”, Acharya said.
GST rollout anytime Manipur: NSF condemns; between Apr 1-Sept 16 CPO appeals for peace NEW DELHI, DEC 18 (AGENCIeS): Amid signs of slippage of the April 1 GST rollout target, Finance Minister Arun Jaitley said pending resolution of “turf ” issues, GST is a transactional levy that unlike income tax can be implemented anytime during the year. Goods and Services Tax (GST), he said, can be implemented anytime between April 1 and September 16, 2017, in accordance with the constitutional amendment legislation that allows a national sales tax by subsuming central and state levies. GST Council has resolved 10 issues and only one pertaining to administration of tax is pending, he said. “It is a transactional tax and not an income tax. Transactional tax can start in any part of the financial
year and therefore, the range of timing when it has to come into force because of constitutional necessity is April 1, 2017 to September 16, 2017. Hopefully, the earlier we do, the better it is for the new taxation system,” Jaitley said at the annual general meeting (AGM) of FICCI here. After Parliament passed the landmark constitutional amendment in August and more than half of state legislatures ratified it by mid-September, several key decisions have been taken by the GST Council headed by Jaitley and comprising state representatives. Saying GST will usher in a common taxation and should lead to a federal bureaucracy, Jaitley felt that both the Centre and states should figure out sharing of the tax assessment.
DIMAPUR, DEC 18 (NPN): While Naga Students’ Federation (NSF) has vehemently condemned the “act of barbarism” meted out to innocent Naga people at Imphal under the patronage of Manipur government, the CPO in a another press statement appealed for peace. NSF president Subenthung Kithan and general secretary Boveio Poukai Duo in a press statement said Nagas always believed in democratic and non-violent means in asserting the rights. However, the harassment and detainment of innocent Naga travellers, vandalization of church and burning of vehicles was totally unacceptable. NSF warned that Manipur government would be held responsible for any incident that may harm the Nagas. CPO: Chakhroma Public Organisation (CPO) president Vichütuolie Mere has urged all its constituent villages under its jurisdiction not to be carried away emotionally out of the situation in Manipur. Instead, CPO appealed all villages to extend all possible help regardless of community to any of the Manipur bound passengers travelling along National Highway. Further, CPO appealed Manipur government to bring normalcy in all Naga inhabited areas of Manipur.

NEW DELHI, DEC 18 (IANS): The appointment of Lt. Gen. Bipin Rawat as the next Army Chief came under attack on Sunday with the opposition parties criticising the move for the generally followed seniority norm having been ignored while the government defended the decision, saying he was “best suited” for the job. The Congress and the CPI questioned Rawat’s appointment and termed it “unprecedented”. “We would like to ask the Prime Minister what was the compelling reason why this supersession has taken place. Why the principle of seniority, which has held now for almost two decades, was not respected,” Congress spokesperson Manish Tewari told a press conference here. “Is it that these officers who have been superseded were unqualified in any manner or is it whimsical cherry-picking which has been done by the BJP-led government,” he asked. The government, however,
insisted that Rawat was “best suited” for the job. “He was found the best suited among the Lt. Generals, to deal with emerging challenges, including a reorganised and restructured military force in the north, continuing terrorism and proxy war from the west, and the situation in the northeast,” a source in the Defence Ministry said. The appointment of Lt. Gen. Rawat has ignored the seniority of Eastern Army Commander Lt. Gen. Praveen Bakshi and Southern Army Commander Lt. Gen. P.M. Hariz who have spent longer years in service. Tewari said: “Not only is this supersession unprecedented, probably this has happened for the first time that three senior Generals (Commanding different armies) have been superseded”. “It is not the first time this government has done this. The appointment or the non-appointment of a full-time Enforcement Director, the ad-hoc appoint-
ment in the CBI, which has been questioned by the Supreme Court, is an extremely serious matter which shows this government has scant regard for institutional integrity,” the Congress leader said. “Why is there a delay in the notification for the next Chief Justice of India,” he asked. Chief Justice T.S. Thakur is retiring on January 3. The government is yet to announce the next Chief Justice. Similarly, the Communist Party of India also accused the Narendra Modi government of creating controversies over appointments on the top posts and advised that army should not be dragged into “controversies”. “This has become controversial and all these are in public domain... it is unfortunate. The Army should not be drawn into controversy,” party leader D. Raja told IANS. BJP hit back at the Congress and the CPI for questioning the appointment, saying armed forces should not be
dragged into political debate for political gains. “We condemn the Congress’s repeated attempts at dragging the armed forces into political debate to suit its narrow political ends,” BJP spokesperson G.V.L. Narsimha Rao told IANS. “There are some red lines that Congress and Left parties should not cross in national interest which is supreme. But the Congress has been guilty of doing it repeatedly for political purposes,” he said. Lt. Gen. Rawat was commissioned in the Fifth Battalion of the 11 Gorkha Rifles in December 1978 from the Indian Military Academy (IMA), Dehradun, where he was awarded the ‘Sword of Honour’. He has commanded an infantry battalion along the Line of Actual Control (LAC), a Rashtriya Rifles Sector and an infantry division in the Kashmir Valley. He also has vast experience in high altitude warfare and counter-insurgency operations.
DIMAPUR, DEC 18 (NPN): Drawing attention of the controversy over BJP-led NDA government’s decision to observe “Good Governance Day” on December 25 and stiff opposition from various quarters, Nagaland chief minister T.R. Zeliang on Sunday clarified that he along with the chief ministers of other North Eastern states had voiced out strongly to the Prime Minister, Narendra Modi against observing Good Governance Day on Christmas Day. He said the chief ministers had told Modi that holding such event, no matter how noble the gesture or intention, would deeply hurt the religious sentiments of Christians. In a press note, CMO media cell said Zeliang had on December 12 wrote to Prime Minister requesting him that “Good Governance Day” be observed on some other convenient date, so as not to hurt the sentiments of the minority
Christian community in India. In the event, that the change of date was not possible, Zeliang requested Prime Minister that Nagaland state be exempted from the obligation to organize any such official function on December 25. Zeliang also brought to Prime Minister’s notice on the objections raised by various organisations in Nagaland against the declaration of December 25 as ‘Good Governance Day’, said CMO. He pointed out that the Government of India has been continuously observing Christmas day as a national holiday ever since India’s Independence, and even before. “Though good governance is a constitutional right of the people, and though the date has been fixed to coincide with the birthday of the revered leader of the nation and former Prime Minister Atal Behari Vajpayee, the day being Christmas Day (it) is inappropriate to hold any official function or occasion,” the release added. Whereas, the ACAUT rally was peaceful without obstructing the business of the citizens, Nagaland Voluntary Consumers’ Organisation added. It stated that such an action during the festive season was shameful and also amounted to misuse of section 144 Cr.P.C, creating a very bad precedent.

DIMAPUR: The 19th annual general meeting of Dimapur District Cooperative Milk Producers’ Union Ltd. (DIMUL) was held on December 16 at the premises of the Central Dairy, 7th Mile, Dimapur. DIMUL chairman V. Kehie presented the report of the board of the directors for the year 2015-16. Kehie in his report stated the milk unions’ commitment to provide sustainable livelihoods to thousands of small and marginal dairy farmers through strengthening of dairy cooperatives

While applauding the achievements for the year, he said it is indeed heartening to note that during the year a record milk procurement of 9.88 lakhs litres has been achieved. This has been possible by pooling small quantities -- as little as one litre of milk from hundreds of milk producers and providing an assured
market at a competitive price for the milk collected. Dairy cooperatives owned and controlled by milk producers have provided livelihood opportunities to rural households and helped avoid exploitation from opportunistic middlemen. Hearing aid distribution camp held at DDRC, Dimapur DIMAPUR: A diagnostic and fitment camp for the hearing impaired was held from December 13 to 14 at the DDRC, District Hospital, Dimapur. The camp was jointly organized by the DDRC and the AYJNISHD (D)-Ali Yavar Jung National Institute for Speech and Hearing Disabilities, Mumbai. A team led by director, SERD, AYJNISHD (D), Mumbai, Ranjit Bhattacharya and three technical staff from its Kolkatta centre, vocational counsellor Anupam Das, audiometrists Himanshu and Palash provided the camp with support from the DDRC staff. Altogether, a total of 76 (Seventy-six) persons with disabilities with hearing impairment were assessed and distributed Digital Programmable BTE Hearing Aids free of cost.

IT issues notices to over 50 bank account holders post demonetisation,” the top IT official said. The IT official further said that, more than 5000 accounts of private sector banks are in IT radar. “We have noticed and found that huge amount of banned notes had deposited in some fake accounts, which were opened in the name of unidentified persons,” the IT official said. Recently, the IT department had raided at Bongaigaon Axis bank branch in lower Assam and unearthed 28 fake accounts where more than Rs 13 lakh in scraping notes deposited since November 10. The official said that, the IT department had issued notices to more than 50 bank account holders in Assam. On the other hand the
IT department had handed over some suspicious terror fund transaction cases to CBI and Enforcement Directorate (ED). Meanwhile, a top official of Assam police said that following Centre’s decision of demonetisation, terror fund trap turned dry and all the militant group of North East India including ULFA(I), NSCN (K), GNLA, NDFB, KLO, PLA had tried to convert their banned notes into new currency denominations by using some tribal people bank accounts, Jan Dhan accounts and with the help of some traders, contractors. “We have asked all the banks to inform local police if found any suspicious transaction,” the top police official said.

Buddhist woman priest stabbed to death GUWAHATI, Dec 18 (PTI): A Buddhist woman priest was stabbed to death allegedly by unidentified persons at Buddha Vihar in Amingaon area in Guwahati, police said on Saturday. The blood-stained body of the woman, identified as C S Lama, was found near her room at Buddha Vihar in North Guwahati’s Amingaon area this morning. Police suspect that Ms Lama, who was staying there for the last 25 years, was stabbed to death last night. Sniffer dogs were pressed into service. The dogs led the police to three persons living in the nearby village and they have been taken into custody. Further investigations are on, police added.
Itanagar, Dec 18 (PTI): 2016 turned out to be a watershed year in the political history of Arunachal Pradesh as it plunged into months-long political turmoil that saw three chief ministers in a short span besides imposition of President’s rule for a brief period. In the long-drawn political drama, Governor J P Rajkhowa was dismissed on September 22. Observers say this was apparently because he had failed to “ensure a lasting BJP-led or BJP-blessed government” in the state. Dasanglu Pul, the third wife of former chief minister Kalikho Pul won the November 19 bye-election to Hayuliang constituency on a BJP ticket. The bypoll was held following the death of Kalikho Pul. He was found hanging inside the chief minister’s official bungalow on August 9, which he was yet to vacate. A power scam amounting to Rs 450 crore also surfaced in the state in which allegations of corruption were leveled against Union Minister of State for Home Affairs Kiren Rijiju. Opposition Congress demanded ouster of Rijiju from the union council of ministers and a CBI probe even as the BJP leader denied the allegations. Tragedy in form of landslides and accidents also struck the state during the year claiming over 30 lives. The political crisis in
the frontier state stemmed from the ouster of Pul from the Council of Ministers in April 2015. Soon after his exit, Pul went about spilling the beans on the poor financial health of the state under the then Chief Minister Nabam Tuki’s leadership. Pul was also terminated from Congress though he managed to get a stay on the same from the courts. Soon some more legislators from the total 47 Congress members joined him in demanding a change in leadership. The crisis deepened after President Pranab Mukherjee on January 26 gave his approval to the cabinet’s recommendation for the state to be put under President’s rule. On January 5, the Gauhati High Court stayed disqualification of 14 Congress MLAs while on January 6, the Supreme Court agreed to hear plea of the Arunachal Speaker, removed by rebel MLAs. The apex court on January 13 ordered not to hold any proceedings in the Assembly till January 18 while referring the issue to a Constitution Bench the next day. The Supreme Court on January 15 started examining constitutional scope of discretionary powers of the Governor. Itanagar, Dec 18 (PTI): The number of Self Help Groups has gone up by nearly 70 per cent between February 2015 and August 2016 even as a parliamentary panel observed the north-eastern state of Arunachal does not have even a single SHG. The ‘Committee on Empowerment of Women’, which tabled its report in the Rajya Sabha, also recommended to increase the SHG coverage in NE. The committee observed the NE region is financially excluded owing to the difficult terrain and sociocultural climate and lack of adequate banking system. “The total number of functional SHGs under NRLM has increased from 17,44,189 to 28,78,004 during the period from 2015 to 2016,” the panel observed. SHGs under the NRLM provide space for self-help, mutual cooperation, social and economic development and enable women to overcome financial constraints.

Jaipur, Dec 18 (PTI): A 19-year-old B.Tech student from the North East, who was trying to hide from the warden after allegedly drinking with friends and entering into an argument with some others, died after trying to climb down from the third floor balcony of his hostel at a private university in Rajasthan’s Tonk district. The student Haatma was injured on the intervening night of December 14-15 and was admitted to a private hospital in Jaipur and died last evening, SHO, Niwai, Ramavtar Singh Takhar said today. Minister of State for Home Affairs Kiren Rijiju has taken “very serious” note of the incident and asked the “authorities and Rajasthan Police to conduct proper and speedy inquiry and submit a report”. Assam to set up forest dept, railways coordination panel Guwahati, Dec 18 (PTI): On account of rising death of elephants by moving trains, Assam government today decided to set up a joint coordination committee comprising the Forest Department and Railways to avoid such incidents in future. Only the day before, three elephants were killed by a speeding train engine in Nagaon district, following which state Forest Minister Pramila Rani Brahma directed her department to file an FIR against the Railways. “A joint coordination committee involving the Forest department and the Railways under the leadership of respective Sub-Divisional Officers and Circle Officers will be constituted for monitoring the joint activities of the Forest Department and Railways,” an official release said. The committee will look after joint survey of railway tracks, cleaning of jungles, streamlining of slopes near tracks and installation of signage at vulnerable points with

Low-intensity earthquake in Arunachal Itanagar, Dec 18 (PTI): A low intensity earthquake was reported this morning at a place in Upper Siang district close to the Indo-China border. According to the India Meteorological Department (IMD), the slight intensity earthquake occured at 7.46 AM and the Richter scale readings showed the magnitude of the tremor was 3.8. The depth of the occurence was 106 km. The epicenter of the earthquake was recorded at Lat 28.6 degree North and Long 94.9 degree East which is around 116 km from district headquarter Yingkiong. No loss of life or damage to property has been reported so far, state Chief Secretary Shakuntala Gamlin told PTI after taking stock of the situation from district officers. She has directed officers to be on their toes to assess the situation properly and keep her posted continuously.

IMPHAL, Dec 18: Despite tensions prevailing in the state, Manipur chief minister O Ibobi Singh continued with his inauguration spree. On Sunday, the chief minister inaugurated two police stations at Phougakchao Ikhai and Keibul Lamjao, one sub-treasury office and a tourist guest house at Moirang in Bishnupur district. Addressing a public gathering, the chief minister said that government institutions were developed in order to ease the problems faced by the people of Moirang area. The setting up police stations will not only check the crimes in the area but also be able to maintain law and order, he said. Ibobi hoped that opening of the sub-treasury office at Moirang will ease the people of Moirang area especially pensioners to get their work done in their own locality. They won’t need to go to Bishnupur district headquarters or Imphal for their financial matters, he added. Moirang being a tourist hot spot of the state, Chingnu Moirang Thangjing Guest House has been constructed to accommodate the tourists from across the globe and other parts of the country, said the chief minister. Govt helping suspected infiltrators: PVM
GUWAHATI, Dec 18 (Agencies): Senior Supreme Court advocate and Prabajan Virodhi Manch (PVM) convener Upamanyu Hazarika has demanded a CBI probe into government facilities provided to suspected illegal immigrants in the riverine areas of Sipajhar in lower Assam’s Darrang district. “We demand a CBI probe into the corruption of government officials and others who have enabled encroachment of government and public land in Sipajhar,” Hazarika said. Local farmers are being prevented from going to the fertile riverine areas to feed their cattle, he added. The people living in
the riverine areas of Sipajhar, however, claim they trace their settlement in the area back to 1978. PVM, on the other hand, claims the settlement began only from 1992-1993. On December 21, locals of the area, members of PVM and activists of the Dakhin Paschim Gowal Santha and Sangrami Satirtha Sanmilan had vowed to organize a satyagraha on the 77,420 bighas of land they believed suspected illegal immigrants have “spread their tentacles” on. into release of government funds for suspected illegal immigrants. “The land belongs to the indigenous people. We have been forced to take this stand as the government continues to breach the laws in favour of encroachers,” said Satya Rajbongshi of the Dakhin Paschim Gowal Santha. “Settlement of a large number of people of dubious nationality has deprived the locals from making a livelihood out of the grazing reserves, used for grazing of cattle. Moreover, the indigenous people are facing harassment and threats from the encroachers,” said Akash Kalita, publicity convener of the organization.

Urban missions to be focus in 2017: Naidu
New Delhi, Dec 18 (PTI): Implementation of urban missions, including Swachh Bharat, will continue to be the focus area of the new year, said Urban Development and HUPA Minister M Venkaiah Naidu, who has set a target of achieving enhanced outcomes within stipulated time frames. The year 2016 was hectic for his ministries which succeeded in getting the Real Estate Bill passed in Parliament and in giving momentum to Swachh Bharat Mission in urban areas, getting close to halfway mark of mission targets in constructing toilets. “On the whole, 2016, the first year of execution of new missions has been encouraging. We would like this momentum to be further enhanced so that intended outcomes are realised within stipulated time frames,” he said. He said new urban missions, except Swachh Bharat Mission, were launched in 2015 after year-long “extensive consultations” with states, urban Local Bodies and other stakeholders. “City gover nments were required to adopt new approaches in place of the earlier business. They rose to the occasion to a large extent and that is evident in the pace of implementation,” he said. Naidu also said there was a “new-found spirit of competition” among states and cities in giving “positive results” adding that the ease of doing business in

urban areas is “improving rapidly”. The year saw the selection of 60 cities in three rounds for financial assistance from the Centre to develop them as smart cities. Swachh Bharat Mission in urban areas got close to half-way mark of mission targets in building toilets during this year. As against the target of building over 66 lakh individual household toilets, about 27.82 lakh have already been built and construction of another 21.43 lakh toilets is nearing completion as the mission gained momentum in 2016. While 5.08 lakh community and public toilet seats are required to be built by 2019, already 1.07 lakh toilet seats have been built so far and construction of another 1.28 lakh toilet seats in nearing completion. As many as 87 smart cities have undertaken credit rating exercise with 16 of them completing the process. Of the over 81,000 urban wards in the country, 39,995 wards have reported 100 per cent door-to-door collection of
municipal solid waste. A major highlight of 2016 being enactment of Real Estate (Regulation and Development) Act and subsequent notification of Real Estate Rules for five Union Territories without legislatures by the Ministry of Housing & Urban Poverty Alleviation (HUPA) and by the Ministry of Urban Development for Delhi. Some states too have come out with such rules. This legislation that came into being after a long wait of 8 years has been widely welcomed. Under Deen Dayal Antyodaya Yojana-NULM, meant for enhancing employability and enhancing incomes of urban poor, 7.38 lakh beneficiaries were skill trained, 1.18 lakh urban poor were assisted for self-employment through subsidised loans and 1.43 lakh self-help groups were formed. Towards improving the ‘Ease of doing business’, Ministry of Urban Development issued ‘Model Building Bye-laws’ providing a framework for online approvals for building and construction projects in urban areas including simplified environmental and other clearances within 30 days besides promoting green construction technologies. To enhance ease of doing business, integrated online building permission system commenced during 2016 in Delhi and Mumbai under which approvals are being accorded in less than 30 days.

national Defence ministry defends army chief’s selection NEW DELHI, DEC 18 (Agencies): The ministry of defence has strongly defended the appointment of Bipin Rawat as the Army chief, and has said that due process was followed in the selection and nomination of the Chief of Army Staff. The government takes a final decision choosing the most suitable officer considering the prevailing security environment and requirements, defence ministry sources said. The process to select the Chief of Services commences four to five months in advance with the ministry of defence seeking personal data and professional profiles of all eligible Lt Gens from amongst the Vice-Chief of Army Staff and General Officers Commanders in Chiefs of Commands, the sources said. The Service HQ forwards the data of the eligible candidates, including their professional exposures, achievements and operational experience. “These are processed by the ministry and forwarded through the Raksha Mantri for consideration and selection to the Appointments Committee of the Cabinet(ACC),” the sources added. ACC is the authority which makes the final selection based upon the inputs provided by the Service HQ, ministry, as well as any other additional information that may assist in the selection of the Service Chiefs, for the assignment that involves strategic management of national security.

New Delhi, Dec 18 (PTI): In continued postdemonetisation crackdown on black money, stashes of new notes have been seized in several states, including Rs 1.05 crore from a tea seller-turned-financier in Gujarat and nearly Rs 90 lakh in Andhra Pradesh. Rs 12 lakh were seized by police from three alleged drug smugglers in Punjab while Rs 18 lakh in new currency notes were recovered from Sector 57 in Noida on the outskirts of national capital and three men arrested last evening by a team of Uttar Pradesh Anti Terrorist Squad and Income Tax Department. The Income Tax department seized alleged unaccounted assets worth Rs 10.50 crore from a former tea seller after raids were conducted against him in Surat. These included new currency of Rs 1.05 crore, bullion worth Rs 1.49 crore, gold jewellery valued at Rs 4.92 crore, other ornaments worth Rs 1.39 crore and silver ingots priced at Rs 1.28 crore. “The total value of the assets seized from the financier, who earlier worked as a ‘chaiwala’, is Rs 10.50 crore,” I-T sources said. They said of his bank lockers have been opened till now, and there are four more. The de par tment seized Rs 66 lakh cash, all in new Rs 2000 notes, in Hyderbad. The first incident was reported at the Telugu Academy in Himayatnagar on December 16 when an I-T team intercepted few people who ran into a nearby apartment on seeing the team. “Search of the apartment led to recovery of Rs

EC seeks ban on anonymous contributions to parties above Rs. 2,000
As a measure to curb the use and influx of unaccounted money during polls, the Election Commission has urged the government to amend laws amd ban anonymous contributions of Rs. 2,000, and above, made to political parties. According to the proposed amendment, sent to the government as part of its compendium on proposed electoral reforms, the Commission seeks to prohibit “anonymous contributions above or equal to the amount of Rs. 2,000.” At present, there is an ‘indirect partial ban’ on anonymous donations through the requirement of declaration of donations under section 29C of The Representation of People Act, 1951. The government had said yesterday that political parties depositing old high-value
currency of Rs. 500 and Rs. 1,000 in their accounts will be exempted from income tax if the donations are duly recorded - with full identity of the donor - and taken are below Rs. 20,000 per individual. The Commission has also proposed that exemption of Income Tax should only be extended to political parties that contest elections and win seats in Lok Sabha or assembly polls. Section 13A of the Income-Tax Act, 1961 confers tax exemption to political parties for income from house property, income by way of voluntary contributions, income from capital gains and income from other sources. Only income under the head ‘salaries and income from business or profession’ are chargeable to tax in the hands of political parties in India.

A bench of Chief Justice T S Thakur and Justices D Y Chandrachud and L Nageswara Rao said that oppressive practices against the SCs and STs are still prevalent despite the Constitution prohibiting discrimination on the basis of caste while abolishing untouchability. “We have carefully examined the material on record and we are of the
opinion that there has been a failure on the part of the authorities concerned in complying with the provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act and Rules. The laudable object with which the Act had been made is defeated by the indifferent attitude of the authorities,” the bench said. The court said although state governments are responsible for carrying out the provisions of the Act, the Centre cannot abdicate its responsibility to ensure implementation of the law. It said the evil practice of atrocities against Dalits still exists in society despite the law being passed by Parliament
in 1989 and directed the governments to ensure its strict implementation. “The Constitutional goal of equality for all the citizens of this country can be achieved only when the rights of the Scheduled Castes and Scheduled Tribes are protected. The abundant material on record proves that the authorities concerned are guilty of not enforcing the provisions of the Act. The travails of the members of the Scheduled Castes and the Scheduled Tribes continue unabated,” it said. “We are satisfied that the Centre and state governments should be directed to strictly enforce the provisions of the Act and we do so..” the court said.
BHOPAL, Dec 18 (PTI): A whopping Rs. 1,00,10,000 (one crore ten thousand) were deposited in a dormant account of a labourer at Khidiya branch of Bank of India in Hoshangabad district of Madhya Pradesh after demonetisation. Bank officials said it was a “clerical mistake”. Asaram Vishwakarma, the labourer, learnt about the fortune sitting in his account with the Bank of India branch when he received an Income Tax notice dated November 30, seeking explanation. Vishwakarma at first did not understand the notice as it was in English. A school teacher translated it for him. The notice, signed by Ashok Kumar Mangnani, Assistant Director of Income Tax, Bhopal,
reads, “IT department is in possession of information that you have entered into financial transactions of Rs. 1,00,10,000 between November 9, 2016 and November 17 without quoting your Permanent Account Number (PAN).” However, BOI branch manager Vinod Jalodia on Saturday said, “Vishwakarma had deposited Rs. 10,000, but by mistake a clerk made a wrong entry of Rs. 1,00,10,000 in his account. “He deposited 20 notes of Rs. 500 denomination but by mistake the entry showed that he deposited 20,000 currency notes of Rs. 500,” the manager said. “We have informed the IT officials about the error after Vishwakarma came to us,” he added.
Jammu, Dec 18 (PTI): Congress leader Ghulam Nabi Azad on Saturday said that if Rahul Gandhi would have been allowed to speak in Parliament, the Prime Minister would have been “exposed”. “Well he (Rahul Gandhi) was not given the opportunity as he wanted to say something on the floor of the House. Had he been given the opportunity to speak in the Parliament, he (Prime Minister) would have been exposed,” the Leader of Opposition in the Rajya Sabha told reporters in Jammu. Azad said that if there was nothing to hide, then why the government and the MPs of the ruling party did not allow Rahul Gandhi to speak. “(It was) because they did not want
him (Prime Minister) to be exposed (by Rahul Gandhi),” Azad said. Azad, who is also the former chief minister of Jammu and Kashmir, blamed the BJP for the five-month long unrest in the Valley, stating that BJP being part of the government did not go well with the people of the state. “As far as Jammu and Kashmir is concerned we had warned the Prime Minister earlier that BJP government will not go well with the people of Jammu and Kashmir. The situation which prevailed in Kashmir in the past five to six months, the main reason was the BJP forming the government in the state,” Azad said. Pathankot attack: NIA to give Digital payment start-ups unaware of high security risks clean chit to Gurdaspur’s ex-SP New Delhi, Dec 18 (IANS): As India embraces a cashless economy, there has been a sudden spurt in new mobile wallet companies -- but most of these start-ups are setting up digital shops without knowing the cyber risks involved, a top executive from USbased cyber security firm FireEye has emphasised. This is a dangerous trend when the country still lacks proper infrastructure and legislation to fight against cyber criminals. “While India is rapidly embracing a cashless consumer economy, payment technologies are growing in adoption faster than awareness of the risks involved,” Vishak Raman, Senior Regional Director for India and SAARC, told IANS. “Many of these are running as startups without sufficient attention to security. The rapid shift to digital transactions will greatly increase our collective exposure to cyber security threats -- essentially fraud and theft,” Raman
added. In a first, the Central Bureau of Investigation (CBI) on Friday registered a complaint against 15 people for allegedly claiming fraudulent refunds worth Rs 6.15 lakh from the leading payment gateway Paytm. A Paytm spokesperson, however, said in a statement that the platform has robust risk management practices but the case has brought the risks to the fore. According to Raman, in the absence of data breach notification laws and the mandate to publicly disclose attacks, Indian enterprises often do not know how vulnerable they are. “This creates a false sense of security among CISOs/CIOs that their traditional defences are working fine and that they are immune from advanced attacks organisations elsewhere are facing,” Raman noted. The sophisticated, financially-motivated espionage actor groups focusing on critical systems and maturing businesses will be prevalent in 2017 as these enterprises are often vulnerable to compromise.

The agency, top sources said, would not mention anything about the former Gurdaspur SP’s questioning in connection with his abduction by attackers on the night of December 31, 2015, or his suspected links with drug peddlers across the border in the chargesheet. It will only detail his statement in the FIR that while he was driving with his cook and a jeweller friend in his SUV, men wearing fatigues and armed with AK-47s stopped his car, gagged him and his cook and abandoned them. The attackers dumped the jeweller some way ahead and drove off in Singh’s car. S i n g h ’s S U V w a s used by four JeM fidayeen to reach the IAF base in

The chargesheet will state that “JeM chief Maulana Masood Azhar had hatched the conspiracy to attack strategic IAF base in Pathankot in first week of January 2016 with an intention to kill IAF personnel and destroy the assets”.

Motives behind the pretext

o far there has been no response, at least publicly to the demand from governments of some north eastern states, churches, organisations and political parties not to insist or pursue with the National Good Governance Day on December 25, which is an important calendar event of Christians in India and throughout the world. The Modi government, in all its wisdom on 2014 after coming to power, decided to observe December 25 as National Good Governance Day, in honour of former prime minister Atal Behari Vajpayee on his birthday. The reactions against observing an official function on Christmas day has come under flak from both from Christians as well as non-Christian bodies, political parties and NGOs. The decision of the Modi government has been opposed by all churches and political parties in the north( which also includes the BJP). The Arunachal Christian Forum(ACF) had submitted a memorandum to state chief minister Pema Khandu not to hold official programme on Christmas day. In response to the memorandum and in respecting religious sentiments, Arunachal Pradesh chief minister Pema Khandu has decided not to go ahead with the programme on Christmas day. In Mizoram, the state BJP has demanded that the state government ruled by the Congress should announce an alternative day for organising National Good Governance Day instead of Christmas. Even in Meghalaya, the KHNAM has totally objected to observance of National Good Governance Day on Christmas. BJP state units have also been sensitive to the issue and have also requested the respective states to hold the official programme on any alternate day. Hills State Demand Council in the Karbi Anglang district of Assam has also opposed the move to hold an official function on Christmas day. In Nagaland, the Nagaland Baptist Church Council(NBCC) had raised serious concern over the government decision for holding National Good Governance Day on Christmas Day. A representation was submitted to the chief minister by the representatives of NBCC, NTC,NSCA, pastors of various churches, totally twenty seven of them demanding that the official programme should not be held on Christmas day and that an alternate day be decided instead. From the concerns expressed over the decision to make December 25 as the official National Good Governance Day programme and also the attempt to “regularise” Saturday during Good Friday period as Judges conference day, it appears that the Modi government has been insensitive to the sentiments of a religious minority. Seen from all angles, the decision to hold official programmes during religious events of the Christians is also a sign that several other things might enfold. The blatant and insensitive manner by which the central government decided to declare these days as official events also marks the lowest ebb of political decision making in India. The move can only incite hatred among communities and lead to unwanted alienation of religious minorities. The bully mentality has made Christians as soft targets while such treatment cannot be taken with regard to religious events of other religions such as –Islam, Sikhs etc.

We never saw what He was trying to accomplish, and that exact event will never be repeated in our life. This is where the test of our faithfulness comes. If we will just learn to worship God even during the difficult circumstances, He will change them for the better very quickly if He so chooses. Being faithful to Jesus Christ is the most difficult thing we try to do today. We will be faithful to our work, to serving others, or to anything else; just don’t ask us to be faithful to Jesus Christ. Many Christians become very impatient when we talk about faithfulness to Jesus. Our Lord is dethroned more deliberately by Christian workers than by the world. We treat God as if He were a machine designed only to bless us, and we think of Jesus as just another one of the workers. The goal of faithfulness is not that we will do work for God, but that He will be free to do His work through us. God calls us to His service and places tremendous responsibilities on us. He expects no complaining on our part and offers no explanation on His part. God wants to use us as He used His own Son.

US rate hike a double whammy for Indian economy

he US Federal Reserve rate hike of 0.25 percent is likely to have impact on Indian economy with increased outflow of foreign portfolio and institutional investors. It may also force in the course of time to raise rates in India. The RBI kept it stagnant in its monetary policy some days back as it wanted to observe the US Fed move. Outflow of foreign portfolio investment has already topped Rs 10,700 crore in November in anticipation of US rate hike. This is worst ever data available since 2002 showed. This has triggered a selloff in stocks of companies with high FII holdings. It reflects a strengthening US economy that is likely to make the emerging markets vulnerable to volatile capital outflows says international rating agency Moody’s says. hristmas is just 5 days away and DAN Government remains silent, much worse impervious to the sentiment of perturbed Christian community in the State over BJP Government’s declaration of Good Governance Day on Christmas Day, likewise Judges’ Day on Good Friday and Yoga Day of Fathers’ Day. This offensive arrangement was done not accidentally or thoughtlessly but intentionally on Hindutva mission to dissuade and thereby finish off every Christian related event or practice in land of future Hindustan. Not that DAN Government is unaware but government is least bothered to raise any finger on such sensitive religious issue that otherwise might displease their BJP masters and affect material benefits. It is a shame that Nagaland, declared “For Christ” with 60 elected members all declared “Christians” who also sought support from their Church and members every election surprisingly lost the guts, obligation to speak out boldly, dutifully for theirs’ or others’ faith though constitutionally guaranteed as Fundamental Rights.
Come December and government is sleeplessly, tirelessly busy pulling out every penny from its pocket, pulling out every human force and spending more than necessary to blow non-traditional-Hornbill Festival out of proportion. That way present day DAN Government has forfeited the importance of celebrating Statehood Day on 1st December and even the universally observed Christmas Day. This then is nothing less than Mela Government at best and anti Christianity at worst. With probability state government, only because of intense pressure brought by churches and civil societies, may also write like other states in NE to the central government not to observe Good Governance Day on Christmas Day. But Good Friday and Fathers’ Day are no less important to the Christians. So also Statehood Day is far more significant than a cultural mela which the state government is trying to stage as the ultimate achievement of Nagaland. ndia did not wait for Nagas to recover from a bad hangover after their encounter with the British, but had gone ahead by curving out a portion of Naga territory to form the so called Nagaland state under Indian union in 1963 as outcome of the controversial 16 (sixteen points agreement with government of India. The fact that it was never inclusive in nature, so remain a source of predicament we are in today. For, it is a birth right of every Naga in this one contiguous part of the world to live together as one in harmony as one nation among nations is the very essence of Naga struggle from beginning till thus far. With the formation of Nagaland State under Indian Union some of our own brothers and sisters are placed in neighbouring states to fend for themselves against the oppressive majorities who are alien to Naga culture and traditions. But leaving aside human errors our brothers and sisters continued their onward journey of common hope unflinching in their resolved to Naga cause along with the rest of us Nagas. Now, with Government of India having officially recognised unique history and legitimate right of Nagas to integration, like the fall of Berlin Wall, united Nagalim will retain our own separate flag and a separate constitution to govern ourselves. The onus therefore, is for Nagas of Nagaland State under Indian Union to appreciate the maturity and experienced on the part of India for rectifying the past mistakes, that piecemeal solution
True love for the people is doing justice
F
rom the very beginning of the current talk between the GoI and the NSCN (I-M), I have been saying and writing the same thing that all of the people should support the talk to be successful for the good of all. In the context of the situation, it is true love for the Nagas and before God and there is no alternative. Hatred, bitterness and seeking self-prestige should be flushed out from the heart and seek justice to be done. It is better to heal than to wound. All of the grown up men and women have experienced that the consequence of the first talk between the GoI and the FGN being a failure was horrible. It is needless to mention the lengthy stories. After 30 years that is from 1964-1997 the second talk between the GoI and the NSCN (I-M) was started and the talk continues inconclusive. The current talk is being led by another
Political Group known as NSCN (I-M). But all political Groups are together on board of the same ship, sacrificing their lives together for the same cause and to score the same goal. The failure of any Group is to be regretted by all and the success of each Group belongs to all. The fruit of their failure or success will affect all of the Nagas. So all should contribute their best towards the cause. If the ongoing talk is sabotaged to be a failure, any Political Organization or the general public cannot save the situation for any length of time. The recent communal flare up lit by the Manipur Chief Minister Ibobi Singh by deliberately announcing creation of several districts slicing from the land of Nagas without consulting the Nagad and targeting their lives through serial bombings is tantamount to attacking the whole Naga people. The MNPF who own responsibility for the bombings are the puppet paid to serve the interest of Manipur valley based militants sponsored by Ibobi Singh. Lives of Naga people in Imphal valley is at risk. They are not allowed to worship at church and threaten not to celebrate Christmas. They are prohibited to buy foodstuff from the market. More than forty (40) vehicles owned by the Nagas and belongings of passengers mostly students who are on their way to their respective villages for Christmas were burnt down and destroyed indiscriminately by the unruly Meitei mob. Also they are forbidden to leave for their native villages. Today it is happening to Naga people in Manipur but tomorrow it may happen anywhere. Christmas is also a time of experiencing Christ’s love and mercy in those people who have gone astray and are misleading and dividing the people and are creating hatred in the name of caste and religion. Christmas is a time for experiencing Christ’s love and mercy in the unemployed and those who are exploited at their places of work, mainly the unorganized workers. As we celebrate this festival of Christmas, let us all pray that we reach out and help other people by involving ourselves in existing lay associations and help other people in experiencing Christ through our work and actions. AIADMK party wing urges Sasikala to become CM
C h e nna i , D e c 1 8 (PTI): Jayalalithaa Peravai, a wing of the ruling AIADMK, today urged VK Sasikala, aide of former Chief Minister J Jayalalithaa, to take over the mantle of party General Secretary, contest in bypoll and become Tamil Nadu’s Chief Minister. A resolution in this regard was adopted at a meeting of the Peravai held at the burial site of Jayalalithaa at the Marina Beach here. Later, it was handed over to Sasikala by the Peravai’s Secretary R B Udhayakumar, who is also the Tamil Nadu Revenue Minister, at the Poes Garden residence of Jayalalithaa where Sasikala continues to live. At a time when the party leaders including Chief Minister O Panneerselvam and Lok Sabha Deputy Speaker M Thambidurai have been urging Sasikala to lead the party, the Peravai’s resolution impressing upon Jayalalithaa’s confidante to take over as Chief Minister assumes significance. Homage was paid to Jayalalithaa at the site before the meeting began, which was attended by 50 Peravai district (partydistricts) Secretaries and AIADMK presidium chairman E Madhusudanan. Expelled MP moves SC for CBI probe into Jaya’s death
Expelled AIADMK MP Sasikala Pushpa has moved the Supreme Court seeking a CBI probe or a judicial investigation by an apex court judge into the death of J Jayalalithaa. In her petition, Pushpa has alleged that Jayalalithaa’s death was “suspicious” as her actual medical condition was not disclosed, no one was allowed to visit her, her funeral photographs showed embalming marks and everything from her hospitalisation to her death “was kept under wraps”. The Rajya Sabha MP has sought directions to the Centre, the Tamil Nadu government and Apollo Hospital, where Jayalalithaa was hospitalised, to disclose details of her health report and treatment in a sealed cover to the apex court.

Railways seeks innovative ideas on coach design New Delhi, Dec 18 (PTI): The railways has sought from the public innovative ideas to increase passenger-carrying capacity of coaches, ensure easy accessibility to trains from low-level platforms and develop new digital capabilities at stations. It has announced cash rewards for best innovative ideas on various aspects, including new design of wagons for efficient loading and transportation of new commodities. A campaign has been launched by the railways seeking innovative ideas from all citizens/sections of the country to improve working of the public transporter, said a senior Railway Ministry official. Almost every citizen of the country has personal experience with the railways, thus it is hoped that they will participate in this campaign with full zeal and zest. In order to encourage people’s participation in the contest, the railways has offered total six prizes worth Rs 12 lakh. The railways has categorised five challenges that are aimed at promoting innovation in the country by focusing on specific problems being faced by the public transporter. Railways Minister Suresh Prabhu had announced in his budget that a campaign would be launched in this regard.

New Delhi, Dec 18 (Agencies): From introducing military lessons in schools to compulsory hoisting of the national flag, education must help make students more patriotic than they are, a group of ministers has suggested to the country’s top education policy-making body. Among their other suggestions are building more militar y-focused schools, teaching biographies of national heroes and making the singing of the national anthem mandatory for children to create an “ecosystem of morals, ethics and patriotism”, reports Hindustan Times. The ideas were pushed by several central ministers as well as those from BJP-
ruled states at a meeting of the Central Advisory Board of Education (CABE) on October 25. The minutes of the meeting were accessed by HT this week. CABE is the highest advisory body on education for central and state governments. The suggestions echo an increasingly strident brand of nationalism whose rise has coincided with the election of Prime Minister Narendra Modi’s government two years ago. Many oppose this resurgent nativist wave as just a means to curb personal freedom and dissent. In the October 25 meeting, Deepak Joshi, Madhya Pradesh’s minister of state for school education, suggested that more Sainik schools be built

The bench set aside the verdict of Jammu and Kashmir High Court that had held that any law made by Parliament, which affects the laws made by state legislature, cannot be extended to Jammu and Kashmir. “The State of Jammu & Kashmir has no vestige of sovereignty outside the Constitution of India and its own Constitution, which is subordinate to the Constitution of India,” a bench of Justices Kurian Joseph and R F Nariman has said.
Govt proposes setting up a tribunal to take up all inter-state water disputes
New Delhi, Dec 18 (Agencies): The Centre has decided to set up a single, permanent tribunal to adjudicate all inter-state river water disputes subsuming existing tribunals, a step aimed at resolving grievances of states in a speedy manner. The government has also proposed to float some benches by amending the Inter-State Water Disputes Act, 1956 to look into disputes as and when required. Unlike the Tribunal, the benches will cease to exist once the disputes are resolved. A decision to approve an amendment to the Act was taken at the Union Cabinet’s meeting held earlier this week. The amendment is likely to be introduced in Parliament in its next session. “There
will be only one permanent tribunal with retired Supreme Court judge as its chairperson. There will be benches formed as and when required. The benches though will be wound up once a dispute is resolved,” water resources ministry secretary Shashi Shekhar said. Earlier, Shekhar said, water tribunals “took ages” to deliver final awards into disputes, where as the proposed tribunal is expected to deliver its verdict during a span of three years. expect, most disputes will get resolved at the DRC’s level itself. But if a state is not satisfied, it can approach the tribunal,” he added. In order to give more teeth to the tribunal, it is proposed that whenever it gives order, the verdict gets notified automatically. Until now, the government required to notify the awards, causing delay in its implementation. As per the current provisions of the 1956 Act, a tribunal can be formed after a state government approaches Union government with a request and the Centre is convinced of the need to form the tribunal. At present, there are eight tribunals including those on Cauvery, Mahadayi, Ravi and Beas, Vansadhara and Krishna rivers.

NEW DELHI, DEC 18 (PTI): A parliamentary panel has recommended revamping existing schemes for differently-abled people and formulation of new ones to cover more homeless and destitutes. The Standing Committee on Social Justice and Empowerment in a report said, “Though there exists a national policy for persons with disabilities (PWDs) since 2006, a large population is not aware of it and the benefit likely to accrue to them due to this policy.” It has recommended that the Department of Empowerment of Persons in the Ministry of Social Justice and Empowerment formulate a national policy for PWDs on the lines of the National Policy for Older Persons. “The Committee feels that the National Policy for PWDs has not been given wide and enough publicity so that PWDs could avail its benefits. Whilst the USD value of global merchandise exports has probably contracted by about 3 per cent this year, cross-border sales of services, such as tourism, banking, construction and software development, has risen by 1 per cent in nominal terms, according to HSBC’s Global Trade Forecast. It opined that if governments refrain from introducing new impediments to trade, the value of global goods exports is expected to recover gradually to expand by 3 per cent in 2017 and then 6 per cent a year to 2030. But Syrian state TV reports said buses entered eastern Aleppo around noon local time to begin evacuations. The sudden change of policy comes after days of economic chaos. In a national broadcast, Mr Maduro claimed his country had been the victim of international sabotage, which had prevented new 500-bolivar currency notes arriving in time. Many Venezuelans have spent several days in long queues trying to hand in or swap the old notes. Thousands of shops have closed because of a cash shortage, and the public have been forced to rely on credit cards or bank transfers. Many were left unable to buy food. Anger over the move led to skirmishes in six cities on Friday, the Associated Press reported. It said 32 people were taken into custody and one person was injured. In Caracas, people waved their 100-bolivar bills in the air and chanted

49 die in Yemen suicide attack Aden, Dec 18 (IANS): At least 49 persons were killed and 39 injured in a suicide bombing that targeted government forces in Yemen’s Aden city on Sunday, an official said. According to an intelligence source, a suicide attacker detonated his explosive belt near the soldiers gathered to receive their salaries in KhorMaksar area, Xinhua news agency reported. Ambulances and police vehicles evacuated the dead and wounded to hospitals. The Yemen-based affiliate of the Islamic State terrorist group frequently targets military bases in the country. Academics slam UN ban on child labour L ondon, D ec 1 8 (IANS): A group of international academics has condemned the UN convention banning child labour as “harmful”, saying the policy ignores benefits and reflects Western prejudice. In a letter to The Observer newspaper, they argued that allowing young children to work could have positive effects which were not being taken into account, the Guardian reported on Sunday. The researchers, who work in the fields of child development or human rights, said the UN committee has ignored available evidence in favour of “outdated and ill-informed Western prejudices”. They said the UN policies could have a negative impact on the ground. One of the signatories, Dorte Thorsen of the school of global studies at the University of Sussex, said: “Banning children from work doesn’t bring them back into school. “In fact, it might do the opposite if they were working to pay their school
fees,” the Guardian quoted him as saying. He pointed at India and Africa nations and said: “We are seeing collectivization movements of child workers, a unionization where they are trying to participate in politics, be heard, as opposed to this being a story of victimization and oppression.” Richard Carothers, a Toronto-based child development expert at the International Child Protection Network, called the UN policy “hard-headed attitude of the big bureaucratic international agencies”. “Children need to be protected from nasty situations, and there is a debate about whether the percentage of working children in nasty situations is a small percentage or a very small percentage,” Carothers said. The Hercules was carrying food supplies from Timika to Wamena when it came down in mountainous terrain near to its destination early on Sunday. Foreign Minister Mohammad Javad Zarif on Saturday called for the meeting with the US, Britain, China, Russia, France and Germany to discuss the sanctions, which Tehran said were a violation of the nuclear agreement, Xinhua news agency reported. Iran and the six world powers reached an agreement on the Iranian nuclear issue on July 14 last year which puts Tehran on the path of sanctions relief but more strict limits on its nuclear programme. Iran has remained committed to all of its obligations under the nuclear agreement, known as the Joint Comprehensive Plan of Action, Zarif said in an official letter to the European Union foreign policy chief Federica Mogherini. “Maintaining the JCPOA integrity and co-
herence as well as its sustainability requires that all parties pay attention to (their commitments to) implement its provisions,” Zarif said. However, the foreign minister said the US kept reneging on its obligations under the nuclear agreement. Zarif asked Mogherini to make necessary preparations for the JCPOA joint commission meeting to consider the extension of ISA. The earlier vote by the US House of Representatives to extend the ISA was endorsed by the Senate last week. The White House said the bill renewing the ISA was becoming law without President Barack Obama’s signature. An extension of the bill “is entirely consistent with” the US commitments in the Iran nuclear deal, it said. The ISA was first adopted in 1996 to sanction Iran over its controversial nuclear programme.

he five-day Dimapur Night Carnival (DNC) 2016 at Naga shopping Arcade, Dimapur came to a close on Sunday with advisor Urban Development, S.I. Jamir gracing the final day as chief guest. Dimapurians came out in thousands on the last day of the popular annual event which commenced on December 14. Addressing the gathering, Jamir in his speech lauded the organizers for their dedication and sacrifice towards making the programme a success while remarking that the carnival was a much needed space for

They’ve optioned the book to produce, with Watts set to star. The trio will produce along with Aussie-based producer Emma Cooper. Set on Sydney’s northern beaches, Penguin Bloom is the true story of a unique little bird that saves a family. The book is written by Bradley Trevor Greive, with photographs by Cameron Bloom. Cameron and Sam Bloom and their three boys were an everyday family until a shocking, near-fatal accident left Sam paralyzed. She fell from a balcony while on holiday in Thailand, and was left paralyzed from the chest down. As the family struggled to adjust to her new situation, an un-
likely ally entered their lives in the form of an injured Magpie chick which the Bloom clan called Penguin. The wild bird became a mascot for the family. Watts was captivated by the life-affirming nature of Sam’s story. “Sam’s undeniable spirit and the intense physical and emotional journey she and her family embraced resonated with me both as a storyteller and as a mother,” she said. Papandrea had a similar reaction. “Every family will respond to this universal and heartwarming story of a family dealing with tragedy,” she said. The book’s subjects hope the movie will create awareness and financial support for the spinal cord injury research being undertaken by SpinalCure Australia, Wings for Life, and The Christopher and Dana Reeve Foundation.

Dimapur, Dec 18 (NPN): Nagaland Cricket Association is all prepared to host the last group match of the All India Cooch Behar (Under-19) four day cricket match between Madhya Pradesh and the combined A and A team of the BCCI from December 19 to 22 at Nagaland Cricket Stadium, Dimapur. Earlier, the NCA also hosted another match of the CB Trophy from November 14 to 17, 2016. The Associate and Affiliate members team of BCCI has been picked up from Meghalaya, Nagaland, Manipur, Sikkim, Arunachal and Bihar. Nagaland has four players in the A&A team namely, Sedezalie Rupreo, Puchu Das, Nagaho Chishi and Tahmeed Rahman. The team has lost to Gujarat in the first match at Dimapur, second to Saurashtra at Rajkot, third to Hyderabad at Hyderabad, fourth to Jharkhand at Patna and have managed to draw the fifth match with Karnataka at Bangalore. The match will start at 8.45 am daily and will be played up to 3.45 pm. The BCCI has already sent the officials to conduct the match.

Federation (IBF) Super Middleweight division to extend his unbeaten streak to eight bouts since turning professional. Arjuna awardee booked for intimidating female shooter Pune, Dec 17 (PTI): A female national-level shooter has filed a complaint against a fellow shooter, who is a Arjuna awardee, for allegedly threatening and intimidating her during the 60th National Shooting Championship Competition held here, police said today. The woman had earlier this month filed a case of rape in Delhi against the shooter. On December 4, the victim had alleged that she was raped by the shooter, who was her also her coach, following which an FIR was lodged against him at Chanakyapuri police station in Delhi. The latest complaint was registered on Friday evening at the Hinjewadi police station here. The female shooter was in the city to participate in the competition where the accused was also competing, police said. As per the complaint, both shooters confronted each other at the venue and the accused allegedly threatened and intimidated her, a police official said. “After the incident, the male shooter disappeared from the event and he is not reachable now,” he added.
The female shooter, in her earlier complaint with Chanakyapuri police station, stated that she had known the accused for over two years as they used to practise together. The woman also had stated that she was training for the national championships at the shooting range of the Sports Authority of India and the accused, who had competed in international events, used to guide her. The two got involved in a relationship and the shooter promised to marry her, according to the FIR. An FIR was lodged under section 376 and 328 of the Indian Penal Code (IPC). The complainant had said that the coach had recently visited her at her residence in Chanakyapuri on her birthday and allegedly offered her a drink which was spiked with sedatives. She had alleged that she was raped by the accused after she fell unconscious after having the drink. Later, she stated that she had met him at the shooting range, but he refused to acknowledge that he had promised to marry her and when she protested, he threatened to kill her.
