Violence in Manipur escalates

IMPHAL, Dec 19: The situation in Manipur remained tense as violence spread to Senapati district where protestors on Monday torched several vehicles including two trucks loaded with essential items in Mao and Makhan area, a bus in Sekmai area while another group of protestors torched two vehicles-- bolero and maruti swift, at Seijang area of Imphal East district. Altogether eight vehicles were torched by protestors at various locations. However, no casualty or injury was reported, police said. The stand-off between state government and United Naga Council (UNC) contnued in both hills and valley areas. Inter-community tension returned to Manipur since chief minister O. Ibobi Singh announced the creation of seven new districts on December 9, taking the total number of districts in Manipur to 16. Manipur currently has four valley and five hill districts. The United Naga Council (UNC) has opposed the move, accusing Manipur of taking portions which were “traditionally

NPF flays violence
D I M A P U R , D EC 1 9 (NPN): Naga People’s Front (NPF) on Monday said it was anguished and concerned by the recent spurt of violence “unleashed by valley based organizations
and individuals of Manipur against the tribals, especially targeting innocent Naga travellers on December 18”, while on their way to their respective villages to spend Christmas holidays. In a statement, NPF media and press bureau said it was a matter of great concern to note that the Imphal valley based people had attacked innocent Naga travelers and passengers, on December 18, “overturning the buses and several other vehicles and burning them, causing injuries to many and looting their belongings”. While condemning the incident, NPF was suspicious that some “dirty game” was being played by some individuals under the patronage of the present Manipur government, ahead of the assembly election. “Such kind of barbaric acts by way of making the innocent public as soft target will only create more bitterness between the hill and valley people,” NPF stated. Meanwhile, NPF has fervently appealed to the citizens of Manipur to sit across the table and resolve all issues instead of resorting to violence, saying “no

KOHIMA, DEC 19 (NPN): State government along with the Naga Hoho and the Eastern Nagaland Peoples’ Organization (ENPO) would be jointly meeting the officials of Naga Mothers Association (NMA) soon to press the NMA to withdraw the Special Leave Petition filed in the Supreme Court. When contacted, Naga Hoho president, Chuba Ozukum, told Nagaland Post that at the invitation of state government, the Naga Hoho and ENPO held a meeting with the state government on December 17 last. He said though the issue was deliberated at length, the meeting remained inconclusive and decided to meet the NMA jointly. Ozukum said the Naga Hoho and ENPO also met the NMA representatives last week, but the meeting was inconclusive. He reiterated that ENPO and NH appeal to the state government not to notify the municipal poll continues. Ensure proper e-roll for civic polls: NPCC D I M A P U R , D EC 1 9 (NPN): Nagaland Pradesh Congress Committee (NPCC) has urged the state election commission (SEC) to ensure that proper electoral roll was prepared without any bias for the ensuing municipal and town councils elections. In a letter to the state election commissioner, the NPCC vice president, Khriedi Theunuo, said some GBs within the municipal and town councils were found to be members and office bearers in the political party and their service was being utilized by the government in the present special summary revision. Nagaland Pradesh Congress Committee expressed concern that unless the government prove beyond doubt the integrity of the said GBs in discharging their powers and functions without bias, the present special summary revision for municipal and town councils election would be treated as bias and cannot be accepted. D I M A P U R , D EC 1 9 (NPN): Nagaland Public Rights Awareness and Action Forum (NPRAAF) on Monday urged upon state government to immediately release food grains to welfare institution and SC/ ST/OBC hostel under AAY scheme. In a press statement, NPRAAF said that the public should not be allowed to suffer on the recent episode between the ACAUT and the department. Rather, it wanted an inquiry by an independent body so that the truth in the whole PDS fiasco would be unearthed. Before, that it was too premature to held stockists alone responsible for the scam, NPRAAF said. NPRAAF also said that PDS issue cannot be settled by raiding or sealing the godowns or by arresting ACAUT activists, but

D I M A P U R , D EC 1 9 (NPN): Naga Hoho on Monday appealed to the Meitei community living in Naga areas to talk to the community members living in Manipur “not to wage war against Nagas on communal lines or else it will have adverse repercussions in the Naga areas.” In a press release, NH assembly secretary, K. Elu Ndang, said the Hoho been closely observing the developments taking place in Manipur against the Nagas and expressed total dismay at the “actions and activities against the Nagas living in Manipur by the Meiteis”. NH maintained that the actions of the Meiteis have gone beyond tolerance, saying the attack on the Christian institutions and innocent passengers and burning down of vehicles by “state sponsored criminals” cannot be tolerated by the Nagas at any cost. The Hoho said Nagas
and Meiteis have been living together as good neighbour in the past, adding that Nagas wished to do so in the days to come. However, NH said “it has proved beyond doubt that Nagas and Meiteis to live separately is becoming inevitable as the actions and attitude of Meiteis towards Nagas speak volumes of hatred.” Meanwhile, the Hoho cautioned that failure to redress the situation, the Manipur chief minister O. Ibobi Sigh and the Government of India would be held responsible for any untoward situation in the future. NH mentioned that the Union Minister of State for Home Kiren Rijiju and joint secretary ministry of home affairs in-charge of north east have been apprised of the crisis in Manipur and sought intervention when the hoho delegation met them on November 30 2016 and December 1, 2016 respectively.

Naga Students Federation (NSF) on Monday resolved to impose total blockade on Manipur bound vehicles in the Naga inhabited areas till Manipur government assured safety and security of the Nagas living in Manipur. In a press release, NSF president, Subenthung Kithan and assistant general secretary, Kesosul Christopher Ltu, said the federation, however, in good faith, would exempt students travelling back to Manipur for vacations, from the purview of the bandh. NSF said the decision was taken after thorough deliberation on the present imbroglio in Manipur, whereby many innocent Naga travellers were assaulted and their vehicles and luggages destroyed and burnt down along the highways. 9 agents appointed under PHH food grains: F&CS WSH lauds Governor; flays police action DIMAPUR, DEC 19 (NPN): Amid the ongoing controversy surrounding the alleged PDS scam, the department of Food and Civil Supplies (F&CS) has clarified its stand on the matter, saying that it has appointed nine “transportation-cum-handling agents” for Priority House Holds (PHH) food grains under NFSA from November 2016 to March 2017. In a clarification issued through DIPR, F&CS said that the agents were responsible for procurement of food grains from the FCI, storage and transportation to all the centres. They agents are - M/s A. Pongshi Phom; Sky Enterprise; M/s Bendang Imchen; M/s Jemti Ao; Z. Lotha; M/s Dennis Zeliang; M/s Chenithung Jami; M/s NM Ovung and M/s Vitoi Sumi. In this regard, F&CS
said, instead of creating “anarchic atmosphere by stirring public discontentment with allegations of corruptions targeting only one transportation-cumhandling agent of PDS foodgrain”, the organizations should know that that there are nine transportation-cum-handling agents. It said that the agents after procuring the food grains, were supposed to keep it in their godwons for “safe custody”, which would be inspected by the departmental officials from time to time. The food grains were then transported to all the centres for further distribution to PHH beneficiaries on the direction of the department, the release stated. The department has also been conducting checking from time to time to ensure that the targeted beneficiaries were not de-
prived of their entitlement. F&CS also appreciated the concern of the ACAUT, DUCCF, CNN, CNTC etc. on the alleged PDS scam, but reminded them (organizations) that there were procedures to seek justice and not to take law into their own hands. Further, F&CS said that state has two AAY foodgrains stockiest M/s R.Z.Lotha and M/s Jemti Ao, who procure and transport AAY foodgrains on behalf of the State. Mokokchung, Mon and Tuensang have FCI foodgrains depots from where AAY foograins were procured and distributed to the beneficiaries. Whereas, for the eight districts- Zunheboto, Kohima, Dimapur, Phek, Wokha, Peren, Longleng and Kiphire- the supplied food grains procured from FCI depot at Dimapur, were

In this regard, the department clarified that the “unfortunate incident” on December 9 took place when the transportation of AAY foodgrains was in progress. “Therefore, it is necessary to resume transportation of AAY foodgrains in the godown of M/s R.Z.Lotha immediately to the districts failing which the beneficiaries will be deprived of their entitlement during the festive season”, the release said. In the light of the above, the general public have been asked to understand the facts of the distribution system from all the districts and file necessary complaints if any to the authorities for appropriate action.
DIMAPUR, DEC 19 (NPN): Western Sumi Hoho (WSH) has lauded Nagaland Governor P.B. Acharya for expressing his concern and endorsing ACUAT’s demand for CBI probe into the PDS rice scam. Further, in a press note, WSH president Zheshito Swu and general secretary Vikato K. Achumi said the hoho also condemned the excessive use of force by Dimapur Police during the ACAUT rally at the city tower and Khermahal point. Snatching of banners, microphones, using water cannons, lathi-charging and tear gas on the participants who were democratically voicing out their rights and grievances was deplorable, WSH said. Terming it as complete misuse of power by the state government and Dimapur police, WSH said such order, by whoever responsible, was completely dictatorial and has no place in a democratic coun-
try. Instead of arresting the culprits and bringing justice, WSH said the government had completely lost confidence by shielding them and using suppressive methods to snuffle the voice of the people. WSH stated the ACAUT rally had in no way posed as a threat to disturb peace and tranquillity. Reacting to ADCP & PRO’s clarification that section 144 CrPC was imposed in view of the festive season, WSH said such reason did not hold any water and justifiable. “Festive season or not, the people’s fight for their rights can go on anytime and the excuse was a very poor one,” it added. WSH said mere clarifications and justifications cannot heal the wounds and mental scar it had caused to the people by using unjustified use of brute force on women and innocent peace activists. It reminded that the police force was for safety and
not for terrorizing the people who are fighting for justice. The hoho also pointed out that the state government and police had on numerous invited the ire of the people and that the recent incident had hurt the people’s sentiments. Recalling the incident where water cannons were used against teachers recently at Kohima, WSH said the incident was still fresh, and termed it as very unfortunate and despicable act by the present government. The hoho advised police officers to “know the ethics of humanity no matter even when their higher-ups are ordering such unjust act to do”. Meanwhile, WSH also lauded ACAUT for exposing the multi-crore PDS rice scam and fuel adulteration scam. DIMAPUR: Phek Town Youth Society (PTYS) and Phek Chamber of Commercial and Industries (PCCI) have jointly condemned the fraudulent failure of State Food and Civil Supplies Department under Public Distribution System (PDS) where PDS items meant for the few genuine beneficiaries does not even receive their share of food grain in the state. A press note by Phek Town Youth Society press secretary, Kedupa Venuh stated that both PTYS and PCCI support ACAUT in their endeavor. Further, Phek Town Youth Society would be organizing a variety show cum carnival night on December 21 for charity relief to poor and needy people during this Christmas. DIMAPUR: Naga Students’ Organization (NSO), Myanmar organized its 5th general conference from December 13-15 at Mala Taung Hall, Lahe town under the theme “Conquer Impediments” with NSAZ government executive member U Law Yone as chief guest. At the conference, the house adopted resolutions to closely monitor the educational system in all Nagainhabited areas and to strictly check the excessive use of opium in the region. The two organizations have agreed to work hand in hand for the betterment of the Naga society. The next general conference is scheduled to be held at Layshi town.

ONA condemns police action
DIMAPUR: Overseas Naga Association (ONA) has expressed deep dismay at the media reports of the public rally organized by ACAUT on December 15 at Dimapur, wherein the police resorted to tear gas, water cannon to disperse the peaceful protestors against corruption. A press note by ONA president, Visier Sanyü and secretary general, Paul Pimomo stated that the egalitarian Naga society had been disconnected into two class society, where a small and powerful elite could, “use
force against their own people for peacefully protesting against corruption and injustice in our land.” ONA questioned as to who else may be responsible for this “since corruption of the proportion that exists in Nagaland requires an intricate network to succeed”. NVCO alleged that rice was being sold at an inflated rate ranging from Rs.4 to Rs.15 which, NVCO stated, was excessive and contrary to the Act. “As far as conducting awareness and training to the citizens especially to village council and town colony panchayat/ council is concerned, the state government especially the concerned department is very much failing,” the organisation observed. NVCO further said that the Food Commission and district level grievances redressal system were yet to be established.

ICAR conducts collaborative training on mushroom cultivation
DIMAPUR: ICAR research complex NEH Region, Nagaland Centre conducted a training programme on “entrepreneurship development through mushroom cultivation” in collaboration with ICAR-directorate of mushroom research, Solan from December 5 - 7. The three-day training cum demonstration was organized by scientist (Plant Pathology) Dr. G. Rajesha to develop the entrepreneur in the mushroom cultivation. The resource person from ICAR-DMR, principle scientist (agril. entomology), Dr. Satish Kumar and scientist (agril. extension) Dr. Mahantesh Shirur along with the scientists from RFRI Jorhat, NU-SASRD Medziphema, KVK Longleng and ICAR Nagaland Centre were involved in executing the hands and training on different mushroom cultivation. During the training cultivation practice, value addition, processing and marketing of mushrooms were also covered. The training programme consisted technical sessions on cultivation of paddy straw, oyster, milky, shiitake and button mushrooms. In the valedictory pro-

Golaghat, Dec 19 (PTI): Krishak Mukti Sangram Samiti leader Akhil Gogoi today alleged the Centre’s move to grant citizenship to Bangladeshi Hindu immigrants was a “big conspiracy” and vowed to thwart it. “I urge all the workers, farmers and common people of Assam from today itself to protect the identity of the state. You will see that in the next three months, we will thwart any attempt to grant citizenship to Hindu Bangladeshis,” Gogoi told reporters just after coming out of Golaghat jail here. Assam is in a “crisis” and there is a “big conspiracy” behind granting citizenship to Hindu Bangladeshi immigrants, the RTI activist and KMSS president alleged. “The BJP government is trying to amend the Assam Accord by amending the Citizenship Act. KMSS will raise a united fight against this move,” Gogoi said. He also declared a fight against “privatisation” of oil fields in Assam through auctions and vowed bring about a logical conclusion to the
ongoing investigation on the corruption in Assam Public Service Commission. The Gauhati High Court had granted Gogoi bail on December 16, paving the way for his immediate release. Agartala, Dec 19 (IANS): Hefty amount deposited in the accounts of Pradhan Mantri Jan Dhan Yojana (PMJDY) in the Tripura banks has prompted the state lawmakers to demand probe. According to United Bank of India officials, of the 830,742 PMJDY accounts in Tripura’s 501 bank branches, 115,000 accounts were zero balance on November 8, when Prime Minister Narendra Modi announced demonetisation. “Rs 227 crore were deposited in the PMJDY accounts after November 8 raising the total amount deposited so far in these accounts to Rs 654 crore,” an official of the UBI said on Monday on condition of anonymity. The issue was heatedly debated in the ongoing winter session of the Tripura assembly and the lawmakers of the opposition parties demanded a probe. Former opposition leader and sitting senior Congress legislator Ratan Lal Nath said : “It was extremely mysterious how such an amount was deposited in the PMJDY accounts in Tripura, as the scheme is
meant for poor, women and economically weaker section of society.” “Central government or Reserve Bank of India must inquire how such a large amount was deposited in the PMJDY accounts. “For tax evasion some people might have deposited their unaccounted money in these PMJDY accounts with the help of a section of bank officials,” he added. “As tribals in the northeastern states are exempted from paying income tax, government must inquire whether black money being adjusted as white money by taking scope of this rule of the scheme illegally,” the Congress leader added. People of rural, remote and unbanked areas were to get the priority in the PMJDY which was launched on August 28, 2014 with a deposit limit of Rs 50,000. Bank official said that the PMJDY was a national mission to include all households in the country in the financial inclusion to ensure access to financial services that include banking, deposit accounts, remittance, credit, insurance, pension in an affordable manner.

AGARTALA, Dec 19 (Agencies): It is not just shortage of judges but also the frequent seeking of time for hearing by lawyers that has contributed to the delay in disposing cases, justice Subhashis Talapatra of the Tripura high court said. “In my experience, I found that in almost 60% of the cases, lawyers seek time in court unnecessarily at different stages. The cases come up for hearing by rotation and when the court wants to hear the cases, lawyers file petitions seeking time, ultimately delaying the justice delivery system,” Talapatra said, addressing an induction programme for lawyers on Saturday. Unless lawyers help courts with the highest degree of integrity towards clients, the justice delivery system cannot be accelerated, he said. “Lawyers have been playing a pivotal role in safeguarding the constitutional rights of citizens, but a small mistake on part of the lawyers might lead to a misunderstanding about the legal profession,” he added.
3 tourist trains in Assam on the cards Guwahati, Dec 19 (Agencies): Union minister of state for railways Rajen Gogain said at least three tourist trains will be introduced in Assam in the coming months in order to boost tourism in the region. Addressing the inaugural ceremony of the 2nd Judima Festival at Dibarai village near Haflong, Gohai disclosed by the end of January, the first tourist train will be introduced between Guwahati and Dimapur (Nagaland). The other two between Guwahati and Pasighat (Arunachal), and Haflong and Agartala (Tripura) will be introduced in phases. “Another train between Haflong and Guwahati will be introduced in the next couple of months,” said Gohain while informing the gathering that the Centre is going to organize a Northeast Festival soon. The Judima Festival was inaugurated by minister of state (Independent charge) for rural development, sports and youth welfare and cultural affairs Naba Kumar Doley. In his address, Doley stated, “The initiative has been undertaken to promote tourism and put Haflong on the tourism map of the Northeast.”

A resident of Electric Veng area here lodged an FIR on April 21 alleging around eight gun-totting soldiers waylaid his car on the southern outskirts of the capital last December and decamped with 52 gold bars worth Rs 14.5 crore which he smuggled from Mizoram-Myanmar border. Armed gunmen loots 22 labourers in Manipur

IMPHAL, Dec 19: Twenty-two labourers kidnapped by armed gunmen were released after looting their money and mobile phones in Manipur’s Ukhrul district. Reports said that the 22 labourers hailing from various valley areas were whisked away by a group of armed gunmen from their makeshift camp at Paoi village under Litan police of Kamjong district yesterday evening, around 4pm. Non-local labourers were, however, left kept behind by the kidnappers. The 22 labourers were taken to a village in Ukhrul district where they were detained in a house till 9 am, reports said. However, after robbing off their money and mobile phones, the kidnappers released the labourers near a state security post in Ukhrul district. The kidnappers also allegedly forced the labourers to put their names and signatures on blank papers without giving any reason. Police are yet to establish the identity of the kidnappers.

Guwahati, Dec 19 (PTI): The Assam government today announced an incentive of 0.75 per cent on digital payments for buying petrol and diesel, in addition to that of the Centre, taking the total benefit to 1.5 per cent. U nve i l i n g a n 1 8 point incentive scheme for transforming the state into a “less cash economy”, Assam Finance Minister Himanta Biswa Sarma unleashed a slew of measures, including a reward to first 10 farmers for procuring seeds and fertilizers through the digital mode. “The state government will offer 0.75 per cent discount on purchase of petrol and diesel through the electronic mode. This will be in addition to the central scheme of the same amount, as announced by oil PSUs,” he added. Sarma said the benefit will be notified by oil PSU firms in coming days and it will be with effect from January 1. “The incentive will be adjusted to VAT dues paid by the oil firms. In total, customers will get the cashback of equivalent to 1.5 per cent of the price of diesel and petrol purchased,”
he added. Talking about other schemes, the minister said the first 10 farmers will be rewarded Rs 5,000 and a citation each if the seeds and fertilisers are bought through cashless mechanism between July 1 and July 15 next year. “Because of all these 18-point incentives, we will have an estimated revenue loss of Rs 100 crore initially. However, if we can make people go digital, then they will come under tax net and in the next 1-2 months, we will gain,” Sarma said while explaining the larger picture. He said further that the steps are being taken to make Assam a “less cash economy”, not “cash less economy”. “These steps are to make Assam a digital state. Probably, Assam is the first state in the country to announce such a wide range of incentive schemes. We will have a digital component in our next year’s Budget too,” Sarma said. Out of 7.8 lakh organised tea garden workers, he added, six lakh have already opened account post the demonetization drive.
Tripura MLA runs away with Speaker’s mace; stalls house
Agartala, Dec 19 (IANS): The Tripura Assembly on Monday witnessed a bizarre scene during the house proceedings as a TMC legislator ran away with the Speaker’s mace, stalling legislative business. The incident occurred while the members were debating heatedly about the alleged “womanising” issue involving ruling CPI-M leaders. The Congress and Trinamool Congress (TMC) legislators had approached the Speaker’s podium and started sloganeering against Forests Minister Naresh Jamatia. All of a sudden, TMC MLA Sudip Roy Barman seized the Speaker’s mace and ran away with it outside the house abruptly putting a halt to the proceedings. The Watch-and-Ward staff, led by the Marshal, followed Barman and after half-a-minute brought the mace back, before Speaker Ramendra Chandra Debnath went to his chamber. “Bar man raised a womanising issue during Zero Hour without any prior notice. Soon, dial ‘1955’ to give your feedback on call drops NEW DELHI, DEC 19 (PTI): The government plans to launch toll-free number ‘1955’ to record the feedback of telecom subscribers on the issue of call drops. “Short code 1955 has been allotted for IVRS system on call drop,” an official source said. Provisioning of this number will be mandatory for telecom operators and should be accessible for local and STD calling. As per a letter by the Department of Telecom to operators in the last week of November the ‘1955’ number “is for outbound calls to subscribers, the IVRS system will have to present a pre-defined CLI (caller line identification) to the subscribers, through short code ‘1955’.” State-run telecom firm MTNL has been directed to configure the short code. Telecom operators have been directed not to charge any integration, maintenance, operational fee from MTNL. Official sources said that Telecom Minister Manoj Sinha will launch the service, but did not disclose any further details.

Hyderabad blasts: Yasin, four others sentenced to death HYDERABAD, Dec 19 (Agencies): Indian Mujahideen co-founder Yasin Bhatkal and four others have been sentenced to death for the twin blasts in Hyderabad’s Dilsukhnagar in 2013. This is the first time that top leaders of the Indian Mujahideen, including Yasin Bhatkal, were convicted in a terror attack in the country. Eighteen people died and 130 were injured in two blasts in February 2013 at a packed shopping area in Dilsukhnagar. Months later, in August that year, Yasin Bhatkal was arrested in Bihar, close to the border with Nepal. Co-founder Riyaz Bhatkal remains on India’s mostwanted list and is believed to be in Pakistan. The Indian Mujahideen was banned as a terrorist group in 2010. “It’s the first time that IM cadres have been convicted. They had plans to strike all over India.” Sharad Kumar, chief of the country’s main counter-terror body or National Investigation Agency (NIA), told NDTV last week. In its charge-sheet, the agency said the Indian Mujahideen conspired to wage a war against India. Before the deadly blasts, the five allegedly conducted a test blast on a hill on the outskirts of Hyderabad. They also allegedly used proxy servers for lengthy internet chats to plan the strike in the heart of the city.
Govt will provide enhance facilities for women troops on borders, says Rajnath
New Delhi, Dec 19 (PTI): Home Minister Rajnath Singh on Monday said that the government will provide enhanced infrastructure and logistical facilities at border posts where women personnel have been deployed, under the command of various frontier guarding forces. Singh, after taking salute at the 53rd Raising Day event of paramilitary Sashastra Seema Bal (SSB) at its camp in Delhi, said it was essential to have “gender-friendly” facilities at these far flung areas for women as the present support system is deficient. “There should be gender-friendly infrastructure at border posts where women are deployed….I believe there is a deficiency in this regard. This needs to be improved. I believe those border posts where women personnel are deployed, more facilities should be provided there,” he said. Apart from SSB, Border Security Force (deployed along Pakistan and Bangladesh borders) and Indo-Tibetan Border Police (along SinoIndia frontier) has deployed its women personnel as part of their border guarding charter. While the forces have upgraded or created new infrastructure facilities at the border posts after women combatants were posted at these locations for the first time few years back, reports from the field units of these forces have desired

Singh said that his ministry will give a serious thought to a pending proposal of SSB to have its own dedictated intelligence wing to aid its ground troops mandated to secure Indian borders with Nepal and Bhutan. “Despite not having a dedicated intelligence wing, you have been quite successful in your opera-
tions along the two borders you guard,” Singh said. He said it was surely “not an easy” task to secure the two borders as they are not fenced and are fully open which leads to heavy movement across the frontiers. The Home Minister lauded the force for detecting and apprehending narcotics, arms, ammunition and other banned susbtances estimated at Rs 274 crore when they were being illegally transacted across the two borders this year. Calling SSB a “multidimensional” force, Singh welcomed the forces’ proposal to get erected at least ten FM radio towers in the border areas along Nepal. During the event, SSB Director General Archana Ramasundaram said the force was facing vacancies in the officer cadres and has taken some of them on deputation from other sister forces.
Atrocities against SC, ST: BJP-ruled Raj tops list New Delhi, Dec 19 (PTI): BJP-ruled Rajasthan has reported the highest number of cases of atrocities against SCs and STs during 2013-15, followed by pollbound Uttar Pradesh, and Bihar, a new government report said, even as the Centre today flagged the issue of poor conviction rates in such cases. Rajasthan has registered 23,861 cases under the amended Prevention of Atrocities (PoA) Act, while UP and Bihar registered 23,556 and 21,061 cases respectively, according to the agenda papers for a meeting of a committee to review the implementation of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act 1989 held here today. However, he rued there was no information about formation of such courts by 22 states and Union Territories including Delhi, Punjab, Jharkhand, Haryana, Goa, West Bengal, Arunachal Pradesh, Assam etc and urged them to do the needful. Section 14 of the amended PoA Act provides
for establishing of exclusive special courts for one or more districts and where number of cases under this Act is less, specification of Court of Session as a Special Court, with powers to take direct cognisance of the offences under the PoA Act. The Committee also wanted to know if the relief amount, that has been raised and made between Rs 85,000 to Rs 8,25,000 depending upon the nature of offence, is being given within seven days to the concerned persons as specified in the PoA Rules amended on April 14, 2016.

Public Depriving Scheme
T
here has been much that has been said, reported and commented about the issue of items meant for Public Distribution System(PDS) for Nagaland that are being systematically diverted to open market or sold off and smuggled to other states of neighbouring countries by well established mafia dons. As per rough estimates, price difference in transaction of rice and wheat in the open market is valued at around Rs.15 to 20 crore each month. This does not include SKO(kerosene) and other government controlled items issued through highly subsidised rates. Nagaland receives a total of around 1,42,280 liters of kerosene per month which is allotted to 20 retail outlets. The controlled price of kerosene is around Rs.16 per litre while the market rate is anywhere around Rs.40 per litre. One can only imagine the magnitude of the racket between controlled rate and market rates. Nagaland Post had been reporting about the alleged misuse of PDS items since nearly two decades ago out of reports from various authenticated sources. The revelations had also led to attempts for improving the PDS during President’s Rule in 1992.The problem was greatly eased in the absence of politicians as bureaucrats were kept in check by an alert Governor. Though much had been exposed by various reports carried in this newspaper in the past, no concrete action had been taken except for some departmental inquiry which invariably meant little but a symbolic exercise. It may be recalled the 2011 report of the CAG Nagaland indicated one of the flaws of the PDS in Nagaland. The report disclosed that the food and civil supplies department was not adequately equipped with storage facility for food grains. As a result, against the off-take of 11774 MT food grains per month from FCI, the department could store only 7300 MT in government godowns and 4474 MT food grains were stored in private godowns of the stockist every month. Following the December 9 raid on godowns run through benami by two well known middlemen, it became clear that the inherent inability of the department to stock food grains was a boon for those who divert food grains for sale in the open market. The difference in controlled price and market prices for wheat and rice per month is more than enough money has ensured that the racket continued undisturbed for decades. Nagaland is a rice eating state and its people use firewood in rural areas and LPG in urban areas. Therefore wheat is hardly consumed while kerosene is also not commonly used as cooking fuel. The December 9 raid on the two godowns in Dimapur has brought the facts out in the open. The department of food and civil supplies(F&CS) had merely denied existence of rackets within despite the fact that the raid on the two godowns strongly pointed to it. Therefore, the department of F&CS should have ordered police to conduct the probe in a transparent manner in presence of colony residents, the two stockists and the benami operators. The unearthing of the alleged racket on December 9 is only the tip of the iceberg. Several decades of diversion and manipulation has led to systemic innovation of laid down practices such as not ensuring construction of needed godowns for storage since the objective is to store food grains in private depots. A PIL is needed to expose and also bringing to book those involved.

In a way I am glad, because Physicians Committee for Responsible Medicine is a grouping of the top and most respected physicians and researchers in the world and they bring out a monthly listing of the research that is being published all over the world on diet and disease. Many of these studies are a “study of studies” which means that they take hundreds of studies and make a composite study of them. They have a website called PCRM and I suggest you look at it. I have simply reproduced their findings: This one is on research in 2014 and the next article is on research in 2015 and 2016. Dairy products increase the risk for ovarian cancer among African-American women, according to a study published in the British Journal of Cancer. Researchers followed 1,146 women with and without cancer from the African American Cancer Epidemiology Study and monitored consumption of dairy products, lactose, calcium, and vitamin D and cancer incidence rates. Those with the highest intake of whole milk and lactose increased their risk for ovarian cancer, compared with those who consumed the least, while those who consumed the most calcium decreased their risk for cancer by 49 percent. Fats, specific to animal products, increase the risk for type 2 diabetes, according to research presented at the 52nd Annual Meeting of the European Association for the Study of Diabetes (EASD). Researchers followed the consumption of various types of omega-3 and omega-6 fats in the diets of 71,334
women and tracked diabetes incidence rates. Those who consumed the most fats increased their risk for diabetes by 26 percent, when compared to those who consumed the least. Specifically, omega-3 docosapentaenoic acid (DPA) and omega-6 arachidonic acid (AA), both of which are mostly found in meat, fish, and eggs, almost doubled the risk for type 2 diabetes, and, when controlling for weight, by as much as 41 and 49 percent, respectively. Researchers examined the correlation between disease risk and meat consumption in six cohort studies. Consumption of 100 grams of red meat per day increased the risk for stroke and for breast cancer, death from heart disease, colorectal cancer, and advanced prostate cancer, by 11, 15, 17, and 19 percent, respectively. At 50 grams per day, processed meats increased the risk for several chronic diseases including colorectal cancer, pancreatic cancer, death from heart disease, and diabetes by 18, 19, 24, and 32, respectively. Consider plant-based diet for heart disease caused by eating meat, according to a study published in the American Journal of Clinical Nutrition. Researchers followed 74,645 participants from the Swedish Mammography Cohort and the Cohort of Swedish Men studies and monitored diet and mortality due to heart disease. Those who consumed the highest amounts of red meat increased their risk of dying from heart disease by 29 percent, when compared to those who consumed the least. The risks remained consistent when coupled with various fruit and vegetable intakes. High fruit and vegetable intake could not prevent meat-related deaths. (Bellavia A, Stilling F, Wolk A. Published online August 24, 2016) Red meat intake during childhood leads to earlier onset of puberty in adolescent girls, according to a study published online in the Journal of Nutrition. Researchers monitored red meat intake and the age of menarche of 456 participants from the Bogota School Children Cohort. Those who consumed two or more servings of red meat per day began menstruation several months earlier than those who consumed less red meat. High levels of iron and zinc, heterocyclic amines, and hormones found in red meat may alert the body to begin puberty earlier. Researchers stress that earlier menarche negatively affects disease risk for breast cancer, obesity,

Removing dairy products from your diet may lower your risk of certain cancers, according to a study published online in the British Journal of Cancer. Researchers followed 22,788 lactose intolerant participants from Sweden. They also monitored cancer rates of their immediate family members. The incidence rates for lung, breast, and ovarian cancers decreased among the lactose intolerant. Family members, and the general Swedish population who included dairy in their diet, did not experience the same reduction in cancer risk. Researchers suspect the avoidance of high amounts of saturated fat and hormones found in dairy products may account for the decreased risk. (Ji J, Sundquist J, Sundquist K. People with diabetes, looking for a more powerful treatment, should consider a plant-based diet, according to a team of American and Japanese researchers. Combining the results of six prior studies, the researchers found that a plant-based diet significantly improves blood sugar control in type 2 diabetes. Earlier studies
had shown that plant-based diets could improve a key indicator of blood sugar control, called haemoglobin A1c, as much as 1.2 points, which is far greater than the effect of typical oral diabetes medicines. The new study is a meta-analysis, widely considered the highest level of scientific evidence. Focusing on longer-term effects and combining the results of all available studies, the benefit of leaving out meat, cheese, and eggs was as much as 0.7 points in some studies, and averaged about 0.4 points overall. Most of the studies did not require participants to reduce their calorie or carbohydrate intake. The American Diabetes Association’s Clinical Practice Recommendations have cited the value of vegan diets for type 2 diabetes for several years. Red or processed meat products increase your risk of bladder cancer, according to a meta-analysis in the International Journal of Clinical and Experimental Medicine. Researchers examined 25 articles published between 1980 and 2014 which included 15,58,848 participants worldwide. High consumption of red and processed meat by participants in America lead to a 25 and 33 percent increased risk of bladder cancer, respectively, compared with low consumption. meta-analysis published in the Journal of Nutrition. Researchers analysed data from 21 international studies, which included 2,92,454 participants, for an average of ten years. Results showed heme iron (found in meat) increased risk of heart disease by 57 percent. Conversely, non-heme iron found in vegetables showed no relationship to risk or mortality from heart disease. Published online January 8, 2014.) Copper in foods increases the risk of developing Alzheimer’s disease, according to a new study published by the American Neurological Association. Researchers analysed several potential risk factors, including age, copper levels, blood pressure, and lipid levels, of 141 participants who had mild cognitive impairment at the start of the study. The only factor that showed a significant increased risk for developing Alzheimer’s disease was copper intake. Those with the highest levels of copper were three times as likely to develop Alzheimer’s disease within 4 years of follow-up, compared with those who had the lowest levels of copper. Copper is found at especially high levels in liver and shellfish. he unearthing and exposure of the embezzlement of Public Distribution System(PDS) items particularly the hoarding of rice at two private go-downs in Dimapur by ACAUT probably shocked the Minister incharge of Food and Civil Supplies (F&CS) Department, the stockists and the officials of F&CS. The misappropriation of PDS items as Kerosene, edible oil, pulses, wheat, sugar and rice in Nagaland is not a recent indulgence. Even during those years of Congress regimes, questions on misuse of the items used to crop up during Assembly sessions. However, the difference between the misuse of the PDS items in the past and the present practice is the magnitude of its misappropriation. Had not my memory failed me, Mr. K. Hollohon was the last F&CS minister, not as Chief Minister, since then this portfolio has been kept by the successive Chief Ministers. Despite of unsatisfactory performances even in those days, the Supply Minister in the past used to attract maximum visitors as there was the practice of ordinary public getting suballotment of any PDS items for personal use or for public distribution in needy areas on payment at subsidized rate. In fact, any of those PDS items used to permeate down to the level of Villages since there was so much accessibility of the elected representatives and the general public alike to Supply Minister in those days. The piecemeal allocation of PDS items to individuals or group on demand came to an end since DAN led by NPF came to power since 2003. As long as the accessibility of ordinary citizens to Supply Minister continued, the general public was aware of the State’s quota of PDS items from Delhi. Whereas, when the new system of not entertaining the public for piecemeal allotment of any PDS items came into force, the public was forced to loss track of what and how much Nagaland receives from Delhi had not the figures of State quota been disclosed by ACAUT recently. warded off, the Marwaris, the stockists, in local Naga names, have taken over the F&CS Department. Out of ACAUT’s exposures, it is now found that those few stockists are almost regularised dealers for the PDS items regularly given month-wise by GOI particularly for the poorer section in Nagaland. Those stockists named in the exposure are found to enjoy monopoly as they are indispensable to F&CS Department in Nagaland. Whether these Marwaris run Nagaland’s F&CS Department or vice versa is the question at the expense of the poor public. Possibly, these stockists do wield much political power in Nagaland as they collectively mint perhaps huge amount of money out of disposal of PDS items to open market or to Para military forces for Supply Minister and his cohorts. In the latest developments, the ACAUT’s detection and exposure of how the stockists in connivance with F&CS Deptt. have been hoarding and disposing the PDS rice to open market or to Para military force at highly profitable rates had indeed torched the hornet’s nest. The old adage goes that the crab will definitely counter attack your hand when you put it into the crab’s hole. Exactly, the ACAUT did put its hand into the den of the joint venture of Supply Minister, the F&CS and the stockists and so the repercussion. The reaction of F&CS Deptt. was the most prompt action of the year, and the hyper sensitivity of the Supply Minister and his F&CS Deptt. is well understood. The justification given by F&CS in local media on 12.12.2016 is hardly convincing regarding replacing gunny bags with plastic bags. Agreed that torn gunny bags among thousand bags will be natural, but as per pictures published by ACAUT every gunny bag seemed to be replaced or in the process of replacement is definitely fishy. The explanation for repackaging to avoid spillage and wastage invites more questions as to while F&CS cares for spillage of rice from few bags, whether pilferage of thousands of bags is ever noticed by the Department.
The explanation has created bigger rooms for doubt. The F&CS Deptt. tried its best to drag ACAUT and CCN into legality on the ground of intrusion. Not having legal knowledge myself, I question as to how the general public deal with exigencies. For instance, when a thief in action is noticed, whether the finder rushes to nearest Police Station to file FIR before laying hand on the thief ? In this respect, while giving due importance to coddle formalities, the law abiding citizens are made to become the victims of lawless people. In the case of rice scam in question, the detection of illegal activities of F&CS in hobnob with the valued stockists by ACAUT and CCN was construed as taking law into its own hand. Is disposing the subsidised rice allotted to Nagaland by GOI in the open market by F&CS through the private stockists at market rate legal? Is intrusion into the two godowns by ACCAUT and CCN and the subsequent exposures of those activities illegal? Which is in the interest of the public and which one is against the public interest? The Chief Minister who has been in-charge of F&CS since he took over power from his predecessor, had indicted ACCAUT in a function in Dimapur as published in local papers on 18.12.2016 saying ‘no one was above the law and no individual or group should take law into their own hands’. Yes, I agreed with him that everyone including the Chief Minister TR Zeliang is under the law. He tried to teach ACAUT about the law of the land but whether he has learnt the law he is talking about is the question. Diverting PDS items including rice to open market or to supply it to paramilitary on sale is above the law. As much as every citizen in the country is under the law of the land, that much of the Minister in-charge of F&CS and all the officials of F&CS are too under the same law. That law prohibits abuse of power delegated to them for personal gains at the cost of the general public. Although NPCC may not have that strength to speak like an-
gels, it raised pertinent antecedent of NPF led DAN as “corruption and graft are the trademark of NPF Govt”. In a brazen defence of its Govt., the NPF termed ACAUT’s actions as ‘clumsy rhetoric devoid of anything worth logical or ethical’. ‘The style and method that was adopted to carry out the entire exercise itself has manifested volumes of lawless acts...’ Thus, the belief of NPF is siphoning rice meant for the public of the State of Nagaland is lawful and ethical. The statement of defence of illegal activities in F&CS Deptt. indeed befits NPF very well. Meanwhile, in a show of arrogance and a total disregard of the concern of the conscientious citizens in Dimapur under the umbrella of ACAUT and CCN, the NPF Govt. dastardly used its police forces to suppress the democratic and peaceful gathering of
people in Dimapur on 15.12.2016. Managing to disperse the gathering with teargas and water cannon cannot frighten the movement of the people against corruption. Rather the prance and glitzy actions of police on that day should have strengthened the spirit of the movement barring those infected with political virus already. Using water cannon against those who gathered to show their solidarity against rice scam was a wastage. The cannon should have been used against Supply Minister and the officials of F&CS to clean the much PDS scam muddied images. Also, use of teargas on the gathering was a wastage too as sooner or later teargas will have to be used to smoke out all those who are responsible for consuming public rice like hogs. Z. Lohe

The undersigned on behalf of the Rengma Landowners Association of National Highway No. 2, Tseminyu Sub Division welcome and appreciate the government for construction of two lane roads from Kohima to Amguri via Wokha and Mokokchung, but at the same time we would like to ask the chief engineer, National highway, Nagaland and commissioner and secretary (W&H) government of Nagaland, on what ground the landowners of National highway No. 2, Tseminyu Sub Division are not entitled to get land compensation?. That reason should be made known to landowners immediately. In this matter, Rengma Landowners Association of National Highway Tseminyu have not authorised any organisation or council to take decision on our behalf. The land owners of National Highway No. 29 (Dimapur to Kohima) were given adequate land compensation well ahead. Whereas the landowners of National Highway no 2 especially Tseminyu Sub Division are denied land compensation. Kindly explain why this discrimination? As we all know that in Nagaland, ownership of the land is with Naga people, not with the government and individuals are the owners of the land which is protected by the article 371 A of Indian constitution. The landowners have every right to get land compensation. Therefore, clear all the land compensation before the work start. Don’t compel us to take further course of action. RBI must redesign itself for new challenges: Jamir

BHUBANESWAR, DEC 19 (PTI): As the winds of economic change blow across the country, the Reserve Bank of India must redesign itself for new challenges and opportunities that India faces, said Odisha Governor S C Jamir. “It is wise to constantly rethink your (RBI) tools, your system and your responses. You must be wary of providing old answers to new problems, such as how you finance our infrastructure,” Jamir said while addressing the golden jubilee celebration of the Reserve Bank Employees’ Association here today. Noting that the RBI must continue to be at the centre of social and economic transformation and in the creation of fair and inclusive societies that provide equal opportunities for
all, Jamir said besides the primary role, the central bank has two other important mandates - inclusive growth and development and financial stability. Stating that the primary role of RBI is monetary stability, that is, to sustain confidence in the value of the country’s currency, Jamir said “Ultimately, this means low inflation, whether that inflation stems from domestic sources or from changes in the value of the currency, from supply constraints or demand pressures.” The concerns of Reserve Bank have always been to maintain price stability and ensuring availability of credit for the productive requirements of the economy, Jamir said adding, since its inception, provision of credit and facilities to the
agriculture sector has been one of the major objectives of the RBI. Quoting first Prime Minister Pandit Jawaharlal Nehru, Jamir said “Everything else can wait, but not agriculture.” In pursuit of the objective of inclusive growth strategy, the Reserve Bank has stepped up its efforts to promote financial inclusion in the recent years by increasing the penetration of the formal financial sector, he said. Stressing upon the role of employees in furthering the objectives of RBI, the Odisha Governor called upon the employees to continue to show and work with remarkable devotion and commitment to the task at hand and hold high the reputation of the central bank.

Four are dead and four are alive and living in Pakistan. Since the charge sheet has been filed, the process of extraditing them from Pakistan will begin with the issuance of Interpol Red Corner Notice,” he told reporters here. Rijiju termed the filing of the charge sheet at the NIA court at Panchkula as a “huge break through”. The Minister of State for Home said since Pakistan is “incorrigible”, India has to put pressure on the neighbouring country to extradite the four persons living in Pakistan on the basis of the evidence gathered by the NIA.
AHMEDABAD, DEC 19 (IANS): People furious over lack of cash in banks on Monday attacked bank branches in two districts of Gujarat, the authorities said. A mob locked up the State Bank of India and Dena Bank branches in Samadhiyala village in Amreli district in Saurashtra region after hundreds waiting in long queues were told the banks had no cash to give. Most of the people were farmers, witnesses said. In Surendranagar district, mobs attacked some bank branches and damaged their doors and windows after they were found to have been kept closed for the third consecutive day since Saturday. The bank authorities said there was no meaning of opening the branches as no cash had reached the branches on Monday. Lallan Singh Khushwaha, a painter, was beaten up in southeast Delhi’s Jaitpur area. He sustained head injuries. He was on his way to buy a television when he made comments against the demonetisation drive.
Khushwaha told police that he was not standing in the ATM queue but had seen people standing and felt that only poor people are suffering. When he critcised the step taken by the government, a person identified as Ashiq verbally abused him. “When I asked him the reason, he started hitting me and asked how I could criticise the PM. Soon after, others joined him. I sustained injuries on my head and started bleeding,” said Kushwaha as reported by Indian Express. He said that only when some people intervened, he was spared. “I was taken to a hospital, where I received stitches on my head. I still feel that what I said was not wrong. They also took Rs 6,000 from me. I had to take a loan for my treatment. I am losing out on daily wages as I am unable to work. I don’t know how I will run my family,” said Khushwaha.

Bengaluru, Dec 19 (PTI): Retirement fund body EPFO today decided to lower the interest on EPF deposits for the current fiscal to 8.65 per cent, from 8.8 provided in 2015-16, for its over four crore subscribers “The Employees Provident Fund Organisation’s apex decision making body, the Central Board of Trustees (CBT), has taken a decision to lower the interest rate to 8.65 per cent for the current fiscal from 8.8 in 2015-16,” Indian National Trade Union Congress Vice-President Ashok Singh told PTI after the meeting at Bengaluru. Bharatiya Mazdoor Sangh General Secretary Virjesh Upadhyay also said that 8.65 per cent rate of interest is fixed on EPF deposits for 2016-17. As per the EPFO income projections, retaining 8.8 per cent rate of interest for the current fiscal would have left a deficit of Rs 383 crore. However, the body could have utilised about Rs 409 crore surplus with it, which accrued after providing 8.8 per cent rate

However, silver drifted lower by another Rs 135 per kg due to subdued offtake from consuming industries. Standard gold (99.5 purity) climbed by Rs 65 to end at Rs 27,415 per 10 grams from last Friday’s level of Rs 27,350. Pure gold (99.9 purity) also gained by a similar margin to finish at Rs 27,565 per 10 grams from Rs 27,500. However, silver (.999 fineness) dipped by Rs 135 per kg to conclude at Rs 39,720 as against Rs 39,855 last Friday. Globally, gold futures tipped higher early today, stabilising after suffering a sixth weekly loss in a row and touching the lowest level in more than 10 months last week.

RBI said old notes in excess of Rs 5,000 into a bank account will be received for credit only once during the remaining period till December 30, 2016. “The credit in such cases shall be afforded only after questioning tenderer, on record, in the presence of at least two officials of the bank, as to why this could not be deposited earlier and receiving a satisfactory explanation,” it said. The explanation, RBI added, should be kept on record to facilitate an audit trail at a later stage. An appropriate flag also should be raised in CBS (Core Banking Solution) to that effect so that no more tenders are allowed. New Delhi, Dec 19 (PTI): The Reserve Bank today imposed stiff restrictions on depositing more than Rs 5,000 in the scrapped Rs 500 and Rs 1,000 notes, mandating that it can be deposited only once per account till December 30, that too after explaining to bank officials the reasons for not having done that so far. Stipulating that restrictive conditions will also apply on the cumulative deposit of such notes in a single account when it exceeds Rs 5,000, RBI said that defunct currency up to any amount can be deposited under the new black money amnesty PMGKY scheme. “It has been decided to place certain restrictions on deposits of SBNs into bank accounts while encouraging the deposits of the same under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016,” RBI said in a notification. Ms Choi was a close confidante of impeached President Park Geun-hye. Prosecutors say Ms Choi used their relationship to pressure companies to donate to two foundations, and siphoned off money for personal use. The case has prompted nationwide outrage and
a vote by parliament earlier this month to impeach Ms Park. Ms Choi’s appearance in court, for a preliminary hearing before her trial begins, was the first time she had been seen in public since October. Though she was not required to attend the hearing, her lawyers said she had volunteered to appear. They said she wanted the truth to emerge with clarity, and that she denied all charges. Beijing, Dec 19 (PTI): China Monday rejected President- elect Donald Trump’s charge that it “stole” an American drone, saying the device was picked up to prevent “harm” to freedom of navigation in the disputed South China Sea, from where Beijing claims the US is spying on Chinese coast. “First of all we did not like the word stealing. This is also not accurate,” Chinese Foreign Ministry spokesperson Hua Chunying said at a media briefing, hitting back at Trump’s charge. “China steals United States Navy research drone in international waters -- rips it out of water and takes it to China in unprecedented act,” Trump tweeted. His claim had
come hours after the Chinese government had said it had been in touch with the US military about the incident. Hua said both militaries are handling the issue “smoothly”. She also denied US allegations that the Chinese naval ship picked it up and took it away despite messages from the US survey ship USNS Bowditch which controlled the drone. “As really what happened you can see from Defence Ministry statement that the Chinese navy found this unidentified device and examined in a professional manner to verify it,” Hua said. “No matter how they see this unidentified device, most important thing is that Chinese navy took a professional and respon-

At least 22 others, including civilians and police, were reported wounded. The Jordan Times newspaper said a Canadian woman and at least five police were among the dead, along with four people later identified by security sources as terrorists. The report said most of the casualties were inflicted elsewhere in the mountainous city of 70,000 residents, before the gunmen stormed the 12th century castle, ap-

Jordan shooting attacks: 14 dead
M o s c ow, D e c 1 9 (Agencies): An IL-18 plane belonging to the Russian defence ministry has crash-landed in Siberia, injuring 38 people. Weather conditions were poor and reports said the plane may have been hit by a strong crosswind. The plane was carrying 39 people from the town of Kansk in the Krasnoyarsk Krai region when it went down northwest of Tiksi in the Sakha region. The defence ministry corrected earlier reports that many were killed and said everyone on board had survived. The plane went down in an unpopulated area 29km (19 miles) from Tiksi. Although a strong crosswind was cited as a possible cause of the crash, pilot error was not being ruled out. Rescue in a blizzard Thirty-eight people were taken to hospital, Ria Novosti reported. London, Dec 19 (Agencies): Thousands of people, including dozens of orphans, have left Aleppo in one of the besieged Syrian city’s biggest evacuations yet. More than 4,500 civilians have left rebel-held parts of eastern Aleppo so far on Monday. Among them is seven-year-old Bana Alabed, who had tweeted about conditions in the city. A linked evacuation of government-held parts of Idlib province being besieged by rebels started early on Monday. While civilians are being moved to safety, the UN Security Council is to discuss sending monitors to oversee the mass evacuations. There are hopes that countries divided on Syria’s fate will come to a rare agreement on the crisis. Initial efforts to evacuate the small pockets of eastern Aleppo still held by rebels had collapsed on Friday, leaving civilians stranded without access to food and shelter and with almost no medical facilities. However, the operation restarted late on Sunday. Turkey’s foreign minister said 4,500 civilians had left eastern Aleppo since midnight on Monday, bringing the number of evacuees to 12,000. A statement by children’s charity Unicef said that 47 children trapped in an orphanage were taken to safety on Monday morning. Some are in a critical condition because of injuries or dehydration, the organisation said. The departure of Bana Alabed, whose home in eastern Aleppo was bombed and whose appeals for peace were heard worldwide, was confirmed by a Syrian-American aid organisation early on Monday.

Kohima, Dec 19 (NPN): The 44th meet of the Western Angami ‘D’ Sports Association (WADSA) commenced today at WAPO ground, Sechü Zubza. A total of five villages under WADSA including Sechü Zubza, Sechüma, Kiruphema, Menguzouma and Thekrejuma are taking part in the three-day event which will conclude on December 21. The inaugural function was graced by Er Kevisekho Kruse, chief engineer, Public Health Engineering Department, Nagaland, as the chief guest. In his address, Kruse underscored the importance of games and sports in promoting unity and friendship. To this, he called the need for arranging more platforms so as to encourage socializing amongst the people. “We should encourage socializing. People who do not socialize become a misfit in the society,” he said adding that many people, though educated and rich, fail on their part
in contributing to the society because they lack socializing skills. Foreseeing the advancement such as fourlane highway and the railway connectivity that will directly or indirectly impact the five villages, he called upon the youth bodies to be prepared to face the challenges that will come their way. “We have to be prepared morally, intellectually and socially. Something will be beyond our control, yet we have to stand strong and overcome the challenges,” Er. Kruse said. “A lot of opportunities will open up in the Western Angami region, particularly in this area. Lest we fail on our part in responding to the challenges of our times, we will only regret and blame ourselves,” he remarked. He said the five villages under WADSA is an important component of the Western Angami area. “While we continue to surge ahead, let us not forget to count on the many blessings the Almighty has

Chennai, Dec 19 (PTI): Young Karun Nair today announced his arrival at the world stage with an unforgettable triple ton (303 not out) as India broke a deluge of records en route their highest ever Test total of 759 for 7 against England on the penultimate day of the fifth and final match. It was a day that solely belongs to the 25-year-old Karun, who become the second Indian after the legendary Virender Sehwag (twice) to hit a triple hundred in Test match cricket. During his marathon 381-ball innings, Karun hit 32 boundaries and four huge sixes as India took a huge lead of 282 runs before England finished the day at 12 for no loss. With 90 overs remaining on the final day and a reasonably good track to bat on, England will fancy their chance of at least
saving the Test. Karun, who has been touted as one of the next big hopes in Indian cricket for his prolific scores in domestic cricket, showed just why he is highly rated. Karun scored 232 runs in a single day and enthralled a select Chepauk crowd with shots all around the ground. Leicester to appeal Vardy’s red London, Dec 19 (Agencies): Leicester City will appeal against the red card shown to Jamie Vardy in Saturday’s game against Stoke. Vardy was shown a straight red card by referee Craig Pawson for a two-footed challenge on Mame Diouf during the 2-2 draw at the bet365 Stadium. Vardy and Leicester feel he had been knocked off balance immediately before the challenge, and that there was no malice. The FA are already expected to give Leicester an automatic fine, after Pawson booked five Leicester players in the final seven minutes of the first half. Leicester had six players shown the yellow card in total - a number which triggers an automatic FA fine.
