Demonetisation logjam in Parl Disruption disgraceful: Advani

NEW DELHI, DEC 7 (AGENCIES): There was logjam over the demonetisation debate in Parliament on Wednesday, leading to disruptions and its adjournment, with the government and opposition failing to reach an agreement over the rules for the discussion. The Rajya Sabha was adjourned for the day as the Opposition did not allow the discussion to continue in the absence of the Prime Minister. The Finance Minister’s assertions that conditions could not be put and that there was no precedent that the PM should be present in the House all the time failed to impress the opposition. Meanwhile, BJP sources said there was no question of extending a hand to the Opposition or calling the rival parties for talks. Enough meetings had taken place and there was no question of any more such attempts, they said. Earlier, as soon as the Rajya Sabha met, Leader of Opposition Ghulam Nabi Azad said 84 people had died since demonetisation was effected. He asked, “Who is responsible for these deaths?” adding that the accountability should be fixed. Azad said, “These 84

people included men, women and children, who died because of the poorly implemented scheme. Who is responsible for these deaths? If there is adequate money in banks, why are people not getting the cash?” He said, “If the entire money is expected to come back, where is the black money?” Replying to this, Leader of the House and Finance Minister Arun Jaitley said the Opposition was using “hathkandas” to stall the proceedings. Jaitley said, “The government is ready for a discussion on the issue from day one, but the Opposition just wanted to speak in Zero Hour and grab the headlines.” BSP chief Mayawati said the PM had asked for 50 days to fix the problems arising due to demonetisation, but nothing seemed to have changed. Meanwhile, the Lok Sabha was also disrupted on the issue of demonetisation. As the House met for Question Hour, Opposition members continued with the demand for a debate on the issue under Rule 184 that entailed voting. Speaker Sumitra Mahajan said, “This is everyday drama. If you want to debate you can start the debate right away.”

DIMAPUR, DEC 7 (NPN): In line with the Centre’s scheme for re-skilling ex-servicemen (ESM) in order to provide them gainful employment, Nagaland governor, PB Acharya, on Wednesday said eligible dependents of ESM should pursue skills development like nursing, driving, tailoring and plumbing, which he said were in great demand and would lead to employment. Interacting with a team of ESM led by Brig (Retd) KK Roy Choudhury, Directorate of Sainik Welfare & Resettlement (RSB) at Raj Bhawan on the occassion of Armed Forces Flag Day, Acharya emphasized on the need for ESM fraternity to visit schools and colleges to educate the youth on scarifies made by Armed Forces in defending the country against external aggressive and share their experience. Acharya also felt the need to ensure optimum utilization of available resource for welfare of the ESM fraternity. Governor mentioned that various facilities and schemes introduced by the central government under the leadership of Prime Minister Narendra Modi, like Jan Dhan Yojana, Insurance scheme and skills development must be availed to accrue maximum benefits.

Neither Speaker nor Parl Affairs minister running the house - L.K. Advani NEW DELHI, DEC 7 (IANS) Veteran BJP leader L.K. Advani on Wednesday described the unending disruption of the Lok Sabha as “disgraceful” and demanded to know who was running the house. As the house was adjourned shortly before 1 p.m., the normally quiet Advani called Parliamentary Affairs Minister Ananth Kumar and asked who exactly was in charge in the house. As other BJP members watched in silence, Advani was overheard saying that neither Speaker Sumitra Mahajan nor the Parliamentary Affairs minister appeared to be on top of the situation. If we work with honesty, we

NPCC asks DAN govt: why silent over ‘Good Governance Day’? DIMAPUR, DEC 7 (NPN): DIMAPUR, DEC 7 (NPN): Hitting out at the NPF-led DAN government for maintaining a “studied silence” over the declaration of December 25 a “good governance day”, Father’s Day as Yoga day and Good Friday as the ‘Judges Day’ by BJP government, Nagaland Pradesh Congress Committee (NPCC) accused DAN government of “betraying the trust of the people by continuing to adore and glorify leaders, who have been systematically dismantling the secular fabric of the country”. In a press statement, NPCC working president Ayang Aonok said the move of BJP was a downright insult to all Christians particularly for the state of Nagaland, which comprises of more than 90 % Christian population. In this regard, NPCC affirmed to protect, preserve and safeguard the secular fabric of the country and would not compromise on the dilution of Christmas day and Good Friday and the onslaught of BJP-RSS combined to annihilate Christianity. NPCC also expressed concern on the hardship faced by the people in Nagaland in the wake of demonetization of Rs. 500 and 1000 notes. It claimed that the “dubious measure” would not encourage black money holders to surrender their black money stashed in Swiss bank and tax-havens. It reminded Prime Minister that the first step for cashless soci-

HSDC flays Centre’s move

DIPHU, DEC 7: Hills State Demand Council (HSDC) has opposed the move of the Central government to observe ‘Good Governance Day’ on December 25, Christmas day. Slamming the BJP government for hurting religious sentiments HSDC said: “Christmas is the greatest festival of Christians not only in India but all over the world”. HSDC accused BJP for organizing the event in order to have its stamp over “one nation, one culture, one language and one religion” theory. The BJP’s move is part of a larger conspiracy to introduce the Uniform Civil Code (UCC) in the country, “to suppress religious minorities, including Christians”, HSDC stated. Stating that such move was against secularism, HSDC reminded that framers of the Constitution of India had guaranteed the Right to Freedom of Religion to all its citizens of the country. “The action of NDA government to introduce UCC in the country is against the rights and customs of the hill tribal people and small communities like Karbis, Dimasas, Kukis, Rengmas,” HSDC stated. Sacked state BJP unit leaders write to Amit Shah; demand justice DIMAPUR, DEC 7 (NPN): Senior state BJP unit leaders-- K. James Vizo, Mghato Achumi and Yanghose Sangtam, who were recently sacked as party’s vice presidents and spokesman, have shot off a letter to BJP national president Amit Shah wanting to know as to why they were “sacked without any specific reasons”. In the letter, the three BJP leaders stated that the BJP unit president Visasolie Lhoungu, during a meeting at Hotel Saramati Dimapur on December 5, had claimed that “a direction was given by the Central BJP leadership” to drop them from their posts with immediate effect. “On being asked-- the reasons for dropping us, he (Lhoungu) could not give us any tangible response to satisfy us,” they said. Asserting that as sincere and dedicated party workers, the three BJP members said their main objective was to prepare for the forthcoming 2018 elections. “We have not played anything which would be detrimental to the party,” they added. The BJP members in this regard appealed Amit Shah to deliver them justice in the interest of the party in the state and the national level. Meanwhile, a senior party member claimed that Vizo, Achumi and Sangtam were sacked following the directive of BJP national general secretary Ram Madhav. It was reported that few state party leaders were asked to come to Guwahati and was informed about the decision. Ram Madhav who is also the in-charge of North Eastern states is stationed at Guwahati to oversee the preparations for the forthcoming Manipur Assembly elections.

DIMAPUR, DEC 7 (NPN): Kohima police has reminded all hotels, guesthouses, institutions etc. under Kohima district having foreigners as guests to mandatorily furnish information by filing the online C-Form. In a communiqué, Sr. SP Kohima, Joseph Hesso further said it was a statutory obligation to intimate the office of the FRO (SP Office) regarding the arrival and stay of every foreigners within 24 hours. With the implementation of IVRT module, Hesso said C-forms are to be submitted online while hoteliers can obtain the user ID by registering with FRO, Kohima at http://indianfrro.gov. in/frro/FormC. Defaulters would invite imprisonment for a term of upto five years and fine under revelant section of the Foreigners Act.

KOHIMA, DEC 7 (NPN): After a successful trial at ongoing Hornbill Festival, the Department of Land Resources and Development (LRD) is looking forward to make Nagaland a coffee producing state. The coffee stall set up the department under the observation of coffee expert from South Africa Dr. at Kisama, has been attracting many visitors particularly tourists. With the intention of promoting “Nagaland Coffee”, the coffee has been sold at a cheaper rate. In an interview with Nagaland Post, deputy director C. Vanjamo Ngullie said the amount generated at the stall would be utilized in purchasing coffee seed and would be distributed among coffee growers as the depart-

ment has plan for bigger project. With the two varieties of coffee richly potential in the state- Arabica and Robusta, the department also plans to expand the project by covering 50,000 hectares of land across the state with coffee plants by 2027. The deputy director also informed that the department has plans to open coffee centre at all the block levels, to facilitate coffee growers in marketing. At the stall, the department is serving mostly Arabica and said almost 80 kgs has been used during the last seven days

out of the total 185 kgs. Department has also installed Roaster machine, procured from South Africa, Espresso machine brought from Italy, Big Roaster machine with 5 kg capacity and grinding machine transported from Coimotor at the stall. He expressed delight that the first initiative of the department has proved well and said Nagaland Coffee would be promoted in all possible manners. The stall was inaugurated by Assam chief minister, Sarbananda Sonowal on December 1.

On the seventh day, 17 cultural troupes dressed in their respective traditional attires showcased the rich and diverse cultural heritage of the Nagas. During the first session of the cultural programme, Yehemi village cultural troupe from Sumi community performed “axuto inache kukuxu” a traditional game played by men folk. It is a game to test the skill and strength as to who can make the opponent fall down. Pholami Dzuvekro cultural troupe of the Chakhesang community presented “Chute Li” millet sowing song. mapur Garo community performed the “Wangala” dance, which is one of the most important dance of the Garos during Wangala harvest festival. This victory dance, which is a skilful and lively, is usually performed and arrayed in their traditional best, while celebrating a war victory. The dance is also performed during important festivals. KIPHIRE, DEC 7(NPN): Domestic violence awareness month 2016 was observed on December 6 at the GA guest house in Pungro under Kiphire sub-division with EAC (P), Echungbemo Erui and Saratho Katiry as the resource persons. Echungbemo Erui remarked that the status of Naga women

has always been determined by ancient customs and practices. He highlighted the various plights of women owing to prevailing customary law and called for a balanced intervention of state authorities and legal services in order to create awareness in this regard. Saratho Katiry also spoke on various sections of “the protection of women from Domestic

Violence Act 2005”. He called upon the participants to recognise domestic violence as an abuse which was the first step to getting help and how they have been empowered under this Act and encouraged them to speak publicly against domestic violence. The programme was attended by the Pungro town GBs and members of

the apex women body of Pungro, the Yimchung Berü Are (YBA). PEREN: A fortnight observation on elimination of violence against women was held at Peren town hall on December 7, organized by Zeliangrong Mipui Organisation and sponsored by Nagaland State Commission for Women. and the forthcoming second UGC NAAC Accreditation visit. Team leader, Renuka Prajata shared about the history of SNDT University and how it was founded on July 5, 1916, with the objective to liberate and empower women through education. Visiting students presented a traditional dance

and their university song. The culture, tradition, literature, food habits, nature of the film industry and attire of Maharashtra was also presented. Students of Kohima College led by asst. professor, Cheryl Kevichusa, entertained with a fashion show titled, “A glimpse of traditional & modern Naga attires” and college choir also presented a musical piece. An interaction between the students of Kohima College and SNDT University was also held. Earlier the program was chaired by HoD, English department Moanungla Kevichusa and a brief speech on the college history was presented by HoD, Education Department, Ameü Kire.

CANSSEA for early implementation of 7th ROP

DIMAPUR: The various State Services Associations led by CANSSEA met the chief secretary on November 17 and submitted the 4th Representation for timely implementation of the 7th ROP in the state. A press note by CANSSEA president, S. Takatuba Aier and general secretary, Dr. R. Elithung Lotha stated that the team also met the chief minister for the same purpose November 18.

It stated that specific timeline could not be fixed but the CM had assured for implementation of the ROP. CANSSEA stated that after threadbare discussion, CM had directed the Finance Department to start working out the modalities. It was also decided that the State Services Association would write at an appropriate time to the government of India through the state government to provide financial as-

sistance to the state government for the timely implementation of the ROP. The State Services’ Associations therefore appealed to all heads of departments to seriously carry out the manpower rationalization exercise. Further, it is appealed to all state employees to work with utmost sincerity and dedication towards efficient delivery of service to the people of the state.

NHM employees total cessation of work from Dec 15

DIMAPUR: Aggrieved employees of National Health Mission and its vertical programmes have resolved to cease work from the December 15 if all pending salaries were not released by then. In a press note, NHM Employees Association, Nagaland (NEAN) stated that a representation regarding this has also been submitted to the government on the last week of November

2016. NEAN accused the state government of not releasing their salaries despite directives received from the Ministry to release funds from the State Treasury to the State Health Society (NHM) account within 15 days of receipt of funds from GoI. NEAN stated that so far salary have been released only till August 2016 which was done after a gap of more than three months and

some program like IDSP and RNTCP till July 2016 after a gap of more than six months. “Despite the untold hardship faced daily the employees have been performing their duties,” NEAN maintained. NEAN said it had earlier given ultimatum to the government for regular release of salary in July 2016 but lamented that after releasing the salary of the pending months the same

trend is being followed till date. “When Government can resort to ‘No Work, No Pay’ we will also have no choice but to resort to ‘No Pay, No Work’,” NEAN stated. Further, NEAN demanded a permanent solution to the problem of delayed release of fund from the state government despite the government of India sanctioning it on time.

DIMAPUR: Krishi Vigyan Kendra (KVK) Wokha, ICAR Research Complex for NEH Region, Nagaland centre, Longsachung in association with DICE Foundation (Foundation for Dialogues on Indigenous Culture and Environment), Nagaland celebrated World Soil Day (WSD) and prerabi campaign at Yanpha villages of Wokha district on December 6 with MLA, 40 AC Nagaland, Mhonlumo Kikon as the chief guest. The function was conducted under the chairmanship of joint director, ICAR Research Complex for NEH Region for Nagaland centre, Medziphema, Dr. D J Rajkhowa. Village health nutrition day held at Pokphur village

DIMAPUR: District Health Society Kiphire conducted village health nutrition day (VHND) at Pokphur village, Kiphire on December 5, 2016. The medical team comprised of DTO Dr. Khelito Zhimomi, nurse Pongsushi, ASHA Rechungshe, BEE Setsao Sangtam, BPM Jully Sumi and media officer Imnasenla Pongener. During the VHND, various health care services were provided not only for maternal, child health and immunization but also for various diseases. 72 OPD attendees were registered at the VHND who were treated and provided free medicines. ANC check-up was also done during the programme. As part of the programme, nutrition food provided by CDPO, Kiphire were distributed to children and lactating mothers.

KOHIMA, DEC 7 (NPN): With an objective to provide free and competent legal services to all section of society in line with Article 39 A of the constitution of India, Nagaland State Legal Services Authority (NSLSA) Nagaland has opened a 10-day legal awareness stall at the Hornbill Festival, Kisama. NSLSA member secretary, Nino Iralu informed that it aimed to ensure that opportunities for securing justice were made available to all the citizens regardless of economic, social or other disabilities. She said these services were provided by way of free legal advises/counselling by judges, prosecutors, lawyers, PLVs who were at the stall and stayed from 9 am till 4 pm where various legal literatures in the form of pamphlets, flyer and leaflets were also freely distributed. Pradesh to frame Frustrated UCM to counter UNC Arunachal stipend policy for students eco-blockade in a ‘positive way’ Deadline given to UNC for lifting the economic blockade ends

IMPHAL, Dec 7: Failing to get any response from United Naga Council (UNC) although several appeals to lift the ongoing old economic blockade which is been in place for the past 37 days were made, United Committee Manipur (UCM) has decided to discuss the matter with leaders and individuals of all communities residing in Manipur. UCM is hosting a “people’s convention” in Imphal on December 9 at 10 am to discuss matters relating to countering the ongoing economic blockade in a “very positive way”. Earlier, UCM made an appeal to the UNC to lift the economic blockade within 72 hours counting from the midnight of December 4, asserting that if no positive response comes up UCM along with the people will start a strong mass movement against the economic blockade. Not only the UCM but also several civil society organizations based in both hill and valley including church bodies have made

their appeals to the UNC to lift the economic blockade considering the hardship being facing by the people owing to scarcity of the essential commodities. They further appealed to the Manipur government and the Centre to bring an amicable solution instead of indulging in the blame game on the impasse. However, UNC is yet to give a positive response to the appeals. As the UNC failed to heed to the appeals, UCM today announced that it has decided to hold a people’s convention to discuss on the subject. Leaders and individuals of all communities have been invited to take part in it, UCM president Elangbam Johnson said. Addressing a news conference at UCM office, Imphal, Elangbam, urged community leaders and individuals to share their thoughts and responsibilities in countering the ongoing economic blockade in a very positive way. The president said that as the deadline given to the UNC has been over, the UCM is now left with no choice but to find a way

to counter the UNC economic blockade in consultation with the people of all section of the society. He reiterated UCM’s appeal for lifting the economic blockade while asserting that people of the state irrespective of hills and valley, have been facing immense hardship because of the prolonged imposition of the economic blockade on the two main national highways in Manipur. He said that the convention is to be held in the backdrop of the general hardships faced by the people of Manipur for the last one and half month as an outcome of the economic blockade imposed by the UNC since November 1, 2016 onwards. “The conventions aim at meeting out strategies to fight this kind of inhumane act collectively as one common issue cutting across all ethnic lines,” he said. Meanwhile, All Manipur Christian Organization (AMCO) and Tribal Churches Leader Forum (TCLF) while making their appeals to the UNC to lift the blockade have also demanded to sort out the cur-

rent issues between state government and UNC. They further urged the state government to come out with a clarification over the announcement of Jiribam and Sadar Hills as fullfledged districts of the state. Addressing a news conference at Manipur Press Club today, executive member of TCLF L Saimon Raomai denounced the move on the part of state government to approve Jiribam and Sadar hills as full-fledged revenue districts without any consultation with all stakeholders of each district and communities. Government’s immature decision let the economic blockade to come in action call by UNC following which people of both hill and valley people were made to suffer. There is no roll back to the 37 days long economic blockade called by the United Naga Council (UNC) even though various sections of the society including church bodies, civil society organizations and other hill base bodies had appealed to lift the stir considering the hardship face by the common people.

Itanagar, Dec 7 (PTI): Arunachal Pradesh government today decided to frame a stipend policy for the students and to make Adhaar registration compulsory for all students. The meeting chaired by Deputy Chief Minister Chowna Mein was aimed at streamlining the process of the disbursement of students’ stipends, an official communiqué informed. The meeting also decided to examine all the central schemes and stipends that provide higher rates to tribal students and to propose strategies to be converged. A committee of secretaries was constituted under the chairmanship of

Commissioner of Education to formulate the Stipend Policy at the earliest. The deputy chief minister asked the committee to form the new Stipend Policy within the current financial year so that it could be implemented from the next session. Mein said that it has become pertinent to streamline the disbursement of stipend to check draining out of government resources. He informed that the step was being taken in line with the streamlining of wages of the labourers that was done during the time of former Chief Minister Dorjee Khandu to link the payment of wages with Photo Identity.

Meghalaya CM admits water woes in the state Correspondent

Tura, Dec 7: Chief Minister Dr. Mukul M Sangma on Wednesday said that there have been issues of water problems everywhere which perhaps are the effects of climate change and ecological imbalances in the state. Launching the StateLevel Springshed Development Initiative programme at Aminda Rangsag re, Gambegre C & RD Block, West Garo Hills district, Sangma said these problems had necessitated congregat-

ing and taking resolution for climate change by creating sustainable development to ensure sustainable ecology for the people, he added. While mentioning about the encroachment of catchment areas which is one of the main causes for drying up of the water sources, the chief minister said that the most important intervention of Springshed Initiative was to map, monitor and recharge all water bodies in the state and utilize these water resources for developmental purposes.

Referring to the improvement of agricultural sector in the region, Sangma urged the concerned departments to enlighten the people of the area to adopt scientific approach and practice multiple cropping in order to protect and manage the quality of soil for better productivity. Sharing his views about the progress of tourism industry in different parts of the state like Sohra (Cherrapunjee), Mawlynnong, Sangma spoke about the vast potentials and job opportunities the tourism

Guwahati, DEC 7 (Agencies): At least two people died and more than six injured as a Guwahati-bound train flew off the rails in north Bengal late on Tuesday, bringing the spotlight back on India’s large but poorly maintained rail network. The railways tweeted that the engine and two coaches of the 13248 Up Rajendra Nagar–Guwahati Capital Express derailed near Samuktala road at around 9.15pm near the West Bengal-Assam border. Two unidentified males have been declared dead while many are injured. R a i lway m i n i s t e r Suresh Prabhu ordered an inquiry while the depart-

ment said the cause of the accident appeared to be due to the driver jumping a red signal. “The two male passengers who died could not be identified as no identity proof was found from their possession” said Sanjiv Kishor, the divisional railway manager posted at Alipurduar. They were travelling in the general unreserved coach and were probably sitting on the floor of the coach , said another railway official. “Thorough enquiry will be subsequently conducted and action taken against the guilty,” the northeast frontier railway said. As the train was moving slowly, the damage caused was minimal. Two

coaches- one SLR and one general- jumped the track. This is the second major accident in as many months, after 14 coaches of the Indore-Patna Express went off the rails on November 20, killing 145 people – the country’s worst train accident in six years. The accident was blamed on a fracture in the tracks. About 150 stranded passengers were taken back to Alipurduar Junction by 15772 Kamakhya – Alipurduar Junction Intercity Express. The unaffected portion of the train was detached and pushed back from the site. India has the fourth largest rail network in the world and carries more than 23 million passengers everyday but is creaking from ageing tracks, poor maintenance and decades of low investment in infrastructure. The largely colonialera railway system is saturated and suffers from inefficiencies, fractured tracks and poor signalling equipment that cause accidents. Indian Railways recorded at least 24 “averted collisions” in five years to August 31 this year. In most cases, alert drivers helped avert collisions.

IMPHAL, Dec 7: While around 300 goods laden trucks mostly ferrying petroleum products started moving with heavy security escort, authority of the Border Road Task Force (BRTF) has requested the Manipur government to prohibit movement of heavy vehicles on NH-37 for repairing of a bridge over Barak river. Following the request, state transport department has issued an order prohibiting plying of all kinds of vehicles on Imphal-Jiribam section of NH-37 for two days, that is December 8 and 9. However, passenger vehicles and medical emergency vehicles will be allowed to ferry through the adjacent 340 ft BSB bridge on Barak river, the order issued by state transport commissioner M Lakshmikumar Singh stated.

The 765 BRTF (GREF) requested the Manipur government to impose restriction in the movement of heavy vehicles on ImphalJiribam road in view of the poor condition of the 360 feet suspension bridge over Barak river (at 145.09 km from Imphal) on NH-37. The BRTF authority requested the government to allot some days for repairing the bridge following which state transport department under section 113 of the Motor Vehicle Act 1988 prohibited movement of all kinds of vehicles on December 8 and 9 to enable BRTF to carry out necessary repairing work. The order prohibiting the movement of vehicles came up at a time while Manipur government had deployed a large number of security forces as ROP to ensure disturbance free movement of goods ferrying vehicles in the wake of UNC sponsored economic block-

Meanwhile, around 300 goods laden trucks mostly tankers carrying petroleum products have left Jiribam for Imphal along NH-37 with heavy security escorts early this morning, official reports said. The trucks were among over 771 Imphal-bound trucks that were stranded at Jiribam for the last few days, waiting for security escorts. The trucks proceeding towards Imphal included 130 oil tankers, 84 bullet tankers (bulk LPG careers), the report said. The trucks had crossed Khambiron area of Tamenglong this afternoon and there was no report of any disturbance from the economic blockade supporters till the time of filing this report. The vehicles are expected to reach Imphal by Thursday morning if no disturbances come up while crossing the stretch of the highway in Naga dominated

Tamenglong district. On the other hand, the three-day total bandh imposed at Pallel area of Thoubal district bordering Chandel district has entered its second day on Wednesday. The bandh has been imposed in protest against prolonged imposing of economic blockade on the national highways passing through Naga dominated areas which also covers the Imphal-Moreh section of NH-102. During the bandh, vehicles carrying goods coming from Imphal side were strictly checked before giving special relaxation to proceed as counter blockade was also being imposed by local youths joining hands with the area based women bodies. All I have said is that we took a decision. You can call it good or bad... surgical strike took place, the status quo of not crossing the LoC (Line of Control) was rejected. “Only the forces can cross the border, not political leadership; but this decision, whether good or bad, the marks should be given to political leadership,” Parrikar said at the ‘Agenda Aaj Tak 2016’ conclave here. “Had something gone wrong, I don’t think anyone would have said anything but that it was an ill-managed operation, political leadership was not prepared, there was a shortage of bulletproof helmets or jackets,” he said. “There are many fathers of success and few of failure. There was success, so everyone was jealous that the government would get credit,” the minister said. Parrikar said during the surgical strikes -- across the LoC on September 28-29 and one earlier along the Myanmar border -- he could not sleep all night.

countless readers of Thuglak,” Modi said. “Above all, Cho Ramaswamy was a dear friend. I have been to his annual readers meeting, which were an unprecedented editor reader interface,” he said. A wreath was laid on the mortal remains of Cho on behalf of Modi, the Tamil Nadu government said in a release. The wreath was laid by State Protocol Officer Shiv Das Meena, it said. A stream of admirers, literary personalities and those from the cinema and theatre world also paid tributes to Cho at his residence. Licence of Indira Jaising’s NGO cancelled NEW DELHI, DEC 7 (PTI): Licence of an NGO run by noted lawyer Indira Jaising has been cancelled permanently by the government for alleged violation of FCRA, an action termed by the organisation as “preposterous” and an attack on “right to free speech” guaranteed under the Constitution. In its order, the home ministry claimed that there were discrepancies in foreign contributions cited by Lawyers’ Collective in its returns filed with the government. Jaising, who was the additional solicitor general of India under the previous UPA government, had violated FCRA norms by receiving foreign funds between 2006-07 and 2013-14 when she was a government servant, the order said. Reacting to the government’s move, the NGO issued a statement expressing wonder how an order could be issued on Sunday when all the government offices are closed. “Lawyers Collective has received an order dated November 27, 2016 cancelling its registration to receive foreign contribution...at its registered office at Mumbai. NEW DELHI, DEC 7 (PTI): The National Investigation Agency has been given the charge of probing the terror attack at an army camp in Jammu and Kashmir’s Nagrota in which seven security personnel were killed. “The Nagrota terror attack case has been handed over to the NIA for investigation,” Union Home Secretary Rajiv Mehrishi told reporters here. Following the Home Ministry order, the NIA police station at New Delhi has re-registered the case (FIR 221/2016) registered at Nagrota Police Station under Jammu police district as NIA case no RC-16/2016/ NIA/DLI for offences under different sections of the Ranbir Penal Code and sections of the Arms Act, 1958. A team of officers of the NIA will reach Jammu shortly to visit the crime scene and commence the investigation. All officials needed for the formalities had been organised. Jayalalithaa was declared dead about 30 minutes later, at 12:40 am. The news was broken to the ministers at Raj Bhavan; many sobbed openly.

amil Nadu’s Dravidian politics will be much poorer with the passing away of an enigma called J.Jayalalitha, who ruled as chief minister of Tamil Nadu for a total of 14 years between 1991 till 2016. The last of the leaders of the Annadurai era is present DMK chief and nonagenarian M.Karunanidhi, who was the arch rival of Jayalalitha. The AIADMK after MGR’s death went to his wife Janaki but a determined Jayalalitha gained control after a bitter succession fight. Under Jayalalitha, the AIDMK evolved into a pro-poor party and overtook the rival DMK in it. Jayalalitha was also a visionary who opened her state to industrial development and today, Tamil Nadu is a major hub of manufacturing in India. Having left behind a strong and robust economy and a party that has 37 out of 39 Lok Sabha seats and 11 out of 18 Rajya Sabha seats from Tamil Nadu, Jayalalitha would go down as the most durable, inspiring, immensely popular and powerful leader of the state. In the 2016 assembly election, she became the first Tamil Nadu chief minister since MGR in 1984 to be voted back into office. After MGR no chief minister has ever regained power consecutively. Such was the quality of Jayalalitha that even her bitterest political rival-DMK- praised her for being the doughty iron lady and a formidable adversary. The life and death of Jayalalitha would surely be an inspiring story for any enterprising Tamil film producer and would surely be a mega block buster. Her death and the speculations surrounding it during the last 75 days of her life while she battled sickness and eventually died, would also be shrouded in mystery and which would be talked about for many years. As far as the chief minister’s post is involved, there will be hardly anybody to complain since Panneerselvam was elected by the MLAs and also held temporary charge twice when Jayalalitha was in jail in 2001. Panneerselvam again took temporary charge as chief minister in 2014 when the trial court convicted Jayalalitha on corruption charges for which he resigned. She fought the case and won and in the 2016 assembly election, she defied all projections to win a second consecutive term. The other most important post in the AIADMK is that of general secretary a post which Jayalalitha held for decades. Jaya’s long time friend and close confidante Sasikala Natarajan, is largely speculated to slip into the shoes even if they may not fit. The main talk in political circles is all about the split in the AIADMK. The expected “instability” is expected to emerge in the coming days because Panneerselvam and Sasikala cannot keep rival flocks together in the political vacuum. The AIADMK is today exposed to open poaching and disintegration and which the BJP will seek to exploit. The BJP could see gains in the state during Lok Sabha elections in 2019. To do well, a dramatic reshaping of the BJP’s local party operations is being considered. It may be noted that the BJP opened its account winning one Lok Sabha seat in 2014 while the DMK and Congress could not win any seat. Though the DMK might benefit from a divided AIADMK, in the event MLAs backing Panneerselvam reject Sasikala’s ascendency; the major beneficiary would be Modi.

It is the beginning of an understanding of God. Jesus Christ said that when the Holy Spirit came He would convict people of sin (see John 16:8). And when the Holy Spirit stirs a person’s conscience and brings him into the presence of God, it is not that person’s relationship with others that bothers him but his relationship with God— “Against You, You only, have I sinned, and done this evil in your sight…” (Psalm 51:4). The wonders of conviction of sin, forgiveness, and holiness are so interwoven that it is only the forgiven person who is truly holy. He proves he is forgiven by being the opposite of what he was previously, by the grace of God. Repentance always brings a person to the point of saying, “I have sinned.” The surest sign that God is at work in his life is when he says that and means it. Anything less is simply sorrow for having made foolish mistakes— a reflex action caused by self-disgust. The entrance into the kingdom of God is through the sharp, sudden pains of repentance colliding with man’s respectable “goodness.” Then the Holy Spirit, who produces these struggles, begins the formation of the Son of God in the person’s life (see Galatians 4:19). This new life will reveal itself in conscious repentance followed by unconscious holiness, never the other way around. The foundation of Christianity is repentance. Strictly speaking, a person cannot repent when he chooses— repentance is a gift of God. The old Puritans used to pray for “the gift of tears.” If you ever cease to understand the value of repentance, you allow yourself to remain in sin. Examine yourself to see if you have forgotten how to be truly repentant.

wish I could agree with Congress president Sonia Gandhi that compassion was the distinctive character of her mother-in-law, Mrs Indira Gandhi. A person with an iota of consideration for individual freedom would not have detained 100,000 people without trial as she did during the emergency in 1975. Not only that she also gagged the press and moulded the society in such a way that it had no hesitation to cross thin line between right and wrong, moral and immoral. True, Indira Gandhi did help the people of then East Pakistan in their struggle to free themselves from the distant Rawalpindi and the atrocities which the army committed against the Bangladeshis. Sonia Gandhi tells in a television interview with Rajdeep Sardesai that the then Prime Minister would tell them at the dining table how the Punjabi army was killing the people in Bangladesh intentionally, without remorse. Probably, the liberation of Bangladesh was her finest hour and the opposition leader Atal Behari Vajpayee hailed her as Goddess Durga for having

However, the fact remains that the partition formula which recognized the two parts of Pakistan, East and West, was not followed. In fact, there is a soft-Hindutva in the country today. How to resell the idea of India, that is democratic and secular polity, is the arduous task which the Congress is facing today. That is probably the reason why Sonia Gandhi talked in terms of compassion when she was giving interview at the Anand Bhavan in Allahabad. In a way she has chalked out the programme before the Congress on the eve of elections in UP. Much will depend on how the various parties fare in the state polls. That may influence the parliamentary election in 2019 and give direction to the country, including the Congress. The party’s problem is that it has not won any election so far since the advent of Modi. Even in the Maharashtra civic polls the BJP is ahead of the Congress. Gujrat has gone completely to the BJP. This should worry the secular, liberal forces. The BJP is entrenching itself and the Congress is going down.

Are we making the Naga people & Nagas land to be purchased?

oday many Nagas; particularly the politicians; under the pretext of development; are making attempts to make the naga people and their land to be purchased. But unlike the other people of the world, the Naga people and their land are the same. No Nagas land means no Naga people; Political, social, economic, religious; all circles around the Naga people and their land. This was the main reason why the Nagas had to live with Article 371 (A); which is outside the purview of the constitution of India. If the ministry of petroleum and natural gas; government of India translate other than as above; the case is to be decided in the international law of justice; because there is no constitutional court in India to interpret other than as above: (i.e outside the purview of the constitution of India) The earlier Naga politicians had corruption free government upto 1969; then after the 1969 state election, corruptions entered into some Naga politicians and grew at tremendous speed that led us to one of the most corrupted people of the world and as a result Article-A has been diluted; unless the Nags take an immediate remedial step to keep it strongly intact. The 16th point agreement granted (i)The 16th fully fledged state of Nagaland; under the constitution of India (ii) Article 371 (A) outside the purview of the constitution of India. The granting of (i) is being implemented as of today; but our earlier politicians overlooked the (ii) and took it for granted that nothing in this world could disturb this Article 371 (A). But today so many things had come up; for matters related to this article 371 (A). it is therefore high time for us to retrospect Ar-

ticle 371 (A) before it is too late. No (i) is being looked after and taken care of one in all of the Naga people but no (ii) there is still no constituent body to take care of it. Infact this has to be higher organisation than no (i) as pre-supposed by Article 371 (A) of the Indian constitution. Let us therefore form the imperative need of the constituent assembly; representing all the Tribes of Nagaland. The number of representatives may all br the same irrespective of big or smaller tribes; having equal status. Every enlightened Naga is well aware of article 371 (A) and in this after “Unless” is applicable only to only Acts/Laws passed by the parliament of the central government of India and not the otherwise. It is therefore in the fitness of things; when the state government have to accept the Act/Laws passed by the Parliament of India; it has to positively consult the constituent body of this Article 371 (A); discussed in thread bear, finalised and settled; then only pass an Act by the Legislative assembly of Nagaland. In the absence of the constituent body, who is to be consulted? The result is confusion and chaos, as of today in all over Nagaland. Taking untold pains by NSCN (IM) Indian government has recognised the uniqueness history of Nagaland, from earlier Indian government terming our Naga underground people as goons, rebels etc. In the list of uniqueness of Naga History has so far no organised constituent body to be properly looked after and taken care of it. Oil and Gas in Nagaland

ver since the exploration and extraction of oil and natural gas in Nagaland, there has been a constant tussle between the state government and the landowners. At present, all oil operations in Nagaland have been put on halt, thanks to the legal battle between the landowners and the state government. Through this write-up, I would like to share some of my views on this contentious issue. In the interest of the Nagas in general and the affected landowners and villages in particular, we must address the following issues first before we start any more exploration and extraction of oil and gas in Nagaland. First things first, sanitization of the Changpang oil field must be the top priority of the state government and the people must demand that no exploration and extraction of oil and gas in Nagaland will be carried out unless the state government brings back the Oil and Natural Gas Cooperation (ONGC) to clean and sanitize the toxic waste caused by the seepage of the rigs left by the company in 1994 at Changpang and Tsorri villages of Wokha district. The ONGC cannot be allowed to go scot-free after it had poisoned and destroyed the land and water of Changpang oil field. For the poor farmers of the Changpang and Tsorri villages, land and water are much more precious than oil and gas because they know that they can survive without oil and gas but not without water and food. The Government must invite reputed institutions or environmental think-tanks to assess and prepare a report on the social, health and environmental havocs caused by the spillage of oil in the Changpang oil field. And based on the report the ONGC must pay the compensation for the destructions and also clean the affected areas

within a given timeframe. Alongside the Changpang oil field issue, the Nagaland government must fight in the court for its rights on the exploration and extraction ofoil and gas in Nagaland. I have already given my opinion on this issue and here I can only reiterate what I’ve already said in an earlier write-up and published in the local dailies. I’ve countered the GoI’s position “that ‘exploration of oil and natural gas’ comes under the Union list and that the Parliament alone has the power to legislate laws on this subject” by saying that “the state of Nagaland is an outcome of a political arrangement between the GoI and the Nagas and the same political issue is still awaiting a final ‘acceptable and honourable settlement’”. Therefore, “Legally, the [Petroleum] Ministry also cannot question Nagaland Government for formulating laws on oil and minerals resources in Nagaland because the jurisdictions of the Union list, the State list and the Concurrent list are yet to be resolved politically. In the present political arrangement, the Legislative Assembly of Nagaland is duty bound to legislate laws for the state, including petroleum and natural gas.” These are my personal views on the issue but it is the responsibility of the state government to fight the case with all the legal, political and historical rights in the court. Only when the above two issues are resolved, the Nagaland government can initiate a public debate on whether the people of Nagaland are willing to exploit oil and gas or whether to keep the resources for future generations to exploit? Here, it’s relevant to ask the question why our leaders are in such a hurry to exploit the oil and gas buried underneath the foothills of Nagaland. As a layman, I would certainly like to

After 12th Bn Assam rifles, 24th Bn Assam rifles, after that 40th Bn Assam rifles, after that 41st Bn Assam rifles, after that 17th Bn Assam rifles and now 28th Bn Assam Rifles. From 1958 till now, for 58 years Assam Rifles continue their service in Wokha. Notwithstanding, civil administrative officers and Assam Rifles officers were in co-operation and working together in order to maintain tranquillity, peace and harmony in the area, because those days abnormal situation was worsened all

over Nagaland due to Naga independence movement. The writer was a civil liaison officer attached to civil administration. He consulted with Assam Rifles officers without timidity and sacrificed by working round the clock in order to bring tranquillity, peace and harmony in the society, performing bona fide government duties. Therefore, by the grace of Almighty God, he was awarded India president’s gold medal, state government gold medal and religious ministry gold medal. know whether there are any scientific reasons for the urgency to exploit our resources or whether the urgency is driven by the insatiable greed of some of our leaders. Is the urgency because of the fear that the resources will be tapped by oil companies in Assam, whose oil rigs are planted all along the boundary of Assam and Nagaland? Is there any scientific explanation to this theory that, if remain untapped the oil will flow to Assam because oil does not recognized the political boundary of Assam and Nagaland? Or is it because the precious resources will dried-up if left untapped for another decade? These questions required scientific explanation and no amount of political justification can satisfy my quest. An experts committee can be set-up to study the status and sustainability of the resources and present it before the people of Nagaland. At the same time, it is responsibility of the state government to explain to the people why it is in such a hurry to exploit the resources now. If the people are willing to exploit oil and gas in our generation, then, the state government along with the stakeholders must have brainstorming sections to hammer out a robust Nagaland Petroleum and Natural Gas Rules and Regulations acceptable to all stakeholders. All the present controversial issues must be placed in the discussion table for a public debate. Until such time, all the Resolutions and Acts framed by the Nagaland Legislative Assembly must remain null and void and all oil and gas activities must be kept in abeyance. Subsequently, let me also reserve my views on the landownership rights and sharing of benefits among the stakeholders etc until that time and place happen. K. Angami

Due to land dispute, the tower was unable to activate on due time but the issue was solved at the Sub-Divisional DB’s Court, Noklak Dated 11-11-2009 and necessary documents in this regard was submitted to your office with an appeal; Dated 6th November 2015. Time and again the BSNL office, Tuensang was reminded but even after the lapse of 8 years it is yet to be activated. The Chingmei Range comprising of 6 villages is the only place in Nagaland without mobile connectivity. When the other parts of the world talks about high speed internet connectivity, we are still fighting that we at least get a network. Therefore, your esteem authority is kindly requested to look into the untold suffering of the people and activate the said tower at the earliest. The two islands, approximately 40 kms from Port Blair, have been hit the most by the cyclonic weather conditions caused by a severe depression over southeast Bay of Bengal which led to heavy rainfall,

NEW DELHI, DEC 7 (AGENCIES): The national capital continued to reel under severe fog conditions as thick blanket of fog continued to envelop the region on Wednesday morning severely affecting the rail and air traffic. The intensity of fog is believed to increase in parts of Delhi, Punjab and Haryana during the next 24 to 48 hours. According to MET department, the national capital is likely to witness another spell of dense fog in the second week of December. Visibility was recorded at zero at 5.30am at Palam, the official said. A senior railway official said train services were disrupted due to low visibility. “As many as 81 trains are running late by several hours while three were cancelled and 12 rescheduled due to dense fog,” the railway official said. Flight operations at Delhi airport was also severely hit due to dense fog with as many as 38 flights failing to take off on their schedule time. The number of departing flights delayed due to Delhi weather on Wednesday stood at 38, DIAL said in a statement.

The satellites solar panels were deployed. The launch was perfect,” A.S. Kiran Kumar, Chairman, Indian Space Research Organisation (ISRO), said soon after the launch. Kumar said that for the first time a camera was put on the rocket, and as a result the launch of the satellite and the deployment of solar panels were seen. Around 10.25 a.m. the PSLV-XL variant rocket standing 44.4 metres tall and weighing 321 ton tore into the morning skies with fierce orange flames at its tail. Gathering speed every second, the rocket raced towards the heavens amidst the cheers of the ISRO officials and the media team assembled at the port here. Customers and merchants will need to register with Paytm their mobile number and set a four digit paytm PIN, the company said in a statement here. “They (users) can then enter the recipient’s mobile number, amount and their Paytm PIN to successfully transfer the money from their Paytm wallet to another Paytm wallet,” it said. “We are committed to enabling more and

The 30-share index declined by 155.89 points, or 0.59 per cent, to 26,236.87 after shuttling between 26,540.83 and 26,164.82. The gauge had gained over 162.10 points in the previous two sessions. The wider Nifty hit a low of 8,077.50 before recovering partially to settle at 8,102.05, down 41.10 points or 0.50 per cent. It had touched a high of 8,190.45 in early trade. Relaxing the norms for 2-factor authentication requirement for transactions up to Rs. 2,000 for online CNP (card not present) transactions, the RBI said only authorised card networks will provide such payment authentication solutions with participation of card issuing and acquiring banks. “The relaxation for AFA [Additional Factor of Authentication] under such solutions shall be applicable for card not present transactions for a maximum value of Rs. 2,000 per transaction across all merchant categories. Banks and card networks are free to facilitate their customers to set lower per transaction limits,” RBI said. In this model, the card issuing banks will offer the payment authentication solutions of the respective card networks to their customers on an optional basis. Customers opting for this facility will go through a one-time registration

The earthquake, which shook Sumatra’s northernmost province, Aceh, had a preliminary magnitude of 6.5, according to the United States Geological Survey. The Indonesian Meteorology, Climatology and Geophysics Agency said that the temblor, which struck after 5 a.m. at a depth of about six miles, was centered in Pidie Jaya, a region on Aceh’s east coast, adjacent to the Strait of Malacca. Sutopo Purwo Nu-

groho, a spokesman for the National Agency for Disaster Management, said at least 94 people had been killed and 617 injured, 128 of them seriously. Search-and-rescue teams were arriving in the area, said Connie Magdalena, a duty officer at the National Search and Rescue Agency’s headquarters in Jakarta, the capital. “We are still searching for victims, for survivors. We still don’t have an exact number,” Ms. Magdalena said. According to press release issued yesterday from the Pakistan’s mission to the UN, Fatemi told the top UN leaders that Indian forces had stepped up ceasefire violations on the Line of Control and the Working Boundary in order to divert international attention from the alleged human rights atrocities, particularly the targetting of civilians, in Kashmir. “India had also closed the doors on any bilateral engagement. In this situation, the UN had a moral responsibility to call for ending human rights violations” in Kashmir, “play its role in resolution of this long festering dispute and help in immediately de-escalating tensions”, he said, according to the release. YouTube’s $1bn royalties are not enough, says music industry

ouTube has said it has paid the music industry $1bn (£794m) in royalties this year - but record companies have responded by claiming it is not enough. The spat began on Tuesday, when YouTube’s chief business officer Robert Kyncl posted a blog highlighting the site’s contribution to the industry. He said YouTube had distributed $1bn in advertising royalties alone, arguing that “free” streaming was as important as subscription

But record labels were not impressed. “Google has issued more unexplained numbers on what it claims YouTube pays the music industry,” said a spokesperson for the global music body, the IFPI. “The announcement gives little reason to celebrate, however. With 800 million music users worldwide, YouTube is generating revenues of just over $1 per user for the entire year. “This pales in comparison to the revenue generated

by other services, ranging from Apple to Deezer to Spotify. For example, in 2015 Spotify alone paid record labels some $2bn, equivalent to an estimated $18 per user.” In his blog post, Kyncl conceded that the current model was not perfect, arguing: “There is a lot of work that must be done by YouTube and the industry as

a whole. “But we are excited to see the momentum,” he added. The music industry has targeted YouTube - and other free streaming sites - as their villains du jour. He combines talent, speed and experience. Moscow, Dec 7 (IANS): Russia proposes that the United Nations should discuss the double standards exercised by international anti-doping agency, which secretly issued permissions for athletes to consume banned performance enhancing drugs, Russia’s UN envoy Vitaly Churkin has said. Churkin said that such a situation looks “extremely hypocritical” in view of the suspension of the whole Russian Paralympic team from the 2016 Rio Games “only on grounds of suspicions,” reports Tass. “Such situation can be hardly accepted as the one in compliance with justice, equal approach and fair game,” the Russian diplomat said on Tuesday. “We propose to discuss this situation in the United Nations.” Churkin said that the international anti-doping system must be transparent and provide for the undisputable equality of all athletes. “On the whole, it is necessary to work out unified requirements of doping control,” the Russian UN envoy added. “Not only athletes, but the public society must have access to the information regarding doping tests.” Churkin continued that Russia for its part was open for cooperation in the fight against doping abuse

at Kisama. The Peace Rally was organized as part of the on-going Hornbill Festival to commemorate the legendary Battle of Kohima, which is considered as one of the fiercest battles of the entire war. Teams from Nagaland, Hyderabad and Thailand took part in the rally. Before converging at Kisama, the rally convoy moved around Kohima Capital Town, halted at Kohima Commonwealth War Grave to lay wreath and observed one minute silent prayer in memory of the brave souls who gave their today for tomorrow.

A brief award ceremony was held after the rally culminated at Kisama. Addressing the function, secretary for Tourism and P&AR, Angou Thou IAS congratulated the participating teams for successfully completing the rally and urged them to be the ambassador of peace. Paying tribute to the heroes of 1944, Thou said the rally was a reminder of the sacrifices of the brave soldiers who fought the fiercest battle in 1944. She appealed the participants to return next year with more participants especially the womenfolk.

The secretary later handed out the prizes to the participants of the Rally. The best original vehicle was begged by S. Lanu Jamir, S. Wabang Longkumer, Dr. Tali, Along. Mumbai, Dec 7 (IANS): Cricket is contemplating player evictions for the first time next year, while also limiting the size of everbulging bats. The Marylebone Cricket Club (MCC) World Cricket committee recommended that umpires be given the power to eject cricketers from a game for serious disciplinary breaches. The MCC World Cricket committee met here on Tuesday and Wednesday. MCC is the guardian of the laws of the game. The new laws will be implemented at all levels of the game from October 1, 2017, if they are approved by the MCC’s main committee. The new laws will include a stipulation that umpires can remove a player from the field for threatening an umpire, physically assaulting another player, umpire, official or spectator and any other act of violence. “The World Cricket committee believes that the game must now include a mechanism to deal with the worst disciplinar y offences during the match, and not subsequent to it as is presently the case. If approved, the ability to send a player off would therefore

come into effect at all levels of the game from 1st October 2017,” an MCC release said here on Wednesday. “The committee debated sanctions for lesser offences -- including run penalties and sin bins -- but did not believe anything should be introduced to the laws, where it would be harder to achieve consistency of application around the world. However, MCC will look to devise such a system as an appendix to the laws which governing bodies or leagues may wish to implement within their own playing regulations.” The MCC committee also recommended specific bat size limitations be made to both the edges and depth of a bat as it believes the balance of the game has tilted too far in the batsman’s favour. The committee felt the time has come to limit the sizes of bat edges and depths. “The main committee of MCC will now be asked to approve a limit to bat edges of 40 millimetre and bat depths of 67mm (60mm for the depth plus an allowance of 7mm for a possible curve on the face of the bat). If approved, these changes will be implemented into the new code of the Laws

of Cricket, which will be introduced on 1 October 2017,” MCC said. The committee wants to draw a line as to how long and wide a bat will be to target mis-hits that are clearing the boundary ropes for six. “Many of the top players’ bats have edges of between 38mm and 42mm, but there are some which have edges of up to 50mm, which was felt to be excessive and in need of restriction.” A bat gauge will ensure that the new limits are adhered to in the professional game, whilst a moratorium period, allowing players to use their existing bats which may be in breach of the Law, will be allowed in the amateur game.” “The length of the moratorium will be determined by local governing bodies and may vary for different levels of cricket,” the MCC said. The MCC World Cricket committee’s chairman is former England captain Mike Brearley. The twoday meeting was attended by the Board of Control for Cricket in India (BCCI) President Anurag Thakur and International Cricket Council (ICC) Chief Executive David Richardson.
