Deadlock holds up Parl for 10th day
NEW DELHI, NOV 30 (IANS): Parliament on Wednesday saw yet another day of washout with an aggressive opposition raking up fresh demand for obituary reference for the army personnel killed in the Nagrota attack and for the over 80 deaths in demonetisation-related issues as well as pressing for a debate on scrapping of 500 and 1,000 rupee notes under a rule that entails voting. Neither the Rajya Sabha nor the Lok Sabha could transact any business due to continuous uproar and pandemonium, leading to both houses being adjourned early. This was the 10th consecutive day of Parliament to be wasted. In Rajya Sabha, the opposition members created an uproar demanding obituary reference for the army personnel killed in the Nagrota attack and for those who died in demonetisation-related issues. The House was adjourned for the day after witnessing two earlier adjournments over the issue. Leader of Opposition in the House Ghulam Nabi Azad was the first to raise the issue.

Other dignitaries who would be attending 10-day Hornbill Festival include-Assam CM, Sarbananda Sonowal; chief justice of Gauhati High Court, justice Ajit Singh; Bihar MP Pappu Yadav and others.

“Our seven soldiers, including two senior officers, have died at Nagrota. The House must first pay homage to them, and after that to the 82 people who have died due to government’s wrong policy (of demonetisation),” Azad said. He was joined by Trinamool Congress MP Sukhendu Sekhar Roy who also pressed for an obituary reference for the killed soldiers as well as for the “people who have died in the queues”.
BSP leader Mayawati, JD-U’s Sharad Yadav and SP’s Ram Gopal Yadav also raised the same demand. As soon as the House was reconvened at 12 noon after the first adjournment, opposition members stood up and started chanting “Jai Jawan, Jai Kisan” and ignored the Chair’s call for question hour. Interestingly, the treasury bench MPs also raised the same slogan. Amused at this, Chairman Hamid Ansari observed, “There is total
agreement in the House.” However, when the sloganeering did not stop, Ansari adjour ned the House till 2 pm. The Chair adjourned the House first till 12 noon, and later till 2 pm. Later, when the ruckus refused to subside, the House was adjourned for the day. In Lok Sabha, the opposition parties continued their tirade against the government over the demonetisation issue as protests and sloganeering forced Speaker Sumitra Mahajan

Stephen. The committee also demanded that the centre to intervene in the ongoing crisis in Manipur. In a mailed press release, CJNCSD convener Lakpachui Siro and secretary Chawangbo Chalunmai affirmed to launch a democratic movement in New Delhi to press on their demands. CJNCSD comprises of representatives from Naga Forum Delhi, Naga People Movement for Human Rights, Delhi Sector, Naga Lawyers’ Guild, Delhi, Naga Students’ Union Delhi, Forum for Understanding the Naga-India Conflict & Human Rights, Naga Scholars’ Association and Naga People’s Union for Civil Liberties.
The committee also met minister of state for Home, Kiren Rijiju on November 29 and submitted a two- point memorandum seeking Government of India intervention on the issue. CJNCSD vowed to resort to various democratic movements till their demands were met. Further, the committee said that Naga Hoho team led by its president Chuba Ozukhum on their visit to New Delhi on the similar issue assured to lent their support and participated in the meeting of the leaders of various Naga civil societies. On the economic blockade launched by UNC, the committee clarified that the protest was to safeguard the indigenous land of the Naga people against the State arbitrary decision without any consultation and its complete disregard to the past Memorandum of Understanding signed with the Governments of Manipur and written assurance from Ministry of Home Affairs, November 24 on issue of Sadar Hills and Jiribam.
to adjourn the house for the day. Opposition led by the Congress and TMC continued their demand to discuss the demonetisation issue under a rule which entails voting. Earlier, both the parties were insistent that the discussion be held only under Rule 56 that calls for adjournment motion with voting. Soon after the House met in the morning, the opposition parties, including Congress and TMC, demanded that tributes should be paid by the house to the army men killed in Tuesday’s Nagrota attack. The Speaker said that the combing operation is still continuing and the government is gathering the details about the incident. Expressing dissatisfaction, the Congress, TMC, the Left and the RJD, then staged a brief walkout over the issue. When the house again met after the two adjournments, the scene was no different. Mahajan then adjourned the house for the day. Parliament has experienced a virtual washout since the session began on November 16.
Petrol price up by 13p; diesel cheaper NEW DELHI, NOV 30 (PTI): Petrol price was today hiked by a marginal 13 paisa a litre while diesel rates were cut by 12 paisa in line with global trends. The revision in rates announced by Indian Oil Corp (IOC), the nation’s biggest fuel retailer, is excluding state levies (VAT) and the actual change will be higher after considering them. Prices were last revised on November 16 when petrol rate went up by Rs 1.46 a litre and diesel by Rs 1.53 per litre, excluding state levies. “The current level of international product prices of petrol and diesel and Rupee-US Dollar exchange rate warrant increase in selling price of petrol and decrease in selling prices of diesel, the impact of which is being passed on to the consumers with this price revision,” IOC said in a statement.
State BJP hits back at NPF D I M A P U R , N OV 3 0 (NPN): Reacting to the scathing attack on the Nagaland Governor as well as the BJP by the NPF at the latter’s CEC meeting in Kohima Tuesday, Nagaland BJP reiterated that it fully backed the clarion call given by prime minister Narendra Modi, to provide corruption-free good governance to the people and asked, why was the Naga People’s Front (NPF) “defending corruption by blaming BJP?” Referring to criticism against the Governor by NPF ministers at the meeting in Kohima, State BJP spokesman Yanghose Sangtam, asked why was NPF questioning the visits to villages by the Governor since as head of the state, he could go to any place and meet people in order to understand problems. The BJP spokesman also reiterated that NGOs, organisations or political parties were free to call on the Governor of the state at Raj Bhavan to air grievances. Responding to the NPF ministers that BJP legislators were given “good portfolios”; Sangtam said people of the state know whether the so-called “good portfo-
lio” were “actually important portfolios”. Sangtam pointed out that portfolios given to BJP legislators, were held by parliamentary secretary Mmhonlumo before he was sacked on October 28 included-labour & employment, cooperation, skill development and border affairs. The other portfolios held by BJP legislators included- transport & communication, treasuries and accounts. Further, he also clarified that the state BJP president and vice chairman of DAN was accorded status of parliamentary secretary and not cabinet status as claimed by the NPF minister at the CEC meeting. Since the CEC meeting “confirmed” that the status given to the state BJP president and vice chairman DAN was of cabinet status, Sangtam urged the NPF-led DAN government to regularise the status of cabinet with immediate effect. Hitting out NPF for claiming that BJP was surviving because of NPF, he instead reminded that present DAN government was “surviving on the oxygen given by the BJP-led NDA govt”. Sangtam said though BJP and NPF had been al-
lies from 2003 to 2009, the alliance was broker in 2009 when two BJP legislators joined NPF and which included present home minister. He said the DAN alliance was revived during the 2013 assembly elections. The BJP also reaffirmed its resolution adopted at the 2nd BJP executive meeting in Mokokchung on June 24, 2016 on the “Open Door Policy” so that any political party could join BJP without any precondition “including the NPF”. Meanwhile, former additional advocate general Nagaland Pius Lotha has backed the Governor P.B.Acharya against the attacks made by NPF ministers on Tuesday in Kohima. Pius in a statement, said the Governor, had only exercised his prerogative to visit places and enquire about the welfare of citizens under his jurisdiction. He said as per Article 154(i) the governor had executive powers which he exercised directly or through his subordinate officers as per the constitution. Also as per Article 371(1)(c), the Governor has the power to recommend and demand or grant and to ensure that money provided (Cont’d on p-7)

A common dialect is what brings people closer in most interesting ways, plus, it will in a way boost our state tourism too as most Nagas speak Nagamese along with their
respective tribal language”, said the app founder, Asen Sharma. Asen also informed that the Nagaland Festival founders in Mumbai played a pivotal role in the making of app with the belief that a common and easy to learn common language/creole dialect will help promote the Nagas and their culture better. Just over a month after it was launched, the app has garnered positive reviews from many users. “The interface is fun and intriguing to any new user since the words are quite similar to most Hindi, Bengali, and Assamese words and hence we can easily relate to the language”, said one user. The app is designed to offer top quality user experience which is anything but boring.

Correspondent KOHIMA, NOV 30 (NPN): The Chokri Area Public Organisation (CAPO) celebrated its silver jubilee at Chokriba under Phek district under the theme “Hard work is the solution” with Nagaland Legislative Assembly (NLA) speaker Chotisuh Sazo as the chief guest on Wednesday. Speaking on the occasion, Sazo congratulated the organisation for having reached 25 years of its existence and also expressed his gratitude to the organisation for having rendered yeoman service to its people in the last 25 years. He also lauded the organisers for aptly choosing the theme
“Hard work is the solution” which was in sync with our cherished culture of honesty, integrity and hard labour. Sazo said “as we revisit our economy, in the past self sufficiency was the hallmark of our people and self sufficiency was gained with the result of hard labour.” He urged the gathering to put their sincere efforts whereby the theme would not be just a slogan but a living reality. Guwahati, Nov 30 (PTI): Assam has recorded 928 new HIV cases with an estimated 12,090 people living with HIV(PLHA) last year, according to Assam State AIDS Control Society (ASACS). “People with HIV may have increased due to more people coming for testing. But, Assam is categorised as a low HIV prevalence state with an estimated adult prevalence of 0.06 per cent, lower than the national prevalence of 0.26 per cent,” ASACS Project Director Manvendra Pratap Singh said here today. Manipur has shown the highest estimated adult HIV prevalence in the country at 1.15 per cent, while other high prevalence states in the region include Mizoram at 0.80 per cent and Nagaland at 0.78 per cent during last year. Assam is highly vulnerable for HIV transmission as it is the gateway to other northeastern states and is surrounded by the three highly prevalence
states of Manipur, Mizoram and Nagaland, Singh said. “A large number of young people from the state go to big cities for employment and get involved in high-risk behaviour,” he said. Besides, a large number of females from other northeastern states, West Bengal and Nepal, who come to Assam for employment and education, get involved in risky behaviour favourable for HIV transmission, Singh said. HIV sentinel surveillance data shows HIV epidemic in the state concentrated in the high-risk groups of Intravenous Drug Users (IDU) at 1.46 per cent, men having sex with men (MSM) at 1.40 per cent and female sex workers (FSW) at 0.46 per cent, while HIV prevalence among ante-natal clinic (ANC) attendees was low at 0.18 per cent. Play National Anthem in theatres: SC and nationalism.” The bench cited fundamental duties mentioned in the Constitution and said that it is “clear as crystal that it is the sacred obligation of every citizen to abide by the ideals engrafted in the Constitution”. “All the cinema halls in India shall play the National Anthem before the feature film starts and all present in the hall are obliged to stand up to show respect to the National Anthem,” the bench said, adding that when the anthem is played the National Flag shall be shown on the screen. The bench later added one more direction to the slew of directions passed this morning and said, “Prior to the National Anthem being played or sung in the cinema hall, the entry and exit doors shall remain closed so that no one can create any kind of disturbance which will amount to disrespect to the National Anthem.” It said that after the National Anthem is played or sung, the doors of cinema halls can be opened. The bench further directed that no “commercial exploitation” of the National Anthem is allowed and no person involved
with it either “directly or indirectly shall have any commercial benefit or any other benefit”. The apex court further said that there shall not be any “dramatisation of the National Anthem” and it should not be included as a part of any variety show. “It is because when the National Anthem is sung or played it is imperative on the part of everyone present to show due respect and honour. To think of a dramatised exhibition of the National Anthem is absolutely inconceivable,” it said. The court barred printing of the anthem or a part of it on any object and displaying it in such a manner at places which may be “disgraceful to its status and tantamount to disrespect”. “It is because when the National Anthem is sung, the concept of protocol associated with it has its inherent roots in national identity, national integrity and constitutional patriotism,” it said. The court also barred playing or displaying an “abridged version” of the National Anthem by anyone for whatever reason and directed that order be given effect in next ten days.
NEW DELHI, NOV 30 (PTI): In a bid to “instil committed patriotism and nationalism”, the Supreme Court today ordered cinema halls across the nation to mandatorily play the National Anthem before screening of a movie and the audience must stand and show respect. The apex court said that “love and respect for the motherland is reflected when one shows respect to the National Anthem as well as to the National Flag”. “A time has come when citizens of the country must realise that they live in a nation and are duty-bound to show respect to the National Anthem which is the
symbol of constitutional patriotism and inherent national quality,” a bench of Justices Dipak Misra and Amitava Roy said. Passing a slew of directions, the bench said fundamental duties as in the Constitution “do not allow any different notion or the perception of individual rights that have individual thought, have no space. The idea is constitutionally impermissible”. “The directions are issued, for love and respect for the motherland is reflected when one shows respect to the National Anthem as well as to the National Flag. That apart, it would instil the feeling within one a sense committed patriotism
Demonetisation despotic action: Amartya Sen
Sharad, Jaitley exchange barbs in RS
NEW DELHI, NOV 30 (PTI): Nobel Laureate Amartya Sen has called Modi government’s demonetisation move “despotic action that has struck at the root of economy based on trust”. “It (demonetisation) undermines notes, it undermines bank accounts, it undermines the entire economy of trust. That is the sense in which it is despotic,” Sen told NDTV. He further said his immediate point of view on demonetisation is on its economic aspect. “It’s (demonetisation) a disaster on economy of trust. In the last 20 years, the country has been growing very fast. But it is all based on acceptance of each other’s word. By taking despotic action and saying we had promised but won’t fulfil our promise, you hit at the root of this,” Sen, also a Bharat Ratna awardee, said. Noting that capitalism has many successes that have come from having trust in businesses, he said if a government promises in promissory note and breaks such promise, then it is a despotic act. “I am not a great admirer of capitalism. On the other hand, capitalism has many successes... It’s despotic in the sense that if a government promises in promissory note that when given, we will give you this amount of compensation for it and to break such a promise is a despotic action,” Sen, who is currently Thomas W Lamont University Professor at Harvard University, said.
NEW DELHI, NOV 30 (PTI): Leader of Opposition Arun Jaitley and JD(U) leader Sharad Yadav today exchanged sharp barbs in the Rajya Sabha over the demonetisation issue as the Opposition stalled the prenoon proceedings. The incident happened when members of the Congress, TMC, BSP and SP created a ruckus over their demand that the House mourn the killing of 25 armymen since surgical strikes and deaths of 82 persons in post-demonetisation hard-
ships. Yadav said it was unprecedented that there was no obituary reference for the seven army personnel including two senior officers killed in terrorist attack at Nagrota armybase near Jammu yesterday. As he also raised death of “nearly 90 persons” in post-demonetisation hardships, Jaitley retorted that he should first discuss demonetisation within his party and find “if it is agreeable” with the ban on 500 and 1000 rupee notes or not. His remark was appar-

The crash occurred around 10.30 a.m. near the helipad inside the Sukna military base. A junior commissioned officer was critically injured. Army chief visits Nagrota; combing ops on JAMMU, NOV 30 (PTI): Army Chief Gen Dalbir Singh Suhag today visited the Nagrota-based 16 Corps headquarters and was briefed about yesterday’s terror attack in which seven officers and jawans were killed, even as combing operation to flush out any remaining militant continued. Three militants were killed by security forces personnel and combing operation to sanitise the area was nearing end. Gen Suhag arrived in Nagrota in the afternoon and was briefed by the top commanders on the terror attack at an army artillery unit. He was also briefed about the combing opera-
tions. He reviewed the security aspect post terror attack and paid tributes to those killed in the strike. “Combing operation resumed this morning at the camp. The area has to be cleared... Operation is on to see whether there is presence of any other militant in the area. We cannot take chances,” a senior army officer said. ‘Blinds’ (unexploded shells) were destroyed at the site of the terror attack by a bomb disposal team during the combing operation. Jammu was rocked by two terror attacks yesterday in which seven army personnel, including two
Major-rank officers, were killed and eight other securitymen, including a BSF DIG, were injured, before six heavily-armed terrorists were eliminated in the separate fierce encounters. In one incident, a group of heavily-armed terrorists in police uniform stormed an army unit in Nagrota, about three kms from the Corps headquarters on the outskirts of Jammu city. Seven army personnel, including two officers, were killed in this attack before three terrorists were killed in an armed stand-off which also involved a hostage-like situation with 12 soldiers, two ladies and two children being held captive.
No bilateral meeting request from Pakistan so far: India NEW DELHI, NOV 30 (IANS): Just two days ahead of Pakistan foreign policy chief Sartaj Aziz’s visit, India on Wednesday clarified that it has not officially received a request for any bilateral meeting from Islamabad. “Pakistan has not requested for any bilateral meeting so far,” Gopal Baglay, who heads the Ministry of External Affairs division dealing with Pakistan, said at a briefing here. Pakistan Prime Minister Nawaz Sharif ’s Foreign Policy Advisor Sartaj Aziz is scheduled to visit Amritsar, Punjab, on December 3 to attend the Heart of Asia Conference. The conference, which will be addressed by Prime Minister Narendra Modi and Afghan President Ashraf Ghani, will see participation of over 40 countries.
This would be the first high-level visit from Pakistan after the announcement of Comprehensive Bilateral Dialogue in December last year, which never took off in the wake of terror strikes, including the Pathankot airbase attack, and subsequent incidents which led to intense tensions between the two countries. Ties between India and Pakistan have soured after the terrorist attack on an Army base in Uri town of Jammu and Kashmir in September that left 19 soldiers dead and many wounded. India has blamed Pakistan based terror outfit Jaishe-Mohammad for the attack. India also recently boycotted the Saarc summit, scheduled to be held in Islamabad in November, citing continuous cross-border terrorism from Pakistan.

Nagaland Post Vol. XXVI NO. 355 Dimapur, thursday, December 1, 2016
Nagaland turns 53
O
n December 1,1963 and on a bright sunny day, the second president of India Dr.Sarvepalli Radhakrishnan arrived Kohima and formally declared Nagaland as the 16th state of the Indian Union at a very impressive function. There was celebration across Nagaland as ordinary people saw in the new state, an opportunity to hope for peace and progress through their own elected government. It was in 1960 at Wokha that the Naga People’s Convention(NPC) drafted what could be termed as a Memorandum Of Understanding between the Nagas and the Government of India. There are 16 clauses in the Agreement which formed the basis on which the Nagaland became the sixteenth state under the Union of India. The NNC rejected the Agreement and termed it as a “sell out” or “betrayal” and therefore continued with the Naga movement for independence. Today Nagaland has reached another milestone of 53 years as a state. December 1 used to be celebrated across Nagaland but by 2000, statehood day was pushed into oblivion by overlapping it with an innovative cultural carnival known as ‘Hornbill Festival’. The festival, dubbed as the mother of all festivals, took centre stage and gone was an occasion for thanksgiving on statehood day. The journey through the decades has been memorable as the people understood the need to begin a new chapter to herald peace and progress. What is also worth mentioning, that Nagaland and Jammu & Kashmir, are the only two states with special constitutional provisions. For J&K Article 370,provides it with far reaching guarantees where no act of parliament can be applied to the state, unless adopted by the state assembly. In his speech delivered in Kohima while officially inaugurating the newly created 16th state, then president of India Dr.S.Radhakrishnan drove the point that the constitution of India respects the distinct identity of the Nagas by providing them constitutional and legal guarantee under Article 371A. Through this Article, the constitution of India provides protection against imposition of any act of parliament with regard to (I)religious or social practices, (II)customary laws and procedure(III)civil and criminal justice as per customary law and (IV) ownership and transfer of land and its resources unless adopted by a majority vote by the assembly. There has been a so much written and said about Article 371A but it did not come just by chance but it was the fruition of the articulation of the Nagas and which was responded with magnanimity by then prime minister of India Pandit Jawaharlal Nehru. As with the histories of other peoples, the Nagas too have their ‘ifs’ and here too, history would judge whether Nagaland state has made a positive contributions affecting the destiny of the people of the state. Nagaland’s elected leaders continued to keep the Naga national politics alive through unceasing appeals to Delhi for peaceful solution through dialogue. One could wonder as to what the fate of the Nagas and their political movement would have been, had Nagas still remained under Assam. Statehood has brought about rapid transformation to Nagaland. Literacy today is 80.11% as against 17% in 1963 and in poverty index , among 28 states, Nagaland ranks 16th . These are good indicators of progress. However the extreme challenges of the present demands good leaders who can deliver on good governance, which is a crying need.
DailyDevotion “By the Grace of God I Am What I Am”
By the grace of God I am what I am, and His grace toward me was not in vain… —1 Corinthians 15:10 The way we continually talk about our own inabilities is an insult to our Creator. To complain over our incompetence is to accuse God falsely of having overlooked us. Get into the habit of examining from God’s perspective those things that sound so humble to men. You will be amazed at how unbelievably inappropriate and disrespectful they are to Him. We say things such as, “Oh, I shouldn’t claim to be sanctified; I’m not a saint.” But to say that before God means, “No, Lord, it is impossible for You to save and sanctify me; there are opportunities I have not had and so many imperfections in my brain and body; no, Lord, it isn’t possible.” That may sound wonderfully humble to others, but before God it is an attitude of defiance. Conversely, the things that sound humble before God may sound exactly the opposite to people. To say, “Thank God, I know I am saved and sanctified,” is in God’s eyes the purest expression of humility. It means you have so completely surrendered yourself to God that you know He is true. Never worry about whether what you say sounds humble before others or not. But always be humble before God, and allow Him to be your all in all. There is only one relationship that really matters, and that is your personal relationship to your personal Redeemer and Lord. If you maintain that at all costs, letting everything else go, God will fulfill His purpose through your life. One individual life may be of priceless value to God’s purposes, and yours may be that life.

T
he Dawn is a fairly respected newspaper in the subcontinent. It was founded by Qaid-eAzam Mohammad Ali Jinnah at Darya Ganji in New Delhi to propagate his cause of Pakistan. When Pakistan was founded The Dawn started appearing from Karachi. Since then, the newspaper has continued its publication from there. It recently carried a story on the growing differences between the military and the civil government. The perturbed Nawaz Sharif government wanted the paper to disclose the source of the story. But it refused to do so. However, the government approached the Press Council of Pakistan, which has upheld the rights of the paper not to reveal the source. A fairly countrywide debate has begun in Pakistan on whether or not the source should be disclosed. The overwhelming public opinion is in favour of The Dawn and supported the newspaper’s right to withhold the source. For the newspaper to confront the army, which governs the country in the real sense, is a courageous

step. But it also shows the tenacity of the Pakistan press and the weak-kneed policy of the Sharif government. One doesn’t know how the matter will ultimately be resolved but at present the Pakistan media has won the bout. The lesson that the Indian media can draw from the newspaper’s example is that however powerful the government maybe, the media can raise its voice as long as they hold the ground. They do not have to wilt against the government’s pressure. If the story The Dawn has broken is correct or the comment it has made is without rancour or prejudice, there is no need to afraid of the powers that be. This is a far cry from what happened to the Pakistani media some years ago. It would look towards Islamabad and mould its policy which mostly suited the government of the day. The misadventure of General Pervez Musharraf at Kargil, when he was the chief of army staff, was accepted without demur. Even there were instances of journalists were being pilloried for stories which did not show

sorship. The language papers were bolder than the English ones. Today’s Indian media, by and large, does not appear to be anti-establishment. The journalists themselves prefer to go in the direction of the wind that blows. Even the integrity of most is questioned unlike in the past. There could several reasons attributed for this change in attitude. One, the owners of the media houses have come to consider newspapers or the television channels as commercial ventures. Profit, not principle, is their motive. It also leaves no room for the handful of honest journalists to pursue their profession with full freedom. However, Bangladesh continues to be an exception. The two leading-most papers, The Star in English and Prothom Alo in Bengali daunt Prime Minster Sheikh Hasina who is dictatorial in her methods and does not brook any criticism. It’s tragic to find that the daughter of Sheikh Mujib-ur Rahman, who fought for the independence of Bangladesh, has muzzled dissent and falsified all principles of her father.
The Dawn example should give heart to the Bangladeshi media and the rest of those in the subcontinent. The freedom of the press is inviolable in a democratic setup. It cannot be compromised in any circumstances. People themselves take vengeance from the rulers who restrict their freedom. Mrs Indira Gandhi, whose centenary birth anniversary is being celebrated, is an example. Her Congress Party was swept out of power in the 1977. So much so even she lost her own seat in the election held when the emergency was relaxed. In any democratic setup the sovereignty lies with the people. And they have shown again and again that they are the masters to give verdicts on political rulers. By defying the government, The Dawn has reminded the people of Pakistan that they can confront the military rulers and restore democracy in the real sense. Political parties have a vested interest in power. People’s interest is in the betterment and development. The latter should prevail.
Post-mortem
M
Speech of Kilo Kilonser Rh. Raising at Makhel village
AKHEL - THE HISTORIC PLACE: The place where we are standing now is historic. Our fathers gathered here centuries ago. This is the seat of history where our fathers made decision of dividing lands. While some of them stayed back, some others proceeded to different directions in search of green pasture. THE SPIRIT OF THE LORD BROUGHT OUR FATHERS HERE The Israelites moved when pillars of cloud and fire moved. History says our fathers begun their journey from the Middle East. They kept on moving passing through many fertile lands that flowed with streams and rivers. But they did not stop in any of those lands to settle as no omens or dreams indicated for possession of the lands. The story goes on that when they reached this hilly country they felt quite contented and rest assured. Good omens and dreams foretold for possession of this land. They did not think of advancing further from this hilly country to any places. We thought that selection of this rugged hilly country is unfortunate and hopeless. But surprisingly, satellite information reveals that we are sitting on the mounts of mineral belt. Truly, the Spirit of the Lord brought our fathers here to make it our blessed home sweet home. Our fathers came with their political, social, cultural, economic and religious institutions. They practiced
and preserved their institutions in their sovereign village-states. They stood their ground with one voice and mind withstanding all kinds of enemy attacks on them. No enemies could defeat them mainly because our fathers were brave and highly political. NAGAS ARE A POLITICAL PEOPLE: The Nagas today are also equally nationalistic as their fathers. Ruthless persecutions and oppressions perpetrated against the Nagas cannot kill the spirit of their nationalism. The colonial policy of divide and rule too cannot stop the Nagas from being one people and one nation. Realizing that all these are futile exercises Government of India (GoI) approached the NSCN leadership for political talks. And thus the peace process begins. S O L U T I O N THROUGH DIALOGUE: It is now the time of negotiation, not confrontation. Problems are solved through dialogue, not by fist or by sword. Local problem is solved through local dialogue; national problem is solved through national dialogue; bilateral problem of two people is solved through bilateral dialogue and global problem is solved through global dialogue. NSCN is committed to political solution through dialogue. And that GoI and NSCN have mutually agreed to solve the Indo-Naga political problem bilaterally. PEACE PROCESS:
Land dispute between two villages or nations is a fight for recognition of ownership. Struggling for establishment of a new village or school or any institution is also a fight for recognition. Naga National Independence Movement is a war for recognition of state. All the nation states are the products of their history. No people build their state upon the sand of dead history. However strong and wise they may be, nothing will come if foundation of a people is destroyed or sold out. The politics of free Nagalim for Christ is built upon that solid foundation of our living history. It is this concept that guides NSCN in all fields. Recently the GoI has recognized the unique history of the Nagas. All people and nations have their respective identities to belong. The identity of the Nagas runs in their blood, culture, religion, social values and political concept. One can change his name and political color, but he can never change his identity. GoI too has recognized the identity of the Nagas. Sovereignty is the power to make or unmake things according to one’s wishes and decision without interference from others. Acknowledging the inherent right of the Nagas to decide their future by themselves, GoI has recognized the sovereignty of the Nagas. Several attempts were made to annex Naga territories to India, but to no avail. GoI has now recognized the territories of the Nagas stat-
ing that Nagas are the owners of their land. NSCN values land above gold. Land and people are inseparable; land and politics are inseparable; land and culture are inseparable; land and history are inseparable; land and state are inseparable. The Nagas were divided by the colonial power for political reason, against which they have been resisting till date. We have no reason to fight against our neighbors, we are just defending our land against aggressors. It is unwise on the part of any people who try to legitimize the legacy of colonialism. The global political map keeps changing. Members of the UN is ever increasing. Nothing on earth stands still. Everything is transitional. This is the era of democracy. People will decide who and what they want to be. NSCN is strongly opposed to ‘forced marriage and forced union.’ Respecting the aspiration and right of the Nagas, GoI has also recognized the legitimate right of the Nagas to integration of all Naga territories under one political umbrella. Nonetheless, recognition of our identity and sovereign right is not the end of the matter, it is viability and survival strategy that are also to be counted. We are surrounded by friends and foes with whom we should have interdependent relationship. As we are created to be social being, we cannot live alone; we cannot move alone; we cannot work alone or fight
alone. We must have our political partners, military partners, economic partners and prayer partners. GoI and NSCN have mutually agreed to co-exist as two entities and share sovereign powers as two entities. Sharedsovereignty and co-existence of the two entities are the meeting points of India and Nagas. This agreement will certainly strengthen the security, peace and progress of the two people and the region to a great extent. L A N D I N G GROUND The long cherished solution based on the ‘Framework Agreement’ will come sooner than expected. It will embrace all Nagas and their territories. Sensing the coming reality, jealousy and desperation have started working in the mind of enemies within and without. They are creating situation every now and then in many ways so that peace process is sabotaged and solution is aborted. Let us stand firm with faith, no power can stop us for the era of the Nagas has begun. ELECTIONS Participating in the Indian elections is a policy matter. Since enemies have come from many prongs our strategy is to counter them in all prongs. We cannot leave the field to the enemies unopposed. Revolutionary patriots are doing their job in the forefront of military, political and legal battles under the banner of NSCN. But the question is, who will go and fight for us in the Indian
Framework agreement: Harbinger to Naga political solution!
T
he Framework Agreement has become a body of contention in the aftermath of the “Peace Accord” which was signed between the NSCN (I-M) and the GOI on August 3, 2015 on behalf of the Nagas’ which has been popularly named as “Framework Agreement”. Some Rapacious people trying to rebut the “FA” without any Propriety to stigmatized the “FA” with Petulant campaigned so called the “ The Content of its Agreement” to be disclosed with their Perfunctory attitude to Proliferate by querulous its “FA” with a Prosaic vision to protract the Naga Political issue when the Naga issue has entered a new Prodigious chapter and had gained momentum during the last few years engaging a dialogue with the GOI in the right direction and both the parties NSCN and GOI were seriously committed to inking on a deeper level/more deepen than ever before to the Peremptory settlement. The Naga must acknowledge and pay a tribute to
our leaders late Isak Chishi Swu and Th. Muivah who played a vital role in attaining this agreement. Lt, Isak Chishi Swu, his contribution to the Nation building and his guidance towards to the Nation will always remain a Hallmark/ Touchstone in the history of Naga and for the Posterity to remain. During the historic occasion honorable Prime Minister of India Narendra Modi on his immaculate speech on the historic day he thanked the Naga leaders particularly to Lt. Isak Chishi Swu and Th. Muivah for reaching this agreement. On his historic speech he spoke about the Naga Political issue which had lingered for six decades taking a huge toll on generation of our people and thank Lt. Isak Chishi Swu and Th. Muivah and other Naga leaders for their wisdom and courage and afford which has resulted in this historic agreement. Prime Minister of India Narendra Modi ever since becoming the PM of India, North East economic devel-
opment, Peace, security, and economic transformation of the NE has been among his top priorities and also in the heart of his Foreign Policy. Especially the “Act East Policy” has been deeply concerned about resolving the Protracted Naga Political issue soon after entering office as PM of India. He also pronounce this “FA” as a shining example of what India can achieved and not only mark this historic agreement merely the end of the problem but the beginning of the “ New Future” and said India will not only try to heal the wounds and resolved the problem but also be a part of Naga pride and prestige and boldly declared the Nagalim is the “ Guardian” of India Eastern Frontier and the Gateway to the world beyond, equally the rest of the Nation, India will also join the Nagas in shaping a future and dignity, opportunity and prosperity for the people of Nagas as we begin a new glorious chapter with sense of self confident and self respect.
When the PM of India reposing a veracity towards the Naga goal, the Naga should have more “accommodative spirit” to shoulder the destiny of the Nagas. In spite of appreciating the NSCN the tone and tenor of few dogmatic writers are confrontation to the goal of Naga solution. If we are true Naga one should not create any logjam towards our aspiration of the Naga goal. When we see the present grim scenario it is mixed with “disappointment” created by some few vested people and it has caused much consternation in the corridor of peace and tranquility. Our civil societies has also done very little to mitigate the problem of the Naga issue, when the GOI expressed deep satisfaction towards the Naga issue by recognizing the “uniqueness of the Nagas and its situation” and currently they are engaged in peace talk with the NSCN. (To be concluded) Elian. Z. Lotha, (Elianzialotha77@gmail.com)
assembly and parliament. Our people spearheaded by civil societies are shouting and protesting in the streets. Our human right organization is speaking in the human right platform. Our churches are continuously praying in their congregations. So also our MLA’s and MP’s must advocate for the cause in the assembly and parliament. Nagas are issue-oriented people. Our fighting and negotiations are issuebased; solution will also be issue-based. Election is also issue-based. Issue comes first, development next. We value our national issue above everything because our future lies in there. If there were no movement of ‘free Nagalim for Christ’ to guide and shape the future of the Nagas, if there were no national issue to fight for and live for, we would be having no politics, no history, no revolution and no future. We will be a lost people if and when our issue is murdered or sold out like Esau of old. We must cling to the politics of ‘my Lord and my people.’ SOLUTION IN OUR DECISION Our victory or defeat comes from within. Our solution will come from our decision. It will never come from the east or west. Now is the time for us to choose freedom or slavery. Decide or perish! Let us give thanks to the Lord for He has given us an era. This is the era of the Nagas! KUKNALIM !
Reader’s Post
Sir,
Minority scholarships
Through this column, I would like to inform the authorities of SFS Higher Secondary School, Medziphema that uploading of documents for the minority Scholarship for both post and pre Matric is not needed if the amount is less than 50,000 rupees which is very clearly written in English in bold letter that too in red color. “Scholarship amount less than Rs. 50,000/-, no need to upload any document. Submit copy of the documents in school/ college/ institute.” This year we uploaded nearly 400 scholarships forms for students from various schools and colleges. There is no complain whatsoever from any school, however I cannot understand why the authority of this school is insisting that all the documents to be uploaded and returning back the completed forms to the students that too on 29th November knowing well that the last date is the 30th of November. We submitted the complete forms along with the acknowledgement slips to the students way back in October. Because of this wrong decision, both the parents and the students are going through lots of unnecessary harassments, some worried parents coming even from far away villages just to get information. Students should know that it is not the schools that give the Minority scholarship but it’s the Ministry of Electronics & Information Technology, Government of India that select and give these scholarships. The school also should check the websites and inquire well before giving any information to the students. VLE, Common Service Centre, Medziphema

ISI wants return of Punjab militancy: Police of Inter-Services Intelligence (ISI) in Pakistan, police said. Mintoo conveyed his jailbreak plan to Harmeet and the ISI agents across the border. Mintoo continued to be in touch with ISI agents in Pakistan ahead of the jailbreak, police said. The ISI also arranged funds for Mintoo through a KLF sympathiser from England through hawala channels and another from Germany who sent money through legal money transfer channel, he said. “The money was deposited in a bank account of a Punjab-based sweetshop owner and a hawala trader was assigned to hand over the cash to Mintoo on Monday, the day he was arrested. Since Mintoo escaped in the jailbreak, the sweetshop owner could not hand him the cash,” the officer said. Punjab Police has since arrested the sweetshop owner Tejinder Sharma. Delhi Police are since conducting raids to arrest Santnam Kaur, apart from raiding a Goa hideout to arrest Mintoo’s aide, the officer said.
Infiltrating militants planned to blow up trains in J&K: BSF
JAMMU, NOV 30 (PTI: Three heavily-armed militants killed by BSF in Samba district had infiltrated into Jammu and Kashmir to carry out a chain of terror attacks by blowing up running trains and tracks with chained IEDs and hard to detect liquid explosives, a top force official said today. A day after the three infiltrators were killed by the BSF, top officials said the trio was carrying five bottles of liquid explosive trinitroglycerin. “Militants had infiltrated to carry out big incidents. Their design was to blow up rail tracks and trains here as we have recovered chained IEDs and liquid explosives”, Additional Director General (ADG) BSF and Special DG (Western Command) Arun Kumar told PTI. They were out to carry out a chain of big impact terror incidents including blowing up of “running trains” and causing fire in trains as chain IEDs and liquid explosive are meant to blow up tracks and cause fire, he said. “Had our troops not successfully contained and eliminated these heavily armed terrorists with huge stores of explosive material, they could have caused massive damage in the main-
land”, Kumar said. “It was only because of BSF’s multi-tier security cover that this calamity was averted,” the force said. Apart from arms, ammunition and explosive stores, BSF recovered 10 Improvised explosive Devices (IEDS) including five liquid type IEDs and three IED waist belts, five chain IEDs from three slain militants along IB in Chambiliyal belt of Ramgarh sector in Samba district yesterday. “Chain IEDs are mainly used to blow up rail tracks and hit running trains. The five bottles of liquid explosive contained trinitroglycerin. It is used to cause explosion and trigger fire”, IG BSF Jammu Frontier D K Uphadayaya said. Terrorists are resorting to use of undetectable liquid explosives like nitroglycerin now, the official said. The JammuPathankote railway line is 20 kms away from the the International Border (IB). There have been several attacks targeting trains and tracks in Jammu-Samba-Kathua belts in the past. “We have recovered from them 10 hand cuffs in plastic. I think they were planning to carry out hostage taking as part of engineering terror incidents”, the IG said.
NEW DELHI, NOV 30 (IANS): KLF chief Harminder Singh Mintoo -one of the six prisoners to escape the Nabha jail in Punjab -- was the kingpin of the jailbreak plan and was supported by the ISI which wanted to revive militancy in the border state through him, a senior Delhi Police officer said on Wednesday. The Khalistan Liberation Force (KLF) militant had admitted to being the mastermind of the jailbreak, which he planned after meeting Punjab gangster Gurdeep Singh Sekhon six months ago in Nabha jail, the police officer said on the condition of anonymity. Shekhon later contacted his aide Vicky to arrange local criminals for the jail attack on any suitable day, he added. “Mintoo planned to revive the militant organisation and sleeper cells in Punjab with the ISI help. The ISI was aware of the impending jailbreak and wanted to revive militancy in Punjab. They (ISI and KLF) were helping each other in completing the mission,” the senior police
officer said. The ISI wanted to take revenge for the Indian army’s surgical strikes against Pakistan on September 28. Parminder Singh, a gangster since arrested by Uttar Pradesh Police, was assigned the task of arranging firearms which he did with the help of Satnam Kaur, a daughter of another KLF militant, the police officer said. Mintoo was arrested from the parking area of Nizamuddin railway station by Delhi Police’s Special Cell on November 28 morning, a day after he escaped from a high security prison in Punjab. Six criminals, including Mintoo and Kashmir Singh (both terrorists) and gangsters Gurpreet Sekhon, Vicky Gounder, Amandeep Dhotian and Neeta Deol had escaped from the Punjab prison on November 27. Police said Mintoo told his interrogators that he chatted with his Pakistani handler Harmeet on Skype from the Nabha jail days before the jailbreak. Harmeet is also a KLF militant, living in the safe house under the protection

Govt approves inclusion of 15 new castes in OBC list
NEW DELHI, NOV 30 (IANS): The Supreme Court on Wednesday ordered status quo on land acquired for the construction of the SutlejYamuna Link canal’s stretch in Punjab and appointed the Union Home Secretary, Punjab’s Chief Secretary and the Director General of Police as receivers. A bench of Justice Pinaki Chandra Ghose and Justice Amitava Roy, however, made it clear that the receivers are only for the purposes of submitting a report on the ground situation.
NEW DELHI, NOV 30 (PTI): The government on Wednesday approved inclusion of 15 new castes and modification in 13 other castes in the Central list of Other Backward Classes (OBCs). Madhya Pradesh, Jammu & Kashmir and Uttarakhand. They will also become eligible for benefit under the various welfare schemes, scholarships etc. being administered by the Central Government, which are at present available to the persons belonging to the Other Backward Classes, it added. ACAUT wants more awareness on Food Security
State BJP hits back...
D I M A P U R : AC AU T Nagaland wanted more awareness programmes on National Food Security Act (NFSA), as it would allow various stake holders to raise questions and also provide opportunity to gather information on the act. Since, NFSA was an important matter for general public, ACAUT media cell viewed that the awareness programme should be conducted in all districts and village levels, where people would be made aware of their rights in the fight against corruption. Media cell also congratulated Pathfinder (Dimapur based NGO) and its team for organizing awareness programme on the said act recently in Dimapur, that was attended by officials from Food and Civil Supplies, District legal Service Authorities and GBs Union Federation of Dimapur and Kohima and various other stake holders. Further, media cell said it was encouragement that the department of food and civil supplies has agreed to participate in such similar awareness programmes in the near future.

Pius maintained that as per the above Article, the Governor was vested with powers as the guardian of the state to look into the affairs and functioning of the state for good governance. Pius also said the Governor was only performing his constitution role by raising concerns against rampant corruption in the government. Instead of retaliating with derogatory remarks, he said any responsible government would have brought corrective measures instead of dragging the office of the Governor to the level of base politics. The former addl. Advocate General also reminded that as the Governor is the first citizen of the state, the office should be honoured

since the Governor was the constitutional guardian and represented the president of India to ensure good governance and check against anarchy. A senior party member also expressed dismay over dragging Nagaland Governor, P.B. Acharya into a political slugfest. He said that the Governor had rightly pointed the rampant corruption that has plagued the state. As the constitutional head, he has every right to point out the hard truth. Terming it as unfortunate and baseless to demean the image of Raj Bhavan, as a place for BJP and RSS, he reminded that the BJP already has its office at Dimapur. He said since the NPF-led government was unable to respond to the truth pointed out by the Governor and the BJP, the only option left was to level baseless allegations.

Sources close to Tatas however cautions that the selection committee has just started their search and it would be premature to suggest anything definitive. One of them even added that Manwani or Chandra have also so far not met the panel for any interviews. A Tata Sons spokesperson declined to comment on speculation. also on the board of Titan and Voltas and a director and since 2010, the nonexecutive chairman ofTata Investment Corporation (TIC). This was seen a strategic push to move into the higher rungs within the group as TIC, a listed investment firm, has substantial stakes in other Tata Group companies. Long expected to join the Tata Sons board, he however is yet to make the cut. Officials close to Noel in the past has always insisted despite the surname he was a reluctant heir of the dynasty and always favoured his brother in law Cyrus Mistry who is ten years his junior. Noel is married to Aloo, Mistry’s sister and was amongst the first to congratulate him when he was handpicked five years ago. Both are believed to still maintain a cordial relationship and Noel has not made a single comment ever since Mistry was unceremoniously removed in a boardroom coup. Since 2011, the soft spoken Noel Tata’s name has been in the fray for the corner office job in Bombay House, the Mumbai headquarters of the $103 billion salt-to-software group. But it was always believed that the relationship between the Noel and Ratan have been frosty. As early as May 2011, Tata in an interview had expressed his lack of enthusiasm for Noel’s candidature, even suggesting that he did not believe Noel was ready then for the responsibility. “I think if he is to run this, he should have greater exposure than he has had. Partly his not having it has been his own choice,” Tata was quoted as saying. Though Tata hastened to add that he was not involved in the selection process and the committee was the final authority, the statement drove home the point. Tata’s comments were also significant as it suggested that Noel himself chose to stay away from bigger roles within the group. M U M BA I , N ov 3 0 (Agencies): Noel Naval Tata, the obsessively media shy half brother of Ratan Tata and the current Managing Director of Tata International, has emerged as a contender for the top job at Tata Sons, after the committee to select a new chairman has initiated its search, said two sources aware of the matter. Tata’s name is amongst the few internal candidates like N Chandrasekaran and Ralf Speth who have emerged as potential candidates shortlisted for the race for the top job at India’s largest conglomerate. TCS CEO Chandrasekaran and Speth, his counterpart in Jaguar Land Rover are the latest appointees to Tata Sons, the group holding company, having been inducted in October as additional directors, a day after Cyrus Mistry’s sacking. The board of Tata Sons removed Mistry, 48, from the chairmanship of Tata Sons on October 24th, claiming to have lost confidence in his leadership and brought back 78-year old Ratan Tata for 4 months as the interim chairman. Within that period, the 5 member panel comprising Tata himself along with TVS Group chairman, Bain Capital’s Amit Chandra, Ronen Sen and Lord Ku-

man said he was too busy to travel to Cuba but that Russia would be sending a representative. Less surprising is US President Barack Obama’s decision to stay away. Despite the steps Obama made towards fixing US-Cuban relations, Castro remains a divisive figure - not least for CubanAmericans who fled his rule. The White House will not send an official delegation, but Mr Obama’s pick for ambassador to Cuba, Jeffrey DeLaurentis, and deputy national security adviser, Ben Rhodes, will attend the commemorative event. UK Prime Minister Theresa May, France’s Pres-
ident Francois Hollande and German Chancellor Angela Merkel are all staying away. However, they will be sending government representatives. Shadow Foreign Secretary Emily Thornberry will attend to represent the UK’s Labour Party. Canada’s Prime Minister Justin Trudeau - whose late father Pierre was friends with Castro - was one of the few Western leaders to release a message of condolences following the leader’s death, but will not be attending. Governor-General David Johnston was attending Tuesday’s commemoration. China’s President Xi Jinping paid his respects at
Indonesia protests awaken fears for minority Chinese JAKARTA, NOV 30 (Agencies): The capital of Muslim-majority Indonesia is on edge ahead of what is expected to be a second massive protest by conservative Muslims against its Christian governor and no group more so than its Chinese minority. They have reason to be concerned. The movement against the governor, who is being prosecuted for allegedly insulting the Quran, has overflowed with racial slurs against his Chinese ancestry, an unnerving sign in a country with a history of lashing out violently against the ethnic minority that makes up 1 percent of its 250 million people. The first major protest against Gov. Basuki “Ahok” Tjahaja Purnama on Nov. 4 drew more than 100,000 people to Jakarta’s
streets. Some held up banners calling for Ahok to be killed or decrying Chinese influence. It ended in violence, with one death and dozens injured after hardliners attacked police. A separate mob tried to invade the apartment complex where Ahok lives in the north of the city and vandalized property in the area, which is home to many Chinese. Hard-line organizers of the protest, who were unsatisfied by a police decision earlier this month to formally name Ahok as a suspect in the blasphemy case instead of arresting him, are promising another giant rally on Friday. After police pressure, they have agreed to concentrate the rally around a national monument in central Jakarta and insist it will be peaceful. The furor
over Ahok, sparked by his criticism of detractors who argued the Quran prohibits Muslims from having a non-Muslim leader, has highlighted religious and racial fault lines in Indonesia, the world’s most populous Muslim nation, and the growing challenge from proponents of Shariah law to its secular system of government. For Chinese Indonesians, the controversy has awakened painful memories of the mass protests that ousted late dictator Suharto during the 1998 Asian financial crisis. Boiling resentment against immigrant Chinese tycoons who profited from ties to Suharto and his famously corrupt family spilled over into mob attacks on Chinese property and people, killing many.
A REJOINDER TO “SURVEY ON ICDS IN WOKHA DISTRICT” A rejoinder to “Survey on ICDS in Wokha District” that came out in Nagaland Post dated 28th Nov 2016. While thanking Team Metamorphosis for carrying out survey with regard to ICDS schemes and services, the Anganwadi Workers and Helpers Union would like to bring to your “Team Notice” that there are 5 (five) ICDS Projects in Wokha District, out of which ICDS Project Wokha alone covers 28 Colonies and 19 Villages (103 Centres) than is it justifiable to bring out an analysis basing on a survey of just 14 Villager? Is it justified to conclude that less than 5% of people are satisfied with ICDS Schemes and services in Wokha district? As far as the working system in ICDS Project Wokha is concerned, we can vouch with conviction that we have a very efficient officer who is always there discharging his daily duties. We have a record of successful conduct of VHND, immunization and supplementary nutrition programme under CDPO Wokha. We strongly condemn the organization for coming out with wrong survey and tarnishing the image of an efficient officer. DC-2661

Assad, allies aim to seize Aleppo soon B EI R U T, N o v 3 0 (Agencies): Syria and its allies aim to drive rebels from Aleppo before Donald Trump takes office as U.S. President, a senior official in the pro-Damascus military alliance said, as pro-government forces surged to their biggest victories in the city for years. Rebels face one of their gravest moments of the war after pro-government forces routed fighters over the past few days from more than a third of the territory they controlled in the city. Thousands of civilians have fled for safety.
The pro-government official, who declined to be identified in order to speak freely, nevertheless indicated that the next phase of the campaign could be more difficult as the army and its allies seek to capture more densely populated areas. Rebel fighters fought fiercely to stop government forces advancing deeper into the oppositionheld enclave on Tuesday, confronting pro-Assad militias who sought to move into the area from the southeast, a rebel official said.
Seoul, NOV 30 (Agencies): South Korean President Park Geun-hye on Tuesday asked parliament to decide how and when she can give up power over an influence-peddling scandal, taking the country’s political crisis deeper into uncharted terrain. The main opposition Democratic Party rejected Park’s offer, calling it a ploy to escape being impeached, and said it would continue efforts to bring an impeachment motion in parliament, which they have sought to do as soon as Friday. No South Korean president has failed to complete a single five-year term since the current democratic system was implemented in 1987. “I will leave to parliament everything about my future including shortening of my term,” Park said in a brief televised speech. Her dramatic maneuver puts the burden of resolving the political crisis on parliament, which has been controlled by a coalition of opposition parties since Park’s conservative Saenuri Party unexpectedly lost its majority in April elections. If Park resigns or an impeachment vote in parliament is upheld by the Constitutional Court, an election must be held in 60 days to nominate a president to serve a five-year term, with

the prime minister leading the country in the interim. That short time frame could leave the main political parties looking to buy time in order to coalesce behind presidential candidates, and political analysts said it may take months for parliament to agree on an exit plan for Park. “I will step down from my position according to the law once a way is formed to pass on the administration in a stable manner that will also minimize political unrest and vacuum after ruling and opposition parties’ discussion,” Park said, her voice firm. Park Kwang-on, a Democratic Party lawmaker, said it looked like she was trying to stall proceedings. “She is handing the ball to parliament when she could simply step down,” he told Reuters.
“She is asking parliament to pick a date for her to resign, which she knows would lead to a discussion on when to hold the presidential election and delay everything.” Park, 64, had apologized twice previously but until Tuesday resisted mounting public calls to quit. Her term is scheduled to end in February 2018. “She doesn’t want the parliament to impeach her and she doesn’t think that the parliament can soon reach an agreement, so she is making things complicated and trying to shift some of her blame to the parliament,” said Shin Yul, a professor of political science at Myongji University. Some lawmakers from Park’s Saenuri party had asked her to resign under an agreement that would allow her to leave office with some dignity. On Saturday, hundreds of thousands of South Koreans rallied for the fifth weekend in a row, calling for Park’s resignation. Organizers said the crowd totaled 1.5 million, while the police estimated the crowd at 260,000. Park’s approval rating fell to just 4 percent in a weekly survey released on Friday by Gallup Korea, an all time-low for a democratically elected South Korean president.

dressing climate change. He said the world community was informed that Pakistan’s contribution to global warming was minimal, and added, “We emit less than 1 per cent of total annual global greenhouse gas emissions. Yet we are ranked amongst the top ten countries most vulnerable to climate change.”

India’s Prime Minister Narendra Modi - who paid tribute to an “iconic” world leader last week - will be sending his home minister but will not be flying to Cuba himself. North Korea’s Kim Jung-un will not be travelling to Cuba either, sending a delegation on his behalf. The list of world leaders actually attending is relatively short. BAG H DA D, NOV 3 0 ( Ag e n c i e s ) : U p t o 5,00,000 civilians in Mosul face a “catastrophic” drinking water shortage as Iraqi forces advance on the Islamic State group in the city, the United Nations warned on Wednesday. “Nearly half a million civilians, already struggling to feed themselves day to day, are now without access to clean drinking water. The impact on children, women and families will be catastrophic,” said Lise Grande, UN humanitarian coordinator in Iraq. Operations to retake Iraq’s second city have damaged water pipes in recent days and residents in east Mosul say they have resorted to pumping water from wells. “We don’t have water or electricity. We are drinking well water but that’s not enough,” said Mosul resident Mohamed Khalil, 25. Iraqi commanders said around 40 per cent of the eastern half of Mosul has been retaken from the jihadists since a huge offensive began on October 17. The forces have told civilians to stay at home in order to avoid massive displacement from the city, which was believed to have a population of a million-plus before the operation started.

Norwegian Carlsen and Karjakin finished their 12th game of the World Chess Championship match here on Monday with a draw, reports Tass. Their overall score after 12 games played is tied at 6-6 and both grandmasters will be playing a series of tie-break games late on Wednesday to determine the new world champion. “We can see that Sergey Karjakin is calmer at the moment, while Carlsen is obviously stressed,” Karpov said on Tuesday. “I have not seen him (Carlsen) like that for a long time.” “He is afraid, but not of Sergey. The visitors were the first to sound the board with Akashdeep scoring in the sixth minute to give India the lead. The home team settled into the game as the period went on and two minutes from the quarter Australia drew level through Mitton’s strike. In the action-packed second quarter, captain Raghunath gave India the lead
penalty corner in the 22nd minute. But India’s joy was shortlived as Australia equalised through a penalty corner conversion by Whetton in the 23rd minute. India had the final say before half time when Raghunath converted another penalty corner to give his side the lead going into the break. In an ill-tempered third quarter that saw four yellow cards – three to Indian players – Australia wrested back the control, scoring an equaliser via a Hayward penalty corner conversion in the 38th minute. India were down by a player for long passages of play in the quarter and were even stuck with nine on the field for a while with Nikkin Thimmaiah and Pardeep Mor both on yellow cards serving suspensions.

LIMBE, NIGERIA, NOV 29 (AGENCIES): Nigeria striker Desire Oparanozie scored the only goal against a disciplined South Africa to earn her side a place in the final of the African Women’s Cup of Nations against Cameroon. South Africa started brightly but the Desiree Ellis-led side failed to capitalise on their early dominance. Oparanozie and Ngozi Okobi both had chances to put seven-time champions Nigeria ahead in the 25th minute, but goalkeeper Andile Dlamini thwarted their shots. Seven minutes later, South Africa had the ball in the net but it was ruled out for offside. However, Oparanozie put Nigeria ahead with a powerful free-kick eight minutes after the restart. Faith Ikidi was fouled in front of the South Africa box and the Guingamp forward blasted the resulting free-kick past the Banyana Banyana wall. Wounded South Africa pressed and pushed for an equaliser forcing Nigeria to defend stoutly. Banyana piled on the pressure and had two late chances cleared off the line, but Nigeria held on to set up a third final between Cameroon in the African Women’s Cup of Nations.

The final round of Brazilian Serie A matches were postponed, as was the second leg of the Copa do Brasil final. South American football’s governing body Conmebol said in a statement that the Copa Sudamericana final had been suspended, along with “all federation activities”. “It hasn’t sunk in, we’re still hoping for good news,” Chapecoense vice-president Ivan Tozzo said. “It’s a team that people loved, a team that we started to build a long time ago. Now that we have managed to make a name for ourselves, this happens. It’s really difficult. Such sadness.”

Moments before boarding their flight to Medellin, Chapecoense’s players and staff posted photos and videos on social media in which their beaming smiles and thumbs-up gestures showed palpable excitement at the challenge awaiting them. But little more than four hours later their fairytale was cut tragically short. Seventy-one people died -- including 19 Chapecoense players -- when the chartered plane carrying the team plunged into a hillside at Cerro Gordo, near Medel-
lin international airport late on Monday night. There were just six survivors in a crash that also claimed the lives of 20 journalists. Earlier reports said 81 people were on the British Aerospace CP-2933 aircraft but the Colombian government later said that four people listed for the flight did not board. Three of the six survivors are footballers -- defender Alan Ruschel, reserve goalkeeper Jakson Follman and defender Helio Zemper. Ruschel suffered spinal injuries and Zemper skull and chest injuries. Follman’s condition was not known. Authorities were still investigating the cause of the incident, which occurred during a heavy rainstorm. Flight data showed the plane circling the Rio Negro airport near Medellin before disappearing off the radar. Emergency workers said late on Tuesday that black boxes with flight data

Gareth Southgate
“I’ve thoroughly enjoyed working with the players over these past four games and I think there’s huge potential. I’m determined to give everything I have to give the country a team that they’re proud of and one that they’re going to enjoy watching play and develop. For me, the hard work starts now.” Martin Glenn added: “We are delighted to confirm Gareth as England manager. He’s obviously somebody we know well
but it’s his understanding of international football and the development set-up at St. George’s Park that is important. “He performed extremely well during the four games he was in temporary charge and he impressed us during a tough interview process. “Gareth is a great ambassador for what the FA stands for, he’s a very good football tactician and a leader but beneath that he’s a winner and that’s an important part of the job.” Southgate’s first competitive match as manager will be the international fixture against Germany in Dortmund on March 22, 2017, followed by the World Cup qualifier against Lithuania at Wembley Stadium on March 26, 2017. As a player, Southgate earned 57 caps for England and represented his country at two World Cups and two European Championships.

ISL: NorthEast FC beat Delhi 2-1 to keep semis’ hopes alive
Seityasen Singh of NE FC celebrating after scoring the first goal against Delhi.
Guwahati, Nov 30 (IANS): NorthEast United FC kept their slim chances of a semifinal berth alive by upsetting in-form Delhi Dynamos 2-1 in an Indian Super League (ISL) footnall match here at the Indira Gandhi Athletic Stadium on Wednesday. The result saw NorthEast (18 points from 13 matches) set up a virtual knockout affair with Kerala Blasters (19 points from 13 matches) in both the teams’ final outings. NorthEast have to win while a draw would be enough for the Blasters to make the cut. After a barren first half, fleet-footed winger Seityasen Singh opened the scoring for the home side in the 60th minute with Romaric netting the second in the 71st minute to script the vital win which kept them in the race.Marcelo Pereira pulled one back for Delhi with an exquisite finish in second half added time.
A defeat would have seen NorthEast bow out of the competition paving the way for Kerala to book their semi-final ticket. For the already-qualified Delhi, Doblas Santana was back in goal and Lalchhawnkima came in for David Addy. NorthEast coach Nelo Vingada meanwhile, opted to give Yusa Katsumi a start with Gustavo Lazzaretti injured. Nirmal Chhetri and Robin Gurung too were handed starts with T.P. Rehenesh deputing in goal for an injured Subrata Paul. Delhi’s Richard Gadze missed a gilt-edged chance in the opening exchanges when he was put through on goal by Malouda. The hosts were dealt a blow soon after when in-form striker Nicolas Velez picked up a knock and had to be replaced by Robert Cullen much to the chagrin of the team management and the Argentine.
NorthEast had a chance to go ahead but Emiliano Alfaro failed to convert Romaric’s delightful through ball with keeper Doblas also narrowing the angle coming out of his line. The best chance of the half fell to Seityasen Singh who had a lot of green ahead of him on the edge of the box but shot straight at Doblas from another Romaric through ball. At halftime, both teams were locked at 0-0. The goal came from n ow h e r e a t t h e h o u r mark. Didier Zokora’s long ball found Seityasen who sneaked in behind Kean Lewis and Shouvick Ghosh to eventually beat a Shouvick lunge and poke the ball past Doblas. Ten minutes later, NorthEast doubled their lead through Romaric who stabbed home from a Cullen pass past an onrushing Doblas.
