said. The Congress leader said between December 6, 2013 and February 22, 2014, Rs 25 crore was given to Modi. In six months, the Sahara diary showed nine payments to Modi. “Narendra Modiji, tell us whether this allegation is true or not, order an independent investigation into this and come clean...,” Gandhi said to applause by the huge crowd.

Shankar said the Supreme Court has observed that these are “no allegations”, and hit back by raking up graft cases involving Gandhi family and the UPA government. If Gandhi thinks that by levelling these false allegations he can affect the probe into AgustaWestland scam, then “let me tell him that the government is not going to do any such favour and the CBI will do its investigation with honesty and not come under any pressure,” the Law Minister told a press conference. Asked if BJP is considering about taking legal action against him, he said “we trust people of India more”.

KO H I M A , D E C 2 1 (NPN): Angami Public Organisation (APO) has expressed dismay over Centre’s decision to observe ‘Good Governance Day’ on Christmas day (December 25), terming it as a direct insult to the religious sentiments of Christian community. While appreciating Nagaland chief minister for writing to the Centre to defer the date of Good Governance day, APO general secretary Keviselie Lhousa and vice president APO K.T. Vilie in a press note however opined that such appeal may not be adequate to “protect the right of the people”. In this regard, APO urged the chief minister and speaker to hold a special Assembly session to pass a resolution to defer the date and to “ensure and assure the Christians that our great India re-

spects the religion of its minority citizens”. APO pointed out that however small or minor the community may be in India, it would be a sacrilege for Christians to attend work on the day. APO reminded that even though Nagaland was a Christian dominated state, with lots of Hindus and Muslim from other states settled since time immemorial, the “democratic state respects the religion of its settlers and vice versa” . Fur ther, Angami Public Organisation said “just as Durga Puja was as important to Hindus and Id to Muslims all over the country”, December 25 being the birth-day of Christ was of “great religious significance to Christians and therefore the day is a National holiday for Christians throughout the world”.

DIMAPUR, DEC 21 (NPN): ACAUT Nagaland, through its media cell, Wednesday rejected the clarification issued by Food and Civil Supplies (F&CS) department to the alleged PDS scam as “totally misleading” and instead said that the clarification has made crystal clear to Naga public about its “intention to shelter rice mafia” ACAUT Nagaland further reminded the F&CS department that it had submitted a representation to the director (F&CS) director on October 23, 2016, where it demanded immediate cancellation of Notice Inviting Tender’ (NIT) and taking corrective steps after detecting anomalies in the NIT. H o w e ve r, A C AU T claimed that instead of taking corrective steps, the Director (F&CS) went ahead with the tender. The director (F&CS) “rather than cry hoarse” in accusing ACAUT of taking law into their hands, should answer what step was taken to rectify the anomalies pointed out in the representation that was

DIMAPUR, DEC 21 (NPN): Against the backdrop of strong opposition and ultimatum against the hasty move to hold civic polls under 33% women reservation without resolving the issue, the state government through, the state election commission (SEC), has notified that general election to municipal councils and town councils in the state would be held on February 1, 2017. The state government had in its notifications dated October 4, 2016 and November 18, 2016 directed the State Election Commission to hold general election to constitute the Municipal Councils and town councils in the state along with 33% reservation of seats for women. According to a notification issued by the state election commissioner, Sentiyanger Imchen, the schedule of election programme include period for filing of nomination from January 3-7, 2017, consolidated list of nomination would be posted on January 9, 2017; scrutiny of nomination papers on January 10, 2017, list of validly nominated candidate would be posted on January 11, 2017, ap-

plication for revision of the order of the authority scrutinizing the nomination from January 12-14, 2017 (upto 3pm), revision application filed would be decided on January 16, 2017, last date of withdrawal of candidature on January 17, 2017 (upto 3pm), list of contesting candidates and list of polling station would be posted on January 17, 2017 after 3pm, date of polling on February 1, 2017 (between 7am to 3pm), date of re-poll (if any) on February 3, 2017 and counting and declaration of results on February 4, 2017. The notification stated that electoral rolls for the ensuing election to the municipal councils and town councils have been prepared with reference to January 1, 2016 as the qualifying date and finally published on November 29, 2016 and December 20, 2016. Copies of the electoral roll can be obtained from the respective returning officer of the municipal and town councils. Identification of voters: In order to safeguard against personation under Rule 54 of the Nagaland Municipal Rule 2003, the state election commission has decided that compul-

submitted three months back, asked ACAUT. ACAUT said it was a known fact that siphoning of PDS items to mills and open market by F&CS department, has been going on for the past 15-20 years. The modus operandi for the racket was in not following transparent tendering process and extending the contract year after the year to the mafias controlling the PDS through power of attorney as in the case of R.Z. Lotha by G. Sarkar and A. Jain. B a s e d o n t h e a b ove, ACAUT, maintained there was little doubt that the Food and Civil Supplies department and PDS mafia were hand in glove. ACAUT also reminded the F&CS department that it had asked for immediate cancellation of NIT and to call for a new NIT since the terms and condition furnished in NIT was “a mockery” as it flouted all standard operating procedures. ACAUT revealed it had cautioned the director (F&CS) that it would not hesitate to

take the issue to the public and that he (director) would be held solely responsible if any situation arose because of inaction in the NIT by the issuing authority (director). ACAUT reiterated on its four-point representation, that the entire racket would have stopped and the present issue would not have cropped up had the director and secretary (F&CS) department taken corrective measures three months back as per its representation. In the light of the above, ACAUT Nagaland challenged that if the Secretary and Director of F&CS were indeed honest and upright officers, they should to immediately submit evidences of misappropriation and malpractices in the PDS to the police investigating the case or resign on moral grounds for creating all the mess and colluding with the PDS mafia. ACAUT further reiterated the demand, published on October 24, to blacklist all contractors functioning as power of attorney holders and to immediately call for fresh tenders.

sory identification of the voters would be made in the ensuing general election to the municipal and town councils in the state. SEC said it would issue separate instruction in this regard. Model code of conduct: With the announcement of the election programme through this publication, the model code of conduct for guidance of all the political parties and candidates would come into operation with immediate effect within the entire municipal and town council areas going to poll. SEC said this would be applicable to all candidates, political parties in the state and the state government machinery. It may be recalled that on December 10, Naga Hoho and ENPO had jointly served a 15-day ultimatum on chief minister T.R.Zeliang after concluding that the state government “should not issue the election notification as of now”. Both NH and ENPO said even if the state went ahead to implement conduct of polls, the government would be embarrassed due to people’s non-participation. (Cont’d on p-7)

IMPHAL, DEC 21 (PTI): Manipur BJP on Wednesday urged the Centre to remove all NSCN (I-M) designated camps from the state. Removal of the designated camps of NSCN (I-M), which is in ceasefire with the Centre, will solve the ongoing “restlessness” in Manipur, state BJP spokesperson O Joy Singh said here. Joy Singh said the party will not compromise with the territorial integrity of Manipur and a delegation of the state BJP will meet Home Minister Rajanth Singh in Delhi. Earlier in the day, BJP Legislature Party leader K Joykisan Singh quit the party and joined Congress protesting negligence by BJP’s central leadership on various issues of Manipur. Manipur has been witnessing violence since early this month and is experiencing severe hardship in supply of essential items since November 1 after United Naga Council (UNC) imposed an indefinite economic blockade on the two national highways in the state that serve as its lifelines. The UNC has been agitating against the government’s decision to create Sadar Hills and Jiribam into full fledged districts, claiming it would bifurcate ancestral lands of Nagas in Manipur. The Manipur cabinet had on December 9 decided to form seven new districts, bifurcating the existing nine. Four new districts have been formally inaugurated.

Azo addressing at the KSU conference Wednesday. (NP) Correspondent KO H I M A , D E C 2 1 (NPN): Kuzholuzo Nienu, MLA said “knowledge without a purpose could be a destructive tool”, adding that knowledge, status, position and wealth were God’s gifts whereby one should use these assets in the greater interest of humanity. Addressing at the 58th Kikruma Students’ Union (KSU) conference at Kikruma as chief guest today, Azo said one should use his/her God given knowledge for the wellbe-

ing of the people, society and for good purposes only. Commenting on the “Good Governance Day” declared on December 25, the MLA appreciated the stand of the government and chief minister TR Zeliang’s request to the government of India to observe the good governance day on some other convenient day, so as not to hurt the minority Christian community in India. Azo opined that it would be more appropriate if “Good Governance Day” was observed on

19th March as stated by chief minister, the day Atal Bihari Vajpayee become the PM of India for the second term as good governance came into light during his second tenure. He said good governance was the need of the hour and should also be appreciated by one and all as NDA second tenure started from March 19, 1999 to 22nd May 22, 2004. Speaking on the chaotic issue between Meitei and Nagas in Manipur, he said a, “Good Will Mission” was very important

on how to grow and maintain cardamom plants. RD director Metsubo Jamir pointed out that Nagaland has different grassroots organizations implementing all the MGNREGA schemes of the RD department. He said trying to teach this technology to a department like Rural development would not be easy, he however hoped that through this initiative even the department would also give efforts to propagate cardamom plantation besides the state’s Horticulture department. Through power point presentation, the team educated the of-

ficers on how to identify the several prominent varieties of cardamom plants, soil suitability, irrigation management, different methods to curing and marketing strategies etc. The meeting was attended by joint directors of RD department, project directors, deputy directors and BDOs from all blocks. as arbitrators between the Meiteis or government of Manipur. This would allow good sense to prevail and normalcy to return in Manipur and also for the safety of the Nagas in Manipur. While stating this, he also added that it was necessary to live in peace and harmony with the neighbours as since time in-memorial Meiteis and Nagas lived together as brother and neighbours and the same should continue. He said imposition of economic blockade which was unconstitutional and which was also considered a crime against humanity was also an act of economic strangulation leading famine, hunger, thirst and death and also in violation to the Christian doctrine. Azo advocated that Christians must refrain from such activities because these were the main reasons for misunderstanding between the two states and appealed the NGOs or government to take up the matter in right earnest. Guwahati, Dec 21 (PTI): Assam Chief Minister Sarbananda Sonowal today called upon the youth to work together to unite the society and take responsibility in popularising ‘Digital India’. “We need to work hard and utilise the immense inherent potential and possibilities to make the nation prosper on all fronts and establish it as a capital of human resources in the world map,” the Chief Minister said while interacting with youths at the National Integration Camp here. Sonowal asked the youths to take responsibility in popularising ‘Digital India’, ‘Make in India’, ‘Skill India’, ‘Start up India’ so that people at large can reap rich dividends from these programmes. The Chief Minister also asked the participating youths to adopt e-banking, paytm among others as the transaction modes and popularise them for the promotion of ‘plastic currency’, in view of demonetisation of high currency notes.

Jaikishan’s resignation as the member and leader of the legislative wing of the party in the House. State BJP Chief K. Bhabananda said: “It may be his personal decision. The state BJP leaders are doing everything possible to solve the crisis.” The Imphal valley has been simmering due to violence since the Congressled government declared the creation of seven new districts -- Jiribam, Kangpokpi, Tengoupal, Pharzol, Kakching, Noney and Kamjongin. A blockade has been called by the Nagas to oppose the decision to create Sadar Hills (Kangpokpi) and Jiribam as full-fledged districts. The UNC says this would bifurcate the ancestral lands of the Nagas living in Manipur. Jiribam was announced as a district, but the government could not do so with Sadar Hills due to the strong opposition by Nagas.

IMPHAL, Dec 21: All two BJP MLAs have resigned from the party over the Centre government’s failure to tackle the Manipur unrest. The two legislatorsKhumukcham Joykishan and Thongam Bishwajit Singh, tendered their resignations from the primary memberships of the party Wednesday. After tendering his resignation, Joykishan joined the ruling Congress. Bishwajit who is currently camping at New Delhi is also likely to follow his colleague after returning from the national capital. Even as the duo legislators tendered their resignation from the primary memberships, their resignation letters are yet to be accepted by the Manipur BJP, according to a party source. The BJP has only two legislators in the current term of the state Assembly.

The two were elected in the by-polls conducted in 2015 after disqualification of the two MLAs who were elected in 2012 general elections to the state Assembly on Trinamool Congress tickets. Joykishan said he has resigned from the party as the ruling party at the Centre failed to address the suffering of the people due to the prolonged economic blockade. “I joined BJP as its ideology is nation first and party second. But the very party I have joined with full confidence fails to initiate any action even as people of the state are at the limit of their woes,” he added. “When the party failed to redress the suffering of the people what is the use of being remaining as a member of the party. Chennai, Dec 21 (PTI): Income Tax Department Wednesday carried out searches at over dozen places in two states against the son and some relatives of Tamil Nadu Chief Secretary P Rama Mohana Rao during which they claimed to have seized Rs 18 lakh cash and gold bars. The I-T action was conducted in connection with the case related to biggest cash haul of new notes post demonetisation after the department raided some sand mining operators of Tamil Nadu here. A team of about 100 tax sleuths, aided by a platoon (about 35 personnel) of CRPF, launched the raids as early as 6 AM and visited at least 15 premises in the state and the neighbouring

Andhra Pradesh as part of the tax evasion probe. The searches, top I-T sources said, were launched against Rao’s son Vivek Papisetty and his relatives and Rs 18 lakh in new notes and two gold bars of 1-kg each were seized from the premises of Vivek’s father-in-law based in Chittoor of AP. Rao and his son could not be contacted for their comments. The latest action is a follow up against the sand mining operators in the state and few others including Sekar Reddy, who was removed as the Board Member of the Tirumala Tirupathi Devasthaman (TTD) (Tirupati) by the AP government after the I-T action on December 9. Reddy has also been

arrested by the CBI today. The sources said Rao was “fully cooperating” with the sleuths during the operation after they searched his premises in the state capital here, even as they recorded Vivek’s statement. The department, they said, got “leads” in the sand mining probe case they were investigating and hence went to search Vivek and few others. The tax officials, from the investigation wing of the department here, also visited the state secretariat for fetching two mobile phones of the Rao family. Rao was appointed the state’s top bureaucrat in June this year by the state government led by late Chief Minister J Jayalalithaa. In order to keep

Nexus of traffickers, terror networks dangerous: India United Nations, Dec 21 (PTI): India has described the nexus between organised traffickers and terrorist networks through illicit financial linkages as a “dangerous phenomenon” that should be urgently addressed using counter-terrorism financing tools and sanctions regimes. “The nexus between organised traffickers and terrorist networks through illicit financial linkages is a dangerous phenomenon,” India’s Deputy Permanent Representative Tanmaya Lal said at a UN Security Council debate on ‘Trafficking in Persons in Conflict Situations’, here yesterday. Lal said the low rates of conviction for crimes of trafficking across countries needs to change. “The persistence of this transnational organised crime and its links with terrorist networks despite the various collective efforts of the international community is a challenge that requires a stepping up of our efforts, more effectively using the existing counterterror financing tools and mechanisms and sanctions regimes in this regard,” he said. Lal also voiced

concern that situations of armed conflict provide fertile ground for trafficking in persons especially from the vulnerable groups, including women, children and refugees for sexual slavery and forced labour or as fighters. He said that in recent times, heinous actions of terrorist groups such as ISIS or Boko Haram specifically targeting women and children in situations of armed conflict as a deliberate tactic of war add an even more serious dimension to such crimes as such groups continue to act with impunity. “The primary focus of the Security Council is to address threats to international peace and security. While increased focus on addressing trafficking in persons and its linkages to terrorism and armed conflicts is timely, we must strengthen international collaboration to better implement the various existing mechanisms, including through more effective coordination of the various entities at the UN,” he said. While the Security Council should retain its focus on situations of armed conflict, Lal said broader mechanisms should

be more fully utilised to strengthen national capacity building including in criminal justice capacities, regulatory frameworks of banking and financial institutions to disrupt illicit financial flows and improve regional and inter-regional cooperation. Outlining the measures taken by India to address issue of trafficking, he said India unveiled a comprehensive draft legislation this year aimed at prevention of trafficking and protection and rehabilitation of trafficked persons. India also continues to work closely with UN agencies including UN Women and the Office on Drugs and Crime. UN Secretary General Ban Ki-moon, highlighting the plight of victims of human trafficking, underlined at the debate the need to ensure justice for victims and accountability for perpetrators, as well as to address underlying factors by focusing on human rights and stability. “If conflict gives oxygen to traffickers, human rights and stability suffocate them,” Ban told the Security Council at its ministerial-level meeting on trafficking.

Raids on TN CS not vindictive action: BJP

Rebutting West Bengal Chief Minister Mamata Banerjee’s criticism of the Income Tax raids on Tamil Nadu Chief Secretary P Ramamamohana Rao, BJP said today’s raids prove the agency was working without any discrimination and had carried out a “usual procedure.” BJP state President Tamilisai Sounderrajan said

I-T authorities had been conducting searches in the state of late, with lot of seizures being made from a private contractor, Shekhar Reddy. “And today, searches are being conducted at the Chief Secretary’s residence. This is a usual procedure undertaken by the Income Tax department. So how is it acceptable if those like Mamata Banerjee call it vindictive action,” she said. “The taxmen raid a place on suspicion or on information of ‘movement of money’ and “they will say there was nothing (incriminating available) if that is the case,” she told reporters. “The raids are done to see if any (illegal) cash is present. If there is nothing (incriminating available), they will say it. Therefore, I completely deny that this is vindictive action,” she said. Today’s searches were also proof that the I-T department was “working without any discrimination”, she said and pointed out that cash, gold and documents had been seized in earlier I-T searches in the state. Recalling Prime Minister Narendra Modi’s statement, she aid ‘honest people need not fear’ as the tax evasion and black money probe was targeted against those indulging in irregularities. “Therefore, today’s searches is an action in support of people,” she added.

New Delhi, Dec 21 (Agencies): Union Minister of State for Home Affairs Kiren Rijiju has rubbished All India Majlis-e-Ittehad-ul Muslimeen (AIMIM) chief Asaduddin Owaisi for accusing the National Investigative Agency (NIA) of targeting Muslims. “These are frivolous charges. The agencies do not know the religious background of any person involved in any crime. They are impartial. You can`t attach religious identity in terms of any criminal investigation,” Rijiju said. Owaisi on Monday took to Twitter to lash out at the NIA for targeting a single community. His reaction came a day after the verdict in the Dilsukhnagar bomb blast case was announced. “Why can`t our premier investigation agencies show same urgency t convict all alleged terrorist cases Demolition BabriMasjid pending since 92 (sic),” he tweeted. He raised the question of a delay in the investigation of cases such as the Mecca Masjid blast, Ahmer Dargah blast, Malegaon blasts etc.”Dilsukhnagar bomb blast accused can be convicted in 3 years why is it taking long to convict mmasjid, ajmer, malegaon can nia throw some light.. do not be surprised the way nia is pursuing those bomb blast cases where accused are non muslims they will be exonerated bcos of ache din (sic)?” he wrote.

(Agencies): The government has “no immediate plan” to appoint another four-star general, in the shape of a chief of defence staff (CDS) or a permanent chairman of the chiefs of staff committee (CoSC), on par with the Army, Navy and IAF chiefs. This, in effect, scotches speculation that Eastern Command chief Lt-General Praveen Bakshi may be accommodated as the CDS after being superseded by LtGen Bipin Rawat, who will take over as the next Army chief from General Dalbir Singh Suhag on December 31, reports TNN. Military circles are all agog over the post of a new tri-Service chief being in the offing after the government selected Army vice-chief LtGen Rawat for the top post last Saturday, bypassing two officers senior to him, LtGen Bakshi and Southern Command chief Lt-Gen P M Hariz. But defence ministry sources on Tuesday said the plan to have another four-star general or a permanent CoSC chairman was still being fine-tuned as part of the proposed larger higher defence management reforms, which would also include more integrated triService commands to handle the domains of space, cyber and special operations in the long-term. “There are complex issues of functional roles, structures, interfaces and charters involved in the deliberations, which are also being examined by some

Cabinet will also finally have to approve everything. All this is not going to happen by December 31,” said a source. So, it remains to be seen whether Lt-Gens Bakshi and Hariz would like to serve under Lt-Gen Rawat after he takes over the reins of the 1.3-million strong Army on December 31. Lt-Gen Rawat, who was born in March 1958, will get a full three-year term as the chief. A Service chief is appointed for a term of three years or till the age of 62, whichever is earlier. Lt-Gens Bakshi and Hariz, in turn, can serve till July and November 2017, respectively, when they turn 60. But they may put in their papers much earlier, like Lt-Gen S K Sinha had done when Indira Gandhi superseded him to appoint Gen A S Vaidya as the Army chief in 1983. Lt-Gen Rawat, on his part, has sought the cooperation of the two in telephone calls he made to them a day after being made the chief-designate by the government. There is, of course, a controversy brewing over the way the NDA government has jettisoned the long-established seniority principle in selecting Lt-Gen Rawat as the next chief. One section believes this will inevitably lead to politicization of the avowedly apolitical armed forces in the long run, with top generals actively seeking to acquire “political patronage” to push their promotion claims.

Medical entrance test EC to ask I-T authorities to look NEET in 8 languages into finances of 200 parties

NEW DELHI, DEC 21 (PTI): The National Eligibility cum Entrance Test (NEET) for admission in medical colleges will be held in eight languagesHindi, English, Assamese, Bengali, Gujarati, Marathi, Tamil and Telugu- for the academic year 2017-18. Also, the candidate qualifying NEET will be eligible for all India quota and other quotas under the state governments and institutes irrespective of the medium taken by candidates, subject to other eligibility criteria, the Union health ministry said in a statement. In May, Union health minister JP Nadda had held

a meeting with the health ministers and health secretaries of 18 states/Union Territories towards implementation of NEET across states. Joint secretary, Medical Education, AK Singhal said, “The collaborative efforts of Central health ministry with the state health ministries have lead to this decision so as to bring parity for the students who have taken the state board exams.” NEET has replaced AIPMT and has been made mandatory for admissions in all-India medical/dental colleges which means no other state can conduct its separate medical entrance.

They added that similar action is being carried out on the premises of a retired Indian Forest Service officer working with the state Environment Impact Authority, and few others. The searches, they said, are the “outcome” of the department’s probe in the biggest haul of cash and gold early this month here, post demonetisation, in which over Rs 142 crore unaccounted assets have been recovered so far apart from Rs 34 crore in new notes. The total cash seizure in this instance was over Rs 170 crore and this has become the single largest case of disclosure of undisclosed assets post the note ban. Meanwhile, the Enforcement Directorate (ED) too has registered a money laundering complaint in this case after the tax department shared official documents with the agency.

New Delhi, DEC 21 (PTI): The Election Commission is set to write to the Income Tax authorities asking it to look into the finances of over 200 political parties it has ‘delisted’ over a period of time for not contesting elections. The Commission has, over a period of time, identified various parties which have not contested polls since 2005 and has ‘delisted’

over 200 of them. The poll panel believes that most of them exist on papers to help people convert their back money into white by accepting donations. In the next few days, the Commission will send the list of the delisted parties to the income tax authorities seeking action against relevant laws if they are found to be involved in money laundering. While

the poll watchdog has the mandate to register a political party, it lacks power under electoral laws to deregister any party. As its demand to get power to de-register a party is pending with the Law Ministry, the Commission used its powers under Article 324 of the Constitution to delist parties for being dormant and not contesting elections for a long time.

Threat from within

t was another of the many evidence that the west presently faces and will face in future, from Islamic terror when a lone terrorist ploughed a truck on to Christmas shoppers in Berlin killing 12 people and injuring nearly fifty others. The series of Islamic terror attacks in Europe, after the 9/11 attack in New York reveals that Islamic terror has sounded the death knell for western liberalism. It is ironic that liberalism, which has been the bane of conservative Christian values by denigrating and challenging it, has instead created the space for Islam which today, threatens all free and democratic societies. Western Liberalism is a surreptitious onslaught against democracy founded on biblical ideals. It has denigrated and demolished conservative values and slipped in Islam as an alternative religion. The same kind of ideology was evident in Pakistan when the ruling elite, made up mostly of those who were born, brought up and educated in western countries had coined the now infamous phrase ‘good Taliban and bad Taliban’ Of course, the Talibans believe they have the unction to decide whom to kill in the name of their god. Today, safety is no longer a guarantee in Europe because of decades of ignoring the growth of radical Islam, hidden because of terms such as good Islam and bad Islam. Due to such a false sense of security, Europe has no deterrence to terror. The consequence is the casualty of innocent people including children which is revealed by the figure which points out that in 2015 a total of 180 were killed and in 2016 so far, 165 have been killed by terrorists. Liberalism has plunged Europe into crisis since immigrants don’t want to adapt or integrate into the society but instead, want to promote and propagate their religious ideology. German chancellor Angela Merkel, who has been the staunchest proponent and practitioner of liberalism today faces a huge negative reaction from the Germans. Like Brexit then the US presidential elections, the wave of anti-liberalism has also spread to France, Germany, Austria, Netherlands, Hungary etc. The obvious beneficiary of the anti-liberalism are right wing political parties who are unabashed proponents of anti-liberalism and anti-immigration. Angry voices in Europe today are asking, how long will it be before European liberalism cracks? The aftermath of a terrorist massacre is the worst time to make predictions. The extremity of the outrage pushes policymakers and citizens to play with equally outraged responses. Today the west, which prides itself with “progressive liberalism” is waking up to a nightmare of a free society being gradually hemmed in by rising number of alien cultures and races who have succeeded in multiplying what ‘pluralism’ means. The liberal, immoral and materialistic western world is now feeling the tremor of radicalism that would one day pull down the edifice of the west. Presented with this mounting evidence, liberals have attempted to negate concerns that Europe’s refugee problems will manifest in America. ISIS and other terror groups have already proven their digital arms extend across the Atlantic and into the United States. ISIS has already made deep inroads in Europe and north America by using social media to ensnare the angry and frustrated youth and create a certain romanticism about their goals. Liberalism may not be extinct but it would have to reinvent itself.

DailyDevotion God’s Revealed Truth? We have received…the Spirit who is from God, that we might know the things that have been freely given to us by God. —1 Corinthians 2:12 My experience is not what makes redemption real— redemption is reality. Redemption has no real meaning for me until it is worked out through my conscious life. When I am born again, the Spirit of God takes me beyond myself and my experiences, and identifies me with Jesus Christ. If I am left only with my personal experiences, I am left with something not produced by redemption. But experiences produced by redemption prove themselves by leading me beyond myself, to the point of no longer paying any attention to experiences as the basis of reality. Instead, I see that only the reality itself produced the experiences. My experiences are not worth anything unless they keep me at the Source of truth— Jesus Christ. If you try to hold back the Holy Spirit within you, with the desire of producing more inner spiritual experiences, you will find that He will break the hold and take you again to the historic Christ. Never support an experience which does not have God as its Source and faith in God as its result. If you do, your experience is anti-Christian, no matter what visions or insights you may have had. Is Jesus Christ Lord of your experiences, or do you place your experiences above Him? Is any experience dearer to you than your Lord? You must allow Him to be Lord over you, and pay no attention to any experience over which He is not Lord. Then there will come a time when God will make you impatient with your own experience, and you can truthfully say, “I do not care what I experience— I am sure of Him!” Be relentless and hard on yourself if you are in the habit of talking about the experiences you have had. Faith based on experience is not faith; faith based on God’s revealed truth is the only faith there is.

t is not understandable why the properties and temples of Hindus are being vandalized when the country is in the midst of its liberation celebrations. Forty five years ago India, which has a Hindu majority population, helped the people of then East Pakistan wrest independence from the unwilling hands of the army-dominated West Pakistan. More than 2,000 Indian soldiers and officers sacrificed their lives in the war against Islamabad. Above all, Prime Minister Sheikh Hasina is the daughter of Sheikh Mujib-ur-Rehman who liberated the territory through people’s movement which he built. Her credentials of fighting against religious forces cannot be doubted. It is, however, another matter that she has used the action against fundamentalists as a battle against opposition parties. The Bangladesh Nationalist Party (BNP) complains that her wrath is directed against them because they are the only alternative. The ruling Awami League headed by Begum Khalida Zia, they complain, is using all tactics to finish them. Even

Nagaland Post, Dimapur thursday, December 22, 2016

Tragedy of Bangladesh

the rumours have been set afloat that they are antiIndia so that Khalida Zia’s imaged is tarnished. I recall my meeting Sheikh Mujibur-Rehman at Dhaka soon after the liberation of what is now called Bangladesh and complained to him that there was a lot of antiIndia feeling. I had gone to the Dhaka Press Club and found the media hands jibing that the smoked Hilsa fish was available at Kolkata hotels but not in Bangladesh. They also strongly criticized New Delhi and Kolkata for appropriating the gains of liberation. Lt. General Jagjit Singh Aurora, who led the Indian troops, was particularly mentioned for looting the rich West Pakistanis who were transacting business from the then East Pakistan. Sheikh Mujibur-Rehman told me that a Bengali did not forget the good done by the one who gave a glass of water: “Your countrymen have died here while helping the Mukti Vahini in liberating the territory.” He said that secularism in Bangladesh was deep rooted and could not be ignored in any situation. But strangely the secu-

lar identify of Bangladesh is being questioned now. The Jamaat-e-Islamia, which was once part of the government during the military regime of General H.M. Ershad, is trying its best to sell the Islamic way of governance and wanted close relations with Kuldip an Islamic state in the world. Fortunately, there is practically no response to this in Bangladesh. However, the unpopularity of Sheikh Hasina has made the Bangladeshis look not only antiIndia but soft Islamists. She is only busy obliterating the followers of Begum Khalida Zia, the main opposition leader. In this fight, even the secularists who are on the side of Begum Zia are being dubbed as communalists and constantly hounded. Sheikh Hasina is now anxious to entrench and not part with power. The opposition parties openly say that they may not be able to remove her in elections because she would not hold a fair pool. She is already talking of dynastic rule and consulting her son in America openly in all government

matters. In line with that thinking, the Prime Minister is appointing her own followers at key positions in different universities and educational institutions even though they lack competence and literary qualifications. In the process, she is de stroying the Nayar educational system based on merit. But this does not concern her because she believes that in the name of secularism she can put any of her loyalists at high positions. She behaves as if it were her birth right to rule. A bill is sought to be enacted where anyone challenging her father or his rule would be considered antinational. This is, indeed, a strange way of looking at democratic traditions. But once this becomes a law, stranger things can take place in Bangladesh. The opposition parties, which are her main targets today, will be left with no voice to rise in the days to come. The environment would be more authoritarian and dictatorial. And a very few would be able to question the government. In all of her actions, Sheikh Hasina

has forgotten the welfare of the country. The problem that Bangladesh faces today, as it celebrates its birth anniversary, is how far the government has been able to help people benefit through economic development. Unfortunately, this is not the case. The Prime Minister counts her gains only in terms of key jobs she has given to her staunch followers. The judiciary is no more independent. There are no Collegiums to select judges as is the case in India. The government directly appoints them. And as the first foreign minister of Bangladesh Kamal Hussain, who was in town, told despite the independent judges on the bench some tend to tilt towards the establishment. They behave as if someone is overlooking their shoulders. Accordingly, their judgments reflect a slant which does not behove an independent judiciary. The Hindu judges feel the pressure. I recall the conversation which I had with our High Commissioner at Dhaka Subirmal Dutt. In reply to my complaint that the plight of Bangla-

deshi Hindus would be unenviable he said that this point was discussed before India’s help. It was assumed that most of the one million Hindus living there would migrate to India and many of those staying back would embrace Islam. This may be true but it was never imagined that the properties and temples of Hindus would be destroyed. The fact that there were more than 200 million Muslims in India would influence the Bangladeshi Muslims not to do anything which would alienate New Delhi and the Hindu population of India. Bangladesh has to renew its ethos, the image of a secular democratic country. Organisations like the Jammat-e-Islamia would drag it to fundamentalism. But that was not in the mind of Sheikh Mujib-ur-Rehman, father of the nation, who wanted to establish a country which would not discriminate against the minorities. Sheikh Hasina, to her credit, wants to follow his footprints. But she has become authoritarian but her action does not reflect that. This is the tragedy of Bangladesh.

Post-mortem

On submitting letters to newspapers

A

preacher was once newly appointed pastor to a church with well to do parishioners. Wanting to impress his congregation, on the first Sunday, he preached a sermon on, “The Evils of Drinking”. After the Service was over, the Head Deacon called him aside and said, “Son, that was a beautiful sermon, but I feel I should warn you that one third of our Congregation own vineyards.” So the next Sunday, the preacher dwelt on, “The Evils of Smoking”. But just as before, the Head Deacon called him aside and said, “Son, I must warn you once again that one third of our parishioners grow tobacco”. The third Sunday, the preacher dwelt on, “The Evils of Gambling”. But again, the Head Deacon told him, “Son, the last third of our congregation own racehorses”. So, on the fourth Sunday, the preacher gave a sermon on, “The Evils of Fishing in the International Waters of a Foreign Country”. Submitting letters to newspapers anywhere in the world is a dicey business. It must be relevant to the day to day issues facing the readers; it must reach the bare minimum literary standard required by every paper; and the tone must be in consonance with the views and ideas of the Editor

I

and Owner of the paper. I narrated the above story to illustrate how doubly hard it is for writers of the letters to Newspapers in Nagaland to dwell on topics which will not hurt the sentiments of some section or the other of the many tribes and organisations that Nagaland is either Blessed or Cursed with. And I’m sure our Editors receive numerous letters on the many issues plaguing Nagaland, but again, the poor Editors must make the choices that the preacher in the above story had to make, i.e. print every letter that they think may interest the general public and ignore the fact that some section of the people or some organisation may be displeased with them; or print only the letters which don’t displease anyone. And therein lies the rub. For the news, apart from a few details and emphases, is the same in every newspaper; and it is the feedback from the readers that they print that gives every newspaper its distinctive tone and character. God forbid that the Newspapers in Nagaland should ever turn into pale imitations of each other. Kahuto Chishi Sumi, G.B. Hevishe Village, Dimapur, (Kahuto107@gmail.com)

Corruption and value teaching in Nagaland

D

uring my college days, elders encouraged me to study hard and get a government job. Thanks to all those who have encouraged me with the right perspective. But I often overheard some elders talking like, “Get a govt. job for job security and out-income or side-income. All the better if you get into certain departments.” Those days, for example, it was Supply Dept. or a Store Keeper in certain departments. These days, I sometimes hear people talking about RD (Rural Development) dept. where employees can have access to “side-income.” Well, with due respect to all the government servants/ employees who are genuinely rendering tireless services to the public, what I am trying to say is, our socialization or rather our employment motivation is in the wrong track or defective. When we encourage a student or an unemployed youth, instead of focusing on “What can you give to the society?”, our focus is more on “What will you get (materially/monetarily) from the government job?” Therefore, when money is a necessity and working hard to earn more is a

good thing, unemployed youths after getting a govt. job is more focused on making money be it legal or illegal. Drawing nearer to my point, today we have some few corrupted govt. officials who are used to committing White Collar Crime and so hope to continue with the habit. However, we have the God sent angels in the form of ACAUT in Nagaland. I know it will be hard to entirely uproot the “Tree of Corruption” in Nagaland because old habits die hard but ACAUT is making some impacts in Nagaland coupled with the support from younger generation who are tired of corruption and gun culture. Therefore, keep up the Good Fight. The oppressed, exploited and downtrodden Nagas are with you for a corruptionfree Naga society. It is only natural that the Government will use all its forces to suppress the mass movement fearing complete breaking down of law and order as Nagaland has already witnessed such incidents of public mob (mob justice) in the recent past when the Naga public lost complete trust in the government machineries/ authorities to punish the guilty

NSF must rise to the occasion

t was a pleasant surprised for me when I read the news item that Naga Students’ Federation (NSF), the apex students’ body and at one point of time, the most respected NGO in Nagaland, is staging a sit-in protest against the backdoor appointment at the Civil Secretariat Complex, Kohima on 21 Dec. 2016. I said it was a pleasant surprised because NSF is the right platform to lead and raise these issues but for quite some time it has deserted and dissociated itself from the many burning issues more specifically from students’ issues. As far as I can remember, NSF was once a respected and dignified organization. It was a popular and powerful pressure group that represents the grievances and issues of the students to the state government for redressal. It was the torchbearer of the students and the entire citizen of Nagaland. It was perhaps led by up-right leaders who refused to bow down to any pressures from the state or non-state actors. NSF stood tall for the students’ cause it stood for and in return the students were willing to walk to any extent NSF leaders asked them to. But somewhere along the way, NSF has lost its luster. NSF must rise again and fight for the students’ welfare and inter-

est. Though some may disagree with me on this count, I strongly believe that the prime mission of NSF must be the students’ welfare and interest. Let me bluntly say that without addressing and accomplishing this task, NSF is nothing, even if it has other success stories to tell. I am critical here because I still have faith in NSF as a students’ organization and in its leaders. I hate to say this but the emergence of some organizations in the past few years also reflects the breakdown of NSF. Think here of ACAUT or Survival Nagaland. Earlier NSF used to voiced and protest against corruption and illegal Bangladeshi immigrants (IBIs) in the state. But of late it recedes in the backseat and this has created space for the emergence of new voices. Here, let me make me myself clear, I’m not against the emergence of the new organizations in fact I fully support the ACAUT and Survival Nagaland and their causes. All I am saying here is that NSF must also pull its socks up and lead the students once again to higher goals. The students are our future and we cannot compromise their interests at any cost. If there is one organization that can bring change in our society, then without any bias or

prejudices, I would say it’s NSF. NSF has the advantage of having young intellectual leaders and a sea of students who are willing to support and go the extra miles, if only NSF walks the right path and take-ups the right issues. Being the apex students’ body, it is an opportunity for you to serve our people and bring positive change in our society. Unfortunately, many of the socio-political problems that we are facing today are perhaps due to our failures to address and tackle them as and when they emerged. Lastly, with lots of hopes and expectations from the apex students’organization, I request NSF to focus on the students’ welfare and interest. Take up the issues of quality of education in the rural government schools, proxy teachers and teachers’ attendance, proper implementation of mid-day meals, pathetic government school buildings and infrastructures, lack of water and sanitation in schools, prohibition of corporal punishment and detention in schools, unreasonably high tuition fees in private schools and many more. To begin with, why doesn’t NSF visit the rural schools in all the districts of Nagaland and give a report to the state government for necessary action? K. Angami

and the criminals. Nagaland has witnessed enough of “Justice runs from the barrel of the gun” and “Might is right”. Therefore, it is high time we bring back the maxims, “Pen is mightier than sword”, “Right is might” and “Honesty is the best policy”. Where have all those value teachings in the schools gone? Except some few committed educational institutions and teachers, most of the institutions in Nagaland has become result-oriented (admitting only toppers to produce toppers) and business-oriented forgetting the true value teaching and practical-oriented skills to produce employable or selfreliant students. It is encouraging to see some govt. retirees like K.K. Sema and T. Solo and the young and active ACAUT members, Naga intellectuals and writers, social reformers and NGOs who are sacrificing all their resources. Lets remember that there is always a silver lining in the dark cloud. May God help all those working tirelessly for a corruption-free and peaceful Naga society. Dr. M. ‘Good Governance Day’ on Christmas day not acceptable Sir,

When the government of India declared December 25 as good governance day it hurt the very sentiments of Christians all over India particularly Nagaland where 99.9 % are Christian. India is a pluralist and secular country where people practice and believes in different religions. The govt as well as every section of people must respect every religion’s special occasion of celebration. All the religion in the world has its own special occasion celebrating every year very religiously. Christian is one of them where December 25 is being celebrating as Christmas, the birth day of Jesus Christ the saviour of the world every year in a very solemn way since from long before the govt of India got independence. I as a good Christian stand up to the BJP govt of India’s decision to observe December 25, as good governance day coinciding with Christmas day, which is a very special occasion for Christian not only in India but all over the world is not acceptable because it disturbs the joyous celebration of Christmas, the birth of Jesus the Prince of Peace for which it hurt the sentiments of Christian community. There are 365 days in a year therefore govt can observe the so called good governance day on any other day very strictly but not on Christmas, not on Good Friday, not on Eid-day, not on Depawali day etc, etc. According to my conviction I personally strongly support NBCC appeal to the govt to change the good governance day on any other day instead of on Christmas day so also to celebrate the Christmas joyfully, peacefully. prayerfully and tension free to all the section of people in the land of democratic country of great India. May the leaders of our govt grant the wisdom and vision from Almighty God. Abemo Jungio, Associate Pastor WTBC

Pathankot attack: China sticks to its stand on Azhar

NSF temporarily suspends sit-in stir (From p-1) officials showing his support and solidarity. Other well wishers and parents also visited the protest site to show their support and concern against the backdoor appointment in the state. NSF on blockade: Responding to query about the NSF’s imposition of total blockade on Manipur-bound vehicles in the Naga inhabited areas, Kithan said the federation had maintained silence over the Manipur crisis, but Meiteis harassing innocent students, who were returning from vacation, and burning their documents near the airport at Imphal prompted the federation to impose blockade. Kithan, however, reiterated that the Meitei students returning back home have been exempted from the blockade. NSF president affirmed that the total blockade would remain in force until the government of Manipur gave assurance concerning the safety of student community and Nagas in Imphal valley and Manipur.

Beijing, Dec 21 (PTI): India’s move to charge sheet Masood Azhar in the Pathankot terror attack appears to have not made much impact on China as Beijing today said any move by New Delhi to bring about a UN ban on the JeM chief must be in line with rules and procedures laid down by the Security Council. “On the question of listing in the 1267 Committee, I have expressed the Chinese position many times,” Foreign Ministry spokesperson Hua Chunying told PTI in response to a question on NIA listing Azhar, the head of Pakistan-based terror group Jaish-e-Mohammad, as terrorist in the charge sheet on the attack on an air force base in Pathankot in January this year. “Listing in the 1267 Committee must be in line with the relevant resolutions of the UNSC and the rules of procedure of the Committee,” Hua said in a written reply here. NIA on Monday filed a charge sheet against Azhar, his brother and two others for hatching

the conspiracy of the attack that killed seven personnel and injured 37 others. Hua’s reply came as China’s second technical hold in the UN blocking India’s move to list Azhar as a terrorist under the 1267 committee rules of the UNSC is set to expire towards the end of this month. On March 31, China, a veto-wielding permanent member of the UN Security Council, had blocked India’s move to impose a ban on Azhar under the Sanctions Committee of the Council. China was the only member in the 15-nation UN body to put a hold on India’s application with all other 14 members of the Council supporting New Delhi’s bid to place Azhar on the 1267 sanctions list that would subject him to an assets freeze and travel ban. Officials here say that India may have to apply again to the 1267 committee with the charge sheet details to press for its case as its present application will lapse following Beijing’s two

technical holds. The two countries have been holding talks on China’s blocking Azhar’s case as well as India’s application to join the Nuclear Suppliers Group (NSG). The talks appears to have not made much headway as China on December 12 said there is no change in both the cases. “As for India’s application for Nuclear Suppliers Group and listing issue pursuant to resolution of 1267 (to list Azhar as terrorist) China’s position remains unchanged,” another Foreign Ministry spokesman Geng Shuang had said. His assertion that China’s stand remained unchanged in both NSG and Azhar’s cases was made while answering a question on Foreign Secretary S Jaishankar’s remarks last week at India-China think tank forum in New Delhi that China should not give a political colour to New Delhi’s efforts to access civilian nuclear technology, in reference to Beijing’s opposition to its NSG bid.

training programme, the ministry said that Common Service Centre (CSC) network, which provides government service in rural area, has enrolled over 25 lakh rural citizens for digital payments. “Achieving the 25 lakh mark in such a short time is an indication of the pace at which digital adoption is gaining momentum among rural citizens,” Aruna Sundararajan said. “Over 55,000 merchants have started offering digital payment options to rural customers across various districts and blocks in India,” the statement said. The DigiDhan Abhiyan aims to reach over 1 crore rural citizens through this massive outreach programme. The campaign aims to cover 2 lakh Common Service Centres (CSC) in rural and semi-urban areas and also reach out to 2.5 lakh Gram panchayats across the country. Modi, BJP should be investigated: Mamata Banerjee Ko lk ata , D e c 2 1 (IANS): Accusing Prime Minister Narendra Modi and his Bharatiya Janata Party of “looting” common man’s money, West Bengal Chief Minister Mamata Banerjee on Wednesday demanded that they be investigated. “Today, they have snatched your money, tomorrow they will take away your jewellery and later on, they will grab your land. A ‘lootera’ party has entered India which is looting away the rights of the people,” Banerjee said while addressing a public rally in Kolaghat of East Midnapore district. “Notebandi is a big, big scam. We want investigation against you, your government and your party also. The people should know what is the deal behind demonetisation. The cat is out of the bag,” she said, alluding to Modi. Banerjee’s demands come in the wake of Congress Vice President Rahul Gandhi’s allegations that Modi got Rs 40 crore in kickbacks from a corporate house when he was Gujarat Chief Minister.

RBI said they have been fined for violation of its instructions on reporting requirements of the Foreign Exchange Management Act, 1999 (FEMA). The Trusts are currently chaired by Mr Tata. Mr Mistry, who maintains he was illegally ousted as chairman, has for weeks waged a public war against the company and Mr Tata. The complaint also details Mr Mistry’s allegation that Mr Tata and his long-time aide Noshir Soonawala, both trustees of Tata Trusts, undermined group company boards by demanding a say in key internal matters years after they had retired.

Mumbai, Dec 21 (PTI): Helped by a weaker US dollar in overseas markets, the rupee today recovered by 12 paise to close at 67.91 per dollar on selling of the American currency by banks and exporters. The rupee yesterday had breached the 68 level to settle at two-week low of 68.03 after the dollar surged to a 14-year high level against major world currencies. A subdued greenback overseas predominantly helped the rupee bounce back, a dealer said. However, losses in local stocks and some fag-end dollar demand from importers reduced the initial gains. The intense foreign funds selling also kept the sentiment little shaky as they offloaded shares worth Rs 1,178.08 crore today, as per provisional bourses data. At the Interbank Foreign Exchange (forex) market, the rupee resumed on positive note at 67.90. It largely moved in a narrow range of 67.84 and 67.96 before ending at 67.91, revealing a gain of 12 paise, or 0.18 per cent.

After resigning from the boards of listed Tata entities on Monday, Mr Mistry vowed to keep up the fight to improve governance norms in the nearly 150-year-old conglomerate. Mr Mistry’s petition alleges that Tata Sons abused its articles of association by “protecting the legacy left behind” by Ratan Tata, by continuing to invest in its “doomed Nano car project” and continuing to stick by its loss-making European assets that were acquired under Mr Tata’s watch before he retired in 2012. Mr Tata has returned as interim chairman of Tata Sons following Mr Mistry’s ouster as chairman in October. Mr Mistry has filed his claims under section 241

Banks were closed on November 9, the day demonetisation came into effect. The over 2.20 lakh ATMs too remained nonfunctional. RBI said it has issued to the banks and their branches, for distribution to the public, a total of 22.6 billion pieces of notes of various denominations. Of these 20.4 billion pieces belonged to small denominations of Rs 10, Rs 20, Rs 50 and Rs 100, while 2.2 billion belonged to higher denominations of Rs 2000 and Rs 500. Ever since the banks reopened on November 10, people have been thronging the banks to deposit their now invalid currency and withdraw cash. RBI has put limit on cash withdrawal for both individuals as well as companies. Shortage of currency at banks, post offices and ATMs are coming from all over the country. The last day to deposit the defunct notes at banks is December 30.

Mumbai, Dec 21 (PTI): The Reserve Bank Wednesday said banks have issued currency worth over Rs 5.92 lakh crore to the public since the demonetisation of old high value notes last month. The central bank also said that it has issued 2.2 billion (220 crore) pieces of notes of new Rs 500 and Rs 2,000 during the period -November 10 to December 19. The currency infused into the system, however, is much less than what has been deposited in the form of defunct notes. The old Rs 500 and Rs 1000 notes returned to RBI and Currency Chests amounted to Rs 12.44 lakh crore as on December 10. Consequent to the announcement of withdrawal of Legal Tender status of banknotes of Rs 500 and Rs 1000 denominations from the midnight of November 8, 2016, the RBI said, it made arrangements for supply of “adequate quantity” of banknotes in various denominations to the public through the banks. “Over the period from November 10, 2016 up to December 19, 2016, banks have

The Reserve Bank of India last week instructed banks to remove all charges on customers for transactions up to Rs 1,000 settled on IMPS, USSD or UPI systems between January 1, 2017 and March 31, 2017. The RBI has also rationalised the Merchant Discount Rate (MDR) for debit card transactions up to Rs 2,000 over the same time period.

According to the December 19 notification, if a person deposits more than Rs 5,000 in withdrawn currencies, the account will be credited only after questioning him or her, in the presence of two bank officials, as to why the money was not deposited earlier. The bankers were to keep the explanatory statement on record for future audit trail. Even if the deposits were less than Rs 5,000 at a time but cumulatively exceeds the amount, then also the bank officials were told to get on record an explanation from the depositor.

RBI had announced that deposits of demonetised Rs 500 and Rs 1,000 notes in excess of Rs 5,000 will be allowed only once till December 30 -- that too after strict scrutiny. The decision created massive confusion even after Finance Minister Arun Jaitley contradicted on Monday night the RBI notification, saying people will not be questioned if any amount of old currency was deposited at one go. But repeated deposits may invite scrutiny, he said. The RBI decision on Wednesday came after the one-time deposit condition drew widespread flak. Both the opposition and bank customers hit out at the government’s flip-flop over deposit of

LO N D O N, D e c 2 1 (Agencies): Roads in front of Buckingham Palace will be shut during the daily Changing of the Guard ceremony starting on Thursday following the truck attack that killed 12 people in Berlin, British police said. The military ceremony regularly brings crowds of tourists outside the gates of Queen Elizabeth II’s residence in central London and previously there have only been some traffic restrictions while it takes place. London’s Metropolitan Police said the closures were a “necessary precaution” because of “the event’s high profile in an iconic location with a substantial military presence and attracting large crowds”. The closures had already been planned for a three-month trial period but police said this was being brought forward after a truck ploughed into a crowded market in the centre of the German capital on Monday. “The planned implementation has been brought forward following the events” in Germany, the

A picture from neighbouring Henan province, showing more than 400 students sitting an exam on a football pitch after their school was forced to close, was widely circulated on social media and further fuelled discontent. Shijiazhuang has seen 10 bouts of serious air pollution so far this winter, according to the China Daily newspaper, putting it at the top of the environmental ministry’s list of cities with the worst air quality.

BEIJING, Dec 21 (Agencies): A Chinese government expert has questioned India’s reported decision to rebuild its Special Frontier Forces (SFF) to cope with China’s frequent military actions along the border. He asked whether reviving the SFF is a “practical solution” to the border problem. Basing his comments on a news report, Ye Hailin, chief of the South Asia Studies Center under the Chinese Academy of Social Sciences, said that the decision to rebuild the SFF is India’s internal affair, but the country should think carefully about whether this is a practical solution. “China has no right to stop India’s efforts. Likewise, its cooperation and exchanges with Bangladesh and Nepal need no consent from India,” Ye was quoted in the state controlled Global Times as saying. The report was republished by the People’s Daily Online, the Communist Party’s main mouthpiece, on Wednesday. Discussed the report about the SFF, the People’s Daily said, “But experts have since pointed out that India should approach this task with caution”.

ULAN BATOR, Dec 21 (Agencies):After inviting Beijing’s wrath for hosting the Dalai Lama, Mongolia has said it will never again allow the Tibetan spiritual leader to visit the country. Mongolian Foreign Minister Tsend MunkhOrgil said the Dalai Lama’s visit to Mongolia will not be allowed in the future even for religious purposes, Xinhua news agency cited a Mongolian daily as saying. The Mongolian reaction was made on Tuesday. ern Tunisian city of Tataouine, in the western state of North Rhine-Westphalia. Twelve people were killed in what German authorities have called a “terrorist attack” in Berlin late Monday, including the Polish driver of the truck. The scenes instantly revived nightmarish memories of the July 14 truck assault in the French Riviera city of Nice, where 86 people were killed by a Tunisian Islamist. The IS-linked Amaq news agency said “a soldier of the Islamic State” carried out the Berlin carnage “in response to appeals to target citizens of coalition countries”.There was no evidence to back the claim, nor was the perpetrator identified. Tunisia is one of the biggest suppliers of jihadist fighters, with some 5,500 of its nationals believed to be involved in combat in Syria, Iraq and Libya.

JAIPUR, DEC 21 (PTI): BCCI president Anurag Thakur said there are few recommendations by justice Lodha Committee which the Board members feel are not practical to implement but they have not been able to convey the same as the body has not given them time for last two months. “The matter is subjudice and I have full faith in the Indian judicial system. MANCHESTER, DEC 21 (AGENCIES): Manchester United are open to José Mourinho extending his stay as manager beyond the three-year contract he signed in the summer. The club are delighted with the start the side have made and believe he is the man to bring a 21st league title to Old Trafford. Mourinho, who replaced the sacked Louis van Gaal in July, is keen to remain at United beyond his current contract and it is understood the owners, the Glazer family, are also in favour. While there is a recognition at the club Mourinho’s future is dependent on the team’s style of play as well as results, the manager has already impressed on and off the field. United are unbeaten in 10 games, winning seven, and the 2-0 victory at West Bromwich Albion on Saturday was a third in succession in the Premier League, taking United to 30 points. Mourinho has had a positive effect at the training ground too. The view that Mourinho has been grumpy and discontented at times has caused some

This is just the second time the top two spots in the ICC Player Rankings for Test Bowlers have been occupied by India players, with the pair emulating leftarm spinner Bishan Singh Bedi and leg-spinner Bhagwath Chandrasekhar, who were ranked one and two in 1974. Jadeja’s performance in the series has earned him 66 points and helped him leapfrog over Josh Hazlewood, James Anderson, Dale Steyn and Rangana Herth to be positioned within eight points of Ashwin. The Saurashtra allrounder took 10-154 in the final Test and finished with 26 wickets in the five-match series while Ashwin ended with 28 wickets as India completed a 4-0 series victory, culminating with an innings and 75 runs win in Chennai. That would mean that probably I wouldn’t be searching for another club in the Premier League.” There is also no concern regarding Mourinho’s decision to live at the Lowry hotel in Manchester rather than a private house. His inner circle of assistants and coaches have taken apartments near the city-centre hotel. United have sanctioned a sizeable spend in the winter transfer window, as when Juan Mata joined in January 2014 from Chelsea for £37.1m, and Mourinho will look to strengthen the squad if any of his long-term targets become available. He retains an interest in Southampton’s José Fonte, yet the impressive form of Phil Jones and Marcos Rojo, plus that of Chris Smalling and Eric Bailly, who are injured, means Mourinho already has options in defence.

Russian boxer Povetkin’s team to take polygraph test, says promoter

M O S C OW, D E C 2 1 (IANS): The entire team of Russian boxer Alexander Povetkin, who is accused of doping violations, will take a polygraph test this week, his promoter Andrei Ryabinsky has said. “The entire team of Povetkin will undergo a polygraph test this week,” Ryabinsky, the head of the World of Boxing company, said on Tuesday.

Povetkin beat France’s Johann Duhaupas on December 17. The non-title 10 round fight held in the Russian Urals city of Yekaterinburg ended with Povetkin’s win by a sixth round knockout. Povetkin was also to meet Canada’s Bermane Stiverne for the interim WBC heavyweight title but the fight was cancelled after

the Russian’s ‘A’ sample proved to be positive of containing Ostarine. The World Boxing Council said that a probe into Povetkin’s case is ongoing and he can be disqualified. Ostarine is a SARM substance, which athletes use during training. It builds up endurance, like anabolic steroids.

Usain Bolt and Michael Phelps lead an era of excellence State team to participate in TIA-Open

LOS ANGELES, DEC 21 (AGENCIES): Usain Bolt and Michael Phelps towered over the 2016 Rio Games, capping an era of sustained excellence that promises to reverberate through the 2020 Tokyo Olympics and beyond. From Beijing in 2008 through London 2012 and, finally, in Rio, Bolt and Phelps captivated both diehard fans of their sports and casual spectators attracted like moths to the Olympic flame. More importantly, they inspired a legion of young competitors determined to f lourish on sport’s biggest stage even as Olympic officials grapple with soaring costs,

corruption and the everpresent spectre of doping. “It’s not even once in a generation — it may be once in 10 generations that someone like Michael comes along,” said Bob

Bowman, the coach who nurtured Phelps from an age-group phenomenon to an Olympic superstar whose five gold medals in Rio took his already stunning tally to 23 gold among a total of 28.

The same could be said of Bolt, who has dominated in the tests of speed that are the quintessential sporting c o n t e s t s, m a i n t a i n i n g his supremacy over an unprecedented span of years. “I’ve proven to the world I’m the greatest,” declared the ebullient Jamaican, who preens and poses with the same unabashed ardour with which he raced to three Olympic sprint trebles. Both Bolt and Phelps presaged their mature exploits with precocious Olympics appearances, Phelps as a 15-yearold contesting the 200m butterfly in 2000, and Bolt, at 17, finishing fifth in his heat in the 200m in 2004.

By those Games in Athens in 2004, Phelps was already challenging Mark Spitz’s record of seven titles at one Games, coming away with six golds and two bronze. In Beijing Phelps cemented his place among Games greats with a perfect eight golds in eight events at the Water Cube while Bolt electrified the Birds’ Nest stadium with his 100m, 200m and 4x100m sprint triumphs. From Beijing on they were linked in Games lore, each adding to his legacy in 2012 — Bolt with another sprint sweep and Phelps with four more gold to add to his staggering tally of Olympic medals.

Spanish court confirms Neymar transfer deal BARCELONA, DEC 21 (AGENCIES): A Spanish court on Tuesday ratified a deal that leaves Barcelona with a 5.5-million-euro ($6.2 million) fine but avoiding trial on tax evasion charges over Neymar’s contested 2013 transfer. The agreement, reached in July, lifts any threat of Barcapresident Josep Maria Bartomeu and his predecessor Sandro Rosell facing possible criminal proceedings that could lead to jail terms. The deal between the club and Spanish prosecutors was confirmed on December 14 after an appeal against it by another former president, Joan Laporta, was rejected. Neymar’s arrival from Brazil’s Santos has been a huge success for the Spanish champions on the pitch but a judicial nightmare off it. The 24-year-old Brazilian striker is being investigated in Brazil and Spain over his move to La Liga. Printed, Published and Edited by Geoffrey Yaden at G.M. Printers, Circular Rd. Dimapur-797112.
