integration not mentioned From Nirav Modi to ABG: Top bank loan scams Sovereignty, in FA and Agreed Position: SC Jamir
NEW DELHI, FEB 17 (AGENCIES): The NPA crisis seems far from over for India's banks, both public and private, as another major financial fraud has come to haunt them just three years after the Nirav Modi case unfolded. This time, the scale of fraud is nearly double than that of Nirav Modi's case in 2018. In what is termed as the biggest banking fraud in India, the CBI has booked Gujarat-based ABG Shipyard Ltd and its former chairman and managing director Rishi Kamlesh Agarwal along with others for allegedly cheating a consortium of 28 banks of Rs 22,800 crore. The firm took loans from these banks and the money was invested in overseas subsidiaries, for buying assets in affiliated companies and for transferring money to related parties. The shipbuilding company, which turned into a non-performing asset (NPA) in 2013, also violated the terms of Corporate Debt Restructuring (CDR) -- a mechanism in which the lender banks either reduce
State logs 22 fresh Covid-19 cases DIMAPUR, FEB 17 (NPN): Nagaland on Thursday recorded 22 fresh Covid-19 positive cases while no deaths were reported. The death toll remained unchanged at 753 (including 4 non-Covid deaths but with positivity) P T I : Wi t h 3 0 , 7 5 7 people testing positive for Covid-19 in a day, India's total tally of cases rose to 4,27,54,315, while the recovery rate crossed the 98%mark again, Health ministry said on Thursday. The death toll rose to 5,10,413 with 541 daily fatalities. The active cases have declined to 3,32,918, comprising 0.78% of the total infections. The daily Covid-19 cases have been recorded at less than one lakh for the last 11 consecutive days.

the interest rates on the loans of the distressed borrower company or increase the tenure of the repayment. The Forensic Audit by Ernst and Young has shown that between 2012-17, the accused colluded together and committed illegal activities including diversion of funds, misappropriation and criminal breach of trust. The loan account was declared as non-performing asset (NPA) in July 2016 and fraud in 2019. However, this is not the first time a major financial fraud has hit the banks, here are some of the banking frauds that shook India, and the public and private sector lenders in recent years: Punjab National Bank scam: In 2018, Punjab National Bank, India's second-largest lender, reported a fraud to the tune of Rs

get the foreign branches of the Indian banks to make payments to the sellers. It later came to light that PNB officials misused the SWIFT network to send transaction request messages to other banks. As a result, the transactions were never recorded in the bank’s core system and higher authorities at PNB were unaware of the fraud. The fraud came to light when the corrupt PNB official retired -- the firms related to Modi and Gitanjali group again requested for fresh LoUs but were denied since the records did not mention any such arrangement. On further scrutiny, the fraud was exposed. In all, foreign branches of 30 Indian banks were duped of Rs 11,400 crore by the Nirav Modi and Gitanjali firms. Modi escaped
India days before the news of the scam broke out. He is currently in the United Kingdom and is seeking political asylum in Britain. Vijay Mallya fraud case: Liquor baron Vijay Mallya, whose now-defunct Kingfisher Airlines owes more than Rs 10,000 crore to more than a dozen banks, fled India on March 2, 2016 the day some public-sector banks moved the Debt Recovery Tribunal against him. The "King of Good Times" and his companies have been embroiled in financial scandals, and controversies since 2012. A group of 17 Indian banks are trying to collect approximately Rs 10, 000 crore in loans which Mallya has allegedly routed to gain stakes in about 40 companies across the world.
State BJP should change double standard approach towards NPF: Azo
Operationalise 1.1 lakh HWCs by Mar 31: Centre to states
KO H I M A , F E B 1 7 (NPN): NPF legislator Kuzholuzo Azo Nienu has questioned State BJP for its cold approach towards the regional party, while asking the saffron party to “take it or leave it completely”. Azo, who is the team leader of NPF Senapati division for the Manipur Assembly polls, stated this during an election campaign at Sarong Assembly constituency on Thursday, NPF Central Youth Wing (Media Cell) said in a press note. He said BJP should change its double-stan-
14,000 crore. The fraud was then dubbed as the biggest fraud in India's banking history. The key accused in the case were jeweller and designer Nirav Modi, Mehul Choksi, and others, including some PNB employees. The firms belonging to Nirav Modi Group and some other firms owned by Gitanjali Gems purchased raw gems from overseas firms, and had to make payments to the sellers in foreign currency. A junior official at PNB fraudulently issued ‘letters of undertaking’ (LoUs), allowing these firms to get short term loans from overseas bank branches to pay the sellers. Under the terms of the LoU, PNB was the guarantor of these loans. The firms related to Modi would ask the PNB official to issue LoUs and

dards approach and attitude towards NPF, adding that saffron party wanted NPF in Manipur but maintained distance in Nagaland. Azo reminded that the regional party was formed
on October 21, 1963 for Naga national cause and issue. Therefore, he claimed that the regional party was formed out of sweat, blood and tears when the Nagas were going through the most difficult times. Further, he mentioned that former Manipur chief minister O Ibobi Singh would have continued his reign, had he not been belittled the Nagas and mistreated them. Prior to NPF’s entry into Manipur, Azo alleged that Nagas were treated as second class citizens. (Cont’d on p-8)
ONGC may resume operations along Assam-Nagaland border NEW DELHI, FEB 17 (AGENCIES): The oil wells run by state-run Oil and Natural Gas Corporation (ONGC) on the disputed Assam-Nagaland border may soon resume operations, with the Union home ministry stepping in to resolve the controversy between the two state governments, reports The Economic Times. Union home secretary Ajay Bhalla held discussions to allay concerns of the two states, after which teams from the Centre vis-
ited Nagaland in a bid to help resume operations, said officials. While Assam government has granted permission, a response from Nagaland is awaited, they said. Home ministry officials said differences arose due to an inter-border dispute between Assam and Nagaland. The chief secretaries of the two states attended the meeting called by Bhalla and assured that drilling operations would be resumed. An ONGC spokesperson said in response to ET's query, “All efforts are being made
for a favourable outcome to resume the operations.” Exploration and production activities were stopped at three oil wells - Khoraghat#10z, Khoraghat#48 and Nambar#05 - in June last year by the Nagaland government for allegedly not obtaining prior permission before starting drilling activities. Officials said the area where the drilling wells are located has a large Naga population and is among the regions which are a matter of dispute between Nagaland and Assam.

DIMAPUR, FEB 17 (NPN): Former chief minister and Governor Dr SC Jamir pointed out that since neither Naga sovereignty nor integration figured in the Framework Agreement of August 3, 2015 and Agreed Position of November 17, 2017, this can be understood that both issues were off the negotiation table. The veteran Naga leader and only surviving member of the Naga People’s Convention (NPC), that signed the 16-Point Agreement with the government of India for creation Nagaland as the 16th state of the Indian union, said this meant that Nagaland would continue to remain as a separate and distinctive administrative and political entity. Noting that the Framework Agreement and Agreed Position were both signed and subsequently ratified by all concerned under the decisive leadership of Prime Minister
Narendra Modi, with so much time having already lapsed, Jamir said it would indeed be ideal and most opportune if the final Naga accord was inked during the tenure of Modi. He said if this happens by 2022 then it would open a new Naga journey which also happened to be the 150th anniversary year of the advent of Christianity on Naga soil. Jamir expressed the hope that a final political settlement between leaders of Naga groups and the Centre will be an honourable one and give a better and brighter future to Nagas. According to him, in order to facilitate this the groups should set aside their personal differences for the sake of common Naga cause and unite to come up with one voice and one stand for the final accord, as the ultimate goal and objective was one and the same. Also with dignity, he said the fact should
be accepted humbly that within the meaning and framework of honourability, Nagas could only take, possess and cherish what the Central government and Indian Parliament gave to them through the political process. Jamir acknowledged that the challenges that would lie ahead of the final Naga peace accord would be overwhelming. He said consolidation of enduring peace, initiating genuine reconciliation in blood-soaked Naga society, absorption and assimilation of erstwhile underground brethren into normal life, resetting and streamlining governance process, grounding of agreed-upon political issues – all geared towards preparing the ground for the new dispensation to take off – were just some of the major issues that might need to be addressed. All this indeed would be most challenging, he added. (Full text on p-6)

Biplab Deb to join BJP’s campaign trail in Mnp today
NAGALAND POST, DIMAPUR FRIDAY, FEBRUARY 18, 2022
Congress pooh-poohs BJP’s claim of bringing stability to Manipur
Biplab Kumar Deb AGARTALA, FEB 17 (PTI): Tripura Chief Minister Biplab Kumar Deb would hit the BJP’s campaign trail in Manipur on Friday. Deb, who is currently in Delhi, is scheduled to campaign for the party in Manipur and return on Saturday, a BJP leader in Agartala said. “The chief minister will address a few rallies and take part in roadshows in Manipur,” the party leader said on Thursday. Union Minister of State for Social Justice and Empowerment Pratima Bhoumik, an MP from Tripura, has been extensively campaigning for the party in poll-bound Manipur for the past two weeks, he said. Earlier, BJP’s Tripura unit president Manik Saha campaigned for the party in the poll-bound state. Manipur will vote in two phases on February 28 and March 5. The votes will be counted on March 10.
Jairam Ramesh IMPHAL, FEB 17 (PTI): Senior Congress leader Jairam Ramesh on Thursday described the BJP’s claim of bringing stability to pollbound Manipur as “hollow” and its zero-tolerance policy towards drugs as a “joke”. Releasing the manifesto earlier in the day, BJP national president JP Nadda asserted that under the leadership of Chief Minister N Biren Singh, the state has headed towards development in the last five years, tackling the drug menace and achieving stability with rule of law being established. Ramesh told reporters that the Manipur government website informs people that only 47 per cent of the state’s eligible population have received both doses of the Covid-19 vaccine, which is among the lowest in the country.
He claimed that this proves the failure of the BJP government in the North-eastern state where assembly elections will be held in two phases on February 28 and March 5. It was the Congress that gave the people of the state a “stable and able government” for 15 years in a row since 2002, Ramesh said, claiming that the BJP’s manifesto is nothing but “joomla” (mere announcements). To call the election results of 2002, 2007 and 2012 as mandates of instability is a “mockery” and an insult to the people of Manipur, the AICC observer said. “The Constitution was murdered by the BJP in 2017. The mandate was for the Congress but the BJP formed the government,” he said.
Assam BJP MLAs file FIRs against T’gana CM 597 bottles of Phensedyl seized from SGH
NAGAON/RANGIA (ASSAM), FEB 17 (PTI): Two Assam BJP MLAs have filed police complaints against Telangana Chief Minister, K Chandrasekhar Rao for his alleged “antinational” remarks seeking proof of India’s surgical strike against militants in Pakistan, police officials said on Thursday. BJP’s Kamalpur MLA Diganta Kalita and Barhampur MLA Jitu Goswami lodged two identical complaints at Kamalpur and Nagaon police stations on Wednesday, but no case has been registered as of now. “We have received the complaint. No FIR has been registered as of now,” Nagaon additional superintendent of police Dhruba Bora told PTI. A senior officer at Kamalpur police station said the police is probing the matter and no FIR has been registered yet. The two identical complaints by the ruling party legislators in Assam said that the Army is a national entity without any political colour or allegiance to any political party. “... But the Hon’ble Chief Minister of Telangana, Sri Rao had attacked the sanctity of the Indian Army by adding political colour to it for the purpose of his political rivalry and campaign against the party in power at Centre. “This act is purely offensive, anti-national and against the interest of the Nation and certainly not expected from a person holding a very high Constitutional post,” they

The complaints were referring to Rao making a statement on January 12 at Raigiri in Telangana and at a press meet on January 13 questioning the surgical strike by Indian Air Force. Lending suppor t to Cong ress leader Rahul Gandhi, who had demanded proof of the surgical strike, Rao said half of the country, including himself want to know the “truth behind the targeted strike”. The Assam MLAs in their complaints said “He (Rao) through his statement passed comments not only against the Indian Army but also against the Government of India in a very derogatory and demeaning manner and such an act on his part is nothing but an act against the Government of India as well as the Indian Army. “His comment against the Indian Army and Government of India shows disrespect against the sovereign institution of our country and while doing so
he had tacitly supported the campaign and propaganda of Pakistan showing our country in a very poor taste,” the complaints said. Kalita and Goswami also alleged that Rao’s comments put the Army in a “very poor light” before not only the citizens of India but also in the eyes of the world. “His act in questioning the action of the Indian Army against an enemy nation is clearly prejudicial to national integration and against the sovereignty of our country... Therefore, you are requested to initiate an investigation and punish the culprit as per law,” they said.

The assembly election threw a hung house in 2017, in which the Congress emerged as the single largest party. However, the BJP, in alliance with regional parties, formed the government. “Political instability came only in the last five years. The BJP gave five years of darkness,” Ramesh said. On the menace of drug abuse in the state, he claimed that everybody is aware of the nexus that exists between the ruling party and the narcotic mafia. “In the last five years, there is a complete destruction of democracy and civil rights,” the former Union minister said. Slamming the BJP manifesto for being “silent” on the Armed Forces Special Power Act (AFSPA), he said the Cong ress has made its stand clear on the controversial law. In its manifesto released earlier, the grand old party promised to work towards repeal of the Act, if voted to power. Ramesh alleged that the NGOs, the media and anyone who oppose the chief minister and the government were under threat.

In the first two phases of polls in the state, voting was held on the 113 constituencies and 59 seats each will go to polls in the third phase on February 20 and fourth phase on February 23. “Have already hit a century in first two phases... and by the fourth phase of polling Samajwadi Party will have enough numbers to form the government,” the SP chief said addressing an election rally in Nasirpur area of Firozabad here. Akhilesh Yadav and Mulayam Singh during a public meeting in Mainpuri, Thursday. Yadav said criminals are those who give the chance to a mafia don to play cricket, referring to pictures of a don turned politician of eastern UP playing cricket, gone viral on social media. “I am saying again, those who have to break law or not work according to it need not vote for Samajwadi Party,” he stressed. Charging the BJP of
betraying the people, he said “listen to their speeches, small leader says small lies, bigger one big lies and the biggest is uttering the biggest lies’’. He said the BJP has not fulfilled its promise of doubling the farmers income, jobs to the youth. Amit Shah takes jibe at SP over Mulayam campaigning for party MAINPURI (UP), FEB 17 (PTI): Addressing a rally in the SP stronghold of Karhal, from where its president Akhilesh Yadav is contesting the Uttar Pradesh Assembly polls, Union Home Minister Amit Shah took potshots at the party on Thursday for bringing veteran leader Mulayam Singh Yadav for campaigning. Accusing Akhilesh Yadav of indulging in dynastic politics, he said the previous SP government in Uttar Pradesh had 45 members from his family. “I had heard Akhilesh Yadav say on television that he would now come to Karhal only on March 10 (the day the poll results are scheduled to be announced). But he came here six days later and under this scorching sun, also had to bring Netaji (Mulayam Singh Yadav). When the beginning is like this, what will be the end result?” Shah asked. Incidentally, Samajwadi Party (SP) patriarch Mulayam Singh Yadav made his first appearance in the ongoing election process on Thursday, addressing a meeting for his son Akhilesh Yadav at a distance of only about three kilometres from the venue of Shah’s rally. The home minister told
the voters if they want the BJP to win 300 seats in Uttar Pradesh, then it can be achieved through an electoral victory in Karhal, from where the saffron party has fielded Union minister S P Singh Baghel. “Only one seat can do the work of 300 seats. Make the ‘kamal’ (lotus, BJP’s poll symbol) win in Karhal and the SP will be wiped out from the state,” he said. Shah said Baghel holds an important position in the Union council of ministers. “He is a big leader of the Baghels. When he joined the BJP, he did so after leaving power. We made him the president of the (party’s) OBC morcha. He contested the (Lok Sabha) election and won. (Prime Minister Narendra) Modiji made him a minister and there was no need for him to contest the Assembly polls. But he said he does not want Uttar Pradesh to be run by gangsters again,” he said. The Bharatiya Janata Party (BJP) leader said once again a government that works for the welfare of the poor, backward classes, Dalits and farmers has to be installed in the state and hence, Baghel has been fielded in the ongoing polls. Hitting out at the SP,
‘Unemployment rising but BJP govt blaming Nehru for people’s problems’ CHANDIGARH, FEB 17 (PTI): The BJP had been in power for more than seven years and was still blaming first prime minister Jawaharlal Nehru for the problems of the people, former prime minister and Congress leader Manmohan Singh said on Thursday in a scathing attack against the Modi-led government. Targeting the central government on a host of issues, including the farmers’ agitation, foreign policy, price rise and unemployment, Singh said ahead of the Punjab elections on February 20 that the BJP’s nationalism was “fake” and was based on the British policy of “divide and rule”. The Congress played the message delivered in Punjabi at a press conference here. According to Singh, the government had proved to be a “complete failure” on the issue of foreign policy. The Chinese army, he alleged, was occupying “our pious land for the last one year but efforts are being made to bury this issue”. “Our relations with neighbouring nations are also deteriorating,” Singh said. Further targeting the Centre on foreign policy
Cong makes people of one region fight against those of another: PM
ABOHAR, FEB 17 (PTI): Prime Minister Narendra Modi on Thursday hit out at Punjab Chief Minister Charanjit Singh Channi for his ‘UP, Bihar and Delhi de bhaiye’ remark, saying people with such “divisive thought” do not have the right to rule the state. Addressing a rally here ahead of the February 20 Punjab assembly polls, he also urged voters to bring the BJP-led alliance to power in Punjab for the all-round development of the state. Channi during a Congress roadshow on Tuesday courted controversy by asking people not to let “bhaiyas” of Uttar Pradesh, Bihar and Delhi enter Punjab, a remark apparently aimed at leaders of the Aam Aadmi Party (AAP), which is emerging as a strong contender for the polls to 117-member state assembly. In a video circulating on social media, Congress general secretary Priyanka Gandhi Vadra is seen beside
PM Narendra Modi addresses an election campaign rally for UP Assembly elections, in Fatehpur. (PTI) Channi and clapping when he made the remarks during the roadshow in Rupnagar. The word “bhaiyas” in reference to people from Uttar Pradesh and Bihar is generally considered offensive. During his address, Prime Minister Modi attacked the Congress, saying it “always makes people of one region fight against another region for its own gains”. Referring to Channi’s remark, he said the entire country saw this.
“The statement, which the Punjab chief minister has made, and his leader, who was standing beside him, was clapping. The entire country has seen this,” Modi said. “By such statements, who are they trying to insult. There would hardly be any village here (in Punjab) where our brethren from Uttar Pradesh or Bihar would not be doing hard work,” he said. Noting that Guru Ravidas Jayanti was observed on
Wednesday, he said, “I want to ask these leaders where was Sant Ravidas born. Was he born in Punjab? He was born in Uttar Pradesh’s Varanasi and you will not let ‘bhaiya’ of Uttar Pradesh to enter here, will you throw out Ravidasiyas (followers of Guru Ravidas), will you erase Sant Ravidas’ name too. What kind of language are you speaking?” Modi further asked where Guru Gobind Singh was born. “He was born in Patna Sahib in Bihar, and you say you will not let people of Bihar enter. Will you then insult Guru Gobind Singh ji?... Will you insult the land where Guru Gobind Singh was born, will you use such language that you will not let people of that state enter here,” he said. They are saying they will not let people of Uttar Pradesh and Bihar enter, Modi said, adding, people with “such divisive thought do not have the right to rule
Punjab even for a moment”. Referring to the recommendations of the Swaminathan Commission report, he said it was his government which implemented them. “History is witness that the Congress has always betrayed farmers,” Modi said. “There was a demand for implementing the recommendations of the Swaminathan Commission report for several years but they continued to sit on the file. Congress governments only spoke lies,” he said. He said when his government was formed at the Centre, it implemented the recommendations of the commission, and that it was in his government’s time, there was a record purchase of foodgrains. Attacking the Congress government in Punjab, Modi said every trade has been captured by the mafia in Punjab. He also said that because of the Congress gov-
ernment’s policies, nobody was ready to make investments in Punjab. In entire Punjab, one voice is coming out and that is to make the BJP-led alliance victorious and form a “double engine” government, the prime minister said. “Double engine gover nment means speedy progress. It means weeding out sand mafia and drug mafia from the state. The double engine government means flourishing of trade, giving jobs and creating new avenues of self-employment,” Modi said. “Give one chance to us, give me five years and then see how the double engine government takes Punjab on a speedy path of development,” he said. The BJP is contesting the elections in alliance with the Amarinder Singh-led Punjab Lok Congress and the Sukhdev Singh Dhindsaled Shiromani Akali Dal (Sanyukt).

DEHRADUN, FEB 17 (PTI): The BJP hit back at Congress leader Harish Rawat for his recent remark that he would either be chief minister or sit at home, saying he does not have the patience to wait for the poll verdict and is building castles in the air. “His impatience shows he entered the poll battle just to grab the chief minister’s chair and has nothing to do with public concerns,” state BJP media in-charge
Manveer Chauhan said. The Congress’ “greed for power” has reached such a level that the fight for the chief minister’s post has begun in the party even when the poll verdict is still sealed in the EVMs, he said. “Even before the poll verdict is out, Rawat has begun to build castles in the air,” Chauhan added. Though the Congress made Rawat its poll campaign head for Uttarakhand, it did not declare him its chief ministerial candidate.
Priyanka Gandhi Vadra slammed the Narendra Modi government at the Centre on Thursday, saying its governance is only visible in advertisements. She also accused the BJP and the AAP of using religion and sentiments for political gains. “Modiji’s governance is only in advertisements, there is no governance in the country. NEW DELHI, FEB 17 (PTI): The BJP on Thursday accused the Aam Aadmi Party of working to cause fissures between the Hindus and Sikhs in Punjab in its bid to capture power in the state, and cited lack of Sikh representation in the Arvind Kejriwal-led government in the national capital to attack it. BJP leader Manjinder Singh Sirsa and Delhi BJP president Adesh Gupta also alleged that the AAPs agenda is to “loot” Punjab and likened it to the East India Company which wants to grab power in the state by making all sorts of promises. At a press conference, they accused Delhi Chief Minister Kejriwal and other
AAP leaders of making false claims in their campaign for the Punjab assembly polls and said the “Delhi model” highlighted by the regional party is a sham. In Delhi model there is no Sikh minister, Punjabi language has been deliberately neglected, over 850 new liquor outlets have been opened, no school and college have been opened, and health infrastructure is in shambles, Sirsa said. Referring to reported remarks of AAP that Hindus in Punjab are feeling apprehensive about internal security, Sirsa lashed out at the party for allegedly stoking communal fire in the state in its bid to win the polls, which are scheduled
for February 20. Hindus and Sikhs eat from the same plate and have no differences, he said, adding that people of the state have chased away those who have tried to cause fissures between the two communities. The Sikh leader asked Punjab voters to be wary of AAP. Sirsa alleged, “They (AAP) are a bunch of frauds. Kejriwal wear many disguises.” He asked voters of the state to set aside all differences to “save” Punjab. He asserted that only Prime Minister Narendra Modi can make the state free of debt and drugs while ensuring security and employment in the state.
Priyanka Gandhi Vadra price rise would not have been there. Had there been governance, PSUs, which generate employment, would not have been sold
reporters at Pathankot in poll-bound Punjab, where she also addressed a rally. She said poor people, small traders and small entrepreneurs in the country are facing several difficulties and hitting out at the Centre, asked who is worrying about them. “Where is governance?” Priyanka Gandhi asked and said an amount of Rs 2,000 crore is being spent on publicity. Taking on the Bharatiya Janata Party (BJP) and the
sentiments to do politics. They are not doing development”. At the rally, the Congress leader attacked both Modi and AAP leader Arvind Kejriwal. “When I heard Prime Minister Narendra Modi and Delhi Chief Minister Arvind Kejriwal talk about Punjabiyat, it made me laugh. I thought, how would they understand Punjabiyat? To understand it, one has to live it. Punjabiyat is a sentiment.”

Manmohan Singh matters, Singh said, “Old friends are constantly alienating from us, while our relations with neighbouring countries are also deteriorating.” “I hope that now the ruling dispensation has come to understand that the relations of the countries do not improve by forcefully embracing the leaders, playing on a swing with them or going for uninvited biryani,” he said, in a swipe at Prime Minister Narendra Modi. With the Congress targeting the Centre saying its governance was visible only in advertisements, Singh said, “The truth somehow always comes to the fore. It is very easy to talk big things but it is very difficult to put those things into action.” He said the government does not have trust in the country’s constitution
and “institutions are continuously being weakened”. “Today the situation is very worrisome. In the midst of the coronavirus pandemic, the short-sighted policies of the central government, on the one hand, have caused people to suffer from falling economy, rising inflation and unemployment. “On the other hand, the present government which has been in power for the last seven and a half years, rather than admitting their mistakes and making amends, is still blaming first prime minister Jawaharlal Nehru for being responsible for people’s problems,” Singh said in his video statement. Then making a sharp attack, he said, “I clearly believe that the post of prime minister has its own dignity and blaming history cannot reduce one’s sins.” Hitting out at the central government, Singh, who is a noted economist, said they have no understanding of the economy, which was not in a healthy shape. “Unemployment has reached its peak in the whole country today. Farmers, businessmen, students, women are all unhappy,” he said.
States asked to operationalise 1.1 lakh health, wellness centres
NEW DELHI, FEB 17 (PTI): The Union health ministry urged the states and Union territories on Thursday to expedite the operationalisation of 1.1 lakh Ayushman Bharat Health and Wellness Centres (ABHWCs), equipped with teleconsultation services, by March 31. Union Health Secretary Rajesh Bhushan chaired a meeting through a videoconference with all the states and Union territories to review the operationalisation status of the AB-HWCs, the tele-consultation services and the physical and financial progress made under ECRP-II and PM-ABHIM, a statement issued by the ministry said. Highlighting that the Centre is dedicated to expanding public healthcare delivery across the country, the states were informed about the implementation status of the AB-HWCs, their operationalisation as tele-consultation centres and the status of implementation of projects under the ECRP-II package through a detailed presentation. Bhushan highlighted that for ensuring Comprehensive Primary Health Care (CPHC) under Ayushman Bharat, the sub-health centres (SHCs) and the primary health centres (PHCs) are being strengthened as health and wellness centres (HWCs). “The states were advised to ensure opera-

tionalisation of the target of 1.10 lakh HWCs by March 31, 2022 through customised and focussed strategy. This in effect means that these HWCs must be fully functional and equipped to dispense free meds, provide free diagnostics and all prescribed health packages, including yoga and healthy living sessions,” the statement said. They were also advised to ensure that all the 1.1 lakh AB-HWCs are adequately equipped to function as effective and vibrant tele-consultation “spokes”. This would include ensured availability of internet connectivity, desktops or laptops and the required trained and skilled personnel, including CHOs. The states are also required to ensure that all the HWCs are mapped to a “hub”, which could be a district hospital or a district medical college hospital. For each such spoke, the states must ensure that a base minimum number of teleconsultation sessions are conducted, starting from Thursday, the statement said. The HWCs are crucial in providing preventive, promotive, rehabilitative and curative care for an expanded range of services encompassing reproductive and child health services, communicable diseases, non-communicable diseases, palliative care and elderly care, oral health, ENT care and basic emergency care.

Downward spiral
nother veteran Congress leader- Ashwani Kumar- considered close to former Prime Minister Manmohan Singh and also a staunch supporter of Congress interim-president Sonia Gandhi quit the party on February 16. He was law minister in the UPA-II government and is the first senior UPA cabinet minister to leave the Congress post its debilitating Lok Sabha election defeat in 2019. Ashwani has been associated with the party for over four decades. He had defended Gandhi strongly when 23 senior leaders, now popularly known as G 23, wrote to her in August 2020 calling for sweeping changes in the party. His exit also signals that there is increasing disenchantment even among the old guards. Ashwani is among the many Congress leaders who have left the party in recent months. Many leaders, especially the gen-next of the Congress and close confidantes of Rahul Gandhi have left the party such as - Jyotiraditya Scindia, Jitin Prasada, R. P. N. Singh, Sushmita Dev, Priyanka Chaturvedi and Laliteshpati Tripathi - in the last two years. Senior leader RPN Singh joined BJP on January 26, abandoning decades-old familial associations to leave a party that that had only the day before listed him as a star campaigner in Uttar Pradesh.Ashwani was not exactly ambitious like the young ones. Despite the never-ending string of losses suffered by the party in state elections and the humiliating defeats in 2014 and 2019, Ashwani chose to remain loyal to Sonia. However, after the unexpected wins in 2004 and 2009, the Congress slide began after a bold and new BJP emerged from the shadows of Vajpayee and Advani era. The Congress was facing a totally different BJP and under a more ruthless leadership that was determined to win at all costs. The Congress lost state after state in elections to the BJP mainly through poaching and wholesale horse trading of unimaginable scale. On the other hand , the Congress has failed to respond to the challenges posed by the BJP as well as belied expectations of the public to remain relevant. Unfortunately, under Rahul the Congress continues on a downward spiral but Sonia, like a doting mother, only sees Rahul. This has made the Congress a family party whose AICC is filled up with sycophants who need the family and vice versa. Therefore, when Ashwani decided that it was time to leave, he expressed a lot of pain and anguish. Without taking the name of Rahul Gandhi, he said the “national mood is not in favour of the alternative that the Congress party presents to the people in terms of its future leadership”. Young leaders like Jyotiraditya Scindia, RPN Singh, Sushmita Dev, Pradyout Deb Barma etc left because the Congress high command has no vision for them. Priyanka Vadra has come to centre stage from nowhere only to add to the star circus. The biggest tragedy with the Congress is that though the party is the only viable challenger to the BJP, its leadership- Sonia, Rahul and Priyanka- are incapable of seeing anything but only to exert a grip on the party amidst spreading disenchantment because of Rahul’s leadership. Instead, those holding such views are shown the exit door or made to feel unwanted. This is what Ashwani experienced like many others before him but unfortunately the free fall appears unstoppable with more likely to leave.
DailyDevotion Taking the Initiative Against Depression Arise and eat. —1 Kings 19:5
The angel in this passage did not give Elijah a vision, or explain the Scriptures to him, or do anything remarkable. He simply told Elijah to do a very ordinary thing, that is, to get up and eat. If we were never depressed, we would not be alive— only material things don’t suffer depression. If human beings were not capable of depression, we would have no capacity for happiness and exaltation. There are things in life that are designed to depress us; for example, things that are associated with death. Whenever you examine yourself, always take into account your capacity for depression. When the Spirit of God comes to us, He does not give us glorious visions, but He tells us to do the most ordinary things imaginable. Depression tends to turn us away from the everyday things of God’s creation. But whenever God steps in, His inspiration is to do the most natural, simple things— things we would never have imagined God was in, but as we do them we find Him there. The inspiration that comes to us in this way is an initiative against depression. But we must take the first step and do it in the inspiration of God. If, however, we do something simply to overcome our depression, we will only deepen it. But when the Spirit of God leads us instinctively to do something, the moment we do it the depression is gone. As soon as we arise and obey, we enter a higher plane of life.

NAGALAND POST, DIMAPUR FRIDAY, FEBRUARY 18, 2022
T
Whither-Ward is Nagaland Moving?
ime for Brutal Honesty: The time has come for the Nagas to wake up from our self-imposed state of hapless inertia, and be brutally honest about what has been happening to our beautiful land and its people. The past may teach and inspire us, without holding us captives; the present messy conundrum may awaken us to the stark realities that ruthlessly stare at us, and the beckoning of the future should inspire resolve in us to stand up and goad us to undertake the solemn task of reshaping our own destiny. We live in an irrevocably interconnected and intertwined world in which there and are things we alone can decide and do for ourselves; but there are many more things we cannot decide or do on our own even when those matters directly affect us. It is more than high time for the Nagas to climb out of the imaginary world that some people try to create through archaic rhetoric, threat and intimidation, not grounded on the realistic world we are wedged in, and face headlong the world of reality courageously and positively. Nature’s Pristine Beauty and Heaps of Dry Bones: The story of Nagaland evokes a sense of awesome majesty and dismal misery. Majesty, because the State is endowed with beautiful mountains and hills that smile with rays of morning sun whose bejeweled beauty does not fade away until the veil of darkness overcast the sky. With the advent of dawn in the distant horizon, we see the greenish majesty emerge from the world of darkness but now, these hills and mountains seem to stand still like a young lady in a dark, gloomy mood under the moonlit sky, with the world in mute silence, attempting to whisper to us something that is infinitely sad, grave and tragic which the world cannot understand. Such is the contrasting world of the Nagas today. Like Ezekiel’s vision in the Bible, the entire landscape of Nagaland appears to be a labyrinthine valley of death, scattered as it were with heaps of dry bones everywhere,- lifeless bones of decades of political demagoguery and status-quo rhetoric denuded of flesh and blood, that has lost the life-throb and mojo that once aroused and propelled an entire people in pursuit of a higher and brighter destiny for themselves. Nagaland today is mired in a deadly political quagmire. Of all the States on planet earth, tiny Nagaland today is governed by most number of governments and authorities, constitutional and extra-constitutional. Underneath the veneer of calm and orderliness, the intermingling power-play, by various political bodies and authorities have left state governance on the verge of collapse and the socio-economic development of the State lurching and lagging behind all others. If all the multiple extortions collected in various different forms and ways with total absence of public accountability, together with all the generous funds that flowed into the State from the Government of India and loan sources
S
during the last two decades for poverty alleviation, rural life uplift and socio-economic development of the State were to be tabulated, the emerging figures would be astoundingly large. And, if against such colossal resources that became available to the State we try to ascertain and match the corresponding dwarfed, languishing, stranded or nonexistent assets on the ground, the emerging contrasts and contradictions would perhaps be nothing less than shocking! We would perhaps then see the future of the State and its children hijacked away to some nothingness by some ruthless monster, called corruption. Without confronting head-on and addressing the root causes that have reduced our lot into heaps of ‘dry bones’, simply indulging in high sounding, bombastic rhetoric divorced from reality, and political power juggling and positioning with the sole objective of power-grab will never quicken and revitalize the ‘dry bones’ that our plight has become today. Drifters on Never-ending Road of Quicksand: We, the elderly generation of Nagas have vivid memories of how with practically nothing in hand, but fired up by their vision and conviction, and propped up by the sole resource of the active support of common Naga villagers, the Naga political movement started and was carried on against what appeared to be impossible odds. Years went by when, the Nagas, confronted with political ‘Manifestos’ soaked in foreign Communist ideology under the garb of ‘Nagaland for Christ’, found them totally incompatible with the Naga customary and democratic ways of life. What traumatized the Naga sensibilities even more deeply were the shocking and wanton fratricidal encounters and killings that ensued, which appeared to engulf the entire spectrum of Naga society,- brother ruthlessly killing brother almost anywhere and everywhere they encountered each other as political adversaries, under the vaunted slogan, ‘Nagaland for Christ’. Today, engulfed in suffocating multiple extortions and multiple governments in the land of believers in Christ, the common people find themselves bombarded regularly by furious vituperation, slander and thunderous invectives hurled against each other, and against anyone who would dare to disagree with them. Take a glance at the other side of the same coin. The Naga leaders of the older generation were not that qualified academically. However, enthused with clear realistic vision for the people, they committed themselves completely to the service of the people. Most unfortunately, the Naga political movement that was launched as a peaceful, non-cooperation movement, tragically turned into violent armed conflict between the Indian security forces and the Naga underground cadres, resulting in unleashing of unparalleled brutality and indescribable suffering to the innocent public. It was in the midst of this horrendous saga of human tragedy that the
Naga People’s Convention (NPC) was organized, operationalised and with active dialogue between delegates and representatives of all the Naga tribes, the NPC drafted the memorandum very consciously and judiciously featuring all the prevailing exigent strenuous social-political realities. It needs to be understood by all concerned that while commenting on the 16th Point Agreement, one should sets his feet upon solid rock of fact and truth. Statehood came into being not from the blue , but it was through collective wisdom of the representatives of the 16 tribes of the then Naga Hills of Assam and the Tuensang Frontier Division of NEFA and unanimously adopted the 16-Point Memorandum, that eventually became an ‘Agreement’ with the GOI known as the 16-Point Agreement. To today’s Naga leaders and people, living, thriving and enjoying merrily off the fruits of the sacrifice and visionary efforts of the NPC of over six decades ago, who try to decry the merits of the 16-Point Agreement, let it be made loud and clear without bias or prejudice towards anyone, that the 16-Point Agreement led to creation of the present State of Nagaland, was not a matter of guesswork, but of mathematical precision. It was no rhapsody or poetical fiction nor a fume fancy. It was a monumental achievement to pave the way for the people of Nagaland to play pivotal role in nation building. The then tiny population of 3,69,200 people, the NPC had succeeded in providing A Special Safeguard for the distinct Naga identity in the Constitution of India under Article 371(A). This unique feature is available to the state of Nagaland only.! Today’s modern-day politics of Nagaland on both sides of the spectrum appears to be marked by near endless defections, reformulations, reinventions, re-christenings,all in the name of the Naga cause, the same old wine changing the shape and colour of the container bottle endlessly,- unwittingly laying bare total lack of morality, political principle or conviction, and above all character, guided completely, as it appears, by outright self interest and self advancement. From social media posts, news media reports, releases given by social activist groups, statements made by political bodies, C&AG Audit Reports, and various sources including from the successive damning indictments of NITI AAYOG on Nagaland’s dismal performance on socio-economic development, today’s general public are aware of the dismal plight in State governance. They are frustrated, disillusioned, and find themselves caught helplessly in the vortex of totally unexpected twists and turns of Nagaland politics, keenly aware but unable to do anything about the dark and uncertain Naga journey that never seems to see daylight. The sudden spurt in the demand for new districts is an outburst of the people’s desire to have something tangible in their possession and ownership. They are least bothered about the viability or
otherwise that such creations entail, especially of the additional financial burden that an exceedingly oversized and ever-expanding State Govt. organization crunches on a State that is solely dependent for its survival on Central funding largesse grants and releases. Our journey together as a people, instead of taking us forward to new frontiers of peace and greater heights of development and progress, appears to be taking us downhill towards a state of helpless inertia and paralysis or chaotic decline and a failed State. Can we as a people afford to journey on like this any further on this road that seems to lead us nowhere? Need for Realism and Re-invention of the Naga Journey: • We can no longer afford to remain stuck where and how we are now, still much less to the vanished bygone past, especially with the potential possibilities of the desirable changes staring at us, if only we would have the collective will, courage and unity to move forward. Time and the world around us will not wait for the Nagas to catch up with them. Other States which appeared on the political scene long after us have gone ahead of us. We are not in competition with anyone, but we owe it to our children and the upcoming generations to move in sync with the fast changing times and irrevocable realities. • In the context of the present Naga political saga, since the signing of the 1st Ceasefire with the GOI in 1997, which was around a quarter of a century ago, the international geopolitical content and dynamics have undergone vast changes. India today is a much stronger and much more powerful global player. There is absolutely no chance or possibility in the light of India’s international standing today of any sensible foreign country standing up openly in internationally accredited Forum for the Naga cause of more than seven decades ago, and no fool-hardy country however big or strong will risk the misadventure of a costly and futile international war with India to try to liberate a tiny, far-flung, land-locked, economically non-viable Nagaland through armed invasion! Such wishful thinking and fantasy should not even be allowed to stray through one’s meandering imagination. • The Naga people have been long-suffering and have shown enormous patience. The existing conundrum of years of subjecting the people to times of indiscriminate killings and traumatic pain, followed by multiple extortions, multiple extra-constitutional impositions, and deprivation by the powers-that-be of what they believed was the legitimate due to the State and its people through alleged misgovernance and corruption, can cause unexpected and uncontrollable outbursts from the people. History is replete with such stories. The common people’s patience should no longer be strained or tested further. Everyone concerned should expedite the Naga peace process towards a final
conclusion and allow the unfolding of a new chapter of the Naga story. The State and its people more than deserve this long-awaited reward. • We honestly believe that the final political settlement between the Naga Underground leaders and the GOI will be an honourable one which will give a better and brighter future to the Nagas. In order to facilitate this, since the ultimate goal and objective is one and the same, our Underground brethren should, for the sake of the common Naga cause, set aside their personal differences and unite to come up with one voice and one stand for the final ‘Accord’. Also with dignity, the fact should be accepted humbly that within the meaning and framework of honorability, the Nagas can only take, possess, and cherish what through the agreed upon political process, India, the Central Government in Delhi, and the Indian Parliament gives to the Nagas. • Neither Naga sovereignty nor Integration figure on the body of both the Framework Agreement of 3rd August 2015 and the Agreed Position of 17th November 2017, respectively, it is understood that the issues of Naga sovereignty and integration of Naga areas are off the negotiation table. This would mean that Nagaland continues to remain as a separate and distinctive administrative and political entity. Under the decisive leadership of Mr. N Modi, the Honourable Prime Minister, the ‘Framework Agreement’ of 2015 and ‘Agreed Position’ of 2017 were both signed and subsequently ratified by all concerned. With so much time that has already lapsed, it would indeed be ideal and most opportune if during the present tenure of the dynamic and decisive leadership of Mr. N Modi, the Honourable Prime Minister, the final Naga ‘Accord’ is inked and a new Naga journey initiated in the year 2022 itself which happily happens to be the 150th anniversary jubilee year of the advent of Christianity on Naga soil. • The challenges that would lie ahead of the final Naga Peace Accord would be overwhelming. Consolidation of enduring peace, initiating genuine reconciliation in the blood-soaked Naga society, absorption and assimilation of the erstwhile Underground brethren into normal life, resetting and streamlining the governance process, grounding of agreed-upon political issues,- all geared towards preparing the ground for the new dispensation to take off,are just some of the major issues that may need to be addressed. All this indeed would be most challenging. Decades of violence have made many orphans and widows and even now the tears of the aggrieved families have not been dried up. To avoid any more bloodshed in the post settlement, as Christians and their society there are two fundamental doctrines of ethics, which stand out prominently above all others and give it its peculiar grandeur and its pre-eminent excellence are the doctrine of forgiveness. This is the maxim for Christians.
Here Nagaland Churches can play their part. • There will be both physical as well as psychological problem for the ex-ugs. Many of them will find it extremely difficult to adjust with the normal lives and on the other hand many of them will suffer from guilty conscience. They have committed crimes while they were underground at the fiat of their authority. Here we have to put ourselves into their shoes and do something concrete to remove that fears from their minds. It must be remembered that sympathy plays very important part in moral economy of the society. It is this noble sentiment which makes us to go out of ourselves and enter into the feelings and wants, into the difficulties and sufferings of others, with a view to afford relief. Our selfishness keeps us in chain within ourselves. Sympathy breaks this iron chains and drag us into the bosom of the sorrowing brother, so as to make us feel as he feels. With this spirit we have to approach the problem of the ex-ugs so as to create a peaceful and harmonious Naga society. • In order to cut the Gordon-knot of the Naga political conundrum, members of the Nagaland Legislative Assembly in their wisdom propounded two extraordinary formula to help resolve the vex Naga political problem at the earliest for which they have pledged among themselves to uphold the sanctity of their commitments. Formation of party-less or opposition-less government for the sole purpose of Naga political solution is a classic example even though it looks outlandish in political vocabulary but it is a solemn commitment of Naga elected members to achieve their goal. Furthermore, they have also made official declaration to vacate their seats to pave the way for the new political dispensation. These commitments were published widely in all the dailies and conveyed to the leaders of India. The people of the country in general and the people of Nagaland in particular are therefore anxiously waiting and watching the practical demonstration of their commitment and its consummation. It is hoped that they will surely exhibit and prove beyond any shadow of doubt the true spirit of Naga honesty and truthfulness and exemplify to the world what Nagas can do. Is it also not an opportune time to take most impactful step of making the way in this Naga Church Jubilee year to expedite and conclude decisively the final Peace Accord, leaving the field completely open for the GOI and the Naga national leaders, with no excuse, but to chart out the new journey ahead. This will be the most effective way of facilitating and expediting a final conclusion to the protracted Naga peace process. Needless to say, this issue should be a regular prayer concern of all Nagas everywhere, and particularly of all the Naga Churches everywhere, led by the NBCC. God bless Nagaland and all the Naga brethren. S.C. Jamir Former CM & Governor
With streaming videos come sleep deprivation
ome people are suffering from insomnia, while there are many who willingly do not want to sleep. With the growth in income and wealth, some people indulge in different types of pastimes. The common factors for sleeplessness include consumption of tea, coffee, alcohol and excess indulgence in phone, computer, movies, new age series and parties etc. The sleeping habits of people with a decent income also change. A healthy person needs at least seven hours of sound sleep, which the new lifestyle has robbed of. Teenagers and youth are so obsessed with watching streaming videos and series on OTT platforms like Netflix, Bigflix and
Amazon Prime Video that they watch it continuously for hours sacrificing their much-needed sleep. They keep on staring at their mobile screens. Social media initiated this trend followed by OTT series. Due to this, many types of physical problems including fatigue, boredom, burning sensation in the eyes come around. The people in the US suffer more in this respect. Sleep deprivation is a big problem out there, and Americans are spending a lot of money on gadgets that help them sleep well. Due to the new lifestyle, the market for sleep aids is booming. According to a report by Global Market Insights, in the first year
of the Covid pandemic, sales of sleep aids in the world exceeded Rs 94,000 crore. This figure is expected to triple by 2025. Although the results of these devices are not 100 percent. A lot of work still needs to be done in this direction. People in the USA are not satisfied with their gadgets. A healthy person should get enough sleep every night that after waking up s/he does not feel tired. If this happens, it means that there is a lack of sleep. According to the US Center for Disease Control and Prevention, an adult person needs at least 7 hours and maximum 9 hours of sleep a day. Getting less sleep can increase blood pressure. Such people are 20 percent more likely
to have a heart attack. They can also suffer from obesity. Actually, sleep keeps a balance of hormones, due to which the development of the body and the mind remain intact. Getting good sleep increases efficiency. This increases the immunity of the body and keeps the weight under control. Getting enough sleep keeps diseases like heart diseases and diabetes away. It is famous about Portugal’s famous football player Cristiano Ronaldo that he never gets eight hours of sleep at a stretch. On the contrary, he sleeps five times a day for one and a half hours. His routine has been going on since he used to play for Manchester United. A 40-minute
power nap after lunch is also a part of his routine. Consumption of alcohol also interferes with sleep. According to the World Health Organization (WHO), 3 million people die every year in the world due to excessive alcohol consumption. A l c o ho l - bo r ne d ise a se s account for five percent of the world’s expenditure on treatment of diseases. Similarly, 8 million people die every year due to tobacco. These include 1.2 million passive smokers, people who do not use tobacco themselves, nor do they smoke cigarettes, but who live with those who do. Narvijay Yadav is a senior journalist and columnist. No immediate plan to evacuate Indians from Ukraine: Govt
NEW DELHI, FEB 17 (PTI): India does not have any immediate plan to evacuate its citizens from Ukraine and its focus has been on ensuring their safety rather than on anything “larger”, the Ministry of External Affairs (MEA) said on Thursday. MEA spokesperson Arindam Bagchi said at a media briefing that India has been supportive of an immediate de-escalation of tensions and resolution of the Ukraine crisis through sustained diplomatic dialogue. He said the Indian embassy in Kyiv has been in touch with the Indian students in Ukraine and that it continued to monitor the situation on the ground. The embassy on Tuesday advised Indian citizens, especially the students, to temporarily leave that country in view of the “uncertainties of the current situation”. It also asked Indian nationals to avoid all nonessential travel to and within Ukraine. “Our focus is and remains on Indian citizens, Indian students, Indian nationals rather than anything larger than that and in terms of what we need to do to ensure that they are safe,” Bagchi said.
He said there are no immediate evacuation plans and that no special flights are being arranged. Noting that there were limited number of flights between India and Ukraine under the air bubble arrangement, Bagchi said the restrictions on the number of flights and the passengers are being removed. “Indian carriers are being encouraged to operate charter flights between India and Ukraine,” he said, adding there are flights through other routes as well. On India’s position on the overall situation, Bagchi said it has been supportive of an immediate de-escalation of tensions and resolution of issues through sustained diplomatic dialogue. He said India also welcomed efforts being undertaken for the implementation of the Minsk agreement. Russia has positioned around 100,000 troops near its border with Ukraine besides sending warships into the Black Sea for naval exercises, triggering concerns among the NATO countries about a potential Russian invasion of Ukraine. Russia has been denying that it plans to invade Ukraine.

NEW DELHI, FEB 17 (PTI): The NCB has been handed over 25 “big” drugs cases by various state governments so that a “comprehensive” investigation against the cartels can be conducted and the entire network can be unearthed, officials said on Thursday. The federal anti-narcotics agency has deputed a dedicated group of officers to supervise investigation in these cases, having interstate or international links, apprehend the accused, file charge sheets and secure conviction, they said. States like Madhya Pradesh, Andhra Pradesh, Delhi and a few others, have “identified big drugs cases and handed them over to the Narcotics Control Bureau” even as an equal number of such cases are in the pipeline and discussions between the agency authorities and few other state governments are on. The move to hand over large unsolved drugs cases
to the central agency finds its origin in a letter written to top state government authorities by NCB director general (DG) Satya Narayan Pradhan in November last year, stating that states should consider sending cases, having inter-state or international ramifications, to it in order to take the investigation to a logical conclusion. The letter was written after Union Home Minister Amit Shah had reviewed the national drug scenario at a high-level meeting a little earlier, and stressed that there was a “need for central and state narcotics crimes investigation agencies to work in very close partnership and coordination.” DG Pradhan told PTI that as a follow up to his communication, the agency has been handed over 25 such cases till now by the states, and the agency has begun working on them. “We are in continuous talks with various state
governments and soon we expect to get as many as 25 more such big cases. The aim is to unearth the panIndia nexus and disrupt the narcotics trafficking chain with the help of the state authorities who initially worked on the case,” Pradhan said. This letter was sent with an aim and request that the larger organised crime and terror syndicates linked to narcotics are busted effectively saving not only the country’s future generations from drugs addiction but also ensuring national security in the entire process, he added. Pradhan’s letter had mentioned that “in many cases the ring leaders and financiers, especially those with multi-state operations and presence in drug trafficking, evaded the clutches of law, posing a serious challenge for all drug law enforcement agencies in India, including the state police.”
Can dark horse Baghel trounce Akhilesh?
WILL SPS BAGHEL EMERGE A DARK HORSE AGAINST AKHILESH YADAV LIKE SHUBHENDU ADHIKARI? Shivaji Sarkar LU C K N OW, F E B 1 7 (NPN): Amid shifting of majority votes, the next phases of polls in the central UP hold key to the fate of the state. The party winning the region reins Lucknow. The trends in first two phases in UP and Uttarakhand turned curioser. The minority votes are consolidating and majority votes are shifting. It gives jitters to contestants and is becoming out-of-the-ordinary subject of study for social scientists. It is not easy to say if the trends would continue in the next phases. The split of majority votes finds echo in Prime Minister Narendra Modi’s Kalyanpur, Kanpur Dehat address. Modi called upon the “Hindus not to split their votes” deprecating Bengal chief minister Mamata Banerjee move to divide majority votes in Goa. Whether it changes the perception in the central UP and leads to Hindutva consolidation as BJP workers fan out or is overturned would be watched. The Samajwadi Party got 90 seats here in 2012 and a mere 12 in 2017 in centre parts of the state. The BJP
also had a loss and windfall. In 2012, it got 10 seats that soared to whopping 90 of the 118 seats. BJP had a sweep in ten districts. The SP was nearly wiped off in its Yadav stronghold. The BSP has minor presence but can tilt the balance in favour of BJP. The region is spread from Hardoi in the West, Lucknow, Kanpur – heart of the region; Farrukhabad, Kannauj, Etawah –the Yadav belt and Bundelkhand. The region understands the pulse and the party that controls the region controls UP. The BJP had no recognizable leader in the region in 2017 but the Modi wave decided the overwhelming sweep of 312 seats and another 13 for its allies. It also has the key seat of Karhal. It will decide whether Akhilesh Yadav would be in the UP Assembly and could lead the state or not. He faces stiff resistance as BJP pits central minister Satya Pal Singh Baghel against him. The BJP has sent key organizers and strategists and hundreds of workers to the constituency. It is too prestigious for the party. High pitched contest is crucial if Baghel could emerge a dark horse like Shubhendu

Adhikari who trounced Mamata Banerjee at Nandigram in Bengal. Ayodhya is adjacent or almost a part of the region. Chief Minister Yogi Adityanath had considered contesting from there. But Ramjanmabhoomi temple is not a great vote attractor. In the recent Zila (district) Panchayat elections BJP could get eight of the 40 seats. The rest are with SP and its allies. Yogi quietly shifted to Gorakhpur. Chief priest of Ramjanmabhoomi temple Mahant Satyendra Das says he told Adityanath to shift as there was commotion in Ayodhya for houses and shops being demolished due to infrastructure projects in the wake of the construction of the temple. Soaring real estate prices and manipulative land deals also are issues, party workers say.

This is an aspirational region. Niti Aayog report on sustainable development puts the state at almost the lowest of the rung of sustainable development. It contributes significantly to agriculture but is poor on human development index. People want more official support. The decision is expected to be sharp in these 118 seats. The Yogi is harping on the issue of former chief minister Kalyan Singh who hailed from Auraiya not being given due reverence after his death by the SP. Would it help BJP get extra votes? The region remembers covid19 bodies floating in the rivers, the difficult long migrant labourers’ trek, their chemical wash, acute poverty and farmer problems. Akhilesh is contesting on the issue of an empathetic regime that can lead the state. The two major contenders have their strengths and weaknesses. Most sitting MLAs are proving liability for the BJP. While SP campaign is measured, sharp and avoids inciting passion,

the BJP is aggressive, often raising threats from “SP’s goondas, Hijab and threat to the Hindus”, an attempt to polarize. There are sections of the people who are heeding Yogi. But there are others who have decided to throw their flank against. As one moves around he could feel that yearning for change has its supporters. A new social coalition is emerging. Majority community is aligning with unemployment, high prices and issues of junking of ten-year-old cars, stray cattle guzzling crops and many more. But in the first two phases it is also observed that caste groups like Tyagis and some others were swept by the Modi and community sentiments, rashtravad (nationalism), law and order, women’s safety and free food dole. The silent voters may give jitters to perceptions and rules. Amid euphoria there are fears too as minority voters consolidate. The political parties are apprehensive of BJP’s influence on the official machinery.

NEW DELHI, FEB 17 (IANS): Calls regarding unattended bags and bomb threats at two different places in east Delhi created panic on Thursday. In view of the gravity of the situation, Delhi Police has also summoned National Security Guard personnel to the spot. The first case was reported from Shahdara area, police said. “An unidentified bag was found in Shahdara district. Delhi Police and Fire Department received a bomb threat call at 2.15 p.m. We found a bag from the spot and are checking it,” a police official said. Meanwhile, another call, about an IED, was received at New Seema Puri. “The call is regarding IEDs. We are taking it seriously,” said the police official. According to a source, investigation in the Seemapuri IED call has revealed that it has connection with Ghazipur incident, where an IED was found last month. “The case is connected to Ghazipur IED recovery case. A 3 kg IED was recovered on January 17 from near the Ghazipur mandi. A Special Cell team found a bag in the house of a suspect and some suspicious articles. The occupants of the house is missing. The landlord was detained and is being questioned,” said a source.

was reluctant to make any observation on the merits of the case as that would have an impact on the parties involved and influence the prosecuting agency as well as the courts which would ultimately look into the case. The UP government had consented to the proposal leading to the appointment of the former judge and the reconstitution of the SIT which has been asked to make all efforts to conclude the investigation expeditiously and file the charge sheet. Prior to this, the apex court had said it had no confidence and did not want the one-member judicial commission appointed by the UP government to continue the probe into the Lakhimpur Kheri violence case. Retired Allahabad High Court judge Justice Pradeep Kumar Srivastava was named by the state government earlier to enquire into the eruption of violence on Tikonia-Banbirpur road in Lakhimpur Kheri district.

On November 17, last year, the top court had appointed Justice Rakesh Kumar Jain, former judge of the Punjab and Haryana High Court, to monitor the probe by Uttar Pradesh SIT which will also get three IPS officers who are not natives of the state. Observing that while investigating such offences, “justice must not only be done but also be seen and perceived to be done”, a bench headed by Chief Justice N V Ramana had ordered reconstitution of the SIT and ordered the induction of IPS officers -- S B Shiradkar, Padmaja Chauhan and Preetinder Singh. Shiradkar, an IPS officer of the 1993 batch from Maharashtra and presently serving as ADG Intelligence in Uttar Pradesh, will head the SIT, the apex court had said in its order. TEHRAN, FEB 17 (AP): Iran’s supreme leader vowed on Thursday that his country would ramp up development of its civilian nuclear program, as major world powers continued delicate talks in Vienna to revive Tehran’s landmark nuclear deal. In a televised speech, Ayatollah Ali Khamenei urged the importance of nuclear energy for Iran, while again asserting that it had no interest in nuclear weapons. Khamenei’s remarks seemed clearly aimed at the countries involved in the Vienna talks. “Enemies are making cruel moves against our nuclear energy issue, (putting) sanctions on nuclear energy that they know is peaceful,” he said. “They do not want Iran to achieve this great and significant progress.” The accord, which former President Donald Trump abandoned nearly four years ago, granted Iran sanctions relief in exchange for curbs on its atomic program. NEW DELHI, FEB 17 (IANS): Pakistan journalist Mohsin Baig, who was arrested following a raid at his residence, has claimed that he was tortured by Federal Investigation Agency (FIA) officials on the orders of Prime Minister Imran Khan while in police detention, Friday Times reported. He was taken into custody in connection to the “derogatory and demeaning” remarks he made on a news channel last week about the premier and Minister of Communications Murad Saeed. The senior journalist, seemingly with a black eye and cuts to his face, made the allegations to journalists while he was escorted into a terrorism court in Islamabad by police on Wednesday. Baig was arrested from his home in Islamabad early Wednesday morning. According to some reports, Baig’s son was injured during the raid and faces possible charges, while others have claimed that shots were fired, as well. Footage of the arrest purportedly shows Baig firing a gun into the air and aiming at police.
Police have added terrorism and attempted murder-related charges to the FIR against Baig, in addition to the one lodged by Saeed for “defaming army officers” and “statement conducing public mischief ”, among other charges. His arrest came after a show-cause notice issued by the Pakistan Electronic Media Regulatory Authority (PEMRA) to private TV channel News One for airing the comments Baig made about the minister on February 10th. Baig had appeared on the talk show ‘G for Gharidah’, hosted by Gharidah Faruqi, to comment on the Prime Minister’s acknowledgement of Saeed’s performance with the Ministry of Communication, which received the top certificate as the best performing federal ministry in the country, the report said. On the show that night, Baig had insinuated that the “real reason” Saeed ranked in first place was “written in Reham Khan’s book”. Other guests on the show jumped in to agree with him.

S A N T I AG O, F E B 1 7 (IANS): Chilean President Sebastian Pinera has declared a constitutional state of emergency in four northern provinces, granting special powers to the Armed Forces to control irregular migration along the border. The measure, which will last 15 days with the possibility of a two-week renewal, includes the deployment of 672 military personnel and 100 police officers to guard Chile’s northern border with Bolivia and Peru, reports Xinhua news agency. The South American country is facing a “migratory and security crisis”, mainly in the provinces of Arica, Parinacota, Tamarugal and El Loa, according to the government, amid an increase in the flow of migrants through unauthorised crossings and in extreme conditions. The Kremlin has repeatedly denied it has plans to attack Ukraine but demanded that NATO never admit Ukraine and other ex-Soviet nations as members and the military alliance roll back troop deployments in former Soviet bloc nations.
WASHINGTON, FEB 17 (PTI): A Russian invasion of Ukraine can happen anytime now, the White House said Wednesday as President Joe Biden announced plans to dispatch Vice President Kamala Harris and Secretary of State Tony Blinken to attend the Munich conference to meet world leaders and unite them against Moscow. White House Press Secretary Jen Psaki anticipated that an attack could take place at any time. “We are in the window where we believe an attack could come at any time, and that would be preceded by a fabricated pretext that the Russians use as an excuse to launch
an invasion,” Psaki told reporters at her daily news conference. “We have talked about this a bit here, we’ve seen these tactics used in the past. Those could include but not be limited to the report you just referenced, claims of provocation in Donbass, false state media reports, which I think you should all, everybody should keep their eyes open and be aware of potentially fake videos and accusations about chemical weapons or accounts of attacks on Russian soldiers that have not actually occurred,” she said. In response to a question, Psaki told the reporters that there could be a range of false flags and
China criticises India’s latest ban Afghan girls ‘must definitely’ on 54 more Chinese mobile apps return to school, says Karzai
BEIJING, FEB 17 (PTI): China on Thursday criticised India’s latest decision to block access to 54 more Chinese mobile apps over security and privacy concerns, saying that the move has damaged the legitimate interests of companies from China. India on Monday blocked 54 more apps with Chinese links, including Tencent Xriver, Nice Video baidu, Viva Video Editor, and gaming app Garena Free Fire Illuminate. The Chinese apps allegedly obtain various critical permissions and collect sensitive user data. The collected real-time data are being misused and transmitted to servers located in a hostile country, sources
in India said, adding that the IT ministry has issued interim directions for the blocking of 54 apps. Reacting to New Delhi’s move, China’s Ministry of Commerce urged India to improve its business environment and treat all foreign investors, including Chinese companies, in a fair, transparent and nondiscriminatory manner. Commerce Ministry spokesman Gao Feng said the relevant Indian authorities have taken a series of measures to suppress Chinese companies and their products in India, which have seriously damaged their legitimate rights and interests. “China expressed serious concern about this,”
official media here quoted Gao as saying. Gao said China and India are inse parable neighbours and important economic and trade partners for each other. In 2021, the bilateral trade volume between China and India reached USD 125.7 billion, a year-on-year increase of 43 per cent. “The economic and trade cooperation between the two countries has strong resilience and great potential. It is hoped that the Indian side can take concrete measures to maintain the sound development momentum of bilateral economic and trade cooperation and to benefit the two countries,” he said.
KABUL, FEB 17 (IANS): Former Afghan President Hamid Karzai has said that every girl in the country “must definitely” return to schools, as it is “absolutely” necessary for the well-being of war-torn nation. In his remarks to France 24, the former leader said that the return of girls to school and women to their workplaces is the demand of Afghanistan itself, TOLO News reported. G i r l s a n d wo m e n have been out of educational institutions and offices since the Taliban took over Afghanistan in August 2021.
Regarding the recognition of the incumbent Taliban government, Karzai said some initial steps were needed to be taken at the national level to pave the way. “The first responsibility comes to the current government, to the Taliban government, to make sure that all Afghans from all walks of life, from all the Afghan people, are addressed, brought together, and the future of the country (is) discussed... The decision is made through the will of the Afghan people. The expression of that will is necessary then definitely recognition will follow,” he added.

Earlier in the day, Blinken said that the US was doing everything it possibly can to seek a peaceful resolution to the crisis Moscow has “needlessly precipitated”. According to a senior US administration official, the West detected that Russia had increased its force near Ukraine border by 7,000 troops, with some arriving recently, contrary to Moscow’s claims of withdrawal. “To be very, very clear, we have not seen that. In fact, we have seen the opposite in recent weeks and even in recent days. More Russian forces, not fewer, are at the border and they are moving concerningly into fighting positions. This is cause for profound concern. At the same time, and as we’ve warned previously, over the past several weeks we’ve also seen Russian officials and Russian media plant numerous stories in the press,” Price said.

WASHINGTON, FEB 17 (PTI): The US has hoped that India, which is committed to a rules-based international order, will stand by its side in case of a Russian invasion of Ukraine, which as per the Biden administration seems imminent with Moscow adding 7,000 troops to Ukraine’s border in recent days. State Department Spokesperson Ned Price said on Wednesday that there was a discussion on Russia and Ukraine during the recently concluded Quad ministerial in Melbourne that included foreign ministers from Australia, India, Japan and the US. He said there was a “strong consensus” in that meeting that there needs to be a diplomatic and peaceful resolution to the Ukraine crisis. “One of the core tenants of the Quad is to reinforce the rules-based international order. And that is a rules-based order that applies equally in the IndoPacific as it does in Europe, as it does anywhere else. We know that our Indian partners are committed to that rules-based international order. There are any number of tenets in that order. One of them is that borders can-

2,000-year-old Roman cemetery containing at least 20 ornately decorated graves has been uncovered near the shoreline in the northern Gaza Strip, with the antiquities ministry calling it the most important local discovery of the past decade. Gaza is rich with antiquities having been an important trading spot for many civilisations, from as far back as the ancient Egyptians and the Philistines depicted in the Bible, through the Roman empire and the crusades. Ruins discovered there include the remains of a siege by Alexander the Great as well as a Mongol invasion. Twenty Roman graves have been located so far and the team expect to unearth 80 in total within the 50-square-meter cemetery. Only two graves have been opened, one contained skeletal remains and some clay jars. Because of the shape of the graves and the relatively ornate decorations, they

NZ v SA, 1st Test: NZ take control on opening day ASA meet: NASA leads with 66 medals Correspondent
CHRISTCHURCH, FEB 17 (IANS): Career-best figures of 7/23 from unheralded paceman Matt Henry on return to Test cricket after eight months helped New Zealand dominate the opening day of the first Test against South Africa here on Thursday. Henry, who came into the side because Trent Boult was on paternity leave, tore through the South African batting line-up with ease as he picked up the equal third-best Test figures by a New Zealand bowler as the Proteas were dismissed for just 95 at Hagley Oval. His figures of 15-723-7 were the joint thirdbest test figures ever by a New Zealander after Ajaz Patel’s 10/119 (v India at Wankhede in 2021), and Richard Hadlee’s 9/63 (v Australia at Brisbane in 1985) and equal with Hadlee’s 7/23 against India at Wellington in 1976. A cautious New Zealand had reached 116/3 by stumps to lead by 21 -- with Henry Nicholls (37*) and nightwatchman Neil Wagner (2*) at the crease -- and in a strong position to start the two-match Test series in style.

New Zealand pacers Henry, Tim Southee and Kyle Jamieson extracted considerable movement in the air and bounce off the pitch, hitting a good line and length repeatedly, putting South Africa under pressure. They made full use of the conditions after stand-in skipper Tom Latham won the toss and elected to field. But the day belonged to Henry, who
claimed his first five-wicket haul in Test cricket, helping the hosts dismiss South Africa for their lowest-ever score in Tests. Henry started the carnage when he had South Africa skipper Dean Elgar playing a loose shot to a fullish delivery pitched on and around off-stump. Elgar went for a drive but could manage only a thickedge that Tim Southee
pocketed with an excellent catch at third slip, diving to his left. He went on to dismiss Aiden Markram (15) and Rassie van der Dussen (8) as South Africa lost wickets at regular intervals. Jamieson chipped in with the wicket of Sarel Erwee (10), while Southee claimed of the innings -Temba Bavuma for seven. Henry returned to dismiss Kagiso Rabada and Glen-

AIZAWL, FEB 17 (PTI): A 48-year-old man from Mizoram has created a record by becoming the first among Mizos to pedal over 1,500 km in a single cycling expedition to reach Kolkata from Mizoram capital Aizawl. C Lalawmpuia had set out from his home here on January 26 and reached the eastern metropolis on February 15 evening after recesses in 14 towns of Mizoram, Meghalaya, Assam and West Bengal, The record came barely a year after a 55-year-old man from Kolkata, Parimal Kanji toured the periphery of India on a bicycle and covered over 15,000 km. While Kanji’s mission was dream-driven, Lalawmpuia, who is a businessman from Aizawl city and a father of three, said he has a purpose for his expedition. “My motive is to motivate Mizo youths and middle-aged men to take up cycling and take interest in it or any other adventure sports for physical health. I wanted to show them that long distance cycling is not only for foreigners or nontribals. Mizo tribals can also do it if they really take up cycling as sports and adventure,” he told PTI. Tall paceman Marco Jansen (1/11) made the breakthrough when he dismissed Will Young for eight and Duanne Olivier (2/36) bowled stand-in Kiwi skipper Tom Latham (15) shortly after to reduce the hosts to 36/2. B u t C o n way a n d Nicholls steadied the show, with the former falling late in the day to Olivier for a well-compiled 36 as the hosts took the honours on an opening day. Brief scores: South Africa 95 all out in 49.2 overs (Zubayr Hamza 25; Matt Henry 7/23) v New Zealand 116/3 in 39 overs (Devon Conway 36, Henry Nicholls 37 not out; Marco Jansen 1/11).

2022: Bruno Da Silva powers Champions League: Liverpool quell Inter 2-0 PVL Chennai Blitz to their first victory
MILAN/SALZBURG, FEB 17 (IANS): In a match between two former champions, Liverpool rode their luck for most of the match before scoring two late goals from Roberto Firmino and Mohamed Salah to subdue Inter Milan in a Champions League Round of 16 match. Firmino came off the bench in the first leg encounter at San Siro on Wednesday night and opened the scoring with a clinical header from a corner in the 75th minute. And eight minutes later, Salah netted to give the Reds a two-goal advantage when they welcome the Serie A champions to Anfield in next month’s return fixture. The two goals in the last 15 minutes of the match gave Liverpool a good cushion as they maintain their hopes of regaining the European crown. The Reds rode their luck for long periods, not least when Hakan Çalhanoglu collected Ivan Perišic’s cross and shot against the bar 16 minutes in. Çalhanoglu was instrumental for the hosts, providing excellent setpiece deliveries for both

Milan Škriniar and Denzel Dumfries to go close with their heads. Sadio Mané’s firsthalf header was the closest Liverpool had come when Jürgen Klopp, his team on the back foot, made a triple change just before the hour. Edin Džeko then had an effort ruled out for offside but the momentum soon began to shift, Firmino’s delightful header from Andy Robertson’s corner tipping the scales entirely.
Salah rubber-stamped a vintage away performance when he finished inside a crowded penalty area with just seven minutes left. Juergen Klopp made four changes to the starting line-up that beat Burnley on the weekend. Ibrahima Konate, Thiago Alcantara and Diogo Jota came into the XI, while Harvey Elliott, at 18 years and 318 days, became the youngest player ever to make his de-
but for Liverpool in Champions League knockouts. There were openings at both ends of the pitch during an entertaining opening 45 minutes. Lautaro Martinez and Thiago both went close with efforts from the edge of the box early on, before they had some clear-cut chances. Sadio Mane headed fractionally over from inside the penalty area after rising highest to meet Andy Rober tson’s free-kick. Then, Hakan Calhanoglu pounced to receive an Ivan Perisic cross from the left, striking the crossbar from a tight angle and watching the rebound bounce clear. There was nearly a golden opportunity for either side following counterattacks, though they were thwarted by vital interceptions from Calhanoglu and Konate, according to a report on Liverpool’s official website. And the final chance of the first half went to the hosts as Milan Skriniar headed fractionally wide from an out-swinging corner. A change for the Reds at the break saw Firmino replace Jota, the report
said. The hosts again came close to breaking the deadlock early in the second period. Perisic’s delivery following Denzel Dumfries’ switch was just out of the reach of Martinez in the six-yard box. Under heavy pressure, Liverpool then opted for a triple change, bringing on Luis Diaz, Naby Keita, Jordan Henderson in place of Mane, Elliott and Fabinho. Liverpool sealed their victory with another goal eight minutes later. Alexander-Arnold pumped a free kick into the area that was nodded down by Virgil van Dijk. In a position to latch on to the loose ball, Salah hit a first-time strike towards goal that took a slight deflection off an Inter player en route to the back of the net. The goal meant Liverpool will be a lot more comfortable when they meet their rivals again for the second leg a few weeks. Elsewhere, the famous German resilience came to the fore as Bayern Munich fought back from a goal down to secure a 1-1 draw against Salzburg in their Champions League Round of 16, first leg match.

SHAH ALAM (MALAYSIA), FEB 17 (PTI): The Indian men’s team, led by world championship bronze medallist Lakshya Sen, secured a 3-2 win over Hong Kong in group A to keep its slim hopes alive of making the knockout stage at the Badminton Asia Team Championships here on Thursday. The crushing 0-5 defeat against Korea in their opening match has made life difficult for India as they are currently at the third spot in group A, just above Hong Kong, with one win and one loss. Three-time defending champions Indonesia and Korea are currently ahead in the race to qualify from group A. India Open winner Lakshya Sen, Mithun Manjunath and doubles pairing of Hariharan Amsakarunan and Ruban Rethinasabapathi Kumar gave a good account of themselves during the five-match rubber. World no 13 Lakshya start-
ed the proceedings, thrashing world no 17 Lee Cheuk Yiu, a silver medallist at 2013 Asian Youth Games, 21-19 21-10 in 35 minutes to give India a good start. Hong Kong took control of the match with Law Cheuk Him and Lee Chun Hei Reginald notching up a thrilling 20-22 21-15 2118 win over Manjit Singh Khwairakpam and Dingku Singh Konthoujam.
Kiran George, who won his maiden Super 100 event at Odisha, put up a spirited show before losing 13-21 21-17 9-21 to Chan Yin Chak as Hong Kong led 2-0 after three matches. Hariharan and Ruban, who had won the all-India senior ranking badminton tournament in Chennai in December last year, got the better off Hong Kong’s Chow Hin Long and Lui
Chun Wai 21-17 21-16 to keep India afloat. Manjunath, who had reached semifinals of Syed Modi Super 300, then saw off Jason Gunawan 21-14 17-21 21-11 to hand India a fine 3-2 win. However, the men’s team will have to claim an outright win against title holders Indonesia on Friday and also need Korea to lose to Hong Kong to make
an improbable entry into the knockout stage. India and Korea currently have one win and one loss and if both teams win on Friday, it will come down to number of matches and games won and lost, where Korea is ahead. Indian women’s team lost its opening match 2-3 against Malaysia. They will take on defending champion Japan on Friday.
